historic structure

argument here that this building warrants the city's protection

the heritage value of such a structure with well documented
[29:42]
when it received its heritage designation from the town in
[29:45]
nineteen eighty two
[29:47]
and we feel the passage of time has only served
[29:49]
to increase the value our view is that such an
[29:52]
extraordinary connection to our past warrant celebration and certainly not
[29:57]
demolition
[29:59]
now we're aware that discussions have been underway since a
[30:03]
January twenty second council meeting regarding possible options that would
[30:07]
see this building preserved and restored and we know that
[30:11]
the structural condition of the building offers some challenges
[30:15]
we also know however that such challenges can be met
[30:19]
that any number of heritage buildings have been successfully restored
[30:22]
and remain as useful reminders of our past
[30:27]
the society's view is that our goal of preserving the
[30:29]
historical value of the Jefferson school house could be achieved
[30:33]
in a number of ways
[30:35]
the building to the left word is restored for any
[30:38]
number of users
[30:40]
the building could be left on the side or possibly
[30:43]
move somewhat and restored in order to become part of
[30:45]
a larger project
[30:47]
for the building could be relocated to another site and
[30:50]
restored as a stand alone structure or indeed is part
[30:53]
of another larger development
[30:56]
the Historical Society doesn't underestimate the level of commitment
[31:01]
operation that would be required to see the Jefferson school
[31:04]
house preserved
[31:06]
the city investors and contractors would all have to work
[31:09]
together to see any of the option most I've referenced
[31:12]
above come to fruition the result however would be a
[31:16]
very public and a very positive display of our collective
[31:19]
will to see our past celebrated yet contribute to Richmond
[31:23]
hill's ongoing development
[31:26]
the Jefferson school house represents an opportunity for Richmond hill
[31:30]
to be very visible example of a community that values
[31:34]
its past and works hard to make up faster ...
[31:38]
integral part of its present and its future
[31:42]

we have the rights of the city versus the rights

of the property owner
[38:30]
without going into great history I've spent hundreds of hours

in that building
[38:36]
I think it's a magnificent building

I think it should be preserved
[38:43]
the challenges we have is that
[38:46]
how do we as a council
[38:49]
impose
[38:51]
our beliefs on a landowner with his property and his
[38:55]
money
[38:57]
it's very challenging if you put yourself in and the
[39:00]
owner's shoes and say
[39:03]
I'm struggling here I'm paying all these taxes I have
[39:06]
limited use of limited resources
[39:10]
and
[39:12]
maybe that owner doesn't see the value and the historical
[39:16]
building
[39:18]
so
[39:20]
the challenges
[39:22]
I think we all agree let's let's preserve this building
[39:26]
but the powers given to us from the government from
[39:29]
the the province
[39:31]
is that we can say yea or nay to a
[39:34]
demolition
[39:36]
we can't make them fix the building we can't make
[39:41]
them fix it to the standard we want we can't
[39:45]
make them make it accessible to the public
[39:50]
we don't have that kind of power hasn't been bestowed
[39:54]
upon us
[39:55]
so we have to work collaboratively with the owner
[40:02]
as a basic principle I don't think we have the
[40:06]
right
[40:07]
to impose our will
[40:10]
on a property owner
[40:12]
to make him do something against as well
[40:16]
and I say this for all
[40:18]
heritage buildings
[40:22]
the facts are
[40:24]
that we have given three demolition permits to designated heritage
[40:28]
buildings during this term of of office
[40:31]
and ... myself and several members of counts that I've
[40:35]
spoken to have I have not received one
[40:38]
one complaint from the public there was no outcry that
[40:43]
we're destroying our heritage buildings
[40:46]
this one is a special building
[40:50]
I would go against my general principles and say if
[40:53]
there was one building to protect this would be it
[40:58]
but it's never going to be protected by the the
[41:01]
owner
[41:03]
we would have to step in and do something
[41:07]
so before I finish I would like to move a

be purchased ideally the ultimate is be purchased if it's

the will of the people of Richmond hill

that the city purchased the property enter into agreement with
[42:10]
the owner restore at and turn it back into a
[42:15]
school house now not mainstream school obviously it's just one
[42:19]
little white house but let's say
[42:23]
for example we turned into a school house for an
[42:26]
autistic program for autistic kids
[42:29]
and forever have it there so everybody can enjoy
[42:34]

