[0:00] For meetings regularly, we'll see them coming up. It's the only area in our municipality that
[0:05] does have an architectural integration program, so the resolutions are fairly standard. So we'll
[0:12] read the first one again in its entirety. Whereas the owner of the property known as Lot 6337573
[0:19] of the Quebec Cadaster, located at 160 Advanced Year Growth, has submitted an application for approval
[0:25] of the site plan for the construction of a detached single-family house, whereas the site plan is
[0:31] as shown on the plan prepared for by Nafiyed R. Tombe land surveyor under the minutes 3718 dated
[0:38] February 18th, 2021. Whereas the sighting chosen for the house will be mainly composed of Ken
[0:46] XM engineered wood colored granite gray whereas as meeting held on March 17th, 2021 the urban
[0:55] planning advisory committee examined this application in accordance with the criteria
[1:00] stipulated in the bylaw 605-2016 concerning site planning and architectural integration programs
[1:06] and recommended that the request be approved. Therefore, it is moved by Councillor Isabel
[1:12] Poppey and seconded by Councillor Scott McDonald and resolved that the above preamble is an
[1:17] integral part of the present resolution. And it is also resolved that council approves in
[1:22] accordance with the bylaw 605216 concerning site planning and architectural integration
[1:27] programs. And the permit request on lot 6337573 of the Quebec disaster located on Advocatio
[1:36] Road for the construction of a detached single family house. Finally, it is resolved that
[1:41] the urban planning department staff assigned to the issuance of permits be authorized
[1:45] to issue this permit under the criteria set out in this resolution and subject to the
[1:51] application of the urban planning by law. All in favor?
[1:57] Four.
[1:59] Four.
[1:59] Four.
[2:01] Again,
[2:04] carried unanimously.
[2:06] 8.5.
[2:07] So,
[2:11] another plan of implementation and architectural integration for the Lo 6-3-6-0-6-0-2 located on the 222
[2:19] way of the city's hotel. So, do I read this one or do I just say that it's plans that have been approved?
[2:29] Yes, that's it. The last three, perhaps.
[2:37] So, the house will be in vinyl of Coulombourin Cabot and the foundation will be in red and considering
[2:45] that during its meeting on March 17, 2021, the CCU has analysed the request of the writers
[2:50] of relative regulations for the implementation plan and architectural integration number 605
[2:55] 2016 of the municipality and recommends approving the request.
[2:59] As a result, it was proposed by Ms. Abel Patry and supported by Mr. Scott McDonough,
[3:05] and the resolution that the CIO prieambule is part of the current resolution.
[3:09] In addition, the resolution that the Council approves in respect of the relative regulations
[3:13] to the implementation and architectural integration plan 6052016,
[3:17] the request was given on the law 6360602 in Quebec, located on the way of the
[3:48] Site Planning and Architectural Integration Program, LOT 6360, 6.21, located at 222 Hotel
[3:57] Deville Road.
[4:00] So whereas its meeting held on March 17, 2021, the Urban Planning Advisory Committee analyzed
[4:06] the application in accordance with the criteria stipulated in bylaw 6.052016 concerning Site
[4:13] Planning and Architectural Integration Program and recommended that the application
[4:18] be approved. Therefore, it is moved by Councillor Isabel Pati and seconded by Councillor Scott
[4:23] McDonald and resolved that the above preamble is an integral part of this resolution. Furthermore,
[4:30] it is resolved that council approves in accordance with bylaw 605-2016 concerning site planning
[4:37] and architectural integration programs, the permit application on lot 630-602 of the Quebec
[4:44] disaster located on the Hotel de Villereau road for the construction of a detached single
[4:49] family house and detached shed in accordance with the criteria established in the bylaw.
[4:56] Finally, it is resolved that the Urban Planning Department staff responsible for the issuing
[5:02] permits be authorized to issue this permit under the criteria set out in this resolution
[5:08] subject to the application of the Urban Planning bylaw.
