» Do we meet on Columbus?
[9:40]
>> The day after.
[9:41]
>> The day. Okay.
[9:42]
>> Right. The day after.
[9:45]
>> Oh, Tuesday. Wait a minute.
[9:48]
>> I have class that day.
[9:52]
I might not be here then.
[9:53]
>> Okay, I'll be here on that one. I will
[9:56]
not be here the month of September.
[9:59]
>> Although the whole month,
[10:01]
>> Tuesday the 13th, we'll have it.
[10:04]
>> Well, the days that we have select board
[10:07]
meeting, I won't be able to make it. I
[10:08]
have a class I have to take.
[10:10]
>> I might be able to take that day and
[10:11]
just make it a short class.
[10:13]
>> There you go.
[10:15]
>> Because
[10:16]
>> No, Jason, let me rate this. I thought
[10:19]
it was August he was out.
[10:21]
>> I know we've had this conversation
[10:22]
twice.
[10:22]
>> I know we have. [clears throat]
[10:24]
>> I'll take I'll take the 13th of October
[10:28]
under advisement. I'll just
[10:30]
>> see what my plan is that week and if
[10:32]
it's something that I don't need to
[10:36]
pontificate about very long.
[10:38]
>> Yeah,
[10:39]
>> I'll just say, "Okay, I've got another
[10:40]
engagement." Sorry, guys.
[10:47]
There he is. Where is Zach?
[10:52]
» Oh, you're not late. You're not late.
[10:53]
>> I got to
[11:08]
They do any paving out in front of your
[11:09]
house today?
[11:10]
>> No, they did scarify the pavement in
[11:13]
front of my house, but Oh,
[11:14]
>> they did.
[11:15]
>> We're almost there. Getting
[11:19]
close. You
[11:20]
>> know, I was just getting used to the
[11:21]
reservoir road being semi smooth.
[11:25]
>> Oh, now you have to play dodge the
[11:27]
>> dodge the cones.
[11:29]
>> They're in full bloom, you know.
[11:31]
>> Yep.
[11:32]
>> The cones.
[11:33]
>> Yeah. They put them over the manholes
[11:35]
and those manholes are not
[11:40]
>> Half the time they're like right in the
[11:41]
center of the street. Well, it's one of
[11:43]
them's in the center of the street. One
[11:44]
of them is in the center of your lane.
[11:46]
>> Yeah.
[11:47]
>> So, you can't go around. You have to go
[11:48]
around it into the
[11:49]
>> I went around that one today.
[11:51]
>> Because you don't really have a choice.
[11:53]
>> Yeah.
[11:53]
>> Well,
[11:55]
I mean, I went the normal I went the
[11:57]
correct way. I didn't avoid the I didn't
[12:00]
go around it. I went right to the right
[12:02]
of it. And I It works. [laughter]
[12:06]
>> It's It's a close fit on that one.
[12:08]
>> Yeah, it is. Yeah. But that one that's
[12:10]
up near the corner there, you can't go
[12:13]
around it. You have to go on the other
[12:15]
side of it.
[12:15]
>> Yeah, true.
[12:16]
>> It's just
[12:18]
>> Yep.
[12:18]
>> Your car is not that thin.
[12:22]
>> Maybe if you're on a bicycle.
[12:25]
>> I almost rode my bike today, but the
[12:26]
weather had it's been today.
[12:28]
>> Poured for a little while.
[12:29]
>> I didn't want to take a chance trying to
[12:30]
ride home.
[12:32]
>> It didn't pour for very long, but it did
[12:33]
pour. [snorts]
[12:35]
[clears throat]
[12:37]
» I don't have the keyboard.
[12:41]
Get it.
[12:42]
>> I got it.
[12:52]
» Gracias.
[13:04]
On or off?
[13:10]
Think it's on now?
[13:31]
» Is there an missing or
[13:33]
>> what? Is there an agenda?
[13:36]
>> I've got one.
[13:37]
>> Yeah, I've got one.
[13:38]
>> Did you have one?
[13:38]
>> Does it look like that?
[13:40]
>> Is it underneath something?
[13:42]
>> It could be, but
[13:45]
>> they just wanted you to have to figure
[13:47]
it out.
[13:48]
>> Yeah, they're testing me.
[13:53]
» I didn't have a package this weekend.
[13:56]
>> They emailed it to you. You didn't get
[13:57]
that.
[13:57]
>> Didn't receive one on Friday.
[14:00]
>> They don't like you.
[14:01]
>> Word on the email.
[14:03]
I have I didn't get a chance to look,
[14:05]
but I'll ask Lydia to make sure she's on
[14:07]
there.
[14:08]
>> Hey, I couldn't even open the door. So,
[14:11]
>> I helped you with that.
[14:14]
>> The door's changed.
[14:16]
>> No, it
[14:16]
>> that's my excuse. [laughter]
[14:30]
» It's 5:00. Let's call the meeting to
[14:32]
order.
[14:36]
I pledge algiance to the flag of the
[14:38]
United States of America and to the
[14:41]
republic for which it stands. One nation
[14:44]
under God, indivisible, with liberty and
[14:47]
justice for all.
[14:51]
» All right, with that, I'll make a motion
[14:54]
to approve the August 10th regular
[14:56]
meeting minutes.
[14:59]
>> Sorry. Oh, you're good.
[15:00]
>> Any discussion?
[15:02]
All those in favor?
[15:03]
>> I I.
[15:04]
>> Any opposed?
[15:07]
And
[15:07]
>> I'll follow it up with a motion to
[15:09]
approve the August 10th non-public
[15:11]
meeting minutes.
[15:12]
>> Second.
[15:14]
>> Any discussion? All those in favor?
[15:17]
>> I. Any oppose?
[15:23]
» Okay. Couple of announcements. The
[15:25]
select board will meet on the following
[15:26]
dates at 5:00 p.m. Monday, September
[15:29]
14th and Monday, September 28th. Uh the
[15:33]
town clerk's office will be closed from
[15:35]
9 to 11:30 on Tuesday, August 25th, and
[15:40]
town offices will be closed on Monday,
[15:42]
September 7th in observance of Labor
[15:45]
Day. Important date to remember,
[15:47]
Tuesday, September 8th is primary
[15:49]
election day from 8:00 a.m. to 7 pm at
[15:53]
the Plymouth Elementary School in the
[15:56]
gymnasium. As usual, any citizens
[15:59]
wishing to be listed on the select
[16:00]
board's agenda should contact town hall
[16:03]
before noon the Thursday before the
[16:04]
scheduled meeting. All meetings are held
[16:06]
here upstairs in town hall uh and are
[16:09]
available via Zoom. Uh the Zoom
[16:12]
information can be found on the town's
[16:13]
website, plymouthnh.
[16:15]
gov.
[16:17]
I don't have any comments, so we'll jump
[16:19]
straight to Kevin.
[16:28]
All right. Uh, [sighs]
[16:30]
highway department update. Um
[16:34]
they've been doing a lot of tree
[16:35]
trimming, just preparation for the
[16:37]
winter months coming up, getting the
[16:38]
roads up to shape. Uh closing gaps in
[16:41]
the roadways and more specifically
[16:44]
around the sewer manholes with mastic.
[16:46]
Just really making sure they get they
[16:48]
don't destroy the road. Um Emerson
[16:52]
Street,
[16:54]
the initial lay of uh pavement has been
[16:57]
put down. They're working on the
[16:58]
sidewalks now. all the uh granite carbon
[17:01]
has been put in. They will not be uh
[17:05]
doing the top coat till the spring. So,
[17:08]
just for the residents on that street,
[17:10]
be aware because there's still a quite a
[17:12]
few small punch list stuff that we want
[17:13]
to get completed before the top coat's
[17:16]
put down. So, there's no point in
[17:17]
putting it down, tearing it up.
[17:20]
Uh maintenance department, they've uh
[17:22]
just a lot of PD cruiser stuff uh
[17:25]
maintenance. Um they attended the the uh
[17:27]
touch truck with the highway crew. A
[17:29]
good turnout. Um
[17:33]
we kind of [sighs] So we've been having
[17:35]
some problem with the PD cars,
[17:36]
especially the motors. Um we actually
[17:38]
lost car number eight. Um you can see on
[17:41]
the police side too on my report. Uh we blew the motor in it. So we are down
[17:45]
a cruiser. Um the anticip
[17:48]
um the chief is debating if we'll just
[17:51]
take that one right out of commission
[17:53]
and replace it with a new one or if we
[17:55]
maintain the rotation. So we're waiting
[17:56]
for an update on that.
[17:59]
Uh fire and EMS uh engine 3 update. So
[18:03]
technically we have taken delivery of
[18:04]
engine 3, but upon final inspection and
[18:08]
uh thanks to some keen firefighter eyes,
[18:11]
we found that there was some significant
[18:13]
paint issues on the engine. So, working
[18:16]
with the dealership, um, they're
[18:18]
actually they took the truck back and
[18:21]
they stripped it down and are repainting
[18:23]
the officer's side or the passenger side
[18:25]
of the truck. It's expected to take
[18:27]
three weeks, but at least it'll be done
[18:29]
right. It's very unfortunate, but is
[18:32]
what it is. Um, fire and we've had a, as
[18:36]
we anticipated, we've had an increase in
[18:38]
service. We're actually 175 emergencies
[18:40]
ahead of this time last year, which is a
[18:42]
pretty good number. You know, usually we
[18:44]
see a sway of, you know, 20 or 30 up or
[18:47]
down, but this one's 175 up. So, that's
[18:50]
pretty substantial.
[18:51]
>> Is that because we we, you know, took on
[18:53]
like Warren Wentworth or something like
[18:54]
that or
[18:55]
>> uh Warren Wentworth plays a small
[18:56]
percentage of that?
[18:58]
>> We actually don't go up there very much,
[18:59]
but um we're actually seeing a large
[19:01]
increase just in the Plymouth area. So,
[19:04]
that's we anticipate that was happening
[19:06]
with the um the change in the
[19:10]
demographic. Also, uh
[19:13]
last week the fire department responded
[19:15]
to three significant incidences in town.
