[0:00]
old enough for that.
[0:01]
» Okay, thank you.
[0:03]
» No, you're not. You must have got
[0:04]
married. Did you get married young?
[0:07]
» You're kind of late.
[0:08]
» How old were you?
[0:09]
» 25 members.
[0:10]
» I was 29.
[0:12]
» But my kids waited.
[0:13]
» It would be
[0:14]
» Oh, well that that Thanks. Yeah.
[0:16]
» So, we got one more coming.
[0:19]
» No, that's Jason.
[0:20]
» Okay. Just Jason.
[0:21]
» That's why that's
[0:24]
» We only had three today.
[0:26]
» We [clears throat] don't have a
[0:27]
» That's nice.
[0:27]
» But one of them was one year. How many
[0:29]
kids?
[0:30]
» Yeah.
[0:32]
» Oh, that's
[0:33]
» So, we need two, right?
[0:34]
» I always get teased in those meetings
[0:36]
that we [laughter]
[0:37]
» You and Lane didn't
[0:38]
» Yeah. Lane beat me. He had 10. So,
[0:41]
» Go. [laughter]
[0:44]
» Oh,
[0:47]
» Just so you know,
[0:48]
» We know.
[0:48]
» I didn't say anything bad.
[0:50]
» You can start whenever.
[0:53]
» Welcome everybody to our planning
[0:54]
commission meeting tonight. It is the uh
[0:57]
Tuesday, January 13th. Um and u we have
[1:04]
all of our commissioners here except
[1:06]
Jason who uh had Jason, right? Who has
[1:10]
uh been excused. Um
[1:13]
we um we'll start with uh public
[1:18]
comment. Um there's no public here. Uh,
[1:22]
so we'll move on to item C, presentation
[1:26]
and reports. Mr.
[1:29]
Cooper,
[1:30]
» Thank you.
[1:34]
» Um,
[1:37]
I think it was just Kent. Was that was
[1:40]
he was he at the America First Ribbon
[1:43]
Cutting? Maybe it was Allen. I'm
[1:45]
thinking of. Um,
[1:47]
we had the uh Yeah, we had the America
[1:50]
First Credit Union topping off.
[1:51]
» Oh, I didn't make it.
[1:53]
» Yeah, the topping off ceremony, which
[1:55]
everyone signs the beam and then it gets
[1:57]
lifted up to the to the top of the
[1:59]
building.
[2:00]
» You tell me I could sign the beam. I
[2:01]
would have been there.
[2:02]
» Is that a Is that a normal thing that
[2:04]
they do for building?
[2:04]
» It is. Yeah, it's a long-standing
[2:07]
tradition in construction, especially on
[2:10]
major projects like that. And it was
[2:12]
pretty fun. They had a number of
[2:14]
speakers there and um no publicity. I
[2:18]
was hoping that the news outlets would
[2:20]
pick it up because it is a significant
[2:22]
thing. Riverdale City is the the
[2:24]
[clears throat] home of America First
[2:25]
Credit Union has been and um I think we
[2:28]
should be proud of that. We should be
[2:29]
proud of the campus that they're
[2:31]
building. It's a significant investment
[2:34]
um that is not something you see every
[2:37]
day. So, it was it was a wonderful
[2:39]
experience and we'll get to do it four
[2:41]
more times, I think. I hope
[2:44]
» Up there.
[2:45]
» Uh-huh.
[2:46]
» Yeah.
[2:47]
» Um, so if you miss this one, we'll we'll
[2:49]
catch you on the next one.
[2:50]
» Okay.
[2:51]
» Uh, we're working with a new business
[2:53]
right now um at 4224
[2:56]
River Road. It's a a glass company um
[3:00]
[clears throat] and uh it's called Optic
[3:02]
Clear and they're going into the Truly
[3:05]
Nolan Bu building. if you're familiar
[3:07]
with that building. So, I'll put on your
[3:10]
calendars a ribbon cutting for them.
[3:12]
It's not until March, so it's a it's a
[3:14]
little ways away, but I'll send that out
[3:16]
to you.
[3:17]
» Question is, is there that one that was
[3:19]
going to go in there that was a kind of
[3:20]
a convenience store? Were they still
[3:22]
they're not going to do it?
[3:23]
» Nope. They elected to go somewhere else.
[3:25]
I'm not sure where.
[3:28]
» Okay.
[3:28]
» Summer.
[3:30]
» Oh,
[3:31]
» Yeah. They were looking at another
[3:32]
location in a commercial zone in town,
[3:34]
but it didn't pan out. So, I I hope I
[3:38]
hope they went somewhere and found
[3:40]
success.
[3:41]
» Yeah.
