[0:00]
Good morning.
>> You all stand and join us in the pledge
[0:04]
of allegiance. I pledge allegiance to
the flag of the United States of America
[0:09]
and to the republic for which it stands,
one nation under God, indivisible, with
[0:15]
liberty and justice for all.
>> Okay, Marcy, could we have a roll call,
[0:20]
please?
>> Jeff,
[0:21]
» here.
>> Ben,
[0:22]
» here.
>> John,
[0:23]
» here. And I'll note that uh Councilman
Boxlider is absent tonight and the mayor
[0:28]
uh had a schedule challenge and was not
able to join us tonight. So I'm serving
[0:32]
in the role of mayor prom just to
execute the meeting. And a reminder for
[0:37]
my fellow council people, I get to vote.
So even though the mayor doesn't vote, I
[0:41]
still [laughter]
uh with that clarify that. Um I'll can I
[0:45]
get a motion to approve the
I'll make a motion to approve the
[0:51]
agenda.
I'll second Jeff I. Ben I Ryan I John I.
[0:56]
» Okay. We're moving into the section for
citizen comment. This is for citizen
[1:02]
comment on anything that is on the
agenda for tonight. If you'd like to
[1:06]
address the council, we're happy to
accept those comments. Limit your
[1:08]
comments to two to three minutes and you
can approach the podium. State your name
[1:12]
and address before your comment.
[1:23]
Nobody in the room. Anybody online?
Marcy,
[1:25]
» there's a couple people online. So, if
they want to unmute, they certainly can.
[1:29]
» Anyone online like want to address
council?
[1:35]
Anything on the agenda?
Okay, we will close citizen comment.
[1:42]
Uh consent agenda. Uh any questions on
the consent agenda from council members?
[1:48]
» Something for chief if any issues. I'm
assuming there's been no issues with
[1:52]
» it's all for the you know liquor license
you're talking about not had any issues
[1:55]
with them in the past.
>> No problem.
[1:58]
» And chief are those two liquor license
they're just for like five day period.
[2:03]
Marc know more about that but more or
less is for their events.
[2:08]
» Yes. Correct.
>> Okay.
[2:10]
» But no issues.
>> Any questions or comments? I'll make a
[2:13]
motion approve the consent agenda.
>> I'll second it.
[2:16]
» Jeff I Ben I R I
>> John I
[2:19]
» Okay, motion carries.
>> Uh, next item is park and recreation
[2:25]
report. I think Stacy's on
>> Oh, she's out on vacation.
[2:28]
» She's out on vacation. We did have brief
dialogue with her at the work session
[2:32]
last week.
>> Um, she's got the facility utilization
[2:35]
summary and the budget and year-to- date
performance of the PCC and our council
[2:41]
update. Does anybody have any questions
that we need to take forward to Stacy?
[2:46]
» No.
>> Looks like the flooring is going to
[2:48]
start here pretty soon.
>> I was going to say it's good to see that
[2:50]
get wrapped up.
>> Close some gem space and get the
[2:54]
flooring in and it'll be nice in the
winter. Okay. Um, as the parks update,
[2:59]
we'll go to police. Chief Comr.
>> Yeah, you guys have my report. Yeah, we
[3:04]
went over a lot of the stuff on
Wednesday's meeting, the work session.
[3:09]
However, the new squad is uh outfitted.
It's out front if you guys want to take
[3:13]
a look at it. We would love to did a
great job on it. It's in operations now
[3:18]
and good to ready to roll with it. So,
other than that, you guys, we talked
[3:24]
about the days that
>> Yeah, we all that. So, I got nothing
[3:29]
further for you.
>> Anybody have any questions for Chief Co?
[3:31]
Go ahead.
>> Recently, I've noticed
[3:34]
more violations for underage drinking or
underage person alcohol. Yeah.
[3:38]
» Is that something that you're seeing
more of a
[3:41]
» tick or
>> Not really. Um, so that was an assist
[3:45]
with the county. There was a couple
parties over the weekend um that were
[3:49]
busted uh out in the county and we
didn't assist. There were so many kids
[3:53]
at the parties that we took so many
violations. County took whatever
[3:58]
whatever we could help with. That's how
that worked out.
[4:05]
» Other questions for Chief
[4:09]
Right. Um, public works report Dean.
>> Sure. I just want to make one comment on
[4:15]
a conversation that we had about the
tower cleaning on tower number three
[4:20]
last week at the work session. Um, that
is back [clears throat] in operation.
[4:24]
So, everything is back to normal on all
our water side. Um, other than that, I
[4:29]
really have nothing. Do you guys have
any questions?
[4:31]
» Was that the first one or the one
further west?