demolition permit for the time being and that we referred

elsewhere in the state already here in Richmond hill we

have budget constraints when we have a party that is
[50:05]
willing to protect the school the heritage the look and
[50:10]
make it work without spending two to four million dollars
[50:13]
of taxpayers money I guess a two that we have
[50:16]
a housing affordability we have a gridlock we have high
[50:19]
taxation here I think that the resources I love I
[50:23]
absolutely want to take a schoolhouse
[50:26]
I think that this is a very important I think
[50:27]
... the majority of council will likely agree with us
[50:30]
I think when you listen to the advice of the
[50:33]
stake holders including the
[50:35]
Historical Society of saying what their objectives are one two
[50:38]
three
[50:40]
this one to 3 is nice
[50:43]
but we cannot keep purchasing and go beyond our scope
[50:46]
we have to look at priorities as a basic level
[50:48]
government we can't just keep spending and doing things based
[50:52]
upon a wish not a need we have dozens if
[50:56]
not hundreds of families today who are in harm's way
[50:59]
because they are under stress because they have sewage in
[51:02]
their basements
[51:04]
that to me health and safety takes precedence over a
[51:08]
wish of owning a building that we can't operate
[51:13]
spent two billion dollars the candid post building for someone
[51:16]
else to do is nice but I don't believe it's
[51:19]
value to what our job is here although I very
[51:22]
much would like agree with that I think that the
[51:24]
cost of doing this when we have other options that
[51:28]
we know when we have people willing to do a
[51:30]
school and for those that ... I have engagements with
[51:33]
some people in the audience and outside to move that
[51:36]
school will likely crumble it to move it off site
[51:40]
to move it on young street to move those wires
[51:42]
about three hundred thousand dollars so it's for us to
[51:44]
say we want to convert this to go back to
[51:47]
give staff the responsibility to go in and negotiate to
[51:50]
purchase a site to be used for something that's not
[51:54]
going to add value when we have other options that
[51:57]
we can say let's work with stakeholders to preserve our
[52:01]
history to keep the architecture to embrace it where it's
[52:05]
going to be a showcase even the picture that was
[52:07]
shown by the ... by one of the delegates shows
[52:11]
that was people go by it gets lost well we
[52:14]
can actually enhance it and give you guys a visual
[52:17]
you guys haven't seen that this is possible

preserve your your uniqueness and your historic building so I

think that's clear and I think we're all singing from
[57:41]
the same song sheet on that which is great ...

the the the whole idea of in my mind from
[57:49]
anything I've learned that is the only way that we're
[57:52]
really going to be able to save heritage buildings realistically
[57:55]
is to have them be able to be repurposed and
[57:58]
be reincorporated into something else and I think that is
[58:01]
by far with a question in my mind the number
[58:03]
one way to go and Mr Blakey ... you did
[58:06]
mention that cover notes that stop good example in Richmond
[58:10]
hill but if you go down to Toronto there's many
[58:12]
examples where an old building comes something new and it
[58:15]
becomes a part of something new as well and I
[58:17]
think that's absolutely the formula that that's proven to be
[58:21]
a winner
[58:22]
so

I think that the the problem I have two problems
[58:26]
with this motion and it's only on see that I
[58:29]
have the problem I don't think that ... we can't
[58:33]
afford is a municipality to be buying any ... carriage
[58:37]
building that needs to be bought and nor do I
[58:39]
think we should it's not a good value for the
[58:41]
taxpayer because
[58:43]
in a situation like this ... that the old building
[58:47]
will become a profitable venture for something new it's it's
[58:52]
you know and the onus is on the owners unfortunately

to them in the body with a historic building on
[58:56]
it the onus is on that the ... owner to
[58:59]
deal with the property the way it is and if
[59:01]
there was a ravine in the middle of the property
[59:03]
they would have restrictions on what you could build in
[59:05]
the routine if there's a historic building there's a good
[59:07]
possibility that there will be restrictions on what you can
[59:10]
do because they start building the builders and developers are
[59:13]
creative people and they can come up with creative designs
[59:16]
I that's one example that comes to mind showed I've
[59:19]
seen that actually and I think it shows that it
[59:21]
is possible if we restrict this also to being a
[59:25]
school house that goes against what I just said because
[59:29]
you are freezing not only the building in time but
[59:32]
you're also for using the use and that building they
[59:36]
don't have one room schoolhouses anymore I mean that that
[59:39]
that ... the model of education is long since gone
[59:43]
and ... so allowing that school has to be calm
[59:48]
whatever the market wants it to be calm is really
[59:51]
important and if if we restrict what it can be
[59:55]
we're really defeating the purpose of all of the stuff
[59:57]
and frankly I believe were probably destined to fail in
[1:00:00]
the situation ... hi I would be able to support
[1:00:05]
see if we took out the part about looking at
[1:00:08]
the feasibility of purchasing this the school has because I
[1:00:10]
just don't think that's the answer ... I think the
[1:00:13]
answer is in my mind is fairly simple we deny

the permit application the demolition permit application which is in
[1:00:20]

will continue probably I would assume to say to the

owner that we'll do everything we can to help that

building be incorporated into some other conceptual design and you

know will it be easy no but it will it

could happen I've seen this happen in my world with
[1:00:39]
thirty five right street we had ... demolition application that
[1:00:43]
we work with the owner now we have this design
[1:00:45]
we're gonna incorporate the ... the end dean one of
[1:00:49]
the Indian family homes into the lobby of this new
[1:00:53]
development that's going to happen and it actually looks really
[1:00:55]
great I I'm quite pleased with that design so ...

