Please be seated. Good evening. Madame and

Ladies and gentlemen, good evening and welcome
to the June 20th sixth. June 2006. 2nd June

It's for sure that the rim is a good thing.
[1:43]
It's here. We're going to live with it. It's
a fabulous system. But by by getting the rim.
They
[1:49]
also changed all the bus routes. And I know
there's been a lot of concerns and some of
them
[1:54]
aren't working efficiently. I heard there is
some room for some possible changes. But in
[2:00]
the meantime, if you have a concern, please
forward us an email and we'll be forwarded
to
[2:05]
the STM and building a little file. And in
the future, looking at them, sitting down
[2:09]
with them, hopefully they'll listen to our
complaints and try to adapt to what the
[2:13]
reality is. But please take the opportunity
to ride the rim, use it. It's spectacular.
And
[2:21]
if you can go all the way to Brossard and cross
over to Champlain Bridge, you have a
[2:25]
whole new perspective of a bridge. It's really
is quite a fabulous. It made the. Vous
[2:34]
avez des informations sur la gestion de les
autres. Some of you pointed out that the
[2:40]
Montreal Canadiens had a game that evening.
As you can imagine, a meeting like this
[2:45]
with our partners is planned well in advance.
So if you chose to watch the Canadiens,
[2:49]
rest assured that the meeting was recorded
as now available on the city website. So on
the
[2:54]
27th, we had a meeting updating you on what
we're going to do about the the flooding, the
[2:59]
water migration and the different options are
becoming available. There'll be some
[3:04]
financing options and we'll be able to compensate
or help you get some work done on your
[3:09]
houses. There'll be a program where you can,
we can you can hire a company to come in and
[3:14]
evaluate your property. All that being said,
we had only maybe 20 people that showed up
[3:18]
for the meeting, but it was recorded and there
was a lot of great information that came out
[3:24]
of that. They looked at many, many houses and
many situations. And what I got out of that
is
[3:30]
that there's a solution to everything. Obviously,
there's a cost to it too, but at least
[3:35]
you can. There are solutions. And as a city,
we'll do what we can do on our side. And it's
a
[3:41]
joint venture and decisions will have to do
what they can do on their side. But we're
[3:46]
there to help you as much as we can in this
financial aid program that's coming out will
[3:51]
be made public or made available in the fall,
and you'll be available up to maybe
[3:56]
$5,000 of financing to help you waterproof
your house. Inauguration day. May sit on a
[4:08]
on a. Inauguration Day Nouveau des travaux
public. It's more than just the building. It's
a
[4:14]
big building, but it's a building that most
of everything that you see that
[4:18]
gets done around the city starts over there.
So all the services snow removal, the
[4:23]
branch pickup, the picking up the garbage,
the planting of the flowers, every service
that
[4:29]
is offered to us to run a nice, healthy and
happy city starts over there, comes out of
that
[4:34]
building. So we're one of the few municipalities
that do all our own work. We don't. We
[4:40]
subcontract very little as far as snow removal
and day to day stuff. We do subcontracts from
[4:47]
grass cutting. We do subcontract a bit of snow
removal on the north side, but
[4:53]
we're our services are good because we're doing
them in-house and most of the. I
[4:58]
would say the guys are very proud of what they
do and they work hard at it. So they have a
[5:03]
nice new building. Obviously, the buildings
adopted today's needs, having washrooms for
men
[5:07]
and women and so on and so forth. The whole
workforce has changed and they've got now got
[5:11]
the tools to be able to do their job properly.
So I hope they enjoy it, and I hope that
[5:16]
we benefit from it in the future. We also received
an award that the Public Works
[5:25]
Department won the CNESST contest with at the
Umk this year, the 6th of May. So
[5:34]
congratulations to the people that participated
in in getting that award. Encore,

[6:10]
I also encourage drivers to be especially careful
in their schools, daycares and
[6:14]
residential neighborhoods. There's a simple
action, but they can make a real difference.
[6:20]
The summer season is just getting started.
Many events are looking are looking forward
[6:24]
to welcoming you, including the Saint Jean
Baptiste celebrations, candidate
[6:28]
festivities, Pointe-Claire Summer showcase
this year, the showcase replaces the Pointe

everything in one week. For the last couple
of
[6:38]
years, we had every day had events. This summer,
they're going to do events throughout
[6:42]
the summer. So if you happen to be away that
one week, you would have missed everything.
[6:47]
This way, you'll have opportunities during
the summer to benefit from all the
[6:50]
different activities being offered. Rendez