[3:44]
» Uh that's really the highlights. Uh
[3:46]
we're working on a number of things
[3:48]
right now that will come to you either
[3:50]
in the form of a reszone request or a
[3:53]
site plan um
[3:56]
or uh
[3:59]
subdivision. So, there's a number of
[4:01]
things happening.
[4:02]
» The um [snorts] town homes I notice are
[4:05]
almost complete. Uh [clears throat] in
[4:07]
fact, it looks like maybe some are ready
[4:09]
to be to occupy. I'm not sure,
[4:12]
» But um are they do you know if they're
[4:14]
planning on a ribbon cutting, anything
[4:15]
like that?
[4:16]
» Yeah, I'm working with them on that
[4:17]
right now. So, they are leasing up a few
[4:19]
of the initial buildings that they've
[4:21]
completed and received a certificate of
[4:22]
occupancy for. Uh they wanted to wait
[4:25]
for the ribbon cutting until they got
[4:27]
all of the buildings finished. So that's
[4:29]
um should be probably I would say first
[4:32]
part of February.
[4:33]
» Okay.
[4:33]
» Okay. That's all the one, two, three,
[4:36]
four bedrooms complete.
[4:37]
» Yep.
[4:38]
» Somebody asked me and I couldn't explain
[4:39]
it to them why they can't sell them and
[4:42]
I don't know. Why aren't they eligible
[4:44]
to be sold?
[4:45]
» It's a good question. Um right now
[4:50]
our code is written in such a way that
[4:53]
only allows a certain um type of street,
[4:56]
certain street width, uh publicly owned
[4:59]
water, sewer, all of those things. And
[5:03]
in order to do a subdivision that has
[5:05]
individual lots, then all of those
[5:07]
things need to be public, the the street
[5:10]
and the utilities. And that means that
[5:12]
they have to meet our our minimum
[5:14]
standards. Um, in this case, they
[5:17]
weren't able to do that because the
[5:18]
streets are are narrower and the
[5:20]
utilities are private and so it's a
[5:22]
single lot instead of individual lots
[5:24]
and it's a private uh street and private
[5:27]
utility system. the um the plan
[5:31]
development text amendment that you all
[5:34]
um heard and and took action on last
[5:38]
meeting
[5:40]
kind of corrects for that because it
[5:41]
gives the city both on the staff side
[5:44]
and the um planning commission and city
[5:47]
council an option to approve alternative
[5:51]
types of developments that may not be
[5:53]
consistent with our city code but still
[5:55]
are beneficial and desirable. And so
[5:57]
that's um going to give us a lot of
[5:59]
flexibility to where now we can have
[6:01]
projects that don't meet those um base
[6:05]
code requirements. But through a
[6:08]
development agreement, we can determine
[6:10]
what is what is um reasonable and get
[6:12]
that approved.
[6:13]
» That would be changed in the future.
[6:15]
» No, it's a matter of platting. So you
[6:18]
have to plat each individual unit um its
[6:23]
own parcel and then each one has its own
[6:26]
uh separate utility connection. Um so it
[6:30]
it's not impossible but it would be very
[6:32]
expensive and very difficult to come
[6:34]
back to it and plat it
[6:36]
» Uh as individual homes.
[6:40]
» Thank you.
[6:42]
» Okay. Um thank you very much Mr. Cooper.
[6:46]
Um we have uh item D is uh consent
[6:51]
items. Um
[6:53]
we uh are considering the minutes from
[6:56]
the meetings of December 23rd, the work
[7:00]
session and the regular work meeting.
[7:02]
Any um adjustments to any of those
[7:06]
minutes that anybody's aware of they'd
[7:09]
like to bring up? Michelle?
[7:11]
» Um I just need to add you as excused. I
[7:15]
had you here for the
[7:20]
» Session. I wasn't gone for I know
[7:21]
» On the 23rd of
[7:22]
» So I just need to take your name off of
[7:23]
one of them.
[7:24]
» Okay. Yeah. All right. Yeah.
[7:26]
» I had planned to be here but
[7:29]
didn't make it. So uh so um motion is in
[7:34]
order then.
[7:35]
» I move that we approve the minutes for
[7:38]
December 23rd, 2025 work session and
[7:41]
2023rd 2025 regular meeting. Second.
[7:44]
» I'll second on that motion.
[7:46]
» Okay. And all in favor?
[7:48]
» Yes.
[7:50]
» Any opposed? Okay. Voting's unanimous.
[7:54]
Uh action item E is uh consideration
[7:59]
uh for nominating and voting on the
[8:02]
select planning commission chair and uh
[8:05]
a vice chair if necessary. Um since uh
[8:09]
Jason's not here tonight, we're going to
[8:12]
uh table that. So, if we could get
[8:14]
someone to um um make a motion that we
[8:19]
table that and we will uh do that at our
[8:23]
next meeting.
