[6:12] The council receives to report CSASFS 2026-9 dated August 31st, 2026 regarding
[6:20] the recreation complex financing strategy and debt diversification and
[6:24] that council approved the following proposed debt diversification strategy
[6:27] for approximately $70 million in long-term financing requirement. 17.5
[6:33] million on a five 5-year term with a 30-year amortization. 24.5 million on a
[6:39] 10-year term with a 30year amortization. 28 million on a 30-year term with a
[6:45] 30-year amortization. And then council authorized administration to enter into
[6:50] a preown preflow, pardon me, loan agreement with infrastructure Ontario
[6:54] for the financing of the recreation complex in the amount of 17.5 million as
[6:59] proposed in the attach bylaw for 2026. The debt servicing cost will be funded
[7:04] from the recreation complex reserve. The proposed financing sources for the
[7:09] recreation conflicts debt for 2027 and after will be presented to council as
[7:15] part of the 2027 budget and that council authorize administration to uh continue
[7:21] discussion with infrastructure on Infrastructure Ontario regarding
[7:24] additional prefancing opportunities for the remaining 10-year
[7:30] and 30-year debt requirements should market conditions remain favorable. So
[7:35] before we get into the report, I want to acknowledge um the governance questions.
[7:41] So admin recommended 3.67 rate uh because of the financial risk of waiting
[7:48] uh to the next council meeting. So this did not bind us outside of a potential
[7:54] uh penalty. Um but at no point was there a decision made for the entire debenture
[8:00] at this stage. So it was just to guarantee the rate. Uh and so this was a
[8:05] recommendation that came from council. It was on a timeline and the rates were
[8:09] going up. So it was a riskmanagement decision between rates continuing to
[8:14] increase or locking in that rate that favorable rate um at this stage. Um but
[8:20] it doesn't bind us more than a potential penalty at this council does not agree
[8:26] with that. And the plan uh Met was the plan that we had presented or that
[8:32] council had approved in terms of the splits and the the directions at our
[8:37] Junior meeting. Correct.

[8:54] would like to briefly outline the key factors that led administration to this
[8:59] recommendation. Administration is recommending a diversified financing
[9:04] strategy for the red complex that combines 5-year, 10 year, and 30-year
[9:08] death terms. The objective is to balance the opportunity presented by today's
[9:14] lower short and medium-term interest rate with the long-term stability that
[9:19] taxpayer expect for the project of this size. Current infrastructure Ontario
[9:25] rates provide an opportunity to achieve meaningful interest savings by financing
[9:30] a portion of the project using a shorter term rather than placing the entire
[9:35] borrowing requirement into a single 30-year debenture. Based on on current
[9:41] rates, the recommended approach is expected to generate approximately three
[9:46] 2.3 million in net interest savings during the first 5 years while
[9:52] maintaining a significant portion of the debt and long-term fixed finance. It is
[9:57] also important to understand the timing requirement associated with
[10:01] Infrastructure Ontario preflow financing program. The process to secure this type
[10:08] of financing typically takes 6 to 8 weeks and the interest rate must be
[10:13] locked in before council considers the final debenture bylaw. As a result,
[10:19] administration must secure federal rates in advance in order to preserve these
[10:24] financing opportunities. Notably, the recommended strategy
[10:29] represent a balanced and prudent approach. It spreads refinancing risk
[10:34] across multiple maturity dates rather than exposing the full 70 million debt
[10:40] to a single renewal period. Helps protect taxpay
[10:45] taxpayers from future interest rate volatility and provides the township
[10:50] with greater financial flexibility while capturing meaningful interest savings.

[15:47] reimbursement of coupons costs incurred by the participating groups are as
[15:52] follows. Accessibility advisory committee $140 team advisory committee
[15:56] $160. healthcare task force $35 for a total expenditure of $65.
[16:03] And further that council authorized the use of advisory committee budget funding
[16:08] to reimburse the healthcare advisory force force despite it not being an
[16:13] advisory committee due to the important role in the community engagement and the
[16:17] absence of a dedicated operating budget.

