[30:39] i forget who tells me
[30:42] is any of these places have they been in

[30:46] selling at all no not that we've ever
[30:48] had any reports on these are primarily
[30:50] um
[30:51] retail establishments okay uh not bars
[30:53] or drinking establishments
[30:54] a lot of times you'll see kids will try
[30:57] to go in and buy
[30:59] with a fake id so that's why i was just
[31:00] wondering yes and periodically the abc
[31:03] will come and do spot checks
[31:04] um so we don't have any records of these
[31:07] retail establishments having violations
[31:09] for underage drinking or
[31:10] sales to minors okay i moved to approve
[31:14] is there a second
[31:22] all opposed same sign item f
[31:26] approval of staff request to use up to
[31:28] 40 000
[31:29] in funds from the pittsburgh public
[31:32] library building
[31:33] annually to replace the city
[31:36] the drive sprinkler system at the
[31:38] library
[31:39] mayor commissioners i'd be i'm deb
[31:41] clarkson director of the pittsburgh
[31:42] public library i'd be happy to try to
[31:44] answer any questions you may have
[31:47] i bet my mind isn't isn't really a
[31:49] question because i'm i'm pretty familiar
[31:50] with these
[31:51] fire suppression systems forty thousand
[31:54] dollars and i know a lot of people are
[31:55] watching this on home
[31:57] forty thousand dollars is a lot of money
[31:59] but it's not a lot of money for a fire
[32:01] suppression system
[32:02] and a dry system is even more money than
[32:04] the wit system
[32:06] my point is that we have that i'm aware
[32:09] of
[32:10] at least two buildings in town that are
[32:11] really good solid buildings
[32:13] that they're going to need they're going
[32:14] to need repair but what's going to
[32:16] happen to
[32:16] them more than likely very very likely
[32:19] is they're going to get torn down
[32:21] at the citizens expense and what's going
[32:23] to cause them to get tore down is
[32:25] the the unability and the inability to
[32:28] afford the fire suppression system and i
[32:30] think as a city and as citizens we need
[32:32] to find a way to
[32:34] do something about this i'm not saying
[32:36] not doing it i'm not saying that at all
[32:37] the fire suppression system is great
[32:39] there's very little competition with it
[32:41] and it's very expensive to do
[32:44] you can spend 100 125 000 real easily in
[32:47] a fairly large building and so i
[32:50] think the 40 000 is a really good good price for dry
[32:54] system and uh and i support what you're
[32:56] doing
[32:56] but i just wanted to bring people's
[32:58] attention what a price this
[32:59] is and some really nice historic
[33:01] buildings at least one
[33:03] i'm really sure is going to come down at
[33:04] the citizens expense that's what's going
[33:06] to happen so
[33:07] i'm glad it's happening and i just
[33:09] wanted to bring that up okay
[33:10] another question for you larry why why
[33:12] would that be
[33:14] a citizen's expense because what happens
[33:17] is these buildings
[33:18] get turned back into the land bank or
[33:20] whatever and when you look at the cost
[33:21] i looked at a building that's a good
[33:23] solid building the building itself is
[33:24] solid
[33:25] and you can buy it at a fair price but
[33:27] it needs a roof and roofs about
[33:29] 70 thousand uh it needs 60 windows which
[33:32] is about 60 thousand
[33:34] heating air plumbing is going to be
[33:36] expensive but the fire suppression by
[33:38] itself in this one building is 241 000
[33:41] well my thoughts are on why would that
[33:44] be the citizen's expense
[33:46] it's it's not a citizen's expense to do
[33:47] it because the bill it won't be done
[33:49] nobody can afford will justify that kind
[33:51] of money so what happens is the building
[33:53] gets tore down at the citizens expense
[33:56] it gets turned over to the city
[33:57] county it's turned over the county and
[33:59] we've had it happen at least three times
[34:00] in the last two years that i'm aware of
[34:02] and there's a couple more that's on that
[34:04] road to help well
[34:06] my concern is the property owner of the
[34:09] building
[34:09] if he lets it get in that state of
[34:11] disrepair that it needs to be tore down
[34:14] we have an ordinance that says that he
[34:16] must maintain that property
[34:18] if he doesn't if he doesn't then the
[34:20] city can tear it down at the citizen's
[34:22] expense
[34:23] and put that on his tax rule i'm sorry i
[34:26] have a question about the actual agenda
[34:27] item
[34:29] on what which was the agenda item i have
[34:31] a question on the agenda item
[34:32] yes me bev you want to explain because
[34:34] i'm not sure everyone understands
[34:36] the funding for the library the annuity
[34:39] sure the annuity actually dates back to
[34:42] when the
[34:43] library renovation occurred in 1997
[34:46] and that's when the new part of the
[34:48] building was added to the library
[34:50] and at that time there were some
[34:52] hairline fractures found in the stone
[34:54] of the stone facade and the architects
[34:57] were unhappy with that with the quality
[34:59] of the stone
[35:00] and the result was that the contractor's
[35:03] insurance company
[35:04] decided to purchase a deferred annuity
[35:07] and
[35:07] it would provide at that time it was 405
[35:11] 000
[35:12] to replace the stone if needed in 2010.
[35:16] um if when the mature when the annuity
[35:19] matured
[35:20] in 2010 they examined the stone uh there
[35:22] was nothing wrong with it
[35:24] so at that time the city commission
[35:26] decided to
[35:28] put that money aside and to use it for
[35:30] any upkeep of the library building
[35:32] such as this so this is not technically
[35:36] taxpayer funds but money set aside to
[35:40] protect the library
[35:43] they are the questions on this agenda
[35:44] item i moved to approve
[35:46] second been moved to approve and second
[35:49] it
[35:49] all in favor say aye aye all opposed
[35:52] same sign
[35:53] thank you you're welcome chuck on
[35:56] we don't have debtors prison you know so
[35:58] if somebody gives up on a building
[36:00] they don't pay their taxes there's
[36:02] nothing you can do about it
[36:04] the law protects that and you'll go
[36:06] through three years of
[36:07] not paying taxes and you can't do a
[36:09] thing about it and during that three
[36:10] years
[36:11] the citizens of pittsburgh because you
[36:12] have to make sure the building's secure
[36:14] and i've seen this building the city
[36:16] comes down they put up chain link fence
[36:17] around it they put up
[36:19] plywood on the windows and whoever comes
[36:21] along and breaks the windows out and
[36:23] kicks indoors
[36:24] and it has to be redone again but since
[36:26] we don't have debtors president i'm
[36:27] certainly not saying we need them don't
[36:29] misunderstand that
[36:30] sometimes you'd like to but you have to
[36:32] go through the system
[36:33] and the law protects them so you go
[36:36] through three years of non-paid taxes
[36:38] and then the county takes it
[36:39] and then the county ends up giving it to
[36:41] the city of pittsburgh so now you're out
[36:42] four years
[36:43] and you spent money on on securing the
[36:45] building trying to keep people out and
[36:47] varmints out and what have you
[36:48] and that deteriorates and it
[36:50] deteriorates the neighborhood of places
[36:52] and buildings and housing that's close
[36:54] to them
[36:56] and then you end up having to tear them
[36:57] down well i understand what you're
[36:59] saying larry but hopefully you
[37:00] understand
[37:00] if you own a piece of property and
[37:03] you've made money on that property over
[37:04] the years
[37:05] and then it gets to a point where you
[37:07] can't maintain it i don't feel like
[37:09] the citizens should have to bear that
[37:12] call there's nothing prevents that
[37:14] person i understand what you're saying
[37:15] but if you something that can be said
[37:17] they can go bankrupt because
[37:18] some of these old buildings don't pay
[37:20] their way i've got one not paying its
[37:21] way but uh
[37:22] unfortunately my wife lets me make the
[37:23] payments so but uh
[37:26] so yeah but there's the law protects
[37:30] them
[37:30] you know that's federal you're not gonna
[37:31] be able to change that and so these
[37:33] buildings get deteriorated and they get
[37:36] so bad that it they have to be secured
[37:38] they have to be taken care of
[37:39] and they will end up coming down but
[37:41] fire suppression is a big piece of it
[37:42] you can afford a roof you can afford
[37:44] some things that you can do yourself
[37:45] but the fire suppression is one item
[37:47] that is really pricey
[37:49] and i give a bit of credit in those that
[37:51] have the money for funding for this
[37:53] because you know we got a wonderful
[37:54] library and that's a good price for a
[37:57] for fire to repair a fire suppression
[37:59] system i think you're right larry that
[38:01] this is an issue that we need to address
[38:04] uh at maybe one of our study sessions
[38:09] and get it resolved because it's we we
[38:12] the city
[38:12] wind up paying for a lot of these fire
[38:14] suppression
[38:15] uh installments so i think that's when
[38:18] we should be
[38:20] should come together and and brains
[38:23] brainstorm and see if we can't get
[38:25] something done about that
[38:26] issue just a point um the mayor
[38:30] is an ex-officio of the library board
[38:33] and
[38:34] i just want to give a shout out to matt
[38:36] bacon because i know that there we've
[38:37] had several
[38:38] opportunities for matt to help the
[38:40] library and
[38:42] that speaks very highly of your of your
[38:44] expertise and your willingness so thank
[38:46] you matt
[38:48] all right and we've approved that and
[38:50] moving on right
[38:52] consider the following appointments
[38:54] memorial auditorium
[38:56] advisory board consider staff
[38:58] recommendation to appoint two
[39:00] individuals
[39:01] to memorial auditorium advisory board
[39:03] and one individual
[39:04] filling an unexpired term effectively
[39:07] immediately
