[0:01] yeah all right uh welcome everybody to the
[0:04] peninsula Area Public Access board meeting for Tuesday December 13th uh
[0:09] thanks everybody for joining us we are going to have a quasi-official board
[0:14] meeting because we do not have a quorum uh Charlie is away on family business
[0:18] and I'm not sure Anthony said he's gonna try to make it but I know he's pretty
[0:22] busy with city of scrim stuff so um we'll just keep our fingers crossed
[0:27] but we're not going to probably get to the end of our agenda which was uh
[0:31] dealing with Board elections for tonight not and really probably meant just
[0:35] carrying over the board as is now into the next season so uh next year
[0:41] um but anyway um as far as roll goes it's uh just
[0:45] Maxwell and myself um and um we're not going to approve the
[0:49] minutes but essentially from last month I just I just went through our recording
[0:53] and um yeah I guess we can cover those and get
[0:56] those adopted in the next meeting um
[0:59] from a chair Report perspective I don't have much to discuss because I've been
[1:04] doing a bunch of stuff but they're all kind of detailed out in the agenda you
[1:08] know what I'm going to share the agenda too so everybody can see
[1:11] where we're at um but we can we can go to community
[1:15] comments though we have three members of the public more than we
[1:19] have board members tonight so thank you for coming
[1:23] um I'm gonna share a screen um does anybody have anything they want
[1:27] to say go get a towel please thank you
[1:32] I'll just I'll just say something real quick you know I appreciate like where
[1:37] um uh peninsulary Public Access was a year
[1:41] and a half ago to where it is today is a huge shift and I um and a heavy lift
[1:48] that was done by this board and I appreciate
[1:51] um everybody and the uh the path that it's on seems bright and um yeah just
[1:59] thank you guys for all your hard work yeah no thank you uh thanks for coming
[2:04] to the meetings we really appreciate your support
[2:06] um just it's Mark so you're aware um Brennan is uh was a former board
[2:12] member and is also a city council member for the city of PA so
[2:15] um okay move to community comments um in fact sorry I introduced you
[2:21] Brendan maybe you want to introduce yourself as something else I'm sorry I
[2:24] took a took over that no totally fine thank you silence Mark
[2:29] and Doug do you want to just quickly introduce yourself since this is with a
[2:32] formal part of the meeting uh yeah uh to introduce myself hi I'm
[2:37] Doug Taylor I work with OCA which is what got me over kind of paying
[2:41] attention to Papa and I'm interested in just kind of keeping track of what's
[2:45] going on with this group and maybe be able to help but as time goes on
[2:52] okay um
[2:54] and Mark go ahead
[2:58] um I moved to the area this summer and I've just kind of been diving in in
[3:04] a number of different layers and levels one is which is the most significantly
[3:09] over at Peninsula College where I've been teaching classes and filmmaking and
[3:14] screenwriting and a whole bunch of different things so I'm
[3:21] also is doing some things that k-swim helping to coordinate their volunteers
[3:26] for to do this kind of feed live kind of recorded in their audio Booth support
[3:31] camera thing that's how I met Silas he started telling me about Papa I said
[3:35] okay well I got to connect with that because that looks like the type of
[3:37] thing that I really want to kind of get involved with
[3:41] uh here and you know see you investigate whether there is a way to to cultivate
[3:48] it
[3:53] I'm going to mute Maxwell okay sorry go ahead uh and you know explore whether
[3:59] there's a way to partner and bring the college in which I think would be a
[4:02] really ideal partnership and would be a mutually beneficial
[4:06] um and kind of take it from there awesome thanks Mark
[4:11] um okay do do Mark or Doug do you have anything
[4:14] you want to say other than kind of your introduction sorry
[4:19] yeah I kind of like that so because this may not be but there isn't another place
[4:23] where I get to talk to you at the end at the end of the meeting there is a
[4:27] community comment time uh another one at the end yep hey tell
[4:31] you what at the end of the meeting I gotta I'd like to talk to you a few
[4:35] couple of minutes a couple of questions they got for you you got it you got it
[4:38] I'm gonna I'll buzz through the agenda so we can do that uh okay uh we can't do
[4:43] the okay item six I said I don't have any really Cherry Port per se uh item
[4:48] seven Charlie's not here so no uh financials at the moment but um I know
[4:53] we're pretty good he said that we got the latest City check for uh our portion
[4:58] of the franchise fees and so that keeps us going thankfully
[5:03] um I also have been working on getting our annual Financial overview done and
[5:07] uh there was two outstanding receipts that I tracked down and sent to our
