[0:33] Well, let's call this meeting to order. This meeting of the advisory planning commission
[0:37] is regular meeting held on the 18th of August, 2026, here at the council chambers at City
[0:42] Hall. And if you wouldn't mind, join me in being upstanding and we'll say the Pledge
[0:48] of Allegiance.
[0:51] I pledge allegiance to the flag of the United States of America and to the republic for
[0:56] which it stands, one nation under
[1:03] the command. Please be seated and thank you very much.
[1:05] Well, the roll calls pretty straightforward this evening.
[1:09] We're missing a member.
[1:10] George reached out ahead of time.
[1:12] And so with your approval, we can make a motion to do that,
[1:16] we would excuse George's absence.
[1:18] I swear it's legit.
[1:20] So moved.
[1:21] Thank you, sir.
[1:21] Is there a second?
[1:22] All those I think we stand with.
[1:23] There's all kinds of person.
[1:24] Yes, there is.
[1:27] All those in favor of approving that absence, please, AI.
[1:29] Aye.
[1:30] Anybody opposed?
[1:31] Great.
[1:31] Thank you.
[1:32] We've an agenda for this evening's meeting.
[1:35] I hope you had a chance to take a look.
[1:36] And I wonder if anybody would like to make a motion to approve it. Thank you very much, Brian. Is there a second I'll second that thank you
[1:44] Brad any comments questions?
[1:47] Hearing none all those in favor of approving the agenda. Please say aye. Aye. What opposed and the minutes from our last meeting very
[1:57] Detail rich minutes from our last meeting
[2:00] Having had a chance to look through them and of course thank the person that put them together
[2:05] When anyone care to move approval or or make an amendment beforehand
[2:10] So moved to approve as presented.
[2:12] Thank you, Sue, is there a second?
[2:16] Any comments, questions?
[2:18] Hearing none, all those in favor, please say aye.
[2:20] Aye.
[2:23] We are up to item six on the agenda, a public comment period.
[2:26] We now invite anyone to share their thoughts on the topic, not on the agenda.
[2:30] We welcome all opinions and ideas.
[2:32] Appreciate you stating your name at the lecture.
[2:34] And remember the personal attacks may be ruled out of order.
[2:36] You will have up to three minutes to comment,
[2:38] and we appreciate your time coming tonight.
[2:40] Does anyone have any comments to make about an item not on the agenda?
[2:45] Yes, ma'am, please step to the mic and Vicki say who you are.
[2:53] Vicki Jo Lambert, Ward 4. I'm here because I am a member of the City Council.
[2:59] And I wanted to address you all at once in public too, because I have still big feelings about multifamily housing in our community.
[3:08] And as most of you know, I was part of the process with coming up with RM3.
[3:13] I completely agree with that, but my invitation for us is to consider as I went into the last
[3:20] meeting with a yes-vote.
[3:23] And as I heard what Becky had to say about the options for what could happen with RM2
[3:29] as opposed to RM3, at the last moment I said no.
[3:33] But I want you to know how much I do support multifamily housing.
[3:36] And I think the Bayview site is an appropriate site for all that we have been talking about.
[3:44] And I absolutely trust the process.
[3:46] And I trust our staff because they're highly skilled and they've been doing this way longer
[3:50] than I ever will.
[3:52] And I also am listening to a number of members of our community.
[3:57] And those people who are in our community, I want them to feel like they do have a
[4:01] voice because they do.
[4:03] And I was listening to them as well.
[4:05] So as complicated as I feel about that decision, I wanted to let you know why I said what I said.
[4:13] And I continue to support multifamily housing and I continue to support a multifamily rezoning for the Bayview area.
[4:22] And I'm going to invite you as a commission to revisit that if you are willing, if that's an option.
[4:28] I don't know the process.
[4:30] but I'm inviting you to do that because I think if we talked about that as the RM2
[4:35] that we had discussed earlier or if there could be similar I get I don't
[4:40] know the right word but if there could be a similar thing called guardrails
[4:44] up on RM3 so it looks similar to RM2 even with that increased density that
[4:50] would be my invitation for us to revisit and look at so that people in the
[4:54] community don't get so uptight about the people running away and doing things
[5:00] and I don't think they will but I think at the end of the day when we're looking
[5:03] at what what is best for everyone involved my invitation for us is to
[5:08] consider that
[5:10] thank you thank you thank you thank you very much a nicer guy
[5:14] would have led with a more formal council member Lambert please come up
[5:18] and say something but thank you thank you very much for your comments any
[5:22] other any other comments tonight we're hearing on what anyone care to make a
[5:26] motion to close the public comment period thank you very much is there a
[5:30] second second thank you for that too all those in favor of closing the comment
[5:34] please say aye we're
[5:39] off to item 7a a public hearing on a request to
[5:42] rezone parcel can
[5:47] we call it Burnside Steve you're up thank you sir
[5:57] I'm
[6:07] somewhat familiar because we just had a very similar project right across the street out here out on Prairie Island on Chakya Street.