[17:53] is going as planned and we're still planning the re door the official
[17:58] opening of the roundabout later in October.

[18:08] you the United counties of PR husband Russell the other intersection along 300
[18:13] will all be completed in 2027 intersection

[18:34] The current section will is planned to be reopened to the traffic uh by

[18:57] infrastructure. Uh the paving utility relocation
[19:02] uh the municipal parking lot will be completely rehabilitated

[28:08] residential area that has narrow streets and uh it in fact has
[28:15] several narrow streets and extra ways in and out of that area. So, it would be
[28:21] hard at all, perhaps impossible to uh block through traffic somewhere in that
[28:30] uh area. I mean, if it wasn't in the contract,
[28:37] keeping one lane open, I think, is is the only
[28:42] reasonable way of getting this done, balancing the needs of our residents and
[28:48] the businesses in that section. That that's just
[28:54] just the way it is. I mean, I I've seen sections like that in Ottawa where they
[28:58] where they've done that, but Ottawa has so many side streets coming into the
[29:03] area that allows businesses to stay open. Parking is available conveniently
[29:09] to the businesses, etc. That's just not happening here. And uh
[29:17] you know, I I got to have this uh section at least with one lane open.

[36:46] part of this year. So we haven't been watering our lawns etc. But that that's
[36:51] uh that ignores the fact that the uh the
[36:56] service wasn't available and the the uh uh full service was paid for by the
[37:01] residents. I would ask that the staff look at uh showing us what sort of a
[37:09] rebate would be required for them so that council can have a look in the
[37:14] future at uh posting a rebate for those residents that are serviced by the ember
[37:20] water tower. So my question was about water is a use for a fee and so if I use
[37:26] less water I'm paying less already. Correct.

[37:33] use. So if you have used less, you are paying less this year. And so I'm not
[37:39] sure exactly what it cost just to just to be sure we're on the same page.

[39:16] reduced, but the the flexibility that was added in May, I think or June where
[39:21] where beyond day you could still use more water and so on for pools and
[39:27] so on. I think overall it was much better than what we had started with.
[39:32] And as much as I hate adding another month to it, um that's a different
[39:37] story. But um I'm not sure I would support uh reducing any costs at this
[39:42] stage, but I leave that up to council to go through council.

[39:54] amendment on the table any time, but maybe if the fact that the Russell Tower
[39:59] is going to be done in the shorter term or the longer term that we
[40:04] [clears throat] wait until they're both complete and then look at seeing where
[40:09] we are and what we can do and if there are options cuz obviously, you know,
[40:15] looking at this construction, that construction is probably going to be
[40:19] longer than expected originally and therefore similar types of um
[40:24] limitations might be there. Maybe it's a global one-time reduction and what would
[40:29] that look like from a budgetary perspective and maybe it's not this
[40:33] year, but maybe it's two years down the road or a year and a half down the road,
[40:37] but maintain it on the radar so that it comes to the budget at a certain time.
[40:42] Uh [clears throat] maybe that's the way to do it. I I don't know. But again, if
[40:46] council arm wants to put on the table, then the council will look at it or the
[40:51] next council will look at it or whoever will look at it. But um I
[40:54] [clears throat] think that, you know, doing it now for one and and then
[40:58] waiting and doing it again for the other, there may be discrepancies there
[41:02] and why did they get this and why did they get that and maybe it's a global
[41:06] global view that we need to do um further down the road, but that's just

[41:25] already touched on La Pam that will be completed September under the NATAM
[41:30] contract, but everything else uh in paving was is now completed. There's
[41:36] deficiencies to be fixed. Uh staff is now working with the contractor to get
[41:40] those fixed, but all roads in our paving schedule for this summer is now
[41:45] completed. >> Yeah, I've got a few questions now
[41:49] globally. Uh in terms of the so phase two now is is uh
[41:56] based on what you're saying it's going to be closed for six weeks. What is um
[42:01] the prognosis for phase three um for next year we're going to be doing the
[42:06] same thing on the is that is that stand to reason that because it's the same
[42:12] road and the same gas line sold >> um
[42:17] I'll come back to council with an update on that other phase I don't want to
[42:23] without having the proper discussion with the contractor I don't want uh
[42:29] kind of anticipate or just throw ideas here at this stage. I want to make sure
[42:35] that I do provide the best and complete as completed info as possible. Um I want
[42:43] to learn from the mistake that I've done last March where we tried to provide the
[42:48] best info as possible. Uh embridge and other variables were still missing. Um,

[42:58] picture and not leaving everything out or some variables out.