[39:08] and concluding on december 31st 2022
[39:12] and the other individual filling a first
[39:14] term effective january 1st
[39:16] 2021 and concluding on december
[39:20] 31st 2024 good evening
[39:24] congratulations mr mayor thank you
[39:26] commissioners we have
[39:28] two vacancies we have three individuals
[39:30] that have applied i've invited them here
[39:32] tonight to talk a little bit about their
[39:33] interest in the advisory board position
[39:35] can i ask you a question before we do
[39:37] that are is a memorial auditorium open
[39:39] to the public
[39:40] we are hosting a few small events right
[39:42] now good deal thank you
[39:44] absolutely with your permission i'll
[39:45] invite them up so briefly
[39:47] cooper would you like to come forward
[39:55] good evening my name is cooper neal i'm
[39:57] the band and orchestra
[39:59] uh teacher at pittsburgh high school
[40:02] um i've i've been a part of of
[40:06] many different productions um
[40:09] uh with theater at memorial auditorium
[40:12] um and the the relationship with
[40:16] memorial goes back a long way
[40:19] and i'm very interested in thinking
[40:22] creatively
[40:23] about ways that that building can
[40:26] continue to be
[40:28] used hence my application
[40:31] thank you thank you cooper
[40:36] seth
[40:43] say good evening hope i'm tall enough to
[40:46] hear me
[40:46] uh my name is seth harley and i've been
[40:49] a resident of
[40:50] pittsburgh for 11 years now i teach
[40:53] elementary music and theater at front
[40:55] neck for the junior high high school
[40:57] and the first time i set foot on uh
[41:00] memorial stage was 24 years ago and i've
[41:02] been doing community theater and ballet
[41:04] productions and
[41:05] a lot of stuff with the community for a
[41:06] long time so i'm very interested in the
[41:08] building
[41:09] and i think it's a i think it's a great
[41:11] uh facility for this
[41:13] community to have to have such a great
[41:15] opportunity for the arts in this
[41:16] community and i'm
[41:18] very interested in finding ways to make
[41:19] sure that it's uh it's a viable thing to
[41:21] continue having in our future for
[41:23] all of our community members and
[41:25] everybody so thank you for your
[41:26] consideration
[41:27] thank you sir ginger
[41:33] howdy again so
[41:36] last time i came and submitted my
[41:39] application i wore my lucky star wars
[41:41] mask
[41:41] that did not work in my favor last time
[41:44] so
[41:44] i wore my looking nintendo socks so
[41:46] we'll see how this goes
[41:48] but um i am ginger collie i'm the
[41:50] director of sales for the hampton inn at
[41:52] the kansas crossing casino
[41:54] i've been there for three and a half
[41:56] years uh
[41:57] and so i've been making my way up
[41:59] helping to support the community i personally have organized
[42:03] and executed
[42:04] over 300 similar groups and events
[42:07] it's kind of what i my role is there
[42:10] at the hotel um so
[42:13] not only that but i do all of our social
[42:15] media all of our
[42:16] marketing advertisement all of our
[42:18] corporate accounts all of our group
[42:20] stuff
[42:20] community relations community
[42:22] volunteering and everything like that so
[42:24] i think this is another way to use that
[42:26] skill set um to help a community
[42:29] i'm an avid theater goer and actually
[42:32] chris and i have worked together
[42:33] on several different projects and things
[42:35] over the last three and a half years
[42:37] so there's that as well and uh community
[42:40] wise
[42:40] with pct i've been in about three shows
[42:43] on the tech side
[42:44] and performance i've been in theater all
[42:46] of my life
[42:48] i was actually a equity candidate actor
[42:50] in south florida for about 10 years
[42:52] so i worked professionally doing that as
[42:53] well so i understand
[42:55] the creative side of the space but also
[42:58] the requirements from a business
[43:00] standpoint and so i think
[43:02] that could really add some value um to
[43:04] the events and possibility and
[43:06] flexibility of the space there
[43:08] and also i'm writing a new play that
[43:10] maybe we can
[43:11] perform there i don't know working on it
[43:13] for seven years so we'll see
[43:15] but um thank you so much for your time
[43:16] tonight and it was great to see you all
[43:18] again
[43:18] congrats come here
[43:20] [Music]
[43:25] please vote for two
[43:28] one for two one in each i got three people
[44:26] all right we've selected the top
[44:29] category ginger cauli
[44:32] and super neal
[44:36] so congratulations and i think you need
[44:38] a motion and then yes
[44:39] is there a motion can we do them both at
[44:42] the same time or one
[44:44] some of them do what he said
[44:48] okay like a motion to appoint ginger
[44:51] and cooper neil to the uh memorial
[44:53] auditorium advisory board and and
[44:56] the gender you've been selected for the
[44:59] uh
[44:59] unexpired term expiring in december 31st
[45:03] 2020 i take it
[45:05] 2022 22 22. 2022 yeah
[45:08] excuse me and cooper you will
[45:11] uh your term will expire 2024.
[45:16] mr said that's straight so there's a mo
[45:18] is there a motion
[45:20] second that's it there's been a motion
[45:23] in a second
[45:23] all in favor say aye aye all right all
[45:26] opposed same sign
[45:28] i'd like to thank you cooper you ginger
[45:30] and you
[45:31] set for coming forward and showing the
[45:34] interest in
[45:34] and applying for these boards ginger you
[45:37] said it before you you tried once
[45:39] you didn't work out too well but thanks
[45:42] for showing continued
[45:44] interest in being a part of this and
[45:47] my uh my comment to you seth try again
[45:51] thank you thank you thank you
[45:57] all right
[46:00] consider the following item b
[46:04] appointments planning zoning board of
[46:06] zoning appeals
[46:07] consider staff recommendation to appoint
[46:10] one individual
[46:11] to a first term effective january 1st
[46:14] 2021 and concluding
[46:17] on december 31st 2023 as a member of the
[46:21] planning zoning
[46:22] board of appeals and plan planning
[46:25] commission
[46:26] board of zoning appeals yes we have
[46:30] one opening remaining we have five
[46:32] candidates
[46:33] uh before i have those president come up
[46:35] i was going to let you know
[46:37] matthew casawara wanted to be here
[46:40] but uh he was not able to attend because
[46:43] he's getting ready to
[46:44] travel for the holidays to see his
[46:46] parents and so he had to go and
[46:48] self-quarantine so he was not able to be
[46:50] here
[46:50] but won't let you know if it weren't for
[46:52] that he would definitely be here and
[46:53] he's very interested
[46:55] and with that i'll have the candidates
[46:58] come up and
[47:00] talk about their desire to serve
[47:18] my name is bob gilmore i'm retired
[47:21] i was a member of i'm a retired plumber
[47:24] i've been a plumber for over 50 years
[47:27] and i currently serve on the county's
[47:29] planning and zoning
[47:32] i have served on the city of pittsburgh
[47:34] planning and zoning in the past
[47:36] and for just under 10 years i worked for
[47:39] the city
[47:40] of pittsburgh in the building inspection
[47:43] department
[47:44] so i dealt with the planning and zoning
[47:47] for many years before i went to work for
[47:49] the city i was on the planning and
[47:51] zoning board
[47:52] so i think i know a lot about the board
[47:54] and
[47:57] being retired i'm interested to stay and
[47:59] act even keeping my
[48:02] ears of the ground and seeing what's
[48:03] going on so i figured
[48:05] this would be a good spot to get back
[48:07] onto the board
[48:08] thank you bob
[48:14] honorable mayor city commission i'm
[48:18] mike hanika and uh i've been in the
[48:21] community for
[48:24] 15 years and i've been in construction
[48:28] most of my adult life and
[48:32] currently owned my own company of
[48:35] uh i do construction estimating and
[48:39] takeoffs and i also do
[48:42] uh foam slab lifting which is
[48:46] excuse me my mask is and uh
[48:50] my desire to be on the planning
[48:52] commission is just
[48:54] it kind of relates back to a story where
[48:57] my wife and i first moved here she's a
[49:00] lifelong
[49:02] pittsburgh resident but
[49:06] i was from a larger city topeka
[49:10] and i just wanted to get away and
[49:13] we moved away for six months and
[49:17] you don't know what you have until you
[49:19] don't have it anymore
[49:20] and so we moved back about
[49:24] six months to a year later and
[49:27] i want to be part of the community and
[49:30] do my civic
[49:32] service by helping i think i have the
[49:37] knowledge and creative ability to
[49:41] help the city grow towards the future
[49:44] and
[49:44] for the president as well so thank you
[49:47] mike thank you
[49:55] good evening mayor commissioners and
[49:58] congratulations
[49:58] chuck thank you cheryl my name is tim
[50:02] bell
[50:02] i live at 310 webster i'd like to thank
[50:05] you all for
[50:06] giving me the opportunity to address you
[50:08] tonight i am here seeking
[50:10] consideration for appointment for the
[50:11] board of zoning and appeals planning
[50:13] commission
[50:14] give you a little bit of history uh i
[50:16] moved here
[50:18] you know over 40 years ago
[50:21] 1979 i moved down here for the purpose
[50:24] of transferring from fort scott
[50:25] community college to go to psu
[50:27] um things happened
[50:31] uh went to work for a local contractor
[50:34] um decided i liked that better than
[50:37] going to school so i stuck with that
[50:40] and it worked out all right uh stayed in
[50:42] the construction field for
[50:43] many years and and building maintenance
[50:46] and eventually
[50:47] hired on with the city of pittsburgh in
[50:48] 1999 as as a
[50:51] building maintenance did more building
[50:53] than actual maintenance
[50:55] um some of the projects that i was kind
[50:58] of proud of was
[50:59] the renovation of the old uh commission
[51:02] meeting room and chuck you've got to
[51:04] remember that and patrick you probably
[51:06] do too
[51:07] um the uh
[51:10] parks and rec lincoln center you know
