[3:49] work together for the betterment of this community. Again, thank you for the
[3:52] Constitution of these United States in which we experience such freedoms to
[3:58] work together for the betterment of our local
[4:01] communities. And so, I pray that you'll bless Park City
[4:04] and all the community about us and our neighbors. And we ask this in the
[4:09] blessed name Jesus Christ. Amen.

[5:03] So, we can remove that one. Um Troy.
[5:07] » I second with the changes.
[5:14] » [snorts]
[5:18] » Okay. Motion by Terry and seconded by Troy to accept the agenda as presented
[5:23] minus item two. Do I have any other suggestions?
[5:28] Okay, we'll call the vote. All in favor, aye.
[5:31] » Aye. >> Aye.
[5:31] » Opposed, same sign. Motion passes 7-0.

[5:52] » Thank you.
[5:54] Very good. Consent agenda.
[6:01] Charlie? >> I move we approve the consent agenda.
[6:06] » Thank you, Terry. >> Second.
[6:08] » All right. Motion by Charlie to approve the consent
[6:11] agenda as presented, seconded by Terry. All in favor, I.
[6:16] » I. >> Opposed, same sign. Motion passes
[6:20] 7-0.
[6:24] All right. Item one under new business is hold a public
[6:28] hearing and consider approval of a resolution levying assessments for
[6:33] delinquent storm water fees. Marla.
[6:37] » Good evening, Mayor and Council. Resolution number 990-2020
[6:41] 2018 adopted by the council on April of 2018 to establish storm water fees
[6:46] provides authorization to assess delinquent storm water fees to
[6:49] properties. Unpaid amounts that have been billed in the last 60 days have
[6:54] been excluded. Documents initiating the special assessments process for
[6:59] delinquent storm water fees are included in the packet. Letters providing notice
[7:03] of the public hearing were mailed to property owners on July 29, 2026
[7:09] and they were given until August 11, 2026 to pay the delinquent amount to
[7:15] avoid assessment to the property. It looks like right now our list
[7:21] consists of two properties that are still unpaid. So,
[7:26] those are the only two. I gave each one of you a handout
[7:31] that would need to be assessed to their property tax.
[7:35] I stand for any questions. >> Thank you, Marla. That's 6027 East
[7:39] Parkview and 1621 East Lancaster. >> Yes.
[7:44] » And the total is 34918? >> Yes.
[7:46] » Between the two?
[7:50] Okay.
[7:55] Thank you.
[8:04] All right, we will start a public hearing.
[8:10] It is 7:06. Is anybody present tonight that would
[8:14] like to speak on behalf of this item?
[8:40] It is still 7:06, but if there's anybody present that would like to speak on this
[8:43] item. No? We'll close the hearing.
[8:49] Still 7:06.
[8:55] Now, I would entertain a motion.
[9:04] Jim. >> I'll move to approve resolution
[9:06] 1290-2026.
[9:10] » Harry? >> Second.
[9:17] » Okay. Motion by Jim, second by Terry to
[9:20] approve the resolution. All in favor, I. >> I.
[9:24] » I. >> Opposed, same sign.
[9:28] Motion passes 7-0. We now have a number two, item three,
[9:33] consider approval of the 2027 Land Bank budget.
[9:38] D, good evening.
[9:45] » Good evening. Uh Kansas statutes require that the
[9:49] governing body review and approve the Land Bank budget before it uh can be
[9:53] adopted by the Land Bank Board of Trustees. The total expenditure amount
[9:57] published was $53,903. The Land Bank budget notice of hearing
[10:02] are attached to this agenda item in your council packets. Staff recommends
[10:06] approval of the 2027 Park City, Kansas Land Bank budget.
[10:15] » Thank you, D. Troy.
[10:18] » If nobody has anything, I'll move to approve the 2027 Park City, Kansas Land
[10:23] Bank budget in the amount of $53,903.
[10:28] » Thank you. John Wells.
[10:32] » I second that motion.
[10:36] » Okay. Charles, did you have something?
[10:39] » No, I was just going to second it. >> Okay.
[10:43] All right, we have a motion and a second.
[10:46] All in favor? >> Aye.
[10:48] » Aye. >> Opposed, same sign.
[10:51] Motion passes 7-0. Now we'll recess as a council
[10:56] and convene
[11:00] I'm doing that right now. >> Yes.
[11:03] » Call the meeting to order as the Land Bank.
[11:07] » The notice of budget hearing for the Land Bank was pub- published in the Ark
[11:11] Valley News on July 23rd, 2026 and also placed on the Park City's City
[11:16] of Park City's website. The total expenditure amount published was $53,903
[11:22] and the notice of hearing is attached to this agenda item on your council
[11:26] packets. Staff recommends holding a public hearing followed by adoption of
[11:30] the 2027 City of Park City, Kansas Land Bank budget.
[11:35] If the budget is adopted tonight, please stop at Marla's desk to sign the
[11:39] certificate before you leave tonight.
[11:44] » Very good. Thank you. >> [clears throat]
[11:46] » All right, we'll open the public hearing at 7:09.
