We're going to call the order of the March 17th, 2025 Board of Mayor and Alderman. At this time, we're going to have our prayer and pledge if you can all stand.
[7:58]
If you would like, pray with me please. Father is, we're before you today. I just want to say thank you for who you are. Thank you, God, that you are a holy, eternal God. Lord, while we're gathered here this evening, our hearts go out to our neighbors and friends, not only in our state, but in the surrounding states. Lord, who suffered great loss and damage,
[8:19]
due to the recent storm, but at the same time, Father, we say thank you that we were spared.
[8:26]
Lord here tonight, Lord as we liberate and do business in this city, I thank you for the city of Poland.
[8:32]
And I thank you for each one that's gathered here.
[8:35]
Lord to do the work, the employees, the citizens, the council,
[8:39]
bless all that we do here.
[8:40]
And thank you, Lord, most of all, for the gift of your Son, Jesus.
[8:45]
Thank you.
[8:48]
Congratulations to the flag of the United States of America, and to the Republic, which is
[8:54]
the United States, one nation under God, indivisible with liberty and justice for all.
[9:07]
All right, Paul, guys, we've been in budget work study at ranover, so we're just getting
[9:12]
the council meeting started here at six, instead of five, at this time we'll do row
[9:16]
All the materials, coals.
[9:20]
Here.
[9:20]
All the maintenance sailors.
[9:22]
All of your money, coals.
[9:24]
All of your ingredients.
[9:25]
Here.
[9:26]
All of your junk.
[9:27]
Here.
[9:28]
Vice Mayor Megan Thompson.
[9:30]
All of your money.
[9:31]
Here.
[9:33]
Under the approval of the gender as was discussed in the budget work study.
[9:38]
We have two resolutions that will need to be added.
[9:41]
Resolution 25-26.
[9:44]
Resolution 25-27 and they'll be placed under legislative as somebody would like to make a motion to approve the agenda with those two
[9:52]
Resolution.
[9:53]
So motion approved.
[9:54]
Second.
[9:56]
We have a motion and with second.
[9:58]
Do we have any other discussions on the agenda?
[10:02]
All in favor say aye.
[10:04]
Aye.
[10:04]
All opposed.
[10:07]
Nothing under presentation tonight under public hearing portion.
[10:11]
But we have a item certificate of compliance for Drupatale, a Portland line in Spears located
[10:18]
at 144 West-Night Street, Portland, Tennessee, anyone that's here wishing to speak on
[10:23]
that item.
[10:26]
Then the next public hearing item is, uh, home premises beer permit for Sebastian Lanzo,
[10:34]
uh, Castanita at 105 North Broadway, Portland, Tennessee, anyone wishing to speak
[10:39]
on that public hearing item.
[10:42]
Seeing none, our public hearing is closed next. We'll go to our public comment period.
[11:10]
We have one person signed up. I believe it's Ashley Washington.
[11:14]
You would come to the podium, state your name and address, and the item that you want to speak on.
[11:18]
You'll have five minutes there to speak.
[11:22]
Hello, my name is Ashley Washington. My address is 517 West Market Street.
[11:29]
I'm here to speak about Portland possibly allowing the sale and the popping, I guess, of fireworks inside the city limits for Juneteenth.
[11:43]
I'm just sharing with us whatever you want to share.
[11:45]
So basically, last year, I didn't know, I knew here, I didn't know that we weren't allowed to pop the firecrackers on Juneteenth.
[11:53]
couple of officers was like hey you need to do this and that and then I was like I called the
[12:00]
city and they were like no you have to get in touch with you guys so here I am. I just want to be able to
[12:06]
pop the firecrackers and have the same opportunity for our black independence as our nation's independence.
[12:15]
That's it. That's all I got. Thank you. Thank you. All right that was the only item we had on the
[12:20]
comment period. Next we go to communications from council members. Have any council members
[12:26]
want to share anything tonight? Mayor, I missed during the agenda part of that. It was
[12:31]
going to ask if there was a reason why the compliance for the liquor store was on their
[12:37]
twice is why it's on legislative and beer well. Well I feel like we probably need to approve
[12:44]
which probably should be approving the strict compliance after the recommendation of that call
[12:50]
average board as a resolution. We haven't been doing that, but we keep saying it's approved.
[12:56]
You talking about this, too? You're going to buy this for a liquor store?
[12:59]
You put it where you want to, because the council doesn't have to approve as long as you do.
[13:02]
Well, that's why we asked other day, because it looks like that. It's showing that the council
[13:08]
technically approved it, though they never voted on it. So if you don't want it there, we don't have to
[13:13]
do anything. We just wanted to do it. Yeah, because we're showing it as a resolution. The council
[13:17]
never voted it would say that for Albert Ford. So if you want it, how do you want us to write it?
[13:23]
I think it's fine to do with the resolution. I think you got to decide why the board
[13:28]
is even acting on ABC for a man. I mean, it's beers with city regulations. The city has no
[13:33]
regulation in the ABC. All we do is say it's zone properly. It's within our numerical limitation.
[13:39]
And we don't, you know, they're supposed to also provide us for the background check.
[13:43]
That's it. So the certificate applies. You just want to give a letter from
[13:46]
how a bearish board is then. It's a way to have a record that's finished. Somebody needs to
[13:52]
either vote to do it or you just do it on your own, but it can be the way. It could be the whole
[13:55]
council. Well we wrote it as a recommendation and we looked back as we need a record going forward
[14:02]
because when somebody looks back we need something. If the council is going to act on it needs to be
[14:07]
in the council meeting, not in the bear board meeting because the bear board has nothing to do with
[14:11]
this. So it should just be on the regular council business, not with the, but I can't
[14:16]
be able to call your app call of the work.
[14:22]
That's why it's so confusing after.
[14:25]
So what's your recommendation?
[14:27]
So if you want the council act on certificates of compliance for ABC permits, and he's
[14:34]
being an item on the agenda that the full council has nothing to do with the alcohol board.
[14:38]
Okay, we have an item on here tonight for that.
[14:40]
And we just need to take it off from the avenue.
[14:43]
but this is the moment of once. I think it was your case.
[14:46]
How does it secure the light?
[14:47]
I'd never seen one shell of twice like that. That's why it was lost.
[14:50]
Yeah. That takes care of it. I think it resolves it.
[14:52]
So when you get to alcohol beverage, you can remove it.
[14:55]
Okay. That's perfect.
[14:57]
All right. Any other communications from Council members?
[15:01]
And then Mayor's report, a couple of things to share with you. We met with T-Dot, March 11th, construction on the I-65 widening from exit 96 to exit 98, Rivergate to Miller'sville. We'll start in a few weeks. So, heads up. Okay. So, there's going to be a little lengthy time there. So, once that gets into full swing, there'll be some delays. But also in that meeting, we discussed the Portland Bypass again. It is still on track.
[15:30]
Anything they've told us, we've met in person wants, we've met virtually wants and by email that the Portland bypass the northern leg will go to be as August the 15th and the signs will go up to start construction on October 1st of this year.
[15:48]
So the Portland bypass and all the leg is starting this year, so we've met over and over with them
[15:55]
So I just want to confirm that because I know there's been a little confusion about that. So
[16:00]
Also gate view road extension. I'm going to be bringing you some information about this this project has lingered for years
[16:07]
Where we're supposed to extend that from the end of gate view at the school over to pain road
[16:12]
And we're going to have to have a real discussion to you. Are we still doing this?
[16:16]
We've had multiple engineers look at this. There's
[16:18]
a real issue out there to make this project move forward, but we're going to have to have
[16:25]
a discussion. So I'm bringing it to you. It'll be coming up soon.
[16:29]
The preserved Portland land use plan is Mars 27th, Russel in GM 530 to 7 PM. I think this may be the last
[16:36]
public opportunity. We've been meeting public meetings multiple times for almost two years now.
[16:43]
So we've done online surveys and everything. So hope you'll come to it and we'll be done the
[16:48]
And then our community cleanup day is Saturday, March the 29th.
[16:53]
A lot of times when civic groups call and ask what they can do, and I say,
[16:57]
man, we don't encourage you to pick up trash on the side of the road.
[17:00]
It would always be a hell.
[17:01]
But we want to encourage our citizens, March the 29th.
[17:04]
Get signed up, look on the chambers, page, you can sign up as a volunteer,
[17:09]
we'll give you all the supplies you need, we'll go out in mass.
[17:12]
And every time we do this, we'll pick up thousands of pounds of debris
[17:17]
trash along the sides of roads and so I hope that you'll get involved
[17:21]
March the 29th for that.
[17:25]
All right, this time I'm going to turn it over to our alcohol
[17:28]
beverage board chairman, I'll let him make down.
[17:31]
I'll call the alcoholic beverage board committee
[17:34]
core. We've got a core and for that.
[17:38]
The first item on our agenda is a certificate of compliance for group
[17:41]
to tell the pork and wine and spirits. At 144 west
[17:44]
I'm going to move that we take that off the agenda and handle it under the legislative portion
[17:52]
if I can get a motion set, a dual motion set, a second motion and second all the time.
[18:00]
The next item will be for the new Mexican restaurant, it's in the old prescription shop
[18:06]
that 105 North Broadway, for Sebastian Castaneta,
[18:14]
had the application process and made it
[18:16]
things to be in order on it, so I'll have a motion, second, second, second, second,
[18:22]
second, all in favor, like that carries, and that's all we've got on our colleague
[18:29]
board tonight.
[18:32]
I'm going to turn that part of the meeting.
[18:34]
Thank you, sir.
[18:35]
Next step is our consent calendar.
[18:36]
Do we have a motion?