that Hermitage path, the path that
[9:04]
is between Hermitage Avenue and Brunswick Boulevard
is now once again open. So I'd like to
[9:09]
thank all parties involved for their work in
resolving this particular issue. Thank you
[9:14]
very much, Mr. Mayor. And to the administration
as well. Mr. Brzezinski.
[9:20]
>> Merci, monsieur. Cette semaine, Le premier
jour s'agit la semaine nationale des
[9:29]
personnes ont également avec le plan d'action.
Municipal pour la integration sociale et
[9:39]
professionnel de personnes dans la ville de
Pointe-Claire. On another note, biggest source
of
[9:47]
complaint for me in the last month has been
the new SDM roots. I've heard from a lot of
[9:53]
residents about them. Let me start by noting
that the SDM never did any public
[10:03]
consultations on the reorganization of the
roots in the West Island and Council,
[10:10]
and the administration was consulted in 2024,
but it's unclear that they really
[10:16]
listened to or took our input into effect.
At the time, I was not in office at the time.
[10:25]
Since then, I mean, I guess my first comment
on it would be that residents should have been
[10:31]
listened to at the outset. And given that we
are paying $15 million more this year than
[10:35]
last to the agglomeration of Montreal, given
the densification mandates,
[10:39]
everything else, we should be getting more
service rather than reorganization and loss
of
[10:46]
existing bus routes like the 485 and like 203
service that used to benefit the northern
[10:51]
part of Cedar Park Heights, but no longer does
in the same way that it used to. In an ideal
[10:59]
world, we would have had more service on an
existing 203, rather than the extension on
[11:04]
Donegani and Vista, which the residents of
those streets, I think, have got some very
[11:09]
legitimate concerns about the. One note I would
make with regards to the residents of
[11:15]
Vista. We. Your petition was shared with the
STM. They got back to us on it. The mayor's,
[11:21]
also in his office, have also received some
complaints from Vista. There were also
[11:26]
forwarded to the STM. I know many of you have
seen the answer that I will have gotten
[11:33]
back from the STM to Vista residents, and I
just like to note on that that while it
[11:38]
seems that for the time being, that current
route is going to be maintained by them, the
one
[11:45]
item for hope is that they have indicated clearly
that they don't believe that parking
[11:51]
needs to be restricted. 24 over seven on the
west side of Vista. It only needs to be restricted
[11:57]
during the hours in which the bus passes, which
is around 6 to 9 in the morning and 330 to
[12:03]
7. So that's a restriction that Pointe-Claire
can control. And my hope is that the city and
[12:08]
the administration can move to remove that
restriction and limit the parking restriction
[12:15]
only to the hours in which the bus passes.
Thank you. >> Thank you. Mr. Brzezinski.
[12:21]
Before we go to the agenda, I just want to
mention one thing. On Sunday night, we had
a storm
[12:26]
come through Pointe-Claire. Not everybody was
affected, but it started off around Arthur
C
[12:30]
Garden Chalet and went up and hit the door
and Hornell Street, and there was about eight
[12:37]
houses that were or trees that were taken down
some big trees. Some damage was done. I want
to
[12:41]
thank and compliment the administration and
the private contractors and everybody from
[12:47]
public works who automatically instantly reacted.
And we cleaned up and took care of a
[12:53]
lot of people's houses immediately and got
them, got the electricity turned back on
[12:57]
in a short period of time. It was a freak thing.
It lasted supposedly about three minutes.
[13:01]
Some lady saw the whole thing start and it
was quite impressive, but there was a lot
[13:05]
of damage done. But again, thank you to everybody
involved. Mr. Gerard, thank you for your
[13:10]
implication during the night too. And good
job. Thank you. Okay, Alexander. Oh, good.
Here
[13:18]
comes the water. Public security. Hope it's
good water. Only the best. There you go.
[13:34]
Okay. >> We're not we're not getting any. There's
not enough water.
[13:38]
>> You want water? >> Oh, water. >> I'm point
one. Point one.

up of private natures on questions that were
[15:30]