[5:12] all in favor or or against carried
[5:23] unanimously I believe we may have one or
[5:26] two people in our public today who might be property owners and about to build and
[5:31] if you are out there welcome to the Pontiac and happy building
[5:34] All right, we'll move on to item 6, 8.6, pardon?
[5:40] 8.6, it's a motion view.
[5:43] Motion view is given by Ms. Isabelle Patry of the District 5 of the Pontiac Municipality.
[5:49] In effect, there will be adoption of the first regulation project,
[5:52] be the number 17701-1-0-1-2021, to modify the zoning regulation number 17701 of the Pontiac Municipality.
[6:04] Notice of motion.
[6:04] Notice of motion is given by Councillor Isabel Patry of District 5 of the Municipality of
[6:10] Pontiac that there will be an adoption of the first draft bylaw 177.01.01.2021 to modify
[6:18] the zoning bylaw 177.01 of the Municipality of Pontiac.
[6:24] 8.7, it's just the adoption of the project. It will be put on a website for a month,
[6:32] so we will adopt the next year.
[6:37] So it's not necessary to read everything, it's just
[6:39] the rest of the resolution project. So 8.7 is the draft by-law that we are depositing.
[6:51] it will be available for viewing on our website for a month and then come back to Council next
[6:55] month for its adoption. Joan? We have to vote on this one. This one is a little bit different
[7:03] because it concerns the urbanism. But we have this one in its entirety? Well yes,
[7:11] because it is the adoption of the first draft bala and we're going to have another draft bala.
[7:18] It's a process that we don't do often, but it's for the urbanists, so we need to do a different process.
[7:26] Okay, so it's just not like a normal draft by law deposit.
[7:31] Okay, we'll go ahead and read it.
[7:36] Adoption of the first regulation project number 1770121, modifying the regulation number 17701 relative to the owner in order to modify the additional residential usage and modifying the immediate area in order to create an area of 57 and a new grid of specifications for this owner.
[7:55] Considering that the municipality of Pontiac is able to modify its urban rules,
[8:00] considering that this advice judges that it is necessary to bring modifications to the 177.01
[8:05] relative to the zoning, in order to modify the residential complementary usage,
[8:09] in order to stimulate the economy after the pandemic,
[8:13] considering that this advice judges that it is necessary to bring modifications
[8:16] to the 177.01 relative to the zoning, in order to create the 57th zone within the 18th zone,
[8:24] and to create a new grid of specifications in order to regularize the commercial use of this zone,
[8:29] which is a local and regional port.
[8:32] Considering that the proposed modification will be for the purpose of a public consultation
[8:35] that is subject to referendum approvals,
[8:38] considering that a motion to present the bill was given during the session on April 13, 2021,
[8:44] considering that a copy of the bill has been submitted to members of the Council
[8:48] two days before the session,
[8:50] and that all members of the Council declare that they have read and renounced their reading.
[8:55] Consequently, it is proposed by the Councilor, Ms. Leanne Barber,
[8:59] and supported by the Councilor, Mr. Thomas Howard,
[9:01] and resolved to adopt the first regulation project No. 177-01-01, 2021.
[9:10] First draft by law 177-01-01-2021.
[9:16] modifying the zoning bylaw 177-01 to modify the complementary residential usage and modifying
[9:25] the zone 18 in order to create a zone 57 and a new table of specifications for this zone.
[9:33] Whereas the Ministry of Pontiac is authorized to modify its planning bylaws. Whereas the
[9:38] Council to create necessary to make changes to zoning bylaws 177-01 to modify the table
[9:44] of specifications in order to modify complementary residential uses to stimulate the economy.
[9:51] Whereas this Council deans it necessary to make changes to zoning bylaw 177-01 to create
[9:58] zone 57 within zone 18 and to create a new table of specifications to regulate the commercial
[10:04] usage of this zone that has a local and regional reach.
[10:09] Whereas the proposed modifications is subjected to public consultation and is subjected to
[10:15] approval by way of referendum.
