[0:00] Rick was seated.
[0:01] >> Do you want out of here is what I'm
[0:03] asking,
[0:04] >> Councilman?
[0:04] >> Mhm.
[0:05] >> All right. It is 6.
[0:06] >> This is scintillating information to
[0:08] have be had right here.
[0:10] >> All right. 6:00 we'll call our meeting
[0:12] over the pledge of allegiance.
[0:16] » I alian to the flag of the United States
[0:19] of America and to the republic for which
[0:22] it stands. One nation under God,
[0:25] indivisible, with liberty and justice
[0:27] for all.
[0:29] >> [clears throat]
[0:31] » Right. Reports. I don't have any
[0:33] committee meetings. I have some other
[0:35] comments, but I'll save them and I'll
[0:37] turn it over to Paul.
[0:38] >> I went to the uh budget meeting at the
[0:41] fire hall last Tuesday and the backdrop
[0:45] batch. And that's all I have.
[0:46] >> All right, Megan.
[0:48] >> I was at the fire meeting as well. It
[0:50] was a good meeting, I thought. That's
[0:51] all I have.
[0:53] >> Right, Neil? I was also at the fireman's
[0:56] meeting
[0:58] and uh that was a good meeting quite
[1:02] well represented from most of the
[1:04] townships.
[1:06] And Wednesday I had the green roof
[1:08] meeting and nothing real new there. uh
[1:13] just looking at the
[1:16] they had the board election and new some
[1:19] new members and
[1:22] pretty much carrying on there. And then
[1:26] the only other thing uh just uh Saturday
[1:30] night I went to the movie in Cold Spring
[1:34] uh the Jacob Weatherling story Echoes in
[1:37] the Night and I recommend it for anybody
[1:40] that's
[1:42] wants to see that. It's very good
[1:45] documentary.
[1:48] » Jared Shyro was there and answered
[1:50] questions and Joy Baker. It was really
[1:53] good.
[1:55] to hear. Donna,
[1:56] >> nothing to report.
[1:58] All right. I will
[2:00] just say a couple of weeks ago, I got
[2:02] some weird stick up my bum and I started
[2:04] watching old episodes of Cheers with my
[2:06] son because I felt like that was the
[2:08] appropriate thing to do as a parent. And
[2:11] while I was teaching him the theme song
[2:14] or shortly thereafter is when I learned
[2:16] of Wall-Ally's passing. And I think this
[2:19] community is a much sadder place without
[2:22] Wall-E among us. And uh in an era where
[2:26] hardly anybody knows our names, Wally
[2:29] knew everyone's and he cared and he
[2:31] cared truly and deeply. Um so I just
[2:34] think that as a community I know
[2:37] [clears throat] his funeral is going to
[2:38] be held at Panes Lutheran which has
[2:40] seating for a few hundred. I don't think
[2:42] that's going to be enough. They may want
[2:44] to live stream that at all of the area
[2:46] churches for the amount of people that I
[2:48] think may attend. Um, but I just I want
[2:51] to say I'm grateful for all that
[2:52] Wall-Ally did for our community and in
[2:54] an area or in a time where we don't know
[2:56] each other's names, let's be more like
[2:58] Wall-E. Be kind.
[3:01] The other thing I have to say is Tar
[3:03] emailed on Friday. We he has been
[3:07] working with a citizen for a number of
[3:09] months now on resolving some complaints
[3:12] and some issues. And that culminated on
[3:14] Friday with the citizen coming into his
[3:17] office and screaming and hollering to
[3:20] the point where I got an email from one
[3:22] of the staff documenting what had
[3:24] happened. Um, I read an email from this
[3:27] person where he accused Tark of having a
[3:29] language barrier in speaking to him and
[3:33] I found that to be highly inappropriate.
[3:36] I let that individual know just exactly
[3:39] how I felt. So they have received a
[3:42] response from the city. That individual
[3:44] has been told that as far as the mayor
[3:47] is concerned, the issue that they were
[3:49] complaining about is done.
[3:51] And I'm not going to engage in any
[3:53] further discussions. They were provided
[3:55] with information on how to come to the
[3:58] council if they want to raise their
[4:00] concerns to all of us formally.
[4:02] Um [clears throat] I did let Jennifer
[4:04] know that if he makes that request that
[4:06] she should put him on the agenda, so
[4:08] he'll she'll do that. Um, but otherwise
[4:11] I think it's done. I've made it very
[4:15] clear that I thought the comment about
[4:16] the language barrier was nothing more
[4:18] than some covert racism directed towards
[4:21] TA. Um, I was not going to tolerate it.
[4:24] I needed to call it for what it was. Um,
[4:28] I would encourage the council to follow
[4:30] suit and not engage any further as well.
[4:33] I also want all of our city employees to
[4:36] know that I have your back in situations
[4:39] like that. And I think I speak on behalf
[4:41] of the entire council in that as well.
[4:43] No one should have to put up with people
[4:45] coming in here to city hall and
[4:46] screaming and hollering at you like
[4:47] that. Um with the PD, part of it is
[4:50] expected with the job. Sorry, Paul, but
[4:53] that is the nature of what happens in
[4:54] your line of work. But um Tar, you
[4:57] should not have to tolerate people
[4:58] screaming at you in your office
[5:00] >> or city hall staff. and city hall staff
[5:02] the same exactly. So, um if it happens,
[5:05] I hope you'll share it with those who
[5:07] can do something about it. Tar or Tar
[5:09] share with the council um because we are
[5:11] here to support all of our employees.
[5:13] So, um thank you for letting us know.
[5:16] Hopefully, it's not an issue anymore. If
[5:18] it is, we can deal with it further.
[5:20] Okay. Um, I did also talk to our city
[5:23] attorney and got some information um on
[5:26] what we might have to do if we want to
[5:28] look at trespassing that person from
[5:30] city hall. Um, we both agreed we're not
[5:33] at that point yet, but it's something to
[5:35] think about if things continue in the
[5:37] future. So, that's where we are. That's
[5:40] all I've got for a report. Thanks for
[5:42] indulging me. So, I will turn it over
[5:44] then to Dan. We can't get Bill tonight.
[5:46] he gets to be on jury duty.
[5:49] >> On a lighter point, uh David Wardish,
[5:52] our new employee, got a week under his
[5:54] belt. He's doing well, so that's a good
[5:57] thing. Some of our lucky citizens will
[6:00] be part of our lead and copper sampling.
[6:02] We have 10 bottles we got to put out and
[6:06] get done this week so we can get our
[6:08] lead and copper in.
[6:10] Crack sealing and pothole repair begins
[6:14] tomorrow.
[6:15] Uh Brad has been out all day today
[6:18] sweeping sweeping streets ahead of that.
[6:20] So we got a clean spot for them to start
[6:23] and uh we'll get a bunch of that done
[6:25] this week.
[6:28] >> All right. Any questions for Dan?
[6:31] >> Okay, T.
[6:33] >> All right. Well, the first thing I want
[6:34] to address is our phone issues. We've
[6:37] been having telephone issues at city
[6:39] hall for at least a week now, but
[6:41] they've been
[6:42] >> I almost didn't sign the track.
