[0:10] The arm of Rosedale is located to the north and west of Nepoa, stretching west
[0:15] to Franklin and north to Kelwood. The total land area is 865 square kilm
[0:21] divided into six wards, each with its own member of council.
[0:27] Calling calling the meeting to order. Moved by Ron, seconded by results of the
[0:33] regular meeting of the RO on March 13, 2026
[0:38] be called to order. All in favor? Perry.
[0:47] Where's the sticky thing? Oh, you don't get it.
[0:49] » Oh, no. We had to take that out of their probation. Didn't feel comfortable with
[0:52] it in the room.
[0:57] Are you being serious or silly? I'm a thousand% serious.
[1:02] » Or the pokey date. >> Yeah. Probation. Oh,
[1:06] » okay. That I understand that now. [clears throat]
[1:13] » Agenda item number two, confirmation of minutes. Moved by Jeff, seconded by Ron,
[1:18] we resolved that the minutes of the February 13, 2026 regular meeting and
[1:23] council be accept accepted as presented. All those in favor?
[1:30] Carry. Thank you.

[2:21] expenses in the amount of $12,55847
[2:27] as checks number 267 2641

[2:54] approved in the amount of $3654.36. [snorts]
[3:00] All those in favor. >> Was there any questions about any of the
[3:05] invoice numbers or anything? >> No questions. Is there enough?
[3:11] » Uh, they're not coming out now till March 31st securely.
[3:17] » So then you still have to probably add two months. I don't think you're going
[3:19] to meet your reporting deadline of June 30th, but that's still to be determined.
[3:28] » Agenda item 4.26 June
[3:34] is 2026 statement.
[3:41] [clears throat]
[3:51] Moved by Ron, seconded by Dave. Do you prefel that the unudited financials as
[3:57] of February 28, 2026 be accepted as presented?
[4:03] All in favor? No question.
[4:19] » [clears throat]
[4:23] » Agenda item 4.3 December 25
[4:30] moved by Earl and seconded by Jeff resolved that the updated unaudied
[4:36] financials as of December the 31st 2025 be accepted as presented. Any questions?
[4:44] » I'd like to speak on that. So, um, you've been presented with an updated
[4:49] December 31st on audited financials. Some key things to look at. Um, your
[4:54] cash on hand at year end was 400,000, which is a nice change. But, as I
[5:00] reminded you guys before, you should always look at your due to from because
[5:04] that means that's money that we owe to our capital fund. And you owe about
[5:08] 1.167 million to your reserves. So that
[5:12] 400,000 is a little um there's an asterisk beside it, that's for sure. Uh
[5:18] your taxes on roll at year end was 193,000. I think that's a pretty good
[5:23] number. Uh that's the amount of people owing us still for back taxes. Last
[5:29] meeting you guys passed a resolution initiating tax service. So now they're
[5:32] out trying to collect all of 2024 amounts owing. We have seen some
[5:36] positive success that way as well. Um, moving beyond the balance sheet into the
[5:42] income statement, uh, a lot of your lines are pretty close to what you were
[5:47] expected. There wasn't really too many things to
[5:50] really highlight or bring to your attention on the revenue side. Um, a
[5:56] reminder, your miscellaneous revenue is in the negative because of the
[5:59] reimbursement of uh a mobility grant because even though
[6:07] there are standards you're supposed to recognize when there are conditional
[6:11] grants, it was initially recorded as revenue. So, because we had to pay it
[6:14] back, it had to be against the revenues. Um, and then rolling into the expense
[6:20] lines, just remind you, there's the budget, the actual, and then the
[6:23] variances. I'm still working on Munisoft to try to figure out what's in these
[6:27] committed lines. Um I haven't been able to figure out what they are yet, but
[6:31] they're just small immaterial items. Um just some small notes. Uh we changed our
[6:36] internet provider, which I thank you guys for. Our bills went down and our
[6:41] internet's extremely reliable now. So we did save a little bit of money when it
[6:45] came to those kind of utility costs, but for the most part, a lot of the items
[6:48] are the same. One big thing I kind of wanted to ask you guys about was you
[6:53] budgeted $50,000 for grants but only allocated 22,000
[6:58] leaving 27,000 still in the budget for grants. Was something missed or because
[7:05] looking at previous years too it was very similar that way whether it was a a
[7:10] $50,000 budget line or $40,000 budget line. You guys never really allocated
[7:15] your grant expenses up to what you were budgeting. I think that's what we refer
[7:19] to as our VLTP fund and that's the money we take out for our little ball teams
[7:23] and alls and those things. That's what that line is about I think.
[7:28] » But unfortunately BLT revenue hasn't existed for the last 12 years.
[7:32] » No, but we refer to it as that. I know it's a different title now, but that's
[7:35] what we call when we get when we get a request from like you have a request in
[7:38] there right now for some money. That's where that money would come from. But
[7:41] you got 235,000 in provincial operating funds which is now a single basket which
[7:47] was introduced with Pallister back in 200
[7:51] 17ish. >> So you
[7:55] » but it's it's not right terminology.
[7:59] » Yeah, we're just using >> we we use the wrong terminology bringing
[8:03] in >> but Palister put all the grants together
[8:05] into a single basket >> where you 135,000.
[8:10] We're just >> You budget 50,000, but you notoriously
[8:13] spend less than even half what you budget.
[8:15] » I think this year it's cuz you uh you guys haven't voted on the Franklin Hall
[8:18] getting that extra 20. I think that's what happened there.
[8:23] » Very [laughter]
[8:28] wrong with that. >> But thanks.
[8:33] rolling into protective services. Um the fire department salary was missed by
[8:38] about $6,000, but that's okay because there were other lines that you budgeted
[8:42] for that didn't go as high. One of them being animal and pest control, but you
[8:47] have to remember we got to keep those separate because this year I'm going to
[8:51] be starting to break down your accounts again because previously everything got
[8:54] kind of slammed together. So right now, as you guys see, every month we have to
[8:58] pay for those rat traps. And right now that rat trap is being called a
[9:01] protective service expense when in my world that's not a protective service
[9:05] expense. That's an environmental health that gets expensed to the operations of
[9:09] your waste disposal grounds. So just be aware that um when we start moving into
[9:14] the budget itself, a lot of these numbers are going to have substantial
[9:18] changes and moving around. It doesn't mean these expenses are going away.
[9:21] They're just being allocated to different categories. Um, another line
[9:26] was council budgeted $10,000 last year for bridges, but it doesn't look like we
[9:31] incurred any expenses. >> So, unless something was missed.
[9:36] » No, we didn't do anything to bridge last year. Just got missed.
[9:40] » No work was done. Put it that way. >> Okay.
[9:42] » It should have been, but no, >> we were covered in public work
[9:46] department did some repairs according to that uh list that we got from peer
[9:52] solution years ago. pubert went out there did some of those projects I think
[9:56] on their own uh but how many they got done I can't comment on that because I
[10:00] don't know what happened >> and now be aware that next year your
[10:03] bridge [clears throat] expense is going to be high again because of the grow
[10:06] grant we have to contribute 50% of the expenses so those funds are now going to
[10:11] appear as your bridges expense for the matching 50%
[10:15] » so that [clears throat] grand put towards that going forward or no
[10:19] » no no December 31st poof it's gone it all slams into one account and it's over
[10:24] and done with. >> Okay.
[10:26] » But um if you had extra money and not owing the capital funds, we could look
[10:33] at making that kind of contribution to the bridge reserve, but um I would not
[10:38] recommend it at this time. Uh when it came to uh repairs and maintenance on
[10:43] items, your as you're aware, your mowing and tractor repair maintenance expenses
[10:48] were through the roof, but almost everything else was substantially lower,
[10:53] right? So you you went 31,000 over budget on your mower and tractor, but
[10:57] you were 28,000 under budget on your grers. You were a couple thousand under
[11:03] on your CAT. You were 7,000 under on your low bed and semi. Um, so those
[11:09] things kind of wash out. So I know there was concern that the mowing cost so
[11:12] much, but actually all your other operations and transportation services
[11:17] had substantially less >> for sure.
[11:20] » I just want before it goes too far, was the the work not getting done on those
[11:24] bridges was it do you think it was because the transition between you and
[11:28] or not or do you think it's not enough time?
[11:31] » I got no comment on that. I don't know. I don't know.
[11:34] » I don't know what what happened in post works. I have no idea. There was
[11:38] information put forward. What happened with that? I cannot comment.
[11:42] » How many bridges have we got left? >> Um
[11:46] there was 10 10 sites in total to do. Some of them were small sites to do. So
[11:53] what got done? I don't know. It's the major ones that we have two on today's
[11:57] agenda that we're talking about. Those are the major ones. And I think I have
[12:00] to go back on the the sheet, I guess, and see what else. I think I have some
[12:05] budgeted for 2027 as well. >> Yeah, it's it's an attachment later on
[12:11] to the agenda. >> Would the bridge repair include the
[12:14] material cuz I think we've had a discussion here that we didn't have any
[12:17] spare bridge planks last year or whatever. Would like to come out and we
[12:21] maybe allowed some money to buy some spare bridge planks. Would that come out
[12:24] of that? >> It should have been expensive that
[12:26] account. >> Yeah. So, we maybe we never bought them
[12:29] is what I was thinking or it was expens. >> That's what I'm wondering. We
[12:35] » did. >> What year?
[12:38] » Last year I thought we got them. >> So maybe [clears throat]
[12:40] » like even that repair we did on the old highway.
[12:43] » Oh, we called that uh patrol repair. >> Okay. I didn't know what it got called.
[12:48] » We did that or road repair cuz the hole was in the road, not the bridge.
[12:53] » Well, I say it concrete. So >> where that hole appeared?
[12:59] » Yeah, it was right up against the concrete of the bridge.
[13:03] Just here's the concrete and then right up beside it washed all underneath and
[13:08] took all that gravel >> on the north side.
[13:12] » So on the subside only I just I still got pictures of it
[13:17] looked like a manhole somebody put there in the middle of the road.
[13:20] » Yeah. And I looked both ways and you could see [clears throat] a big tone
[13:24] going down both directions, east and west.
[13:27] » Yeah. Yeah. And that's why we were $6,000 over [clears throat] budget on
[13:31] our materials. So, I guess really, yeah, you could reallocate those expenses over
[13:35] to the bridge >> cuz there's actually a bridge problem
[13:39] and it's going to be a problem again because we didn't have rock to put in it
[13:43] at the time. We just need to get the road open and it was on the weekend and
[13:48] » yeah, broke it out and then put heavy rock in
[13:52] and [clears throat] then put the >> just on the old highway by um
[14:01] place that was there's repairs. I remember
[14:07] just a bunch of work.
[14:12] » Yeah. And continuing on uh your waste disposal ground expenses went about
[14:18] 8,000 over budget, but uh I think a lot of that had to contribute to both um
[14:24] having elk ranch man. I think that is where the majority of those expenses go.
