you've been presented with an updated
[4:49]
December 31st on audited financials.
Some key things to look at. Um, your
[4:54]
cash on hand at year end was 400,000,
which is a nice change. But, as I
[5:00]
reminded you guys before, you should
always look at your due to from because
[5:04]
that means that's money that we owe to
our capital fund. And you owe about
[5:08]
1.167
million to your reserves. So that
[5:12]
400,000 is a little um there's an
asterisk beside it, that's for sure. Uh
[5:18]
your taxes on roll at year end was
193,000. I think that's a pretty good
[5:23]
number. Uh that's the amount of people
owing us still for back taxes. Last
[5:29]
meeting you guys passed a resolution
initiating tax service. So now they're
[5:32]
out trying to collect all of 2024
amounts owing. We have seen some
[5:36]
positive success that way as well. Um,
moving beyond the balance sheet into the
[5:42]
income statement, uh, a lot of your
lines are pretty close to what you were
[5:47]
expected.
There wasn't really too many things to
[5:50]
really highlight or bring to your
attention on the revenue side. Um, a
[5:56]
reminder, your miscellaneous revenue is
in the negative because of the
[5:59]
reimbursement of uh
a mobility grant because even though
[6:07]
there are standards you're supposed to
recognize when there are conditional
[6:11]
grants, it was initially recorded as
revenue. So, because we had to pay it
[6:14]
back, it had to be against the revenues.
Um, and then rolling into the expense
[6:20]
lines, just remind you, there's the
budget, the actual, and then the
[6:23]
variances. I'm still working on Munisoft
to try to figure out what's in these
[6:27]
committed lines. Um I haven't been able
to figure out what they are yet, but
[6:31]
they're just small immaterial items. Um
just some small notes. Uh we changed our
[6:36]
internet provider, which I thank you
guys for. Our bills went down and our
[6:41]
internet's extremely reliable now. So we
did save a little bit of money when it
[6:45]
came to those kind of utility costs, but
for the most part, a lot of the items
[6:48]
are the same. One big thing I kind of
wanted to ask you guys about was you
[6:53]
budgeted $50,000 for grants but only
allocated 22,000
[6:58]
leaving 27,000 still in the budget for
grants. Was something missed or because
[7:05]
looking at previous years too it was
very similar that way whether it was a a
[7:10]
$50,000 budget line or $40,000 budget
line. You guys never really allocated
[7:15]
your grant expenses up to what you were
budgeting. I think that's what we refer
[7:19]
to as our VLTP fund and that's the money
we take out for our little ball teams
[7:23]
and alls and those things. That's what
that line is about I think.

existed for the last 12 years.

that rat trap is being called a

protective service expense when in my
world that's not a protective service

expense. That's an environmental health
that gets expensed to the operations of
[9:09]
your waste disposal grounds. So just be
aware that um when we start moving into
[9:14]
the budget itself, a lot of these
numbers are going to have substantial
[9:18]
changes and moving around. It doesn't
mean these expenses are going away.

They're just being allocated to
different categories. Um, another line
[9:26]
was council budgeted $10,000 last year
for bridges, but it doesn't look like we
[9:31]
incurred any expenses.

budget on your mower and tractor, but

you were 28,000 under budget on your
grers. You were a couple thousand under
[11:03]
on your CAT. You were 7,000 under on
your low bed and semi. Um, so those
[11:09]
things kind of wash out. So I know there
was concern that the mowing cost so
[11:12]
much, but actually all your other
operations and transportation services
[11:17]
had substantially less

substantially as we move along. When it
came to your cemeteries,

um you were $6,000 under budget. So, uh,
most of that came from just our
[14:45]
maintenance expense, but again, we could
look and move the some of the summer
[14:48]
student expenses that would have been
gone to transportation services down to
[14:52]
environment or economic environmental
development. But, um, and I just want to
[14:57]
point out your NAPD bill was only
$9,400.