[6:44] [laughter]
[6:44] Um,
[6:46] however, there was I mean, obviously the company's working on it. Uh, they're
[6:50] going to be here tomorrow. Uh, there was
[6:53] an I think it's related is we had a
[6:56] server upgrade that was done last week
[6:59] that may have contributed to some of the
[7:01] issues. So, we will know more about
[7:03] that. But, I just want to say that we
[7:05] are working on it. Hopefully, we'll get
[7:07] it resolved sooner than later. Um, yeah.
[7:10] And as for meetings, um, as Neil
[7:13] mentioned, uh, and I think you guys as
[7:15] well, we went to the fireh hall meeting
[7:16] on the budget. It went very well. Uh,
[7:19] there was a modest increase in the
[7:21] budget this year, uh, since there were
[7:23] no more large purchases that we have,
[7:25] uh, so far. [clears throat] So, I think,
[7:27] uh, overall, as you guys said, it went
[7:29] well. Uh, all the entities were agree in
[7:32] agreement. The budget was approved. Uh
[7:34] we also had a policies and procedures
[7:36] meeting uh talking about uh some job
[7:39] descriptions uh which are on the agenda
[7:42] this
[7:42] >> I was there. [laughter]
[7:43] >> Yeah.
[7:44] >> I wasn't
[7:46] >> we have Yeah, we did it without you.
[7:48] >> I know
[7:49] >> we had the ad hoc downtown meeting. Uh
[7:51] the downtown committee wants to see the
[7:54] momentum continue and they they have
[7:56] some ideas of how they can keep this
[7:58] moving so we can try to entice and
[8:00] attract a developer to come into
[8:03] downtown and want to see some type of
[8:05] redevelopment.
[8:06] Uh we also had a meeting and I think
[8:09] Chuck were supposed to have another
[8:10] meeting soon on the apartment
[8:11] development. Uh they gave us their
[8:14] preliminary layout. They did a survey.
[8:16] Um um obviously the files I couldn't
[8:18] read on my computer, but Chuck has them
[8:20] and we're going to go through them and
[8:22] come up with a um you know a call to
[8:25] have with them so we can make sure we're
[8:27] all on the same page. And of course
[8:28] Jennifer was in that and you know the
[8:30] three of us will be participating in the
[8:32] future to try to make sure that we do
[8:34] want to see this uh development take
[8:36] place and we want to make sure that you
[8:38] know um everybody is you know there's
[8:40] transparency as to who's paying for
[8:42] what. So I think that'll be the next
[8:44] step in that one and that's all I have.
[8:46] >> Any questions for TA?
[8:49] Right. Anybody here for our open forum?
[8:52] Okay. Moving on to the consent agenda.
[8:55] The minutes on page one, vouchers on
[8:57] page two totaling $770,290.37.
[9:03] And then the IRS mileage bump on page
[9:05] three. Is there a motion to approve the
[9:07] consent agenda or does anybody want
[9:09] something pulled?
[9:11] I move to approve.
[9:13] >> Motion by Herszburg. Is there a second?
[9:15] >> Second.
[9:16] by Ally. Heard it there first.
[9:17] Paul.
[9:18] >> Yep.
[9:18] >> Any um All those in favor to get by
[9:20] saying I
[9:22] >> opposed. None. Motion carries. All
[9:25] right. We have Laura Naok is here. New
[9:27] business. A. I told Laura we'd take her
[9:29] first so she can get on and about her
[9:30] life. Page 45 of our agenda.
[9:36] Tara, do you want to tell us a little
[9:38] bit about this? Then we can ask
[9:39] questions of Laura if we need to.
[9:40] >> Uh yes. Uh Devin Savage and Laura have
[9:44] been working on putting together a
[9:45] whiffle ball tournament at community
[9:47] park and we think it'll be a great
[9:49] event. Uh Devon told me that they have
[9:51] seven teams already put together. Uh
[9:54] Devin and Laura approached me about
[9:56] being able to have Corona Brewing uh
[9:59] cater the event. You know, serve uh of
[10:01] course alcohol as well as some food. and
[10:04] they outlined the plan to me and to uh
[10:07] police chief as well. Uh we're okay with
[10:10] her plan. We we think it's going to be a
[10:12] great event and I guess any more
[10:14] details. I hope you ask Laura other
[10:16] questions.
[10:24] » Any questions that the council has? Any
[10:26] concerns like that?
[10:29] >> I have a question. Please, as long as
[10:32] you're not.
[10:34] >> I just want to make sure we're not using
[10:35] the playground as a restroom.
[10:39] >> We won't
[10:40] >> cuz it's marked as the playground's
[10:42] marked as the restroom. So, I didn't
[10:44] know if you guys were
[10:46] >> I didn't know if you guys were bringing
[10:47] in portaotties or if that was just a
[10:51] mismark and it was supposed to be the
[10:52] building.
[10:54] >> Yeah, it should be around the building.
[10:59] I just wanted to make sure.
[11:09] » Okay.
[11:12] » Oh, yeah.
[11:15] >> Okay. It's all good.
[11:18] All right. If there's no further
[11:20] discussion, I'd entertain a motion on
[11:21] this. I agree with T. It seems like a
[11:23] great idea. What a great way for the
[11:25] community to gather and do some things
[11:27] here.
[11:29] >> And this is pretty self-explanatory.
[11:32] >> So, I make a motion to approve the
[11:35] whiffle ball tournament on Sunday,
[11:36] August 30th, 2026 from 1 to 5:30 p.m. at
[11:40] community park. Authorize an exception
[11:42] to the city ordinance to allow Coronus
[11:44] Brewing to serve, sell, and food per
[11:47] their catering license. Allow alcohol
[11:49] consumption at community park within the
[11:50] designated areas.
[11:52] Motion by Theelan as stated on the
[11:54] action sheet. Is there a second?
[11:56] >> I'll second.
[11:57] >> Seconded by Brick. Any further
[11:59] discussion?
[12:00] Hearing none. All in favor indicate by
[12:02] saying I. I.
[12:03] >> Opposed? None. Motion carries. Okay.
[12:06] Thanks, Laura.
[12:09] All right. Turning back to page four
[12:11] under old business. Bill at the liquor
[12:14] store's got a number of seasonal
[12:15] employees that he wants to keep on to
[12:17] fill in as necessary so we don't have to
[12:19] retrain. Seems to make sense to me. We
[12:21] don't know why we wouldn't do it.
[12:25] » I I think it's a no-brainer. I'll make
[12:27] the motion to retain the two summer
[12:30] part-time employees, Coultzer and
[12:33] Mingle, after the Labor Day deadline.
[12:35] Allow them to fill in during staffing
[12:38] shortages.
[12:39] >> Motion by Hersburg. Is there a second?
[12:42] >> Second.
[12:42] by Ally. Any further discussion?
[12:45] >> It doesn't mess with anything within the
[12:46] city because they're part-time
[12:47] regardless. Correct.
[12:49] >> Okay. All
[12:51] right. All those in favor indicate by
[12:52] saying I. I.
