[2:09] with them, hopefully they'll listen to our complaints and try to adapt to what the
[2:13] reality is. But please take the opportunity to ride the rim, use it. It's spectacular. And
[2:21] if you can go all the way to Brossard and cross over to Champlain Bridge, you have a
[2:25] whole new perspective of a bridge. It's really is quite a fabulous. It made the. Vous

[3:14] evaluate your property. All that being said, we had only maybe 20 people that showed up
[3:18] for the meeting, but it was recorded and there was a lot of great information that came out
[3:24] of that. They looked at many, many houses and many situations. And what I got out of that is
[3:30] that there's a solution to everything. Obviously, there's a cost to it too, but at least
[3:35] you can. There are solutions. And as a city, we'll do what we can do on our side. And it's a
[3:41] joint venture and decisions will have to do what they can do on their side. But we're
[3:46] there to help you as much as we can in this financial aid program that's coming out will
[3:51] be made public or made available in the fall, and you'll be available up to maybe
[3:56] $5,000 of financing to help you waterproof your house. Inauguration day. May sit on a
[4:08] on a. Inauguration Day Nouveau des travaux public. It's more than just the building. It's a
[4:14] big building, but it's a building that most of everything that you see that
[4:18] gets done around the city starts over there. So all the services snow removal, the
[4:23] branch pickup, the picking up the garbage, the planting of the flowers, every service that
[4:29] is offered to us to run a nice, healthy and happy city starts over there, comes out of that
[4:34] building. So we're one of the few municipalities that do all our own work. We don't. We
[4:40] subcontract very little as far as snow removal and day to day stuff. We do subcontracts from
[4:47] grass cutting. We do subcontract a bit of snow removal on the north side, but
[4:53] we're our services are good because we're doing them in-house and most of the. I
[4:58] would say the guys are very proud of what they do and they work hard at it. So they have a
[5:03] nice new building. Obviously, the buildings adopted today's needs, having washrooms for men
[5:07] and women and so on and so forth. The whole workforce has changed and they've got now got
[5:11] the tools to be able to do their job properly. So I hope they enjoy it, and I hope that
[5:16] we benefit from it in the future. We also received an award that the Public Works
[5:25] Department won the CNESST contest with at the Umk this year, the 6th of May. So
[5:34] congratulations to the people that participated in in getting that award. Encore,
[5:49] Pointe-Claire et de la route a la Ville, a joint a la semaine nationale de. La sécurité des
[6:00] travaux rootsier. The. Chantiers de la attentive and attentive aussi sur le terrain.
[6:10] I also encourage drivers to be especially careful in their schools, daycares and
[6:14] residential neighborhoods. There's a simple action, but they can make a real difference.
[6:20] The summer season is just getting started. Many events are looking are looking forward
[6:24] to welcoming you, including the Saint Jean Baptiste celebrations, candidate
[6:28] festivities, Pointe-Claire Summer showcase this year, the showcase replaces the Pointe
[6:34] Claire week. I believe we had. We celebrate everything in one week. For the last couple of
[6:38] years, we had every day had events. This summer, they're going to do events throughout
[6:42] the summer. So if you happen to be away that one week, you would have missed everything.
[6:47] This way, you'll have opportunities during the summer to benefit from all the

