[0:00]
are good yep starting up now
okay it's streaming give it a minute
[0:04]
here
[0:08]
mine says live
he says leave meeting got it
[0:13]
got it
[0:19]
all right this is the port view borough
uh workshop meeting uh november 3rd 2021
[0:26]
and it is just about 6 00 pm
okay
[0:32]
all right we'll start with our
engineer don glenn
[0:37]
his report
okay item number one the recreation
[0:41]
building whenever my report last friday
a lawson and still has not returned to
[0:48]
complete the four items that he had to
do however i'm happy to report he did
[0:52]
return on monday
to do the grading at the rear of the
[0:57]
building where he has to grade it for
five foot from the rear of the building
[1:02]
outward and then install top soil and
seating
[1:07]
i was at a seminar all day today and
i'll be in a seminar all day tomorrow so
[1:12]
i don't know what work he got completed
but uh he is on site working
[1:17]
so what i'll do is after i when i get
done with my seminar unless bobby knows
[1:22]
what's going on
i'll make a report and give it to
[1:26]
melissa for council's review
i uh i saw him down there the other day
[1:32]
dawn they had a machine but i was out
doing something when i come back they
[1:36]
were done and they
i got them to fix that shut off on the
[1:41]
for the
comfort station
[1:44]
and they left so i didn't even get to
see what they did in the back so i'll
[1:48]
check it tomorrow yeah and i'll make an
inspection too after
[1:51]
after seminar tomorrow uh but i do want
council to know
[1:56]
he has hired a professional company to
do the ceilings in both the women's room
[2:02]
and the kitchen
and that'll be some that'll be done
[2:05]
sometime in november according to lawson
so at least that's good news he is
[2:11]
has higher professional outfit to do
that work
[2:16]
in this cd47 demolition
the contract was awarded to manyfold
[2:21]
minifield demolition
and that's for 1483 romine and 1726
[2:26]
romine rear
[2:30]
minefield was sent the notice to proceed
on october 21st from steel rivers cog
[2:35]
so i called minefield and asked him when
he would be
[2:38]
uh
commencing with that work and he said
[2:41]
he's about two weeks away from starting
i must've didn't say he's here now for
[2:46]
me
they picked up the permits she said soon
[2:52]
within a week or so when did you talk to
him dawn
[2:55]
uh last
one of the day i wrote this report
[2:58]
friday
okay
[3:00]
so they're probably about a week out
though no all right that was pretty good
[3:04]
for that 14 day three room on any hobby
that happened
[3:08]
you know i mean uh we've been trying for
that 1726 roman rear for a while but
[3:13]
well it's gone so good i'm i'm happy
okay under the 2021 gedtf
[3:20]
the grant applications have finally been
released
[3:23]
so you have in front of you in my report
the streets we selected and the
[3:28]
demolition sites
so we'll just have to wait until they
[3:31]
announce the uh
uh
[3:35]
results of the year
them granting an award
[3:40]
hey dawn yeah
um on that grant we got we've doubled up
[3:45]
on port view avenue
okay it's under our
[3:49]
oh yeah both places yeah yeah you want
to leave it on there or sure
[3:54]
sure i didn't know if that would help
any with the other list of streets
[3:59]
no no
no leave it on there all right because
[4:02]
we could always make it on the road dog
greg
[4:05]
if they give us money for it we could
say something else i think you know
[4:09]
yeah okay
if that's possible i don't know i think
[4:13]
that we've done in the past anyhow okay
all right i just wanted to bring it to
[4:17]
attention that we did have it on our
paving list yeah and then there's two
[4:22]
okay under the 2021 gtrp melissa have
you heard anything from harrisburg
[4:28]
that's where i applied for a grant for
the walking trail
[4:31]
nothing yet
well that's good news
[4:37]
there's no rejection
yeah
[4:40]
from
our representatives to support the grant
[4:44]
so
[4:47]
okay under the cd48
the following pre-apps were submitted to
[4:52]
cog for demolition 1818 tacoma 1820
tacoma
[4:58]
1706 new york and 1109 norwood
and i'm still working on all the of the
[5:05]
uh surveys for the street paving
those will be submitted carla gave me an
[5:11]
extension until tuesday
and a street paving includes block alley
[5:16]
dover alley
crossland avenue and and uh that's it
[5:24]
the 2021 demolition the engineering
specs are completed
[5:29]
we are currently waiting for the
asbestos reports from ku engineering
[5:34]
the sites are 1820 tacoma 1818 tacoma
1124 burbank in 1704 new york
[5:42]
he was here a week
to do them so we're just waiting for his
[5:46]
results dawn as soon as i get them all
forward okay
[5:51]
okay the final item is cd47 paving
that's joy street and john street
[5:57]
uh
i got
[5:59]
the news i got from el grande
it's late in the season he's trying to
[6:03]
finish up projects that he already
started
[6:06]
in other municipalities
he's telling me that looks like it won't
[6:10]
be we won't be getting to these streets
until early spring
[6:18]
where's john street at great
now i'm going to the fire station
[6:22]
johnson
johnston hi johnson
[6:26]
yes
johnson johnson okay because i've been
[6:29]
here a long time never heard that one
johnson i got it
[6:35]
way to be on the ball doug yeah very
good thank you
[6:43]
that completes my report
okay any questions that dawn
[6:48]
real quick you got on there on on your
thing 1006 monroe it's uh 1106 monroe
[6:54]
for that demo right we talked about that
before yeah i'll change that
[6:58]
and also don you got an allegheny fence
quote for some
[7:04]
chain-link fence
it says dawn to discuss with council
[7:11]
the fencing behind the uh the bleachers
[7:17]
yeah didn't i
[7:21]
melissa i sent you that quote
yeah and then i sent it off to council
[7:26]
it's in their packets it should be in
your packet as well don all right bobby
[7:30]
you want to explain that
all right what what we're looking for is
[7:34]
uh we got to put a four foot high fence
behind
[7:39]
the bleachers at the ball field
uh because the kids are
[7:45]
throwing rocks down they're climbing up
there so i figure if we put a fence up
[7:49]
that will at least shield anybody in
case any of the rocks came down
[7:53]
and you're sitting there with your back
to the wall and a rock comes and hits
[7:56]
you there's a fence to protect you i
seriously think we need to put that
[8:01]
fence up on that wall behind the
bleachers
[8:04]
would they just attach it to the blocks
or do you have to yeah just like they
[8:08]
did down at the back side of the road
okay same thing
[8:13]
i think it's a good idea yeah good idea
bob
[8:16]
yep
okay how much is that price did anybody
[8:19]
get a price yet yeah
go ahead
[8:23]
fifty six hundred and forty dollars wow
how much did they charge us for that one
[8:29]
behind the wall of the thing do you have
that it there
[8:33]
well is there anybody
i don't have that right here with me
[8:38]
i wonder
[8:42]
there's the alternate
furnish additional four foot high fence
[8:47]
uh for ever every 20 lineal feet of four
foot
[8:52]
high fence added add another thousand
forty i don't understand that what's
[8:56]
happening that's they gave us a price
per foot to put that fence in
[9:01]
oh behind the bleachers
[9:04]
so they're indicating it to be
five thousand six forty
[9:09]
yeah it's about seventy feet or eighty
feet i forget what we measure
[9:13]
don you'll look at it whatever price per
foot we had they'll do it
[9:17]
right there's eighty feet uh bob yeah
and they'll do it for the same price per
[9:23]
foot they pay we they try
other stuff right yes mark okay okay is
[9:28]
everybody okay with that
yeah yeah what are they thinking about
[9:32]
doing this guys
did you know bob or don when they're
[9:36]
gonna do it what's your question
uh when
[9:40]
if we approve this when
when would they when would they do this
[9:44]
uh pretty fast
okay because it took me quite a while to
[9:49]
come back for the uh right building i'm
just wondering you know if we're talking
[9:53]
this year we're talking spring oh no
we're talking about within a week or so
[9:56]
oh okay
all right do you want to check with him
[9:59]
dawn and then just let melissa or so she
can let the dougie and the guys and
[10:03]
bobby no sure
okay okay and then we can just ratify
[10:07]
this at the next meeting if everybody's
good with that
[10:11]
all right
[10:14]
questions are done
good idea bobby
[10:18]
any any other questions don
ah no not me
[10:24]
okay
all right who wants to go next
[10:27]
mayor
i just have statistics i'm good
[10:31]
all right
and the chief has any issues or anything
[10:34]
nothing oh they stopped over that house
with the oil twice yesterday but no one
[10:39]
was ever there
[10:42]
yeah he stopped over in the day did
anybody go back at night chris planted
[10:46]
starting tonight and nobody was there
then either
[10:50]
maybe you could just put on your list to
have them go a couple more times see if
[10:53]
we can get a hold of someone i'll be
stopping shortly i'll ask them to check
[10:57]
on
okay and for anybody that don't know
[11:00]
what happened there
the garbage man went through the alley
[11:05]
and there was oil spilled along the
gutter
[11:09]
so i don't know melissa you could tell
them the neighbor called in and said
[11:12]
that this guy puts out oil more than
this is more than the first time he's
[11:16]
did it
and
[11:18]
joe says his trucks have cameras we
blamed it on the garbage men initially
[11:21]
but
it was in the gutter pan right by the
[11:25]
curb line and joe's truck first of all
it was a newer truck and if it leaks oh
[11:28]
it's leaking in the middle not on the
curb so this guy put out this oil
[11:32]
supposedly and whether it knocked over
he knocked it over but before the
[11:36]
garbage men got there it was the spill
was already along the side of this curb
[11:40]
whether they picked it up or whatever
i don't know what but this guy's putting
[11:44]
out waste oil you can't put waste oil
out in your garbage
[11:47]
we're at mark
um
[11:49]
where was that at
i think it was 10 14 morton i'll have to
[11:53]
pull because we did vote enforcement
doug and you can see that
[11:59]
in in uh pleasant alley all right you're
driving the valley you could
[12:03]
specifically see it came right out from
right where the garbage cans onto this
[12:07]
home motor and went down whatever 50 100
feet down
[12:11]
fireman went and cleaned it all up for
us at night so it's taken care of
[12:15]
melissa is sending this guy a letter
stating you cannot put on any type of
[12:19]
waste oil if you are do not do it again
there's been a spill and then the police
[12:25]
were going to stop over and just see
them
[12:27]
to tell them that that there's oil that
come out from your garbage you cannot
[12:31]
put out waste on don't do it you know
saying you did it or you didn't because
[12:34]
they can't prove it but it came from
your area make sure you don't put out
[12:40]
waste oil because that's illegal to put
it out in the garbage you have to take
[12:42]
it to a waste oil place you could take
it to
[12:45]
sam i mean not sam's but
you know walmart or wherever these
[12:49]
different places are they'll take it you
just have to get in your car and drive
[12:53]
autozone takes it autozone takes it yeah
the guy buys his oil there
[12:59]
that's cool anyhow that was the problem
here okay go ahead what else brian
[13:04]
you guys are very visible if you look at
the monthly report you can see they're
[13:07]
running a lot of traffic and
they seem to be monitoring the borrower
[13:10]
pretty well
all right
[13:14]
anybody else questions of the mayor
yeah i have one
[13:20]
brian are we still doing this uh extra
duty on traffic
[13:25]
he's not gonna do it now until the
holidays start again