We should be very thankful to have such
a planning district at such a low
[15:07]
expense because you should if you didn't
have them you'd immediately have to add
[15:12]
a zero behind that at minimum. So, um,
when I get those NAPD bills, I quickly
[15:18]
sign and get the check made because that
is one of the best deals this RM has
[15:24]
with a municipal collaboration
is the volume of services they provide
[15:30]
at such a high quality for such a low
cost is outstanding. And they do they
[15:36]
don't just do the planning, they don't
just do the interactions with people.
[15:40]
when we have complaints about things
happening that is questionable, they're
[15:44]
able to assist us with those matters.
They're talking to the rateayers and
[15:48]
investigating and doing those kind of
things. So, um I just really wanted to
[15:52]
highlight that because that is
outstanding. Um your recreation and
[15:57]
culture bill was only half of what it
was going to be, but a lot of that came
[16:02]
from the Kellwood skating rink. So, um,
be aware that that expense is not going
[16:09]
to go away and will probably increase as
well. There were a few capital projects
[16:16]
that you guys budgeted for that weren't
completed, but we'll go a little more
[16:20]
into that when we start getting into our
budgetary deliberations and seeing if
[16:24]
we're going to slide it over into the
2026 capital plan or what exactly was
[16:29]
going on with that. Um, as for your
Kellwood utility, later we'll be passing
[16:34]
third reading on a utility rate
increase. So, um, be aware, you know, it
[16:39]
hasn't been [clears throat] our our
income statement shows at the end of the
[16:44]
year we were up $2,000, but in reality,
once you start applying the
[16:48]
amortization, like the depreciation on
all your equipment and things like that,
[16:54]
the Kellwood utility is running at a
negative. So that's why we'll be
[16:57]
increasing the rates that you guys
proposed back in 2024 that you started
[17:01]
in 2023. And then same thing for Eden.
We're due for another utility rate
[17:06]
study. And we're going to be basically
doing the same thing again on the Eden
[17:10]
side. And we'll have to keep in mind
that utility funds are kept completely
[17:15]
separate from the operations and both of
those departments or functions are doing
[17:21]
capital projects. We currently have the
cowwood water plant assessment underway
[17:26]
right now and that is just an expensive
document telling you everything that's
[17:30]
wrong with it. Then it's still on us to
do all those capital repairs. And then
[17:34]
as for the Eden one, uh I think it was
only last meeting or so the town of Deep
[17:38]
Wall provided us notice that their
capital upgrade is still planned. It
[17:42]
didn't happen in 2025. It's going to
happen in 2026. You're going to get the
[17:45]
capital bill in 2026. So just be aware
that um odds are both sides of the
[17:52]
utilities will be going up. Um when it
comes to your capital fund balance
[17:56]
sheet, we do hold 2 million in reserve.
So that's um a great sign that you guys
[18:03]
have been able to save very well. Um
then it's just the bank wrecks and those
[18:08]
kind of items that I have no comment on.
So thanks for letting me just kind of

right now. And like I said, we're going
[18:15]
to be talking about a lot of those items
more as we move forward into budgetary
[18:19]
deliberations.

I'm glad that the province was able to
get this done in time so we could have

the updated numbers cuz currently you're
using 2023 numbers and as you're aware
[19:39]
um a lot of fees and charges are always
going up yearbyear. So this at least
[19:43]
brings us back into line and par with
all the other municipalities. The
[19:47]
assessment levy is something you kind of
have no control over. I researched it
[19:51]
doesn't look like you guys are currently
members of the long-term and continuing
[19:55]
care association of Manitoba. So, I just
sent it to communication, but should you
[20:00]
ever choose, we can always be a member
of them as well. They're seeking
[20:04]
membership. And just in quick review of
the RCMP report, I didn't really see
[20:08]
anything within it to really bring to
council's attention at this time, but as
[20:12]
the staff sergeant has indicated, he's
always willing to come and meet with you
[20:16]
guys. So whenever you want him to appear
as a reception delegation, you guys can
[20:20]
just give me a heads up. Even when I
send out the package on Friday, the week
[20:23]
before, if you're saying, you know, I
want to I want to show up. I'm sure if
[20:27]
he's available, he will most certainly
come. Is there anything you guys need me

collected from your school division.

