[1:23] prochain. La version finale du
[1:24] PTI, qui sera approuvée ce soir,
[1:29] sera mise en ligne dès demain
[1:30] sur le site Web de la Ville. En
[1:34] 2023, nous planifions continuer
[1:38] nos investissements pour
[1:39] réaliser de grands projets qui

[1:53] verts ainsi que la bonification
[1:58] de l'offre de service à la

[2:04] améliorations aux
[2:06] infrastructures municipales,
[2:07] nous prévoyons des travaux de
[2:09] réfection sur cinq rues : le

[2:15] à proximité du Club de canoë
[2:18] kayak; l'avenue Winthrop; la
[2:19] voie de desserte nord de
[2:23] l'autoroute 40, entre Bancroft
[2:26] et Tecumseh; le boulevard des

[2:51] travaux de réfection de la
[2:53] passerelle piétonnière des
[2:55] Sources débuteront et ceux du
[2:58] viaduc des Sources de
[2:59] l'autoroute 20 se poursuivront,
[3:02] sous la direction du ministère

[3:08] bâtiments municipaux, nous
[3:09] planifions continuer nos
[3:10] investissements afin de répondre
[3:13] aux besoins et aux normes
[3:16] d'aujourd'hui incluant la

[3:19] Travaux publics. Ce projet
[3:22] comprend la reconstruction du
[3:24] garage et du magasin de pièces
[3:27] et d'équipements ainsi que la

[3:35] col bleu, des bureaux des
[3:38] superviseurs ainsi que les
[3:39] ateliers de menuiserie, de
[3:41] plomberie et d'électricité. En

[3:55] opérationnelle pour nos équipes
[3:57] des Travaux publics et de
[3:59] l'Ingénierie afin de toujours
[4:00] mieux servir la population. Au
[4:04] niveau du parc de véhicules,
[4:08] nous planifions aussi le
[4:09] remplacement de plus de 16
[4:11] équipements pour l'entretien des
[4:13] rues, des trottoirs, des espaces
[4:16] publics et des patinoires. Il

[4:36] tracteurs sur roues pour les
[4:39] parcs et espaces verts, deux
[4:41] camions avec benne à bascule et
[4:42] une surfaceuse de glace.
[4:50] Chacun des équipements est
[4:51] évalué en continu par les
[4:53] Travaux publics pour s'assurer
[4:56] que le remplacement soit
[4:58] effectué à la fin de leur vie
[5:03] utile. Nos équipes évaluent et
[5:05] priorisent aussi, lorsque
[5:06] possible, l'acquisition de
[5:10] véhicules hybrides ou
[5:13] électriques. Au niveau des parcs
[5:14] et espaces verts, le réseau
[5:17] cyclable sera prolongé avec un
[5:23] tronçon longeant le boulevard
[5:24] Hymus et reliant les avenues
[5:25] Alston et Stillview, à l'arrière
[5:30] des propriétés de l'avenue
[5:32] Brigadoon. Des travaux de

[5:36] du parc Northview sont prévus de
[5:38] même que le remplacement de
[5:40] l'éclairage au tennis

[5:45] planifié pour l'aménagement d'un

[5:50] parc Belmont, communément appelé
[5:54] parc Sunnyside et pour
[5:57] l'aménagement d'un nouveau parc
[5:58] dans le secteur Walton.
[6:00] Finalement, un montant est aussi
[6:04] réservé pour la restauration et
[6:05] la préservation du moulin à
[6:07] vent, notre emblème, dont le
[6:10] terrain et le bâtiment sont la
[6:14] propriété de l'Archevêché de
[6:19] Montréal. Une entente de
[6:20] principe a été déposée lors de
[6:23] la séance du 6 septembre 2022.
[6:26] Ce bâtiment patrimonial doit
[6:27] être restauré et préservé pour
[6:31] que notre histoire se perpétue
[6:34] pour toutes les générations
[6:40] futures. Il est important que
[6:42] l'accès public soit également
[6:46] assuré. Ces projets
[6:48] d'immobilisations s'ajoutent aux
[6:50] opérations régulières de la
[6:51] Ville, afin de maintenir la
[6:53] qualité de nos infrastructures
[6:54] et de nos équipements, ainsi que
[6:58] la diversité et la qualité des
[6:59] services qui sont l'essence même
[7:01] de la vie à Pointe-Claire. Nous

