Do we start?
>> Yep. Just did it.
[0:03]
» Okay. [clears throat] I'd like to call
the meeting to order and begin with the
[0:06]
pledge of allegiance.
>> I pledge allegiance to the flag of the
[0:11]
United States of America and to the
republic for which it stands, one nation
[0:16]
under God, indivisible, with liberty and
justice for all.
[0:22]
Uh tonight we're having a bit of a
problem with our video recording and
[0:26]
Chris has taken a regular audio
recording on her phone which we'll
[0:31]
upload and if it comes up we will start
live streaming when that occurs. Um
[0:39]
first item we have is approval of the
agenda as presented. Uh, I need to take
[0:45]
item H and change that into uh the
transfer of special projects money. Um,
[0:56]
the other area I think that's it.
Is there any other changes or additions?
[1:04]
» No.
>> Hearing none, I'd entertain a motion to
[1:07]
approve the agenda as modified.
>> I make a motion.
[1:11]
» I'll second it. All those in favor? Hi.
>> Hi.
[1:14]
» Public comment starts out with Cindy
Taylor.
[1:22]
» I have three items here.
Um, first one I want to ask the
[1:27]
commissioners about the personnel
policies on using personal vehicles for
[1:33]
conferences. Is that allowed?
>> I think a lot of them drive their own
[1:38]
personal vehicles and then turn their
mileage in.
[1:41]
» Okay. So that's okay to do that.
Uh the other one is um that's why
[1:47]
Warren's here. Eagle Eagle's Bluff. Uh
we're having a little problem with
[1:53]
overtime at Eagle Eagle's Bluff getting
it open and shut at certain times. It
[1:58]
was suggested to leave it open 24/7,
which given the nature of that place
[2:06]
would be hard to do. um utilities. The
utilities falls under the parks board's
[2:13]
budget. Um not just the counties. If
that could be separated would help some.
[2:19]
Um it has no cameras. Um the lighting
would have I don't know if it can be
[2:26]
turned on
>> to come on.
[2:29]
» The lighting is a sensor that comes on
and off
[2:34]
» at Eagles Bluff.
>> Yes. I think it's on a sensor. It's not
[2:39]
a a switch. So,
>> but the bathrooms would be left open
[2:42]
24/7, which would cause a problem with
the glass house. Number one, I get it
[2:48]
with um we can't beat our director right
now, although we're losing very
[2:53]
meticulous. Um
[2:58]
is it I don't think it's an option at
this time to leave it open 247. The B
[3:04]
board approved at our last meeting to
allow them to do what they had suggested
[3:10]
to open it when they come to work, close
it when they leave. So 8 to 3 8:00 a.m.
[3:17]
to 3:00 p.m. closed on the weekends. I
don't like it. Um it was a temporary
[3:25]
fix.
I'm looking into a uh automatic gate
[3:31]
where we can have that gate open say
7:00 a.m. automatically close at 700
[3:37]
p.m. We're still going to run into the
bathrooms um issue, but I think we can
[3:43]
put lights on,
but that I think it all can be fixed. A
[3:48]
a lock on the door at a certain time
just same as a gate. I I think that can
[3:53]
be fixed, but that's what we're looking
into. I do not have a quote yet. Um I've
[3:58]
been trying to get that, but I'm asking
just for you guys to think about that,
[4:04]
look into that because I'd really like
that to happen by the first of the year.
[4:08]
Um that we don't have this closed down.
Winter R is going to be easier uh later
[4:14]
on. It's not going to be so easy. Um,
and we we really that gate I think would
[4:20]
solve a lot of all the issues and kind
of go across the line with everybody uh
[4:27]
making everybody happy. That's the one
thing. Or did you have anything?
[4:32]
» Well, the uh as far as like trying to
leave it open 24/7.
[4:37]
Several years ago they tried that back
whenever count I think count had four or
[4:42]
five officers. sheriff between the
sheriff's department and counting police
[4:46]
department. They helped out by locking
the gate at night. But the problem we've
[4:52]
run into now, counting I think's only
got two and maybe one part-time officer
[4:58]
and most time our county units are
covering counting at nighttime. So it'd
[5:04]
be basically put on the burden of the
sheriff's department if they're not busy
[5:08]
with stuff out in the county. And I
don't feel it's the sheriff's
[5:13]
department's place to be
locking that gate up every night and
[5:18]
going up checking to see if anybody's up
there. Uh, with the gate, the gate would
[5:23]
work except I've got one thing that I
don't like about
[5:29]
you have to have a sensor of some kind
on the inside of the gate in case
[5:34]
somebody doesn't get out of there in
time, the gate shuts. They're going to
[5:38]
have to have a way to get their vehicle
out. And it won't take long if we put a
[5:42]
sensor up that people wanting to go up
there and party is going to realize all
[5:45]
they have to do is walk in there, trip
the sensor, the gates going to open up,
[5:49]
they can drive up there, the gates going
to close, and they're up there for the
[5:53]
night partying and nobody will know
there's anything going on.
[5:58]
I don't know really what the
alternative is.
[6:03]
» My personal opinion is that it's a
public park. It should be open 24 hours,
[6:08]
seven days a week.
>> Do we have money to take care of the
[6:11]
damages? But
>> I think we've talked about before um I I
[6:14]
spoke with the sheriff and he said, you
know, to as you know, whenever we decide
[6:19]
to first open it, he'd be more than
happy to increase patrol for the area
[6:23]
and he could talk to the Tel City Police
and to increase the patrol for the area.
