States of America and to the republic
[0:25]
for which it stands. One nation under
God, indivisible, with liberty and
[0:31]
justice for all.
[0:37]
» All right. Uh additions to the agenda.
Uh D3,
[0:45]
uh posting the positions for the open
firefighter positions or leadership
[0:49]
positions.
[0:54]
Make a motion to approve
the agenda with the one addition.
[1:00]
» Okay.
>> And I'll second it.
[1:03]
» All right. Motion and second to for the
agenda. Any all in favor indicate by
[1:08]
saying I.
>> I. I.
[1:10]
» Any nays?
>> Hearing none. We'll move on to the
[1:14]
approval paying the bills, October
bills.
[1:18]
I'll make a motion to approve and pay
the October 2025 bills.
[1:26]
» I'll second it.
>> Okay. Motion a second. Any further
[1:30]
discussion?
>> Hearing none. All in favor indicate by
[1:34]
saying I.
>> I.
[1:36]
» Any nays?
Hearing none. Uh consent agenda.
[1:41]
» Hold on for a second, Mark. I'd like the
record to show that I abstain from check
[1:46]
number 23889.
[1:50]
Thank you.
>> Thanks, Brad.
[1:53]
» All right. Consent agenda approval of
Rockville City Council minutes from
[1:57]
October 8th. Uh acknowledge the 2025
building permits for October.
[2:03]
Acknowledge October 2025 sheriff's
report
[2:07]
month end reconciliation
and special event for road closure on
[2:13]
December 6 for the candy cane parade.
Looking for a motion on this.
[2:20]
» Make a motion to approve the consent
agenda as presented.
[2:26]
» Second it.
>> Second. Okay. Any discussion?
[2:30]
Hearing none. All in favor indicate by
saying I. I
[2:33]
» I any nays?
>> Hearing none.
[2:37]
» All right. Department of Report. Uh
John, you're up.
[2:42]
» Sure. My name is Sergeant John Mimi. I'm
here for behalf of uh Sean. He gave me
[2:49]
uh some of the uh information for
October. Um there was 38 contract hours
[2:55]
uh that we completed. Uh for October,
there's 63
[3:00]
calls for service.
Um 33 traffic stops uh were was
[3:06]
conducted, one speed citation and three
now uh valid driver's license citations
[3:13]
with portrol.
Uh it looks like uh we have utilized 375
[3:20]
of the 456 contracted hours. So uh looks
like China has a note here that we're on
[3:28]
track to hit that mark of 456.
Thank you, John.
[3:35]
» Any questions for John?
>> Nope. Thank you very much.
[3:40]
» Keep up the good work.
>> Thank you.
[3:43]
» All right. Uh Cody for the city
engineering.
[3:47]
» Good evening, mayor and council. First
item on our list is the resolution for
[3:52]
the local road improvement program uh
grant application. It's basically just
[3:57]
authorizing the pursu uh pursuit of the
application that needs to be included
[4:01]
with our application to um MINDOT. So,
we'll need a council action
[4:09]
uh to approve that resolution.
>> Make a motion to approve resolution
[4:16]
2025-30.
Okay.
[4:20]
» On the paper it says 33. Is it really
30?
[4:28]
It's 33.
So let's go with 33, Brian. Okay.
[4:34]
» Okay. But the resolution on the packet
has said 30. So it is going to be 33.
[4:38]
Correct.
>> 33. Correct.
[4:39]
» Okay.
I will second that then.
[4:43]
» Okay. Motion in a second. Any further
discussion?
[4:47]
Hearing none. All in favor indicate by
saying I.
[4:50]
» I.
>> Any nays?
[4:53]
Hearing none, go on to the invoice for
the second item is that uh cracks 2424
[5:00]
crack sealing uh invoice from Aztec that
was not received previously uh until
[5:06]
just recently. So that was approved back
in February 2024 and it's at the bid
[5:11]
price of
$77,250.
[5:21]
Now, I'm assuming, Bobby, you guys in
the office verified that this didn't get
[5:27]
» paid and Yes. Okay. So,
>> I guess I'll make a motion that we
[5:31]
approve paying the invoice of $77,250.
[5:38]
» And I'll second that. We have a motion
and a second. Any further discussion?
[5:44]
» Hearing none. All in favor indicate by
saying I.
[5:47]
» I. I.
>> I.
[5:48]
» Any nays? Sure. None.
Uh, anything else, Cody, at this time?
[5:56]
» Nothing.
>> Nothing. Okay. Yep. Um, planning
[6:00]
commission, Mr. Becker.
>> Well, we have a lot of things to cover
[6:04]
today. First on your agenda is a
qualifying minor subdivision. It's on
[6:09]
page 35 and 36 of your packets. Uh,
owner is a Jesse uh Johnson. uh 21859
[6:20]
County Road 8 uh in Cole Spring with a
Cole Spring address.
[6:24]
Um planning commission is recommending
approval.
[6:33]
This was something that was previously
brought to the planning commission to
[6:36]
ask if they could split off this land
and planning commission did give that
[6:40]
nod originally. The rest of the land
that's uh part of this survey is already
[6:45]
in the Minnesota Land Trust.
Thank you.
[6:49]
» Make a motion to approve.
>> I'll second that.
[6:53]
» Okay. A motion and a second. Any further
discussion?
[6:57]
» Hearing none. All indicate by saying I.
>> I. Any nays?
[7:02]
» Okay. Bill. Secondly, uh approval of the
Sticky Hill CUP extension. Uh this is on
[7:09]
page 37 of your packets. Um this is
basically uh an extension of what they
[7:16]
already have for a permit. Um
and they did a a presentation to the uh
[7:22]
to the planning commission and we're
recommending approval.
