deletions to the agenda? Any additions
[2:35]

motion to approve the agenda as
[2:40]

>> So moved.
[2:42]
» Second.
[2:48]
» Second. Okay.

there a motion to approve the consent
[3:28]
agenda?
>> I'll make that motion. Is
[3:30]
» there a second?
>> Second.
[3:31]
» Motion and a second. Discussion.
Discussion. Discussion. Hearing none.
[3:37]
All in favor signify by saying I.
>> I.
[3:39]
» I. The same. Motion carried. Let's jump
down to item number eight. U EDA update.
[3:46]
And we have uh economic development
director Jordan Gman. and she's joining
[3:51]
us online this evening. There's uh three
bullet points to talk about. Uh the
[3:57]
first one is update of the board
structure which is just an FYI. The
[4:01]
second one bylaws which will need a
motion and the third one is the 2027
[4:06]
CEDA contract which is just an FYI. So
Jordan take it away.
[4:13]
» Perfect. Can everybody hear me? Okay.
>> Yes.
[4:17]
» Great. Let's see. We will start with the
updated board structure
[4:26]
that chamber transition presentation
slide.
[4:34]
I can't see it, but if you Okay, great.
Sounds good. Um, if we want to scroll
[4:38]
through this here
[4:43]
a little bit,
we can keep going.
[4:48]
Keep going.
[4:53]
Keep going.
This one works. Okay. So, um just to
[4:58]
give you a little context, um the
chamber has been seeking votes from
[5:04]
members as far as what the future looks
like. The chamber has received enough
[5:09]
votes to move forward with the
dissolution. They're doing that separate
[5:12]
from the city with their own legal
counsel as recommended by the city
[5:17]
attorney. Um but a quick update for you
is to what that means we're going to
[5:22]
look like come January. Um and hopefully
a little before then is um increasing
[5:28]
our capacity at the board level with the
EDA. Right now we have a five member
[5:33]
board which is great and we have a good
turnout the majority of the time but
[5:38]
we're looking at increasing our board
membership to nine members. As you can
[5:43]
see um on this slide our thought process
is we will have a chair person
[5:51]
essentially for certain areas of
community development. So, for example,
[5:56]
we would have community events, more
than likely chaired by Lana, who's
[6:00]
currently on the EDA board. Marketing
and tourism would be a chair um person
[6:06]
who would be new to the EDA board.
Business support we can find within our
[6:10]
current board structure. Um and I think
there'll be more buckets of focus areas
[6:16]
that will get assigned to anybody who's
interested. Um, but I believe with the
[6:22]
way that we're moving and shifting and
towards programming in 2027, there is a
[6:27]
need to increase our board size to nine
members. Um, this is the best slide I
[6:33]
could show you to present why. Wondering
if there's any questions or feedback or
[6:38]
concerns from any of you.
>> Any questions from the council?
[6:43]
See none, Jordan.
>> Okay. So, there's your update there on
[6:48]
what we're what we're hoping to do and I
think we can transition right into
[6:51]
bylaws.
>> Yes.
[6:55]
» Um
[7:00]
Lance a sec here.
Perfect. Um in red um are the updates to
[7:09]
our um active bylaws. There's very
minimal. Um and I just put them in red
[7:15]
for you to see. We're looking to update
the bylaws. This is a recommendation
[7:18]
from the EDA board um with very minimal
um grammatical updates as well as um
[7:26]
explaining in the bylaws that the
authority the economic development
[7:29]
authority will be a board of nine
officers.
[7:33]
And then if we scroll down a little bit
further,
[7:39]
[cough]
[7:42]
the only other update we have here is
the section 3 quorum that now quorum
[7:48]
will be five people instead of what we
originally had which was three. And
[7:53]
those are the only um updates that look
different than previously with these
[7:58]
bylaws. So, I am looking for a motion to
um
[8:03]
accept the revised EDA bylaws.
>> Hear a motion.
[8:08]
» I'll make that motion.
>> We have a motion. Is there a second?
[8:10]
» Second.
>> Motion and a second. Discussion.
[8:14]
Discussion.
Discussion. Hearing none. All in favor
[8:18]
signify by saying I.
>> I. The same. Motion carried.
[8:24]
» Great. Thank you. And lastly, just
[clears throat] um a discussion piece if
[8:28]
there is discussion. If there isn't,
that's okay. Um right now, I know the
[8:32]
budget committee is working on
finalizing or getting closer to
[8:36]
finalizing what um the 2027 city of
Pelican Rapids budget looks like
[8:43]
due to this board structure change and
what we imagine will be programming um
[8:49]
added on to current programming that the
CAD team provides. Um we're planning and
[8:57]
hoping that we can increase our um
service level from four days a week to
[9:03]
five. Of course, the budget committee
isn't doing uh isn't done doing their
[9:09]
job, but I wanted to just get this in
front of the city council. I think in
[9:13]
order to have a swift and smooth um
transition with more services being
[9:19]
underneath the EDA um it's essential
that we have enough capacity and time to
[9:24]
be able to do it well. That way things
are improved in the future. Um at CEDA
[9:30]
we're getting very close to updating um
our numbers so I can have a a financial
[9:36]
update for you with what that investment
would cost. I've shared with Lance and
[9:40]
Danielle that right now um I'm asking
for people to plan for a 5% increase.
[9:45]
Fairly confident that we'll come in
underneath that, but I think it's better
[9:48]
to tell you five and come in lower than
tell you two and come in higher. So, um
[9:54]
I'm happy to have discussion if there is
any discussion points at the city
[9:58]
council level. Otherwise, they just
wanted this to be an update so you know
[10:01]
where we're at with all of the news
going around about the chamber and so on
[10:07]
and so forth. So happy to have
discussion, happy to answer any
[10:11]
questions if there are any.
>> Any questions, council?
[10:17]
» No questions, Jordan.
>> Okay, that's all I have for you this
[10:21]
evening.
>> Okay, thank you for joining us.
[10:24]
» Thank you.
>> Let's go up to item number seven. Um the
[10:33]
time is 6:10 p.m. We're going to recess
our city council meeting and go into the
[10:39]
SCDP public hearing and we have um Mr.
