[3:46] - Yes, thank you Your Honor. Our new fire chief Nick Ma
[3:49] started his position last week
[3:51] and has hit the ground running.
[3:53] Nick has served in the Rochester Fire Department
[3:55] for 21 years and I'm very excited for the future
[3:57] of the department under his leadership City staff.
[4:01] And I recently attended a meeting with New Hampshire, DOT
[4:04] and main DOT officials to discuss their efforts
[4:07] to develop a traffic management plan in case there was ever
[4:10] a closure of the I 95 Pisca Quo River Bridge.
[4:14] If there's ever a planned
[4:15] or unplanned disruption involving this bridge,
[4:17] approximately 90,000 vehicles would be detoured daily.
[4:21] This would of course have a regional impact.
[4:23] The traffic management plan is a coordinated regional effort
[4:26] to prepare in case a bridge closure ever occurs
[4:29] and to maintain safe
[4:30] and reliable travel during any disruptions.
[4:33] Officials are meeting with affected communities
[4:35] to obtain our input on topics such
[4:37] as local traffic patterns, detour routes,
[4:39] emergency access needs, and planned
[4:42] or upcoming infrastructure projects.
[4:44] The final plan will ensure the region could effectively
[4:47] respond by using alternate crossings, managing incidents
[4:50] and applying strategies to keep vehicles moving.
[4:53] Members of city staff will continue
[4:55] to participate in this process
[4:56] through the project's technical advisory committee over the
[4:59] coming months and the traffic management plan is projected
[5:02] to be finalized this September.

[5:52] there was a contract with regard to fireworks
[5:55] for the Lilac Family Fund Festival.
[5:57] And what struck me, and this is
[6:00] because I'm new to this position, is the structuring
[6:04] of a multi-year commitment.
[6:08] And I guess I'm a little concerned to think
[6:11] that we are signing a three year multi-year agreement
[6:15] for something like this.
[6:17] And I'm wondering if it was put out to bid, if it needs
[6:19] to be put out to bid.
[6:20] And I'm doing this solely because I campaigned on
[6:23] transparency and accountability and on the record,
[6:26] but I don't want to be sliding into these types
[6:31] of things just because it's convenient
[6:35] and I'd like to know if it was competitively bid out And
[6:40] when I look at it, it goes up each year
[6:44] and I'm not sure if it's savings or it's escalation
[6:49] and what exactly are we getting in return for giving up
[6:54] this type of flexibility
[6:55] and committing ourselves for three years.

[7:15] we did not put it out to bid.
[7:18] We decided to work with Central Maine pyrotechnics again
[7:22] as a preferred vendor.
[7:23] So there's a few things that are unique
[7:25] about our firework show.
[7:27] Given the small proximity of the area where the fireworks
[7:30] shoot off, it was very important for us in working closely
[7:34] with the fire department that we work with pyrotechnics
[7:37] who are very familiar with the site.
[7:39] Also developing a relationship
[7:42] with these unique vendors like a pyrotechnics company is
[7:45] very important because you want them to wanna come back
[7:47] to your event year
[7:49] after year where this is an annual tradition.
[7:52] We wanted to make sure that we would be committing
[7:54] to a firework show year after year.
[7:56] So to shop around annually for fireworks vendors is not
[8:00] in my opinion a best practice as far
[8:03] as the increase each year into the contract.
[8:06] We did put that it's contingent on funding each year.
[8:11] We also built into the contract that should the cost
[8:16] of the fireworks not should it not be
[8:19] what they listed in the contract each year, we would get
[8:21] that funding to put back into the event if we decided to.

[8:55] of fireworks has gone up significantly in a year,
[8:57] but it's really because our prices were based on pre COVID
[9:00] prices when we signed that
[9:01] first contract with Central Maine.

