[7:21] tonight. It's probably my favorite part

[7:23] of what we do is come and and talk about

[7:25] the awesome work that all of our

[7:26] communities are doing. So, um like you

[7:28] guys know, my name is Muel Christensen.

[7:29] I represent the Utah Recreation and

[7:31] Parks Association. We are association of

[7:33] about 2,000 members um with we reach

[7:36] from St. George to Logan. Um, and we are

[7:39] just full of parks and recreation

[7:40] professionals that are doing outstanding

[7:41] work. Um, and I think we almost every

[7:44] year get to visit with you guys because

[7:45] Pacin City does outstanding events and

[7:47] programs uh, and just has a great

[7:49] department. Um, this year we're really

[7:51] lucky because we get to award an event

[7:54] uh, for a special event that I think

[7:57] represents more than just parks and

[7:58] recreation. I think it really represents

[7:59] a whole community and a whole city. So,

[8:02] um it's the salmon supper and you you

[8:04] guys are very familiar with this event.

[8:06] Um over throughout the year we collect

[8:09] nominations for events and I think this

[8:11] year we had about 125 nominations. So,

[8:14] we're really excited that PAC was

[8:15] selected for this award. Um as we

[8:17] understand it and you guys are all

[8:19] probably very familiar with the uh

[8:21] salmon stuffer started in 1954. So, to

[8:23] have a 72-year run where it's bigger and

[8:25] stronger than ever is is quite

[8:27] impressive. So, um we just are really

[8:29] excited to celebrate that. Um, as you

[8:31] know, you guys, some of you are at St.

[8:32] George, but we know it takes a whole

[8:34] group of employees, volunteers, and

[8:36] partner organizations to pull off this

[8:37] event. Um, it starts with the mayor and

[8:40] council. So, thank you for your support,

[8:42] um, and supporting your parks and

[8:43] recreation department and community in

[8:45] this in this way. And we know you guys

[8:46] come and serve the food and help prepare

[8:48] and do all the things. Um, other groups

[8:51] that we know are involved. We know that

[8:52] the um, PAC Market and the school

[8:54] district put forth as partner

[8:56] organizations. Janine is an outstanding

[8:59] event coordinator. um Scott Spencer and

[9:01] the fire department, all of that crew.

[9:03] Um West Barney in the parks crew and so

[9:06] many volunteers. We know it's a

[9:08] community tradition. Families come out

[9:09] and help along with the football, the

[9:11] cheer teams and entertainers. So, we

[9:13] just really appreciate all those hands

[9:15] that make this possible. Um

[9:18] I think every year, at least the years

[9:20] that I've tried to come, it's been sold

[9:21] out. So, thanks for uh I do I'm married

[9:24] to a PAC resident or at one point was a

[9:26] PAC resident. So, one day we'll make it

[9:28] down here and get our tickets. But, um,

[9:30] this event truly supports the vision of

[9:32] community that URPA along with our

[9:34] national affiliate NRPA strive to share.

[9:37] for others and for creating memories and

[15:45] February 26th. Um, it's five weeks long

[15:49] and we just wrapped it up. We had

[15:54] four families that went all the way

[15:57] through and so they each family received

[16:00] a pass for a wreck activity of their

[16:04] choice and all the reviews were really

[16:08] great. Everyone said that they they feel

[16:11] like they are better ha better equipped

[16:14] to handle

[16:16] substance use and how to approach that

[16:19] in a way that

[16:21] encourages encourages their kids not to

[16:25] use substances.

[16:27] And

[16:28] um they all said they'd tell a friend

[16:31] and that they feel great. They there's a

[16:34] one of the classes the kids get to come

[16:35] and they all liked it too and they all

[16:38] are ready to teach their friends about

[16:40] refusal skills. So it was really great

[16:44] and we're excited to offer it again

[16:47] later in the year.