[9:39] professionnel de personnes dans la ville de Pointe-Claire. On another note, biggest source of
[9:47] complaint for me in the last month has been the new SDM roots. I've heard from a lot of
[9:53] residents about them. Let me start by noting that the SDM never did any public
[10:03] consultations on the reorganization of the roots in the West Island and Council,
[10:10] and the administration was consulted in 2024, but it's unclear that they really
[10:16] listened to or took our input into effect. At the time, I was not in office at the time.
[10:25] Since then, I mean, I guess my first comment on it would be that residents should have been
[10:31] listened to at the outset. And given that we are paying $15 million more this year than
[10:35] last to the agglomeration of Montreal, given the densification mandates,
[10:39] everything else, we should be getting more service rather than reorganization and loss of
[10:46] existing bus routes like the 485 and like 203 service that used to benefit the northern
[10:51] part of Cedar Park Heights, but no longer does in the same way that it used to. In an ideal
[10:59] world, we would have had more service on an existing 203, rather than the extension on
[11:04] Donegani and Vista, which the residents of those streets, I think, have got some very
[11:09] legitimate concerns about the. One note I would make with regards to the residents of
[11:15] Vista. We. Your petition was shared with the STM. They got back to us on it. The mayor's,
[11:21] also in his office, have also received some complaints from Vista. There were also
[11:26] forwarded to the STM. I know many of you have seen the answer that I will have gotten
[11:33] back from the STM to Vista residents, and I just like to note on that that while it
[11:38] seems that for the time being, that current route is going to be maintained by them, the one
[11:45] item for hope is that they have indicated clearly that they don't believe that parking
[11:51] needs to be restricted. 24 over seven on the west side of Vista. It only needs to be restricted
[11:57] during the hours in which the bus passes, which is around 6 to 9 in the morning and 330 to
[12:03] 7. So that's a restriction that Pointe-Claire can control. And my hope is that the city and
[12:08] the administration can move to remove that restriction and limit the parking restriction
[12:15] only to the hours in which the bus passes. Thank you. >> Thank you. Mr. Brzezinski.
[12:21] Before we go to the agenda, I just want to mention one thing. On Sunday night, we had a storm
[12:26] come through Pointe-Claire. Not everybody was affected, but it started off around Arthur C
[12:30] Garden Chalet and went up and hit the door and Hornell Street, and there was about eight
[12:37] houses that were or trees that were taken down some big trees. Some damage was done. I want to
[12:41] thank and compliment the administration and the private contractors and everybody from
[12:47] public works who automatically instantly reacted. And we cleaned up and took care of a
[12:53] lot of people's houses immediately and got them, got the electricity turned back on
[12:57] in a short period of time. It was a freak thing. It lasted supposedly about three minutes.
[13:01] Some lady saw the whole thing start and it was quite impressive, but there was a lot
[13:05] of damage done. But again, thank you to everybody involved. Mr. Gerard, thank you for your

[17:20] lived there for 19 years and I knew you are urgent help with a public works project at 90
[17:29] Lakeshore Road. Public works wants to permanently, permanently put two huge
[17:37] commercial dumpsters on our public waterfront park land. As you can see from my window in
[17:45] the photo one, if you look at the photo one please and the area has yellow construction
[17:53] ribbons. This brings 2024 City agreement and violates bylaws. More details are highlighted in
[18:07] page number two on the bylaw reference sheet in your package. Here are four key reasons why
[18:17] this is a major problem. First, this is a broken commitment. In March 2024. The city is
[18:28] explicitly agreed this spot was totally wrong for garbage. The written order shown in photo
[18:38] two. Please look at photo two. That's what the public work. Email me. The order requires
[18:49] bins to be hidden on the side of the building. Why is this spot certainly acceptable now?
[19:01] At that time they agree that it's totally wrong, but now they want to put two huge
[19:09] dumpsters right on exactly the same spot. Second, it brings accessibility laws as shown in
[19:19] photo three. Please look at photo three. The construction blocks are official wheelchair,
[19:27] roadside and emergency assembling site. Third, it brings residential by laws
[19:38] placing dry commercial dumpsters right next to a residential property line.
[19:45] Please also refer to photo three. It creates immediately pest health and other hazards
[19:55] for neighbors. Fourth, Public Works claimed these dumpsters will be hidden. That is false.
[20:04] As shown on the photo group four. They are right in the middle of a beautiful green
[20:12] part used by the locals for walking dogs and exercising. It creates a 60 degree eyesore
[20:22] that blocks the water. View. Public works closed my file so you are my last hope. Please
[20:31] take action tonight. One please stop the dumpsters construction right now. Two please may
[20:42] management follow the 2024 agreement. Three please visit the part with me for five
[20:51] minutes to see the truth. Thank you for protecting our waterfront.

[21:02] talking and I'm going to go on site, not tomorrow because I'm out of town going to a
[21:08] convention for the city, but the following week we'll go down, take a look. This
[21:12] decision wasn't made lightly. It was a recommended site to put them there for easy access
[21:19] for the truck and so on and so forth. But we will go down, take a look. The bins will not
[21:24] just be sitting on that slab. They'll be covered in a fence with greenery, hiding them and
[21:28] everything else. Not they're not being just two bins put there. There's going to be a
[21:32] whole structure around it, but I don't know what the options are. I want to go understand
[21:36] exactly what is blocking. So we'll take a look at it and we'll get back to you. Okay?

[21:50] and residents are followed. They should keep their garbage bins close to the building,
[21:56] like what we do, and only bring them out when it's election days. And besides, do they
[22:04] really need all those dumpsters? Because Monday morning I actually do a data check. There
[22:12] are 12 large, full size. The recycle bins there, three of them are empty, are actually
[22:23] used as nine of them empty. And they allow them sitting beside the road 24 over seven. They
[22:31] never bring the garbage bin like what we did on the side of the building. As I was promised.