[13:28]
okay i just wonder because i noticed a
month ago
[13:32]
i noticed the the list of uh
citations and that went down a little
[13:37]
bit from september
so
[13:40]
with the hell are we coming and having
the manpower out we'll be starting again
[13:44]
probably like the week before
thanksgiving
[13:46]
okay all right how about did you guys
are lining up or whatever those stun
[13:53]
guns or that training with the whatever
they're called
[13:58]
their training is all done for this year
uh dave will put it in place with our
[14:01]
in-house teacher for next year
yeah well didn't didn't they want to get
[14:05]
training this year isn't that one guy
that works for us said he would do it or
[14:09]
no
yeah um don mclaughlin said he'll be our
[14:12]
lead on
all our education he has all kinds of
[14:16]
certifications he's going to make a list
that i can give you guys so what i guess
[14:21]
what i'm asking is anybody of our police
that are not certified with the taser
[14:26]
not everybody's good for this year oh
okay okay well they made it sound like
[14:29]
he had to go to school because he wasn't
certified okay no he wanted to be a
[14:33]
teacher
he wanted a team i already have one all
[14:36]
right
okay any other questions that are police
[14:40]
mayor
no
[14:42]
okay next we'll go with um
who wants to start
[14:47]
i see kenny's face first so we'll start
with him oh okay
[14:52]
all right i really don't have anything
uh
[14:54]
as per code enforcement i had about 12
hearings again today
[14:59]
um
i got the fire report here cemented by
[15:03]
the fire department
we had a budget meeting we did that
[15:08]
that's about it
hey what happens at these hearings kenny
[15:11]
what is the magistrate doing to these
people who are not doing or whatever
[15:15]
well it depends like he's been issuing a
lot of our maximum fines lately so
[15:19]
that's a good thing so and then you know
what they have so many times days to
[15:22]
clean up to get out of it or
well they they get fined and they have
[15:27]
to pay to find
there's no hands if they're bucks and if
[15:30]
they don't pay
then he can issue the warrants like he
[15:33]
did for that one individual
and then
[15:37]
they're gonna be arrested
okay and then but if they don't if they
[15:41]
don't cut or deal with the violation can
we recharge i mean re issue oh yeah
[15:47]
yes
okay
[15:49]
all right so maybe i have a i have a
couple that's been cited several times
[15:54]
this summer the same houses so
okay yeah
[15:58]
all right anybody got any questions with
ken
[16:01]
all right next up who do i see next
bobby
[16:06]
yeah all right i got the report the
recreation report i want to
[16:12]
we got to go over
getting this building ready to open
[16:16]
uh first week of december so
what i want to do is i want to finalize
[16:21]
our
our fees
[16:24]
the agreements the ordinances for the
recreation building so that come
[16:28]
december 4th the third we're going to do
our grand opening so come the fourth
[16:34]
these people are already got their
paperwork in they got they're paid they
[16:38]
got their
key codes or fobs whatever and they
[16:41]
could start practicing december 4th is
what i because i'm getting
[16:46]
bombarded with requests to get get uh
get this going so if we're pushing it
[16:51]
till december third which is the grand
opening
[16:54]
i was talking to melissa to where
she's gonna have all the paperwork lined
[17:00]
up and the people can download them
online and fill them up bring them into
[17:04]
her with the schedules their dates their
times so we know what they're going to
[17:08]
pay they could have everything paid up
and they could start as soon as we do
[17:12]
our grand opening or right after
now like i said it's all on us to
[17:17]
determine the paperwork the
contracts uh she'll upload all the
[17:22]
agreements the applications and hold
harmless to the websites and then
[17:26]
they'll go online print them out fill
them out bring them to melissa and then
[17:31]
we could get this ball rolling
excuse me moment bob
[17:35]
um i'm gonna stop you right there ariana
has texted and asked if she could please
[17:41]
give her report now because she's got to
get into school ariana is that okay can
[17:46]
we interrupt you
because she has to sign off
[17:50]
good
ariana you got the stage kiddo
[17:55]
sorry i have competition tonight and i
they asked me to come in so i didn't
[17:58]
want to leave before giving like the
report of what's going on okay go ahead
[18:03]
so all we have right now is i was gonna
ask um are we still doing the burro
[18:08]
building like santa
thing
[18:11]
is it like yeah we're gonna
[18:16]
but the answer is no it's going to be
changed over to the rec center the same
[18:20]
night we're doing the grand opening okay
because i was going to say i'm the one
[18:24]
planning the one for the school like the
breakfast with the santa and i was gonna
[18:27]
say if you guys were doing it maybe we
should do it on different days so that
[18:30]
more kids will come to port view because
sometimes it's been the past it's been
[18:34]
on the same day
so what day is yours
[18:37]
i think we're planning for december 4th
or december 11th
[18:47]
so it won't be your date ariana okay
that sounds good thank you
[18:51]
okay and then the only
yeah i was going to say as for working
[18:55]
with you can work with bobby and you
know whatever uh the committee or
[18:58]
melissa that get it all together
okay
[19:02]
all right and then i think that was all
pretty much i had
[19:05]
because
the only thing going around the school
[19:07]
right now is that we're going to
playoffs for the school and i know
[19:09]
that's a big deal because it hasn't
happened like 12 years
[19:13]
yeah what's that friday yeah this is
friday at keystone oaks i'm pretty sure
[19:18]
oh good how's the coveted in the school
a couple years ago
[19:23]
uh it's interesting
it's what
[19:26]
um
it's very interesting what the coven
[19:31]
yeah it's a lot of um if one kid gets
sick they have to spray down the room
[19:35]
everybody has to like get out of the
room
[19:37]
it's a lot of going back and forth
is there a lot of kids getting sick or
[19:41]
getting it
um i think there was more like two weeks
[19:44]
ago than there is now but i have a
feeling that there's gonna be more soon
[19:48]
good okay
anybody getting questions of ariana
[19:53]
before she goes nope
nope okay dear have fun
[19:57]
bye
bye
[19:59]
thank you for your report
[20:03]
okay bobby go ahead
okay now what we we got to uh i know we
[20:09]
agreed on a while ago correct me if i'm
wrong doug on prices for
[20:14]
these rentals that it was 25 an hour per
south allegheny
[20:19]
organizations and 75 for outside am i
correct on that doug you were correct
[20:24]
that was what since day one we kind of
said yeah okay but we also
[20:29]
we wanted to make sure patty understands
that patty you still there yeah i'm here
[20:33]
is that okay that we have
different rates of course for i don't
[20:38]
know how to do what they're saying
people from port view maybe or people
[20:42]
from south allegheny but other ones
outsiders they want to charge more prior
[20:45]
is that okay
you can do that all right go ahead
[20:49]
one more thing
bobby before you continue uh under that
[20:54]
same talk we talked about renting like a
third of the
[20:58]
area
well it all depends on
[21:02]
who whoever wants who
you know what i mean if someone wants to
[21:05]
come in and and rent a third of the area
now
[21:09]
what are you going to charge
11. that's why i want to bring it up
[21:12]
that's when we were talking about it
before brian left yeah i think it should
[21:17]
be i mean if we were going to do it to
where three people were needed at the
[21:22]
same time and you can bust it down into
three different sections
[21:26]
and that would probably be
you know so far i don't have that high
[21:30]
of a demand that that we would
you know cross
[21:34]
cross book like that to where we would
have three different people wanting the
[21:38]
same time slot the time slots are pretty
much filled out and
[21:43]
so far
you know no one's you know they've all
[21:46]
been pretty much like okay i'll take
this and i'll i'll then the other group
[21:51]
will take this and so i've done a good
job of keeping them all
[21:55]
to where we don't have to have two
separate entities in there at the same
[21:58]
time let alone three so i mean it's
something
[22:02]
it's going to come
yeah it's going to
[22:05]
it's going to
but
[22:08]
now as of right now i got 14 teams
booked and uh
[22:14]
every day of the week some days i got
the most the men
[22:18]
girls and boys soccer from the high
school just agree want to do it uh they
[22:22]
won three hours on sunday evenings every
sunday so
[22:27]
we we got it pretty much
every every day of the week's taken care
[22:30]
of
so you're going to put a little list
[22:32]
together you're going to put a little
list together in the days
[22:36]
yes as soon as i get close we get close
enough to where i have okay finalize
[22:40]
who's going to be in there when and uh
then if we get any new ones that'll just
[22:46]
be an add-on on onto the list but
right now like i said i got 14 of them
[22:50]
and and they're all chomping at the bit
to get in there so
[22:54]
all right now dougie do we still want to
have a meeting just on this to finalize
[22:59]
all the paperwork and do whatever or are
we okay on the paperwork and it's just a
[23:04]
matter of
well patty drew up the paperwork right
[23:08]
yeah
and we based it off of um we based it
[23:12]
off of um how we have our own other
rentals correct
[23:17]
basically basically
yeah basically yeah basically so um i
[23:22]
don't i don't see
i just don't want to i'm i'm with bob
[23:25]
here i don't want to waste any more time
so to speak you know if you guys if
[23:28]
class was okay with the 25 and 75 and
ken has a good point i think down the
[23:32]
road we're gonna have to address the
three freeway there you know i mean
[23:35]
maybe do 20 bucks at an iris let me have
it for a second or something
[23:40]
but um if we're not in that problem
nothing i'd say we run with it december
[23:43]
4th as long as the paperwork is not good
and everyone's okay with the 25.75 and
[23:48]
is is everybody okay with that date
that friday and let's talk about third
[23:54]
time
we wanted to do the grand opening right
[23:57]
before and then we'll do the santa right
after
[24:01]
so what time would you like to do the
grand opening that will cut the ribbon
[24:04]
we'll have the officials there we'll
unveil the plaques let them talk a
[24:07]
little bit whatever i don't think it's
more than a half hour well i i think
[24:11]
you're going to be wrong on that mark go
ahead i think it's really long and a
[24:14]
half an hour guarantee it
well if we do that at five and then we
[24:18]
can do sand at six that'll give you an
hour yeah that's more like it because
[24:23]
i you know half hour sometimes they use
half an hour to get done yeah it might
[24:27]
take them 15 minutes to get ready right
yeah you know
[24:30]
all right is everybody good with those
times five o'clock and then six o'clock
[24:34]
for the santa thing
yep
[24:38]
is that okay everybody think that's a
good time
[24:42]
the thought was maybe open up the big
garage door first
[24:46]
we'll put the red ribbon or whatever
across there and then everybody can
[24:49]
stand behind with their scissors and do
the cutting or whatever
[24:52]
and then we can just
talk from there or walk in towards the
[24:56]
kitchen area and split up on both sides
and then the plaques will be right up
[25:00]
there wherever bobby puts them when
they'll be covered
[25:02]
and then you know we can do our little
talks or whatever
[25:05]
and then um unveil the plaques and then