[12:54] >> Opposed? None. Motion carries. All
[12:57] right. We have an update to the street
[12:59] improvement project. Dan or Chuck, one
[13:01] of you guys want to talk us through walk
[13:02] us through this.
[13:04] I can do that. Um, in your packet is a
[13:07] copy of the uh feasibility report that
[13:09] was prepared for the 2027 improvement
[13:11] project. I just put together a short
[13:13] presentation tonight that we'll just
[13:14] walk through uh and and talk a little
[13:17] bit about what the improvements consist
[13:19] of. Uh this this as the council's aware,
[13:22] this project was more driven by some of
[13:23] the utility related uh issues with the
[13:26] age and condition of the utilities, you
[13:28] know, versus, you know, the street side.
[13:31] Um you can see on the map here the
[13:33] streets that are proposed to be included
[13:34] in the project includes Maple Street
[13:37] from Belmont Drive up to Mil Street,
[13:39] Sterns Avenue from First Street to the
[13:41] south to to 55 to the dead end there.
[13:44] And then Washurn Avenue and Washurn
[13:46] Drive from First Street to Coronis
[13:48] Avenue and then business 23 from Pomeoy.
[13:51] Uh some utility improvements along
[13:53] business 23 from Pomeroy over to Ampy
[13:56] Drive. Just digging a little bit deeper.
[13:58] If you want to switch tar to the next
[14:00] slide.
[14:01] >> Yep.
[14:02] >> Um this shows the proposed sanitary
[14:04] sewer improvements associated with the
[14:06] project. Uh just about in all these
[14:08] locations, the existing sewer is clay
[14:10] tile mains that are old. Um and so we'll
[14:14] be replacing those old clay tile mains
[14:16] with new PVC or plastic mains, new
[14:18] concrete manholes, and then all the
[14:20] service lines that are connected to
[14:21] these mains would get redone from the
[14:23] main out to the property line or the
[14:25] rightway line. So everything within the
[14:27] city right away would be would be all
[14:29] new with the sewer. You can see along
[14:32] Maple Street, the sewer only extends
[14:34] from uh Minnesota down to Main Street.
[14:37] Uh on the right side of the screen
[14:39] there, you can see along business 23
[14:41] where the sewer lo is located along the
[14:43] south side of business 23 out in the out
[14:45] in the boulevard area. Uh the next page
[14:49] shows the sewer improvements along
[14:51] Sterns Avenue on the left and along
[14:55] parts of Washurn Avenue and Washburn
[14:58] Drive on the right side there. Uh if you
[15:01] go to the next screen, this is a little
[15:03] bit of a blowup view of the Cronis Court
[15:05] area. as we had additional discussions
[15:08] about the sewer improvements. Um these lines in the Cronis court area are
[15:13] actually in the backyard areas and in
[15:15] 2008 those mains all those mains were
[15:18] lined with a new basically a new pipe
[15:20] was a new it creates a new pipe inside
[15:22] the old pipe. Um however none of the
[15:25] services were touched at that point in
[15:27] time and uh Dan and his staff have
[15:30] started experience some issues with some
[15:31] of the sewer services in that area. So,
[15:34] we talked about adding um this to the
[15:37] project if the council wishes and
[15:39] basically what we would do is line those
[15:41] services that are within those easement
[15:44] areas. Those easements for the sanitary
[15:46] sewers in the backyards are about 20 ft
[15:48] wide. So, we would actually go in and
[15:50] line those services from the main out to
[15:52] the what we would call the easement line
[15:55] or the rightway line for that main. So
[15:57] there's technology now in place that
[15:59] allows us to do that without excavating.
[16:02] Um which the lining of those services
[16:05] that technology didn't exist in 2008
[16:08] when we we actually did the main line.
[16:10] So
[16:10] >> I just got a call from a resident the
[16:12] end of last week that needs to replace
[16:15] their service line in that area because
[16:17] it's failing.
[16:19] >> Sure. So, they're all going to be going.
[16:23] >> And the hope would be, you know, they
[16:25] some of these mains sit fairly close to
[16:27] houses. The hope would be is that this
[16:28] would maybe give the homeowners
[16:30] opportunities to actually get their
[16:31] mains their services lined all the way
[16:33] to the house. But that obviously the
[16:36] additional footage from from uh where
[16:38] the easement line is to the house would
[16:40] be the property owner's responsibility.
[16:42] So, but with that we can, you know, that
[16:45] that's going to add about 96,000 just
[16:47] over $96,000 to the cost of the project
[16:50] if if that's decided to be added, but
[16:52] that's addressed further on another
[16:54] slide. So,
[16:55] >> I have a question for you, Chuck.
[16:56] >> Sure. What's the lifespan of the
[16:58] linings?
[17:00] >> The liners basically like a new PVC
[17:02] pipe.
[17:03] >> Okay.
[17:03] >> So, they're 50 plus year.
[17:05] >> Okay. Gotcha.
[17:06] >> Y. So, so if we move on to the next
[17:09] slide, this gets into the water main
[17:11] improvements. Uh basically we're
[17:12] replacing the old cast iron water manes
[17:14] with new PVC mains. Um in addition
[17:17] there'd be new valves and hydrants. And
[17:20] once again with the service lines we' be
[17:22] replacing the old service lines within
[17:24] the rightway from the main out to the
[17:25] rightway line with with new it's
[17:28] actually a plastic or poly type water
[17:30] service pipe. And at the at the rightway
[17:33] we'd be putting a new curb stop. So, and
[17:35] once again, the the the water man along
[17:37] Maple runs from Belmont up to Minnesota
[17:42] along the south side of the highway on
[17:44] the right side there from Pomeroy over
[17:46] to Ampy Drive. And the next page would
[17:49] show the uh Sterns Avenue and um Washurn
[17:54] Avenue and Washurn Drive. The water man
[17:56] down in that Washurn Drive areas is
[17:59] actually runs in those front yard areas
[18:01] of those residents. But we actually will
[18:03] be relocating that out to the street
[18:05] because we can do that and just we end
[18:07] up extending the service lines a little
[18:08] further to connect to them, but at least
[18:10] the mains get out in the street where
[18:11] they belong.
[18:15] Next page shows the proposed storm sewer
[18:17] improvements. Uh really we'll just be
[18:19] replacing some of the old storm sewer
[18:21] mains with new uh concrete uh pipe with
[18:24] new pre-cast concrete structures.
[18:27] Put uh putting the catch basins back in the strategic locations to make
[18:32] sure we're we're catching all the water.