[18:38]
So move.
[18:39]
Have a second.
[18:41]
All in favor, say aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye aye.
[18:42]
All opposed.
[18:44]
Nothing under community development, anything you want to share under finance,
[18:50]
ornamentalist, nothing under it's not nothing, the sports steady was pretty much it.
[18:55]
All right, any thing under fire, ornamentalistic balance?
[18:58]
Stop coming up soon, probably be nothing behind.
[19:01]
All right, and then next up is under H.O.R.
[19:05]
ornamentalist, you've got a discussion item.
[19:08]
His discussion for the personnel policy manual,
[19:12]
I guess I would refer to Ms. Hazelol, man, most good for you.
[19:21]
But you don't have to, you don't have to.
[19:22]
You don't have to move in, yeah.
[19:24]
Where is he?
[19:24]
Do you want to go here, okay?
[19:26]
Okay.
[19:27]
I just...
[19:28]
Okay, she's not.
[19:29]
So this item, I wanted to put back on this agenda to discuss a few things.
[19:34]
And so the any questions that you get about,
[19:37]
we'll be doing the second rating of the personal policy next meeting, I guess.
[19:43]
So, we want to see if you add any questions or thoughts after that class meeting.
[19:49]
Hazel, come on up.
[19:53]
So, you've got any questions for Hazel.
[19:56]
If not, we'll be moving on with the personnel policy to next meeting.
[20:10]
So, you know, as it's put it on the agenda.
[20:12]
So, we're just going to add some questions.
[20:14]
You'd ask about that.
[20:16]
I did. I'd ask some questions.
[20:17]
I had already gotten word back from the directors on where they stood.
[20:22]
Any other questions, right?
[20:25]
But anything?
[20:27]
I think the only thing we're looking at is right now being
[20:30]
is just the updates to the personnel policy,
[20:32]
which I think we're going to talk about.
[20:34]
We're going to go to the next time.
[20:37]
If you have any questions, please reach out to them.
[20:40]
If you have any questions, please reach out to them.
[20:43]
OK.
[20:44]
And you'll have an opportunity to make any changes in that
[20:46]
security.
[20:49]
All right.
[20:49]
Thank you.
[20:50]
All right.
[20:52]
All right under legislative ordinance 25 national ninth first reading an ordinance to repeal and replace
[20:57]
Title 8 chapter one toxicating liquors on this will code of the city of Portland. I'm a motion to get on floor
[21:04]
And so we were doing a couple things on this one things. I brought up to you while by we were raising up the fees
[21:10]
We were also adding into this the previous amendments that were never pulled together
[21:16]
So we pulled it all together in one document
[21:18]
We're getting ready to codify the entire municipal code, so we want to get this out in front of you, so you can see it, see the adding questions in there.
[21:29]
And we're also, in the past, be reviewing all these things as well as we can make forward into that.
[21:35]
All in favor say aye.
[21:37]
Aye.
[21:37]
All in favor.
[21:41]
All in favor.
[21:41]
All in favor.
[21:45]
All in favor.
[21:51]
to get on the floor. And a second, and based on the conversation, if the other meeting, once
[21:57]
again, this is coming up dating of this particular chapter. One of the things that we did
[22:03]
add was expand the time to shoot fireworks from June the 18th through July 5th. We added
[22:10]
Memorial Day weekend and then we have December 24th through January 1st. That's the time. Remember,
[22:17]
we don't dictate the time to sail when it comes to that as a state.
[22:23]
As far as I want to address this young lady, she had mentioned something about the
[22:28]
land, the sail and the sheath you know of them.
[22:30]
Unfortunately, the state dictates that sale time, and we're not allowed to sell it at the 20th, but there are some year-round retailers, like sad-sams, some of those other places they sell year-round, but for the local people in port, and we're not allowed to sell it at the 20th, so make sure you get them before you need them.
[22:47]
And also, be a makeup weekend, but I know just in there, there's a section that
[22:55]
refer to in the event that there's a drought out there, and there's a band that's been
[22:59]
overshoot them, yes, or on the 4th of July, as soon as the weather permits, it would
[23:05]
be a loud, that following weekend, while weather improves, and I noticed that it's a man
[23:10]
p.m. cut off on that weekend.
[23:12]
Can that be changed to tan because during that time of the year not a clock it's better to have this body
[23:17]
Can dark anything they will make right here. What what is it on the normal if you go back?
[23:22]
Let's look at that real quick. So we're all clear there are a couple times yeah for that two week period
[23:27]
That you could cheat them that does cut off an anti-hum there's an exception for the fourth
[23:31]
Did you lie for that week into where it goes to T and PM it's just when they added their makeup
[23:36]
And there they went back to man PM on it that needs to change it in off so it's
[23:43]
Yeah, I didn't see the cut off date on the, or the, I mean, we don't list, so June the 19th
[23:51]
night listed as June 18th to July the 5th from 11 a.m. to 9 p.m. with the exception of July
[23:57]
4th for the time shall be 10 a.m. to 11 p.m. so that's how it's written and that's how it
[24:04]
But previously, all we did was move the day back to the 18th base on the discussion at the last meeting.
[24:11]
Well, I'd like to make a motion that we mirror the times that you have the forecast for every holiday.
[24:17]
For June 19th, for all of those, for everyone home.
[24:22]
Yeah, for all, not for the, you know, that two weeks up and forth as you lie,
[24:26]
that's pretty much people just play in around with them.
[24:28]
They in the middle, we don't allow the complaint from everyone saying they're shooting all night long.
[24:32]
the actual day of the night and forth more or the end of makeup than you referred for
[24:36]
makeup. Correct. Okay. If that makes sense. I do. Okay. We put that in a form of
[24:41]
emotion. I do. Did you do it? Have a second. All right. Just so I'm clear that the
[24:48]
time shall be 10 a.m. to 11 p.m. on June the 19 July 4th, the Memorial Day weekend
[24:59]
Which compass is Saturday Sunday Monday we're doing the whole weekend or just I
[25:08]
Just on the day just on the moral day
[25:14]
Yeah, we'll do that and
[25:19]
Okay, and then the other set out because it's New Year's day and you had a 12 38
[25:25]
Okay, you want to still be a future firework.
[25:30]
All right.
[25:30]
So we have a motion and a second on the amendment.
[25:33]
We're voting on the amendment only.
[25:35]
All in favor of the amendment say aye.
[25:37]
Aye. All opposed.
[25:38]
Now we're going to go back and vote on the first reading as amended.
[25:42]
So this is ordinance 25-10.
[25:45]
The first reading.
[25:46]
Title seven.
[25:47]
Chapter six.
[25:48]
It's all in favor say aye.
[25:50]
Aye. All opposed.
[25:51]
And we'll make those changes.
[25:52]
have them ready for the second reading and then okay. And just as a reminder, the reason why these
[25:58]
dates were strong in some of these times was kind of a back and forth over time. Some people,
[26:05]
like fireworks, some people don't like fireworks, and it was kind of a compromise, right? So
[26:11]
that's why the dates and times are a little different. Okay. All right, sounds good. Thank you.
[26:19]
Resolution 25-20 a resolution offer us a certificate of compliance for Drew Patel
[26:24]
a Portland line in spirit, located 144 West Knight Street for Nintendo C to have a motion
[26:28]
get on the floor.
[26:29]
Some moods.
[26:30]
So do I have a second?
[26:32]
Any discussion?
[26:33]
So this is something y'all are probably aware of this.
[26:36]
This is an existing retail sport that we have now that young ladies have owned it.
[26:44]
she dies unexpectedly. And Mr. Patel has the gentleman that has heard
[26:52]
us and it was left with it, had no desire. He didn't want anything to do with it.
[26:55]
He wanted out of it. And Mr. Patel had actually came to us and asked for a lot of
[26:59]
songs on 52, a while back, but I think he's mentioned that he was a band in that
[27:05]
idea, and just use that in a sense, it's an establishment.
[27:08]
as a passing of this resolution would abandon the other one, okay?
[27:14]
And so he went through all of our approval process and everything for the last one,
[27:18]
so I see no reason to leave it.
[27:22]
We don't really have an opportunity to transfer a license that has to be done this way.
[27:25]
And like the attorney said earlier, all we are doing with this resolution is just saying that he checks all of our boxes.
[27:32]
Then it's up to the state whether it's you or not.
[27:34]
And we track it because we have a limitation on the number of licenses in our city.
[27:40]
That was compromised made with the citizens based on our population.
[27:47]
Okay.
[27:47]
All in favor say aye.
[27:48]
Aye.
[27:48]
All opposed.
[27:49]
Next up is Resolution 25-26.
[27:53]
Resolution approving the intent of the city of Portland or fire and appropriateness
[27:56]
through funding to complete the competitive tea deck.
[27:59]
Our finalization grant.
[28:01]
Have a motion to approve.
[28:03]
Is that underled just please?
[28:05]
Mm-hmm.
[28:05]
Nice to meet you.
[28:07]
All right.
[28:07]
So we have a motion.
[28:09]
We have a second.
[28:11]
So this is the resolution.
[28:13]
We don't send this in another.
[28:14]
We'll send them both to the city of Galton.
[28:17]
And they're getting ready to sign contracts.
[28:19]
On this grant, we've been working toward for over two years.
[28:22]
So we're almost to the finish line.
[28:24]
The hope is to get this thing completed and water flowing in a pipe.
[28:28]
So to speak, by the end of 26.
[28:29]
Okay. And this is something that we are all on to the assumption of white houses considering
[28:37]
taking our system that they give in their blessing to also say they think we should move forward.
[28:45]
Yep.
