Okay, we are live on two and I will call
to order. Abby is running late. She will
[0:09]
be here
for her once she comes in the door. Um,
[0:15]
all right. Public forum. Is anybody here
for anything outside the agenda?
[0:24]
» We got two folks. Uh Keith Caspar, a
district representative for
[0:27]
Congresswoman Ashley Hson from Wateroo
office. Thought I'd pop up, say hello,
[0:31]
see how you guys are doing and just uh
wanted to say hello.
[0:36]
» Hello.
>> Thanks for being here.
[0:37]
» Yeah.
>> Thank you.
[0:40]
» All right. I will entertain a motion to
approve the minutes from the previous
[0:45]
socly.
[0:48]
Any other discussion on the minutes?
Hearing none. All in favor? opposed.
[0:54]
Motion carries down just your test.
Okay, great. Uh
[1:01]
I'll entertain a motion for bills
payment.
[1:05]
» Okay. A motion from B to pay the bills.
Second from Tracy. Any discussion on the
[1:08]
bills?
>> No.
[1:10]
» Nothing. All in favor?
>> Opposed? Motion carried unanimously.
[1:16]
All right. Right into the agenda here.
uh trees here for that. So, what we got
[1:22]
for us today?
>> Well, um in April when my daughter had a
[1:27]
shower, the trees were thriving in my
yard and I had the water tower in the
[1:34]
backyard. Well, in May, [clears throat]
everything died. The lawn, two trees,
[1:42]
and one side of my um crab apple tree is
dead. And
[1:50]
I'm pretty sure it's from the water
tower.
[1:55]
» So, would there be anything in the water
tower to cause anything to anything?
[1:58]
What do we do over there?
>> The only thing that happened at that
[2:01]
time would have been cleaning the inside
of it. And the only thing they do there
[2:03]
is water and chlorine.
>> That's just on the inside.
[2:07]
» That is on the inside. And it drains out
the west side.
[2:12]
So, it's not like it was
>> full with 50,000 gallons and they
[2:15]
flushed it. It was a couple thousand.
Okay.
[2:19]
» I talked to the DNR back when you first
said something and they said that the
[2:25]
only thing this could be would would be
like a surge in chlorine. But he said
[2:31]
nothing makes sense. Why didn't your
drafts die or why didn't any other trees
[2:34]
around there die? So he that was what he
told me because there's trees around the
[2:39]
water towers.
>> There was but like any other trees
[2:41]
around any other property. And there's
still another live one. You got a maple
[2:44]
tree on the north side of your house.
Yeah, that one. [clears throat]
[2:48]
» It was just must have been like from the
wind. Yeah. You know that.
[2:52]
» I have no idea.
>> I don't know. But the trees were
[2:56]
thriving,
>> right?
[2:57]
» And then all of a sudden they quit.
>> Did you get a soil sample or anything?
[3:01]
Like just to see what was going on.
>> The one of the tree guys that I talked
[3:06]
to, he he says it had to be a chlorine
surge.
[3:10]
» Yeah.
>> Like a cloud that came over.
[3:14]
» And they used powder chlorine inside. So
there would be no air deal. It would
[3:18]
have been dissolved in the water by
then. It should have been absorbed into
[3:22]
the grass right there. So that's all I
got. I got nothing to prove that we did
[3:27]
or didn't. That's why I was asking about
the soil sample.
[3:32]
» So you did have an arbur take a look at
it.
[3:35]
» No.
>> Oh, I'm sorry. Okay.
[3:42]
» So what can we do? Can we have a tree?
Can we have the Can we have a tree to
[3:48]
look at? Like
>> I have no idea.
[3:52]
Is there one or two?
>> Two.
[3:54]
» Two. Okay. Like I drove by the other day
and looked like there was two there. And
[3:57]
what what are they? Do you know?
>> They're locust trees.
[3:59]
» They're locust. Okay.
>> And why does it explain why all of a
[4:04]
sudden in April it was
>> thriving?
[4:08]
All of a sudden it died. And then
there's parts of, you know, like my
[4:13]
garden
>> dead all of a sudden.
[4:16]
» The same thing.
[clears throat]
[4:20]
» You the same thing, Mike.
>> Okay.
[4:22]
» I think I have a bunch of Japanese
beetles so things.
[4:29]
» Gotcha.
It seemed like this year plants that
[4:33]
were thriving last year didn't really do
so this year.
[4:39]
Do we use an arborist for anything?
>> We use Dan Dailyaly tech for most of our
[4:44]
trees.
>> Okay.
[4:45]
» I think you need to take some sort of
sample of the ground or tree or
[4:48]
something. I mean, I don't know. That's
my opinion.
[4:51]
» Can we have somebody look at it?
>> That's what I'm trying to figure out who
[4:56]
where
>> not really an arist.
[5:00]
» I know there's a guy.
>> It's been too late. It's already gone.
[5:03]
You know, [clears throat] whatever.
>> Kevin is up there already.
[5:09]
samples.
>> There's companies I'm sure
[5:17]
» this is from last year. Quick Google
search figure out you could do a sample.
[5:22]
So
>> this is Oh no, this is from 2021.
[5:31]
Can you see that from here? [laughter]
>> I'm just I'm visual visualizing it for
[5:36]
myself.
>> Yeah. So, it's it's this one here,
[5:38]
right? And there's it's this one here.
>> Is
[5:42]
» this one's still there?
>> I can't see that one.
[5:46]
» No, there's only
>> There's
[5:49]
Yeah, this picture is 5 years old.
>> The ratio that
[5:52]
» we lost so much.
>> Yeah, I was Well, for those that don't
[5:56]
know, the Google came through last year
right after the ratio, which I guess
[5:59]
that was
>> coincidence. So, I was hoping that that
[6:02]
was the picture that was on here.
>> It was like the day after.
[6:04]
» It was the morning after. Yeah.
>> Was it really?
[6:07]
» Yes.
>> Yeah. So, if you go through town on on
[6:09]
Google Maps, you can see the storm
damage.
[6:12]
» I was kind of hoping I could see.
>> So, two years ago, we had trees taken
[6:17]
down.
