[7:48] which is wonderful.
[7:49] I encourage everyone,
[7:50] if they can possibly stay at home and work from home to do that.
[7:54] I mean, I think that makes the most sense.

[9:25] Great.
[9:25] Thank you.
[9:27] Now we'll go to the agenda and
[9:30] we are,
[9:31] on the road with the adoption of the agenda tonight
[9:34] with, one change at 6.3.
[9:37] Chashma Lithium versus Point Hua.
[9:41] Not on the set.
[9:43] Mom brands counsel you all. You.
[9:45] The Nerf mom was going to say so seven member of council instead of nine.
[9:50] And also the withdrawal of,
[9:54] five items 10.5, 12.3,
[9:59] 17.5, 17.9
[10:05] and 17.12 nuclear three.
[10:09] These items we for this point thank Doom's point
[10:13] for set point saying it's set point of eight.
[10:18] Set point was
[10:21] you see 1.1.
[10:28] That's what ones will be.
[10:33] Oh. I'm done.
[10:34] I'm sorry.
[10:35] Well, adoption.
[10:36] Yeah. Adoption of the agenda.
[10:38] Please.
[10:38] I need the mover and a second order, please.
[10:41] Kelly.
[10:42] Thor said Cullen, district three, second by
[10:46] second.
[10:47] All in favor,
[10:49] miss Lee?
[10:52] 3.1 to approve the minutes
[10:53] of the regular meeting of February 3rd, 2026,

[10:59] Kelly Kelly. Thor said Cullen.
[11:01] District three second by.
[11:06] Closing.
[11:06] Domestic second. All in favor?
[11:09] I'm to see.
[11:12] Video public eight period.
[11:14] The question.
[11:17] Mr. Mayor, we have one follow up question with respect
[11:19] to the previous, question period.
[11:21] Oh, yes. Exactly. Go ahead please.
[11:25] The question was, is it possible to see the breakdown
[11:28] of expenditures for the contribution paid
[11:30] by the city of Fort Clara to the agglomeration of Montreal as possible?
[11:34] I can I did the part that I cut, Paul, I will I will appoint Clive verse
[11:39] Senator Morrell, so the information can be found on the city website.
[11:43] We added the information under the budget section.
[11:46] If you search budget within the search engine,
[11:49] then you'll find the information there.
[11:51] It's the third documentation that has that percentage
[11:56] breakdown.
[11:57] Thank you.
[11:58] Thank you.
[12:03] Can I start with the names of question period and go ahead.
[12:06] Yeah, please.
[12:06] Lena, did you.
[12:13] Hello.
[12:13] Hello. I'm one of the.
[12:16] Thank you.
[12:18] I'm one of the residents of Saddle Wood
[12:21] Avenue, and I have been flooded twice.
[12:26] I've had to go through two renovations.
[12:30] I have attended multiple meetings.
[12:33] Before you were elected.
[12:36] I wanted to ask about, first of all, the claims
[12:40] that were made back last summer.
[12:43] Whether they will be answered.
[12:47] Unfortunately, I cannot submit that.
[13:09] Yes, the answer is yes.
[13:11] Yes, they will be answered, shortly.
[13:14] Okay.
[13:14] Like a time frame, a month or two months, because we've been waiting
[13:19] quite a while.
[13:20] You're talking about those happen in July 2024, right?
[13:27] 25, 25, 25.
[13:29] I'm sorry.
[13:29] 25. Yeah. Yeah. Okay.
[13:31] Yeah, yeah, there will be answers shortly.
[13:33] We were waiting for some report, but, Yeah.
[13:37] Okay.
[13:40] Be patient.
[13:40] It's gonna it's going to be answered. Okay.
[13:43] My second question has to do with, the ditch.
[13:47] That's outside of the property of my house.
[13:49] So I live on the corner of Saddle
[13:53] Wood and Belmont on the side of terracotta. Yep.
[13:57] So I'm right near Terracotta Park. Yeah.
[14:00] There is a ditch outside my property that hasn't been maintained
[14:04] by the city, and it has become more leveled to my property.
[14:08] So when there is water, it comes directly towards my property.
[14:13] And there is an easy fix to that.
[14:16] People did come from the city to see the issue
[14:20] and made recommendations to the city,
[14:24] but that was before the election.
[14:26] And so I haven't heard whether those changes, whether that will be repaired.
[14:31] And I was curious about that.
[14:33] So there's a big, plan for that area starting this summer.
[14:37] The $4 million are being invested in that area,
[14:40] which will include, where the soccer field is. Yes.
[14:44] Digging that down, making a retention tank,
[14:46] putting the soccer field that will be put
[14:47] in, let's call it like a basin, a basin that will collect water.
[14:51] Yes. That ditch, I believe is a party agglomeration or that's art.
[14:54] That will be the part of the, the force, the processor.
[14:59] So there is a, a retention basin that is part of it.
[15:03] But the ditch, it's more of a burn that's being done off.
[15:06] Terracotta.
[15:07] I believe she's referring to a different ditch.
[15:10] Right. Cabometyx.
[15:11] So the basin is addressing
[15:13] the terra cotta area, but Terra cotta village, I think not.
[15:17] Terra cotta park.
[15:19] That doesn't address my flooding issue.
[15:22] It does help the residents of the rest of Saddle Wood and Belmont,
[15:25] but it doesn't address the ditch or the ditches.
[15:28] The one at the bottom of terra cotta.
[15:30] Right at the bottom of the mountain.
[15:31] Going along?
[15:32] Yes. That, that it has been filled up over the years.
[15:35] I mean, I'm aware of it sort going.
[15:39] Do you have some about that, the issue
[15:41] or follow up with the engineering department?
[15:43] I've got your contact information here, and I'll get you the information
[15:46] with respect to this. I would appreciate that. Thank you. You're welcome.
[15:50] Thank you.
[15:52] I don't like John Kilpatrick.
[16:01] Please don't tell me he's still standing.
[16:06] That's so nice.
[16:07] Somebody said that.
[16:09] Okay, as you know, it's about my tree.
[16:12] Last year, I had the tree taken down, but before that, I followed
[16:16] what the city said.
[16:17] I got the tree pruned.
[16:19] I did not get it cabled.
[16:21] And I sent in a claim to the city, and the city came back saying
[16:24] I did not follow what was, suggested by the your specialists.
[16:31] When I sit down and I read the article that they present as a refusal,
[16:36] they put one thing when they send me an email, they state different things.
[16:42] So when it came to tabling the tree, I asked,
[16:46] why would I have to cable a healthy tree?
[16:50] The tree had cracks in it.
[16:52] We know that. That's why it was taken down.
[16:54] But I'm told no, you have to cable it.
[16:57] So then I went and I looked up the definition.
[16:59] Why do you have to cancel, cable a tree and it says you cable a tree
[17:04] when it is dangerous to your property and or to citizens.
[17:09] Now, with that being said, your bylaws states, if a tree is dangerous
[17:14] to your property and citizens, it should be cut down.
[17:18] So my question that I've been fighting with your previous
[17:22] mayor, it's why would I spend money to cable a tree then?
[17:26] To cut down my tree?
[17:28] And what gives the city the right to tell me
[17:31] what to do with my tree on my property?
[17:34] I should have the option of either
[17:37] spending $2,000 to cut the tree down, or you spend $8,000
[17:42] to have the cabled and maintained by the arborist.
[17:47] So it's sort of, redundant the way that the bylaws written
[17:52] and then was presented to the, resident.
[17:56] So, Mr.
[17:56] Fitzpatrick, I mean, I have, what's happened to pass happened.
[18:00] I was aware of your file closing out there like yourself and listening to it.
[18:03] All I love to do is sit down and understand everything is going on.