>> Yoon E.
[15:54]
>> Good evening, Mayor and Council. Since English
is not my mother tongue. So I actually
[16:02]
spent the whole day to prepare some documents
and pictures. I just wonder if I can share
so
[16:08]
that everyone can better understand the issue
I bring to the meeting. Is it okay?
[16:17]
>> So I can't hear you very well. Is it me
or. Yeah, you'll have to submit the papers
to
[16:22]
the. Please. >> You would like to give them
a copy so they understand the
[16:37]
topic? >> That is correct. Because English
is not my mother tongue,
[16:45]
so I'm sorry for that. >> Yeah. That's okay.
Just talk close to the mic. Then we can
[16:50]
hear you better. That's okay. Perfect. Sure,
sure. You see. And I'm just going to let you
[17:00]
know we have a timer and you have three minutes.
Okay? Sure. Thank you.
[17:10]
>> May I start now? Go ahead. Okay. So my name
is Yun from five Sunnyside Avenue. I have
[17:20]
lived there for 19 years and I knew you are
urgent help with a public works project at
90
[17:29]
Lakeshore Road. Public works wants to permanently,
permanently put two huge
[17:37]
commercial dumpsters on our public waterfront
park land. As you can see from my window in
[17:45]
the photo one, if you look at the photo one
please and the area has yellow construction
[17:53]
ribbons. This brings 2024 City agreement and
violates bylaws. More details are highlighted
in
[18:07]
page number two on the bylaw reference sheet
in your package. Here are four key reasons
why
[18:17]
this is a major problem. First, this is a broken
commitment. In March 2024. The city is
[18:28]
explicitly agreed this spot was totally wrong
for garbage. The written order shown in photo
[18:38]
two. Please look at photo two. That's what
the public work. Email me. The order requires
[18:49]
bins to be hidden on the side of the building.
Why is this spot certainly acceptable now?
[19:01]
At that time they agree that it's totally wrong,
but now they want to put two huge
[19:09]
dumpsters right on exactly the same spot. Second,
it brings accessibility laws as shown in
[19:19]
photo three. Please look at photo three. The
construction blocks are official wheelchair,
[19:27]
roadside and emergency assembling site. Third,
it brings residential by laws
[19:38]
placing dry commercial dumpsters right next
to a residential property line.
[19:45]
Please also refer to photo three. It creates
immediately pest health and other hazards
[19:55]
for neighbors. Fourth, Public Works claimed
these dumpsters will be hidden. That is false.
[20:04]
As shown on the photo group four. They are
right in the middle of a beautiful green
[20:12]
part used by the locals for walking dogs and
exercising. It creates a 60 degree eyesore
[20:22]
that blocks the water. View. Public works closed
my file so you are my last hope. Please
[20:31]
take action tonight. One please stop the dumpsters
construction right now. Two please may
[20:42]
management follow the 2024 agreement. Three
please visit the part with me for five
[20:51]
minutes to see the truth. Thank you for protecting
our waterfront.
[20:57]
>> Thank you very much. So I did see this email
today. I read the email and we've been
[21:02]
talking and I'm going to go on site, not tomorrow
because I'm out of town going to a
[21:08]
convention for the city, but the following
week we'll go down, take a look. This
[21:12]
decision wasn't made lightly. It was a recommended
site to put them there for easy access
[21:19]
for the truck and so on and so forth. But we
will go down, take a look. The bins will not
[21:24]
just be sitting on that slab. They'll be covered
in a fence with greenery, hiding them and
[21:28]
everything else. Not they're not being just
two bins put there. There's going to be a
[21:32]
whole structure around it, but I don't know
what the options are. I want to go understand
[21:36]
exactly what is blocking. So we'll take a look
at it and we'll get back to you. Okay?
[21:41]
>> Sure. I believe that even if a city facility
should follow the bylaws, all the taxpayers
[21:50]
and residents are followed. They should keep
their garbage bins close to the building,
[21:56]
like what we do, and only bring them out when
it's election days. And besides, do they
[22:04]
really need all those dumpsters? Because Monday
morning I actually do a data check. There
[22:12]
are 12 large, full size. The recycle bins there,
three of them are empty, are actually
[22:23]
used as nine of them empty. And they allow
them sitting beside the road 24 over seven.
They
[22:31]
never bring the garbage bin like what we did
on the side of the building. As I was promised.
[22:39]
Full. >> But all out of all due respect, I
don't want to be
[22:43]
rude. Your time is up. We understand the problem
we've looked into today and we'll
[22:47]
follow up. We'll get back in touch with you,
okay? >> Sure. Thank you.
[22:51]
>> Thank you. >> Terry. >> Mr. mayor, councilors,
I
[23:04]
just have two simple safety questions. One
is I use the Pointe-Claire Station tunnel a
[23:11]
lot. I almost got hit three times. It's like
nobody pays attention to the lights, the
[23:16]
stop sign. So I'm getting a little bit frustrated
here since I almost got hit three
[23:20]
times in the last month and a half. And you
think it's on NASCAR? Everybody's looking at
[23:24]
their phone. They're just bolting right through.
I call your office. They say, we can't
[23:29]
do anything. We just write traffic tickets.
So your office refers me to station Five.
[23:34]
Spoke to somebody at station five. I said,
put a car there because there's three daycares
[23:40]
there. There's several businesses. You got
the ramp that comes off for the train.
[23:46]
But like I said, you've got several businesses
and three daycares, and like I said, they
[23:51]
treat it as NASCAR. I couldn't believe the
amount of people that just fly right through
it
[23:56]
don't pay any attention. There's two stop signs.
You got the lights, you got the
[24:01]
crosswalk, nothing. And I call the the police.
And I spoke to my friend who has a business
[24:08]
right there. I said, have you seen a car? Nothing.
And that's over a week and a half ago.
[24:13]
>> So not no, I mean, I don't disagree with
you. >> Well, I think you have more
[24:17]
influence than I have with the police at station
five. >> Believe it or not. I was
[24:22]
just going to tell you the opposite. So if
you have a problem and you see a car
[24:26]
speeding, or if you call the Spvm, they will
tell you that they'll respond to your
[24:30]
complaint before they respond to us. The good
news is, or whatever, we've got a new
[24:36]
commandant. Yeah, in Pointe Claire. He's coming
to the City Hall to meet with us on, I
[24:40]
believe, the 10th of June shortly. Anyway.
And this is speeding. And disrespect for
[24:48]
the rules of the road is throughout not only
Pointe Claire, the West Island, Quebec.
[24:51]
We keep bringing it to their attention. They
are limited resources to. I know we pay $26
[24:56]
million a year to Montreal for police. We don't
get $20 million worth of services. It's
[25:01]
a very sore point with us. But we you know,
we keep hitting the nail on the head. Hopefully
[25:06]
we'll eventually go in. Hopefully with this
new commandant. We'll just keep
[25:09]
going. And but it's on it's on our radar. It's
not being taken lightly. But the best thing
you
[25:15]
can do is write an email or call the station
yourself and they'll react, okay.
[25:19]
>> And the other thing is too is at the end
of my street on Cool Breeze, there's the house
[25:25]
at the very end. The hedges are so high that
every time you pull up. Yeah, you really got
[25:31]
to pay attention because you can't see a car
that's coming. Or a bike.
[25:36]
>> Yeah, that's a corner cool breeze in the
I. >> Know at Lakeshore Lakeshore.
[25:40]
>> Sorry. Yeah. Okay. So we'll send somebody
by. There is a rule about the triangle of
[25:45]
visibility. We'll send somebody by. We took
note of it, and we'll send somebody by to see
[25:49]
if we can do something about it. Thank you,
thank you. >> Maria da Silva.
[26:00]
>> Hello. >> Mr. Mayor and the councilors.
I want to talk about the
[26:05]
occupancy bylaw. I want to know how this bylaw
will be applied and enforced to residential
[26:14]
properties, and what will initiate the inspection.
Who will do the inspection? City
[26:21]
inspectors or some company with the contract
from the city. The bylaw requires much more
study
[26:30]
and discussion with residential property owners.
If the intention is to put the law on
[26:36]
the books, we don't want the $5,000 fine. I
think even $100 fine is too much in
[26:46]
Pointe-Claire. I've been living for 23 years,
and it's a wonderful city, and the
[26:55]
services that provide. Okay. So a lot of point
in Pointe-Claire, a lot of young families and
[27:03]
seniors are in residence with the cost of living
so high, young families and seniors will
[27:09]
have difficulty paying not 5000, even $100
to pay a fine. And the fine says it can go
up to
[27:20]
$25,000. You can have the bylaw for heritage
buildings, abandoned buildings, not for
[27:28]
residential buildings. That's my say so. >>
Thank you very much for your
[27:33]
comments. We've been talking. So that bylaw
was written. It was presented table for people
[27:40]
to read it and and look at it and make comments.
We weren't 100% comfortable with it either.
[27:45]
But it's a, it's a, it's a, it's a process.
So you have to table the bylaw, then you adopt
[27:50]
the bylaw, then you adopt again, we have pulled
the bylaw and we're going to redo the bylaw.
[27:54]
And when it's ready with the changes, then
we're going to present it to the public again
[27:59]
prior to a public meeting. So you have time
to read it and make your comments. And then
[28:03]
we'll take it to the next step. So right now
it's on hold. Nothing's happening. Your
[28:07]
information you got there, it's right. It's
written, but that's not the intent. And nobody's
[28:12]
going to throw somebody out of their house
and nobody's going to get $25,000. Fine. I
[28:16]
understand that's how you read it. You interpret
it because it's not clear. But we will
[28:20]
make it clear and we'll make it fair. >> Okay.
Thank you. How will
[28:23]
the residents know that what is happening with
the bylaw? >> Well, we've been talking
[28:27]
about it for the last two public meetings,
and we've been right now it's it's on hold
[28:31]
right now until we have a chance to relook
at it. We've taken everybody's comments into
[28:36]
consideration. We know there's work to be done.
We know changes have to be done, and
[28:40]
we'll make sure those changes are done. >>