Mitch Harry here to speak to us this
[10:45]
evening. Uh remember during our public
hearing there cannot be any motions made
[10:50]
uh just discussion at that point and
then we'll reconvene our council meeting
[10:54]
later. Mitch.
[10:59]
» Hi, I'm Mitch Harry, a project manager
with the county HR. I'm just going to
[11:04]
give you a quick update on the small
cities development program progress.
[11:09]
So, we started our first project um June
23rd of 25, so a little over a year. Um
[11:16]
so far, we have five on the owner
occupied side, residential. We have five
[11:20]
complete projects
um [clears throat] totaling $117,49.80
[11:26]
of Small Cities um development grant
money. Uh we have four projects in
[11:31]
progress right now um all maxing out the
25,000. So that'll be another 100,000
[11:37]
and I have three getting bids um that I
anticipate will all use the the 25,000.
[11:42]
So that'll be another 75. Um what we had
earmarked for owner occupied originally
[11:48]
was $425,000.
Um so we're committed to just over
[11:53]
$300,000 at this point. Um ideally we'll
get all that spent. Um so the deadline
[11:59]
we have to be complete and closed out by
September 30th of 27. Um so I think
[12:05]
that's very doable. If we get maybe five
more residential projects in the next
[12:10]
year, we'll we'll have that complete.
Um, in addition, there's been just under
[12:17]
$22,000
of the county leverage loans available.
[12:22]
We have an additional $7,000 available
through the county. Um, if somebody's
[12:27]
project goes over that 25,000. So, we
had a few take advantage of that.
[12:31]
[clears throat] Um, on the commercial
side, it's been quite a bit slower. Um,
[12:35]
we have one project in progress that is
looking to be done here in the next two,
[12:40]
three weeks. Um, I have one that that
we're going to get started um probably
[12:45]
the next two, three weeks as well. That
one is only going to take the minimum.
[12:49]
It's a $5,000 minimum loan. Um, they're
only going to use the minimum on that.
[12:55]
Um, the other project is just a shade
over 32,000.
[12:59]
So, originally we had 400,000 in for
commercial and right now we're at just
[13:03]
over 37,000. Um, so about $360,000
remaining um on the commercial side.
[13:11]
We've talked internally and with our
state representative indeed. We have the
[13:17]
opportunity and we will look at doing
that maybe in the spring to move some of
[13:22]
that commercial money into owner
occupied. Uh you can't go the other way,
[13:26]
but we can take some of that if we see
the demand for additional residential
[13:30]
projects. We can move over
um once or twice some money if if the
[13:35]
need is there. So, we've thought about
doing that. Um, and other than that,
[13:40]
unless anybody has any questions, that's
about about it for the update.
[13:47]
» Council have any questions?
>> Okay, sounds good.
[13:51]
» Okay, thank you. Appreciate it.
>> Uh, the time is 6:13 uh 6:14
[13:59]
p.m. We're going to adjourn our public
hearing at this time and reconvene our
[14:04]
city council meeting.
Um,
[14:09]
we already had our public hearing on
SCDP. Are there any comments at this
[14:13]
point? There's no motions to be made,
but give you another chance if there's
[14:16]
any comments.
Okay, hearing none, we're going to jump
[14:20]
up to item number six, 2028 Highway 59
South Project. We have Mr. Tom Pace here
[14:26]
from District 4 office in Detroit Lakes.
And he wanted to be out of here by 1000
[14:32]
p.m. So,
>> well, I'll start. I'll talk quick. only
[14:36]
got four hours, but thank you, Mr.
Mayor, City Council. It's always a
[14:39]
pleasure coming down to see you fine
folks. So, thought I'd come down and
[14:43]
give you an update on I guess the
layout, the next piece of the of uh next
[14:48]
project in line for Mandot. Um, this see
here is an updated layout actually
[14:54]
actually just finished this morning
actually, so pretty, you know, hot off
[14:57]
the presses. I'm basically looking at
adding center left turn lanes down there
[15:02]
at at 10th Avenue. You know, as as all
know here, it's kind of a busy
[15:07]
intersection. A lot of left turns and
and been a couple crashes down there and
[15:11]
some some near misses. So, we're looking
at trying to add some left turns down
[15:15]
the center just to make it safer down
there. And one it was it was suggested
[15:19]
quite a few times to add add a
roundabout in there, but that's just not
[15:22]
really feasible.
It's pretty expensive and doesn't quite
[15:26]
justify the, you know, the $2.5 million
to put a roundabout in down there. So,
[15:31]
and the rightway environmental issues
that would would be would work. So, this
[15:36]
design we think is going to make it
pretty efficient down there. Um, I'll
[15:40]
just walk over here to probably hear me,
but yeah, we're just going to add a left
[15:44]
turn lane down the middle. Similar as
the downtown corridor, we have 259
[15:49]
northbound. still have a right turn lane
going in into tent. Um southbound
[15:55]
or take away that right turn lane as
they are now just have a through lane to
[15:59]
go southbound. Right turners can still
turn pretty easily. We go on to 10th. Um
[16:06]
on the north west I still have our 4ft
sidewalk
[16:10]
all the way on the down to the 12th I
believe. On the east side, we're going
[16:16]
to move that wide pavement in front of
the gas station. That's going to be a
[16:21]
concrete shared path in that section
there. So, it's going to be a pretty
[16:25]
nice improvement for that downtown piece
south of town there. So, I know most of
[16:29]
you have seen this layout before,
>> but that's just something that we added.
[16:33]
Excuse me. One thing that we are we're
also looking at doing is know Thrive
[16:38]
Church here. I met Justin a few months
ago and he's suggesting or made a
[16:44]
suggestion to move his uh driveway from
where it is here to line up with 11th
[16:51]
Avenue Southeast. So we would would
remove this one and then build one over
[16:56]
there. So that would be a good fit, you
know, for traffic I guess efficiencies.
[17:03]
I guess his complaint was that his
parking lot is unsafe during church
[17:07]
services. people are driving, where
people are walking and so he's
[17:12]
he made the suggestion. So now one
caveat about that is mendot would only
[17:17]
go up to a rightway line.