[6:28]
Also, yes, we're going to have a chance
of vandalism, but what park doesn't? I I
[6:32]
mean we can't go by the past history and
hopefully it wouldn't happen but
[6:38]
» I don't as a taxpayer tell though I
don't think Tel say police officer
[6:42]
should be going out there
>> as a taxpayer for the county I would
[6:45]
like to go at 9:00 and maybe
>> meet with my friends and I mean what if
[6:51]
you have a shared parental agreement and
you need a public place to meet the
[6:55]
spouse to make sure
>> if the county could guarantee that
[6:58]
there'd be funding available to cover
damages I wouldn't have a problem with
[7:02]
it staying open.
>> That, like I said, that's just my
[7:05]
opinion. I know how
>> I'd like to see it open.
[7:08]
» I know how the damages were before up
there. I mean, and I understand cuz my
[7:14]
wife feels like you do, it should be
open, but at the same time with the
[7:19]
budget cuts and stuff for next year,
I'm just my concern is that we're going
[7:25]
to get stuff tore up and not able to re
repair it. you know, the shelter house,
[7:30]
the bathroom
like bathrooms in the observation areas
[7:36]
out glass to overlook the dam. U I just
know what I just I know what's going to
[7:44]
happen when we leave it open 24/7
because I've seen it in the 70s and 80s.
[7:51]
» Okay. So my suggestion would be they're
building a tower right next to you for
[7:56]
cell service
>> and it has improved.
[7:58]
» You cannot have a trigger on the inside
that just triggers it at will. So they
[8:03]
can open the gate up. But you can have
it. I've been into parking garages
[8:06]
before and they don't function properly.
I push a button, a camera comes on,
[8:10]
they've got a picture of me and I tell
them what my problem is and they can
[8:14]
open the gate. So as long as we have
connectivity, we can do that. We also
[8:18]
can put cameras up there that trigger as
people there's any motion or whatever's
[8:24]
going on up there. So, that's another
alternative. And the locks on the
[8:28]
restrooms, if if it's decided a certain
time to close them, you can
[8:32]
automatically lock them. If you've ever
went to an Airbnb and you try to stay
[8:36]
over, you're out. I mean, uh there's
systems out there and they're not overly
[8:41]
expensive.
>> And I think it can meet the security
[8:44]
issue and also open because it is a
public park. So
[8:48]
» the uh
>> that's what I would suggest looking into
[8:50]
to see what the costs are associated
with
[8:51]
» the camera as far as like a button
camera come on. Would that be monitored
[8:57]
by the police department?
>> Well, we we'll get through that. If the
[9:00]
police department I I think probably uh
the police you have a 24hour
[9:06]
service there and and if there's an
occasion that someone would get locked
[9:10]
into that, I don't think they'd mind
saying, "Okay, we'll open the gate." I
[9:14]
just can't I just can't envision that.
if you put proper signage up that that
[9:19]
would be something that continually
happens.
[9:22]
» Well, I and I I've said it might happen
one time, but they're going to get their
[9:26]
car out of there if it has to sit there
till 7:00 a.m. the next morning for them
[9:30]
to come and get it.
>> Period. I mean, if there's signage
[9:34]
clearly stating this gate will close at
7 8 9 I don't care what time, but
[9:41]
» PM, your car needs to be out of there.
If it's not,
[9:45]
» you walk down the hill, you call
somebody, come and get you.
[9:47]
» They'll figure it out.
>> Yeah, they'll figure that's the gate
[9:50]
would be the ideal situation,
>> right?
[9:53]
» That way, you know,
>> and you have to have some way in case
[9:55]
somebody has parked up there unknowingly
or isn't from the area so you can
[10:00]
accommodate them. But I don't think
it'll become a real burden. If it is,
[10:04]
you revisit the issue. But I think that
locks and lights and cameras and things
[10:09]
are are a solution. And I don't think
it's would be overly as long as we have
[10:13]
connectivity up there. Um
>> well I do kind of want to ask that I
[10:18]
know um the parks board is the only one
that I think has their own
[10:25]
um monies brought uh come from the um
[10:32]
October November thingy where they
>> talking about
[10:36]
» huh um
>> budget where they get budgeted so much
[10:41]
for utilities. I know the
is it the south annex? Where's he at?
[10:47]
East.
>> He's at the
[10:48]
» All of the utilities are kept separate
by building.
[10:50]
» Yeah.
>> Yes. But they're all paid by the county.
[10:54]
» Well, yours is paid by the county, too,
because it's out in general.
[10:58]
» Correct. But the parks are not. [cough]
The actual parks that are owned by the
[11:03]
county are paid
>> by the parks board in our budget. Not
[11:08]
saying the county doesn't pay it.
>> That's out of the general fund.
[11:11]
Everybody's is like that. Theirs is the
county buildings are under the
[11:15]
commissioners, the south annex, the
north annex, and the courthouse.
[11:21]
» She's talking about the parks.
>> I'm talking about the parks
[11:24]
» at Rome and those places cuz there's
lights and stuff that there's meters out
[11:28]
there that it's charged to Greg for at
the parks department.
[11:33]
» I don't understand the issue.
>> I think what there's the confusion. The
[11:38]
buildings are under the commissioner's
budget. what they're saying the parks
[11:42]
are under their budget
>> but it's all out of the general fund.