[28:47]
All in favor say aye. Aye. All opposed. Next up is Resolution 25-27. Resolution
[28:54]
off-Rise in the Mayor and Finance Director of the City of Portland to pursue financing options
[28:59]
for the cost of necessary improvements and extensions of the city water system.
[29:03]
We have a motion to approve and a second.
[29:07]
And so once you pass this, she'll be reaching out.
[29:11]
She has already been reaching out and she'll be bringing to you.
[29:14]
And you'll approve the option that she brings.
[29:18]
Okay.
[29:18]
All in favor say aye.
[29:20]
Aye.
[29:20]
All opposed.
[29:22]
All right. Thank you for that.
[29:26]
Nothing under airport, anything under parks and rail.
[29:30]
No, it's from the wood all, and we'll go to planning and codes.
[29:33]
Ordnance 25-11 is the first reading and ordinance authorized the mayor to enter into a developer's agreement with the Stephen Stags for the water improvements including the installation of a new ADN waterman through the development.
[29:45]
A new ADN waterman along college street and a new ADN sewerman throughout the development for the Ruby Springs development located at 7.8 college street Portland, can the sea do have a motion to get on the floor?
[29:57]
No, no.
[29:59]
I'm gonna say-
[30:01]
And so this has been the developer approved of this and all the department has, and so once this is the approved on the second rating of the site, all in favor say aye, all opposed.
[30:16]
The next one, if you get a motion in a second, I'll explain this one to you, resolution 25-21, a resolution to approve the order of presentations for playing unit developments to have a motion to get on the floor.
[30:29]
So I thought this could be helpful, currently the way we're doing PUDs is that the developer holds their own community
[30:37]
conceptual.
[30:37]
We don't have anything to do with that.
[30:39]
And then they hold a conceptual with planning.
[30:41]
And then they go into the official process.
[30:44]
I thought this would be helpful if once they get down to the community, they would come to the council and do their concept.
[30:50]
Go to the planning to their concept, like normal, and then they would see it at the beginning and you'd see it at the end.
[30:55]
Because all these zoning's, you're the last boat on these.
[30:59]
And any thing that you see at the front end,
[31:01]
because I think what the developers looking for,
[31:03]
they want as much input as they can get before they turn in their final plan
[31:06]
for approval, to understand a lot of money.
[31:10]
And so, anything that you could share on the front end,
[31:12]
when you see it, I think they're going to bounce.
[31:15]
That would probably help you in the last week.
[31:17]
Yes, and that's the reason why I thought,
[31:19]
let's, how about we, we're new on our new ordnets here,
[31:22]
and this don't take anything away from planning,
[31:24]
They're still going to do all their work, but if the body's going to review it all.
[31:28]
But also because you're going to vote only the last, you probably should see a concept.
[31:32]
Remember a concept is not the full engineering, but you can imagine if by the time they
[31:37]
go to the community, time they go to the council, and time they go to planning, and everybody's
[31:42]
live, this is terrible.
[31:44]
They're not going to put all their money into it, the way they had it, and it saved
[31:48]
them time and ever.
[31:49]
So that's all we're asking.
[31:50]
You'll see this is being in good places, you know, it's been a role discussion place.
[31:56]
I think if you have a comment to make it would be a perfect time to do that.
[32:00]
I believe.
[32:01]
Because I think they want to hear it. I think they want to know.
[32:04]
I think the last situation they would love from the council's perspective.
[32:08]
They did discuss that at planning.
[32:13]
This body was like more adamant about, you know, it wouldn't happen.
[32:18]
But you said I'm saying, but it's good input.
[32:20]
So, all the drivers say aye, and all opposed, and then, so tonight, because they were in the perfect spot, we just asked them to come to represent their conceptual.
[32:33]
Right? So, night, if you want to introduce how you want to introduce them, let them come to their concept.
[32:39]
Yeah, so I'll give you an idea of where this concept put is going to be at.
[32:45]
some of the zoom in on the map that's right behind the North Fire Hall in this location right here
[32:52]
where this is Jeff Farms Pud. We've got the project manager Rich. He's going to give a presentation
[32:57]
over the foot.
[33:03]
Thank you. Nate said my name is Rich Speckman. I'm with M2 Group and I'm the project engineer
[33:10]
for jet and farms. Tonight we have the ownership group here at Chuck Woods, Eric Johnson and Wilhelm.
[33:19]
So, just focus on it.
[33:51]
As Nate said, we're kind of on the north side there by the fire station there.
[33:55]
Offwards road, just down from North Broadway.
[34:10]
See if a keyboard works very well tonight so he can move.
[34:13]
He shall be able to move it with a keyboard there.
[34:15]
go through the screen.
[34:32]
I'll go to full screen and then use the,
[35:09]
yes, here. This is, well,
[35:13]
also was in your packet. This is the concept plan for Jet and Farms.
[35:20]
And it's well-cated
[35:22]
at 115 Woods Road, just east north Broadway. We have a total project area of 43.65 acres.
[35:31]
This 43.65 acres will consist of 85 single family homes.
[35:37]
They're detached as the ones kind of shown gray here.
[35:41]
And then we're going to have 18 town homes with zero bot lines,
[35:44]
and those will be up by the west entrance that you see here.
[35:49]
The average of lot size is 8,180 square feet for the single family detached.
[35:55]
and then the town homes, each of those are going to be 30 by 55 and they'll have a rear
[36:02]
access to those with dual garage behind underneath both of them.
[36:08]
The open space required is 8.72 acres which is 20% of the site and the open space provided
[36:17]
is that we're providing is 21.61 acres which is 49.51% of the site.
[36:24]
The usable open space required is 10% of the site, which comes out to 4.4 acres, and our
[36:31]
usable open space provided is 4.51 acres.
[36:38]
We worked with, we had the neighborhood meeting, and we met with staff in early January,
[36:43]
and then we worked them between the neighborhood meeting and the planning commission concept
[36:50]
discussion that we had with them back in February and this plan is a result of those comments.
[36:59]
We've been watching some of your meetings and here how you want a lot more amenities throughout
[37:03]
and so it's more of a useful community and not just checking the boxes in the ordinance and this plan really
[37:09]
does reflect that. We've got walking paths that connect all the way up from the front to the very back
[37:17]
of the development and down in through here, we have some usable soccer fields and a field
[37:25]
area with some benches we want to put in down through there and up by the front.
[37:30]
We're talking about putting a couple covered bus stop areas for the kids, so that they want to walk up there and wait for the bus when it's storming.
[37:37]
I have an area that they can sit in. I've also got a fire pit area down through here with some parking.
[37:44]
People can come up and use this and look at the, we're actually using this basin for stormwater management.
[37:52]
But when it's dry, they can go down there and kick the soccer ball around or whatever they want to do down there.
[38:00]
We do have the pass connecting through here so that you can get into back here without cutting through people's yards.
[38:09]
I don't know if you've ever seen that before. Kids want to get somewhere.
[38:13]
They just find the hole in the back yard to get there quick.
[38:16]
So we're trying to alleviate that on some of the neighbors here by giving a nice walking path to get back to those many areas.
[38:23]
There is a natural gas pipeline that cuts through here, and there are some wetlands up
[38:29]
and through here.
[38:31]
We're not counting the wetlands or any of those active open space.
[38:38]
We also, we do have a dog park in here, as well, and see if the growing pavilion,
[38:44]
we'll talk about.
[38:45]
And then one thing we've noticed with a lot of multi-family sites, apartments, even,
[38:51]
If you drive around sometimes, you see people park on the street because they can't, they can't
[38:56]
get in their own house or they have visitors over for birthday party or family gathering.
[39:01]
So we actually provided extra parking in the multifamily area.
[39:06]
So they'll have two spots on their own if their own house and then they'll be over full parking
[39:11]
for guests and whatnot.
[39:13]
And we also strategically locate some of that on this side over by the fire pit area.
[39:18]
So this extra area can also be used for overflow parking.
[39:22]
We also have a major central kiosk, which is also available in this area.
[39:31]
We have two entrances right here on the site.
[39:38]
I guess before I get down to that.
[39:40]
These are some of the amenity pictures that we're looking at right now
[39:45]
that Jet and Farms development group is put together
[39:49]
just so you can kind of get a visual of what maybe some of those things might look like.
[39:55]
And then this is the T dot expansion for the 109 bypass.
[40:00]
It's kind of hard to see on this plan, but this is where the new wood's road connection will happen.
[40:07]
And then down here by the firehouse, there will be a cul-de-sac there.
[40:12]
You all might be all aware of this already since we've been working with T dot on this stuff.
[40:16]
So our development will come in through here.
[40:22]
And our entrance on the east side will line up directly with the new T dot was road bypass when it comes in.
[40:33]
Right now T dot does not have any signalization warranted for this intersection.
[40:39]
And we did our analysis built on the T dot study.
[40:42]
And with the houses that we're adding, it still does not need a traffic light at that signal.
[40:48]
I thought there's a signal going in there,
[40:54]
Carlton.
[40:56]
Yes, so up here, I think that we were looking at two sections.
[41:01]
We need to, we have to have an access to come out of the fire hall,
[41:04]
directly onto the natto, so they're realigning the natto,
[41:07]
but that section right there for all that traffic.
[41:10]
We've had multiple conversations.
[41:12]
It's my understanding that T-DOT is including a signal there.
[41:16]
So we need to be aware of that.
[41:17]
And we're working on the last conference.