[4:34]
» That' be the further east one. Further
east one
[4:36]
» further uh the west tower was done a
couple weeks ago three week two three
[4:41]
weeks ago
>> so everything's full back in operation
[4:45]
» should be back to normal
>> dean I know in our compost compost area
[4:52]
I'm sure you guys are as frustrated as
anybody is when they see everybody
[4:55]
dumping the grass way up front
>> right front
[4:59]
» not way back is
>> is there a sign is there a
[5:02]
» to me it's common sense but
>> yeah I I mean, we can we can definitely
[5:06]
do some signage. Um, I guess it's just
kind of our expectations that um um you
[5:12]
know, residents that are using it would
have a courtesy to put it back as far as
[5:16]
they can just to make it beneficial to
the next person that uh we can
[5:21]
definitely uh get some signage made up.
Um
[5:24]
» maybe I just think it's a verbage. Uh we
definitely
[5:27]
» same thing like that's got to waste
>> hours of your time just pushing that
[5:32]
back. Well, couple times a week actually
because, you know, once a pattern
[5:36]
starts, you know, just, you know, it it
takes longer to run up there than it
[5:41]
does to actually push it back, you know,
right?
[5:44]
So, um, but yeah, we can definitely try
to put some verbage together and um
[5:49]
otherwise, yeah, I mean, we can just
make a note maybe on uh on city site or
[5:54]
something like that. Maybe try that too.
>> Yeah, that's out of respect, you know.
[5:59]
Got
>> a little education thing.
[6:01]
» Yeah.
[6:04]
We'll try that first and uh if that
don't work, you know, put some signage
[6:07]
up there.
>> Will you just make a a brief comment
[6:10]
more for the public record about the
progress of the trail in the parking lot
[6:14]
for Kelly Oaks because we'll we'll vote
on pay making some payment tonight. But
[6:18]
» you bet. Absolutely. Uh trail uh project
from Verge Road to uh Kelly Oak Park. Um
[6:24]
just had conversation again today with
River City. There has been a little bit
[6:28]
of a delay. They started um asphalt on
the trail on Friday. Um
[6:37]
actually one of the dump trucks ran over
the Mediacom box that is partially into
[6:42]
the trail, crushed it. Therefore, that
came to a halt. Then they moved on to
[6:46]
another project hoping that Mediacom
would come and reinstall the box. Um I
[6:51]
do have to have a meet on site tomorrow
morning with conversation on what's
[6:55]
going to happen there, how much delay is
going to take place. Maybe we can do
[6:58]
some shifting of the trail or shifting
of the box. Um, with that, River City is
[7:03]
supposed to be showing up tomorrow for
sure, putting a binder lift on the
[7:06]
parking lot, then hoping they can jump
on to the trail, the remainder of the
[7:11]
trail, and then jump back to the parking
lot, put a finish lift on. So, that
[7:16]
would complete the trail and the parking
lot with the asphalt portion. Then,
[7:21]
Valentine Construction would come back
and put the headers, the concrete
[7:24]
headers in with the ADA. Um, blocks in
them.
[7:30]
» Good progress.
>> And with that, uh, obviously restoration
[7:33]
comes after that and it'll be complete.
>> Okay.
[7:37]
» Thanks, Dean. Any other questions for
Dean, guys? Nope.
[7:41]
Nobody.
>> All right. Uh, we do not have an
[7:46]
engineering report tonight. We do not
have a planning and zoning report. Mayor
[7:50]
is not here. I can't read his mind. So,
I don't know if we have a mayor's
[7:53]
report. Do not. Um and nothing for
development. We had that update from
[7:58]
PBCA at our last meeting in our work
session. So that will take us to the
[8:03]
administration portion. Um we have items
A and B. We have two pay estimates
[8:09]
number eight, number nine to grown and
restoration for Helios Oaks Pavilion
[8:13]
project. Why don't I just see if there's
any questions about either of those and
[8:17]
we will take them separately for
approving the resolutions.
[8:21]
» Dean, you've approved both of these,
right?
[8:23]
» I sure did. I don't know if anybody's
got any questions or concerns on any of
[8:26]
the
>> any questions on either of those two
[8:28]
items
>> on either pay eight or nine.
[8:31]
» Okay. If not, I will take a motion on uh
675 pay estimate 8.
[8:42]
» I'll make a motion on Kelly.
[8:48]
» I'll second Ben.
Motion carries. All right. Item B, pay
[8:55]
estimate number nine by Groonin. Need a
resol motion for the resolution.
[9:01]
» Same thing, Dean. No issues.
>> No, no issues on either. So, they
[9:06]
appeared to be correct.