>> So anything about that would be on the
[17:21]
city to to do. So that's kind of why and
I talked with you know Lance a while ago
[17:27]
just to bring it to her to your
attention. So that's one thing I like
[17:30]
tonight. Maybe some direction from the
city council is if that's a feasible
[17:34]
option to move that approach or leave it
where it is. So I know it's uh kind of a
[17:40]
big big undertaking if the city wanted
to do that or someone to do it. I know
[17:44]
that that's a city street going west and
as mentioned maybe that'd be a good spot
[17:48]
for a future development if there was a
crossing there, but that's beyond what
[17:53]
Mandot would would do. So
it's kind of an odd spot now. I mean
[17:58]
it's a it would take some work to get an
approach built in there,
[18:03]
» you know. So it's
>> Lance or Brian's as church talked to you
[18:07]
about that?
>> Uh Lance and I have discussed it. So
[18:10]
Tom, the yellow line or the green line,
excuse me, is the rightway line.
[18:14]
» Correct. Yep. The green line is right
line.
[18:17]
» So we wouldn't have to develop a whole
lot beyond that to give them access.
[18:22]
» No, I wouldn't I wouldn't think so.
>> Um
[18:25]
» No. And Bob is still looking into what
we need to do for utilities there. It
[18:28]
would make sense at this point to stub
them out cuz I mean that is technically
[18:31]
a city street right now. So if ever
anything ever were to develop on the
[18:35]
west there, we'd we'd want those
>> and that now would be the time to do it.
[18:39]
So
>> the utilities aren't stubbed out there,
[18:43]
are they?
>> No, we we stubbed them out. They're on
[18:45]
that side, but we just have to stub them
out to to the west. Uh my second
[18:50]
question is how come you took the right
turn lane out at 10th going south
[18:54]
» to make room for the through lane going
because we had moved the through lane
[18:59]
over to the west to make room for the
center left turn lane
[19:05]
with with our new design. So in order to
keep the right turn lane next to it
[19:09]
we'll be taking down more trees and
there'd be a lot more impacts to the
[19:14]
businesses on the west side by keeping
right turn lane in there. The current
[19:18]
right turn lane will basically will be
the southbound through lane
[19:22]
» if that makes sense.
>> Yeah, that just doesn't make sense.
[19:24]
Traffic goes so fast down there
>> that now you're going to take away that
[19:28]
lane and they're going to be flying past
the people that are taking a left and I
[19:33]
I think that's that's not a safe option.
Honestly, that's my opinion. I really
[19:38]
think you need to figure out how to get
that right turn lane in. There's many
[19:41]
people that go that way there at 10 to
the west.
[19:44]
» Yeah. In order to add a right turn lane
in there, we're going to be taking a lot
[19:47]
more trees. We're going to be
>> Where would you be taking trees?
[19:50]
» Oh, everything you see on the picture.
I'm I can't see.
[19:53]
» No, I'm I'm looking.
>> Sorry. I walk over here, but imagine all
[19:58]
this up here 14 ft over.
>> Yeah.
[20:01]
» Just to the west. We got a big ditch in
here.
[20:03]
» I get water through there. This is all
going to be basically up to here. Maybe
[20:07]
that's not going to be by right. Just
put a right turn in.
[20:10]
» I understand. But there's a right turn
left and right on the northbound.
[20:15]
» There's a there's a northbound left
right turn lane and a southbound right
[20:18]
turn lane. So left turners are causing
the issues. I sat down there myself
[20:22]
today and I saw three cars go around the
left turners into the right turn and
[20:26]
back in.
>> So that is a very unsafe movement.
[20:29]
» It absolutely is. I just I don't I don't
know that that's a somehow try to get
[20:34]
that in there cuz it's
they're unless they're going to reduce
[20:39]
speed down there which they never will.
And that was going to be my question.
[20:43]
Will they entertain that idea is to
shift the speed limits further up.
[20:50]
» Yeah, speed limits are based on 80% of
the traveling public. So the only way to
[20:55]
slow people down is if you sat down
there all day and made them slow down,
[20:58]
then they would go slower. But
everything is based on 80% of the
[21:02]
traveling speeds already.
>> So, do they do speed studies?
[21:06]
» We do them all the time. Yeah, we'll do
a north north in town here after a job
[21:10]
is completed probably next year here cuz
that's speedy up there, too. So,
[21:15]
» Mhm.
>> Yeah. It's really hard to train.
[21:17]
» Have they done one down here?
>> Uh, yeah. If you ask for one and it's
[21:22]
high, the speed speeds may go up. That's
>> Well, I understand. But that that
[21:26]
doesn't make any sense to me either.
They these people make that decision
[21:29]
down there where they drive 90 all the
time.
[21:31]
» Y
>> not in rural America currently currently
[21:34]
a common question.
>> Currently a 40. Right.
[21:36]
» Right. They're going 50 especially going
south.
[21:39]
» I mean not me but
>> right.
[21:41]
» No not not at all. [laughter]
[21:46]
» No. It's a great question. You know
obviously MA's not a enforcement agency.
[21:50]
You know that's the guy standing to your
right there. So and state for state
[21:53]
patrol. But we by doing this you
probably find out cars will go slower.
[21:59]
» Cars probably will go slower based on
narrow speed narrow lanes and you know
[22:04]
exactly the goal win. So
>> you told us that downtown. I haven't
[22:07]
seen in fact
>> that's not a selling point
[22:11]
» in downtown speed eight miles per hour
is less than a quarter project.
[22:16]
» So we we actually track all cell phones
going through there and the speeders
[22:19]
have reduced the 27 miles per hour
average speed between the roundabouts.
[22:23]
really
>> before they're upper 30s.
[22:26]
» So yes, the speeds are reduced downtown
>> maybe.
[22:29]
» No, 100%.
>> What's the blue line?
[22:33]
» The blue line.
>> The blue shading
[22:35]
» boulevard. I think
>> the blue shading. Yeah, that's a grass
[22:38]
boulevard in between the sidewalk.
>> So it's like
[22:41]
» it's like one west
>> one what? Yeah.
[22:44]
» Yep. Good question.
>> They're not planning to add any more
[22:47]
street lights.
>> The street lights are on the east side
[22:50]
already.
>> They're not moving. They're not putting
[22:52]
any more over there.
>> They were put over there in place of the
[22:55]
project. So, planning for this job
already. So,
[22:57]
» they're not adding any on the west side.
>> They are not.
[22:59]
» Perfect. That was the question.
>> Yeah. No need for speed lights.