[18:07] Can we organize a meeting, get together, and, let me understand
[18:11] everything you've done, and then we'll we'll take it to the next level.
[18:15] All we can do about it.
[18:15] That sounds good.
[18:16] All right, so if, you want to call my office, the more you.
[18:19] I'm sure you have the phone number tomorrow. I'm up north.
[18:22] I'm leaving now, so. Okay.
[18:23] Good, good, good. Run, run! Well. You again.
[18:26] Okay. So anyways.
[18:28] Thank you. Very.
[18:28] Okay.
[18:29] So, just call the office and they'll talk to my assistant.
[18:32] She'll give you an appointment of available, and we'll sit down.
[18:33] And I'd like to just understand the situation
[18:35] before I say anything more about that. Perfect. Thank you.
[18:38] Thank you. Have a great evening. Have a good time, people say.
[18:44] Hans Volstead.
[18:56] All right.
[18:57] How's was that? Everyone here?
[18:59] Yeah. Good evening everyone.
[19:00] Okay.
[19:01] I'm, I'm a resident at, 200 Belmont.
[19:04] I've been a resident of Point Claire for, some 33 years.
[19:09] So 200 Belmont is facing the, Or is facing the, the kids park
[19:14] or the, playground next to the, soccer field,
[19:17] soon to be, sponge Park.
[19:21] So the various residents have been,
[19:23] putting through, access to information requests, from the city.
[19:27] We've received, over 100 files related to the flooding and, on, Terra Cotta Park.
[19:33] I've reviewed, those, those files to the best of my ability.
[19:38] So it's a lot of reports,
[19:41] inspection reports,
[19:43] drawings, city drawings, plans and profiles of the streets, etc.
[19:47] so I'll give it a little bit of background to them on, the whole terra
[19:50] cotta, for for those who may maybe haven't lived, maybe
[19:54] for those who haven't lived here for 33 years, so,
[20:00] I guess.
[20:00] Okay. I was, I have to.
[20:03] You can't hear it here. It has to be there.
[20:04] All right. Okay.
[20:06] All right.
[20:06] Makes it hard to read, but.
[20:07] Okay. How do I do that?
[20:09] Okay.
[20:09] So, you know, before 1977, the whole area, the soccer fields,
[20:14] terracotta Avenue, Terracotta Village, the public works,
[20:18] these areas were all drained by, they were all drained by, ditches, that,
[20:24] brought the, water down to the lake, even through one of our counselors
[20:29] back yards.
[20:30] I don't be rude, but we have a time raising a dam, so I don't
[20:33] I we know I don't want you to waste an important part of your story, so.
[20:36] Okay, let's get to the important part.
[20:38] So that whole area was drained by, by open ditches.
[20:41] Prior to 1977, during all the redevelopment work that went on between
[20:46] 77 and 85, the entire drainage system was placed under put under ground.
[20:51] So the the 36 inch pipe that drains terracotta met up with a 54 inch pipe
[20:56] along that runs along Donaghadee, going east east towards the city.
[21:01] Now some something strange happened then in the next three decades,
[21:04] that pipe, that 54 inch pipe that runs along Donaghadee was capped
[21:09] was capped east of terracotta, forcing the water then
[21:13] to, instead of flow east downhill, is being forced uphill
[21:18] through a pipe counter to the the the slope of the pipe.
[21:22] And then from there 120m west uphill and then flows down through the old, old,
[21:29] culverts and open ditches down towards a 24 inch pipe that belongs to the,
[21:35] that belongs to, transport Quebec.
[21:40] Okay.
[21:41] So, that, so there's two issues then that become immediately apparent
[21:46] in all of this, a 36 inch collector is not supposed to flow into 24 inch pipe.
[21:52] And secondly, gravity based
[21:54] systems should not be flowing uphill, forced to flow uphill.
[21:58] Okay. To to shortcoming.
[21:59] So now now we fast forward to, June of 2022,
[22:03] city one, doing the parking lot at public, redoing the parking lot
[22:07] at Public works, discovers that the CN CP Well, yeah.
[22:11] Don't you want me to come back next?
[22:13] No, but I just like you just as fast as you can, please, because.
[22:16] Okay, so, city discovers that the CNC pipes are
[22:20] blocked, sends out, letters, emails to the CNC
[22:24] asking them to fix the pipes, to clean up the pipes.
[22:27] Nothing more.
[22:29] We don't see anything for another
[22:30] two and a half years in the documents that were provided.
[22:33] November 24th, three months after the first flood,
[22:36] city sends follow up, to CN, who had not responded up to that point.
[22:42] So nothing comes from CN.
[22:45] Member of Parliament Francisco Scarp Leger has to follow up with them,
[22:49] you know, on them a bit.
[22:50] And three months later, CN comes back to say that their pipe is clean.
[22:54] Okay.
[22:55] City then, organizes, camera inspection of the pipe
[22:59] to go see how the CNC pipes are looking and they can't see into the CNC pipes
[23:05] because the city pipes themselves are blocked.
[23:08] Over 50% full of,
[23:11] hardened sediment.
[23:12] So, first, one company tried to clear it, weren't able to.
[23:17] You hired a sandy vac to come in $95,000 later,
[23:21] they extract 40 tons of, of, sludge
[23:25] from that pipe, not CNC pipes.
[23:29] The city pipes.
[23:30] In order to be able to see into the, CP pipes
[23:33] and, then, that's it.
[23:37] Nothing since then.
[23:38] Okay, so let me just so, we can move on.
[23:40] And then I know there's quite a few people here with the flooding issues,
[23:44] and the since December, November or December, since, last election
[23:49] and, the issues that, happened with the flooding in the,
[23:52] before the election, we have made it this council have made a priority
[23:56] and the administration to look at all the scenarios.
[24:00] We understand that scenario.
[24:01] There's been a lot of work done.
[24:03] We've been in touch with CN.
[24:04] We're trying to make headway, you see,
[24:05] and we've done some inspections in the pipes.
[24:07] We're we're working with engineering, continuously to,
[24:10] to understand the situation.
[24:14] All this bill, five areas are included are very vulnerable.
[24:17] And it is a priority here and is a daily, daily conversation.
[24:21] And we've got people coming in to help, help us at the end of the month.
[24:24] So all I can tell you is, and the people that are here, we're taking it serious.
[24:29] It is a priority,
[24:30] a point clear, to try to address the flooding situation that happened.
[24:34] And try to stabilize it.
[24:35] And, we've invested we're putting a lot of money into it
[24:38] this year,
[24:39] and I don't have all the answers for you
[24:40] tonight when you're talking about those pipes.
[24:42] I know that we did some interventions.
[24:44] We did the CP side.
[24:46] CN's a little bit more complicated right now.
[24:48] There have been some work done and there's been some inspections
[24:51] done, but, you know, we can have this conversation again
[24:55] if you'd like to come and understand what we've done.
[24:57] We can have the conversations too long to talk to you about it tonight.
[25:00] What?
[25:00] I would be more than glad to, explain to you what we've done.
[25:03] Okay, well, if you'll give me 30s, then, I'll notice
[25:06] through all these documents, at no point did you ever contact transport.
[25:09] Quebec.
[25:10] Who owns the pipe that goes under the, the Schmidt like arc, which is blocked
[25:14] as I've got pictures here that show it in 2022 and again this morning.
[25:20] And it's the same.
[25:21] The same we got nothing's to I can't comment on that
[25:23] because I don't know but I will definitely look into it.
[25:25] I know we've dealt with CP and we've been dealing with CN.
[25:27] CP has been very, very accommodating.
[25:30] C and there's not been nothing they're not coming or just not accessible.
[25:33] But I get I will leave it at that.
[25:36] If you'd like to make an appointment to Will, I will I will explain to you
[25:39] what we've done to kind of register my questions then.
