[6:24] Tuesday. Um,

[6:26] early voting and election day went pretty smooth. We did have a few issues

[6:30] with the machines, but that's a usual thing that happens every time.

[6:34] They're computers and sometimes they have little problems. We did have a

[6:39] maintenance before the election, but it still happens. Most situations we can

[6:45] just talk to the poll workers, have them reset them, and they're fine. Couple

[6:50] couple of them we did have to go out to the precincts and work on them a little

[6:54] bit, but everything went smooth. We didn't have any complaints or anything.

[6:58] Um, election night results went pretty fast. We were got done about 10:00 and

[7:04] that all went pretty good. Um, the canvas for the election results will be

[7:08] on Monday, May the 18th starting at 9:00. It'll be here in this room. It is

[7:14] open to the public if anybody would want to come and watch how we do the canvas.

[7:18] They're welcome to come. Um, we have all the unofficial results

[7:22] at the county clerk's office if anybody wants a copy of that.

[7:26] Um, what we show here is that we had a total

[7:30] ballots cast of 4,314 for the whole county,

[7:35] which is voter turnout total was 24.89%.

[7:41] Um, and once the canvas is over, we have to

[7:45] wait the time period. They have a 48-hour after we declare our results for

[7:50] the county candidates to ask for a recount. And then we have to wait for

[7:54] the multi-county candidates for all the other counties to declare and wait their

[7:59] time period before we can officially certify everything.

[8:13] for their um support of the process. I've I've volunteered and did the poll

[8:19] work that day. That's the first time I've ever done it. And

[8:26] ladies there. Um it was a long day, but um they had done it, I guess, several

[8:31] years. And they knew how to the hook the machines up and get the stuff rolling

[8:36] and take care of any questions that the people had. So, I was really impressed

[8:39] with that. Um again, it's a long day for them.

[8:42] Um they they take time away from their families, but they seem they seem to

[8:46] enjoy it cuz they're looking forward to doing it again in the fall.

[8:49] Um but again, I appreciate your staff because they they they they were ones,

[8:53] too, that picked up the phone and and they got a quick response back from your

[8:57] office during that time frame. Um for the questions that people you

[9:01] know, most of the calls that we had were um they weren't in our poll book. We

[9:05] were at 185 or the precinct 55 85 precinct We were 155, they were 85.

[9:12] Um they weren't either one of our books, so we would call and find out where they

[9:15] were needed to go and and most of them well, all of them had to go to North

[9:19] School. >> A lot of people did, yeah.

[9:21] » So, I just encourage people to make sure that um that they're

[9:26] either they they were perfectly fine with having their picture ID, but their

[9:29] voter's card helped out because we could quickly see what precinct they were in.

[9:32] And making sure that their information, their address, and stuff is up-to-date

[9:35] because that's where it kicked them into like more school.

[9:39] Um but yeah, I mean it went very smooth at Midland. Again, I appreciate the

[9:42] staff and the poll workers again for that. And then

[9:46] maybe we'll be doing it again in the fall because they're already they're

[9:48] already they're already asking and they're already setting up their plans

[26:27] County. The Whitmer Volunteer Fire Department is is an essential part of

[26:30] Randolph County's safety program. It is considered an instrumentality of the

[26:34] Randolph County Commission is carrying out fire fighting and other public

[26:36] services. The Whitmer Volunteer Fire Department is funded by the Randolph

[26:39] County Commission if and when funds are made available for this purpose.

[26:43] Randolph County Commission supports the the Whitmer Volunteer Fire Department in

[26:47] their efforts to participate in the Federal Surplus Property Program.

[27:39] held once again at Elkins City Park. It took a lot of

[27:45] hours and discussions, but they finally got there and

[27:50] the Mountain State Street Machine members are very excited about it. There

[27:54] are a lot of classic car owners who want shade for their cars.

[28:01] They're hopeful that the move back to City Park might increase that

[28:07] those really old cars coming back to the car show. And all we can do is wait and

[28:12] see, but it was one of the big reasons for the move.

[28:16] Um they're going to have there'll be five monetary prizes. There

[28:24] are a number of trophies including best in show. They are going to have food

[28:29] vendors on site. Um

[28:34] you know, we're at the point where back in 2018, Our Town

[28:39] was established to save the car show and time has

[28:44] evolved and Our Town has evolved. We're now doing the

[28:48] July 4th concert and the fireworks. We think that

[28:54] um collectively we we are really providing

[28:58] a good experience for the residents and visitors to come to Elkins for the 4th

[29:04] of July. And we think that the different events feed off each other. Car show,

[29:10] you come to see the car show, you stay to see the concert.

[29:13] Vice versa, you come for the car show, I'm sorry, the concert, you come early,

[29:18] you go to the car show. So, we're thinking we're anticipating

[29:23] having a very good crowd. It is America's 250th birthday. There will be

[29:28] several other activities put on by other third parties. There will be the parade.

[29:35] And I think some other things are in the offering.

[29:38] So, I'm hopeful that

[29:42] we will have a really good event. >> And good weather.

[31:15] and give back to projects like this to bring more people in the county because

[31:18] they spend more they spend that you know, they spend money at the hotel, but

[31:22] they spend it at the restaurants, gas, food, you know, everything here in town.

