uh the Jacob Weatherling story Echoes in

the Night and I recommend it for anybody
[1:40]
that's

wants to see that. It's very good
[1:45]
documentary.

hardly anybody knows our names, Wally

knew everyone's and he cared and he
[2:31]
cared truly and deeply. Um so I just
[2:34]
think that as a community I know
[2:37]
[clears throat] his funeral is going to
[2:38]
be held at Panes Lutheran which has
[2:40]
seating for a few hundred. I don't think
[2:42]
that's going to be enough. They may want
[2:44]
to live stream that at all of the area
[2:46]
churches for the amount of people that I
[2:48]
think may attend. Um, but I just I want
[2:51]
to say I'm grateful for all that
[2:52]
Wall-Ally did for our community and in
[2:54]
an area or in a time where we don't know
[2:56]
each other's names, let's be more like
[2:58]

The other thing I have to say is Tar
[3:03]
emailed on Friday. We he has been
[3:07]
working with a citizen for a number of
[3:09]
months now on resolving some complaints
[3:12]
and some issues. And that culminated on
[3:14]
Friday with the citizen coming into his
[3:17]
office and screaming and hollering to
[3:20]
the point where I got an email from one
[3:22]
of the staff documenting what had
[3:24]
happened. Um, I read an email from this
[3:27]
person where he accused Tark of having a
[3:29]
language barrier in speaking to him and
[3:33]
I found that to be highly inappropriate.
[3:36]
I let that individual know just exactly
[3:39]
how I felt. So they have received a
[3:42]
response from the city. That individual
[3:44]
has been told that as far as the mayor
[3:47]
is concerned, the issue that they were
[3:49]
complaining about is done.
[3:51]
And I'm not going to engage in any
[3:53]
further discussions. They were provided
[3:55]
with information on how to come to the
[3:58]
council if they want to raise their
[4:00]
concerns to all of us formally.
[4:02]
Um [clears throat] I did let Jennifer
[4:04]
know that if he makes that request that
[4:06]
she should put him on the agenda, so
[4:08]
he'll she'll do that. Um, but otherwise
[4:11]
I think it's done. I've made it very
[4:15]
clear that I thought the comment about
[4:16]
the language barrier was nothing more
[4:18]
than some covert racism directed towards
[4:21]
TA. Um, I was not going to tolerate it.

I needed to call it for what it was. Um,
[4:28]
I would encourage the council to follow
[4:30]
suit and not engage any further as well.

I also want all of our city employees to
[4:36]
know that I have your back in situations
[4:39]
like that. And I think I speak on behalf
[4:41]
of the entire council in that as well.

No one should have to put up with people
[4:45]
coming in here to city hall and
[4:46]
screaming and hollering at you like
[4:47]
that. Um with the PD, part of it is
[4:50]
expected with the job. Sorry, Paul, but

that is the nature of what happens in

your line of work. But um Tar, you
[4:57]
should not have to tolerate people
[4:58]
screaming at you in your office

And as for meetings, um, as Neil

mentioned, uh, and I think you guys as
[7:15]
well, we went to the fireh hall meeting
[7:16]
on the budget. It went very well. Uh,
[7:19]
there was a modest increase in the
[7:21]
budget this year, uh, since there were
[7:23]
no more large purchases that we have,
[7:25]
uh, so far. [clears throat] So, I think,
[7:27]
uh, overall, as you guys said, it went
[7:29]
well. Uh, all the entities were agree in
[7:32]
agreement. The budget was approved. Uh
[7:34]
we also had a policies and procedures
[7:36]
meeting uh talking about uh some job
[7:39]
descriptions uh which are on the agenda
[7:42]

Um um obviously the files I couldn't

read on my computer, but Chuck has them
[8:20]
and we're going to go through them and
[8:22]
come up with a um you know a call to
[8:25]
have with them so we can make sure we're
[8:27]
all on the same page. And of course
[8:28]
Jennifer was in that and you know the
[8:30]
three of us will be participating in the
[8:32]
future to try to make sure that we do
[8:34]
want to see this uh development take
[8:36]
place and we want to make sure that you
[8:38]
know um everybody is you know there's
[8:40]
transparency as to who's paying for
[8:42]
what. So I think that'll be the next
[8:44]
step in that one and that's all I have.