[7:26]
» So the first uh time it was for 3
months. They came back and asked for an
[7:29]
additional 3 months plus they've uh as
you can see in the picture they squares
[7:34]
that's the water tank that has been
added to the site plan that's already up
[7:39]
there.
>> Make a motion to approve.
[7:44]
I'll second that.
>> Okay. A motion, a second. Any further
[7:48]
discussion?
Hearing none. All in indicate all in
[7:52]
favor indicate by saying I.
>> I.
[7:54]
» I.
>> I. Any naysay?
[7:59]
Uh the next is a approval of an interimm
use permit for 200 uh Pine Street. This
[8:07]
is the uh Sapaniac
uh Coast Spring granted
[8:12]
um yearly annual uh approval for their
permit. Um I did talk to a number of the
[8:19]
neighbors and actually one of the
neighbors did present a letter to the
[8:23]
planning commission uh stating they were
fine with this as long as we kept all
[8:28]
the restrictions on the permit.
[8:34]
We did hold a public hearing at the
November 5th planning commission meeting
[8:37]
and so anyone was welcome to come
forward and speak and no one spoke out
[8:41]
against it
>> and you had a letter in favor as well.
[8:46]
Correct if I remember right.
>> I'm sorry. Yeah, we recommend approval.
[8:51]
» So I just got a question for
clarification. So if you look at page
[8:55]
43,
these highlighted areas on this map,
[9:01]
is that in reflect to where
their con their crushing operation is?
[9:07]
Because if you look at page 41,
it's on the top of the map is where
[9:12]
they're doing all that. It's not in
those highlighted areas. I'm just making
[9:16]
sure that we're
got our eyes dotted and our tees
[9:20]
crossed.
They explained that they're bringing
[9:23]
from
uh the pit over to
[9:28]
downtown here for crushing.
>> Yes, I know that.
[9:30]
» Okay.
>> I No, that that's not my question. If
[9:33]
you look at the the if you look at the
map on 41,
[9:39]
the highlighted area on 43 does not get
back to the top of this map. And that's
[9:44]
where they're doing the crushing. That's
the only reason I'm questioning it. Not
[9:48]
that somebody comes up and says, "Hey,
they're in not even where they're
[9:52]
supposed to be."
[9:56]
So, if we could just get that clarified,
that would be great.
[10:00]
» Okay.
>> Otherwise, um I I make a motion that we
[10:04]
approve the IUP for Sopania.
>> And if this goes on, this will come back
[10:10]
again in a year.
>> Yeah. Yeah.
[10:13]
I'll second it. Okay. Motion in a
second. Any further discussion? Hearing
[10:18]
none. All in favor indicate by saying I.
>> I.
[10:21]
» I. Any naysay?
Hearing none. We'll move on to the final
[10:26]
flat bill. Next is approval of the final
plat uh RLS number 19. This is on page
[10:33]
45
of your packet. Uh this is the Jim and
[10:38]
Jackie boy
uh area
[10:44]
and
[10:53]
page 40. If you get to 46,
that shows basically
[11:02]
the survey of the of RLS9
and what
[11:07]
what's presented to the planning
commission. The track A is is correct on
[11:12]
this.
>> Yes, track A is correct.
[11:14]
» is correct on this one.
>> Uh so the planning commission is
[11:18]
recommending approval.
[11:23]
» Make a motion to approve.
[11:28]
Well, actually though, don't we want to
that 46? That's that would be number
[11:33]
five, right?
>> Well, so we're we're you guys are
[11:38]
looking to approve the the whole final
plat for RS19 and then there'll be a
[11:44]
reszone of tract A.
>> Got it. Sorry.
[11:50]
» I'll I'll second that. Have
>> a motion to second. Any further
[11:53]
discussion on this?
>> So, what are what are they actually
[11:56]
looking to do on the track? Are they
just
[12:00]
» Yep. So, right now they're looking at um
trying to split up the land fairly
[12:06]
between the siblings. So, that way if
they want to pass it down or you know,
[12:12]
so no development at this time. Just
looking to split it up fairly between.
[12:16]
» So, rather than they each got a name on
all of it, this way they each got their
[12:21]
own section.
>> Yeah. Okay.
[12:25]
» Any other discussion?
Uh hearing none. All in favor indicate
[12:30]
by saying I.
>> I.
[12:32]
» I. Any nays? Hearing none. We'll move
on. Bill
[12:37]
getting there.
[12:43]
It was there.
[12:51]
Um, next is the reszone of track
uh,
[12:58]
Diaz and David on RLS19.
Um, reszone from egg 40 to R1.
[13:04]
And this again is Jim and Jackie Boy.
Um request came through their
[13:12]
sando.
[13:17]
» Sorry.
>> Actually, is it track A, not track D?
[13:22]
» Yes, it is track A is an apple.
>> Yeah,
[13:25]
» this is the A. I'm sorry.
>> Rather than D. And those are the uh four
[13:30]
lots.
[13:35]
» Make them. And that was approved at the
>> I'm sorry. Planning Commission is
[13:39]
recommending approval.
>> I I make a motion that we followed their
[13:43]
approval.
>> I'll second that.
[13:46]
» A motion and second. Any further
discussion?
[13:50]
» Hearing none. All in favor indicate by
saying I.
[13:53]
» I.
>> I. Any nays?
[13:57]
» All right. And then the last one is uh
on you guys.
[14:02]
» Yeah. So, uh, Inspectron let us know,
uh, that they were going to have a rate
[14:07]
increase for 2026. Council then, uh,
asked me to go back and get some
[14:11]
clarification on what that, um, rate
increase involved. And so now it's
[14:16]
coming back to council. Um, do you want
to approve inspector or, you know, meet
[14:21]
a goal for bids for a different building
inspector?