[6:14] This proposal is a public hearing for a rezoning to rezone 1808 Chakya Street from Egg Residential AR to R1, so single family residential.
[6:32] The homeowner here is looking at replacing the home on the site.
[6:36] So demoing the home and putting a new home on the site.
[6:40] The existing AR zoning would not allow the new home to go on the site without a variance due to setbacks because of the width.
[6:49] It's only about 100 feet wide.
[6:51] And so just like all the other homes on Choccia Street in this area that are within the city's jurisdiction,
[6:59] They are looking for an R1 zoning.
[7:02] They're already hooked up to Prairie Island's water and sewer system.
[7:06] They already get access from the road, which is part of the Tribal Road system out there.
[7:12] It's not a city of Red Wing Road.
[7:14] And so if you recall a couple meetings ago when we did the rezoning across the street,
[7:20] we got letters from Prairie Island indicating that they'd be able to hook up the new parcels
[7:27] that were being created with the subdivision and the rezoning. We've
[7:31] asked those of Prairie Island now and they're working on those as well and we
[7:34] really as staff have no concern that Prairie Island isn't going to allow this
[7:40] existing homeowner to hook up with the with the new home. So we should have
[7:46] those hopefully by tomorrow or Thursday and we'll get those into the
[7:50] council packet if you board along. We feel so comfortable with that we
[7:55] didn't even put a condition of approval into your recommendation tonight. But
[8:01] very very consistent with the trend out there since Prairie Island has the water
[8:07] and sewer we've had several other homes in the area hook into their system where
[8:13] otherwise we would not allow a home to be built on that site because we
[8:19] require two and a half acres for a well-inceptic which most of these
[8:24] parcels don't have out here. So again we have put together some suggested
[8:28] findings of fact for you to support the change in zoning from AR to R1 and we
[8:37] are recommending that tonight for you to make that recommendation to City
[8:40] Council and if you do have any questions I'd be willing to answer them.
[8:45] I do I did include a came in a little late one
[8:52] Letter of support for this which I will read once you open public hearing or just comment on but just to let you know
[8:58] That did get in the packet. So it's in the official packet, but it was a little bit late coming soon
[9:06] All right, any questions for mr. Cohen before we open the meeting
[9:10] Public hearing of course is what I meant. We're already open. Thanks for not pointing that out
[9:15] Great hearing none. Let's open the public hearing or remind
[9:19] Everyone who wishes to speak remind us that everyone who wishes to speak will be allowed to do so
[9:23] We'll limit our comments to three minutes or less. All statements should be directed to the chair
[9:27] They should be factual. We should refrain from repeating what's already been said not involve personalities
[9:32] Before speaking, please state your name and address for the recorder and after the close of the public hearing
[9:37] No additional testimony may be offered except in response to questions from the Commission
[9:42] So with the hearing open, are there any comments or anybody online to make comments?
[9:49] Any public comments about it?
[9:50] Yes ma'am, please.
[9:54] You needn't state your name again for the record.
[9:56] You're the same person that was just here.
[9:58] Thank you, sir.
[9:59] Yes.
[9:59] I appreciate you.
[10:00] Chair Sieberg.
[10:02] So I just have a, this might be a simple or weird question, but I'll ask another one.
[10:08] I'll have to ask it later.
[10:09] This doesn't change the property line at all, correct?
[10:12] No.
[10:12] There's just it's just exactly where it is right now if there's no subdivision involved with this just the rezoning
[10:17] Okay, so that so a new house can be built because it's right next door to someplace where I spend a lot of time
[10:23] So it's just double-checking. Yeah, there's no change in property lines
[10:26] It's just a matter of zoning and same use is going to go back on the property perfect. Thank you. Thank you very much
[10:33] Any other comments any other comments? I'm still not seeing a single soul online
[10:40] Steve this might be a good time if you don't mind to summarize the comment you
[10:46] did receive. I know you all have copies of it and I actually put written copies or
[10:50] printed copies on the desk in front of you. We had one comment come in prior to
[10:57] the public hearing from Corey Western Boy and if you remember she was the
[11:02] property owner right across the street that rezoned so she could subdivide her
[11:07] parcel into three so she had a nice letter there just supporting the rezoning
[11:15] request so again I'm not gonna read it but it's very very well stated supports
[11:22] the need for the rezoning out there for this property owner and she supports it
[11:27] thank you sir well for a final time any other public comments were hearing none
[11:34] anyone care to make a motion to close the public hearing? So moved. Thank you. Sue was there a second? I'll second that. Brad thank you for the
[11:40] second. All those in favor of that closure please say aye. Aye. The opposed? Great. The hearing's closed.