[18:02] restoration of the petite knee, which a

[18:06] was able to locate some old video of

[18:10] students when we celebrated 50 years.

[18:13] So, there was like D. Stevenson and um

[18:17] Greg Madson's dad. Anyway, it was quite

[18:20] a tearjerker because nobody knew about

[18:22] it. And so, out of all those interviews,

[18:25] there were like three family members.

[18:27] You know, those people have passed. So

[18:29] when you see your dad up on stage all of

[18:31] a sudden talking about school I it was

[18:34] very moving. I mean I could just hear

[18:35] the you know when you see somebody you

[18:38] haven't seen for a long time. Anyway the

[18:40] it ended up being just a beautiful

[18:42] evening and we just had light

[18:44] refreshments and people were able to

[18:46] come and see the restrooms and also take

[18:48] a tour at the museum. So it was super

[18:50] fun and thank you for your support.

[25:13] three major companies, three companies

[25:15] in there that are starting, uh, and

[25:17] they're going very strong right now. So,

[25:19] we've got three of our offices filled.

[25:21] We've got a lot of people coming in and

[25:23] using the center throughout the days

[25:24] now. Uh, we had three or four people

[25:27] come through today wanting to do

[25:29] different things. Uh I don't think a day

[25:31] goes by that I don't give somebody else

[25:33] a new tour that's coming in to see what

[25:35] it's like and how it how it can help

[25:38] them. Um so it's been it's been

[25:40] wonderful. Uh we started recording

[25:42] additional videos today uh that will

[25:45] show how to use each piece of the

[25:47] equipment that's in there. So not only

[25:48] do you have the directions right by each

[25:51] piece, but we're going to have a video

[25:52] that will show you a walkthrough on how

[25:55] to use everything that we have. So it

[25:57] was a lot of fun. We uh we have some

[25:59] great tools over there. We have some

[26:01] great things that are going on. Um and

[26:04] it's it's a great resource for the

[26:06] businesses here in PAC. And at least the

[26:09] three that are in there now have goals

[26:10] to be out of there by the end of the

[26:12] year into another facility here in the city.

[29:32] speed dial quicker than I. Uh, yeah,

[30:34] potatoes, the cookies and the rolls are

[30:36] out. Uh the corn felt overwhelmed, but I

[30:39] don't know if they were a yes or a no.

[33:40] double the amount of fire pits, double

[33:42] the amount of volunteers there at the

[33:44] same time and and do that. Um, if we

[33:47] bumped it up to 5,000 instead of 4 uh200

[33:51] to 4,500, we'll sell out. If we bump it

[33:54] up to 7,000, we'll sell out. Chances

[33:57] are, if we bump it up to 8,000, we'll

[33:59] sell out. There'll still be people

[34:01] missing the tickets.

[36:47] but why can't we pay some people to do

[36:49] this too just so we can have the event

[36:51] and that we don't have to rely totally

[36:53] on volunteers but let's bring you know

[36:55] find people we can pay them to do some

[36:57] of this work. Well, that's something we

[36:59] can study over that.

[39:45] always had issues with water as well as

[39:47] any other community.

[39:50] The comfort level that I have is we've

[39:52] always leaned on our staff and the

[39:53] professionals that monitor where the

[39:56] water's coming from and what water we

[39:58] have available to make the decisions.

[40:01] And I truly appreciate those that are

[40:03] watching closely uh with the water

[40:05] updates and where we're at with the

[40:07] reservoirs right now.

[40:09] Historically in the past, we can't hold

[40:12] water in the two smaller reservoirs

[40:15] very long. They leak out. So, we either

[40:18] use it or lose it and it permeates into

[40:21] the ground and it comes out somewhere,

[40:22] but I don't know where. Maybe down at

[40:24] the West Mountain because it doesn't

[40:27] come here. So, I as a council member, I

[40:31] appreciate staff and I would take your

[40:33] professional suggestions on when we

[40:37] ration, when we need to start the water

[40:40] as we have in the past. And that's my

[40:43] thoughts.