[18:34] So this just shows the storm sewer along
[18:36] Ma Maple. Uh business 23 doesn't have
[18:38] any storm sewer in the vicinity of where
[18:40] we're doing our utility work. So
[18:41] there'll be none in place there. Uh the
[18:44] next page shows the storm sewer along uh
[18:47] Sterns as well as uh Washurn Avenue and
[18:50] Washurn Drive. So
[18:52] uh the next sheet just shows the street
[18:54] rec
[18:56] street improvement areas. Uh the red
[18:58] portion of Maple Street is there's
[19:00] really no utilities. There's no sewer
[19:01] and water utilities in that block. So we
[19:03] will not be reconstructing that. That
[19:05] will just be more of a you grind up the
[19:07] existing pavement and repave it. You
[19:09] know the street everything's still in
[19:10] good enough condition. The other areas
[19:12] like the green area and maple will be
[19:14] totally reconstructed because the
[19:16] utility improvements of new curbon
[19:17] gutter on each side. Any driveway or
[19:19] turf areas uh damaged will be uh
[19:23] replaced. And the sidewalk will also
[19:25] plan to be replaced. There are some
[19:27] sections of sidewalk that seem that
[19:30] they're in pretty decent shape yet. And
[19:31] if we can if we are able to save some of
[19:33] it, we will. We just want to make sure
[19:35] that it meets ADA requirements before we
[19:38] decide to save it. Uh on the right side
[19:40] just shows business 23. We'd be patching
[19:42] the shoulder. Any any of the shoulder we
[19:44] disturb putting those utility work in.
[19:47] The next slide shows the street work
[19:49] along Sterns as well as uh Washurn
[19:51] Avenue and and Washurn Drive. And those
[19:53] are reconstruction areas as well due to
[19:55] the utility work. So
[19:59] uh the next is a cost summary. Uh the original uh report was was for the
[20:05] top four. Maple Street, Business, 23
[20:07] Sterns Avenue, Washurn Avenue is is just
[20:10] under 4.1 million. As I mentioned, if we
[20:13] want to add those sewer services in the
[20:15] Cronis Court area, it adds about another
[20:17] 96,200
[20:19] uh for about a $4.185 million overall
[20:22] project. The project would be proposed
[20:24] to be assessed based on the city's
[20:26] assessment policy as shown on the next
[20:28] slide. uh 50% of the street improvements
[20:31] are assessed uh to the adjacent property
[20:33] owners as well as the sewer service and
[20:35] the water service. So you can see the assessments would be just under
[20:40] $700,000 for the base project. If the
[20:42] additional services are added, it brings
[20:44] that up to about 730,538
[20:48] as a preliminary assessment.
[20:51] So the biggest difference in assessments
[20:54] I compared the assessments from 2019 to
[20:57] uh actually up to the 20 this project
[21:01] the street assessments went up at a
[21:03] about an inflationary rate of just over
[21:05] 2%. So within reason where we see that
[21:08] where we saw the biggest jump in
[21:09] assessment prices was in the sewer
[21:11] service and water service. The some of
[21:13] the pipe prices have really changed
[21:15] dramatically since 2019. So,
[21:19] [clears throat]
[21:20] uh, the next page shows the proposed
[21:22] schedule. The council decides to move
[21:24] forward tonight. We would, uh, there's a
[21:26] resolution calling for the hearing. That
[21:28] hearing would be conducted on October
[21:30] 12th. And, uh, we would plan to have an
[21:33] open house the week prior on October
[21:37] 7th, I believe. Right, Jennifer? Is the
[21:38] day we we believe we decided on. So, and
[21:43] then with moving forward, we plan to
[21:45] open bids, you know, early in 27,
[21:48] have the assessment hearing uh in the in
[21:51] the April time frame with construction
[21:53] happening next summer.
[21:58] With that, I'
[22:02] if there's any questions
[22:12] with the lining of the pipes, and I'm
[22:15] just asking
[22:18] to help me visualize it. Um,
[22:22] I know mine in the backyard cracked and
[22:24] it was off by a couple of inches, so
[22:25] stuff couldn't get through. Would is the
[22:27] lining able to correct for that or is
[22:31] that still going to be a choke point
[22:32] once it's lined? I'm just wondering
[22:34] should we just dig it up and do it
[22:35] right?
[22:37] The lining, you know, most of the time
[22:39] lining will work. Now, if a pipe is
[22:41] collapsed where it's literally down to
[22:43] in like an egg shape or something, then
[22:46] lining wouldn't be an option.
[22:48] >> Or if the offset's too much.
[22:49] >> Yeah.
[22:50] >> But that's something I imagine you'd
[22:51] scope out before.
[22:53] >> Yeah. I believe you just had some
[22:55] televising done, didn't you, Dan?
[22:57] >> We did through a lot of the area.
[22:59] >> Yeah. So, we'd want to get it. We'd want
[23:01] to take a look at it. What they actually
[23:02] do is they'll vac down right at the
[23:04] rightway line or the easement line and
[23:06] put a clean out on. They're able to do
[23:08] that pretty much with just a low vac and
[23:10] then they line between that clean out
[23:12] and the main. They're able to go into
[23:14] the main. So,
[23:16] okay.
[23:18] Any questions for Dan or Chuck?
[23:22] Okay. He said open house projected
[23:25] October 5ish. October 7ish 7.
[23:28] >> Yep. And then the formal public hearing
[23:30] would be the following week on the 12th.
[23:37] » Do we have an anticipated breakdown yet
[23:39] of where all the funding is coming from for this?
[23:43] >> No, not yet.
[23:44] >> Okay.
[23:49] » Well, I imagine we'll have to bond,
[23:51] won't we?
[23:52] >> Yeah. Right.
[23:56] I mean, we've done projects uh for the
[23:59] last 30 years keeping
[24:03] the town in good shape. I don't think we
[24:05] want to stop. I know nobody wants the
[24:08] assessments, but
[24:11] when your sewers backing up, you don't
[24:13] have a lot of choice,
[24:14] >> right?
[24:17] >> Yeah. Yeah, the city's really done a
[24:18] wonderful job taking care of their
[24:19] infrastructure and staying
[24:20] >> and compared to a lot other towns, we're
[24:22] in pretty good shape.
[24:24] I'll make the motion to add the senator
[24:28] SR services in Kronis Court area the
[24:32] 2027 street improvement project and
[24:35] approve resolution 2026-23
[24:40] receiving feasibility report and calling
[24:42] for public hearing
[24:45] on October 12th, 2026 at 6:15 p.m. It's
[24:50] a motion by Hersburg as stated on the
[24:51] action sheet. Is there a second?
[24:54] I'll second.
[24:55] >> Second by brick. Any further discussion?
[24:58] But just note I agree that it makes
[25:00] sense to do that extra project and just
[25:02] get it done. It's not going to get
[25:04] cheaper. So,
[25:06] right. Anything [clears throat] else?
[25:08] Calling the question. All in favor
[25:09] indicate by saying I.
[25:10] >> I. Any opposed? None. Motion carries.
[25:15] Right.
[25:19] We have the airport FBO hanger payment
[25:21] estimate check on this one.
[25:24] >> Yep. In their packet is a copy of pay
[25:26] estimate three for the FBO hanger
[25:29] project. Uh that project has been
[25:30] progressing quite well. They're doing
[25:32] some of the electrical work inside the
[25:33] building right now. So I'm hoping that
[25:36] one within the next month or so is is is
[25:38] pretty close to being wrapped up. Um, in
[25:41] your packet, as mentioned, is a copy of
[25:42] pay request for work completed in July
[25:45] in the amount of $251,94.7.
[25:53] » How are we coming along on finding a
[25:55] tenant for that? Have there been ongoing
[25:57] discussions with the people who were
[25:59] interested?
[26:00] >> We think we're very close. Okay.