introduce the officials and everybody
[25:09]
and then you know they want to say
something or whatever
[25:12]
everybody okay with that yep
yep
[25:16]
okay and then maybe they can they'll see
but they're just talking debbie
[25:20]
come up with a good idea for the santa
thing
[25:23]
um maybe they could come in the door
that comes in to go into the building
[25:28]
the small door you know the entrance
door by the handicap ramp
[25:32]
come in make a right
the parents and the things can socially
[25:37]
distance walk down and right where the
garage door is would close the garage
[25:40]
door for the santa and open up those
gates and santa could be sitting right
[25:44]
in there on his chair with a couple
trees or whatever bobby decorates and we
[25:48]
can put washing tape across so the kids
can just stop and talk to stannah ten
[25:52]
foot away or whatever
and then after they tell him what he
[25:55]
wants or whatever then they could walk
down towards the kitchen and then you
[25:59]
guys can hand out the treat bags and
they could get on look they could see
[26:02]
the inside of the place and then look
walk out the exit doors
[26:06]
um you know the emergency exit down by
the generator we looked at night that's
[26:09]
all nice and lit up and we could get the
firemen down there with more lights and
[26:13]
they can walk back out and go ahead and
leave
[26:16]
that way nobody's sitting and doing
anything
[26:19]
um so what do you think of that that was
debbie's idea and we all kind of talked
[26:24]
a little bit thought that was a great
idea
[26:28]
sounds good to me
all right everybody else okay with it
[26:32]
good
all right bobby's life a little easier
[26:36]
don't have to congregate outside and
won't have to do all that decoration
[26:40]
he'll just do inside to make it look
nice for the kids
[26:43]
all right and then i don't know about
the treat bags anybody ordering them or
[26:46]
doing that their order i ordered
okay
[26:50]
i'm also i was going to order um the
pre-packaged cookies so that nobody's
[26:55]
really typing cookies just like a
pre-wrapped cookie
[26:59]
mark de carlo is going to get me some
prices on that and i don't know if you
[27:03]
guys want to get into
the hot cocoa but i don't think
[27:06]
anybody's really gonna have time if
we're
[27:09]
doing
um
[27:11]
you know the the grand opening we gotta
have somebody manning like a hot cocoa
[27:16]
station and passing out cocoa
yeah maybe maybe
[27:20]
better like wherever you hand out to
treat bags we i got them little small
[27:24]
little pint-sized bottles of water i
give customers maybe we can get some of
[27:27]
them and they're just you know
pint-sized small bottles they can just
[27:31]
take their treat bag in the water and
just go ahead and walk out if they want
[27:34]
to drink it or take it home or whatever
what do you think
[27:38]
make it simple
yeah
[27:42]
either that or
take a hug and go
[27:45]
i mean if the idea is to not have anyone
congregate you got to have you couldn't
[27:48]
have a hot sauce i mean hot
hot chocolate station anyhow if you're
[27:52]
if your idea is
just to move them through you know i
[27:55]
mean let them get their treat and roll
then we gotta just hand out even if it's
[27:59]
like uh orange drinks or something like
grade gave away you know what i mean
[28:02]
right
yeah
[28:04]
i think but they could just take that
and go too and drink it outside or in
[28:07]
their car
all right
[28:11]
so that's the plan we'll try to work
towards anybody get any other ideas or
[28:15]
suggestions you know just
but whatever bobby melissa i think
[28:19]
debbie came up with a great idea to do
yes that was great that was good
[28:25]
yeah i liked it i think it's gonna work
really well yeah just for this year and
[28:30]
then that way you'll move them through
and hey we'll be down here the same
[28:33]
night for both that way we're already
there we can stay the rest of the time
[28:36]
whatever whoever has to go or stay and
then we'll you know have an early night
[28:40]
moving along who's going to be we have
someone to be santa or someone
[28:47]
huh
it's usually steve
[28:50]
all right somebody going to contact them
and check with them
[28:53]
bobby
[28:56]
who wants to contact them he's citizens
committee he knows all about that
[29:01]
we ought to tell him the date and the
time though well we will okay but
[29:06]
yeah we'll take care of it
okay you'll call him doug and then let
[29:08]
melissa know he's okay all right
all right anybody got any other
[29:12]
questions of that right now on as for
the cleaning guy he'll come in about a
[29:16]
week before this opening
because bobby got to get a refrigerator
[29:20]
in there yet in the kitchen
um joe's working on the roll-up door
[29:25]
okay that will lock
and um
[29:28]
and then he he like to come in and clean
it when everybody's done a few days
[29:32]
before the week before so nobody dirties
he'll come in and clean the whole thing
[29:35]
real nice
well i sure hope chain gets in there and
[29:39]
does them ceilings before all this
happens
[29:41]
well if he does he does if he doesn't
we're not going to stop and wait for
[29:44]
that he'll have to come in
he'll have to come in another time
[29:48]
another place we'll we'll tell him when
he can come in after that
[29:51]
oh you hear that dawn yeah i'm listening
yeah oh he could get in there like
[29:56]
bobby's saying we really don't want to
come in and grind in the ceilings and
[30:00]
the explorers are done they better cover
the floors with the ladder they better
[30:03]
not scrape them floors or they'll be
paying for them um
[30:07]
see if he can't get him in there in the
next week or so because
[30:10]
a week before is when that john wants to
clean up so he has until like
[30:15]
the third week the end of the third week
in november
[30:21]
yeah we'll we'll coordinate those
efforts all right otherwise after that
[30:25]
he just can't come in when he wants he
has to say
[30:28]
right
right guys bobby
[30:30]
yeah you don't have a key right okay yep
and and the keys change so
[30:35]
all right
anything else bob yeah i stand a lot but
[30:40]
i'll just real quick i guess
um we gotta come up with a
[30:46]
uh security deposit on these fobs was
was fifty dollars agreed upon
[30:52]
well let's talk about bob and we're
gonna have a security deposit on the
[30:56]
building if they leave it a mess
okay maybe you can add it both into one
[31:01]
fobs and the building um but what do we
do now melissa do we have a security
[31:06]
deposit when they rent the building
downstairs
[31:09]
no because
normally they just call the police and
[31:13]
the police come and unlock the building
we don't get into dirty deposit
[31:19]
they have a security deposit in case
they mess up the building but we don't
[31:24]
give them a fob no no honey what is the
security deposit for the building i'm
[31:28]
asking downstairs
250 200 200 so what do you guys think it
[31:34]
should be if we do the fob in
the building or deposit
[31:39]
well
first person for hold on let me you
[31:42]
you're renting you're talking about a
one-time rental down in the social hall
[31:47]
a one-day rental these people plan on
renting it for four months out of the
[31:51]
year so one security deposit that's all
they write a check we don't even cash it
[31:55]
we just hold it
[31:59]
if they run it once if they run it for
four months you can't hold the check too
[32:03]
long
huh you can't hold a check too long
[32:06]
because then
it won't be any good three months
[32:10]
they can write another one
well what do you want to do let's get i
[32:14]
don't know you just decide on that i'm
i'm bewildered with all this you know i
[32:19]
i thought a 50 security deposit on the
fobs that people are going to rent it uh
[32:24]
they're going to take care of it or
they're not going to be allowed back in
[32:27]
i you know but we've got to pay someone
to take care of it and clean it if they
[32:30]
make a mess
it shouldn't be on our dime it should be
[32:34]
on if they make a mess that then they
could be thrown out they can be thrown
[32:38]
out but we still got to pay to have it
clean
[32:40]
taxpayers dollars and you know what guys
i think you do need to to take a hard
[32:45]
line on
on what their obligation is
[32:49]
all right well that's why it should all
be written in this wording that we have
[32:53]
them signed that they're responsible
and in the event that they don't leave
[32:57]
it as found
then you know we will enact their
[33:00]
security department and they may or may
not be able to use the facilities in the
[33:03]
future something like that so what do
you do with the people that want to rent
[33:06]
it for one night you're going to charge
them a security deposit
[33:12]
yes
same way they would rent the building
[33:15]
over at the borough building one time no
if they want to run it for two hours to
[33:19]
go play baseball they get to pay a 200
security deposit well i don't know maybe
[33:23]
we can make it a hundred i just think we
ought to do something and then you're
[33:27]
not gonna have anyone renting the place
awesome it's that simple
[33:31]
what do you do at the other places john
i'm sure they'll pay bob they'll put up
[33:35]
a security or whatever if you want to
rent the place for one night for to
[33:38]
pitch to your kid for 25 an hour why are
you going to put up a 100 security
[33:42]
deposit that's me
well
[33:46]
do they do that at these other places
dougie do you ever rent one of these
[33:49]
other places that are facilities i never
did but that's a business too though you
[33:53]
know what i mean
well
[33:55]
we ought to run this like a business too
[33:59]
why don't we check into that and see
what they charge or whatever and then
[34:01]
we'll see what we want to do okay
that'll be another day
[34:04]
what else bob uh
boy
[34:09]
this is driving me crazy anyway we're
gonna be starting the leads here of next
[34:13]
week
picking up the leaves the veterans
[34:15]
banners are gonna be taken down monday
the 15th after veterans day
[34:20]
and all this stuff we just talked about
with the light up night i'm done
[34:25]
okay go ahead greg you want to go next i
don't have anything other than my
[34:29]
motions
okay how about debbie um i can get my
[34:35]
i'll give my report during the meeting
but i do have
[34:38]
about the security deposit i think we
should look and if somebody's renting it
[34:43]
for three months
maybe
[34:47]
we need to put something down but maybe
not as high as what's there now like a
[34:51]
200 deposit so say they sign a contract
because they're gonna be signing the
[34:56]
contract we can have fifty dollars for
the fob whatever the fob costs
[35:01]
but
it has to in the contract it has to say
[35:05]
that you need to keep everything
straight or you will not
[35:10]
be allowed to rent this place again
because then you're not charging
[35:14]
somebody to clean it but if we
at our discretion if somebody keeps
[35:20]
renting it and they're leaving a mess
then i feel we should have the right to
[35:25]
ask for security
[Music]
[35:43]
if you if they do that then you say for
you to come back you got to put up a 250
[35:48]
or 200 security deposit come back and
and the money that you already left in a
[35:52]
mess
has to be paid for to clean
[35:56]
and that'll maybe detail the term where
they don't have to put up the money but
[36:00]
if they leave it a mess then they can't
have it back till they put up security
[36:03]
deposit and pay for the cleaning how
about that
[36:07]
that would work i think most people
aren't going to destroy it because they
[36:12]
want to keep coming back and running it
but i understand for the fog whatever
[36:16]
the fog costs us that's what we should
charge them for because
[36:20]
you can lose the fob easily the fog's