[14:29] But be aware your waste disposal grounds expenses are going to keep going up
[14:33] substantially as we move along. When it came to your cemeteries,
[14:38] um you were $6,000 under budget. So, uh, most of that came from just our
[14:45] maintenance expense, but again, we could look and move the some of the summer
[14:48] student expenses that would have been gone to transportation services down to
[14:52] environment or economic environmental development. But, um, and I just want to
[14:57] point out your NAPD bill was only $9,400.
[15:03] We should be very thankful to have such a planning district at such a low
[15:07] expense because you should if you didn't have them you'd immediately have to add
[15:12] a zero behind that at minimum. So, um, when I get those NAPD bills, I quickly
[15:18] sign and get the check made because that is one of the best deals this RM has
[15:24] with a municipal collaboration is the volume of services they provide
[15:30] at such a high quality for such a low cost is outstanding. And they do they
[15:36] don't just do the planning, they don't just do the interactions with people.
[15:40] when we have complaints about things happening that is questionable, they're
[15:44] able to assist us with those matters. They're talking to the rateayers and
[15:48] investigating and doing those kind of things. So, um I just really wanted to
[15:52] highlight that because that is outstanding. Um your recreation and
[15:57] culture bill was only half of what it was going to be, but a lot of that came
[16:02] from the Kellwood skating rink. So, um, be aware that that expense is not going
[16:09] to go away and will probably increase as well. There were a few capital projects
[16:16] that you guys budgeted for that weren't completed, but we'll go a little more
[16:20] into that when we start getting into our budgetary deliberations and seeing if
[16:24] we're going to slide it over into the 2026 capital plan or what exactly was
[16:29] going on with that. Um, as for your Kellwood utility, later we'll be passing
[16:34] third reading on a utility rate increase. So, um, be aware, you know, it
[16:39] hasn't been [clears throat] our our income statement shows at the end of the
[16:44] year we were up $2,000, but in reality, once you start applying the
[16:48] amortization, like the depreciation on all your equipment and things like that,
[16:54] the Kellwood utility is running at a negative. So that's why we'll be
[16:57] increasing the rates that you guys proposed back in 2024 that you started
[17:01] in 2023. And then same thing for Eden. We're due for another utility rate
[17:06] study. And we're going to be basically doing the same thing again on the Eden
[17:10] side. And we'll have to keep in mind that utility funds are kept completely
[17:15] separate from the operations and both of those departments or functions are doing
[17:21] capital projects. We currently have the cowwood water plant assessment underway
[17:26] right now and that is just an expensive document telling you everything that's
[17:30] wrong with it. Then it's still on us to do all those capital repairs. And then
[17:34] as for the Eden one, uh I think it was only last meeting or so the town of Deep
[17:38] Wall provided us notice that their capital upgrade is still planned. It
[17:42] didn't happen in 2025. It's going to happen in 2026. You're going to get the
[17:45] capital bill in 2026. So just be aware that um odds are both sides of the
[17:52] utilities will be going up. Um when it comes to your capital fund balance
[17:56] sheet, we do hold 2 million in reserve. So that's um a great sign that you guys
[18:03] have been able to save very well. Um then it's just the bank wrecks and those
[18:08] kind of items that I have no comment on. So thanks for letting me just kind of
[18:12] run through your year-end financials right now. And like I said, we're going
[18:15] to be talking about a lot of those items more as we move forward into budgetary
[18:19] deliberations. So I think you're ready to call for the
[18:23] vote if there's no questions. >> No questions for Jordan.
[18:28] All those cars
[18:41] item 7.1 communications move by Jeff seconded by Ron that
[18:47] communications item be received as presented MRN
[18:54] aggregate mining and transportation fees 2020 2026
[18:58] letter to municipalities 2026 property assessment levy long-term and continue
[19:05] care association with Manitoba membership request
[19:09] and RCMP marriage report and prime stats uh I do want to highlight the first item
[19:16] that MNR aggregate mining and transportation fees we introduced that
[19:20] bylaw last meeting that we'll be giving third reading to that we need that and
[19:26] those upgraded numbers to then charge for aggregate permits and fees. Um so
[19:32] I'm glad that the province was able to get this done in time so we could have
[19:35] the updated numbers cuz currently you're using 2023 numbers and as you're aware
[19:39] um a lot of fees and charges are always going up yearbyear. So this at least
[19:43] brings us back into line and par with all the other municipalities. The
[19:47] assessment levy is something you kind of have no control over. I researched it
[19:51] doesn't look like you guys are currently members of the long-term and continuing
[19:55] care association of Manitoba. So, I just sent it to communication, but should you
[20:00] ever choose, we can always be a member of them as well. They're seeking
[20:04] membership. And just in quick review of the RCMP report, I didn't really see
[20:08] anything within it to really bring to council's attention at this time, but as
[20:12] the staff sergeant has indicated, he's always willing to come and meet with you
[20:16] guys. So whenever you want him to appear as a reception delegation, you guys can
[20:20] just give me a heads up. Even when I send out the package on Friday, the week
[20:23] before, if you're saying, you know, I want to I want to show up. I'm sure if
[20:27] he's available, he will most certainly come. Is there anything you guys need me
[20:32] to follow up on communication items or is it ready to just be accepted as
[20:35] presented? >> I wanted to ask a quick
[20:39] » I wanted to ask a quick question about municipal assessment. Yeah. The levy.
[20:43] » So does the school division have to pay that kind of a levy as well to the
[20:47] provincial government? >> Oh, I have no idea. I don't think so.
[20:52] » I didn't bother putting the uh school division levies into your package cuz we
[20:57] don't have to and it just gets people worked up. But despite what our premier
[21:02] is doing and the extra funds that he's publicly allocated to school divisions
[21:07] and the increase in the HTAC, I'm seeing double digit increases in total funds
[21:14] collected from your school division. >> So, um, which is always hard on a
[21:20] municipality, right? Because people don't look at their tax bill as a
[21:24] municipal and education, even though they're clearly separated, they only
[21:27] care about that bottom line. And right now, yeah, at least Beautiful Plains is
[21:32] over 10%. So it just keep that in mind, right? For
[21:38] every thousand, that's another $100 in education levy that's collected. And a
[21:43] lot of people pay a lot more than $1,000 in education levies. So the pressure is
[21:48] always put onto the municipality because we're the ones who have to collect the
[21:51] funds for them on their behalf. So, I can't answer whether or not they
[21:57] pay an assessment levy, but I think we only do.
[22:02] » Can I ask a question about the uh membership in the long-term care? Do
[22:08] they request from us? I don't recall in my time on council
[22:15] ever being asked to be a member of that association. Oh,
[22:19] » okay. >> I thought last year they did it.
[22:22] » I just received their request. I look and see if you guys ever paid money to
[22:25] them before. There was no money paid to them.
[22:27] » Yeah. >> So then I just put it as communication
[22:30] because um I don't really have any precedents to go off of. But if you guys
[22:35] wish, we could most certainly become a member.
[22:38] » Just like know what the costs were and
[22:44] » maybe it's nothing but a second. I'll tell you in a minute. It's in our agenda
[22:49] there too. >> Yeah. Reading it right now.
[22:55] Uh we would be
[22:59] building a culture of care across Manitoba based on your residents.
[23:04] Those are care and housing providers. >> Would it be community partners and yes
[23:09] municipalities? >> Yeah, it would be $1,250 a year to be a
[23:13] member right there. Okay. >> Thanks.
[23:16] » Good to know. [clears throat]
[23:19] Anyway, moved by by Jeff and seconded by Ron resolve that communications items be
[23:25] received as presented. All those in favor
[23:46] » with those bylaws you can you can just read the therefore be it resolved. You
[23:51] can read the whereases if you wish. It's your choice.
[23:57] Moved by Jeff, seconded by B by Dave. Therefore, we resolve the bylaw
[24:03] number two- 2024 be amended to conform to the board order 20 26-26.
[24:14] And further be resolved that bylaw number 2-2024
[24:20] be given the third and final reading as amended.
[24:26] Third readings are reported votes. Uh is there any questions about this Kellwood
[24:30] LUD water rate bylaw? Um later on in the agenda, you'll see we received our
[24:37] public utilities board approval. This is something I mentioned to you guys a
[24:40] couple months ago about this bylaw that didn't appear and I was going to keep it
[24:44] on the agenda every month until we received the public public utilities
[24:48] board order. We received it. Um you'll have a resolution later accepting it and
[24:53] this by bylaw was amended and drafted in uh by your consultants way to go
[25:01] consulting you hired to do the utility rate study. There are some things in
[25:04] there that will require more action and more work, but um I think it is ready
[25:10] for adoption.
[25:14] And you're also not really out of the woodworks yet either. Even with this um
[25:18] because if you run another deficit, you're going to have to make an interimm
[25:21] appeal to the public utilities board for a rate writer
[25:25] because like I said, the Kellwood utility has money, but after this water
[25:29] plant assessment, you're going to find that you're probably going to need more
[25:32] money and that's either either acquired through rate writers, which are
[25:36] individual lines on all the water bills every quarter, or you just do a boring
[25:40] bylaw that's only levied against the users of that system.
[25:46] So, is the pilot ready for recorded vote?
[25:50] Everybody all those
[25:54] four
[26:00] against seeing none.
[26:07] Thank you.
[26:10] What are we doing with the recorder part? This a number or
[26:14] » you can just you can put all >> all
[26:17] » I'll type out each name individually in the minutes.
[26:30] two bylaw 2- C 2026 third reading moved by Errol Martin and seconded by Ron Rove
[26:40] that the council of the RM give third and final reading by law number 2-2026
[26:48] be the RM's aggregate hauling bylaw and repeal bylaw 2-203
[26:57] » okay so this bylaw is ready for third reading this is what I just mentioned
[27:00] through the communication item, we've been given new rates that we get to
[27:03] charge per cubic ton and per cubic meter. Uh the rates are obviously from
[27:08] March to November and then January, February, December is a different rate
[27:11] which is much less. Um and then we also changed our permit fee within it. Um as
[27:18] directed by you guys, we're able to move it up from I think $50, which will now
[27:23] be $200. So, uh, I think this aligns with everyone else. All the other
[27:28] municipalities that do these bylaws always wait for that government notice
[27:33] about the maximum we can charges and follow suit. So, this will upgrade your
[27:37] 2023 rates to now be aligned with the 2026 rates. Is there any questions about
[27:42] your aggregate hauling bones? >> Those less never changed a whole lot
[27:47] though
[27:50] changed. No, like I know you said we were using 23
[27:54] » 23 numbers. Yeah, but chang >> uh I would need to open up my
[28:00] » doesn't matter. >> February package to see what the old
[28:03] numbers were. >> Six and three before it was
[28:06] » maybe change a few. >> Yeah, it would be [clears throat]
[28:12] » it's a few cents. That's for sure. But it adds up too, right?
[28:14] » It adds up though. Yeah. >> Even though we're dealing with basically
[28:17] 6 cents a ton. >> Correct. That's a lot of times that do
[28:21] get hauled across your guys' roads. >> Oh, yeah.