[41:18]
Because we met within the other day,
[41:20]
We talked about that area so we'll wait on those plans, but it's my understanding because we call for that for my offer almost four years
[41:27]
We want that to be fully signalized when they build that out. So we'll take their no, but we're just for them and their purposes
[41:35]
We're we're warning them to signalize that intersection. Oh, he got to do. It's just all the better for them. Yes. That's what I'm saying. Yeah, that that would be better
[41:43]
Yeah, well, I guess we'll reach out to T dot and see if we don't reach out
[41:48]
We're waiting on them to send the plane in from our meeting the other day.
[41:51]
Okay, terrific.
[41:55]
So, that would be great for our residents there, and see here, and we go back to that.
[42:01]
Our biggest concern is all the folks on the other side.
[42:05]
When you get all the people in the future, sharing that with, before this is dealt with
[42:09]
they've been proposed, we were working the side that needs to be signal for those folks.
[42:13]
Sure.
[42:13]
Over there.
[42:14]
So
[42:26]
that basically wraps up our presentation for this.
[42:32]
You might get questions or comments that they want to share.
[42:35]
Anything you want to share?
[42:36]
I do, you may not be the right one, but I know one of the issues that I'm seeing is asking for a lot of development to come into the city.
[42:47]
A lot of density is, I know the development out on Jim Courtney was able to give a monetary donation to the park.
[42:56]
to help them do whatever they need to do. Sometimes they're specific things like
[43:01]
lights around a track or repair X-Wires a year. Sometimes it's a monetary donation
[43:06]
because they can maybe split it across different ways or use it with their
[43:08]
impact fees. You may not be able to tell me but his jet and willing to do something
[43:12]
along that lands for. I think at this point it depends on the way around a large
[43:18]
and connect, see what outside of the platform are going to be required there, and at that point we can look upon one, and see what we need to do.
[43:28]
Still a lot, Mayor, will you just want to?
[43:31]
Yeah, I guess that brings me to another question.
[43:34]
Nathan, I don't know if you can confirm this.
[43:36]
We're still waiting on the utility sanitary water, which we did submit a couple of months ago.
[43:42]
We are coming up against the deadline for the ordinance for by April 9th to submit the preliminary master plan.
[43:53]
I believe we're still going to wait another two weeks before we get that report in.
[43:59]
Megan, we know where that model is at current.
[44:01]
We were saying the modeling which needs type of the capacity of the letter size, so I think maybe this way
[44:11]
Into this week, okay, okay, okay, and that'll be with the details on the off-site
[44:17]
Okay
[44:20]
All right
[44:21]
I was going to go with that as we didn't have for another two weeks. I'm not sure we could make that April 9 deadline to stay within the ordinance
[44:26]
Because we don't know what we're doing for you to let it go. They'll get you a letter out this week
[44:31]
Okay. All right. Thank you very much for the question. Anybody else have a question or comment about the 85 single
[44:38]
family animals are they all the same size? No, as a matter of fact, I'll let the developers answer the questions.
[44:46]
They're developing and building the halls and they've been working on the, you know, trying to up to the come up to the podium and
[44:54]
where is the dirt track going.
[44:57]
That's it, that's it, that's it.
[45:04]
I'm Eric Johnson, general contractor, co-owner, jetting property group, most of you know, kind of over model of building the home is never been that first time home buyer, it's always kind of been that growing family, second time home buyer size.
[45:19]
So, what we want to bring with this development is a little bigger home, versus at 12, 14,
[45:25]
square foot home.
[45:26]
We want to be 1600 square foot minimum with a touch garage required on all homes.
[45:35]
Now, 1600 square foot being the minimum, we'll probably push the envelope on some sections
[45:41]
inside the subdivision to build a little bigger home.
[45:44]
But yeah, we're gonna 16 out of square foot, ma'am, a task garage.
[45:48]
Thank you.
[45:51]
I'm assuming you got to have HIV to take care of all the open spaces and all that, absolutely.
[45:57]
Count home, say, is that the same size?
[45:59]
Well, you said, it should be similar.
[46:02]
Yeah.
[46:02]
It would be close.
[46:06]
I'm trying to get a picture of him, but...
[46:08]
Yeah, the Count home too will have, you know,
[46:11]
garage parking in the rear.
[46:13]
So, you know, with the garage attached parking,
[46:16]
to keep vehicles out of, you know, out of the roadway and stuff, just like with the additional parking spaces that we added.
[46:23]
You know, that will restrict those on when we start to really pan those square closures down with the architect,
[46:31]
to exactly where we can make work with the neurologist.
[46:34]
Because the neurologist is something I think it needs to happen.
[46:37]
For sure.
[46:38]
Is there an oversleep parking here or?
[46:41]
No, and that's what we've tried to avoid to have the two additional
[46:45]
Overclock parking areas, and then also have at least two parking spurs.
[46:49]
Two parking spots per unit along with the private alleyway.
[46:54]
So the entrance of the garage.
[46:56]
Oh yeah, so if you look back behind it, they'll both have their own private alleyway,
[47:00]
with their own private drives behind.
[47:03]
So again, this is to keep anything off the mainstream.
[47:07]
You know, and two going into this prior, prior law enforcement, prior purpose, you know, I think it's important.
[47:16]
Not only for, you know, school must have fought on.
[47:19]
That's what we're going to have to do, you know, be bust off.
[47:22]
But it's important for, you know, emergency personnel to be able to get through there, in case it wasn't emergency.
[47:27]
You don't want to be able to start from running.
[47:30]
So, you know, far truck apparatus is what not.
[47:32]
I don't want him to be able to navigate throughout that sub-business easily, so, and that's something
[47:38]
to like even our co-bus acts to make that requirement to where they can go in there and make a full turn with that, I haven't stopped.
[47:45]
So, I don't know if I could possibly have all of the sub-business planning in and if I could hear is that it's a parking thing.
[47:50]
So, I don't know if you can drive the rhythm through this, can even add a few more parking spots.
[47:55]
I'm just going to never have like your lots and I drove out this morning and there were four people parked on the right,
[47:59]
even in, you know, and it's just people who are just going to do it. It's hard to boy, but
[48:03]
the more parking you can jam and even if you can just put a couple more parking spots in
[48:07]
that. Absolutely. Absolutely. And we didn't even talk about that too, you know, once you
[48:11]
start getting boots on a ground, it's like, you know, throw out the concept, you know, you get
[48:16]
different things, but like we had the dog park area in the back. Well, said they wanted to drop
[48:21]
back there, you know, we'd like to have a little park area even back there. You know, you know,
[48:26]
was having, you know, back your football game, we're talking
[48:29]
game, whatever they wanted to drop back there in the park.
[48:32]
I think that something is definitely doable.
[48:35]
If you look at the amount of open space that we have available
[48:39]
throughout the celebration, I think that's something we can have.
[48:42]
Because, too, like, even our walking pass,
[48:43]
we plan for those to be asphalt.
[48:48]
So, you know, we wanted to be nice for kids round
[48:50]
bicycles, well, not, you know,
[48:51]
my they want to build track, you know.
[48:57]
So yeah, I can occur with Alderman Jenins about where the dog park is, where you have proposed multi-use field.
[49:07]
I think a lot of people will drag, take their dogs down there, and park, and it would serve well as overflow parking.
[49:14]
It may not, all the pay even that you're doing, it probably will make a lot of difference.
[49:18]
Oh, absolutely. Probably.
[49:21]
And the, the, the school bus stops. That's really a good thing for the,
[49:27]
I think it's just a good selling point too.
[49:29]
I think people see that. They're going to appreciate that as well.
[49:32]
So I'm glad to see that.
[49:35]
Well, we use the post plan as a follow-up myself and, you know,
[49:39]
I'll turn around, BMX, black, and stuff, you know, if we think about, you know, one child safety
[49:46]
and, you know, somewhere safe and then build a play and, you know, two navigating throughout
[49:53]
subdivision and not actually being the rowways at a tone, you know, if they're trying to get
[49:57]
from the back from their house to walk, it was also, you know, that is something that we,
[50:02]
again, we're pushing that second time home by that growing family, so we're assuming that,
[50:09]
of designing that forward neighborhood that people don't move into the children's
[50:14]
community.
[50:15]
Eric, how is the track take that lead a drift and they're just going to be city picking
[50:19]
up at each house?
[50:21]
I imagine so.
[50:23]
No, I think that would be the most beneficial for the home owners.
[50:29]
Just hope long as we have a sanitation plan that people are wearing the HOA's aware, how
[50:36]
you can go see here, that's how it goes because it gets out of whack, we want to
[50:39]
come through with a side arm, being as efficient as we can, if there's cars and things in
[50:45]
the way we can't pick the can up right. So having that dedicated spot where they, everybody
[50:49]
will be understanding that's where you ought to be putting it. In some places, if you have a
[50:54]
bigger home with a bigger family, they're going to have two cans. I mean, myself, we have two cans.
[50:59]
But I will say this to new cans that, you know, Carl's and then got here recently over the past
[51:04]
of years, they had the diagram, you know, on the track of the trash cans, says how far
[51:09]
far, how far off the road, everything else should be. So again, that's something we can
[51:12]
include into the HLA, the big gravy, met at, you know, the city requirements of the track
[51:18]
there. Big gravy. At your lift station, you've got gravel on the road. I guess that would be.
[51:29]
All to access the lift station, yeah, for maintenance purposes.
[51:32]
So it would be gravel not a lot of dustless surface.
[51:36]
We'll have a problem as it's a busy coast, too.
[51:39]
Okay.
[51:46]
Any other questions or comments?
[51:48]
I think it's been productive.
[51:51]
And so hopefully we'll do more of these in the front end.
[51:54]
So appreciate you guys, Tom.
[51:56]
Thank you.
[51:57]
Thank you guys for bringing a nice panel.
[51:58]
Thank you.