[10:17] Whereas a notice of motion for the present by-law was given during the regular Council
[10:21] meeting held on April 13th, 2021, whereas a copy of the draft by-law was given to Council
[10:27] members no later than two judicial days before the meeting, and all Council members
[10:32] present declare having read it or waive its reading.
[10:36] Therefore, it is moved by Councillor Leslie-Ann Barber and seconded by Councillor Thomas
[10:40] Howard and resolved to adopt the first draft bylaw, number 177-01-01-2021.
[10:53] All in favour?
[10:55] All in favour?
[10:57] All in favour?
[10:57] All in favour?
[10:58] All
[11:00] in favour?
[11:03] Parry unanimous. I'm sure you all know.
[11:08] Parry's my majority, class times by e-mail.
[11:16] Item 8.8.
[11:37] Situated at 186 Chemin-Cillerville.
[11:41] Considering that a demand for minor deregations has been deposited for the water designated
[11:45] under the 5097264 water, situated at 186 Chemin-Cillerville, in order to regulate the implementation
[11:53] of the main building at 2.9 m from the left side of the water, instead of the 5 m
[12:00] in the zone 1.
[12:03] Regulatory disposal using the item of the request is the article 4.1.4 of the
[12:07] Regulatory Zone 1.7701 and its requirements.
[12:11] Considering that the derogation also aims to regularize the implementation of the
[12:16] escalation with perron at 2.23 m of the lateral left line, while the
[12:21] regulatory norm is 1.6 m for zone 1.
[12:53] main building at 2.9 m from the lateral left line and 1.9 m for the escalator.
[13:04] Considering that the work of the main building workers could have been done by respecting the regulatory standards,
[13:10] considering that the addition of a platform on the left side adds a minor derogation,
[13:15] considering that the building and the escalator with the platform have been done without construction permits,
[14:20] Location for a minor variance to regularize the location of the main building and the
[14:26] staircase on the left side setback, lot 5097264, located at 186 Cedarvale Road.
[14:34] Whereas an application for a minor variance was submitted for the lot designated as
[14:40] lot 5097264, located at 186 Cedarvale Road, to regularize the location of the main building
[14:47] at 2.90 meters from the left lateral line of the lock instead of the five meters prescribed
[14:53] in zone one.
[14:54] the regulatory provisions concerning the
[15:00] Object of this request is section 4.1.4 of the Zoning By-law 177-01 and its amendments, whereas
[15:08] this minor variance is also to regularize the location of the staircase with a stoop at 2.23
[15:14] meters from the left lateral line, whereas the regulatory standard is 1.60 meters from
[15:20] zone 1. The regulatory provisions concerning the object of this variance is section 4.4.7
[15:27] of the Zoning By-law 17701 and its amendments. Where's the Planning Advisory Committee has
[15:36] analyzed the application for variants on November 26, 2020 and recommends that the council refuses
[15:43] the application for a minor variance of lot 5097264 at 186 Cedar Railroad to allow a 2.90 meter
[15:52] distance between the main building and the left lateral line and a 1.9 meter distance between
[15:58] the stairs, whereas the extension to the main building could have been carried out in compliance
[16:04] with the regulations, whereas the addition of the stoop at the left side setback adds a minor
[16:10] variance, whereas the extension and staircase with stoop were built without a building permit,
[16:18] whereas the refusal of this minor variance would require the demolition of a portion
[16:23] of the extension to make the main building compliant, whereas the presence of the mature
[16:30] hedge along the sideline mitigates the effect of the neighbourhood. Therefore, it is moved
[16:36] by Councillor Isabel Papi and seconded by Councillor Thomas Howard and resolved that
[16:41] council approves the minor variance allowing the regularization of the main
[16:46] instead of the five meters in zone one provided that the door and the staircase
[16:52] are no longer in the left side setback. It is also resolved that council
[16:58] refuses to recall the request for a minor variance for the staircase located
[17:05] at 1.60 meters from the left side line, whereas the norm is 2.5 meters for zone 1.