[11:46]
It's just a so it's basically the same
pot
[11:50]
» if we switch if we switched that over
and made it a commissioner expense
[11:54]
» separate
>> then we just take it out of your budget.
[11:57]
So if you're not budgeted sufficiently
for the utilities that's an issue for
[12:01]
the council.
>> Uh so uh I mean
[12:04]
» do you understand it's really not any
different. It's a different location.
[12:07]
» I get I get it. The EMA keeps their the
EMA keeps their um theirs in their
[12:13]
separate lo. It's by a location.
Everything's paid out of general. The
[12:17]
commissioners control all county
buildings. So that's why they are under
[12:22]
the buildings are under the
commissioners and the parks. It's just
[12:26]
it's all coming out of general. It's got
the location number. So it's it's really
[12:30]
nine different. And then I know that you
guys were talking
[12:32]
» line item. Is it under a line item for
the parks department
[12:36]
» in the general? Yeah. which is the
general fund. So
[12:39]
» they he's run out he's run short I think
this year on it or
[12:43]
» it would be no different than having to
come to the it actually
[12:45]
» to try and get money out of the council.
>> It's no it's not any different.
[12:48]
» All right. I got off on that. Sorry. Um
but the gate is something I am looking
[12:54]
into. Just want to
>> just get some numbers and we'll look at
[12:57]
it.
>> Yeah. Um hopefully to come out of that
[12:59]
or out of your budget somewhere. Um but
on the personal vehicles the um camera
[13:08]
here is another comment I wanted to
make. You had and I don't remember what
[13:14]
it was. Curt bird over
>> Oh, eagle.
[13:17]
» Yes. Um we couldn't see the screen at
home.
[13:21]
» Um if there's no way to turn the camera
to see that screen
[13:24]
» or put it on this one
>> because
[13:27]
» that was so disappointing that at at
home we couldn't see that. If you will
[13:31]
look online, they have several YouTube
videos. Eagle View does
[13:35]
» with all that on it.
>> It has it just as an example of how that
[13:39]
that software system works. It's
>> YouTube cameras are set here
[13:45]
» so I can't do anything.
>> And tonight no one's watching.
[13:48]
» Yeah.
>> I don't know what that is but
[13:51]
» um and my last thing
>> okay
[13:53]
» is on um with this parks board. There
was a little hoo-ha last month um with
[14:02]
our parks director, misunderstanding or
not, but I think there needs to be a
[14:08]
policy in place where
when a personnel policy is talked about
[14:15]
at personnel. I have no idea what those
are. um that I would assume it would be
[14:21]
HR contacting in writing um the director
or department head
[14:29]
um in order to
clarify some things. Um this had to do
[14:34]
with the overtime. Um it it was done
wrong. Um Greg took the fall for it and
[14:42]
he should not have. Um,
whatever happened there happened, but I
[14:48]
did want to make a comment on that. That
that needs to be handled totally
[14:53]
different and in writing for
the board to see.
[15:00]
» I don't know anything about that either.
>> So, you've caught us off guard on that
[15:03]
one.
>> Okay. I can send you the emails.
[15:05]
» Okay. Okay. If you would, you know.
>> Okay. Thank you. Thank you.
[15:08]
» Okay. I'm here for another reason, too.
>> Okay.
[15:11]
Um,
Greg, since he was doing maintenance,
[15:16]
checked on trying to get us another fan
hooked up in the cooler area of the
[15:24]
corner's office to try to remove some of
the odors at times.
[15:31]
And last week, we had a situation where
it got pretty nasty. Uh, we had every
[15:39]
fan on in that whole building trying to
get rid of the odor. We finally we
[15:46]
finally did. But u
Greg checked on a a price of fans from I
[15:53]
think Valley Supply or one of them and
it was a little bit high. But I'd like
[15:57]
for him to try to come up with a maybe a
cheaper fan cuz we got two u areas in
[16:05]
the cooler area that they used to be uh
duck work that went outside. If we could
[16:10]
put a fan in one of those, try to help
draw that odor out, it would help a
[16:16]
bunch. Now, Pam was out there after the
autopsy, and it had a lot of it had
[16:23]
left, but at the time when the autopsy
was going on, [snorts]
[16:29]
uh, Mr. Ramsey from the high school was
out in front of the health department,
[16:34]
he was out there gagging. It was so bad.
And um
[16:38]
» so but let me let me envision this here.
Do you have seals on your door? Your
[16:44]
metal door.
>> Yes. But uh
[16:47]
» Okay. And then you got an overhead door
in the back, right?
[16:50]
» No, we have double doors in the back.
>> Okay. But a a bigger opening. And
[16:55]
» we had the big we had two big exhaust
fans going plus the over with plus the
[17:01]
fans in the what I call common area
where all the vehicles are parked. also
[17:06]
the fan going.
>> Well, but what you want to do is take
[17:08]
all of your air and make positive
pressure, taking the air out.
[17:12]
» We was pushing
>> and sucking air from inside of the
[17:14]
building and pushing it out. And what
you don't want to do is have a return
[17:18]
air in your room that allows the the the
return to be pulled out of your room
[17:23]
because then it just pulls it into the
HVAC system and circulates through the
[17:27]
whole building. You shouldn't have had
that much with a set of double doors and
[17:30]
that. I mean,
>> we had everything. I I get it, but I
[17:33]
mean uh um
>> there's ways to mitigate that.
