[3:26] at building 600 at Willowbrook Office

[3:28] Park located at 1451 Pittsburgh Victor

[3:32] Road. This property has been vacant

[3:34] since 2019 and is currently under

[3:37] dispute for its 2025 assessment. After

[3:40] negotiations with the property owner,

[3:42] Uniland Partnership, a settlement has

[3:44] been reached pending our approval

[3:46] tonight.

[3:47] To reduce the assessed value by

[3:49] $500,000,

[3:50] bringing it to 3,889

[3:55] whatever that number is, dollars

[3:58] for 2025. I'm going to now pass it to

[4:02] Assessor Pickering to give us more

[4:04] details.

[4:10] building was built originally in 2001

[4:12] for a single tenant. Uh,

[4:15] Windstream was the name of the company.

[4:18] In 2019,

[4:20] they moved out of the building.

[4:23] and the building has been vacant

[4:27] ever since.

[4:28] The Board of Assessment Review they came

[4:30] to the Board of Assessment Review last

[4:32] year and with an appraisal for $6

[4:34] million

[4:35] and the Board of Assessment Review it

[4:37] didn't lower they lowered it but not all

[4:39] the way

[4:40] to that value.

[4:42] So,

[4:43] um, they filed a certiorari last year

[4:47] and

[4:48] since the and then they came back and

[4:51] and we've been negotiating with them to

[4:53] try to

[4:54] have them drop that

[4:57] or settle for a

[5:00] different assessment. So, we did

[5:03] agree to lower

[5:06] the assessment by $500,000 for 2025

[5:10] and to pay

[5:13] any tax refunds back to the county,

[5:16] town, and school

[5:18] for any overpayment.

[5:21] The total

[5:24] payback the estimated total refund to

[5:28] for the county would be $4,651.

[5:33] For the town, fire and the ambulance

[5:36] will be $1,831.

[5:39] And then back to the school, $10,780.

[5:43] So, school paid their own refund.

[5:45] The county will uh, pay their refund and

[5:48] the county will also pay the town, uh,

[5:51] refund and then charge that back to the

[5:53] town through the county services.

[7:53] Housing, located on 9 Mile Line Road. Uh

[7:57] this agreement uses a shelter rent

[7:58] method to calculate pilot payments,

[8:00] similar to the existing agreement

[8:01] approved in 2006.

[8:04] Um however, the proposed agreement is

[8:05] expected to generate higher payments the

[8:07] town over its term, making it a stronger

[8:10] arrangement overall. Uh the folks from

[8:12] Meadowbrook did present to this board at

[8:14] a previous workshop. Assessor Pickering,

[8:16] I'll pass it to you to explain where we

[8:18] ended up in our negotiations.

[8:22] » All right. So, um

[10:06] this year is going to be $43,617.59

[10:12] which the town share is $10,904.40.

[10:21] Uh the county gets the same amount and

[10:23] then the school gets uh 21,808.79.

[10:27] So, it's a 50 25 25 split uh for that um

[10:32] pilot um payment. Uh we've put into the

[10:35] new agreement that that uh would uh that

[10:38] uh apportionment would remain the same.

[10:44] well, we have uh settled on a percentage

[10:48] of the shelter rent at 8% um instead of

[10:52] the per uh

[10:54] apartment uh charge.

[11:05] Um also, the agreement has a minimum

[11:07] payment that they're going to be making

[12:58] Lastly, we have a memorandum from

[13:00] Assessor Pickering regarding the

[13:02] proposed updates to the town senior

[13:04] citizen property tax exemption under

[13:07] state law. Two changes are being

[13:09] recommended. Uh first, raising the

[13:11] income eligibility threshold from 29,000

[13:14] to 50,000. This would expand access to

[13:17] the exemption, allow more seniors to

[13:19] qualify for up to a 50% reduction in

[13:23] their property taxes with a graduated

[13:25] scale above that level. Second, the

[13:27] proposal would begin including IRA

[13:29] distributions as part of income when

[13:31] determining eligibility. Right now,

[13:34] these distributions are not counted,

[13:35] which can result in higher income

[13:37] individuals qualifying for an exemption

[13:39] that's intended for residents with

[13:41] greater financial need. Taken together,

[13:43] these changes are designed to broaden

[13:46] our relief for lower and moderate income

[13:48] seniors, um while better targeting the

[13:50] program to those uh it was intended to

[13:53] support. Um

[13:55] Assessor Pickering, do you have anything

[13:57] that you want to add to that or clarify?

[13:59] » Um

[14:00] Yes, um there is. The um

[14:03] the county and the village has already

[14:05] adopted the 50,000 uh level. Uh the

[14:09] school None of the schools in the town

[14:11] have, and of course, up to now, the town

[14:13] has not, either.