[17:16] Questions?
[17:18] All in favor?
[17:22] All in favor?
[17:24] All in favor?
[17:25] All in
[17:29] favor?
[17:29] Against?
[17:34] Carry unanimously.
[17:36] It's 8.9.
[17:39] It's 8.9.
[17:42] It's the designation of the functionaries responsible for the application of the license and the regulation of the animals.
[17:49] Considering that the municipal code of the chemical gives the municipal content the power to name the officers in version of the article 165,
[17:56] considering that it would be possible to name additional officers in order to reinforce the application with respect to regulations 23 and 21 IRM02,
[18:04] considering that the Director of Public Works and Infrastructure should be on the ground in the case of their work and that they are in the process of making contracts,
[18:13] considering that their staff is also involved in making contracts in the case of their function.
[18:17] Therefore, it was proposed by the Director of Public Works and the Director of Public Works and the Director of Public Works
[18:29] a type of functional that is responsible for the application of the 2013 regulation and its amendments
[18:33] concerning the nuisance, as well as the 21RM02 regulation and its amendments concerning the animals
[18:39] when the infractions are committed on the public terrain. This does not exclude the other tasks
[18:44] related to their function.
[18:56] I think Joanne but the officers in charge of, for instance, the animal
[19:02] We're going to go back gives the power to
[19:07] turn my video off.
[19:10] Can you hear me?
[19:13] It's in and out.
[19:14] We can hear you now.
[19:18] Okay.
[19:19] I'll try it.
[19:20] If I bug out, will you pick up the red?
[19:22] Yep.
[19:25] Am I bugging out?
[19:27] Okay.
[19:28] I'll start again.
[19:31] Appointment of officers in charge of enforcing the nuisance and animal bylaws.
[19:35] whereas the Minister for Code of Quebec gives the power to the Minister of Council to appoint
[19:40] officers under section 165, whereas it would be appropriate to appoint additional officers
[19:45] to strengthen the application and enforcement of bylaws, number 20-13 and 21-RM-02, whereas
[19:55] the Director of Infrastructure and Public Works and Division Chief must go out in the
[20:00] field as part of their work and are enabled to issue unable.
[20:05] I think he's got that right.
[20:06] Here it should be unable to issue statements.
[20:12] Yes, exactly.
[20:12] Whereas their staff is also required to issue statements
[20:15] as part of their duties.
[20:17] Therefore it is moved by Councillor Leslie M. Barber
[20:19] and seconded by Councillor Isabel Papi
[20:22] and resolved to appoint the Director of Infrastructures
[20:24] and Public Works and the Division Chief of Public Works
[20:27] as officers in charge of enforcing the nuisance bylaw number 20-13 and its amendments as well
[20:34] as the animal bylaw number 21-RM-02 and its amendments. When the offenses are committed
[20:43] on public properties, this does not exclude other duties related to their functions.
[20:49] All in favor?
[20:55] Go ahead Scott. When we refer to enforcing nuisance, what do you mean by nuisance animals? Are you talking about dogs barking?
[21:08] No, we're talking about applying the bylaw. So all of that is in the bylaw, our nuisance bylaw.
[21:16] And so any infractions on public property.
[21:20] Okay. When it's concerning dogs or cats, do we still not have a contract with the SBCA?
[21:32] We do, but municipalities are also responsible under the new laws with the aggressive animals
[21:39] in Quebec. And so we need to apply fines to people, but yes, but for any nuisances,
[21:46] whether it be animals or nuisances. In the past, we always directed it.
[21:51] I'll give you an example.
[21:54] That was the common practice before.
[21:59] Yes, well they still do, but there might be a situation where if it's on public land and there is a problem with a nuisance animal, public works will have the authority to do it.
[22:09] It doesn't mean that they will be doing that full time.
[22:11] It just means that they now have the authority to be able to issue fines where people are in breach of our nuisance by-law.