>> Make a motion approving resolution
[9:11]
2026-76
uh approving pay estimate number nine
[9:15]
for drone restoration.
>> I'll second. Jeff I Ben I Brian I
[9:20]
» J I motion carries. Uh item C. This is
the first pay estimate submitted by
[9:27]
Valentine Construction for the trail and
parking lot work for Kelly Oaks. Any
[9:32]
questions for Dean on the documentation?
>> I did go through and make measurements
[9:38]
on all the line items. Um
originally there was one line item that
[9:44]
was incorrect. I made correction to
that. Um and then asked that it would be
[9:50]
submitted.
So everything appears to be correct on
[9:55]
» this is the resubmitted then?
>> Yes.
[9:57]
» Okay.
>> Pay estimate one. Everything should be
[9:59]
correct.
>> Valentine construction.
[10:02]
» Any questions on the pay estimate?
[10:10]
Okay. If hearing none, I would accept a
motion for the resolution. I'll make a
[10:14]
motion approve resolution 20 202677
approving pass one submitted by Valent
[10:21]
Construction for Kelly Oaks Trail and
parking lot project. Is there a second?
[10:25]
» I'll second.
>> Ryan I motion carries.
[10:31]
Item number D. We did work up D and E in
our work session last week. So this uh
[10:37]
item D is a resolution for the access
control system for Kelly Oaks Pavilion
[10:43]
as proposed by DNG communications. This
is what we talked about at our work
[10:46]
session.
[10:50]
Any questions or comments?
No changes to that at all.
[10:57]
» I can't be of too much assistance to the
um
[11:02]
» to that part of it. Uh Stacy's been more
involved in that.
[11:06]
So apologize she has not given me any
updates if there is any corrections that
[11:10]
need to be made on that. So I would
assume that
[11:13]
» I don't work
>> the number looked correct talked about
[11:17]
last week the same quote
>> same solution and I think we gave verbal
[11:22]
approval for them to proceed with the
work session.
[11:25]
» So all right if there's no concerns then
I would accept a motion on that
[11:30]
resolution.
Make a motion uh to approve resolution
[11:34]
202678
approving the Kelly Oaks pavilion access
[11:38]
control system proposed provided by TM
chief.
[11:41]
» Second I'll second
Brian I
[11:45]
» motion carries
item
[11:50]
number E.
It's not a number is it? Item letter E.
[11:55]
Um the access control system for the
fire station in Pia. uh the CMD security
[12:02]
solution that we looked at and uh chief
[snorts] recommended to us last
[12:08]
Wednesday. I don't think calculated the
numbers myself. Everything looks the
[12:12]
same as what we talked about.
>> And this is without the the cameras.
[12:15]
» No cameras.
>> Correct.
[12:17]
» But new door strikes for the bathroom,
>> including bathroom.
[12:20]
» Those three items. Yep.
>> Yep.
[12:24]
There. Any questions on that?
[12:29]
No. Nope. All right, I will accept a
motion on that resolution. Please,
[12:33]
» I'll make a motion to approve resolution
679
[12:37]
approving CRIA fire CIA Pasta Fire
Department access control proposal
[12:43]
provided by CMP Security Solutions.
>> I'll second Jeff.
[12:46]
» I Ben I Brian I
>> John I.
[12:48]
» Motion carries. Fire department will be
pleased. That'll serve us well. Okay. No
[12:54]
other administrative business uh or at
this section of our agenda. It's
[12:58]
supposed to be public citizen comment.
Anything that's not on the agenda, so
[13:02]
any topic is is fair game. Again, the
instruction is come up to the podium,
[13:07]
your name and your address. Try to be
succinct, two to three minutes with your
[13:11]
comment, and we're happy to take
comments in the room or questions and uh
[13:16]
from the online community.
[13:23]
How's the first
[13:26]
here?
>> Name and address.
[13:28]
» Alex Gird, 75 Bertridge North. Um, it's
been about two weeks since the data
[13:33]
center survey came out and I was just
wondering if your thoughts or feedback
[13:37]
on what you saw or uh what you learned
from that.
[13:41]
» We have it scheduled for our for the
next work work session which is next
[13:45]
week.
>> So, we will be dialoguing on it there.
[13:48]
» Are there any um invitees to that
meeting?
[13:51]
We currently have Alliant energy lined
up, Makoka Valley
[13:56]
and then the rest of it will be internal
discussion [clears throat]
[13:59]
» but we're going to deal with the survey
results
[14:01]
» at that meeting
>> and Alliant and Makoka Valley is related
[14:04]
to power.
>> That is correct.
[14:06]
» So we'll have two topics on the work
session
[14:08]
» and typical work session fashion.
There'll be no comments from attendees.