[52:00]
But we've had a lot of help from the city.
[52:02]
And next we have the neighborhood meeting.
[52:04]
A lot of good comments.
[52:06]
That's what this plan reflects.
[52:07]
Thanks.
[52:07]
Thank you.
[52:09]
Next, we'll go to police, Alderman Jinx.
[52:14]
Yeah.
[52:14]
Yeah.
[52:14]
We got a first resolution, 25.22.
[52:18]
Some drive.
[52:19]
This one?
[52:20]
Hey.
[52:21]
You need your thumb drive.
[52:23]
Here.
[52:30]
For the resolution of October I was five change orders and a net amount of 30,000, 192, 11, work contract, and then the construction eat for the purchase and installation of a still main goal frame, brick facade, and attend circuits for temporary office space, new bathroom and shower, and flooring, changing, two, three.
[52:48]
We have motion, we have seconds. I think these were the ones that Chief brought to you the other day. I think he brought the only didn't bring to you was the brick facade, maybe, but it's a note charge.
[52:57]
I don't think we discussed that the other day but it's a swap out on that one.
[53:03]
So. Any questions?
[53:05]
I don't need a bathroom in there, do you?
[53:07]
We've got four positive in there.
[53:12]
All in favor say aye.
[53:14]
All opposed.
[53:17]
Next one is resolution number 20.
[53:19]
23. A resolution of the purchase.
[53:21]
A certain idea five withdrawal items needed to enhance security and the parking
[53:25]
ready to move.
[53:26]
We have a motion. We have a second.
[53:28]
Second and these relied on if we brought up, but I think you're cutting back on some of the some of you going to put in the budget
[53:34]
That would you say in her yes a root cutting back on
[53:37]
27 rifles
[53:38]
27 optics and
[53:40]
27 stop sticks going won't them now and then the other one you're going to put in the budget
[53:44]
Yeah, that will that will just take three away from
[53:47]
Art detective so hold control happens the tactics and have it and we'll get them
[53:53]
So we wrote the resolution it said
[53:54]
It had an estimated call, so it would be less than that because we're taking out them out.
[54:00]
They'll put them in the budget.
[54:01]
Do we want to pull the flop too?
[54:02]
We're going to leave it there.
[54:03]
And then we kind of went back and forth on that and we talked about that.
[54:06]
They might be a lot on the annual contract on that.
[54:09]
Oh, no.
[54:10]
Let's check it out.
[54:13]
I'm going to tell you.
[54:14]
I'm going to tell you.
[54:14]
Well, Joji Denny.
[54:17]
Where are you at now, Joji?
[54:18]
Talk to us.
[54:22]
I'm just excited.
[54:23]
Well, I mean,
[54:26]
I'm not going to drive a microman with the cheap he knows what he wants and what he needs
[54:30]
there for it.
[54:31]
To me it's thing like it would make more sense for that company to rent those things out
[54:36]
on the special.
[54:37]
Then that's when you might need them.
[54:38]
Then to see you spend 25,000 a year for that freight ride.
[54:41]
If that's something he thinks that he needs it is what it is.
[54:44]
He runs it's part of that.
[54:46]
But good news on this is you could do it for a year to see how he used it.
[54:50]
And if he felt like he can ask for a re-up or not, maybe.
[54:55]
So, absolutely.
[54:56]
Yes, we'll test it out.
[54:58]
See if it works.
[54:59]
It could be used 24-7 and just move it all over the place.
[55:01]
Maybe the best thing he ever purchased, I don't know.
[55:03]
It could be.
[55:04]
It could be something we get back up for the first year.
[55:07]
And you may, you may, after a year, say it with more 25 grand from what we got out of it.
[55:11]
You know, I don't know.
[55:12]
Yes, sure.
[55:13]
I would rather say you put five more flock cameras throughout the CD for what that's going to call.
[55:18]
Also, yeah, my mom the thing is it's a what a third of my office or roughly
[55:24]
I'll show a benefits to everything we're looking at one or maybe not we may not still be able to do that
[55:29]
But we're looking at one of the officers and it's like what we're going to you know, just a recurring experience
[55:32]
That's what I'm going to do
[55:36]
Mom depends on you
[55:39]
Speak your piece
[55:42]
But, you know, on the man to do something as you can, sir, we're fixing about this.
[55:48]
Well, on pro-flocum, my question is, just simply, do we need to remove those three items,
[55:53]
only stop sticks, patrol rifles, and optics, to make sure this meets all requirements.
[55:59]
They'll even requirements that we've been needed for, what, to purchase them?
[56:06]
Chief Arnold.
[56:07]
Well, he'll only be purchased in his meanies he needs.
[56:09]
I mean, is that he's saying that he needs to be reduced, or that he's not purchased in all of them?
[56:14]
Right. I think what you're asking, does it need to be amended?
[56:17]
This, yeah, do we need to amend this from 30 to 27 to make sure that the numbers?
[56:22]
I'm with you, which you're saying.
[56:24]
So, this per clarification, say, you're only one in 27 stop sticks.
[56:30]
Yes, 27 rifles and 27 optics. Yes, okay.
[56:36]
So, let's, is that an amendment?
[56:38]
That's an amendment.
[56:39]
All right, so we've got a motion to amend
[56:41]
from 30, 30, 30, 30, 20, 7, 8, do I have a second?
[56:45]
Second.
[56:46]
Any discussion on the Mending 25, 23 on those?
[56:50]
What's the cost difference?
[56:52]
What if our cost goes down?
[56:53]
I'll have to calculate it out, but...
[56:57]
What?
[56:57]
I've tried to pull a PDF up on these things.
[56:59]
Any one of those mobile PDFs?
[57:00]
A couple thousand, not.
[57:02]
It's not, you know, but it's a little leech.
[57:04]
I mean, when you look at it, you can divide it out.
[57:06]
It's 30, get to that.
[57:07]
It ain't very much.
[57:08]
that's $1,500 stopsticks, $2,500 for the optics. That's $6,000 for ourselves.
[57:18]
He's trying to get these orders so he can have them ready for the strawberry.
[57:21]
We're looking at save and angry and I mean, he's not the save and it's just being able to order him quickly.
[57:28]
Say who? It's not the savings as much as it is to be able to order quickly.
[57:31]
Trying to get him in quicker and then the other ones are going to budget.
[57:35]
The stop sticks and the optics get pretty quick. The rifles are, it's just, it's, I mean, we get in bulk at one time, it's, it's out of the air, get them wholesale, it's what we'll have to do, uh, quotes and, I mean,
[58:03]
was we're back to 25-23 as amended.
[58:08]
Chief Arnold, the block driver, is that something you want to go for?
[58:13]
We're at there.
[58:13]
It's something you'd rather say that you'd for.
[58:15]
That money.
[58:17]
It is a lot of money.
[58:18]
And I agree with you.
[58:19]
The sticker shock was rough.
[58:23]
I'm for at least a year, just to see how it could be, because I think it'd be great
[58:28]
for festivals.
[58:29]
We could put it in the parks throughout the year.
[58:31]
We could move it to the high, high, high, high, high.
[58:32]
There is stuff that's popping up.
[58:34]
We can put out there.
[58:38]
It's, until we use it and see what its capabilities are,
[58:41]
it'd be hard to say.
[58:44]
Can't use it.
[58:45]
I'm like, Dodo, I wish we could rent them.
[58:48]
I think it's a great market.
[58:48]
I think it's a company's miss and a boat.
[58:50]
How'd they go?
[58:51]
That's my question immediately.
[58:52]
I'll let you rent them.
[58:53]
Because we could rent for them.
[58:54]
I mean, for a festival.
[58:56]
I mean, we'd just rent them off a good, but...
[58:58]
Is that the problem with the cameras?
[59:00]
Is they can't, can't position them exactly where you
[59:02]
and you may have a camera, but it's not necessarily covering the area that it's going to be.
[59:08]
So the flock cameras that are stationary actually are only designed to read last flights and vehicles.
[59:13]
Oh, okay.
[59:15]
These monsters.
[59:16]
These monitor for all these people in an area that they're distributed to.
[59:21]
And I haven't just read cameras like they're triggered.
[59:24]
Yeah.
[59:24]
I'm sorry.
[59:24]
You could put them up before.
[59:26]
You know, anywhere.
[59:29]
And the camera system you can actually put it in LPR.
[59:32]
camera on that system of course that's more fun. Yeah, you have a lot to even I've had
[59:37]
whatever your life thoughts or whatever all the time you've been logging to the
[59:40]
app and I'm just a full access to the camera system where do we go?
[59:44]
Yes, there's with our current system and any of our officers can log in and we can
[59:51]
log in out to others and I believe as well and be able to look and see what's going on
[59:55]
any given time. It's somebody going to be monitoring these cameras at all time.
[1:00:00]
B is if you spend 25 rent on the trailer, do you think it's a more nobody looks at it? Two or three times a day, what happened when you weren't looking at it?
[1:00:07]
And it's more for one, it's a deterrent, and another, if something does happen, we can, in that area, it's hard to pull it back.
[1:00:15]
It's always recording, it's not sure how long that video lasts, I know if you are records, it's about 30 days, so something that's happened.
[1:00:25]
We can see what we're getting in their video and pull a video.
[1:00:28]
Well, I'm kind of the way you describe the two.
[1:00:29]
You've got a station that's a version of Parker 1A and somebody else goes to be there.
[1:00:32]
It gets to send them to another page and somebody's walking from the camera,
[1:00:36]
knocks to the ball, or whatever.
[1:00:37]
It picks up people.
[1:00:38]
So it would like send them to the page to an officer and they could be like,
[1:00:41]
okay, somebody's in an area that not goes to be there or whatever.