[28:25] » Yeah. It used to be that winter came things quiet down
[28:34] » like it's just trucks. Great.
[28:38] » Is there any other question before calling for the record vote?
[28:42] » Call for the vote. All those four.
[28:48] Nice guys.
[29:04] Oh yeah.
[29:16] » [clears throat] >> Agenda item number nine, committee
[29:21] reports. Moved by Ernie and seconded by Dave. Be resolved that the minutes of
[29:25] the committee reports be received [clears throat] as presented.
[29:29] Beautiful Twins County Court building committee 2025 year end.
[29:36] Near Mountain Watershed District October 22nd site [snorts]
[29:42] LDB of Kelwin minutes March 3rd 2026 Subdivision Trail Association minutes on
[29:49] February the 2nd 2026 March 7th 2026 and the annual general
[29:56] meeting and Westlake Employment Skills and Services Century Incorporated
[30:01] minutes February 18th 2026
[30:06] Okay, I would like to first thank you guys as I've been asking for more of
[30:09] your committee meeting minutes that you attend to start coming through council.
[30:14] Um, starting with beautiful Plains Cord County Courthouse Building Committee.
[30:19] Um, on the attachment I kind of want to just kind of highlight the last page,
[30:24] page 404. Um if you look at their budget every
[30:28] year as a controlled entity, the RM assumes one-third responsibility of it
[30:35] and historically dating back to well at least 2023 that we received the budget
[30:41] on this page for they're intentionally running deficits every year. This year
[30:46] they're budgeting for $57,240 in revenue but are projecting 65,715
[30:53] expenses. Um, obviously as a CEO, I never want to
[30:58] see a controlled entity intentionally run deficits because there's only two
[31:03] sources of funds. They either drain their internal reserves or they have to
[31:06] come to the partners for more funds. Um, and then the other thing I want to
[31:11] highlight is in review, the arm of Rosedale isn't paying any rent
[31:19] to this group. We call it office rent, a check that just went through, but it's
[31:24] not office rent. It's a one-/3 contribution, the same as North Cypress
[31:28] Langford and NEO pay. So, I just don't believe it is necessarily
[31:36] the fairest that we actually are in this office but are paying no
[31:42] rent. But with that said, if you total up the amount of monthly rent collected
[31:48] from the chamber, the archives, the taxi cab, and the quilters is less than what
[31:55] they pay their secretary treasurer every month. [clears throat]
[31:59] So, I just wanted to make you guys aware that and
[32:05] really highlight the financials that um aside from draining their cash reserves
[32:11] and then we just consolidate their financials into our um audits, we don't
[32:16] really talk about this very much, but um now that we have their year end numbers,
[32:22] I just wanted to point that out that we actually don't pay any rent here. So
[32:27] keep that in mind moving forward. >> Well, they're the other two contributors
[32:33] are more than welcome to put their offices in here for free.
[32:37] » I mean, they're more than welcome to. >> Exactly.
[32:40] » We just simply are maximizing our >> That's how the come.
[32:47] » So, what's happened with that big meeting that occurred over a year ago
[32:50] now? I think >> it just seemed like it died. Yeah. So,
[32:56] is there another meeting was scheduled or
[32:58] » No, the province said that the partners were stuck together and together we're
[33:03] partners. >> That's it. Okay. Okay.
[33:05] » Whether like it or not, >> I kind of like it working [laughter] for
[33:09] me. It's a great deal. Sorry. >> No, no, I just appreciate being able to
[33:13] just highlight these kind of things to you guys because as I'm new and learning
[33:17] these things as these information come forward. Um, sliding over to the LUD
[33:22] regular. >> I got it. Sure. If the RM decided to
[33:25] make their own municipal building in Eden right beside the shop, we would
[33:30] still be contributing to this building. >> Yeah,
[33:33] » with that check we just cut that we call off this ramp, but it's actually just a
[33:36] one-/3 annual contribution. >> That's the lady at the meeting that they
[33:41] asked her if this building burns down and we still have to pay the
[33:44] contribution. She wasn't sure. >> Dolores Matsmanship.
[33:46] » I'm not sure name, but she wasn't sure if we signed to pay or not. So, we're
[33:50] stuck here for the eternity of Roseale paying.
[33:53] » That's right. It's a good building. It's worth saving.
[33:56] » I like cheaper than having another office up
[34:00] there paying how many thousands of dollars for it.
[34:05] » Um, rolling over to the Are you You have any more?
[34:08] » I'm officially done. >> Okay. Um, rolling on to the Lud K1
[34:12] minutes on March 3rd. Um, how do you guys do your budget? Are you planning on
[34:17] having another meeting? Because FIU only meet once every 3 months. So then 3
[34:20] months isn't going to be enough time for me to receive your guys' budget.
[34:23] » We'll do it like a special meeting sort of thing.
[34:26] » Okay. >> Yeah. And um noted in the minutes it
[34:29] says there was discussion on Rosedale owned lots. A number of these lots have
[34:33] grass cutting expenses over several years with no end in sight. The
[34:36] committee uh thinks that these lots should be offered for auction for sale
[34:40] to interested parties starting at assessment value without restrictions.
[34:43] Um, are they aware that the RM has a land sale policy?
[34:48] I have provided it to their secretary treasur after reading this, but
[34:52] » Calwood would have to follow the same land sale policy as any other
[34:56] » goes through here anyway. Yes, I would think they understand that. Just I think
[35:00] this is more of a mental note. >> Oh, okay.
[35:02] » I think that's more of a >> um
[35:05] » for us to be aware they'd like to do something about that.
[35:08] » I didn't note really anything in the Ros subdivision trail association minutes.
[35:13] Uh, it looks like Jeff your pointy. There's nothing to really highlight out
[35:17] of the AGM head out of the AGM. >> Pretty straightforward.
[35:20] » Pretty straightforward. So you were one thing I noticing there about the tree
[35:24] planting. So you're taking that under your wings.
[35:27] » Yes.
[35:30] » I just seen that one point in time, not trying to be negative toward this brush
[35:35] in one area and then want flat trees in another.
[35:37] » It's kind of an ironic situation, you [laughter] know. Yeah, I'll leave it at
[35:42] that.
[35:45] » Oops. >> So, hopefully you plant the trees and
[35:47] it'll break down. >> Well, that's always a risk.
[35:52] [clears throat] >> There's technically enough room to have
[35:57] a buffer on either side, but whether that translates
[36:00] » Yeah, >> I like the ignition, but see the others
[36:04] lying at the other end of the cloud. >> Yeah.
[36:09] Uh, seeing no other comments, I think you're ready to hear that.
[36:13] » Any questions? >> All those in favor?
[36:18] Thank you.
[36:30] » And I apologize, but I just wanted to point out on that the extreme weather or
[36:34] cold weather. Did you guys notice that uh under extreme rule the temperature
[36:38] and windshill reach minus 46 degrees uh then the employee is not required to
[36:44] report - 46 is a pretty steep uh bar >> like I don't know where the bus uh the
[36:51] bus is 40 >> 41 or 42 I think
[36:57] » everybody has different policies that there's been this last year I know all
[37:02] school the dayare centers undergone some scrutiny about that as
[37:07] well. >> Oh yeah. Yes. So I don't remember what
[37:09] they did [cough] [clears throat] to they keep on working
[37:12] on different angles because some people need to work and they need the centers
[37:17] to be open for the children. So yeah, I think we kind of got it better again
[37:22] hopefully. But it's an ongoing issue every year with different organizations
[37:27] put that. [clears throat] Carrying on, excuse me,
[37:32] agenda item 10.1, social media policy moved by Jeff, seconded by Earl. be
[37:39] resolved that the council of the RM rose adapt to communications and social media
[37:44] policy as N003. >> Okay. So, this came from council's
[37:52] direction that you guys were interested in having a communication policy that
[37:57] came out of a reception delegation. Um, so the real highlight of it is you guys
[38:02] are requesting that we get off Facebook and really push everyone to our website.
[38:09] In short, it's a lengthy policy, but that's the
[38:14] key note of it all. I think it makes sense to get off the
[38:19] Facebook thing. >> Get off.
[38:21] » We don't need to get on Facebook. We just go to the website. You'll see
[38:25] everything on the website. If you can find it on Facebook, you can
[38:29] find it on the website. >> And it just makes us so that we have to
[38:32] maintain our website. It has to be good. >> Exactly.
[38:38] [snorts] >> And I'll say again, the mass
[38:40] notification uh thing that's out here on item end like I find it incredibly
[38:45] useful because I'm happy to be signed on because of Clip Club. I find it to be
[38:49] very, very good. Like, and I'm hoping that there'll be some update for that
[38:52] one.
[38:57] All those in favor?
[39:06] Uh, under unfinished business, I have no updates regarding the Talage or the
[39:11] regional community flex request this month. [clears throat]
[39:21] This is 12.
[39:27] » Is this a Oh, that's a
[39:32] lot.
[39:37] [clears throat] >> And then item 12.1
[39:39] AMM 2026 spring redemption trade show moved by Ernie, seconded by Rod. Whereas
[39:47] the AMM 2026 intervention in Brandon, Manitoba allows for trade show only
[39:54] attendee passes. Therefore, be it resolved that the council of the Arma
[39:59] Rose will approve the registration for trade show only attendee passes on the
[40:04] day of April 22nd for the following former Mike Lever, operator Mike Smith
[40:11] and operator Jeff. Um, so you guys also mentioned that some
[40:16] of you might have potential interests in attending the Brandon just the trade
[40:21] show but not the actual convention because we passed a resolution of
[40:24] sending me at the Reeve to the 3-day convention. But so I wrote the
[40:28] resolution up to include our public works guys, but also there are there is
[40:33] room if there are members of council who just want to go to Brandon for just one
[40:37] day to go. This was what used to be called the municipal official seminar.
[40:41] This is where they build the Keystone Center up with all the distributors.
[40:46] There's more obviously at the Brandon one than the Winnipeg one cuz it is
[40:50] pretty difficult to get a greater into the convention center located in
[40:53] downtown Winnipeg. Whereas usually the Brandon convention, they have uh larger
[40:58] turnouts. So if you guys want to go around the table, if anyone's
[41:02] interested, just let councelor Scott know and he can write your name on the
[41:06] resolution. >> I'd like to change you. I'd like to put
[41:09] the train.
[41:18] You might
[41:25] » not.
[41:34] » Can we pay the day we go? >> Uh does require advanced registration.
[41:39] So >> this is
[41:42] » I could try to sneak you in last minute if it gets to that point too.
[41:45] » We'll see what happens here. Closer to the date.
[41:49] » I'd actually like my my wife's birthday.
[41:58] » There you go. I like the way you think.
[42:04] » Yeah.
[42:08] There we go.
[42:12] [clears throat]
[42:17] Agenda item 12.2.1 2.1 2026 fever removal program moved by Dave
[42:25] seconded by her out resolve that the council of the RO instructor CIO to
[42:30] place a notice and an advertisement advising that RM will obtain the kill
[42:36] permit and compensate the approved harvesting of problem animals at the
[42:41] rate of 75 uh dollars per animal.