[14:26]
I think talking to the workshop it kind
of explained more what why the reasons
[14:31]
for it. So I would u make approval to uh
of um inspect's rates increase for 2026.
[14:39]
I say we approve it and continue on with
them.
[14:42]
» I'll second that motion.
>> Yep. A motion and a second. And the rate
[14:46]
increase to me is all justified.
>> Yep. Once I read it how it was justified
[14:50]
made more sense to me too.
>> All right. We have a motion and a
[14:52]
second. Any further discussion on that?
All in favor indicate by saying I. I.
[14:59]
» Any nays? Hearing none.
Bill, you're done.
[15:04]
» Thank you,
Mr. Julie.
[15:07]
» All right. So, um let's see. Let's start
with the new boat um is in service. 98%
[15:15]
of the staff has been trained on it. Um,
anyone wanting to have fish fry raffle
[15:21]
tickets for the next year should uh get
a hold of the fire personnel Friday,
[15:25]
March 20th. Um, that's when the fish le
you can um so just that you know that
[15:30]
and they're available now. The fish
raffle tickets. Um,
[15:36]
you can see I can talk well. Um, calls
for 20 I'm just going to kind of give
[15:39]
you some um comparison for calls in the
last three years how they have changed
[15:43]
that everyone kind of knows where we're
at. um calls for 2023 June 1st 2023 to
[15:49]
December 31st of 2023 they had 139 total
in 23
[15:55]
January did I say June January sorry and
then calls in 2024 January 1st 2024 to
[16:03]
December 2024 there was 148 calls so we
went up you know that in the one year
[16:10]
again this year right now um we have
calls of 2025 from January 1st of 2025
[16:17]
to October 31st 5th of 2025 we have 142
at the end of October 2 months left
[16:26]
so we are really jumping and note um
approximately 10 to 12 calls given to
[16:32]
other departments by mistake on top of
that so there was the the one out by
[16:37]
Loves that should have went to Rockville
it didn't it went to another fire
[16:41]
department so and they've done that a
couple times to us so Um so if you were
[16:46]
to add those on we are over what we did
last year. So I mean these guys are on
[16:50]
the move on EMR and first respond um
reertification has been completed for
[16:56]
all staff. Uh FEMA grant from current
being worked on that's FA
[17:03]
the new fire truck is in motion and
concerning being worked on and which we
[17:09]
will be um voting on that tonight. um
emergency um is currently doing
[17:14]
tracking, testing, and inspection and
some repairs. So, just so that you guys
[17:18]
are aware of that. Um I was at the
training on Monday night for um medical.
[17:24]
Um and I believe you're doing another
one next month too on medical, right?
[17:27]
Correct.
>> Um very interesting. They did a lot on
[17:30]
braces and you know, wound punctures and
whatnot and back braces and chair braces
[17:36]
and you know, when to heal people on
that type situation. So it was very
[17:40]
interesting and I think everyone learned
something you know I know I did sitting
[17:46]
there besides other things. So um that's
where we are on those. Um so we're just
[17:52]
at the approval of the fire truck
purchase contract is what we need to
[17:56]
look at next.
>> Yeah. So last month council approved to
[18:00]
send the letter of intent. Uh and so now
we're just asking for approval to sign
[18:06]
the purchase contract agreement.
[18:13]
Yeah. Nothing's changed on the contract,
right? No. That I saw. Okay.
[18:18]
» I'll make a motion that we approve.
>> I can second.
[18:23]
» Have a motion, a second. The only
discussion we're going to have is that
[18:27]
we are not going to prepay anything on
that. So, we're going to sit on the
[18:32]
money and wait till
>> I think we'll do like what we had talked
[18:35]
about before. At least that at least we
know that's safe.
[18:38]
» Safe. Yeah. So, um, that was the only
part I wanted to add to that. Um, so we
[18:43]
have a motion, a second. Any other
discussion?
[18:46]
» No.
>> Well, I think just to clarify that we're
[18:48]
doing that because we're going to make
more money on the interest by sitting on
[18:51]
it than what we would have been
prepaying for.
[18:53]
» Correct. Money market account. Yes.
>> And it's a little safer, too, because
[18:57]
the other company goes under.
Absolutely. We're we aren't going to be
[19:00]
out any money.
>> Okay. Um
[19:04]
motion a second on approving the
signature on that contract for Bobby to
[19:09]
sign tonight. Um
all in favor indicate by saying I.
[19:14]
» I. Any nays?
>> Hearing none, we'll move on.
[19:20]
» Okay. The next item there for the fire
department is uh the current relief
[19:25]
president Craig Cardi did come to the
finance committee. Um the uh amount for
[19:30]
the 2024 relief audit was substantially
more than previous years. So, uh,
[19:36]
finance did have a discussion on this
and it looked like kind of 9,000 was the
[19:40]
average before. So, finance made the
motion in the recommendation that
[19:45]
council pay of the amount that is over
the 9,000.
[19:50]
So, that would be the 4,000
72528.
[19:56]
» So, what's the reason that it's gone up
so much?
[20:00]
They went to a new auditor this year, so
they had to do some they had to do a
[20:04]
bunch of d more digging uh on paperwork
and stuff. Now they've they sent a new
[20:11]
I know Craig is logged into the portal.
So now they can be able to send stuff
[20:14]
over earlier and and avoid some of these
fees in the future.
[20:18]
» So they'll be documenting every month if
I remember correctly.
[20:22]
» I believe that is what is happening. Do
you know Tim?
[20:26]
I think that's what they said is that
they're going to be being able to do it
[20:29]
monthly now, get things ready that when
it comes to the end, they're not going
[20:32]
to charge us for all this extra stuff
that you know this way if they're
[20:36]
missing something each month, they'll be
able to jump on top of it quicker.