improvement project. Dan or Chuck, one

I can do that. Um, in your packet is a
[13:07]
copy of the uh feasibility report that
[13:09]
was prepared for the 2027 improvement
[13:11]
project. I just put together a short
[13:13]
presentation tonight that we'll just
[13:14]
walk through uh and and talk a little
[13:17]
bit about what the improvements consist
[13:19]
of. Uh this this as the council's aware,
[13:22]
this project was more driven by some of
[13:23]
the utility related uh issues with the
[13:26]
age and condition of the utilities, you
[13:28]
know, versus, you know, the street side.
[13:31]
Um you can see on the map here the
[13:33]
streets that are proposed to be included
[13:34]
in the project includes Maple Street
[13:37]
from Belmont Drive up to Mil Street,
[13:39]
Sterns Avenue from First Street to the
[13:41]
south to to 55 to the dead end there.
[13:44]
And then Washurn Avenue and Washurn
[13:46]
Drive from First Street to Coronis
[13:48]
Avenue and then business 23 from Pomeoy.
[13:51]
Uh some utility improvements along
[13:53]
business 23 from Pomeroy over to Ampy
[13:56]
Drive. Just digging a little bit deeper.

project. Uh just about in all these

locations, the existing sewer is clay

tile mains that are old. Um and so we'll

be replacing those old clay tile mains
[14:16]
with new PVC or plastic mains, new
[14:18]
concrete manholes, and then all the
[14:20]
service lines that are connected to
[14:21]
these mains would get redone from the
[14:23]
main out to the property line or the
[14:25]
rightway line. So everything within the
[14:27]
city right away would be would be all
[14:29]
new with the sewer. You can see along
[14:32]
Maple Street, the sewer only extends
[14:34]
from uh Minnesota down to Main Street.
[14:37]
Uh on the right side of the screen
[14:39]
there, you can see along business 23
[14:41]
where the sewer lo is located along the
[14:43]
south side of business 23 out in the out
[14:45]
in the boulevard area. Uh the next page
[14:49]
shows the sewer improvements along
[14:51]
Sterns Avenue on the left and along
[14:55]
parts of Washurn Avenue and Washburn
[14:58]
Drive on the right side there. Uh if you
[15:01]
go to the next screen, this is a little
[15:03]
bit of a blowup view of the Cronis Court
[15:05]
area. as we had additional discussions
[15:08]
about the sewer improvements. Um these lines in the Cronis court area are
[15:13]
actually in the backyard areas and in
[15:15]
2008 those mains all those mains were
[15:18]
lined with a new basically a new pipe
[15:20]
was a new it creates a new pipe inside
[15:22]
the old pipe. Um however none of the
[15:25]
services were touched at that point in
[15:27]
time and uh Dan and his staff have
[15:30]
started experience some issues with some
[15:31]
of the sewer services in that area. So,
[15:34]
we talked about adding um this to the
[15:37]
project if the council wishes and
[15:39]
basically what we would do is line those
[15:41]
services that are within those easement
[15:44]
areas. Those easements for the sanitary
[15:46]
sewers in the backyards are about 20 ft
[15:48]
wide. So, we would actually go in and
[15:50]
line those services from the main out to
[15:52]
the what we would call the easement line
[15:55]
or the rightway line for that main. So
[15:57]
there's technology now in place that
[15:59]
allows us to do that without excavating.
[16:02]
Um which the lining of those services
[16:05]
that technology didn't exist in 2008
[16:08]
when we we actually did the main line.
[16:10]
So

end of last week that needs to replace
[16:15]
their service line in that area because
[16:17]
it's failing.
[16:19]
>> Sure. So, they're all going to be going.

some of these mains sit fairly close to

houses. The hope would be is that this
[16:28]
would maybe give the homeowners
[16:30]
opportunities to actually get their

mains their services lined all the way
[16:33]
to the house. But that obviously the
[16:36]
additional footage from from uh where
[16:38]
the easement line is to the house would
[16:40]
be the property owner's responsibility.
[16:42]
So, but with that we can, you know, that
[16:45]
that's going to add about 96,000 just
[16:47]
over $96,000 to the cost of the project
[16:50]
if if that's decided to be added, but
[16:52]
that's addressed further on another
[16:54]
slide. So,

there'd be new valves and hydrants. And
[17:20]
once again with the service lines we' be
[17:22]
replacing the old service lines within
[17:24]
the rightway from the main out to the
[17:25]
rightway line with with new it's
[17:28]
actually a plastic or poly type water
[17:30]
service pipe. And at the at the rightway
[17:33]
we'd be putting a new curb stop. So, and
[17:35]
once again, the the the water man along
[17:37]
Maple runs from Belmont up to Minnesota
[17:42]
along the south side of the highway on
[17:44]
the right side there from Pomeroy over
[17:46]
to Ampy Drive. And the next page would
[17:49]
show the uh Sterns Avenue and um Washurn
[17:54]
Avenue and Washurn Drive. The water man
[17:56]
down in that Washurn Drive areas is
[17:59]
actually runs in those front yard areas
[18:01]
of those residents. But we actually will
[18:03]
be relocating that out to the street
[18:05]
because we can do that and just we end
[18:07]
up extending the service lines a little
[18:08]
further to connect to them, but at least
[18:10]
the mains get out in the street where
[18:11]
they belong.