[31:26] So, it's a it's a it's a win-win for us. So, we appreciate it.

[32:18] And I knew there'd be public comment on it cuz it's such a it's it's a big it's

[32:26] for people to see when we had it out there for people to see because it was

[32:29] on our it was on the paper and it was it was on our website. It was uh posted. Um

[32:34] but they'd pay attention to it once we had enacted it, and we sent out letters

[32:39] to the businesses, right? >> Once they got the letters.

[32:45] All right, but we knew we would get it. Cuz we we needed feedback, and we

[32:49] weren't getting feedback because no one had come to the meeting about about the

[32:54] ordinance. So,

[32:57] in the ordinance, it states that um Let me get to that page.

[33:11] This ordinance may from time to time be amended by the majority of members of

[33:15] the Randolph County Commission as they deem necessary and appropriate.

[33:19] Um well, after listening to

[33:23] people in the community, businesses, and you know, just regular citizens about

[33:27] the about the ordinance, we're going to make some changes, and

[33:31] I'm glad that, you know, we finally had the uh

[33:34] the um feedback from the people about it.

[33:38] All right, one of the the first ones

[33:42] is we're going to change the due date. All right, so we had it in the ordinance

[33:47] that collections would be for like if they're going to do it for this month,

[33:51] it'd be due they collect the money this month and it'd be due the 5th of next

[33:55] month. Well, um

[33:58] if you're running a business and stuff, you pay usually pay your state taxes on

[34:01] the 20th of the month. So, we're moving the due date that

[34:06] the money is due to us from the 5th to the 20th of the month. So, that should

[34:10] help um some businesses because they won't have

[34:14] to go to the um accountant have them pay the 5th to

[34:18] us and then go back and pay it the 20th to the state, so it's all done at one

[34:21] time. >> Well, 5th is just too short of a time

[34:23] period for them to try to get that separated and get it figured out. Cuz

[34:27] some people are going to have to do this uh by hand simply because they don't

[34:31] have a point of sale. >> Okay.

[34:34] So, that's the first change. Um next is

[34:40] businesses some businesses, you know, pay their sales tax to the state monthly

[34:44] or quarterly. Um I know like at the gym I don't bring

[34:48] in enough sales uh

[34:51] tax on items that I don't pay monthly. I pay quarterly.

[34:55] Um you probably pay monthly. Um so, there are businesses that pay

[34:59] monthly and pay quarterly. So, all if there were we are going to allow that in

[35:05] the ordinance. The change is there for that.

[35:09] Payment of collected fees can be made either monthly or quarterly to the

[35:13] Randolph County Sheriff's Office or for the Randolph County County

[35:16] Randolph County EMS Fund as consistent with that particular how that particular

[35:21] business pays its sales tax it collects. Businesses that collect the fee under

[35:26] this ordinance shall advise the County Commissioner in writing

[35:30] um whether it's will submit fees collected on monthly or quarterly basis.

[35:34] So, all you've got to let do is let us know that we pay quarterly to the state.

[35:39] So, I'm going to pay quarterly to the the county or I'll pay monthly and I'll

[35:43] pay uh to the state and I'll pay monthly to the um

[35:46] to the county. That's the second change. Um

[35:51] The third change is

[35:55] um in we're going to add a line on the

[36:00] under the exemptions process uh uh part of the ordinance

[36:05] that will state that in addition any single item purchased for a purchase

[36:10] price that exceeds $10,000 is exempt from payment of any fee under this

[36:16] ordinance. Um that

[36:20] we're we're aiming towards big ticket items, cars, um

[36:25] machinery, um that um

[36:30] » people won't have to pay that, uh, fee on that when they buy those items

[36:35] along with the sales tax. So, um, that should help out businesses and people

[36:40] that, you know, when you if you buy a car, you won't have to pay a

[36:43] fee on that or you buy a piece of machinery, you won't have to buy it on

[36:46] that. Anything that's $10,000 and under.

[36:54] All right. So, on that one, in addition to any single item purchased for the

[36:57] purchase price that exceeds $10,000, it is exempt from payment of this fee under

[37:08] three changes. All right. So, the changing the due date

[37:11] from the 5th to the 20th, letting, uh, businesses they need to let

[37:15] us know if they're going to pay monthly or quarterly,

[37:23] fee. Then we just want to clarify that businesses do not have to list the on

[37:28] the customer's receipt RS RC ambulance service fee. They can track it however

[37:33] their system will allow them, you know, that was a big thing that how a lot of

[37:36] businesses couldn't get that to say that. Um, just however you can track it.

[37:40] Um, and then to clarify that that the fee is only applied to

[37:44] services rendered within the county. We have a lot of people that, businesses

[37:47] that do that base here, but they do services in Upshur, Barbour, whatever.

[37:52] » You got you got heavy equipment repair places that that go to other counties to

[37:56] do repairs, so that that charge is in that county, not in Randolph.

[38:01] » Right. All right. So, was that it on the the

[38:10] we knew going into this that there'd be, um,

[38:15] some we had some pros and we had some cons,

[38:18] um, coming from the people, but we weren't hearing those cuz no one came to

[38:28] specifically put in the ordinance that we by a majority vote of the commission,

[38:32] we can change it and we are making these three changes as of today.
