[2:01] Council, roll call, public hearing, minutes, adjourned.
[2:11] Council, roll call, public hearing, minutes,
[2:50] adjourned.
[2:51] for this opportunity, Lord God, the Lord will save right now that the Holy Spirit will
[2:56] do welcome you in this place, over all of this as Lord that you could together with us,
[3:00] Lord, and give us a man who is like you Lord, to do the right thing, Lord God.
[3:05] When we bind the other series from the Lord, do something with Lord, we're going to be here
[3:10] a series of your citizens, Lord, and we need you right now to help us to do those things
[3:15] because we know that you're not the author of confusion, but we just thank you for your
[3:20] mercy and grace and Jesus made my way. I
[6:44] will succeed.
[7:17] My question, and I know you guys probably can't answer it, but I submitted a bunch
[7:22] of information into you guys last year to counsel meeting. I haven't heard anything back
[7:26] from anyone, so I just need to know what's the next step and do you guys ever was
[7:31] getting on responding back or telling me anything. So I'm around in prayer,
[7:36] I hope that you guys will reach out to me and say something.
[7:45] I really hope that you will take some time.
[7:48] I don't know.
[8:26] Sometime has a bullet.
[8:29] I want a bullet.
[8:31] And I'm sure that it
[8:36] has been a
[8:39] decades here for us for a long time.
[8:42] And I think we've had some presentation before.
[8:45] It relates to how water system and
[8:51] meeting meetings and what have you so we invite this presentation to give us a
[8:59] room site on a possible answer to our situation with our water system. Thank you.
[9:09] Turn it on.
[9:11] I better.
[9:13] All right.
[9:13] Welcome to talk to you guys.
[9:14] First I want to thank you all for letting me come up here and have this. I'm going to
[9:16] tell you a lot of your time. The package is big. I'm going to kind of go over it. I let
[9:20] that for y'all for y'all to review. What I'm going to go over is essentially not
[9:26] revenue water, water meter reading, funding, different types of, not revenue water, things
[9:33] that we can provide for you. So if you look at the first page, basically
[9:37] as you saw, an example of Ferguson being a nation wide, a country of being more
[9:43] wide as far as their meters, how far as their camps are meter.
[9:49] They're a
[9:50] just north. They did open their brand of facility on 2024 where they sort of manufactured
[9:57] meters in Cumming, Georgia in 2013.
[10:03] The meter I represent is an ultrasonic meter.
[10:06] So in the past everybody was using mechanical meters or any taking disk and those, the
[10:12] disks tend to wear out over time so your accuracy goes down. So you're looking at losing possibly
[10:17] 5% accuracy over 5 to 10 year period. So if your meters are 20 years old you can look
[10:22] So you're going to have 15% in accuracy or 20%.
[10:26] Your mechanical meters will pick up flow starting at 0.08 gallons per AWW standards.
[10:33] Our meters pick up at 0.01.
[10:35] So you're basically almost 12% or 12 times more accurate than a mechanical meter.
[10:45] With a lot of meters, if you have like a drive-by system or an AMY system, you're going
[10:49] to have an antenna.
[10:50] It's going to have a wire connected, which sometimes if you were cutting grass, we'll suck
[10:55] up the lid, break the water and knock it off so it doesn't not be communicating. Our meters
[10:59] are all integral. The endpoint is on it. It's no wires exposed. There's no way to knock
[11:06] it off unless you guys are trying to pry it off.
[11:09] Our water meter body is a poly, polycyphaline.
[11:15] It's a fiberglass reinforced. If the else is carrying like a glove, we're lifting them as
[11:20] what our meters are made of, so they're not considered plastic. They are fiberglass reinforced.
[11:24] so they are four times stronger than most brass meters as far as pressure.
[11:35] So I'm just going to go through all of them.
[11:36] I'm just going to give you all the high level flow.
[11:38] Do you have any questions for us to stop in there?
[11:41] Well, you've got to pay so we're going to keep going through.
[11:44] Okay.
[11:45] Yes, sir.
[11:47] Okay, so once again we talked about low flow.
[11:49] So we're on the initially leading low flow.
[11:52] Yes, correct.
[11:53] I got to say once again we are at 0.01 gallons of low flow pickup.
[11:57] up. So it's easily means you're going to not lose a lot of water seeping through. As water
[12:04] tends to find a way we all know if you're a small lease of like that we'll get metal later.
[12:08] We offer a constantly detection in our meters as well. Turn the page.
[12:16] The batteries right now are
[12:17] designed to last 20 to 25 years. So if we put these meters in the ground, we're then likely you
[12:23] will not touch as easily until 2050. So right now the way they're running is the first time they
[12:31] We speak to our collector, they will speak loudly and the collector will give it the
[12:36] volume it needs to be at, that way it's not broadcasting more power and wasting energy
[12:40] from the battery.
[12:42] Turn the page.
[12:44] We have one of the below it's return rates on meters right now.
[12:49] Right now we're looking at 0.5% globally and 0.25% here in North America and that's about
[12:56] every three meters out of 1,000.
[12:58] and amtrak will give you that return list and they don't consider damage or, you know,
[13:05] hopefully anything returned to them is written down as a return.
[13:09] No matter what it is.
[13:12] Turn the page.
[13:14] We're going to do the explanation of what
[13:24] is actually working to communicate.
[13:41] So those of you those leaders will read and report every three hours,
[13:47] but they will repeat in 15-minute intervals.
[13:49] So whenever you get the reading from 7 to 10, it'll be 715, 735, 745.