[17:38]
» We had the two big exhaust fans that's
portable that Steve's got out there. We
[17:42]
had one of them sitting
inside the building blowing through my
[17:46]
office, the other one outside the double
doors out back underneath the canopy
[17:51]
pulling through to trying to pull the
smell out. But it just went uh through
[17:58]
the whole building just and it didn't
take long either. But like I said, Greg
[18:03]
looked at uh trying to find a price and
the one that he had was pretty expensive
[18:09]
and I told him that was too that's to me
it was too much money. But I like for
[18:14]
him to try to go ahead before he leaves
try to get another fan to put in the uh
[18:19]
cooler room to pull some of that air.
>> But cool your cooler room doesn't smell,
[18:25]
does it?
>> It does when you have a decomposed body
[18:29]
in there. the whole build basically the
whole building does and uh
[18:35]
» I think you need to control so that air
doesn't get into the rest of the
[18:39]
building in some
>> there's I don't know how how a person
[18:42]
would do it cuz um if
>> it's hard because the building is
[18:46]
combined
>> yeah it is I mean and
[18:48]
» I mean if you were separate it'd be a
lot different but you're not
[18:51]
» when you was out there it had dissipated
a whole bunch I mean but there for a
[18:55]
while the nurses called
>> me and said, "Can you do anything about
[19:01]
the about the smell, the odor?" And we
did. We had everything.
[19:07]
We had everything going possible, but it
was still And I don't know if one more
[19:12]
fan would work, but it it's bound to
help some. But like I said, we had every
[19:16]
fan and going in that whole building,
the overhead in the common area, the
[19:24]
that uh the old kitchen, we had the fan
going in the kitchen. We had
[19:29]
» I I got a feeling you were doing more
damage by running all that you're
[19:32]
recirculating that air through the
building.
[19:34]
» Well, I don't know where you I mean, if
you push it out. We was pushing it out.
[19:39]
But it's still
uh
[19:41]
» you got to create a negative pressure
inside of your room.
[19:44]
» You'd have to seal the whole building up
and then I don't know how you're going
[19:47]
to seal that whole building up. Have
negative pressure to
[19:50]
» you have to seal yours up. Yours is
where the yours is where the smell is.
[19:54]
Sealing the rest of the building up is
not the answer. it's yours and making
[19:58]
sure that your building then
>> but pushing it outside and it's sucking
[20:02]
back in anytime those big overhead doors
are open it right back in.
[20:07]
» So were they open?
>> No, they was closed.
[20:10]
» So it didn't come in that way. So some
other way it got in there. It's just uh
[20:15]
you need to come out sometime when
nurses call you because they uh this is
[20:20]
not the first time and usually it's
three four times a year that we have a
[20:25]
situation this bad. But this one uh last
week was probably the worst that I have
[20:34]
smelt in eight years out there. It was
and
[20:37]
» you can have him explore some options if
he can come up with something.
[20:41]
» Pricing from another vendor also.
>> I mean, anything would help just cuz if
[20:46]
we can get some of that smell out before
we even start the autopsy would help. Uh
[20:52]
but our cooler area, the whole the
cooler even yet today you walk in the
[20:57]
cooler, you still got the lingering odor
even in the cooler yet today because it
[21:02]
was so bad. But I'll get with Greg
again. Thank you.
[21:06]
» Thanks,
[21:09]
» Adam Meyer.
[21:20]
Hello. I'm an employee for the highway
department and uh I just wanted to make
[21:25]
some comments on the proposed change the
handbook.
[21:30]
Uh I myself I would like to see the
Monday through Friday or Monday through
[21:34]
Thursday 40hour week stay the same.
Um cuz uh when I took this job
[21:43]
uh took a pretty good pay cut to come
here and the most attractive thing about
[21:47]
this job was the uh 410s Monday through
Thursday work week
[21:55]
and uh you know the the insurance is
expensive average. I actually declined
[22:01]
it. Uh
the pay is uh below average for a CDL
[22:08]
professional driver. And I think if you
take the uh Monday through Thursday
[22:15]
work week away, uh there's really not
many things that are left about this job
[22:19]
that are attractive to somebody wanting
to come in, guys wanting to stay.
[22:26]
Um
uh from what I understand uh we have
[22:32]
four open positions right now, soon to
be five here in a couple weeks.
[22:38]
Nobody's applying for the job. There's
not a lot attractive about the job.
[22:44]
And uh that's I just want to make those
comments before you vote on it.
[22:49]
» Yeah. I think there's one thing that
everybody keeps misunderstanding
[22:54]
is that I think the proposal was not
getting rid of the 10-hour work days. It
[23:01]
was simply 410.
A portion would work from Monday through
[23:06]
Thursday. Another group would work
Tuesday through Friday. So, everybody's
[23:11]
still working four 10-hour days. You're
just getting coverage on that Friday.
[23:16]
» Yeah. So, I mean, and at some point, I
mean, that can be rotating, however that
[23:22]
works out. I think that was offered to
Steve if he can come up with a plan. Um,
[23:28]
you know, he may he may want to swing
his shift in some way where you don't
[23:33]
work on Friday and you don't work on
Monday and then all of a sudden you get
[23:37]
four days for farming, you know, and
that might work out better. And then,
[23:42]
however he would set it up, I don't
think anybody put any restrictions on
[23:46]
him. It's just simply to get coverage
for Friday. And I think that was the
[23:49]
intent. It wasn't necessarily going to
58.
