anyhow we we do have a report with the

sheriff's office and stuff
but uh no so now we're having to uh

always to half hour a day take it to the
nearest ranch so they won't get robbed

so that's a problem but that's what it

anyhow so now they're they're uh working
through the suit

hills back towards this way they'll be
headed towards the vessel ranch

don't have

triples and then a couple more on

saturdays when it when it's busy yeah

complaints grass valley overflowing and

stuff and apparently they have a guy
that's doing a good job now he's on top

supposed to and that's why they're so
many but yeah it could absolutely be

more than six a week
just just from the
[27:50]
us just doing that getting our own truck
hiring a person and
[27:55]
because we have the three they wouldn't
necessarily have to be out doing that

you know every day
they can help out at the landfill the
[28:04]
recycling center
um and i'm not sure what a truck costs
[28:08]
but it might if they've raised their
their rates it might pay for itself in a
[28:13]
couple of years
when i first started i was all gung-ho
[28:16]
on that carol and uh
just lost traction i like looked into it
[28:21]
it's uh it's gonna cost about uh
i think at the time half a million to
[28:27]
get get in business
get a truck all the bins and stuff and
[28:32]
then hire getting somebody to do that
job hiring that truck driver that person
[28:36]
that's going to go do that i think it's
a that's a tall order i i

i didn't think it was that much
so yeah

at the price that they're one yeah you

since our last meeting my guys have been

spending quite a few a few days over at
the jail

doing some maintenance on
various things over there

we tried looking at the gate and
couldn't

really
we don't know enough about mechanical
[32:37]
gates
or electrical gates to do maintenance on
[32:40]
it so i hold the company that usually
does it for us
[32:44]
they did it then we had to replace some
vents
[32:48]
in the gel in the cells and also
like some screws and the lights that
[32:52]
keep disappearing
[32:56]
so
we'll be doing just a regular
[32:59]
maintenance around here doing lots of
projects for all the different
[33:02]
departments
[33:08]
been busy getting ready to get on for uh
we had the youth
[33:13]
softball is going to be starting up a
couple weeks
[33:15]
so i've got restrooms ordered for
fall fields you're signing up for
[33:20]
yourself absolutely keep all my knees
[33:26]
we got stuff getting ready to go out
there so we're going to start working on
[33:30]
get the restrooms ordered they'll be out
there
[33:33]
but we won't be opening up our building
until weather
[33:36]

and one of the maintenance issues

that we're dealing with over there is
the hard water at the jail yeah

it is just

this is really destroying that building
i mean where there was copper

um even just even their appliances that
they use there's hard waters

and they already have a software but

it's burning itself out

go through the amount of

water that's being pushed to that
building on a regular basis

so where is the funding going to come

using the building well i contacted
jamie and she said that they
[36:05]
when it's not in use to have it set down
to 55 she didn't know why it would have
[36:10]
been so much but without
knowing the rate how much if the rate
[36:15]
went up
and also what the gallon usage is but
[36:20]
they are having events there i'm sure
um you mentioned a spaghetti dinner that
[36:26]

who do they notify when they're going to

use that building

remember there used to be where they
would come in and let us know that

commodities use that pity goes out there

and she's letting us know when she's

going to be out there they used to be
pretty common for that to happen just

it's kind of hard for me to have things

for them if i put things out there and i
know nobody's out there they're using it

then how do i know that i need to
replace or anything so do you want them

to send you a schedule weekly
monthly would be good okay or weekly if
[37:37]
because things change
but that's what i need to know and then

i can tell them that do they need to
send it to anybody else or john to the
[37:45]
commissioners as well just so
everybody's aware of what's going on out

because they get in touch with me all

the time and that's because
i used to help out with the humanly

advisory board and and all of that you
know and i don't know what i kind of

um after a catholic mass which was fine

you know she didn't even mention that
when i asked her about events you know

well when people i think it's great that
[38:25]
they're used
to that i think it's awesome