[1:00:43]
If you get a call, you can look at it, you can see what's going on before you get there, too.
[1:00:49]
That's another thing.
[1:00:50]
There's also integrity in the flock system like any time I log in to check
[1:00:55]
for tags or whatever owner, it knows I'm a line.
[1:00:58]
It logs that I'm the one looking at it.
[1:01:00]
So the same way that they had it would keep up,
[1:01:02]
but you know, it's somebody who's trying to be a spy
[1:01:03]
and just looks at what's going on.
[1:01:06]
It shows an hour trail, who's on and what they're looking at.
[1:01:08]
That's what they're looking at.
[1:01:09]
So this,
[1:01:13]
I'm gonna trust, it's even knows what it wants to.
[1:01:15]
Well actually, we try for a year.
[1:01:18]
You don't, you don't turn out.
[1:01:19]
You don't have to re-up it, but we're going to get our okay to vote.
[1:01:23]
We can vote like well.
[1:01:27]
All right, so 25, 23 as amended.
[1:01:29]
All in favor say aye.
[1:01:31]
All opposed.
[1:01:32]
Okay.
[1:01:34]
Thank you.
[1:01:34]
Thank you.
[1:01:34]
Thank you.
[1:01:35]
Next up, Public Works.
[1:01:37]
I'll move it.
[1:01:37]
We've got a resolution number 25-24.
[1:01:40]
It's a resolution authorizing the city of Portland.
[1:01:42]
Participate in safety partners.
[1:01:43]
Matching grant program.
[1:01:45]
Move to approve.
[1:01:45]
We have a motion of a second.
[1:01:47]
And so we do this on a regular basis.
[1:01:50]
And how much money was in this one?
[1:01:51]
Six thousand.
[1:01:52]
Six thousand.
[1:01:53]
Six thousand.
[1:01:54]
So then we.
[1:01:55]
What was your purchase in on that one?
[1:01:58]
We got beer case for strawberry festival. We got a few light bars for free trucks. I think we got four of those
[1:02:05]
We got to take the cabinet for the stormwater department for chemicals and gasoline
[1:02:12]
All right
[1:02:13]
All of every say yeah
[1:02:15]
All opposed and then you got a discussion item. I think Carlton's so
[1:02:21]
So discussion item is
[1:02:22]
for the two properties that's located on the west
[1:02:25]
West McLaughlin, yes, three hundred and four one, West McLaughlin. It's the
[1:02:33]
Sinistery area down there would we've done several engineer studies on that area right
[1:02:40]
there by the church, the Emmanuel thing to see me about this if I'm not mistaken, but
[1:02:44]
that area is in service for having a lot of water coming out of the hill. Two
[1:02:49]
properties are up for auction. I don't know that's the right word now, Miss Bradley.
[1:02:57]
But they went auction and didn't sell, but now we want to try to get them.
[1:03:02]
So if I got a bunch of lanes up there and calling them that the city's been moan or something
[1:03:06]
for years, what's the nut is the next sale?
[1:03:09]
Well they've been sued for property tax every year, I also tell them that they only have a
[1:03:15]
delinquent tax sale every few years, and then when we had was in December, so they will not
[1:03:20]
be another many times.
[1:03:21]
So one of these was purchased, went to the delinquent tax committee.
[1:03:24]
When that's something that we can bid on that, we can buy from the New England tax pay.
[1:03:30]
The other one we'd like for it to go to the New England tax pay, if they can do that or not.
[1:03:34]
We wouldn't want to have to have a special tax sale for a report.
[1:03:37]
How long expensive are you going to do?
[1:03:40]
How does the purchase work come in?
[1:03:43]
The lanes are to us.
[1:03:46]
How do we can always foreclose on a lane?
[1:03:50]
soon to see all her leads and then take the land of the president's potential you don't have a picture where this is okay
[1:03:59]
What did you do terrible struck her down to make the attention partner?
[1:04:03]
It's no structures. Yeah, so this goes back a long time. We've already torn down the structure
[1:04:10]
That was one of the links
[1:04:12]
So the structure was torn down back in
[1:04:15]
I can't remember what year it was, but it's been over 10 years
[1:04:19]
What I mean is anybody are top of the land over there. I think they try to make contact in the park
[1:04:25]
We keep sending lanes because we're the maintenance, but I know one area
[1:04:29]
He wanted to have a little detention area to slow some of that flow of water in that area
[1:04:36]
It was assumed we owned it long time, but we pulled record. We didn't own it. We just had a bunch of loans on that side
[1:04:43]
We miles along it. We've been
[1:04:45]
Maintenance in it forever
[1:04:47]
So here's the first lot which is at inner end of center street
[1:04:54]
So right behind the church, they may be able to do a little bit of home, they built the new homes, the crosses, all that they're down in the street.
[1:05:02]
You think they could ever build the home?
[1:05:04]
That's probably that.
[1:05:06]
Now I saw the issue with that property is the lowest point, so it holds water.
[1:05:10]
So it's natural to touch upon and it's in itself.
[1:05:13]
We would just dig it out more to try to slide it water down before it gets.
[1:05:18]
Across this road.
[1:05:19]
So, I don't know if you guys have ever driven down the street to see this home that was built here,
[1:05:25]
but we had them build that up about four blocks high, because the water was coming at it so fast, it's so much.
[1:05:32]
And then on the other side of that, it's the manual Baptist Church, and that's where they have the materials used with the flood, as well.
[1:05:38]
Getting to the buildings.
[1:05:41]
And then the second property,
[1:05:45]
the second property is owned down the street,
[1:05:49]
which is this lot as well.
[1:05:50]
And I believe this is the one that we had toward down, if I'm not mistaken.
[1:05:55]
Mouse isn't working, but it's just cornered a lot right here in the same situation where
[1:06:00]
it just holds water.
[1:06:02]
And actually, the home next to it, in terms of it took kind of a lake as well, whenever it rains
[1:06:06]
heavily, because it's just a low point, and it's built so low.
[1:06:12]
So how do we pursue something like that, because if we've got all the lanes, is there a way
[1:06:16]
that we could get in there?
[1:06:17]
The county also has, I mean, the county checks is about three times the city checks.
[1:06:23]
They've got a much bigger stake in this than we do.
[1:06:25]
And from talking to Crop, I was going to check, but we're going to talk about tonight.
[1:06:30]
But you can only go back 10 years old taxes.
[1:06:33]
Some of these have been paying over 10 years.
[1:06:35]
So the county, the county, should have been the link with tax,
[1:06:39]
and maybe they should take ownership.
[1:06:40]
But these lots of anything is over 10 years old.
[1:06:43]
But I'm out of it, I've got people with certain people who get that done and good luck with that.
[1:06:52]
Maybe we can pursue that and you kind of show us how this whole world know, I mean, if it's, well, an option that has to get it.
[1:07:01]
We could even, I suppose, we could foreclose on our tax line, but out of the county, there's nothing that nobody ever does, and the county really discouraged that, and I don't think the change for what's to do that.
[1:07:11]
I don't want different cities going on different directions.
[1:07:13]
I want them to have these taxis.
[1:07:15]
There's a lot involved in the taxis.
[1:07:17]
They did tile searches and they advertised
[1:07:18]
and it's a pretty big process.
[1:07:21]
That's why they don't do it every year.
[1:07:24]
Because it's sorry.
[1:07:25]
I mean, most jurisdictions don't.
[1:07:27]
I mean, they want to in Knoxville and that taxis.
[1:07:30]
7 years, and pay tax. Well, I wanted these properties. It didn't get up for, like I said, it went for option back in December. Nobody being on it. It's, it's the lowest point in the neighborhood.
[1:07:40]
In the reason I didn't, but the other one owns that sales, because they didn't think about it by the back, because the one was piece of profit.
[1:07:46]
This one, the ones that put the tax sale, the ones that the hopes of my will come in and pay the back tax.
[1:07:50]
Some of them, they're just giving up on it and this, this is what this is.
[1:07:53]
Well, I think that we could probably get, we could probably make an offer to the Lincoln Tax Committee
[1:07:58]
to where they clear out all the back taxes.
[1:08:01]
That's part of the county.
[1:08:02]
So, thanks for that.
[1:08:04]
And that's something to talk to them about.
[1:08:06]
Okay.
[1:08:07]
It just came up a few days ago.
[1:08:08]
No, I know.
[1:08:09]
But we spend a lot of maintenance on where we're sending crews.
[1:08:13]
The mob calls when we don't know.
[1:08:15]
Everybody's complaining about the file grown-up.
[1:08:18]
So we're maintenance.
[1:08:18]
And so, but you just dig it out and use it as a like a retention patch, what you want.
[1:08:23]
That's what we've done engineers studies on this whole area.
[1:08:28]
And that is one of the identified areas for a potential home department.
[1:08:33]
Even if it only holds the common right event, it helps more than nothing.
[1:08:38]
But we already have spent money on engineering.
[1:08:41]
And if the city goes ahead and does this project after a year, city can only,
[1:08:47]
What did they have bottled to it or not? They have first kind of nature. That's all of the way.
[1:08:51]
We don't need anything.
[1:08:52]
We don't need anything.
[1:08:53]
We don't want to go out there without a deed or something you dig apart.
[1:08:57]
It's the last worst thing you can tell about.
[1:08:59]
He's got to think it.
[1:09:00]
He has to think it to be the answer.
[1:09:02]
I do like it.
[1:09:04]
I'll give it some guidance on that.
[1:09:05]
I think the answer is bad.
[1:09:06]
I think that's the reason we have everything.
