[12:27] to see as a leader of the fire safety act as of a couple of years back. So
[12:32] it's reflective of duties that standing but now a council resolution is required
[12:39] » and just for specificity on that piece and to be conscientious of not veering
[12:44] into discussion of labor it's to be assumed that these duties would be
[12:49] already subsumed within their roles and this would be adding additional work and
[12:53] are already compensated according to what these requirements are. I must be

[13:01] training courses that the OFC has put out uh that offers some guidance on what
[13:06] the fire safety act uh for the new fire safety act requires. But uh you know

[14:36] structure replacing the gravel surface supporting place surfacing then
[14:41] completing some other minor improvements around the park. There's a scenario here
[14:45] where if council says staff, you know, tell your grant writer to swing away.
[14:50] Let's let's get some grant applications going. That does create a scenario where
[14:55] you guys, you know, there's there's a donor expectation that we use those
[14:58] funds if we are, you know, if folks are generous enough to, you know, provide
[15:02] funds in trust for the improvement to that part, right? That's it starts. I'm
[15:08] I'm just trying to put that caution out there, right? where eventually you start
[15:12] creating an expectation. Um if council wants to see us uh aggressively pursue
[15:17] uh getting phase two complete um you know by all means we're we're happy to
[15:22] go with that. That was the intent behind option two that is included there let's
[15:26] uh let's keep this momentum going. Let's uh you know start pursuing grants etc.
[15:31] um where you could uh you know our alternative recommendation that we have
[15:34] in there is you could wait to see how the financial planning process uh for
[15:39] 2027 is kind of shaping up and maybe ask for more reporting from staff and what a
[15:43] scope would look like. So up to you it's kind of you want the cautious approach
[15:48] or you know let's you know full speed ahead.

[15:59] and get some gravel, some e- gravel with the playground. Is that right?

[17:45] incorporate the plans, recommended priorities, implementation schedules,

[18:16] trying to figure out exactly what's what infrastructure we have and the condition
[18:20] of that infrastructure to create a long-term plan to determine where we
[18:24] need to budget for, what we need to replace, when we need to replace it, and
[18:28] and what we need to replace it with. And when we started this project,
[18:33] there were certain area, it's kind of embarrassing to say it. There were
[18:36] certain areas in the village that we didn't even know where the sewer lines
[18:38] were. The survey map was off by 15 ft in some places. Some houses even have water
[18:43] shut offs. It It was quite a mess. Now we know where everything is. We have
[18:49] looked at everything. We know where the infrastructure needs to improve and it's
[18:53] actually in better condition than I thought it was going to be. For the most
[18:56] part, I'm very, very happy to see this. I would please ask council their support
[19:01] of this resolution so that the next council is set up for success and they
[19:05] know exactly what needs to be done and where.

[19:36] taps, continue to have the services that we rely on that keep us safe and
[19:41] sanitary. Um, so it sounds like it's basically we'll accept sounds like we're
[19:46] working towards accepting this plan and then implementing it in our future
[19:49] planning and then we can target in our future capital budgets what areas we
[19:53] need to move forward. But um, I do appreciate the work done with this. It's
[19:57] very indepth. Um, I don't know if there's anything specifically want to
[20:01] ask of the contractors that have come all this way.
[20:04] » I've seen the one thing I did like to see though is that majority of the
[20:07] village now is PBC which has, you know, significantly
[20:12] longer lifespan, which is great. And it's actually nice to have everything
[20:16] all together pulled into one document. So for future planning, we can see where
[20:19] everything is going forward for whoever occupies the seats next can then, you
[20:24] know, make some informed decisions and doesn't have to spend three years
[20:28] chasing everything, put it all together, >> figuring out where the leak is.

[21:34] going to try our best to client pricing, get the this work done before. Do you

[22:17] we're kind of toying with the idea of submitting a proposal on this. It does
[22:22] seem like uh, Dawson has a lot more based on my conversations with Chad, it
[22:27] seems like Dawson has a lot more license going at this time and it seems like the
[22:33] available companies that might be inclined to bid on that are quite busy.
[22:37] So it might be a business, it might be a time of the year thing like Chad and I
[22:41] are, you know, always kind of trying to ask ourselves, how can we get it out
[22:44] sooner than next year? So it's a little bit easier for folks to kind of stand,
[22:49] » but those are the two things that come to mind right away.