[11:46] Commissioners, what would you like to do next? I
[11:52] think it's pretty straightforward. I don't have any comments and
[11:55] move to accept it as written your three zone 1808 Chuck yes street from AR2 R1
[12:04] there's a motion I would second that motion a second to approve it just as it
[12:09] was presented in the packet given to us by those kinds folks at development any
[12:14] comments or questions it seems like we've been here before with a couple
[12:18] other properties so yeah pretty easy we're hearing nothing in addition all
[12:25] in favor of approving that motion. Please say aye.
[12:27] Aye.
[12:28] Anybody opposed?
[12:29] Great. Motion carries. Thank you and thank you, Steve.
[12:32] We're up to a status report from the staff.
[12:36] Anything you'd like to report from your part of the world?
[12:39] Not really. Just a couple real quick comments.
[12:43] Kyle's been working more on the Jefferson School RFP,
[12:47] but it sounds like there's a ton of interest.
[12:49] And you could be seeing up to somewhere near 10 proposals coming in
[12:53] when when those are due and so there's been a lot of interest sparked by the
[12:59] Port Authority's kind of due diligence prior that made some developers a little
[13:05] more comfortable in coming in so that is one thing I also want to mention you
[13:09] might seem some mobilization going on down at the farmer malting building and
[13:14] so hopefully that demolition is going to start very quickly here they're
[13:19] trying to start getting some equipment on site and trying to get some work
[13:25] started.
[13:28] Please, yes sir. Asking for a friend.
[13:33] Any any information on parking
[13:36] timeline for that or needs for the teardown from parking along Broad Street
[13:42] there? Yeah at some point we'll have to have a pop done to block off some of
[13:47] that during that part of the demolition.
[13:50] I think most of the stuff that will happen
[13:52] in the near future is gonna be some internal stuff
[13:55] bringing out some equipment,
[13:57] but walls won't be coming down
[13:59] from what I understand maybe in the September.
[14:03] So, but there will be a time that they'll have to bring
[14:06] that in to block that off just for safety.
[14:10] When too, Brian, you're looking for like a perspective
[14:14] of time for his members right for parking. Put some information on like hey by the way. Yeah there
[14:22] would I think believe it will have to go through the council for that one to block the street off
[14:28] for that long of a period I think. I'm trying to think there's certain levels where it goes through
[14:33] council and where it doesn't but obviously we don't want anybody to get hurt or their
[14:38] vehicles to get damaged so it might be a point where it comes it's blocked off
[14:45] building gets demoed and then you can park there again while they're in a
[14:50] different stage but you know between the equipment cranes everything that's
[14:54] going to be needed to do that project you know two levels of parking and
[15:00] Or five stories on top of it. There's going to be some big equipment sitting down there
[15:05] for quite a while while that gets constructed.
[15:07] Do you foresee at all that it'll be the whole street for a while?
[15:12] No, I think it would just be the part. I think they would, from what I've heard,
[15:16] they'd keep Broad Street open. It would just be the parking stalls that would be
[15:20] blocked there, right along the sidewalk. So the sidewalk and the parking
[15:25] installs. Worst case, it would turn into a one-way. I wouldn't see them closing all of
[15:30] Broad Street.
[15:32] Do I have a talk for the trucks?
[15:35] Well, thanks. I appreciate it.
[15:37] Thank you, sir. Well, we can move to item 8B, which is Commissioner Comments. Have you
[15:43] any?
[15:44] I just want to commend the Port Authority for their outreach. I think that they did
[15:48] great job in soliciting RFPs or putting RFP out there and getting it seemed like it was more
[15:58] accurate.
[16:02] I don't know how did this if I can I don't know the process either. So two comments
[16:11] earlier is what would that process look like if it came back to this community for rezoning
[16:18] option or yeah the RM3 and then I would also ask do we actually have authority
[16:26] to put something in place that has guardrails or are we only able to in this
[16:30] committee rezone? No you could look at RM2 or you could look at redoing what
[16:37] RM3 is and what your regulations are but really the only reason there was
[16:41] guardrails on Jefferson School is because the Port Authority controlled
[16:45] the property. If it's privately owned you can't put conditions on rezoning. You
[16:52] couldn't say yeah we're gonna rezone it to this if you do this or that. You would
[16:55] have to go back and do a tax amendment and change the RM3 to something totally
[16:59] different that would affect not only that site but the Jefferson site and the
[17:04] Briarwood site too because those are the only three you know two are zone that
[17:09] way now in the third one you know as you know did not get approved in that
[17:13] manner. So doing those guardrails in that sense would probably mean a text
[17:18] amendment or are just going with RM2. Okay, that's why I asked that. Thank you.
[17:23] Appreciate it. Thanks for that clarification too. Well, hearing nothing
[17:29] else, I, unless there's an objection, I wonder if we can't adjourn. Well, I think
[17:33] we can. Thank you all very much for your time today. And we are adjourned.
[17:38] That's going to be one of the quickest meetings.