[42:46] Okay, question. So, I drafted that resolution based on the information that
[42:50] was provided. You'll notice this meeting's a little different now where I
[42:53] put council requests and just laid them out as eight different items. So, uh,
[42:58] councelor Todd provided the information in advance. You guys really do have two
[43:02] options. One option is the resolution we read or your other option is nothing.
[43:08] So, um, being proactive, I thought you'd
[43:13] want one with action, but I can turn the floor over to anyone who has any
[43:18] comments, concerns. I presume you all read the notes provided by council to
[43:21] rock. Um, feel free to talk. Anybody, anybody got
[43:26] any questions? Uh, the reason why I declined from do ankle board because it
[43:30] is expensive for me to do it. has done a three for 3 years and it's probably you
[43:34] racked up at least 2,000 bucks worth of fuel and materials over 3 years. So I
[43:40] don't mind helping out but I got to the point
[43:46] » you really did
[43:49] » no because it was put discussion was had that if we start doing that for me it
[43:54] has to be the same for everybody everybody and I agreed to that.
[43:56] » Yeah. So, I just took it upon myself to do what I did and I I'm okay with that.
[44:01] But I think going forward uh I
[44:06] » there's going to be compensation at some point in time.
[44:07] » Well, definitely. But I know we I'm sure we compensated you.
[44:10] » No. >> Yes.
[44:11] » I can confirm in 2025 we never paid 243. No, nothing. No, I trust me guys.
[44:20] » Not on
[44:23] loans there. that was uh um that was only dug out. There was there was no
[44:29] compensation for any animals taken. I know
[44:33] it was a 2023 was a banner harve
[44:41] 2024 there was I think it took eight out of the areas. Last year was a bumper
[44:46] crop again and that was in war five decided pretty well.
[44:50] » There was a big problem there. I think there was 15 last year in total, but say
[44:55] what's done is done. I'm okay with that. If um going forward, and I hesitate
[45:01] saying this, if it gets to a point where we don't have we do have infrastructure
[45:06] that's uh potentially being damaged, I do have the traffic per so but then I
[45:13] guess that's my own expense and I hesitate on that big time. It's probably
[45:17] no should be known. >> I know in the past
[45:20] » Yeah.
[45:27] There's >> North Cypress have something. I don't
[45:31] know who it is, but I did. >> And that lady in Brady Mountain,
[45:35] » what's his name there? He's
[45:39] got a license, but he didn't mind going to do it if we needed somebody to
[45:49] [clears throat] be compensated no matter what.
[45:54] Ryan used to bring me the actual beaver like
[45:58] to me and I take take a picture of it and everything.
[46:01] » I make public works not the tail. >> Yeah. because otherwise it could
[46:04] [clears throat] end up somewhere and then it comes back to you.
[46:07] [laughter]
[46:13] » Any other questions? >> All those in favor
[46:32] 12.2 2.2 DFA sites 10 and 20 update moved by Jeff seconded by Ernie be
[46:40] resolved that the council of the Roseville receive council update on DFA
[46:45] sites 10 and 20 is presented.
[46:52] Um, there was a question about whether or not we should push for an additional
[46:56] contingency or anything at this time, but I don't think we should until we get
[47:01] the recommendation actually from the engineering firm who will tender out the
[47:05] jobs and everything first >> and awarding the tenders too. Maybe
[47:08] afterwarding the tenders or what do you think?
[47:10] » Yeah, it would be once they actually know the numbers because we're in a
[47:13] crazy time right now, right? Like gas is now $151 in rent. So, it's like um
[47:19] contractors are always going to ensure and hedge their. So, that also needs to
[47:24] be debated. One thing I do want to highlight is next Thursday morning is
[47:29] the best time we could line everyone up. So, we're going to bring in the property
[47:34] owners of site 10 for an hour. We're going to bring in the property owners of
[47:37] site 20 for an hour. Um they're going to meet with Burns Mandel and um I
[47:43] encourage the counselors of the ward to be there. Um,
[47:48] we only just lined up the time this morning, so the councils of the boards
[47:51] aren't really aware of this yet, but the expectation is for them to be there, but
[47:54] you guys are all welcome to be there as well. So, when I send out the emails to
[47:59] the counselors notifying them their times of their meetings, you guys are
[48:03] encouraged to be you're welcome to come as well. Um, I'm going to extend the
[48:07] invite as well out to our dual water resource officers because they're the
[48:13] ones who are going to sign off on the job. So, I might as well educate them.
[48:16] And I likely will advise Mike if he's available for to be present as well. Is
[48:23] there any questions about where we're kind of at with this? Um,
[48:29] » you're meeting here or >> Yeah. No, we're going to meet in the arm
[48:32] office. >> Where's site 10?
[48:35] » Site 10 to 20.
[48:39] » 20 is Rosite. >> This site 10 different buildings.
[48:44] » No, if you look, one will be site 10, one will be site 20.
[48:48] » No, two or 10. >> Oh, well yeah, cuz those are different
[48:52] months. >> Yeah.
[48:53] » So they they charged out 51% of the project cost. Then they did more work,
[48:57] so they charged 58% of the total tender cost. And they keep doing that as they
[49:02] So next month you're going to see at least one if not two that'll create that
[49:05] 58 up to 60 up to 65 or whatever. Um that's how kind of go so until they
[49:12] hit out the maximum billing amount.
[49:18] » Cat, do you have anything else to >> I think you covered it quite well. Thank
[49:24] you. Okay. Uh, I think we're ready to cover.
[49:27] » All All in favor >> of receiving the letter of the
[49:32] » Yeah. of the information we're up to with site 10 and 20.
[49:40] » I can't take a break around here.
[49:45] Agenda item 12.2.3 2026 capital project budget request.
[49:51] Moved by Jeff, seconded by Earl. It is resolved that the council of the armor
[49:56] of Roseville approve councelor Henderson's request for 2026 capital
[50:02] item of road 95 west rehab with an estimated total cost of zero.
[50:10] » That's perfect. Zero was a great number. >> I uh I didn't know what number to put in
[50:16] and it kind of sounded like the form was kind of asked today but it was too big
[50:21] of a kind of request. So, and my and my thinking was that it
[50:27] should be put under like I I keep calling it a gas tax fund because we
[50:30] still have although we owe 600,000 to the reserve, we still have approximately
[50:34] 600,000 in in the reserve and I would like to allocate some of that money to
[50:41] this because to me it's not maintenance, it's a rehabilitation project and if
[50:47] that's why it was a legitimate question for the foreman like what's how big of a
[50:52] project is it in terms of fixing that because I don't have any frame of
[50:55] reference. So, I wasn't sure what it was going to cost to actually fix because I
[50:59] can do the math. I mean, we're putting on uh if we do the uh 200 yards on 200
[51:05] yards per mile on a 30 foot wide road, that gets us less ballast than if we put
[51:11] 100 yards on a 12t road mathematically. So, every year we underravel,
[51:15] underbalance that road. Now, it's starting the bill is coming due. Um, and
[51:20] if we do it again this year, it's just going to get worse because that
[51:22] aggregate is becoming more and more valuable. Once you guys start like
[51:26] you're talking about from Eddie Stone over to wherever like it's insane what
[51:31] people have to do now for aggregate. [clears throat] So our roads are bearing
[51:35] the brunt of that one. And so to me that's why it should come out of that
[51:38] gas tax fund because that's not maintenance, that's rehabilitation.
[51:43] » That's a very high high road. And it's going to get I think if [clears throat]
[51:48] we get a good rain this year and guys won't stop because they have deadlines,
[51:53] it's going to get just in time for guys to start trying to farm, right? Like I
[51:57] think it's going to be horrible and I don't know how to prevent it and that's
[52:01] why this is who knows what is. Well, so do we. We kind of briefly discussed we
[52:07] just do a onem section is try plan A, you know, bringing the digging the snow,
[52:14] bringing material up and grabbing it or what's the game plan, I guess, how do we
[52:19] put a number two in and what kind of game plan do we do?
[52:22] » And in my mind, it's one mile like I understand trying to do an experiment,
[52:28] but in my mind, there's three miles for sure that have to get done for sure. And
[52:32] there's six miles in total that are at risk. But the the one mile on the flats
[52:36] by the rails, [clears throat] it's just soft and soupy all the time. So it needs
[52:40] one management plan. And then there's the cobblestone sections of 2 miles that
[52:45] need a different management plan. And then there's the shoulders which is
[52:48] ongoing issue. So that's why I'm thinking like it's it's not small and I
[52:53] don't know what number to put in there, but [clears throat]
[52:56] like a plan has to be developed. It's going to be 250,000
[53:01] » based on costs, right?
[53:05] » See, this is I'm willing to defer to experience
[53:10] of rock and more aggregate.
[53:14] » I think we have to have a a pretty decent plan, I guess, to perhaps you
[53:19] throw a decent number at it. >> Yeah.
[53:21] » I I personally I don't like a blank check. I'm not that is a blank check.
[53:26] is but I can't see it being >> unless we've capp it at a certain amount
[53:30] of once you start a project how do you cap it right well can't
[53:34] » look at your rows what you've done you've done one and 10 there one nine
[53:38] what were they [clears throat] one was 70
[53:42] and 60 I think 70,000 they think was $40
[53:50] » running foot $40 per foot what was done on those chairs the figure that we come
[53:55] up Yeah, but that's a road is wider. So,
[53:58] you're going to add to it again. I know it's on a 22t wide rope.
[54:02] » Yeah, but then we put 18 in up top. This number on top, but
[54:07] » or you need Well, the way uh Mike's go uh we need 18 in.
[54:13] » That's a clay cap, >> which I mean, but is some of that dirt
[54:16] there?
[54:19] » I think the road is good. Just the rocks are
[54:23] » It's a good base. Okay. Clay Road. I think Play Road was built not in the
[54:29] 40s. Everything was built later. I think it's big. Other than that last mile,
[54:37] » that spot. >> Yeah.
[54:38] » So, so is it fair to say that pass a motion authorizing the foreman to spend
[54:42] some time doing a real plan and then cost it out through the CEO to include
[54:47] in the budget rather than But if nobody wants to support the idea, like not
[54:52] waste staff time on it. Well, I I think we need I mean it's one more road
[54:55] project. We do a few in each ward. I mean this is maybe our project of the
[54:58] year. >> Actually I should have put a request in
[55:02] too. >> Well, me too, but I just but I didn't
[55:05] put it in. I do apologize. So if I don't put it in next year,
[55:09] » that's like myself in 95. It was wanting to do it last year, two years ago
[55:14] » and they said put it over for this year. So I'm hoping it gets done this year.