[5:10] accountant today so hopefully we'll I'll have the annual uh Financial annual
[5:16] overview done probably maybe the end of the year or sometime in in January
[5:21] um moving on to eight is the facilities report
[5:27] um there was uh our we have an alarm system in the building and the company
[5:33] that manages that high tech they called and said that a part of the alarm system
[5:37] has uh aged out and they had to put in a new it's a Cell It's a how we connect to
[5:43] the to the phone line to call the police if something happened and they had to
[5:47] put a new part in cost us 200 um that's really for Charlie to know
[5:51] mostly but it's good to be transparent let everybody know what our expenses are
[5:56] um any questions about facilities while I'm here
[6:01] no okay most of that's for you Maxwell um uh number nine is programming
[6:08] um as Mark alluded to I have been working
[6:12] on a camera and recording system for k-swim to
[6:17] um record interviews that they've been doing and we are like almost pretty much
[6:21] done with it I ran a test in fact a live test where I broadcast one of their
[6:25] interviews on Papa um just on a random Wednesday afternoon
[6:28] at one and it worked flawlessly so um the goal is maybe not to do them live
[6:35] all the time the goal is to record them and edit them and k-swim is going to
[6:40] kind of be in charge of recording their own things editing their own things and
[6:43] uploading them as content so my goal is not to be managing that but I they did
[6:49] need a heavy lift to get to a point where they could have the the equipment
[6:52] and the um the process the workflow kind of
[6:57] figured out and so that's what I've been working on it's been great
[7:01] um chat Brendan says thanks um I just also want to make sure that I
[7:06] didn't nobody attended you just double check nobody is here
[7:10] waiting in the waiting room no okay so
[7:14] um yeah that's really awesome um I think they'll they'll start right
[7:17] now they're waiting on finishing a computer build uh and then they'll be
[7:20] able to to have somebody in there which one of the one of the options is that
[7:24] somebody a student from Peninsula College maybe will help them doing some
[7:28] of the editing and uploading and stuff so excited about that that connection
[7:31] thank you Mark um and then I I attended a tell view
[7:36] training we have these two like boxes in our server rack called tell view no
[7:41] called info View and I've been wondering what on Earth these things are I never
[7:46] was when I did the training with Eric the former station manager he never
[7:48] really told me about them just said they were
[7:51] some kind of billboard system so I finally had a chance to like ask telview
[7:56] what are these things and can you tell me how to use them had a great hour-long
[7:59] training we actually covered all kinds of topics from uh how to get our
[8:03] scheduling widget back on our website to um sometimes we have hls feeds and an
[8:08] hos feed is a as a like basically a feed that's coming in from
[8:14] another station essentially and it and we just tap into it when we want and we
[8:18] get out of it when we want but it's always running but sometimes these feeds
[8:21] don't stay on like uh for tvw which is a Washington TV service the state
[8:27] um that one goes down sometimes and it goes down on a Sunday and then all
[8:31] Sunday long we don't have anything on our our channel 21. so what I've
[8:36] discovered in my training was that uh there's a backup that it would revert to
[8:40] uh basically a board that we would create and I'm envisioning putting
[8:44] Community announcements in this thing and so it would go to the community
[8:47] announcements page that we create and design it runs all day but we can just
[8:51] like an hls feed we can jump in and out of it whenever we want so it was super
[8:55] exciting to hear um what we can do with it and I hope I'm
[8:59] excited to get back into it and uh work on that soon
[9:04] um anything any questions about programming
[9:08] Doug maybe if you have a program related question or we can wait till the end
[9:13] well let's play to the end because it's about specifically a project I'm working
[9:16] on so okay
[9:20] I'm learning good stuff let's keep going yeah what's what's up uh yeah go ahead
[9:26] I reached out to some people down there in Olympia about sending programming up
[9:31] here they said and I gave them your email or at least not Silas but
[9:35] something else like um info Papa something like that yeah and
[9:41] uh they they said they haven't heard anything back did they could you did it
[9:45] come in or do I need to have them resubmed it yeah can you have him send
[9:48] it to Silas at Papa
[9:51] [Music] papaonline.tv I think is the is my
[9:55] address yeah that would be awesome thank you talk wait who is it you talked
[10:00] to the people at um uh kids no which which channel sorry