>> Yeah, that's right.
[6:18]
» So, this Yeah, this picture's all over.
I'm just again just trying to figure out
[6:21]
where that Where's that crab apple at?
>> Crab apple's back behind the um garage
[6:27]
» over here. Okay.
>> It's an alleyway.
[6:29]
» Yep, I see it.
>> Yeah. Can you trim that tree up there?
[6:32]
Is that your tree or is that Sever's
tree?
[6:34]
» Where? One on the corner of that alley
that hangs golf
[6:38]
» at Seventh Street.
>> Seventh Street. Okay, I'll cut it down.
[6:42]
[snorts and laughter]
>> And then one up on the corner of this
[6:45]
house on Cherry Street. Is that yours or
is that it too?
[6:48]
» I can't picture it. I love to say yes,
but I don't know.
[6:52]
» I mean, it's right on the corner of the
street. Well, the thing is it's it's
[6:55]
hanging down and you can't see the road
when you're coming by.
[6:57]
» It's on the outside of the of what would
be the sidewalk. John,
[7:01]
» if it is on the outside, that's probably
ours.
[7:03]
» Okay. So,
>> we haven't trimmed any trees around
[7:06]
town. That's on the to-do list this
fall. So,
[7:12]
I' I'd like to get an expert to look at
it for all of our our knowledge. Um,
[7:19]
obviously they're dead, so you want them
down. That's your request. And if we
[7:23]
kill them, obviously we're going to pay
to take them down.
[7:26]
» Um, and I I feel that way, too.
>> Yeah. Yeah. Yeah. I'll look into
[7:30]
arborist.
>> Wolf. I have no problem doing that as
[7:33]
well. So,
>> um, we had somebody come do the ash
[7:37]
trees and everything.
>> And that was from Iowa State, wasn't it?
[7:41]
» It was somebody like that. Yeah.
>> Yeah. Wasn't it there or from De Moine
[7:45]
or something? I think it was us.
>> Yeah. They did a They did a host survey
[7:49]
and
>> Yep. But they had arborists,
[7:51]
» counted all the trees and then and she
came and spoke.
[7:54]
» Yeah. Yep. They were they were great,
but I don't know if they'd come in.
[7:58]
» So, I'm just trying to think of an
arburate.
[8:02]
» Kevin Hardy was
>> a is a
[8:06]
bas.
>> Okay.
[8:08]
» I mean, I I can get you a list of of
guys that take trees down. We can figure
[8:12]
out who has their license for the
arburest.
[8:15]
» Yeah. I just want to see if there's some
kind of sample we can get because I'd
[8:18]
hate to see it all go.
>> Yeah. Should we get them down before
[8:22]
they infest other trees or
>> or is there something in the soil
[8:25]
infesting that so you can't put more
flowers or whatever you have in your
[8:27]
garden?
>> Yeah, you couldn't replant a tree if it
[8:29]
was
>> right
[8:31]
in the ground.
>> Yeah. Like the root cause was the result
[8:35]
and and all that for you and then we'll
work on the trees after that. Getting
[8:41]
back after that.
>> Well, I don't think that I'm just kind
[8:43]
of thinking through this the process in
my head.
[8:46]
Um
yeah. Can we look at that for you? Get
[8:50]
back to
>> you. We'll work on getting the arist and
[8:53]
getting those samples done. We'll share
everything with you. Obviously,
[8:55]
» we'll let you know before Well, do you
need him? Do you need permission?
[8:59]
» Well, absolutely. I wanted to have
permission. I want her to be there or
[9:02]
someone there.
>> She probably won't be there, but yeah, I
[9:06]
mean, I can work remotely that way.
Figure out how to do it.
[9:10]
» Yeah, it's not fair. Someone just coming
your property. I want you to be a I want
[9:13]
you in the whole process.
>> Okay.
[9:15]
» And if you want to get your own as well,
you're more than welcome to. Um but
[9:19]
yeah, we're I mean we can go to the tree
service. We can we'll kind of talk about
[9:23]
it
>> out.
[9:26]
» Yeah.
>> Because that is definitely not an area
[9:31]
of expertise of me or anybody at this
table.
[9:34]
» So
>> crazy.
[9:37]
» Yeah.
>> An asht tree. We can we can explain
[9:40]
that.
>> I had those taken down. Oh yeah. Few
[9:44]
years ago. Yeah.
>> So, did you say it was a crab apple or
[9:47]
what kind?
>> A crab apple is in the crab in the
[9:50]
alleyway.
>> Okay. Yeah. And then two locust trees.
[9:54]
» Yeah. And they're massive.
>> The crab apple is probably old, right? I
[9:58]
mean, it's I mean, it's older. It's a
big And then it's one side that's dead.
[10:02]
The [clears throat] other side is so
crazy. So,
[10:04]
» if you drive
>> I haven't been by there.
[10:06]
» People buy it looks like they've been
dead for years.
[10:09]
» Yeah,
>> it does.
[10:10]
» Yeah.
>> Yeah.
[10:14]
» Yeah. when I when I initially heard of
it. Okay, go look.
[10:17]
» You just cut half of it off. I don't
know how that works.
[10:21]
» He could I mean whoever comes can give
us some.
[10:24]
» But again, if we need to treat that
tree,
[10:27]
not
[10:30]
» because I mean an old I love crab apples
and
[10:35]
hate to lose it if it's salvageable, you
know.
[10:38]
» Does that work for you today?
>> Yep, that works.
[10:40]
» Awesome.
>> All right, we're in touch with you.
[10:43]
Thanks for coming in.
>> Thanks. [clears throat]
[10:45]
» See if we can get answers for you.
>> All right. Planning and zoning vac.
[10:54]
» What's that?
>> So, we got a bypass. I made a boo boo.
[10:57]
I'm supposed to put it in the paper. So,
and I haven't done that yet.
[11:00]
» Aha.
>> Next meeting.
[11:02]
» All right.
>> You guys aware of that?
[11:07]
» Okay. I just want to make sure it wasn't
a surprise to you.
[11:11]
» Okay. Great. Thank you.
Stop sign.