[51:13] renovated that
[51:15] and then also uh the
[51:18] airport the big mill hangar out there
[51:21] so just kind of that was kind of my building experience and getting
[51:26] involved with that in 2004 i was hired
[51:29] on as a building inspector
[51:30] and then left the city in 2015 as a
[51:33] building official
[51:35] served on board of directors for heart
[51:39] of america chapter for building
[51:41] officials
[51:42] presently i'm still a member of the hoa
[51:45] the heart of america chapter
[51:46] and also the icc the international code
[51:48] council
[51:53] during my time with building services i
[51:56] was afforded opportunity to meet and
[51:57] work with a lot of really nice people
[51:59] who made my job very enjoyable as you
[52:02] know most
[52:03] public positions it's not always
[52:05] glorious
[52:06] and sometimes a few people aren't so
[52:08] nice uh
[52:10] but i've tried to always see their side
[52:11] of the argument and i like to think
[52:13] uh it is a thorough discussion of both
[52:17] sides
[52:18] rather than an argument regardless i
[52:21] felt my job
[52:23] like yours was to serve public's best
[52:24] interest
[52:26] and mine more specifically was
[52:28] concerning fire
[52:29] life safety while working the public
[52:33] regarding
[52:34] building permits was most always a
[52:36] discussion with reference to zoning
[52:38] regulations
[52:40] building line setbacks whether it's
[52:42] pertaining to building
[52:43] or zoning district regulations building
[52:45] line setbacks accessibility
[52:49] requirements parking signage proposed
[52:50] building use or possibly even a variance
[52:53] request
[52:54] or particular for a particular project
[52:58] i was most often very much involved in
[53:00] conveying information to public about
[53:01] zoning regulations and standards
[53:04] and what options may be available if
[53:07] their plans conflicted with those
[53:08] regulations
[53:11] i believe it's important for the
[53:13] betterment of the community
[53:15] that we have regulations and standards
[53:20] and that they protect property owners
[53:22] investments
[53:24] as an established property owner myself
[53:26] i want to assure
[53:27] that mine as well as my neighbor's
[53:29] investment
[53:30] is protected from conflicts of use
[53:34] that may misalign from my neighborhood
[53:37] or
[53:37] a project you know determine
[53:39] predetermined model of the neighborhood
[53:42] as stated earlier we do need to have
[53:45] options
[53:46] or exceptions to the rule every case
[53:48] should be explained in a fair and
[53:50] equitable manner
[53:51] consideration for exception should be
[53:54] based on
[53:54] proposed use and the direct effects to
[53:57] the neighborhood
[53:58] and the community as a whole i feel that
[54:01] my
[54:02] i feel that i am the right candidate for
[54:05] a position that requires an
[54:06] understanding of code language
[54:08] ability to comprehend building site
[54:10] plans provide attention to details
[54:12] and the ability to make just decisions
[54:15] when revolving challenges or challenging
[54:18] cases
[54:19] and or unusual circumstances based on my
[54:22] previous experiences former building
[54:23] inspector building official and as
[54:25] private building contractor
[54:27] all would allow me to contribute this
[54:29] committee as an informed member
[54:31] and serve in a professional unbiased
[54:33] manner
[54:35] i thank you for your time and appreciate
[54:36] your consideration in filling this
[54:38] position
[54:38] thank you guys thank you tim
[54:48] good union mayor commissioners my name
[54:50] is martin
[54:51] dickinson i'm a lifelong resident of
[54:54] pittsford
[54:55] work history includes 13 plus years at
[54:59] mcnally pittsburgh in
[55:01] electrical engineering department and
[55:03] job site
[55:04] construction over union
[55:07] [Music]
[55:09] multiple years 10 plus years with the
[55:11] city of pittsburgh
[55:13] now i'm a small business owner
[55:16] invested in an interest in pittsburgh i
[55:21] want to see the city grow but in a
[55:23] proper manner
[55:28] i believe i can bring good value to the
[55:31] board
[55:32] and appreciate your consideration for
[55:34] this position
[55:36] thank you mark
[56:25] all right congratulations martin is
[56:28] there a
[56:29] motion to a point i i make that motion
[56:32] a bit of motion and a second second
[56:35] motion is second to approve martin
[56:37] dickerson to the bonus
[56:39] board of zoning appeals and planning
[56:41] commission
[56:42] all in favor say aye aye all right i'll
[56:44] pull the same sign
[56:46] once again guys my tim
[56:49] matthew well matthew wasn't here uh mark
[56:53] but martin anyway i just want to tell
[56:55] you guys
[56:56] that all of our boards are very
[56:58] important to us as commissioned because
[57:00] we take advice
[57:02] and from each and every board this board
[57:04] to me
[57:05] is very very important uh to the city of
[57:07] pittsburgh
[57:08] and i just want to say to me any one of
[57:11] you guys
[57:12] could have been on that board
[57:14] unfortunately we only had uh
[57:16] one position to fill because you have a
[57:18] wealth of knowledge and experience
[57:20] that would benefit that board all i can
[57:22] say
[57:23] is hey reapply next time there's an
[57:25] opening and thanks for your
[57:27] interest in it thank you all
[57:32] consider following item c
[57:36] request to change zoning considering
[57:38] consider the recommendation
[57:40] of planning and commission board of
[57:43] zoning appeals
[57:44] to approve the request submitted by
[57:46] sherry mendez
[57:48] to to change existing zoning
[57:51] a property located at 102 east 16th
[57:54] street from
[57:55] our 1c single family residence
[57:58] to cp 2 plan general commercial to allow
[58:03] a parking lot to be construction
[58:06] reconstructed
[58:08] all right thank you uh we had the
[58:10] request uh
[58:12] the property here's the first property
[58:15] in yellow right behind uh
[58:17] the corner of the mendez's business
[58:20] there
[58:20] it's outside of 16th street they own
[58:23] that property they have
[58:25] demoed that house what they're planning
[58:28] on doing with that is after it gets
[58:29] rezoned is to expand their parking lot
[58:31] because their business is
[58:33] being so successful with that
[58:37] came before the planning commission and
[58:39] it was approved unanimously
[58:41] to recommend that it be rezoned
[58:47] any questions about this
[58:53] second then move approved by don second
[58:55] invite patrick all in favor
[58:57] say aye aye aye i'll tell the same sign
[59:01] thank you thank you item d
[59:04] modification to fire department rescue
[59:06] seven persons
[59:08] specific specification
[59:12] considering staff recommendation to
[59:15] remove the pump
[59:16] tank hose and all other associated items
[59:20] from the specifications of a new rescue
[59:22] unit and use these funds saved by making
[59:24] this modification
[59:26] to purchase other equipment that will
[59:28] directly support the fire department's
[59:30] rescue
[59:31] capabilities
[59:35] mr mayor congratulations commission
[59:38] thank you for
[59:38] allowing me some time on the agenda
[59:40] we're seeking approval to remove the
[59:42] pump
[59:43] and the associated associated items from
[59:46] the new rescue 7
[59:48] we've looked at you know laws
[59:49] regulations i've talked with the
[59:51] director of public utilities
[59:53] and the police department we feel that
[59:54] we have an alternative means
[59:56] to clean highways that are more in line
[59:59] with best business
[1:00:00] practices and environmental regulations
[1:00:02] we don't see
[1:00:03] any operational problems removing the
[1:00:06] pump
[1:00:07] and we have identified some equipment
[1:00:09] that would greatly enhance
[1:00:11] the fire department's capabilities of
[1:00:12] rescue incidents
[1:00:14] so our intention would be to take funds
[1:00:17] saved from the pump tank and associated
[1:00:19] items
[1:00:20] and use that on the equipment that we've
[1:00:21] identified as
[1:00:23] you know significantly important to us
[1:00:26] well i have several questions about
[1:00:28] this yes sir and i'm just going to read
[1:00:31] a memo the background the primary intent
[1:00:35] of the pump on a rescue vehicle was to
[1:00:37] allow fire department to wash down
[1:00:39] accident scenes this practice is not
[1:00:42] keeping with the best
[1:00:44] business practices of the fire service
[1:00:47] and raises questions of compliance with
[1:00:49] current environmental standards
[1:00:52] and regulation after con consulting with
[1:00:56] the police chief and director of public
[1:00:57] utilities
[1:00:59] an attorney method of removing oil gas
[1:01:02] antifreeze and other
[1:01:04] roadway hazard has been agreed upon thus
[1:01:07] eliminating the need of the pump
[1:01:11] on this vehicle what what are the other
[1:01:14] means
[1:01:15] to uh to do away with
[1:01:18] the gas antifreeze and transmission
[1:01:21] fluid yeah
[1:01:21] fire apparatus will carry oil dry and
[1:01:24] they already carried
[1:01:26] rooms and shovels regulations allow us
[1:01:28] to dispose of up to 200 pounds of
[1:01:30] contaminated oil dry
[1:01:32] from any one incident anything that
[1:01:34] exceeds the 200 pounds
[1:01:36] i've talked with the public utilities
[1:01:38] director we'll be able to contact them
[1:01:40] and they will come out with sand and
[1:01:42] equipment and then
[1:01:43] they can dispose of it in accordance
[1:01:45] with their regulations
[1:01:47] so they could do that if we didn't
[1:01:48] remove the pump and firefighting
[1:01:50] apparatus from this truck
[1:01:52] they could still do that they could by
[1:01:54] small but smaller spills we would be
[1:01:56] able to handle ourselves
[1:01:58] well my uh
[1:02:02] my question is we don't buy fire trucks
[1:02:06] that often in the city of pittsburgh
[1:02:08] because we're a small city
[1:02:10] now i know large cities can buy numerous
[1:02:12] pieces of apparatus
[1:02:14] what are we going to do with it i'll
[1:02:17] continue on with what i want to say and