[13:55] So he'll get the call
[14:09] to the hotel, to the town's water.
[14:11] OK, so once you meet in those meters, we'll report.
[14:16] Yeah.
[14:44] We'll meet in the intervals.
[14:44] So I guess I'll want to begin.
[14:46] He'll get four readings for every hour.
[14:49] So you get 96 readings per day.
[14:53] Turn on the page.
[14:56] This is some of the equipment that we need is going to come to you.
[15:00] If he was in a grant meter, or you do on both the street, on the meter, you can use the
[15:06] reading you can work. I
[15:22] DJ as well, so my mic's always going on.
[15:27] We have what's called a histogram.
[15:29] So what you can do is you can go out to the meter using our optimal I. You can pull the every bit of
[15:36] of that went through that meter is measured in the buckets so you can see what flow went
[15:42] through that 0.00 to 0.04, 0.04, 1 to 0.09. You can see how much water is being used in
[15:52] certain buckets and the low flow has been through the ocean with a lead detection. So it's
[15:58] when the water does offer on the customer's side, every meter comes with a customer's
[16:03] So if the customer is told it's running, and there's continuous flow for 24 hours in that meter, it will alert you.
[16:09] And while I'm talking about the customer later, if they've done it for that, it will alert them as well.
[16:13] So both people will get alerts if there is a leak on the customer side.
[16:18] So a reading platform is called reading manager. Basically what it is is all your readings will come into that software.
[16:26] that software will then buy your clerks, will be put into a file and uploaded to your billing system,
[16:33] and that's all that I have to do as far as billing goes. There's nobody going out reading meters,
[16:37] there's nobody going out checking meters, most of our meters were poor. We've dropped for a 90,
[16:41] 90.5% accuracy across the system over three days.
[16:46] So that's our goal when it comes to putting a meter system in.
[16:49] We don't want anybody to have to run out and check meters or have to go out and troubleshoot things.
[16:56] So, turning the page, you notice how we have the meter located at the utility.
[17:02] Now, there's a AM watch that's a which is dropped by, which I have to drop by.
[17:05] We're not talking very well. We're talking about AMI, which is going to be the actual reporting of the meters every day.
[17:11] Like I said, eight times a day, every three hours, 15-minute intervals.
[17:17] Turn the page.
[17:25] You can kind of advance it if you want to later on, but it's basically to give you everything.
[17:29] All this up is crowd hosting by Camtrip.
[17:32] What we'll do is install the meters.
[17:34] We'll put a collector.
[17:35] That collector will have a SIM card.
[17:37] That will go off whatever service you use for the city,
[17:39] AT&T or Verizon, whichever one you choose.
[17:42] And then that will report to the cloud,
[17:44] which you have at Camtrip.
[17:46] And that will be submitted to your reading manager.
[17:47] So your readings are instant.
[17:49] Once it hits that for three hours, it goes and goes.
[17:52] I mean, you won't see a mix of anything.
[17:56] Now, whenever you do look at your meters,
[17:58] like whenever we do installations on meters,
[18:00] we do GPS every meter that way you can put the coordinates in and you can go right to
[18:04] where a meter is. We're usually within 5 feet of where the meter is. Now we can go deeper
[18:09] with the GIS system and do it unless you'll have like already and have GIS to all your
[18:14] valves and so we can do that for you as far as the meters go if you need to.
[18:19] Turn the page.
[18:25] Because I will get a list of all your addresses and capture for them and I'm not sure if you
[18:29] run a propagation study. So what they'll do is they'll use your tower location, the height
[18:33] and they'll cast out through software to determine how much coverage is going to be done by that.
[18:38] I feel, with the high-thead tower, I think you're going to cover every meter in the utility.
[18:44] There'll be no outliers that will need external antennas or anything like that.
[18:53] Turn on the page.
[18:55] We offer a turnkey system.
[18:58] We go from all the way from project management to installation to integration.
[19:03] So anything that has to do with your building company,
[19:05] We as Ferguson are going to take care of integrating with billing you have no you will know what's going on
[19:11] We'll have meetings every week to tell you how it is. How many have been integrated
[19:14] But we will handle all the integration of the key I use Tyler if I'm not correct and we currently do work with Tyler a bunch
[19:21] Maybe are okay, so ABR is the other one that we work with quite well
[19:25] We have a form already set up that will give to utility
[19:29] We'll show you how it goes things will be filled in by our workers using a work order management system
[19:34] So whenever they go to a meter pit to change the meter, they'll take a picture of the
[19:39] house, a picture of the old meter for the last reading, they'll take a picture of the
[19:42] installation in the picture of the house again, and you'll get those files that way you
[19:45] know what house got one meter.
[19:47] But then we're going to put that into a file and we're going to put it into a billing.
[19:50] So your billing vendor will then know exactly where the meters are.
[19:54] So the way I would somebody with a project, if billing is correct, your reading is going
[19:59] to be correct.
[20:00] Because your billing will drive your reading.
[20:03] on the page.
[20:11] Something that Camtrip offers that another meter offers is we offer what is
[20:15] called a cursive leak detection. So what we offer is every meter, oxygen meter, actually
[20:21] will give you leak detection on the customer side. Our meter, once again, all in one, we
[20:28] also manage the main lines. So we manage the actual trunks that the lines are running off
[20:33] that the city owns. So we're monitoring city owned lines for leaks. What we'll do is it'll
[20:39] listen with ultrasonic waves bouncing back and forth. It'll pinpoint where a meter is, or
[20:44] where a line is leaking and give you between typically two houses and it'll be louder towards one house.