[11:15]
» Um, so at the chicken barbecue, I had a
resident on Oak approach me about the
[11:21]
temporary four-way stop that was put at
the corner of Oak and West Drive South
[11:26]
» for the 10 days for Truck B
and the truck pass and the request was,
[11:32]
is there a way we can make that
permanent?
[11:35]
Um, and I said, I don't know. Let me do
a little research. So I I talked to Cody
[11:40]
a little bit research on it and if you
go back to the MUTCD
[11:47]
it's never going to meet the threshold
of the minimum 200 traffic in an 8 hour
[11:52]
time per won't do that. Yeah, we looked
under second floor.
[11:54]
» Yeah. Um, you know, when I looked at the
rest of that read the rest of that
[11:58]
control, which is really a wonderful
reading,
[12:01]
uh, Oaks and extremely narrow streets
actually less than 20
[12:05]
» 20 ft. Uh, where Westby Drive uh, on the
west side is about 10 ft wider.
[12:12]
» Okay.
>> And on the east side, it's narrow.
[12:15]
» It's a whole street again. And uh so in
looking at the FTC
[12:21]
uh I think when you look at it, the fact
that Oak is very narrow. It's a feeder
[12:26]
street. There are no sidewalks for
pedestrians whatsoever. There's a ton of
[12:31]
kids uh in that neighborhood using Oak
with walking scooters and adults,
[12:35]
bicycles, golf carts, UTVs.
uh anybody that's parked along creates a
[12:42]
site pattern the hassle just get around
it which there's not a ton but
[12:47]
uh when you look at the uh MUTCD if you
go to section 2B.17 it basically says
[12:53]
you could use all of those other factors
and you don't have to meet the 200
[12:57]
vehicle threshold it's not necessary
because Rockwell's never going to meet
[13:01]
any intersection we have to be honest
without doubt
[13:06]
um and so you know I would recommend
that we do a study We look at similar
[13:10]
intersections in town. There's a
four-way stock at Maine and Oak
[13:15]
and Maine really west of there go
nowhere. I think that was bas
[13:22]
first is a three-way and the Monro first
is three way appear just to be to slow
[13:26]
people down both those sections but you
can't use speed to do it in any way
[13:31]
shape or form
but elk is feeding about 53 doors
[13:37]
uh coming off Elm and coming in so
there's quite a bit of home and activity
[13:42]
up in there I think there's still two
daycarees operating in the neighborhood
[13:46]
» if I'm not mistaken
one of my west you drive north and the
[13:49]
other is south. I think it's worthwhile
to take a look and have somebody look at
[13:54]
and see
is that is there a safety issue there?
[13:58]
Are we really protecting the kids
because traffic is going up and down
[14:02]
there quite fast and it's a shortcut?
They they don't want to use the other
[14:06]
one because they got stopped there on
>> somebody this morning on my way to work
[14:11]
just
>> and they're hauling down there. And I
[14:14]
think I think if we can base it if we we
look at it base enough I'm not safety
[14:19]
hazard narrow street no sidewalks ton of
kid traffic scooters which are another
[14:25]
whole subject all themselves but that's
um I don't these kids are going to get
[14:30]
hurt those things
>> can't stop them
[14:33]
» and so I would just recommend at least
we we consider doing a informal stud
[14:38]
here however we do that
>> is there props outlined in that guide
[14:42]
you're
>> absolutely there
[14:45]
Like we have to bring somebody in to do
it is something.
[14:48]
» No, not really. Here, I'll pass.
>> Just put you on a recliner in the
[14:52]
corner.
[laughter]
[14:58]
» It actually kind of lays this out.
[15:02]
What you're looking at if you go down to
the
[15:07]
17 there, we see warrant for other
factors. Yeah, I should have enough
[15:10]
copies for those guys. uh pedestrian
bicycle movement similar residential
[15:15]
collector streets which we could use the
others I mentioned uh local factors
[15:19]
narrow streets uh in the sense no
sidewalks scooters parking reduced with
[15:24]
visibility I if you go in there we can
make the case for all that
[15:28]
» sure
>> at that point and maybe maybe there's
[15:32]
some war to slow people down coming
through there
[15:37]
» yeah I don't think it hurts anything e
>> yeah I mean but you'll never reach the
[15:40]
200 threshold if you try to go up and
use 16. It isn't going to happen. You
[15:44]
can see we're 16. In a smaller
community, it's 200. Got to be greater
[15:47]
than 200.
>> Oh, there's a time that
[15:53]
the young starter had some pretty good
road. And I saw that this summer.
[15:58]
» She did.
>> She dumped it.
[16:01]
» I think my mother had
it.
[16:04]
» Didn't slow her down. I can't.
>> No, you you did slow her down one inch.
[16:09]
Um, I told him I'd bring this forward
and see where it went. So, I'm sharing
[16:14]
that the research that I've done on it
and like I said, I talked to Cody and
[16:18]
sounds like once we look at it, if we
can base it, it's kind of the council
[16:22]
decision. So,
>> what are next steps?
[16:25]
» I think the next step is to sit down uh
and do a little bit of a study. I don't
[16:30]
say anybody has to sit out there for
eight hours, but then you go out and
[16:33]
take a few measurements and and look at
it. you're going to draw a conclusion
[16:36]
pretty darn quick that you could justify
it. And the fact that we do have 300
[16:41]
stops in town that you could use as hey
we've done this in this week for reason
[16:49]
that point. So
>> Cody, you're in favor of this?
[16:52]
» Yeah.
>> I live right there and I can tell you
[16:56]
people get around the stop sign up on on
personal.
[16:59]
» You can you can zip right around it
because you got a yield sign up there to
[17:03]
go in west drive north.
[17:08]
It is extremely narrow little street.
[17:15]
» They're very nice.
[17:20]
» That's the research I did. I told him
I'd bring it for the resident and I'll
[17:23]
let them know what what was decided. But
it seemed like a reasonable request to
[17:27]
at least take a look at and see if we
can justify
[17:34]
interesting manual to get in or start
reading. I'm sure
[17:39]
» do we a motion to start something or I
don't know what the next steps are.