[11:19] planned for the Belmont park
[11:21] trail, commonly known as
[11:23] sunnyside parc. The development
[11:25] of a new park in the walls and
[11:27] sector. Lastly, an amount has
[11:31] also been reserved for the

[11:44] principle it was tabled at a
[11:45] meeting on December six. This
[11:48] heritage building must be
[11:49] restored and preserved so
[11:51] history will live on for all
[11:53] future generations. It is
[11:55] important for public access is
[11:59] also ensured. These are capital
[12:02] projects that are in addition to

[12:25] and the mantra agglomeration.
[12:26] Over the past five years,
[12:28] Pointe-Claire will have
[12:29] benefited from
[12:33] 11.7 million in various grants.
[12:34] Our priorities remain a pleasant
[12:36] quality and safe living
[12:37] environment for all of our
[12:38] citizens. Administrative rid, or
[12:41] a very public service offering.
[12:42] Thank you.
[12:49] Thank you.
[13:00] - C'est la période de questions,
[13:01] Monsieur le Maire. Question
[13:02] period.
[13:16] Bear in mind that this is a
[13:17] special general meeting.
[13:30] >> Please understand the
[13:31] question period is only for the
[13:34] CIP plan.
[13:35] - La période de questions est
[13:37] seulement pour le PTI
[13:39] présentement. La séance
[13:40] régulière commencera vers 7
[13:41] heures.
[13:44] >> A good intervention, thank
[13:45] you. There are no questions?
[13:50] - Pas de questions sur le PTI?
[14:02] Anything else?
[14:03] - Administration et Finances.
[14:10] >> Thank you Mister Mayor.
[14:13] - Bonsoir. Bienvenue à la
[14:15] présentation du PTI, le plan
[14:17] triennal d'immobilisations 2023
[14:20] - 2025.
[14:29] The first presentation will be
[14:31] in French and analogies English
[14:32] presentation afterwards.
[14:37] - Le PTI est brisé en six
[14:40] grandes catégories. La première
[14:42] catégorie consiste à la
[14:44] construction et la rénovation de
[14:46] bâtiments. En 2023 on planifie
[14:49] un montant de 10150000. Les
[14:52] travaux majeurs dans cette
[14:53] catégorie là en 2023 sont les
[14:56] travaux planifiés aux bâtiment
[14:58] des Travaux publics ainsi qu'à
[15:00] la restauration du moulin de
[15:01] Pointe-Claire. La deuxième
[15:06] catégorie est l'amélioration aux
[15:08] infrastructures, pour un montant
[15:11] de 7,6 millions. Les travaux
[15:13] majeurs dans cette catégorie
[15:14] sont entre autres les travaux en
[15:15] partenariat avec la Ville de
[15:16] Montréal pour les travaux le
[15:20] long des rues Lakeside et les
[15:21] gros. Et Lakeview, pardon. Il y
[15:29] a également un montant prévu
[15:30] pour le resurfaçage de certaines
[15:32] rues comme expliqué par monsieur
[15:33] le maire plus tôt ainsi que des
[15:34] travaux sur la voie de service
[15:36] de l'autoroute 40. La troisième
[15:38] catégorie consiste au
[15:39] développement du territoire pour
[15:40] un montant de 4,3 millions.
[15:43] C'était catégorie là, les
[15:44] travaux majeurs... dans cette
[15:46] catégorie, les travaux sont en
[15:48] partenariat avec le ministère...
[15:49] le ministère des Transports.
[15:53] Entre autres pour les travaux à
[15:57] l'échangeur au-dessus de
[15:58] l'autoroute 20 ainsi que la
[16:00] passerelle piétonnière. La
[16:02] quatrième catégorie est pour les
[16:03] parcs et espaces verts, un
[16:05] montant de 2 millions 560000. Ce
[16:08] sont les travaux majeurs dans
[16:12] cette catégorie-là, qui sont au
[16:15] parc Northview, pour le terrain
[16:16] de baseball, ainsi que
[16:18] l'aménagement d'une piste
[16:19] cyclable près de l'avenue
[16:21] (---)
[20:46] >> The is a plea plan for the
[20:52] 2023 2024 2025 is up in major
[20:55] categories. The first category,
[20:58] construction renovation of
[20:59] buildings. 10,150,000. This is
[21:05] mainly due to two projects which
[21:09] is the renovation for the Public
[21:13] Works building. And the
[21:17] renovation of the would mail.
[21:19] The second category pertains to
[21:23] the infrastructure improvements,
[21:25] 7.6 million. Those projects are
[21:28] in partnership with the City of
[21:31] Montréal through the