[1:09:09]
Nobody knows who knows his name and the discipline because of his answer.
[1:09:12]
We'll pursue it.
[1:09:13]
Okay.
[1:09:14]
Thank you.
[1:09:16]
Anything else on the public work?
[1:09:18]
That's it sir.
[1:09:19]
Now utilities are on the code.
[1:09:21]
I've got a discussion about water maintenance.
[1:09:24]
So Brian has some information about water maintenance, but we also had
[1:09:28]
Communication with what else utility they're like.
[1:09:31]
Kind of encourages maybe.
[1:09:33]
We might want to rethink that a little bit.
[1:09:35]
They could have us a Brian come share what you got there.
[1:09:50]
So basically it was a mixture of what we had talked about before.
[1:09:53]
but I added something because there's two parts to the meter you get the transmitter and the
[1:10:02]
meter itself. The transmitters are what's going on. That's what the meter meters are. I have
[1:10:06]
to read the actual meter by hand. Now the old meters are old and worn out need to be placed anyways,
[1:10:12]
but to give you an idea how quickly they're failing. On February 14th you had 451 that needed
[1:10:17]
replacement, March 11th, he had 591, it's up close to 600 now. You could see how many
[1:10:23]
atrons that is the transmitter we have in stock. We've got some coming and then the meter
[1:10:31]
itself is a cam shrub meter. We have over 1,400 to them. And then from the bid price that
[1:10:39]
got, that's orders 24.57 you can see the cost of replace it's 75.5 bucks a meter. It was
[1:10:47]
asked to look at like 300 or 500 so I gave you the cost for those. And then we also broke
[1:10:53]
it down here as far as a city employees doing it. And if you look at the average overtime cost,
[1:11:00]
the individual meters for us do, it's about 48 bucks a meter. So it's cheaper for us to do it.
[1:11:04]
You get more done if you get somebody in, so in my recommendation here was since
[1:11:09]
We're losing around 100 meters per month now, move forward with G&C and stalling 500, but
[1:11:15]
we'll also continue using the water department to replace meters as part of the scheduled
[1:11:19]
overtime, and Tom and I had already talked about getting that done.
[1:11:23]
That's a short term to solution.
[1:11:24]
A long term solution, you have about another 5,000 meters that need to be replaced.
[1:11:32]
You get the 500 done as part of the short term, and then you've got these quoted prices
[1:11:38]
and you could see the dates when I got the quotes in it was after our last meeting, and the total to do all this to do the overall would be about $2 million.
[1:11:48]
Well, you currently got a meter base to you that generates $60,000 of revenue a year.
[1:11:53]
You could not have to increase any rates and you could do this by just using your meter base fee revenue.
[1:11:59]
You'd have to go and get a loan for it, and the life of these meters or 20 years you get a loan over 10, maybe 15 years.
[1:12:07]
Rachel and I actually had it don't go over 15 but whatever the $360,000 would cover in debt
[1:12:14]
service. No right increase would be required to do this.
[1:12:18]
What was the email we got from the White House YouTube District saying they could do this
[1:12:21]
cheaper than we could. So what did they say? They do it themselves.
[1:12:25]
Well we were having this conversation last meeting so I asked bringing back and then we just shared
[1:12:30]
be able to say, hey, I want to consider that we're doing a meter change out. We might be able
[1:12:36]
to do this better for you. So that was the comment. We just got that email. So sure,
[1:12:40]
I had this line done. If I was curious, do we need to move on that or like I think we better
[1:12:45]
off having a conversation with him and just in more in depth about short, near-term and long-term.
[1:12:50]
That's only if they take us over, right? Yeah. Yeah. I'm not totally sober, but they take us over.
[1:12:56]
With this new grand and the particular one on my own, I'm not much a week. We hand over anything.
[1:12:59]
Come on the one-on-one now, what was the one-on-one thing?
[1:13:03]
I have to get to the grand need run.
[1:13:05]
You know, a few years down the road, you have to run one-on-one.
[1:13:09]
Good man, Brian.
[1:13:10]
That's something that we had discussed coming out of the gap.
[1:13:14]
I think what we were looking at over here was the fact
[1:13:17]
that I hate to use the word so far behind,
[1:13:20]
but we've got so many that need to be replaced right now.
[1:13:23]
And when I see over time, I'm just, I'm starting to wonder,
[1:13:26]
how many do our guys put in a...
[1:13:31]
But what Rachel and I did was go and look at the overtime budget for the year and that department
[1:13:35]
sixty-four thousand dollars, we spent right now around thirty thousand dollars, so you're still
[1:13:40]
less than fifty percent of the overtime budget for the year and we're over halfway.
[1:13:44]
They're not putting them in overtime, they're putting them in the regular duty day, right?
[1:13:48]
Yes, right now, we have not done any scheduled overtime.
[1:13:50]
Based off how many years have and go back a month, it just seemed, I don't want to talk for anybody
[1:13:55]
It's not here, but I think a group of us, we're looking at it just be easier to give him.
[1:14:01]
Let him put the 500 in now, catch him up while the guys continue to work forward on these
[1:14:07]
hundred that keep going out. I have a concern, though, about how many we haven't stock.
[1:14:12]
If we're not able to put him out, and we're ordering 600, and we've got 1,400 stock 2,000,
[1:14:19]
and we're barely getting them out. That's a little concerning because that's money.
[1:14:24]
We were ordering and put them out, that's why you had those in stock.
[1:14:27]
You have $1400 on hand with $600 on order?
[1:14:31]
Yes.
[1:14:31]
$2,000, $2,000 coming in or on hand.
[1:14:36]
We don't know how many people have put out of that.
[1:14:37]
We have $1,400 meters, I had to pull them back up.
[1:14:40]
But you have $300 on your stock.
[1:14:42]
$300 is $3,000.
[1:14:43]
$3,000 is $3,000.
[1:14:44]
And then you have another $300 on your stock.
[1:14:47]
And then you have another $300 off of that.
[1:14:50]
There's a difference between the transmitter and the meter.
[1:14:54]
Still seems like a lot of 1,500 if we can't keep up with what we currently have 1,500.
[1:15:00]
Stocks seems like quite a bit. Each one of those items has a call to it.
[1:15:05]
Yeah, and the last bit that we bought was because they went to KGB, which is not so utility board.
[1:15:11]
And Knoxville did not meet them, and we were able to get them at a discounted rate.
[1:15:17]
If I remember, did you say that your guys were doing like 18 or 20 a day? Is that right?
[1:15:21]
They can get up to 20 a day and they wouldn't do it every day.
[1:15:25]
No, because they got other duties, but also we have been cutting back on overtime.
[1:15:28]
we have not done any schedule in the other time.
[1:15:32]
I don't need any action from the committee to be able to do the 500 and do the other
[1:15:35]
time.
[1:15:36]
It's already built into the budget.
[1:15:37]
That's what the body wants to do.
[1:15:39]
We do that.
[1:15:40]
We've already purchased the meters and we've already purchased the transmitters.
[1:15:59]
The questions for Brian?
[1:16:04]
You don't need anything for what else to say, what you said.
[1:16:06]
The wheels for me to move four meters.
[1:16:08]
I don't need anything.
[1:16:09]
There you go.
[1:16:10]
Because the budget, it's already in the budget.
[1:16:12]
We've already purchased the majors, we've already purchased the transmeters, and there's enough money in the budget to pay G and C, and the body is already approved the ordinance that allowed G and C to do this is $75 a meter, the money is already there.
[1:16:28]
It needs an action from this body if you're allocating money to it that's not already budgeted.
[1:16:32]
Well, what house statements is it?
[1:16:35]
The approaches, the leaders we already have to be doing right.
[1:16:37]
Where White House will say you is not paying the $75 per meter for installed because they
[1:16:41]
have their own staff and they average about 1,500 a year and they said, so what they would
[1:16:46]
do would be to absorb this in and they do about 1,500 a year and just go through their whole
[1:16:51]
system manual.
[1:16:52]
When they get to the end of the system, they've made it to the, usually, the life of that
[1:16:56]
leader and they start back over.
[1:16:58]
I just keep going to circle, they have a group of guys that do this.
[1:17:03]
So the savings is in the installation. Now they also apparently have a different
[1:17:10]
Transmitter. It's a still an eye trombid. They use a slightly different transmitter, which has a slightly different cost difference as well
[1:17:16]
We use a cellular transmitter
[1:17:17]
And
[1:17:24]
I think we're going to have to ask them I mean you all been getting the communication and why not should you do the districts many many times
[1:17:31]
We moving forward we're moving forward and we keep saying we're moving forward and they're expanding a lot of time and money
[1:17:38]
going over this system. And because we've said, we've not indicated anything. I'll
[1:17:46]
see in all the communications that we're moving forward. They are in the middle
[1:17:51]
of this thing. GIS, water modeling. I mean, this is, this thing's up we just, why I'm
[1:17:58]
concerned about this, make your change out if we don't need to just let them do it.
[1:18:00]
Well, that's what I'm saying. We need to figure out what we are here because they don't know.
[1:18:05]
He's asked me any time after we moving forward and I said nobody's ever indicated me that we're not
[1:18:11]
Because this is an opportunity
[1:18:14]
I get it nobody likes to lose control with nothing I get to what we just took both to see if they would do it
[1:18:19]
If we haven't really took the vote to say yeah, we're going to hand it over and I think we we may need to well the vote
[1:18:28]
Tom
[1:18:30]
But now we have this on a contract like a formal contract
[1:18:33]
we're getting real close to that, as far as I would think, right, as far as
[1:18:37]
on in that.
[1:18:38]
Some sort of a ten or contract, where we're not going back, you know,
[1:18:42]
once in a while.