[26:04] >> Right. If there's no further questions,
[26:06] I'd entertain a motion.
[26:10] I'll move to approve payment estimate
[26:12] number three in the amount of $251,94.7
[26:16] payable to Everrong Construction Inc.
[26:18] >> Motion by Brick is stated on the action
[26:20] sheet. Is there a second?
[26:22] >> Second.
[26:22] by Ally. Any further discussion?
[26:26] All in favor indicate by saying I. I.
[26:28] >> Opposed? None. Motion carries.
[26:33] All right. With every ordinance that we
[26:34] approve, we have to publish notice of
[26:36] it. Um, it would cost us an arm and a
[26:38] leg to publish the entire nuisance
[26:40] ordinance. So, Jennifer and staff have
[26:42] put together a summary of it in our
[26:44] packet here. Council did approve the
[26:47] ordinance, but this is what we would
[26:48] publish in the newspaper. So, the
[26:50] summary is put together to get the
[26:52] information out there, but also being
[26:54] wise stewards of the tax dollars here.
[26:59] With that, if there's
[27:01] no questions on the summary, I'd
[27:03] entertain a motion to approve the
[27:04] resolution and publication of it.
[27:10] Then I'll make a motion to approve
[27:12] resolution 2026-9
[27:15] authorizing summary publication for
[27:16] ordinance number 63, third series,
[27:19] repealing and replacing chapter 18
[27:21] titled nuisances.
[27:23] >> Got a motion by the stated on the action
[27:25] sheet. Is there a second?
[27:28] >> I'll second.
[27:28] >> Seconded by Brick. Any further
[27:30] discussion? All in favor indicate by
[27:32] saying I. I.
[27:34] >> I.
[27:34] >> Opposed. None. Motion carries. All
[27:37] right. Making payment on the safe routes
[27:39] to school. That work's been coming along
[27:41] nicely.
[27:44] » Yeah. Excuse me. [clears throat] The
[27:46] majority of the safe routes to school
[27:47] project is completed. All the concrete
[27:50] work has is has been removed and
[27:52] replaced. Uh the major items left are
[27:54] the uh flashing rep rectangular rapid
[27:58] flashing beacons that are going to put
[27:59] be on the uh highway 55 crossing at Bur
[28:03] Street and the business 23 crossing on
[28:05] by Veterans Drive as well as the school
[28:08] speed zone signs and we're waiting on a
[28:10] um a firm delivery date on those that
[28:13] equipment. So once I will pass it along
[28:15] once we have a firm delivery date. So,
[28:18] in your packet is a copy of pay request
[28:20] number one for work completed uh prior
[28:23] to August 12th in the amount of
[28:24] $235,532.13.
[28:30] » Chuck, do you anticipate it's going to
[28:32] be done by start of school?
[28:34] >> I'm not so sure the signs are going to
[28:36] be. That's that's the only the only
[28:37] portion of it that I'm concerned about
[28:39] having getting done before school.
[28:41] >> That's just
[28:44] couple weeks out.
[28:45] >> Yeah.
[28:47] I'll make the motion to approve payment
[28:49] estimate number one payable to Coochie
[28:53] Underground Incorporated in the amount
[28:56] of $235,532.13.
[29:02] » Motion by Hzburg as stated on the action
[29:04] sheet. Is there a second?
[29:07] >> Second.
[29:08] by the Any further discussion?
[29:11] Hearing none. All in favor indicate by
[29:12] saying I. I.
[29:14] >> I.
[29:14] >> Opposed? None. She carries.
[29:18] All right, Dan. On the spray patching,
[29:21] on picking up on our conversation of how
[29:24] we've done a good job maintaining our
[29:25] streets,
[29:26] >> let's keep doing it.
[29:28] >> You missed the DNR thing.
[29:29] >> Did I?
[29:30] >> Yeah. New business. We
[29:33] >> No, We're still on old business.
[29:35] >> Patrick. Jeez.
[29:37] >> Oh, yeah. Yeah. I got the Sorry.
[29:40] >> Yeah,
[29:41] >> you're right.
[29:43] I will say I was curious as to what all
[29:46] the white marks were on the streets
[29:47] until we had our spray patch approval at
[29:49] the first meeting and now I'm seeing all
[29:51] those spots everywhere. So I'm glad,
[29:53] Dan, that we're doing more of them. I
[29:55] didn't realize just how many spots there
[29:57] were that needed it done. So,
[29:59] >> well, and that's part of why you're
[30:00] seeing this in your packet now. We
[30:02] weren't sure until we went out and
[30:04] started marking everything and it looked
[30:07] like it was going to be more. So, I got
[30:08] a hold of Bertram who won the award for
[30:12] our spray spray patching. He was
[30:14] considerably lower than the other bid.
[30:17] Uh, invited him to come out and take a
[30:19] look to see how much it was going to
[30:21] take. Unfortunately, he can't split
[30:23] loads. So, it one load is $5,500.
[30:28] It's going to take two loads to get
[30:30] through all of the patching.
[30:33] So rather than just continue, I'm asking
[30:36] that the council approve another load
[30:38] for $5,500,
[30:40] which would still fit the original bid
[30:42] of being lower than the competition,
[30:46] but this would help us complete
[30:50] hopefully all the pothole repair in
[30:52] town.
[30:56] » I don't think we want to quit partway
[30:58] through. I think we want to get them all
[31:00] if we can.
[31:01] >> Mhm.
[31:02] >> Yep. Here
[31:09] I'll make the motion to approve
[31:12] another quote from Bertram Asphalt in
[31:15] the amount of 5,500
[31:18] for spray patching. Motion by Hersburg
[31:21] is stated on the action sheet. Is there
[31:22] a second?
[31:24] >> I'll second.
[31:24] >> Seconded by Brick. Any further
[31:26] discussion? Hearing none. All in favor
[31:28] in paper saying I. I.
[31:30] >> Opposed? None. Carries. All right.
[31:34] Danner truck on the airport grant that
[31:36] we have in here.
[31:38] Yeah. This is this is one of the grants.
[31:40] There's uh for the snow removal
[31:43] equipment. Um this would be one of the two grants that this the city
[31:48] will receive. Um I think this one's for
[31:51] $137,000.
[31:54] So, we'll This is like I said, one of
[31:56] the two will want to wait till we get
[31:58] the next one before we actually order
[31:59] the order the equipment. So,
[32:06] » I would think the other one one should be coming any day if they sent
[32:09] you the first one.
[32:10] >> I haven't heard anything or seen
[32:12] anything on that one.
[32:12] >> Okay. A lot smaller than that.
[32:17] >> All right. So, we'd be looking at a
[32:19] motion to approve the grant agreement
[32:20] and authorized signing of that.
[32:25] I'll move to approve the grant agreement
[32:27] between the city of Payneesville and FAA
[32:29] for the airport infrastructure grant
[32:31] airport snow removal equipment. A
[32:33] >> motion by brick. Is there a second?
[32:36] >> Second by hersburg. Any further
[32:39] discussion? Hearing none. All in favor
[32:41] indicate by saying I. I.
[32:43] >> Opposed? None. Motion carries. Now T, we
[32:47] can talk about the T grant. [laughter]
[32:50] Dan Chuck with Terry Grant here.