[22:18] I'll give you an example. As you know, this winter, somebody dumped the contents of their septic system
[22:24] onto a municipal road in the middle of the night. The neighbors complained. Police arrived,
[22:29] public works arrived because it was during the winter and it could have created dangerous driving conditions.
[22:36] In order to issue that person a fine, we would have had to have then got our urbanism
[22:40] department out there and do a full inspection when our public works were already there.
[22:45] So there's many situations, whether it be garbage on public land where our public works
[22:54] foreman is on the site and gets to see these things happen
[22:57] more readily than our urbanism department. Urbanism will still continue to do all the work they do
[23:03] and maintain the power to do that, but when it comes to the issuance of the nuisance bylaw
[23:08] our public works employees are on the territory more to be able to do it.
[23:16] All in favor?
[23:18] Four.
[23:19] Four.
[23:21] Four.
[23:23] Against?
[23:28] Very unanimously.
[23:30] No point.
[23:31] No.
[23:49] considering that several organizations have not been able to do their daily lives because of the pandemic,
[23:55] considering that the municipality wishes to be recognized, supported and encourage efforts
[23:59] and engagement of organizations and volunteers on the territory of the municipality of Pontac,
[24:03] considering that the government has announced a progressive return of sport and leisure
[24:06] in the framework and that, in the context of March 20, 2021, the rules surrounding the sports practice
[24:12] will be applied even in the red zone, considering that, for some organizations,
[24:16] We will be able to take more action to ensure that other organizations wait for the
[24:23] government's green light.
[24:24] As a result, it was proposed by the mayor, Joanne Lamadi, and applied for the Slyann-Marver
[24:29] concert and resolved that the municipal council accepts and relax the municipal insurance
[24:34] guarantees to the next organizers for a period of one year at a cost of $1,800.
[24:39] dollars.
[25:02] 165 dollars.
[25:04] It is also resolved that this depends on the budgetary post 0270190970.
[25:13] Thank you for watching my video.
[25:15] If I start getting bugged, tell me and I'll turn my video off.
[25:19] Liability Insurance Coverage Policy of Recognition and Support of Community Organizations.
[25:25] Where as the municipality of Pontiac has adopted policy of recognition and support for community
[25:32] organizations resolution 16-012650, where several organizations were unable to do their
[25:41] usual fundraising because of the pandemic, where as the municipality wishes to recognize
[25:45] support and encourage the efforts and commitments of organizations and volunteers on the territory
[25:51] of the municipality of Pontiac, whereas the government has announced a gradual return to
[25:56] supervised sports and recreation and that as of March 26, 2021, the rules surrounding the practice
[26:02] of sports will be relaxed, even in red zones. Whereas, for some organisations, activities
[26:09] will resume shortly and other organisations are waiting for the green lights from the government.
[26:15] Therefore, it is moved by Mayor Joanne Labadi and seconded by Councillor Leslie Ann Barber
[26:19] and resolve that the municipal council agrees to extend municipal insurance guarantees to
[26:28] the following organisations for the period of one year at the following cost for a total
[26:33] of $1,800. They blade out the Luskville at $175, Pontiac Observatory at $750,
[26:47] the Golden
[26:47] Next we'll use Action Group at $175, the Parent's Societ-Couture at St. Dominique at $175,
[26:58] Parents of the Municipality of Pontiac Zero to Five, PMP at $175, and the Securities
[27:05] and Needless Research at $175.
[27:08] It is also resolved that this expense be allocated to Budget Item Number 0270190970.
[27:15] 0.
[27:17] All in favor?
[27:18] I have a question.
[27:19] Yes, Nancy?
[27:21] Circular laser, I made this through the shuffle.
[27:25] I didn't think anything was happening there anymore.
[27:29] I thought we were kind of out of it.
[27:34] There's still a not-for-profit organization that still does work in that area and carry
[27:40] out activities in an AGM, and they're still functioning.
[27:43] The municipality no longer has a member of council sitting on their board of directors,
[27:49] but the organization is still functioning.