[17:46]
» I motion to make a study. I would so
move to make a motion to do a study on
[17:51]
the corner of Oak and Westview Drive
South. I have a motion based on the
[17:57]
statute there. That's
>> motion Don to uh initiate a study for
[18:04]
the intersection of
both street and west view drive south
[18:11]
of a saying
[18:15]
[laughter]
[18:18]
» for a four-way stop. Okay. Is there a
second on that?
[18:21]
» I'll second Tracy. All in favor
>> opposed carries.
[18:28]
» Um we have our streets committee or do
you want to lead this
[18:34]
recommend
streets as far as streets like for
[18:38]
hardware or like we want to have streets
involved in this and I took everything.
[18:45]
» I I think that's who we involved in my
streets.
[18:58]
YouTube [laughter]
[19:03]
safety.
>> Yeah, public safety probably should
[19:06]
weigh in as well.
>> All right,
[19:08]
» you
just don't meet together. Um,
[19:18]
» no, that's that's Bradley. Stitzsworth
that is now OK.
[19:22]
» So what what's Fitzsworth and
>> uh your buildings and grounds
[19:28]
uh finance and equipment and water?
>> I know that you
[19:36]
all right finance report.
[19:43]
Is this just a motion? Is this a
resolution? I don't remember.
[19:46]
» This is a resolution. Okay.
[19:52]
She's getting too good.
>> She did. Oh my god.
[20:00]
» So essentially what you're looking at
here is your packet industry finance
[20:04]
report [snorts] and this is essentially
what we road tax. Right. Right. So this
[20:10]
is the money that uh Rockwell
obtains from the state based on use the
[20:16]
road for
depreciation.
[20:20]
So that's based on gas tax that
[20:28]
we're at. We're looking at a grand total
of 40,926 for the fiscal year. Correct.
[20:34]
That's what it is.
[20:39]
» That's about half of our
>> Okay.
[20:44]
I'll entertain a motion resolution here.
>> I make a motion to approve resolution
[20:50]
2026.
>> Okay. Second.
[20:53]
» Second. We're going to do roll call
vote. Tracy
[21:01]
are unanimous. All
[21:06]
right. Old business
[21:12]
got it
[21:19]
where we stand with the conversation
Shelley had
[21:25]
about the ISU part bringing them in
>> last meeting.
[21:29]
» Yeah.
>> Last meeting.
[21:30]
» Last month. Yeah.
Um
[21:32]
» I know she sent a email out that we had
looked into that as well.
[21:36]
» Yeah. So Laura and I were talking about
[clears throat] it and it I wasn't at
[21:40]
the meeting for but it sounded like what
we gathered from it was going to cost us
[21:46]
a lot of money for them to just do a
study.
[21:48]
» That's kind of what I got
>> when we already know kind of we need
[21:52]
economic development. We need these
things but we don't have anywhere to put
[21:56]
them. So, we didn't know if it was
really worthwhile to do this study and
[22:01]
pay all this money for them to tell us
exactly what we already know
[22:04]
» because we did the comp plan.
>> Yeah, maybe not.
[22:06]
» Yeah.
>> And that I'm pretty sure it was to do
[22:09]
August 31. [laughter]
>> That's curious if we had ever done it or
[22:13]
not done it. I didn't know.
>> I think it was the 26.
[22:18]
» And so,
>> I definitely
[22:20]
» So, we didn't do it, which is probably
>> we didn't do it. And I had talked to
[22:22]
her. She has some other ones um that I
feel like would be better fitting for
[22:27]
Rockwell.
>> She just sent something a week or two
[22:32]
ago. You got that?
>> Yeah. So, I was waiting
[22:40]
city. It was houses that we moved from
different properties was where she was
[22:45]
really is where we come up from a lot of
money to make that happen.
[22:49]
» Yeah. seemed like if we were doing what
we're doing from the start,
[22:54]
» you know, it was hit and miss how much
we were doing on study in order to make
[22:57]
it feasible,
>> right?
[22:59]
» And you know, habitat and stuff wasn't
feasible most of the time because they
[23:04]
don't have that kind of resource money.
>> Yeah.
[23:07]
» So,
>> so I'll look more deeply into the other
[23:11]
ones that I think would benefit more so
than that one is going to
[23:15]
» Yeah, that wasn't really very much time.
No, that was I saw that email and I
[23:20]
wonder what we ever did.
[23:29]
» Any other old business to discuss?
>> What about um our nuisance tax
[23:36]
in the main street areas? What are we
at? Where are we at? Because we got to
[23:43]
be getting close to 180 days, don't we?
I haven't noticed
[23:53]
around a while.
>> He was here this summer quite often.
[24:03]
» Registration paper.
>> No.
[24:09]
» The other one
[24:13]
» hasn't touched anything at all the
summer.
[24:16]
Which one?
>> Johnson.
[24:21]
» So, can we look into how close we are so
we can
[24:24]
» Any other questions the general too
>> those finds.
[24:32]
Um, I did reach out to Zach. Help me
out. What's his name? Apartment.
[24:39]
Yeah.
>> So, when the tent was up,
[24:43]
» I reached out to him about getting that
cleaned up and I asked about the tree as
[24:46]
well and he told me it was going to be
taken care of. The tent is taken care
[24:50]
of. The tree is not. So,
>> we did have minions in here. They were
[24:56]
attempting, but they were going to come
back with a skid loader, but then it
[25:00]
started raining and it got muddy. So,
>> I'm thinking they kind of forgot about
[25:04]
us. They seemed like they had tons of
other properties they do the same thing
[25:08]
at. So,
>> so I should text another one maybe,
[25:12]
» Dad. Or give him a little bit more time.
I don't know. One of the two text.
[25:17]
» Yeah,
>> sounds good.
[25:20]
» Maybe he'll say, "Oh, yeah. They're
coming next Tuesday."
[25:23]
» Right.
>> Hopefully,
[25:31]
business.
>> Have we talked to Robert at all about
[25:35]
this?
Okay.
[25:39]
» He's not mowing. Well, you know, um
>> well, now that there
[25:43]
» Yeah, I mean Ryan was
>> on the letter.
