[clears throat] called the um regularly
scheduled Wednesday, August 26th uh
[0:15]
budget meeting to order. Um we will take
public comment, but I wanted to get the
[0:20]
feel from everybody that's kind of here
so we get a little bit of a game plan.
[0:26]
um just so it doesn't come up quick cuz
September comes up quick, October comes
[0:30]
up quick, November we have to vote on
something and December we have to
[0:33]
approve it.
>> Um
[0:35]
you know, I always say, you know, what
do we want to be known for? Um and and
[0:40]
with Parkside, we have some some
opportunities as far as things, but with
[0:46]
everything it all costs a little bit of
money. So, thank you, Chief, for
[0:50]
bringing this in. It's actually a lot
nicer than I thought it would be.
[0:55]
um as a 2025, right?
>> It is.
[1:01]
» So, there's a lot of them out there,
>> yeah,
[1:04]
» there's more than
that's a retask,
[1:09]
» which is what we need for the grant.
>> So, the actual engine, transmission,
[1:14]
drive line, and all that is 2025
>> is 2025.
[1:17]
» And then they
>> the box is probably 2020,
[1:21]
» but it's been rehabbed and re
repurposed.
[1:24]
Look at the other pictures. You can see
it's all
[1:27]
» it's all nice. Is this something you
guys take a look at or
[1:31]
» Yes.
>> There we have
[1:33]
» the ambulance. So
there are many out there between 160 to
[1:40]
185.
>> Uh a striker uh stretcher system runs
[1:45]
anywhere between 30 and 50,000. Um
everybody I talked to so far said it
[1:50]
would take hours like that would be like
$32,000.
[1:53]
So that's well in the whole budget of
the grant and lettering. So that were
[1:58]
the three things that were in the grant.
The purchase of the ambulance, the
[2:03]
stretcher system. The stretcher system
is to say it's a save backs.
[2:07]
» Okay.
>> I mean, if you don't have that in there,
[2:10]
I mean, then the workman's comp is going
to just keep the claims are just going
[2:14]
to keep going.
>> Yeah.
[2:15]
» I mean, I don't know if you know this or
anything, but the the patients are
[2:18]
getting bigger today.
[2:26]
I'm glad you came up. Half of this is to
make sure we're well well positioned to
[2:33]
support firehouse.
>> Yeah.
[2:37]
» Plus, this gives us an idea of the type
of ambulance cuz I'm learning too with
[2:42]
being there. Um, you know, the smaller
ones that I have seen in our area, you
[2:48]
can barely fit. um you got the patient
and then maybe enough for what one
[2:54]
person
>> to go in the back
[2:56]
» sometimes maybe two but then if you're
can you're doing CPR I mean it's nice to
[3:02]
have another second set of hands in
there
[3:05]
» they they hate that ambulance
>> if not you know
[3:09]
» Doug remember the van they have the van
type he'll tell you doing CPR in the
[3:14]
back any room in the back of an
ambulance you're doing CPR it's to be
[3:18]
crammed in that little they hate the MSC
hate. They're getting actually they're
[3:21]
getting new ones in December.
>> Okay.
[3:24]
» They're going to the box.
>> That's good
[3:26]
» because we we did three trips to the
hospital doing CPR. In fact, there was
[3:31]
three of us and all we did was fight
over each other and getting room.
[3:36]
» Yeah.
>> So, we're practically laying on top of
[3:37]
the patient at one point.
>> So, the box truck gives more room.
[3:40]
» We have more room. You can have
>> you can have somebody on the one there's
[3:43]
a chair on the one side that you can sit
in like this little cubby they and you
[3:48]
have the other side you have a bench
seat so it just more room.
[3:52]
» Okay.
>> Nobody wants nobody wants the vans
[3:54]
anymore. It was a good concept if you're
doing transport but when you're doing
[3:59]
[clears throat] everything else it's
not. Well,
[4:06]
you got anything for us? Um I don't I
know um at [clears throat] the last uh
[4:14]
workshop I gave Chief and Kieran uh some
homework. I if you if council didn't see
[4:20]
he did send an email out kind of going
over how
[4:24]
a fourth officer would
um affect the budget based on last
[4:30]
year's calculations.
>> Yeah, I think I read over some of that.
[4:35]
I didn't print it out and bring it. I
have a copy and you need to read it or
[4:40]
» you did have a copy.