[19:17]
Um due to the new staffing level and the
[19:21]
new staff that we added, they were
[19:22]
actually able to have resources
[19:24]
immediately on scene to perfect the
[19:26]
extrications acquired and provide
[19:28]
life-saving measures within moments. Um
[19:30]
versus before we'd have to wait for, you
[19:32]
know, 5 to 10, 15 minutes for an engine
[19:35]
company to respond. So, insurance
[19:38]
dividends right there. Just fun fact I
[19:40]
thought I'd throw out there. Health
[19:42]
department.
[19:44]
Uh this is really just to remind the
[19:46]
public that if you have dumpsters, it is
[19:48]
your responsibility to maintain them,
[19:50]
keep them closed, and pick up after the
[19:52]
wildlife infiltration. Bear activity is
[19:54]
increasing along with other rodents. Um
[19:59]
and it will get worse as we move into
[20:00]
the fall. It always does. And we've seen
[20:02]
an increase in complaints and activity
[20:05]
in just the last few weeks. Um, I've
[20:07]
been addressing them with the residents
[20:09]
of those locations,
[20:11]
but it is your responsibility to
[20:12]
maintain the dumpsters.
[20:15]
Uh, Crystal Springs tested positive for
[20:18]
E.coli. It was closed and decontaminated
[20:20]
last week. We're waiting on the new test
[20:22]
results. Uh, thank you to Parks and
[20:24]
Highway for weed whacking and cleaning
[20:26]
up around the area. Um, the test results
[20:29]
can be found on the fire department page
[20:30]
online. A boil advisory remains in
[20:33]
effect per guidance of state health
[20:35]
department. That being said, we are
[20:37]
quarterly testing it. Nothing's changed
[20:39]
regardless of some of our residents
[20:41]
beliefs. Um,
[20:44]
police update, off, I'm happy to report
[20:48]
officer Stratton graduated Friday from
[20:50]
the 203rd Police Academy. Big
[20:52]
congratulations to him. He's already
[20:54]
hitting the street finishing up his FTO.
[20:57]
And Officer Value started the academy
[21:00]
today, actually. So, good luck to him.
[21:02]
Hope he makes us all proud. I'm sure he
[21:04]
will.
[21:07]
Like I said earlier, car 8 is out of
[21:09]
service due to a significant engine
[21:11]
failure. Um,
[21:13]
>> how old was car 8?
[21:15]
>> Uh, I think it was eight years old
[21:18]
actually.
[21:20]
>> What What's the expected life on
[21:21]
>> try to get nine years out of the
[21:23]
rotation?
[21:23]
>> Okay. So, it was semi at least seven
[21:26]
years
[21:26]
>> seven or eight years old. I remember
[21:28]
>> Okay.
[21:28]
>> conversations, but it was up there.
[21:30]
>> Yeah. Um, another issue, we thought
[21:32]
about replacing the motor, but the motor
[21:34]
frame and all that is rotted out. So,
[21:37]
>> it's like, do you put more money into a
[21:39]
car that's already
[21:42]
seen [clears throat] the end of its
[21:42]
life?
[21:44]
>> Is this the second engine we've had blow
[21:46]
this year?
[21:47]
>> Yep.
[21:48]
>> Wow.
[21:49]
>> Yep. Um, the other car
[21:54]
um, respond to an emergency. Yep. So
[21:57]
this one was just just blue. It wasn't
[22:00]
doing anything crazy.
[22:02]
>> So they actually went outside and found
[22:04]
a pile of oil underneath it and they
[22:06]
were like, "Uh oh." So
[22:09]
um
[22:11]
last was it last week we had the
[22:13]
rattlesnake fires. Um Detective Arnold
[22:16]
from the PD assisted Plymouth Fire and
[22:19]
Rumny Fire at the Rattlesnake Fire. He
[22:22]
utilized a drone which allowed us to
[22:24]
access or find assess the fire, track
[22:27]
it, and identify areas of concern. We
[22:29]
actually were able to locate other hot
[22:31]
spots and other fires where it had grown
[22:34]
to that we didn't realize were there
[22:35]
because of the drone. He actually helped
[22:38]
um us evacuate some people on the rocks
[22:41]
while we're fighting the fire. We could
[22:43]
see people climbing the rocks, doing the
[22:45]
rock climbing and stuff like the fire's
[22:47]
coming at you. You got to get off. So he
[22:49]
used the drone actually to he swayed it
[22:51]
back and forth and someone got the
[22:52]
message like, "Hey, I shouldn't be up
[22:54]
here." It's kind of cool. So big thank
[22:56]
you to um Detective Arnold for assisting
[22:59]
us with that. It it proved that program
[23:01]
proved to be valuable in fire
[23:03]
suppression efforts and just
[23:04]
reconnaissance.
[23:06]
Um
[23:07]
the police department chief and deputy
[23:09]
are meeting with admin at PSU. They've
[23:12]
been meeting with them and we're
[23:14]
anticipated to bring it back up to
[23:15]
regular meetings weekly to get ahead of
[23:17]
this. Um it's our first year with the
[23:19]
new agreement that we're actually doing
[23:21]
the full season of PSU. So um a lot of
[23:25]
unknowns, but we think we're pretty well
[23:27]
prepared. We're just trial and error at
[23:29]
this point. And then we have two
[23:32]
positions that remain open
[23:33]
[clears throat] for police officers.
[23:36]
Uh parks department met with them this
[23:38]
morning. They said the school they're
[23:40]
ready for the schools to come back. They feel confident everything looks
[23:44]
good and they're looking into assisting
[23:46]
us with doing some light clean up, maybe
[23:48]
some um brush cutting at the new public
[23:50]
safety lot. Just a little planned fall
[23:52]
project to help kind of spruce it up a
[23:54]
little bit, get it cleaned up.
[23:56]
>> Have we heard any more interest on uh
[23:59]
potentially leasing that from us for for
[24:02]
anybody?
[24:03]
>> Yes, actually I was
[24:06]
approached
[24:08]
and I want to bring it up to the board
[24:10]
tonight. Um
[24:12]
they PSU is still
[24:15]
struggling with parking passes. They've
[24:17]
already run out. Um they're actually
[24:19]
approached us about possibly leasing
[24:22]
some spots at Fox Park again. Some
[24:25]
college kids want to privately lease
[24:27]
them from us or college students, not
[24:29]
kids.
[24:30]
talking with Chief Buffington. Um, a
[24:33]
thought was that maybe we should explore
[24:36]
opening up that lot for just allowing
[24:39]
overflow park in there. We could lease
[24:40]
out spots [laughter]
[24:42]
[cough]
[24:43]
from 800 to a,000 for a session. Um,
[24:46]
might be a good opportunity. It would
[24:48]
just be simple as maintaining plowing it
[24:50]
and that's it.
[24:52]
>> Um, if the board was interested in that
[24:54]
while that lot sits just on the
[24:55]
McDonald's side, the old McDonald side,
[24:57]
um, just
[24:58]
>> Yeah. where there is still
[24:59]
>> it's wide open. So, it wouldn't take
[25:00]
much to plow it and maintain it. And uh
[25:03]
Chief Buffington thought maybe we could,
[25:05]
you know, put a light and a camera up
[25:07]
there, one of the towers that PSU owns.
[25:09]
We could just relocated up there just to
[25:11]
have some level security and lighting.
[25:12]
But, uh, it would be a pretty easy lift
[25:14]
and a good opportunity that he's like, I
[25:17]
got at least a dozen people have
[25:18]
contacted me that I don't have spots for
[25:21]
them through town parking. So,
[25:24]
that's something we want to entertain.
[25:26]
any concerns about liability or anything
[25:28]
with leasing it?
[25:29]
>> Uh, well, we talked about that and I
[25:32]
think it's as simple as they understand
[25:34]
that the liability is just on them that
[25:37]
we're we're parking it there. We'll
[25:38]
maintain it and that's it. We can't
[25:40]
guarantee safety of their vehicles. It's
[25:42]
no different than them parking at PSU
[25:43]
lots. You know, they're wide open to
[25:45]
anything else.
[25:47]
>> But I think if we put a camera on a
[25:48]
light tower up there, it would offer
[25:51]
some level of security.
[25:53]
If the board's interested in that, we
[25:55]
could Chief Buffington and I can pursue
[25:57]
that.
[25:57]
>> I think it's a good idea.
[25:58]
>> Yeah, me too.
[25:59]
>> Makes sense.
[26:00]
>> And I know Jess duts reached out to me
[26:02]
because she's been getting overwhelmed
[26:04]
with parking. This PSU is already sold
[26:06]
out with parking passes. So,
[26:08]
>> yeah. Well, we have the space and we're
[26:10]
not doing anything else with that lot
[26:11]
right now. So,
[26:12]
>> yeah. All right. We'll look at it and
[26:14]
we'll go up and I'll have see if Steve
[26:17]
can help us line it just to give a nice
[26:18]
idea where we want to utilize for
[26:21]
maintenance.
[26:22]
Let me add that to my list.
[26:26]
Um,
[26:27]
>> do we do we still um like lease whatever
[26:31]
parking spots at Fox Pond?
[26:34]
>> So, we have traditionally leased those
[26:36]
out. Um, problem is now we're competing
[26:40]
with business owners who want to lease
[26:42]
it and we do lose a lot of the park and
[26:43]
Ann could probably know more about that
[26:45]
than I do to be truthful. Um,
[26:47]
>> I mean, we the last I had heard is that
[26:49]
we were still leasing them out to the
[26:51]
PSU students um through the police
[26:54]
department.
[26:55]
>> How many spots is that over there?
[26:58]
>> Maybe
[26:59]
>> 15 at the most. Yeah. Not many.
[27:01]
>> Yeah, it's not.
[27:02]
>> Yeah.
[27:03]
>> So, we we have an opportunity for a lot
[27:05]
of students that would especially I
[27:06]
guess there's a big Vancouver hockey
[27:08]
area kids that come down that they need
[27:10]
a car because they're out of country.
[27:13]
Um,
[27:16]
So all right. Yeah, I will pursue that
[27:18]
with Chief Buffington and
[27:21]
just do tile. Uh the airport touch truck
[27:24]
was held at the airport. It was well
[27:26]
attended. Um they've been doing a lot of
[27:28]
painting and rot repair on the building.