[20:50] So then we'll come out with a ground mic. We'll go around your family and you'll be able to find it.
[20:54] It'll be early route where basically what we'll leave you is. It gives you an idea as opposed to
[20:58] having somebody drive around and look for water on the ground. You know, like if you had any
[21:02] meaning main lines like a six-inch main blow or something like that. With the
[21:05] concealed detection, you would have taken that leak before it ever saw the ground.
[21:10] So you could have fixed it before it was all the news. We all know the
[21:12] all the news.
[21:15] The camshaft ALD, our readers monitor looking over about 80% of
[21:20] non-revenue water. So on the chart you can see different types of like leak on the
[21:26] main leaks that service lines, non-meter meter and accuracy, which is typically
[21:30] your older meters are going to be less accurate when it comes to it, so
[21:39] that's where my
[21:40] cutoff.
[21:42] So on the next page you'll see types of links on the first service line. So you'll
[21:46] have the one that is on the ground that everybody sees that are customers are calling and talking
[21:50] about water on the road. You'll have a leak in this place, but the ones you don't see are
[21:55] the ones that are underground that you know all leaks start off typically as a small pinhole
[22:01] and leaks don't get smaller they just get bigger. So as the pipe is stressed, as it works
[22:05] pushing water, at least going to grow and grow. With the cruise lead detection, you'll
[22:09] be able to see that lead before anybody else. So, you know, you could be replacing a
[22:16] leak and people think you're just near check-in lines, but you know where the leaks are going
[22:20] to be at, and the software will kind of give you a top 10, which ones you should address
[22:25] first, which ones are louder, which ones are needed of service right now. So, therefore, you'll
[22:30] be able to send crews out that may be at one point in time of reading meters. Now, they
[22:34] you'll have to fix water lines when you find those leaks.
[22:38] Next page.
[22:40] Lead protection strategy essentially is the system will assess it.
[22:44] It'll give you all the data you need to see where the leaks are at.
[22:47] You'll localize what neighborhood, between what houses, between
[22:50] on one street.
[22:52] You run and investigate. You'll find the leak. You'll confirm it with your ground mic,
[22:56] or real-time corridor, or whatever you're going to detect it.
[22:59] And then you can put a repair report.
[23:01] So now send your fixing align before anybody knew it needed to be fixed on the next page.
[23:09] On the left you'll see a typical setup for any other vendor that is going to offer lead detection.
[23:17] That box is going to be just filled with sensors with leaders and cables.
[23:29] We have no wires unless we need to get a better signal because it's so far away from the collector.
[23:39] If it's within range, we usually don't need one. I say maybe 1% tops is what we see on external antennas.
[23:47] But on the last few products I've used, I haven't had to use any because the collectors have been that strong.
[23:51] on the next page. You'll see all the customers in Texas. Around here we have
[23:59] Magnolia, Porter-Saud, Crystal Clear, Goblin's Planner Build uses our system.
[24:07] So there's a lot of references around here. Once again, what I do is I'm not going to
[24:11] pick my best three, I'm showing you a multi. I'm going to give you every reference you
[24:14] call you on. I trust the system enough that I don't have to pick and choose who you
[24:21] talk to. You can talk to anybody you want. I'll give you a nation wide if you want. Whoever
[24:25] I can give you want to talk to, I can get you a reference form. On the next page, it's
[24:30] kind of a summary of the discretion stuff, like the experience of an ultrasonic, the campus
[24:36] have been in the meter business for 75 years. They would do an ultrasonic 61991, which is
[24:41] longer than anybody in the manufacturing space. They've been primarily oversees, yes, but
[24:48] but they've been in the U.S. since 2013,
[24:51] so they've been in every 13 years
[24:53] making the meters in coming to Georgia.
[24:55] You'll see they believe in reinvesting in innovation.
[24:59] They put 13.5% of any kind of profit just into R&D.
[25:04] That's why they're able to offer
[25:07] the accreditation built into the meter
[25:09] more than anybody else.
[25:12] You'll see the return of investment is there
[25:14] because you're not going to be returning meters.
[25:16] I mean, like I said, out of 1,000, you might return three.
[25:20] I'll return two, and that's because so much of a hammer to it.
[25:23] It wasn't because it broke somebody either with a hammer.
[25:28] So moving on to the other things I was talking about.
[25:30] We're talking about the Aquana flow well, which
[25:32] is an automated valve that can be shut off from the utility.
[25:39] So a lot of utilities use those for habitual offenders,
[25:41] so you're not paying their bill.
[25:43] As opposed to rolling the truck, standing somebody out there,
[25:46] cutting it off.
[25:47] If you can just shut it off from the office, it makes it easy and makes it safe.
[25:53] I spoke with the gentleman today with a quanta and it reports every eight hours.
[25:58] So if water was turned off on Tuesday, customer comes in at 9 o'clock on Wednesday, their water
[26:03] is turned on by the end of the day Wednesday.
[26:06] So that makes it easier as far as not having to send a truck out with two people or one person
[26:12] and to try to meet her off and turn her back on.
[26:16] The next thing I'll talk about is a customer portal.
[26:19] We work with a company called H2 Analytics.
[26:21] What they do is they offer an app or a website
[26:23] that any customer can download and see their raw uses
[26:26] in real time, just like you see it.
[26:28] So they're going to see every three hours you get,
[26:31] they're going to get the same exact readings
[26:33] and be able to see where they're at.