five bucks it's just
[36:32]
we just put in the contract if you screw
up you're out we got a 50 security
[36:36]
deposit and we just run with it from
there for
[36:39]
now i mean we're guys we're new to this
you know what i'm saying um
[36:42]
i think we're gonna have to just um
i i think it'll be a deterrent to say
[36:46]
it's 200
and then what do you do for three months
[36:48]
you have to give us another check three
months you know i mean um
[36:52]
um
well what do you think about doug what
[36:54]
do you think about if they rent it we
don't make them put up security work but
[36:57]
they leave it a mess then we say for you
to come back you're out of here for you
[37:01]
to come back now you have to put up a
security
[37:04]
i'm i'm all for that sure okay good yeah
that's all in the context you put that
[37:09]
all in the contract they read the
contract if they don't understand the
[37:12]
contract then that's on them then we
have the right
[37:15]
the right to kick them out well that's
all i'm saying it needs to be put into
[37:19]
language i understand but but you can't
be going with all these security
[37:23]
deposits because what about our youth
group and say the scouts want to use it
[37:27]
are we going to charge the youth group
to go in there now
[37:30]
let's talk about that one now so
what bobby's asking is like that girl
[37:36]
that does the youth group rory she don't
raise money to a point for nothing are
[37:41]
we charging her are we not charging her
we want to know if that could be
[37:44]
forgiven or the scouts or hop are we
allowed to do that too patty pick and
[37:48]
choose who we're not going to charge
anything because they're um
[37:51]
non-profit guys
the problem is the the reason you have
[37:56]
the security deposit is to protect the
property
[38:01]
and you need to do that whether it's
a non-profit or
[38:05]
or or someone you know an individual or
a for-profit don't forget it's a
[38:10]
security deposit that you give back
if it's right it's
[38:15]
that that's one issue but the other
issue they're asking is can we for
[38:19]
someone like the scouts or the youth
group charge them anything per hour
[38:24]
could we have a zero per hour per charge
for them
[38:28]
you know some were charging 25
[38:32]
you can do that it has to be in the
policy but yeah you can do that
[38:36]
okay the youth group wants to use it
once a month like for an hour
[38:41]
that's it
on the first or second wednesday of the
[38:45]
month whenever the seniors meet and they
have their meeting down at the borough
[38:49]
building downstairs they want to come
down for the last hour and just play
[38:53]
some kickball or something that's all
they want to do
[38:57]
all right that's different that's
different than that's not like it's
[39:00]
every time i'm saying that's uh
that's once a month yeah for an hour
[39:06]
i do think if they have a key fob to
charge the security deposit but
[39:12]
they'd probably get keypad
because we have the keypads for the ones
[39:16]
that aren't going to be there
three four months you know
[39:22]
yeah i'm gonna kind of figure that out
with bob who's gonna have a fob and who
[39:26]
will get a pin pad who will get the
security pin pad code
[39:31]
if you're a long timer you're going to
get a fob
[39:35]
um right and if just a one and done or
you know something minimal then i'm
[39:40]
going to issue them the number and then
when they're done i'm going to go and
[39:43]
take that number out
okay
[39:47]
yeah guys i think you have to remember
this is our first this is a first for
[39:51]
all of us and i think there's going to
be hiccups along the way so whatever you
[39:54]
decide not like we can't change it in
the future if something doesn't work out
[39:57]
the right way
all the tests
[40:00]
yeah so it's no no reason to get a
headache over it or anything it's going
[40:04]
to be a trial and error process until we
get it right and we're used to
[40:10]
as far as the pricing goes i've never
been to one of these i'm going by the
[40:13]
word that i was given from
brian and what these prices are and if
[40:19]
if we need to change it we could change
it yeah
[40:22]
next season you know you know
they like it that much everyone that
[40:27]
i've shown it to loves it and they can't
wait to get in right yeah but it
[40:32]
wouldn't hurt if you don't know the
prices that melissa or someone don't
[40:35]
call somewhere just to know for the
future so the price there was we knew
[40:39]
the prices there's some some places are
150 depends some pieces are 120. some
[40:44]
people it all depends on time prime time
all that stuff we haven't been
[40:48]
separating that so um 75 was brought up
just so we can get rolling on it you
[40:52]
know i mean with the id probably in the
future what you know once we know that
[40:57]
building cost us if you know if we were
able to put any money into a q8 kitty
[41:01]
which was the plan for some recreation
stuff you know i mean um but if like we
[41:05]
come out of this year let's just say
and
[41:08]
we're we're in the red because you know
we're not charged enough then we just
[41:12]
have to charge some more yeah i mean
right right okay that's good
[41:16]
all right what else anything else bob
uh
[41:20]
i think that was it uh yeah so the so
the youth group we're gonna
[41:25]
we're gonna go with them they they're
they're good
[41:28]
for free go with that now
yeah and what about the scouts if they
[41:32]
do come up with that you'll just have to
let us know as they come up
[41:36]
you know yeah and like
they have to pick they have to go
[41:41]
according to the schedule you know if
the scouts meet on tuesday and someone's
[41:45]
got that
that spot
[41:47]
then they can't they don't get it right
they don't get it
[41:50]
yeah we're going to take them hurry
happen rory happened to call me at a
[41:54]
good at a good time frame when when no
one's booked so that's why we're going
[41:58]
to do it that way
[42:04]
every wednesday two hours every
wednesday i i didn't like that you know
[42:06]
i mean once a month for an hour because
there's a conflict i have no problem
[42:10]
with that
yeah that's what she wants once a month
[42:13]
for one hour yeah i don't think that's a
problem personally that's just me
[42:18]
keeping these kids off their street and
then you know yes
[42:23]
it's a nice program too my daughter was
in it for years
[42:27]
all right
okay let's move on anything else bob
[42:31]
that's it for now marty
where are we at next greg
[42:35]
no i'm good
okay debbie we went with debbie anything
[42:38]
else deb nope let's go with brandon
you good deb
[42:44]
yeah just
i'll add my stuff
[42:48]
when i i'll read my report during the
meeting
[42:50]
okay all right how about brandon i got a
couple small things i just wanted to
[42:54]
bring up with the obviously fire
department it's always fire department
[42:57]
with me
um
[42:59]
melissa while i'm thinking of it one of
the air cards we got i'm sorry to bring
[43:02]
us up now i just while i'm thinking
about it uh isn't connected to the
[43:05]
internet so i'm gonna bring it up maybe
we can try and figure it out together
[43:09]
and or if not we'll call who do we have
verizon for those yes yeah
[43:14]
just
bring it up because i'm going to need
[43:17]
that ime i number
and then i'll call them and we'll work
[43:22]
through it okay yeah i i would have
talked to you i just while i was
[43:26]
thinking of it i didn't want to forget
because i forgot a week ago to
[43:29]
talk to you about it so um a couple of
things december 18th is my christmas
[43:34]
party um i'm going to send out invites
to all you if you could mark it on your
[43:37]
calendars i'd like to see some guys here
because i'm going to present some awards
[43:39]
to my guys now well we've accomplished a
lot at the fire department this year i'd
[43:42]
like to see council or maybe the mayor
or what what not present some awards to
[43:47]
my guys they they deserve it they did a
lot this year what day to make that
[43:50]
friend that's a saturday it's going to
be at georgetown pleasant hills it'll be
[43:55]
cocktail hours at 6 dinner at 7. okay
what what's the date
[44:01]
december 18th
[44:05]
so i'll send out the invite formally
i'll have melissa email it all over here
[44:08]
okay all right
yeah yeah i'll send that out two things
[44:12]
ken ken i'm gonna have repairs on the
squad for brakes and rotors and our utvs
[44:16]
gonna need tires if the fire fund's all
right
[44:19]
i'll submit those through that's my only
thing for the rest of the year um if
[44:23]
you're already able to add
and
[44:27]
two things on my tree lot i'd like to
see council i don't know if anybody saw
[44:31]
the flyers going around we have a
sponsor a tree for a needy family the
[44:34]
council purchase a tree for 75 dollars
it's given to a needy family um i've hit
[44:39]
up all the local businesses they've
pretty much been doing it if the unions
[44:42]
are okay with that
i'm fine with it
[44:47]
and then the only other thing i want
help on is see just this is off the wall
[44:51]
we normally rent a penske truck they
give it to us for free to pick up our
[44:55]
christmas trees uh the day after
thanksgiving um new management has gone
[44:59]
through penske and we don't have a truck
to pick up the trees this year um i got
[45:04]
a line on one small box truck but i'm
probably gonna need more than that is
[45:07]
there anybody have any ideas on where i
could hit up to see if they donate a uh
[45:12]
uh let us use a truck for a day to pick
up the stuff pick up the truck yeah
[45:16]
bobby does mark nemma's truck still
runner know that i sold them or not
[45:23]
i know that touch too small
what do you mean too small how big of a
[45:27]
truck you need brianna
[45:31]
bob did you see the truck we had last
year that last year it was a it was a
[45:34]
big sized penske truck i don't know
what's what exact 24 foot or something
[45:38]
like that i don't
how far has it got to go you got to go
[45:41]
far
[45:44]
yeah
i don't know exactly it's it's it's a
[45:47]
good good hour and a half two hours away
i believe um
[45:50]
yeah i don't i don't know exactly where
he picks him up at jimmy burkowski
[45:53]
usually goes and picks them up
so what happened with the rental truck
[45:58]
they're just under new management now
and with cove and everything i guess
[46:01]
they were hurting and they said they're
not giving it on they're not letting
[46:03]
non-profits you know do it anymore um
how much is the rent one off of them did
[46:08]
you get that price i did i did not i was
just trying to do it for free before i
[46:12]
called for prices okay i mean i don't
know anybody i just know nemeth and i
[46:16]
know that other guy in port view the one
that
[46:18]
played with the body shop where body
repair is over there has one but i don't
[46:22]
think you want it to go an hour and a
half away yeah
[46:25]
you know if anybody had any thoughts for
me that's all i'm going to continue to
[46:28]
work at it i can i can i can talk to
timmy he does deliveries and all that
[46:32]
stuff with that van i might be able to
get him to
[46:36]
i didn't know if that would make it that
far bob oh he goes ohio and everything
[46:40]
on that does he i didn't know what he
did i thought i was thinking too maybe
[46:43]
he'd help us maybe yeah maybe i could do
that in our utv trailer you know or
[46:48]
something and work out that we could pay
him for fuel and pay him something for
[46:51]
his time but just you know
why don't you get a price of what one
[46:55]
cost to rent just so we know and then
we'll see
[46:58]
bobby if he can talk to timmy's app hey
greg greg do you know uh what's his name
[47:03]
over at the nelson's transmission
yes i do i'll talk to him tomorrow and
[47:07]
see what he charges for a large truck