If you

were looking for an answer, I'll give you one.
Winthrop on the corner of Winthrop and and
[30:23]
and Westcliff exactly on the corner I live
on on. And it's a unique corner. It's got five
[30:32]
intersections. We've probably changed the format
five, six, seven times over the last five,
[30:37]
six, seven years and everyone. There's no perfect
solution unless everything is rebuilt,
[30:43]
which obviously we're not going to do. And
as I said, we've tried many different solutions.
[30:48]
I've spoken to all the citizens on a solution
corner. Présentement sans fil des
[30:57]

red when there's a broken
[31:06]
intersection. That's what I've been. A flashing
red sign would be perfect for me. Me on.
[31:18]
>> So what about stop sign then? So if the
problem. >> Said intersection.
[31:27]
>> Well. >> So on Winthrop you have North,

[32:44]
>> Good evening. Mr. mayor and all the councilors.
I'm here tonight to talk about
[32:50]
maintenance and occupancy. I wanted to understand
last time I was here for the last meeting.
[32:57]
But you had mentioned last time, Mr. Mayor,
that it was the Quebec government that insisted
[33:01]
that you apply this law. But I. >> Want the
law. >> Yeah. I want to understand,
[33:07]
was there intention for it to be for abandoned
and unoccupied buildings and for heritage
[33:13]
buildings and the city of Pointe Claire has
instead implemented is trying to
[33:18]
implement it to include residential homes that
people are living in.
[33:23]
>> I'm going to ask you, madam, ask you to
put it up on. >> The.
[33:47]
>> Heritage. >> Patrimoine. Pour tous les patrimoniales

[33:58]