[20:39]
» So, we haven't set up a meeting with
parrot to talk to discuss it with them
[20:44]
yet. And we do I have reached out to
another financial advisor to look at
[20:48]
their retirement stuff. They have not
returned my call yet, but soon as that
[20:53]
happens, then we'll meet with the fire
relief group will meet with them and
[20:58]
then those guys can vote on that how
they want to proceed on that as well.
[21:05]
So, we're looking for a motion to pay
that 4725.28
[21:11]
of portion of the audit.
[21:15]
I make a motion to approve to pay the
$4,72528
[21:20]
of the 2024 relief audit.
[21:28]
» I will second it.
A motion and a second is presented. Any
[21:33]
other discussion?
Hearing none. All in favor indicate by
[21:38]
saying I. I.
>> I. Any nays?
[21:42]
hearing none. Okay. Posting some
upcoming positions.
[21:52]
So, we have two positions expiring at
the end of November or December. Do did
[21:57]
we confirm it? November. Okay.
So,
[22:01]
we need the council decision if we're
going to post those positions and then
[22:05]
when we're going to do the private city
or the council meeting with those
[22:11]
people, the applicants.
And this is for the assistant, first
[22:16]
chief, and the secretary.
[22:24]
I guess I'll make a motion that we go
ahead and post the positions. When do we
[22:29]
want to have this back by?
[22:35]
» How long do you want to give people time
to fill out applications?
[22:39]
» You want it back by the next city
council meeting so we can make an
[22:42]
appointment. Set another date. Is a
payroll at the end of each month. Is
[22:46]
that the idea as well?
>> No, it's just
[22:50]
» they do once a year.
>> Once a year.
[22:54]
» Well, the 30th is a Sunday. Today is the
12th. So, and I don't want to do
[23:00]
anything the week of Thanksgiving.
>> So,
[23:06]
I mean, I would personally I mean, if
someone's interested in the positions,
[23:10]
they already know they're coming up. I'm
going to be honest. Maybe maybe I don't
[23:13]
maybe I'm wrong. I would say to give
them if you can get it up there by
[23:16]
tomorrow, I would say give them a week
till the 21st. This way then
[23:21]
I don't want to do anything the week of.
Do we want to do a special counsel the
[23:24]
week before that we're getting it done
that first week of December that we're
[23:28]
not pushing it off to the second week of
December?
[23:30]
» That feels like
>> that'd be a little too fast.
[23:34]
» I I would be worried that there would be
some people who weren't up at the fire
[23:36]
hall maybe wouldn't even be aware of
what was going on.
[23:40]
» That would be my only concern.
[23:46]
So I mean it what'll happen effective
November 30th
[23:51]
your position ends correct or whatever
the first the first assistant position
[23:55]
would technically end so we would be in
an interim then without one or you would
[24:00]
just carry over until
>> you can just extend us for a month don't
[24:03]
press yourself do it
>> no no I I I agree
[24:06]
» he's going to screw up is Judy's
>> if I if I leave my position I'm going to
[24:12]
get 112th Okay.
>> Because it would it would just be
[24:18]
prorated. Got it.
>> Yeah. Then I would think it would make
[24:21]
more sense to go into December a little
bit to allow some time.
[24:26]
» If if we have the deadline by the 1st of
December, is that soon enough or you
[24:30]
want to go later or
>> I would recommend maybe going like like
[24:35]
the 5th would be Friday. That would give
three full weeks.
[24:40]
» Okay.
>> And that would give us the opportunity
[24:42]
of the council meeting. We'd be back
again on the Wednesday and then we could
[24:45]
set a
>> Okay, so December 5th will be the
[24:47]
deadline.
>> And then we could set a date for
[24:51]
» um
>> set a date for a special council meeting
[24:54]
with the with interviews.
>> That works for me.
[24:57]
» I'll have that in my motion.
>> Then I'll second it if you're waiting
[25:02]
for one.
>> Okay. So
[25:04]
» that's why I wanted to know when
>> No, no. You want to repeat the motion or
[25:08]
» so that we post the the positions for
the fire
[25:12]
» department, the first assistant and
secretary,
[25:15]
» and the applications need to be in by
December 5th. So, we can proceed and do
[25:22]
our due diligence. Does that cover it?
That covers it.
[25:27]
» Okay. Okay. And a sec. We have a second.
>> I'll second.
[25:30]
» All right. Motion, a second. Any further
discussion
[25:34]
» hearing? I just have a quick question.
So, if we push it out to the 5th, which
[25:38]
I understand where you guys are coming
from from this,
[25:41]
um, we have a council meeting on the
10th.
[25:44]
» Mhm.
>> Okay. We wouldn't be able to interview
[25:46]
these guys on the 10th.
>> No, no, no. Then on the at the next
[25:49]
council meeting, you would set a special
council meeting just to do those
[25:53]
interviews
[25:56]
» that I mean I'm just I'm looking at
going into the holidays and everything,
[26:00]
» you know, because you're going in I mean
if it's the 10th and we make it
[26:03]
» set that special council meeting for
January
[26:05]
» January.
>> Yeah. I'm just saying because if you
[26:07]
guys are trying to get this done, you
know, type situation, take that in
[26:10]
consideration that,
>> you know,
[26:12]
» cuz we could do it the the following
week or we could do it after Christmas,
[26:16]
whatever. We
>> And it wouldn't have to be a Wednesday
[26:19]
night either. We could do it on a on a
another night that's open, too. So,
[26:24]
» whatever.
>> Tim, when's your next I just just a side
[26:27]
note, when's your next training? Is that
on the 8th or the 15th? On the
[26:31]
» ETH. Okay.
>> Till the ETH. Yeah. Is their next
[26:36]
training?
>> That's actually our monthly meeting.
[26:40]
» Yeah, that's the everything's that
night. Get the number out of the way all
[26:44]
in one night.
