[2:02] to you about leadership in a community poll. First, leadership. You have been

[2:06] elected by us. We trust you to make decisions that represent our collective

[2:11] voice and serve our best interest. Being a leader means sometimes making tough

[2:15] and unpopular decisions. When those moments come, it's absolutely essential

[2:18] that you do two things. First, share your vision clearly and broadly and

[2:22] enable us to understand the why behind the decisions. And second, guide us

[2:26] through the changes with patience, empathy, and transparency. Doing this

[2:30] builds trust and unity. Yet, what we've heard so far about the Project Skyway

[2:34] Pine Island data center is vague and unsettling. In a personal conversation

[2:37] with a council member, we learned that the vision for Pine Island is to grow to

[2:41] 10,000 residents. Why? The only real answer we've received so far is growth.

[2:47] Again, why do the residents want this? Moreover, rather than engage us

[2:52] patiently, you have told us what is happening without much room for

[2:56] dialogue. If the elementary school can email me 13 times per week, you, our

[3:01] most important leaders, should be able to inform us transparently and

[3:05] respectfully about one of the largest data centers in the country. As our

[3:08] leaders, you hold a position of great responsibility, and we hold you to

[3:12] higher standards. It is your duty to be kind, patient, and empathetic. We don't

[3:16] have all the information, and quite frankly, neither do you. So why aren't

[3:20] you holding our hands, standing with us, walking us through this process,

[3:25] building trust instead of suspicion? Which brings me to my second point, the

[3:29] community poll. We've talked with friends, neighbors, parents, and

[3:32] residents. Based on those conversations, we believe about 80% of the residents

[3:36] oppose the data center. However, the same council member I mentioned before

[3:39] said you think the opposite. That 80% support and only 20% oppose. This

[3:44] disconnect is troubling. Decisions this significant cannot rest

[3:48] on belief. They require clarity and democratic input. I'm asking you to

[3:52] please hold a communitywide poll asking every resident what they want. I offer

[3:57] my experience. I've spent two decades working with large-scale representative

[4:00] survey data. We have the need. We have the tools. And we can and should run a

[4:05] fair and transparent community poll. Thank you.

[4:24] just before the February 4th tax abatement hearings, Elizabeth Howard

[4:29] accused me of presenting misleading tax impact numbers. I then listened as she

[4:35] and other city officials spent 40 minutes overwhelming residents with

[4:40] information that obscured the true cost of abatement requested by Ryan

[4:44] Companies. I call that a snow job. An abatement never creates property tax

[4:50] revenue. It is money the city chooses not to collect, shifting the burden onto

[4:57] local taxpayers. Every dollar the developer does not pay

[5:02] must be paid by residents and local businesses. Payments were meant to help

[5:07] new or struggling businesses, not to subsidize corporations with vast

[5:12] resources. A multi- trillion dollar corporation is not needy.

[5:18] To make this clear, here's a simple math problem.

[5:22] Ryan owes a city 167 million. Instead, Ryan pays 131 million, gives 3 million

[5:30] to the community and 23 million to the schools. How much did Ryan not pay the

[5:35] city? 167US

[5:39] 131 equals 36 million.

[5:44] Poundland just gave away $36 million, a 22% property tax break for the benefit

[5:51] of a trillion dollar corporation. residents and local businesses will make

[5:56] up that $36 million through higher property taxes.

[6:01] It is unbelievable to me, but it happened. After the herring, even Ryan

[6:08] companies acknowledged that the data center developer likely Google

[6:14] should not have requested this abatement just as Microsoft has stated is the

[6:19] right thing to reuse local property tax abatements.