[32:54] >> Uh I received a notice that there was
[32:57] tree grants available. Park board has
[32:59] been talking about the emerald ashbor
[33:02] and its impact on the city and the area.
[33:06] Um we also talked about having a tree
[33:08] inventory so we could track that.
[33:11] Luckily this come up it has the
[33:15] opportunity to give us a grant to take
[33:17] care of both of those issues. Um, I sent
[33:20] it to Chuck. Chuck's got history of the
[33:22] past. Go ahead, Chuck.
[33:24] >> Yeah, this is, as the council may
[33:25] recall, I think in 2023 we actually
[33:28] applied for it was a different it was a
[33:29] relief grant it was called at the time.
[33:32] Um, but this is another grant we could
[33:34] pursue. It's basically there's no match
[33:37] required. So, we would submit a grant
[33:39] application to do the inventory as well
[33:41] as an emerald ashboard management plan.
[33:47] be a little bit more urgency now that
[33:48] the border is in the area.
[33:52] I say let's do it.
[33:58] Is there a motion on this?
[34:00] >> Yeah, I make a motion to support
[34:01] submission to the Minnesota DNR tree
[34:04] grant application.
[34:06] >> Motion by the to approve uh submission
[34:08] of the grant applications. Is there a
[34:10] second?
[34:11] >> Second.
[34:11] >> Seconded by Ally. Any further
[34:12] discussion? Hearing none. All in favor
[34:15] indicate by saying I. I
[34:17] >> opposed. None. Motion carries. All
[34:21] right, Dan. Well repairs.
[34:24] Uh we had an inspection a little while
[34:26] ago from Tying Well on our wells, which
[34:30] we do routinely. Uh they recommended
[34:33] rehab to wells 5, seven, and 8. Uh I
[34:37] brought that to the public works board.
[34:40] Uh we reviewed it. It seemed like those
[34:42] wells were needing rehab more frequently
[34:45] than we'd hoped. Uh so suggested I check
[34:49] with some other well drillers. I was
[34:51] already getting quotes from other well
[34:53] drillers, but bring them in and see what
[34:54] their opinion was on the inspection.
[34:57] Uh I had Jennings Well and Trout Well
[35:00] come in. They both said it's just the
[35:02] condition of the water we have in our
[35:04] aquifer
[35:05] [clears throat]
[35:06] and for our area that wear and tear on
[35:09] our wells. So, I asked them both, excuse
[35:13] [clears throat] me, to give me a quote
[35:16] on rehab repair for the wells. I
[35:19] received one from Trout that's included
[35:22] in your packet. I was prepared to bring
[35:25] those two quotes to you guys for
[35:28] approval tonight, but in the meantime,
[35:30] before a council meeting, we had the
[35:34] pump go down on well number five.
[35:37] We weren't able to wait
[35:39] um because of the dry conditions and uh
[35:42] trying to water the soccer field, trying
[35:45] to keep up with the needs in our system.
[35:48] We didn't feel safe being a well down
[35:52] because if another well went down, we
[35:54] would have been in serious trouble.
[35:56] >> So, we had Tine Well come in and do the
[35:59] repair work on well five. So that one is
[36:03] completed,
[36:04] but we would appreciate to be able to
[36:07] continue with well seven and eight so we
[36:10] don't have an issue in the near future.
[36:13] Does that affect Well, no, cuz they
[36:15] didn't
[36:17] know. What would that affect the price
[36:20] or won't it because it was already
[36:22] included in there?
[36:24] you know, I didn't have that formal
[36:26] discussion with them, but there is going
[36:28] to be a price difference because it was
[36:31] going to be a well rehab. Now, our our
[36:34] pump motor
[36:36] actually went down. So, that wouldn't
[36:38] have been a part of the rehab because it
[36:40] would have been just to pull that rehab
[36:42] the well, put it back in. So, that part
[36:46] will be the same, but the cost of the
[36:49] pump motor will be an addition.
[36:53] Okay.
[36:56] Well, it makes sense to me to go forward
[36:57] with this and I certainly understand why
[36:59] you had to move forward on five.
[37:02] It was an emergency situation.
[37:09] There a motion by the council here. I'll
[37:11] make the motion to approve the quote
[37:13] from seen well in the amount of 41,675
[37:19] for the rehab of the wells plus the
[37:22] additional cost needed
[37:24] for repairs to wells 5 7 and 8.
[37:30] Motion by Hsburg is stated on the action
[37:32] sheet. Is there a second?
[37:35] » A second.
[37:36] >> Second by brick. Any further discussion?
[37:41] Um, Dan, not related to the well, but I
[37:43] saw Lee outside on I think it was Friday
[37:46] night or Saturday fixing the pump over
[37:48] there by business 23 and 55. Do you know
[37:52] if we were able to get those going again
[37:54] or
[37:56] >> the lift station?
[37:58] >> Yeah,
[37:58] >> we were transferring power.
[38:01] >> Okay.
[38:02] So, that's all taken care of and ready
[38:04] to Good. Yeah. I know. He was worried.
[38:06] Maybe it was Thursday night cuz he was
[38:08] worried about having to call the guy all
[38:09] the guys before morning came. It must
[38:12] have been Thursday
[38:15] when I was heading back from Atwater. I
[38:16] saw him.
[38:18] >> No, we didn't end up with any
[38:19] difficulties.
[38:20] >> Okay, good deal. All right. All those in
[38:23] favor of approving the quote indicate by
[38:24] saying I. I
[38:26] >> opposed. None. Motion carries.
[38:29] >> All right. We have some airport lease
[38:31] agreements here.
[38:35] Uh the airport ground lease for Craig
[38:38] and Bring and Litzau
[38:40] is to build a new
[38:42] private hanger at our airport. The first
[38:45] one since all the private hangers were
[38:47] moved in many years ago. Um there was a
[38:51] push that they wanted to get that going.
[38:53] So we kind of got things put together. I
[38:58] did the ground lease. Brad is still
[38:59] working with them on uh the building
[39:01] code side of it. so we can get that
[39:04] going. Um
[39:06] hopefully we'll have more to follow.
[39:08] There's other interest right behind this
[39:10] one.
[39:12] >> All right.
[39:14] Be exciting to see some new hangers
[39:16] going out there.
[39:17] >> Is there a motion to approve the lease
[39:19] agreement?
[39:21] >> I'll move to approve the airport ground
[39:23] lease between the city of Payneesville
[39:24] and Brandon Craig and Bring and Melissa
[39:26] Litto.
[39:27] >> Motion by Brick is stated on the action
[39:29] sheet. Is there a second?
[39:32] >> second by Hersburg. Any further
[39:34] discussion? Hearing none. All in favor
[39:36] indicate by saying I. I.
[39:38] >> I.
[39:39] >> Opposed? None. Motion carried.
[39:42] >> Oh, you found someone. We did. Finally.
[39:47] >> Okay.
[39:48] >> Um,
[39:49] so as all of you know, we have uh been
[39:52] attempting to hire uh back our fifth
[39:54] officer since Officer Davis left for the
[39:57] sheriff's office. Um, we believe we
[40:00] found a good candidate in Mr. Whitman.