municipality, right? Because people
don't look at their tax bill as a

municipal and education, even though
they're clearly separated, they only

care about that bottom line. And right
now, yeah, at least Beautiful Plains is

over 10%.
So it just keep that in mind, right? For
[21:38]
every thousand, that's another $100 in
education levy that's collected. And a
[21:43]
lot of people pay a lot more than $1,000
in education levies. So the pressure is
[21:48]
always put onto the municipality because
we're the ones who have to collect the
[21:51]
funds for them on their behalf.
So, I can't answer whether or not they
[21:57]
pay an assessment levy, but I think we
only do.

something I mentioned to you guys a

didn't appear and I was going to keep it
[24:44]
on the agenda every month until we
received the public public utilities
[24:48]
board order. We received it. Um you'll
have a resolution later accepting it and
[24:53]
this by bylaw was amended and drafted in
uh by your consultants way to go
[25:01]
consulting you hired to do the utility
rate study. There are some things in
[25:04]
there that will require more action and
more work, but um I think it is ready
[25:10]
for adoption.

And you're also not really out of the
woodworks yet either. Even with this um
[25:18]
because if you run another deficit,
you're going to have to make an interimm
[25:21]
appeal to the public utilities board for
a rate writer
[25:25]
because like I said, the Kellwood
utility has money, but after this water
[25:29]
plant assessment, you're going to find
that you're probably going to need more
[25:32]
money and that's either either acquired
through rate writers, which are
[25:36]
individual lines on all the water bills
every quarter, or you just do a boring
[25:40]
bylaw that's only levied against the
users of that system.

changed our permit fee within it. Um as

directed by you guys, we're able to move
it up from I think $50, which will now
[27:23]
be $200. So, uh, I think this aligns
with everyone else. All the other
[27:28]
municipalities that do these bylaws
always wait for that government notice
[27:33]
about the maximum we can charges and
follow suit. So, this will upgrade your
[27:37]
2023 rates to now be aligned with the

Okay, I would like to first thank you
guys as I've been asking for more of
[30:09]
your committee meeting minutes that you
attend to start coming through council.
[30:14]
Um, starting with beautiful Plains Cord
County Courthouse Building Committee.
[30:19]
Um, on the attachment I kind of want to
just kind of highlight the last page,
[30:24]
page 404.
Um if you look at their budget every
[30:28]
year as a controlled entity, the RM
assumes one-third responsibility of it
[30:35]
and historically dating back to well at
least 2023 that we received the budget
[30:41]
on this page for they're intentionally
running deficits every year. This year
[30:46]
they're budgeting for $57,240
in revenue but are projecting 65,715
[30:53]
expenses.
Um, obviously as a CEO, I never want to
[30:58]
see a controlled entity intentionally
run deficits because there's only two
[31:03]
sources of funds. They either drain
their internal reserves or they have to
[31:06]
come to the partners for more funds. Um,
and then the other thing I want to
[31:11]
highlight is in review, the arm of
Rosedale isn't paying any rent
[31:19]
to this group. We call it office rent, a
check that just went through, but it's
[31:24]
not office rent. It's a one-/3
contribution, the same as North Cypress
[31:28]
Langford and NEO pay. So,
I just don't believe it is necessarily
[31:36]
the fairest that we actually
are in this office but are paying no
[31:42]
rent. But with that said, if you total
up the amount of monthly rent collected
[31:48]
from the chamber, the archives, the taxi
cab, and the quilters is less than what
[31:55]
they pay their secretary treasurer every
month. [clears throat]

So, I just
wanted to make you guys aware that and
[32:05]
really highlight the financials that um
aside from draining their cash reserves
[32:11]
and then we just consolidate their
financials into our um audits, we don't
[32:16]
really talk about this very much, but um
now that we have their year end numbers,
[32:22]
I just wanted to point that out that we
actually don't pay any rent here. So
[32:27]
keep that in mind moving forward.

were stuck together and together we're

just highlight these kind of things to

still be contributing to this building.

off this ramp, but it's actually just a

asked her if this building burns down
and we still have to pay the

meet once every 3 months. So then 3

» We'll do it like a special meeting sort

says there was discussion on Rosedale
owned lots. A number of these lots have
[34:33]
grass cutting expenses over several
years with no end in sight. The
[34:36]
committee uh thinks that these lots
should be offered for auction for sale
[34:40]
to interested parties starting at
assessment value without restrictions.