[27:56] Okay.
[27:59] Okay.
[28:01] All in favour?
[28:03] Four.
[28:05] Four.
[28:08] Against?
[28:11] Carried unanimously.
[28:14] 9.2.
[28:16] 9.2 is the draft of the Canjure-Estival program 2021.
[28:22] Considering that the municipality of Pontiac, by the budget of its municipal family policy,
[28:26] recognizes the importance of the family's family announcements, it is committed to
[28:29] putting up gestures in favor of families.
[28:32] Considering that the municipal family policy is in its action plan to maintain
[28:35] the service of Canjure-Estival given to the family of the municipality.
[28:39] Considering that the Directorate of the Lawyers and the Community Life will ensure the management
[28:43] of programs in 2021, considering that the Directorate of the Lawyers and the Community Life
[28:48] must now implement the planning and implementation steps in 2021.
[28:53] Therefore, it is proposed by Ms. Slyane Barber, supported by Ms. Susan McKay, and
[28:59] resolves that the Municipal Council authorizes the Directorate of the Lawyers and the
[29:02] Community Life to have plans to implement programs in 2021.
[29:06] It is also resolved that the Municipal Council authorizes the Directorate of Community Laws
[29:11] to file and amortize the recruitment process for the accomplished posts, either the
[29:22] time coordinator, all hours 22 dollars according to the experience for a maximum contract
[29:27] of 500 hours, animator, animator without chief, all hours of 15 dollars per hour according
[29:32] to the experience, contract of 360 hours maximum, animator, animator of 4 hours 3 posts
[29:41] maximum of a capacity of 360 hours.
[29:43] Accompanier-accompanier-trips
[29:44] for disabled children
[29:45] in need of a total of
[29:48] 14.5 hours
[29:49] against a maximum of 300 hours.
[29:52] Finally, it is resolved that the
[29:55] Municipal Council authorizes
[29:55] the Directorate of the
[29:56] Lawyers and Communities
[29:57] to sign the registration fees
[29:59] on the day when
[30:00] $5.25 per week.
[30:11] Oh, Joanne, you're on mute.
[30:15] Can you go ahead and read the English one? I'm having some difficulty here.
[30:19] Yes, I can do that. Implementation of the 2021 summer camp program.
[30:25] Whereas the municipality of Pontiac, through its municipal family policy,
[30:29] recognizes the importance of working for the development of families
[30:32] and is committed to working in favor of the families.
[30:35] Whereas in its action plan, the municipal family policy provides
[30:38] for maintaining the summer day camp service offered to families of the municipality. Whereas
[30:43] the recreational and community life director will ensure the management of the summer day camp
[30:47] program in 2021. Whereas the recreational and community life director must implement right
[30:53] now the planning and achievement stages for the 2021 day camp. Therefore it is moved by
[30:59] Councillor Leslie Ann Barber and seconded by Councillor Susan McKay and resolved that
[31:04] municipal council authorizes recreational and community life director to use the allocated funds
[31:09] to start the 2021 day camp program. It has also resolved that the municipal council authorizes
[31:15] the recreational and community life director to post the job offers and start the recruitment
[31:20] process for the positions to be filled, which are camp coordinator at an hourly rate of $22
[31:27] depending on experience for a maximum contract of 500 hours, camp leader at an hourly rate of
[31:34] $15 depending on experience for a maximum contract duration of 360 hours. Camp
[31:39] animator three positions to be filled at an hourly rate of $14.50 for a
[31:44] maximum contract duration of 360 hours. Accompanying person for disabled children
[31:49] two positions as required for an hourly rate of 1450 for a maximum
[31:56] contracts of 300 hours. Finally it is resolved that the Municipal Council
[32:01] authorizes the recreational and community life directorate to set the registration
[32:04] fee at the date day camp for 125 dollars per child per week.
[32:13] I have a question. Go
[32:16] ahead Nancy. When we're setting the day camp like I know this is supposed to
[32:22] end up being at a neutral amount like whatever we bring in that's what it
[32:31] cost us. And I'm wondering if we're by saying at $125 if we're right or we're wrong.