he's not going to come to us he's not
[47:12]
going to give it to us for free i know
that i'm saying for free but no i'll
[47:15]
talk to him tomorrow i was thinking that
when right before you came in
[47:19]
um
[47:23]
he can get
which is i believe
[47:25]
brandon it's a 24 footers the biggest
ones they have and that's what you need
[47:30]
yeah
all right thanks guys i appreciate the
[47:32]
help if things are alright with renting
one then that'd be really cool too i
[47:36]
appreciate it i think the community
really likes us doing the christmas
[47:39]
trees we get great um i like it's a big
community thing that steve really takes
[47:44]
off
and you know i think it's good for good
[47:47]
for the community would you keep doing
that
[47:50]
it went fast
[47:54]
they went pretty fast last year a week
and a half two weeks we were done
[47:58]
yeah
maybe at the regular meeting brandon do
[48:01]
you have a date when you're going to
start this so you can at least advertise
[48:04]
a little bit now black friday it's the
day after thanksgiving okay
[48:10]
yep
all right
[48:13]
okay who else did i miss anybody i know
it's like quarter two and seven
[48:18]
dougie yeah sorry that's uh no big deal
dude we we see that um
[48:24]
you see all over dogs reports and stuff
like that dude we have a ton of your
[48:27]
properties that are um you know either
getting torn down ready to get torn down
[48:32]
some are crossing over from this grant
to that grant you know i'm like
[48:36]
my plan is guys
is to get these as shovel ready as
[48:39]
possible
this way in the future if we have say
[48:42]
minifield in the in town and we say hey
while you're in here you know i mean you
[48:46]
know throw this one down you know i mean
i want to be ready for it you know i
[48:49]
mean so that's kind of why you see this
open mumbo jumbo right now but um we do
[48:53]
have a plan and melissa's doing a great
job with that
[48:56]
getting us through that spot and now
dawn and all that so um you'll see a lot
[49:00]
of tacoma properties on there too um
and we'd all agree on that you know but
[49:06]
it seems like every time we try to do a
couple of these um
[49:09]
we always run into some roadblock
whether it's someone living in it or you
[49:13]
know i mean i don't know but um
well we'll figure it out and i just
[49:16]
think that um i want to keep rolling
this way so we are shovel ready as best
[49:23]
as test is done in the whole nine this
way if we have an opportunity and we
[49:27]
have a few bucks we can say hey guys
let's uh let's get a couple more of
[49:30]
these down um
and um we are we are definitely making
[49:34]
some hay so i wanted to tell you that
um if you guys are okay with that
[49:39]
um
other than that what i'll read at the uh
[49:42]
at the general meeting there nothing
nothing special
[49:47]
that's it alyssa do you have anything
you want to tell us here
[49:51]
um
no i don't i think everybody covered
[49:54]
everything that was in my report hey
mark one thing i forgot to mention
[50:00]
okay the gas tanks are out
yeah yeah i saw that
[50:04]
we talked about
yeah so the guy came in and did
[50:08]
everything and put it back to stone and
then he said probably be best to let it
[50:13]
go through the winter maybe bobby will
put some cold patch in now maybe not and
[50:16]
then we'll try to get it paved in the
spring in case it settles a little bit
[50:21]
all right but he did everything in one
day he said maybe one to two days i
[50:24]
thought he was crazy when he said two
days i never thought he'd do it all in
[50:26]
one day
they stayed until it was finished i know
[50:30]
and that dvp inspector was here all day
watching everything too
[50:34]
but it's all good he was he was decent
to us he was nice they sucked everything
[50:38]
out right bobby and took it
yep there's just that one barrel they
[50:42]
said they'll come pick up and the other
diesel tanks and any problem with the
[50:46]
gas cards anybody hearing
bob
[50:49]
no not that i know
okay i don't know i guess the police are
[50:52]
okay
chris
[50:55]
police the gas guard's okay yeah yeah
police are okay
[51:01]
okay
[51:05]
how are these
[51:15]
[Music]
it's like 99 of the gas stations it's
[51:19]
called wex wx exactly that's what i have
for my limos and they work fine i've
[51:25]
never had a problem they send you a
monthly statement you know what person
[51:28]
got it which vehicle it's in and how
much they put in so if anybody tries to
[51:32]
you know take a vehicle and fill it up
and fill another one up you know it'll
[51:36]
show the gallons and show everything
when they were there in time and
[51:40]
everything so pretty good
cool
[51:44]
all right anybody got anything else um
[51:48]
melissa you're going to send an invite
then to all the people that's on the the
[51:53]
list
for helping out
[51:56]
yes
[51:58]
uh we got
for the grant
[52:01]
how about we have do we have shane do we
have shane on it
[52:06]
uh
no
[52:08]
[Laughter]
should we have him on it everybody make
[52:13]
a decision yes yes
yes
[52:18]
melissa maybe he should get one a little
eight and a half by elevens even though
[52:21]
it took long that you know save for
for his effort or whatever that you know
[52:27]
whatever we're gonna say guys what they
thought is if you look at the plaque you
[52:31]
know you have brewster you have i don't
know court you have the new guy you have
[52:34]
doyle you have u.s steel and then you
have these different agencies in the
[52:38]
state that provided the money and
funding
[52:41]
my thought was that this lady that's
making the big signs could make just a
[52:46]
eight and a half by eleven nice piece of
paper that will get frames
[52:50]
and maybe you can hand you know they
could be handed or if they don't come it
[52:53]
could be mailed to them just saying
thank you for all your effort even if
[52:56]
it's one of them state agencies that you
know went through the funding in the the
[53:00]
agency that's listed on the plaque
and then that way if they see a little
[53:04]
piece of paper with their name and thank
you maybe they'll hang in their office
[53:08]
or whatever but maybe they'll remember
poor view down the road next time we
[53:10]
apply for money what do you think about
that anybody have a problem with that
[53:15]
sounds like a good idea to me
okay and we'll get one for shane too
[53:19]
melissa then
okay we'll do
[53:22]
all right
it looks like i have somebody standing
[53:25]
by to come into the meeting okay well
it's 6 49 so i don't know sevens when
[53:31]
they're doing the demos it's probably
somebody for the demos
[53:34]
oh this might be mark lezero well you
better let him in
[53:39]
maybe he wants to tell us
[53:52]
wait a minute
[53:57]
wait one second all right more
let me say start
[54:04]
oh i can't wait to go sit down stairs
again
[54:07]
yeah
yeah next month
[54:11]
mark lazaro are you in
[54:19]
okay where it go
more hi mark
[54:25]
i didn't know that was you
uh
[54:29]
uh because it comes up as pap's phone
yeah
[54:33]
yeah i couldn't change it
that's the way my phone set up
[54:39]
sorry about that
no problem okay
[54:43]
i just want to say really hard right and
had and just got over uh back surgery so
[54:48]
his daughter his son everybody's been
kind of
[54:51]
uh taking him around and he's been doing
the best he can for us so
[54:56]
mark thank you
you're welcome yeah i hope you heal up
[55:00]
quick do you have anything you need for
us mark in the next five ten minutes
[55:04]
before we go into other stuff
no i think uh
[55:08]
i don't know if you have any questions
for me or anything
[55:11]
well
i definitely wanted mark on standby
[55:14]
while we go and talk to patty about this
when we go into these public hearings
[55:19]
because some of the people who reached
out to patty and i also reached mark
[55:25]
mark has first-hand knowledge of all of
these properties he's done the reports
[55:30]
so i thought it was important to have
him here i mean especially because we're
[55:35]
still zoom and these people aren't here
in attendance i mean they are they're
[55:40]
listening but um i just thought that
that was important to have the building
[55:44]
inspector here as
that sounds well
[55:49]
okay
all right now if anybody don't have
[55:52]
anything else i mean it's six i don't
know what time it's your show 6 54 or
[55:56]
something anybody want to take a five
minute break till we start the um things
[56:00]
that they have to use anything the
restrooms or whatever
[56:03]
sure
yeah if you just want to mute yourself
[56:06]
that'll be fine
okay i'll be back in five minutes
[56:10]
okay
thanks er
[56:13]
i don't know how to mute
i'll just leave mine on yeah i don't
[56:16]
know that either
[56:24]
oh no
[56:28]
you're still there mark
[Music]
[56:32]
yeah i didn't i didn't walk away but i'm
going to one second here
[56:45]
okay i'll be right back
[56:56]
[Music]
um
[57:19]
oh
[57:38]
foreign
[57:45]
no that's new music
[57:57]
um
[58:20]
for help choosing the
[58:45]
so
[58:51]
thank you
[59:08]
okay
[59:32]
what
[1:00:12]
mm-hmm
[1:00:33]
and seeing this country coast to coast
on foot that is the mission underway by
[1:00:39]
tonight's guest who is
[1:00:44]
new york city
[1:01:20]
uh
[1:01:35]
this is a little reminder everyone
should have a copy of
[1:01:40]
each of the inspection reports that were
in your packet for the public hearings
[1:01:45]
this evening thank you
[1:01:55]
yes
[1:02:18]
i don't have anything fun
[1:02:36]
thank you
[1:02:48]
melissa
let's die at 6 59 so whenever you and
[1:02:51]
patty want to deal with the hearings
[1:03:00]
oops ready melissa
i am ready i'm just gonna ask everybody
[1:03:06]
to go ahead and unmute your phone if you
like
[1:03:09]
patty you can start
[Music]
[1:03:12]
okay everyone this is the date and time
set for public hearing
[1:03:18]
on five properties that have been added
been identified as blighted
[1:03:22]
and have been placed on the uh possible
condemnation list
[1:03:28]
hearing notices were mailed to all
owners on october 6 2021 by both regular
[1:03:34]
and certified mail
the taxing bodies including allegheny
[1:03:39]
county and south allegheny were also
notified as well as any judgment holders
[1:03:45]
the public hearings were advertised in
the mon valley independent on october 9
[1:03:49]
2021 and all the properties were posted
with notice of the zoom meeting
[1:03:55]
our mailing addresses were obtained from
the allegheny county assessment
[1:04:00]
website
um i wanted everybody to be aware
[1:04:04]
because this meeting is a zoom meeting
um any interested parties are not able
[1:04:09]
to participate live um i know a number
of them are
[1:04:14]
uh are watching the public hearing or at
least they indicated to me that they
[1:04:19]
would be
but anyone who has an issue
[1:04:22]
has uh submitted a letter or comments to
me and i will be entering those in the
[1:04:27]
record
so we'll start with the first property
[1:04:31]
1425 washington boulevard this is lawton
block 383n007
[1:04:38]
uh the record title owner
is the estate of glenn broman and the
[1:04:44]
estate of eleanor broman
um i did receive a call
[1:04:49]
um from an heir uh to the current donors
both are deceased
[1:04:54]
um and there was no objection to the
demolition
[1:04:58]
but it did wanted to um do what they
could
[1:05:02]
to get uh you know some personal
property out of the house
[1:05:06]
i did um
recommend that they do that sooner
[1:05:10]
rather than later i indicated that we
would not be able to provide access
[1:05:14]
but that um
but that they would have to reach out to
[1:05:18]
a homeowner one of the homeowners
to obtain access
[1:05:22]
um it's my understanding that mark
lazzaro is at the hearing this evening
[1:05:28]
is that correct
yes okay okay mark and can you please
[1:05:33]