Um, are they aware that the RM has a
land sale policy?

I have provided it to their secretary
treasur after reading this, but

» Calwood would have to follow the same
land sale policy as any other
[34:56]

think they understand that. Just I think

this is more of a mental note.

point out on that the extreme weather or

are requesting that we get off Facebook
and really push everyone to our website.

that's the

key note of it all.
I think it makes sense to get off the

Um, so you guys also mentioned that some

of you might have potential interests in
attending the Brandon just the trade
[40:21]
show but not the actual convention
because we passed a resolution of
[40:24]
sending me at the Reeve to the 3-day
convention. But so I wrote the
[40:28]
resolution up to include our public
works guys, but also there are there is
[40:33]
room if there are members of council who
just want to go to Brandon for just one
[40:37]
day to go. This was what used to be
called the municipal official seminar.

This is where they build the Keystone
Center up with all the distributors.

There's more obviously at the Brandon
one than the Winnipeg one cuz it is
[40:50]
pretty difficult to get a greater into
the convention center located in
[40:53]
downtown Winnipeg. Whereas usually the
Brandon convention, they have uh larger
[40:58]
turnouts. So if you guys want to go
around the table, if anyone's
[41:02]
interested, just let councelor Scott
know and he can write your name on the
[41:06]

council of the RO instructor CIO to

place a notice and an advertisement
advising that RM will obtain the kill
[42:36]
permit and compensate the approved
harvesting of problem animals at the
[42:41]
rate of 75
uh dollars per animal.

Okay, question. So, I drafted that
resolution based on the information that
[42:50]
was provided. You'll notice this
meeting's a little different now where I
[42:53]
put council requests and just laid them
out as eight different items. So, uh,
[42:58]
councelor Todd provided the information
in advance. You guys really do have two
[43:02]
options. One option is the resolution we
read or your other option is nothing.
[43:08]
So,
um, being proactive, I thought you'd
[43:13]
want one with action, but I can turn the
floor over to anyone who has any
[43:18]
comments, concerns. I presume you all
read the notes provided by council to
[43:21]
rock. Um,
feel free to talk. Anybody, anybody got

any questions? Uh, the reason why I
declined from do ankle board because it
[43:30]
is expensive for me to do it. has done a
three for 3 years and it's probably you
[43:34]
racked up at least 2,000 bucks worth of
fuel and materials over 3 years. So I

don't mind helping out but I got to the

2024 there was I think it took eight out

crop again and that was in war five
decided pretty well.

what's done is done. I'm okay with that.
If um going forward, and I hesitate

saying this, if it gets to a point where
we don't have we do have infrastructure

do have the traffic per so but then I

guess that's my own expense and I
hesitate on that big time. It's probably

Um, there was a question about whether
or not we should push for an additional
[46:56]
contingency or anything at this time,
but I don't think we should until we get

the recommendation actually from the
engineering firm who will tender out the
[47:05]
jobs and everything first

» Yeah, it would be once they actually
know the numbers because we're in a
[47:13]
crazy time right now, right? Like gas is
now $151 in rent. So, it's like um
[47:19]
contractors are always going to ensure
and hedge their. So, that also needs to
[47:24]
be debated. One thing I do want to
highlight is next Thursday morning is
[47:29]
the best time we could line everyone up.
So, we're going to bring in the property
[47:34]
owners of site 10 for an hour. We're
going to bring in the property owners of
[47:37]
site 20 for an hour. Um they're going to
meet with Burns Mandel and um I
[47:43]
encourage the counselors of the ward to
be there. Um,
[47:48]
we only just lined up the time this
morning, so the councils of the boards
[47:51]
aren't really aware of this yet, but the
expectation is for them to be there, but
[47:54]
you guys are all welcome to be there as
well. So, when I send out the emails to
[47:59]
the counselors notifying them their
times of their meetings, you guys are
[48:03]
encouraged to be you're welcome to come
as well. Um, I'm going to extend the
[48:07]
invite as well out to our dual water
resource officers because they're the
[48:13]
ones who are going to sign off on the
job. So, I might as well educate them.