[23:02]
» We don't want any more close to the
road.
[23:04]
» Right. Right.
>> Left turn lanes. They solve the problem
[23:09]
on 59, but they don't solve the problem
on 10th
[23:14]
east or east or westbound. If you're
trying to make a left-hand turn, it's
[23:18]
still difficult
>> with a left turn lane. Yeah,
[23:21]
» we used to have a safe place to sit and
took up a space to cross
[23:24]
» and now people are driving around them
on their shoulders.
[23:27]
» And we we you've seen that, I'm sure,
many times. And
[23:30]
» he's talking about people coming off of
tents trying to get on.
[23:32]
» Oh, off the tent. Okay.
>> Yeah.
[23:36]
» Roundabouts. The only thing that would
solve that.
[23:38]
» To
Tom's point, the people passing on the
[23:44]
shoulder on the right causes the hazard
for the people trying to get on off of
[23:48]
town.
>> They do, right? People think they're
[23:50]
turning and they're not.
>> It's a very scary deal. I saw that
[23:53]
myself half hour ago or an hour ago.
>> So, yeah, you're right. It's a long ways
[23:57]
across, you know. So, it would make it
safe to get into tent in that area.
[24:04]
We have to look at maybe some more ped
crossings, you know, maybe not right
[24:07]
there, but we are putting a ped crossing
on 10th on the north side. We have
[24:12]
sidewalk and and marked crosswalk. There
were signs and everything so they can
[24:17]
get across. So,
Yeah, it's hard to do do the best we
[24:22]
can. You know, we can't make everybody
[cough]
[24:26]
that's been a complaint we've heard for
quite a long time for this this area and
[24:30]
this will definitely be an improvement.
>> Are you looking for council action to
[24:35]
accept these plans?
>> Not really. Just more of information.
[24:39]
» Justformational.
>> Yeah. Okay.
[24:40]
» This is this is basically what we're
doing. Good comments, you know.
[24:43]
» It's what they're doing. what we're
doing, you know. So, this is this is
[24:47]
what we would ask to do by pay people
look at the center intersection.
[24:52]
» The bike path through here, is that
going to be a curb then? This red
[24:54]
portion
>> down here.
[24:55]
» Yep.
>> Yeah. Yeah.
[24:57]
» And it's it's going to be concrete, the
blue part.
[24:59]
» Yep.
>> Okay.
[24:59]
» All be concrete. So,
>> there probably some some sort of
[25:02]
probably mountable curb, something in
there next to that driving service.
[25:07]
So coming out of South Town's parking
lot heading north will be a curb there
[25:11]
too. Going into the parking lot for
>> for the school.
[25:15]
» Going which way? This one?
>> No. Down in down. No, down on the other
[25:18]
street. That one.
>> This one?
[25:19]
» Yeah. The frontage road, whatever you
call it. No, keep going north.
[25:23]
» North of this one.
>> Right there. That that'll be a curb
[25:27]
» here. Yeah.
>> But not where that line crosses that
[25:30]
parking lot.
>> No, not over there. No, that is a that
[25:33]
line.
>> Yeah. You'll see here that the driveway
[25:35]
is being reduced in width.
>> Right now it's it's really wide. It's
[25:39]
like 60 ft wide. We're bringing it down
to 36. So more of a normal normal width.
[25:44]
So
and this one here will take the same
[25:47]
width. This is 36 ft wide. This one's
probably look make it 36 ft wide.
[25:51]
» That still make it functionable for all
the trucks that pull in there.
[25:54]
» Oh yeah. Yeah.
>> Good.
[25:56]
» Yeah. It's actually wire wire
commercial. The commercial is 32 ft. So
[26:02]
yeah, the truck cabin move. They should
be driving semi.
[26:05]
» What are the widths of the approaches
going into the turkey plant?
[26:09]
» I know off top of my head. So
>> they're not wide enough.
[26:12]
» Yeah. What about the driveway lane being
pushed over? They have a harder time
[26:15]
making it. So
>> yeah,
[26:17]
» that's a good comment. So
>> they cannot make those,
[26:20]
» right? Especially southbound. So
>> yeah,
[26:24]
» northbound more problem. Southbound's
always the trickier ones.
[26:28]
So yeah. So the idea of the the new uh
approach at the church that could be
[26:34]
talked about later if something changes.
>> Yeah. I mean we now batting is January
[26:39]
2028. You know construction 2028. So we
have a little time you know to figure
[26:44]
out a final plans. Um the sooner the
better. So we know how to design our
[26:48]
plans and layouts environmental impacts
that sort of stuff. You know now it's
[26:54]
you know it's August 2026.
You know, I think the end of this year,
[26:58]
it'd be great to have some sort of
director from the city, which is I would
[27:01]
think four months should be enough time
or three months, whatever is left. Four
[27:04]
months
to get some sort of uh either we leave
[27:08]
it where it is or you move it. You know,
it's not
[27:12]
it's [clears throat] cheaper for us to
leave it where it is, but probably more
[27:15]
beneficial for traffic impacts. It makes
more sense to move it more of a
[27:19]
controlled intersection and that that'd
be fine, too. So
[27:24]
is that is that doable do you think by
end of this year?
[27:30]
» Yeah,
>> I would try to think so. So
[27:33]
yeah,
>> any questions from the council for Tom?
[27:39]
» A couple other things if you don't they
got a few minutes so it's not quite 10
[27:42]
yet but
>> on this on this are you good with this
[27:45]
layout here. Any more questions on that?
So,
[27:48]
and once we get the layout finalized,
I'll come back with a resolution to
[27:52]
participate memo again because we're
there with some city costs with all the
[27:55]
sidewalk stuff in here. So, I'll be back
in probably a couple months with a
[27:59]
resolution to participate all the costs
figured out with our TA funding and then
[28:04]
the city's portion of that match and
everything else on here. So, that'll be
[28:09]
up coming up next. Let's see here.
Um,
[28:14]
you might know some of the trees in
town. There's a couple trees that are we
[28:18]
planted this summer that are in kind of
bad spots. They're close to some signs.