[43:33] narrow part of but there was some logic to that argument of the efficiency and
[43:39] so on and now we have this and the natural gas being consideration but I
[43:45] still struggle with the point and and much to what councelor Dorren spoke to
[43:49] was that if this is a benefit for the community to to suffer uh and I know
[43:55] it's not major suffering but but for the businesses there it definitely is if
[44:01] there is a benefit I don't see that benefit right now we talk about
[44:04] efficiency we talk about uh all kinds of things but 100% I can guarantee you that
[44:10] any contractor would say it's definitely more efficient if there's no more
[44:14] traffic and so I I wouldn't expect a contractor to ask for any less I would I
[44:19] would support the direction that councelor Armstrong point where where we
[44:24] just say no, we want that one lane open and what does that mean?
[44:32] Yeah. And and so she go, well, at this stage because we're two weeks, three
[44:38] weeks away from the 21st, right? um you know there's timeline timing
[44:44] requirements here in terms of you know what direction does council give and and
[44:48] where are we going and does that slow us down in terms of notifications and so on
[44:53] so um what do you propose how do you propose m
[44:59] if we want to move in if council wants to move in that direction and I'm not
[45:03] sure that council does I I kind of just summarizing at this stage but I'm just
[45:08] trying to make sure council has the best poss possible information before any
[45:12] actions required. >> Well, I guess I can start by saying that
[45:15] we will still um advise our resident businesses that construction will be
[45:22] coming in 3 weeks uh with giving out options potentially with advising
[45:29] further uh communication coming along. Um in the next two weeks um depending of
[45:36] direction of council I can come back to council with u either further

[45:54] neighborhoods around. So in April we did not do that and we managed through
[46:01] traffic calming measures um to ensure that the traffic was reduced and so on
[46:07] and during that time it was a bypass and and even though we pushed people away
[46:12] from it I mean it's like water they'll go to the simplest route and I get that.
[46:17] Uh my concern is the existing residents it would start blocking their uh way to
[46:22] leave the the community u especially with u at this stage for the whole month
[46:28] there is no issues with St. Pak or um or San Die right in terms of going to
[46:35] Ottawa. >> That's correct.
[46:37] » Yeah. So, I mean that it's not too bad, but I'm not I'm not sure I'm 100%
[46:43] comfortable blocking current residents. So, I leave them again for a council to
[46:49] discuss this. You know, I'd love to to hear your thoughts on that. So, two

[47:01] the requirement or wanting what we want in terms of the one way or definitely
[47:05] demonstrate what closing b how does it benefit the community and two um those

[56:31] more like a different approach as far as our consultations with the impacted
[56:36] residents and impacted businesses businesses, excuse me. Um, I'll let

[56:48] regularly meet with all the businesses that are
[56:51] impacted uh for the construction. [clears throat]
[56:55] Um and uh just to keep a close uh a close pulse on how things are going,
[57:00] what the different challenges are um what we can do to to support and uh the
[57:06] plans to continue doing that proactively as well for this upcoming phase.