[40:02] Uh he has completed the background
[40:04] psychological physical post test and all
[40:07] of the requirements necessary for
[40:08] employment. Um and we would ask that uh
[40:12] the council approve his hiring at uh
[40:14] step one, excuse me. Yeah, grade nine
[40:17] step one on the scale.
[40:22] » Oh, I wanted to add something here as
[40:23] well. Um last council meeting when we
[40:25] discussed hiring of the new public works
[40:27] director there was some
[40:28] >> employee
[40:31] [laughter]
[40:32] director's right there. Yeah.
[40:33] >> Sounds like news to me.
[40:34] >> The public works employee um and there
[40:37] are questions regarding trying to match
[40:40] the grade and step of of the other
[40:42] employee that was hired earlier. Uh we
[40:44] did look into it and the other employee
[40:46] already is at the higher step. So
[40:48] they're at the same level right now. Um,
[40:51] based on that, I don't see there's
[40:52] anything further we should do here since
[40:54] they are at the same level.
[40:56] >> Okay. Thank you for that update. We have
[40:59] a recommendation then to hire.
[41:03] >> All right. Close my page.
[41:05] >> Nolan Whitman. [clears throat]
[41:06] Um, is there a motion to that effect?
[41:08] >> Uh, more. I have a question for the
[41:10] chief.
[41:11] >> Okay.
[41:12] >> Is this his first job out of school or
[41:14] has he
[41:15] >> Okay. So, he's
[41:16] >> he's a baby. He he just finished school
[41:19] in July.
[41:21] >> So
[41:23] >> could be a second career.
[41:25] >> Yeah. No, he's what, 23?
[41:28] >> He's he's a younger gentleman. Um
[41:31] >> he played uh two years of junior hockey
[41:33] before going to law enforcement school.
[41:36] >> He's from the area and is looking to
[41:39] um kind of stay in the area. So
[41:43] >> So what you're saying is he knows how to
[41:44] handle a physical altercation.
[41:48] based on his background. Yes, [laughter]
[41:51] >> we've had younger ones anyway.
[41:52] >> I was talking the hockey experience.
[41:54] >> No, I know. I was just going back to
[41:56] that.
[41:56] >> Okay,
[41:57] >> that's good. All right.
[41:58] >> Couple missing teeth.
[42:00] >> Well, I'd entertain a motion for the
[42:01] hiring of the officer.
[42:05] » I move to hire Nolan Woodman as a
[42:07] full-time police officer at PD grade 9
[42:11] step one $336
[42:14] per hour. Motion by brick state on the
[42:16] action sheet. Is there a second?
[42:19] >> Second.
[42:20] by Ed Alli. Any further
[42:21] discussion? Hear none. All those in
[42:24] favor indicate by saying I. I.
[42:26] >> Opposed? None. Motion carries.
[42:29] >> All right. Revised admin assistant.
[42:33] You want to walk us through what's
[42:34] changed here?
[42:35] >> Yeah, we had uh um after the resignation
[42:37] of the part-time assistant we had, we
[42:40] went in and reviewed the job
[42:41] description.
[42:43] uh we I would say more than anything we
[42:46] kind of uh generalize some of the task
[42:49] and duties and not made it specific to a
[42:52] particular department. We just want to
[42:53] be broad and focus and hopefully
[42:56] » [laughter]
[42:56] >> uh we'll have a good pool of candidates
[42:58] to to choose from and hopefully the
[43:00] person that we bring on board is um you
[43:04] know has some u tech skills that maybe
[43:06] that can be very useful for this
[43:08] position.
[43:12] I have one problem in taking out the
[43:14] clerical support to public works
[43:16] director in that the reason why we
[43:19] created this position was to support
[43:20] Ron. He had asked for the help. So,
[43:24] >> and I still see that person supporting
[43:26] the public works director.
[43:28] My concern though is that by not in
[43:31] explicitly putting that in there that
[43:34] then that person is going to get pulled
[43:35] in 17,000 different directions and not
[43:38] have the time available to do the job
[43:41] that this position was created to do.
[43:42] >> Oh, that's a good point.
[43:44] >> Um,
[43:46] so I that's I don't want to take that
[43:49] out of there. That was explicitly why we
[43:52] created this position was to do that and
[43:54] provide some support to that department.
[43:57] Um, I'm fine with the other changes that
[43:59] were made here, but I think we should
[44:01] keep in the lines about providing
[44:04] clerical support to public works
[44:05] director.
[44:06] >> Okay.
[44:07] >> Was that taken out because it somewhat
[44:09] overlaps with the next bullet point
[44:12] there about the filing and updating the
[44:14] reports within the public works
[44:16] department or I don't remember.
[44:20] >> No.
[44:22] But I I do see on the
[44:27] page 86 and 87
[44:31] uh the some new duties relating to
[44:34] public works but not on the uh extent
[44:39] that it was before.
[44:42] >> Well, that is under a different
[44:44] position,
[44:45] >> right? But those are new
[44:46] responsibilities
[44:47] towards the public works.
[44:49] >> Mhm. We can keep that one in there if it
[44:53] keeps in line with the way you guys
[44:56] envision the position to be.
[44:58] >> Well, I do agree between the two
[45:01] uh help with the
[45:04] clerical public works would be probably
[45:06] in order.
[45:08] >> Jen, you were going to say something.
[45:10] >> I just think on bullet point, what's the
[45:12] first black bullet point on page 83? We
[45:15] just put provide clical support and took
[45:17] out we made it broader so they could
[45:19] provide clical support to admin or and
[45:23] public works. So we took out the lines
[45:26] that were dependent on admin and public
[45:28] works. We just made it.
[45:31] >> Okay.
[45:34] » I I still worry though. I know the last
[45:36] person who was in this role, I don't
[45:39] know how much help they did with public
[45:41] works. And I don't know if that was
[45:42] because of that's just how it shook out
[45:45] with the new role or what it was, but it
[45:47] seemed to me like there was a lot of
[45:49] time spent scanning and doing other
[45:51] things
[45:52] um and not just observing or not helping
[45:55] out with public works as intended. And
[45:57] maybe that's that was working fine. I
[45:59] don't know. I'm not saying that it was
[46:01] or wasn't. I don't know. Um,
[46:05] >> but that was why it was there was
[46:08] specifically to help out the public
[46:10] works director and I think that would
[46:11] help with coordinating phone calls,
[46:14] things like that. Um, reviewing just
[46:17] some regular emails, whatever we could
[46:19] do. Um,
[46:23] I mean, we we did specifically envision
[46:25] hiring that person to support the public
[46:27] works department, and I don't want them
[46:29] getting torn in a hundred different
[46:32] ways.
[46:35] Okay. U there's my sense. I'll I'd
[46:39] entertain whatever motion anybody wants
[46:40] to make, but my recommendation would be
[46:42] restoring those two lines on the job
[46:45] description.
[46:48] >> If we restore that those two lines, I'd
[46:50] like to restore the admin department on
[46:52] that first black then too.
[47:02] How many hour position is this?
[47:04] >> 32.