>> So then maybe it would vote to keep it
[26:49]
open through.
>> Just keep it open through the 9th.
[26:53]
» That's what I mean. That's what I'm
That's the other thing I'm starting to
[26:55]
look at because I wanted to know when
that was suggest
[26:58]
» we don't or even do it on the 10th
because we could have that information
[27:02]
talked about council, right? That would
be
[27:05]
All we're doing at the council meeting
is setting the special council meeting.
[27:09]
» So yeah, we'll make it amend it to your
motion.
[27:12]
» Should we amend it to the 9th or you
want to amend it to the 10th?
[27:17]
» I would amend it just to the nth that
that gives Bobby time to get the
[27:20]
applications ready to for us to look at.
>> Yeah, I would kind of agree with that.
[27:23]
» Or that we know how many we're going to
have to interview
[27:27]
» on the 9th.
>> Yeah. If that gives you enough time to
[27:30]
do what you have to do,
>> I I'll I'll make my amendment to the
[27:34]
ninth.
>> Okay.
[27:35]
» One last thing. Are we starting that
effect of tomorrow or are we waiting to
[27:38]
be like Friday or Monday? I'm just
trying to be,
[27:41]
» you know, because
>> I think time. So,
[27:46]
» yeah, start it tomorrow right away.
>> All right. I just want to make sure.
[27:53]
» Okay. So, we have a motion, a second to
start it immediately to the 9th. Uh any
[27:58]
further discussion
hearing? None. All in favor indicate by
[28:02]
saying I.
>> I.
[28:03]
» I. Any names?
Okay. All right. Uh Barry.
[28:11]
» Hey. Uh we're looking for the approval
to purchase a new plow truck to update
[28:16]
our single axle to a new single axle. On
your council packet, it's page 58
[28:21]
through 67.
Um, the price for the new truck is
[28:26]
$289,281.
[28:30]
It was brought to my attention that they
shouldn't be charging the tariff of the
[28:33]
$1,500,
which should bring it down to $287,781.
[28:45]
And this has been in the budget that
you've been trying to get this fair this
[28:50]
end on the by the end of the year we'll
cover it and we don't have to pay for
[28:54]
the truck until it actually gets here.
>> Okay.
[28:56]
» And is that going to be kind of like the
fire truck where it's going to take a
[28:59]
few years to probably going to be at
least a full year if not two.
[29:03]
» That's kind of where their window is.
>> Yeah.
[29:06]
» It's just crazy to me that we're still
in that kind of lead time for stuff like
[29:10]
that. Yeah,
>> I feel sorry for guys that buy a new
[29:12]
truck and get in a wreck and get a total
out. You ain't getting another new one.
[29:17]
» Well, I mean, I I did have a a quote
from International for basically the
[29:21]
same truck and they're telling me
January for the truck. But if you can't
[29:24]
get utility body or the rest of it until
November, it really makes no It really
[29:30]
doesn't matter who which truck you buy.
>> Yeah. Cuz
[29:32]
» cuz all we can do is hang on to the
money then, right?
[29:34]
» Yeah.
>> Yeah. Because the to because even if
[29:36]
they build the truck and get it shipped
at the freight liner, we still don't pay
[29:39]
for the truck until the body gets put on
and then shipped to us.
[29:43]
» Oh, really? Oh, that's okay.
>> So, the plow trucks that we have now.
[29:47]
» Mhm.
>> Um were they were both of Because we're
[29:51]
essentially replacing both at once,
right? Because we just have a new plow
[29:54]
truck
>> two two years ago.
[29:56]
» Two years ago. And then this one would
probably come online in another two
[29:59]
years.
>> Were the other Were the other two that
[30:02]
far? I mean, my my worry is that we're
going to be replacing two again down the
[30:08]
road at the same time.
>> So, I mean, obviously, we need it. We
[30:12]
need to approve it. I'm just I'm looking
at trying, you know,
[30:14]
» hopefully going to we can put enough
aides in our savings so that way, you
[30:18]
know, we can plan for that or we can
stagger it. You know, we might do like a
[30:22]
fiveyear before the one's over if we did
like a 15 year versus a 20 year. That
[30:27]
way, you do stagger them out a little
bit. Yeah. How how old are they? or is
[30:31]
it?
>> Uh, so the one we're replacing is from
[30:33]
2003. So that' be is that 23 years or 22
years?
[30:38]
» Yeah. And the other one, how old is that
one replacement?
[30:40]
» The brand new truck was last year. And
then there's a another one that's a 2004
[30:44]
Sterling, but we're keeping that one
until it pretty much falls over.
[30:48]
» Okay. So that'll be the next one is the
2004 to replace.
[30:51]
» Yeah.
>> But the one you replaced last year, that
[30:54]
replaced the truck that was how old?
Burial.
[30:56]
» Burial.
>> That one replaced a 2006 Sterling.
[30:59]
» Okay. So again about 19 years old,
>> but the the Sterling, the orange one
[31:07]
that we have now, the its replacement
would be the one the freight line more
[31:12]
than likely that we currently have,
right? The new one. We just rotate them
[31:16]
in. We wouldn't be buying another third
brand new one.
[31:20]
» No. So So the new new freight liner we
bought two years ago, that'll probably
[31:24]
do a 15 to 20 year lifespan. So that's
way down the road for budgeting. This
[31:29]
one's replacing a 2003 single axle that
goes around in town here. Um, and then
[31:35]
our other Sterling Tandem that we have.
That's u our backup truck and that's
[31:41]
what we use for we have some few
attachments to it for doing shouldering
[31:45]
and stuff. We plan on just keeping that
truck for many years hopefully and then
[31:49]
maybe in the future replacing it if we
budget for it later. So, I wouldn't be
[31:54]
looking at replacing that one for
probably 5 to 10 years yet. So, because
[31:59]
it's not a daily use thing.