[25:47]
» And now that somebody else has moved in,
he's not moving. Getting
[25:53]
knee behind.
[26:11]
I was kind of curious approach one time
about down by Spencer's place. Um, it'
[26:17]
be on Main Street. There's a building
that's in the rightway and also then
[26:23]
parking the trailer in the rightway.
Going to happen basically after you put
[26:27]
the fence in be uh right on the corner
of Maine. It's whatever Spencer Street
[26:33]
is
[26:37]
» be on the east side of the street there.
if you went down the main from Spencer's
[26:43]
theyard.
[26:47]
» But somebody approached me want to know
um how they were able to keep a building
[26:53]
on the city right away in the trailer.
>> I think it's abandoned, isn't it? Isn't
[27:00]
that an abandoned alley? Is that why
>> that is still an alley?
[27:04]
» That was
not in the alleyway. I look to make sure
[27:12]
it's actually
[27:17]
» Yeah,
>> I might bring it up on Google and see if
[27:22]
I can find [clears throat]
that.
[27:25]
» So, so it looked like after they put the
fence in, the building just stayed out
[27:31]
of city right away. It looks like main
and sixth.
[27:34]
» Mhm.
[27:37]
Whose building is
[27:49]
» which one spells here?
>> Right.
[27:51]
» Yeah.
[27:54]
» Over here.
>> Oh, here.
[28:00]
» So, is this where
this one?
[28:03]
» Yeah.
>> Is that in the right way?
[28:08]
Is that where we're still sitting at
though?
[28:09]
» Yeah.
[28:19]
» It's on. Is the fence still there?
>> Yes.
[28:24]
» So, it's on the outside of the fence.
[28:30]
» 35
going on this one. From
[28:36]
this angle, it's only inside the trees.
There's an alley there. There's a tree
[28:42]
or an alley.
>> I'm going to come look.
[28:44]
» I was I can put up on the screen if you
want to.
[28:47]
» That tree.
>> Probably not.
[28:49]
» It's not. [laughter]
[28:54]
» That's what we're looking at.
This tree no longer exists. This is the
[29:00]
building we're talking about right
there.
[29:01]
» Yeah.
little trailer sets right side.
[29:05]
» Oh, there's a trailer down here too on
this side.
[29:08]
» On that side of the building, right?
>> On the south side.
[29:11]
» West side of the building.
>> I don't think that's permanent fixture
[29:16]
by any means. The trailer.
>> Yeah, I don't I don't think it sits
[29:21]
there often.
>> Yeah. I don't know.
[29:24]
» Is it up about I drove over
and looked at it. What kind of trailer
[29:31]
is it? What's that?
>> What kind of trail
[29:34]
or like?
>> No, it's it's just a golf trailer.
[29:38]
» Just a small kind. I'm looking straight
ahead.
[29:42]
» Yeah. I mean, it could
>> I don't I don't think it's there often
[29:44]
because it's in a driveway quite a bit,
too.
[29:46]
» So, it moves.
[29:50]
» Put it there
for the moment.
[29:56]
» Okay.
>> I'm pretty sure my husband's just as
[30:00]
guilty. [laughter]
[30:04]
Well, I think everybody is this time of
year before it gets to be the time when
[30:08]
you have to take off the
>> street.
[30:13]
[clears throat]
[30:26]
Can't see it from there. Okay.
>> Can't see it. I just want to kind of
[30:31]
look down in the rightway. But I mean
>> that trailer that's on that side
[30:36]
» over here. No, it's over here.
>> He usually has all his stuff pretty
[30:39]
well.
>> That's somebody picking up trees from
[30:40]
the Datio.
>> Oh, yeah.
[30:44]
» It's sitting behind this here. So like
this tells me the rightway is here,
[30:52]
but he's a corner lot. Does that change?
>> Corner lot could have a building. You
[30:58]
got to get a variance, right? variance
for it.
[31:03]
» Doesn't look like they just put it
there.
[31:05]
» No, it's been there a while.
[31:09]
» Does somebody not like it there?
>> They just were wondering how somebody
[31:14]
could do that on a corner lot when they
come. So,
[31:19]
» I mean, fair question.
>> Yeah, [clears throat]
[31:21]
» question.
>> Is that where a sidewalk would normally
[31:26]
go?
What's that? Is that where a sidewalk
[31:30]
would would normally have been?
>> This is where a sidewalk would be,
[31:33]
right?
>> I don't know. We're not We're not going
[31:35]
up and taking measuring.
>> I was looking to see if there was
[31:39]
anything
[31:42]
over here.
Oops. Wrong way.
[31:49]
» There we go. I can't get right where I
want to be. But just kind of eyeballing
[31:54]
where this sidewalk is. Yeah, if you
look at the fence it's up against, you
[31:59]
would think the fence would be up
against the sidewalk
[32:02]
» and the the shed on the outside would be
right on the sidewalk,
[32:07]
» right?
[32:11]
» Yeah, it looks like it'll be right on
the sidewalk.
[32:14]
» Um, let's go. [clears throat]
>> I go too far.
[32:18]
» Looks like his garage is on zero line.
>> Yeah, you keep going there.
[32:22]
» I'm trying to go. I'm just trying to
look at it from different angles here.
[32:24]
Yeah,
>> this is on Beacon.
[32:25]
» And again, I can't. This is Beacon. Yes.
>> Oh, no. No. This is Google Maps.
[32:29]
» If you look at it on Beacon, it's not in
the right way.
[32:34]
» It's inside this lot area.
[32:45]
» Thank you.
>> Perfect. Clearly.
[33:06]
in the right place
inside the blue.
[33:11]
» It is
>> looks like he's got a little wiggle
[33:14]
moving around right there too.
If you if you go by setbacks and stuff,
[33:22]
there's no way that building could be
there.
[33:24]
» Yeah, because it's corn lot.
>> But is it granded in there for so long?
[33:30]
» That's the other thing. Yeah. It's not
like you just put it up.
[33:33]
» There could have been a meeting way back
in the day when he did put it up.
[33:36]
» Could have got permission. Yeah. To put
it there.
[33:38]
» But it's inside his lot, right?