[27:07] opportunity for folks to make representations to council about the

[27:17] the statute be considered to be procedurally unfair. So uh you know
[27:21] generally uh public comment on the bylaw itself is uh is closed unless council
[27:26] wants to resend third reading and uh you know have another public.

[28:26] up opportunities for homebased businesses or businesses for use of
[28:31] property. I think we've made this fair and reasonable by law. However, it's not
[28:36] just ours, it's all of ours, right? like we all build this community together and
[28:41] if there is some serious concern over it, we're not just trying to force this.

[29:08] meeting, I I went through uh previous council agendas. This is the 19th
[29:12] meeting we've had this bylaw in the meeting on the agendas.
[29:15] I went through my emails. I have a list of emails going back three years. I
[29:21] don't know how many emails, probably 40 or 50 of them from probably 15 or 20
[29:25] different residents regarding concerns with this bylaw. All of those concerns
[29:29] have been addressed. They have all been changed um regarding heights in the ALR,
[29:34] regarding fence, regarding setbacks, regarding uh material structure,
[29:38] regarding impermeable lot area, regarding driveway materials, regarding
[29:43] drainage, so on so on so on, parking, everything. We've we've I think we've
[29:51] » it's not a perfect bylaw. It never will be. There's always going to be somebody
[29:55] who's unhappy about something, but there has been three years to comment on it. I
[30:01] I I know I've received lots of emails. I'm I'm sure the rest of you have as
[30:05] well. Um I I'm very satisfied with the file and the work we've done on it.
[30:11] And I mean, if people still have concerns, they I I wouldn't say, do I
[30:16] have to say no? Theoretic. Again, this is a strict interpretation of the law,
[30:20] but technically the requirement correspondence that's received at our
[30:24] office of trust counselors on the uh bylaw between public hearing and
[30:30] adoption that's required to be withheld by staff because you know by statute
[30:36] council's required to have an open mind when the public hearing happens. You
[30:39] know once the public hearing does happen you know council uh goes on to you know
[30:44] subsequent hearings and uh the opportunity for public representations
[30:47] is closed after that. Idea being that you know the public have a shot at doing
[30:51] it. You have an opportunity theoretically to a adopt the bylaw and
[30:56] reopen an amendment or open >> I do think this is the community's bylaw
[30:59] though of every bylaw we've done this term on council this is the one that
[31:02] I've seen the most input from from the most people and we've made very
[31:06] significant changes >> based on based on those recommendations
[31:11] » moreover if if any council members do have a change of art you know on the
[31:14] bylaw you know determined that you know hey something you missed or there's a
[31:19] policy objective that isn't in there's always that option
[31:23] reading and the public hearing can happen again. I'm not trying to, you
[31:27] know, uh suggest to council that they're walking off a ledge or anything.
[31:30] Everything in here is is possible to to fix, you know, adjust, but there is a
[31:35] procedure requirement that comes along after the public hearing is held that
[31:39] basically says that's the opportunity for public.

[35:42] super excited about their grant that they are received are receiving. Little

[35:52] They're very very happy about that. Um, and they're really excited to put up a
[35:56] canopy. So when people pull in, they can be under a roof, have pay at the pump
[36:00] like every other gas station. They're they're looking really forward to that.
[36:03] And uh went with some friends and their children to the new playground and it
[36:08] seems to be a hit. Like it was, you know, after dark even walked over there
[36:14] about 9:00 at night. Still families in in there. It was quite busy this weekend