Okay.
[32:04]
» Okay.
[32:08]
So, we need a motion.
>> I Okay, go ahead. I'm trying to think
[32:14]
here.
>> You're going to work on that deduction,
[32:17]
that $1,500 tariff deduction on there,
right Barry?
[32:24]
» So, what's the amount again, Barry? Was
287. 287,781
[32:30]
houses
>> without that without that terra being on
[32:32]
there.
>> Yeah. Minus 1,500
[32:35]
from the original.
>> I will make a motion to push purchase
[32:39]
the plow truck for the $2,87,781.
[32:47]
Um
[32:53]
second.
>> Okay. Motion and a second and any other
[32:58]
discussion on this
hearing? None. All in favor indicate by
[33:02]
saying I.
>> I.
[33:04]
» I. Any nays?
Okay. Very water. We're going to talk
[33:08]
water meters now, huh?
>> Yep.
[33:12]
Okay. So, on the council packet page 68,
uh we're looking at we found oversized
[33:18]
meters throughout the town. Um the Zach
numbers on the left are actually off. We
[33:24]
have seven 1-in meters. We're looking at
9 in and 12, which means we need 16 or
[33:30]
sorry, 18 uh gaskets. Uh we only need
one more stainless steel 2-in meter. Uh
[33:37]
which also needs two gaskets for that.
And then we should have the 17 end
[33:41]
points already with the meters that we
already plotted for or accounted for for
[33:47]
the rest of the town. So, we shouldn't
have to get that pizza.
[33:50]
» We shouldn't shouldn't need that $3,7
or $77.
[33:55]
» So, how much more did you say this bill
was?
[33:58]
» So, it'll be a grand total of $9,930.
[34:04]
» Make a motion to approve.
>> I'll second that. Motion a second. Any
[34:10]
other discussion on this
>> hearing? None. All in favor indicate by
[34:14]
saying I. I.
>> I. Any naysay?
[34:19]
Okay. And then the water meter for well
number three.
[34:25]
» So in the council packet on uh page
number 69 uh we have a 6-in water meter
[34:34]
uh mag meter for our wellhouse. Um on
number three right now our old water
[34:41]
meter was just tested and we're at 9%
out of a skew or a skew readings. Um
[34:48]
we're looking at trying to get drop that
down to less than 5%. So that way it
[34:53]
helps with our utility billing and water
loss at the end of the year that we have
[34:58]
to record for the Minnesota Department
of Health for requirements.
[35:05]
Um, the bill is for that meter would be
$4,76.
[35:11]
» Make a motion to approve.
>> I'll second that.
[35:15]
» Have a motion and a second. I just have
one question, Barry. We did a drop in up
[35:20]
at Lo, right? Then we just buy the core
or just the meter.
[35:24]
» We can't do that with this meter. Is
that correct?
[35:26]
» This This one we can't the the housing
that's in there is not uh compatible. We
[35:32]
already looked into that one.
>> Perfect. That's We have a motion, a
[35:36]
second. Any other discussion?
Hearing none. All in favor indicate by
[35:41]
saying I.
>> I.
[35:42]
» I. Any nays?
Hearing none. We'll move on.
[35:49]
Okay. Resolution 2025-34.
Thank you, Barry.
[35:54]
» Yep.
Make a motion to approve
[35:58]
to roll this over to the tax roles.
>> Okay,
[36:03]
» I will second that.
Motion, a second on the resolution. Um,
[36:08]
any other discussion?
Hearing none.
[36:13]
All in favor indicate by saying I.
>> I.
[36:16]
» I. Any nays?
None.
[36:21]
Okay. approval of the harble invoice for
the compound. That's a the grinding
[36:27]
brush grinding.
>> I make a motion that we pay $2,100
[36:32]
towards this um herbo um invoice and
compost site.
[36:39]
» Okay. And I'll second that. Have a
motion and second. Any further
[36:43]
discussion?
Hearing none. All in favor indicate by
[36:48]
saying I. I.
>> I. Any nays?
[36:52]
» Let the record show that I abstain.
>> Thank you, Brad.
[36:58]
» Okay.
>> Thank you guys.
[37:00]
» The uh Yeah. Go off, Brad. Thank you for
the the support there as well. Okay. The
[37:06]
siren service agreement.
[37:12]
What do we want to do here? Do we want
to
[37:16]
So, so we had an incident for the first
time. one of our sirens uh when we had a
[37:22]
battery explosion. We have not had a
preventive maintenance program on these
[37:27]
sirens in the past. So, what is before
you is a contract uh proposal from DC
[37:36]
DSC Communications, otherwise known as
Grind Electronics, for an annual fee of
[37:42]
2278
uh without the batteries and then an
[37:47]
annual 35.48
with the batteries. Each siren except
[37:51]
for the downtown siren has four four
batteries and they're looking at a 4year
[37:58]
replacement
time.
[38:10]
» There's a fine line. I will just say
that.
[38:14]
» Yeah, I'm st I Half of me is going,
"Yeah, let's do it." because then we
[38:19]
know everything within that siren is
being looked at. But like we talked
[38:25]
through the workshop is are we going to
be nickel and dime latered.
[38:29]
So that's where I'm kind of at with it
where you know I think it's a great idea
[38:33]
because they are older you know that we
know that they're getting maintained
[38:38]
correctly that we're not waiting for why
isn't one working and then we could have
[38:42]
ended up having a huge bill to you know
repair it. So, I don't know. I'm on a
[38:47]
fine line with this one. I I I think we
should do it with some slimulations that
[38:52]
they just can't everything has to be
approved. Anything over and above the
[38:55]
inspection, I feel we should have to be
approved by the council. Not even
[38:59]
putting a dollar amount on it. That will
go up to this dollar amount. It just has
[39:02]
to be approved.