[55:18] Yeah, >> but I know for I've did a cost estimate
[55:21] on the section I wanted done which is about 1,700 ft 70 grand and that's based
[55:27] on 15 in of material and about 3 in of based on
[55:35] » Okay, [clears throat] so I've amended the resolution. So Jeff, you have to
[55:38] approve the amendment where we're just going to accept it for the time being as
[55:43] a capital request and [clears throat] then work with basically Mike to try to
[55:49] come up with some numbers for our 2026 budgetary capital plans cuz it's kind of
[55:55] how I'm reading the room right now is we'll just accept it as information
[55:58] right now and but you move the resolution. As long as you're okay,
[56:04] » as long as Mike has time to come and work with this to make a plan and a cost
[56:08] plan.
[56:12] » Oh yeah. No idea council
[56:17] Rosedale accept council request [clears throat] for 2026 capital item of
[56:23] road 95 quest as received. All those in favor,
[56:30] » are you going to vote for Jeff? >> Yeah, [laughter]
[56:32] » he's against it. >> I noticed that.
[56:35] » I know you want
[56:39] » Harry. [clears throat]
[56:48] Agenda item 12.3.4 Franklin Hall APM. moved by Jeff by Ron
[56:57] the council and the arbor received council notice of the Franklin Memorial
[57:04] Hall's annual general meeting. >> I think it's very straightforward as an
[57:10] attachment. Jeeoff, do you have anything to speak on it?
[57:12] » Nope. Just anybody that wants to come, you're invited.
[57:16] » Hearing none, I'll ask the question. All those in
[57:21] favor? Thank you, Jerry.
[57:32] Agenda item 12.2.5 2.5 Delwood skating strategy
[57:38] moved by Jeff seconded by Dave being resolved at the council of the aredale
[57:43] receipt councelw
[57:47] arena strategy document and it will take and will it take to
[57:56] » and we'll take it to 2026 budgetary deliberation
[57:59] » okay >> um I also included in there the
[58:03] engineering ing service agreement you guys signed last meeting with Birdsman
[58:06] Dell and the current as of status of it. [clears throat] Um Jeff, do you want to
[58:14] talk about the Kwood Arena strategy document or I I do if you don't mind.
[58:20] » Yes. I I I believe that I'm not mistaken that the CCPF or the gas tax fund allows
[58:26] for projects like this. And I think that with Nepua trying to rebuild their
[58:32] yellow head and Nepoa trying to do a new arena uh and changing demographics etc
[58:39] that someone needs to sit down and do a really comprehensive
[58:45] project plan strategy document for the California just because there's so much
[58:49] more money to be spent and how to spend it
[58:51] » and I just think that the staff in the current office don't have the time to
[58:55] allocate to it and that's why I think that it should be someone else that gets
[58:58] hired on a term basis, not a consultant, but an actual employee and on a term
[59:03] position and they answer to the CEO and they do all of this work and do it on
[59:10] behalf of the LUD of Kelvin, do it on behalf of the town of Kelvin under the
[59:15] guidance of the CEO and then report back to council and then we choose the path
[59:20] that's presented. And I just think that that's the only way that it's going to
[59:26] uh get consensus in the community and also get some cost certainty for the RM
[59:33] because I don't the LUD doesn't have the capacity to finance it. It's going to
[59:37] have to be the RM and right now I just don't feel like there's enough of a
[59:42] plan. So I really want this. >> One thing I can highlight is the
[59:46] province has the municipal service delivery improvement program. Um, I
[59:51] don't think the RM has utilized it, but I think some of your subgroups have
[59:55] where I I know for sure I did it with their recreation study. Um, but that
[1:00:00] works against what you're saying because it is all consultant.
[1:00:04] It's your $100,000 report. >> Mhm.
[1:00:07] » Made by a consultant. >> And my only I have a bit of a a problem
[1:00:11] with consultants report because what I find I think anyway is that it's a lot
[1:00:15] of We did this one 3 years ago for these guys. find and replace the Niant project
[1:00:19] and replace it with this new one. Here you go and it becomes a money-making
[1:00:23] mill. I have serious concerns with consultants.
[1:00:27] Whereas a person that's working here that's from the community that keeps the
[1:00:31] money in the community and then knows people and can uh is then it's a one-off
[1:00:38] document, not a rubber stamped template from somebody else's project. That's my
[1:00:42] but that's a personal prejudice and I I don't it's not like I have proof that
[1:00:46] that's really helping someone's work but I think I'm confident saying it.
[1:00:50] » I I like the ideas Jeff here. Um my concern is should we be waiting for the
[1:00:55] engineering report to come back first before we put this into place second?
[1:01:00] Without the engineering report what are we really doing? And without that
[1:01:04] report, we have no idea what stage that building's at and
[1:01:09] » where we want to go with it after that. >> And I don't that's the only question I
[1:01:13] got. >> And the only reason I was suggesting
[1:01:15] doing this right away is because then part of this project cost can come out
[1:01:19] of that gas tax reserve fund instead of operating. That's the only reason we
[1:01:24] missed it. But no problems either way because it's a relatively small amount
[1:01:28] in the grand scheme of things. And we should be close to the engineers
[1:01:32] comments because I know it's been a month been a bit since they were there
[1:01:35] and I got in your CEO still hasn't enough meetings but I think I like it
[1:01:39] actually. [cough] I like the idea we don't have a plan. I never did that
[1:01:45] plan. >> No, it was never a firm plan and then we
[1:01:48] have to vote here's your three options and the fish are cutting this is and
[1:01:53] then charge forward and do it. But and I put in there like the research
[1:01:58] of RDI rural development institute down in Brandon like somebody there would be
[1:02:03] perfectly qualified to do it or somebody local like a semi-retired person or uh
[1:02:09] some a recent business admin graduate that's just eager to do something
[1:02:13] meaningful. They wouldn't just leave on something like this. Especially cuz like
[1:02:18] I I don't want to uh shin this guy up too much but he's got some experience
[1:02:23] but doesn't have time. so he could guide them so they not going madly off in all
[1:02:30] directions, but they're doing the Energizer Bunny work and he's just
[1:02:36] making sure that it's on this on the right path. Like I can see now where
[1:02:39] you're going off track. Here's how you should focus.
[1:02:43] And so that's how that's how I see it. That's all I have to see.
[1:02:47] » Are we going to do something that >> No, I agree that that
[1:02:51] » something's going to happen there because it's been way too long.
[1:02:55] It's either it's either we do something with it or we get ready.
[1:02:57] » Well, that's where I think you guys took the right step by getting an engineering
[1:03:01] service agreement approved last meeting despite don't have the deliverables yet
[1:03:07] as of March 3rd. But um like that's what you guys really need to
[1:03:13] have because that ceiling thing really exposed. It's like what are we doing R15
[1:03:20] to R50? like >> what do we actually need,
[1:03:24] » right? >> What's still outstanding?
[1:03:26] » We have to allow something like the occupancy permit
[1:03:30] » passed in the [cough and snorts] we can do this step which I mean it could
[1:03:33] happen like uh like a domino effect and everything to find someone say a month
[1:03:39] or even six weeks from now whatever that time frame is just hopefully we have a
[1:03:43] report. >> Well that's why when I drafted the
[1:03:45] resolution it's just to take it to the 2026 budgetary deliberations.
[1:03:50] Anybody got any more questions?
[1:03:57] » You okay to vote? >> Yes, sir.
[1:04:03] » Good job. [laughter] believe that it's
[1:04:08] something
[1:04:12] [laughter]
[1:04:15] important
[1:04:27] and I must ears are burning. >> Yeah. You're you're losing a generation
[1:04:30] of kids, right?
[1:04:36] » Item 12.2.6 Six letter is support for tree planting
[1:04:42] by Josh seconded by Ron. We resolve that the council of the RO approve a letter
[1:04:47] of support to be supplied to agroforestry and woodlaw extension
[1:04:52] society for tree planting on the RM sale section of the RSDA on land owned by the
[1:04:59] recreational trail holding group.
[1:05:05] » I have no comment resolution says at all.
[1:05:08] And just so you know, like it's uh the fellow that I contacted was at the
[1:05:14] provincial wershed district conference. Uh so it's the Alberta water Alberta
[1:05:18] woodlot extension, but they're part of that 2 billion tree program from the
[1:05:22] feds. So they're looking for projects and uh there's a fellow agricultural
[1:05:27] research station in Brandon that's going to come up and do the site survey. Uh
[1:05:30] and the minimum size project is 50,000 trees. uh and they'll do up to millions,
[1:05:36] but they but they don't want to go smaller than 50,000. They want to make
[1:05:39] it worthwhile. Uh and so I walked it with a fellow from uh from Edmonton and
[1:05:45] the fellow from Brandon, like we just couldn't get it done. They had funding
[1:05:48] and it was ready to go for the spring, but we just didn't have time to connect
[1:05:52] to get soil samples and 2 ft of snow, that sort of stuff. So, uh and they're
[1:05:59] willing to put in native species. They they'll only put in things they know
[1:06:02] that will live. Uh, and it's all part of like a shelter built in depth and it'll
[1:06:07] this spot gets this, this spot gets that, but there's no cost to the RM,
[1:06:11] there's no cost to the uh, Rosford subdivision trail association. It's
[1:06:15] funded and and they have the budget for it and they hire the tree planters. So,
[1:06:20] we just have to uh, all of the work is actually done. It's just a matter of
[1:06:24] getting a letter support so that they know there's no opposition to it.
[1:06:28] » Any more questions of Jeff? ask the question of all those in favor.
[1:06:44] Agenda item 127
[1:06:50] policy moved by Jeff signif
[1:06:57] [clears throat]
[1:06:59] policy 23/10 be modernized and amended as directed.
[1:07:04] for the next scheduled meeting with council.
[1:07:09] » You have anything to add to that? I
[1:07:13] think it's kind of unrealistic under the timelines, but it seems to be an ongoing
[1:07:17] concern, not just for one ward. It seems to be kind of a thing in multiple urban
[1:07:22] setups that um despite council's efforts back in 2010 or 2023 to get this
[1:07:31] 2010 or 20 23 probably 2023. No. Yeah, you revised the January 2023.
[1:07:38] Um the urbans still find quite a lot of issue with this as indicated both the
[1:07:44] LED meeting minutes and then councelor Henderson bringing it forth from the
[1:07:50] uh kind of community of Franklin. Um, it'd be nice to really get these groups
[1:07:59] together to make sure that what we have for a municipal land sale policy is
[1:08:04] really what these communities want to see happen cuz the worst thing you could
[1:08:09] do is sell a bunch of lots and then you don't see development on it. And that's
[1:08:12] always everyone's biggest problem is, oh well, it's too fast or it's this, that,
[1:08:16] the other. But in the same sense, um, something needs to be done. Obviously,
[1:08:21] you can't be holding all this land for a resale and not having any development on
[1:08:25] it, but I've seen it in multiple places where um delays. People will even buy
[1:08:31] lake lots and then they just find the gray area of agreements and they'll just
[1:08:35] put in a little garden shed. Well, your neighbors putting up a $600,000
[1:08:41] house and yet these people are allowed to get away with holding this land as
[1:08:44] speculators for garden sheds. So that's always the worst thing and what you
[1:08:48] never want to see happen which obviously why we would want to register a cadet on
[1:08:52] any land you sell that you have the ability to take it back if not agreed
[1:08:56] upon. Um then I kind of turned this over to Earl and Jeff cuz you guys hear it
[1:09:03] more than anyone [clears throat] else. >> Well yeah I mean we got to figure out a
[1:09:08] way to sell it but I was I don't know if it's overlapping but I was reading
[1:09:11] things that I request about no reserve. That spooks me because then people buy
[1:09:16] the land say 50 bucks and do nothing with it and get it back anyway. But I
[1:09:20] don't know, maybe the reserve would be lowered or you can negotiate a price
[1:09:22] like you were selling it as a used car so to speak versus having a set price.