[28:21]
So, I'll be looking at maybe maybe
moving a couple of trees or maybe move
[28:24]
some of the signs. There's not that
many, but like half a dozen that you
[28:28]
drive through town are are going to grow
and get bigger and are too close to
[28:31]
signs. So, we're to get some of those
adjusted. It's pretty minor. Really no
[28:35]
impacted pelican. Just let you know what
we're doing to those those trees. Maybe
[28:39]
may maybe get them removed. So Brian is
happier. So [laughter]
[28:44]
that one, that dead one on the cell
phone probably be removed.
[28:46]
» I was going to say the dead one,
>> that dead one might probably be removed
[28:48]
completely, but there's a few that we're
going to be adjusting. And then probably
[28:52]
last thing you guys might have
mentioned, there's a a crosswalk up here
[28:56]
to 108 West. Maybe you guys know about
that crosswalk that showed up in there.
[29:00]
So
>> with that,
[29:01]
» so not a big deal, but I know we just
need a permit to install them on on
[29:06]
highways. Normally crosswalks are not
allowed in speeds are over 45 miles an
[29:10]
hour. So that's one issue we have to
look at if it's even allowed there. So
[29:13]
once you get the permit, we'll tear into
it and make a decision whether to leave
[29:17]
it or get it put in properly. So we like
like all of our striping you ground in
[29:24]
different kind of p striping in there
and the right width and the right
[29:26]
pattern that doesn't have the right men
up pattern we want. So nothing too major
[29:32]
but we'll get get squared away. So
with that I think all my notes are are
[29:37]
checked off. So,
>> anything else you guys got for me?
[29:41]
» The council.
>> Tom, I know it's not your idea. You
[29:45]
know, it's not going to change, but that
80% thing with the speed limit.
[29:50]
The first time I heard that, I couldn't
believe it.
[29:52]
» Yeah. Yeah. We've done a lot of studies
over the years and
[29:55]
» and they rarely go down. Most time they
go up, which that's why you got to be
[29:59]
careful. We ask for them.
>> So,
[30:01]
» cuz it's too fast down there. There's
kids trying to cross.
[30:04]
» Yeah. And that's why we we look at road
diet designing to slow people down, you
[30:08]
know, with more curb and gutter center
medians, stuff like that that people see
[30:12]
stuff and they slow down. That that's a
fact. So roundabout would be great there
[30:16]
to slow people down, but we just can't
justify spending that kind of money
[30:20]
there.
>> At least you mentioned it again.
[30:22]
» I'm sorry.
>> At least you mentioned it again.
[30:24]
» Yeah, it's something we, you know, we'd
like to see. You know, I'm a big
[30:27]
roundabout proponent for safety and
everything else involved with it, but
[30:30]
they're they're really expensive.
They've gotten really expensive. It's
[30:34]
like two like two to two and a half
million dollars to build a roundabout
[30:37]
nowadays, which is a lot of money. So,
we're in a, you know, a budget shortfall
[30:43]
like everybody else is. So,
yeah,
[30:46]
» 2 and a2 million seems like a lot for
some.
[30:48]
» It is a lot.
>> It's like doesn't make any sense.
[30:51]
» There's a lot of concrete. There's a lot
of stuff in there. And, you know,
[30:54]
there's a lot of lot more than we think.
Everything has gone up, you know, a lot
[30:58]
over the last couple years. So,
>> so short of short of a traffic study,
[31:05]
the state obviously has the ability to
monitor uh cell phones traveling in an
[31:10]
area. Are they able to look and see what
the cell phones how fast they're moving
[31:16]
down in that area?
>> Absolutely.
[31:18]
you to give us an idea that way sort of
I'll talk to a traffic engineer and they
[31:22]
say they have some website they go to
and they they can see all the real data
[31:26]
of all the cell phones and they just
track them and it's it's all public
[31:30]
information but I have no idea how to do
it but they do it so yeah I'll get that
[31:34]
for you be fun I'll send it to Lance and
the mayor to see what the average speeds
[31:38]
are down there so I have to it's a good
idea so
[31:40]
» let us know when they're going to do it
we'll sit down there for a while
[31:43]
[laughter]
>> go faster or go slow
[31:47]
I'll write that down. So,
[31:52]
» well, I like to do stuff like that. So,
>> thank you.
[31:55]
» You betcha.
[31:58]
» Good.
>> So, we'll see you in a couple months
[32:00]
» or sooner.
>> Oh, sure. Okay. [laughter]
[32:04]
» Or both. So,
>> all right.
[32:09]
» Let's go up to item number five, street
and park report. Superintendent Olson.
[32:20]
finally got to you.
>> I know. I'm going to quit betting with
[32:23]
Todd on how you're going to go in order
because I seem to be losing.
[32:28]
» Um let's see the the streets. So, we've
got about 90% of the no parking signs
[32:35]
in. We were short a few uh boulevard
anchors. So, you we should get those
[32:41]
completed tomorrow. then they'll all be
up. Ordinance is enforced.
[32:47]
They can do what they need. Um,
>> how's that been working out, Chief?
[32:52]
» Good. We're still in the uh educational
phase as far as just warnings. So,
[32:59]
» good. Um, been doing a lot of tree
trimming on many various streets. We uh
[33:05]
we've done some and some of the larger
stuff we've obviously been hiring out in
[33:10]
which we need to continue to to budget
for that because we've got some
[33:14]
lowhanging branches on some of these
streets, but I think that'll be fine. Um
[33:20]
sweeping, fixing
asphalt, patching valve covers, fixing
[33:26]
everything that that's been broke over
the over the summer and part of the
[33:30]
spring. Um, household hazardous waste
was still busy this year. I It just
[33:36]
amazes me the amount of paint that
people bring in year after year after
[33:42]
year after year. I'm like, where where
are you finding all this? Just But every
[33:46]
year it just comes in. Um, we will be
starting our annual sewer cleaning uh
[33:52]
first part of September. Just so you
know, if um that's how cleaning cleaning
[33:56]
sewers and uh different neighborhoods,
different sections. Um all of our
[34:02]
patches have been patched up this year
finally. Uh took a while to get uh get a
[34:08]
company here to do them, but they've all
been done. Um hydrant flushing this
[34:13]
year. It's a I'm announcing a little
early, but I'm obviously planned it out.
[34:17]
uh Sunday, October 4th from 7:00 am to 3
pm. And the alternative if weather
[34:24]
doesn't cooperate that day will be the
following Sunday.