[37:39] described it to to kind of make up the difference for

[38:46] inappropriate use of dirt bikes within the community, right? because I know
[38:49] it's something that's come up to us before uh three years ago when we first
[38:52] started meeting with the same detachment proper on a regular basis. You know, we
[38:56] weren't super concerned about the ATVs and the UTVs and the dirt bikes going
[39:00] through town because most people are respectful about it. Yeah, there is
[39:03] rules against it, but you know, when somebody's respectful about it, you're
[39:06] not necessarily going to raise a lot of concern. Uh but unfortunately, we've had
[39:10] some individuals that have been doing catwalks through town. There's been
[39:13] accidents that have almost been caused, kids that have almost been run over and
[39:17] some general unsafe behavior. Uh so with that, I did request the RCMP step up a
[39:23] little bit uh for enforcement. Also had a conversation with Mr. Melinson. Uh
[39:28] they uh talked about a lot about stepping up enforcement a little bit on
[39:31] that. So there has been some movement on that and it's not everybody. Uh it's a
[39:36] handful of maybe four or six individuals that are uh participating in extremely
[39:42] unsafe behavior. You see these kids catwalking or young people catwalking up
[39:47] the hill on the outside of town coming through town
[39:50] » right down 49 catwalking and you know traveling at safe speed.
[39:55] Unfortunately, you know, uh, you know, kind of ruins for all. So, we will see
[40:01] some more enforcement coming from the RC on that and with stuff on that as well.
[40:07] » Question about your report. Um, so I know that we've been working on that
[40:10] bylaw uh to give it a little bit more teeth about people stunting and riding
[40:15] their dirt bikes and quads at unsafe speeds through the community, not
[40:18] stopping a stop sign, sort of things. Um, it was about 90% of the way there
[40:22] last time. Is that have you heard anything about that?
[40:24] » I haven't heard anything more on but the one concern that was raised by RCMP is
[40:28] that it's virtually impossible to pursue these kids right or these people. If
[40:33] they stop right on but if they don't parent
[40:36] » well that's the thing but you have to find out who the child is or who the
[40:39] person is right so it's a process so it's not as simple as hey we got you and
[40:43] you know for the RCMP to pursue on the chase and god forbid somebody gets hurt
[40:47] something happens well now it's going to get hung on them. So they have to be
[40:51] very cautious on how they pursue it and investigate as well. So the best thing
[40:55] person can do is if you have pictures video of it or you know you see it is
[40:59] report it uh cuz it's like anything else the more you report it the squeaky wheel
[41:04] gets the grease street. So I know it uh quite regularly throughout the community
[41:08] you see it. So I just encourage people to report that uh before you know we end
[41:12] up having to call an ambulance because I much rather call the cops on somebody

[51:23] budget allocation was uh $20,000. Uh the idea would be that the grant application
[51:28] would extend that to about uh between 40 and $45,000.
[51:34] Um I was saying the pricing that we got back from the RFP uh hasn't been
[51:39] amazing. The first price that we got was theoretically in scope. Uh but it wasn't
[51:45] clear to us that the person that bid actually uh understood the full breadth
[51:50] of what we were wanting to do there. For instance, they didn't have pricing on
[51:53] the removal of the existing structure that was in place. So, we're uh in the
[51:57] process of confirming that with that uh uh contractor and then other pricing was
[52:03] way outside the ballpark of what uh so that question now cut into the park
[52:11] there. >> The left down from the sidewalk to the
[52:13] pavement on 49th to permit accessible access to the park. I haven't measured
[52:18] the difference because it looks like we've uh paved over 49th a few times,

[55:18] Wolf and they had worked with the graphic designer to present us with a
[55:21] proposal. So that's actually something that's coming back for budget 2027 as
[55:25] well as my understanding. It is a quite a costly endeavor and it would be a
[55:30] multi-phase piece as well, but we've been paying attention to these pieces.
[55:33] That's why we did put more money into the sidewalk repavements. We've grinded
[55:37] down some of those sidewalks as well, some of those really bumpy spots, but
[55:40] once again, we don't have the cash to redo the whole village tomorrow. So, it
[55:45] is definitely we are and we do appreciate you having hosted and your
[55:50] organization hosting that wheelchair challenge. It was enlightening, right?
[55:53] We traveled around. We realized how hard it is to get over the sidewalks from the
[55:58] school. Going over that culvert to get over to the road was extremely difficult
[56:02] on a wheelchair. So, I definitely hear you. I understand where you're coming
[56:06] from because I couldn't imagine trying to push a stroller or move a wheelchair