I think that the the way to go about this
[1:01:01]
is actually very simple ... I think a and B.

are completely valid and I think that's what we should
[1:01:07]
do I think he would be fine if it if
[1:01:10]
it didn't include the bother bothering to go down the

directed to contact the landowner to begin discussions to investigate
[1:03:38]
the feasibility of purchasing the for much of the schoolhouse
[1:03:42]
... and then there was an E. so when this
[1:03:45]
came to council a few weeks ago am I I
[1:03:50]
also I made a motion that day D. should be
[1:03:53]
changed because should be amended because it was certain restrictions
[1:03:56]
that we face as a public entity ...

the taxpayers by spending that kind of money and I

should for those you don't know the property is no

running water the property has no sewer connection

the property doesn't even have appropriate zoning for the current
[1:08:17]
uses for for years
[1:08:21]
no foundation for you as a brick building like that
[1:08:24]
would not have had the day would have built on
[1:08:26]
the the soil for years we've worked with previous owners

and current owners to look the other way on zoning
[1:08:33]
matters to allow what ever used could possibly come into

the building to keep the building alive because we all

an empty building

deteriorate quicker but the building is being used so for

years and years and years multiple councils have tried with

previous owners and current owners to try to get something

but to no avail because my opinion

when they finally start looking at the financials of the

the feasibility dies again

let's rebuild the facade on the new building

let's move the building on the property and none of

up the difference so the owner can actually preserve it

within a project

I have not received a mandate from my residence to

spend taxpayers money

on cleaning up every old historic building

encounters in the past have

and I look at some of those buildings now and

their potential and we're struggling now is a council what
[1:10:49]
do we do with them how do we incorporate them

into future use how do we keep the holding economical

so I'm glad that it's the C. has been taken

out or not taking up what has been separated I

cannot support see in any way shape or form if

there is a ... a private group that wants to

buy the property and restore the whole thing of course

the municipality will bend over backwards to facilitate that

old Jefferson schools will we recognize it as the old

jobs schools
[1:15:37]
and so we have to be very careful how we
[1:15:40]
cast our votes today because my fear is and my
[1:15:45]
prediction is
[1:15:47]
this like many other heritage properties in Richmond hill and
[1:15:51]
we have a few that are in the radar right
[1:15:55]
now that are unsafe
[1:15:59]
M. one they're unsafe we now this council will be
[1:16:02]
forced with the decision between safety to the community and
[1:16:07]
preserving heritage
[1:16:09]
and the liability thank you councilman and the liability that
[1:16:12]
goes along with it and sadly I believe it's my
[1:16:16]
opinion that if workforce between the choice of the heritage
[1:16:21]
versus the safety safety will win
[1:16:25]
and the staff in the building department may recommend demolition
[1:16:30]
of the property for public safety and now we enter
[1:16:34]
into very very complicated legal process
[1:16:38]
and once we go down that rabbit hole we're not
[1:16:41]
coming back from the
[1:16:43]
so

I want to be clear we need to do something

other than just deny and that's why I did see

I don't know if the residents of Richmond hill are

going to back us other than the forty one signature

[1:28:48]
I am an engineer and I have been a resident
[1:28:50]
of Richmond hill for seventeen years I would like to
[1:28:53]
thank you for the opportunity to speak today about the
[1:28:56]
very urgent issue of climate change
[1:28:59]
I have read the staff report on Richmond hills climate
[1:29:02]
change actions and want to commend the city of Richmond
[1:29:05]
hill for all the great work they are doing and
[1:29:08]
continue to do
[1:29:09]
from this report it is evident that we all agree
[1:29:12]
that climate change is an urgent issue so I'm not
[1:29:15]
going to talk about the impacts we're seeing worldwide and
[1:29:19]
even in our own backyards
[1:29:21]
I stood in front of you eight months ago in
[1:29:24]
support of the motion to declare a climate emergency brought
[1:29:28]
forward by coun Sir David west at that time you
[1:29:31]
may remember my neighbors and I had just formed the
[1:29:34]
climate group neighbors for the planet hoping to generate more
[1:29:38]
public awareness in our community about the climate crisis our
[1:29:42]
goal is to empower individuals to reduce carbon emissions and
[1:29:46]
their individual lives in their community and Canada wide
[1:29:51]
as you are aware we are not the only climate
[1:29:53]
group in our community there is also the blue dot
[1:29:57]
drawdown targeting climate change and our news group extinction rebellion
[1:30:03]
we work closely together with different approaches to tackle this
[1:30:06]
issue different approaches but we all are all needed to
[1:30:10]
reach everyone
[1:30:12]
I would like to briefly summarize what has transpired since
[1:30:16]
we were here eight months ago
[1:30:18]
in July last year we held the first climate rally
[1:30:21]
in Richmond hill
[1:30:23]
where 50 people attended
[1:30:26]
two months later in September we held another climate rally
[1:30:30]
this time two hundred and fifty people attended
[1:30:35]
people wanted to join us they were concerned about the
[1:30:37]
climate crisis and wanted to do something but they weren't
[1:30:40]
sure what they could do
[1:30:43]
at that point I realized that the climate strikes were
[1:30:45]
not enough so in October we started holding bi monthly
[1:30:49]
meetings
[1:30:51]
we are currently working on three initiatives transportation changing eating
[1:30:55]
habits and food waste as they are some of the
[1:30:58]
biggest contributors to carbon emissions
[1:31:01]
a lot of people with great knowledge and expertise are
[1:31:04]
devoting their free time because they are worried about the
[1:31:07]
future we're leaving the next generations
[1:31:10]
students are also engaged my fifteen year old daughter has
[1:31:14]
started a climate action committee at her school ten students
[1:31:18]
came to her first meeting they want their voices heard
[1:31:21]
and to take their power back and change their future
[1:31:25]
I'm also hosting a community student climate action group some
[1:31:29]
students had expressed interest in our meetings I thought they
[1:31:32]
could benefit by coming together to collaborate and support each
[1:31:35]
other students from five different schools will be attending our
[1:31:39]
first students get together this weekend
[1:31:43]
this will be student led and I'm simply providing a
[1:31:45]
space for them to meet and of course some snacks
[1:31:49]
I am impressed by the energy spirit and leadership in
[1:31:52]
our community the residents of Richmond hill are concerned and
[1:31:56]
stepping up to do what they can to act on
[1:31:59]
climate but there is only so much they can do
[1:32:04]
what I have learned these last eight months is that
[1:32:06]
individual change is important
[1:32:09]
community engagement is even more important as it will lead