[27:31]
It's going actually really good. We
[27:33]
stopped in and checked Corey and I
[27:34]
stopped in last week and checked on
[27:36]
them. Um
[27:38]
just gave him a tour and it's looking
[27:41]
really good. They've actually gone old
[27:43]
school and put the one P1, our
[27:44]
identifier on the roof.
[27:47]
>> So, uh, kind of neat stuff. Uh,
[27:50]
facilities downtown is the big one. Um,
[27:55]
we went ahead and did some street light
[27:57]
maintenance, contract with a company,
[27:59]
and they also are doing cleaning of the
[28:01]
lights with hope that'll increase the
[28:02]
lightage downtown. Um, it's long
[28:04]
overdue. They're doing it. We've already
[28:06]
got one day under our belts. We're doing
[28:08]
another one, I believe, starting
[28:09]
tomorrow. So you'll see coned parking
[28:12]
lots off the community will um just be
[28:14]
patient because that's for us to access
[28:16]
for maintenance.
[28:19]
Free parking at Plymouth State at Silver
[28:22]
Lots has ended as of yesterday. So there
[28:24]
is no more free parking uh at the Silver
[28:27]
Lots. It'll be back to the normal um
[28:30]
university students move in this
[28:32]
weekend.
[28:33]
One thing that will be different is that
[28:36]
move in is no longer Friday, Saturday,
[28:38]
Sunday. It's just Saturday and Sunday.
[28:40]
They're crushing it all in one weekend.
[28:42]
So, anticipate a lot of traffic back up
[28:45]
in [clears throat] the normal, but it is
[28:47]
just Saturday and Sunday. This Saturday
[28:48]
and Sunday, the 29th and 30th.
[28:52]
All right, the big update. Recycling
[28:54]
center. We lost a compactor over the
[28:56]
weekend. um it had a catastrophic
[28:59]
mechanical failure and due to the
[29:02]
compactor being out uh Jim and his staff
[29:05]
continued to receive refues over the
[29:08]
weekend, but it filled the Bay Area
[29:09]
completely. We weren't so we the
[29:12]
decision was made late Sunday night to
[29:14]
shut down the transfer facility Monday
[29:16]
to allow us to bring in containers to
[29:18]
remove it all. Um that being said, they did a stroke of business. They
[29:24]
spent the whole day there just filling
[29:25]
containers and crushing them in. Um we
[29:28]
will be open tomorrow at the transfer
[29:30]
station.
[29:31]
Moving forward. Um
[29:34]
we're just we're bringing in containers
[29:37]
three at a time from uh waste management
[29:40]
and just filling them. We're exploring
[29:42]
other options right now. We had the
[29:45]
compactor
[29:46]
uh the company that installed it come
[29:48]
and look at it today and
[29:51]
it's not good. So basically the entire
[29:55]
um
[29:57]
the entire support structure, the steel
[29:59]
I beams, everything that levies against
[30:01]
the uh
[30:05]
the hydraulic system failed. It blew
[30:08]
right out. All this it bent it right
[30:10]
out. Um the I- beams failed. It broke in
[30:12]
half. All the welds broke on it. It
[30:15]
actually pushed the whole hydraulic
[30:17]
system out against the wall. So moved it
[30:20]
about 2 feet. Um talking with a guy
[30:22]
today that came up to look at it. He's
[30:24]
like, "I've never seen one do this. It's
[30:26]
actually it reversed." So usually when
[30:28]
they fail, they push in and stop. This
[30:30]
one pushed out and stopped. He goes, "It
[30:32]
makes no sense. It actually pushed the
[30:34]
piston back." There was nothing, no
[30:36]
debris wedged in between
[30:39]
um the piston wall and the piston to the
[30:42]
back frame. There's nothing in there. We
[30:44]
thought maybe like a board gut or some
[30:46]
concrete or something, but there's
[30:47]
nothing. So, we're really not sure why.
[30:50]
Uh we have the company can inspect it.
[30:52]
They're going to give us a price if it's
[30:55]
salvageable to rebuild it. Essentially,
[30:56]
we're rebuilding the whole support
[30:58]
structure and unit. Um anticipating that
[31:01]
the piston would still be good. Um he's
[31:04]
going to give us a price for that and
[31:05]
he's going to get us a place a price for
[31:08]
a complete replacement unit. Um in the
[31:11]
meantime, we're also exploring
[31:13]
potentially getting a mobile compactor
[31:15]
unit kind of similar to what we see
[31:16]
around PSU. They have several of those
[31:19]
around. um to just from waste management
[31:21]
to put on site so we can move more
[31:24]
refues that way. Just pack it into those
[31:26]
containers, simply move them off versus
[31:28]
just use the machines to fill up the
[31:30]
regular dumpsters.
[31:32]
>> Um so it's a lot of what is right now. I
[31:34]
don't have a solid answer. We we spent a
[31:36]
lot of time today researching it. Jim's
[31:38]
working on getting the final numbers,
[31:39]
but it's it's a catastrophic problem.
[31:42]
It's
[31:43]
>> How old was that compactor?
[31:44]
>> Five years old.
[31:45]
>> Wow. Not even that old. Really?
[31:48]
I asked the gentleman that inspected it.
[31:50]
I said, "Uh, [sighs] any idea why I done
[31:53]
that?" He reported, he goes, "I've never
[31:54]
seen one do this. I have no idea why."
[31:56]
Because my thought was, "Well, maybe it
[31:58]
was bad welds or maybe it was misused or
[32:00]
anything." And he goes, "None of that
[32:02]
would happen like this."
[32:04]
>> Um,
[32:05]
>> so I guess there's no like warranty or
[32:08]
guarantee of work from the company or
[32:10]
they
[32:11]
>> warranty for the first I don't know if
[32:12]
it's six months or a year when they put
[32:14]
it in and that's it
[32:15]
>> because they get so abused.
[32:17]
Do we pay a lot more to have waste
[32:19]
management haul it away or?
[32:21]
>> Uh yeah, it's it's going to be a
[32:23]
financial impact. Unfortunately, at this
[32:24]
time, I don't have the numbers for you
[32:26]
because we're still in emergency mode
[32:27]
trying to get it open for tomorrow.
[32:29]
>> Um
[32:31]
tomorrow, I'll meet with Jim and Annual
[32:33]
and we'll have we'll start running
[32:35]
numbers hopefully. Really, the big thing
[32:37]
is finding out if the unit's repairable.
[32:40]
That's really what we're banking on from
[32:42]
a financial standpoint.
[32:43]
>> Yeah.
[32:44]
>> And how soon. If it's not repairable,
[32:46]
then we're going to plan B, C, and D.
[32:49]
Looking at evaluating those,
[32:52]
but that was a hard hit over the
[32:54]
weekend.
[32:57]
» Well, good job on communications. I I
[33:00]
thought it was really clear and
[33:03]
>> yeah, it's uh still quite a few people
[33:06]
showed up the refuge center today in a
[33:07]
transfer station and weren't happy.
[33:10]
Received a few phone calls, but they
[33:11]
understood once we explained the
[33:13]
situation, they understood. So, it'll be
[33:15]
open tomorrow. And gymnast crew worked
[33:17]
hard today to get everything moved and
[33:20]
emptied up to free up some space. So,
[33:22]
props to them.
[33:25]
Um,
[33:29]
and the big one that everybody in the
[33:31]
community wants to know,
[33:34]
Highland Street construction update.
[33:37]
This is it. Paving this week, folks. uh
[33:40]
Russell Highland and Reservoir. Monday,
[33:43]
as a lot of the community saw, they were
[33:45]
grinding, finishing up the last few
[33:46]
steps of grinding.
[33:48]
Tomorrow, they're going to start paving
[33:50]
at Old Route 25 up Highland Street to
[33:52]
Reservoir Road. So, essentially where
[33:54]
the Blueberry Hill condos are, that is
[33:56]
Old Route 25, that patch up the
[33:58]
Reservoir Road, they're going to pave.
[34:01]
And then Wednesday will be Highland
[34:04]
Street starting at Main Street to
[34:06]
Broadway. One thing we want to remind
[34:08]
the community is that due to the large
[34:12]
um section of road right there and how
[34:14]
busy Main Street is first thing in the
[34:15]
morning, they are going to be starting
[34:17]
at 6:00 a.m. with prepping in the road
[34:20]
by 7 a.m. They hope to be planning and
[34:22]
unfortunately we have to do it early to
[34:24]
get ahead of the traffic unless we're to
[34:25]
do it through the night, but the
[34:27]
community wouldn't want that because
[34:28]
it'd be noisy. So, starting at 6:00 a.m.
[34:32]
Wednesday, they will be out there
[34:34]
working, preparing to pave for 7 a.m.
[34:37]
Thursday, Broadway to Reservoir Road.
[34:40]
They're going to be paving. They're It's
[34:42]
one lane at a time. We're going to try
[34:44]
to maintain traffic one lane at a time.
[34:46]
And then Friday will be Russell Street.
[34:48]
And then hopefully we're done.
[34:50]
>> I don't I don't see Reservoir Road
[34:53]
>> specifically mentioned. So,
[34:54]
>> Oh, Reservoir Road. Yes. Uh, Reservoir
[34:57]
Road is going to be, I think Steve said,
[35:00]
Thursday.
[35:02]
>> Broadway to Reservoir and they're gonna
[35:04]
go right up Reservoir, I believe, is
[35:05]
what he said.
[35:06]
>> Okay. So, don't go home on Thursday for
[35:08]
lunch.
[35:08]
>> Yeah. If there's any change, I'll I'll
[35:10]
email the board to let them know and
[35:12]
we'll post it online. But that is very
[35:15]
exciting because the treacherous
[35:17]
Highland Street project will be done.
[35:19]
>> That's it for my update.
[35:23]
Sorry, it was a long one. There's a lot
[35:24]
going on. Lot going on. Good.
[35:28]
>> Any questions for [clears throat]
[35:29]
>> running a town would be so much.
[35:32]
>> And we'll be dealing with the speeding
[35:33]
complaints.
[35:35]
>> Yep.
[35:38]
All right. We have an appointment for
[35:40]
Todd Chapel to the planning board uh to
[35:44]
fill the open position. Uh
[35:49]
all right. We have a
[35:53]
we have an actual message from Todd.