[10:06] just take another Community media oh yeah yeah Olympia uh there's nothing
[10:11] like intense it's just like it's a fun show where people dance around and it's
[10:16] fun to look at and so they've been doing it for 20 years yeah that's awesome I
[10:20] would love to chat with him okay okay great
[10:24] um okay
[10:26] um any other questions before I move on to
[10:29] 10 all right
[10:32] um social media made a big Advance this month I we had a strike because we aired
[10:38] a political forum and some for some reason
[10:42] um because like one of the candidates was
[10:45] talking about how he didn't believe the election uh Was Won by uh President
[10:49] Biden that it went against their Community
[10:52] guidelines so they gave us a strike which means we were kind of our channel
[10:56] was locked down for three months uh and um it kind of was not a fair uh lockdown
[11:05] a strike so I finally actually wrote an appeal to it and I won and so our
[11:10] channel is back and I can upload things um but in in all of that it did make us
[11:15] realize that we have to be maybe more careful about what we're uploading there
[11:19] um especially when it comes to politics and maybe it should only be Papa
[11:22] produced because we have put we have helped other producers with a platform a
[11:28] distribution platform by putting it on our YouTube channel and
[11:32] um I'm not sure that something we'll offer in the future I'm happy to discuss
[11:35] it more with the board but um but I just want to let the board know
[11:39] at least um we have our Channel back so um I also did just a little bit of
[11:45] social media blah blah blah blah um uh marketing I guess and I we we are
[11:52] working with the library the Knowles to share their onp perspectives lecture
[11:58] winner series um which happened the second one
[12:02] happened last night so we should be getting that out on our Channel soon but
[12:06] we've been airing the first one I've aired on like twos Mondays and Thursdays
[12:11] maybe or something like that um and I but I promoted it on social
[12:15] media so um didn't get much traction but if
[12:18] you're interested in any of that uh check our Facebook page
[12:23] um okay any questions here
[12:27] uh okay uh nothing new and membership really
[12:31] um Doug we did talk about your proposal the last meeting
[12:35] um and we tabled it because uh Anthony had a bunch of questions about kind of
[12:38] the best platform to put that on as far as like Simplicity and Longevity
[12:43] um and I'm kind of waiting to hear back from him and yeah before we decide how
[12:48] to move forward yeah I think letting that right I was gonna my comment if I
[12:52] said anything was just gonna be I think we ought to let that ride a little
[12:55] longer because there's an awful lot to think about before you move forward to
[12:59] make the best steps you would make for for making the membership
[13:04] communication more effective so yeah great we can talk about it later okay
[13:08] thank you sorry sorry we have been not super
[13:13] straightforward to you about a response but it's kind of taking its time to
[13:17] don't sweat it you should see my returns six months ago I was supposed to let you
[13:22] know that no worries
[13:25] um okay uh new business we were gonna hold a board election tonight but uh
[13:29] this is not possible um due to the fact that there's only
[13:34] Maxwell and myself here from the board so we will have to push that to January
[13:40] um okay 14 Community comments anybody have
[13:45] any any more comments uh Doug did you yeah yeah I was gonna
[13:51] wait until the end so we're down to where I'm not holding off any business
[13:54] uh a couple of things I'd like to ask a couple questions about
[14:00] um I have one project I'm working about working on and I put I've done one
[14:06] 15-minute set it's for entertainment I'm calling it PD Jam public domain Jam
[14:13] singing the songs that now belong to us all
[14:17] so that we are not singing copyrighted music in my little bit and I'm posting
[14:22] that on my YouTube but I'd like to to think about putting that with you guys
[14:28] too and right now I'm doing it alone but my hope is that if every time I do one
[14:34] of these little things that I I say hey PGM isn't a good enough the right name
[14:39] yet because I don't have anybody helping email me at and I'll give them my MSN
[14:44] address uh it is part of the little video hoping that other people will say
[14:50] oh yeah I love singing old folk songs and stuff from forever ago and and join
[14:55] in with us um is that something that you would be
[14:59] able to find room for uh like putting it the program on our
[15:04] Channel yeah yeah absolutely um I would you like a 15-minute format
[15:10] it's like a threesome set or a song that would be like a much shorter maybe a
[15:15] five minute presentation it's up to you like whatever you feel
[15:21] like is easy for you to create I'm happy to take whatever you want I mean the