>> Yeah. It's inside the line. Yep. This is
[33:42]
the right way here. And this is this
line is is this property line. Well,
[33:48]
» the trailer we
said that could be another issue.
[33:53]
» But then we'd have to go back through
all the
[33:55]
» figure out when the trailer could be
though on the south side of that little
[33:59]
building.
>> They said it was on the west said you
[34:02]
said it was on the west side of the
building. Right.
[34:03]
» Right. So that might be out of the that
might be in the right way.
[34:10]
» I mean the trailer is hit.
>> Sure. It doesn't part
[34:15]
every night,
>> right? and it wasn't upward and and it's
[34:18]
there once a while. Once a while it's
parked beside the shed sometimes it's
[34:22]
» so it's moving that's that's what we ask
>> that they both
[34:27]
» and a lot of times in the drive on the
boat there.
[34:30]
» So
[34:34]
» well the answer is it's on his property
and not in the right way.
[34:39]
» And again he's moving the he's moving
the trailer.
[34:41]
» Yeah.
>> We don't want him just sitting there.
[34:45]
Yeah.
[34:49]
» Right.
[34:53]
» All right. What else we got for
business?
[34:58]
» You talked a little bit about having,
you know, Jackson landscaping come and
[35:02]
Laura hasn't been able to get a hold of
him yet, but um
[35:07]
there
>> Yeah.
[35:11]
What do you guys think? Can you throw a
chain around it and just pull those out?
[35:15]
Those two bushes.
>> I'm sure the roots are in there, but
[35:20]
» I just thought I'd ask.
>> Try anything. [laughter]
[35:29]
[laughter]
[35:32]
» I just wondered if you could pull them
out of there. That'd be one less eyesore
[35:35]
and then we could still have somebody
come and do the
[35:39]
paving or the actual whatever.
in favor of whatever we're going to do
[35:44]
there.
>> I didn't know if that I mean if you
[35:48]
thought it was really dumb, we wouldn't
do that.
[35:50]
» Well, it's worth a shot. You know,
>> I don't know how hard they would get
[35:53]
out. I pull a little sidewalk with
about that.
[35:59]
» I hope not.
>> Great condition anyway. She's
[36:03]
deteriorating.
[36:07]
Usually pushes don't
[36:11]
» just thought I'd ask that
>> that was possible.
[36:22]
[clears throat]
[36:24]
All
right,
[36:26]
we're moving to community reports.
All right,
[36:33]
I had EMS meeting
forever ago, week and a half ago. Uh
[36:41]
I don't know off off the off the pattern
meeting. Uh we've had two counties
[36:48]
approach Sarto about absorbing them with
our emergency management department.
[36:55]
» Absorbing what?
>> Absorbing those two counties into our
[36:58]
emergency management.
>> Oh
[37:00]
» yeah. So we'd have one manager for three
counties
[37:04]
because the manager of those two
counties is retiring.
[37:08]
» So they were asking you be interested in
joining them. We were joined with Worth
[37:13]
County at one point but
for I you know issues unknown in the
[37:20]
group at the time. We don't know why
this there was a split m but uh it's
[37:27]
Franklin they're not it's Hancock and
they're requesting this. So
[37:35]
we're just again doing fact finding
right now. Is it worth it? What would
[37:39]
that put on our team? Would we have to
hire more people?
[37:42]
» Would they pay part of that
>> toward that budget? Yeah. But their
[37:46]
budget is strictly the salary of that
person. Sure. That one person. So,
[37:51]
» uh I think their combined budget is
about what our budget is
[37:57]
kind of twothirds of what we
um and we asked our manager. He's
[38:03]
interested
>> and what did they
[38:05]
» maybe you know he doesn't know what it's
entailed. He had to hire you to hire at
[38:10]
least one more person
[38:15]
for him too
far. So
[38:20]
» and we kind of talked about the ratio
where Brick got hit, Ventur got hit,
[38:24]
Rock,
[38:31]
» but we're going to meet with those
commissions and
[38:35]
say yes, no. Was it worth it? Whatever.
>> Another meeting to come.
[38:46]
» It's coming up.
>> It's coming up. I knew it was coming
[38:48]
because we talked about that.
[38:54]
» That's all I got.
[39:00]
» 16th talk about that property.
>> Okay.
[39:03]
» Um and then the landfill gap was close
to October.
[39:08]
I don't have any numbers on
[39:13]
» it's
[39:17]
closed and
>> everything's closed. Pool's empty.
[39:21]
» Thank you.
>> Successful season,
[39:24]
» I think. So, yeah. I mean,
>> the noise was it's getting lower and
[39:30]
lower every year.
>> Yeah.
[39:31]
» I think we're doing a great job.
>> And I think that Yeah. I mean, we change
[39:34]
the hours based on feedback. And that
was fine. That was all good. You know,
[39:39]
you try something, it doesn't work, you
regroup and try something else, I guess.
[39:42]
» We didn't get glasses the last day. So,
>> we left out there.
[39:47]
» Yeah. Got glass the very last day.
>> Was it a lens? Did you find it?
[39:54]
» I haven't even looked.
>> It was very big slide.
[39:59]
» They found a piece.
>> It looked It looked like like a lens.
[40:03]
But can find any pieces. So it's like
all the blue through the pool or this
[40:10]
one for sure. So
about 3:00.
[40:17]
» We have biohazard issues this year. I
don't think either.
[40:24]
» Clean up clean up
outside of the pool.
[40:29]
» Yeah, that's good. It's in the pool. I
got the kid out before
[40:35]
» the dog
[40:40]
was good. The kids did a great job.
>> I'm trying to find Tracy's granddaughter
[40:46]
and staying out of here. [laughter]
>> She's done a great job.
[40:50]
» She gets better every year. She does
make it easy and she's getting older and
[40:55]
more mature and she's learning the ropes
so it does it gets easier for her, too.
[41:00]
And you know, at the end of your job,
you're gone. People took note right away
[41:05]
that that was going to be the case and
they kind of buckled down after that
[41:09]
happened.
>> Yeah, I think so.
[41:12]
» A couple that always want to be on the
schedule multiple times show work.