ET la ville de couvrir
[34:13]
davantage le territoire. >> Dans vous vous
avez écrit. Cracked mortar found a cracked
[34:24]
mortar foundation cracks. We have clay soil.
And so every year, as you know, the soil
[34:31]
expands and contracts, the building shifts
and you have cracks. And so that means that
[34:36]
every year people are going to have cracks
in their mortar, in their in their cement sealing
[34:44]
joint, which to me means caulking. So you're
going to you're going to target people
[34:49]
that haven't caulked. And nowhere does it say
here that that there's going to be
[34:55]
warnings. It just says that it's going to be
first offense, $5,000. But is there is there
[35:01]
three warnings? Is there three months? Is there
nine months? You know, how much time are you
[35:06]
going to give people to to do these repairs?
When you when you understand that to hire a
[35:13]
professional takes time to, to interview different
professionals and then to have
[35:17]
a date that they're going to come and do the
repair. And so these are my concerns. And
[35:23]
first of all, where's the podium? We had a
podium last time. We could put our papers.
[35:28]
>> Just just to answer your question, though,
like I told the other lady, we have pulled
[35:32]
that bylaw. >> I know. >> But we have pulled
it
[35:35]
because there's misinterpretation and it's
being misinterpreted for many,
[35:37]
many reasons. The way it's written, the intent,
whatever I'm not going to argue with you
[35:41]
is not clear. Okay? We accept that. We are
going to change it. We're going to make it
right.
[35:46]
Okay. This it was a draft bylaw that was tabled.
And we've heard many, many comments and
[35:51]
we heard them all, and we have not even discussed
it since the lot because we have lots of
[35:56]
research and stuff to do, and we're going to
sit down and take the time to do it right
[36:01]
and then represent it to the public. And we
will we will do that between now and the time
[36:06]
it takes to do it right. >> But if it's misinterpreted,
then you have to write it how
[36:10]
it's supposed. >> To be. What exactly? >> Because
it's pretty clear
[36:13]
here for me and I'm just going to keep I've
never come to council meetings, but I'm just
[36:18]
going to keep on coming. >> You can keep coming.
And you can. You you know, you'll be
[36:22]
notified when it's rewritten. Okay. It will
be tabled way before a public meeting instead
[36:26]
of tabling it just the night of the public
meeting at the corner. And then you come in
[36:30]
and you read it and then we're going to adopt
it. It will be made public before, so people
[36:35]
will have a chance to comment. And there's
a whole process, a three step process. So it
will
[36:40]
not be just adopted in one shot. People will
have time to read it, make their comments.
We'll
[36:44]
listen to you again. Hopefully it will be done
right and we'll all be on the same page and
[36:49]
we'll move forward. >> But I hope that's true.
Because if, if, if because from
[36:53]
what I understand, there's only one who voted
against it the first time. If all of you had
[36:57]
voted for it last last time, the first draft,
it would already be in place.
[37:03]
>> It wouldn't have been a Di because it takes.
You have to. The first it was it was
[37:08]
deposited as a. To make make it public. Then
there's a first draft bylaw, then there's a
[37:14]
second draft that has to be done. So there
have been plenty of time to change it. And
[37:18]
that's why we pulled it. And there's going
nowhere right now until we can, like I said,
take
[37:23]
the time and rewrite it and bring it to the
public with all the comments that we've heard.
[37:28]
>> So when would I expect to see any? >> We
know what we don't even
[37:32]
have it on the agenda. It's not even on the
agenda for our agenda. Mr. Agenda for the
[37:37]
caucus. >> You know. >> It's not going to be
before
[37:41]
the fall for sure. Okay. Because the summer
is here and there's lots of other stuff to
[37:46]
do, and we're not. We were in no hurry to do
it. There was a lot of we were mandated by
the
[37:51]
government to have it adopted or put forward
by a certain date. Maybe we got rushed and
[37:55]
we didn't understand what all of it. But I
think we've all understand and heard the people.
[38:00]
And we're going to do what we have to do to
make it right. We're not here to throw you
in
[38:05]
your house. We're not here to charge you $5,000.
When you make that comment about the
[38:09]
mortar, the crack mortar, loose brick. But
if you read it, I'm not I'm not going to get
into
[38:14]
it. It does say that it's only if it can cause
structural damage. So there's a lot of
[38:18]
things, but it's not. >> Clear up to interpretation.
>> Exactly.
[38:21]
>> You understand. And I want to make sure
that as a resident or as my neighbor or that
we're
[38:26]
all protected, you will, and you'll. >> Be.
[38:28]
>> All, there's no chance of abuse. >> You'll
be all protected. And
[38:32]
we're not here to abuse anybody. We're here
to make the lives of citizens better and have
a good
[38:36]
quality of life. And we are going to make that
happen with that bylaw. Okay, okay, you
[38:41]
heard it here. And you can everybody's on the
same page here. All right, all right.
[38:45]
Thank you, though. Thank you for your concerns.
>> Zach.
[38:57]
>> Hi, guys. Good evening. Good evening. I'd
just like to thank Andrew for the the speech
he
[39:02]
made beforehand about the rim and everything.
And I agree with you, Mr. Belvedere. With
[39:06]
the rim. We're all very happy about the rim.
And it's it's a great project for the city
as
[39:11]
well. I'm a resident resident on the street
of Vista. Okay. So Andrew brought it up before
[39:15]
that. All of a sudden one day we had no parking
on the streets. I've been in contact
[39:20]
with the STM as well as Andrew, and they had
recommendations on only limiting during the
hours
[39:25]
of operation, as well as having parking available
on the weekends. So my question was
[39:31]
more when are we going to be able to see these
changes? Because we had we had seen
[39:35]
public security go up and down, start giving
tickets to people on the streets, and.
[39:39]
>> So we have to discuss it as a council. We
have not discussed it. We've heard about
[39:43]
what they're willing to accept. As far as what
we could do. We have to discuss it. I believe
[39:48]
we have to bring the traffic committee to Mr.
Gerard. >> That's correct.
[39:51]
>> Yeah. We have to bring it to traffic committee
to get the changes done, and it will
[39:56]
happen. The recommendation will be made, will
discuss it. And if we can, if everybody's on
[40:00]
board, then we'll make the changes necessary.
>> And what what would the
[40:03]
timeline for that be? >> Well, the next traffic
committee meeting, I think we
[40:07]
meet once every two months. When is it? >>
It'll be in July.
[40:10]
>> July? >> Yeah. >> Okay. And citizens are
able
[40:12]
to attend that as well. >> That's a closed
meeting. Okay. But there'll be a the
[40:17]
minutes and stuff will be made public and we'll
get when we make a decision, we call the
[40:21]
people that wrote the complaint or whatever.
We get in touch with them. We tell you the
[40:25]
decision and everything else. So people will
be informed. >> Okay, so July.
[40:28]
>> Starting and we'll meet in July. It might
take a little while to get the information
[40:33]
out there, but the meeting takes place in July.
>> Okay.
[40:36]
>> Thank you. Thank you. >> Hans Volstad. >>
Yeah. Good evening everybody.
[40:48]
Yep. We're now June 2026. I guess it's the
fourth year anniversary of the
[40:56]
documentation I have showing that the city
is aware of the terracotta storm drain being
[41:03]
totally blocked. So. So on this fourth anniversary,
can you tell me what is being done and
[41:10]
when we can expect that to be d blocked unblocked?
>> Mr. George, do you have any
[41:16]
new information on that? >> There was a recent
intervention by the city of
[41:22]
Pointe-Claire with the supervision of CP last
week. However, they asked us to halt
[41:30]
temporarily that intervention. We got a meeting
with them tomorrow because they found a
[41:34]
structural issue within the conduit. So we
got a follow up meeting with them tomorrow.
And
[41:39]
then from then on, we'll have a follow up on
that matter. >> Okay. Because I did speak to
[41:43]
the the crew that was intervening on that particular
day. There was no plan to to
[41:49]
clear the blockage at the end of the pipe.
They were cleaning the inside of the pipe.
Only
[41:54]
the and I mean, you could wash, you can clean
it with a toothbrush. It's not going to
[41:58]
make a difference. The end of the pipe is blocked.
What is being done on that front?
[42:03]
>> There are two interventions planned. There's
one if you're referring to the one off. Is
[42:07]
that it? >> No. It's the where the sewer pipe
first meets the light of
[42:11]
day. Yeah. Where it comes out. >> In between.
In between the C, n n and c p. That's on the
CPS
[42:17]
hands. They're aware that they need to intervene
there as well. >> But the it's a 20 foot long
[42:23]
ditch. I believe half of it is CP. The other
half is c n correct. Are will the c p cross
[42:33]
over onto the c n side or are we going to start
another process?
[42:36]
>> No, the CP does not intervene on the c n
side. >> So. So even after the c p
[42:44]
does their work we're still going to have a
blocked ditch. >> We're still trying to get
[42:49]
the c n to commit. That's correct. >> Okay.
Is there anything as
[42:53]
citizens that we could do that you're unable
to do? >> Good question. To be quite
[43:02]
honest with you, if you want to, if there's
there, there's a complaint section with the
c n,
[43:06]
you can certainly bark down that tree. We have
and we haven't had any responses.
[43:12]
>> I'll be in Edmonton this week and will be.
I'll be going to meet c n there and this
[43:18]
issue will be coming up. They're they're part
of the federation for the
[43:21]
municipalities. And we're going to. And CN
has. I have access to CN there, so I'll be
[43:27]
bringing this up with them and asking them.
I mean, it's not for lack of trying that we've
[43:32]
been trying to get in touch with and get an
intervention done. There's been total
[43:35]
silence. So I will be voicing my concerns this
week and come back with whatever I can.
[43:41]
>> Okay, I might add, I saw that it seems that
Transport Quebec has done some work.
[43:45]
They've cleared the ditch on their side and
on the south side of Le Gal. They dug out
[43:51]
the inlet of their pipe. Their pipe is over
50% blocked. But that's okay. That's just water
[43:56]
that doesn't go back into our sewers. So but
yeah, they have work to do on the other side
of.
[44:05]
>> Correct. >> Yep. >> We're aware.
[44:07]
>> Thank you. Thank you. >> Lynn Conway. >>