[1:09:27] But I'm not sure about that. So, >> but it it'd be nice to make it more
[1:09:31] attractive to sell. >> And I think people find the 365 date is
[1:09:36] too short for them. A lot of people like 2 years
[1:09:39] » just for the timeline of construction delays and everything else. Um cuz you
[1:09:44] guys were kind of talking about Schulty mowers, but I checked in and if they
[1:09:48] don't have a Schulty mower on lot, if you were to try to buy it today, you
[1:09:50] won't get it delivered till November. So, the world of everything seems to be
[1:09:55] quite lengthy and deliverables if the products aren't sitting on lot.
[1:10:00] » Even a contractor, they talk about you're waiting a year for your house or
[1:10:03] your shady built. So, it's probably you're probably due more days. That
[1:10:07] gives them more time, less reason for excuse at the end of the [laughter] two
[1:10:10] full years. You're right. BLC ground being broke in two years. They're
[1:10:14] probably streaming you off. >> Yeah. I'm just kind of sliding back to
[1:10:18] last October, November when you guys did your um supplemental taxes. A lot of
[1:10:24] those supplementals that we added were because their garage, their barn took 2
[1:10:29] years to construct, >> but they would have broken ground in
[1:10:33] year one. But um cuz your rule is if construction has not commenced within
[1:10:38] 365 days of the offer. So, >> but when can you get it done by, right?
[1:10:45] Like, >> and what's wrong with the extension? I
[1:10:47] always find as long as maintaining the property after they own it, if the
[1:10:51] building doesn't happen for a couple of years after, there's no sweat because I
[1:10:54] think there's lots of value in maintaining lots.
[1:10:58] » I love when you just redid this policy. It was going to make it more attractive
[1:11:01] at that point in 2023, but apparently it hasn't.
[1:11:05] » No, that's right. It hasn't. Nobody's dumping it. We haven't sold the land all
[1:11:07] in Franklin or California. No, there was a big push in Franklin and that stalled.
[1:11:12] But it's just >> And why?
[1:11:17] » Exactly. >> Yeah. Why? Well,
[1:11:19] » you tell me why. >> The feedback in cowwood is why is the
[1:11:23] water water hookup cost if you're say had this if you own this lot and want to
[1:11:28] divide this lot to expand your your home base, whatever you want to call it. But
[1:11:32] if you're going to come into town brand new and then the water hookup cost
[1:11:36] $15,000, that's one of the wise in. And so the
[1:11:40] property could be 50 bucks, but then the water to get your house hooked up to the
[1:11:45] water is $15,000, which I mean I'm we're not debating that today that but that's
[1:11:49] one of the wise and >> but if you just rural land rural, if you
[1:11:54] went out in the country, bought a lot. >> Yeah.
[1:11:56] » What's it going to cost you for wire? >> Oh, no.
[1:11:59] Sir, you got to compare compare one to the other. But that's you ask for a Y
[1:12:04] and that's one of the W. I gladly pay for that and unlimited
[1:12:09] water. You have to pay for it. >> No. And it's guaranteed.
[1:12:12] » But the well out in the country is never guaranteed.
[1:12:14] » But that's one of the wuz wells and stuff.
[1:12:18] » I was thinking like, you know, a lot of guys in Cal would want to buy that lot
[1:12:22] of settlement because they want a bigger long or whatever. But if they set it up
[1:12:26] that you have to put a certain square footage of a shop or garage or
[1:12:31] something, >> buy that bot. You have to have something
[1:12:35] that this size of square footage >> fits on the lot that fits on the lot and
[1:12:39] going to go on the lot or we get it then.
[1:12:43] » Yeah. I don't know. And this way, you know, it's it's just revenue
[1:12:48] taxes wise. You know, if it's just a shop, say a 30 by 40 shop or twocar
[1:12:52] garage that's 30 by 26 or whatever, you know, you can't sell it to him because
[1:12:58] he just wants some home grass over there and park his boat on it
[1:13:03] » because he doesn't want to park. >> Yeah. I don't know because it's tough. I
[1:13:06] mean, you're I find the more rules you make, the tougher is to to sell that.
[1:13:10] We're talking about sell more rules. I'm not saying you're wrong. I'm just saying
[1:13:13] it's if you add more stipulation you add the tougher it is to sell. I mean where
[1:13:16] we live I mean in our little communities of G and the other small communities in
[1:13:20] Rosedale. I mean sometimes it's the expansion guy or person
[1:13:25] the main not having to maintain it as an army anymore is a win in a small way but
[1:13:30] that's say that's my personal opinion. Any more questions?
[1:13:37] All good questions. All those in favor.
[1:13:44] » So, I'll try my best to get it to you guys next meeting, but it is going to
[1:13:47] require some collaboration with both the LUD
[1:13:51] and other potential um people with interest and knowledge.
[1:14:13] Good to go. >> Agenda item 12 2.8
[1:14:19] by law moved by Jeff seconded by Arrow be resolved that the council of the RO
[1:14:25] request bylaw 6-209 be scheduled for the year review.
[1:14:32] So, that resolution, I'm definitely not committing to being able to have it
[1:14:35] cleaned up within the one-mon period, but um you'll see the one attachment
[1:14:41] called tile drainage. Um councelor Anderson, do you want to expand on
[1:14:46] repeat amendment? Yep. >> What you're thinking?
[1:14:49] » Yeah. So, uh there's been some ongoing phone calls with the proponents for that
[1:14:54] that one dish project just west of Franklin. And there the one uh issue
[1:14:59] that came up last week was the fact that uh there might be some unfair there was
[1:15:03] the perception or reality of some unfair treatment and voting and we allowed
[1:15:08] there was uh I can't remember the person's name but the trial project came
[1:15:12] up at the last council meeting and we voted uh in favor of that one and then
[1:15:18] passed it on to the next step even though the letters of support weren't in
[1:15:22] the file but in that particular case the person receiving the water downstream
[1:15:26] was played by wershed district and they had indicated they didn't have a problem
[1:15:30] and that the letter was forthcoming whereas [cough and clears throat]
[1:15:33] Franklin was not voted to go forward they because they didn't have the
[1:15:38] letters of uh support from the people down the street. So, the perception was
[1:15:43] that there's some uh what's your what's your policy? And our our bylaw um is
[1:15:50] says that we're supposed to have that and we're supposed to be people that are
[1:15:54] living downstream that might be affected downstream. Uh but the cumulative
[1:15:59] effects of tidal drainage going downstream gets you to the White River
[1:16:04] and then to Lake Manitoba. Uh it's just an interesting dynamic then because I
[1:16:09] know some people that I coincidentally came across that are downstream of some
[1:16:13] of our cattle drainage projects that would like to have a
[1:16:18] uh uh degradation that they're seeing in their river flats area uh and how the
[1:16:24] Whitewater district is now having to spend large amounts of money mitigating
[1:16:28] some of the damage that's been caused over the years. And they're saying that
[1:16:32] this will be a small but measurable amount of increasing the damage
[1:16:38] downstream. So they're saying so they want to have a voice in these as well.
[1:16:42] » So how far downstream do we need to go? >> That's the thing, isn't it?
[1:16:46] » Cuz right now we're saying they have a voice in our in our bylaw
[1:16:51] » and that water goes a long way. You can get ridiculous
[1:16:55] only like you can go to Churchill >> technically. Uh but where is the
[1:17:01] negative effect? Where does it end? And the person that is downstream of us with
[1:17:05] the flight approximately 30 km says, "I see and bear the brunt of the negative
[1:17:11] effects of the decisions that you make in Franklin and you need to stop."
[1:17:18] So her voice is valid and in our bylaw should be listened to. And then the
[1:17:25] other thing that Jordan pointed out was that we don't have any legal authority
[1:17:27] in the in the preamble of the bylaw, which is out of my realm of comfort, but
[1:17:34] uh apparent it seems like it's the only bylaw that doesn't refer to a municipal
[1:17:38] authority. So like should this be a policy as opposed
[1:17:46] to give it some authority? Because within the provincial government, I've
[1:17:50] also found like so you have the people that are are signing off the permit,
[1:17:53] they don't have a problem. Then I talked to the new person at Brandon again at
[1:17:56] the wershed conference who is in the watershed planning side, not the
[1:18:01] licensing side, who does have a problem with the town drainage.
[1:18:06] So you've got a lot of who's right, who's wrong. I don't know.
[1:18:11] Like so there's some real things like the
[1:18:15] proponent for this project saying why did you let that one go forward and not
[1:18:18] mine when we're both equally uh don't have our paperwork in place and then it
[1:18:24] gets into the things of because we get this incredibly good deal for
[1:18:27] professional services from the new area planning district
[1:18:31] because both of these projects have a variance that's required there has to be
[1:18:35] public hearing and everybody within 100 meters has to be notified and has to say
[1:18:40] so that's a sep separate area. And what I found interesting about that one was
[1:18:44] again on the project that's west of Franklin, that 100 meter buffer means
[1:18:49] essentially every residential lot owner in Franklin gets a notification to come
[1:18:52] to an agricultural title drainage thing. So it's kind of impacting on a town.
[1:18:59] It's a it's a fascinating that one particular project is fascinating and
[1:19:03] it's complicated and it's when you're owner of course you wanted to go ahead
[1:19:08] because you're looking at your land and only your land which I completely
[1:19:12] sympathize with but this one's going to get worse and this if we follow our
[1:19:17] bylaw it gets even more complicated because who's actually downstream where
[1:19:21] do we live at that downstream who gets to have a say
[1:19:26] » so that's all I have to say on that one sir
[1:19:28] » thank >> [laughter]
[1:19:32] » I'll [clears throat] ask the question. All those in favor.
[1:19:37] Thank you.
[1:19:48] Agenda item 12.3 development agreement moved by Arrow seconded by Dave B.
[1:19:55] result that council authorized a sighting of development with Jock Pierre
[1:20:01] and Simone Marine St. Pierre as per the conditions of
[1:20:07] of condition use 0001- 2026.
[1:20:13] » Your French is a lot better than the Reeves was last meeting.
[1:20:18] Did not say those French names at all. So, very well done.
[1:20:22] » [clears throat] >> um procedural. I have no comment on it.