[14:13]
» I will leave that to the mayor. I know
in the past he has and then the last one
[14:17]
he didn't. Yeah. Um,
>> and it just depends on how much how much
[14:22]
time it takes. So, as a council, we have
not dialogued with each other about the
[14:28]
survey results. I'm sure everyone's
reviewed them. I've personally read all
[14:32]
478 some comments that were specific to
council plus the results
[14:37]
» about 300 in.
>> So, I'll be I would just encourage all
[14:40]
of you guys to make sure we read every
bit of that before we come. So that's
[14:44]
where we'll be able to share our
impressions and things with you and with
[14:47]
each other.
>> Uh my next is I can for Dean if you have
[14:51]
a basketball hoop up at the place where
people throw their
[14:57]
shoot towards the ground.
>> Absolutely.
[15:01]
» Say
you get a% reduction.
[15:06]
» I would recommend though you are going
to put
[15:08]
» Even if I put it halfway it' be better
than nothing. I think if you put line up
[15:11]
on the ground that you make people try
to try to go towards as opposed to like
[15:15]
a visual sign because if you're carrying
something I don't know I put a line on
[15:18]
the ground.
>> Thank you Alex.
[15:21]
» Anyone else for public comments please
>> Jess Baker 10595 Cardinal Drive. I would
[15:28]
just encourage you to allow public
comment at the upcoming work sessions. I
[15:32]
think um it's useful.
>> That's it.
[15:34]
» Thank you. I'll pass that along to the
mayor to
[15:37]
» I I'm pretty sure that the last time he
said that he did want it at one of the
[15:41]
first meetings to go ahead and put it on
there. So, I don't know why it wasn't on
[15:43]
there the last time.
>> Yeah. I just think we need to be
[15:45]
consistent with it. I think we should
allow it myself.
[15:48]
» Yep. We'll make sure we have it on
there.
[15:50]
» It's just a Yeah, it's um
in typical in in work sessions, it's not
[15:56]
a public conversation. It's a council
conversation. So, I know the mayor made
[15:59]
an exception center work session. the
first couple. I know that that's our
[16:04]
intention is to have dialogue. So we'll
over that please.
[16:08]
» Donna Bird 7815 Birds Road. I just have
a couple questions.
[16:12]
» Can you speak just a little louder? So
the
[16:14]
» one is between Casey's and Dollar
General. There's a great going through
[16:20]
there. That great is about all broke
out. and it's wondering who owns that
[16:24]
property or who would be in charge
because if a kid would be riding a bike,
[16:29]
they could very easily go in there and
twist or somebody walking by would twist
[16:34]
the name.
>> That would be probably Dollar General.
[16:36]
Correct.
>> Well, I asked Dollar General and they
[16:38]
told me they weren't responsible.
>> Sure they did. [laughter]
[16:44]
That's that's their that's their
>> Yeah,
[16:47]
» I can reach out to like we can reach out
>> on contact for that property.
[16:52]
» You know, now that you say that, it
almost looks like it's on the border.
[16:56]
» We can reach out to the manager,
>> right? Check prop it was installed
[17:01]
though when the Dollar General uh was
built.
[17:04]
» We made them We made them put the
underwater
[17:07]
» storm water, right?
>> Yeah. It was installed when the Dollar
[17:09]
General was built. Thank you for raising
my assumption it's theirs.
[17:13]
» And the other question is when will your
pavilion be open to rent and who would
[17:19]
be a contact person?
>> It's a great question. Um we're taking
[17:22]
reservations now or the spring and I
think it's like April. Um so it won't be
[17:28]
rented over the winter, but we're taking
reservations now for starting in April.
[17:32]
And you can contact at this point Stacy
Bower, the director of PCC and our parks
[17:37]
at uh just
>> I believe it's live online as well if
[17:39]
you have a account
>> kind of look through there.
[17:42]
» I think she was trying to keep it
>> I think for the first she kind of man.
[17:47]
» Yeah. Stacy's out this week. So if you
just call and ask for attire Stacy.
[17:51]
» Okay.
>> I'm sorry. Tire Vicki.
[17:53]
» Okay.
>> One of them. You can make the phone call
[17:56]
now and get on the list for next spring.
Be great.
[17:59]
» Thank you for those comments. Other
comments, please.
[18:09]
Hello Markfall 144 Leslie Drive. Um
couple things here. Um I do have a
[18:17]
concern about uh that new data center
too kind of with like everybody else. So
[18:22]
I just want that noted. But uh the other
thing is um have there been any
[18:28]
increases in the water bills and stuff
like that here as of late?
[18:34]
climbing like ungodly. I've had two
people move out of the house in the past
[18:38]
year and it goes up. So, did you guys
hit a raise or what?