[35:57]
Just uh just want to confirm my interest
[35:59]
in serving with the planning board as a
[36:00]
member. Please contact me with any
[36:02]
questions. Uh and Joseph asking us uh
[36:07]
saying the planning board voted to
[36:08]
recommend Todd to serve as full member.
[36:12]
Uh and that's all we have for
[36:14]
documentation.
[36:15]
>> All right. I'll make a motion to appoint
[36:18]
Todd Chapel. uh as a full member to the
[36:20]
Plymouth uh planning board to fill a
[36:23]
position position that was recently
[36:25]
vacant.
[36:26]
>> I'll second.
[36:28]
>> Any discussion? All those in favor?
[36:30]
>> I Any opposed?
[36:35]
» That was the easiest one of the day. Uh
[36:38]
and then oh, I guess we got a pretty
[36:40]
simple one here. So, we've got uh some
[36:44]
funds we've received from Nwood Energy
[36:47]
of Massachusetts uh for solar array
[36:50]
credits.
[36:52]
>> All right. I'll make a motion to accept
[36:54]
and expend the funds in the amount of
[36:56]
$1998
[36:58]
uh received from Nullwood Energy uh of
[37:02]
Massachusetts for solar credits.
[37:05]
>> Second. Zach, will you grab me one, too?
[37:10]
Ted,
[37:11]
>> could you extend that where you're
[37:12]
actually going to accept those funds and
[37:15]
spend it back against the bond or the loan that we have for that?
[37:21]
>> And I'll I'll amend that uh motion to
[37:25]
expend those dollars back towards the
[37:28]
bond that we took out.
[37:31]
>> I will second that amendment.
[37:34]
>> Any discussion? All those in favor? I
[37:37]
>> I any opposed?
[37:44]
» Next up,
[37:47]
we have the 2026 fiscal year budget and
[37:50]
revenue review.
[37:56]
[clears throat and cough] So, starting
[37:57]
with revenues
[38:00]
because that's much more exciting than
[38:02]
the budget when you get to look at this
[38:04]
right now.
[38:06]
Uh so looking down through uh these are
[38:08]
all the revenues from property taxes to
[38:12]
uh state revenues, charges, income um
[38:15]
from departments
[38:17]
um and any interfering in and out um
[38:21]
[clears throat] of the budgets.
[38:25]
I'm not going to go through each line,
[38:26]
but I will ask you to go to page three
[38:29]
of three.
[38:34]
I'm sorry. Pitch three of three.
[38:35]
>> We have three. You're looking at
[38:37]
revenues.
[38:38]
>> The last page.
[38:38]
>> My bad. Thank you.
[38:41]
>> The other revenues.
[38:45]
» But just looking down through all the
[38:47]
numbers, uh we are right now we're
[38:49]
showing a uh additional revenues that
[38:52]
came in of $279,193.
[38:57]
Uh and again, this number is unuded. How
[39:00]
it can change is if the uh revenues that
[39:03]
we anticipated
[39:06]
to come in by say August 31st, they
[39:10]
don't arrive until October,
[39:12]
then
[39:14]
we'll take those back out and put them
[39:16]
into this year's revenues versus last
[39:18]
year's.
[39:20]
Uh if everything stays the same,
[39:22]
anything in between that 279,
[39:25]
193, and zero, okay, we'll go back to
[39:28]
the unfunded
[39:30]
>> and reserve fund balance.
[39:32]
>> That's right. Thank you.
[39:36]
The
[39:37]
>> this
[39:39]
additional revenue is is there a
[39:41]
particular area where we did better than
[39:43]
we expected or is it just sort of little
[39:46]
bits and bobs all over the place? it. If
[39:48]
as you look down through Zach on the
[39:51]
last page where it says CY uncollected,
[39:53]
that's current year uncollected on page
[39:56]
uh one of three.
[39:59]
>> Um so you can see as you look down
[40:01]
through uh interest on delinquent taxes,
[40:04]
we received another 10,500 than we
[40:07]
expected. Interest on tax lean, another
[40:10]
39,000.
[40:12]
Um yet motor vehicle registrations we
[40:15]
were um down 55,000 from what we uh it
[40:19]
it's really um there's no real science
[40:24]
to this.
[40:25]
>> Um we do the best that we can to
[40:27]
estimate those revenues when we set our
[40:29]
tax rate.
[40:31]
Looks like land use [clears throat]
[40:32]
permits. We had a lot more than
[40:33]
>> land use permits was huge, but you also
[40:35]
changed your uh rates if you recall in
[40:39]
the last
[40:40]
>> year year and a half. Um so that's a
[40:44]
reason that that changed.
[40:46]
Um
[40:46]
>> what about building permits? Am I
[40:48]
reading that?
[40:49]
>> That's that's Yeah, that's the one he's
[40:51]
talking about. We changed our rates. We
[40:53]
had some significant buildings that went
[40:55]
in. um the hotel, you know, could have
[40:59]
already paid for theirs. It could be um
[41:02]
planning and zoning. It could be, you
[41:05]
know, just about. And again, you changed
[41:06]
all your rates.
[41:08]
>> Yeah.
[41:08]
>> Um
[41:09]
>> looks like we did a little better on the
[41:10]
ambulance, too.
[41:11]
>> We did.
[41:15]
And that number that you're seeing there
[41:17]
actually includes the refunds that we
[41:19]
gave back to the department, uh the
[41:22]
individual towns. So, we did better
[41:24]
there.
[41:27]
Well, what month is the ambulance?
[41:29]
>> Uh, we are looking at
[41:30]
>> 3401
[41:32]
>> 341 100 to 110.
[41:35]
>> Thank you.
[41:47]
We did sell a piece of taxdeed property
[41:51]
which was another 55,000 in there that
[41:53]
we didn't anticipate in hopes we
[41:56]
wouldn't take um a taxdeed property.
[41:59]
[clears throat]
[41:59]
So again we come back down to the broad
[42:01]
the bottom 279,193
[42:05]
uh is what we're anticipating right now
[42:07]
for revenues
[42:09]
additional
[42:10]
>> additional
[42:14]
The budgets aren't um as glorious. Um we
[42:19]
stayed within the bottom line of the
[42:20]
budget, which is what we want to do. Um
[42:23]
you'll look through there are several
[42:24]
departments that really overexpended
[42:27]
their budgets.
[42:29]
However, when you look at the big
[42:31]
picture on the very bottom and we are
[42:33]
bottom line budget
[42:35]
looking at page 18 of 18
[42:43]
year end balance was 1,370,990
[42:49]
incumbrances. [clears throat] When we
[42:51]
originally requested incumbrances, we
[42:53]
requested 1.3 but we actually put some
[42:56]
of those expenses already back against
[42:58]
this budget. So those incumbrances came
[43:00]
down to 1.1
[43:03]
leaving an unexpended balance at this
[43:05]
time at 205,787
[43:08]
which is very very tight. I have not
[43:13]
seen a budget so tight in Plymouth for
[43:16]
many many years.
[43:19]
>> So that's just a good forecast. It it's
[43:22]
a huge and it's the department everybody
[43:24]
working their tail off to try to stay
[43:27]
you know where they need to stay and
[43:30]
trying not to spend and having to
[43:32]
overspend lines as you look down through
[43:35]
you know even the executive
[43:38]
uh the selectman's budget on the very
[43:40]
first page that went over um but then
[43:44]
you have um election and registrations
[43:47]
that helped you finance that helped um
[43:52]
revaluation of property. You know, a lot
[43:54]
of these we did encumber from as well.
[43:58]
Um
[44:00]
we did very well on page three of
[44:04]
[clears throat] three of 18
[44:07]
personnel administration.
[44:11]
Our health insurance rates, you know, we
[44:13]
did really well with our rates in the
[44:16]
prior year. um we anticipated I think 7
[44:19]
to 8% we only came in at like two two or
[44:24]
three so but we know in the future year
[44:27]
those rates are going to increase as
[44:30]
well but so just you know if you have
[44:33]
any specific questions I don't have the
[44:36]
detail with me um but if there's
[44:38]
anything specific as you start to look
[44:40]
down through here um one of the reasons
[44:43]
that the budget could change from here
[44:45]
what we're actually anticip ipating
[44:47]
collection is how the PSU police
[44:52]
department
[44:54]
um funds
[44:58]
will come into the town and we're still
[45:02]
waiting for those funds to come in. We
[45:04]
have build them at the end of June for
[45:07]
the first quarter or first half of the
[45:10]
year. Um and they had some questions
[45:13]
about that, but we still have not
[45:15]
received those funds. So, we may have to
[45:17]
do some understanding of what's going on
[45:21]
uh with that. Where I mean, I I bug him
[45:25]
every couple weeks and say, "Where's the
[45:28]
money?" Um I did reach out to President
[45:31]
Burke Burks this afternoon um and sent
[45:34]
him an email and said, "What's going on
[45:36]
with this?" Um can you look into it for
[45:38]
me? Um so, I'm waiting to hear back from
[45:41]
him.
[45:43]
>> And approximately how much money is
[45:45]
that?
[45:47]
And
[45:55]
[clears throat] 147,000.
[46:00]
» That'll be counted against last year's
[46:03]
or this year's.
[46:05]
>> Last year's
[46:06]
>> now.
[46:07]
>> It's included now.
[46:08]
>> Yep. So if it gets adjusted on one side,
[46:12]
then the actual revenue will get
[46:14]
adjusted as well. So, it'll just bring
[46:16]
both numbers, both sides down.
[46:20]
So, I'm we're pushing. Um
[46:27]
» I mean, overall, this looks like really
[46:28]
great work.
[46:29]
>> Yeah.
[46:30]
>> Okay. Yeah,
[46:31]
>> we're we're in the plus more than
[46:33]
$400,000.
[46:34]
>> We are. Um,
[46:37]
I'm a little nervous as Kevin is working
[46:41]
with the recycling center and trying to
[46:43]
figure out what's going to go on there.
[46:46]
Um, for this year's budget um there is
[46:51]
no money in capital reserve for the
[46:52]
recycling center. I mean, there's
[46:54]
$1,100.
[46:56]
It's not a huge amount.