[25:41] So one, one is, what's the what's when is the city
[25:46] going to complete the cleanup of that pipe line question I will get,
[25:50] but you can state that this back to the account.
[25:52] The council agreed at the meeting in a month's time, I guess, or or sooner.
[25:56] And, why was that?
[25:57] What seemed like a good design done in 1985.
[26:01] Why was that changed? Why? Can't answer that, sir. I don't want to.
[26:03] I have to ask the engineering department. Well, it's typical.
[26:06] I mean, I know
[26:07] I expect that when I bring up a technical, but I will, I will get one, get one.
[26:11] So I will look into.
[26:11] I will get to the answer I can get by. There we go.
[26:14] I don't know if you like.
[26:14] Again, if you're like I said the other day,
[26:16] if you like to call me and we'll get the DMV, I.
[26:18] We'll get the answers to the questions the best we can be.
[26:21] More than glad to communicate them to you.
[26:23] All right. Well, thank you very much for letting me go way over time.
[26:25] Thank you. All right.
[26:26] We're not setting an example here by the way.
[26:29] There you go.
[26:31] Kim Lyons.
[26:38] Good evening.
[26:39] My question is very simple is that
[26:42] potholes were horrible this spring.
[26:45] And, one thing I'd like to know
[26:48] from the administration
[26:50] is that potholes are the responsibility of public works.
[26:55] They're the ones that decide if they're going to be fixed or not.
[26:59] Well, last year under the previous council, I raised that issue
[27:03] saying that potholes in the summertime were not being fixed and why.
[27:08] The answer I got is that administration looks after it.
[27:12] So now my question is to the administration,
[27:16] how are they going to do something to so that potholes are
[27:20] fixed in the summertime so we don't have a wreck in the,
[27:23] in the springtime, and you got to go like crazy to fill all the holes.
[27:27] So again, no, this has been a very particular year, particular winter.
[27:33] We've had many.
[27:33] I'm not trying to find excuses, but the reality is that we've had many,
[27:37] many, many snowfalls during the winter and not all big ones, but small ones.
[27:41] But every time there's a snow fall
[27:42] and the people up, the workers have to go out and work.
[27:43] They have to go plow the snow, do the salting, clean the sidewalk halls,
[27:47] and that takes away time from doing other stuff.
[27:49] We've had a, winter has been very cold, with a lot of thaws, a lot of rain,
[27:53] which creates a potholes point.
[27:55] That is not the only city that has, as part of the snow
[27:58] as the city is, is an island wide problem this winter.
[28:02] You read about on the news all the time.
[28:03] The mayor of Montreal got two flat tires on the way to work in her own area.
[28:07] It happens.
[28:08] The roads are a mess this year.
[28:09] And, when there isn't any snow,
[28:12] you can see a huge improvement of the potholes being filled,
[28:15] because the men have the time to go out and do them.
[28:17] And the same guy guys
[28:18] driving the trucks that are doing the snow that go and fix the bottle,
[28:21] and they can only work so many hours before they have to take a break.
[28:24] So it's not your problem.
[28:26] I just want to tell you the reality so I it's been a real challenging, winter.
[28:30] And, are there better methods and can we do a better job in the summer.
[28:34] Yes. But the potholes you see now aren't only from the summer,
[28:37] they're from the weather we've had this winter.
[28:39] The plows going over, scraping off.
[28:41] When you fill it in, they take off the asphalt.
[28:44] The moisture gets underneath, lifts it all up.
[28:45] There's many, many reasons for it.
[28:47] But it is again, we're working on it the best we can.
[28:50] And we know there's a lot of we're,
[28:52] you know, we're probably the first ones to say
[28:53] we're embarrassing the conditions of our road, but,
[28:55] we're we're we're trying to come up with a plan.
[28:58] We're working really hard at it to see, where energy our money into resurfacing
[29:02] as many roads we can in the near future to eliminate those problems.
[29:05] So, again, it's it's something we're really, really taking serious.
[29:09] I can understand that.
[29:10] But the main issue is that in the summertime, they can do a decent job.
[29:16] Right?
[29:16] I've seen the work that they've done on residential streets.
[29:20] They do a great job because they hold up what happens.
[29:23] I find that on main major thoroughfares, if they're done at all during the summer,
[29:28] they don't put the same quality of work as they do on residential streets.
[29:33] That is what I would like to see addressed.
[29:37] They can.
[29:38] No thank you, sir.
[29:39] I have one more question that has to do with item 14
[29:43] about the horticultural work along the bike paths. Yep.
[29:47] Your covered Chachi and Donny Gagne.
[29:50] Yeah.
[29:51] What about the one that goes along?
[29:52] Hymas is there further down?
[29:55] There's four items on there.
[29:57] But does Hymas cover the stuff that's
[30:00] offset, like the new bike path that runs from Halston?
[30:03] If you read there's I mean, I don't know,
[30:05] we're going to go through them all, but there's four different items
[30:07] that it covers.
[30:08] I'm missing, Saint John's, the Donegan e, hole,
[30:12] all the areas where there's, the bike paths and the plantations there.
[30:16] Okay. They're basically all in this, in these contracts.
[30:18] I think most of them are covered tonight.
[30:20] Okay, I should be done now, but I got one very simple one on the.
[30:24] You have a plan, let's say, about heritage buildings.
[30:28] It's very hard to see and read it because it's so small print.
[30:32] Is it available on the website?
[30:34] I would it would be as of tonight will be on the website once it's, adopted.
[30:41] Is the draft bylaw you have in hand?
[30:43] It's the it's the plan that we see.
[30:48] That you have in the back like that.
[30:50] I don't know if you can see it.
[30:52] Yeah.
[30:54] The first thing is, did you take that off the table right there?
[30:56] It's a draft bylaw.
[30:58] Yes. Yeah.
[30:58] Same thing.
[30:59] See, what is the number of this bylaw?
[31:01] Sorry, Mr.
[31:02] Lyons.
[31:07] It's appendix
[31:07] one sector subject to the bylaw.
[31:14] Because there's some there missing the fire on my home.
[31:17] And I still can't make that one do.
[31:20] Do you want to receive it by email, Mr. Lyons?
[31:23] Well that's fine.
[31:24] Okay. Perfect. You have my email, I.
[31:26] Yeah, yeah, yeah, we'll send with the draft bylaw by email.
[31:30] Thank you very much. Thank you. Have a great evening.
[31:33] Stella Healey.
[31:36] Oh, my
[31:38] word.
[31:43] Good evening.
[31:43] Good evening everybody.
[31:46] I am a woman who has a very important issue,
[31:49] and I would like to have the support of all citizens.
[31:53] Our city has a demolition planning committee
[31:57] that invites citizens to partake.
[32:00] However, citizens are not allowed to speak.
[32:03] We are citizens now, being subjected to a two mass of homes
[32:08] being built on a one previous building lot.
[32:12] We requested a meeting and I have here.
[32:17] I went door to door today
[32:20] and was fortunate to have over ten
[32:22] people sign this demand.
[32:26] We wrote to the city and this is the same demand.
[32:29] Citizens request a meeting
[32:33] with the city of Point Clear urban planning
[32:37] right in regards to 55 hillside
[32:40] demolition and the reconstruction plans.
[32:44] We need to be heard and we consider the bylaw
[32:50] 2987 to be in violation.
[32:54] We consulted and we were basically told
[32:58] which I would use Rachel Meadows quote, just shut up and obey.
[33:02] We are not in.
[33:03] We're in accordance with that.
[33:04] The questions I have are two when we wrote to the city
[33:09] and requested and four times in this building,
[33:12] we also received a letter from the city
[33:17] that we responded to.
[33:19] I responded to a thank you.
[33:21] You are going to be out of the office.
[33:22] We are going to be out of the office until March 10th.