[18:44]
» We raised
>> We raised water rates by action last
[18:47]
year and I think it went into effect in
July.
[18:49]
» Correct.
>> So, what percent did you guys raise?
[18:52]
It's quite a bit the water rates over
like a we we approved a three-year
[18:56]
schedule and I would be misspeaking
without looking to detail
[19:01]
» but it's 12 to 15% over 3 years and
sewer was like 2 to 3% for each of the
[19:06]
next three years. So two to 3%
understand.
[19:09]
» Y
>> but from three years ago paying maybe
[19:14]
$105 to this bill here $150
if I do my math correctly that'd be
[19:21]
about 9% but that just don't equal up.
>> Yeah. So the rationale behind the water
[19:25]
rate increases because we all benefit
from them too because we live in the
[19:28]
city. Um it's related to the water
system improvement project and the new
[19:32]
tower and stuff that's going in. we are
statutoily required to keep that revenue
[19:37]
fund in balance with the debt. We're
taking debt out on the water system
[19:41]
thing. So we uh we got bound council
advice and quite a bit of study for more
[19:47]
than a year or something before we acted
on the water rates. So and their advice
[19:51]
was to only put a if I remember this
right only put a water rate schedule
[19:56]
change out for three years. we talked
about if we could go up further and
[20:00]
stretch them flat and further but uh
that's why those big jumps they're
[20:04]
because of the capital investment that's
being made I saw in here year 1 is 10%
[20:09]
increase year two 12 year 3 15% uh
that's where the water rates and sewer
[20:15]
is 10 five5
>> holy cow
[20:19]
» for real
>> the sewer rates were related to the
[20:22]
prior investment in the water treatment
plant that was already behind us and an
[20:26]
increase in operating costs related to
the inflationary period.
[20:30]
» Relatively new community, right?
>> Right.
[20:34]
» Well, most of our growth is relatively
new community.
[20:36]
» Yeah. So, I guess I don't quite
understand
[20:40]
on why we were not uh factoring this
stuff in as we were growing instead of
[20:44]
just all at once, you know, you guys.
>> The water tower uh we were talking about
[20:50]
that since I believe four years ago,
>> maybe 2021. It's been a hot minute since
[20:55]
we talked about it for a long time.
before we had need we felt the need to
[20:59]
pull pull the plug on it. Both the sewer
fund and the water fund, we have
[21:03]
statutory law related to how those funds
have to be managed. They have to be, you
[21:07]
know, we have to have our revenues match
our expenses, including capital
[21:11]
investment. That's kind of
>> done with the increases now.
[21:14]
» We we have them scheduled out for three
years. 10
[21:18]
» They started July 1st, I believe.
>> So this year,
[21:22]
» what you're telling me is I could
probably have a $200 water bill here in
[21:27]
three years.
I'm telling you, we've scheduled them
[21:30]
for the fiscal year we're in and the
next two.
[21:32]
» Yeah.
>> Yeah. But beyond that, we don't I'm just
[21:35]
saying that it just
so increases all started.
[21:41]
» You can come up after
>> one question.
[21:43]
» The substantial increase is all started
after CO.
[21:46]
» I mean, prices, materials. I'm not I'm
not here to blame it on CO. I'm just
[21:52]
telling
>> you have other questions.
[21:54]
We're usually not in a dialogue, but I
feel like you guys should get the answer
[21:57]
if you didn't know the prior answer. So,
we spent a year on this as a council.
[22:01]
» I guess just sticker shock.
>> Yeah,
[22:04]
» I hear you.
>> Also, if you just go online, if you ever
[22:06]
go on to the PIA website here, it does
say, "How do I find my usage? What's the
[22:10]
increase?" And it'll kind of give you
the on here. Just if you want,
[22:14]
» we're rapidly growing. So, we're
adjusting to some of those growing.
[22:17]
» Well, then we need to pass pass it on to
our growth partners. It's basically
[22:21]
passed on by by usage and we're all
sharing in it.
[22:24]
» So, all right. Yeah. Thank you.
>> Thank you. Come on. You can ma'am, you
[22:28]
can approach.
>> No, no, please come to the podium name
[22:31]
and address and then you can ask your
question.
[22:33]
» Same. So, I'm just wondering
>> Patricia Horse.
[22:37]
» Thank you, Patricia.
>> So, if we got our water tested, would it
[22:40]
be just as good as would the water be?
So, if we're doing all these upgrades to
[22:45]
the sewer, whatever. So, is it good
water?
[22:47]
» The water that is tested? Absolutely.
That is what I guess I've never got my
[22:51]
water.