Hi. Good evening. I live on
[48:48]
Cedar Avenue in zone one. It's just I was wondering
if it would be possible to have a
[48:55]
clarification about the parameters and the
allowances, what's allowable for guest
[49:02]
houses to be constructed on in the area because
the lots are larger. And so that might be
[49:11]
admissible there. And I was interested in knowing
what those what a clarification
[49:19]
could be brought printed, perhaps for the general
population to know more about
[49:26]
this particular change. That is a recent one
and which is a very interesting one. So what
[49:31]
would it be possible to have something more
generalized printed?
[49:36]
>> Yeah, I it exists as documented. That's
the, that's the, the, the bylaw for a
[49:42]
second. What do you call the small houses?
So the in DJ. >> Yeah. The auxiliary dwelling
[49:49]
units. Yeah. >> Yeah. So we have a bylaw that
exists. It's online or you
[49:53]
could get a printed out. You could. >> Yeah.
[49:56]
>> Yeah. >> No I understood but that, that
that itself would be more
[50:03]
elaborated, clarified, sort of more precise
than it is right now to have more information
[50:11]
about this for the general knowledge of the
population, just not not one individual
[50:19]
looking into so that it would perhaps even
encourage people perhaps to look into it and
[50:25]
which would help a little bit the finances
of the the city. >> Yeah, we could we could
do a
[50:32]
communique and bring it to people's attention
and make it clear, I think we started off
[50:36]
low key because it's really a new bylaw and
there's a lot of issues. I know the gentleman
[50:40]
who applied for the first permit and he got
his permit. He started running into
[50:46]
different obstacles, not with the city, but
with taxation, with the government. And what
[50:50]
happens if we sell the house and the the inheritance,
all kinds of things. So it comes
[50:55]
with different things. So we started off slowly,
but I think we could definitely make
[50:59]
something more, communicate something better
and make people aware that you have that
[51:03]
option. Yeah. Good idea. Thank you. Have a
great evening. >> Martin Gendron.

I want to say first, I want to
[54:32]
commend our wonderful public security people.
They do a great job. Secondly, I'd like
[54:37]
to address a couple of questions, Mr. Tremblay,
Bruno, and also to acknowledge Andrew
[54:44]
for his addressing the slush fund, which I
referred to the occupancy law. It's more like
a
[54:51]
Trump slush fund. I'd like to also ask you
if you have any update on the wood burning
[54:58]
problem, and I'd like to ask you if you would
look at the fireworks emissions and to
[55:05]
consider a ban, as we see in many cities. I'd
like to also mention that the clock excuse
[55:12]
me, I have asthma. As you people may know by
now, the clock has. Sometimes questions
[55:21]
and I'd like to be feeling rights equally as
every other citizen, as I mentioned to you,
[55:27]
Mr. Mayor, last time. So I'd like to ask you
if you would have an update on the wood
[55:32]
burning problem and also if if you could, Mr.
Tremblay, present to us the demolition
[55:38]
problem that we are facing on hillside, where
the two huge homes are going up and my 150
[55:43]
foot trees are supposed to be cut in order
to accommodate those two homes. Could you
[55:48]
address any update on that, if you please?
>> So just I'll answer the
[55:52]
first question concerning the fireplace bylaw.
Mr. Stork and Mr. Bruno, along with the
[55:57]
administration, and Allison Surveyor, have
been working on it. They've written a rough
[56:05]
draft, and they're going to be presenting to
the council shortly for us to look at it.
[56:10]
>> I'm sorry. Could you repeat exactly what
you said to me? >> I said, Mr. Stork, Mr.
[56:15]
Tremblay and Allison. Allison Sawyer, who's
a part of our environmental committee, have
[56:23]
written a rough draft of a new bylaw for wood
burning stoves, and it will be presented to
[56:30]
council for us to look at shortly and discuss.
>> And the other, Mr. Tremblay,
[56:35]
in Regulation 2987 demolition bylaw, which
we're very troubled about, is, you know.
[56:41]
>> Go ahead. Mr. >> Thank you. Good evening,
Miss Haley. Nice to see you
[56:45]
again tonight. The demolition process took
place maybe two months ago. You remember that
[56:52]
fairly clearly. We came down with a decision
on on the House in in question. The demolition
[57:00]
process then was followed by an appeal. I believe
you. You came back with an appeal.
[57:06]
>> Several people did. Yes. >> And then it
went to to council to decide whether to
[57:14]
maintain or overturn the decision that was
made by the demolition committee, and it
[57:19]
was upheld. So the council voted to uphold
the decision of the demolition committee. So
[57:27]
once that's done, the demolition question and.
Procedures associated with it
[57:36]
are complete, then it moves on to a decision
that has to do with the the House in
[57:43]
particular, the project that's going to replace
what was there prior. So there's nothing much
[57:48]
I can really add with regards to the demolition.
We went through the entire back and
[57:54]
forth in terms of what the demolition laws
or the demolition bylaw allows and
[57:59]
where we are, where we are now in terms of
deciding on the the homes that are to replace
what
[58:05]
was there before. >> Okay. I'd like to ask
you, in my conversation with the
[58:12]
purchasers, the four purchasers, who I think
would we would consider this as a construction
[58:17]
investment. Not necessarily. I don't have the
facts, but he was also he mentioned, and I
[58:23]
may be wrong, the trees were now being considered,
reconsidered, as well as the
[58:29]
potential to resell these homes immediately.
As you know, we have three on our street
[58:34]
already that are for sale. Would you have any
information on that? Any information on he
[58:39]
he was he suggested the out of the four offers.
Thank you for the clock. By the way, out of
[58:47]
the four offers, the four men that are purchasing
this house, the four construction, whoever
[58:51]
they are very, very nice, polite people. They
have already begun cutting a lot of
[58:57]
the brush and the trees which are on my property,
but I'd like to ask you, is it a fact
[59:02]
that the city has already responded to him
in relation to those big, huge trees? Do you
[59:07]
have any information on that or is this hearsay?
>> What I will do, just turn to
[59:12]
the mayor in terms of where we are with the
with the file or perhaps to the DG. But Mr.
[59:17]
Mayor, if you want me to continue, I believe.
>> It's on the agenda, right,
[59:21]
for the for the approval of the revitalization
plan. Besides that, it's following this
[59:26]
process and is following this process. Now,
any new information? It's what you see
[59:30]
tonight. Okay. And that's where we're at. >>
Thank you. Would you provide
[59:34]
that for me in writing, please? As I requested
before. Another thing about those, the
[59:38]
fireworks, I was just down at the waterfront
with my three year old grandchild. And I'd
[59:43]
like to ask you if you would look at the that
issue of air quality and if we could advance
[59:51]
the city on a better and a cleaner and a more
healthy child based city. Thank you, by
[59:57]
the way, for everything. I know it's tough
to deal with all of these citizens who have
[1:00:02]
problems, not you. And we thank you. But I
really would appreciate a written response.
[1:00:10]