[41:17]
» That that happens every year. And then
just like all of it gets to be about the
[41:21]
middle of August,
>> are they all in sports? They're all in
[41:26]
sports practices start and people go
back to college and there just isn't she
[41:31]
really wanted to keep it open until on
the weekends until Labor Day this
[41:36]
weekend and then have Saturday, Sunday,
Monday. But
[41:38]
» two two guys that could actually do it
for to do the rotations,
[41:43]
» right? Just wasn't the numbers do it.
>> That's funny. When my kids were younger,
[41:48]
I never understood why it's closer and
now I kids at that age
[41:53]
schools
whatever.
[41:58]
» And you know
[42:04]
in the last day we kind of decided that
we want to have a bunch of stuff we had
[42:09]
to deal with.
>> Yeah. So we talked about the last hour
[42:12]
giving away stuff and I got to about one
the group that basically supported our
[42:18]
pool.
>> Yeah.
[42:20]
» We just basically gave all the stuff
away free.
[42:23]
» J's like don't be mad.
>> Anybody that came in for free.
[42:28]
» Yeah.
>> Well, what else are we gonna do with it?
[42:32]
I mean, every year we we try to buy
back, you know, you know, whatever.
[42:38]
» We have like maybe two bags of farms
left.
[42:41]
» Yeah.
>> That's the way to do it.
[42:46]
» And it's really hard to plan for that
because you buy less towards the end of
[42:49]
the year, but still.
>> But that's just And I ask Jade, you
[42:55]
know, before we
>> Oh, yeah. She
[42:57]
» But she's like, "Well, it saves me a lot
of hassle."
[43:00]
» Oh, yeah. because then she has to figure
out what to do with it.
[43:04]
It was good. The kids, like I say, it
was more families that have been
[43:07]
supporting the whole year
>> all the time.
[43:12]
» Give them a little.
[43:23]
» Yeah, I thought it was I thought it was
fine.
[43:26]
She said nobody's gonna be like,
[43:32]
» "Yeah." So, anyway, we're It has been a
good year.
[43:37]
She said she wasn't back this year, but
you know,
[43:42]
[laughter]
>> I wouldn't
[43:45]
made it so easy because she has
everything lined up. She knows the kids,
[43:49]
knows which one she can trust. I mean,
you don't have to really do anything.
[43:53]
does
>> does a lot in the morning when it gets
[43:55]
to work. So,
>> and does way ahead what we're doing
[43:59]
» anytime we need a poster or a post or
whatever, she can do that in about 5 10
[44:04]
minutes.
>> Two two things that are pro three things
[44:08]
that are probably going to have to
happen.
[44:11]
One maybe before fall hits is to wire
the pump so we don't have a problem
[44:16]
again.
>> Yeah. to water them pump. So, they're
[44:20]
all on one kill switch so we don't run a
pump dry.
[44:24]
» One of the other things Zach says we
need to paint next year.
[44:28]
» That's a pretty huge expense.
>> And we need to try to get our heater
[44:35]
fixed or replaced or something. And
that's another huge expense.
[44:40]
» Um, we haven't gotten a guy that does
that to give us a quote yet. Um, but I'm
[44:47]
hoping that once we get a quote, I go
talk to some money people and and they
[44:52]
get paid for without touching any funds
here.
[44:56]
That's my goal anyway. And the girls and
and all my parents were willing to do
[45:02]
some fundraisers towards it.
>> Yeah,
[45:04]
» the school has given us some permissions
to do stuff. So anyway, we're going to
[45:09]
try
>> have some things
[45:10]
» try to hope we get a pump or the heater
without having tap into
[45:15]
» but that heater has about limped along
as long as can live I think. I don't
[45:19]
know.
>> So the pool's 15 years old roughly and
[45:23]
the heater the same. It's just obsolete.
It wants to run and then it won't run.
[45:30]
And
these guys, you know, didn't have parts
[45:33]
half the time to fix it. We're trying to
make a rental parts and it just in a few
[45:39]
days it was really cold.
>> Pretty cold.
[45:42]
» So
So hopefully we can get get some of them
[45:47]
items taken care of.
The pumps get one pump get shut off the
[45:51]
other one this year which we made
through the season without it shing his
[45:56]
gun but
[46:05]
all right anything else in committee
reports
[46:09]
discussion
except for landscape thing
[46:18]
Uh, did we get anywhere with Terry
Thomas?
[46:24]
» He [clears throat] did bring in a tile
map to show us
[46:28]
» and he said he was going to have
trouble.
[46:39]
» It's the main
[46:49]
In reading the minutes though too, we
were going to incur the cost, right, of
[46:54]
all that. And that doesn't seem quite
fair to me because honestly, the Zeitler
[46:59]
Trust has millions of dollars.
[47:05]
» I'm not so sure that's correct because
it's going to it's going to do better
[47:11]
for us, too. There's no doubt about
that. It will be easier in the long run
[47:15]
for us, but it's going to benefit them
as well or whoever rents their land.
[47:21]
It's going to benefit them, too.
>> So,
[47:25]
see why we couldn't split the cost or
something. I don't know. It just doesn't
[47:29]
that didn't seem quite right.
[47:37]
Well, the trust is pretty
[47:50]
» estimate to see what it's going to take
to
[47:55]
» my let's just go east with it, but
we need to go right in the middle.
[48:03]
It would be worse if we kept it as is.
[48:19]
» I mean, it's going to benefit us, sure.
But it's going to benefit them, too. So,
[48:23]
it seems like if it's mutually
beneficial, we should mutually share the
[48:27]
cost. That's all I'm saying.
[48:40]
Well, it is for the community. I mean,
Rockwell is the community. I mean,
[48:48]
» okay. Well, I don't I mean, I'm not
>> Who's who's in charge of the trust?
[48:54]
» I don't know who is the president.
Yeah, there's committee. Yeah,
[49:02]
» it's not real easy to see.
>> I mean, it might be thousands of dollars
[49:09]
to
[49:12]
» always put a road through it.
>> Yeah, grassy
[49:16]
mow.
>> Get a real gra.