[58:44] next year. I just want to understand um when our open house is called for. Is
[58:50] an open house called for next week for example because this feels like an open
[58:54] house right now with two members in the public.
[58:58] We don't have any visuals in front of us for us to be able to really see what's
[59:02] being proposed. Um, I would see value in in uh, you know,
[59:09] being having been here in March and seen the value of that meeting, albeit that
[59:16] it sounds like a lot of that information changed.
[59:19] Um there was a lot of interest from the public attending that and there were
[59:25] moments in that meeting where folks were very concerned
[59:29] and there were moments in that meeting where folks were applauding because they
[59:32] were so excited about what would come to notify them on the other end of this
[59:36] project. And I want to make sure that you know and we as councilor it's our
[59:40] job to make sure that we're not losing the plot. This is a huge inconvenience,
[59:44] but we're also not telling the story of what's going to happen to them in a few
[59:49] years time where it's going to be completely transformed, much more
[59:53] walkable, much more village ccentric, communityfriendly.
[59:58] Um, so again, I just I I'll leave it to
[1:00:03] administration to to ponder on whether an open house would be valuable. I'm
[1:00:07] saying that the one that I attended in March was incredibly valuable. Um, of
[1:00:11] course having accurate information is essential
[1:00:15] on on these reports. One of the things that I'm struggling with as we go
[1:00:19] through these reports, I'm being told what what's going to happen, but it's
[1:00:23] from a very technical perspective, which I can appreciate.
[1:00:28] I don't know the construction world. I I'm imagining these projects. Again, not
[1:00:33] having a visual a visual is a challenge tonight. But in the future reports like
[1:00:39] this that are coming, it would be helpful to understand what does this
[1:00:44] mean for the average resident and business like you're going to have your
[1:00:48] sidewalk closed for a month or you're going to um notice likely detour traffic
[1:00:56] coming through your community. I think it would be valuable to present
[1:01:00] these reports in a way that centers the actual experience of businesses. What
[1:01:06] data do we have on what impact is this likely to have on your business? Um,
[1:01:11] given research in the field, we know that when you, you know, like this is
[1:01:16] the data, the information that we need as a council. Um again the technical is
[1:01:22] so important from the fiduciary aspect the uh you know we're looking at the
[1:01:28] financials the efficiencies but we need to be balancing that with
[1:01:33] actual lived experience of residents and businesses through this and I just feel
[1:01:38] like we could pivot and that could be a lesson from this is pivoting those
[1:01:42] reports um at least or adding sections to them that really spell out for us
[1:01:47] what this means for people and I'm referring to like I'm giving you
[1:01:52] examples like this because I didn't know I didn't know them that a little old
[1:01:58] lady would lose access to her driveway and not be able to get her new blinds
[1:02:03] delivered and not be able to walk down the street to her her her daughter's
[1:02:08] house for example. I didn't know that. Um
[1:02:12] I have I have a couple more questions on the
[1:02:16] other sections. The other uh well I guess one question that I I think has to
[1:02:21] be asked is how has emergency services been consulted on these different
[1:02:25] options and um with the information that administration is bringing tonight uh
[1:02:31] those potential options have those been vetted especially for response time
[1:02:36] um if Olympic were to be completely blocked that adds a huge detour for fire
[1:02:41] services from from 300. So that's one question I I'll ask directly.

[1:02:51] established, we do communicate with our fire department so they can adjust on
[1:02:55] their end the routes and uh how to react route to address calls coming from
[1:03:01] different locations. >> In terms of the ambulance service,
[1:03:04] » yeah, they're they're also circulated on our uh when there's road closure. So
[1:03:09] that way on their end they can uh shuffle or address uh what's needed
[1:03:16] they're all like all emergency services are part of that distribution
[1:03:20] » and if I remember correctly correctly if I'm wrong but anytime we're doing
[1:03:25] something like that all the departments are down by as opposed to in the past
[1:03:31] coordination department >> and all buildings are always accessible
[1:03:34] at all time
[1:03:38] is sorry just a nuance on that. Does that refer to my comment about driveways
[1:03:43] being inaccessible or is that related to the emergency
[1:03:47] services >> for for emergencies? And for driveways,
[1:03:51] yes, there's always a period of time where residential driveway would be
[1:03:57] don't that the resident don't have access when the trench or when you're
[1:04:02] when the hole is right in front of that driveway. Yeah. There's period of time
[1:04:06] where it's not accessible. residents are advised that a sign alternate parking is
[1:04:11] is >> provided or or information shared. Yeah,