[34:28]
And again, we do this on Sundays because
of the turkey plant is their slowest
[34:33]
time and we can get through and and not
affect their their water usage.
[34:38]
Uh let's see. Parks and stuff, it's that
time of the year. all the summer help
[34:43]
starting. They're all done at the end of
this week going back to their their fall
[34:48]
lives and uh so it's been it's been a
fairly good year. Uh campgrounds
[34:54]
continues to be steady. I I'm interested
to see the numbers at the end of the
[34:58]
year the longer the season goes because
I really feel like it's been kind of
[35:01]
down this year. not as busy as it had
been and I thought maybe it would be
[35:05]
busier this year with no construction,
no no anything, but it uh we'll we'll
[35:10]
see at the end of the year. Um planned
on that being open till about
[35:14]
mid-occtober usually through October
Fest and then we'll close that for the
[35:17]
season. Um
couple parks, one specifically has
[35:22]
received a lot of damage. Um I'm working
with the park board on that. another
[35:27]
we've lost I believe three trees um that
people have donated over the years
[35:33]
through our memorial and they get a
plaque and um so I'm trying to work with
[35:37]
the park board to see what the best idea
is there but we'll continue and I'll
[35:41]
keep you posted on that. Um, we have
also recently lost one in Peterson Park,
[35:46]
which was was rare that nobody has
touched these trees for 2 years and now
[35:50]
all of a sudden they decide. But it is
the time of the year also where
[35:54]
everybody's getting a little
rambunctious. Um, and we plan, we will
[35:58]
be planning to replant these trees in
the next month or so. I'm waiting just
[36:02]
for it to get a little cooler before we
do that. Um,
[36:07]
pool is closed for the season. It closed
last Sunday. Um, I think they had a a a
[36:13]
good year. I'm I'm excited for to see
next year's numbers compared to this
[36:17]
year, but um we had for the whole month
uh for the whole year that we had 3,365
[36:27]
passes between well, there was there was
uh just daily passes was 30,02.
[36:35]
So that's just people paying daily
throughout the summer. Um, the stat that
[36:41]
still just gets me every time is 2,357
freeze pops were sold. It just throws me
[36:49]
off. I I just And and 2385
ice cream sandwiches. It It just I'm
[36:55]
like, "Wow, maybe I don't know what to
do, but they just like them." So, it's
[36:58]
kind of been a good deal. Um,
also the goggles, 176 pair of goggles.
[37:05]
Couldn't keep them in stock for a while
and was it was exciting. you know, it's
[37:08]
good. But so, yeah, that uh I think we
had a good summer. Um I'm going to be
[37:13]
meeting with Ally to kind of go over the
whole thing here next week and uh see
[37:17]
what uh hopefully can talk her into
another season and see what we can do
[37:22]
better and what we need to change same
stay the same. So,
[37:28]
that is what I have for you tonight.
>> Any questions?
[37:32]
» Reference those trees. Mindot's going to
be removing trees. Can we just get them
[37:36]
to stick them in a different hole?
>> The ones they're removing are dead.
[37:39]
» Oh, they're all dead. I didn't know.
>> Yeah, they're dead.
[37:42]
» Some are in the way of the signs. If
they keep growing, they're not going to
[37:45]
keep growing,
>> right? The these are these are done
[37:48]
growing.
>> Okay.
[37:49]
» So, yeah.
>> Any questions for Brian?
[37:54]
» If not, is there a motion to approve the
street and park report?
[37:57]
» So, move.
>> Second.
[37:58]
» Second.
>> Motion second. Discussion. Discussion.
[38:03]
Discussion. Hearing none. All in favor
signify by saying I.
[38:06]
» I.
>> I.
[38:07]
» What was the same? Motion carried.
>> Thank you.
[38:09]
» Thank you.
[38:12]
» Down to item number nine. Mileage rate.
Uh 76 cents. Uh Danielle.
[38:20]
Yeah.
>> Um so, uh the beginning of
[38:26]
um July, the IRS changed the
mileage rate from 72 1.5 cents to 76
[38:36]
cents.
So, I just wanted to [clears throat]
[38:40]
update
um
[38:43]
suggest updating our reimbursement
from 72 1/2 cents up to 76 cents.
[38:51]
» Hear a motion.
>> So move.
[38:54]
» Second.
>> I'll second that then.
[38:57]
» Motion second. Discussion. How would
that be used? We're
[39:03]
» How do we use it?
>> Who would use that the most? Well, like
[39:07]
right now we don't have a vehicle. City
Hall doesn't have a vehicle. So, anytime
[39:11]
Lance goes to meetings off site or I go
to meetings off site or every day Jana
[39:16]
runs to the banks when uses her personal
car. So, any any of that kind of stuff
[39:22]
anytime anybody goes to trainings
>> that kind of stuff.
[39:26]
» Yep.
>> Any more discussion
[39:29]
hearing? None. All in favor signify by
saying I.
[39:32]
» I was the same. Motion carried. Item
number 10, city hall vehicle. Lance,
[39:39]
» on that note, we're looking at a city
hall vehicle that so we don't have to
[39:42]
pay mileage to people.
If you remember, we had we had an old
[39:47]
squad car for many years for a city hall
vehicle. Um had complaints. I mean, it's
[39:51]
they're old. Uh they're noisy. Uh
they're not in very good condition after
[39:56]
the
um police are done with them. So, we
[40:00]
ended up selling that one. And well, we
ended up selling those two squads. Um,
[40:05]
so we haven't had a city vol hall
vehicle now for many, many months. Um,
[40:08]
we This one's at Saks Motors. Um, it's a
2014 Chevy Equinox.
[40:13]
Got about 160,000 on it. Um, but it's in
good shape. Uh, we sold the two
[40:20]
squads and and have the money about a
little over $6,500 that we have. This
[40:27]
vehicle will be roughly 6,700 somewhere
a little more than that with um the fees
[40:32]
and things. So, we have that money. We'd
have that extra $200 or whatever we need
[40:37]
in the general budget. So, I'm just
looking for approval to make this
[40:40]
purchase for a city hall vehicle.
>> You're looking for a motion to approve
[40:45]
that purchase.
[40:49]
» We have a motion. Is there a second?
>> I'll second that.
[40:54]
» Motion second. Discussion.
Discussion.
[40:59]
Discussion.