[26:35] It's also a lovely user for a notification system
[26:38] because you can also, whoever signs up,
[26:40] You can see on a math takes message you have say there's a water bowl somewhere and you have to sit it out
[26:45] You can geolocate that area and say it's in a Texas. Hey, you're under a water bowl until notified notification
[26:52] I've seen people use it for as much as hey trash is gonna run on Wednesday and not Tuesday this week
[26:57] So it's it's a it's a way for the customer to stay connected to their
[27:02] Bill as opposed to getting it on the 17 to wherever bills go out and be like I use that much water
[27:07] So the customer, if they want to, they can set limits.
[27:10] Like if they want to use 3000 gallons every month,
[27:12] they can set a limit, and the pool that will tell them
[27:14] when they're getting close to that limit.
[27:16] They can move it, they can slide it with it if they have to,
[27:19] but the limits will help them as far as being able
[27:22] to maintain their water bill.
[27:24] That way they know every month this is what I'm going to get.
[27:26] This is what I'm going to get.
[27:27] That helps the customer, like I said,
[27:28] stay in touch with their bill.
[27:31] Next up is the funding aspect of it.
[27:34] I work with a company called Government Capital.
[27:36] I've been working with land and I'm waiting on an updated list on all the measures that
[27:40] way I can do an actual formal quote.
[27:43] I've been working with them, on here you'll see things along with are going to need
[27:48] the last three years on its incurring your budget.
[27:52] That's all they need for approval if you move forward with us and with government capital.
[27:58] It's a fairly easy process.
[27:59] The best thing about government capital is your first payment isn't due until a year from
[28:04] the time you sound the contract. So if you sound the contract on January 1, 2026, your
[28:09] first bill is not due until January 1, 2027. So you have a year to recoup any kind of
[28:15] residuals that you are missing out on with the ability to look at it. Right now I've been
[28:19] I've been working with Landon who is my contact vehicle and the project will cost approximately
[28:25] about a million dollars. They offer five, seven, and ten year loans. I've seen it right
[28:30] Right now, on what we have with you guys, I see the five years at 5.1%, the seven years
[28:37] at 5.2, I believe, and then the 10 years at 5.3.
[28:41] So if you were the 10-year-long, your first payment would be around $130,000.
[28:47] So you can either, after four years, you can buy it out, you don't have to go the full
[28:51] 10.
[28:51] If you make enough money, you want to buy it out right, you can do that any time.
[28:54] but as it goes, your payment is going to stay the same until the end of the contract.
[29:02] So, in essence,
[29:06] Ferguson is trying to be a kind of a one-stop shop when it comes to non-revenue water
[29:12] because that's what is really pushing, especially in Texas, that non-revenue water
[29:16] or something they're really pushing on is making sure you maintain your water, water loss.
[29:20] We work with the City of El Paso. There are 300,000 endpoints.
[29:26] Their non-revenue water was at 19 percent.
[29:29] We're about of a third of the way, if not halfway through with the project, and we drop it down to 9 percent.
[29:34] Just by changing the meters and picking up those low flows, finding those leaks, they're using ALD2.
[29:39] So there's benefits to using everything that we have.
[29:44] We have anywhere from pressure monitoring.
[29:46] We have predictive learning that will tell you about pipes that might break in seven years.
[29:50] So we do a lot of things that are just, I focus on on it, non-revenue water.
[29:55] That's all I do. I don't do anything else, but we do so by fills and fittings, obviously.
[29:58] Over there.
[30:00] I mean, that's really what I got for you. I went a little longer than I wanted to. And so, uh, we'll have, I appreciate you staying here. Yes, sir. I'm going through it. But we do have a one or a presentation that did not. So we'll have you if you have this. Yeah. Yeah. You got to be questions in regards to what I said. You're going to welcome to ask me. I'll answer that's in my ability to take with me. We've come to ask some questions. Yeah. Any kind of question you got into
[30:33] your system.
[30:34] If we move forward, let's just say the cards fall online, we go this month by March, I've
[30:41] got your system fully deployed in the ground working, I guess once again, we don't leave
[30:49] a project until we're 98.5% accurate over a 3-day period.
[30:53] So if all of those, all of them is report in 3-day period, we can say that they're success
[30:58] because if your meter does miss a reading, whenever that reading comes back through, all
[31:03] information in the backfill so you'll still have all that stuff.
[31:12] Yes sir.
[31:21] I took your
[31:21] mic. Sorry. We
[31:33] will install the meters for you. Yeah.
[31:38] Yes.
[31:41] Yeah. We will install every
[31:42] meter that we sell to you through this project. We do all the way up to 12 inch meters. I'm
[31:48] not sure if you have a thing. I think Florence might be the biggest one we talked about
[31:50] maybe being in the system, but we do all the 12 inch. We will install every meter in the
[31:55] contract.
[32:05] Anybody?
[32:11] So those leaders will go in the same place that the leaders will listen in?
[32:15] Yes, ma'am.
[32:15] Overdoers will go to the house.
[32:17] Take a picture of your old leader.
[32:19] They'll be a picture of that.
[32:20] With the serial number, this type of that house.
[32:22] For the reading, they'll be a picture of the house.
[32:24] So you know what, the same address.
[32:25] They'll then take a picture of the new leader after it's installed.
[32:29] And a picture of the house.
[32:29] And all those five overs, all those pictures, will be in one file per every address.
[32:34] So you'll be able to go through to verify that.
[32:40] So you'll be able to tell that it was at that house.