to bigger change but we will never get the reductions
[1:32:15]
in carbon emissions that are needed without systematic change
[1:32:20]
we need change from all levels of government so I
[1:32:23]
am asking you our elected officials to see the climate
[1:32:27]
crisis for what it is and add urgency to the
[1:32:30]
great work you are already doing
[1:32:33]
the United nation IPCC report says we need to decrease
[1:32:36]
our emissions by forty five percent from the two thousand
[1:32:40]
and five levels by twenty thirty and to get to
[1:32:44]
net zero by twenty fifty
[1:32:47]
I ask you are we doing enough and quickly enough
[1:32:50]
to meet these targets thank you
[1:33:02]

the first action on climate change that we need to
[1:33:17]
take is to have an open and honest conversation about
[1:33:20]
it I'm relieved that we the people of Richmond hill
[1:33:23]
are in the process of doing this already so I
[1:33:26]
welcome this opportunity to acknowledge the staff report that has
[1:33:28]
been prepared for consideration today since the June eleventh council
[1:33:32]
meeting when I spoke about why I felt a need
[1:33:35]
to declare climate emergency I've been involved in several initiatives
[1:33:38]
in the community in order to help move the conversation
[1:33:41]
forward I helped organize the Richmond hill welcome to four
[1:33:44]
model was city councilor to Richmond hill so that he
[1:33:47]
could talk about his book called burning souls it's a
[1:33:51]
story about climate change with fictional characters based on real
[1:33:54]
science last October I prepared a series of community discussions
[1:33:59]
that was presented over three evenings the sessions will complement
[1:34:02]
one of one click to aligning climate three oh one
[1:34:04]
and we're intended to have conversations with people of various
[1:34:08]
levels of understanding in September I took part in the
[1:34:11]
climate strike organized by Kerry and spoke about why I
[1:34:14]
was inspired by Greta sunburst the teenager from Sweden who
[1:34:17]
spoke at the United Nations at Davos and at the
[1:34:20]
twenty nineteen international climate conference with so many attending the
[1:34:24]
strike I was feeling hopeful that our community is ready
[1:34:27]
to talk about solutions I do feel however that we
[1:34:30]
need all levels of government to be actively involved to
[1:34:33]
help us reach even more people the staff report that
[1:34:36]
has been prepared for the counselors is to give background
[1:34:39]
and a summary of climate change actions possible at the
[1:34:42]
municipal level it takes into account the potential economic impact
[1:34:46]
of climate change as future extreme weather conditions become more
[1:34:50]
common I am pleased to say that I understand and
[1:34:52]
appreciate the content in this report because I've been doing
[1:34:55]
quite a bit of reading about climate change for the
[1:34:58]
last few years I read books by scientists what psychologist
[1:35:01]
by communists and I've attended conferences and our mental seminars
[1:35:04]
and election debates ten years ago there was very little
[1:35:07]
mention of understanding of the climate crisis and now well
[1:35:10]
of course we hear it in the
[1:35:11]
news all the time the wildfires in Ontario and British
[1:35:14]
Columbia and California Siberia and of course Australia these fires
[1:35:19]
may not have been literally caused by climate change but
[1:35:22]
they have certainly been exacerbated by it we're fortunate here
[1:35:25]
in Richmond hill because we may not have the same
[1:35:28]
emergency situations as in other parts of the world but
[1:35:31]
our food sources and way of life will certainly be
[1:35:33]
affected by it Furthermore this is a problem that we
[1:35:36]
are partly responsible for because of our use of burning
[1:35:40]
natural gas and fuel in our everyday life we don't
[1:35:43]
need to be made to feel guilty though and the
[1:35:45]
worst thing we can do is start shaming others for
[1:35:48]
their lifestyle choices the best thing we can do is
[1:35:51]
decide what solutions we need to work on and get
[1:35:54]
down to business the staff report on climate change echoes
[1:35:57]
what we had to drive down Richmond hill drive in
[1:35:59]
Markham and drawdown Newmarket Aurora have already concluded and that
[1:36:03]
is that we need to concentrate our efforts on the
[1:36:06]
three areas that have the greatest carbon footprint one transportation
[1:36:10]
turnips to home heating and cooling three land choices there
[1:36:14]
are a hundred things that we could be doing that
[1:36:16]
several of them were mentioned last Sunday in the climate
[1:36:18]
change symposium they had to do with food choices and
[1:36:21]
reducing food waste what we need from regional councils to
[1:36:25]
help promote these ideas even more in the community some
[1:36:27]
of us citizens are using our own time and money
[1:36:30]
to achieve that which would be so much easier if
[1:36:32]
we had some creative financial backing and some ongoing verbal
[1:36:35]
acknowledgment I know the council and staff are busy with
[1:36:38]
so many things on your plate and I appreciate that
[1:36:41]
you're taking more time on the subject I appreciate the
[1:36:44]
counselor Perrelli came to a community town hall and purchased
[1:36:49]
a couple of books on climate change so they could
[1:36:51]
learn more I appreciate getting to know Richmond hill staff
[1:36:54]
practically Maria Flores miles flooring press floor Julius Lindsay who
[1:36:58]
I know are putting their heart and soul into the
[1:37:00]
resilient regional program outreach and figuring out what we can
[1:37:04]
do better I look forward to their full community and
[1:37:07]
energy emissions plan that is being prepared for release in
[1:37:10]
twenty twenty one
[1:37:12]
that some of you have taken the effort to purchase
[1:37:14]
books to learn more I appreciate that we have a
[1:37:17]
couple of champions on council especially counselor west he's always
[1:37:20]
open to ideas and will be available to help us
[1:37:23]
I hope that each of you cancers will reach out
[1:37:25]
and have discussion in your wards and keep this conversation
[1:37:28]