>> Maybe you want to summarize a little bit
[4:44]
of it for us and thank you for coming
out. It's the first time seeing it so
[4:48]
sure. [laughter]
Um
[4:54]
» we'll give you a chance to read.
>> Yeah, if you don't mind. I'm sorry. I'm
[4:58]
happy. It's fine.
>> We'll we'll go we'll go to jump to Theo
[5:01]
because I know you had some stuff that
you were looking at. The the biggest
[5:05]
thing we got is we need a roof for this
building, but they don't have to. The
[5:10]
the job they did to patch the leak was
pretty
[5:14]
good. So, it may have bored us a couple
years. Maybe that's be depend on how
[5:19]
friendly a vendor we have. But maybe we
should probably start planning to put
[5:24]
some money away. Even if we break it
down over two or three years, just put
[5:29]
estimate right now about 32 33k for a
roof.
[5:34]
So maybe we we can try to put together
put put away 10 15 a year and maybe get
[5:40]
it done in two years. Maybe
>> I don't think we need to I don't think
[5:43]
we need to get next year cuz they did a
I seen the photos and I saw this then
[5:48]
the work they did unless unless we have
a bad I think we should I think we
[5:52]
probably should do it too.
>> And that's fantastic cuz I think your
[5:55]
average roof like 25 year shingles or
something like that. I could be a little
[5:59]
bit wrong but I I think that's what they
expect. So
[6:02]
» that's the put us right at 25 years. Um,
>> okay.
[6:07]
» That's the biggest thing I got. I mean,
others just work around here, but we
[6:10]
have a a grant that's pending. So, we
won't know the results of that for
[6:15]
another month or so. So, depending on
what Lisa gets back, if we're able to
[6:20]
get something, then I'm for the most
part cool. But now, I still like to get
[6:25]
that work done. Okay. Um, and then other
than that, I mean, I want to put some a
[6:31]
lot of other work I can get done using
the liquid fuse budget, but other only
[6:38]
thing that's not covered. I do want to
get some welcome to park science signs
[6:41]
hung up around town. Like, we're pretty
much non-existent to anyone who's not
[6:47]
familiar with park science. I would like
to do that, which shouldn't be
[6:50]
expensive. Signs probably two grand. So,
so I don't know that we just fit that
[6:55]
within the normal budget or do we even
have to It's not a big ticket item.
[6:58]
» No, it should fit what we had.
>> But that Yeah, everything else I can get
[7:04]
liquid fuse.
>> I would imagine since we don't have any
[7:08]
giant celebrations coming up, I would
imagine uh recreation's probably like
[7:14]
probably relatively consistent.
>> I would assume so. I mean, it really
[7:18]
hasn't changed too much over the years.
just gradual basic cost of materials
[7:24]
going up type thing.
>> Okay.
[7:28]
» And the good thing is we do have a very
um caring community that does a good job
[7:32]
of donating when we do ask.
>> There was discussion about replacing a
[7:38]
couple of the police vehicles. Yeah,
>> that's still in its interim um
[7:43]
discussion, but I think that kind of
falls within what we typically, you
[7:49]
know, years ago, we were we kind of sort
of agreed that we would have a
[7:53]
three-year lease or a three-year
purchase and then we would replace every
[7:58]
three years to kind of stay on, you
know, oh, we know for a fact this cost
[8:02]
this, this cost that. Um the grant
helped us out two years ago. Was it two
[8:08]
years ago now? I guess everything was
>> Yeah, probably right around two.
[8:14]
» So, and those cars seem to be doing
okay.
[8:17]
» Um,
>> yeah, they're doing all right. I mean,
[8:19]
they're they're a newer model, so you
know, we're getting the the little the
[8:23]
little recalls, but there's nothing like
not engines. It's oh, this light might
[8:28]
go off, so we got to send it and get the
light off. It's all warranty stuff.
[8:32]
So, I think that the two
vehicles that that the chief brought up
[8:38]
would be
um to replace his current vehicle be
[8:43]
that Tahoe, the white Tahoe, and then to
replace the white unmarked that we have
[8:49]
that was the code enforcement vehicle at
the time.
[8:56]
So that would be
>> said they've got at least a fair amount
[8:59]
of residual value as well.
