[4:14] police officer Michael Martinez his nephew Brian and his niece

[4:53] over uh Michael Martinez has been with our agency just a little over eight

[4:57] years almost eight and a half he joined in August of

[5:01] 2016 uh of course he started out as a uh a police officer and has uh moved up in

[5:09] rank to master police officer he's accomplished quite a few things though

[5:13] while he's been with our agency uh he is a a certified Advanced traffic crash

[5:19] Reconstructionist an advanced Crisis Intervention team member and a police

[5:25] training officer uh he's had several Awards since he joined our agency uh in

[5:31] 2022 he resed he's uh awarded a meritorious service award for responding

[5:38] to an act of home invasion uh where one person was unfortunately murdered uh in

[5:44] 2023 he received a distinguished service award for rendering Aid to an individual

[5:49] at a local business who was in crisis and stabbed himself multiple times and

[5:54] in 2023 he received as part of the police training officer team uh they

[6:00] received a unit Citation for outstanding efforts and training new officers in the

[6:04] field and preparing our agency for the future uh and I'd like to read a quote

[6:09] from a supervisor of his and I think it kind of sums it up um Master police

[6:14] officer Martinez has shown sound judgment administrative ability and

[6:20] trustworthiness in his noo role and Associated duties now that says a lot

[6:26] when it comes from a supervisor but you all can tell and I you've made bitching

[6:30] of it by the number of officers that are here to support him tonight that he not

[6:34] only has the trust of his officers but he has his community in mind and and

[6:39] serves them and gives them all he has um ausar Martinez is also fluent in Spanish

[6:46] uh which helps us serve our Hispanic Community uh and helps with our overall

[6:50] mission here at the agency so I'm proud and honored uh to have got to work with

[6:55] him but uh it's also great to see him pin on the rank of Sergeant so uh

[7:01] Brianna Brian if you would do us the honor of pinning on his new rank

[9:05] want to ask Lisa Foster please to

[9:23] come as they coming the proclamation reads whereas human trafficking is a

[9:29] public public health issue and crime that affects individuals families and

[9:33] communities across Generations exploiting the most

[9:36] vulnerable Among Us and weakening our Collective

[9:40] well-being whereas human trafficking as defined by the trafficking victims

[9:45] protection act is a commercial sex act induced by force fraud or coercion or

[9:53] when a person induced to perform such an act is not yet 18 years old or the

[9:59] recruitment harboring Transportation provision or obtaining of a person for

[10:04] labor or Services through the use of force fraud or coercion for the purpose

[10:10] of subjection to involuntary servitude whereas an estimated 27.6

[10:17] million people are subjected to human trafficking globally including cases of

[10:23] human trafficking reported in every state and territory across the United

[10:28] States whereas human trafficking can happen to anyone but certain populations

[10:34] are disproportionately at risk including people affected by prior abuse or sexual

[10:39] violence poverty and unstable living situations or homelessness as well as

[10:45] those systematically marginalized and underserved whereas people can be

[10:51] trafficked in person and online in Industries such as restaurants cleaning

[10:56] services construction and factories and by strangers or someone they know

[11:03] including Partners parents and other family

[11:06] members whereas human trafficking is preventable by building individual

[11:11] community and societal understanding and resilience reducing social inequities

[11:19] and addressing social determinant of Health whereas the city of Richmond is

[11:24] dedicated to ensuring anyone impacted by human trafficking can receive

[11:29] person centered trauma informed and culturally and linguistically

[11:35] appropriate care whereas during National human trafficking prevention month the

[11:41] city of Richmond encourages everyone to visit human trafficking hotline. org to

[11:48] learn more about human trafficking and ways they can help raise awareness and

[11:53] educate everyone on how they can prevent and respond to human traffic traing now

[12:00] therefore I as Mayor of Richmond Kentucky Robert BL do hereby Proclaim

[12:05] January 28th 20125 as National human trafficking

[12:10] Prevention Day and encourage our citizens to wear blue that day in

[12:15] support to address human trafficking make resources available to assist

[12:22] individuals and communities that have experienced human trafficking and build

[12:27] public private Partnerships to increase capacity to support a comprehensive and

[12:33] strategic response to human human trafficking uh this is executed on this

[12:40] day and I'm going to ask that Lisa Foster and others who have come to

[12:44] represent the work in Madison County against human trafficking come if you

[12:55] will I'm Zen can you hear me I'm Zen Hensley the vice president of redeeming

[13:01] hope um I'm been a social worker here since I got out the military a little

[13:06] while ago um I would first like to thank you for your partnership that and your

[13:10] faith in us to battle this um epidemic that we're

[13:17] having um I was going to not say evil but it is an evil um the Department of

[13:23] Community Based Services cabinet of Health and Family Services have put out

[13:27] a report for last year and just in our area the only that's been reported for

[13:32] children have been 467 cases Alone um that's 444 sex cases

[13:41] 21 labor cases and two that were both that's only the reported kind so it

[13:45] happens here as well if you like to know more about our organization which I hope

[13:51] most of you all know about redeeming hope now it's redeeming hope ky.org

[13:55] please get on there contact us and we will

[13:59] um we will get back with you as soon as we possibly can we have helped at least

[14:04] 15 women um within the last month and a half from not just our state actually

[14:10] Indiana Ohio they've called and just wanted resources so please um reach out

[15:48] something that everybody can do to help and we're hoping to start building our

[15:53] home in March Richmond development's going to build it for us we've got a lot

[15:57] of Community Support a lot of of um a lot of in kind donations and a lot of uh

[16:03] fundraisers that we've had so we're ready to get started but anyway it

[16:07] really takes all of us you and with the dinner that's coming up 're going to the

