[26:03] subject property but across is also a single family estate across the street
[26:10] the rest of this is agricultural the corner 0.5 acre at the corner above
[26:17] this property is PD-46. Across the street on both sides of 75 is commercial. It's in a PD but both
[26:29] corners are zone commercial. And we do have a PD-37 that's multifamily, PD-29 that's multifamily.
[26:42] and this area you see is a development agreement for multifamily.
[26:51] All of them have approached and are considering some sort of mixed use.
[26:57] This property owner, nobody knows, but this corner property already has talked about
[27:05] rezoning it commercial.

[29:15] issues on the corner, vape and smoke shop, laundromat, those are the kind of uses
[29:21] or drive-in or drive-through restaurant gas pumps.

[29:34] And so the overall effect is restricting uses
[29:39] that will cause traffic issues, queuing, odors,
[29:44] preserving a lower impact on neighborhood compatible.

[30:21] they have to do a preliminary plan. So the concept plan is just an idea. They're going
[30:27] have to come back with all the preliminary engineering, everything, and then after that
[30:33] they will have to come back with a site plan and site civils to make sure that everything
[30:40] fits in meets the ordinance and can be constructed on the property.
[30:45] So just wanted to let you all know that concept plan just means that's the idea
[30:51] if it's they won't be able to go over 5,000 because the concept plans as 5,000
[30:58] but they can go lower if the property and everything doesn't allow that with
[31:05] parking and landscaping they might have to go lower but that they can do they
[31:11] just come make it 10,000 so just so you all see what staff did as an
[31:17] analysis, we looked at the surrounding zoning and land use. We looked at if it was compatible

[31:31] right now to serve this property and then traffic or access concerns that we will be
[31:42] requiring a TIA. As of right now, the applicants said they're doing office use, but again,
[31:50] it's PD-46, so they could do any use. That's why we asked for TIA, and before we ever let
[31:59] anyone build anything, we'll make sure that the traffic is not creating an issue for the
[32:06] community around it. Environmental flood considerations, I mean they have to
[32:13] follow the rules, our rules and so they will be only allowed to construct what
[32:19] meets our rules. So that's why staff is comfortable recommending approval based
[32:26] on a land use decision. So right now is commercial land use okay at this
[32:34] corner based on the planning best practices everything around here is going
[32:41] commercial neighborhood commercial of low intensity is probably the best we want
[32:48] at this point but like I said that's why staff is recommending approval and so
[32:58] planning and zoning commission recommended approval with a vote of
[33:02] 4-1 and there was one abstaining at the April 20th meeting and today you've
[33:10] already continued the public hearing is required as you can either approve as
[33:16] requested, approve the request with conditions or deny the request.

[33:36] says a specific findings is made that establishes, that the establishment of the district is required

[33:57] Furthermore, something that when I brought to you, you had said I was right. Within
[34:05] In our PD, it states clearly conceptual and development plan are required.

[34:24] plan, which is a detailed site plan.
[34:27] It also goes on to clearly define what each of those plans specifically require.
[34:32] So the things that planning and zoning had asked for are actual either items that are automatically included,
[34:39] such as the topographical contours, or things that they have the option to ask for,

[34:54] And additionally, you're saying that they want to bring it to neighborhood commercial.

[37:36] high intensive uses, but on a one acre property, with all the other things they have to meet,

[43:22] having a home on this property is really single-family home. That road is not going
[43:29] to be the most fun road to live on and so if you look at it it increases their
[43:37] property value it increases everybody around's property value so in the end
[43:42] it's good and then also what they want to do is an office use when the market
[43:49] comes to this portion in about 10 15 20 years this building will have lived
[43:56] its life. So if somebody wanted to at that time say it was appropriate, counsel
[44:05] thinks it's appropriate, wants to combine properties, build something else, this is
[44:10] one use that won't stop it. So when we look at it from planning perspective,
[44:14] we're just looking at growth management and how not to spoil things in the
[44:20] future. There are many things we're having to deal with that happen in the
[44:25] past we're trying not to do that. We're trying to let people use their property. We can't
[44:31] just say, oh, don't use your property for anything, but can we manage and control it
[44:39] so that that property is used for properly that fits in with the surrounding and keeping
[44:47] the future in the mind so that in the future this is not a use that will create an
[44:54] issue and that's all I can say.

[1:15:18] Princeton Police Department. I'm here tonight to request approval to move forward with
[1:15:22] the MVCPA grant. This grant would allow the Princeton Police Department to expand
[1:15:26] our equipment and our resources to further combat motor vehicle-related crimes. We do
[1:15:32] We have a PowerPoint presentation as well.