[49:20]
» No,
I don't know. I just thought I'd throw
[49:24]
that in because it just seems like that
doesn't that didn't seem quite fair.
[49:29]
They have money,
[49:38]
» but I know they're limited because we've
asked before about them doing different
[49:41]
things and they're limited on, you know,
he had a pretty
[49:45]
» black and white what they could spend
money on and what they couldn't and I
[49:48]
know that's been a problem in the past
for different things.
[49:51]
They can only spend x amount of dollars
at a time.
[49:55]
» Has anybody read what his wishes were
for the cemetery?
[49:58]
Actually read what he put in there.
>> I don't I have never read it
[50:03]
[clears throat] and we might have a copy
of that here. [cough]
[50:08]
» That would be interesting to see.
>> It would be good to review it, I think,
[50:11]
too. If I don't know if you
>> I'll see if I can. Okay, that'd be great
[50:17]
because we should maybe look at it and
>> that would that would answer a lot of
[50:22]
the questions we're having sitting here
and having a conversation because if he
[50:24]
was that black and white with it, I'm
guessing it's spelled out pretty clear.
[50:28]
» I think he was pretty black and white
with it.
[50:31]
» So,
>> because they wanted to do things before
[50:33]
that they thought we [clears throat]
can't do that. [snorts]
[50:37]
» What's the name of the trust?
>> The Zidler.
[50:40]
» Is it the Christian Zidler?
>> Yes,
[50:42]
» it's public.
>> Okay. You can view the documents.
[50:47]
» Okay.
>> It's registered as a 501c3 foundation.
[50:52]
» Okay.
[50:57]
» We just need to find a section that
deals with that.
[51:01]
» Read it.
>> And it's called Zidler Trust. Is it?
[51:04]
» It's called the Christian Christian and
Lou Zidler Trust.
[51:09]
» Yeah.
[51:14]
That's what it says on the sign anyway.
[51:22]
» Documents.
[51:29]
[snorts and laughter]
[51:39]
» 1993.
[51:44]
Okay.
[51:49]
[clears throat]
>> But it doesn't.
[51:53]
» I don't know if it says anything about
changing it though. You know what I
[51:56]
mean? They're changing.
>> Do you want to see it?
[52:00]
» I'm good for now.
[52:17]
Interesting. Okay.
[52:24]
Just looking at I'm looking at all the
financials from years past.
[52:32]
Okay. Well, we'll look at that later.
Um,
[52:38]
um, anything else?
[52:42]
» Okay, moving to employee discussion.
Zach.
[52:47]
Um, I set this up for a case study out
of the lagoon. Okay, we are going to be
[52:54]
trying out this little buoy here.
Supposedly, according to all the
[52:59]
research that they have done, it helps
mitigate the sludge in their pond. It's
[53:05]
free. Cost us $0 to do this. We're just
collecting information. And what it does
[53:09]
is it feeds the sludge. Like it makes it
no chemicals, no nothing. It just uses
[53:15]
the sun. Really, it's a solar pan on
that thing and it just raises the sludge
[53:18]
up to the top. So, it actually digests
it and everything. It's a lot way
[53:22]
cheaper than dredging. Dredging cost a
lot of money. We got about two foot of
[53:26]
sludge in that thing. So, we can only
hold four foot of water instead of full
[53:30]
six.
>> So, it really works. This is going to
[53:34]
help us a lot.
>> And how big is it?
[53:36]
» Uh, it is 19.7 in by 26.
>> A little tiny little tiny guy. Yeah.
[53:42]
» Yeah.
>> Only thing I got to do is
[53:44]
» drone.
[laughter] It just floats in there and
[53:47]
just does its thing.
>> Pre- floats. It's just
[53:51]
» Well, it's tied to cables cuz I got to
pull it in every two weeks and clean the
[53:54]
sensor thing on the bottom.
>> Okay. So, you don't have to go in a boat
[53:57]
to retrieve it.
>> No. No. It's going to be on a rope where
[54:00]
[laughter]
>> put the white suit on like
[54:05]
the dirty cell, too. I jump
>> in to go slow.
[54:10]
» Yeah. Don't go in there.
>> But yeah. No, it seems like a good deal.
[54:14]
It's free.99. Doesn't cost us anything.
>> No chemicals. that should not harm any
[54:19]
part properties of our water. Nothing.
>> So, so are they trying to sell it to us
[54:24]
though in the long run?
>> I would imagine that that they would
[54:27]
probably want to do that. And I mean, if
this really works and gets rid of the
[54:30]
sludge, onetime fee versus 2 million
plus dollars to dredge that thing out,
[54:35]
that's pretty good deal. But but yeah,
that thing has never been dredged and
[54:40]
that thing was built in 1982. So, we've
made her a long ways with collecting
[54:44]
some doodoo.
[54:48]
Yeah.
>> And it just does the one time
[54:52]
» you Yeah. But they're all connected
together. So the the effects of the
[54:56]
first one travel over to the other two,
>> right? But you only put it into one
[54:59]
time.
>> Only going in the one time. Correct.
[55:01]
Yes. And this case study is only a
couple months. Like they're coming on
[55:05]
Friday to set it up.
>> Oh, no. It's on Friday and they're
[55:11]
taking it back uh end of
November I think.
[55:17]
» And so what does it m I mean how do you
know whether it's working or not? Just
[55:20]
by measuring the sledge in the bottom.
>> It'll visibly float to the top of the
[55:24]
surface. So the sun can actually start
doing its thing and
[55:27]
» degrading it.
>> Yep.
[55:29]
» Yep. Yep. And then at the end we are
going to measure the sludge and see
[55:34]
exactly how much we have lost. So,
>> so yeah, it's going to be quite
[55:41]
interesting to see.
>> Be interesting. Interested to
[55:43]
[clears throat] see how it works.
That's all I got.
[55:46]
» Okay.
>> Just want to buy any equipment or
[55:49]
anything.
>> No, no. Z
[55:51]
$0.
[55:56]
» All right.
>> Mhm.
[56:06]
motion to
Tracy. All
[56:09]
» in favor?
[56:15]
» Who wants to see this? Everybody want to
look at it.
[56:20]
» Yeah. 13.