state your full name and identify your
job for the borough
[1:05:37]
mark a lazaro senior and i am a
third-party
[1:05:42]
building inspection company abc
allegheny building consultants
[1:05:46]
and i do
the
[1:05:49]
property maintenance inspections for
demolition on the housing project
[1:05:53]
are you familiar with the property
located excuse me at 1425 washington
[1:05:58]
boulevard yes i am
can you describe the condition of the
[1:06:02]
property uh on the exterior appears to
be completely run down and not
[1:06:07]
maintained
other than somebody i don't know who's
[1:06:10]
been cutting the grass but they haven't
really taken care of the weeds or the
[1:06:14]
brush overgrowth
it has a deck on the rear of the
[1:06:18]
property that's uh kind of dilapidated
and falling down
[1:06:22]
um
i was able to get some pictures at the
[1:06:26]
windows that you could see the interior
of the house
[1:06:29]
and it just looks pretty cluttered up i
don't know if kids have been in there or
[1:06:32]
not
uh some of the siding is falling off of
[1:06:36]
the house off of the dormer
it's
[1:06:39]
just all in all it's pretty well run
down and not taken care of
[1:06:43]
mr lucero is the property vacant
it appears to be
[1:06:48]
uh there is no electric meter in which
means there's no electrical power there
[1:06:53]
there's no gas meter on the property so
again there's no gas service for heat
[1:06:59]
yeah
the water
[1:07:02]
uh based on the fact that there appear
to be no utilities
[1:07:06]
um is that property inhabitable
that's correct
[1:07:10]
so it is uninhabitable
correct
[1:07:16]
does this property create a safety and
health hazard to the community
[1:07:21]
it does because of
being open able to get in the property
[1:07:26]
it seems like the back door is kind of
like loose in a jar that kids can go in
[1:07:30]
there
and it's the safety hazard the fire has
[1:07:35]
okay
thank you mr lazaro um for purposes of
[1:07:39]
the record i i do want to indicate again
that uh mr craig broman did contact my
[1:07:45]
office to let me know that there was no
objection to the demolition of this
[1:07:49]
structure in your professional opinion
um
[1:07:53]
mr lazaro uh do you believe that this
property should be condemned and
[1:07:57]
demolished
i do
[1:08:00]
does council have any questions uh with
regard to 1425 washington boulevard
[1:08:10]
okay
uh hearing none uh we'll move on to
[1:08:15]
uh i'm sorry 1801 new york avenue this
property is um currently owned by the
[1:08:23]
anna m chantos
irrevocable trust
[1:08:27]
uh gerald chantos trustee
um mr chantos did sign
[1:08:33]
uh for the letter that was sent out he
had previously indicated that he was not
[1:08:39]
going to take any action with regard to
the property
[1:08:42]
um
i will i have received a communication
[1:08:46]
on this property but i'm going to
have mr uh lozaro testify as to the
[1:08:51]
current condition
so i'll ask you again mr laurel um mr
[1:08:56]
lazaro um and just to confirm uh you are
mark lazzaro and you are the property
[1:09:01]
maintenance inspector for the borough
port of view correct
[1:09:04]
that's correct
and are you familiar with the property
[1:09:07]
at 1801 new york avenue yes i am
can you describe the condition of the
[1:09:12]
property
it's in pretty poor rundown condition
[1:09:16]
and if i recall correctly i believe it
was two to three years ago i met with mr
[1:09:21]
chantos
because
[1:09:23]
there was question about demolishing
this year ago
[1:09:26]
and he
taken me through the house and i walked
[1:09:29]
through the inside of the house and it
was pretty much full of garbage
[1:09:33]
and he had a plan that he was going to
rehabilitate he was going to put it back
[1:09:38]
together and apparently he didn't follow
through with any of it
[1:09:42]
because today it's just about the same
condition as it was three years ago
[1:09:46]
whenever i took photographs of it
[1:09:50]
and um mr lazaro did you issue an
inspection report with regard to this
[1:09:55]
property
[1:09:59]
to the burden yes i did okay and and how
did you rate this property in terms of
[1:10:04]
priority
i put it as a high priority
[1:10:07]
okay and and does the condition of the
property impact homes in the
[1:10:11]
neighborhood
yes
[1:10:15]
and does the property create
growth on the property
[1:10:20]
which is actually kind of consuming the
building at this point
[1:10:24]
okay does this property create a safety
and health hazard to the borough port
[1:10:29]
view yes it does
okay
[1:10:32]
um i i do want to enter into the record
uh copies of mr lazzaro's uh inspection
[1:10:39]
report on this property and for all of
the properties i don't think i asked
[1:10:43]
about the report on 1425 washington
boulevard but we'll be um adding all of
[1:10:48]
those reports to the record
um also entered into the record at this
[1:10:53]
time is a a letter that i received from
a gentleman trevor osgood and i'm going
[1:10:58]
to read it into the record and a
physical copy of it will be included
[1:11:03]
uh mr oscar writes
hello and good evening i had hoped to
[1:11:07]
make an in-person appearance or one via
zoom but i'm told by the solicitor i
[1:11:12]
could only do this in writing so hope
this may suffice
[1:11:15]
please do not hesitate to
contact me at any time he left his
[1:11:19]
number
and his email as i make myself highly
[1:11:22]
available toward issues such as this one
including but not limited to this
[1:11:26]
hearing
i have recently purchased the property
[1:11:29]
from gerald chantos the property in
question is 1801 new york avenue
[1:11:34]
in my written testimony i will include a
personal letter from mr chantos that
[1:11:37]
might change some light
on his personal circumstances
[1:11:40]
surrounding the condition of the
property
[1:11:43]
bro understands his outline in the
inspection report provided by mr lazaro
[1:11:47]
from allegheny building consultants who
i would like to add that i have also
[1:11:51]
made contact with and indicated he is
supportive of rehabilitation of the
[1:11:55]
property under my plan
i would know mr chantos no longer is
[1:11:59]
involved in any construction planning
and is no longer the title owner again i
[1:12:03]
am the new title owner of 1801 new york
avenue and port view
[1:12:09]
i will say that when we did our title
search
[1:12:12]
uh if mr chantos was still the owner i
met the borough manager melissa mcglory
[1:12:16]
that indicated that burroughs eagerness
to find a swift resolution to the
[1:12:20]
property because of the blight and the
time frame of two months would be
[1:12:25]
wanted slash expected under my plan
concerning the most pressing repairs the
[1:12:29]
borough once fixed namely stages one two
and three in my general contractor's
[1:12:34]
enclosed plan
i'm emphasizing the main concerns which
[1:12:37]
i've observed to be the front porch and
first story roof
[1:12:40]
permits will be obtained and work
performed through
[1:12:43]
that of my general contractor mitchell
spark through his company new spin
[1:12:48]
design builders that is highly capable
of general construction
[1:12:52]
and the preservation of historic
properties
[1:12:54]
mitchell sparks general contractor
licenses and he gives us the license
[1:12:58]
number the entire renovation we plan to
complete within eight months while
[1:13:02]
prioritizing the non-compliant issues
most urgently according to the borough's
[1:13:07]
deadlines
my intentions for this property are
[1:13:10]
quite sincere and i am highly motivated
to comply with the borough
[1:13:14]
and make further
renovations to pass an occupancy
[1:13:17]
inspection
is i intend to make this property my
[1:13:20]
personal residence and have titled the
company in my personal name instead of
[1:13:24]
my company name to demonstrate this
for this end i've already made a good
[1:13:29]
faith advanced payment of seven thousand
nine hundred fifty dollars to my general
[1:13:34]
contractor mitchell sparks whose
services are now retained
[1:13:37]
right now we are in the process of
winterizing the property and emphasizing
[1:13:41]
any immediate repairs to comply with the
borough i am local and live in glassport
[1:13:46]
and my general contractor lives in west
mifflin so we will be actively on scene
[1:13:50]
at the property making the necessary
improvements and maintenance
[1:13:54]
again please don't hesitate to contact
me during or after this hearing for
[1:13:57]
clarity on anything
this plan is malleable should the
[1:14:00]
borough have any other timeline
expectations and my general contractor
[1:14:05]
has expressed to me that he will work
with the borough's deadlines you have
[1:14:08]
our full cooperation on this matter give
us any deadline milestone in this
[1:14:12]
project and i promise we shall meet it
to conclude i therefore strongly
[1:14:17]
remember recommend the council to not
condemn and demolish my house i fully
[1:14:21]
understand and respect the position of
the borough council has been awaiting
[1:14:25]
action
on this property from the prior owner
[1:14:27]
considerably longer than i've owned it
and i
[1:14:32]
seek to rectify this i'll add that the
taxes are current and will remain
[1:14:36]
current under my ownership thank you for
attention to this matter and i look
[1:14:40]
forward to working with you sincerely
trevor osgood
[1:14:44]
i'm i'm not going to uh read through
um
[1:14:48]
mr chantos's letter
but there is a letter from mr chantos
[1:14:53]
uh
attached
[1:14:56]
um and i would but i will read you the
conclusion he says in conclusion this
[1:15:00]
home is a piece
of poor view history a historian from
[1:15:03]
elizabeth township historical society
had done research on the historical
[1:15:08]
importance of the property to this
and should be saved
[1:15:12]
um i think mr chantos's wife had severe
medical issues and he at this point is
[1:15:18]
unable to do it also attached is um
a proposal from the contractor which
[1:15:25]
itemizes the work that is to be done
just to summarize the front porch repair
[1:15:31]
uh 3 600
general roof 16 000
[1:15:37]
um grounds clean up
weed control and clean up twelve hundred
[1:15:41]
dollars interior removal furnishings
debris trash ninety five hundred
[1:15:49]
um
and he'll be responsible for the
[1:15:52]
dumpster
so i i will say that mr osgood has put
[1:15:56]
together a a lot of information on this
um
[1:16:00]
mark lazzaro apparently has also had a
conversation with him mark can you
[1:16:04]
provide any confirmation on that
i have not had a conversation oh you
[1:16:09]
have not
no and i we have not to date received
[1:16:13]
any um
application for any building permit to
[1:16:16]
do any of the repairs
no and and he you know uh frankly i
[1:16:20]
advised him not to
move forward with the building permit
[1:16:25]
until council made a decision
okay
[1:16:28]
okay
yeah he has not reached out to me in the
[1:16:31]
form of a phone call anything like that
i have no documentation of
[1:16:35]
anything going on with this property for
several years
[1:16:43]
and what about excuse me one second um
what about trevor osgood has he reached
[1:16:48]
out to you
no
[1:16:51]
i'm saying his letter that he did
i don't have any voicemails from him or
[1:16:57]
anything
no no documentation saying i've spoken
[1:17:00]
about
[1:17:05]
okay
[1:17:12]
okay
all right are there any questions or
[1:17:15]
comments with regard to 1801 new york
avenue
[1:17:24]
okay if not we'll move on to 1106 monroe
avenue
[1:17:34]
so what's our outcome for this patty
sorry
[1:17:37]
well um
you know that it is up to council
[1:17:42]
as i indicated previously you know this
is someone who has just
[1:17:47]
recently acquired the property because i
did my title search at the end of
[1:17:50]
september beginning of october
um and it was still the uh mr chantos
[1:17:56]
who owned it um