[1:15:59] maybe I shouldn't upload it.

[1:16:06] So the MVCPA grant is a state-wide partnership
[1:16:11] focused on reducing vehicle theft

[1:16:19] attorneys, state agencies, and task forces
[1:16:22] that have come together to try to combat motor vehicle thefts.
[1:16:27] They put together a fund that helps local agencies get equipment that can lower these crimes.
[1:16:39] Through this grant, we will be seeking continued funding for six-block cameras that were approved last year.
[1:16:45] On top of that, we'll be seeking six-block cameras, including a live-camera, live-beat-pole camera
[1:16:50] that will be used in high-activity areas.
[1:16:52] We also will be requesting mobile vehicle trackers, a vehicle lease program, and the
[1:16:58] PennSitual salary and benefits reimbursement for the detectives that currently handles
[1:17:02] all of our regular motor vehicle crimes, or all of our vehicle related crimes.
[1:17:08] Costs, this grant is a 20% cash match from the city, so the grant takes care of 80%
[1:17:16] of it.
[1:17:17] It's a reimbursement grant, so we pay the money up front for the equipment,
[1:17:23] we'll
[1:17:23] refund us for the money. The total amount that we are requesting is $230,825.54. The
[1:17:34] 20% cash match value of that is $46,165.11.
[1:17:42] The piece of equipment that we buy is piece
[1:17:47] by piece. It's not $230,000 right up front. We buy it as we go and then it's a quarter
[1:17:53] the reimbursement so we can space out the purchases how we see fit and get it in a way that makes
[1:17:58] sense for the city financially.
[1:18:02] Benefits of this grant. It begins at FY 27. The process
[1:18:08] is extremely straightforward. Like I said, we just submit for the grant if we're approved
[1:18:13] and we purchase whatever items we see, send it over to them and they send us the quarterly
[1:18:18] reimbursements. The main benefit is that all of the equipment that we're using is
[1:18:23] extremely valuable. We've seen it being used. We have been using the block
[1:18:28] cameras, the block camera system that we got approved last year and it's helped
[1:18:32] us solve cases very quickly, way faster than it would have before him. I had a
[1:18:41] good slide about a very specific case, but back in March of 26, another city
[1:18:46] had a string of burglar motor vehicles where between eight to twelve
[1:18:50] citizens were impacted, one of which was a peace officer in which his gear
[1:18:55] was actually taken. Using the flock vehicle identification system, not the license plate
[1:19:01] readers, but just identifying the vehicle based off a description, we were able to find
[1:19:06] that vehicle, figure out where it was staying, and eventually take the two people that were
[1:19:11] responsible into custody and recover some of the gear. These suspects were using face
[1:19:20] masks, gloves, and they were switching the license plates on their vehicle, so every
[1:19:24] day we would rerun that car and have a new license plate and be in a new part of the
[1:19:28] city that if we didn't have flock, I won't say we wouldn't have solved the case, but
[1:19:34] it was a instrument, a critical instrument, and I was finding those suspects and taking
[1:19:37] them to jail.
[1:19:44] She said to be louder. Sorry.
[1:19:52] One part that I would like to retouch on
[1:19:53] is the salary and benefits reimbursement. I think it plays a crucial part into
[1:19:58] the price of it all. It's not asking for a new detective to come work for us.
[1:20:02] the current detective that the city currently pays for, we can submit for their salary and
[1:20:07] benefits to be reimbursed. So out of that $230,000, a hefty chunk of that over 50% is money that
[1:20:13] we already spend that we could send back and get 80% of that back for the crimes that we already
[1:20:17] investigate.
[1:20:23] In closing, this grant gives the city an opportunity to expand proven
[1:20:27] investigation tools at a fraction of the normal cost. It supports crime prevention,
[1:20:32] helps solve cases more efficiently, and reduces the financial burden on the city
[1:20:35] or equipment that we're already going to request.
[1:20:41] I respectfully request the council's approval
[1:20:42] to move forward with this grant and application,
[1:20:45] grant application and a required 20% cash match.

[1:25:36] to the developer when they complete the construction of the improvements. What this
[1:25:41] This next step is, it's an agreement that's contemplated by that document.

[1:25:51] trustee and the developer agree to go through that submission and draw process and to allow
[1:25:56] the city to accept all the public infrastructure and confirm that those dollars have been
[1:26:01] spent in the appropriate manner under the PID Statue.
[1:26:04] So what we're asking for tonight is that you approve the mayor, you approve a
[1:26:09] resolution that allows the mayor to execute the construction funding and
