[3:40] the city council or the government was

[3:41] not being transparent to the citizens of

[3:43] Orem.

[3:44] And I feel that's the same way in the

[3:46] county. I don't think we have

[3:48] transparency in the county.

[3:49] Now, on those on the 12 years on the

[3:51] council,

[3:53] not once did a county commissioner come

[3:55] to Orem

[3:56] and say, "What are your needs? How can

[3:58] we help you?"

[3:59] And that I want to change. I want to

[4:01] make sure I go to every city

[4:03] and sit down with the mayor and the

[4:04] council and the citizens and say, "What

[4:07] are your needs?" because Payson's got

[4:09] different needs than Orem and in

[4:10] Santaquin and and Eagle Mountain. So,

[4:12] um

[4:13] that's my goal.

[4:14] I feel that we are a fractured county,

[4:16] meaning we're all doing the same the

[4:18] different thing. If we can get on the

[4:19] same page, they will have power to go to

[4:22] the state legislature and get the

[4:24] funding we need.

[4:25] I believe that the funding is going to

[4:27] Davis County cuz that's where the

[4:29] legislature leadership is at the state.

[4:32] And we need to stop that. So, I feel

[4:35] very passionate about running for county

[4:36] commissioner. I think,

[4:38] you know, salaries are out of control,

[4:39] taxes are out of control.

[4:41] And when we raise taxes,

[4:43] it hurts the homeowner,

[4:45] but it also hurts the businessman,

[4:47] right?

[4:48] Cuz you don't get a discount on your

[4:50] business. You get a discount on your

[4:53] home, right? On your taxes. So, I think

[4:55] we need to get back to the basics and

[4:58] have representation that'll come to your

[5:00] city and say, "Hey,

[9:42] What is a data center?

[9:45] It's something that a big machine that

[9:47] we've all seen over TikTok, Google

[9:50] pictures, Facebook, and everything else.

[9:53] It's here to help

[9:55] um with our intelligence and our

[9:57] technology, but also

[9:59] what else is it bringing to us?

[10:01] It's going to bring not only detriment

[10:04] to our environment, heat, and everything

[10:07] else. Um it also is not going to be

[10:11] saving us a lot of money. As you can

[10:13] tell, I've done my research. Um

[10:17] Who all agrees?

[10:19] One in seven Americans, excuse me,

[10:22] um

[10:23] don't know even know what an AI data

[10:25] center is. Seven out of 10 Americans

[10:28] disapprove. Um this was Washington Post

[10:31] 7 days ago. Seven out of 10 Utahns

[10:34] disapprove. KSL, Salt Lake Tribune,

[10:37] Connecticut Public have posted.

[10:40] Um

[10:42] That's a lot of people. I also do not

[10:45] appreciate what they are doing. Um or

[10:48] the technology of what we are trying to

[10:50] survey.

[10:51] The background of what it's doing. This

[10:53] may seem uh sound hyperbolic, but data

[10:56] centers truly are resource ravenous.

[10:59] Even a mid-size data center consumes as

[11:01] much as water as a small town, which if

[11:04] you know Payson's a town, and this would

[11:07] consume over 50,000

[11:10] um

[11:12] people that would be affected. It

[11:14] consumes 5 million gallons per day

[11:17] on some of the older AI data centers.

[11:21] Um a study done in Texas

[11:23] um in Houston Advanced Research Center

[11:26] said that data centers in Texas will use

[11:30] 49 billion gallons of water in 2025, as

[11:33] much as 39

[11:35] 399 billion gallons in 2030.

[11:39] That would be equivalent of drawing down

[11:41] to the largest reservoir in the US by

[11:43] 157,000

[11:45] acres in Lake Mead. That's 16 ft per

[11:48] year.

[11:50] Um

[11:52] who is paying for this? We will be

[11:54] paying for it, not tech companies. I

[11:56] have done the research in Box Elder and

[11:59] everything else of what they would be

[12:02] paying. The tech companies pay less than

[12:04] 6% of their taxes a year. That's less

[12:08] than what an average income US resident

[12:10] pays is around 27%.

[12:12] Most towns and cities

[12:14] prices went up in utilities 10 to 25

[12:18] dollars per month or 8% nationwide.

[12:22] Um some increases even in Virginia have

[12:26] gone up 25 to 267%.

[12:29] That is a lot and most of us are already

[12:31] struggling.

[12:33] Um

[12:34] excuse me.

[12:38] Data centers will on average, especially

[12:41] in drier deserts like Utah, could raise

[12:45] um the minimum 8% statewide within 6

[12:48] months on the utility bills.