[33:25] We requested again that we could look
[33:28] at the flooding potential this, this and this.
[33:32] In that letter, however,
[33:35] this is where it gets really upsetting.
[33:37] I received a letter from the legal department of the City of Point clear
[33:42] concerns, accusing me legally
[33:47] of taking some
[33:47] malice and finding the personal email of the head
[33:51] of the Urban Planning committee.
[33:56] I was saying
[33:58] I am not able
[34:00] to conceive of such a violation and intimidation.
[34:05] Now, please.
[34:06] This is my question.
[34:09] The people who signed here, do they have a right to be heard?
[34:13] Yes or no?
[34:14] So, Mrs.
[34:15] Healy, if I understand. Right.
[34:18] There's a demolition bylaw that's in place.
[34:20] There's a process,
[34:21] and I, from what I understand, the process is that, there's a sign that goes up in
[34:24] front of the house.
[34:25] The neighbors are made aware it be a demolition.
[34:28] And the signs, these are so,
[34:29] so status for so many days after that, there's a time period.
[34:34] Don't quote me on the time. I don't know the exact timeline.
[34:36] From there, a citizen who has a concern can write a letter
[34:40] to the demolition committee.
[34:41] Stating your concerns.
[34:43] At that point, the demolition committee receives
[34:46] those letters, and they, they take them into consideration.
[34:49] And then there's a public meeting held, and then the demolition committee
[34:53] makes a decision based on the information they received from experts
[34:58] and from the letter that was sent in, with the citizens concerns.
[35:02] After that, when a decision is made, I believe in it.
[35:05] And I remember I think I got it down, but I'm not.
[35:08] I might make a mistake after that.
[35:10] Have the citizens or somebody is not happy
[35:12] with the decision that the the demolition committee made.
[35:16] Then there's an appeal process and then the citizens or citizen
[35:20] can write a letter of appeal and that that will be taken into
[35:24] consideration, brought to council.
[35:25] Then council will make the decision on that particular file.
[35:29] So the process that's the process.
[35:30] The process has been followed.
[35:32] So you had two opportunities to voice your concerns in writing.
[35:35] Could I could I ask you something sir.
[35:37] And with all due respect, no. Just answer.
[35:40] But that was the process.
[35:41] Follow this 15 point procedure that you just referred to.
[35:48] The references that we have made,
[35:51] we have requested, we have phoned, but we always got the same basic response.
[35:56] After going to a meeting, we were told we would have a meeting together.
[36:00] We had the meeting in this room.
[36:03] It was decided by the demolition committee.
[36:06] We were communicated to that this is the decision period.
[36:11] We asked if we could make a comment.
[36:14] No, we had to go.
[36:17] We then subsequently followed the procedure
[36:21] and again we were told referred to
[36:23] by law 2987.
[36:26] Now I'm sorry.
[36:29] Okay.
[36:29] All of the sequences up that you mentioned there is a we've gone through the past,
[36:35] but we are asking we're asking you here tonight.
[36:39] Our homes are going to have a very serious problem in this new construction.
[36:44] I'd like to suggest another thing.
[36:45] The trees that are to be cut down the hedge.
[36:48] All of this has to be reexamined.
[36:50] But what we would just like a simple.
[36:53] We just like to be heard so we can have a meeting,
[36:56] but not a meeting with seven people from council
[37:00] and 15 maybe citizens
[37:03] or not even 910 told sorry, you can't comment.
[37:07] That is not an effective way of communicating, but it also violates
[37:12] the rights.
[37:13] So please could you tell me something
[37:15] you just suggested to people you would meet with them?
[37:19] Would you also have the give us the
[37:22] the respect to say, look, we've got a problem potentially here.
[37:26] We don't want to wait until our properties are all flooded.
[37:29] Would you meet with us, and would you also recognize
[37:33] that to excuse a citizen of using an email
[37:37] that is in response to a city lawyer?
[37:40] I can't comment on that.
[37:42] But Mrs.
[37:42] Healey, as far as the demolition and the realization and all that, there
[37:46] specific procedures and I don't know the next steps
[37:51] after the demolition, after there's been if they have been approved, yes.
[37:55] If there has been an appeal enough
[37:56] that there's any public consultation for just a second, if there's been any
[38:00] if there's anywhere in the process
[38:02] for public consultation when the reason I'm not sure.
[38:04] Is there any public consultation?
[38:07] We were not allowed to go.
[38:08] So let me the process has been followed.
[38:11] You've had two opportunities to voice your opinion in writing.
[38:15] And then we did.
[38:16] We got nothing that you're not happy with the decision or one might do.
[38:19] There's still one more.
[38:20] You still have the right to build, because there's
[38:22] still some time left to appeal, if I understand. Right.
[38:24] So you still have a few more days to write your letter of appeal?
[38:26] I strongly suggest you write a letter, appeal
[38:29] with your concern and let it come to council.
[38:32] And then council will make their decision based on the information put forward.
[38:36] All right.
[38:37] So I'm not going into a debate, but that's the process.
[38:40] Would you be in
[38:41] in accordance with what I think was told by a legal representative
[38:45] that you have in this bylaw the obligation to let the citizen speak?
[38:50] Why would we ask citizens to come here to city Hall and not be able to speak?
[38:55] Why, Mrs.
[38:56] Alia, not that your time is up, but you have to say, listen,
[38:59] why would you ask us to come here and not have a right to speak?
[39:03] Mrs. Aly, I've given you the respect in the time and your and your voice.
[39:07] I didn't get Mrs.
[39:08] Haley.
[39:09] Will you will you have a meeting with us?
[39:12] Can I finish?
[39:13] Will you have a meeting with us?
[39:15] We are going to follow the process.
[39:16] You have another step to take before we go anywhere else,
[39:19] write your letter of appeal.
[39:20] And that's the next step. That's your right to do that.
[39:23] We do.
[39:24] You have a right to make a letter of appeal.
[39:26] We did. No you haven't.
[39:29] Anyway, in the meantime that's your next step.
[39:31] That's what you are allowed to do. That's the process.
[39:33] And we'll take it from there.
[39:34] I can hear you.
[39:36] You have the right to write a letter of appeal.
[39:38] Okay. So write your letter of appeal.
[39:40] That is the process.
[39:42] And then it will come to council and we'll we'll take it from there.
[39:45] Will you meet with us? Thank you.
[39:49] Thank you, Miss Daly.
[39:50] But you will you meet with. This is my question.
[39:52] You write your letter of, appeal, and then it will come to council,
[39:56] and your time is up. Mr.
[39:57] Healey, out of all due respect,
[39:59] let the other German speak and let you smoke over time.
[40:01] Now, please.
[40:02] Thank you, Kate Glennie, thank you so much.
[40:11] Bonjour.
[40:11] Good evening.
[40:13] Kate Clancy.
[40:14] Just to clarify, Clancy, it's okay.
[40:17] I'll try to be brief.
[40:20] You got three minutes. Will be brief.
[40:23] I hear, that's a little.
[40:26] So, we live on the UN.
[40:29] Squadron at Southwood,
[40:33] but on the other side of Southwood than the previous spoke.
[40:38] So we live on the east side, and behind us at the end of our gardens
[40:43] was discovered a pipe.
[40:45] And this pipe is in what looks to be, have been or be a ditch.
[40:50] And the ditch goes all the way along the back of the houses
[40:54] on the east side of the wood, and it goes up to Donegan.
[40:59] It starts on Belmont, and I think it's iron.
[41:03] We think it's made of iron.
[41:05] And I think Sean has looked
[41:08] through it with different instruments
[41:11] and discovered that there's a block.
[41:14] So my question is what's happening?
[41:17] What will happen? Will will they clear the block?
[41:20] Has that been decided?