[15:25] goal of the channel is to reflect what people in our community are doing so why
[15:30] you don't give me a whole lot of instruction which instructor helps me
[15:33] feel comfortable how about 15 minutes what we'll think about is doing it both
[15:36] ways and see what people like absolutely that's fine 15 minutes is probably a
[15:40] better uh chunk for our programming because there's often times when I have
[15:44] a 15-minute space to fill and uh well that's good to know but part of what
[15:49] yeah I would like to think about because I I I can think about it while I'm doing
[15:53] things is yeah things that fill your little slots well so that it helps you
[15:58] to create a nice neat schedule where things end on time
[16:02] uh so I'll work on that it's the 50 minute I have one other thing I'm going
[16:06] to work on I'm working on now and I wanted to talk about it early with you
[16:09] it's uh it's a uh it's an audio play series a dramatic series in in kind of a
[16:19] radio format with some with graphic support with visual support uh called
[16:25] Academia Rising it's set in a dystopian future coming soon to a planet near you
[16:31] and our local is here on our Peninsula and things have changed and people have
[16:37] been washed out and the survivors who stayed here are starting to call
[16:41] themselves academians into form a tribe and the story is really a light-hearted
[16:46] adventure about these people facing the world that's collapsing outside of their
[16:51] kind of place where they've been staying hid a little bit to keep out of the way
[16:56] of troubles so that's a show that I'm working on I've got a cast they think
[17:03] together and I'd like to be producing it at right after New Year's that looks
[17:09] like a half hour format would that be uh something you'd like to
[17:13] see yeah I'm as I said yeah we are
[17:17] absolutely open to running that um entertainment oriented and yeah
[17:23] um have you thought about making that a
[17:25] podcast making it a what a podcast
[17:29] well Academia rise a podcast is another thing I think academic Rising is a story
[17:36] that's told through dialogue and radio Style
[17:39] with background music and sound effects and that kind of thing that doesn't
[17:45] sound like a podcast as I think of them as talking ahead
[17:50] podcast pocket the podcast medium has really opened up these days and there's
[17:55] actually a lot of like narrative podcast work out there uh from Mysteries to
[18:00] action Adventures to sci-fi to romance um you'd be amazed if you go like any of
[18:07] these podcast aggregators like podbean or apple podcast or something like that
[18:11] and you search for like a genre you will be blown away at some of the stuff
[18:15] that's being made um not that I'm derailing you from
[18:19] putting it out to Papa but I think it sounds like a really interesting podcast
[18:24] in a way so yeah it might be I'm going to look into
[18:28] how that that works too and in the meantime as we start I'm going to post
[18:33] those on my YouTube channel what I want to do is put put an episode on with you
[18:38] guys to that would run in a slot for sure and in that episode say if you'd
[18:42] like to catch up with earlier episodes you can find us over on YouTube for
[18:46] earlier episodes so if if someone comes in later and says well wow where are
[18:51] they in the story they can go back and watch that's terrific yeah storyline
[18:55] that's cool I love that I love that idea of like having a podcast on our TV
[18:59] station actually that might be interesting way to to just have
[19:03] something different so cool okay um
[19:07] great thank you Doug you betcha those were my two things I wanted to just
[19:12] mention to you and look at your face and see how you liked it
[19:18] um any anything else Mark Brendan Maxwell
[19:26] um I have one uh thing to tell you Brendan I did record the
[19:33] um the panto and I don't think we can play
[19:39] it on Papa due to how much uh copyright written music is in it so sorry
[19:48] Brandon and I had it all good all good we had had a conversation earlier about
[19:53] potentially running it on on the channel and uh I recorded it for the people who
[19:59] produced it but um uh we also I just don't like yeah
[20:03] there's just way too many songs in there that uh I don't want to have to deal
[20:06] with figuring out how to vet that so um yeah well
[20:11] I don't have anything else to share are there any last questions from anybody
[20:16] um if if not I'm I I could have a lot to say but I think it's a little premature
[20:23] so we'll just kind of see how things unfold and then conversation with Silas
[20:28] so we'll see how things are important and maybe have more things to bring to
[20:31] the table what else why not just to join the meeting and then we can just have
[20:36] any further custom so I'm going to join it at 6 43.
[20:41] um where is uh I'm gonna stop sharing so I can get to my controls
[20:48] there we go