but it's kind of it's imperative
especially for budgeting if you're going
[38:33]
to use it exactly how to
accommodate they used to also charge a
[38:39]
fee
that not a very big one it was just you
[38:42]
know maybe 25 or something that they
would then send to read but i don't
[38:47]
think that's happened in years either so
i'll get a hold of jesus we need to
[38:53]
go back to that
um because we charge a fee here at this
[38:58]
community center and
and charging a fee would help with the
[39:04]
propane propane bill yeah
and they need to let john know so that
[39:09]
if there's
supplies needed out there that that he
[39:14]
has been out there
[39:18]
up until i started getting these
stuff by one person i knew that was out
[39:22]
there
that uses that on a consistent basis was
[39:25]
the deputy
and he he turns the thermostat up when
[39:29]
he's in there then turns it down and he
leaves
[39:32]
so that was the only
and then you brought up something about
[39:36]
them requesting
the stove be fixed
[39:40]
no i asked him about the stone and he
said it works fine
[39:45]
um a long time ago they said
and this was years ago and but i haven't
[39:49]
heard any recent complaints
but i hadn't just asked john they didn't
[39:54]
mention
[39:59]
a long time ago but it's a you know it's
it's a working stove it's a it's a
[40:03]
commercial commercial stuff
it's just not the west it's not as big
[40:07]
as our food here
but it is there um again if they let me
[40:12]

you know if there's something out there

i go out there right away or within a
couple of days

um pending what's going on around here
to check things out to make sure

everything's working but i've never
heard

years that's why it's kind of throughout
when i've seen that

about the fee because i think they just

when the husband tested positive we had

building

go do testing everybody else came back
negative
[45:28]
so i mean what do you do my first thing
was

and bryce didn't like this
my first thing was if you are going to
[45:39]
work in a facility with elderly people
like that
[45:46]
vaccine is required
that didn't go very far
[45:50]
so my next thing was
is if you work in a facility like that
[45:55]
you work with the seniors
uh
[45:59]
you come down with covert you're tested
positive
[46:03]
if you don't have a job don't come back
and the reason i i'm saying this and and
[46:07]
the reason that i believe this is you
gotta think about the people you're
[46:12]
working around uh
they don't
[46:16]
of the five employees
that are there full time
[46:21]
one
is vaccinated the other four are not
[46:26]
so
then we came up this is between bryce
[46:29]
and i
and i've talked to jerry allen about it
[46:32]
since too
is for the unvaccinated employees
[46:39]
that are working around the seniors
[46:43]
weekly testing
so they come to work on
[46:48]
on a monday they have to do we have to
do the test
[46:52]
in
the jail atmosphere what they're doing
[46:55]
over there is when the inmate comes in
they have to test them so they have the
[47:01]
rapid tests that they do there
i asked jerry how that process works he
[47:07]
said they do it in-house
i guess that's a simple thing now

and it costs 24 each
[47:18]
we don't have that in our budget so what
do we do

is there any money in a budget to do
that kind of stuff right

not unless you would take it out of the
american company

know the volunteers were wearing ass i

went for lunch a week or so ago and it
was really great

are they wearing masks then

all the time
the workers and the volunteers

the that if they're in serving food
they're they're

wearing masks
other than that
[48:54]
the cooks aren't well they can't wear
one it cooks
[48:57]
the cooks don't have a lot of contact
with they don't
[49:04]
so um i would think that if your

they held

their elections the new officers are the

the way through training maintenance and

medical
they currently have 15 members 18

training continues to proceed

with the main emphasis on firefighter

one qualification they anticipate that

the remaining three are new and will
take some additional time

after completing the firefighter one
they will
[1:00:52]
shift focus to
wildlife or wildland fire certifications

an emr class in
[1:01:08]
march the new
brush truck is out to bid he has been
[1:01:13]
contacted by two companies
and he knows of two others that are
[1:01:18]
working on the bids so they have
people working on a bid for that which

you're also required to fill out fmla

paperwork that's a federal law not a
county law not a state law we're not

getting those fmla papers
and you have to be employed with the
[1:24:55]
county for one year
to qualify for fmla and have worked 1250
[1:25:02]
hours
so a lot of our new employees don't
[1:25:04]
qualify for that but we have other
employees that do we're not getting any
[1:25:09]
fmla paperwork and it's 12 weeks in a
year from the start date
[1:25:14]
so if they used a couple weeks in
october in a couple weeks in january
[1:25:20]
then when you come to september if you
only have one day left that's all you
[1:25:25]
can take with fmla
fmla um
[1:25:30]
covers the employee and it also protects
the county because after they've used