>> Yeah. Did you I have a theme. Do you
[9:04]
guys have that? But
>> the uh bank
[9:07]
» Yeah, Bangor. Then it looks like there
was a letter from Brinker
[9:11]
» that discuss both options.
>> I can get that photo copy to you if you
[9:16]
want.
>> Council
[9:20]
went to It went to council.
>> Yeah. Okay. All right. So that I mean I
[9:24]
I could argue for why I think we need
cars. You the the money decision is a
[9:28]
decision,
>> but I if I if I recall I think the
[9:31]
Chief's Tahoe has been having some
issues.
[9:35]
» Yeah. Those those it's the 2020 Taho.
>> Yeah.
[9:38]
» Um in particular
um to the point that I know my wife's PD
[9:43]
which actually that Tahoe Tom Murray
swiped from was supposed to go to Marple
[9:48]
» and he made a call and swiped it and it
came to us. Um, but that round of Taho
[9:53]
typically at a place like Marple, the
police will use them and they'll give
[9:55]
them to like the roads department or the
[clears throat] building inspectors or
[9:59]
whatever.
>> Um, they're not even they didn't even do
[10:02]
that with those. They got
money was up, they got rid of them all
[10:05]
together because just that that Tahoe is
a problematic Tahoe had because it's a
[10:09]
variable um variable displacement
engine.
[10:14]
So, I don't anticipate I believe the
chief is is looking at getting a new
[10:17]
Tahoe, but you're not having that
problem with the new Taho. It's just
[10:22]
it's that year was
>> Yeah. 2020 just manufacturing.
[10:27]
» Yeah.
>> Across the board for those years was
[10:29]
tough.
>> And then the other vehicles just it's an
[10:31]
Explorer. It's an unmarked version of
what we have.
[10:34]
» Yeah.
>> All right. And I think some of the
[10:37]
building stuff actually year before we
budgeted almost 30 for the air
[10:42]
conditioning. So,
>> if that kind of stays, you can probably
[10:46]
allocate a little bit more and say, "All
right, well, 15 15 new roof. Everybody
[10:53]
um
everybody lives."
[10:56]
» And when you're looking at the new roof,
is that also looking at insulating
[11:00]
because we know you brought it up before
that there's no insulation really.
[11:04]
» Yeah, I'm pretty sure.
>> Or is that just shingle replacement?
[11:08]
» That's a good question. I'll find out.
[11:16]
Hi.
>> Um, I wasn't really sure if you even
[11:19]
needed me here, but I just wanted to
make sure I was here to advocate for our
[11:23]
police department and the the same
things um as you talked about before,
[11:27]
the um uh personnel issue and the um the
vehicles. Um, one other thing, we were
[11:34]
thinking of trying to raise the um,
wages for the full-time crossing guards.
[11:41]
» Thank you for bringing that up.
>> Um, I believe they might be at
[11:46]
16 or 17 and we were looking to raise it
to 27,
[11:53]
which
if I understand correctly, the school
[11:57]
district still play pays half of that.
pay $10 or half.
[12:03]
» Is it a flat rate or is it
>> I think it's half, but for some reason,
[12:07]
my notes are at home for that, but for
some reason when Pat and I spoke, I
[12:10]
thought it was
>> there was a cap on it or something.
[12:14]
» Either that or they were for some reason
$10 is standing out. I don't know. I'm
[12:19]
trying to remember their pay rate. I
want to say it's 1617, but we talked
[12:23]
about we were looking at other places
around us what they were going for.
[12:28]
» A lot more. Yeah,
[12:34]
» I don't know if it's 100% a budget
thing, but obviously when we're doing
[12:37]
workshops, um Ken Goldstein had me over
to look at
[12:42]
» Forest View and Tom Sweeney.
>> I don't know what we can do before
[12:49]
school's in session because that's like
two weeks. Um but there is a little bit
[12:56]
of a problem. I guess it was on the last
day of school, Dave, that you guys had
[13:00]
that accident and then everybody was
going up and it was like crossing
[13:03]
traffic. Um, I don't know if we need to
budget to have uh couple hundred feet of
[13:10]
sidewalk installed on that one section
to keep the kids off the street or
[13:16]
possibly make that one section one way
during school hours so that it would
[13:22]
just be you wouldn't have that cross
traffic during school hours. So, I
[13:26]
don't, you know, I'm just putting it out
there.