[41:21] Or because obviously the water
[41:25] is goes down to the ditch and then
[41:29] goes out towards Donaghadee and joins another pipe.
[41:33] That's right.
[41:33] Yeah.
[41:34] And the information on that is that part of the, the plan
[41:38] that I have, the information per se pertaining to that particular, subject.
[41:42] I'll find out if I'll find out what the next steps are.
[41:45] Okay. Brilliant.
[41:46] I'd have got another little question with you guys in 28.
[41:50] Let's go.
[41:52] So the second
[41:53] one is last summer I think it was late summer
[41:56] to make a great pleasure and surprise.
[42:00] Somebody had come and they put, tarmac
[42:03] in front of my front driveway and they've done it
[42:06] to my neighbor on my left, and I think to the neighbor on the right.
[42:10] And so it had built up the surface,
[42:13] unfortunately, all through the winter we've had
[42:18] the ice has just well, it's like a skating rink
[42:22] and I'm not the water's not going away, obviously, because it's ice.
[42:27] But I'm just wondering if this raising of the level has wherever
[42:32] it's supposed to flow, because this there's not many, sewers drains
[42:37] near us on the opposite side of the road where what's it's Westwood.
[42:42] Is it?
[42:44] Yeah.
[42:44] The, there is a drain.
[42:46] There are two drains there, but it doesn't flow up, you know, aside that needs.
[42:52] I feel it might need to be another drain somewhere.
[42:55] Can we just get the your address or you don't tell me your address live.
[43:00] Go over and just give them your address privately. Sure.
[43:02] And we'll send somebody. We will take a look at it okay? Okay.
[43:05] Thank you.
[43:06] But I mean, I was really grateful and I wanted to say thank you very much
[43:09] for tuning in this summer. Thank you.
[43:11] But we'll go to both.
[43:12] Well, we'll send somebody by to take a look at it,
[43:14] but just go and give the griffy your address.
[43:16] Okay.
[43:17] Well, since I have got 18 seconds left, I missed my neighbor's
[43:20] some some pit sump pit has filled with water
[43:26] almost to the top or to the top of the pipe.
[43:29] One mine is a third of the way up and we live
[43:32] two doors away from each other, so there's some difference.
[43:36] He's closer to Belmont and than I am,
[43:40] so there's something different about that.
[43:43] And there's water coming from somewhere else. Me?
[43:52] Thank you.
[43:52] It for being a good sport.
[43:56] Sheila Larson.
[44:04] Please.
[44:07] Good evening.
[44:07] I have two questions.
[44:09] I'm hoping the first one will be fairly fast.
[44:12] Answer.
[44:13] In the previous year, year and a half,
[44:17] many of us participated in the consultation series on
[44:22] how point Claire should develop sort of the urban planning future,
[44:27] including great discussions
[44:30] about everything from green space to,
[44:34] allowing extensions to you
[44:37] don't live in apartments for elderly parents in the home bit.
[44:42] It was interesting.
[44:43] It was, it was invigorating
[44:46] and I have no clue what happened.
[44:50] So all that information has been put together, been analyzed,
[44:54] put into a document,
[44:55] which we're going to call an urban planner if you want to call it that.
[44:58] And that urban plan, has been presented to us about
[45:01] maybe three weeks ago, a month ago, for us to look at and understand.
[45:05] We had a little discussion about it, but now we're at the process of, okay,
[45:08] let's analyze and make some changes and add or whatever.
[45:12] And eventually
[45:14] all those comments are going to be put into the overall urban plan.
[45:17] A point clear.
[45:17] So we're at that next step.
[45:19] We're, we're
[45:19] we're starting to build the urban plan from all those comments that were heard
[45:23] and from other stuff that, you know, the, the, the, the urban planning department
[45:26] knows mode and everything else. So, yes, it's not lost.
[45:28] Information is being used,
[45:30] and the citizens will be the first ones to know what the plan is.
[45:33] The rough draft is over.
[45:34] Written.
[45:35] Well, then it will be presented to the public for a consultation.
[45:38] Okay, because that's really what I wanted to know.
[45:40] I would hope
[45:41] that you would follow up on suggestions, but as somebody who participated,
[45:46] I would like for all of us to be able to know what what is the plan.
[45:51] And and I understand it might have to go through some kind
[45:54] of process of, you know, acceptance and then we'll get to know.
[45:58] So we'll look forward to that since, you know, it's a long process, by the way.
[46:02] Yeah, it's a long, long time. It's a long process.
[46:05] There's a lot of detail.
[46:06] You're you're you're shaping the future of the city for the next 20 years.
[46:09] And you're trying to, you know, so you understand that you've been all there.
[46:12] Consultation was a lot of work, a lot of writing a lot.
[46:15] But it's happening.
[46:16] It's all good. Good to know.
[46:18] My second question might not be quite as, as straightforward.
[46:23] Housing, of course, is a big concern of everybody these days.
[46:26] I'm part of the Housing Committee of the party.
[46:30] And, one of the issues is
[46:34] the building of new
[46:36] residences, which are not very affordable for people.
[46:41] And we do have a wonderful mix of
[46:44] housing in point, Claire, at this time, some of which are apartment
[46:49] buildings that have probably been around for 30 or 40 years.
[46:53] My question is because I understand that
[46:58] those those apartment buildings often
[47:01] degrade my everything degrades with time.
[47:04] What way do we have as a city
[47:08] to one, ensure that those building stocks
[47:12] are kept safe, secure for people without people
[47:17] being in buildings that degrade so much and then get rental evicted kind of thing.
[47:24] So it's a loaded question.
[47:25] There's lots of moving parts in that question,
[47:27] but I understand what you're saying.
[47:29] Part of that bylaw that we're adopting tonight,
[47:33] I noticed the heading seem to be.
[47:35] So you can't let your building get run down, so gets it to your radius
[47:39] or is not livable anymore to push it to the point where to get the demolished,
[47:43] all this kind of stuff is going to fall, and there's many moving parts.
[47:46] And what you just asked, but it is a concern of of our.
[47:48] So that bylaw is part of the puzzle,
[47:50] zoning and allowing certain things in certain areas.
[47:54] In the new urban plan.
[47:56] I'm not an urban planner. I hope I see it right.
[47:59] There's a big push to making sure there's a good mix of housing.
[48:03] One semi-detached of is duplexes.
[48:05] If it's high, rises low or whatever.
[48:06] There's a
[48:07] there's a room for in the new urban planner, new ideas of the urban plan
[48:10] to make that happen.
[48:12] So everything you just mentioned is all part of a big plan.
[48:15] But it's it's not just one answer.
[48:17] There's many moving parts, but it is. We're on that.
[48:20] We're on the same path as you.
[48:22] I, I took the
[48:23] occasion to just check when I heard the point.
[48:26] Claire doesn't have a bylaw that ensures buildings are kept in safe conditions.
[48:32] The night is being put forward.
[48:34] So I'm gonna look at what it says because I looked up Montreal's.
[48:40] And there is this creep, you know, regular man,
[48:43] the regular masculine saloon retail on Christiana.
[48:46] Less security. They lose money.
[48:48] It's there's 03096.
[48:52] Very clear, very precise.
[48:53] I'm hoping to maybe see something of that quality.
[48:58] And so what I'll tell you is your time is almost up.
[49:01] And so tonight we're putting a motion forward for the bylaw.
[49:04] The first adoption will be the next meeting between now and the next meeting.
[49:07] Any suggestions. Have you read the bylaw tonight?
[49:10] Please send them in and send your councilor or send them to the city.
[49:13] That's the whole purpose of not adopting it tonight that you have.
[49:15] We have 30 days to listen, to make changes.
[49:18] Some of us are uncomfortable with some of the wording too, so there'll be some
[49:22] touch ups to it.