[8:24]
» I make a motion that we table the
[8:26]
commission consideration nomination and
[8:28]
voting to select planning commission
[8:30]
chair and possibly vice chair until our
[8:33]
next meeting.
[8:34]
» Second.
[8:35]
» Second.
[8:36]
» Okay. Um did you want to state the date
[8:38]
of the next meeting?
[8:44]
It's the
[8:45]
» Should be the today's the 13th, so it
[8:48]
should be the 27th, right?
[8:50]
» On February or January 27th, 2026.
[8:53]
» Okay.
[8:57]
And uh all in favor?
[8:59]
» Yes.
[8:59]
» Yes.
[9:00]
» Any opposed?
[9:02]
Okay. And moving along to
[9:06]
um item F. uh any comments that uh or um
[9:13]
in questions that anybody has they'd
[9:16]
like to bring up?
[9:17]
» Is there still any plan for CarMax to
[9:20]
come in? Just talk about that.
[9:23]
» Yeah, we don't have a formal uh site
[9:26]
plan submission just yet. So, we're not
[9:28]
talking about it too much. It is public
[9:31]
information. So, uh it's okay to mention
[9:34]
it. they have come in for a DRC where
[9:37]
which is a design review committee where
[9:40]
we look at um uh actually I'm sorry yeah
[9:44]
we did the DRC we look at elevations we
[9:47]
look at landscaping things like that and
[9:48]
they've also done a pre-application
[9:50]
meeting with staff to look at just
[9:52]
general site plan questions that they
[9:55]
have um so they're working on it from
[9:58]
what I understand is they put the
[9:59]
property under contract and then they
[10:01]
have a long due diligence period that
[10:04]
allows them to go through full
[10:05]
entitlement before they close. That
[10:08]
means that they know before they buy the
[10:11]
property that the the proposed
[10:13]
dealership can be built and under what
[10:15]
conditions. So, they're still in that
[10:17]
process. It's probably going to last a
[10:20]
number of months and then if it's
[10:22]
successful, then we'll get a formal
[10:23]
submission.
[10:24]
» Where's the proposed property at?
[10:26]
» Uh right there on 4,400 South and 700
[10:29]
West
[10:30]
» Where the uh mobile home park used to
[10:32]
be.
[10:32]
» Oh, that one. Okay.
[10:33]
» Mhm. All right. Well, another question.
[10:36]
Uh, someone asked me,
[10:38]
» "Is there any plans to do something with
[10:40]
the subway that has been closed there on
[10:42]
Riverdale Road,
[10:44]
» Pennies?"
[10:45]
» Um,
[10:47]
so both subways were managed by the same
[10:50]
individual. Uh, that individual no
[10:52]
longer is part of that. Um,
[10:55]
» I know that they're trying to lease the
[10:57]
building. Uh, the one closest to us over
[11:01]
here. I don't I think the operator of
[11:04]
the subway actually owns the other
[11:06]
building on the other side of the vibe.
[11:08]
Um
[11:10]
given the fact that Subway corporate
[11:12]
isn't backfilling that location with
[11:15]
another franchisee, it has me
[11:18]
questioning because now Riverdale City
[11:20]
has no subway. Um
[11:23]
so all that to be said, no, we don't
[11:26]
know of any plans. the the building
[11:28]
owner for the one over here is just
[11:30]
trying to lease the space to anyone. So
[11:32]
that makes me believe there's no subway.
[11:35]
» Okay. Thanks.
[11:38]
» Okay.
[11:41]
[snorts] If there's uh no other comments
[11:43]
then uh a uh motion to adjurnn is in
[11:47]
order.
[11:48]
» I move that we adjourn.
[11:51]
» Can a second?
[11:51]
» I'll second that.
[11:52]
» Okay. All in favor?
[11:54]
» Yes.
[11:54]
» Yes.
[11:56]
Okay. So now we will go into our work
[12:00]
session
[12:02]
and uh we will be discussing
[12:07]
um continuing to discuss the changes to
[12:11]
the uh um I can't think of what it's
[12:14]
called.
[12:15]
» Title 10.
[12:16]
» Title 10.
[12:16]
» Okay.
[12:17]
» We do have some uh training
[12:20]
» By our esteemed Michelle. So it's
[12:23]
probably best done upstairs, right?
[12:25]
Okay. So, um
[12:26]
» So, we're going to adjourn upstairs.
[12:28]
» Yeah.
[12:28]
» Okay.
[12:28]
» Yep.