Next page shows the proposed storm sewer
[18:17]
improvements. Uh really we'll just be
[18:19]
replacing some of the old storm sewer
[18:21]
mains with new uh concrete uh pipe with
[18:24]
new pre-cast concrete structures.
[18:27]
Put uh putting the catch basins back in the strategic locations to make
[18:32]
sure we're we're catching all the water.
[18:34]
So this just shows the storm sewer along
[18:36]
Ma Maple. Uh business 23 doesn't have
[18:38]
any storm sewer in the vicinity of where
[18:40]
we're doing our utility work. So
[18:41]
there'll be none in place there. Uh the
[18:44]
next page shows the storm sewer along uh
[18:47]
Sterns as well as uh Washurn Avenue and
[18:50]
Washurn Drive. So
[18:52]
uh the next sheet just shows the street
[18:54]
rec
[18:56]
street improvement areas. Uh the red
[18:58]
portion of Maple Street is there's
[19:00]
really no utilities. There's no sewer
[19:01]
and water utilities in that block. So we
[19:03]
will not be reconstructing that. That
[19:05]
will just be more of a you grind up the
[19:07]
existing pavement and repave it. You
[19:09]
know the street everything's still in
[19:10]
good enough condition. The other areas
[19:12]
like the green area and maple will be
[19:14]
totally reconstructed because the
[19:16]
utility improvements of new curbon
[19:17]
gutter on each side. Any driveway or
[19:19]
turf areas uh damaged will be uh
[19:23]
replaced. And the sidewalk will also
[19:25]
plan to be replaced. There are some
[19:27]
sections of sidewalk that seem that
[19:30]
they're in pretty decent shape yet. And
[19:31]
if we can if we are able to save some of
[19:33]
it, we will. We just want to make sure
[19:35]
that it meets ADA requirements before we
[19:38]
decide to save it. Uh on the right side
[19:40]
just shows business 23. We'd be patching
[19:42]
the shoulder. Any any of the shoulder we
[19:44]
disturb putting those utility work in.
[19:47]
The next slide shows the street work
[19:49]
along Sterns as well as uh Washurn
[19:51]
Avenue and and Washurn Drive. And those
[19:53]
are reconstruction areas as well due to
[19:55]
the utility work. So
[19:59]
uh the next is a cost summary. Uh the original uh report was was for the
[20:05]
top four. Maple Street, Business, 23
[20:07]
Sterns Avenue, Washurn Avenue is is just
[20:10]
under 4.1 million. As I mentioned, if we
[20:13]
want to add those sewer services in the
[20:15]
Cronis Court area, it adds about another
[20:17]
96,200
[20:19]
uh for about a $4.185 million overall
[20:22]
project. The project would be proposed
[20:24]
to be assessed based on the city's
[20:26]
assessment policy as shown on the next
[20:28]
slide. uh 50% of the street improvements
[20:31]
are assessed uh to the adjacent property
[20:33]
owners as well as the sewer service and
[20:35]
the water service. So you can see the assessments would be just under
[20:40]
$700,000 for the base project. If the
[20:42]
additional services are added, it brings
[20:44]
that up to about 730,538
[20:48]
as a preliminary assessment.
[20:51]
So the biggest difference in assessments
[20:54]
I compared the assessments from 2019 to
[20:57]
uh actually up to the 20 this project
[21:01]
the street assessments went up at a
[21:03]
about an inflationary rate of just over
[21:05]
2%. So within reason where we see that
[21:08]
where we saw the biggest jump in
[21:09]
assessment prices was in the sewer
[21:11]
service and water service. The some of
[21:13]
the pipe prices have really changed
[21:15]
dramatically since 2019. So,
[21:19]

Uh we reviewed it. It seemed like those

wells were needing rehab more frequently

than we'd hoped. Uh so suggested I check

with some other well drillers. I was

already getting quotes from other well

drillers, but bring them in and see what

their opinion was on the inspection.

Uh I had Jennings Well and Trout Well

come in. They both said it's just the

condition of the water we have in our

aquifer

and for our area that wear and tear on

works director get left behind. And when

that got left behind, we had to create a

new position. And now we're looking at
[48:02]
taking that out of the position that was
[48:04]
created because the person who was
[48:06]
tasked with doing it got pulled in too
[48:08]
many different directions to do that.