[1:00:25]
were talking about how the minutes were captured.
You said you would review that
[1:00:29]
afterwards. >> Yes. So we've been discussing
it. Mr. Girouard.
[1:00:32]
Again, I'm hitting you with a lot of questions,
but we we discussed it. Or do you want to
[1:00:37]
answer that concerning the way the minutes
are done and why they're.

the
[1:02:23]
translation summary? >> Okay. So briefly. >>
Yeah. That's okay. Briefly.
[1:02:27]
>> Okay. Just briefly, she uses a lot of words
in May we change the way we do things. So we
put
[1:02:34]
the name and the topic or the topic of the
question, if you will, in broader terms. What
[1:02:41]
the law provides for is that the city clerk
has to make sure that the minutes. Please excuse
[1:02:47]
me for a second, that the minutes taken reflect
the deliberations and decisions
[1:02:53]
taken by council. Okay. In the past, we have
gone back and forth with different councils,
[1:02:58]
and in the past we did write the question,
the answer, just the question, just the answer.
[1:03:04]
And we would get comments from citizens saying,
that's not exactly what I said. And then
[1:03:10]
we'd get comments from council saying that's
not exactly what we answered. So in the
[1:03:15]
perception of the city clerk, it doesn't mean
that we're getting it right the way you're
[1:03:20]
asking the question or the way they're answering.
So we went forward in May, and what we did
[1:03:25]
is put the a broad topic. So we refer you if
you do want to know what exactly the question
[1:03:31]
was and what the answer that was given, we
refer you to the city's website where you can
[1:03:35]
get the web diffusion and just watch it back.
>> Okay.
[1:03:38]
>> Not in the minutes. That's okay. >> Sorry,
guys.
[1:03:44]
>> No, sorry. We can't have this debate back
and forth. Sorry.
[1:03:47]
>> Okay. So firstly thank you. Having the subject
is certainly a step forward. I understand
[1:03:52]
the concerns. Having the subject in there gives
us data about how many times a question
[1:03:57]
has been asked. That was the important point
that I was trying to get established.
[1:04:01]
Right. Because I want to know a councilor may
want to know how many times somebody has asked
[1:04:06]
about bike paths from City Hall to the REM
in six years, right? Because I know that answer
is
[1:04:12]
more than one, but how many times is it one
or is it 100 councilors? A lot of questions
[1:04:18]
from a broad spectrum of stuff. So I get that.
And so that's a great start. Thank you very
[1:04:23]
much. I will say that the web diffusion recordings
aren't that helpful because you cannot
[1:04:29]
download them. You have to watch them sit there,
watch them live. You can't put them
[1:04:33]
in a podcast and walk and listen. You can't
run them through AI to have them
[1:04:40]
>> Aggregated or transcribed. So that's a slightly
different issue. But this is progress. So
[1:04:45]
thank you. Thank you. Second question if I
may and I'll try. I'll shorten this. What is
the
[1:04:52]
service level that residents should expect
from email inquiries to the various email
[1:04:57]
boxes that council have, because they seem
to be going like straight into email rather
[1:05:03]
than through a case management system? Is there
a case management system that handles
[1:05:07]
those? And full disclosure, I work for a technology
company. This is what I do on a day to
[1:05:12]
day basis. I'm not trying to push my product.
What I'm trying to say is that there are
[1:05:17]
tools out there that allow email boxes to be
funneled and managed and acknowledged,
[1:05:23]
because at least the acknowledgment of an email
says, oh, I know this is in the
[1:05:27]
system. I know it's going to get responded
to eventually. There's a case number or
[1:05:31]
whatever. If you go on, for example, to the
SDM website to complain about bus routes, you
[1:05:35]
will get an email straight away saying, here's
your case number. We'll get back to you. I'm
[1:05:39]
still waiting three months later from the STM,
but I know I've got a case number that
[1:05:44]
will tell me that eventually I'll get a response.
So is there a case management system?
[1:05:48]
Is there something councils. >> We have we
have a policy in place. Is that working
[1:05:52]
effectively right now? No, I'm going to be
honest with you. And we're looking at that
as we
[1:05:56]
speak, that the people that are receiving the
emails are really, to tell the truth. It's
been a
[1:06:03]
very, very busy mandate so far. >> I appreciate
I appreciate everybody's busy.
[1:06:07]
>> So we are no, but it's more than what we
could even expect. Our citizens request. We
want
[1:06:12]
to answer and we want to delay to be short.
And that's exactly what we're looking at now.
Mr.
[1:06:16]
Girouard has been put in place, the director
general just about a month ago, and now he
has the
[1:06:21]
power and the authority to start making these
changes that we need to do. So we're looking
[1:06:26]
at it as we speak, and I do acknowledge that
there is a problem in the emails, do not
[1:06:30]
get responded to fast enough, or they don't
get responded to at all. For many reasons.
I'm
[1:06:35]
not throwing anybody under the bus. It's all,
you know, everybody, but we're aware of
[1:06:38]
the situation and we're trying to make it better
for sure. >> Okay, so emails are easy to
[1:06:43]
fall between the cracks. Thank you for the
response. And this is my day to day job. I'm
happy
[1:06:49]
as a citizen to contribute to the conversation.