[12:50] This would also

[12:52] blow average 12% giving the corrections

[12:55] that they haven't done on the other ones

[12:57] that would be built in.

[12:59] This will take in 9 gigawatts of power

[13:03] and that's two times more than the state

[13:06] uses.

[13:09] Not only does they pay less in 10% or

[13:12] excuse me, 6% in taxes,

[13:15] um

[13:15] but also increasing our taxes. The one

[13:19] in Box Elder is paying 1% to put it in

[13:22] faster.

[13:24] I don't know about you, but if I'm

[13:26] paying my fair share, I think they

[13:28] should pay theirs.

[13:31] How much water will they use? A

[13:33] medium-size data center would consume

[13:36] around 100 plus million gallons per

[13:38] year. A large data center hyperscale

[13:41] facility,

[13:43] um, think as huge as the data centers,

[13:45] not including the Box Elder because that

[13:47] is the biggest one in the nation that

[13:49] would be put in, would use about 5

[13:52] gallon, uh, 5 million gallons per day.

[13:55] We're already a driest desert. How much

[13:57] more can they take from us when we're

[13:59] already paying for water restrictions

[14:02] and they are not?

[14:04] Nationally, the, um, aggregate impact is

[14:07] significant but not enormous compared to

[14:10] other sectors. All US data centers

[14:12] combined were estimated to consume 449

[14:16] million gallons of water per day.

[14:19] That's 1.7

[14:21] billion liters just in 2021.

[14:25] And, excuse me.

[14:28] Um,

[14:30] personally, I think that's

[14:32] something that's in a, even in a closed

[14:34] loop system, which I looked into as

[14:36] well,

[14:37] that does not include for evaporation.

[14:40] doesn't stay in, even if

[14:42] it's in closed loop system, it only

[14:45] saves about 80% of water, but that's

[14:47] still billions of gallons being lost.

[14:52] Personally, I don't think that people

[14:54] understand how much AI centers cost us,

[14:58] what will affect wildlife, residents,

[15:01] and our water.

[15:02] I implore you to put in legislation or,

[15:05] uh, vote to put that no AI data center

[15:09] come to Payson.

[20:08] a social level, the AI, if left

[20:10] unchecked, will be a detriment to our

[20:12] economy and our civilization as we know

[20:14] it as well. And so I just invite all of

[20:16] us say if if we're going to complain

[20:18] about data centers, which I do, I'm one

[20:20] of them, let's be a little more

[20:21] cognizant about what we're using online.

[20:23] It also uses a lot more transmission

[20:26] power and distribution power when we're

[20:27] always using AI as well. And so that's

[20:30] just something to be mindful of and I do wonder if if in our code

[20:34] do we need to have as we're doing the

[20:36] code rewrite, is there anything in there

[20:38] right now about

[20:40] does a name data center specifically or

[20:43] could they come in and and and work the

[20:45] system so have it. So I wonder if that's

[20:47] something we need to look at so that if

[20:49] they do approach us, they do come in,

[20:50] it's on our terms and not on theirs. And

[20:53] so maybe that's something we we look at.

[20:55] This is such a hot topic item right now.

[20:59] protecting our code against data centers

[28:33] our lobbyists got for us. It's

[28:36] by Utah County.

[28:38] $3 million. The bid for the two blocks came in less.

[28:45] was limited to just that. So, if you

[28:47] don't spend it, goes back and I asked

[28:49] the county manager to see if the county

[28:52] would allow us to

[28:53] use that to finish out the rest of the

[28:55] Main Street project.

[28:57] the the breezeway

[28:59] that connects the parking lot in the

[29:00] street and the the parking lot by me

[29:03] Rancho Viejo that's the city's.

[32:34] The city He no liability for that. They they run their own they have a

[32:39] Um the state auditor recently um there's

[32:42] a couple of PIDs one in Ivins and one in

[32:47] out by Price

[32:48] Coalville

[32:50] um that are struggling and so the state

[32:53] auditor was is telling the cities they

[32:55] have to make that part of their budget

[32:56] or their

[32:57] uh component

[33:00] um entity for for us. We pushed back on

[33:03] that a little bit. They haven't come

[33:04] after us but they start going after

[33:05] Smothers. I know the legislators were

[33:07] frustrated with that. They did pass a

[33:10] law but our our uh bond council that um

[33:15] helped us create the PIDs they

[33:18] drafted some language that the council

[33:19] could adopt that basically says

[33:23] that uh we do not

[33:25] appoint their board members. We're

[33:27] totally separate from them

[33:29] and just gives us a little more