[1:20:26] This is just how it goes through now. I just need the resolution approving the
[1:20:30] conditions of the development agreement. We again utilize the services of Nepo
[1:20:36] Planning District for assistance with our development agreements. So, thank
[1:20:39] you to them for providing the draft agreement. But I have no comment. I just
[1:20:44] present resolution for approval. >> No question. All those in favor?
[1:20:51] Thank you.
[1:20:58] So, this item has come to you guys multiple times over multiple years. So,
[1:21:03] I just told the right pair I'd prepare a resolution and put it forward to you
[1:21:06] guys to make a decision whether or not you approve it is your choice, but I
[1:21:10] kind of think it kind of goes into a gray area. So, I wrote the resolution in
[1:21:14] an area to clear up the gray before giving authorization.
[1:21:19] » I thought there was no work done there. He claims not.
[1:21:23] » No. >> Okay.
[1:21:25] » So, there was supposed to have been work done there for several years, but I
[1:21:29] don't think it's ever been attended. >> I So, does it need a drainage permit?
[1:21:35] Cuz I saw the resolutions written up to buy us time. But, um, cuz it sounds like
[1:21:39] it's beyond just routine maintenance. >> What what I would describe it as is the
[1:21:45] a fill that has washed into the drain and plugged it. Yeah.
[1:21:50] » So, it's a matter of removing the the the groundwater washed fill and removing
[1:21:56] it to restore the drain to what it was, >> what it was, how many years ago based on
[1:22:02] what flow are we going to remove too much and then wash out the next clover
[1:22:06] down the next. >> It's a ditch. So, this is our ditch.
[1:22:10] » Yeah. >> Yeah. And he's repaired his own uh
[1:22:13] approach >> to protect it because our our drainage
[1:22:17] ditch on the RM side doesn't work anymore. So he has concrete capped his
[1:22:22] approach to protect it from that and a lot of that is loose filled that got
[1:22:26] dumped in as an emergency fix and then was never come back to it. Uh
[1:22:31] » wasn't the right stop. >> Wasn't the right stop and it was
[1:22:33] emergency hurry hurry hurry and then it washed in there and it plugged it.
[1:22:36] » So then is the resolution prepared appropriate or are you guys
[1:22:41] » I'll read it. Agenda item 12.4 request moved by Jeff second by Rob.
[1:22:48] Excuse [clears throat] me. Be it resolved that the council of the AR road
[1:22:51] receive request for ditch maintenance on road 92 west and south of 88 north and
[1:22:59] request performed to consult the water resources officer. Great experience are
[1:23:04] required before beginning to do the project.
[1:23:08] » So should there be an amendment to that resolution?
[1:23:12] » Well, I I believe that I I don't know, but I believe that that's going to be a
[1:23:16] serious cost to make that rate, which is fine. It needs to be fixed. It's been a
[1:23:18] mess for a long time. And but there's some uh large rip rock wrap required
[1:23:24] upstream. If I'm thinking about the right hole in the road, there's a hole
[1:23:27] you can put this building in. It needs some rip wrap to slow the the the fines
[1:23:31] down before we clean it out or else you're just
[1:23:33] » I don't think that's >> No, I know. But to get maintenance like
[1:23:37] just digging that out of there is is fine,
[1:23:39] » but it's not going to fix the problem. It'll fix temporary fix, but it won't
[1:23:44] fix the problem because if that's the same that's on the north side of Bruce's
[1:23:47] driveway, >> the north.
[1:23:49] » Yeah, because it's it's a hole. >> Oh, it's terrible.
[1:23:52] » Cuz it washed during the flood as well. Like that was part of the flood wash and
[1:23:56] they took I think Bruce's driveway out actually that time. But then you put it
[1:23:59] back and then the Smith project you did an excellent job on that by the way.
[1:24:03] » Took half the road. >> No. Yeah. I mean quite a mess there.
[1:24:05] Brought the road. But I mean there's more than just maintenance.
[1:24:08] » We can do maintenance. Honestly, half is done, I guess, but it's not going to
[1:24:13] solve the problem >> because if you go just south of that
[1:24:15] approach that is filled in there, spills over the road. There's a couple it's the
[1:24:20] river is trying to find its natural course, which is over top of the road
[1:24:24] that got built. >> So, the river, if we just left it alone,
[1:24:28] it would tell you where to put that. But,
[1:24:32] » but you just for maintenance is to remove some of the material. Yes. Fine.
[1:24:35] Fires are going upstream. You want to call where that hole is.
[1:24:39] You put rip wrap in there, you're just going to hold it, keep it from the fines
[1:24:43] moving going forward. You're never going to cure the problem once you get a major
[1:24:46] flood. Water's going downhill. >> No, for sure it is. And that's what I
[1:24:49] mean. >> You got to limit the amount of fines
[1:24:51] maybe being transferred if you fill the hole in, but that never was washed at
[1:24:56] the bottom like that. Never just the material was that
[1:25:01] it's going to get back to sight. >> Yeah. Sli
[1:25:06] back to site 10 when you put it back on. Yeah,
[1:25:09] » but I think to even escalate like say a foot deep out of that, we need a
[1:25:13] » per that because and esavate less than 12 in
[1:25:19] of stuff out of there is >> cuz he just wants to throw the dozer
[1:25:22] down there. But I'm like, how is the dozer not going to add
[1:25:25] » Yeah. Where's he get what? >> I guess the red is just let the foreman
[1:25:30] get a hold of water services and see if you do need permits.
[1:25:33] » Yeah. >> And then we go from there.
[1:25:35] » Okay. >> I'm good with that. in favor of that
[1:25:38] » and he does deserve to have this project looked at cuz he's shining on it for 3
[1:25:41] years. Yeah, it was looked after last year
[1:25:48] before we wash back down again. I'm assuming it
[1:25:51] » slows
[1:25:55] in favor of this.
[1:26:08] » Want to be wondering you and I haven't done one together.
[1:26:11] » [laughter]
[1:26:14] » Democracy in action. If you want, let's just say if you want.
[1:26:20] Agenda item 12.5
[1:26:24] 2024 deficit application moved by Ern by Ron
[1:26:30] Council of the Rail contract way to go consultants to
[1:26:34] complete the 2024 deficit application to the public
[1:26:39] utilities board for the Kelly utilities at the quoted rate of 20 $250 with
[1:26:46] expenses being by the utility So, this is again tied to the public
[1:26:52] utilities rate boards ruling. Um, we need to supply justification for the
[1:26:58] 2024 deficit application. I prepared one and sent it to the public utilities
[1:27:04] board for kind of like a off thereord honest opinion of it and they didn't
[1:27:10] like it. So you guys should pay the consultants that you paid to do it the
[1:27:15] $250 out of the kel utility fund to pay for the deficit application. So it's
[1:27:20] done through a way that the public utilities board will accept it.
[1:27:26] » Any other questions? All those in favor
[1:27:41] 12.6 Six. Holding pump replacement by Earl, seconded by ER council, the
[1:27:49] Iron Road to approve the quote provided by Clean Flow for two chlorine pumps and
[1:27:55] kit for the amount of 444154 [laughter]
[1:28:00] and further be resolved that the expenses be borne by the Kelvin utility.
[1:28:06] Um, so this one's a little bit of a tough one because
[1:28:09] you are in that in between phase, right? You are having a consultant provide a
[1:28:14] full water plant assessment and there's going to be a lot more items than the
[1:28:18] than just the chlorine pumps. Um, the chlorine pumps have been sitting in our
[1:28:23] office for over a month now. Um, Cheyenne's kind of in the in between. So
[1:28:28] what this is is this is a device that releases chlorine based on a specific
[1:28:32] time or amount, but these things are constantly breaking down requiring
[1:28:35] parts. So that's why the whole quote includes not just the pumps, but then
[1:28:38] you get the spare part kits, the injection valves, um because
[1:28:44] when you're dealing with chlorine and hard water and things like that, it's
[1:28:47] continuous. Um I tried to obtain three price quotes, but um everyone was
[1:28:53] pointing me towards clean flow cuz we're going to replace apples with apples.
[1:28:58] I don't want to get into a world where all of a sudden one thing is imperial
[1:29:01] and the other thing's metric and now I've boughten these things and they're
[1:29:04] no good but you can't return them because you've already
[1:29:07] So I prepared a resolution for this one rather than just approving the purchase
[1:29:12] and flowing it through council. Um it sucks that it's expensive but it's what
[1:29:18] we use to dose the chlorine water in the kel water treatment setup.
[1:29:24] I'm confused on what you just said, though. We have stuff in the office, but
[1:29:27] this is >> the actual two pumps have been sitting
[1:29:29] in a box in the office cuz they've been broken for a while now.
[1:29:33] » So, she's just doing manual doses >> and that's an acceptable shortcut.
[1:29:39] » Acceptable short term. Yeah. >> But I don't we should wait until the end
[1:29:43] of the full. >> So, this got somebody going in there to
[1:29:47] do a whole plant assessment. >> Is this going to work if the
[1:29:53] If they decide we need to change this, this and this is this going to still
[1:29:56] work with >> which you need the chlorine pumps for.
[1:29:59] » Yeah. No, I'm just saying like these chlorine pumps will work with say we got
[1:30:02] to change this three snap piece. It's all going to drive together like not
[1:30:06] changing. >> Yeah. So why did you guys do a full
[1:30:08] We're going to go grade sand filter rather than chlorine. But
[1:30:12] » Oh yeah. >> And again, you guys are really paying
[1:30:15] for a report that's going to tell you the full expenses. So, these pumps will
[1:30:20] get at least put to use for at least the next 9 months,
[1:30:25] regardless of what your final plan is for Kellwood water plant upgrades. But I
[1:30:30] can't really find too many holes in it. It just it just sucks that these parts
[1:30:35] um the pumps are only $1,000 each, but then you got to buy the spare part kits
[1:30:38] and the injection valve. So, then from 2,000 quickly goes up to 4,400.
[1:30:45] Indeed, it's >> no it's wearable
[1:30:52] supposed to be safe
[1:30:56] and [clears throat] excuse me, I'll ask a question. All those in favor?
[1:31:05] » Um, you guys made a decision last year to say no. I've been being bugged by
[1:31:09] them. So, I told them I'd at least present the resolution to you guys for
[1:31:12] consideration.
[1:31:15] So item 12.7
[1:31:19] meeting grant request moved by Jeff second by Dol that council of the arose
[1:31:26] day approve a quarter page black and white emergency
[1:31:32] service recognition vote at a cost of $340.
[1:31:38] » And those in favor >> I'm still of the mindset questions.
[1:31:41] » Yes. I'm still of the mindset that we should not just give the the local
[1:31:46] region money as opposed to buying that. That's that would be my preference.
[1:31:52] » I think that that goes towards that book, doesn't it?
[1:31:54] » Yeah. >> Yes.