[40:48] a couple days out at the solid waste.

[41:42] picking up garbage and he accidentally

[41:51] over, pick all the garbage back up and

[41:52] put in the can

[41:54] and then and then dump it. Uh that

[41:58] that's going the extra mile. Uh I've I

[42:01] come from a place in Australia that they

[42:04] dump the garbage cans over. Guess what?

[42:07] either the birds or the homeless people

[42:10] flock to it. But we live in a community

[42:13] that we've actually got employees that

[44:25] good snowpack this year. And if we don't

[44:27] have capacity to hold or store without

[44:29] leaking, maybe that's something uh that

[44:31] we should invest in and fix and change

[44:33] because water truly uh more and more in

[44:35] Utah is becoming our most precious

[44:37] resource. And I'm so grateful PAC does

[44:39] have uh the shares and the rights and

[44:41] the capacity that we do, but that only

[44:43] exists on paper as long as we have

[44:45] snowpack and capacity in the reservoirs.

[44:47] I've been participating with the

[44:49] planning commission interviews. I want

[44:50] to thank Jill and and the mayor for for

[44:53] the wonderful time I've been able to

[44:55] spend with them and also the the good

[44:56] applicants that throw their hats in the

[44:58] ring uh to come and volunteer and serve

[45:01] and pace and that's what makes our city

[45:02] so great. I I I agree with the sentiment

[45:05] of Bob that people around here go the

[45:06] extra mile.

[45:08] uh thankful for the ribbon cutings we've

[45:09] been able to attend with uh went with

[45:11] Bob and Ann and the mayor to the ribbon

[45:13] cutting the movie theater that was

[45:14] spectacular. I'm so glad to see that that outside company that came in

[45:19] shares so many of our values and also

[45:21] has plans to keep that movie theater

[45:23] sustainable into the future and leaning

[45:25] on more things than just besides uh

[45:27] movies. And uh last week my family and I

[45:30] we went and hiked up Forbay and what a wonderful thing that was. my my

[45:35] kids and I and my wife, we spent two

[45:36] hours and hiked up to the top and then back down. The trails looked

[45:40] great. Uh the signage was wonderful and

[45:43] uh what a gem that is. And I I thank

[45:45] again the staff and this council for uh

[45:48] for passing that that conservation

[45:50] easement to protect that green space.

[45:52] But I I am so grateful for uh for Pace

[45:55] and I'm thankful to serve with each of

[45:57] you and for the staff. Thank you for

[46:10] have, we we line them again with

[46:11] bentonite from our landfill and then the

[46:14] cows when we do dry out, the cows get in

[46:17] and punch holes through the bentonite

[46:20] and we leak back out again. Uh, and we

[46:24] have no say in the cattle, right? We

[46:25] have no say in being able to fence. We

[46:27] looked at trying to fence Pete Winward

[46:30] and the reservoirs and the Forest

[46:33] Service won't let us do that. So, I I

[46:36] don't have an answer on how we can hold

[46:37] it longer. We've tried as best we can. I

[46:41] don't know how many times, Dave, we've relined those reservoirs uh in my

[46:46] lifetime. Uh we even put in a new valve

[46:48] in the one. Uh I went up with staff and

[46:51] helped put that in in the in the 90s and

[46:54] that that held a lot of water because we

[46:56] wasn't able to shut it completely off.

