[0:05] >> Good morning.
[0:08] The time is Now 9:30.
[0:18] Today is August 28th, 2026.
[0:22] My name is --
[0:39] I would like to remind everyone that this is a virtual meeting.
[0:43] Please keep your microphone muted when you're not speaking.
[0:45] Please be aware that this meeting is being recorded
[0:49] and the recording will be available on our website
[0:51] for review after the meeting.
[0:53] And I want to share with you that today
[0:57] is my last day serving as SDRC Chair starting next week.
[1:05] Monk will be taking over.
[1:08] It's been a great experience sharing this --
[1:15] chairing this meeting.
[1:16] And I really appreciate everyone support and cooperation
[1:19] during My time as SDRC Chair.
[1:23] And I'm sure monk will do a great job.
[1:27] Today's agenda includes only one case.
[1:28] We have only one case.
[1:39] Preliminary plan for subdivision.
[1:42] And this case.
[1:45] You can start your presentation.
[1:48] >> Before I begin may I ask if the applicant and their team are
[1:53] present today?
[1:56] >> Hi, Hannah.
[1:58] This is Eddie Diaz Campbell.
[2:01] I'm here along with Esco from Elite Engineering.
[2:04] >> I will get started with a brief introduction and then I
[2:07] will move on to comments.
[2:08] This case is minor preliminary plan
[2:10] Of subdivision, PPS-2025-007 Titled Loring addition
[2:22] to high bridge.
[2:27] The project is located on the north side of Wood Edge Drive,
[2:34] approximately 250ft east of its intersection with Highbridge
[2:37] Road.
[2:38] The applicant is proposing four residential lots, one parcel
[2:41] and one Outlot.
[2:42] It consists of 4.57 acres of land.
[2:45] This property is located within the residential rural zone
[2:48] under the current zoning order, which
[2:51] is also known as the RR zone.
[2:55] There was a subdivision done by deed and book 51868 page 505
[3:01] in November of 2025, and Division of land unless exempt
[3:06] under certain circumstances requires the approval of a PS
[3:09] and a final plot per section 24.1.401 of the subdivision
[3:15] regulations.
[3:16] This division did not meet any of the allowed exceptions
[3:19] in section 24-1404.
[3:22] This preliminary plan is subject to the adequacy standards
[3:24] of the current subdivision regulations,
[3:28] requiring the approval of a Certificate of Adequacy, or ADQ,
[3:33] which has been assigned To case number ADQ 2025-016.
[3:42] The applicant submitted a request for variance to section
[3:51] 25-122-B1G to allow the removal of five specimen trees.
[3:56] With that introduction I would like
[3:58] to get started with staff comments
[4:00] beginning with transportation.
[4:05] >> Good morning.
[4:06] This is Noel Smith speaking.
[4:10] First, Although the right of way is shown on the planning sheet,
[4:16] if we could also get that alignment
[4:17] shown along the frontage of the property.
[4:23] And two, just ensure that the sidewalk will be Ada compliant
[4:28] and there are ADA compliants.
[4:41] In a subsequent applications to ensure that
[4:45] the driveway meets the code requirements.
[4:46] That is it for me.
[4:49] >> Department of Parks and Rec.
[5:00] I will come back.
[5:02] Special projects.
[5:10] Environmental planning.
[5:15] >> Good morning.
[5:16] This is Christian Muhly with the environmental Planning section.
[5:20] The project will have a companion type one tree
[5:25] conservation plan.
[5:26] As you mentioned, we have the variance request
[5:29] for the specimen tree removal.
[5:31] As part of the new notification requirements for subtitle 25
[5:36] we will need mailings done to notify for the tree conservation
[5:41] plan.
[5:42] So we will need an affidavit of those mailings and a sample
[5:46] letter.
[5:47] We have some technical corrections on the TCP one.
[5:56] The one we wanted to bring up here
[5:57] is that there are woodlands proposed to be
[5:59] retained on lots 2, 3 and 4.
[6:05] But woodlands retained on lots less than one acre
[6:08] have to be counted as cleared and shown in the worksheet as
[6:14] cleared.