[21:32] construction of streets,
[21:37] lakeside and also there will be
[21:40] asphalt, and various streets
[21:41] throughout the city. And the
[21:45] construction work on the surface
[21:47] road of the highway 40 to the
[21:51] north of Highway 40. The third
[21:55] category pertains to urban
[21:57] development with 4.3 million and
[22:01] these works are in part with --
[22:04] for the overpass over Highway
[22:09] 20. The fourth category, parks
[22:12] and green spaces.
[22:18] 65,000 that's for your work to
[22:19] be done at Northview, and the
[22:23] cycle path near brigadier. The
[22:25] fifth category is for equipment
[22:28] replacement, 3,663,000. That's
[22:33] mostly for the fleet of trucks,
[22:37] public works. The last category
[22:39] is four i T, information
[22:42] technology development to
[22:46] purchase equipment. And also for
[22:49] projects relating to each, our
[22:51] human resources and payroll.
[22:54] 1,290,000. Please remember that
[22:57] the amounts in the columns for
[22:59] 2024 in 2025 express municipal
[23:02] projects under consideration.
[23:04] They will be prioritized
[23:05] according to taxpayers ability
[23:07] to pay. And the potential for
[23:11] their completion. Here is a
[23:16] graphic view of the projects. We
[23:18] draw balance from the various
[23:20] categories. We have almost one
[23:23] third plan for construction and
[23:27] renovation of the buildings. But
[23:29] one quarter of the CIP plan is
[23:31] for infrastructure improvements.
[23:35] 15% is for urban development
[23:37] projects. 9% is for parks and
[23:40] green spaces. 12% is for
[23:42] equipment and replacement. And
[23:46] the last category for IT
[23:50] projects. A CIP plan has also
[23:54] been financed. So, we are
[23:57] planning on negotiating for
[24:00] financing bylaws -- ordering
[24:02] bylaws, sorry, for a value of
[24:09] 25,020,000. -- 25,210,000, that
[24:12] is for bylaws for the overall
[24:14] territory. One specific boring
[24:18] by a lot concerning local
[24:19] improvements, 1.6 million.
[24:23] There's one to be a creation of
[24:24] preserves. 1,470,000. And
[24:28] finally, parks and playground
[24:30] funds as 1 million, 270,000.
[24:34] Please note that the long term
[24:35] debt was at December 31st, 2021
[24:39] at the level of roughly --
[24:43] approximately 122 million. At
[24:44] the end of the year, this
[24:45] current fiscal year, the long
[24:48] term that will be at 104,000.
[24:52] And are planning and having a
[24:54] long-term debt next year at a
[24:56] level of 100 million -- 49,000.
[25:05] The following schedule you can
[25:06] see that we have added two
[25:08] columns for 2026 in 2027. We
[25:11] always try to work on a CIP plan
[25:17] for a five-year period. Please
[25:18] note the grand total is at
[25:24] 29,555,000. We usually work with
[25:26] and I'm about of 25 billion.
[25:29] There are major projects,
[25:31] especially those in partnership
[25:34] receiving Montréal on Ministry
[25:37] of Transportation three are
[25:40] exceeding slightly. But due to
[25:42] the fact that we are in the cash
[25:47] full -- we've exceeded the
[25:48] amount of 25 and we're used to.
[25:56] >> Please note that we also have
[26:02] detailed schedules
[26:10] . As Mr. Mayor explained, the
[26:15] presentation and open to the
[26:16] website more morning. Thank you.
[26:21] >> To adapt the 2020 Program of
[26:26] capital expenditures. Do I have
[26:29] a mover?
[26:30] >> I propose, just to 66.
[26:37] >> My questions allowed?
[26:38] >> There is a question period
[26:41] over here. Absolutely.
[27:00] >>
[27:01] For the long term debt annually,
[27:03] how much interest are we paying
[27:04] Each each year? Year? Thank you.
[27:07] Thank you?
[27:09] >>
[27:10] >> Mr. say?
[27:13] [Inaudible]
[27:14] >> It's approximately $1
[27:16] million. Fleury. Thank you
[27:18] >> Thank you. Sorry. The exact
[27:20] --
[27:21] >> The amount for interest, I
[27:23] don't remember the exact amount
[27:24] for and just exact amount for
[27:25] interest, but capital and
[27:27] interest is approximately, $21
[27:30] million per year, this year. The