>> We have not changed the aquifer that
[22:52]
we're in.
>> Yeah,
[22:53]
» we're in the Jordan aquifer. Water's
still coming from the same location.
[22:57]
» Okay. Um
>> because I know we have a relative that
[22:59]
used to run the Debuke water system.
>> He doesn't do it now. He's retired.
[23:04]
» Okay.
>> But we just I mean Debuke water is
[23:06]
really was really if I can say that now
I don't know.
[23:10]
» But I was just wondering if I'm paying
all this money. I at least want because
[23:14]
it's like we're paying it's an electric
bill,
[23:16]
» right?
>> Pretty much just for water. I mean, I
[23:18]
know the sewer or whatever is included,
but
[23:20]
» sewer is a separate fund. You get Yeah,
>> they fund separately.
[23:25]
» And they were different drivers in those
rate increases. That's what I was trying
[23:29]
to explain to your husband.
>> Yeah.
[23:31]
» Thank you, Patricia. Thank you.
>> Other questions, comments?
[23:39]
» Yeah. Yeah. My name is not Craig this
week.
[23:41]
» Craig
Green, 10563 Cardinal Drive, PiA. Um,
[23:48]
actually just wanted to present
something to y'all. I spent a couple of
[23:51]
days for business down in Cedar Rapids
last week. My hotel bill was $613.38
[24:00]
for two nights at a hotel. Um, bringing
this to y'all for awareness around the
[24:08]
data center conversation. Obviously,
hotel rates are going to go up
[24:13]
exponentially. Y'all got family coming
in. They're going to pay an arm and a
[24:18]
leg to try to stay in a hotel anywhere
in our area. Um,
[24:23]
two nights, $613.38
cents for a room in Cedar Rapids, Iowa
[24:29]
because of what's going on down there.
Um, I did actually talk to the manager
[24:34]
um and stay in Marat for a really long
time. Um, because I traveled for work.
[24:39]
We actually do not get to control the
prices of the rooms. So somebody like me
[24:44]
that walks in as a platinum elite and
they're with them forever, they can't
[24:48]
adjust their room rates. So they are set
at what they are. Um and most of us, if
[24:53]
you've been into a hotel room before,
you look at the back of the door and
[24:57]
they got the rate sheet in the back,
they can charge up $600, $700 a night
[25:01]
per room, right? Cedar Rapids, Iowa,
guys, $618
[25:07]
for two nights in a room in Cedar
Rapids. And it's because of what's
[25:10]
happening with the data centers. I mean,
it's just jacking everything up down
[25:13]
there. So, anyway, that's what I was
here tonight.
[25:16]
» Thank you.
>> Have a good night.
[25:18]
» You, too.
>> Other comments in the room.
[25:24]
» Up the phone.
>> Name and address.
[25:28]
» Devon 16435 Old Highway Road, Pasta,
Iowa. So after reviewing the results of
[25:36]
your recent survey on data centers, I
urge you all to do the right thing by
[25:41]
adopting a strict ordinance or better
yet extend the current moratorum to
[25:47]
prevent a large or hypers scale data
center from moving into our area, our
[25:52]
community. Technology is advancing
quickly
[25:56]
and these resource intensive data
centers may soon become obsolete while
[26:02]
our valuable crop land will never be
replaced. It'll be lost forever.
[26:08]
I understand that the financial offer
may seem too good to pass up, but the
[26:13]
potential downsides makes this a risky
choice. These companies could leave
[26:18]
quickly and fail to restore the land,
even with a signed contract.
[26:23]
We have seen similar incidents happen
right down here with the court where
[26:28]
they were supposed to restore it has
it's still the same as when they left
[26:32]
it. So then the community will be left
to deal with the aftermath and the
[26:36]
cleanup.
At this point all you need to do is say
[26:40]
no to the voluntary annexation and
extend the moratorum.
[26:45]
the claim that the county will approve
this same piece of land, sort of steal
[26:50]
it out from underneath us or you guys
um does not apply here unless there is
[26:58]
clear proof to support that statement.
So unless there's been a deal made by
[27:03]
the county that we don't know about,
please do write by the citizens who
[27:08]
voted for all of you and place their
trust in your leadership.
[27:13]
Listen to them. They did the survey.
They answered it. They took the time.
[27:18]
The survey reflects their voices. So,
please extend the moratorum and pursue
[27:23]
the strongest ordinance possible. PASTA
has spoken and its residents do not want
[27:30]
a data center.
>> I'll make two comments.
[27:34]
» We've approved.