[23:53]
» Well, I myself would like to see it stay
the same. And pretty sure I can speak
[23:57]
for most of the guys, probably all the
guys like it stay the same.
[24:02]
» Okay.
>> Thank you.
[24:05]
» Next item we have is uh approval of the
minutes from 113 2025.
[24:14]
» Make a motion. I'll second it. All those
in favor?
[24:17]
» I
>> I.
[24:19]
» Next item up is the payroll for 11072025
in the amount of $181,468.58.
[24:28]
» I make a motion.
>> I'll second it. All those in favor?
[24:31]
» I
>> for the same date 11:07 2025 payroll
[24:36]
withholding in amount of $38,614.90.
[24:42]
» I make a motion.
>> I'll second it. All those in favor? I
[24:46]
» health claims in the amount of
$135,54151.
[24:53]
» I make a motion.
>> I'll second it. All those in favor?
[24:56]
» I.
>> Sheriff's pension fourth quarter payment
[25:00]
in the amount of $38,5025.
[25:04]
» I make a motion.
>> I'll second it. All those in favor?
[25:07]
» I. solid waste claims for 11182025
in the amount of $335.
[25:14]
» I make a motion.
>> I'll second it. All those in favor?
[25:18]
» I.
>> Accounts payable claims for 11182025
[25:23]
in the amount of $941,638.
[25:29]
» I make a motion.
>> I'll second it. All those in favor?
[25:32]
» I. additional appropriations out of the
general fund for liability insurance in
[25:39]
the amount of $23,384.
[25:44]
» I make a motion.
>> I'll second it. All those in favor.
[25:50]
» The next item is the one that I
modified. Uh we went through the
[25:54]
process. We have an edit plan that
determines where the money goes. It
[25:59]
split into about five or six different
categories and we had some money in a
[26:06]
general pot that didn't get distributed
for some of 23 24 and 25. And in order
[26:15]
to balance it out and get all of the
other funds, we came up short
[26:20]
$76,872.38.
[26:25]
The only thing we have flexibility with
is our special projects fund. So I'm
[26:31]
suggesting that we pull it out of that
with the stipulation the overpayment
[26:37]
went to operating the jail so that if
any additional revenue that remains in
[26:43]
the jail account at the end of the year
2025 December 31 it will transfer back
[26:49]
into special projects. And this amount
should be a little lower than what it
[26:54]
is.
>> Motion.
[26:58]
» I'll second it. All those in favor?
>> I.
[27:02]
» Uh, next item up, we have cash transfers
uh to the highway department. We are
[27:08]
moving $200,000 from uh 1173
fund, which is motor vehicle highway
[27:16]
restricted. We're also uh switching out
of 4923 lit edit highway and this is one
[27:24]
of the accounts that was affected
200,000 into the local road bridge
[27:29]
matching grant and this is to pay for
matching grants for the pavement we've
[27:33]
been carrying out u throughout the
county this year.
[27:37]
» I make a motion.
>> I'll second it. All those in favor?
[27:41]
» I.
>> Next item up, we have a PCDC affidavit
[27:45]
for payment. This is on mitigation
related to uh the Riverview West
[27:52]
project. It's an ongoing thing that's
been under contract. Uh it's paid out of
[27:57]
the bond proceeds from that uh project
and um we're just required to uh to pay
[28:06]
it.
>> I make a motion.
[28:08]
» I'll second it. All those in favor?
>> I
[28:11]
» uh bid information for Hauling Rock.
We're sending that out. I guess it's
[28:15]
you're advertising it now already,
aren't you, Chris?
[28:18]
» And um I don't know what action we need
on that. We just need to uh
[28:23]
» when it comes in, we'll look at the bids
and uh
[28:26]
» we don't open those until December
meeting.
[28:30]
» So, as long as everyone's aware of it,
um it's out there and hopefully we'll
[28:35]
get several to participate in it. I
don't know that we
[28:38]
» unless we want to make a motion to
approve the advertisement of that. It's
[28:42]
I think it's Yeah, it's already
>> did it. So, I don't know why
[28:45]
» Steve everything for that's in the specs
that we did, right? [snorts]
[28:48]
» Yeah.
>> For the hauling.
[28:49]
» Okay. The next item up is the ride
solution letter terminating the
[28:53]
authorization and that says for 2026 and
I don't quite understand because we
[28:59]
signed one for 2025, had had no
discussion on this
[29:03]
» and now they're wanting a letter from us
for 26. So,
[29:08]
and I'm not exactly sure what they're
wanting from us because it really
[29:13]
» we've never issued a letter for 2026.
>> She said even though we weren't giving
[29:18]
them funding,
>> we didn't give them any funding last
[29:21]
year.
>> We didn't give them any funding that
[29:22]
they needed this letter for a grant with
INDOT.
[29:26]
And since they they from what I gather
from a is that they're not going to be
[29:32]
providing services in 2026.
>> So why do we write a letter
[29:40]
for 2026? I mean I don't what we've got
is one for 2025 that they sent in and
[29:47]
got a grant.
>> So I'm a little confused as to what they
[29:51]
haven't even came to us and discussed
this with us. So I would ask that they
[29:54]
would show up and bring some clarity to
this issue.