And I likely will advise Mike if he's
available for to be present as well. Is

Um that's how kind of go so until they
[49:12]
hit out the maximum billing amount.

2026 capital project budget request.

Henderson's request for 2026 capital
[50:02]
item of road 95 west rehab with an
estimated total cost of zero.

» That's perfect. Zero was a great number.
>> I uh I didn't know what number to put in
[50:16]
and it kind of sounded like the form was
kind of asked today but it was too big
[50:21]
of a kind of request. So,
and my and my thinking was that it
[50:27]
should be put under like I I keep
calling it a gas tax fund because we
[50:30]
still have although we owe 600,000 to
the reserve, we still have approximately
[50:34]
600,000 in in the reserve and I would
like to allocate some of that money to
[50:41]
this because to me it's not maintenance,
it's a rehabilitation project and if
[50:47]
that's why it was a legitimate question
for the foreman like what's how big of a
[50:52]
project is it in terms of fixing that
because I don't have any frame of
[50:55]
reference. So, I wasn't sure what it was
going to cost to actually fix because I
[50:59]
can do the math. I mean, we're putting
on uh if we do the uh 200 yards on 200
[51:05]
yards per mile on a 30 foot wide road,
that gets us less ballast than if we put
[51:11]
100 yards on a 12t road mathematically.
So, every year we underravel,
[51:15]
underbalance that road. Now, it's
starting the bill is coming due. Um, and
[51:20]
if we do it again this year, it's just
going to get worse because that
[51:22]
aggregate is becoming more and more
valuable. Once you guys start like
[51:26]
you're talking about from Eddie Stone
over to wherever like it's insane what
[51:31]
people have to do now for aggregate.
[clears throat] So our roads are bearing
[51:35]
the brunt of that one. And so to me
that's why it should come out of that
[51:38]
gas tax fund because that's not
maintenance, that's rehabilitation.
[51:43]
» That's a very high high road. And it's
going to get I think if [clears throat]
[51:48]
we get a good rain this year and guys
won't stop because they have deadlines,
[51:53]
it's going to get just in time for guys
to start trying to farm, right? Like I
[51:57]
think it's going to be horrible and I
don't know how to prevent it and that's
[52:01]
why this is who knows what is. Well, so
do we. We kind of briefly discussed we
[52:07]
just do a onem section is try plan A,
you know, bringing the digging the snow,
[52:14]
bringing material up and grabbing it or
what's the game plan, I guess, how do we
[52:19]
put a number two in and what kind of
game plan do we do?
[52:22]
» And in my mind, it's one mile like I
understand trying to do an experiment,
[52:28]
but in my mind, there's three miles for
sure that have to get done for sure. And
[52:32]
there's six miles in total that are at
risk. But the the one mile on the flats
[52:36]
by the rails, [clears throat] it's just
soft and soupy all the time. So it needs
[52:40]
one management plan. And then there's
the cobblestone sections of 2 miles that
[52:45]
need a different management plan. And
then there's the shoulders which is
[52:48]
ongoing issue. So that's why I'm
thinking like it's it's not small and I
[52:53]
don't know what number to put in there,
but [clears throat]

like a plan has to be developed. It's
going to be 250,000
[53:01]
» based on costs, right?

» See, this is I'm willing to defer to
experience
[53:10]
of rock and
more aggregate.

» I think we have to have a a pretty
decent plan, I guess, to perhaps you

throw a decent number at it.

waste staff time on it. Well, I I think
we need I mean it's one more road
[54:55]
project. We do a few in each ward. I
mean this is maybe our project of the
[54:58]
year.

put it in next year,

» that's like myself in 95. It was wanting
to do it last year, two years ago

how I'm reading the room right now is
we'll just accept it as information

that the CCPF or the gas tax fund allows

for projects like this. And I think that
with Nepua trying to rebuild their

yellow head and Nepoa trying to do a new
arena uh and changing demographics etc
[58:39]
that someone needs to sit down and do a
really comprehensive
[58:45]
project plan strategy document for the
California just because there's so much

because I don't the LUD doesn't have the
capacity to finance it. It's going to

have to be the RM and right now I just
don't feel like there's enough of a
[59:42]
plan. So I really want this.