[11:49] If anybody is present tonight that would like to come forward and speak on the
[11:53] Land Bank budget for the year of 2027, please come forward now.
[12:03] » [clears throat] [snorts]
[12:19] » Okay, you see nobody come forward, we'll close the hearing. Mine says 7:10.
[12:24] Now, I would entertain a motion from the council.
[12:27] Jim. >> I'll move to approve adoption of the
[12:30] 2027 Park City, Kansas Land Bank budget in the amount of $53,903.
[12:37] » Okay, Troy. >> Second.
[12:43] » Motion by Jim and seconded by Troy to approve the
[12:48] adoption for the adoption of the 2027 Land Bank budget.
[12:54] All in favor, I. >> I.
[12:56] » Closed. Same sign. The motion passes 7-0. We'll now adjourn
[13:02] as the Land Bank and reconvene as a council. Thank you, Dee.
[13:10] Continuing new business, item four, discuss and consider proposed
[13:15] change of zoning district classification from RR rural residential district,
[13:21] Sedgwick County, to R-1 single family residential district for property
[13:26] located south of 77th Street North, which is also known as Ford Street in
[13:30] Valley Center, and approximately 1/4 mile west of Broadway
[13:35] Avenue. >> Thank you, Mayor and Council members.
[13:37] Russ Eaves, zoning administrator. Uh this is a zone change that came after
[13:43] uh the approval on July 14th of the Sartain addition, if you remember a
[13:48] four-lot residential plat. Upon annexation earlier this year, our zoning
[13:53] regulations require an active zoning request to uh zoning district uh within
[13:58] Park City. Uh this 36-acre property was recommended
[14:02] for approval by the Planning Commission 5-0 during their July 20th Planning
[14:07] Commission hearing. One person spoke, uh the landowner to
[14:10] the southeast, uh unaware that the 81 Speedway was sold
[14:15] to the Sartains and was wondering who these people were. So, there was really
[14:18] no public comment. >> [snorts]
[14:22] » Okay.
[14:25] » I'll stand for any questions. >> Council?
[14:35] » All right. >> You have three items in our suggested
[14:39] motion, Terry.
[14:42] » Um I move to uh approve the zone change as
[14:46] presented, uh approve ordinance 1250-2026,
[14:51] an ordinance changing the zoning district classification of certain lands
[14:55] located in the city of Park City, Kansas,
[14:58] under the authority granted by the zoning regulation of the city
[15:02] as originally approved by ordinance number 1183-2023.
[15:09] » Thank you, Terry. Jim? >> I'll second the motion.
[15:15] » Thank you.
[15:18] All right.
[15:21] » This will be a roll call vote. Motion is by Terry, seconded by Jim.
[15:26] Miss Clerk, if you'll call the roll. >> Charlie Davidson.
[15:29] » Aye. >> Terry Osborne.
[15:31] » Aye. >> John Wells.
[15:33] » Aye. >> Troy Hill.
[15:35] » Aye. >> Brandy Bailey.
[15:37] » Aye. >> Charles Swinkey.
[15:39] » Aye. >> Jim Schrader.
[15:40] » Aye. >> Motion passes 7-0.
[15:45] Thank you. Wow.
[15:54] So.
[16:04] Hope we have some lengthy governing body reports tonight.
[16:09] » Charlie. >> I have nothing.
[16:13] » John. >> Uh I'd just like to say that Saturday I
[16:16] attended the ribbon cutting for the new Valley Center School.
[16:19] Uh while I wish it was in Park City, I will say that the school board did and
[16:24] and everybody involved did an absolutely amazing job. It is a beautiful school
[16:29] and it it's going to serve the community very
[16:32] well.
[16:36] » Very good. Charles. >> Nothing in particular. I did just get a
[16:39] text from Linda uh saying she's sorry she couldn't make
[16:43] it tonight. >> Mhm.
[16:44] » I forgot to say that. Yes. She had a work conflict, wasn't able to
[16:49] make >> Work conflict?
[16:52] » Terry.
[16:55] » Um nothing for me other than uh it's really hot out there and uh please
[17:00] take care of yourself when you're outdoors.
[17:05] » Brandy. >> I have nothing.
[17:07] » Troy.
[17:09] » I have nothing. >> Jim.
[17:12] » Nothing to add tonight. >> Okay. Seems like I had something to say.
[17:17] I know we have the library board meeting on Thursday.
[17:21] I guess we could say Brandy, how is the park plan?
[17:24] Zero plan. How's that going?
[17:27] » Going great. >> There was still a lot of progress over
[17:29] there. >> There is a lot of progress going on and
[17:32] um like every time I go over there it's
[17:35] muddy mess. So.
[17:37] But no, it's it's going well and and we're on track.
[17:42] » Super. All right.
[17:45] I'm not finding my notes here or what I was going to say or relay. So.
[17:50] I would entertain a motion to adjourn.
[17:54] John Wills. >> I motion we adjourn.
[17:58] » Charlie Davidson. >> Second.
[18:02] » All right, motion by John Wills seconded by Charlie Davidson. All in favor, I.
[18:06] » I. >> I.
[18:07] » Opposed the same sign. All right.