[29:57]
» INDOT is requiring it. So if maybe they
can send us what INDOT said just
[30:01]
» or explain it to us curious table for
more info.
[30:05]
» Yeah, we'll table that one. I'd
entertain a motion to table that till we
[30:09]
get additional information.
>> Make a motion.
[30:11]
» I'll second it. All those in favor?
>> I uh personnel policy handbook updates
[30:16]
that go into effect. Now we got the
whole entire
[30:21]
yellow. What's changed? and struck out.
>> I did you get that? Mine was clean.
[30:27]
» Yeah, I know.
>> I thought it had yellow on it.
[30:30]
» It was when you printed it's like this.
>> Okay. Cuz I page through there. I
[30:34]
thought this is what did they change?
And then I didn't see anything marked
[30:37]
and I thought where is that?
>> Um
[30:41]
» table it.
>> I'd want to table that so I can actually
[30:43]
read because I got to tell you I did not
look at any of because I thought I
[30:46]
looked through the first part of it and
I thought there's nothing marked out
[30:49]
here and I thought did that come through
at another time. I didn't have access to
[30:53]
my emails because they changed my
password on me
[30:56]
» and I didn't get
>> there's a copy. So, you can I can get
[30:59]
another copy. It's marked in yellow.
There's not much.
[31:03]
» That's what I was thinking.
>> Let's see. There's one.
[31:06]
» Okay. Cuz I I didn't go through the
whole thing, but I went through part of
[31:09]
and I couldn't see anything.
>> So, I'd entertain a motion to table that
[31:12]
till our next December meeting.
>> I make a motion.
[31:15]
» All those I'll second it. All those in
favor?
[31:19]
Hi.
>> Hi.
[31:21]
» Um, right here, the next one, this is
just an information thing. We're getting
[31:25]
ready. Uh, commissioner and council is
going to be accepting letters from
[31:29]
residents who are interested in serving
on one of our boards for 2026. The
[31:34]
applicants can submit their letter of
interest through a link on our website
[31:38]
or if they're more comfortable, send it
to a commissioner or council person and
[31:43]
uh we will get our list put together and
our deadline is December 26, 2025. So,
[31:49]
um we'll make those appointments our
first meeting of the year
[31:52]
» if they submit. The reason we did the um
link on the website is because so many
[31:57]
times they're missed and we have to have
a copy of all of those in the auditor's
[32:02]
office plus we have to have contact
information. So we get all different
[32:06]
kinds of letters as far as handwritten
that don't have address, don't have
[32:10]
phone number, don't have email or we get
a forwarded email. We've even got copies
[32:16]
of Facebook printouts. So that's why we
did everything on the um online set up
[32:22]
an online Google sheet that you can do.
It'll create a spreadsheet which will go
[32:27]
directly to um whether it's the
commissioners or council on that. So um
[32:32]
it pops right up on the website. Um and
then also there's a link if you don't
[32:36]
see it right when it pops up.
>> And for those of you are intimidated,
[32:40]
you can send me, Pam, or Becky an email
or provide it to us.
[32:45]
» Yeah. by handing it to us. That'll work.
We're not wanting to shut anybody out
[32:49]
from from their ability to serve. So,
um, next item up, we have our
[32:55]
organizational meeting on Monday,
January the 5th at 9:00 a.m. And, um,
[33:03]
that's pretty well all we have for
tonight.
[33:11]
» Did you?
Yeah.
[33:15]
Well, come on up, Steve. We don't have
you on the agenda.
[33:25]
All right.
[33:29]
Got a transfer request from gas to
equipment rental, $7,500. This is to pay
[33:36]
Duros Excavating for busting those rock
ledges out over there on Apricot Road.
[33:40]
» From gas like fuel from one item to the
next. Okay.
[33:44]
» It's on the council agenda.
>> So, this is something we don't have to
[33:48]
deal with.
>> Well, I like to I always try to marry it
[33:52]
to you guys so you know what's going on.
>> So, we're going from fuel to what
[33:55]
» to equipment rental.
>> Okay.
[33:57]
» And end up being 7500.
>> We think it's going to be less than
[34:01]
that. He's We got a couple more days to
go on yet. He thought he was going to be
[34:05]
under that amount.
>> Okay.
[34:08]
» When he was in yesterday. Then I have a
additional appropriation for uh this is
[34:14]
for phase 2A on the bridge inspection
for $24,372.
[34:21]
Um this will start January the 1st and
we get 80% of that reimbured from INDOT.
[34:31]
» Okay. Now we're under contract with that
one, right?
[34:34]
» Yes.
>> Okay. So this is but it's going to be a
[34:39]
26 pay.
>> It's going to be Yes.
[34:43]
» So should we be doing that in 26?
>> Um
[34:47]
» because I don't know that we can
appropriate
[34:49]
» appropriate that in 2025's budget if
it's in 2026 budget.
[34:53]
» Yeah. Okay.
>> Add a 2026.
[34:57]
» I think that money is set there. I the
we have a bridge contract with pdarn and
[35:01]
lock miller for inspection and u we c we
really can't appropriate money for 26
[35:08]
» not till after March
>> even contract carryover
[35:11]
» you have to encumber it you encumber it
but you're not encumber you're using
[35:16]
2026 funds corre appropriation or I
guess I need to understand a little bit
[35:22]
more
>> where's the money currently at do you
[35:25]
know what
>> come out of next year probably.