[1:02:19] then i'll ask you about
[1:02:21] but when we can't afford to buy a piece
[1:02:23] of apparatus we need to get the best
[1:02:25] bang for our buck and in my
[1:02:28] opinion is we need to leave the pump on
[1:02:31] that truck
[1:02:33] because we use it several times
[1:02:38] more than just as a wash down we use it
[1:02:41] and that truck is typically smaller than
[1:02:43] any piece of apparatus
[1:02:44] that we have and we use it in places
[1:02:47] where
[1:02:48] we can't get a large piece of apparatus
[1:02:51] we use it on dumpster fires in alleyways
[1:02:53] that we might not be able to reach
[1:02:55] uh with a large piece of apparatus we
[1:02:58] use it on grass fires
[1:03:00] and i worked for the fire department for
[1:03:03] 25 years
[1:03:04] and we didn't have a piece of apparatus
[1:03:06] like this that we will we did we had a
[1:03:09] a squad but that squad uh
[1:03:14] well you know it got old and re replace
[1:03:16] it but this piece apparatus
[1:03:18] i think with the current one we're going
[1:03:20] to be replacing
[1:03:22] that truck had the ability to fight
[1:03:24] grass fire
[1:03:26] not with uh with only the length of
[1:03:28] holes that it carried
[1:03:30] but that pump could be pumping water
[1:03:33] as we drove as the fire progressed
[1:03:37] so like i said you know i
[1:03:40] and you had did you have a committee
[1:03:41] that came up with the specs of this
[1:03:43] truck
[1:03:44] and they knew the needs of the citizens
[1:03:46] of pittsburgh
[1:03:48] and i think we handicap ourselves
[1:03:51] when we have not that often we can
[1:03:54] afford to buy a piece of apparatus
[1:03:56] that we need to be using it as a
[1:04:01] bunch of different things not only as a
[1:04:04] wash down
[1:04:04] i i think that was i don't like that
[1:04:08] that's only used as a wash down because
[1:04:10] it's not it's used on grass fires it's
[1:04:12] used on dumpster fires
[1:04:14] at a car uh rescue if if
[1:04:17] the if that gas was to
[1:04:20] ignite it would be nice to have a pump
[1:04:22] that we could fight the fire with
[1:04:25] so like i said uh the committee that put
[1:04:27] this together
[1:04:29] you know they they felt to me uh
[1:04:32] they met the needs of what our city's
[1:04:35] size is
[1:04:37] we need a piece of apparatus that we can
[1:04:39] use on a
[1:04:41] bunch of different things that it's been
[1:04:42] used on if if we take the pump off
[1:04:44] basically you have a truck
[1:04:46] that's sitting in the in the apparatus
[1:04:50] bay that's only used for rescue
[1:04:52] and you know in larger departments
[1:04:55] that's fine
[1:04:56] but in larger cities that's fine but the
[1:04:58] city of our size we need to spend money
[1:05:01] on something that we can
[1:05:03] be multi-dimensional and i just do not
[1:05:06] agree with this decision
[1:05:07] yeah the original committee's request
[1:05:10] was for a truck without a pump
[1:05:12] and through several discussions they decided to put a pump back
[1:05:16] onto this truck so originally they
[1:05:18] wanted one without
[1:05:20] the other thing is that we have a 2017
[1:05:26] squad apparatus that is very very
[1:05:28] similar in size
[1:05:30] quite capable of filling all those roles
[1:05:32] that you discussed in terms of dumpster
[1:05:34] fires and
[1:05:35] lead fires we don't we do not have many
[1:05:39] running grass fires in this particular
[1:05:42] city the last running grass fire that
[1:05:44] the our agency responded to was
[1:05:47] about a year and a half ago and it was
[1:05:49] outside
[1:05:50] the city of limits as far as motor
[1:05:52] vehicle accidents
[1:05:54] the rescue always responds with an
[1:05:56] engine in conjunction
[1:05:58] so there's always that capability to
[1:06:00] provide fire suppression and fire
[1:06:01] support
[1:06:02] and in most vehicle accidents we put
[1:06:05] extinguishers out
[1:06:06] and we handle whatever fires come from
[1:06:09] that
[1:06:10] with our extinguishers as i said the
[1:06:12] rescue will
[1:06:13] respond in conjunction with an engine
[1:06:16] anyhow because we need that type we need
[1:06:19] that level of staffing and opera
[1:06:21] and a vehicle accident so i hope that
[1:06:23] answers your question sir
[1:06:24] not really uh but you said we have
[1:06:26] another piece of apparatus that we use
[1:06:29] in that instance of where we can't get a
[1:06:31] large
[1:06:33] truck in uh for dumpster fires we do
[1:06:36] my thoughts are we always try to have a
[1:06:39] reserve truck
[1:06:41] and so we take the pump off this truck
[1:06:44] and the truck that we can use something
[1:06:47] happens to it then we don't have that
[1:06:49] truck anymore
[1:06:50] i just feel that the citizen would be
[1:06:52] better served
[1:06:53] to have a truck that is capable of
[1:06:56] fighting fire
[1:06:57] in case the other one has a mechanical
[1:07:01] problem uh i don't know where the rest
[1:07:04] of you are
[1:07:04] on this but we can certainly hold the
[1:07:07] existing rescue seven and move it into a
[1:07:09] reserve status
[1:07:10] well that's what i was going to ask you
[1:07:11] next are we going to keep that truck are
[1:07:13] we going to try to sell it
[1:07:16] the option the options are available to
[1:07:18] us whichever direction we feel
[1:07:20] is best to move the current rescue 7 on
[1:07:24] the used market probably is not going to
[1:07:26] generate
[1:07:26] a tremendous amount of revenue there's
[1:07:29] just not
[1:07:30] that particular piece of equipment is
[1:07:33] very unique
[1:07:34] and it's just not a very large market to
[1:07:36] sell that piece
[1:07:37] so we could actually keep it in reserve
[1:07:40] and
[1:07:40] station it out at uh number three that
[1:07:43] way
[1:07:44] the current brush truck which is what we
[1:07:47] have
[1:07:47] is a brush truck that's stationed out at
[1:07:50] number two
[1:07:51] the old rescue seven could move out the
[1:07:53] station number three and we would have
[1:07:55] that as a reserve
[1:07:57] so i still i hear what you're saying but
[1:07:58] i still think the citizens
[1:08:00] would be better served to have a truck
[1:08:03] that has the pump
[1:08:04] and the capability of fighting fire
[1:08:06] because we don't buy trucks that often
[1:08:08] we can't afford to so i would make a
[1:08:11] motion that we
[1:08:12] go i have a lot of questions oh oh god
[1:08:15] yeah
[1:08:16] i was on a roll yeah you were there are
[1:08:19] you comfortable with this decision
[1:08:20] absolutely okay yeah i just like to
[1:08:23] reiterate
[1:08:24] the chief inherited these specs um i
[1:08:27] know he worked back through his
[1:08:28] organization
[1:08:29] one of the reasons we hired him was
[1:08:31] because he currently
[1:08:33] has been working in the fire service
[1:08:35] he's got some great experience
[1:08:37] and i appreciate the comments but i
[1:08:39] would hope that we would let the fire
[1:08:41] chief run the fire department
[1:08:42] and would support his recommendation
[1:08:45] we've been through it
[1:08:46] you asked how about the rest of the
[1:08:48] board thought about this chuck
[1:08:52] uh as far as i'm concerned
[1:08:57] this proposal is brought to us
[1:09:00] by people who know more about this
[1:09:02] department
[1:09:04] than i do and as a result
[1:09:09] i think that if this is their decision
[1:09:12] this is what they need
[1:09:13] then i'm in favor of it well that's why
[1:09:16] i was against it because that was a
[1:09:18] recommendation to have a pump on the
[1:09:19] truck evidently
[1:09:21] and that got changed i thought it wasn't
[1:09:23] on the truck but then it was
[1:09:24] originally it was and there was i've
[1:09:27] talked with the apparatus committee
[1:09:29] about this extensively i've talked with
[1:09:30] the command staff about this extensively
[1:09:33] and i'm very comfortable saying that the
[1:09:36] staff
[1:09:37] is in agreement with me and would
[1:09:39] support this well that's all well and
[1:09:41] good and i can understand
[1:09:42] your conversation with the staff but to
[1:09:44] be honest with you
[1:09:45] i don't think the staff would say no
[1:09:47] we're not agree with the agreement with you so whatever
[1:09:51] your
[1:09:52] thoughts are i'm sure that's what they
[1:09:54] would agree to
[1:09:55] well i hope that the staff would be
[1:09:57] honest with me and offer their honest
[1:09:58] opinions and that's the way i
[1:10:00] i've come into this position that's the
[1:10:03] way i intend to lead
[1:10:04] leave the department certainly i you
[1:10:07] know i have the authority to make
[1:10:08] decisions at some point
[1:10:10] but i need honest input from the staff
[1:10:12] and that's why i've solicited
[1:10:13] or i feel i've solicited that from the
[1:10:15] staff as an
[1:10:16] ex-employer my staff never had much
[1:10:20] trouble
[1:10:20] telling me i was full of beans
[1:10:24] i've often had that occasion too sir
[1:10:28] i would make a motion to approve seconds
[1:10:31] there's been a motion and a second to
[1:10:33] approve all in favor say hi
[1:10:36] all opposed same sign i
[1:10:40] what would that vote count tammy three
[1:10:42] to two three two thank you thank you thank you chief i
[1:10:46] have a car man yes sir
[1:10:48] you know i didn't get to say it though i
[1:10:50] think it's wise not to wash this stuff
[1:10:52] down put the water you know these fuels and
[1:10:54] chemicals and things to the waste water
[1:10:56] that matt has to handle and the citizens
[1:10:58] have to put up with we have a
[1:10:59] sustainability committee we have these
[1:11:00] committees that can very concerned about
[1:11:02] the environment
[1:11:03] and it's a very big piece of everything
[1:11:05] we're doing as well and i think to look
[1:11:07] other ways to clean this stuff up and
[1:11:09] they're out there and the epa is going
[1:11:11] to make us do that
[1:11:12] pretty soon anyways so those things are
[1:11:15] on the short horizon
[1:11:16] so i think it's a good good plan to
[1:11:18] start doing that in other ways and
[1:11:20] washing it down to the
[1:11:21] storm surge we'll move forward
[1:11:24] thank you
[1:11:30] item e allocate allocation of funds