[49:23] So yes, if you have something you think that, feel free to send it up.
[49:27] Good.
[49:27] Thank you, thank you
[49:30] Jennifer one.
[49:43] Hi. Good evening.
[49:44] Can you hear me? Yes. Go ahead. Okay.
[49:46] I was going to ask about the flooding issues and terracotta,
[49:49] but instead of that, I'm going to just ask you in.
[49:52] Rather than having one on one meetings with the person from 200 Saddle wood.
[49:58] Wherever. 138.
[50:01] Could you have another general meeting for all the people on saddle?
[50:06] What's happening all here? Yep.
[50:08] What's going on?
[50:09] So we I mean, we already held one public consultation, a couple.
[50:13] Well, there have been two, but we we have one in December,
[50:16] we invited everybody to show you where we were going.
[50:19] What we're doing, starting with
[50:20] obviously has been a big project and that a lot of work going on.
[50:24] There's another we're meeting with the Nutter Association,
[50:26] at the end of this month.
[50:28] And from that it will be more information to bring to all the people
[50:31] that issues and solve it
[50:32] obviously is, one of the areas that I hope that all of you will come
[50:35] and that will take place once we've finished with,
[50:37] you know, make the presentation to us first at the end of March,
[50:40] and then we'll be while I have another public meeting concerning the flooding,
[50:43] what we're doing and listening to you all you guys right after that,
[50:46] because you probably get a lot less people at question period.
[50:49] If you took us all in one room and we all got to,
[50:53] you know, deal with this rather than, I'm not, you know, I'm not against,
[50:56] listening to you, I love it.
[50:58] I know we oh, I know we started.
[51:00] Would you have a great counselor who's on top of it?
[51:02] Who's, you know, is well aware of your issue.
[51:04] So there's a lot of stuff happening in your area.
[51:06] Is the area is getting addressed first, or
[51:10] one of the bigger is being addressed in point clear immediately.
[51:13] As soon as you know, the weather permitting, it, this this year.
[51:17] Okay.
[51:17] So my, second thing is, about transparency.
[51:21] In the November meeting, I did ask a question.
[51:26] I left the meeting feeling stupid because I was told that the letter
[51:30] that we had sent to the city had been responded to,
[51:34] on 26th of July, 2025, there was a registered letter sent to the city.
[51:40] We went to and collectively as a group, there's 36 residents
[51:45] that signed that letter. Yeah.
[51:46] Collectively, we all came to many city
[51:49] council meetings trying for a response.
[51:52] And I know you were in the back.
[51:54] So you didn't witness that?
[51:56] We were stonewalled.
[51:57] We weren't responded to.
[51:58] And then when I was told I was the only one here,
[52:01] that first meeting in November, when you first started and,
[52:05] I was told in front of everybody that the letter had been responded to.
[52:10] The letter had not been responded to.
[52:12] So, 26 households signed that letter.
[52:16] In the city had 30 days to respond.
[52:19] After the 26th of July, 2025,
[52:22] we asked for immediate and permanent corrective work.
[52:26] Keep in mind this is back 26th July 2025.
[52:30] There are a lot of things that could have been done since then.
[52:35] And we really, really feel
[52:39] like I know that things are moving along now.
[52:42] We really, really want this done.
[52:45] We're not going to give up until.
[52:47] Well, no. Right.
[52:47] Look, all concrete answers, and we get some very basic stuff done.
[52:52] Maintenance is basic.
[52:54] I can just tell you that spending.
[52:56] I think the investment in that area to solve.
[52:58] Where would I think if I don't quote me on this,
[53:00] I think it's a four step thing that we're doing.
[53:02] It's about a $4 million project and that's taking place is going to tender.
[53:06] We're we're going to make it happen.
[53:07] And, there's a lot of work
[53:09] that's going to take place in your in that area this year.
[53:11] And and I mean, we can do the work now, what the engineers and everybody
[53:15] and everybody, all the experts have told us what to do
[53:18] and we're moving forward, has been budgeted for.
[53:20] Have we gone to tender yet for Mr. Hayes?
[53:22] Yeah, we've gone to tender.
[53:23] So it's, Yeah, it's happening.
[53:26] So, we're doing everything we can that we know the will that we think.
[53:30] But from what we're being told.
[53:31] Well, I mean, we'll help you guys.
[53:33] So, so please, perhaps at some point we can have an answer to our letter.
[53:39] Even if it is, this is in the works.
[53:42] I will let, happily that up.
[53:43] The metrics, you know, because I'm. I'm sorry.
[53:46] Your letter was before my time, so I know we can, we I mean, I do
[53:50] the points addressed in there because we're clearly asking for maintenance.
[53:55] I know that some of the maintenance hasn't even been done yet.
[53:58] It was brought up by hands earlier.
[54:00] There's other areas that really,
[54:04] it doesn't cost $4 million to go dig a ditch
[54:07] next to my neighbor's house so that the water doesn't
[54:09] go into from terracotta, and instead it synthetic fields into her house.
[54:13] Yeah, that doesn't cost 4 million.
[54:15] No, but we're doing a lot more ours.
[54:17] We're doing a lot more
[54:18] than, digging a little ditch because it's a big, big, big problem.
[54:22] Those. Yeah, can be done, you know?
[54:24] And it's just, bringing to your attention that I really am
[54:29] not happy that I was lied to in the meeting in November.
[54:32] We did not get an answer to our.
[54:34] I can't I can't comment on that.
[54:35] But, I mean, Madam Chair of you want to answer tonight, I'm
[54:39] going to send you a copy of the letter because I
[54:43] just want to make sure.
[54:44] Is it the letter signed by, a gentleman called Mr.
[54:47] Tanguy. Max. Okay. Yeah.
[54:51] And you said you didn't receive any answer.
[54:56] Sent me, Jamie in Scotland.
[55:02] I'm not down at that moment.
[55:08] Sit there.
[55:10] Down.
[55:11] Okay. That's because they want me to thank you.
[55:13] Every time we asked here, we were told we wouldn't
[55:15] get an answer in public and that it would be given in private.
[55:19] And it was never given in private.
[55:21] Okay.
[55:23] I don't
[55:24] it's on my best.
[55:28] Okay. So thank you.
[55:29] Let's, we'll get you an answer.
[55:34] Perfect. Thank you.
[55:35] Jonathan McLellan. For.
[55:51] 45 seconds.
[55:52] Oh, we're we're reloaded.
[55:55] Reload. Hi.
[55:56] I'm here to represent.
[55:59] Guess what? Another flooding issue.
[56:00] This one is a twist. I think,
[56:04] I'm here.
[56:05] I live on, Long Meadow, the eastern edge of the Beacon Field golf course. Yep.
[56:10] And we sent a letter to you, Mr. Mayor.
[56:14] As well.
[56:15] CC to Andrew, who's responded.
[56:17] Thank you, Andrew.
[56:18] And, Mr.
[56:19] Girouard and Mr.
[56:20] Filion about the flooding that we had in March of last year,
[56:26] by caused by the golf course, by the way,
[56:28] there's a number of houses that flooded,
[56:31] the ditch, which is about this
[56:34] deep along with water, just with water came all the way up.
[56:37] Number of houses had a damage, some extensive.
[56:43] Did I mentioned 69 addresses?
[56:45] I think so
[56:47] the letter we sent was signed by 16
[56:49] addresses on that on that, street.
[56:52] The,
[56:54] we contacted the Beacon Field golf course and they said,
[56:57] it's standard practice to lower the level of their ponds.
[57:01] They have two of them every spring, which is patently not true.
[57:04] I've lived there for 23 years.
[57:06] It's never happened that the ditch has overflowed its banks.
[57:10] We contacted the golf course, and they, say
[57:14] they take no responsibility for flooding.