[32:40] Right the program is revenue neutral and it always has been especially with the grants that
[32:46] she's received. It's always been $125 and we've always been able to keep it revenue neutral at
[32:55] that price. So
[33:02] does that satisfy your question, Nancy?
[33:05] Yep. Okay. Any other questions?
[33:10] Sorry about that. I had a 911 emergency I had to deal with.
[33:14] I had to scoot out of that. Thank you, Lesley. I'm for taking over for me.
[33:18] We'll go ahead with the vote on the hiring for our day camp.
[33:25] All in favor?
[33:26] Four.
[33:35] Item 10,
[33:50] Tabling of the report regarding the delegation of authorization of expenses for February 23
[33:56] to March 29, 2021.
[34:13] Tabling of the report correcting the minutes of the February 9, 2021, and of the corrected
[34:21] minutes of February 9, 2021.
[34:26] And that is the end of our meeting with regards to resolutions for business matters.
[34:31] We'll open the floor back up to the public question period.
[34:35] Any questions from the public?
[34:38] For those of you who've stayed, it is 9.40.
[34:41] I think this is the longest public meeting we've ever had.
[34:45] Zoe's hand is up.
[34:48] Yeah, it takes a lot longer by Zoom.
[34:50] I tell you, it's a challenge, but thank you all for sticking in.
[34:54] Do we have any questions from anybody in the public that also includes media?
[34:58] I see we have a couple of media members of our local media here. Yes I see two
[35:03] hands up John. The first one up was Zoe. Yes hello I was hoping to get a little
[35:10] bit more detail on the change to Bylaw 177.
[35:17] Well that will be that is going to
[35:20] be published and it will be made available so you'll be able to go online
[35:25] and look at it and examine it once it goes back onto our website now that
[35:29] it's been adopted, but in essence what we're doing is we're expanding some of the complementary
[35:34] usages in people's homes to be able to do small micro-businesses, but without doing
[35:43] any retail or any commercial activity in the home, but to do the biggest change I think
[35:50] would be culinary transformation, so on a small scale.
[35:55] So people can produce food to be able to then sell and retail or do distribution.
[36:04] One of the biggest problems we had in our municipality is we have people who live in residential lots
[36:12] and they were unable to get the public health or map pack permit to do any food transformation
[36:18] because the municipal zoning didn't allow it.
[36:20] and we don't have a lot of zoning that would allow it
[36:25] because most of our municipality is agricultural.
[36:29] And so we figured, especially during the pandemic
[36:32] and a lot of the concerns about local food
[36:36] and food security, that we had a number of people
[36:40] who wanted to do small production
[36:41] of different food items out of their home
[36:45] without doing any retail.
[36:47] And so we allowed for that.
[36:49] So we opened up the bylaws to be able to accommodate more usage.
[36:57] Okay. Thank you for that information. I just had one other thing.
[37:02] So as a citizen, I had a proposal for a business in zone 28 and I was refused,
[37:11] but not given information that I could ask for a zoning change.
[37:15] Okay, so what I will do is ask you then to send me an email with that correspondence or to our
[37:23] director and we can follow up on that. Of course I won't have that information accessible to me
[37:30] tonight to be able to respond to it but I'd be happy we'll look at it and we'll start an email
[37:36] conversation and discuss it. Great, that's great. Okay I need a lot more details to be able to
[37:43] Of course, I'll send you an email.
[37:46] But yeah, no, it'll be a pleasure to ask Ms. McGillabry.
[37:48] Thank you for coming.
[37:52] And you said there was a second person
[37:54] with a question, Lesley-Anne.
[37:56] That's right.
[37:57] Moe is next.
[37:59] Moe Laidlaw.
[38:00] Hello.
[38:02] Yeah, I also had a question about the bylaw
[38:06] because it specified zone 18, which can you tell me
[38:11] where that is?