he's apparently you know gotten someone
[1:18:01]
lined up you know there are a couple of
different options one option
[1:18:05]
is to postpone taking action on the
condemnation
[1:18:09]
and um
requiring mr osgood to meet with
[1:18:14]
mr lazaro in the next i would say 10
days
[1:18:18]
and um
and and give him a period of time to
[1:18:24]
complete
uh correction of the building code
[1:18:27]
violations
and
[1:18:30]
so when do we do this when do we give
him permission or what do we do do we
[1:18:34]
make a motion
um yeah i mean what we could do
[1:18:38]
and we would do it at the public part of
the meeting
[1:18:41]
properties that you want to move forward
with the condemnation of are part of one
[1:18:45]
motion okay
and in the event that you uh what i
[1:18:49]
would just simply do is make a motion to
postpone
[1:18:53]
action on the condemnation of any
property that you want to put a hold on
[1:18:58]
okay
okay i don't know if we're gonna do it
[1:19:00]
tonight during this hearing
not during the public hearing
[1:19:05]
thank you
um we're going to move on to 1106 monroe
[1:19:12]
um
the record title owner of this property
[1:19:16]
is terrence o'coulter and tracy coulter
um
[1:19:23]
the service was made of our our
correspondence in this regard
[1:19:28]
um i did receive
a a phone call
[1:19:32]
from uh one of the record title owners
who indicated that a company three
[1:19:38]
rivers holding company
has this process i'm sorry has this
[1:19:42]
property under agreement
um
[1:19:45]
and i did forward a copy of
mr lazaro's report to this property
[1:19:52]
owner i don't think um i did receive a
a message
[1:19:57]
i'm going out of order on this but my
one of the messages is on my phone and
[1:20:02]
i'd rather read it into the record
before i lose it
[1:20:06]
um to whom it may concern i troy banks
the manager of canary lion llc
[1:20:12]
will be purchasing the house located at
1106 monroe avenue in fort view
[1:20:17]
i am aware of the repairs required by
the city to bring it up to code
[1:20:22]
and i intend to purchase and correct all
the problems with due diligence in a
[1:20:26]
timely manner
any questions or concerns i can be
[1:20:30]
contacted and he gave me his number
thank you
[1:20:34]
um so you have a similar situation i
don't have as complete a letter as i did
[1:20:39]
on
um
[1:20:41]
1801 new york avenue but this person has
indicated that um that they are aware of
[1:20:47]
the issues that mark has raised and is
willing to move forward and make the
[1:20:52]
corrections
so mark i'm going to go back to you now
[1:20:55]
um
mark you are the property maintenance
[1:20:58]
inspector for the borough court view
correct
[1:21:01]
that is correct
and are you familiar with the property
[1:21:04]
located at 1106 monroe avenue
yes i am
[1:21:08]
can you describe the condition of the
property
[1:21:12]
uh partially collapsing in a few areas
like back porch roof
[1:21:16]
uh front steps
couldn't even walk up the front steps
[1:21:20]
coming in
had to go up through the yard because
[1:21:22]
they have like wooden steps that they
built the front yard and they're falling
[1:21:26]
through there's
a lot of junk in the backyard
[1:21:31]
building materials junk on the back
porch washers dryers
[1:21:36]
you know appliances
building materials
[1:21:39]
and
of course the porch roof is collapsing
[1:21:42]
on the back of the property
is this property vacant
[1:21:46]
it appears to be
with no way to get into the property i
[1:21:50]
would have to assume that it's taken
are there utilities to this property the
[1:21:56]
electric was not hooked up i mean there
is power to the meter
[1:22:00]
um that i saw there like
there is an electric meter in there but
[1:22:05]
the power i don't believe is turned on
because it
[1:22:09]
shows a bunch of lines on the meter
which usually means that it's
[1:22:13]
disconnected
is the property presently inhabitable
[1:22:18]
correct
it it is not inhabitable
[1:22:22]
it's not habitable at all okay
um
[1:22:26]
does this property create a safety and
health hazard to the community
[1:22:30]
yes it does
uh mark is this a property that can be
[1:22:34]
rehabilitated since this individual has
indicated that he intends that that
[1:22:39]
three rivers holdings wants to buy it
and rehabilitate it
[1:22:43]
yes just like the last property i
believe there they can be rehabilitated
[1:22:48]
if you get a genuine contractor that
wants to do the work and
[1:22:53]
you know commits to doing it
and
[1:22:57]
all in all it would be better off to
leave the properties intact you know for
[1:23:02]
the tax base
rather than tearing them down but if
[1:23:07]
don't have a
comprehensive plan to actually get these
[1:23:10]
rehabilitated
then they're better off being torn down
[1:23:16]
okay does council have any questions on
this property
[1:23:20]
yes buddy why did you receive the letter
from uh
[1:23:23]
llc
the
[1:23:25]
the person do you remember or the text
or whatever
[1:23:34]
see
you responded patty on any on 10 22 10
[1:23:40]
21
actually uh the in that the note that i
[1:23:43]
read into the record i received 10 25.
25 okay
[1:23:49]
last week
yes
[1:23:52]
okay
[1:23:55]
that's all i had
this is
[1:23:59]
you know i i will tell you that i've had
several calls
[1:24:03]
on this um
from the canary lion llc
[1:24:09]
uh melissa i think melissa had already
melissa had you received a call from
[1:24:14]
kurt lance
no oh okay um
[1:24:19]
because he called me several times
to make sure that i was aware of their
[1:24:25]
intention
um
[1:24:27]
you know this is this is a situation
where
[1:24:30]
they they have expended time and effort
in making sure that i was aware that
[1:24:36]
they are interested in fixing the
property up
[1:24:40]
so it's very it is very similar to the
last property
[1:24:44]
okay if there's no other questions
um i'm going to move on to 1822 trimble
[1:24:51]
you'll be glad to know this is a
property that i've received no
[1:24:53]
communication on
um
[1:24:58]
so mark i'm going to ask you to
um
[1:25:02]
to provide testimony on this i will tell
you that our certified letters were
[1:25:07]
received um
[1:25:11]
by
[1:25:16]
the record title owners
um but no one reached out to me on this
[1:25:21]
um
[1:25:25]
this property is located at 1822 trimble
avenue
[1:25:29]
um mark as as the property inspector for
the borough port view are you familiar
[1:25:34]
with the property at 1822 trimble
[1:25:40]
i have a different address on i have
1823
[1:25:45]
trimble
[1:25:48]
i don't know if that's correct or not
[1:25:52]
i'm trying to find the report on it we
have another one
[1:25:56]
1823 also has issues
but the one i cleared was 1822.
[1:26:02]
melissa can you confirm
[1:26:08]
1823 is the one that we tore down 1822
is across the street right right
[1:26:16]
and i can't find a report for that at
all did i do one for that
[1:26:22]
you know what i'm hold on one second i'm
looking at the pictures but
[1:26:31]
hold on
that's when you can't even see the house
[1:26:35]
you can't even see the house because of
the trees
[1:26:38]
oh okay now i recall yes
[Laughter]
[1:26:44]
got up here and there was no way to even
get up in the yard
[1:26:50]
it was almost as bad as the one down on
glen avenue where you had to cross the
[1:26:53]
creek and
climb through
[1:26:55]
now
so mark now that you've refreshed your
[1:26:59]
recollection are you familiar with this
property
[1:27:02]
yes yes
okay
[1:27:04]
and can you just obviously the
property's overgrown um can you give us
[1:27:09]
any for additional information with
regard to the condition
[1:27:13]
um
being that
[1:27:15]
the amount of overgrowth that's on it
it's gonna you know increase the
[1:27:19]
deterioration you know on a wood-sided
building like that
[1:27:23]
um the only part that's halfway cleaned
up is the
[1:27:26]
side that faces the neighbors
which i'm sure they're taking care of so
[1:27:30]
they don't have to like look at the
overgrowth
[1:27:34]
and the weeds you know growing into
their yard
[1:27:37]
so you're you're thinking
[1:27:41]
from favor
okay
[1:27:44]
so it's the neighbors taking care of it
yes
[1:27:47]
okay
um are you able to see the condition of
[1:27:52]
the property
um not close up
[1:27:56]
okay but based on the um vegetation and
overgrowth
[1:28:00]
uh you believe the property is
uninhabitable
[1:28:03]
yes
with no way to get up to the front porch
[1:28:07]
or even through the backyard
the only thing you can access is to see
[1:28:12]
the side of the house from the
neighbor's property
[1:28:16]
so you you understand this property is
vacant
[1:28:18]
yeah
[1:28:22]
based on your testimony you you also
understand and believe that the property
[1:28:26]
impacts the neighbors property
yes
[1:28:31]
they're to create a safety and health
hazard
[1:28:33]
to the community
okay
[1:28:38]
i i have not received any communication
or any indication that anyone objects to
[1:28:43]
the demolition of this
particular property does council have
[1:28:46]
any questions
[1:28:52]
i just have a comment that um
yeah this owner i think lives out of
[1:28:57]
state and we tried to we cited him for
the vegetation growth and we never got
[1:29:03]
any response from him then either so
uh yeah
[1:29:07]
they just must not care i don't know you
know what ken actually i i was able to
[1:29:12]
get a florida address for them yeah
but even
[1:29:17]
even those letters were returned
um unable to forward i but letters were
[1:29:23]
received
at an address in belle vernon
[1:29:28]
and and another address in ford view
gary crouch at 1591 romine avenue
[1:29:35]
okay i had a number of addresses here
all right okay
[1:29:40]
yep thank you
[1:29:43]
if there are no other questions we'll
close the public hearing on 1822 trimble
[1:29:50]
uh last but not least 1027 lyell avenue
uh mark are you familiar with the
[1:29:55]
condition of the property
at 1027 lyell avenue
[1:30:00]
yes
can you describe the condition
[1:30:03]
for council
[1:30:07]
right now
um
[1:30:09]
this house has a
again an overgrowth situation on it and
[1:30:15]
it appears that there's a detached
garage behind it
[1:30:19]
that
faces lyle alley
[1:30:22]
and the garage has collapsed off of its
foundation
[1:30:26]
so the
upper half of his wood frame plus the
[1:30:30]
roof
is all leaning over
[1:30:33]
the backyard is full of debris
construction debris pallets block
[1:30:38]
empty barrels
[1:30:43]
tarps
and it appears that nobody is living in
[1:30:47]
this property either
because again access to the front door
[1:30:51]
front porch the back porch
were completely overgrown
[1:30:57]
okay is the property vacant to the best
of your knowledge
[1:31:01]
from what i can tell yes
and and do you believe it to be
[1:31:05]
uninhabitable
correct
[1:31:09]
does it create a safety and health
hazard to the community
[1:31:13]
yes
especially the
[1:31:15]
partially collapsed garage in the
backyard
[1:31:19]
okay
um to that point i i um
[1:31:23]
did receive a communication
from an attorney um
[1:31:29]
out of i believe philadelphia
uh this property is uh scheduled for
[1:31:35]
share of sale a mortgage foreclosure
share of sale the first monday in
[1:31:39]
december
uh her name is caitlin donnelly and i
[1:31:43]
did speak with her let me read into the
record her communication
[1:31:48]
ms mcgrail thanks again for taking my
call earlier as i stated i looked at a
[1:31:53]
property inspection from october and it
looks like there was a tree that fell on
[1:31:56]
a garage my client removed the tree but
was advised by hud that it could not
[1:32:01]
remove the collapsed garage and to file
an insurance claim on it so this was a
[1:32:06]
property with a hud mortgage
i have not heard back from them on a
[1:32:10]
response from the insurance company
i did misspeak earlier because i saw
[1:32:14]