[1:04:20] They have to do that. But it's the angle, it's the perspective that I think
[1:04:26] um getting into this multi-phase project,
[1:04:31] it just would have supported our decision- making to have the perspective
[1:04:35] of and and potential impacts detailed in that way. Um

[1:04:50] you're going I like where you're going in the sense of you know we get the
[1:04:54] technical reports and everything else we get the reports of impacts from other
[1:04:57] departments you know you you know they check that it's good but what happens
[1:05:02] from a resident's perspective and I don't think we don't have that now we
[1:05:07] experience it from a council perspective when we get calls and so on but maybe
[1:05:11] that's something that we start adding into these things that have major impact
[1:05:17] on on construction. So even if we're talking about a paving project down the
[1:05:21] town or something like that, what does that mean for the residents there? If
[1:05:25] it's a threeh hour or a six, you know, one day issue or just so that we take
[1:05:30] them to Amazon. What's your >> Yeah, I'll give you the example of a
[1:05:34] business that has laid off four of their employees because of this construction.
[1:05:39] And um I understand things have changed between now and March, but perhaps there
[1:05:45] could have been information shared with council and with that business in the in
[1:05:50] June that could have directed their hiring decisions that could have
[1:05:54] supported, you know, you know, when we see this sort of construction, this is
[1:05:58] the the range of potential impact on your type of business. Like to me, that
[1:06:04] would be a a pretty value add ecodev uh supporting guidance.
[1:06:13] Um if I may, just two other kind of random
[1:06:17] questions. The first one is the parking lot. Uh there was last time I was down
[1:06:21] there, there was partial blocking of that parking lot. I think I'm not sure
[1:06:25] if they were storing something there. It was staging. So, is that expected to
[1:06:30] continue to be blocked for much longer? Is that already open?
[1:06:34] uh will be utilized portion of it until we're done on the east end. Yes.
[1:06:40] » And the other question that I had was uh [snorts] at the beginning of the report
[1:06:47] mentioned roundabouts along 300 next year.
[1:06:53] We have those. We'll have the phase I think still coming to St. Yong this
[1:06:59] section next year and we'll have the sing uh
[1:07:07] the overpass work that's going to happen next year as well. Um
[1:07:12] I guess two twoprong question. The first question is, are there any immediate
[1:07:17] concerns that the administration has about those things happening all in
[1:07:20] tandem for circulation or is there
[1:07:26] are there any hard stop concerns about all of those things happening at the
[1:07:30] same time or are there workarounds and detours? Well, we'll be able to manage
[1:07:35] with all those construction planned in the in our
[1:07:39] » 300 is going through a lot of construction and this section of North
[1:07:42] Dam is going through a lot of construction.
[1:07:45] That's two main arteries for people to get west
[1:07:50] » and uh >> that would be very difficult to
[1:07:52] » Yeah. And then that one's closed anyway. So
[1:07:56] » San was going to completely be paid next year as well,

[1:08:57] need for more information, more engagement, um, and not just
[1:09:02] specifically for for pockets, but for folks to really uh, and of course taking
[1:09:09] that lesson learned that we need to have the the clearest, most certain
[1:09:14] information when that comes. announce
[1:09:22] » I'm just looking forward to seeing I mean we're going to have a difficult
[1:09:25] decision but I I would like to see more information and for us to at least have
[1:09:30] explored what are the different impacts what is the worst least worst option of
[1:09:36] of doing a full l uh a full road closure as the administration's um
[1:09:43] going in that direction or alternating
[1:09:47] Yeah. So, so I'll
[1:09:51] based on what we said earlier on, we're expecting this to come back to council
[1:09:55] with with options and and cost and benefit of
[1:10:01] those options. Um [clears throat] either the one lane
[1:10:05] or the full closure. And then the other aspect in terms of those three access
[1:10:11] points to that community to that to that section, do we actually close or not?
[1:10:18] I'm still not comfortable closing it, but
[1:10:22] because we had we had it in April for that time frame and uh yes, there were
[1:10:26] challenges with that, but I think we had gotten to the to a place where people
[1:10:30] knew it was temporary. But again, that'll be something that council will
[1:10:34] lean on at the next meeting. Is that a fair interpretation, Card? But just make
[1:10:41] one request if council could be um could receive an official briefing on this by
[1:10:50] email. Um because we're going to be um in the community talking to residents
[1:10:54] enforcement the next couple weeks and I want to know um what the what the best
[1:11:00] clearest most helpful message would be for residents uh during this time of
[1:11:04] uncertainty having with us not having made any specific decision.
[1:11:10] Well, the the current status and uh the direction that's coming back in two
[1:11:15] weeks. Is that what you're like? You're looking for a briefing of that or a
[1:11:18] briefing after we've had that discussion in two weeks.