[32:54] So what will happen is the readings will come in whenever you're ready to be building,
[32:59] you'll put all those readings into a file, you'll upload it to ABR and ABR does the rest.
[33:08] No sir.
[33:10] No sir.
[33:14] Yeah, it's really streamlined.
[33:16] Like I said, you'll see all the readings on the computer and when it's time you're building,
[33:20] you literally click.
[33:21] I think it's like three buttons.
[33:22] It'll make a file.
[33:23] You'll go to the AVR system, you'll upload that file, and then they'll disseminate them through the actual customers.
[33:31] Yes, ma'am.
[33:34] Right now it's about a million dollars for the entire project.
[33:38] Installation, meters, everything that entails us through the meters in will cost about a million.
[33:46] I'm waiting on the actual numbers of addresses. I'll be running and I'll give back with a million on a price.
[33:51] Yes.
[33:53] Yes, ma'am.
[33:59] Yeah, y'all will approve if we do anything.
[34:01] We don't move forward until we're in.
[34:03] So, unless you have a contract of your own, you'd like to use.
[34:10] There is.
[34:12] Yes, ma'am.
[34:12] That is true.
[34:13] If we did a pilot program with you guys and put meters in the ground, then you would be
[34:17] adding to current city stock and you wouldn't have to go off or bid.
[34:27] Yes, ma'am.
[34:42] As far as making the payment, you would have to put it in the budget to make that payment
[34:44] every year.
[35:28] Ten years.
[35:29] Yes, ma'am.
[35:30] Yes, ma'am.
[35:31] Ten years.
[35:39] I would talk with government cabinet to get that information, I haven't seen anybody have
[35:42] to do that, but I mean, typically a system, once you're moving away from, I'm not exactly
[35:46] sure how old your meters are, but if they're 20 years old, the system is probably going
[35:50] to pay for itself in the first three or four years, as far as just recouping lost revenues.
[35:57] Yes, sir.
[36:00] Yes, sir.
[36:01] Yes, sir.
[36:02] As you know, sir.
[36:03] Our customers complained about what they're paying now.
[36:05] Yes, sir.
[36:06] We talked about your version of the increase based on the use of data
[36:12] across the region.
[36:13] Yes, sir.
[36:14] Yes, sir.
[36:15] Yes, sir.
[36:15] Yes, sir.
[36:15] Yes, sir.
[36:16] Yes, sir.
[36:16] Yes, sir.
[36:29] So when you made that determination of the cost, you did take into consideration that
[36:35] you looked at not enough people who actually lived here and the rest of the students,
[36:42] and just look at that when you made a determination on what the cost was.
[36:46] What I've done is I took an estimated cost and estimated size of the utility. I don't know exactly how many meters are in this. I'll quote it by meter. However many meters aren't that's how it'll be quoted.
[36:56] If there's 1200 meters, I think right now I put it at like 1600 meters. I'm not exactly sure how many meters you have in the system.
[37:06] It'll be lower than a million for the pocket.
[37:10] Right, that's the point.
[37:12] Yes.
[37:12] That's one billion.
[37:14] The citizens were thinking, well, if they can do that.
[37:20] That's part of the community.
[37:24] So, I'm assuming...
[37:26] It's called the community there.
[37:27] It's called the place going in.
[37:30] And so...
[37:31] Just a meter size.
[37:33] like if there's one meter going through the apartment complex I'm sure the
[37:36] tennis gets charged and all right you'll be charged you just that one meter
[37:40] that one meter going on the ground anything that's reading
[38:07] I'm certainly.
[38:10] Yes.
[38:11] Yes.
[38:12] Yes.
[38:12] Yes.
[38:14] Other initiatives that I would like to see for for you.
[38:16] Or to make it into ways of my.
[38:18] I want to make sure that it's not.
[38:24] To understand that and the way I usually express it.
[38:27] Council is, we all know that typically the water department is the cash
[38:32] register for the utility. That's how you make money. So I would say as you're
[38:39] making money, I'm sure as you're saving money, you're getting this in and
[38:43] we're creating a living there, you'll be able to invest more in the community.
[38:47] Yes, ma'am.
[38:58] Yes, ma'am.
[38:59] Yes, ma'am.
[39:10] Your first name.
[39:11] Your first name.
[39:12] Every year.
[39:13] Every year.
[39:13] Every year.
[39:13] I'm the same day.
[39:14] So how will we be able to make a large deal of it?
[39:22] Again, we take it all into consideration.
[39:25] A whole operation on a system itself.
[39:29] Well, maybe before we go,
[39:31] and that's what we're adding here,
[39:32] I just kind of ran some numbers for it for a year and told him I was 530 or so, it'll
[39:40] be less.
[39:41] Right now I have, I elevated the meter so I have more meters voted.
[39:44] I can take about 500 meters off of there so that's going to drop the price.
[39:47] I just put out 130 pounds.
[39:49] Yes sir.
[39:50] And if the slope, what you do is you put your budget together, you add another 130,000 to it
[39:56] to the cost.
[39:57] Now, can we, can we evolve another hundred thirty thousand cups?
[40:02] Well, we're going to look at the overall system.
[40:05] We're going to look at the revenue.
[40:06] Well, that's what we're going to need at the beginning.
[40:11] Well, yeah, you're going to take that the second year, not the first year.
[40:14] Because it won't be a part of your budget.
[40:16] It's the second year when you have to start making the payments.
[40:20] But as mayor stated, we can look at the first year in different hundred thirty thousand.
[40:26] I can say 130,000 by 10 years, and that will decrease the amount of pain over 10-year
[40:34] periods.