the the owner of the of the unit of the
[1:20:09]
apartment, 106 Durlach. I was pleasantly surprised
that my my project is not going to be
[1:20:16]
presented again. I wanted to know why everything
was supposed to be presented last
[1:20:22]
time they told me they were going to present
it. They gave me a time. At 6:00. At 7:00 I
[1:20:28]
came at seven. They had switched the time at
six. Now I come today from Trois-Rivieres
[1:20:33]
to our drive to present my to see my project.
It's been over a year and a half. I've been
[1:20:39]
working on it. I've changed so many things
on this project and now I arrived today. After
I
[1:20:44]
verified the time, I recalled the office to
make sure it's going to be presented. They
[1:20:49]
confirmed everything, and I come here and I
find out that for some reason there,
[1:20:53]
something has changed. I would like to know
why and why. It takes a year and a half to
get
[1:20:58]
a simple house approved. We're trying to move
to Pointe-Claire, and for some reason, it's
[1:21:03]
almost impossible to build a house for us to
start a life together here.
[1:21:07]
>> I can just say that tonight it was decided
to be removed from the the agenda. Some
[1:21:14]
councilors had some concerns, some questions
that have to be answered, and it was better
to
[1:21:19]
remove it and then have it put back on the
agenda at a later date than absolutely refuse
it.
[1:21:24]
And you have to cause a bigger problem for
you. There seems to be a lot of questions
[1:21:29]
concerning don't quote me on the derogations,
so on and so forth, but we need to get
[1:21:35]
cleared up. >> I'm sorry to to stop you, Mr.
Mayor, but I've reconfirmed
[1:21:40]
with Mr. Del Papa multiple times and every
concern. I sent the documentation. He gave
me
[1:21:45]
two days to provide everything. I moved the
world around to get him what he needed. And
then he
[1:21:50]
confirmed that everything would be good. That
was two two weeks ago and no one had time to
to
[1:21:55]
let me know that you had suddenly switched
the idea. I understand it can happen once,
[1:21:59]
but twice. I mean, I it's a long job for me
to come here and it would have been
[1:22:04]
appreciated that to know why and then suddenly
to come here while I'm sitting here with my
[1:22:09]
wife and said, yeah, we're just going to remove
it without any explanation.
[1:22:12]
>> Well, the explanation, I'm sorry that that
happened to you. And, you know, we're not aware
[1:22:16]
where you came from. We got we discussed the
day at 4:00 that our meeting started at 4:00,
[1:22:21]
and it came up on the agenda like it's coming
up now. And we discussed it in caucus, and
[1:22:25]
there was too many things that could not be
answered to us who make the decision, and we
[1:22:30]
thought it'd be better to get the right answer,
to make sure we understand the file
[1:22:34]
completely, to make the right decision, whichever
way it is. So I just that's why.
[1:22:39]
>> Mr. The mayor I went through demolition
committee. I went to the Quebec regulations
to allow
[1:22:44]
my product to be built. It was approved. Then
I went to the CCU. Then I went to the. The
[1:22:49]
council had a closed meeting. All of this went
through and everybody approved it. I mean,
[1:22:54]
it's not a project that was starting yet this
year. It was a year and a half, a year and
a
[1:22:59]
half. And suddenly 4:00 today, something magically
appeared that blocked the house. I mean,
[1:23:04]
it's a house. It's not. I mean, I'm in construction.
I built 150, 160 units in
[1:23:08]
Trois-Rivieres. I mean, it's not it's not a
major, complex thing. You don't need 18 months.
[1:23:13]
And suddenly this you decide this morning that
something was missing.
[1:23:18]
>> I just tell you, I mean, right now, sir,
it has been pulled. I can't put it back on.
[1:23:23]
We're not going to put it back on the agenda.
We're going to get the questions answered by
[1:23:28]
urban planning in the next couple of days.
And it will get be will be put back on.

needed to get these questions verified. I'm
[1:23:45]
sorry for the inconvenience. I totally get
it. But in the meantime, we need to make sure
[1:23:50]
it's done right and that everybody satisfied
in order that you can.
[1:23:54]
>> Could have give me a heads up. You know,
for the second time it would have been nice.
[1:23:59]