that's really helping someone's work but
I think I'm confident saying it.

feds. So they're looking for projects
and uh there's a fellow agricultural
[1:05:27]
research station in Brandon that's going
to come up and do the site survey. Uh
[1:05:30]
and the minimum size project is 50,000
trees. uh and they'll do up to millions,
[1:05:36]
but they but they don't want to go
smaller than 50,000. They want to make
[1:05:39]
it worthwhile. Uh and so I walked it
with a fellow from uh from Edmonton and
[1:05:45]
the fellow from Brandon, like we just
couldn't get it done. They had funding
[1:05:48]
and it was ready to go for the spring,
but we just didn't have time to connect
[1:05:52]
to get soil samples and 2 ft of snow,
that sort of stuff. So, uh and they're
[1:05:59]
willing to put in native species. They
they'll only put in things they know
[1:06:02]
that will live. Uh, and it's all part of
like a shelter built in depth and it'll
[1:06:07]
this spot gets this, this spot gets
that, but there's no cost to the RM,
[1:06:11]
there's no cost to the uh, Rosford
subdivision trail association. It's
[1:06:15]
funded and and they have the budget for
it and they hire the tree planters. So,
[1:06:20]
we just have to uh, all of the work is
actually done. It's just a matter of
[1:06:24]
getting a letter support so that they
know there's no opposition to it.

Um the urbans still find quite a lot of
issue with this as indicated both the

LED meeting minutes and then councelor
Henderson bringing it forth from the

it'd be nice to really get these groups

together to make sure that what we have
for a municipal land sale policy is
[1:08:04]
really what these communities want to
see happen cuz the worst thing you could
[1:08:09]
do is sell a bunch of lots and then you
don't see development on it. And that's
[1:08:12]
always everyone's biggest problem is, oh
well, it's too fast or it's this, that,
[1:08:16]
the other. But in the same sense, um,
something needs to be done. Obviously,
[1:08:21]
you can't be holding all this land for a
resale and not having any development on
[1:08:25]
it, but I've seen it in multiple places
where um delays. People will even buy
[1:08:31]
lake lots and then they just find the
gray area of agreements and they'll just
[1:08:35]
put in a little garden shed. Well,
your neighbors putting up a $600,000
[1:08:41]
house and yet these people are allowed
to get away with holding this land as
[1:08:44]
speculators for garden sheds. So that's
always the worst thing and what you
[1:08:48]
never want to see happen which obviously
why we would want to register a cadet on
[1:08:52]
any land you sell that you have the
ability to take it back if not agreed
[1:08:56]
upon. Um then I kind of turned this over
to Earl and Jeff cuz you guys hear it
[1:09:03]
more than anyone [clears throat] else.

way to sell it but I was I don't know if
it's overlapping but I was reading

Franklin. And there the one uh issue

the perception or reality of some unfair
treatment and voting and we allowed
[1:15:08]
there was uh I can't remember the
person's name but the trial project came
[1:15:12]
up at the last council meeting and we
voted uh in favor of that one and then
[1:15:18]
passed it on to the next step even
though the letters of support weren't in
[1:15:22]
the file but in that particular case the
person receiving the water downstream
[1:15:26]
was played by wershed district and they
had indicated they didn't have a problem
[1:15:30]
and that the letter was forthcoming
whereas [cough and clears throat]
[1:15:33]
Franklin was not voted to go forward
they because they didn't have the
[1:15:38]
letters of uh support from the people
down the street. So, the perception was
[1:15:43]
that there's some uh what's your what's
your policy? And our our bylaw um is
[1:15:50]
says that we're supposed to have that
and we're supposed to be people that are
[1:15:54]
living downstream that might be affected
downstream. Uh but the cumulative
[1:15:59]
effects of tidal drainage going
downstream gets you to the White River
[1:16:04]
and then to Lake Manitoba. Uh it's just
an interesting dynamic then because I
[1:16:09]
know some people that I coincidentally
came across that are downstream of some
[1:16:13]
of our cattle drainage projects that
would like to have a
[1:16:18]
uh uh degradation that they're seeing in
their river flats area uh and how the
[1:16:24]
Whitewater district is now having to
spend large amounts of money mitigating
[1:16:28]
some of the damage that's been caused
over the years. And they're saying that
[1:16:32]
this will be a small but measurable
amount of increasing the damage
[1:16:38]
downstream. So they're saying so they
want to have a voice in these as well.