[46:57]
>> Yeah, not a meaningful amount. And as we
[46:59]
look down through the recycling budget
[47:01]
for this year, that the one that I we
[47:04]
just talked about, they're actually
[47:05]
overexpended last year as well.
[47:07]
>> Yeah.
[47:07]
>> So there's really no additional money.
[47:11]
Um unless the board says
[47:15]
we're going to take funds from multiple
[47:18]
places within the budget. Um and as you
[47:21]
can see, the budget is so tight right
[47:23]
now, that's going to be difficult to do.
[47:28]
Just wanted so as you start to look down
[47:30]
through this, if you can give yourself
[47:31]
some more time, if there's any detailed
[47:34]
lines that you want detailed out, hey,
[47:36]
this doesn't look right. Why is this
[47:37]
like this? You know, let me know. Reach
[47:40]
out.
[47:41]
>> Okay.
[47:42]
>> All right.
[47:45]
And just a beginning balance for um
[47:49]
unreserved fund balance at the end of
[47:54]
June 30th, 2025. So that would be July
[47:58]
1st 25. This current year that we just
[48:01]
finished, the fund balance was
[48:03]
2,325,853.
[48:10]
So potentially if we can add these two
[48:12]
numbers to it, then that will be that'll
[48:15]
assist us and we'll be able to maybe
[48:17]
offset uh some at the tax rate setting.
[48:21]
But [clears throat] we're waiting.
[48:28]
All right.
[48:33]
Any questions for Ann on any of that?
[48:38]
>> Nope. Haven't had a chance to review the
[48:40]
numbers yet. So,
[48:40]
>> not not in detail.
[48:42]
>> And it's it with the new program that we
[48:45]
have, um, it's much more convenient for
[48:47]
the departments because they can
[48:48]
actually go into the program and look at
[48:51]
their budgets [clears throat] every day
[48:52]
if they wanted to. um which is
[48:56]
significant. They can go in and run
[48:57]
details. They can say, "Hey, Ann, you
[48:59]
posted something wrong. Oh, I told you
[49:00]
to put something wrong. Oh, what is
[49:02]
this? It's really not mine. It belongs
[49:04]
to highway or it belongs to BD or so
[49:07]
that's something good that it helps us
[49:09]
all do that in advance."
[49:11]
>> Is that avatar?
[49:12]
>> Hvatar or what software?
[49:14]
>> No, we have MTS, which is an MRI uh
[49:18]
municipal accounting program. Now, we
[49:20]
used to have BMSI.
[49:21]
>> Okay. We don't have BMSI any longer. Um,
[49:24]
Avatar we use for tax billing and
[49:26]
assessing.
[49:34]
» Okay. Well, if we're set with that,
[49:36]
we'll move to signature file review.
[49:38]
>> Okay. Um so the first item on the
[49:40]
signature u file review is um there's
[49:44]
been some recent changes to chapter 7910
[49:48]
uh for timber and who can sign the
[49:51]
notice of intent to cut. Um the
[49:54]
assessing clerk Terry is requesting that
[49:57]
the board extend this also to gravel. Um
[50:01]
these are intent to excavate.
[50:05]
So she is requesting the board sign off
[50:07]
that in accordance with this the
[50:10]
assessors are allowed to sign the intent
[50:12]
to cut and excavate intents. We have a
[50:16]
15-day turnaround period that we have to
[50:18]
have these signed by and sometimes we
[50:20]
don't have selections meetings in
[50:21]
between. So in that event um she's
[50:24]
requesting
[50:27]
that authority be extended to the
[50:29]
assessor. So, I'll make a motion to
[50:32]
extend the authority to sign for was it
[50:34]
gravel? You said
[50:35]
>> gravel excavations to the assessor.
[50:39]
>> Thank you.
[50:40]
>> Second.
[50:42]
>> Any discussion around that?
[50:45]
All those in favor?
[50:46]
>> I. Anybody opposed?
[50:49]
[clears throat]
[50:51]
» So, not sure if the board was going to
[50:54]
approve that. We did bring a notice to
[50:56]
of intent to excavate. This is for
[50:59]
property on Beach Hill Road. Um
[51:02]
[clears throat] it has been assigned by
[51:03]
the assess signed by the assessor. Um
[51:08]
board is being asked to sign that.
[51:16]
So we have two additional uh abatements
[51:20]
that are coming through. These are both
[51:23]
BTA PTLA settlement agreements. The
[51:27]
first one is for property at
[51:30]
58 Main Street here in Plymouth.
[51:34]
This is for the years 24, 25, and 26.
[51:38]
The assessor is recommending,
[51:43]
let's see, based on the terms of the
[51:44]
negotiated settlement agreement, I
[51:46]
recommend granting the abatements for
[51:48]
the years 24 and 25, including
[51:51]
applicable interest. No abatement is
[51:53]
required for the tax year 26 as the
[51:56]
assessment has been reviewed in the
[51:58]
assessing software to reflect the agreed
[52:00]
upon adjustment. So no funding is going
[52:03]
back to them for that year.
[52:06]
Total amount that we are refunding them
[52:09]
uh for year 2024, $4,929
[52:13]
and 2025, $5,17.
[52:23]
Next one is property 307 Main Street
[52:26]
here in Plymouth.
[52:41]
Uh in preparation for the settlement
[52:44]
meeting, the subject property was
[52:45]
inspected with the owners following the
[52:47]
inspection revisions were made to the
[52:49]
assessment cards. Uh no correct uh
[52:53]
discrepancies identified during the
[52:55]
interior or exterior inspection. At the
[52:58]
assessor's request, the taxpayer also
[53:00]
submitted an appeal of the property that
[53:02]
estimated the tax the market value at
[53:05]
1.35.
[53:07]
The owners purchased the property at
[53:09]
1.2.
[53:11]
As a result of the set settlement
[53:13]
negotiations, the parties agreed upon
[53:16]
the revised assessment of 1.273
[53:20]
and you are issuing an abatement $8,544.
[53:32]
Next item we have is a land use change
[53:35]
tax. This is for property
[53:38]
um
[53:40]
Beach Hill Road,
[53:43]
75 Beach Hill Road. This tax is for
[53:47]
$2,080
[53:48]
and this is for property that was taken
[53:50]
out of current use.
[53:58]
Next, land use change tax,
[54:02]
784 Texas Hill Road.
[54:06]
Property that was taken out of current
[54:07]
use. Uh, and the land use change tax is
[54:11]
$4,100.
[54:21]
Signing in two spots there.
[54:32]
You missed the second signature.
[54:34]
>> A second page sign.
[54:37]
>> That's all I had. Sorry.
[54:50]
[clears throat]
[55:19]
I missed the second page on that would
[55:21]
too. [laughter]
[55:23]
>> I even had her put them on the right
[55:25]
side. Usually she puts them on the left.
[55:27]
>> All right,
[55:28]
>> that was my bad. I will freely admit to
[55:30]
that one.
[55:46]
I got both of those ones.
[55:56]
Okay. Uh on to committee reports. Uh
[55:59]
Jason, you're up first with Home
[56:00]
Village, Water Sewer.
[56:02]
>> Nothing to report. We haven't met since
[56:03]
our last meeting.
[56:06]
>> No report. And we don't have Phil here
[56:09]
this evening. So we have no report on
[56:11]
planning board.
[56:13]
[clears throat]
[56:14]
Uh on to TED Plymouth School after you
[56:18]
finished signing. I
[56:19]
>> think I got all the signatures. Um
[56:22]
Plymouth Elementary School met during
[56:24]
our last meeting and they did not record
[56:27]
the session so I can't report out on
[56:31]
that.
[56:33]
Uh Plymouth Regional High School met on
[56:36]
the 18th and I'll give you some
[56:39]
highlights. It was a pretty quick
[56:40]
meeting. Um
[56:44]
there was no student report, principal
[56:45]
report. They had um some discussions
[56:48]
about uh attendance practices, tiered uh
[56:51]
tiered interventions
[56:53]
and a 45 delay 45 delay uh
[56:57]
implementation. So, you know, there's
[56:59]
going to be a new attendance policy
[57:01]
partially driven by um I think it was
[57:04]
state rules and so they're going to ease into it a little
[57:10]
bit over the next 45 days. Um they're
[57:14]
going to send letters out at least the
[57:16]
plan is if they have seven unexcused and
[57:19]
then at 14 unexcused there's going to be
[57:22]
an intervention of some sort.
[57:25]
Uh they reported out that they had uh
[57:27]
some new safety training and and again
[57:31]
this was fast rapid fire. So, uh, Raptor
[57:35]
new, I think it's a new app that they're
[57:37]
using to, uh, train on. And so, all
[57:42]
district employees got that training and
[57:44]
the app.
[57:48]
They're going to, they talked about an
[57:49]
AI policy and they're going to integrate
[57:52]
that into their academic integrity
[57:54]
policy to not necessarily have a new
[57:56]
policy, but include it in something that
[57:59]
already exists.
[58:01]
Was there any questions about instructor
[58:04]
usage of AI in that policy?
[58:06]
>> I they didn't detail it.
[58:09]
>> So, there could have been, but since
[58:12]
they didn't detail, I can't tell you
[58:13]
that tell you more than that.
[58:16]
Uh they did talk about some new minimum
[58:20]
standards for
[58:22]
um freshmen to have seven credits.
[58:27]
And so this has forced them to make some
[58:29]
adjustments
[58:31]
in some of the upper division classes
[58:34]
that basically sophomores will go to 6.5
[58:37]
credits, juniors six and seniors 5.5.
[58:42]
Uh they did also talk about some
[58:44]
graduate graduation pathways. I guess
[58:47]
right now um
[58:50]
when they only account for graduation
[58:53]
the actual ceremony people who
[58:56]
complete all the degree requirements
[58:58]
there and so they're talking about
[59:00]
including that also for people who do
[59:05]
you know the take the state test
[59:09]
and uh some of the I think some of the
[59:11]
homeschooled options as well so they can
[59:14]
actually participate in an official
[59:16]
graduation ceremony.
[59:20]
Uh first day of school is next Monday
[59:23]
just like Plymouth,
[59:25]
you know, state. Uh the third will be
[59:28]
picture day.
[59:31]
Uh let's see.