[1:11:33] community development
[1:11:35] block grant coronavirus response
[1:11:38] supplement
[1:11:38] cd cdbg cv
[1:11:42] consider approving the allocation of
[1:11:44] funds from the cdb
[1:11:46] cv grant program from the kansas
[1:11:49] department of commerce with the lord's diner flag
[1:11:54] church
[1:11:55] and wesley house each receiving eleven
[1:11:57] thousand
[1:11:58] six hundred and sixty six dollars in
[1:12:01] funding
[1:12:02] to support programs that provide
[1:12:05] access to nutritious foods during the
[1:12:07] covert
[1:12:08] nineteen crisis particularly program
[1:12:11] supporting children
[1:12:13] mayor mansell and commissioners um
[1:12:17] at the last commission meeting we
[1:12:19] allocated funds for the business portion
[1:12:21] of this grant
[1:12:23] we've we've since cut checks and
[1:12:26] have delivered those funds this is the
[1:12:28] meals portion of that grant and at that
[1:12:30] time i told you i would come back at the
[1:12:31] next meeting and talk about this
[1:12:33] there really are really there are only
[1:12:34] three uh applica good applications
[1:12:37] of organizations that actually do
[1:12:39] deliver food in the community
[1:12:41] we did get thirty five thousand dollars
[1:12:42] for that meals portion of that grant
[1:12:44] and all three of these organizations do
[1:12:46] provide uh
[1:12:47] services food related services to the
[1:12:49] community we just divided the money up
[1:12:51] equally amongst them and and
[1:12:53] are allocating them equal amounts so
[1:12:55] there was only three
[1:12:57] there were four applicants one of them
[1:12:59] was not really a food
[1:13:01] distribution activity and they were
[1:13:03] unresponsive
[1:13:04] do each of these entities uh serve about
[1:13:08] the same amount of people
[1:13:09] oh it varies dramatically and their way
[1:13:12] they go about it very dramatically as
[1:13:14] well obviously the lord's diner serves
[1:13:15] meals every night
[1:13:17] the wesley house is more like a food
[1:13:19] bank and then the flag church has events has
[1:13:22] community events where they distribute
[1:13:24] food
[1:13:24] and they work in conjunction with other
[1:13:26] organizations around the city
[1:13:28] and they all have had successful track
[1:13:30] records and delivering food to the
[1:13:31] community
[1:13:34] seacap meals on wheels wasn't the
[1:13:36] participant we
[1:13:37] didn't there was no application from
[1:13:39] them
[1:13:42] are there any further questions for
[1:13:45] a motion to approve second move by larry
[1:13:48] second by cheryl all in favor say aye
[1:13:51] all of those same sign thank you
[1:14:01] consider item f resolution number 1240
[1:14:05] consider approval of resolution number
[1:14:07] 1240
[1:14:08] amending resolution number 1238
[1:14:11] dated october 13 2020
[1:14:15] determining determining that the city of
[1:14:17] pittsburgh is considering
[1:14:19] establishing a rural housing in sydney
[1:14:22] district
[1:14:23] within the city to include a property
[1:14:25] annex
[1:14:26] into the city following the adoption of
[1:14:29] resolution number 1238
[1:14:35] congratulations mayor thank you
[1:14:37] commissioners um
[1:14:39] in october if you remember we had a we
[1:14:42] brought before you
[1:14:43] resolution 1238 which established
[1:14:47] eligible properties for the rural
[1:14:48] housing incentive district
[1:14:50] shortly after that we had another parcel
[1:14:53] approximately 8.4 acres
[1:14:54] annexed into the city spoke with
[1:14:57] a member of the department of commerce
[1:15:01] about the process if we need to go back
[1:15:03] through the entire process again to add
[1:15:05] that one parcel
[1:15:06] uh that that gentleman that owns that
[1:15:08] parcel was interested in getting it in
[1:15:11] to the rural housing incentive district
[1:15:12] at the time
[1:15:14] but based on timing we needed to wait
[1:15:18] the word back from the department of
[1:15:20] commerce is if we
[1:15:22] amend the resolution with a new
[1:15:24] resolution
[1:15:25] and um send them a letter stating that
[1:15:27] we would like to amend an
[1:15:29] ad as depicted in here parcel a15
[1:15:33] that's labeled you can you can see that
[1:15:36] that they would go ahead and approve it
[1:15:38] without going through uh the process we
[1:15:40] had done just before
[1:15:44] are there any questions for clinton
[1:15:48] there's no questions i move approval
[1:15:51] been moved by patrick
[1:15:53] second by larry all in favor say aye all opposed same sign thank you
[1:16:07] coordinate consider item g
[1:16:11] ordinance number g 13 17
[1:16:14] consider approval ordinance number g
[1:16:17] 1317
[1:16:18] amending sections 2-102-2-103-2-104
[1:16:25] and 2-105 of the pittsburgh city codes
[1:16:28] to update and streamline the uniform
[1:16:31] procedures and platinum requirements for
[1:16:34] subdivision
[1:16:35] including the pre-flatting conference
[1:16:38] preliminary plat final plat and short
[1:16:41] flat
[1:16:42] short form flat thank you mayor
[1:16:45] commissioners
[1:16:47] this is uh comes from the planning
[1:16:49] commission it was recommended
[1:16:51] unanimously
[1:16:52] these were the uh review uh
[1:16:55] changes that uh the city commission
[1:16:58] requested that the planning commission
[1:16:59] take a look at and trying to address
[1:17:01] some of the concerns that have come up
[1:17:02] on the
[1:17:03] planning process
[1:17:07] and we want to answer any questions you
[1:17:09] have
[1:17:11] any questions i do i'd like to see the
[1:17:14] difference between the
[1:17:16] two i noticed you have the changes here
[1:17:18] but what they were before
[1:17:23] and uh we're basing the changes on just
[1:17:26] bringing it up to speed as far
[1:17:28] see like what you're you're doing here
[1:17:31] this
[1:17:31] that's not in here is it with the red
[1:17:33] markings no
[1:17:35] what's in there is the ordinance to be
[1:17:37] approved okay
[1:17:39] and you're basing the changes on just
[1:17:40] bringing
[1:17:42] the terminology to current compared to
[1:17:45] the paper copies and that type of stuff
[1:17:47] before
[1:17:48] right previously it
[1:17:52] they tried to limit it to or
[1:17:55] only have the larger plats come in for a
[1:17:57] pre-planning conference
[1:17:59] staff would and recommend that
[1:18:02] we have everyone that wants to come in
[1:18:04] and do a subdivision to come through and
[1:18:06] do that to pre-planning conference
[1:18:07] trying to help
[1:18:09] get any questions answered quicker and
[1:18:12] get them through that uh
[1:18:14] process a little bit smoother on their
[1:18:15] end
[1:18:17] so regardless of the size of the
[1:18:18] development correct okay let's say be it
[1:18:20] uh four lot subdivision or four thousand
[1:18:22] lots of division
[1:18:24] we would still like to have them come in
[1:18:25] and talk to us before they go through
[1:18:27] this
[1:18:27] through their effort so they get a full
[1:18:30] pictures of what's necessary
[1:18:33] and it did a
[1:18:37] lot of the cleanup on
[1:18:40] you know having to submit 20 copies
[1:18:42] paper copies
[1:18:44] everything's done electronically now
[1:18:47] updating that are you able to go through
[1:18:51] from
[1:18:51] the first one and just say what was
[1:18:54] you know i see you have the red here but
[1:18:57] we're not looking at it here so
[1:18:59] are you able to kind of go through and
[1:19:00] walk us through it all right
[1:19:04] the pre-planning conference again that
[1:19:06] goes through wanting to have
[1:19:08] every plat that's uh
[1:19:12] to come through to have that sit down
[1:19:14] with the staff to go through
[1:19:16] the process get them familiar with it
[1:19:20] in this it gave a recommendation as to
[1:19:23] what they would have
[1:19:24] if they were to bring a drawing to that
[1:19:29] meeting a requirement that they do we
[1:19:31] just thought it'd be easier just clean
[1:19:32] it up
[1:19:33] then bring something or bring whatever
[1:19:34] they're going to bring
[1:19:36] there's not a requirement to bring
[1:19:37] anything at all they won't bring
[1:19:39] anything at all it'll just be a
[1:19:41] discussion is what's going on so we
[1:19:44] cleaned up the took out all that
[1:19:46] additional requirements there
[1:19:51] this uh the next one for preliminary
[1:19:53] plat looked at
[1:19:55] changing it to the electronic digital
[1:20:02] copies
[1:20:04] just cleaned up some language with the
[1:20:06] layout of the streets and general
[1:20:07] dimensions
[1:20:09] uh appropriate grades so yeah for most
[1:20:12] of uh
[1:20:13] our area grades are not that much of an
[1:20:15] issue out there
[1:20:16] if you start getting to uh more hilly
[1:20:18] country that's where you'd be
[1:20:19] a lot more concerned about cuts and
[1:20:21] fills and again
[1:20:22] with this looking at just a preliminary
[1:20:25] or just a
[1:20:26] initial layout on that they'll get into
[1:20:28] the more defined
[1:20:30] engineering and say move forward with
[1:20:32] the project so it'd be a little
[1:20:34] premature to
[1:20:35] have that required at that point in time
[1:20:40] again with phasing i'll say they'll do
[1:20:43] it with a lot
[1:20:44] it'll give us the information there's
[1:20:46] nothing there that's holding them to it
[1:20:47] so why have it included so you want to
[1:20:49] inspect that portion of it
[1:20:59] and was it uh for this number five this
[1:21:01] is where we cleaned up or just made it
[1:21:03] more
[1:21:04] explicit that uh folks are able to do a
[1:21:07] preliminary and a final
[1:21:08] at the same time excuse me one second
[1:21:11] cheryl
[1:21:12] if you look at this thing here it shows
[1:21:15] you what he's crossed out
[1:21:17] we don't have that no i do i know
[1:21:21] the girls don't have them yeah here's
[1:21:23] the desk over there okay
[1:21:24] that's understandable so um
[1:21:28] could we stop on that number five for a
[1:21:29] minute did the planning and zoning talk
[1:21:32] about because that's obviously
[1:21:34] you know that kind of is what spurred
[1:21:35] this whole thing um
[1:21:37] approving the preliminary in the final
[1:21:39] at the same time