[9:09] before the fourth fireworks for many years, I know
[9:11] that when you get a contractor you'd like to stay with them
[9:13] because once you lose 'em there's a chance you may not get
[9:15] 'em back or, and,
[9:17] and throughout the summer fireworks
[9:19] people are very, very busy.
[9:20] So I know that from personal experience
[9:23] - And this is a vendor
[9:24] that throws fire up in the up in the sky and,
[9:28] and it lands on people's private, private property.
[9:32] So it is best to deal with people
[9:36] that you know. So that's all.

[10:02] that tomorrow night the New Hampshire Fiscal Policy
[10:04] Institute, a nonprofit organization
[10:05] that does basically analyzes the state budget
[10:08] and how it impacts us locally is going
[10:10] to have a presentation at the community center from at the
[10:13] James Foley Community Center in the,
[10:15] in the community room there from
[10:16] six to eight tomorrow night.
[10:18] I know that it requested signups,
[10:19] but you don't have to sign up if you just go.
[10:21] I will tell you they are very informative sessions.
[10:24] You should go and at least listen.
[10:27] They will answer any questions you may have as well.
[10:30] And it's a, it's a very good presentation to do.
[10:32] They'll be doing a presentation
[10:34] and answer any questions that
[10:35] that they have from the public Right now there are about 80
[10:37] people signed up for this event.
[10:39] So if you're interested, go,
[10:41] there'll be plenty of seating there.
[10:43] I fortunately I won't be there
[10:44] but my son will be there in my place handling facility
[10:47] facilitating the event for tomorrow night.
[10:50] So we have an Arbor Day
[10:53] presentation proclamation here that I'll read,
[10:57] whereas in 1872, Jay Sterling Martin proposed
[11:01] to the Nebraska Board of Agriculture
[11:03] that a special day be set aside to the planting of trees.
[11:06] And whereas this holiday called Arbor Day was first observed
[11:10] with the planting of more than a million trees in Nebraska.
[11:13] And whereas Arbor Day is now observed
[11:15] throughout the nation and the world.
[11:17] And whereas trees can reduce the erosion
[11:19] of our precious top soils by wind and water cut heating
[11:23] and cooling costs, moderate the temperatures, clean the air,
[11:27] produce oxygen, and provide habitat for wildlife.
[11:30] And whereas trees are a renewable resources
[11:34] resource giving us paper wood for our homes, fuel
[11:37] for our fires, countless other wood products.
[11:39] And whereas trees in our city increase property values,
[11:43] enhance the eco economic vitality of the business areas
[11:46] and beautify our community.
[11:48] And whereas trees, wherever they're planted are a source
[11:51] of joy and spiritual renewal.
[11:53] And whereas Rochester has been recognized for 24 years
[11:56] as a tree city USA member
[11:59] by the National Arbor Day Foundation
[12:01] and desires to continue its tree planting ways.
[12:03] Therefore I Chuck Raey by the authority invested in me
[12:06] as mayor of the city of Rochester in the state
[12:08] of New Hampshire, to hereby complain, proclaim
[12:11] that April 24th, 2026 is Arbor Day in the city of Rochester.
[12:15] And I do support our community's efforts
[12:17] to protect our trees and woodlands
[12:19] and to support our city's efforts
[12:21] to maintain our environment by planting trees
[12:24] to gladen the hearts and promote wellbeing of present
[12:26] and future generations.
[12:28] And I sign that and today
[12:30] and that will be, that day will be
[12:33] April 24th will be Arrb Day in Rochester.
[12:36] I'd also like to point out
[12:37] that last month I delivered a proclamation at the Rochester
[12:40] Childcare Center to Linda Morgan.
[12:42] This coming week is the week
[12:43] of the child, the week of the young child.
[12:45] And on Monday, April 11th
[12:48] is Linda Morgan Day in Rochester.
[12:50] Linda was a teacher, a childcare teacher at the,
[12:54] at the Richard Credo Technical Center
[12:56] and for many years, since its inception in fact,
[12:58] and she recently retired
[13:00] and she served over 30 years on the board of directors
[13:02] of the Rochester Childcare Center as well.
[13:04] So she's been recognized
[13:05] and we honor her with Monday the 11th
[13:08] as Linda Morgan Day here in Rochester.