[59:34]
They did have a legislative update. Tax
[59:36]
cap went through and will be voted on in
[59:39]
November.
[59:40]
um they're not 100% sure how this is
[59:43]
going to in impact them because
[59:47]
you know
[59:48]
>> multi-town district
[59:49]
>> it's yeah a multitown district and we're
[59:51]
not typical in that regard
[59:53]
>> so
[59:54]
>> uh so they're going to play play it by
[59:56]
year
[59:57]
>> and uh
[1:00:00]
you know because they actually say most
[1:00:02]
districts are not like us
[1:00:05]
>> are we going to get some guidance on
[1:00:07]
that
[1:00:07]
>> they're hoping for some But,
[1:00:11]
you know, it's it's so new that they
[1:00:15]
don't really have anything to go on.
[1:00:16]
[laughter] So,
[1:00:18]
>> we'll blame Bill.
[1:00:19]
>> That's right. That was
[1:00:20]
>> I would have guessed it.
[1:00:22]
[laughter]
[1:00:23]
Um and so there is always
[1:00:28]
um so they say 60% of the voters need to
[1:00:32]
approve a tax cap
[1:00:36]
you know and to override said tax cap um
[1:00:40]
an equal percentage have to do the
[1:00:43]
override
[1:00:46]
>> but they said you know it's complicated
[1:00:48]
but they'll have to work through it and
[1:00:49]
it'll come up for a vote again in 2028.
[1:00:54]
And that
[1:00:58]
nope, I still have another page.
[1:01:07]
They did report out that the higher
[1:01:09]
courts did make a decision to allow um
[1:01:14]
biological males participate in specific
[1:01:18]
female sports. Um, you know, if it's
[1:01:21]
co-ed, it's different. However, they did
[1:01:24]
note that if you were a biological
[1:01:26]
female, you could theoretically play on
[1:01:28]
the football team if you were so
[1:01:30]
inclined.
[1:01:32]
Uh, enrollment steady at 648. And they
[1:01:35]
did talk about a snow plowing
[1:01:39]
um
[1:01:41]
contract that they're awarding to Piper.
[1:01:45]
Um, one of the big things that Piper
[1:01:47]
does is they leave the the equipment
[1:01:49]
right there so it's readily available
[1:01:52]
and they've done a great job over
[1:01:54]
previous years.
[1:01:56]
And
[1:01:59]
the next meeting is, oh, not the next
[1:02:02]
meeting, but the November meeting
[1:02:03]
because of election activities will be
[1:02:06]
moved from the 3rd to the 17th.
[1:02:10]
>> September meeting, right?
[1:02:11]
>> November.
[1:02:14]
Oh,
[1:02:15]
>> this is the high school. So, normally
[1:02:17]
they would they're
[1:02:19]
>> Can you just say that? I'm sorry, I
[1:02:20]
missed that.
[1:02:20]
>> It was November 3rd to the 17th.
[1:02:23]
>> To the 17th. Thank you.
[1:02:36]
» That's it for the schools.
[1:02:39]
>> Conservation.
[1:02:40]
>> Any questions for Ted on schools? If
[1:02:42]
not, we'll move to conservation.
[1:02:44]
Commission. Um first half
[1:02:47]
an hour or so was talking about um a
[1:02:52]
proposal to get an appraisal of the Roby
[1:02:55]
Farms property to see if it would be
[1:02:59]
fundable
[1:03:01]
for possible conservation by, you know,
[1:03:05]
a getting private donations and um some
[1:03:11]
of the conservation commission's funds
[1:03:13]
to buy it. Um, so this at this point in
[1:03:16]
time they were really interested in
[1:03:19]
looking to get an appraisal.
[1:03:22]
So they voted to authorize Grace to have
[1:03:26]
a conversation with uh TNT
[1:03:29]
to see if they would be okay with an
[1:03:32]
appro appraisal being done. Um
[1:03:37]
that was followed by
[1:03:39]
uh a decision to solicit
[1:03:43]
three appraisal firms telling us what it
[1:03:46]
would cost so they could be brought back
[1:03:49]
to the conservation commission to do
[1:03:51]
that appraisal. Uh the appraisal is kind
[1:03:54]
of like the first step they would need
[1:03:55]
to take if they were seeking external
[1:03:59]
funding opportunities to purchase
[1:04:03]
the property for conservation purposes.
[1:04:06]
Uh I do know that right now that
[1:04:08]
property is
[1:04:11]
fairly expensive. It's mostly based on
[1:04:14]
the front
[1:04:15]
I think four acres that are road front
[1:04:18]
edge. the rest of it is lowlying and in
[1:04:21]
flood plane. Uh, ironically, the flood
[1:04:24]
plane is what they're interested in
[1:04:26]
preserving. And so, um, Grace this past
[1:04:30]
this week or last week, last week, uh,
[1:04:34]
had an initial conversation with TNT and
[1:04:39]
basically they said, "We're not opposed
[1:04:41]
to you doing an appraisal as long as we
[1:04:43]
don't have to pay for it."
[1:04:46]
So, um, that's where that is. Uh, the
[1:04:49]
NRI, uh, they did a visit with
[1:04:51]
Moosewood. They went over the notations
[1:04:54]
in the narrative, and Moosewood's going
[1:04:55]
to incorporate the changes, and they
[1:04:58]
also answered some of the questions that
[1:05:00]
they had on hand.
[1:05:03]
On the trails committee, they are
[1:05:05]
putting up tree cookies. Those are the
[1:05:07]
little cutouts where they put them on
[1:05:10]
the tree. They're instead of a piece of
[1:05:12]
plastic or aluminum or something like
[1:05:13]
that, it's a it's actual piece of wood
[1:05:15]
that they spray paint yellow or blue or
[1:05:18]
whatever and they put them on the tree
[1:05:20]
instead.
[1:05:22]
It's a little more
[1:05:24]
conservationoriented
[1:05:25]
than plastic things. I will and I I c
[1:05:30]
called Greg out at the meeting for this
[1:05:33]
because Marcy and I decided to take a
[1:05:35]
walk on the Glove Hollow Brook Trail and
[1:05:37]
there was a giant tree across it. took a
[1:05:39]
picture and like, "All right, I'll let
[1:05:40]
somebody know when we're done." Well, we
[1:05:42]
walked down there. We walked on the way
[1:05:44]
back, it was gone [laughter]
[1:05:47]
30 minutes later. So, uh, big shout out
[1:05:50]
to Greg for his trail magic that
[1:05:52]
occurred on the Glove Hollow Brook
[1:05:54]
Trail.
[1:05:56]
Um,
[1:05:59]
see what else
[1:06:01]
talking about which one which trails are
[1:06:04]
bike and no bike. Uh they also
[1:06:08]
talked about
[1:06:10]
contacting
[1:06:12]
town hall about getting some information
[1:06:16]
uh about the NRI in the newsletter once
[1:06:18]
it's been finalized
[1:06:21]
and they swore in a they well no they
[1:06:24]
actually
[1:06:26]
that was previous never mind
[1:06:28]
>> they are bringing that NRI to the board
[1:06:31]
either in October or November not quite
[1:06:34]
sure yet which month they're
[1:06:35]
>> yeah they have to have finalized first
[1:06:38]
and that concludes when I can tell you
[1:06:41]
about the conservation commission.
[1:06:44]
>> All right. No update on capital
[1:06:46]
improvement
[1:06:48]
uh lakes region planning commission.
[1:06:50]
>> I was unable to go to the meeting but I
[1:06:52]
tried to zoom in and unfortunately I
[1:06:54]
couldn't get anyone to give me a Zoom
[1:06:56]
address but um I followed up afterwards
[1:06:59]
and found out that there were a couple
[1:07:00]
of uh Oh, it was called a special
[1:07:02]
meeting.
[1:07:04]
>> Yep. And um uh it was the executive
[1:07:06]
committee and they met on the 18th and
[1:07:09]
uh what was being discussed was uh the
[1:07:14]
[clears throat]
[1:07:14]
uh laser all in fact more than one I
[1:07:17]
think I think several RPCs are going to
[1:07:20]
501c3 status because they didn't get any
[1:07:24]
money from the state last year or this
[1:07:25]
year and um they feel that they're going
[1:07:28]
to be more successful getting funds by
[1:07:30]
going 501c3
[1:07:32]
and that's probably the
[1:07:35]
Um anyway, there was a very good
[1:07:36]
discussion on on moving uh to 50163, but
[1:07:39]
it's not finalized yet and there's still
[1:07:42]
a lot of questions that um were on the
[1:07:45]
table. And there was also a discussion
[1:07:47]
of the strategic plan um that we're trying to initiate
[1:07:53]
and
[1:07:55]
um
[1:07:57]
that's pretty much it. Um, there's a
[1:07:59]
very narrow focus on water and I'm not
[1:08:02]
certain what that means. Maybe they're
[1:08:04]
going to get rid of uh Pearl. Who knows?
[1:08:06]
I kind of don't think so, but
[1:08:09]
And um that was pretty much it.
[1:08:14]
» Thank you. Any questions for Bill? Parks
[1:08:17]
and Rec. Ted. Bill attended that one.
[1:08:20]
>> Oh, that's right.
[1:08:23]
>> Oh, yeah. Right. [laughter] Yeah. So, it
[1:08:26]
was a special meeting because it was at
[1:08:28]
uh it was offsite and it was the home of
[1:08:31]
Kabie and he prepared a meal. The
[1:08:34]
chicken was delish. Uh also a potato
[1:08:38]
salad and a a macaroni salad.
[1:08:41]
>> No wonder he wants to go to the meetings
[1:08:43]
and leave you out.
[1:08:46]
>> It was kind of
[1:08:47]
>> Seven Up Chicken.
[1:08:48]
>> Was that Seven Up?
[1:08:49]
>> How do you know that?
[1:08:51]
>> Used to be on that one.
[1:08:52]
>> Oh, wow.
[1:08:53]
>> Seven Up Chicken. Yeah, like it's like
[1:08:55]
tenderized, something like that. Seven
[1:08:57]
Up or something.
[1:09:00]
>> But there's a lot of people actually in
[1:09:02]
the committee.
[1:09:04]
>> Um and so yeah, it was kind of
[1:09:06]
surprising how many were there.