[1:21:41] was there any discussion by the planning
[1:21:43] and zoning board on
[1:21:45] how that looks uh
[1:21:49] there was not a lot of discussion on
[1:21:51] that as it uh
[1:21:52] in that they know that if they don't to
[1:21:56] approve
[1:21:57] even though they may both be presented
[1:21:58] they can approve one and not
[1:22:00] the preliminary not the final or they
[1:22:02] can decide not to recommend either
[1:22:04] as well so they have because of the word
[1:22:06] may they have the option of
[1:22:07] doing none both or one or the other
[1:22:12] right and say regardless of
[1:22:15] any of the other they've got that
[1:22:17] authority too i i have a question
[1:22:20] concerning the elementary and final
[1:22:22] plaque being approved
[1:22:24] at the same time uh
[1:22:27] a couple developments that we have going
[1:22:32] we had neighborhoods that had questions
[1:22:35] about that
[1:22:36] very thing the preliminary and the final
[1:22:38] plot being approved
[1:22:41] at the same time uh you know it
[1:22:44] they called and voiced their opposition
[1:22:47] to this
[1:22:49] and i just don't what what is
[1:22:54] a good reason to do them at the same
[1:22:57] time
[1:22:59] it's done at the request of the
[1:23:01] developer if they have a timing
[1:23:05] a concern on their side in order to get
[1:23:07] a development uh
[1:23:08] moving forward at the speed that they
[1:23:09] would like to again this is all
[1:23:11] their request for the developer correct
[1:23:15] but my thoughts are i also like to know
[1:23:19] and hear from the neighborhoods
[1:23:23] if they are opposed to anything
[1:23:26] concerning the development and if you
[1:23:29] push the preliminary and final
[1:23:31] to be accepted at the same time it is not a benefit to
[1:23:39] the citizens and as far as the developer
[1:23:42] i mean is that or planning for or their
[1:23:45] part
[1:23:46] trying to push it through as quick as
[1:23:48] possible i mean if they're planning on
[1:23:50] developing
[1:23:51] something surely they have a little
[1:23:54] leeway
[1:23:55] between the final the preliminary and
[1:23:57] the final before it gets down to the end
[1:23:59] and say we got to do it now we gotta
[1:24:01] or we can't do it i it just seems like
[1:24:03] needs to be better planning on their
[1:24:05] part
[1:24:06] i'd like to see that not happen i like
[1:24:08] to see the preliminary approved
[1:24:11] and if there's any questions that
[1:24:12] anybody has then they see
[1:24:14] that they can come and ask them
[1:24:16] questions on the preliminary
[1:24:18] and i'm sure they could on the
[1:24:19] preliminary final
[1:24:21] but i just feel like we're trying to
[1:24:23] push something through
[1:24:25] and and we've seen citizens upset with
[1:24:29] this action so i would like to see
[1:24:33] a the time between the preliminary and
[1:24:36] the final
[1:24:37] left alone and what what is it now is it
[1:24:39] 10 days or
[1:24:40] 21 days what is it right now
[1:24:44] at the option of the city commission
[1:24:46] they are still able to
[1:24:48] approve a preliminary and a final at the
[1:24:50] same time i understand that but what i'm
[1:24:52] saying is
[1:24:53] for the benefit of the neighborhoods
[1:24:56] that might be opposed to this it seems
[1:24:58] like we're pushing something
[1:25:00] through too fast and i agree with them
[1:25:03] i don't understand why we can't do a
[1:25:05] plumbing area
[1:25:07] give it a few days and then do the final
[1:25:10] i don't i don't understand
[1:25:16] [Music]
[1:25:23] we are not the only community there are
[1:25:24] quite a number that do it
[1:25:26] looking up joplin they've got that
[1:25:28] option as well
[1:25:29] to do the preliminary and final at the
[1:25:31] same time
[1:25:33] as the schedule county wichita area
[1:25:35] there's quite a number of areas that do
[1:25:37] have it explicitly written out in there
[1:25:40] and many of the communities that say you
[1:25:42] do one than the other
[1:25:43] there's still always that option to do
[1:25:46] them both at the same time
[1:25:47] and there are cases where they are done
[1:25:49] at the same time even when they do say
[1:25:51] that
[1:25:52] they would like to see the preliminary
[1:25:54] and then the final account at a
[1:25:55] different time
[1:25:56] again it uh the choice of uh
[1:26:00] you know the city commission if it comes
[1:26:02] to you
[1:26:03] there's always that option to deny it if
[1:26:07] you so choose
[1:26:08] or deny approve part evidence in part of
[1:26:10] the day
[1:26:12] you don't have to approve both
[1:26:13] elevations we already have that it's not
[1:26:16] mandated that it has to happen it's just
[1:26:17] giving us
[1:26:18] you the option of making it happen if
[1:26:20] you think you
[1:26:21] have got enough input on it and you want
[1:26:22] to move it forward correct
[1:26:24] and the citizens can come to their
[1:26:26] council meeting as well well
[1:26:28] yeah the way i would envision it is if they did bring it forward
[1:26:31] together and the citizens came up and
[1:26:33] said hey we've got real issues and we
[1:26:34] haven't had
[1:26:35] the due process which i think was the
[1:26:37] initial the initial problem
[1:26:38] that the mayor's referring to then you
[1:26:41] guys can redirect it and say well
[1:26:42] you need to get out because one thing
[1:26:44] we've been clear about is
[1:26:46] you need to go out and meet with the
[1:26:47] citizens like we did on east quincy
[1:26:50] months before you start ripping into
[1:26:51] their street and pairing things up and
[1:26:53] we've learned that lesson this just
[1:26:54] gives us the ability to move it forward
[1:26:57] if it comes down to financing or some
[1:26:59] other circumstances where
[1:27:01] um it needs to happen and you're all
[1:27:02] comfortable with it and so are the
[1:27:03] citizens
[1:27:04] you know it's two or three lots i mean
[1:27:06] you know the examples we've been talking
[1:27:08] about are
[1:27:08] you know multiple lots of it if it's a
[1:27:10] development with you know before
[1:27:12] the citizen did come to a commission
[1:27:14] meeting both times
[1:27:16] and ghosts are our opposition to this
[1:27:19] preliminary
[1:27:20] and final being uh approved at the same
[1:27:24] time
[1:27:25] we heard from them but unfortunately
[1:27:29] we went ahead and proved it anyway so
[1:27:31] you know
[1:27:32] uh i think they felt like
[1:27:35] they really didn't have a voice in it
[1:27:37] they they came and approached their
[1:27:38] opposition but we did it anyway so
[1:27:41] i just feel like democracy you know
[1:27:43] maybe we should
[1:27:44] give it a little separation in between
[1:27:49] as we've said we have the right to not past that if it comes before us
[1:27:55] yeah but we can so we never have well
[1:27:57] but whose fault is that yeah but
[1:28:00] in all due respect we need to know the
[1:28:03] rules and regulations that are set forth
[1:28:06] already as far as
[1:28:07] subdivision rules and regulations
[1:28:09] because in july we
[1:28:11] it was a three to two vote against our
[1:28:14] own rules and regulations so
[1:28:16] i'd like to see it separated on the
[1:28:19] final and preliminary
[1:28:21] engine what did we what did july 28th
[1:28:24] before
[1:28:24] creekside east
[1:28:28] when we had boys from deer run the
[1:28:31] people came
[1:28:32] and the vote would have been
[1:28:35] if you vote to approve you were voting
[1:28:37] against your rules and regulations that
[1:28:40] were already in place
[1:28:41] and vote against was it was a three to
[1:28:44] two vote
[1:28:47] i said the rules are set up for you to
[1:28:49] be able to approve both at the same time
[1:28:51] currently
[1:28:52] it wasn't against the rules and rights
[1:28:54] it was against our usual procedures
[1:29:00] i think i'd like to make a motion to
[1:29:04] um tablet and more
[1:29:07] information i'll second it specifically
[1:29:10] what are you looking for cheryl
[1:29:12] in terms of more information what are
[1:29:14] you looking for well
[1:29:16] for one we need to be more informed on
[1:29:19] the rules and regulations of the
[1:29:20] subdivision
[1:29:21] because there is very little discussion
[1:29:23] at pnc
[1:29:25] and i do not feel like that
[1:29:28] it was discussed to a thorough
[1:29:32] extent okay so if we if we bring it back what are
[1:29:38] you looking forward to bring back
[1:29:40] what what what does camera need to do is
[1:29:43] there
[1:29:43] just okay more time i want to see it
[1:29:45] okay then i want to see
[1:29:46] the copy of the reports that you put
[1:29:48] together to make the decisions
[1:29:50] that you're doing right now and i i
[1:29:53] think there needs to be more discussion
[1:29:54] about it
[1:29:57] because i've been to every pnc meeting
[1:30:00] for the past
[1:30:01] two and a half years and during this
[1:30:04] time when this was all being discussed
[1:30:06] there was very little discussion it was
[1:30:09] like
[1:30:10] you know that and they would go through
[1:30:14] but nobody talked about it the how the
[1:30:16] whys and
[1:30:17] how comes so and when it comes down to
[1:30:20] the preliminary and the final plaid i do
[1:30:23] not believe that you should run them
[1:30:25] both
[1:30:25] through at the same time because you
[1:30:28] know
[1:30:29] lack of planning on a developer's part
[1:30:31] at some times to rush it through because
[1:30:33] weather's coming or otherwise there is a
[1:30:35] process and we need to follow it and i i believe
[1:30:39] that the preliminary needs to come
[1:30:41] through first
[1:30:42] and then i don't know right now right
[1:30:45] off top my head it was
[1:30:47] what 21 days later the final if
[1:30:50] everything's in place
[1:30:51] and it's all you know proper
[1:30:54] and it follows the rules and regulations
[1:30:56] i have no problem with
[1:30:58] going through with it but uh and you
[1:31:01] know as far as cleaning up the wording
[1:31:02] to bring it to up to speed
[1:31:04] that i'm okay with but i'm not okay with the final and the preliminary plan
[1:31:09] being approved at the same time so is
[1:31:11] tabling it going to change that yeah