[40:40] Well, we have to, I can't just sit at the night, but we'll go for it.
[40:50] Well, based on what you've given us, we don't sit down and we'll do a determination.
[40:55] We'll get back in, we can let you know if you please.
[40:58] Maybe I'll look at this incorrectly, but also since we know that there is a new format and
[41:05] that we want you to do, it's coming in, you will take that into consideration.
[41:09] And so, yeah.
[41:11] So, when you look at other opportunities, you'll have that in mind as you consider what
[41:18] Yes, like I told you, we will sit down and now say when you don't do your budget price.
[41:27] We'll do that now to see if we can work this in.
[41:32] And now the way we figure out how to work, as you say, is anything you can buy in the money.
[41:37] Okay, so let's just leave this.
[41:43] Yeah, for sure.
[41:45] Installing these meters, as you've indicated,
[41:47] we've been wanting to be sure before where there had to be
[41:50] a physical determination of where the leak was,
[41:53] and then, of course, we find that in things of this nature.
[41:57] But while it's leaking, the citizen is paying more money
[42:00] because the leak is there and the water is wet,
[42:03] but now with this, you can be terminated very quickly,
[42:06] which would ultimately save the citizens money.
[42:10] And more of the day.
[42:11] The way, the way ALD will accuse the detection works
[42:14] through the meter for the customer side.
[42:16] If there's continuous flow of the meter for 24 hours,
[42:19] a leak alarm is going to alert.
[42:20] If they're not signed up for the customer formal,
[42:22] the utility will get that alert.
[42:24] So if a leak started yesterday at this time,
[42:27] right now, reading you would pop off
[42:29] and a leak alarm for an address,
[42:31] you'll be able to say, you had a call and say,
[42:33] I believe you have a toilet running
[42:34] or you may be able to leak at your house,
[42:35] Maybe you want to investigate. So you'll be able to tell if it's on the citizen side with the with ALD through the meter on
[42:43] The main line you'll be able to wear yearly surat on your side
[42:46] So you'll be able to determine which side of the meter the link is on
[42:52] Yes, correct
[42:52] right. Also as far as the bill and you get you going to bill so when there's a complaint
[42:59] will they call you. Anything with this as far as the bill. As far as going to the customer
[43:08] that'll be that'll be on the city. I will help where I can but but you're going to charge
[43:13] them yourself. No, no, no, no, no, no, no. What are you going to do?
[43:20] That's okay.
[43:21] as far as as far as the building goes we work with the building vendor to make
[43:26] sure the bill goes out correctly so the bill is still coming from the utility
[43:29] just like it does now so they'll be paying the city the bill my bill is only
[43:34] for the contract that we have signed as far as the installation and the
[43:38] meters. Yes ma'am. I understand that. That's why I almost brought a screen to put up and yeah.
[43:46] One other question. Yes ma'am.
[43:50] Yes.
[43:53] 10-year-old. 10-year-old. 10-year-old. Yes ma'am.
[43:57] And you are located. I have a branch in South Houston and one in Umbul. My meter depot is located in
[44:07] I'm local. This is my area. I cover this area. If you go to this project, you will see
[44:12] me probably every two months asking how things are going, what I can do. Like we're talking
[44:16] about with the customers having leaks on their side. A lot of utilities who have a ground
[44:21] mic will go out and assist the customer. Like with their mic, found the leaks. Hey, you
[44:25] have a leak right here. That way they're not digging out the entire yard trying to find
[44:28] a leak.
[44:51] Yes sir.
[44:52] The meaters right now the meaters come they're hermetically sealed so they're food grade sealed so you can't get into them.
[44:57] So if one's busted what will happen is you'll get
[45:00] I'm going to get with me. We'll do a warranty return. Cameras will give a yay or a nay and then they'll send you a replacement. I've never seen them say nay. Because I said that I said, when you're going with three out of every thousand, it's pretty. Yes, yes, yes. And that's the one thing like you will be able to see.
[45:22] I can say, I don't want to have sent back a minute with hammer. It was still reading, you just couldn't read. It was still sending the readings.
[45:29] things every day, just like normal. You just couldn't read the screen. There's only
[45:32] thing you couldn't do.
[45:37] Right now, our batteries are lasting 20 to 25 years.
[45:49] Now, we can do,
[45:51] if you need like other things like, if the meter box is needed to replace, I can do that
[45:56] as well during the contract. We can go out and look at it and see if you don't want to
[45:59] add any of that stuff to there. But we can do everything around that meter box we can take
[46:04] You all said you all did a little on survey, so we're going to worry about that
[46:16] To the tower
[46:27] Money as far as truck rolls as far as employees hourly like you said you can now retrain those employees to be
[46:33] working on things like that if you find stuff like that
[46:38] we have a help desk that
[46:49] you can call any time no no sir right now we do is because we we are the only
[46:59] distributor in Texas for campship so we own the entire thing so if you have we
[47:04] have a help desk set up like if you have information with billing or if a
[47:07] meter is doing something weird you can contact our help desk and they will
[47:10] they will walk you through what you need to do though they can tap into your
[47:14] computer and show you where to go to fix things so we take care of everything
[47:24] yes
[47:30] yeah what I can do I can always I can always come back and speak to you one
[47:34] on one I don't mind come back doing a larger presentation yes we got
[47:37] question? Yes sir, it would not be in any room for
[47:41] local participation as far as installations. Right,
[47:46] we can talk to our installation vendors and see if they
[47:48] want to maybe get some higher some local help you. I can
[47:51] talk to them. I usually use the same crews, but right now we
[47:55] have a lot of them that are I have jobs going on where
[47:57] they're like I have one vendor that has three installers, but
[48:00] he has three jobs going on so we split those guys off and
[48:02] they typically do the higher local. The job I get to the
[48:08] three months and then it'll be done, but then at the same time you have you know
[48:15] some kind of help as far as but those guys once again those guys pick up people
[48:19] and they become part of their crews too and so they're traveling and stuff like that
[48:23] so there's one other question. Yes sir. You mentioned the initial payment. Yes sir.