[1:31:55] » But I would rather just give them the local guys actual [clears throat] cash
[1:31:58] to >> Yeah. Cuz last year you guys said no,
[1:32:02] you didn't want to support this Manitoba Northwest Ontario Command
[1:32:08] and then Yeah, we received a few phone calls. So, they're trying to turn us
[1:32:12] down because elections were in October, right? So, then everyone's going to be
[1:32:16] trying to figure out how soft a year for council is. Um, but yeah, last time this
[1:32:22] came to you guys, you guys did not approve it. It was defeated.
[1:32:26] » So, I don't understand what this page ad is going to say.
[1:32:33] Rosedale. >> Uh,
[1:32:36] yeah. He cleared the little thing. It says rural municipality of Rosedale. The
[1:32:39] RM of Rosedale extends a thank you to the veterans and members currently
[1:32:43] serving. Without your dedication and sacrifice, we wouldn't be where we are
[1:32:46] today. We will not forget. >> And this is again something you guys
[1:32:51] » have done previously, but um 2024 or 2025 you chose not to.
[1:32:58] » I thought Yeah, cuz we used to support something from the Legion and it was
[1:33:02] recognizing uh people who served the country.
[1:33:06] » Yeah. from 2020 2014 to 2023. You guys did it
[1:33:11] every year. 2024 you said no. I brought it to you guys in 2025. That motion was
[1:33:15] defeated. So this is your 2026 option. Any more questions?
[1:33:23] Well, that's the question then. All those in favor.
[1:33:34] Thank you.
[1:33:46] This next resolution is a lobby resolution. Again, I would uh skip a lot
[1:33:53] of the where's and just start it kind of there.
[1:33:58] [laughter] >> Take a deep breath.
[1:34:03] I'll get you water. I would just do [clears throat] the the
[1:34:07] one therefore be it resolved and not even get into the number parts. Um just
[1:34:13] before the resolution's put on the table, you'll see there is a lobby
[1:34:16] letter put forth. Uh the gha22 area. I included a map and we are included in a
[1:34:23] tiny little area of it. Um, so when the reev went to Mayor's Reeves
[1:34:30] CEO, this is their new kind of regional thing that they're pushing for everyone
[1:34:35] to supply resolutions of support of.
[1:34:40] » Agenda item 12.8 mayors and lobbying resolution moved by Dave, seconded by
[1:34:45] Earl.
[1:34:50] So that just >> start right up here
[1:34:52] » and then you can just right there. >> Therefore be it resolved that the
[1:34:58] council of the army rule of riding mountain west hereby
[1:35:02] supports the following wild wildlife hunting season dates within DHA22
[1:35:10] one hunting season dates GHD22.
[1:35:18] Then we'll go to the bottom.
[1:35:22] » Sure. >> Do you further resolve that upon
[1:35:25] receiving provincial confirmation, [clears throat] municipality will
[1:35:29] provide public notice of the approved hunting dates and tag allocations
[1:35:34] through municipal posting methods as per communications policy.
[1:35:40] Any questions? So in short, this is has to do with tag
[1:35:45] allocations. Each area, as you see in the maps, they all get different tag
[1:35:49] allocations. Um they are pushing for 100 elk, 30
[1:35:54] archery, 30 rifle, 40 by land owners. They kind of want to see the hunting
[1:35:59] dates changed as well. Um and again, this came from the caucus meeting of
[1:36:06] Mayors and Reeves. Is there any questions about it or
[1:36:11] require clarification? >> Just because we love you for it doesn't
[1:36:14] mean it's going to happen. >> No, because the last one you guys passed
[1:36:19] had something to do with Minister of Justice. There was a federal issue. I
[1:36:24] think it was maybe the catch and release program or something. But
[1:36:29] [clears throat] that's what these caucuses kind of do.
[1:36:33] On the same note, dude, you res You see what they want to allow hunting of
[1:36:40] swans? No. >> Yeah.
[1:36:41] » And morning dove. >> Yeah. I was shocked by that one.
[1:36:44] » I was shocked, too. >> It's got nothing to do with this.
[1:36:48] » Yeah. >> I read that and I thought
[1:36:53] it >> those little
[1:36:56] birds. >> Well, [clears throat] they'd be the
[1:36:59] morning would be safe for me. That's for sure. Like there's not a chance I could
[1:37:04] hit one. >> Anyway, all those in favor of the mayors
[1:37:08] and Reeves lobby resolution.
[1:37:14] Thank you, Carrie.
[1:37:28] Agenda item 12.9 NCI Rosale Centennial Scholarship by
[1:37:35] Jeff by Dave be resolved that the council of the AR Roseale agreed to
[1:37:40] continue the Rosale Centennial College of $500 at area institute.
[1:37:48] Any questions? This has been going on for a lot of
[1:37:52] years. All those in favor.
[1:37:55] Thank you.
[1:38:05] Item 12.10 orders under the public court order
[1:38:11] 26/26 moved by second by Jeff. themselves at
[1:38:16] the council of the armor rose accept the public utilities board order 26 last
[1:38:22] month 26 and direct the CEO to meet the seven identified order orders
[1:38:30] public information it's already on our website for people for more information
[1:38:34] and uh yeah I don't really have any other comment on it we just got to do it
[1:38:40] now >> all those in favor
[1:38:44] carry
[1:38:48] » [snorts]
[1:38:56] » this one first. >> Agenda item 12.11 pier solutions vote
[1:39:02] moved by Dave seconded by Ernie whereas the arm was successful in obtaining a 20
[1:39:08] 26 rule grant for bridge maintenance. Therefore be absolved the council of the
[1:39:14] armor rules now except a quote presented by pure solutions on site 6 and 10 for
[1:39:20] the 2026 construction season. Anybody got anything any comments?
[1:39:27] I included both the what their plan is for site 6 and 10 and then the
[1:39:32] recommendations we use to actually apply for the grow grant.
[1:39:37] Um, so some of it's going to be being done by public works, some of it is
[1:39:40] being done by peer. >> Any questions?
[1:39:45] » See, now we can call the vote. >> All those.
[1:39:49] » Thank you. >> What is a treatment product?
[1:39:54] Uh it would be just like a chunk of ready water or something that have
[1:39:59] chemical on it and they'll put it down into the pile into a post and it
[1:40:04] releases the toxins to kind of keep the bugs and everything away from it.
[1:40:08] » That's what they do with run.
[1:40:11] » Yeah. Shove that rod in just slowly. >> Yeah.
[1:40:18] » Yeah. They started doing that 10 years ago.
[1:40:22] All >> I mean like we used to see them running
[1:40:24] around
[1:40:29] [clears throat] 12
[1:40:32] community club moved by Rono be resolved with the council of the road
[1:40:37] approved for the community club application and
[1:40:42] the beautiful plains community foundation
[1:40:47] past presidents looks like you guys have done this before for them
[1:40:50] they're not a registered charity. So they require us to be the sponsoring
[1:40:54] agent. >> You guys did it last year even for the
[1:40:57] Huns Valley project. Okay. >> Question. All those in favor?
[1:41:04] agenda
[1:41:10] item 12.13 subdivision southwest 32
[1:41:16] 1715 west moved by Ernie seconded by whereas a proposed subdivision request
[1:41:22] by applicant Michael and on the behalf of Cecilia and Dave Mcllum
[1:41:30] and Bryce Hampton was presented to council on Friday March March 13, 2026.
[1:41:36] Therefore, we have resolved that the council of the arose has reviewed and
[1:41:41] approves the proposed subdivision on the southwest of 321715
[1:41:46] West, providing that a variance order increasing the maximum required site
[1:41:52] area of the proposed lot from 10 acres to 14 acres be obtained. Item two, the
[1:41:59] owner enter into the development agreement with the Arbor Rosedale and
[1:42:03] register on title. Any questions?
[1:42:09] Hearing none. All in favor? Thank you.
[1:42:20] Agenda item 12.14 Delwood skating rink. Moved by Earl,
[1:42:26] seconded by Jeff. Resolve that council of the Rosdale approved the CAO to apply
[1:42:32] for extension to the CCI program for the Kelwood skating ring if and when
[1:42:38] required. I'm just trying to be proactive on this
[1:42:41] one. This is a weird program cuz I kind of
[1:42:45] think that we were supposed to have it done by the end of last year. This this
[1:42:49] is all done by Cara before she left. Remember she applied for all the
[1:42:53] different programming and funding for the Elvis skating ring. So, um I've been
[1:42:57] keeping up with the reporting parts, but in some of the documents I read, it kind
[1:43:01] of sounds like we were supposed to ask for an extension. So, then this
[1:43:04] resolution just gives me the authority to um send it in just to make sure like
[1:43:09] everyone knows this project is still ongoing and we're still incurring costs
[1:43:13] and things like that. But, uh I would just appreciate this resolution for
[1:43:16] comfort. >> All those in favor? Thank you guys. And
[1:43:22] carry
[1:43:29] Agenda item 12.15 Wley credit application moved by Arrol seconded by
[1:43:34] DP resolved that the council of the RO approve a credit application to WLIC in
[1:43:39] the amount of $25,000. >> So I want to talk about this one too
[1:43:44] because even though it's permitted within our purchasing procurement
[1:43:47] authority, I I advise you guys if we ever got into something big, I'd bring
[1:43:50] it to your attention. So, um, I brought this for because this is the number
[1:43:55] Woolsley recommended. So, Woolsley is our distributor of a lot of water parts
[1:44:00] for both Eden and Kelwood water systems and all the associated things. Um,
[1:44:06] again, the $25,000 number is huge. It's scary, but that's what they recommended.
[1:44:11] And when you get into just adding the things up, right? So, it's uh 4,400 for
[1:44:18] the pump, but then if we move forward with a Neptune 360 project or something,
[1:44:23] well, then we're already hitting um 12,000. So,
[1:44:28] um I really hope that we'll never even come close to that $25,000 number, but
[1:44:35] that that was what just what Woolsley recommended. um should you ever come to
[1:44:39] the day when you need to swap out your water meters or doing any kind of those
[1:44:42] large bulk purchases or what whatever our Calwood water plant assessment is
[1:44:46] going to provide us with with recommended upgrades. Um they don't even
[1:44:51] like giving us quotes right now for even the pumps or anything like that because
[1:44:56] we don't have a valid or an expired um credit application. So if you don't feel
[1:45:02] comfortable with 25 grand, the resolution can always be amended to a
[1:45:05] lesser number. But this is just kind of procedural on what was supplied to me to
[1:45:10] flow through to you. >> Anybody have questions
[1:45:16] ever need fire measures? >> Yeah.
[1:45:21] » And likely 20% more than last year. >> All those in favor of the resolution
[1:45:29] carry.
[1:45:36] Dinner.
[1:45:39] » It's your guys call. Do you want to go on camera? Do you want to adjourn for
[1:45:41] lunch right now?
[1:45:47] » Looks like a fair bit in camera thing, isn't there?
[1:45:49] » Yeah, probably an hour. >> Okay, then we can just let's just time
[1:45:54] out right now. >> We'll read that resolution after lunch.
[1:45:58] We'll adjourn for an hour. Return for an hour fellas.