[38:15] This would be in, well, it's the Breckenridge sector, I think, essentially, right, Pierre?
[38:23] Or is that the one here in Los Fel, Pierre, if you can join in?
[38:28] The one in Luxville, yeah, is pretty much everywhere in the Luxville section.
[38:38] So, this would be the area at the, are we talking specifically with the one at the end of the four-lane highway?
[38:45] That's a large zone.
[38:46] but
[38:49] we can see the map in the bala also, so the appendix, we can see the zone that is referring to.
[38:59] So it usually takes about 48 hours to get all the documents signed and ready to be put online,
[39:09] including the audio recordings of the meeting, so usually by Thursday all of that information will be available.
[39:15] So you'll get to review it all online.
[39:18] Okay, I had a comment about cutting grass along just once in July,
[39:27] because I had this argument several years running with the Ministry of Transport
[39:31] about the bit along where McKay joins the 148.
[39:37] And it's not grass, it's docks which grow maybe five or six feet high
[39:44] by the middle of June and so I would you know they say well we can only cut it in
[39:49] the middle of July because that's what our contract is and last year they told
[39:54] me that they couldn't go out and do it because then the contractor would complain
[39:59] and the contractor couldn't get staff because you know pandemic anyway excuses
[40:04] excuses but to me it made more sense if they'd cut in June and then again in
[40:10] July and then those docks would not be seeding and then maybe it would be grass
[40:15] after a few years if they cut it two or three times anyway and then the other
[40:20] point I was hoping that the brush if they cut the brush they might cut the the
[40:27] buckthorn on on mckay just before you get to co-author on the left-hand side
[40:34] it's all buckthorn under the trees within the what I'd call the road
[40:38] allowance I don't know what you call it but anyway that was my comment I had one
[40:44] more question oh well the the first request to the CPTA queue seemed to be a
[40:55] repeat from an earlier one because I I don't know if it's sort of vaguely it
[41:02] rang a bell anyway I believe it's somebody wants to build a house on what
[41:06] was the former rail line, which seems perfectly acceptable, you obviously can't grow very
[41:11] much except mushrooms and things on the former rail line.
[41:17] Well, I know it went to the CCU, but it went back and forth a couple of times.
[41:23] Oh, okay.
[41:24] It just seemed to me that these things keep repeating, and I sort of couldn't make out
[41:29] why.
[41:29] Anyway, thank you.
[41:30] In regards to grass cutting, I think everybody at this table had agreement it would be if
[41:34] We lived in a perfect world.
[41:36] We'd be mowing that grass regularly.
[41:38] It helps feed wild animals that we don't see coming
[41:41] out of tall grasses, and it's a visibility issue.
[41:44] These were vehicles coming up 90 kilometers an hour.
[41:48] And it's a security issue, and we'd
[41:50] like to be able to do it more often.
[41:52] But of course, we only have so much money as well,
[41:54] and so many people.
[41:55] And we have an awful lot of roads to do.
[41:57] So with 340 linear kilometers of roads to cut,
[42:03] It takes a long time and so you start in July and you may not finish, I don't know how long it's going to take, but I think it's two weeks is what he said, but we certainly have limited resources, so there you have it.
[42:19] Okay.
[42:20] Thanks Moe.
[42:21] Any other questions from the floor?
[42:27] None.
[42:30] Then, Councillor Barber, would you like to read the last resolution in front of you?
[42:36] Yes, I can do that.
[42:53] Closing of the meeting, it is moved by Councillor Susan McKay and seconded by Councillor Isabel
[42:57] Papaki and resolved to close the meeting at 21.49 having gone through the agenda.
[43:04] All in favour?
[43:06] Oh, yes.
[43:07] For.
[43:08] For.
[43:10] Against.
[43:12] Carried unanimously.
[43:14] Thank you all, everybody, for another great meeting and thank you all to the people
[43:19] from the public who joined in.
[43:22] Boswell, good evening.
[43:25] Bye.
[43:26] Merci.