>> So, whose budget would this fall under?
[39:06]
Emergency management budget. Your
budget. Okay.
[39:09]
» Do we have money there?
>> I believe so.
[39:14]
» Okay.
Bill, what do you what do you think? I
[39:17]
mean, you're you're out there every
every month. You I want I'm asking your
[39:21]
opinion as well.
>> I agree, Julie. It it's
[39:24]
it's it's a fine line and you can come
in and have this done and a week later
[39:30]
it doesn't work. I mean, this is though
a preventive measure.
[39:36]
Um
I mean, that's same with your car. I
[39:40]
mean, you can take it in for oil changes
and a week later it's not running. It
[39:44]
won't start. You don't know why. I mean,
>> well, I you know, I replace my battery
[39:48]
in my car when it doesn't work.
>> Yeah. You know,
[39:51]
» so but this So, we have dead batteries
out there now. So, if we sign this
[39:56]
agreement, will they change them under
this new agreement or is or do we need
[40:00]
another quote for that portion of it
though?
[40:02]
» I would have to ask that question.
[40:07]
So if you look on 73, it says managed
services under description sirens with
[40:13]
battery coverage.
Um, so we could definitely reach out to
[40:19]
them and ask for, you know, without and
and have another quote come back to you
[40:25]
guys.
>> If you want to table this for
[40:31]
» Yeah, that's kind of what I was leading
is maybe table it to get a little more
[40:34]
information. Would it I mean would it be
possible do you think to maybe reach out
[40:38]
to Cole Spring Richmond see what they're
do with their sirens to see if they go
[40:43]
through a service like this or if they
just you know if it's not broke don't
[40:47]
fix it. I mean, my I I get like what
Julie was saying and what Mark was
[40:51]
saying earlier that, you know, we don't
want an open-ended checkbook, but yet at
[40:55]
the same time, if they come back and
they say, "Well, you know, you're you're
[40:59]
giggama jig to the whatchamacallit needs
to be fixed." How are we going to know
[41:02]
that it's not and not approve it anyway?
So,
[41:08]
I mean, I I still feel like it could be
a nickel and dime situation even if we
[41:11]
are approving it every month because
they can come up with whatever they want
[41:14]
for fixes that need to be done and and I
don't know that we would be able to call
[41:19]
them out on it and say, "No, that
doesn't need to be fixed for
[41:22]
» I guess we'd have to have a lot of it in
writing to explain what is definitely
[41:26]
wrong."
>> Yeah.
[41:27]
» I mean, that's the only way of getting
around that. that okay, you know, I
[41:31]
would think between the five of us and
engineer and, you know, other people, we
[41:36]
should be able to figure out are they,
you know, pulling our leg or are they
[41:39]
and it's a legit company. I hope they're
not screwing right
[41:43]
» people over, you know.
Yeah. I I don't know. I like I said, I
[41:47]
keep I keep looking at it thinking,
"Yeah, let's do it." And then the other
[41:50]
end of me saying, "No, don't do it.
Don't waste the money." But when you
[41:53]
look at how much batteries could cost us
if they came out to replace them or we
[41:57]
do it ourselves, you're now taking, you
know, one of our maintenance guy to now
[42:02]
go out. Maybe it is only a half hour
job, but it's the idea like you said,
[42:06]
you don't know all the mechanicals of of
it. How does it work? That's the other
[42:10]
part I kind of look at is do we want to
put our maintenance people in that
[42:13]
situation and then it doesn't work
after. Now we have to we paid them an
[42:17]
hour to do the work and now we have to
call someone in to fix it. So, I mean,
[42:21]
so I'm kind of on that, you know, the
board that way, too.
[42:26]
» No, that's it's all valid points.
>> Did they Did they say how many other
[42:30]
cities they do this for?
>> I didn't ask.
[42:33]
» Okay.
>> So, can we just can we table it? Maybe
[42:37]
ask other communities what they're doing
maybe as a second opinion. How does that
[42:42]
» I think that's a great fair statement.
>> Or if Yeah. or if they do any other
[42:46]
cities around us, then we can ask.
>> Then we can talk to those cities and ask
[42:49]
them what they're doing
>> because really the siren
[42:53]
really doesn't have to be operable till
spring now. Correct. But we need to get
[42:57]
the batteries in there at some point.
>> Well, they're all working now.
[43:01]
» Oh, okay.
>> As far as I know.
[43:03]
» Okay.
>> Do is there any other company that does
[43:06]
this type of thing or is this the one
that we just have trusted over the
[43:09]
years? Well, uh, this this company's
pretty reputable and, uh, they do all
[43:15]
the EMS in the central Minnesota.
>> Okay.
[43:21]
Yeah, I agree. Let's I think maybe table
getting some more information might be
[43:24]
helpful that we can make them more and
like you said, they're pretty well.
[43:27]
They're all working now. It's spring.
>> Yeah. And spring is going to be the time
[43:32]
we're going to definitely have to have
it.
[43:38]
» Okay. Let's let's table this until we
get some more information. So, do we
[43:42]
need to make a motion for that as well?
Okay. Um
[43:48]
» I'll make the motion to table it till we
get a little more clarification.
[43:53]
» Do you want But we didn't put Do we need
to put a timeline?
[43:56]
» Yeah. Why don't we just say to have it
come back to the next council meeting?
[43:58]
» Okay. Okay.
>> You want to change?
[44:00]
» Thank you. Yep. So, I'll make the motion
then to table this till next council
[44:04]
meeting. Would it would it be beneficial
to have a spokesperson come so we could
[44:08]
ask these questions?
>> I can definitely ask if someone would be
[44:12]
willing.