[6:43] just here in uh representing the Independent Order of the Oddfellows. Um

[6:49] a lot of you might not have even heard that it existed. I didn't either until

[6:53] somebody suckered me into it. Um but anyway, I've learned a lot um since

[6:58] joining a year ago. Um we currently um we've increased the membership um to 12

[7:05] members and several have inquired since then. Um it was kind of an organization

[7:11] that in town was kind of uh just sitting in limbo and so we're kind of

[7:17] rejuvenating it. um the the Oddfellows the idea is to give back to the

[7:24] community and we are um kind of uh we're we're slowly working on ideas working

[7:32] with other organizations like the Lions Club, like the Legion to um do some

[7:37] different things for the community, do some fundraising things like that. Um

[7:41] but um with that, we also had a lot of updates to do. Um we have um we are we

[7:49] own a the Oddfellows owns a building in town here that needed a lot of updates

[7:54] and so through the help of the state um Oddfellows organization we've been able

[8:00] to get secure a loan to get some things done. So we've had there was a lot of

[8:04] water damage. We've got new roofing. We've got we've done a lot of work to

[8:08] the inside. Um, and so we've done some repairs to the post office that rents

[8:15] from us. And, uh, so kind of our goal is to get the front of that building

[8:21] looking like a like a new old building. And so it's it's getting there. And uh,

[8:29] and so anyway, I just wanted to stop in and um, let you know that it exists. And

[8:35] if anybody's interested or you know somebody's interested in giving back to

[8:38] the community, come come reach out to us. Thank you.

[11:03] plan third preliminary flat taking this one right

[11:13] » I can start out on this one Mr. Mayor. Um,

[11:18] an application for preliminary plat um from Big Low Homes for Pine Prairie

[11:23] third edition. Um this is an extension on to um Elkrun Drive Southeast um down

[11:29] by the elementary school. It's that northern road in that development. Um

[11:33] it's the development continuing north. Um so it will be approximately 13.8

[11:38] acres. I believe roughly 28 lots would be created. Um it is currently zoned

[11:45] agg. Um we're anticipating a reszone application being filed um to get that

[11:49] updated to the correct residential zoning. We did receive that in the mail

[11:53] today. Um so that will be good to go for the final plat approval um next month.

[11:59] And then um we did have a public hearing on this

[12:03] um with the planning commission back on February 10th. um notice was published

[12:09] and mailed to all residents within 350 ft of the proposed plat. Um the planning

[12:15] commission did approve that unanimously um to move it on to council. Um I can

[12:20] pass it over to Craig. Um there are a few uh engineering conditions of

[12:26] approval that we have in the uh resolution here for administrative ones.

[12:30] Um we have like like most plats um we'll need a updated survey or title work um

[12:37] for the county attorney or the city attorney to review um and then my other

[12:42] um condition was the submission of that uh reszone which we did receive. So I'll

[12:47] pass over Craig and he can kind of run through the engineering requirements

[12:50] still. >> And this is on the east this would be on

[12:53] the east end correct >> correct?

[12:56] » Yep. On the north side of the waterway on the east east side. So, yep. Um,

[13:01] mayor and council, good evening. Um, the couple of the conditions that I wanted

[13:05] to outline and and Stephen hit on one of them and that was the reszone. So,

[13:09] again, right now it is currently zoned agricultural. So, uh there'll be a

[13:13] resone request with a final plat application and the uh the other one is

[13:18] the u um in the uh report. It's number one. Currently, there's a 30-foot outlot

[13:25] um on the west side of the uh of the uh property, and we're asking that to be 40

[13:30] feet wide. And what that would do is give us a little more room to um have a

[13:35] connection. Um most of the time that would be used as a pedestrian

[13:39] connection, but we are looking at an emergency access to from the school um

[13:43] to this uh development here. So um so that would be a good point of

[13:47] connection. Uh the developer Tony Biglo is here um with us tonight. So um he is

[13:53] in agreement with that uh condition as well. Um the other um conditions are

[13:57] just engineering related uh that um to submit with the final plat the final

[14:02] plans and things of that sort. So um staff is recommending approval.