[1:31:13] why shouldn't you just take the vote if
[1:31:14] you're if you're not if you're against
[1:31:16] that
[1:31:16] is there if there's nothing well i mean
[1:31:18] do you want to make it better
[1:31:19] or do you want to just run it through
[1:31:22] like then and then worry about it later
[1:31:24] that was what happened in
[1:31:25] july we voted for it and we're going to
[1:31:29] change it later
[1:31:30] so why don't we do it the right way the
[1:31:33] first time
[1:31:34] and then prove it well i think that i
[1:31:36] think it's just a matter of
[1:31:39] being a forwarder against the opinion of
[1:31:40] the board was it is better this is the
[1:31:42] final version what you're saying
[1:31:44] is well you don't like that they're
[1:31:45] separated but if you can't there's nothing cameron
[1:31:49] can do to unchain i mean
[1:31:51] right now the recommendation is they're
[1:31:52] separated so if you don't like it maybe
[1:31:54] it's because the opinion of the board
[1:31:56] was
[1:31:56] nobody said anything at all so you want
[1:31:59] him back go back so that's the board
[1:32:01] meeting
[1:32:01] well i just one i thought there would be
[1:32:04] more discussion about it because
[1:32:05] frankly i would like to know that more
[1:32:08] people have
[1:32:09] if you're on that board you need to know
[1:32:11] the rules and regulations of
[1:32:12] subdivisions
[1:32:13] so you know i know you do but you have
[1:32:16] these people that's the most important
[1:32:18] board
[1:32:18] we have do you have any comment on why
[1:32:21] the board
[1:32:22] didn't discuss it more was it i don't
[1:32:24] know if the board
[1:32:25] again i can't uh make people talk if
[1:32:28] they don't want to talk i
[1:32:29] i'm not going to give them a quiz how
[1:32:31] much they understand or don't understand
[1:32:33] what's going on through there
[1:32:34] all i can do is respond to what
[1:32:36] questions they had on it
[1:32:38] there were the marked up versions that
[1:32:40] were sent out in the
[1:32:41] packets and they were also available
[1:32:43] that day for anyone that came in
[1:32:45] and i don't i say i can't uh tell you i
[1:32:48] can
[1:32:48] only speculate and i don't want to do
[1:32:50] that okay
[1:32:52] well you're not every board member's not gonna be an expert in every piece of
[1:32:56] this you've got a plumber you've got it
[1:32:57] you've got a mechanical engineer you've
[1:32:58] got a contractor
[1:33:00] you've got an electrician now you have
[1:33:02] an architect which is wrong
[1:33:04] robin that's a separate board okay
[1:33:10] so uh if we table this i guess uh that's
[1:33:14] just
[1:33:15] twofold maybe bringing back the original
[1:33:18] with the markup so we know it's changed
[1:33:20] and two just really giving people more
[1:33:21] time to think
[1:33:23] no more discussion on their part
[1:33:26] because they so you're recommending that
[1:33:29] it goes back to planning and zoning for
[1:33:30] further discussion
[1:33:31] yes okay
[1:33:36] so um there's a motion on the table i
[1:33:39] don't yeah i mean that sounds good but
[1:33:41] that's not very i mean if your plans and
[1:33:42] zoning they're gonna
[1:33:44] we need to either direct them or maybe
[1:33:46] what i would recommend was since it
[1:33:48] already made it up here
[1:33:49] and what we're missing is the redline
[1:33:51] version which you brought up because
[1:33:52] you're like
[1:33:52] i'm seeing this for the first time what
[1:33:54] if we held it
[1:33:56] it's part of the public record anybody
[1:33:58] that sees it that wants to comment on it
[1:34:00] just like they didn't do it public at
[1:34:02] the plans and zoning
[1:34:04] can can come back to our next meeting in
[1:34:06] january and say
[1:34:07] well hey i've got here's my thoughts on
[1:34:08] it i don't know that going back to that
[1:34:10] board
[1:34:11] is going to do anything except have them
[1:34:13] go why
[1:34:14] what have they need to have a
[1:34:16] conversation why don't we just have that
[1:34:17] conversation
[1:34:18] up here in a month is that more is that
[1:34:20] work for you
[1:34:21] yeah and then that way we can get cheryl
[1:34:23] the red line version which i think
[1:34:25] is is a very good suggestion because i
[1:34:28] mean how do you know it changed if you don't
[1:34:30] see what was cut out and what words have
[1:34:31] changed
[1:34:32] so and is there some critical need to do
[1:34:33] it today versus
[1:34:35] no there's not it was just a desire to
[1:34:37] get it back for the group and
[1:34:38] again i said we weren't trying to hide
[1:34:40] what it was
[1:34:42] rather than have three different
[1:34:43] versions that you're voting on we wanted
[1:34:45] to have here's the ordinance
[1:34:47] and it was part of the planning and
[1:34:48] zoning packet
[1:34:51] so if we table this and bring it back
[1:34:54] will
[1:34:55] developers that develop
[1:34:58] properties in pittsburgh will they be at
[1:35:01] this meeting so we could ask their
[1:35:03] thoughts
[1:35:03] on what they might have uh
[1:35:07] advice on the preliminary and final
[1:35:10] being approved at the same time i'd like
[1:35:12] to hear from people that have done
[1:35:14] developments and what they
[1:35:16] did in the past and what their thoughts
[1:35:19] for the future is
[1:35:20] if that's what well well you need to be
[1:35:22] careful mayor because we can't just have
[1:35:23] a meeting where everybody's
[1:35:24] having a conversation i think it's all
[1:35:26] about procedure and following
[1:35:28] the state of kansas rules and
[1:35:29] regulations what should happen in the
[1:35:31] next month
[1:35:32] is for you all to go back to the people
[1:35:34] that have an issue with it or
[1:35:36] read the red line and come back as board
[1:35:38] members
[1:35:39] with your concerns and then the five of
[1:35:41] you discuss it but i mean otherwise
[1:35:44] i don't see any there's no mechanism to
[1:35:46] have just an open meeting by everybody
[1:35:48] at the town hall
[1:35:49] so we can talk to other developers and
[1:35:52] see
[1:35:53] what they think and kind of get a little
[1:35:55] bit more
[1:35:56] educated ourselves on yeah what would be
[1:35:59] real helpful is what you get
[1:36:01] give it to staff so they have a chance
[1:36:03] to have a real discussion with you
[1:36:04] rather than just you
[1:36:05] unloading in a month a bunch of
[1:36:07] information
[1:36:09] yeah and we're here i mean we're here if you want to come
[1:36:14] into city hall and sit down with cameron
[1:36:16] and walk through what you've got at the
[1:36:17] beginning of january whenever
[1:36:18] let's do that instead of just trying to
[1:36:20] but asking people's opinion is not what
[1:36:23] i'm i'm talking
[1:36:24] about right it's what you know er like
[1:36:26] to get a driver's license
[1:36:28] you have to follow the rules you have to
[1:36:30] take the driving test you have to take
[1:36:31] the written test and
[1:36:32] go from there that's what i'm talking
[1:36:34] about as far as this
[1:36:36] so when it gets down to that final and
[1:36:37] preliminary i just don't feel like they
[1:36:39] should be ran through at the same time
[1:36:41] and there is
[1:36:42] rules for that so so really it boils
[1:36:45] down to a difference of your interpretation and right the
[1:36:50] in there i think the 10 days that you're
[1:36:52] talking about that is 10 days for them
[1:36:54] to have the final plat
[1:36:56] in advance of the planning commission
[1:36:58] meeting
[1:36:59] it's not 10 days after the approval
[1:37:03] of the preliminary plat before you can
[1:37:05] submit
[1:37:06] it's only that the penny commission
[1:37:08] needs to have the final plat
[1:37:10] in hand 10 days before the meeting date
[1:37:14] during all those meetings ever that i've
[1:37:17] sat
[1:37:17] in on you can tell the guys or
[1:37:20] the developers who come in who have
[1:37:23] their ducks in line
[1:37:25] you know their paperwork is good they're
[1:37:28] everything is to the t then there's the
[1:37:30] ones who don't that look
[1:37:32] like they're rushing through it and
[1:37:34] that's that's what i'm talking about
[1:37:36] is staying true to the rules and
[1:37:38] regulations because
[1:37:39] you get the whole the whole spectrum
[1:37:42] there so
[1:37:43] that's that's just my thoughts why don't
[1:37:45] we just well it seems to me like
[1:37:47] we have uh the issue that you have
[1:37:50] is not doing the initial and the final
[1:37:53] together
[1:37:55] we already have the legal
[1:38:00] recourse so that doesn't happen
[1:38:04] the five of us do
[1:38:08] so what's the difference well i think
[1:38:10] just as a courtesy to
[1:38:12] madam president of the board that we
[1:38:14] should table for a month
[1:38:16] and she should spend some time with
[1:38:17] staff getting comfortable with this
[1:38:18] because it sounds like she has some real
[1:38:19] questions or you can just call for the
[1:38:20] vote today
[1:38:21] but i think that's what i'm hearing you
[1:38:23] have emotion on the table there's been a motion by sheryl and the
[1:38:26] second if i mean to table it
[1:38:28] until when first meeting in january
[1:38:32] yeah i mean that's like it's up to you
[1:38:35] yeah
[1:38:36] that's a month yeah so
[1:38:39] all in favor say aye all right all right
[1:38:42] all of
[1:38:42] the same signs so we will table this so
[1:38:45] cheryl
[1:38:45] i would encourage you to meet with staff
[1:38:47] absolutely so
[1:38:50] thank you thanks cameron thank you
[1:38:57] item h ordinance number s
[1:39:00] 1076 consider approval of ordinance
[1:39:04] number
[1:39:05] s 1076 fixing the salary and
[1:39:08] compensation
[1:39:09] of the officers employees of the city of
[1:39:12] pittsburgh kansas
[1:39:15] good evening congratulations mayor
[1:39:17] commissioners
[1:39:18] um so thank you for supporting our staff
[1:39:21] and all the hard work that's being done
[1:39:22] around the city
[1:39:24] in your november meeting you approved a
[1:39:26] two percent cost of living adjustment
[1:39:29] and we adjusted the salary ordinance
[1:39:31] accordingly on the minimum and maximum
[1:39:33] ranges
[1:39:36] so i have a question for you henry