[1:18:43]
Well, my concern is if we reusing this grant and burning the money, we
[1:18:47]
run that 3MGD all the way through up here, do we need what else?
[1:18:57]
Well, I've gone by, I don't know if we're going to be doing an hour long
[1:18:59]
discussion tonight, or two hour or three hour hour, or one of those
[1:19:04]
of riots, stuff down multiple people on it.
[1:19:07]
And let's still go back to that they probably got
[1:19:09]
capacity to run our system better than we can run our system,
[1:19:12]
provide better long-term sustainability and we can't.
[1:19:16]
We could certainly have as weeks to have to maintain
[1:19:18]
our society.
[1:19:19]
You know, they get to control it and we still have to spend the money.
[1:19:22]
No, no, no, no.
[1:19:23]
There's there.
[1:19:23]
There's there.
[1:19:24]
We're done there.
[1:19:26]
It's literally all the upgrades and that's literally.
[1:19:28]
It's like C.M.T.
[1:19:30]
At this point there.
[1:19:31]
And we would position, and as I said early on, and I've been trying to be as transparent, I was a little concerned.
[1:19:42]
But my goal is to settle it in the city of Portland for water, and not worry about it.
[1:19:50]
We would have an opportunity to have a major transmission line on the east.
[1:19:54]
We would have a connection running if they want house utility district going south.
[1:19:58]
We would tie to their system.
[1:20:00]
They would manage the inside of the system where the water needs to move.
[1:20:04]
How to do the upgrades along turn plan.
[1:20:08]
And we wouldn't be worrying about water.
[1:20:10]
We would have three sources.
[1:20:11]
You would be coming out of the east.
[1:20:13]
You would be coming out of the water.
[1:20:14]
You would be coming out of the plan.
[1:20:16]
We would be in actually better position.
[1:20:19]
We would have been in our lives.
[1:20:21]
And, uh, let's have it up here on the summer. You can't wash your cars,
[1:20:26]
who are your laws, and all that will be over there.
[1:20:27]
Because of the drought?
[1:20:29]
We need to get to a point, where we, but they have some sort of a ten-and-tall money,
[1:20:34]
and how this actually looks, you know, is, did we decide, by,
[1:20:37]
do we figure out, like, the meat out there, we don't?
[1:20:39]
Let's make sure the rates are comparable to other regions, and it's safe for citizens.
[1:20:44]
that's what we don't. We have trouble rates. Well that's part of the negotiation what I'm saying.
[1:20:54]
They have the ability in greater value on the moon than just the way it is.
[1:21:00]
I would think the only thing that you could really do at that point, like I've said,
[1:21:03]
there was a project that you really wanted to sit in.
[1:21:07]
It was going to create a massive tax base, some sort of big development,
[1:21:10]
Walmart, Dixport, whatever. They were putting a bunch of stuff in.
[1:21:13]
I would think you could say, you could go up because I want one kick in two million or whatever
[1:21:17]
in the cities.
[1:21:17]
We really want that.
[1:21:18]
I mean, if this committee might be right, we're willing to kick in 500,000 or whatever.
[1:21:22]
I would think you'd probably kick in the bottom of that point.
[1:21:25]
That would be good.
[1:21:25]
We'll forget it all done.
[1:21:27]
But now we wouldn't.
[1:21:28]
I mean, it would probably be, you know, it's a White House water at that point.
[1:21:31]
You could take, you could take general fund money to support a retail action if you need
[1:21:37]
to.
[1:21:38]
If you were trying to land something major, we would be like the developer.
[1:21:42]
One thing I wanted to point out is that if they're subject to the same kind of state regulations with rate setting that the city is to, I mean, they're not a pride at utility, they are a public utility, just like if the Portland doesn't have public utility.
[1:21:57]
So it's not like they can just set the rates out and they won't do for Portland, you know, to subsidize everybody else and they can't do that.
[1:22:04]
They have to go by the same rules of the city of Portland, and that the district's have to go by.
[1:22:08]
I mean it may be higher, I'm going to say it wouldn't be higher, but they start to go through the same process.
[1:22:14]
But what we were initially given was doing it our sail can run in the water line and us maintain it.
[1:22:21]
It was going as a 300% mark at the water rates and that is when we said that came up.
[1:22:28]
And so just from a historic...
[1:22:31]
We are landing a 40 million dollar project for 10, we've worked on this thing for, remember this entire grant for Portland, let's just be honest. Other people are benefiting from it, but we have worked this thing for over two years and they have come through for us here in the city of Portland and we're getting a 40 million dollar transmission line for 10 million dollars.
[1:22:57]
I mean, that's, that's, that's amazing.
[1:23:02]
And, um, so I don't want to overlook that.
[1:23:05]
And we may even be able to figure out how to,
[1:23:07]
maybe see more reductions to that, that number,
[1:23:10]
which it benefits us,
[1:23:11]
or what, how should you tell the district,
[1:23:13]
who ever is operating it?
[1:23:14]
Because the less number that goes into that service
[1:23:17]
is better off with the right player,
[1:23:19]
no matter who it is.
[1:23:21]
And then the appreciation.
[1:23:22]
And even, you know, one of our recent meetings and dons in,
[1:23:25]
and I said, you know, this is,
[1:23:26]
It's a good deal. You don't want to pass a deal up, right? Because of the money.
[1:23:30]
Do we do we know if it's a call saving or a higher calls volume for us to get what house was to
[1:23:38]
assume the system? I'm not sure that I could answer that. I don't know that they could at this point,
[1:23:44]
but their goal is to have everyone their customers have the exact same right. That's what we were
[1:23:52]
don't know about for a city like what we spend now that's gonna go away but we still
[1:23:59]
have the employees. Well I'm going to umbrella it up so you know one of the things
[1:24:03]
that we need to do is figure out just like we were talking about the billing
[1:24:06]
person. Are we moving what's the timing on that we help out hiring somebody because
[1:24:12]
we may not need to hire them we just move somebody. So you're taking one of the
[1:24:16]
largest accounts is over 8,000 meters that's a lot of activity on the
[1:24:21]
financing in on the billing in and all that as with but we'd have other employees to that I think we can move inside of our own system because we're always hiring or moving people
[1:24:32]
So we have some valuable people if they didn't want to if they didn't want to move to someone else
[1:24:38]
I'm sure we could figure out how to move them inside of our organization and keep them there because we've got some great employees there, right?
[1:24:50]
And
[1:24:50]
whatever whatever they decided to work out and I think they might that all
[1:24:54]
because I don't I don't think those people are concerned I think they because they would keep the
[1:24:58]
plants what we were told they would keep the plant right so but we're right now they're they're
[1:25:04]
they're expanding a lot of energy and money they've been they've had engineers going over
[1:25:10]
doing a full GIS model a full hydraulic model and they're going to understand how this system
[1:25:16]
really works. Remember, we've been saying we haven't hit it, we've been saying two things. We
[1:25:20]
need either capacity and treated water or all water available to us. And then we got
[1:25:27]
also figured out once we have it, how do we move it to the system? That's really why we've been
[1:25:30]
doing these multi-grants. So we did the transmission line, the Oak Hill tank, that's part of moving
[1:25:35]
it into the system. But the other is how do we get water available to pull in? It's right now
[1:25:41]
we got about 800,000 gallons per day over promised. What plant can do now? Sure, some
[1:25:48]
of those projects may not build tomorrow, but they could, we're seeing a lot of projects
[1:25:53]
start. So we need that plus, we need drought management. So that line will provide what we need
[1:26:02]
now plus and drought management if we need to do that. And then if we were to go through
[1:26:07]
how she tells the district they have more availability and they have sent us water
[1:26:11]
in quantities when we needed it. No doubt about it. We've got a contract that's
[1:26:15]
smaller daily contract but we needed it and they had it fourth they sent us
[1:26:20]
large quantities when we were in drought conditions and they could manage their
[1:26:25]
entire system and just like this savings they were talking about quite a bit
[1:26:31]
and saving his own leaders versus what we could do but I don't know because there is
[1:26:38]
scale and it's what the government now brought up. I think we're getting close to
[1:26:43]
there going to be presenting us their plan and then we'll go through it so we'll
[1:26:48]
see which is the right line so we'll speak completely in the 2020 series. Yeah, September
[1:26:52]
30 is 2026. They tell us that all things need to be fully expanded. Yeah, and
[1:26:57]
of T-day time to send their paperwork into the federal government.
[1:27:02]
So we're going to 20-day drag it out five years later, don't do it.
[1:27:06]
Now, let's say they can't even say, they're going to make sure all the pieces are together
[1:27:11]
and all the money is expanded by September 30 to 2026.
[1:27:15]
I'm actually trying to cool, but I mean, this is March, middle of March, that's 25.
[1:27:20]
So this thing is, listen, I can't listen, we are staff, our consultants,
[1:27:27]
people,
[1:27:27]
pulling for us down to general assembly. People pulling for us and regulatory boards. I mean,
[1:27:34]
this just didn't happen by accident. This is a lot of hard work. And here y'all just
[1:27:39]
y'all are making it happen for the first time in my lifetime. And the first time in many people's
[1:27:44]
lifetime, we're in one of the best positions that have water in the city of Portland. We've ever
[1:27:49]
seen. I can tell y'all might have calaced as long as not to sleep over this. It's been a several years
[1:27:54]
He's been, he's been hours and hours of his day working in nothing but this trying to make this a close, close
[1:28:02]
So, anyway
[1:28:05]
Alright, anybody want to talk about anything else or want to make a new joint?
[1:28:10]
Motion second, favor eye