[1:09:08]
>> Well, old time familiar people.
[1:09:10]
>> Food. Come on.
[1:09:11]
>> It was food. That's right.
[1:09:12]
>> Food. Yeah. Um anyway, there was a
[1:09:15]
report from uh Robert, is it Cormier or
[1:09:17]
something like that? And um there was a
[1:09:20]
new a new mower that was purchased and
[1:09:24]
the last the question was like uh how
[1:09:26]
long ago was a a mower replaced? It was
[1:09:29]
11 years. So we got 11 years out of this
[1:09:32]
mower. Um and they're not doing quite as
[1:09:35]
much mowing as uh they have in the past
[1:09:37]
because it's been so freaking dry.
[1:09:40]
>> Um contrary to the rain that we just
[1:09:42]
got. Um,
[1:09:45]
and one of the projects that they're
[1:09:48]
looking at is um there's an Eagle Scout that's
[1:09:52]
bringing forward a project uh to have uh
[1:09:56]
some trails uh like snowshoeing trails
[1:09:59]
on Blake Street and also to build some
[1:10:02]
kiosks.
[1:10:04]
Um
[1:10:07]
all sports have started. Mhm.
[1:10:10]
>> Um and there was a concern about they we
[1:10:12]
need like walking trails because there
[1:10:14]
are uh looking forward into the winter.
[1:10:17]
Uh they're going to be maintaining
[1:10:18]
trails for skiers um to practice and
[1:10:22]
there was concern that like normal
[1:10:24]
people are walking on the I mean there's
[1:10:26]
nothing really you can do. Um but yeah,
[1:10:29]
they're walking on the groom trails.
[1:10:31]
I used to be one of those people.
[1:10:34]
Um
[1:10:37]
oh what else?
[1:10:39]
Um,
[1:10:42]
oh, that's kind of interesting actually
[1:10:44]
that they're um, you know, getting a
[1:10:47]
budget to build a [clears throat] ski
[1:10:48]
building beneath the the jump, the ski
[1:10:52]
jump
[1:10:54]
and uh, it will be primarily for um,
[1:10:58]
cross-country ski um, like more um,
[1:11:02]
places to I mean it's kind of like
[1:11:04]
they're populating too many skis at um,
[1:11:08]
parks. and wreck and what they want to
[1:11:10]
do is like store some skis there for
[1:11:12]
cross country students and also it'll be
[1:11:16]
heated.
[1:11:19]
» Um
[1:11:20]
>> where's the funding for that coming
[1:11:21]
from?
[1:11:22]
>> I'm not certain. It just said um
[1:11:26]
yeah it didn't you didn't
[1:11:27]
[clears throat] indicate the the funding
[1:11:29]
but
[1:11:31]
>> maybe in the next budget.
[1:11:33]
>> Yeah. Well, sound like it's, you know,
[1:11:35]
kind of a done deal or something like
[1:11:36]
that. That
[1:11:37]
>> Oh,
[1:11:38]
>> that they're going to be like building
[1:11:39]
this. So,
[1:11:42]
>> through the school. Did they say through
[1:11:43]
the school or through the town?
[1:11:46]
>> Um, actually,
[1:11:49]
>> it's got to be through the school.
[1:11:50]
>> Yeah, it's it's got to be the high
[1:11:52]
school.
[1:11:53]
>> Maybe that's where it's coming from.
[1:11:56]
>> Well, we know that they like to use
[1:11:58]
their fund balance to pay for
[1:12:01]
>> special projects rather than going back
[1:12:02]
to the taxpayers.
[1:12:04]
Unless their budget gets cut down to
[1:12:06]
this 3% then
[1:12:10]
>> they'll just increase their budget by 3%
[1:12:11]
every year and they'll still have a
[1:12:13]
surplus.
[1:12:16]
» So Lisa then um described the all the
[1:12:19]
programs that she's bringing forward and
[1:12:22]
numbers are low now but they'll be
[1:12:24]
increased as soon as school starts.
[1:12:27]
um PS PES they're talking about the
[1:12:30]
littles that are at school and I guess
[1:12:33]
primarily it's Penny youth uh
[1:12:35]
empowerment program and it it's just
[1:12:38]
building up its names it'll it'll uh
[1:12:41]
fill positions when um school starts and
[1:12:44]
it's going to be $60 per month.
[1:12:47]
Um and also she's talked about theater
[1:12:49]
camp. There's uh over 200 campers
[1:12:53]
which sounds kind of amazing to me.
[1:12:56]
Um PSU is no longer supporting theater
[1:13:01]
camp. Um so it's kind of deferring to um
[1:13:05]
Wreck.
[1:13:08]
» Um
[1:13:09]
>> where are they doing the performances?
[1:13:11]
>> The monkey.
[1:13:13]
>> Yes.
[1:13:13]
>> Oh yeah, it is a monkey. Yeah.
[1:13:16]
>> And you know I guess it's still on. And
[1:13:18]
I I asked about you know the change of
[1:13:21]
>> uh owners. Yeah. Yeah. And it's not
[1:13:23]
mattering.
[1:13:24]
>> Good. [clears throat] H.
[1:13:29]
Oh, we're talking about uh perhaps uh
[1:13:32]
not doing a parade in May or not have a
[1:13:36]
parade period.
[1:13:38]
um
[1:13:40]
>> parade when
[1:13:41]
>> for either uh you know November or May
[1:13:45]
for you know celebrate either Memorial
[1:13:47]
Day or Veterans Day
[1:13:50]
and you know I guess that's a parks or
[1:13:54]
wreck u wreck event. Yeah.
[1:13:57]
>> Yeah.
[1:14:00]
>> It's the only steps I do a year. though.
[1:14:02]
>> Yeah.
[1:14:05]
>> What's the was just because attendance
[1:14:07]
has been low?
[1:14:08]
>> Well, I think in fact I kind of agree. I
[1:14:10]
mean we generally like start out and
[1:14:12]
then you know it's all fun to start and
[1:14:15]
then there's like nobody for a while and
[1:14:18]
then or basically until we get to for
[1:14:22]
the town hall. Yeah.
[1:14:23]
>> Yeah.
[1:14:24]
>> So I kind of think that that makes
[1:14:26]
sense.
[1:14:27]
But I did make a comment. What the hell?
[1:14:31]
But um you know um I I think pretty much
[1:14:35]
and I think maybe attendance might be
[1:14:37]
kind of going down.
[1:14:39]
It used to be I don't know more people
[1:14:41]
standing in the front of us but
[1:14:44]
um and basically they're there for the event. Um so anyway they're
[1:14:51]
considering not not having a parade.
[1:14:55]
Um,
[1:15:00]
oh, and Robert said, uh, which everyone,
[1:15:03]
they're keeping old McDonald's, uh,
[1:15:05]
property mode looking nice because, um,
[1:15:09]
they just want to make sure people can
[1:15:11]
see a nice area knowing that it's now a
[1:15:13]
Plymouth area. So,
[1:15:16]
that was pretty much it. And I dove in
[1:15:18]
the chicken and everything was good. Any
[1:15:22]
questions for Bill
[1:15:24]
Energy Commission? We don't have Phil.
[1:15:26]
No report.
[1:15:29]
Uh, no report from advisory budget
[1:15:33]
chamber. No Phil.
[1:15:36]
Anything from Pearl Bill?
[1:15:38]
>> VRAP. Um, actually VRAP is done. We had
[1:15:41]
our last day um a couple weeks ago and
[1:15:44]
our last day for um well tomorrow is our
[1:15:49]
last day for just going out and sampling
[1:15:51]
water and not bringing up the dees. Um
[1:15:55]
and we're having our next meeting
[1:15:58]
tomorrow as well.
[1:16:00]
Um I think I missed the last meeting
[1:16:04]
so not much.
[1:16:07]
I don't have anything from police and
[1:16:09]
fire building.
[1:16:10]
>> Uh we're scheduling a meeting uh in
[1:16:13]
either next week or the week after kind
[1:16:15]
of [snorts] aiming for the first week if
[1:16:18]
we can of September to review all the
[1:16:20]
RFPs. We received them all in. We have a
[1:16:23]
large stack of them.
[1:16:24]
>> Okay.
[1:16:28]
Sounds good. Uh and economic
[1:16:33]
development.
[1:16:34]
>> Nothing to report. We haven't met since
[1:16:35]
the last meeting.
[1:16:38]
Okay.
[1:16:43]
Oh, we had somebody from the public on,
[1:16:45]
but they must have
[1:16:46]
>> they jumped on and jumped off.
[1:16:47]
>> Okay. So, no public in any of our
[1:16:50]
locations. Anything else from the board?
[1:16:53]
>> No.
[1:16:55]
>> Oh, can I be I'll be brief.
[1:16:57]
>> Of course.
[1:16:59]
[clears throat] So, you know, I've been
[1:17:01]
like, you know, trying to like get this
[1:17:02]
uh bus service going for the past five
[1:17:04]
years
[1:17:05]
[clears throat]
[1:17:06]
>> and um it seems like it's pretty much
[1:17:08]
almost there. I I I I re, you know, I
[1:17:12]
really don't want to like uh say, oh,
[1:17:13]
okay, we're going to start next month,
[1:17:14]
but in reality, November 1st is when uh
[1:17:18]
we are going to be starting. Don't put
[1:17:21]
it down and waste ink. So, um, you know,
[1:17:24]
it's it seems like it's likely going to
[1:17:26]
be November 1st. We're still working
[1:17:28]
with the, uh, Department of
[1:17:30]
Transportation. Are we going to mention
[1:17:32]
that, by the way, the meeting with, uh,
[1:17:36]
>> No, I forgot about that.
[1:17:38]
>> Okay. And then, um, so DOT has been
[1:17:42]
dragging their heels. And then also, um,
[1:17:44]
Tri County Cap um, they're in the
[1:17:47]
process of hiring two drivers. We're
[1:17:49]
going to have to get them trained. they
[1:17:51]
have in-house training so we can turn it
[1:17:53]
around um after like two weeks. So they
[1:17:58]
seem confident that it'll be November
[1:18:00]
1st as a startup and I've never really
[1:18:03]
kind of like bought their estimates um
[1:18:07]
and never communicated it because I
[1:18:10]
think the the fallback is like maybe
[1:18:12]
spring, you know, and I don't think I
[1:18:14]
want to start up something when we're
[1:18:16]
going to be dealing with snow and ice
[1:18:17]
for, you know, like several months. But
[1:18:20]
in any
[1:18:21]
>> also when people could use the bus the
[1:18:22]
most
[1:18:23]
>> said that's yeah that would have be an
[1:18:24]
optimal time to use the bus.