[46:58] But I do think we need to look at trying

[47:00] to retain longer if we can and and hold

[47:23] a marketing 101 workshop there last week

[47:27] and there was like four over 40 people

[47:29] attended that. So, we're getting people

[47:31] knowing about it and wanting to come and

[47:33] learn. So, that's going to be really

[47:34] good. Uh, last thing I have is the

[47:36] economic development board had a retreat

[47:40] a week ago Monday at the Mtech building

[47:43] and it was about three hours long and we

[47:45] discussed lots of things. So, um, we'll

[47:48] be sharing some of those with you in in

[48:42] good. Um, the one thing was I actually

[48:45] wanted to recognize like I have noticed

[48:48] an increase with police presence

[48:50] everywhere of just like knowing that

[48:52] they're there and especially when the

[48:54] school zones are up. It I just think

[48:56] it's great. And so I have noticed a lot

[54:59] development agreement. Uh, city

[55:01] council's role would be to approve or

[55:02] deny that. And then staff's role would

[55:05] be to do any site planning or

[55:07] subdivision planning uh in the future

[55:09] after that decision is made.

[55:13] Uh just zooming in on this because

[55:16] Google's fun

[55:25] and it's in that red boxed area is the properties we're talking about.

[55:31] So hopefully everybody's familiar with

[55:32] that. If you're not, everybody knows the

[55:35] innovation center. It's directly south

[55:36] from that about I don't know, maybe a

[55:38] mile. Um

[55:41] this is uh what was uh staff

[55:45] recommendation to the planning

[55:46] commission back in December and the

[55:48] planning commission had this same

[55:50] recommendation.

[55:51] Uh applicant requested to bring it to

[55:54] city council and city council tabled the

[55:58] item

[56:00] um with some direction to work with

[56:02] staff. Um as you know we came back on

[56:05] the 18th with a plan and it was the

[56:09] direction of council to table it again

[56:11] with some further direction on revising

[56:14] that concept plan. So tonight that's

[56:18] what we're bringing to you. Um, each of

[56:20] the lots in the concept layout, 70% will

[56:25] be 9,000 ft² or greater. The other 30%

[56:28] would be 7,500 square ft. So, let me

[56:30] show you those. Um, and then also just

[56:33] to let you know, um, this is the area

[56:36] requesting the reszone. Um, in your

[56:38] packets, you probably had a really

[56:40] grainy image of the concept. Hopefully,

[56:42] you were able to see the high resolution

[56:44] one that we put in just a few days ago.

[56:46] And that's what I've got here in this

[56:48] presentation.

[56:52] Um, as you can see, there's a total of

[56:55] 47 units. 33 of them would be 9,000

[56:58] square ft or greater, and then the

[57:01] remaining um 14 lots would be 7,500

[57:04] square ft.

[57:07] The development agreement would uh

[57:10] solidify that reduction in lot sizes for

[57:14] those 14 lots and it would also solidify

[57:17] housing product and the public uh

[57:22] utilities and infrastructure and

[57:23] timelines for putting those things in.

[57:25] Here are just a few of the housing

[57:27] products that the applicant has given us

[57:29] to um be as examples that go into that

[57:34] development agreement. Any

[57:37] questions by council?

[57:41] Any questions that perhaps you'd want to

[57:43] ask the applicant while they're here?

[57:46] >> You just go back to the the the map with

[57:48] the site plan.

[57:51] Uh as as I've studied this, uh I I am I think this is a a good thing. I think

[57:59] his company for going back to the

[58:00] drawing board and helping to accommodate

[58:03] us on this. I think the two less lots is

[58:06] a win. And then in this, I also even see

[58:09] now some 10,000 square foot lots. And so

[58:12] the the lots are better shaped. There's

[58:14] a few less of them and they're bigger. I

[58:16] think this improves quality of life. I

[58:18] think this uh improves the marketability

[58:21] and sellability of the subdivision, not

[58:22] only when it's new, but 10, 20 years

[58:24] down the road as well. And so I just

[58:26] want to publicly thank you guys for for

[58:28] working with us and uh and helping us achieve this and provide a

[58:34] better product for future residents. And

[58:36] I'm really happy with how this turned

[58:37] out.

[58:42] West is as far as I could tell reading

[58:46] the development agreement. They will be

[58:48] doing the whole width of that, not just

[58:50] the half of that.