[47:10] » Five, six, five days.
[47:12] >> Four days.
[47:13] >> or five short days? Yeah.
[47:16] >> This same discussion could be repeated
[47:18] on the next job description, too,
[47:20] because it's got the same cross out.
[47:22] Mhm.
[47:34] Well, and that's why I mean looking
[47:36] ahead at the next one,
[47:40] this is a job description that I feel we
[47:42] revisit about every 6 months, jumping
[47:44] ahead to the next one. Um, because that
[47:47] person graciously takes on more and more
[47:49] tasks that are thrown at them. Um, but
[47:52] that means that some things like
[47:54] providing clerical support to public
[47:55] works director get left behind. And when
[47:58] that got left behind, we had to create a
[48:00] new position. And now we're looking at
[48:02] taking that out of the position that was
[48:04] created because the person who was
[48:06] tasked with doing it got pulled in too
[48:08] many different directions to do that.
[48:12] >> I think that position now is better
[48:13] suited in the physical place that that
[48:16] person is sitting in city hall. um
[48:19] purely just numbers in the DMV have have
[48:22] dropped from 30 to 40% down to two and
[48:26] 3% yeah of transactions.
[48:28] >> So I think those duties are more
[48:32] eligible I think now just in this pure
[48:35] location of where that person is
[48:36] sitting. As the public works director, I
[48:39] had this discussion with the city
[48:41] manager with the same opinions that the
[48:44] mayor has.
[48:50] » I'm fine with keeping the public works
[48:52] director in there.
[48:56] » Yeah.
[48:59] Well, at the end of the day,
[49:01] you can have all kinds of job
[49:04] descriptions and duties, but there's
[49:07] only so many hours in the day. And if
[49:09] you're gonna spread a person so thin,
[49:14] how much of the,
[49:16] you know,
[49:18] I mean, it's great to have a person
[49:21] available to help, but if they're spread
[49:25] too thin with a 100 duties, how many are
[49:28] going to get done in 32 hours?
[49:38] Well, what's the alternative? We hire
[49:39] somebody else, too.
[49:44] » I mean, I guess we could start with this
[49:46] and maybe this I'll have to turn into a
[49:48] full-time position.
[49:50] >> I could,
[49:51] >> you know, that's the if we aren't
[49:54] getting if Dan isn't getting the help he
[49:56] needs and
[49:58] or another part-time or whatever we need
[50:00] to do. But just putting it on paper
[50:03] doesn't mean it's going to get done.
[50:04] >> Yeah, that's a good point.
[50:07] >> Well, I'm going to make a motion to
[50:10] approve the revised part-time
[50:11] administrative job description with the
[50:13] exception of eliminating the
[50:15] strikethroughs and restoring those and
[50:18] starting the hiring process.
[50:21] >> I'll second.
[50:23] >> Motion by Rankie, seconded by Brick.
[50:25] Motion is to adopt as presented with the
[50:28] additions but to remove the
[50:30] strikethroughs and restore that
[50:32] language.
[50:35] Any further discussion?
[50:38] Hearing none. All in favor indicate by
[50:39] saying I.
[50:40] >> I opposed. None. Motion carries.
[50:45] All right.
[50:47] Then
[50:49] on to the next one. The one where we
[50:51] said this person has started as a
[50:53] clerical assistant then went to a social
[50:54] media specialist then became a social
[50:56] media specialist/clerical assistant. We
[50:59] are [clears throat] proposing now
[51:00] administrative services specialist.
[51:03] >> Yep. I think it's a better fitting than
[51:05] having multiple titles.
[51:07] >> Agreed.
[51:11] I think with the changes that we talked
[51:13] about in the last one, I am now good
[51:15] with this description and I would be
[51:18] fine with that. on page 88, who's going
[51:21] to be doing the reservations and
[51:24] arrangements?
[51:25] >> Uh, we have assigned that to somebody
[51:27] else in the DMV.
[51:29] >> So, that'll need to be added to their
[51:31] job description.
[51:33] >> Um, I don't I mean, it's not such a big
[51:34] item that
[51:36] needs to be added
[51:37] >> as long as it gets done cuz it's
[51:39] important if we're going someplace that
[51:42] >> the reservations are there.
[51:45] >> You get to the hotel and who are you?
[51:47] [laughter]
[51:48] >> Don't worry about it, Neil. You'll be
[51:49] fine.
[51:50] >> Yeah, I don't sleep at night the way it
[51:52] is.
[51:54] >> Okay, I can live with that. Now,
[51:58] this includes some uh a step.
[52:01] >> Uh yeah, uh I am recommending that this
[52:04] person receive a step increase because
[52:07] they are taking on some additional
[52:08] duties. uh even though hopefully the the
[52:12] person that we hire for the part-time
[52:14] when they get up and running some of
[52:16] these duties like the scanning and stuff
[52:18] can be passed on to them and then they
[52:19] just uh supervise or manage that person
[52:23] and how and their scanning from that
[52:25] point on. So but in the interim I feel
[52:27] it's fitting that um we offer them a
[52:30] step
[52:31] >> and when January comes this would turn
[52:34] into a grade three step seven.
[52:37] >> It would go up a step. Yeah.
[52:39] which is kind of like what we had with
[52:41] the public works that we talked about.
[52:43] >> Just the same. Yeah.
[52:46] >> Well, I'm okay with that. I'll make the
[52:48] motion. If there's no other discussion,
[52:51] go ahead. Motion to approve revise job
[52:54] description and step increase for the
[52:57] administrative services specialist
[53:00] effective August 17th, 2026.
[53:05] I'll second
[53:06] >> motion by Hsburg as state on the action
[53:08] sheet. Seconded by brick. All in favor
[53:10] indicate by saying I. I.
[53:13] >> I.
[53:16] Suppose I should have asked did anybody
[53:17] have any additional comments on that?
[53:20] >> Okay.
[53:21] >> Well, we could have gone back. Okay.
[53:23] [snorts]
[53:24] Somebody's vacating the hanger.
[53:25] Somebody's moving in. Yes, Dan.
[53:27] >> Correct.
[53:28] >> Okay. Anyone want to make a motion to
[53:29] accept?
[53:32] >> Uh, so moved. Motion by bricks. Is there
[53:34] a second?
[53:35] >> Second.
[53:36] >> Seconded by Theelen. Any further
[53:38] discussion?
[53:40] Hearing none. All in favor indicate by
[53:42] saying I.
[53:43] >> I.
[53:43] >> Opposed? None. Motion carries.
[53:47] >> Got a number of reports at the end. Um
[53:50] before people get scared off by the
[53:52] deficiencies notice on the water report.
[53:54] It's because an electrical conduit was
[53:56] cracked and apparently that's the end of
[53:58] the world. I it didn't seem to make a
[54:00] whole lot of sense to me why that was
[54:01] noted as a serious deficiency, but I'm
[54:04] see glad to see we got it fixed.
[54:06] >> It's done. Yep.
[54:08] >> So, um we got the liquor store reports,
[54:11] garbage rates, everything is on the
[54:13] city's website, including meeting
[54:15] schedules. That everyone, we are
[54:17] journed. Thank you.
