[7:03] We did hear about this, and we got some information on this at our last meeting.

[7:08] At that meeting, the seller was not identified, in part because the seller was still working

[7:14] through their process with their counsel.

[7:32] Policy Analyst with the CAGRD. And yes, so this will be a hopefully a successful vote

[7:40] to recommend approval of this agreement. Just a reminder of the terms of the agreement.

[7:47] These are 10,000 long-term storage credits that we will be acquiring.

[7:51] 5,000 of them are in the East Valley at the New Magma GSF.

[7:56] 5,000 of them are in the West Valley at the Hieroglyphic Mountain USF.

[8:01] We are going to pay $550 per long-term storage credit,

[8:05] so it's a total cost of $5.5 million for the 10,000 long-term storage credits.

[8:11] As the Chair mentioned, the Thon Optimization Legislative Council did approve this agreement

[8:17] earlier this week and with a recommendation from this committee today, this will go to the

[8:22] CWCD board in November for their approval. Just to show what we, the data we have on recent

[8:31] acquisitions in the Phoenix AMA, we think it demonstrates that this pricing is within the

[8:37] current market for long-term storage credits in Phoenix which is going up all the time.

[8:47] Again, some additional information on that, and that's pretty much what I have.

[8:52] I will be happy to answer any questions that anybody has about this.

[10:48] Next item on our agenda is a discussion on the revised CAGRD annual membership dues policy.

[10:56] And we have a CAGRD manager, Laura Grignano, to talk a little bit more about this.

[11:07] For the record, my name is Lara Grignano, CAGRD Manager.

[11:12] Today, this item is step one for discussion of proposed minor modifications to CAGRD's policy of the collection of our annual membership dues.

[11:24] And you may recall that earlier this year,

[11:28] CWCD was successful in amending CAGRD's annual membership dues calculation for member lands

[11:36] through the passage of House Bill 2191.

[11:41] And this amendment decoupled the member land reliance from projections in the plan of operation

[11:47] and based the calculation on projected groundwater use per lot

[11:51] and the total number of lots enrolled in the GRD.

[11:55] And if you recall, we did this to prevent AMD

[12:00] or annual membership due rate shock and inequities between AMAs

[12:05] when moving from one plan of operation to the next.

[12:09] So moving into the 2025 plan as statutes were written

[12:13] would have caused great instability in those rates.

[12:18] So that was done successfully.

[12:22] So today we just are bringing our board policy on the collection of AMDs to the committee to just make sure that that policy now aligns with what was changed in statute earlier this year.

[12:35] So most aspects of the methodology that staff uses to implement the collection of AMDs are specified in statute.

[12:43] It's very prescriptive.

[12:45] Our policy just adds some additional description of the supporting data that we will use to carry out implementation.

[12:56] So, there are in your packets, there's a red line version of the revisions in the policy.

[13:04] Again, they're very minor, but the first proposed revision outlines how CAGRD staff will calculate the projected groundwater use per lot.

[13:14] and that's a new term in statute.

[13:18] And we talk in the, if you refer to the red line version,

[13:25] it reads, staff will calculate the projected groundwater use per lot

[13:29] by using the five year rolling average of groundwater use

[13:33] of all member land constructed lots.

[13:36] So that's just setting out to our staff

[13:39] and to our stakeholders how we will be calculating that.

[13:43] And then the second revision, and that's on the last page of the policy.

[13:51] The second revision just clarifies when a newly enrolled member service area must begin paying annual membership dues,

[13:59] and that will be based on the timing of its enrollment.

[14:02] So the revision, again, in red line reads,

[14:08] if a member's service area is newly enrolled before December 31 of a given year,

[14:14] it will be responsible for paying annual membership dues the following year

[14:18] when the MSA invoices are sent out in mid-August.

[14:22] So next year, for example, EBCOR is just recently become a new member's service area

[14:28] for its West Valley system.

[14:31] Next August in 2026, we will be invoicing EBCOR for their new MSA for 2025 annual membership dues.

[14:40] So we just wanted to make sure that that was clear to our members when those dues would be collected.

[17:44] going to be scheduled and held and they were held last week both the Tucson and

[17:50] Pinal AMA public hearings were held on October 9th on last Thursday the same day

[17:55] as the CWCD board meeting and then the following day on Friday October 10th we

[18:01] held ADWR held the public hearing for the Phoenix AMA on at 9 30 on Friday

[18:08] morning. There were no comments received at any of the public hearings.

[18:16] There have been

[18:17] two written comments submitted to the ADWR docket supervisor, and they've then sent those

[18:26] to CAGRD. Those two comments, all of the comments will be posted on ADWR's website,

[18:35] but those two comments that were received both are in support of the approval of the 2025 plan of operation.

[18:44] One letter came from the Arizona Municipal Water Users Association, or AMWA,

[18:50] and the other just came today from Maricopa Standfield Irrigation and Drainage District.

[18:57] So good news on that front.

[19:00] The public comment period goes until tomorrow at 5 p.m.

[19:05] So we could still receive additional written comments.

[19:12] And I will put a link in next month's committee's packet

[19:17] so that you can see all of those comments

[19:19] once they're posted on ADWR's website.

[19:22] But so far, good news in support of the plan.

[20:23] that we can make our members pumping consistent with the management goal in each AMA.

[20:28] So the department expects before the end of this year to make its final decision and issue

[20:34] their decision and order.

[21:32] This will be our final meeting of the year of this committee, hard to believe.

[21:36] And I think I just want to note that it's really nice that we can end it with a lot of this information because last year we had so much other stuff going on.

[21:45] And I think a lot of these regularly occurring items got pushed out to our first meeting

[21:51] in January.

[21:52] So it would be kind of nice to at least look forward to completing all of our 2025 business

[21:58] in 2025 and looking forward to starting off the new year with our whole new set of

[22:04] issues that we will be tackling.

[22:07] I'm also going to say, and I'm just going to take a moment just to, before public

[22:10] comment, before I turn to Ms. Casey and say, do we have any public comments?