We approved a six-month mortorium and we
[27:39]
can extend it if we need to. That's the
first comment. and we would have every
[27:42]
intention of extending the moratorum if
we're not ready. Strict ordinance,
[27:47]
that's what we're after. Now, your
comment about the land, I'll say from my
[27:50]
standpoint, I'm not worried about
somebody stealing the project
[27:53]
opportunity from us. We didn't ask for
the project to be proposed to us. But
[27:57]
I'm thinking about this that even if Pia
says no, we could still end up with a
[28:02]
data center in that space because the
county will likely at some point have an
[28:07]
ordinance and if they can meet it. So we
could as PASA we could be staring at it
[28:10]
and having all the the challenges
related to it and it will be county. So
[28:14]
at that point if there were any tax
benefits which theoretically there would
[28:18]
be um PASA would not participate in that
but we would still have it on the south
[28:22]
side of the highway. So there's so much
unknown but that's my comment about the
[28:26]
land.
>> I might add also is that if that was to
[28:29]
happen we would not be in control of the
safe safeguards that would want to put
[28:34]
in place.
>> No control. So we have no control over
[28:36]
» it'll be whatever the county's ordinance
would be if it ends up in the same place
[28:41]
» until
>> sure that doesn't matter if the
[28:45]
moratorum's over at 12 12 months if the
developer meets every requirement the
[28:50]
county sets forth it could still be
built
[28:52]
» there
>> period countyy's developing a strong
[28:56]
ordinance that will not allow a data
center to move in there
[29:01]
take a look at the ordinance that's
proposed you will see that. So the
[29:06]
argument that if we don't do it, they
will does not exist unless you guys know
[29:10]
something that we don't.
>> We've we've got actually Karine gave us
[29:14]
copies of the county one and we're going
to be looking at that along with ours.
[29:17]
So we have every intention you guys of
having a strict ordinance. Okay. Legal
[29:22]
legal counsel at this point has said an
outright ban is not possible. We will be
[29:26]
investigating that question too. Okay.
>> Perfect. Thank you.
[29:30]
» Thanks for your comments, Devon. Other
questions? Comments? from the room.
[29:36]
What about our friends online? Anyone
online like to address the council about
[29:39]
any topic?
[29:45]
» Uh yes. Is this is this uh sorry I
joined late. Is this the um open
[29:49]
comments in in the session here?
>> It is. So your name and address?
[29:54]
» Yes. Uh Jared Barl um 8294 Colbridge
Street have some comments on the recent
[30:00]
uh discussions of of the data center. um
kind of I I know a lot of people have
[30:05]
been coming forward. Um I felt like I
needed to to call in online here and and
[30:09]
make some of my concerns known as well.
Um just the scale and the magnitude of
[30:16]
what this proposal is is really
significant to the community. the
[30:22]
electricity which I know you guys I've
sat in on earlier meetings um talking
[30:27]
about the the the the power source using
by the meter natural gas a natural gas
[30:33]
power plant is only about 55% efficient
and that is considering that they use a
[30:41]
openloop system for cooling of that
power plant um said power plant it
[30:47]
becomes less efficient when you start
talking a closed loop system similarly
[30:52]
to what they're they're considering for
say the data center. Um I think what
[30:57]
this council also needs to consider is
two ordinances not just data center
[31:03]
related also power plant designed
ordinance. What does that look like?
[31:09]
What is the water consumption of that
facility? because I can tell you right
[31:13]
now that the amount of water that
they're going to need is going to be far
[31:18]
significant than what these other
facilities or other businesses within
[31:23]
the Piesta
um community already use. It just
[31:28]
doesn't make sense to have a power plant
that is a closed loop system. I mean
[31:34]
that I mean just alone the amount of
water that it's going to take is huge.
[31:41]
Um, and even even a open loop or sorry
closed loop system for a power plant is
[31:47]
somewhat experimental.
>> Um,
[31:51]
» I've got a question. Uh,
you you say that the power plants in
[31:55]
these systems use a great deal of water.
What is what is that great deal of
[31:59]
water? Do you know?
>> Um, cooling. So, I mean each power plant
[32:03]
that
>> But how many gallons does
[32:05]
» quantity
>> quantity?
[32:08]
[clears throat] Um, yes, I have that.
Depending on the scale, I mean, right,
[32:13]
he he spitball 350 megawatt, you're
looking at 4.2 to 5.9 million gallons of
[32:19]
water. You go to the full scale, 850
megawatt, you're looking at 10.2 to 14.3
[32:24]
million gallons of water. That's 47,000
homes, almost 58,000 homes.
[32:30]
» And where do you get that information
from? Um just doing some some research
[32:34]
and scaling of uh power plant design
looking at um some of the the scales of
[32:41]
what these facilities take. I'm just
doing research.