additional outreach to the community and truly appreciate that Richard
[1:37:34]

hello ... I am representing bluedot Richmond hill reading a
[1:38:01]
submission by Cheryl do and asking my colleague who regret
[1:38:05]
she was not able to attend today
[1:38:08]
we are all aware of the global threats we face
[1:38:11]
due to climate change well Richmond hell be ready
[1:38:15]
increased awareness and concern for the climate crisis was evident
[1:38:18]
during the federal election and Richmond hill is reflected in
[1:38:22]
the number of environmental groups that have formed over the
[1:38:25]
past few years and Kerry listed those groups for you
[1:38:29]
Richmond hill blue dot was established five years ago over
[1:38:32]
this time we work with the city on a variety
[1:38:35]
of initiatives providing our group first hand knowledge of the
[1:38:38]
dedication and expertise of the Richmond hill staff and details
[1:38:43]
of their environmental programs the report provided by council outlines
[1:38:48]
much of the excellent work being done as it relates
[1:38:50]
to climate change and the reduction of greenhouse gases or
[1:38:54]
GHGs as mentioned in the reports municipalities have direct or
[1:39:00]
indirect control over sixty percent of Ontario's GHG emissions as
[1:39:05]
they plan and regulate growth and development along with transportation
[1:39:09]
systems and networks it stands to reason to prioritize GHGs
[1:39:14]
and energy since it impacts so many areas of climate
[1:39:18]
concerns to address climate change it would benefit the municipality
[1:39:22]
to review their policies on transportation buildings and land use
[1:39:26]
through a climate plans we noticed that much of the
[1:39:30]
staff work is ongoing data is being collected conclusions drawn
[1:39:34]
additional time is required to drive effective policy recommendations it
[1:39:39]
may be beneficial to have expectations and targets identified over
[1:39:43]
the short medium and long term wise conclusions are made
[1:39:47]
it's anticipated that actions will be recommended
[1:39:51]
leading by example is always favorable and the city should
[1:39:54]
consider an internal audit if this is not already under
[1:39:58]
way to see what I'm
[1:40:00]
Clinton savings can be made at the city level bluedot
[1:40:03]
suggested staff address some of the limitations are facing especially
[1:40:08]
as it relates to transportation and being a multi tiered
[1:40:11]
municipality but there may be others we believe it would
[1:40:14]
be beneficial to create or strengthen alliances with other York
[1:40:19]
regional municipalities and the region to address transportation issues as
[1:40:24]
they relate to emissions is encouraging to see stuff reaching
[1:40:28]
out to organizations and community groups to capitalize on their
[1:40:32]
expertise we suggested to be continued and expanded with limited
[1:40:37]
resources it's important to forge strong alliances in order for
[1:40:41]
Richmond hill to be a leader cancel me council needs
[1:40:44]
to provide staff with the leeway to research innovative ideas
[1:40:48]
to current and upcoming climate concerns they need the opportunity
[1:40:52]
to access leading edge technology and solutions including those that
[1:40:57]
can be found with collaborative organizations such as the Ellen
[1:41:01]
macarthur foundation bluedot has recommended York region participate with this
[1:41:06]
group and the region is reviewing the feasibility of that
[1:41:09]
through regional council as you know our neighbours Newmarket Aurora
[1:41:13]
and Toronto as well as hundreds of other municipalities have
[1:41:17]
declared a climate emergency the city of Toronto has been
[1:41:21]
very proactive by adopting many actionable initiatives as you can
[1:41:25]
see listed and Cheryl submission
[1:41:28]
business opportunities existing climate solutions found in the building industry
[1:41:33]
infrastructure clean technology and other mitigating measures often these solutions
[1:41:38]
find cost savings along the way such as when Richmond
[1:41:41]
hill changed to LED lighting legislative pharmacy may impose to
[1:41:46]
ration however funding and grant opportunities from other levels of
[1:41:50]
government may be contingent on forward thinking initiatives we hope
[1:41:54]
Christian health that's not who is out on these opportunities
[1:41:58]
we are all part of the climate change problem we
[1:42:01]
need to be part of the solution through collective efforts
[1:42:04]
real change can occur to provide a sustainable healthy environment
[1:42:08]
this summer in a better position to affect change we
[1:42:11]
need your support to make this happen as Richmond hill
[1:42:15]
counselors you've taken an oath of loyalty and honesty deep
[1:42:18]
blue serve to serve the community server right that citizens
[1:42:22]
of Richmond help there's no greater responsibility to ensure a
[1:42:25]
safe and healthy climate
[1:42:28]
future generations depend on the decisions we make today historically
[1:42:32]
council has honored the residents through their commitment to protecting
[1:42:35]
our environment we hope you will continue to honor your
[1:42:38]
oath to Richmond hill residents recognize the good work that
[1:42:41]
has been done by staff and set forth a motion
[1:42:44]
to enhance and build on their initiative for the good
[1:42:47]
of Richmond hill it is time for real action thank