[23:11] lot. I almost got hit three times. It's like nobody pays attention to the lights, the
[23:16] stop sign. So I'm getting a little bit frustrated here since I almost got hit three
[23:20] times in the last month and a half. And you think it's on NASCAR? Everybody's looking at
[23:24] their phone. They're just bolting right through. I call your office. They say, we can't
[23:29] do anything. We just write traffic tickets. So your office refers me to station Five.
[23:34] Spoke to somebody at station five. I said, put a car there because there's three daycares
[23:40] there. There's several businesses. You got the ramp that comes off for the train.
[23:46] But like I said, you've got several businesses and three daycares, and like I said, they
[23:51] treat it as NASCAR. I couldn't believe the amount of people that just fly right through it
[23:56] don't pay any attention. There's two stop signs. You got the lights, you got the
[24:01] crosswalk, nothing. And I call the the police. And I spoke to my friend who has a business
[24:08] right there. I said, have you seen a car? Nothing. And that's over a week and a half ago.
[24:13] >> So not no, I mean, I don't disagree with you. >> Well, I think you have more
[24:17] influence than I have with the police at station five. >> Believe it or not. I was
[24:22] just going to tell you the opposite. So if you have a problem and you see a car
[24:26] speeding, or if you call the Spvm, they will tell you that they'll respond to your
[24:30] complaint before they respond to us. The good news is, or whatever, we've got a new
[24:36] commandant. Yeah, in Pointe Claire. He's coming to the City Hall to meet with us on, I
[24:40] believe, the 10th of June shortly. Anyway. And this is speeding. And disrespect for
[24:48] the rules of the road is throughout not only Pointe Claire, the West Island, Quebec.
[24:51] We keep bringing it to their attention. They are limited resources to. I know we pay $26
[24:56] million a year to Montreal for police. We don't get $20 million worth of services. It's
[25:01] a very sore point with us. But we you know, we keep hitting the nail on the head. Hopefully
[25:06] we'll eventually go in. Hopefully with this new commandant. We'll just keep
[25:09] going. And but it's on it's on our radar. It's not being taken lightly. But the best thing you
[25:15] can do is write an email or call the station yourself and they'll react, okay.
[25:19] >> And the other thing is too is at the end of my street on Cool Breeze, there's the house
[25:25] at the very end. The hedges are so high that every time you pull up. Yeah, you really got
[25:31] to pay attention because you can't see a car that's coming. Or a bike.

[26:05] occupancy bylaw. I want to know how this bylaw will be applied and enforced to residential
[26:14] properties, and what will initiate the inspection. Who will do the inspection? City
[26:21] inspectors or some company with the contract from the city. The bylaw requires much more study
[26:30] and discussion with residential property owners. If the intention is to put the law on
[26:36] the books, we don't want the $5,000 fine. I think even $100 fine is too much in
[26:46] Pointe-Claire. I've been living for 23 years, and it's a wonderful city, and the
[26:55] services that provide. Okay. So a lot of point in Pointe-Claire, a lot of young families and
[27:03] seniors are in residence with the cost of living so high, young families and seniors will
[27:09] have difficulty paying not 5000, even $100 to pay a fine. And the fine says it can go up to
[27:20] $25,000. You can have the bylaw for heritage buildings, abandoned buildings, not for
[27:28] residential buildings. That's my say so. >> Thank you very much for your

[27:40] to read it and and look at it and make comments. We weren't 100% comfortable with it either.
[27:45] But it's a, it's a, it's a, it's a process. So you have to table the bylaw, then you adopt
[27:50] the bylaw, then you adopt again, we have pulled the bylaw and we're going to redo the bylaw.
[27:54] And when it's ready with the changes, then we're going to present it to the public again
[27:59] prior to a public meeting. So you have time to read it and make your comments. And then
[28:03] we'll take it to the next step. So right now it's on hold. Nothing's happening. Your
[28:07] information you got there, it's right. It's written, but that's not the intent. And nobody's
[28:12] going to throw somebody out of their house and nobody's going to get $25,000. Fine. I
[28:16] understand that's how you read it. You interpret it because it's not clear. But we will

[33:07] was there intention for it to be for abandoned and unoccupied buildings and for heritage
[33:13] buildings and the city of Pointe Claire has instead implemented is trying to
[33:18] implement it to include residential homes that people are living in.

[34:49] that haven't caulked. And nowhere does it say here that that there's going to be
[34:55] warnings. It just says that it's going to be first offense, $5,000. But is there is there
[35:01] three warnings? Is there three months? Is there nine months? You know, how much time are you
[35:06] going to give people to to do these repairs? When you when you understand that to hire a
[35:13] professional takes time to, to interview different professionals and then to have
[35:17] a date that they're going to come and do the repair. And so these are my concerns. And
[35:23] first of all, where's the podium? We had a podium last time. We could put our papers.

[35:35] because there's misinterpretation and it's being misinterpreted for many,