[35:28]
» Okay. See,
>> I had to send in a federal request for
[35:30]
funds which will be issued in December
and they can't start to January. So the
[35:37]
it'll actually come next year.
>> You think they're going to recede it in
[35:40]
in December?
>> I thought thought that's what we
[35:43]
normally did.
>> Okay. So if that happens, you need to
[35:46]
encumber that money
>> and then we appropriate
[35:48]
» and then appropriate it in 26. It's
already there, but but it doesn't need
[35:51]
to be needs to stay there. Pay that
bridge contract.
[35:55]
» Okay.
We're going to bring
[35:58]
» then additional appropriation for
400,000. That's that transfer you guys
[36:02]
done. That has to be
>> that's where that intent to appropriate.
[36:05]
I was going to say that
>> we've already done that.
[36:08]
» They approved the transfer with intent
to appropriate. We just
[36:11]
» then I have a additional appropriation
for 161,000. That's for the new trucks.
[36:17]
Is there any updates on
on that?
[36:21]
» I think we have to I think we're still
in the comfort phase. Whenever you have
[36:26]
one of your employees come up here and
tell us you're short seven or five
[36:29]
people.
>> That's six people now.
[36:31]
» Okay. Six people now.
>> Yeah.
[36:33]
» It's uh
>> or will be next week.
[36:36]
» Right. So I think we have to work this
truck issue out.
[36:41]
» Did you get the
>> Yeah, I got the list of it and
[36:44]
» Okay. There's nothing on their low
mileage.
[36:47]
» Yeah. And then I think there's others
though. I think you still got some other
[36:51]
trucks out there. Are they need to leave
the fleet? What we do, the ones we park,
[36:55]
we strip parts off of them until we get
everything off of them that we can use
[36:59]
and then we have some kind of a
closed bed or sealed bed or auction or
[37:05]
something to get rid of them.
But we've got uh
[37:11]
we've got some trucks that we got one
truck that just pulls a patcher. It
[37:14]
ain't f it's a whole rock in it. Just
pulls patch around. It's an old
[37:19]
» Yeah. Do you have one suitable to put a
a tank on it to uh put some material
[37:26]
like uh
>> We've got a an old mechanic's truck
[37:29]
that's one of our older ones
and it doesn't have a bed on it. We're
[37:35]
going to try to put a brine tank on it,
>> right?
[37:38]
» And use it for putting brine down when
we put brine down. But I've got seven
[37:43]
trucks that are capable of plowing snow
right now. We got one of them's broke
[37:48]
down. They're putting a head on it, but
I got seven now. And we normally use
[37:52]
eight big trucks and four pickups to
plow with. So, we're short of truck
[37:57]
right now for plowing snow.
>> Now, did these all get new bids? Because
[38:02]
I know came in for some ARP money and
and bought salt beds.
[38:06]
» Yeah, the these three new ones will have
new stainless steel plows and salt beds
[38:12]
on them.
>> I'm talking about what your Cuz you got
[38:14]
the ARP money back a year or two ago.
>> Yeah. Yeah.
[38:17]
» Did you buy you bought
>> We bought stainless beds then to replace
[38:21]
our old beds that was rusting away.
>> So out of these seven trucks, are they
[38:25]
all new beds on them?
>> I don't think they all are.
[38:30]
» How many are?
>> Besides the three new truck, there's two
[38:34]
new stainless.
>> So we're Yeah.
[38:38]
» Okay. So wait a minute.
>> There's five.
[38:40]
» So you have five beds of stainless
stainless beds and
[38:43]
» the rest of them then are carbon. Mhm.
Okay.
[38:51]
Okay.
All right. I think we're not I mean I'm
[38:58]
not ready to buy a dump truck tonight.
Are you? Or
[39:02]
I mean um we need
>> I don't see a need for three. Um I I
[39:08]
would prefer Becky be here, but I just I
have a hard time with three. Um
[39:14]
especially because of the need for the
drivers right now. Now, I don't know if
[39:16]
we can hold off on one until next year.
I'm not saying not saying no at all. I
[39:25]
» The only problem with that is she had it
figured where we could pay for them out
[39:28]
of this year's budget. That's what we
was trying to do is pay for everything
[39:31]
this year.
>> You're not going to lose it though, are
[39:33]
you?
>> No.
[39:34]
» You're you're I mean, your budget
doesn't get zeroed out.
[39:38]
» No.
>> Where you're paying for. Okay.
[39:40]
» The cash doesn't go away. Yeah. I mean
the appropriate
[39:42]
» the main thing is so so it's not
something within his budget that he
[39:45]
needs to spend or he loses it.
>> No, the cash will stay in the funds that
[39:48]
it's been the
>> funds will still be there and and we can
[39:52]
have that discussion here next year.
>> The price could possibly go up. I don't
[39:56]
know when the price will raise, but that
could possibly go up.
[40:00]
» It'll be a year before we need these
trucks.
[40:03]
» Yeah.
>> Year before we pay for them.
[40:06]
» Year before we get them. We going to pay
for them
[40:09]
» out of this year's budget. Order them
and lock the price in. It's what we was
[40:14]
hoping to do. But
>> and then we we just don't pay for them
[40:18]
until they deliver them, right?
>> Yeah. Okay.
[40:20]
» So, we'd encumber that because we'd have
a purchase order for it.