[32:46]
» Yeah, if you find that research if you
would share that with our city, we'll
[32:50]
get that into
>> Yeah, I can start uh sharing some of
[32:54]
those uh
>> stuff. I mean, I'd like there was with
[33:00]
the the recent um person coming up to
like DNR regulations in place, he said
[33:05]
that it's heavy-legged, but regulated by
the DNR. From my experience, DNR can
[33:10]
only do so much. Um, when it comes to a
big business like that, um, likely, uh,
[33:17]
a facility of that size, they are going
to have,
[33:22]
uh, how do I put this? They will have
they will exceed the DNR regulations for
[33:30]
how much contaminants they can put in
the water or the ground system
[33:34]
locally. Generally what they'll start
doing is that they'll pay fines. It's
[33:39]
cheaper to pay the fines than actually
fix the problem in most cases.
[33:46]
» So concern about water consumption and
also water runoff and right water comes
[33:50]
out of the building. Yeah. Those are
both on our radar screen to deal with in
[33:54]
the ordinance. We will right definitely
>> we'll definitely have some conversation
[33:58]
around if we have to have a separate
ordinance about power plant or if it can
[34:02]
be incorporated into what we're doing
>> and points
[34:05]
» I know there's a lot of they they say
closed loop system I closed loop systems
[34:12]
a lot of your stuff is closed loop um
there's also a lot of problems with
[34:16]
closed loop systems because of the water
that we use in this region our water's
[34:20]
hard um so it's going to take a lot of
treatment of that water. Um it does
[34:26]
create issues in a closed loop system as
far as rare earth metals, forever um
[34:32]
forever chemicals. Um just the wrong pH
balance temperature, it starts to create
[34:39]
um
essentially
[34:42]
corrosive chemicals in the system in the
closed loop system and you have they
[34:46]
will they will be filtering that out and
that will be an off byproduct. Where
[34:50]
does that go? Does that internally on
their site or does that also do we have
[34:56]
to is the city of Pasta water going to
have to filter those out? Are we
[35:01]
capable? Is our systems capable of
filtering that out and handling that?
[35:08]
» All right, Jared, I'm going to give you
30 more seconds and I'm going to invite
[35:11]
you to any work session and other
meeting if you want to make additional
[35:14]
points.
Um
[35:17]
» just in the interest of time, we don't
have an unlimited time for dialogue.
[35:21]
» No, I understand. Um just Yeah, just the
last talk like to hit on is the land.
[35:26]
This is going to be a huge facility.
They're talking 350 to 850. If they go
[35:31]
that$850 route, you're looking at Port
Washington, Wisconsin size, $15 billion
[35:35]
uh facility. Equally here, high-end,
it's probably going to be right around
[35:40]
that $15 billion investment. um they're
going to be needing up close to 850
[35:46]
acres for 850 megawatt facility or sorry
850 megawatt facility is going to need
[35:51]
about 500 to 850 acres. So the 194 acres
that we have that they have slated that
[35:56]
they're looking at they're going to be
looking to buy up a lot more land. The
[35:59]
BMS the site development the land it's
going to be a huge impact. It's this is
[36:04]
not a small fry. This is a colossal
scale for this community. So, I'll just
[36:10]
end on that and then end um that uh this
this is a bedroom community and that a
[36:17]
lot of the people here just just don't
want it. I'm I'm one of those. And
[36:21]
eventually this AI bubble, it will fall.
It will it will will burst because the
[36:25]
majority of the investments and the
financial credit will run dry.
[36:33]
» Thanks, Jared. Thanks, Jared. My only
comment that he said the proposal that's
[36:37]
been made. I want everybody here to be
clear. We're in a moratorum. No proposal
[36:41]
has been made to the city of Piaa. They
cannot make application for a project in
[36:45]
the moratorum period. The only thing we
had is the night that Jim Conland is
[36:49]
here and talked about his concept. There
is no proposal. Okay. I want to be
[36:53]
clear. I want people to understand that.
Okay. Other comments online. We have one
[37:00]
other person online. Would you like to
speak?
[37:06]
All right.
>> May I make one more comment and I I'll
[37:09]
send this information as well.
>> You are welcome to send it or you're
[37:13]
welcome to come to our work session or a
future meeting and make additional
[37:17]
comments.
>> Okay. Thank you.
[37:19]
» Thanks, Jared. All right. There being no
further citizen comments, I'll close the
[37:23]
citizen comment period. Uh council
people, any other business
[37:28]
come before? All right. I will take a
motion to adjurnn.
[37:31]
» I'll make a motion to adjurnn.
>> Second, Jeff. Hi Ben Ryan. I
[37:34]
» Hi.
>> We stand adjourned.
[37:38]
» Thanks guys.