... thank you for all the work collectively the you're
[1:43:08]
doing your groups ... I do not have to squeeze
[1:43:11]
this in in five minutes but I wanted to propose
[1:43:14]
a motion in a minute and I wanted before I
[1:43:17]
go through each individual detail of that the motion I
[1:43:19]
want to talk a little bit about the purpose
[1:43:22]
... I want to the first purpose of the motion
[1:43:25]
about two
[1:43:26]
put forward is to reinforce the past work of staff
[1:43:30]
and endorsed further actions but I also want to kind
[1:43:32]
of highlight some of the priorities that have been laid
[1:43:36]
out in this excellent staff in front of us I
[1:43:39]
don't want the motion to show leadership in our community
[1:43:42]
and the wider community and I I think in doing
[1:43:44]
so I think it encourages other groups ... and to
[1:43:48]
do more things collaboratively ... in Richmond hill
[1:43:52]
... I think in with climate change there's a million
[1:43:55]
things we need to do and ... we need to
[1:43:57]
go you know it they'll be a whole bunch of
[1:43:59]
people that will be involved in doing those things
[1:44:02]
I think it's really important that we inventory and measure
[1:44:05]
our communities greenhouse gas emissions if it can't be measured
[1:44:08]
it can't be monitored
[1:44:10]
on a practical level I think that having a good
[1:44:13]
plan will help us leverage grant funding and that was
[1:44:16]
actually mentioned a couple of times by the delegates ...
[1:44:20]
and I think that you know on a also on
[1:44:22]
a practical level the ... you know reducing the effects
[1:44:26]
of climate change will help us as a municipality to
[1:44:28]
deal with our infrastructure so there are some very practical
[1:44:31]
reasons where I think we need to take action but
[1:44:33]
I also think I mean most importantly that's the right
[1:44:36]
thing to do and ... it is it is urgent
[1:44:39]
whether we call it an emergency or whether we don't
[1:44:41]
still need to take action I think that's becoming more
[1:44:43]
and more clear to Mr Clark if I could ask
[1:44:45]
you to put the motion up on the screen
[1:44:49]
... I want to go to this really quickly get
[1:44:52]
it and I'm happy happy to take questions from my
[1:44:54]
colleagues so part a is simply just to ... knowledge
[1:44:58]
the appreciate with appreciation they worked staff is taken thus
[1:45:01]
far I think it's an excellent report and I think
[1:45:03]
we are doing quite a bit in our community and
[1:45:05]
I would encourage them and like council to be able
[1:45:07]
to encourage them to do so
[1:45:10]
... part B. and all the sub sections deal with
[1:45:13]
... their star city's corporate climate change framework in our
[1:45:17]
community emissions and energy plan
[1:45:20]
one is ... I think it's really important in this
[1:45:22]
was referenced in the staff report that we look at
[1:45:25]
a lot of our decisions going forward through a climate
[1:45:28]
lands almost any decision that we make it mean in
[1:45:31]
the municipality has some impact on a positive or negative
[1:45:34]
way on climate change and we need to start incorporating
[1:45:37]
that in a more formal way in what we do
[1:45:40]
I really think it's important that we number two that
[1:45:43]
to take a greenhouse gas inventory for Richmond hill and
[1:45:46]
I believe that is part of the community and energy
[1:45:48]
emissions plan but I wanted highlighted here because I think
[1:45:51]
it's important but on top of that I think we
[1:45:53]
need to identify targets and time frames for greenhouse ...
[1:45:57]
gas emission reductions
[1:45:59]
number three ... I would like to explore our options
[1:46:02]
incentives to enable homeowners in the building in in the
[1:46:06]
homeowners for building an energy efficient it's C. retrofits to
[1:46:10]
conserve energy you save money and reduce greenhouse gas emissions
[1:46:14]
that is actually happening in that number of municipalities but
[1:46:17]
when I know for sure is Toronto right now and
[1:46:19]
they're they're wrapped I've started this program
[1:46:22]
... I'd like to have ... options to promote private
[1:46:25]
property resilience and we talked about this at the beginning
[1:46:28]
of the meeting where I'm you know we've had some
[1:46:30]
flooding and we're going to continue to have some flooding
[1:46:32]
so I want to make sure that homeowners have all
[1:46:34]
of the resources that they they can't to safeguard their
[1:46:37]
homes
[1:46:39]
our number five one of the low hanging fruits I
[1:46:42]
think that we all have right now is the electrification
[1:46:45]
of our vehicles and I believe that there is an
[1:46:47]
opportunity to electrify some of the city's fleet as our
[1:46:51]
gas powered vehicles need to be replaced and also I
[1:46:55]
think with that comes the ... the need for us
[1:46:58]
to be talking about getting electric charging stations in as
[1:47:01]
many places as we can including our own ...
[1:47:06]
it also in others
[1:47:08]
I think we also need to impact and enhance the
[1:47:11]
capacity of our community to implement charter climate change actions
[1:47:14]
by developing a climate change community outreach to look at
[1:47:17]
and that's essentially to engage our community and to engage
[1:47:20]
some of the really good work that's already going on
[1:47:23]
in the community we have a lot to learn from
[1:47:25]
each other and I think this is very important ...
[1:47:28]
on that note a story a number seven we have
[1:47:32]
a sustainability metrics program which is I believe is a
[1:47:35]
work winning ... when we first came out but I
[1:47:37]
believe that there's probably also ... a reason for us
[1:47:41]
to be thinking about additional incentives that we can give
[1:47:44]
to builders to make more ... sustainable design features to
[1:47:48]
support support our climate change mitigation ... I would like
[1:47:52]
to stick explore the possibility of joining the global covenant
[1:47:55]
of mayors that was something that David Miller was talking
[1:47:57]
about it at clean air council meeting that we had
[1:48:00]
recently and I think there's a lot of learning that
[1:48:02]
can be had from being in a network like that
[1:48:06]
and it's just great
[1:48:07]
minute more Mr mayor I would also like to investigate
[1:48:11]
... available grant funding because I think that there is
[1:48:14]
grant funding available and I believe that in the future
[1:48:16]
there will likely be more so
[1:48:19]
so just to quickly wrap up ... I do want
[1:48:22]
to thank staff again for their excellent staff report I
[1:48:25]
think it's very comprehensive and I really appreciate it so
[1:48:29]
... this is not all of the important actions that
[1:48:32]
we're taking in the staff report they have been outlined
[1:48:34]
there actually are others but I think it's a great
[1:48:36]
start and I also believe that this motion if passed
[1:48:40]
will ... allow us to do more in the future
[1:48:43]
with it it can be added on to so that's
[1:48:45]