[6:15] The plan will need to be revised to recalculate
[6:18] the woodland conservation requirements.
[6:20] Those are our environmental comments.
[6:22] There are no geotechnical comments at this time.
[6:27] >> Thank you.
[6:28] Moving on to historic preservation.
[6:31] >> Good morning.
[6:33] Jennifer Stabler with the historic Preservation section.
[6:36] There are no historic sites or resources located on or adjacent
[6:39] to the property.
[6:40] Through the pre-application process,
[6:42] staff had asked for an archeological survey
[6:44] to be done on the property, which
[6:46] the applicant has completed.
[6:48] We have reviewed the report.
[6:50] There were a few prehistoric artifacts
[6:52] that were found on the property, but it wasn't
[6:54] enough to constitute a site.
[6:56] We are now going to ask for any further work.
[6:59] There are no historic preservation
[7:00] or archeology issues.
[7:04] >> Thank you.
[7:05] Community planning.
[7:09] >> Hi.
[7:11] I am Owen from Community Planning Division.
[7:16] The subject property is in the 2022 improved booth
[7:19] Mitchellville and Senate Master Plan.
[7:22] This master plan recommends residential low land use
[7:28] for this site which is defined as residential areas
[7:31] up to 3.5 and eight dwelling units per acre.
[7:34] Single family detached dwellings,
[7:36] and the master plan also recommends
[7:39] and recommendations related to transportation and environment,
[7:42] and include these in our recommendations,
[7:45] including ecological connectivity and the site
[7:47] and adding sidewalks along Woodridge Drive frontage.
[7:50] Both of these issues are already tabled in the application.
[7:54] The details of our recommendations are in our memo.
[7:57] We have no major issues with this application.
[8:02] >> Thank you.
[8:05] Urban Design.
[8:07] >> Good morning.
[8:08] This is Dexter Kolbert with urban Design.
[8:11] We have no major issues.
[8:13] We wanted to note that a detailed site plan will be
[8:16] required per section 27-3605A1.
[8:26] >> I'll go back to Parks and Recreation.
[8:29] >> Good morning.
[8:31] This is Ivy Thompson with parks.
[8:35] The property is subject to 24407 and 24601 mandatory dedication
[8:48] of parkland.
[8:49] EPR will recommend CMU for this minor subdivision.
[8:53] >> Let's try special projects one last time.
[9:05] >> This is Tom..
[9:06] I'll have a follow up on this.
[9:11] >> Thank you.
[9:12] That concludes comments that are internal to MNCPPC.
[9:19] Now I'll move on to comments from external agencies
[9:23] starting with DP.
[9:26] >> Good morning everyone.
[9:30] We have a case under review.
[9:33] And we would provide comments, but at this moment
[9:39] my question is--
[9:41] I thought this was an application for three lots
[9:45] because they already contain all the four-- the last slide is
[9:54] shown as an existing.
[9:57] So we'll regard our comments and send back to you.
[10:04] I'll give it to my colleague in case he has any traffic issues.
[10:10] >> Good morning.
[10:13] No comments.
[10:15] Thank you.
[10:16] >> I did want to ask if any additional right of way
[10:20] dedication is going to be required per the site
[10:22] development approval letter that was provided.
[10:27] Marwan.
[10:30] >> Again, we will clarify that one too in our response.
[10:38] >> Thank you.
[10:40] All right, moving on to DPW and T. Health Department?
[10:56] >> I just received the plans today.
[10:58] I will be giving you a write up later on today.
[11:03] >> Thank you.
[11:05] Moving on to fire department.
[11:12] State highway.
[11:22] WSSC.
[11:29] Any utility companies?
[11:37] Soil conservation district?
[11:44] And the city of Bowie.
[11:55] That concludes all external agencies.
[11:59] I will now move on to comments from the subdivision section.
[12:04] This PPS layout does not provide vehicular access to parcel A per
[12:09] section 24-4204 and adjustments will need to be made to lots one
[12:17] through four to provide sufficient access.
[12:19] Please show how the required active space is being provided
[12:22] on the open space site exhibit.
[12:25] Combine the Outlot and parcel A into a single parcel
[12:30] and show that it will be conveyed to the HOA.