[27:34] the interest rate? The interest
[27:35] interest rate rate varies.
[27:37] Varies because there is there is
[27:39] roughly roughly 15 bylaws, 50
[27:41] boring bylaws, and the boring
[27:42] they're at each different bylaws
[27:43] each have a different interest
[27:45] rate. You are interest rate
[27:46] welcome..
[27:49] >> Linda do it, I have a
[27:50] question about the long term
[27:52] debt. It is Pointe-Claire when
[27:54] Pointe-Claire merged with the
[27:55] merging with the City of City of
[27:56] Montréal years ago, Montréal
[27:57] years, ago they they assumed all
[27:58] of our assumed all of our debts.
[28:00] And when we deaths and when
[28:01] merged, they gave back what they
[28:04] thought was an oh I adjusted
[28:06] amount. Believe it was about. I
[28:09] financial believe in the
[28:10] financial statement statements,
[28:11] the latest financial statement,
[28:13] as $85 million. $85 million. Why
[28:15] is this why is this amount
[28:16] amount not included in the long
[28:18] not in the long term debt you
[28:19] term that you cite? Cite? Why do
[28:20] you why don't you include not
[28:21] include this the city $85
[28:24] million in our long term debt?
[28:25] The
[28:26] >> Presentation here the long 5
[28:27] million.
[28:28] >> It contains term debt a long
[28:29] term debt was that negotiated
[28:32] negotiated specifically by
[28:33] specifically by Pointe-Claire.
[28:34] Pointe-Claire. Their
[28:35] >> The long term long term debt
[28:36] that the financial statement of
[28:37] the city includes of the city
[28:38] equals a portion to the city of
[28:41] Pointe-Claire. That portion is
[28:42] not that portion is being
[28:44] negotiated, not and it is only
[28:47] attributed by negotiated Diego
[28:49] and it's an amount that is
[28:52] transferred to us and not in our
[28:54] books. That long term debt
[28:57] belongs to the Agglo.
[28:59] >> But we owe it.
[29:01] >> We pay for it through the --,
[29:07] on a yearly basis, we pay
[29:12] approximately 75 million of --
[29:13] and within that there's a
[29:16] reimbursement of capital and
[29:18] interest for the long term debt
[29:20] attributed to the agro.
[29:21] >> But it is, in fact, a long
[29:24] term debt by another name.
[29:25] >> It's a long term debt that is
[29:30] specifically specified in our
[29:33] financial statements. In the
[29:35] long term debt schedule.
[29:36] >> Had we not merged and then
[29:38] the merged it would be on our
[29:40] books like a long term debt.
[29:44] >> It's just that you have to
[29:45] understand that there are Agglo
[29:49] responsibilities such as the
[29:52] maintenance of the -- and those
[29:56] projects and those major
[29:59] infrastructure projects are
[30:01] taken care of by the Agglo, Andy
[30:04] Agglo also negotiates the boring
[30:08] bylaws for those projects. And
[30:11] those long term deaths are
[30:13] specifically, afterwards,
[30:15] distributed to the -- City.
[30:18] >> Okay. But it's our long term
[30:20] debt.
[30:22] >> Well, the way you want to
[30:23] look at it, for Agglo
[30:26] responsibilities, there is a
[30:28] long term debt associated with
[30:29] those long term
[30:31] responsibilities. It's just that
[30:33] the music they tried Mondays O
[30:34] and the infrastructure
[30:38] association with that
[30:40] infrastructure, they are taken
[30:41] care of by Agglo.
[30:43] >> If I have a credit card debt
[30:45] and I consolidated with a bank
[30:48] loan --
[30:50] >> Excuse may, Mister Mayor,
[30:52] point of order. This is
[30:55] wandering off the CIP. We need
[30:57] to come back to the main meeting
[30:59] because we are running past
[31:01] 7:00. You can come back at 7:00
[31:04] with the question period and ask
[31:05] the same question.
[31:17] >> Okay, to adopt the 2023
[31:21] capital expenditures, do I have
[31:22] a mover?
[31:24] >> Proposed, Tremblay, district
[31:27] six?
[31:28] >> Homan, district five.
[31:30] >> All in favour?
[31:31] >> Okay. Foreclosure, do I have
[31:36] a mover?
[31:41] >> Thorstad-Cullen, district 4.
[31:42] >> Think you very much. Thank
[31:43] you.