[48:28] That payment is required to be all.
[48:34] We'll do the job your payment is not due for the
[48:36] first year. Once you sound the contract your first payment is not due to a year
[48:39] from that.
[48:43] No deposit.
[48:51] One year from that day.
[49:04] Now what you can do is also I've seen
[49:06] other utilities when they're in the process of working this out they'll ask for
[49:12] extended period like I've seen people get 15 months because you've got three
[49:15] months for installation so you're not actually using the meters so if you say
[49:19] if you ask if you said this when you in government capital but I would say some
[49:22] online is like you know can we make our first payment when the system goes live
[49:27] yeah because then then then you're you're keeping the the the the loss
[49:31] revenue you weren't getting now you're recouping it to put towards that payment
[49:34] in here.
[49:42] You can you can do a pilot program and then you're adding
[49:48] inventory to cities already stock.
[49:53] Usually we usually run a pilot three
[49:55] months but that's up to y'all y'all can determine if you're gonna move forward
[49:58] with it and you want to put a pilot on the ground you can put a pilot on the ground
[50:01] for a month and then move forward.
[50:05] What we'll do is, what we'll do is, it depends on how many meters we put in the ground.
[50:09] We'll put a collector up, we'll give you access to READY.
[50:13] So you'll have a system that it'll be monitoring anywhere from 40 to 100 meters and then once
[50:19] that goes, we'll come and install and we'll do all that.
[50:21] That means if there's a pilot program, then that's kind of something that's the bidding problem.
[50:27] Yes, ma'am.
[50:29] And I guess we'll talk about circumventing the pilot process.
[50:33] Yes.
[50:34] At the end of the pilot, are you coming back and bringing data that helps you in the next week?
[50:39] I'll talk to you every week.
[50:41] But what I'm saying is, it seems like by rules, we still need to maintain this from other companies.
[50:48] And from my understanding, no, I can verify that and get you documentation that says that.
[50:54] But that's what a lot of people, a lot of other customers have done is put a pilot
[51:01] in the ground and then you're just adding meters to, you know, already on stock for the
[51:05] utility.
[51:07] So there's a pilot program, of course, it does not rub,
[51:14] okay, it does under the threshold,
[51:16] but it does not obligate the city to move forward.
[51:19] Not at all.
[51:20] Not at all.
[51:21] I want to prove a concept.
[51:28] Like I like the pilot because I can prove a proof of concept.
[51:31] I can show you that it works.
[51:32] I can show you what you're going to find.
[51:34] You know, I can do a full-scale AMI with acoustic detection and pilot or just an AMI pilot.
[51:39] It shows you the readings.
[51:41] So we could do both at the same time and then you're going to get the data as far as,
[51:45] you know, seeing what acoustic detection can do as far as finding leaks.
[51:49] So you're probably going to, if we go for three months, more than likely with acoustic detection,
[51:53] you're going to find leaks in the ground.
[51:55] Yes.
[51:55] Yes.
[51:57] There is another company in Texas that is doing the same program.
[52:02] No.
[52:03] But we are the only ones that offer AMI with the facility protection.
[52:06] We are the only ones.
[52:07] So pretty much it would be without you guys that you know the company that will come back with
[52:11] me to that.
[52:12] Yes.
[52:13] You could have another vendor bid at just AMI but most vendors aren't going to bid AMI with
[52:20] ALD because they are having to go to a second source for the ALD.
[52:53] I'll get back with the government capital once I have the numbers and have an actual
[52:57] proposal from the government capital that way you can look at the actual numbers.
[53:03] Okay?
[53:04] I didn't hear the answer to the question about the company.
[53:08] There are other...
[53:10] No, no, they don't, the way we have ours built into the meter.
[53:14] You have one unit that does AMI and AOD altogether.
[53:18] Like you can go with another one, like you can go with a badger, but they'll have to get
[53:21] here next to do the accouture detection. So there's not a one-stop shop. It's all in one meter.
[53:27] Yes. All that clues have been used out one meter.
[53:38] Did they have automatic leak detection in the main?
[54:03] Yeah, I have no wires. You'll see in the end of the package you'll see is a little stubby
[54:07] antenna that's all it is. And then normally with another AMI system you have to drill
[54:12] a hole in the lid hanging antenna from it. So now you've got a three foot wire somebody
[54:16] How many grabs that too? Or they can rip the wires apart.
[54:19] Yes.
[54:22] We can come out and install them, or we can teach you how to do them.
[54:26] Okay.
[54:30] I appreciate you allowing me to come.
[54:34] Thank you.
[54:35] I'll deal with that.
[54:35] We'll get together.
[54:58] Thank you.
[55:02] Thank you.
[55:07] I don't
[55:11] know if Mr. Gerrard is here, she was gone back to front of the place, but if she dies, I can tell you, in Bill Capri, she requested speaking back, speaking back again, I thought I'd talk a lot about Bill Capri, didn't you?