[13:29]
» Yeah. I I mean, my my whole thing with
the one way I'm just thinking
[13:34]
either make I would say either make it
one way all the time
[13:38]
rather than like trying to do one way
certain hours because somebody's going
[13:43]
to be like
they didn't know.
[13:46]
» No, I I I agree with you, but I I see a
lot Springfield's notorious for it and I
[13:51]
guess it works for me because they have
all the different schools. Mhm.
[13:54]
» It just said, you know, do not enter
during these couple hours.
[13:58]
» Okay. How's that,
>> too?
[14:00]
» You know, so I don't know where the law
falls on that, but it also
[14:04]
» and then I was just thinking possibly
even if we had to just pick up 15 road
[14:10]
cones and just say, "Hey, three foot off
the road." That way if the kids are
[14:14]
inside them cones, but I'll take
anybody's advice on it. But I went there
[14:19]
kind of on a non-school day with him at
like five o'clock and there I stood, you
[14:26]
know, just off the curb and I was like,
"Oh, this is Dancing with the Devil."
[14:30]
» Um because there's no sidewalk
>> if you're at like Il Island
[14:34]
» and then you go towards Forest View. So
the kids don't go down to so the
[14:38]
students don't don't go down to Edgemont
and cross or or kind of go up the
[14:42]
street. And that might actually
get a little bit worse when the the
[14:48]
stores are put in there because now
you're gonna have people turning in
[14:50]
there and going up the street. And uh
I'm I'm sure it's not going to be an
[14:54]
endless flow of traffic, but it's
certainly something to to uh bring up to
[15:00]
as many people as possible kind of as
soon as possible.
[15:05]
» Is that the bus stop you're talking
about?
[15:08]
» No, it's the kids. So, um Ben, I forget
his last name. to him.
[15:13]
» Yeah. Yeah. So, he crosses at like Main
Street, I guess, and then Ken is at uh
[15:19]
basically like Circle and then they kind
of send them up to Forest View,
[15:26]
but there's no sidewalks that that that
kind of get them there. So, they're in
[15:31]
the street
>> during that. And it it was a a
[15:36]
legitimate pain point because like on
the last day of school, somebody hit
[15:39]
some telephone poles and then they went
kind of both ways. And and I I'm not
[15:44]
trying to make rules based on outliers,
but just being there at like 5:00
[15:51]
standing just off the sidewalk, I was
like, "Eh, this is this is sketchy." you
[15:57]
know, and it wasn't, you know, it was
just there's not enough room between
[16:01]
parking and two lanes of traffic for
people to pass and for pedestrians to be
[16:07]
on the road. So, um,
>> putting a sidewalk there would also
[16:13]
» it would be a burden to the homeowner
for sure.
[16:15]
» Yeah. But the other thing is too once
you you're coming over into the street
[16:20]
where it's going to be it's tight as it
is because of cars parked right there
[16:24]
because I go down that way sometimes go
to the firehouse and if there's cars
[16:28]
parked there like today there was one
sticking out because they were doing
[16:32]
work on our street at a neighbor's house
and um it was hard to see around that
[16:38]
corner but even if they don't park near
the end of the corner it's still like I
[16:44]
can't go down there the same time
another car is coming up, especially
[16:47]
depending on how big the vehicle is.
Then you got a sidewalk now going to go
[16:51]
there, which would be great for the kids
cuz I remember walking there with Luke
[16:55]
going to school and it was tough. I was
always in the street,
[16:58]
» you know, going there. But um
>> I mean the sidewalk wouldn't necessarily
[17:02]
come to the street.
>> No, no, no. It would just take up a
[17:06]
little bit more cuz the property owner's
house has like, if I remember correctly,
[17:11]
» pretty good slope.
>> It's a pretty good slope. So you what
[17:15]
would you do? Dig into that property
owner? You know what I mean? It's where
[17:19]
would you put that sidewalk is what I'm
thinking.
[17:23]
» How much of an impact would a Peter just
make that section no parking?
[17:27]
» It's there. Nobody parks on that side.
You mean on that one side on the right
[17:31]
side?
>> That portion of this the section that
[17:33]
you're discussing?
>> No.
[17:35]
» No parking.
>> There's no parking on that section that
[17:37]
I'm discussing.
>> There's none.