that hud had approved the removal of the
debris but it has not been done yet only
[1:32:19]
the tree removal we are recommending our
client go out and remove the exterior
[1:32:23]
debris immediately
i am requesting that this hearing be
[1:32:26]
adjourned if possible we only just
received notice of the hearing yesterday
[1:32:31]
because it got to the owner and then got
to them late
[1:32:34]
and do not have an attorney available to
cover we're attempting to line up local
[1:32:38]
coverage but are not sure if he'll be
able to assist on such short notice
[1:32:43]
we do have a share of sales schedule for
this property in december i am hopeful
[1:32:47]
that this may proceed to sheriff's cell
and we can either address the rest of
[1:32:50]
the issues with the property once my
client is in legal possession of the
[1:32:54]
property or a third party will purchase
and work more closely with the community
[1:32:58]
to rehabilitate
please let me know if this is something
[1:33:02]
that can be agreed to
um so it just so you understand kml law
[1:33:08]
group
the law firm that she is with
[1:33:12]
has taken this to foreclosure
um
[1:33:15]
for for the lender
and so they're hoping of course that a
[1:33:20]
third party comes in and bids on it at
the sheriff's sale
[1:33:25]
if that
if that doesn't happen one of two things
[1:33:28]
happens
the bank will bid in
[1:33:32]
and they'll take the property in their
name
[1:33:35]
but there is absolutely no guarantee of
that
[1:33:38]
if the bank would do that
they would owe the taxes and they would
[1:33:43]
be responsible for code enforcement
issues
[1:33:46]
but they don't have to bid in on it and
my concern is that they would not bid in
[1:33:51]
and this property is going to continue
to be blighted
[1:33:55]
um
so uh
[1:33:59]
on this one given the testimony that mr
lazaro has provided i would recommend
[1:34:04]
that this one stay on the
um list
[1:34:08]
once we notify
uh the law firm that we would be
[1:34:13]
condemning this property
um they would still have the ability to
[1:34:17]
reach out or to file an appeal
um i'm just concerned with this one that
[1:34:22]
um
that it won't be sold at sheriff's sale
[1:34:25]
because of its condition
and the bank won't take title
[1:34:30]
okay
i agree
[1:34:35]
in the history that i've had with uh
thanksgiving foreclosures on property
[1:34:39]
they have never
taken these
[1:34:43]
and they would give it a former owner's
name until somebody actually purchased
[1:34:46]
it
that's right and so i i
[1:34:50]
that this one i recommend stay on the
list
[1:34:55]
go ahead
yeah patty i
[1:34:57]
checked on that house today the tree
that was in question that fell on the
[1:35:01]
garage was in the front of the house
and that was removed from the front of
[1:35:06]
the house nothing is removed from the
back of the house the garage all the
[1:35:10]
garbage is still there the tree that
fell was in front of the house blocking
[1:35:14]
the front you can see the front now
because they took that section of tree
[1:35:18]
on but that's all that was done to it
okay
[1:35:23]
okay now according to the lawyer
representing the lender
[1:35:28]
um
for whatever reason hud won't approve
[1:35:32]
the removal of the collapse garage i
think what's more likely is they never
[1:35:36]
heard back from hud
because hud's got a million properties
[1:35:39]
on their list
[1:35:42]
with this before
i i don't have any evidence of any tree
[1:35:47]
that fell down in the backyard either
because when i took the photographs
[1:35:50]
there was a tree laying in the freckle
but not in the back
[1:35:55]
that's the one they removed mark the one
from the front because i had pictures of
[1:35:59]
that too
the garage fell from the wind we had a
[1:36:03]
storm earlier in the summer and the wind
blew that garage over
[1:36:07]
okay
[1:36:12]
does anybody have any other questions on
any of the properties
[1:36:18]
okay then that will close the public
hearings on these properties and you'll
[1:36:21]
have an opportunity
to make a decision as to how you want to
[1:36:25]
deal with them in the regularly
thanks
[1:36:32]
[Applause]
okay
[1:36:35]
it's 7 30 whenever you're ready to call
the meeting to order
[1:36:41]

[1:36:46]

six thousand
nine hundred and eighty seven dollars
[1:44:04]
and eighty cents the october delinquent
tax collection was six thousand
[1:44:10]
four hundred and twenty eight dollars
and twenty seven cents
[1:44:14]
the budget and finance committee
met on thursday october twenty eighth
[1:44:18]
we've come up with a premier
preliminary draft to present to council
[1:44:23]
this evening
the total budget for the 2020
[1:44:27]
the total for the 2022 budget is 1
744
[1:44:33]
hundred and thirty seven dollars and
twenty one cents
[1:44:37]
we are in a good financial position
this the shortage we incurred when
[1:44:42]
preparing for the 2022 budget will be
transferred over from the capital
[1:44:46]
reserve account to cover the expenses
overall the budget has decreased from
[1:44:52]
last year by
one hundred and twelve thousand dollars
[1:44:57]
this is due to good financial management
and the grants brought in throughout the
[1:45:02]
year
the grants have helped defer some of the
[1:45:05]
capital projects
that were earmarked for the budget
[1:45:08]
expenses
the allocation transfer from the soar
[1:45:13]
fund to balance the 2021 budget will not
be necessary according to the financial
[1:45:18]
projections
i would recommend to advise to display
[1:45:22]
the preliminary budget for review along
with the budget
[1:45:26]
ordinances
[1:45:31]
tonight and then um the other thing i

[1:47:23]
melissa did an excellent job and for all
the people to know that there is no tax
[1:47:29]

[1:47:34]
next up we'll go with who's next brandon
sure
[1:47:39]
how many years is that now without a tax
increase mark isn't that a couple years
[1:47:42]
oh yeah it's been many years melissa
wouldn't know the exact number but it's
[1:47:46]
been a long time
awesome
[1:47:50]
um i got my garbage collections report
for the month uh
[1:47:54]
garbage collections uh current
collections for october is two thousand
[1:47:57]
eight hundred thirty four dollars the
lincoln collections for october is one
[1:48:00]
thousand seven hundred five dollars
ninety cents
[1:48:03]
uh
we had to clean up some motor oil um i
[1:48:07]
just want to remind all the residents
please uh
[1:48:09]
any oil or a hazardous material keep it
out of your trash for collection uh
[1:48:14]
this is addressed in the uh the
borough's code ordinances so just a
[1:48:18]
general reminder we've had some problems
with that
[1:48:22]
to all the residents i did want to
report a couple things from the fire
[1:48:24]
department uh
uh
[1:48:27]
i don't have a date yet but uh by
december's meeting i'll have a date for
[1:48:31]
santa to ride around to borrow and hand
out candy like we normally do
[1:48:35]
try to follow as much as we can special
distancing with the kids
[1:48:39]
the christmas tree lot we'll
be selling christmas trees again
[1:48:43]
starting the day after uh thanksgiving
that'll be the 26th of november
[1:48:48]
um
anybody that wants to donate a tree for
[1:48:51]
a needy family where we have
sponsorships and your name will go on a
[1:48:54]
sponsorship uh
council is going to sponsor one as well
[1:48:57]
uh and we'll donate a tree to a needy
family we do this every year last year i
[1:49:01]
think we donated 30 trees to needy
families it's in it's awesome program
[1:49:04]
and i'm pretty proud that the
community's embraced it the way it has
[1:49:09]
lastly
snoopy passed his heights and dissension
[1:49:13]
test if anybody didn't see the pictures
it was pretty awesome he repelled with
[1:49:16]
me from 60 feet off a balcony and uh
next next thing so he should be done
[1:49:23]
with his tracking here and come
beginning of spring and he should be
[1:49:26]
fully certified
great
[1:49:29]
wow
it's great i have a job
[1:49:32]
thanks
motion number 23 motion to ratify all
[1:49:36]
departmental and intergovernmental
transfers during the month of october
[1:49:40]
2021
a motion on the floor by brandon's there
[1:49:43]

[1:49:45]

[1:50:04]
eyes have it so ordered
i have one more motion but we'll save
[1:50:08]
that for the end all right okay next up
we want to go with um
[1:50:14]
dougie
okay thanks mr president
[1:50:17]
i do uh
want to say that minifield demolition
[1:50:22]
have picked up all the necessary
paperwork
[1:50:24]
uh
for the demo federal demolitions at 1483
[1:50:29]
romine and 1726 rear row mine avenue um
these should be down within the next
[1:50:35]
week or two so um
you'll see them in the borough here for
[1:50:39]
those two structures 1483 romine and
1726 rear real mind
[1:50:45]
we're working now on the next round of
the cdbg for street reconstruction and
[1:50:49]
demolition
so if the residents get a call from the
[1:50:52]
borough it's completely legitimate and
it's part of the survey process for
[1:50:56]
funding just want to let people know
that
[1:50:59]
um
asbestos testing was completed this week
[1:51:02]
on 1818 tacoma
1820 tacoma
[1:51:06]
eight 1124 burberry
1706 new york
[1:51:11]
once we get the results from don glenn
engineering we get spec prepared for bid
[1:51:14]
on the demolitions on those properties
um
[1:51:19]
also the allegheny county birds
association will be held on the same
[1:51:22]
night as the car as the uh
clogger i believe december 2nd they're
[1:51:27]
having a general membership uh gathering
in on
[1:51:30]
december 2nd at the south hills country
club 6 o'clock uh you got the rsb by
[1:51:35]
that by november 17th
so um i guess we'll talk about that
[1:51:40]
moving forward here
i have to go to a meeting there tomorrow
[1:51:44]
so
um that's i do have a couple of uh
[1:51:48]
motions but i do want to discuss
motion number 18.
[1:51:53]
uh based on the two properties that are
on here the 1801 new york and 1106
[1:51:58]
monroe
based on these um the interest from some
[1:52:02]
parties here to rehabilitate these
properties you know
[1:52:06]
i don't have a personal problem with
postponing those i wouldn't do that but
[1:52:10]
you know we would have to have some
strict guidelines in my opinion you know
[1:52:13]
i mean like maybe they need to get a
hold of mr lazaro within 10 days
[1:52:17]
um
strict time frame for any um
[1:52:22]
renovations like that he would deem
immediate
[1:52:25]
and then also a comprehensive plan as to
how they're going to move forward and
[1:52:29]
again i'm just one one guy i you know
obviously i would need conscious input
[1:52:33]
on that but uh those two i wouldn't have
a problem postponing those under those
[1:52:37]
conditions personally
the other three which i will read um
[1:52:41]
shortly um i i would suggest we proceed
with condemnation
[1:52:47]
but uh with that doug then yeah
i'm okay with that too just so we get
[1:52:53]
the time frame too besides mark and
whatever they're gonna do that he keeps
[1:52:56]
them to a strict time frame yeah i
wanted to be strict though please

a lot of years we've been um playing
[1:53:04]
with this one and um
you know i i'm
[1:53:08]
i'm excited to hear someone's interested
in flipping it making it nice you know
[1:53:11]
for themselves to live there you know
but um they got a lot of work to do and
[1:53:14]
i like to see progress personally you
know i mean that's where i'm at
[1:53:18]

[1:53:36]
would recommend for a condemnation and
when i get to the 1801 so i say
[1:53:40]
recommend a postponed
um
[1:53:43]
why don't we you know why don't we read
it as it's written
[1:53:46]
and just leave out 1801 and 1106.
okay
[1:53:51]
all right

there's going to be any shortage of salt
this winter
[1:58:19]
even though we had a pretty good winter
last year they say they claim they got a

let's hope the truckers can truck it to
