[28:37] their children at school at four o'clock, rush home, lock their doors and open the

[28:42] doors again until the next morning. This has been a big issue at the border in

[28:46] in the border counties all across this other border since probably 2000, but it's as

[28:52] Sarifati just said, this is affecting all counties in Texas and probably most all

[28:57] counties in the whole United States.

[28:59] And I'm convinced that the federal government is never going to secure that borders, it's

[29:03] not going to happen.

[29:04] And the only way that's going to happen is if states take action.

[29:07] And fortunately our founding fathers gave us the legal authority to do that on the Constitution.

[29:13] The federal government has required, under Article 4, Section 4 to secure that border and

[29:17] to permit in the repellent invasion.

[29:19] They're not doing it, but they also wrote that under the U.S. Constitution, Article 1, Section

[29:24] 10, and clause 3, give states the right to take matters into the hand of the federal government

[29:29] to do it.

[29:30] Likewise, Article 4, Section 7 of the Texas Constitution gives us the right to repellent

[29:36] invasion if the federal government want to do it.

[29:37] So what you all are doing today is huge.

[29:43] there's been some board counties

[29:44] that have already issued similar decorations.

[29:47] But I think once some of these interior counties

[29:50] start doing this and sending a strong message to Austin

[30:00] It clears us an invasion and authorizes and orders the state guard to arrest, detain, and deport

[30:07] the oligolarians. This crisis is not going to stop, and I think it's not going to stop unless

[31:39] cause down there. They could also support it by sending law enforcement agents

[31:43] down to the border. So Sheriff's deputies could be sent down

[31:48] mnispals. Minispalities could join in on that order as well if they choose to do so.

[31:52] But that's determination for the court, but that's not in this particular order at this time.

[31:58] Okay. I just want to point out that in the 2008-2009, we had the state budgeted $110 million

[32:09] for Board of Security. Last year it was $3 billion. And that does not include

[32:18] another half billion dollars that the governor transferred from other agencies

[32:24] after last year's legislative session.

[32:29] The loan star, what they call the

[32:34] loan star, operation loan star did not work, has not worked. Our National Guard

[32:39] was down there, there were high suicide rates that could not get paid because the

[32:43] state did not have enough money to do it. This is a federal government issue and it

[32:49] It needs to be handled by our Congress and our Senate, and right now the Senate will

[32:55] not hear any bills.

[32:57] Nobody wants to tackle this immigration issue.

[32:59] It is the federal government's job to do this.

[33:02] We are very, very far away from the border here.

[33:07] I understand that the human title, as you mentioned, in the fentanyl, the fentanyl that has come

[33:13] in and has been captured, the bulk of it has been captured in El Paso, and El Paso does

[33:17] has not had these emergency stipulations in place.

[33:21] The drugs come in through our airports,

[33:24] not across the border and that's also a fact.

[33:28] So I have a real question as to what this means

[33:32] for Parker Can and again, what is in the declaration?

[33:56] federal government. So, you know, that's one direct example that I'm aware of

[34:00] she probably has multiple others, but I'm currently trying to cut those medical

[34:04] costs down. I've been successful and probably cut them to around 200,000,

[35:46] You know, 160,000 Americans and allies landed in Normandy in 1944 and 200,000 folks are

[35:55] crossing our border illegally every single month in the state.

[36:09] And in fact, you may make the argument that in the time that Texas has been part union since 1845,

[36:21] We have to provide every encouragement we can as counties to be able to ask our governor to declare this an actual invasion per our 1-section 10.

[37:17] aliens have afforded apprehension law. Unlawfully, in the United States remain unaccounted, unaccounted

[37:23] for within our nation. So far this year, CBT has identified more than 59 terrorists who have

[37:30] unoperated United States were in Skierg border with Mexico.

[37:35] The unprecedented amount of human trafficking combined with the smuggling of

[37:39] fentany and other opioids in filtering out border with Mexico has killed over

[37:44] 71,238 American citizens.

[37:48] The sophisticated human smuggling and drug trafficking organizations that

[37:51] precipitate these criminal acts are spearheaded by violent international drug

[37:56] cartels with operational control over our unsecured U.S.-Mexican border, whereas the ongoing

[38:03] immigration crisis and lack of adequate protection of the Texas border is not acceptable, and as

[38:08] result in the security threat and humanitarian disaster with overwhelming consequences to

[38:13] the residents of Parker County in Texas lack, whereas the county judge of Parker County

[38:18] Texas determined the extraordinary measures must be taken to ensure the protection of the

[38:26] County Judge of Parker County that the aforementioned

[38:29] recitation of fax is here by adopted as finding the fax

[38:33] related to this and declaration and that as a matter of law

[38:37] the information fax constituted among other things

[38:40] in invasion of Parker County, Texas in the term invasion

So we have a consolidated dispatch. The question comes funding for those positions. They're not stakeholders in the sense that they don't help pay for the towers, they're the system, the hardware, or the software.

[45:29] they're paying for basically what we consider labor, a portion of that. Right now, a

[45:37] little ISD, they don't pay anything. Reno, Little Park and Hudson Oaks pay the

[45:43] equivalent of about one dispatcher. And to sit on the console 24-7, it takes

[45:49] about, actually, it takes 4.2 people with no breaks to fill that seat 24-7. And you

[45:56] You can't have a .2 person, so that's a minimum of five and with time off and sick leave,

[46:02] vacation all that, it's roughly probably six people to fill that station with time off.

