[5:50] heads for 2 days when we did went over our budget, they were committed. They

[5:54] listened to the public on the last 2 years. We've heard about property tax,

[5:58] property tax. And this year we were committed to that to remain revenue

[6:02] neutral. While at the same time we saw health insurance rise up 20%, fuel costs

[6:08] go up along with inflation, property tax. We, Gina and the department heads,

[6:13] you guys have tried to cut as much as you can. You held back money as much as

[6:17] you can. So, this budget is shows how committed

[6:21] you guys were and are to listening to our citizens in particular.

[7:13] budgeted expenses for 20 7 to account for the project timing. Other than that,

[7:17] again, that was no net impact on the budget at all. It just was a true

[7:21] transfer due to timing. Um, other than that, this budget's what

[7:24] we discussed for those 2 days. Again, revenue neutral. It's already been said.

[13:04] This contract is with the uh um addition of the House Bill 2116

[13:11] and uh administration form DA-146A for um

[13:28] 1st. They required all cities of the second and third class to include the DA

[13:34] 146A. >> 146A.

[14:03] house bill and the A form, there's no changes to it from what was previously

[14:08] approved. So, that's we're looking for approval for the contract as written.

[14:56] through Fusion Bank for the lease purchase of the sanitation truck that we

[15:00] have received. Uh, it was approved, the lease agreement was approved in

[15:05] uh, December of '25 and we were expected to receive that truck in April of '20

[15:11] uh, six. However, due to manufacturing and production delays, we did not

[15:15] receive it until just a few weeks ago. Uh,

[15:18] due to the delay, there is an increase in the interest rate uh, from 4.05%

[15:24] to 4.45%. That will come to an additional yearly

[15:29] cost of $577.79.

[15:34] Um from what I understand, that is a

[15:38] reasonable adjustment. Um

[15:42] so we're looking for approval with the interest rate adjustment to

[15:46] this lease purchase through Fusion Bank.

[20:03] but this is the substation project that was

[20:06] funded by a grant that we received from the state and federal.

[20:09] Um like around just over $3 million

[20:15] a year ago, so um this this project's

[20:19] taken a little longer, um but he's researched it.

[20:23] He found the breakers that we would need for our

[20:26] substation had to be made

[20:29] uh BABA requirements, which is a uh Build America, Buy America

[20:35] um to receive those grant funds.

[20:39] So, he reached out and ended up getting with

[20:44] Myers Control Power, um and they sent a bid in for $78,786.

[20:52] That's for two breakers. And ABB sent in one for $80,312.

[21:00] dollars. Um due to the lowest cost

[21:04] and BABA compliant, I would recommend the Myers Control Power getting that bid

[21:10] of $78,786. That did not include tax.

[21:15] » Have we Have we ever worked with Myers Control Power?

[21:17] » No, this is I'm not familiar with their their brand

[21:21] of breaker, but um

[21:24] he was he actually told me Sterling to try to get

[21:28] breakers that we would normally use have a lot of parts from other countries. So,

[21:41] to tell you if they're No, they'll be worth anything or not.

[29:47] Saturday, October 3rd at 10:30 in the morning at Greenlawn Cemetery to place

[29:53] um, markers. And these were made in Pratt.

[29:58] Found a young lady who can do 3D printing to make a little KIA tags.

[30:07] community members to come out and participate in this event. It's a bring

[32:12] um is up and running at the um municipal court clerk's office. Uh it's

[32:18] an upgrade from the GWorks system and um Shawn may may not say something about

[32:27] » [clears throat] >> they were able to also get the digital

[32:29] tickets to to talk to the system so they just

[32:32] immediately um download instead of having to be data entry which will save

[32:38] the municipal court clerk's office a lot of time.

[32:40] Uh we're also working on um

[32:44] creating a collections system for the municipal court clerk's office. That's

[32:47] never been done before, and so a number of people [snorts] who have

[32:51] failed to pay their traffic citations in the past, you know, if we um

[32:55] once we get the collection system up and running, then instead of just uh

[33:01] having bench warrants that are out there for um

[33:04] any length of time, they were there there will also be an alternative way to

[33:08] collect those fines. Um I rode with uh Josh with the

[33:13] sanitation department uh last week um and helped him with one of his rounds.

[33:19] I have to tell you, I am absolutely shocked after

[33:23] sitting with him for uh a couple of hours and chatting, the city of Pratt,

[33:29] which is a city of 6,500-ish people,

[33:34] collects 14 tons of trash a week. Every single week.

[33:40] » Wow. >> I know, it's a lot, but I was in the

[33:44] truck. >> [laughter]

[33:45] » And and when we pulled up to the dump site, and they weigh the truck, and then

[33:48] we go and dump, and then and then they weigh us on the way back, and I just

[33:53] would really encourage our citizens to consider

[33:57] reducing the amount of trash that goes into our landfill, because that's a lot

[34:01] of that's a lot of trash that we collect every single week.

[34:05] » Now, were you throwing were you getting out and putting the trash in the

[34:08] » I was. He let me take the hook, and I hooked it onto the um the dumpster bin,

[34:13] so that the dumpster bin yeah, and then I pulled the poly carts over for him.

[35:16] were able to go to uh the

[35:20] an event at PCC where Senator Mariani announced that uh PCC would be receiving

[35:25] $1.4 million in federal funding.

[35:29] Uh there have been several Point Pavilion meetings in the last couple of

[35:32] weeks, including one today, which was a pre-bid meeting. So, we had a number of

[35:37] contractors and subcontractors here um

[35:42] in the commission room and then Justin and uh general contractor Robert Smiley

[35:47] uh spoke to them as a group and they were able to review the the drawings and

[35:53] the plans and they were also able to do a site visit today.

[36:46] Iowa Street at approximately the 800 block.

[36:49] Um, cemetery and sanitation, nothing to

[36:52] report. Um, day-to-day operations, parks department completed the staining of the

[36:58] Lemon Park um, dock and the

[37:02] uh, 6th Street train depot. >> Mhm.

[37:04] » Both those projects are completed and I submitted the cost share application for

[37:10] the extension of the 6th Street to the point

[37:14] that last week. So, hopefully we'll have a response to that in November,

[37:18] December. And other than that, I have been working

[37:21] on a street maintenance plan.

[41:08] included criminal damage property, theft, domestic batteries.

[41:13] We also recovered two stolen vehicles this last month.

[41:18] Um we responded to nine traffic collisions, conducted 331 traffic stops.

[41:24] Um we participated for 2 weeks in the STEP program.

[41:29] So, that was attributed to some of those.

[49:46] then they shall call in then the city attorney who shall cast a decisive vote

[49:51] for such appointment. the resignation of the mayor or any commissioner elected

[49:54] under the act shall be made in writing for their action thereon. If

[49:58] [clears throat] the mayor or any commissioner shall remove from the

[50:00] territorial limits of the city, such removal shall uh

[50:04] ipso facto be deemed to create a vacancy in such person's office. So, in other

[50:08] words, we have roughly 10 days from the time of Doug's death to

[50:14] appoint someone to fill that vacancy. I personally, I feel like we should not be

[50:20] discussing this currently just because, you know, Doug

[50:24] we haven't had Doug's funeral yet. I want to show respect for him. But, I was

[50:28] wondering if you guys would be if what your thoughts are first off, but if you

[50:32] guys would be okay if we do a special call on Friday morning at 8:00 a.m. to

[50:38] discuss um who we want to appoint to fill Doug's