their 12 weeks

devnets was the choice of the nevada
assessors association

excluding the larger some um assessors
have divorced debt

they are still not converted and they

how many of us seven or eight of us um
are still with that now

and i can't treat for the treasure side

issues like this i have no idea i was

of when it happened but nobody can find
on the back end why it only happened

a glitch and and they're still digging

and we like to have good relations with

but when we pay for a service

and the service we pay for
isn't delivered that's not the county's

responsibility to pay for
the service again

devnet should make this right
they should make us whole

this shouldn't come out of the county's
expense

that the cost of that preliminary
engineering report would be
[1:45:38]
moving forward with the inland water
project

which may arise in that system they
[1:45:44]
don't exist yet that's more preventative
right so i think that the county's
[1:45:49]
probably in a good position to do that
and

uh bart west has always done a good job
before

so where are we going to pay for the 109

the police department bought a case of
the test so if the pd or somebody will

use their tests as well and then of
course purchase them for those that will

come in and do weekend check-ins or
time on their sentences on their days

off those kind of things so
all information getting tested prior to
[1:52:59]
being booked in the facility to not
um spread that throughout the field in
[1:53:04]
such a confined space so what happens if
they test positive

and they've been arrested
we do our best either see if we can cite

them and release them give them a court
date or
[1:53:15]
um if that's not possible if it's a
felony crime or something we can't

release them on them
try to make movements around to
[1:53:21]
segregate them
and just enhance our cleaning and

sanitation in that cell

control they're leaving all of that
equipment on there the only thing

they're pulling out is the radio because
they use a different radio system than

is the biggest so we'd have to travel to

time and energy in trying to collect

taxes on the property
patent and mining claims have such a low
[2:02:02]
tax base that many of these sit idle and
undeveloped
[2:02:07]
year after year after year they are
forgotten pieces of property and the
[2:02:12]
opportunity they offer
is also forgotten and neglected
[2:02:17]
with today's mining technology and the
changing demand for minerals what once
[2:02:22]
was were considered
unusable could in today's market be a
[2:02:27]
viable mining operation producing more
jobs
[2:02:30]
revenue and taxes
i'm working with the mining engineering
[2:02:34]
company out of reno
and my plan is to assay the claims to
[2:02:39]
determine what minerals
and metal metals are available
[2:02:44]
my family has lived in nevada for five
generations i know the history and
[2:02:49]
importance of mining to our communities
and to nevada as a whole
[2:02:54]
every mine in nevada started with one
claim and one discovery am i i'm excited
[2:03:00]
about the opportunity
for this claim in persian county
[2:03:04]
and for the next discovery
i'm asking you for the opportunity to do
[2:03:09]
this
to change the status quo and to improve
[2:03:13]
the community and the county

uh there's a uh essentially a
deed that's issued in trust with a clerk

and it's considered county property

somebody such as this gentleman can come
before the commissioners and make a
[2:04:10]
petition for permission to go on to that
property for no more than six months and
[2:04:15]
explore the minerals
that person can't take more than 500
[2:04:19]
pounds or
from the site
[2:04:23]
and at the end of the six months
the petitioner if he or she so
[2:04:28]
if they want they can request or they
can execute a deed
[2:04:32]
and they can pay the value of the
delinquent taxes to actually get title
[2:04:37]
to that property and so i've looked at
the petition and the petition and
[2:04:40]
affidavit i mean all the stats short
requirements my recommendation the board
[2:04:44]
will be to grant it and the way that it
works is this board orders and grants
[2:04:50]
him permission through the minutes of
this meeting
[2:04:53]
to enter onto those two properties that
he's petitioned access for
[2:05:00]

times that i literally

my son back to reno on some days

about is that we would ask kyle swanson

county has a good relationship with

defense attorneys we you know we've
mentioned kale brock

probably be interested in getting that

standby fee and then an hourly grade for
doing

a pretty simple hearing
over the weekend

but for sure there's a statute that
comes into put back on july 1st it

allows jps and neighboring jurisdictions
to function as jps
[2:20:53]
in avery county for this particular for
this exact type of scenario
[2:20:58]
so when jed stevens is unavailable
she can get a hold of another justice of
[2:21:03]
the peace who can do this fail here
and you can do that with other da's
[2:21:10]
it's just public defenders that we're
having the issue with correct yeah but
[2:21:15]
there's public effect there's other
defense attorneys who
[2:21:19]
will be interested in doing this
but yeah

i'm sure steve knows
way more than i do
[2:21:26]
that he can reach out and you know steve
will develop his own plan for what works
[2:21:30]
best for him in his office
and the three of us along with the
[2:21:34]
sheriff will get together
and we'll come up with a cohesive plan

aware that there's going to be some