[17:40]
» Yeah, there's just parking. You're
talking about from from between Garrison
[17:43]
to
>> there's two sides
[17:46]
» between Garrison on Garrison and West
Street, right?
[17:48]
» So there's two sides in between. They
park on the right side of
[17:51]
» say make no parking.
>> Yeah. It's still not It's
[17:56]
still not a lot of room. It's still I
mean try to get
[18:00]
» No, I agree with you. I get what you're
saying had a great deal of problems that
[18:04]
I'm aware of. I mean you had a wreck but
we have wrecks everywhere.
[18:08]
But once school starts, you're going to
send all the traffic down in that area,
[18:12]
too. According to the map,
>> according to the map
[18:15]
» that Pat put out, you're sending
everybody up Garrison and then up to
[18:19]
Forest View
>> and up Chelton and over and then
[18:22]
everybody's you're you're having all the
traffic come around this way.
[18:25]
» So now the crossing guard's going to be
overwhelmed over here
[18:28]
[clears throat and cough]
>> and you have no crossing guard at
[18:31]
Chelton and Tom Sweeney.
[18:39]
No,
>> you mean Elon and Tom Sweeney. Tom
[18:43]
Sweeney doesn't
>> Yeah, Elon I mean Elban and Tom Sweeney.
[18:47]
» So they're going to be coming down
Elbine turning onto Tom Sweeney to
[18:51]
Forest View and coming out Sally Hazard
coming out to Edge Avenue and then all
[18:56]
the traffic will cross over Edge Avenue.
According to the map they've taken.
[19:01]
They're coming up Edge Avenue going past
the entrance to the school making a left
[19:05]
across Edge Avenue onto Garrison down
Garrison making a left on Tom Sweeney up
[19:11]
to Forest View and another left on
Forest View out to the school
[19:14]
» straight out.
>> What What is that from?
[19:17]
» He it was on Facebook. He put it out
from the police department.
[19:21]
» Well, I think that that was more of a
just beware the school's out. We're not
[19:24]
directing traffic in any way of
>> No, no. I'm just saying that he was
[19:27]
saying that's he was sending it to the
school to tell him the people dropping
[19:31]
their kids off. That's how he wanted
them to drop their kids off.
[19:33]
» It was a suggestion.
>> It was a right. It was suggestion.
[19:36]
That's why Facebook.
>> He put on Facebook. It's
[19:38]
» under the Parkside Police.
>> Parkside Police Facebook, not any
[19:43]
neighbor putting it out. It came out
from Parkside Police.
[19:46]
» Yeah, it came out from Parkside Police.
>> Well, it's definitely going to put more
[19:48]
traffic.
>> Let Let me look into that cuz I I don't
[19:51]
think that that's the intention.
>> No, I I haven't had a chance to see
[19:55]
that. That was what I asked.
>> It's a suggestion. I think
[19:59]
» I think it was just a matter of
reminding people the school zones are
[20:01]
there and the arrows ended up being
there. I don't believe cuz I'm the one
[20:05]
running the school detail for the first
two weeks. We have no intention of
[20:09]
telling people or suggesting to people
how they park or how they drive
[20:12]
» other than other than slow down.
>> Right. I was under the same impression
[20:17]
though until I saw that on Facebook and
I thought wow Pat I haven't seen Pat. I
[20:23]
was going to ask him, was this something
that you're actually looking at doing or
[20:29]
because now you're sending all the
traffic, especially up that one section
[20:34]
between Garrison and Forest View that
the kids will be walking up to
[20:40]
Crossover.
[20:45]
I know it's not budget related, but I
appreciate the conversation because it
[20:49]
was something that was weighing on me
and now there does seem to be other
[20:53]
factors. So, [laughter]
[20:57]
um,
>> and it's just
[20:58]
» always welcome. Anytime you come, it's
always a help. It's always nice to see
[21:02]
you. I'm just saying I have bur
residents who said I said they asked me
[21:06]
about it and I said I don't think that's
[laughter]
[21:08]
I said that might be a suggestion but I
said I haven't had a chance to talk
[21:12]
» it's none of those
>> I said I haven't had a chance to talk
[21:15]
» Yeah I can assure you it's none of those
>> it's none of those we're not there's
[21:18]
that was actually not even Pat that was
put out by Lex
[21:23]
Lex puts Lex handles our Facebook and
and social media so okay
[21:27]
» so that wasn't even actually
>> to me I don't I don't put
[21:31]
» that's fine it It was a reminder. It was
a reminder of
[21:34]
» the school zone and kids being out to be
careful.