[1:18:25]
>> Yeah. So but we are um we've you know
[1:18:29]
created this uh the route and we're
[1:18:33]
going to you know at least try to get um
[1:18:37]
workers on board initially. Start early
[1:18:40]
and make come around the long way down
[1:18:44]
to town, back the other way, then do
[1:18:46]
that loop like two or three times a day.
[1:18:51]
We'll see.
[1:18:53]
Close.
[1:18:54]
>> Close. I just got to bring up Thank you
[1:18:57]
for reminding me, Bill. Uh, last what
[1:19:00]
was it? Monday, Tuesday.
[1:19:01]
>> Yeah.
[1:19:02]
>> Uh, Bill, myself, Steve, St. Pierre,
[1:19:05]
Joseph met with
[1:19:08]
the assistant commissioner of DOT and
[1:19:12]
Karen
[1:19:13]
>> Leo Hill.
[1:19:14]
>> Lean Hill.
[1:19:15]
>> Leo Hill. Yeah,
[1:19:16]
>> Leo Hill. Uh who is our executive
[1:19:18]
council rep [clears throat] for this
[1:19:19]
area. We met over at the Green Bridge on
[1:19:22]
Route 3 to discuss its condition. She
[1:19:25]
was Karen was not aware um that it was
[1:19:29]
this bad of a situation how it really we
[1:19:31]
made it very clear to her how much it
[1:19:32]
really impedes the town of Plymouth um
[1:19:35]
Plymouth emergency services and even the
[1:19:38]
interstate commerce where we have to use
[1:19:39]
as an alternate route.
[1:19:42]
uh
[1:19:45]
the 10-year plan that got nixed and then
[1:19:48]
put back on did have it in there. Um but
[1:19:52]
it was only for a mild rehab. Even the
[1:19:55]
money that they put back in there isn't
[1:19:57]
enough to fix the actual issue. So
[1:20:00]
they're they understand that this needs
[1:20:02]
to be bumped up on the important
[1:20:04]
level importance, but still no answers.
[1:20:07]
Just they're researching it. Um, I miss
[1:20:10]
anything?
[1:20:11]
>> Well, they're going to have a follow-up
[1:20:12]
meeting, a physical meeting with with uh
[1:20:15]
us again. Um, and um, yeah, it was very
[1:20:20]
discouraging, you know, essentially that
[1:20:22]
we we are we have to allow u vehicles
[1:20:26]
that exceed the limits. Um, I guess we
[1:20:30]
don't have to, but the alternative is to
[1:20:32]
shut it down. Oh,
[1:20:35]
>> or one way with a light or, you know,
[1:20:38]
some accommodation, but it was, you
[1:20:42]
know, a horrible outcome.
[1:20:43]
>> They Yeah, that was one of the meth uh
[1:20:46]
options they looked at was shutting it
[1:20:48]
down. We made it clear that isn't an
[1:20:49]
option. Um, they also talked about
[1:20:52]
making it one-way traffic only, which is
[1:20:54]
like last case reserve or shut it down.
[1:20:56]
So, that is the last case if it degrades
[1:20:59]
more. While we were sitting there
[1:21:01]
talking, a couple tractor trailers drove
[1:21:03]
right over it. So, kind of had a chuckle
[1:21:06]
with that. Um, we made it clear that
[1:21:08]
Plymouth Police Department or it's not
[1:21:10]
the responsibility of town of Plymouth
[1:21:12]
to police that bridge. We don't have the
[1:21:14]
resources commit. Um,
[1:21:17]
so they I don't know it was quick meet
[1:21:21]
and greet like everything with executive
[1:21:23]
council. It's rushed. So, but we got the
[1:21:27]
point across and we'll see where that
[1:21:29]
goes.
[1:21:33]
» Is there a point at which we should be
[1:21:35]
policing the traffic across that bridge
[1:21:37]
such that we don't see it further
[1:21:39]
degrade from?
[1:21:41]
>> We discussed that without setting a
[1:21:43]
dedicated unit there to stop them.
[1:21:48]
>> That was that's what it would take. I
[1:21:49]
mean, it's so spontaneous. They just
[1:21:52]
>> show up out of nowhere. It's not like
[1:21:53]
you can anticipate commercial traffic,
[1:21:55]
[clears throat]
[1:21:55]
>> right?
[1:21:56]
>> And there was a big box truck that was
[1:21:59]
delivered to the common man while we
[1:22:01]
were standing there, you know, and
[1:22:02]
that's not supposed to go over it.
[1:22:04]
>> Well, and also the plow trucks, the DOT
[1:22:06]
plow trucks
[1:22:07]
>> brought up the DOT plow trucks loaded
[1:22:08]
with salt go over it all winter and
[1:22:12]
they're not changing their routes as
[1:22:14]
well as our highway crews aren't
[1:22:16]
changing their routes. if we had to
[1:22:18]
change it, it would add like an
[1:22:19]
additional 30 minutes onto the roof to avoid that.
[1:22:24]
>> It's definitely a liability issue. And
[1:22:26]
maybe um maybe we can get like a a
[1:22:30]
senator to like, you know, give us a
[1:22:33]
some federal money or, you know, tap
[1:22:36]
into the National Guard, you know, if
[1:22:38]
that they want to continue to use that.
[1:22:41]
>> And they weren't even aware that the
[1:22:43]
National Guard was rebuilding. Who's
[1:22:45]
liable if that bridge collapses with a
[1:22:47]
vehicle on
[1:22:48]
>> must well
[1:22:50]
>> especially if they're negligent and not
[1:22:52]
stop is it the state's fault if uh
[1:22:55]
>> even though they recognized that there
[1:22:56]
was an issue
[1:22:57]
>> they recognized it they've put signage
[1:22:58]
up is it still their problem or is it
[1:23:01]
ours
[1:23:03]
>> would be the town yeah we don't know the
[1:23:05]
>> unless it's
[1:23:07]
we have the responsibility of enforcing
[1:23:08]
laws in our town
[1:23:12]
» I mean essentially you'd have to put a
[1:23:15]
car out there to monitor traffic and
[1:23:17]
stop the trucks before they get within
[1:23:19]
range
[1:23:24]
just because it's so spontaneous. Yeah.
[1:23:28]
The other option is they lower the level
[1:23:29]
of the bridge, put a bar across it so
[1:23:32]
that way it just can't
[1:23:34]
>> until someone hits it because they
[1:23:36]
didn't read the sign that says bridge is
[1:23:38]
low ahead.
[1:23:38]
>> Then their insurance of that vehicle
[1:23:40]
could replace the bridge,
[1:23:42]
>> right? I mean, look at the covered
[1:23:43]
bridge in Campton. How many trucks take
[1:23:44]
that out every year?
[1:23:46]
>> Yeah,
[1:23:46]
>> you just put a bar before the bar. Yeah.
[1:23:48]
>> Yeah. Um, we also brought up the
[1:23:52]
intersection on Tiny Mountain Highway
[1:23:53]
with Smith Bridge Road at that meeting.
[1:23:57]
That was more brief than the bridge was,
[1:23:59]
but uh,
[1:24:02]
you know, they're like, "Yeah, it's on
[1:24:04]
the 10-year plan. What do we know what
[1:24:05]
to do with that?" Um, you know, so an
[1:24:08]
option, an actual option that was
[1:24:11]
brought up that is easily salvageable
[1:24:13]
until they come up with a more solid
[1:24:14]
plan for the intersection is required to
[1:24:17]
be a right-hand turn only.
[1:24:19]
>> And that's a simple signage. Um,
[1:24:22]
>> they asked the DOT commissioner asked if
[1:24:25]
that's something that we'd be willing to
[1:24:27]
enforce
[1:24:28]
>> and I said that's that's an easy lift
[1:24:30]
for us as a community. Um, that being
[1:24:33]
said, all the businesses along there can
[1:24:35]
still do left-hand turns unless we get
[1:24:38]
some sort of major change in traffic
[1:24:40]
patterns, but I think that's the safest
[1:24:43]
option that we should probably pursue
[1:24:44]
until we come up with a better plan for
[1:24:46]
that intersection is right-hand turn
[1:24:49]
only.
[1:24:50]
>> My recommendation and uh I have the
[1:24:53]
contact to meet out with them. We also
[1:24:56]
uh discussed realigning Smith Bridge and
[1:25:01]
I'm sorry, not Smith Bridge, Fairgrounds
[1:25:03]
Road and Lower Beach Hill Road. That
[1:25:05]
intersection, how it's all weird, funky.
[1:25:08]
>> Yeah, because of the pole in the center.
[1:25:09]
>> Yeah, talked with Steve and
[1:25:11]
Commissioner. They gave me a contact.
[1:25:13]
We're looking Steve and I are looking at
[1:25:15]
realigning that to move the pole and get
[1:25:19]
that squared up a because I personally
[1:25:21]
have had many close calls, never mind
[1:25:23]
other people. um and just square that
[1:25:26]
intersection off and it would be easier
[1:25:28]
for us to maintain with plow trucks and
[1:25:30]
stuff.
[1:25:31]
>> So, those are quick hot topics.
[1:25:36]
» Do you know where we're at with the school roundabout? Have we made any
[1:25:41]
progress on that?
[1:25:43]
>> I thought that that started next year.
[1:25:46]
>> We'll get some um additional funding in
[1:25:49]
from the state. We're still waiting for
[1:25:52]
um some further funding. um from the
[1:25:54]
feds. Um
[1:25:57]
they are moving forward with their
[1:25:59]
review and the board advised that they
[1:26:04]
would take that property by eminent
[1:26:06]
domain if need be. Still being
[1:26:10]
pushed forward.
[1:26:18]
» Sounds good.
[1:26:19]
>> Okay.
[1:26:20]
>> All right. I'll make a motion to go into
[1:26:22]