[55:33] and the citizens in the bill to pre-requested speed bumps to be put in.
[55:39] She says that there is a lot of speeding and they have children and they are afraid that something could possibly happen.
[55:48] So at this time, the request has been evaluated along with possibly having one-way streets only because of the narrow width of the roads there.
[56:00] And also, the one-way streets would allow, according to our engineer, allow us to get a longer
[56:07] life out of the road because, again, it's narrow, we'd recommend that we do one-way streets.
[56:16] Now, I've asked Chief White to also evaluate the requests based on the proposed speed limits
[56:22] that they're requesting.
[56:25] In addition to that, the roads itself, they are still in dispute.
[56:32] So at this time, we would have to get legal advice, because if we place speed bumps,
[56:37] it may create an issue with warranty on the road.
[56:47] The issue is about the one way of a family, about, and that's the road that is in dispute,
[56:56] the end of the entire day, could it?
[56:57] Those streets, it's more than one.
[56:59] We almost have to do that because it's right not to live potential liability issue for the city
[57:05] and to minimize that, Mr. Provider, would you say that that would be the thing that helped you minimize that issue
[57:11] because of the way the road was, because it was the narrowness of the road,
[57:18] it's prohibited for two cars to go down and so it almost is a necessity to do the one way
[57:27] minimum so that there won't be liability on us because of the work that was done on the
[57:32] That's correct.
[59:43] So I'm going to call for a speaking
[59:45] that's in September 22nd of the Council and saying that they were no longer going to work in cooperation with the community.
[59:54] I'm going to suggest that it was a private organization with its own community.
[1:00:07] Any documentation on the staff, so it is a no-no-no-no-no-no-no
[1:00:19] -no-no-no
[1:00:29] -no.
[1:06:11] I have to accept, right, that the national race for the United States is bigger than I am.
[1:06:17] You have to have this.
[1:06:20] What the, well, I met with a non-developed being.
[1:06:25] And if non-developed being developed is better.
[1:06:29] But my attitude is better.
[1:06:31] What happened is not to go with what you said.
[1:06:36] I'm not going to come, but if you were to, not ask if you could fly with me or leave, I ask if you could.
[1:06:49] you're leaving, you're not going to let me show you how to do that.
[1:06:55] No, I don't have any reason why I shouldn't do that.
[1:06:58] Because this was developed using the best way that we had,
[1:07:04] at the time before the budget together, since the year 25.
[1:07:55] I'm just saying that my understanding is that the Council movement wants to make sure
[1:08:05] after all information is turned in on the previous year, but I'm not sure what, you know,
[1:08:17] that's going to be all around this year's operation, that she's operating.
[1:08:27] I would have been a question.
[1:08:34] Well,
[1:08:38] that's in process in the current year's actual activity.
[1:08:42] There is a month, and I still try to maintain that month, so I can come forward to be an accountant
[1:08:50] for the prior year.
[1:08:54] This is a matter of getting copies of that information to be able to complete the account.
[1:09:36] How do you learn it at the county to mention that, okay, so all of us are trying to make sure that there's a lot of regulation.
[1:09:49] You didn't have one, so that's why I didn't have one.
[1:10:03] I've requested the information, so I'm waiting to get that information, so there's an
[1:10:09] item to build.
[1:10:10] But for the budget, it has really no bearing on it.
[1:10:16] All right, I'm going to have to go to the dean.
[1:10:22] There's any questions whether or not you stay with my service.
[1:10:26] Excuse me.
[1:10:28] All right.
[1:10:29] I'm going to go right up on whether or not I can tie my accounting system
[1:10:34] to the bank and what I have to do.
[1:10:36] Which has nothing to do with current year process.
[1:10:38] Yes.
[1:10:39] Okay.
[1:10:40] The officer wants to know, and it's true, because it's an open forum where people can
[1:10:44] now include human rights.
[1:10:46] Because, you know, the people can just ask questions of you while counsel is here.
[1:10:53] And so, for security purposes, you'd like to know whether it's just an open forum.
[1:10:59] No, no.
[1:10:59] I do this in relation to the relationship that is close to the deal that is not good enough.
[1:11:07] It is not good enough.
[1:11:10] It is not good enough.
[1:11:12] It is not good enough.
[1:11:13] It is not good enough.
[1:11:16] I don't want to talk about it.
[1:11:18] What?
[1:11:19] And what did you ask the question of the person that is not good enough?
[1:12:58] Okay, because it's just like one time it says, y'all did the food and y'all retained the information that passed out to you tonight, because that will be the budget that's going to be the budget.
[1:13:12] It's okay, you're ready?
[1:13:13] I can start the round.
[1:13:15] Pardon?
[1:13:16] I can't see if I get the information.
[1:13:24] I can't see all the details.
[1:13:26] I can't see the information.
[1:13:28] It's okay.
[1:13:31] can start the round.
[1:13:44] I can't see the information.
[1:13:54] You ask him, wouldn't he be ready by the people in the next two days?
[1:13:58] He said, as long as he gets the document.
[1:14:01] If you get the document and we're going to find you, instead of putting something on the agenda,
[1:14:07] and it's not ready, it's ready, so it's ready, and if you actually know it's ready,
[1:14:13] Then we can put it on the agenda, because it can't control third parties, you know, so that just continues to bog down the agenda
[1:14:21] where we're sitting here to talk about it.
[1:14:23] When the issue may not be with, that's to talk about.
[1:14:28] He's waiting for information to come.
[1:14:30] Yeah.