[21:38]
» That's what that is.
>> Yeah. I wish they uh there was a little
[21:42]
more car pooling cuz when I bring the
kids in the building, it's always one
[21:46]
car, one kid. One kid.
[21:56]
» It does have a bunch of arrows and stuff
on here. I think it's just confusion.
[22:00]
You know what I mean? Residents. Yeah,
it's there's arrows and everything on
[22:03]
there, but I was trying to read the verb
the verbiage that was at the top.
[22:07]
» So, if that's what residents are saying,
and I don't I think they're getting
[22:11]
confused.
>> Well, there
[22:15]
I have nothing to do I have nothing to
do with traffic saying that.
[22:18]
» I have nothing to do with traffic.
>> We should put another one right here.
[22:22]
» X here.
[22:26]
X
>> looks like a good start to a tic tac t.
[22:33]
» Do you want us to ask her and clarify?
>> Yeah, cuz there have been questions and
[22:37]
residents have stopped at the fire
company with these questions as well.
[22:41]
» Okay.
>> So, um
[22:45]
they might be getting confused with the
arrows cuz you see blue arrows, you see
[22:50]
red arrows. So, I mean, unless he's
saying don't do the red the that
[22:56]
direction or whoever, whoever. I'm just
saying I'm just reading what's on here.
[23:01]
» There's the blue. There's the red. And I
think they're just confused. Um, so I
[23:06]
mean, I get it cuz I've talked to
Pat about different things, but traffic
[23:15]
wise, I haven't. I've only talked to
Ken. I don't want to I don't want to sat
[23:19]
down everybody that comes to here and go
to Barl Hall. Go to Bar Hall.
[23:24]
Bob's going to be calling me going,
"Stop sending people to Bar Hall.
[23:28]
» He's [clears throat] going to lock the
door on my not my calls no more.
[23:33]
» Bob does a good job.
>> He does a great job.
[23:37]
» Let's not anger Bob."
>> Yeah. [laughter]
[23:40]
I try to take it as much as I can off of
this.
[23:43]
» Um,
>> hey, if it's a brief meeting, I
[23:47]
appreciate everybody from for for coming
in, helping out. Some of these
[23:51]
discussions definitely help.
>> Um, we will definitely have a few
[23:57]
executive sessions when we start getting
into into September and a few things
[24:01]
like that just to kind of keep things
rolling. Mayor, if you can make it.
[24:05]
» Yeah, absolutely.
>> Invited. You're always invited.
[24:07]
» Thank you. and thanks for starting this
early in the year.
[24:12]
» I think we've had enough. Hopefully,
it's helping with you and then the
[24:15]
conversations with Pranker Simpson and
and a few things like that because there
[24:18]
is some there's definitely things that
are moving. The whole police department
[24:23]
is being
>> basically renovated after the flood and
[24:27]
a little bit of things like that. Um
everything so far is fitting into the
[24:32]
budget. Um but that doesn't mean that we
just start kind of
[24:38]
throwing it out there. So, does anybody
have anything?
[24:42]
» I have that information that I was able
to look at it.
[24:45]
» Oh, yeah. Just give us a brief
[24:51]
» I got I got to wear mine the whole time
now.
[24:54]
» Well, I'm wearing contacts
[laughter]
[24:57]
» behind you.
Um, so I think I believe it was you were
[25:03]
as you asked for information regarding
if we were to have it for full-time
[25:09]
officers and full-time investigator,
what would that do with overtime and and
[25:12]
things like that?
>> And it appears the chief
[25:16]
put together
um
[25:20]
based on past hours. So, what he's
saying is, and I can I can speak to I
[25:24]
what the intent of of an investigator
would be, aside from investigating,
[25:29]
um would be being able to fill the holes
uh created by planned time off. Mhm.
[25:38]
» Um
so he's saying if you look at the
[25:41]
overtime acred
uh over the last year um I cost you the
[25:47]
most. Um at 12,48248
uh Mark had a great ticket. He picked up
[25:55]
a lot of shifts. Um Charlie was at 3,000
and surplus or Michelle was at 1,000
[26:04]
um because she was uh non-Ivil service
employee. Um
[26:10]
so his saying is that the the savings in
overtime would roughly be 27,733.