[1:39:40] is there any way there's a section of
[1:39:42] this ordinance
[1:39:43] that i am not comfortable with
[1:39:46] and i've stated that last year
[1:39:50] so is there something that we can uh
[1:39:54] amend of this ordinance or we have to
[1:39:58] just follow what the ordinance says
[1:40:02] what is the amendment the the thing that
[1:40:05] i'm having trouble with employee
[1:40:08] section c city manager's authority
[1:40:12] employees salaries and wages may be
[1:40:15] increased by the city manager
[1:40:17] at a reasonable interviews intervals
[1:40:20] until the maximum amount is
[1:40:22] reached and may be allowed and paid from
[1:40:25] time to time
[1:40:27] the issue i have with it we budget for
[1:40:30] city employees raises
[1:40:31] every two years it's usually a two
[1:40:34] percent raise
[1:40:36] it's a morale issue
[1:40:39] when employees can receive
[1:40:44] raises when we don't budget them every
[1:40:48] other
[1:40:48] every two years and i would just like to
[1:40:52] see that portion removed if that's
[1:40:55] possible
[1:40:59] i mean if you know you'd have to call
[1:41:02] for a
[1:41:04] revote and move to amend
[1:41:08] that portion or to
[1:41:13] delete that that portion or
[1:41:17] just disapprove the the ordinance and
[1:41:20] i mean those are the options that you have when you
[1:41:24] consider an ordinance all right then i
[1:41:27] make a motion
[1:41:29] may i say something please go ahead so
[1:41:32] these
[1:41:32] intervals that you're talking about um
[1:41:35] our employees work really hard some of
[1:41:37] them get certifications so that
[1:41:39] i'm not talking about that but that's
[1:41:41] what's included in this no
[1:41:42] that's on down that's on down nothing
[1:41:45] not just the incentives
[1:41:47] if someone gets a promotion that doesn't
[1:41:49] happen at one finite time
[1:41:51] and so if people aren't allowed to get
[1:41:53] any in incremental increases or
[1:41:56] paid increases outside of your proven a
[1:41:59] cost of living
[1:42:00] adjustment that's really going to hurt
[1:42:01] morale i have employees coming to talk
[1:42:03] to me
[1:42:04] every day because they are underpaid we
[1:42:07] need a compensation study to really look
[1:42:09] at that
[1:42:10] we're not competitive in the market
[1:42:11] that's making our job difficult
[1:42:13] to get quality employees and to retain
[1:42:15] them
[1:42:16] the turnover is ramping up right now
[1:42:18] because people are pretty upset about
[1:42:20] being paid low
[1:42:21] and that's not the city manager's fault
[1:42:23] it's just based on
[1:42:24] our compensation structure and the
[1:42:26] salary ordinance a salary study hasn't
[1:42:28] been done for 15 years
[1:42:30] so we really need to look at those
[1:42:32] things please before you make this
[1:42:33] motion and recommend it
[1:42:35] i'm respectfully asking how long did you
[1:42:38] say it's been since
[1:42:38] 15 years 15 years yes sir thank you a
[1:42:41] long time
[1:42:43] and i understand what you're saying and
[1:42:45] it but
[1:42:46] it had nothing to do with promotions
[1:42:49] being paid for certifications or
[1:42:51] education
[1:42:52] it's for for employees that basically
[1:42:56] are doing the same job but sometimes
[1:42:59] they just have their
[1:43:00] title change a little bit so that's my
[1:43:01] issue but
[1:43:04] if if we don't remove
[1:43:07] part of that that i would like to remove
[1:43:10] that's fine also i just won't vote for
[1:43:13] that's my uh that's my choice now that
[1:43:16] i mentioned the salary ordinance
[1:43:19] and study and i'm talking about the low
[1:43:21] end of the
[1:43:22] employment scale yes because we have a
[1:43:25] lot of
[1:43:26] very capable knowledgeable
[1:43:29] uh dedicated employees that see what's
[1:43:33] going on
[1:43:34] and they're at the low end so it is a
[1:43:36] morale
[1:43:37] issue with these people at the low end
[1:43:39] that only get a raise
[1:43:41] every couple of years so i'm talking for
[1:43:44] these people
[1:43:45] so so am i well that's fine well i mean
[1:43:49] the city manager is responsible for
[1:43:51] ultimately responsible for recruitment
[1:43:53] and retention
[1:43:54] and we have to provide some um
[1:43:58] leverage we have to provide some
[1:44:00] authority to recruit and retain and it
[1:44:02] doesn't always come
[1:44:03] when you hire somebody or you know when
[1:44:05] they're evaluated
[1:44:07] so to to eliminate this
[1:44:10] and tie their hands is really um a
[1:44:12] detrimental to
[1:44:14] us being able to get qualified employees
[1:44:16] i understand
[1:44:18] it it takes away an incentive for an
[1:44:19] employee to take it away i think since
[1:44:21] i'm the one being i mean the idea that
[1:44:23] we would change somebody's title
[1:44:25] and give them more money when they don't
[1:44:26] take on more duties
[1:44:28] is ludicrous that doesn't happen and
[1:44:30] that's a real in saying that in a public
[1:44:31] meeting
[1:44:32] after everything that i've done for all
[1:44:34] of the employees without a specific
[1:44:36] example
[1:44:37] um is unfair to the employees because
[1:44:39] it's going to leave them
[1:44:40] with the idea that that is going on and
[1:44:43] that is
[1:44:43] absolutely what is not going on at the
[1:44:45] city of pittsburgh
[1:44:46] and i would like to have an example of
[1:44:49] something like that if you're going to
[1:44:50] throw it out in a meeting because
[1:44:51] we do have employees that have been here
[1:44:54] for 15 and 20 years
[1:44:56] that for whatever reason aren't the low
[1:44:57] end of the pay scale probably because we
[1:44:59] haven't done a pay study
[1:45:01] and we have tried in every case every
[1:45:03] paf that comes in front of me
[1:45:05] we've gone out of our way to find a way
[1:45:07] to pay them more so a removing this
[1:45:09] would be a huge mistake because you
[1:45:11] would be back to colas and b
[1:45:14] i can't think of one example of an
[1:45:16] employee that we have ever just given
[1:45:18] money
[1:45:19] um because we somehow thought that they
[1:45:21] needed more money
[1:45:23] everybody that works at the city needs
[1:45:25] more money
[1:45:26] and we have prom we've put together a
[1:45:28] complete new class and pay system in the last five
[1:45:32] years that adds steps
[1:45:34] so people can move up at whatever level
[1:45:36] of the organization
[1:45:38] based on how long they've been here but
[1:45:39] the idea that we just hand out
[1:45:41] raises to people with title changes
[1:45:44] is is not accurate you know we don't
[1:45:46] have
[1:45:48] only a retention issue at the bottom of
[1:45:52] the room
[1:45:53] you can have it at the top of the room
[1:45:55] too
[1:45:56] and that's that's important to keep them
[1:45:59] both
[1:46:02] we need more pay commissioner brooks and
[1:46:05] i had a great conversation at the end of
[1:46:06] the last meeting
[1:46:07] and she she kind of nudged me and said
[1:46:10] hey you know we need we need we've got
[1:46:11] employees you know we need to keep them
[1:46:12] and i'm like
[1:46:13] well we absolutely need to keep them but
[1:46:16] this isn't mcdonald's uh we don't get to
[1:46:19] raise the price of a cheeseburger if we
[1:46:20] want every minimum wage goes up
[1:46:23] you've got to increase the taxes or
[1:46:25] you've got to take something off the
[1:46:26] table
[1:46:26] and i guarantee you the 300 employees
[1:46:28] that we have
[1:46:29] punch above their weight every day and
[1:46:32] do more than a community this size
[1:46:34] anywhere in the state and probably
[1:46:35] across the country and
[1:46:37] right now we're at about a 40 payroll of
[1:46:40] our overall costs and that's a lot
[1:46:42] and so we were talking about without
[1:46:44] putting you in the unfortunate situation
[1:46:47] uh raising taxes which i know everybody
[1:46:49] in the community is screaming let's
[1:46:50] increase property taxes
[1:46:52] um that was facetious they haven't
[1:46:55] called me on that we have some real
[1:46:56] issues which is why we're trying to grow
[1:46:58] the town
[1:46:59] and why we're trying to look at other
[1:47:00] opportunities to create more wealth
[1:47:02] because people need more money and we
[1:47:04] are always losing employees
[1:47:06] from utilities from streets from police
[1:47:08] and fire every day
[1:47:09] because they can go to olathe or
[1:47:11] somewhere else and get that job
[1:47:13] and get that more money and and it's
[1:47:14] tough to do when
[1:47:17] i i don't ever want to say it but you
[1:47:20] know we're one of the poor communities
[1:47:22] in the state of kansas
[1:47:23] our taxes just generate what they do and
[1:47:25] we tried through benefits
[1:47:27] and quality of life and the purchases of
[1:47:30] equipment that you all make for the
[1:47:31] employees
[1:47:32] and the safety training we give them to
[1:47:34] keep their costs down and when they do
[1:47:36] get a two percent raise which is
[1:47:38] um every other year if we're lucky they
[1:47:40] feel that two percent raise because it's
[1:47:42] not absorbed by
[1:47:43] a copay increase or another health
[1:47:45] insurance increase somewhere else
[1:47:47] but we are definitely up against it
[1:47:50] because we have individuals
[1:47:51] and we all know who the employees in
[1:47:53] this city are how hard they work
[1:47:56] and you know the private sector they can
[1:47:59] make a ton more money and even in some
[1:48:00] other communities and so
[1:48:02] it's a real issue and we wanted to do
[1:48:03] the pace study this year and the
[1:48:05] pandemic hit and we put it off
[1:48:06] we think it's going to be about 100
[1:48:08] grand um but it needs to happen because
[1:48:12] you have you know how do you eat an
[1:48:13] elephant a bite at a time we need to
[1:48:15] start addressing it
[1:48:16] but i do think the taking away the
[1:48:18] ability to give
[1:48:20] people raises as they promote up and get
[1:48:22] certifications and take on more responsibilities would
[1:48:25] be uh going backwards for the
[1:48:27] organization
[1:48:29] baron you're is 40 of the budget
[1:48:33] it's right there right at it and see a