[46:09] So I'm just offering some suggestions to the court, obviously it's up to the court.

[46:13] My budget doesn't see that money, it goes into the general fund, but if there is another

[46:18] source, I just want to bring to the court's attention what they're paying and what I think

[46:23] it's inequitable.

[46:33] And so you're doing due diligence, we're bringing this to the court that this is a short

[46:38] fall of what these services are and what you're getting.

[46:45] cities to find out how we can, again, we're all partners in this, but what type of if

[46:53] any that that partnership can expand to or what kind of support can the court will be willing

[46:58] to give and the timing is good during the budget session here but you're doing due diligence

[47:03] by bringing this shortcoming to the county because of the cost associated with those services

[47:07] that you're providing and so you know that's where the rubber meets the rug you've got to cover

[47:15] those costs and so I think the discussions and meetings I think are commissioner allowing myself

[47:21] to continue those discussions with those respective cities because I would

[47:25] expect Springtown probably to come on and others as well. And I

[47:30] continue for the collaboration working together as a partnership

[47:33] with Rainer County together in the dispatch process which has been really big

[47:37] with me but we have to cover these costs that you're talking about. It is

[47:43] what it is what you're saying, correct? It's just the labor. I mean I think we

[47:47] We are partners and I think we do have a responsibility to maybe not provide the service

[47:52] but have those in place and obviously we get better, they get a better product, we do

[47:58] and of course the citizens are the ones that end up benefiting from this.

[1:04:11] for electric utilities to be installed for the relocation process downtown, taking all the overhead electric and putting it underground.

[1:04:18] It would be 110 feet along the parking lot, paralleling spring, and then approximately 30 feet coming south from that location to place some new equipment.

[1:04:33] there's kind of two things that I wanted to mention here is the width of the

[1:04:38] easement that we'd be requesting if it's granted only to the city for only

[1:04:41] city utilities we would be only looking for a five-foot wide utility easement to

[1:04:45] install our facilities if it was going to be granted as a generalized utility

[1:04:49] easement for everybody else it would be requested that we would be granted ten

[1:04:54] feet in width to avoid any conflicts between our utilities and any other franchise utilities

[1:05:01] etc. Back in October we'd come before you before requesting the easement on spring which

[1:05:08] you granted the 8x8 there for that transformer and that equipment and so this is just an

[1:05:13] additional that's being requested now due to a design change that was required.

[1:05:17] So what's this 8x4? To take the overhead electric utilities and put them

[1:05:22] under ground to be able to continue to serve the clock shop and all those buildings there.

[1:05:34] options that we had previously and we didn't,

[1:05:37] we chose not to do that because if we were to build a structure over there then you would have an

[1:05:48] So if that's just service to these buildings that are there currently, John helped me out here if we were to try to do something else with that.

[1:06:19] potentially there could be a clause in there that would include

[1:06:21] abandoning that easement at the request of the grantor

[1:06:26] No costs to the county. Of course. Yes, there would be and we requested this easement based on what's existing now

[1:06:33] If the county was to eventually acquire all that property that would change things dramatically

[1:06:38] And to your point, what we did discuss before was the easement off of spring, the mid-block,

[1:08:30] who would have given them a windfall of about $250,000 so we chose not to do that with

[1:08:35] a high rate of $6,150.

[1:08:38] One other thing that was negotiated out that may come up at a later date was they wanted

[1:08:42] a 3% increase or they wanted to go off the CPI consumer price index on an annual basis

[1:08:49] increase the rate based on that CPI. We took that out and asked them if there was ever

[1:08:55] to be a change on the rate per bed that that would come about as a negotiation between

[1:09:01] the court and the sale that way they could explain why they needed the additional cost

[1:09:07] because ultimately CPI doesn't always impact a business and their cost. So if they did have

[1:09:13] an actual impact they could come back and renegotiate that. There's a 60 day out for either party.

[1:09:18] So, if it's not a financial benefit for either one, the county or LaSalle, they can choose

[1:09:23] to get out of the contract and turn the jail back over to us with 60 days notice, or

[1:09:28] we could choose to take back operations with 60 days notice if we feel like it's not beneficial

[1:09:33] to us financially.

[1:09:34] We do know that there are some counties paying around $90 a bit.

[1:09:39] So, we're substantially less based on our federal inmates that we currently have in there.

[1:09:44] It reduces our operating costs.

[1:12:00] and we'll work with them as far as what is included in their request, those applications.

[1:12:20] corporation, the town of Brock has two applications, having to do with the long-term water plan

[1:12:27] and waste water study, the Millsap Water Supply Corporation, the Western Parker County Water

[1:12:34] Study, which I believe has, there's some overlap in some of these, and that's the reason we need

[1:12:40] to talk further with some of these entities.

[1:12:43] The Parker County special utility district

[1:12:45] and then the Walnut Creek special utility district,

[1:12:49] they had two applications as well.

[1:12:52] So we have set up meetings on August 4th

[1:12:56] and August 5th to work with these entities

[1:14:30] those in the committee that will be one focusing on the money side starting to

[1:14:38] begin the seeking of those funds that will be a matching fund as we progress

[1:14:42] towards a bond if we do a bond and also those in the engineering side of this

[1:14:48] is coordinate together as well to work on both future planning and existing issues

[1:14:53] that we have currently that is costing the lives of our county citizens and I

[1:14:58] I want to go to that committee just for a minute.