[14:15] Um

[14:18] And increasing it up to the to 50,000

[14:22] um Well, let me go over the the uh some

[14:24] quick statistics at the end of my

[14:25] letter.

[14:27] And uh raising it uh to the 50,000 level

[14:30] and including uh the um

[14:33] um IRA uh distributions.

[14:37] If we do this, uh we will re- uh there's

[14:40] 228 new parcels will qualify uh for the

[14:44] exemption.

[14:46] There'll be 357

[14:47] existing exemptions that their

[14:50] percentage uh

[14:52] of exemption will increase.

[14:54] 288 will will see no change in their

[14:58] exemption at all.

[15:00] Um 43

[15:02] of uh the existing uh exemptions will

[15:05] decrease,

[15:06] uh while 11 of those will be losing uh

[15:09] over half of their exemption.

[15:12] And the kicker is that 85 parcels will

[15:15] lose the exemption altogether.

[15:19] Important uh and that I would like to

[15:21] point out about the 85 parcels who'll be

[15:23] losing the exemption is that the average

[15:25] income and I the income I used uh

[15:29] the the 20 Well, this is 26, so it's the

[15:32] 24 income that we collected for the 26

[15:36] roll.

[15:37] And the average incre- the average

[15:39] income for those 85 parcels was $81,965.

[15:44] With an income range from fit just

[15:47] almost 59,000

[15:49] to over 172,000.

[15:52] So, you know, God bless the people who

[15:54] are who were able to save for the for

[15:56] their IRA, and I'm I'm glad that they

[15:59] have it.

[16:01] Um but the exemption is made for the

[16:03] low-income senior. It's it's made for

[16:05] the people who are looking at their uh

[16:08] their tax taxes or their bills on the

[16:10] table, and they have to decide whether

[16:13] if I paid my tax bill,

[16:16] what bill need do I need

[16:18] » Right.

[16:19] » That I need do I pay electric uh home

[16:22] insurance or or whatever. It's not for

[16:25] the person who says, "Well, if I pay the

[16:26] tax bill, do I go to Walt Disney World

[16:30] today or put a down payment on a car?"

[16:32] » Right.

[16:32] » So, um that's what we're trying to to do

[16:35] to uh include the IRAs, and um because

[16:40] it is income, they do have it. They do

[16:42] have it to uh to pay uh the taxes.

[16:47] And the

[16:48] uh the public hearing will have I'd like

[16:50] to set the public hearing uh for June

[16:53] 15th,

[16:54] so that um

[16:56] we can get that into the uh renewal

[16:59] letters that'll be uh sent right out

[17:01] after that.

[18:17] the municipality uh passes a local law

[19:48] their post-high school plans as we move

[19:51] forward towards graduation for the

[19:52] seniors.

[19:54] For the juniors and even some of the

[19:55] sophomores, college searches are going

[19:58] on. I personally just went to Kentucky

[20:00] with my dad and visited the University

[20:02] of Kentucky.

[20:04] So, yeah, lots of exciting big changes

[21:45] a long time. So, it was a very cool

[21:47] experience. Um, we had our Memorial Day

[21:50] events. I just wanted to say thank you

[21:52] to the VFW and Mike Silini for running

[21:55] just a really amazing um,

[21:58] and touching program and so

[21:59] professionally done.

[22:08] Sustainability Board. Um, the

[22:11] Sustainability Board held its first

[22:12] meeting as with all board members on May

[22:15] 18th. Uh, the newly appointed members

[22:18] had the opportunity to meet the existing

[22:20] board members and Jeff Myers, our our

[22:23] board chair, led the meeting

[22:25] just with a really positive tone with

[22:27] the help of Supervisor Townson.

[22:30] And a key takeaway from the meeting was

[22:31] the review.

[22:33] Um, we reviewed the community climate

[22:35] action fund pilot application.

[22:38] Um, board members were asked to suggest

[22:40] projects or actions that might align

[22:42] with that application, but also

[22:44] requirements needed for the New York

[22:47] State Climate Smart Communities program.

[22:49] And so, we're working on figuring out a

[22:52] perfect fit for that application and if

[22:55] if that is um, acquired, it would be a

[22:57] $10,000

[22:59] um,

[23:00] fund that we could we could we can all

[23:01] use. Extra $10,000 worth towards

[23:04] sustainability. So, great first meeting.

[23:07] Uh the next the next meeting will be

[23:09] held June 18th at 7:00 p.m. in room 204C

[25:16] for that. And I think everybody was out

[25:19] doing yard work on Monday. I know it's

[25:22] like the first time I really touched my

[25:23] yard, and the DPW you sh got all my

[25:26] stuff. And I think for a lot of people

[25:28] the DPW must have been working overtime.