[57:18] So is that just is that
[57:20] the ditch that runs behind that part is partially,
[57:24] the city ditch.
[57:26] Partially is, the golf course.
[57:28] It's it's it's mostly on the golf course.
[57:30] Okay.
[57:30] Because, we're we're going to go see is up the ditch.
[57:34] Then we have a meeting. We have a meeting planned.
[57:36] So we have a meeting planned with respect.
[57:38] Yeah, we have meeting planned with them.
[57:39] And they're going to be digging a new ditch on their property because the ditch.
[57:43] I think you if unless I'm wrong,
[57:45] the ditch you you're talking about is kind of like a joint venture
[57:48] and everybody gets blamed. It's the city's is it?
[57:50] So the golf course is going to be digging
[57:52] a new ditch is going to be their own ditch,
[57:54] and they'll be responsible maintain it and they'll do what they have to do.
[57:56] It, with all due respect, is mostly on their on their property.
[58:00] You know, I'm just telling you what I'm just calling what's happening?
[58:02] I mean, it's not I because I know this be aware.
[58:04] Anyway, but the thing is,
[58:07] they the past two summers, they spent a lot of money,
[58:10] reconfiguring the drainage system in the golf course.
[58:14] I think millions.
[58:16] There's been a hole.
[58:17] Bruno's probably seen it.
[58:18] You live in the, in the area.
[58:20] There's been a whole,
[58:22] Skanska with with tractors and hundreds and hundreds of feet of pipe.
[58:26] So the so what they've done is they've reconfigured the draining, system.
[58:31] That's my that's our concern that,
[58:34] because last March, it was flooded.
[58:38] We could expect the same thing to happen this march.
[58:41] So let's, all I can tell you is, let's, Well, when we're,
[58:46] finished meeting with them at the end of the month, I think it's.
[58:49] I think it's the end of next week.
[58:50] We have a meeting with them, and, I'm sure we have your information,
[58:54] and we can give you an update of the outcome of that meeting
[58:57] and what we learn from it, because, I don't know everything about it.
[59:00] Okay.
[59:00] Well, then we're going to see going on site to understand the situation.
[59:03] Well, well, my, my my question is, and this was our plea, in the letter,
[59:09] would the city, take a more active role in this?
[59:13] Because we've been told in the past that it's a dispute
[59:16] between neighbors, but we're small fry compared to the the golf course.
[59:20] Well, we're taking an active role in the sense that I've asked for a meeting.
[59:23] I've already gone on site once. I met with them once.
[59:25] But I will say, when you see those gone, they're going to talk to you.
[59:28] The guys.
[59:28] But whether we get into it or I'm not sure, let's give us a bit of the doubt.
[59:32] Let's go and meet with them.
[59:33] I, I like to understand the situation and if there's something
[59:36] that can be done to resolve it or out or or or try something else.
[59:39] Therefore, I would just like the benefit of the doubt.
[59:41] And we were again, we're we're looking like we
[59:43] in the other end we're taking this serious.
[59:45] We're looking at solutions.
[59:47] I would just like to add that when we asked,
[59:50] when we came, I think in September last year,
[59:54] were there any
[59:55] permits awarded for, for this millions of dollars of work there?
[59:58] We're done.
[59:59] So that's I don't know why I can't answer that either. So.
[1:00:01] Well, that's what the city manager told us.
[1:00:04] So I would just again like to reiterate the fact that I think
[1:00:07] the city needs to take an active role where there is
[1:00:11] the end of next week in there with them and we'll we'll one step at a time.
[1:00:15] Okay.
[1:00:15] Thank you. But do we understand the situation?
[1:00:18] Thank you.
[1:00:19] Robert.
[1:00:20] Jack.
[1:00:25] Thank you.
[1:00:25] And I
[1:00:27] and I.
[1:00:31] Good evening everybody.
[1:00:32] Mr. mayor, welcome back. Good evening. Thank you.
[1:00:35] A couple months ago, I received
[1:00:38] an email, point to my,
[1:00:41] basically what, the city was planning
[1:00:45] for bike paths and different things and a lot of advertisements. Just
[1:00:51] young,
[1:00:54] just a lot of advertising.
[1:00:56] It's not actually a question I have for you, Mr.
[1:01:00] Mayor.
[1:01:00] More, I guess, of a challenge, before the city
[1:01:06] spends another dime.
[1:01:08] And I know I'm going to get hate mail.
[1:01:11] Another dime on bicycle pass,
[1:01:15] please.
[1:01:15] And I heard the gentleman earlier.
[1:01:18] Please.
[1:01:20] Instead of bike pass, spend it on road maintenance.
[1:01:25] Well, you heard.
[1:01:26] You heard what? Our priorities are flooding and roads.
[1:01:29] Right now. That's our priority.
[1:01:31] So may I approach?
[1:01:33] It's just because I have pictures on two pictures don't come too close. No.
[1:01:38] You can.
[1:01:39] You can leave the is on your phone.
[1:01:41] It's all my fault. So could you email them to us?
[1:01:43] Yeah, they email them to us. Okay. There.
[1:01:45] Is that you want to leave us? Your phone is a nice phone.
[1:01:47] No, it's an all. Okay.
[1:01:50] I made, a complaint back at the end of October.
[1:01:55] I believe it was the public works about a pothole out front of 61 Donegan.
[1:02:02] That pothole caused,
[1:02:06] well, major damage to my car.
[1:02:11] The point of the matter is,
[1:02:12] it was never filled.
[1:02:15] And now it was in two pictures.
[1:02:17] I want to show you.
[1:02:19] The pothole is now six feet wide,
[1:02:23] and I have measured
[1:02:27] on my way here in front of $61. $61.
[1:02:31] I also tonight there's a chunk of asphalt from that.
[1:02:36] I took a picture of it and it's not near the top if you one.
[1:02:42] It's the whole friggin road.
[1:02:45] Now again, I and I heard what you said to the gentleman
[1:02:48] earlier on about the workers when they're on snow removal,
[1:02:52] they can't obviously it's been a challenging winter, but
[1:02:57] as a business owner myself,
[1:03:00] I feel and it's not all the public work.
[1:03:05] Guys, but they're not trained properly either.
[1:03:10] A they're not trained, be they're overworked or they don't care.
[1:03:16] There was a water main break that Mr.
[1:03:20] Stark is well aware of on, Bray Brook about two weeks ago.
[1:03:26] And I understand when you go to do repairs,
[1:03:29] it's a temporary repair until you get back to do it.
[1:03:33] Mr. Belvedere, drive by
[1:03:36] and you'll know the person to, Yeah.
[1:03:40] Eric met him yesterday.
[1:03:42] Yeah, I was going to say I'm not going to mention names.
[1:03:44] Obviously.
[1:03:45] Drive by with your own car, Mr.
[1:03:47] Mayor.
[1:03:49] The way that it was repaired was
[1:03:52] there's a six inch divot
[1:03:56] if you're going to bring, I don't know, a half truck of gravel.
[1:04:00] You can bring a full truck of gravel.
[1:04:02] I'm bringing the other half back.
[1:04:06] I said, I, I understand what you're saying.
[1:04:08] I'm not going to criticize them. I'm not going.
[1:04:09] No, no, no, but I mean, it's, These are emergency brake people.
[1:04:13] But I'm just saying that again.
[1:04:16] The complaint I made was back in October. Yeah.
[1:04:18] It hasn't been taken care of. Yeah, well, we're going to get take care.
[1:04:21] We're going to look at the signs away tomorrow.
[1:04:22] And, you know, all along, instead of making a meeting to come
[1:04:26] see you in your office.
[1:04:27] Yeah.
[1:04:27] I'll meet you for coffee in the area in the pothole.
[1:04:30] Okay. When we did the portal, I.