[16:13] Berea that's February that's February 8 there will be several from our city that

[16:19] will be there as a part of that event so uh we're looking forward to offering our

[17:41] food bank now you can donate food all month long here at City Hall or to God's

[17:48] Outreach themselves or at the um the Richmond mall and at every EKU basket

[17:55] home basketball game at Baptist Health Arena

[17:59] now to kick off the campaign this Saturday February 1st at 10:00 a.m. at

[18:05] the Richmond Mall we're all going to become Mall walkers for a little bit um

[18:10] so coach um EKU football coach Walt wells will serve as our Grand Marshal of

[18:17] the mall Walk we're going to have a mall walk for heart health awareness Baptist

[18:23] Health will be there to teach Hands-On handson CPR and to take free blood

[18:29] pressure screenings and to provide us with other information about heart

[18:33] health and the EKU cheerleaders will be there to bring their Spirit to the event

[18:38] and um coach wells will will say a few words and then Inspire us and Coach us

[18:45] to get walking uh for heart health that Saturday February 1st at 10:00 a.m. at

[18:52] the Richman mall so we hope everybody will join us get a group of people

[18:56] together your church group um your Civic group your families and um bring a

[19:02] donation to put in the food barrels for God's Outreach and then get walking for

[19:08] for heart health

[19:11] um God's Outreach um there website is gods outreach.org and they have a love

[19:20] list and I've passed out a few of these um the things that they need the most

[19:26] every every week and every month at God's Outreach so things like cereal

[19:30] canned meat vegetables pinto beans Etc so visit their website and go visit

[30:53] recommended amendments to the existing short-term rental ordinance now

[30:57] therefore be it ordained by the city of Richmond Board of Commissioners uh that

[31:02] and what follows is a uh comprehensive regulatory scheme that has been

[31:07] discussed at uh um multiple meetings and at the Joint meeting with the uh

[31:12] Planning and Zoning Board uh I believe the biggest thing that was still in

[31:16] question that is before you is the fee schedule uh initially and what is

[31:22] reflected here is a $500 initial registration fee and a150

[31:27] $50 annual renewal fee and what had been discussed was potentially doing a

[31:34] $250 uh registration fee and a $100 annual fee and I believe that was the

[31:40] biggest thing uh that was still on the table for you all to discuss and

[31:44] decide thank you sir we have the reading of ordinance 25-5 first reading may we

[40:26] from Cuba he he immigrated here uh in his early teens he's fluid in Spanish

[40:32] and he enjoys uh physical fitness and watching and playing soccer and baseball

[40:43] next is River Pharaoh River uh river is 25 years old he's a current resident of

[40:49] Richmond uh he comes from us from the fet county sheriff's office so uh he

[40:53] attended the basic training academy already he actually went to the academy

[40:57] with with one of our current officers um he uh moved here with his family from

[41:02] Florida and uh decided that Richman is a place that he wanted to

[41:07] work welcome uh James Beasley is 24 years old

[41:13] um he comes from uh you just got out of the military right yes sir yeah he just

[41:18] finished his service with the US Army where he was an MP and uh he decided to

[41:24] uh give us a try and come down here and has made it through our process so uh I

[41:30] think uh I think what he said was he researched where the best place to work

[41:34] at and he found the Richmond PD yes sir so that's uh that's good to hear sir but

[41:39] uh James also enjoys dirt track uh go-kart racing so that's a story itself

[44:39] um cost savings so I think it's wonderful thank you thank commissioner

[44:50] that at the

[44:52] EOC yes I just wanted to add I know this is

[44:56] one of the things that commissioner goal's worked on for a long time and I

[45:01] just really appreciate the fact that um the county and the City of Berea want to

[45:06] work with us I always feel like as a as an entity it's an honor you know when

[45:10] any other um group comes to you and wants to collaborate and try to do

[45:15] things more efficient and effective to me it really comes down to two questions

[45:18] when another group approaches us and one is is it mutually beneficial you know is

[45:23] it good for us is it good for them and the second question is is it good for

[45:27] our people is it good for our community and so I've reviewed all the information

[45:31] I think that this is um you know as we sometimes we probably use this phrase

[45:35] too often but it really is a win-win I think it'll help us to be more effective

[45:39] more efficient and um another example where Madison County and the City of

[45:46] Richmond and the City of Berea can work together it's kind of interesting when I

[45:50] was reading this I thought about my specific example I actually live on a

[45:53] street that has the exact same street in and so over the past 20 years there's

[45:59] been all kinds of weird you know just little things that will happen and

[46:03] you're like how'd that happen and you start digging and it's the street in

[46:06] Berea that's spelled exactly the same and everything so I feel like with this

[46:10] sort of united front that we're doing now that probably won't happen in the

[46:14] future like it did 20 or 25 years ago so um anyway I just appreciate the partners

[46:20] that are willing to partner with us and make things better for our community it

[46:24] it overlaps our information all our map in information with the county and Bria

[46:29] it downloads it every night and updates it for for real time and we looked at

[46:34] the cost of you know upgrading our software uh the initial cost was about

[46:41] 30,000 and then the the annual licensing fee was about

[46:47] 15,000 with this partnership there is some startup cost of about

[46:52] $2,200 but it'll cost us about 6,000 a year um um and it makes sense to do and

[46:58] so you know I've reached out to Bria and the county about overlapping our

[47:03] comprehensive plans and have received a response from Bria but haven't heard

[47:06] back from the county yet too because I think it's information I think it's the

[47:10] overlapping of those comprehensive plans is just like the mapping you know it

[47:14] when it when it goes across boundaries everybody needs to be on the same page