[12:34] Please provide the net lot area and PM of lot one and two.
[12:39] Show the front building line setbacks for all lots
[12:43] to verify that sufficient buildable area is available.
[12:47] This information may be provided as a separate exhibit.
[12:50] Please label the existing right of way width from the road
[12:55] centerline to determine if additional dedication is
[12:57] going to be required.
[12:58] The W SSC invoice will need to be
[13:02] updated to show the application number.
[13:06] All applications will also need to be
[13:09] updated to include the Matthews as the property owners,
[13:13] as they are partial owners per the book 51868,
[13:18] page 505, as well as the consent letter
[13:22] will also need to be updated to add
[13:25] the Matthews as they are shown as partial owners
[13:28] of the property.
[13:28] And I will provide all technical comments
[13:30] on the plans, which will be provided In the SDRC summary
[13:38] package.
[13:39] All comments are included.
[13:41] Before I go to dates, are there any questions
[13:44] from the applicants team?
[13:48] >> Yes, This is with elite Engineering.
[13:52] A few things.
[13:55] From environmental division, Christian said that --
[14:07] that's not the case.
[14:10] All woodland preservation requirements are just
[14:12] on the hatch parcel.
[14:14] So they designated that woodland Preservation.
[14:24] No wooded area lots have been used to-- that's
[14:29] not the >> Sorry to interrupt.
[14:34] For the design criteria for the lots less than one acre,
[14:38] it has to be counted as cleared.
[14:40] Because I believe the areas right now
[14:42] are identified as Non-credited.
[14:43] I don't believe, and I'll double check,
[14:51] but I don't believe that the design criteria
[14:55] that Non-credited woodland can be identified
[14:58] on lots less than one acre.
[15:00] >> I understand-- but talking about woodland Areas
[15:11] (Indistinct).
[15:14] You can check this.
[15:23] >> I'm sorry to interrupt.
[15:25] We can discuss internally.
[15:30] >> I understand, but usually this meeting happened or did not
[15:35] happen.
[15:36] We don't have enough time to respond and within the deadline
[15:40] that you give to us.
[15:41] So I have another question.
[15:43] SDCP is already approved.
[15:48] So I don't know what's the question about that you're
[15:51] saying-- this is a four lot subdivision.
[15:55] One lot existing house that remains,
[15:58] plus additional three lots.
[16:01] SDCP has been submitted the review, the last thing
[16:06] of questions of a, I believe NRI has
[16:10] been approved as well with PMA and showing with NRI.
[16:14] That's all I have.
[16:16] We'll wait for that rest of comment.
[16:22] >> Any questions from anybody else?
[16:30] >> I just have a question for Dexter.
[16:33] What was that code section you said that would require the DSP?
[16:51] >> Was that 273605?
[17:00] >> Yes, it was.
[17:07] >> So not meeting any of the exemptions?
[17:10] >> You're developing more than one single family dwelling unit.
[17:20] >> Thank you.
[17:22] >> No problem.
[17:24] >> I will now move on to dates.
[17:25] Please note that all dates provided are tentative.
[17:28] The 70 day action limit is November 10th, 2026.
[17:32] I am requesting revised plans on September 4th, 2026.
[17:38] And for staff, please provide your final referrals to me
[17:43] by September 11th, 2026.
[17:45] And these dates as well as any written comments that I
[17:48] have received will be included in the summary package
[17:50] that I will email the applicant later
[17:52] today or no later than Monday.
[17:53] This concludes this agenda item.
[17:55] Thank you for attending.
[17:57] I will give it back to Masa.
[18:01] >> Thank you, Ana.
[18:03] Thank you, Eddie.
[18:05] That was a short one today.
[18:07] Just a reminder that our next SDRC meeting will be held
[18:12] on September 11th.
[18:13] I also want to thank everyone for your support during my time
[18:19] as SDRC chair.
[18:20] It's been a great experience.
[18:22] Thanks again for being here today.
[18:24] Enjoy the rest of your Friday, and have a good weekend.
[18:28] Thank you, all.
[18:31] >> Thank you, Masa.
[18:34] >> Thanks.
[18:35] >> Thank you.