[26:16]
Um, and his numbers on that are
generated by
[26:20]
being able to say, so if Officer Young's
taking, if Charlie's taking off a week
[26:25]
in June,
well, the detective can just shift his
[26:30]
schedule and cover, you know, just not
do detectively things or not do as many
[26:33]
detective things and cover Charlie's
shift for those weeks. Thereby, you're
[26:37]
not having to pay OT.
>> And that was that was it. So, I can give
[26:40]
this to you because otherwise I can
regurgitate it to you and read it if you
[26:43]
like or I can hand you a copy and you
can you can look at it. Um, but that
[26:47]
that's essentially the gist of it. The
the point being
[26:52]
um
to have four patrol officers at a detent
[26:57]
is what what the the end goal would be
and have those as full-time officers,
[27:02]
civil service officers.
[27:08]
» Fully staffed, I guess, is what they
were saying the term was.
[27:10]
» That would be fully staffed. So, what
that would do is we work one patrol
[27:13]
officer per shift
and that officer works 12 hour shifts.
[27:18]
That's the only way to cover 24/7
coverage with four people is 12-hour
[27:23]
shifts.
>> Mhm.
[27:24]
» Um if you
fitting spaghetti into a bowl, doesn't
[27:28]
matter how you cut it up, you still got
to cover 27 or 24hour shifts seven days
[27:32]
a week. And then your detective would
handle not only detecting
[27:40]
um which we have a fair amount of, but
there's a lot of other evidence
[27:44]
training. Um
because right now the way it works is
[27:52]
um
so like Monday
[27:56]
Alexis is doing a background
investigation and she has to drive to
[28:00]
Kalen Township as part of that
background investigation and she's
[28:04]
scheduled to work. So now we either
bring her in on Tuesday or we bring her
[28:07]
on Wednesday and pay her overtime to do
that. Or typically
[28:12]
um if you have that investigator either
he'd be doing it or she'd be doing it or
[28:15]
they could cover the street that would
allow that officer to to go do what they
[28:20]
you know what they need to do that's not
in town or that is not requiring them to
[28:25]
be a slave to the radio.
But the budget to obviously if you hire
[28:30]
more people it cost you more money.
I'm not going to try to tell, oh, you're
[28:34]
saving money, but there would be a
reduction in certain portions of the
[28:37]
budget by hiring those people.
[28:44]
Food for thought. That's why we're
meeting in August, why we're meeting in
[28:47]
September and October. Um, try to keep
things moving. Obviously, we don't have
[28:52]
to fill the cup all at one time, but got
to keep it moving in the right
[28:56]
direction. So,
[29:01]
we have no public comment which is
something hopefully we get in September.
[29:06]
It's nice to have your feet to the fire
a little bit like that. You have
[29:09]
anything else?
>> No, I'm good.
[29:11]
» When's the September meeting again?
>> September meeting would be
[29:18]
should always be the fourth Wednesday,
one week after the meeting
[29:26]
» 23rd.
The 16th is a council meeting. So, the
[29:31]
23rd
>> be the 23rd. September 23rd at 7 p.m.
[29:37]
» That'll be the first official budget.
>> Yeah. We'll see if we can ask somebody
[29:41]
from Brinker Simpsons in here. Um we
certainly won't have the first reading
[29:46]
or anything like that, but we certainly
could have um as a template type sort of
[29:52]
thing
based
[29:56]
heavily off of last year's numbers just
to keep things
[29:59]
» and just to remind everybody even when
we had that um first official meeting
[30:03]
everything is just a work in progress.
Um there are no official documents
[30:08]
because nothing is official at that
point. So there's nothing that'll be
[30:12]
posted on the website or anything like
that until we have the first reading of
[30:16]
the budget.
>> Yeah. Sharing anything is just purely
[30:19]
misinformation. Like obviously we're
televising it but none of this is
[30:24]
codified.
>> This these are purely workshops
[30:29]
discussion
>> but if somebody watches it on TV and
[30:32]
says hey [clears throat] I think I'd
like to go to the September one because
[30:35]
I have an idea then that's then we gave
them something to talk about.
[30:40]
So, thank you all for coming up. I
appreciate everything. We'll consider
[30:44]
this a journey.