[14:16] » Yep. So it'd be a path. So, um, likely a 12t wide path and then there would be a

[14:22] crossing over the waterway there, too. So, that would likely be a bridge

[22:37] March 26th for the uh u upcoming street project. That would include uh Willow um

[22:45] circle. Um it would include the um the water main extensions around that area

[22:50] too. um and the sewer to ex um to serve the uh development and um also third

[22:56] street first avenue and uh second street southeast. Um Main Street was included

[23:03] in the original uh feasibility study and uh uh and the project um and that was

[23:10] mainly because the county was planning to um construct that roundabout in 26 so

[23:16] this year. Um then that got bumped to 27. Um but we were going to still

[23:22] install the utilities. We've got some sanitary sewer that's aged. It's um it's

[23:27] not able to be televised. So um there's um it's in it's in need of replacement.

[23:33] Uh but in talking with the county, they feel it's better that that gets pushed

[23:36] until next year when the uh roundabout project goes in and then the

[23:41] reconstruction reconstruction of those two blocks from uh center street up to

[23:46] second street will be completed next year as well. So um so in the resolution

[23:50] you'll see that second whereas where it says we're looking at completing that in

[23:55] 27 instead of this year. So would have been nice to get it done this year um to

[24:00] put Todd's and many of ours minds at ease but um we'll we'll hope that it

[24:06] hangs out for another year >> getting by the county.

[24:13] » Yeah. And there was a a neighborhood meeting last Thursday night uh and some

[24:19] residents came. Uh there was some discussion about sidewalks um that staff

[24:24] will meet about and uh uh talk about right now. Uh sidewalks are in the plans

[24:30] um except for except for in Willow uh because that's there's not an immediate

[24:35] connection there to any other um sidewalk or pedestrian facilities. Um so

[24:40] uh but in the the uh third street and first avenue area we do have them

[24:45] currently designed on both sides of the street. So same as second.

[24:49] » Have you been able to have any updates from the county regarding the bridge

[24:53] project out there and what that might do to for

[24:57] construction and those >> Yep. Yep. So they are going to they've

[25:01] got a precon actually that's going to be in a couple weeks here next week or the

[25:06] week after. So, uh, we'll go to that, but that will be, um, something that's

[25:10] going to be done here this, uh, this summer. I don't remember the exact dates

[25:13] of the closure, but it's, uh, sometime in May. So, they want us in there, um,

[25:18] get the they're going to reclaim the the street and then the utilities would go

[25:22] in and then they'd work on the bridge. Uh, so that detour will be set up all

[25:27] summer. >> I believe May 15th was the date of the

[30:29] points in time. They were busy over the weekend just they weren't see

[30:44] one title right now. Uh we've got I think three books here, one book at DMV

[30:49] and I think I've got two at the library left. So, if anyone still needs to grab

[30:53] a copy of Give a Girl a Knife, which is our community read, we've got like five

[30:57] or six copies left to give away. Otherwise, we can definitely uh request

[31:01] them and get them checked out to them from another library. Um, but

[31:06] programming has been going really well for that. We've had uh I think 10 people

[31:09] at one event, 13 or 14 at the other one, and we had 10 people, which is like

[31:14] three or four more than usual at book club this morning. So, yay. Um,

[31:19] Saturday's program is all about jam making. We're having a jam making

[31:22] demonstration. If you want to come, please do. Uh, if you want to come and

[31:26] get a free sample of jam, let me know so I can get you on the list. Um, that'll

[31:31] be at the United Methodist Church um at 2 2:30 on Saturday.

[31:37] Otherwise, we have a wild rice presentation. It's basically talking

[31:40] about the importance of the grain uh from an uh master naturalist on the

[31:45] 26th. and that'll wrap up our one town, one title programming. So, lots of good

[31:50] feedback that I've received on that. Otherwise, the book sale we did over

[31:54] Winterfest almost made $400. So, thank you everyone for supporting the library

[31:59] with both donations and purchases. And the other thing I just highlighted

[32:04] with my report this month was just a snapshot of what I've done since the

[32:08] last council meeting in the community. So, uh, we do a lot of behind the-scenes

[32:12] work and I just wanted to kind of showcase just a little bit of that. So,