the three that have stepped forward here today including other

organizations who also present here today who insure that climate
[1:49:12]
climate change climate emergency discussions are very prevalent in in
[1:49:18]
whatever they discussed to their ... in their meetings in
[1:49:22]
the two towards the congregations of women at these organizations
[1:49:27]
meet a most wanted thank staff the staff report that
[1:49:30]
was delivered to us is exceptional and ... for policy
[1:49:35]
from a policy wise discussion it is superb so thank
[1:49:39]
you very much to all who were involved into the
[1:49:41]
entire department
[1:49:43]
there can be no question that there is no greater
[1:49:46]
existential threat facing humanity and our planet today than a
[1:49:51]
climate emergency because of everything that climate change is imposing
[1:49:58]
on us
[1:50:01]
we as human beings most definitely need to take that
[1:50:04]
take into account what we do that could be an
[1:50:08]
exacerbating and dad making a making climate change move even
[1:50:14]
faster than it should in any normal cycle of of
[1:50:18]
climate change at the earth has experienced for millennia
[1:50:23]
we are stewards of this earth and we certainly owe
[1:50:25]
it to the earth to do that the very least
[1:50:28]
... I believe that this motion also brings us better
[1:50:32]
in line with other York regional municipalities and other municipalities
[1:50:37]
and regions in the greater Toronto Hamilton area M. where
[1:50:41]
they have also passed similar motions and declared climate emergencies
[1:50:46]
... it's a pleasure to sit on the cleaning a
[1:50:48]
council with my two seat makes a concert chan and
[1:50:52]
council west and we do very good work ... there
[1:50:55]
was well and with this group M. as we as
[1:50:58]
we begin to formulate even more ... more programs and
[1:51:03]
more at to find to find better ways for municipalities
[1:51:07]
to work ... with
[1:51:10]
with the residents and to work with staff in order
[1:51:13]
to effect greater change so ... I think every I
[1:51:19]
believe that every point in this motion is is is
[1:51:23]
necessary is germane and ... I want to thank again
[1:51:28]
councillor west and all the other community organizations for helping
[1:51:32]
us with this for today thank you