[40:24]
» You're It doesn't matter because if it's
a fund that doesn't zero itself out,
[40:28]
he'll still have the money. We don't
have to encumber it,
[40:32]
right?
just I mean I he doesn't need to be
[40:36]
anything if he's if he's losing his
money just have to re
[40:38]
» I see the urgency but if he continues to
get a hold the money
[40:42]
» then uh
>> we just
[40:44]
» you know a meeting or two in between
here is not going to make a significant
[40:48]
difference especially if you're going to
get him in a year
[40:50]
» the only the only potential would be is
if they raise their price on that' be
[40:57]
our only risk
>> I think there was a to look at that
[41:00]
quote again I think it was valid 90
Is it okay?
[41:09]
» Then I have the uh
application to bore on Girl Scout Road.
[41:14]
I sent that today.
>> And then So that's Comcast.
[41:18]
» Yeah. Here's
Yeah, I think that's who it is.
[41:22]
» Yes, it is Comcast.
>> And there's a map of it.
[41:27]
» Do they fix that then once they're done?
Well, when they bore it like that,
[41:31]
there's usually
>> Do they sleeve it or not?
[41:34]
» I think they're going to sleeve it. Yes.
>> Okay.
[41:37]
» They just bore under the road and they
don't actually. Yeah.
[41:41]
» Hopefully.
>> Right.
[41:47]
It's kind of hard to tell from these
pictures where exactly it's at, but
[41:51]
» Yeah, I know. That's why I looked at it.
I thought it
[41:54]
» envision where it's actually coming
across.
[41:56]
» Yeah. So,
I I don't have any problem.
[42:01]
» Yeah, me neither. It's hopefully it'll
provide service into that area that
[42:06]
» they don't currently have.
>> So, yeah, I'd entertain a motion to
[42:11]
approve the boring of it's Girl Scout
Road, right?
[42:14]
» Mhm.
>> By uh BSM Group.
[42:17]
» Yeah.
>> Who's working for Comcast?
[42:21]
» Yeah.
>> I make a motion.
[42:24]
» I'll second it. All those in favor? Hi.
>> So, we need to add that
[42:30]
» and you need to sign that.
[42:37]
» They have started the paving on
Branchville Road yesterday. Hope to get
[42:41]
that done. You know, if it quit rain for
a few days, we can get that done and get
[42:46]
those other paving. They're supposed to
start on that this week. But the
[42:49]
weather, I don't know if they'll get
started or not on that stuff. you
[42:54]
talking about like the big major patches
out on some of the other roads? Yes.
[42:58]
» I I just have one comment to make on the
highway department and the schedule. So,
[43:02]
the whole the whole idea was because we
were behind on work and I will honestly
[43:07]
say they've been kicking butt. They've
been stuff
[43:12]
» especially for 10 guys.
>> So, kudos to to to your crew and they've
[43:18]
been safe doing it and greatly
appreciated. I am seeing a big
[43:22]
turnaround, but it's not, you know, just
keep that in mind. It's not because we
[43:27]
want to punish anybody. It's because we
were behind on work. Uh, and if we're
[43:32]
getting that caught up, that's a that's
what we're supposed to be doing. So, but
[43:37]
I want to say they're getting there and
it it is
[43:39]
» Yeah, it's just
>> people are noticing takes a little
[43:42]
while.
>> Greatly appreciated. And if we get bids
[43:44]
on some of these people that'll provide
additional services and that's part of
[43:48]
the plan.
>> I mean I think we're open just just to
[43:52]
get the work completed. I mean that's
that's the goal. You get short-handed if
[43:56]
you can contract somebody to help you
out.
[43:59]
» By all means that's that's what we're
here for serving the serving the public.
[44:03]
So
>> Moser has been a big help on this
[44:05]
apricot and cottonwood. We we couldn't
hold the rock the amount of rock. Oh and
[44:10]
the tide road. We got that slide fixed.
It's repaired.
[44:13]
» Good. So, you're ready to
>> slap a patch on it.
[44:16]
» Yep.
>> Good.
[44:17]
» And uh I've got that in with it to do
that.
[44:21]
» We reused about 800 ton of little over
800 ton of rip wrap on that. But my guys
[44:26]
done it in four or five days, three or
four days. We didn't have, you know, we
[44:31]
didn't ain't no ton of what it would
cost to hire somebody there and done
[44:34]
that. If
>> you can get it done, it's going to be
[44:36]
less expensive generally than what it is
to hire a contractor. It was a challenge
[44:41]
to get that done and work on apricot and
cottonwood at the same time. No more
[44:45]
guys, but
>> they got tied done now. So,
[44:48]
» well, good.
>> Maybe we can get some guys put in
[44:50]
applications for hopefully.
>> Thank you.
[44:54]
» All right. Thanks, Steve.
>> Okay, with that said, I next meeting is
[44:58]
December 1st at 9:00 a.m.
>> Can I make a motion?
[45:04]
» Sorry.
>> Do you need something, Cindy?
[45:07]
» On your board appointments. The CRDP has
lost a member. It was supposed to send
[45:14]
» emailed today.
>> He emailed it today. So,
[45:17]
» we'll get somebody on there.
>> Okay.
[45:22]
» Yep.
>> You made a motion to adjurnn, right,
[45:26]
Pam? I'm going to second that. All those
in favor?
[45:28]
» I
>> Good night.
[45:39]
We're still