» So how far downstream do we need to go?
>> That's the thing, isn't it?

» Cuz right now we're saying they have a
voice in our in our bylaw
[1:16:51]
» and that water goes a long way. You can
get ridiculous

only like you can go to Churchill

negative effect? Where does it end? And
the person that is downstream of us with
[1:17:05]
the flight approximately 30 km says, "I
see and bear the brunt of the negative
[1:17:11]
effects of the decisions that you make
in Franklin and you need to stop."

So her voice is valid and in our bylaw
should be listened to. And then the
[1:17:25]
other thing that Jordan pointed out was
that we don't have any legal authority
[1:17:27]
in the in the preamble of the bylaw,
which is out of my realm of comfort, but
[1:17:34]
uh apparent it seems like it's the only
bylaw that doesn't refer to a municipal
[1:17:38]
authority. So like should this be a
policy as opposed
[1:17:46]
to give it some authority? Because
within the provincial government, I've
[1:17:50]
also found like so you have the people
that are are signing off the permit,
[1:17:53]
they don't have a problem. Then I talked
to the new person at Brandon again at
[1:17:56]
the wershed conference who is in the
watershed planning side, not the
[1:18:01]
licensing side, who does have a problem
with the town drainage.
[1:18:06]
So you've got a lot of who's right,
who's wrong. I don't know.

there's some real things like the
[1:18:15]
proponent for this project saying why
did you let that one go forward and not
[1:18:18]
mine when we're both equally uh don't
have our paperwork in place and then it

gets into the things of because we get
this incredibly good deal for

professional services from the new area
planning district
[1:18:31]
because both of these projects have a
variance that's required there has to be
[1:18:35]
public hearing and everybody within 100
meters has to be notified and has to say
[1:18:40]
so that's a sep separate area. And what
I found interesting about that one was
[1:18:44]
again on the project that's west of
Franklin, that 100 meter buffer means
[1:18:49]
essentially every residential lot owner
in Franklin gets a notification to come
[1:18:52]
to an agricultural title drainage thing.
So it's kind of impacting on a town.
[1:18:59]
It's a it's a fascinating that one
particular project is fascinating and
[1:19:03]
it's complicated and it's when you're
owner of course you wanted to go ahead
[1:19:08]
because you're looking at your land and
only your land which I completely
[1:19:12]
sympathize with but this one's going to
get worse and this if we follow our
[1:19:17]
bylaw it gets even more complicated
because who's actually downstream where
[1:19:21]
do we live at that downstream who gets
to have a say
[1:19:26]

chlorine pumps have been sitting in our
[1:28:23]
office for over a month now. Um,
Cheyenne's kind of in the in between. So
[1:28:28]
what this is is this is a device that
releases chlorine based on a specific
[1:28:32]
time or amount, but these things are
constantly breaking down requiring
[1:28:35]
parts. So that's why the whole quote
includes not just the pumps, but then
[1:28:38]
you get the spare part kits, the
injection valves, um because
[1:28:44]
when you're dealing with chlorine and
hard water and things like that, it's
[1:28:47]
continuous. Um I tried to obtain three
price quotes, but um everyone was
[1:28:53]
pointing me towards clean flow cuz we're
going to replace apples with apples.
[1:28:58]
I don't want to get into a world where
all of a sudden one thing is imperial
[1:29:01]
and the other thing's metric and now
I've boughten these things and they're
[1:29:04]
no good but you can't return them
because you've already
[1:29:07]
So I prepared a resolution for this one
rather than just approving the purchase
[1:29:12]
and flowing it through council. Um it
sucks that it's expensive but it's what
[1:29:18]
we use to dose the chlorine water in the
kel water treatment setup.