Hearing none. All in favor signify by
[41:02]
saying I.
>> I was the same. Motion carried. Anything
[41:06]
else on that, Lance?
>> Nope. Okay, we'll move item number 11,
[41:11]
rental licensing update. That's just an
FYI, Danielle.
[41:16]
» Yeah, I just wanted to let council know
that um
[41:21]
we member council approved changing the
licensing dates from December
[41:28]
um 31st. we change them to and end July
31st. So, as of August 1st, we had um 33
[41:39]
land or um property owners that were not
in compliance, did not have the new
[41:44]
license. So, they were sent um a bill
for their $500 penalty.
[41:52]
Um and so they have received that. Now,
we've heard from a couple of them. And
[41:58]
then um I don't know if you noticed on
the police report, but they 32 of them
[42:04]
were cited for operating without their
rental housing license. So if you hear
[42:12]
any grumbling about it, you know why.
>> What was the fee?
[42:17]
» The penalty
>> Yeah.
[42:19]
» was $500. But we had it had been $100
and then we've upped it this last year
[42:25]
because
we weren't getting anywhere with the
[42:28]
$100. So
[42:34]
» any questions from the council?
>> What happens next if they don't follow
[42:39]
through?
>> Well,
[42:42]
the ticket is a mandatory court, so they
have to go to court. Um,
[42:51]
we have heard from some people. So, some
of them are getting their stuff done.
[42:58]
Some of them we've heard nothing from
yet. So, we're I mean, we're hoping that
[43:01]
once they get the ticket and the bill,
at least it'll
[43:06]
spark a conversation. So, some of them
we've heard nothing from yet. So,
[43:11]
hopefully
you said in the past that the $100
[43:15]
didn't they didn't pay it or they
ignored it.
[43:18]
It was getting to be to that point.
Yeah. Yep. So, we
[43:22]
» Yeah, we discussed it at council. I just
didn't have enough teeth at $100.
[43:26]
» Yeah.
>> So, 500 should get attention.
[43:30]
» Got my attention. I was late and didn't
know it.
[43:33]
» And then I got the letter and got paid.
>> Yep.
[43:36]
» And and we do hear a lot. I mean, you
know, we sent out the paperwork in April
[43:41]
and then the next month we you know, we
sent out notices every single month
[43:45]
reminding people and well, we didn't get
it in the mail and all that stuff. But
[43:51]
» I think maybe that's the case, but I did
get the notices. I can attest to that.
[43:57]
Um,
[44:00]
» how long can they go on operating if
they not licensed?
[44:03]
» Well, they have to go to court.
So, what'll what'll [clears throat] end
[44:09]
up happening um they'll end up going to
court um and at some point Wisconsin and
[44:17]
I'll have a conversation. Um
they've they've already been cited. They
[44:23]
may very well end up being cited again
because it's continues to be a
[44:28]
violation. Um but it'll kind of be on
the courts to decide what they're going
[44:33]
to do. Um
it's my understanding having had
[44:39]
conversation with Wisconsin that there
is no real mechanism for us to force
[44:46]
eviction.
So
[44:49]
» So if there was a catastrophe, we are
not liable.
[44:54]
» I would agree.
Y
[44:59]
um but we'll continue to try and take
action and try and force the issue. I
[45:03]
will say on the five I will say on the
$500
[45:07]
point um I will let you know that at
least one of the parties um that came in
[45:15]
seemed rather dismissive even about the
500 like oh okay I'll pay that you know
[45:19]
I mean it was um the same reaction you
would get with the $100 that it was it
[45:25]
was still more profitable to
operate and not be compliant.
[45:32]
M
>> so just u as this whole process plays
[45:37]
out be mindful
that might still be a future
[45:41]
conversation because there are other
neighboring dis districts well
[45:45]
neighboring uh cities that have a more
substantial than that but I assume that
[45:54]
I assume that can be assessed
>> or no
[45:58]
» I have to look into it a little bit more
But
[46:02]
» yeah, so that's [clears throat] my
rental housing update.
[46:06]
» Any questions for Daniel?
>> Well, is this license
[46:10]
they have to meet certain criteria to be
able?
[46:15]
» Yeah.
>> Yeah.
[46:17]
» So, I suppose if somebody has to do a
lot of fixing up, $500 is an easy out.
[46:24]
What if they
>> Well, some of them some of them had to
[46:27]
get inspected and never got the
inspection completed. Some of them just
[46:31]
never turned their paperwork in, you
know. So, it's some of them are in
[46:35]
different because you only have to get
inspected every 3 years. So, some of
[46:39]
them are in different
um spots in their three-year process.
[46:43]
So, they're not all necessarily in the
same boat. Some of them were inspected
[46:48]
once and never got everything completed.
Some of them waited until, you know,
[46:54]
like we sent out the paperwork in April
and then we didn't hear from them until
[46:58]
July. Well, by that time, Sid's pretty
booked to do inspections and then um you
[47:06]
know, we hear from hardly anybody in May
and June, but July is when everybody
[47:11]
wants to schedule it. So,
so yeah,
[47:17]
» but how could it be profitable for
somebody just to pay the $500? They got
[47:22]
to fix it anyway.
>> Yeah. Well, if they I suppose multiple
[47:26]
units if they've got a lot of units.
>> Any other questions for Danielle?
[47:36]
» Okay. Hearing none, we'll move on. Item
number 12 is ordinance 2026-05,
[47:42]
which is in your packet. And there's
also a bullet point there about tenant
[47:46]
complaint form. These are just FYIs, but
Lance is going to speak to these. Lance?
[47:53]
» Yeah, these will be the first look at
these. Um, ordinance committee has been
[47:56]
busy. This is all to do with chapter 10
tonight. So, this first section we'll
[48:00]
talk about here is what's
already been in ordinance. It's just
[48:05]
some some minor changes. If you
remember, we looked we uh probably last
[48:10]
fall, we actually looked at chapter 10
and we changed those dates that we
[48:13]
talked about like the inspection dates
for rentals and things. We changed it
[48:17]
from the spring um or from actually from
>> fall
[48:23]
» fall
>> to basically spring and into summer
[48:26]
where we can get the inspections done
with nice weather. So there's no excuses
[48:30]
there about not being able to do things
outside when it's poor weather. Um
[48:36]
basically that that was the changes then
that we made. Um that was that and then
[48:39]
there was one little de definition
change but now
[48:43]
um there's minor changes now that we
went through everything. Um the first
[48:47]
paragraph is just kind of some lawyer
language to add add to that. Um and then
[48:52]
some other places where we referenced he
and him and all that. So we just changed
[48:56]
that to all the there and they and
things like that. Um
[49:02]
one other thing I just wanted to point
out.
