putting through, access to information requests,
from the city.

We've received, over 100 files related to the
flooding and, on, Terra Cotta Park.

I've reviewed, those, those files to the best
of my ability.

So it's a lot of reports,
[19:41]
inspection reports,
[19:43]
drawings, city drawings, plans and profiles
of the streets, etc.
[19:47]
so I'll give it a little bit of background
to them on, the whole terra
[19:50]
cotta, for for those who may maybe haven't
lived, maybe
[19:54]
for those who haven't lived here for 33 years,
so,

work that went on between

77 and 85, the entire drainage system was placed
under put under ground.

So the the 36 inch pipe that drains terracotta
met up with a 54 inch pipe
[20:56]
along that runs along Donaghadee, going east
east towards the city.
[21:01]
Now some something strange happened then in
the next three decades,
[21:04]
that pipe, that 54 inch pipe that runs along
Donaghadee was capped
[21:09]
was capped east of terracotta, forcing the
water then
[21:13]
to, instead of flow east downhill, is being
forced uphill
[21:18]
through a pipe counter to the the the slope
of the pipe.
[21:22]
And then from there 120m west uphill and then
flows down through the old, old,
[21:29]
culverts and open ditches down towards a 24
inch pipe that belongs to the,
[21:35]
that belongs to, transport Quebec.
[21:40]

So, that, so there's two issues then that become
immediately apparent
[21:46]
in all of this, a 36 inch collector is not
supposed to flow into 24 inch pipe.
[21:52]
And secondly, gravity based
[21:54]
systems should not be flowing uphill, forced
to flow uphill.
[21:58]
Okay. To to shortcoming.
[21:59]
So now now we fast forward to, June of 2022,
[22:03]
city one, doing the parking lot at public,
redoing the parking lot
[22:07]
at Public works, discovers that the CN CP Well,
yeah.
[22:11]

Okay, so, city discovers that the CNC pipes
are
[22:20]
blocked, sends out, letters, emails to the
CNC
[22:24]
asking them to fix the pipes, to clean up the

We don't see anything for another

two and a half years in the documents that
were provided.

November 24th, three months after the first
flood,
[22:36]
city sends follow up, to CN, who had not responded
up to that point.

So nothing comes from CN.

Member of Parliament Francisco Scarp Leger
has to follow up with them,
[22:49]
you know, on them a bit.
[22:50]
And three months later, CN comes back to say
that their pipe is clean.
[22:54]

City then, organizes, camera inspection of
the pipe
[22:59]
to go see how the CNC pipes are looking and
they can't see into the CNC pipes
[23:05]
because the city pipes themselves are blocked.
[23:08]
Over 50% full of,
[23:11]
hardened sediment.
[23:12]
So, first, one company tried to clear it, weren't
able to.
[23:17]
You hired a sandy vac to come in $95,000 later,
[23:21]
they extract 40 tons of, of, sludge
[23:25]
from that pipe, not CNC pipes.
[23:29]
The city pipes.
[23:30]
In order to be able to see into the, CP pipes
[23:33]
and, then, that's it.
[23:37]
Nothing since then.
[23:38]

And then I know there's quite a few people
here with the flooding issues,

and the since December, November or December,
since, last election
[23:49]
and, the issues that, happened with the flooding

before the election, we have made it this council
have made a priority

and the administration to look at all the scenarios.

We understand that scenario.

There's been a lot of work done.

We've been in touch with CN.
[24:04]
We're trying to make headway, you see,
[24:05]
and we've done some inspections in the pipes.
[24:07]
We're we're working with engineering, continuously
to,
[24:10]
to understand the situation.
[24:14]
All this bill, five areas are included are
very vulnerable.
[24:17]
And it is a priority here and is a daily, daily
conversation.
[24:21]
And we've got people coming in to help, help
us at the end of the month.
[24:24]
So all I can tell you is, and the people that
are here, we're taking it serious.
[24:29]
It is a priority,
[24:30]
a point clear, to try to address the flooding
situation that happened.
[24:34]
And try to stabilize it.
[24:35]
And, we've invested we're putting a lot of
money into it
[24:38]
this year,
[24:39]
and I don't have all the answers for you
[24:40]
tonight when you're talking about those pipes.
[24:42]
I know that we did some interventions.
[24:44]
We did the CP side.
[24:46]
CN's a little bit more complicated right now.
[24:48]
There have been some work done and there's
been some inspections
[24:51]
done, but, you know, we can have this conversation
again
[24:55]
if you'd like to come and understand what we've

is that we've had many,

many, many snowfalls during the winter and
not all big ones, but small ones.

and the people up, the workers have to go out

They have to go plow the snow, do the salting,
clean the sidewalk halls,

and that takes away time from doing other stuff.

We've had a, winter has been very cold, with
a lot of thaws, a lot of rain,

which creates a potholes point.

That is not the only city that has, as part
of the snow

as the city is, is an island wide problem this
winter.

The mayor of Montreal got two flat tires on
the way to work in her own area.

The roads are a mess this year.

And, when there isn't any snow,

you can see a huge improvement of the potholes
being filled,

because the men have the time to go out and
do them.

And the same guy guys

driving the trucks that are doing the snow
that go and fix the bottle,

and they can only work so many hours before
they have to take a break.

So it's not your problem.

I just want to tell you the reality so I it's
been a real challenging, winter.

And, are there better methods and can we do
a better job in the summer.

Yes. But the potholes you see now aren't only
from the summer,

they're from the weather we've had this winter.

The plows going over, scraping off.

When you fill it in, they take off the asphalt.

The moisture gets underneath, lifts it all

There's many, many reasons for it.

we're embarrassing the conditions of our road,

We're working really hard at it to see, where
energy our money into resurfacing

as many roads we can in the near future to
eliminate those problems.

really taking serious.

they can do a decent job.

We consulted and we were basically told

shut up and obey.

Then there's an appeal process and then the

let's analyze and make some changes and add

of which are apartment

buildings that have probably been around for
30 or 40 years.

My question is because I understand that

those those apartment buildings often
[47:01]
degrade my everything degrades with time.

What way do we have as a city
[47:08]
to one, ensure that those building stocks
[47:12]
are kept safe, secure for people without people
[47:17]
being in buildings that degrade so much and
then get rental evicted kind of thing.

So it's a loaded question.

There's lots of moving parts in that question,
