Today's agenda includes only one case.

Preliminary plan for subdivision.
[1:42]
And this case.

will move on to comments.

This case is minor preliminary plan
[2:10]
Of subdivision, PPS-2025-007 Titled Loring addition
[2:22]
to high bridge.
[2:27]
The project is located on the north side of Wood Edge Drive,
[2:34]
approximately 250ft east of its intersection with Highbridge
[2:37]
Road.
[2:38]
The applicant is proposing four residential lots, one parcel
[2:41]
and one Outlot.
[2:42]
It consists of 4.57 acres of land.
[2:45]
This property is located within the residential rural zone
[2:48]
under the current zoning order, which
[2:51]
is also known as the RR zone.
[2:55]
There was a subdivision done by deed and book 51868 page 505
[3:01]
in November of 2025, and Division of land unless exempt
[3:06]
under certain circumstances requires the approval of a PS
[3:09]
and a final plot per section 24.1.401 of the subdivision
[3:15]
regulations.
[3:16]
This division did not meet any of the allowed exceptions
[3:19]
in section 24-1404.
[3:22]
This preliminary plan is subject to the adequacy standards
[3:24]
of the current subdivision regulations,
[3:28]
requiring the approval of a Certificate of Adequacy, or ADQ,
[3:33]
which has been assigned To case number ADQ 2025-016.
[3:42]
The applicant submitted a request for variance to section
[3:51]
25-122-B1G to allow the removal of five specimen trees.
[3:56]
With that introduction I would like
[3:58]
to get started with staff comments
[4:00]
beginning with transportation.
[4:05]

First, Although the right of way is shown on the planning sheet,

if we could also get that alignment
[4:17]
shown along the frontage of the property.

And two, just ensure that the sidewalk will be Ada compliant

and there are ADA compliants.
[4:41]
In a subsequent applications to ensure that
[4:45]
the driveway meets the code requirements.
[4:46]

This is Christian Muhly with the environmental Planning section.

The project will have a companion type one tree
[5:25]
conservation plan.
[5:26]
As you mentioned, we have the variance request
[5:29]
for the specimen tree removal.
[5:31]
As part of the new notification requirements for subtitle 25
[5:36]
we will need mailings done to notify for the tree conservation
[5:41]
plan.
[5:42]
So we will need an affidavit of those mailings and a sample
[5:46]
letter.
[5:47]
We have some technical corrections on the TCP one.
[5:56]
The one we wanted to bring up here
[5:57]
is that there are woodlands proposed to be
[5:59]
retained on lots 2, 3 and 4.
[6:05]
But woodlands retained on lots less than one acre
[6:08]
have to be counted as cleared and shown in the worksheet as
[6:14]
cleared.
[6:15]
The plan will need to be revised to recalculate
[6:18]
the woodland conservation requirements.
[6:20]
Those are our environmental comments.

There are no geotechnical comments at this time.

Moving on to historic preservation.

There are no historic sites or resources located on or adjacent
[6:39]
to the property.

Through the pre-application process,

staff had asked for an archeological survey
[6:44]
to be done on the property, which
[6:46]
the applicant has completed.
[6:48]
We have reviewed the report.
[6:50]
There were a few prehistoric artifacts
[6:52]
that were found on the property, but it wasn't
[6:54]
enough to constitute a site.
[6:56]
We are now going to ask for any further work.
[6:59]
There are no historic preservation
[7:00]
or archeology issues.

The subject property is in the 2022 improved booth
[7:19]
Mitchellville and Senate Master Plan.
[7:22]
This master plan recommends residential low land use
[7:28]
for this site which is defined as residential areas
[7:31]
up to 3.5 and eight dwelling units per acre.
[7:34]
Single family detached dwellings,
[7:36]
and the master plan also recommends
[7:39]
and recommendations related to transportation and environment,
[7:42]
and include these in our recommendations,
[7:45]
including ecological connectivity and the site
[7:47]
and adding sidewalks along Woodridge Drive frontage.
[7:50]
Both of these issues are already tabled in the application.
[7:54]
The details of our recommendations are in our memo.
[7:57]
We have no major issues with this application.

through four to provide sufficient access.

Please show how the required active space is being provided

on the open space site exhibit.

Combine the Outlot and parcel A into a single parcel
[12:30]
and show that it will be conveyed to the HOA.
[12:34]
Please provide the net lot area and PM of lot one and two.
[12:39]
Show the front building line setbacks for all lots
[12:43]
to verify that sufficient buildable area is available.
[12:47]
This information may be provided as a separate exhibit.

Please label the existing right of way width from the road

centerline to determine if additional dedication is