[49:07]
So, while we were going through this
ordinance, we we found where
[49:12]
in subdivision five here, it says any
person agreed by an unlawful practice
[49:16]
prohibited by this ordinance may file a
complaint with the city. So, we found
[49:21]
out that yeah, you can they can come if
they're if they go to the landlord and
[49:25]
they're not and and the landlord's not
doing anything about an issue, they can
[49:28]
come to the city. Well, we really didn't
have a process in place to make that
[49:32]
happen. So, that's where that tenant
complaint form came in. So, the tenant
[49:36]
complaint form is actually brand new.
That's that was in the packet. You can
[49:39]
look that over. It just it kind of lays
out the process that of that complaint.
[49:44]
So, that is new. Um,
[49:49]
and then I don't know that there's
really anything else to point out that
[49:53]
was changed in this ordinance. So, this
there was a little more lawyer language
[49:57]
here that he added. Um, otherwise the
tenant complaint form is all kind of
[50:01]
brand new and it kind of just lays out
what's in the ordinance. So if there's
[50:05]
any questions on this part of it
[50:10]
or anything else to add from ordinance
committee members that are here
[50:15]
and chief quite anything
that's
[50:20]
cover it all
nothing of substance I would say there's
[50:25]
just small small tweaks and this is all
for long-term rental this is for
[50:30]
anything that's 30 days or for
[clears throat]
[50:35]
any questions.
[50:40]
Okay, none.
[50:46]
Move on. Item number 13, ordinance
2026-06.
[50:50]
And it's also related to short-term
rental application. That's also an FYI,
[50:56]
Lance.
>> Yeah. So, this is basically an addition
[50:59]
to chapter 10. So, this is all brand
new. We we never had a short-term rental
[51:04]
any kind of language in there pertaining
to that before. So, this is all new. Um,
[51:08]
just some things to point out.
[51:12]
Um, in the language, it'll say where
will we allow we won't issue more than
[51:17]
eight short-term licenses as of right
now. Um, we kind of discussed that if
[51:21]
things are going well in the future and
we can think we can allow more, that's
[51:25]
certainly easily changeable right there.
Um, another one is not issue more than
[51:30]
two um, licenses to the same person or
entity.
[51:36]
And then it also kind of goes on that I
mean they're allowed in residential if
[51:40]
commercial um, they need to go through
an SUP process in order to be approved.
[51:44]
Um, so I just want to point out so we
have some in in we have some short-term
[51:50]
rentals out there right now. So we
haven't had an ordinance or anything
[51:54]
regulating them at all. So, like say the
Mo motel up there has three I believe
[51:58]
that are short-term rentals and then the
one downtown that just opened is in
[52:03]
commercial. So, basically those would be
um I don't say grandfathered in, but
[52:09]
they'd be a legal non-conforming use
since there was no ordinance when they
[52:14]
were established and they're running.
They would be allowed now as a legal
[52:18]
non-conforming use. So, so like the
motel, we say in the ordinance that
[52:23]
they're only allowed two while they have
three. Well, they're they're all right.
[52:26]
And the one downtown commercial, they
don't have to go through the SU process
[52:29]
or anything like that. It's allowed. So,
>> but they can't add anymore either,
[52:33]
» right? Yeah. If they were, but
>> Yeah. So, if another one come wants to
[52:37]
come in the commercial zone or
something, they have to go through the
[52:39]
SUP process and get approved if they
want it. Is it three or four
[52:46]
» for what? The follow the motel. Uh maybe
it was
[52:52]
» here nor there.
>> It might be four actually. Yeah,
[52:54]
» that all four of them or three,
whichever the number is will count
[52:58]
against the eight. Even though it's
non-conforming,
[53:02]
» they will all count against our total
until you change the total.
[53:11]
And then all of these will be inspected
at the same time frame for inspections
[53:16]
and things as the long-term. We kept it
all the same. So that and that'd be the
[53:20]
same inspections, same requirements, um
same timeline, all of that.
[53:27]
Um
[53:32]
and then you can see at the end here we
have the new application to go with it.
[53:36]
So the application just basically just
follows every all the ordinance language
[53:42]
what's required all that. So
[53:46]
um there's anything else to add from
anybody else or any questions?
[53:52]
Ordinance committee have anything else?
[53:57]
Any other comments from the council?
That's all you had in that lance?
[54:02]
» Yes.
>> Okay. Thank you.
[54:05]
Item number 14, administrator report.
Lance.
[54:09]

[54:55]
at the school. And then Brian and I met
with the city engineer Bob Schleman
[54:59]

future projects.
[55:04]
Questions?
Any questions for Lance?
[55:07]
» Thank you.
>> Thank you. Item number 15, mayor's
[55:10]
report. A few items. Some of these are
the same as Lance reported. Uh I also
[55:15]
attend that SEATA regional meeting in in
Benson with administrator Royum.
[55:20]
Conducted a conversations with the mayor
session here at city hall on July 30th.

visited with few of the 250 bicyclists
[55:44]

around Minnesota. They toured from
[55:48]
Detroit Lakes to Pelican and then they
were going to Fergus Falls onto Pum that
[55:53]
day. Um
attended the Pelican Rapids Economic
[55:58]
Development Authority meeting here at

the lagoon and then also attended a
[56:20]
Pelican Rapids EMS primary service area
meeting with police chief quaintance uh
[56:26]
last evening at the government services
building in Fergus Falls. Any questions?
[56:33]
» Uh
item number 16 is adjournment. See no
[56:37]
other business or motion to adjurnn. So
move second.
[56:40]
» One of those has to be a second. All in
favor signify by saying I.
[56:44]
» I.
>> I.
[56:45]
» What was the same
>> meeting?
[56:58]
Just going to say you're missing
something.
[57:00]
» I better read something.
Meeting is adjourned. Council members
[57:03]
are reminded not to