>> That wouldn't hurt, Brian. That's a
[44:13]
great idea
>> because the only thing is I'm reading in
[44:17]
here on the last page of this. Not
quite. 76
[44:24]
where it's saying the the optional
battery replacement
[44:29]
replaces insufficient inoperable siren
backup batteries parts and labor.
[44:35]
Then if you it says to look in footnotes
one and two. Troubleshooting of repairs
[44:41]
excluding excludes repairs to siren
motors
[44:47]
and speaker assemblies. their
their spelling here is they must not
[44:53]
have spell checked. Um or electrical
work requiring electrician or aerial
[44:58]
lift. Diagnostic and troubleshooting to
discover and isolate issue to the siren
[45:03]
motors or electrical work requiring
electrician will be covered within the
[45:08]
scope of this agreement.
Note two, rental of aerial lifts is not
[45:13]
included in this agreement. If an aerial
lift is needed for troubleshooting or
[45:18]
battery replacement,
DSC may invoice customer after approval
[45:24]
from customer for such charges.
>> So they're saying there's batteries at
[45:28]
the bottom and at the top cuz why would
you need a lift if the batteries are all
[45:32]
the bottom?
>> I don't know. You need a lift to get up
[45:35]
to the siren if you didn't work on the
siren yourself.
[45:43]
[Music]
And I don't know how far off the ground
[45:46]
the batteries are. They're not on the
ground.
[45:49]
» No, you can reach.
[45:53]
» So, I don't know. I just got some
questions. So,
[45:57]
» yeah, I think just tableabling it and if
we can get a spokesperson
[46:01]
» here, find out what the other cities are
doing around us or who they do service
[46:06]
that we can call them and ask them some
questions. Um, I think it's better for
[46:11]
us all the way around.
>> Yeah, we will do that.
[46:14]
» Thank you, Bill.
>> Thank you.
[46:15]
» So, there's a second to Jason's motion.
>> I'll second that.
[46:20]
» Julie second. Okay. Any further
discussion?
[46:24]
Hearing none. All in favor indicate by
saying I
[46:28]
» I any nays? Hearing none. Thank you,
Bill, for that.
[46:34]
um on the number 15 the other stuff. So
I'm going to just I'm making a request
[46:42]
per John Lutkins what he talked about. I
have I continue to get calls about this
[46:49]
stuff monthly. Um I I can't answer any
questions because I don't have any
[46:56]
answers. Um I've reached out to the
state auditor's office, department of
[47:00]
admin league. Everybody's ask telling me
that I need to go to our legal council
[47:05]
and ask some of those questions. So, I
do have a a small list of questions that
[47:08]
might turn into something else, but I'm
asking the council to give me approval
[47:12]
to ask ask reach out to the city
attorney and ask those questions and I
[47:16]
can report back.
[47:20]
» Why is it now that the mayor can't go to
our attorney on its own?
[47:24]
» It's part of the policy. It's our
policy, right? It's
[47:27]
» been the policy for years.
>> Yeah. And why did it get was was there a
[47:31]
reason it got switched years ago? Can we
change it back?
[47:35]
» I think the biggest reason is so that
and not that I mean it it happened a
[47:41]
little bit. Um so the idea is so we
don't get a a a rogue council member or
[47:47]
a mayor just constantly calling the
attorney direct because every time you
[47:52]
call them it's chuch-ing chuching
chuch-ing, right? So if there's anything
[47:56]
that needs to go through the attorney,
it usually goes through the
[48:00]
administrator and the administrator has
the authority to say yes or no. So
[48:05]
that's that's what that was about.
That's how it came to be
[48:09]
and that's why it was put into place.
>> Yeah.
[48:13]
» So and it's it's not an interrogation
thing. It's more just asked some simple
[48:18]
questions why why we did why certain
things happened the way they did. that
[48:22]
is not it's pretty benign. It just
people are asking some questions and
[48:27]
want some answers. I'm asking for
permission to do it. Um
[48:33]
I I'm happy to if I spend an hour with
the attorney, I'm happy to pay the bill
[48:38]
as well. Um I do not have a problem with
that, but I think we owe our citizens
[48:44]
some answers. Um, so I'm looking for a
motion to approve it
[48:51]
or a motion to approve change our
policy. Our policy is set. I don't think
[48:57]
we need to change that either, but I'm
looking for a motion to approve.
[49:06]
I'll make a motion to give the mayor for
this time only to contact the attorney
[49:14]
to be able to answer questions for the
citizens.
[49:19]
» Yeah, I'll second the motion. Uh, as far
as the policy goes, I would we want to
[49:25]
amend the policy to read something along
the lines of allowing it with council
[49:30]
approval? I mean, I guess guess that's
what we just did. the way the council or
[49:34]
that's the way the policy
>> that's what policy does we allowed to
[49:37]
approve we're allowed to approve the
council thank
[49:41]
» or Bobby can authorize that too
>> we're already we're already going down
[49:46]
this road we already got a motion in a
second so
[49:52]
» but I I don't I mean I don't think you
need to pay that I mean that's should be
[49:56]
it
>> I mean I I get where Brian's saying you
[50:00]
don't need to tap just we don't need
road. I I get all that and I want I want
[50:04]
to abide by those rules.
>> And this is obviously not that because I
[50:08]
would agree
[50:11]
» there questions being asked that that
need answers and
[50:14]
» y so we have a motion and a second. Any
further discussion?
[50:18]
Okay. All in favor indicate by saying I.
>> I.
[50:22]
» Any nays? I have abstained from the
vote.
[50:28]
Okay.
Thank you. All right.
[50:32]
adjourn.
>> I make a motion to adjurnn.
[50:35]
» Motion to adjurnn. Second. Second. All
in favor in place by saying I.
[50:39]
» I.