[1:04:33] But no tomorrow. Seriously.
[1:04:34] But tomorrow we will, we'll get somebody on it.
[1:04:36] Tomorrow we're going to send somebody by tomorrow to take a look at it, because.
[1:04:39] And, and there's also in front of 49 done.
[1:04:42] And Danny, it's a, it's the same parking lot.
[1:04:44] Yeah.
[1:04:45] But again, I like I told the other gentleman,
[1:04:48] and I'm not I'm not trying to, you know, brush it off or whatever.
[1:04:51] It been a challenging winter.
[1:04:53] They get the same guys every time we fill a pothole.
[1:04:55] Then it snows to have five centimeters to go with the plow.
[1:04:57] They plow off the snow.
[1:04:58] They love half the put in the bottle because a cold is a cold out for so long
[1:05:02] as the cold. So it's been it's been a challenging.
[1:05:04] And we've had lots and lots of snow falls identical multiple times.
[1:05:08] Know on top of that, all those water main breaks that happen this winter,
[1:05:11] which is more than we've had on there, you have to fix those in between.
[1:05:14] So yeah. No.
[1:05:16] Do I hear you? I hear you and I appreciate you.
[1:05:17] Why wasn't it done?
[1:05:18] Why wasn't it taken care of back in October?
[1:05:21] I guess I wasn't, I don't know, well, let's not move.
[1:05:24] Let's not look at the back. Let's move forward.
[1:05:25] So tomorrow we'll send somebody by 61. Donaghadee.
[1:05:28] If there's not too much ice and we can actually get there.
[1:05:31] But give us that depending on the weather.
[1:05:33] I know I don't want to make you a promise. I can't keep up. We'll we'll get on it.
[1:05:36] Know. Great.
[1:05:38] Thank you.
[1:05:38] Everybody drive safe tomorrow. Be careful.
[1:05:41] Have a good one. Thank you.
[1:05:43] Okay. I believe there was one.
[1:05:45] There was an addition. Chris Newton. Chris.
[1:05:53] So Chris Newton.
[1:05:55] That's correct. Yeah.
[1:05:56] Thank you.
[1:06:00] All right.
[1:06:00] So I'm not sure how this process works.
[1:06:02] That's my first town hall meeting.
[1:06:04] So welcome all.
[1:06:06] Thank you.
[1:06:07] So I received a letter in my mail about
[1:06:13] basically there's a permit,
[1:06:15] to construct an attached garage at 390 Saint Louis.
[1:06:20] Okay.
[1:06:22] With a front setback of 6.9m rather than the minimum requirement of ten
[1:06:27] and a right site setback of two meters rather than the minimum requirement of
[1:06:32] three. So it's a derogation.
[1:06:34] They're asking for derogation. I guess you're informing you, right?
[1:06:36] Right. Exactly.
[1:06:37] But is that supposed to be before or after the building is constructed?
[1:06:41] Is this, you know, before?
[1:06:43] Okay, so the building's already constructed.
[1:06:44] Well, hold on, hold on. Going.
[1:06:46] You are correct.
[1:06:47] And that was evaluated by the planning advisory committee
[1:06:50] because it should not have been started before they came for the
[1:06:54] the minor derogation and planning advisory takes into consideration,
[1:06:58] what has taken place.
[1:06:59] Would they approve what got built.
[1:07:01] And in certain circumstances there's a fine that's given
[1:07:04] and then that's voted on. It's a recommendation.
[1:07:07] Then it's voted on by council.
[1:07:09] Okay, a normal process.
[1:07:10] It would be sent out to neighbors ahead of time to approve.
[1:07:12] And obviously the building was already there.
[1:07:14] Now the correct thing is situation and the only is that the right way to say
[1:07:18] so by by now submitting the derogation, they're going to make an
[1:07:22] illegal situation legal.
[1:07:24] So what does that mean they're actually going to
[1:07:26] make they're going to make it within the requirements. No.
[1:07:29] They're going to like what the goal would be to adopt the,
[1:07:32] to approve a derogation in order to make what's there no legal.
[1:07:38] That's why I mean, it's built like that.
[1:07:39] It's built
[1:07:39] based on the two meters right now versus the three meters that's required.
[1:07:43] Correct.
[1:07:43] So that was in consideration because we do give minor derogations
[1:07:46] for different situations.
[1:07:47] And you have to ask there's different questions
[1:07:50] that, the owner has to respond to.
[1:07:52] Is it a hardship.
[1:07:53] Why is the derogation being asked.
[1:07:55] Is there another option?
[1:07:57] And so all of those things are taken into consideration.
[1:08:00] Okay.
[1:08:00] So it's been like approved and that this is going to happen.
[1:08:02] We're voting on it tonight.
[1:08:04] Oh yes. Okay.
[1:08:05] So I just want, as I understand, you know, what type of
[1:08:10] I guess engineering behind it has been thought out.
[1:08:13] You know, I know you guys are very well informed.
[1:08:15] So, you know, is there any issues with potential drainage to consider
[1:08:19] that we always look at me.
[1:08:21] In addition we look at the drainage issues.
[1:08:23] Any tree removal, if that was going to be there to make sure
[1:08:25] that we're not taking down any trees that do not need to be taken down.
[1:08:29] For example, we've had people flip, putting their garages
[1:08:31] on the opposite side of the house to be able to save, a very mature tree.
[1:08:35] And of note, as well, when things happen that are not in proper process, i.e.
[1:08:41] the work began before they asked for the derogation,
[1:08:43] we keep a list of that file attached to that address so that if
[1:08:46] so, we monitor if it becomes a pattern or if it is just,
[1:08:49] an error of not knowing, because there's variations of, each case.
[1:08:55] But we are making note of anything that happens that does not follow process
[1:08:59] to give you some reassurance. Okay.
[1:09:01] And then I guess fire also, as well as the drainage
[1:09:03] is also being evaluated like fire retarded walls or
[1:09:08] the fire code is not discussed at planning advisory,
[1:09:11] but that's because that's the internal process
[1:09:14] other than if it was an attached building, like a semi detached.
[1:09:17] And you have to have the fire prevention wall in between.
[1:09:20] Okay, okay.
[1:09:21] And then I guess when would I find out the outcome of the vote?
[1:09:26] Tonight.
[1:09:27] So I wait around for it. We sit around it.
[1:09:29] Oh well.
[1:09:31] And Mrs.
[1:09:31] thought that comes to responding because she is the president of the park.
[1:09:35] Thank you for first. That's why she's she's the one responding to you.
[1:09:37] And after I'm happy to have, like a follow up discussion
[1:09:40] after the vote tonight.
[1:09:41] Okay. Perfect. Thank you. Thank you.
[1:09:45] Okay, we'll go to the agenda, metastable.
[1:09:50] Oh, for that,
[1:09:52] I'm sorry. No.
[1:09:53] No more questions are allowed. And one more.
[1:09:55] One more question after the end of the questions period,
[1:09:59] if there's time and if final point for citizen,
[1:10:05] it's not going to be.
[1:10:05] Do I have consensus of the council to let the gentleman. Yes.
[1:10:08] Go ahead sir.
[1:10:11] I was awakened last night at 4:00.

[1:10:16] The whole apartment was full of it.
[1:10:19] I'm downstream from you know, where.
[1:10:22] Yep. Can the city
[1:10:24] put sniffers or something like that to control the last of the industry?
[1:10:29] So, always a problem.
[1:10:31] So, if you've been coming over the last couple of months,
[1:10:33] you would notice we've been passing motions.
[1:10:36] We're taking legal action against that company.
[1:10:39] I'm not going to get into the details right now because it's a legal case,
[1:10:43] but we're, we're using all our rights to, make the situation right.
[1:10:48] That's all I can. Thank you.
[1:10:50] Thank you.