admittedly wasn't aware of all of the initiatives going on

the role of member of council is vast there's so
[1:52:00]
much that we need to know about so it helps
[1:52:03]
to go out to organizations as the ones that were
[1:52:07]
mentioned by Liz
[1:52:09]
and ... I did go out and ... surprisingly I
[1:52:14]
learned quite a bit
[1:52:16]
what I learned most Mister Merrett was that
[1:52:21]
there are things that we can do
[1:52:25]
not just as individuals but as a council
[1:52:29]
and I'm committed to doing those things and suggesting to
[1:52:33]
counsel that we do those things
[1:52:37]
I'm not prepared to declare climate emergency because
[1:52:42]
to me that's just words I'd rather have some action
[1:52:47]
one of the things Mr mayor that I learned at
[1:52:49]
that meeting were ... and I bought a couple of
[1:52:52]
books admittedly I haven't read them yet
[1:52:55]
I haven't had the time
[1:52:57]
but in speaking with the experts I learned something very
[1:53:00]
interesting Mister Merrett
[1:53:02]
that
[1:53:04]
... my son for example lives in a condominium building
[1:53:07]
and he said that the you know I I'm concerned
[1:53:09]
about the environment I think we should transition to electric
[1:53:14]
vehicles as opposed to gas powered vehicles I said fantastic
[1:53:18]
ideas so let's buy an electric car he said can't
[1:53:22]
that I said why is nowhere to charge up my
[1:53:25]
car and my condo building
[1:53:28]
I said what do you mean
[1:53:29]
because I can charge it up neither can the other
[1:53:32]
six hundred people that live in the building
[1:53:35]
so
[1:53:37]
maybe it's a little thing maybe it's a big thing
[1:53:39]
I don't know but my commitment Mr Maher
[1:53:43]
to the climate issue is that each and at now
[1:53:47]
in the building code in the building code is already
[1:53:50]
been mandated that if you build a town house in
[1:53:54]
council Barroso correct me because he educated me on this
[1:53:58]
... if I make a mistake please jump in ...
[1:54:01]
that in the building code if you build a single
[1:54:04]
family a semi or town house it's mandated that you
[1:54:08]
must have one electric charging station infrastructure built at
[1:54:16]
but not nothing exists for highrise development
[1:54:21]
so my commitment is and I've spoken to all the
[1:54:25]
applicants that have applications in right now for any mid
[1:54:29]
rise or high rise applications that they will not get
[1:54:33]
my support unless they provide infrastructure for each and every
[1:54:40]
parking space to have the infrastructure to put in an
[1:54:44]
electric charging station for the vehicles
[1:54:47]
because these buildings that are being built we'll be here
[1:54:51]
for a hundred years
[1:54:54]
and if they don't have the charging stations now or
[1:54:57]
the infrastructure for it then it's incumbent upon the building
[1:55:01]
... corporation that was formed later to retrofit it at
[1:55:07]
an even higher cost
[1:55:10]
and we don't need to do that so my commitment
[1:55:13]
is moving forward every application and I hope my council
[1:55:16]
colleagues support me when those applications come forward to make
[1:55:21]
sure that each and every parking space has the infrastructure
[1:55:24]
for electric vehicles
[1:55:26]
so ... yes there's a lot of things we can
[1:55:29]
do these are some of them my question to you
[1:55:32]
Mr mayor is this these are all wonderful ideas presented
[1:55:37]
by councillor west
[1:55:38]
and my question is what will be the impact on
[1:55:43]
a staff resources for example timing to do this and
[1:55:48]
do we need to bring this up at a budget
[1:55:52]
through you know Charmander Pollock to see if we have
[1:55:55]
the resource because it's it's nice to direct them to
[1:55:59]
do this but if they don't have the resources that
[1:56:02]
they can't do it and so I think maybe we're
[1:56:05]
just putting the cart before the horse to you Mr
[1:56:09]
mayor to I guess city manager ...
[1:56:13]
or whoever this would be under
[1:56:17]
... three Mister maybe I'll refer that to ... ...
[1:56:21]
commissioner Kwan I I this is the first time since
[1:56:23]
I don't know exactly what they are ...
[1:56:27]
what it all entails weather is captured and things that
[1:56:30]
we are planning on doing or or not so when
[1:56:32]
the offer that refer that to I'm in the same
[1:56:34]
position city manager ... it this the first time I
[1:56:36]
see all of these options and I don't know if
[1:56:39]
we're already doing them or ... if their process or
[1:56:43]
and we just need oversight or a confirmation to continue
[1:56:47]
to do a number of their new initiative so we
[1:56:49]
have to be cognizant of the time required by staff
[1:56:53]
in
[1:56:54]
so if if commissioner quite you're probably at the same
[1:56:57]
disadvantage but try your best ... three Mister Merrill ...

my observation is that the the certainly the introduction under
[1:57:06]
paragraph B. talks about community energy and emissions plant so
[1:57:11]
a lot of these initiatives can be incorporated into that
[1:57:14]
and those are things that we would have already been
[1:57:16]
doing such however there are some other things here like
[1:57:21]

for any other reason really and charitable organizations of their

choosing they believe that it should be something that's done

on an individual basis in each household

when they have their meetings I don't interchange I mean

[3:35:32]
stakeholders from the garbage residents businesses staff
[3:35:38]
leadership and and the you know white blue collar
[3:35:44]
and what we've agreed is that we're going to continue
[3:35:46]
to research to find out how many people really affected
[3:35:49]
try to get a framework of thought number two what
[3:35:51]
we agreed to with the help of of Elmar another's
[3:35:55]
and mayor who gave the idea
[3:35:58]
saying that we should try to make sure that the
[3:36:00]
garbage people when they're driving up and down the street
[3:36:03]
that they actually will pick up the garbage that's left
[3:36:06]
over from the remnants of that
[3:36:09]
just so we're clear here another thing I know is
[3:36:12]
that our
[3:36:14]
depending on which insurance company you're with you're gonna get
[3:36:16]
a different result so some insurance companies say that contamination
[3:36:20]
just wipe it off with a cloth I want to
[3:36:23]

[3:36:25]
there are other other insurance companies that say
[3:36:28]
other insurance companies so if you have a washer and
[3:36:31]
dryer fewer fridge in the basement just unplug it assuming

the electrical wasn't hit and once the letter freon said

anything else it put it back in your good and
[3:36:40]
when they start the dryer the furnace ... it emits
[3:36:44]
heat or anything else sometimes those people are fellow feeling
[3:36:47]
you're smelling a residue and the insurance people are local

and our capacity couldn't handle it and it it enacted

are saying we don't have thirty to fifty thousand dollars

to do that so the answer is what they've done

is they've been reached out to others including some in