[1:11:25] going to be shared with residents and businesses? The administration talked

[1:12:22] part of the main report, but because it was said,
[1:12:25] um, I know that they've painted out the
[1:12:30] intersections, both of them, right now, there's all kinds of I I imagine, well,
[1:12:35] I understood that they might be coming to do some of that painting work to find
[1:12:40] all the lines, and that's what has happened at both intersections.
[1:12:45] So I thought that that was the design uh element of this fall but that there
[1:12:49] would be construction next year and so am I right in understanding with what
[1:12:56] you just said Mr. Bog that it'll still be in the design phase
[1:13:01] for next year with no construction Mr. Mayor Mr. Bog
[1:13:06] Mr. I'll start by saying it's a county road and or the the project it's led by
[1:13:12] the counties. Uh so from the last update I received they were hiring the
[1:13:17] consultant uh late this year completing the design and award tender next year.
[1:13:24] That was my understanding for construction in 2028.
[1:13:28] Again not being the lead or not responsible for that project. that would
[1:13:32] revalidate all that information with the counties.

[1:15:28] wouldn't consider doing any of that work. uh in fact I remember it was it
[1:15:33] was expected to be 2026 and the reason or 2027
[1:15:40] 2026 but because of so many projects going on between the two villages that
[1:15:45] it didn't it just wouldn't happen with the counties that they could do ember
[1:15:49] and our intersections at the same time. So my understanding was 2026. I just
[1:15:55] want to you know so that's now five four or five
[1:15:59] years of waiting for the interlock to be rehabilitated for the sake of
[1:16:04] accessibility and pedestrians. And I know I've been made to understand that
[1:16:08] it's not part of the essential or the uh critical pathway which is the concrete
[1:16:16] sidewalk itself. But it's still all connected. people move over to one side
[1:16:21] to let others pass on the concrete. So I just a bit frustrated because it's
[1:16:26] something I brought for the budget four years ago but

[1:25:36] I don't get the notification until the report comes out on the Friday. So late

[1:25:45] township offices are closed until Monday morning and I can't get any information
[1:25:50] other than what's on the memo, which is not very much information.
[1:25:55] How is that person supposed to be able to come to the meeting and make
[1:26:00] objections to or plead their case to the committee
[1:26:06] and ask someone who sits on that committee to then hear them? knowing
[1:26:11] that if we go ahead and approve it, they have no appeal process at all, which
[1:26:19] ultimately leads them to believe that the whole process was a sham and they
[1:26:24] have no say in it. Why do we even send out notifications?
[1:26:28] So I believe that to ensure that they get
[1:26:32] the information well before the meeting date that we should be going a little
[1:26:39] bit beyond the timing of the minimum standard that the act provides and go to
[1:26:46] 15 days. And if we need to change the timing of meetings then we change the
[1:26:51] timing of meetings. Right? There are minor variances.
[1:26:57] I'm asking to change the the timing for for every single type of zoning and and
[1:27:03] um what's it called? Uh not separations but uh severances
[1:27:09] severances like things like that. I'm asking for the minor variances.
[1:27:15] So, I I believe that we should at least give them a 15-day notice
[1:27:22] so that we send it out in time so that people receive it in a reasonable time
[1:27:28] and the most recent ones people receive them on the Friday before the meeting.

[1:28:33] website especially the new design website this is all for good purpose and
[1:28:39] and for for reasons of efficiency. I think we just need to communicate that
[1:28:45] well that now that feature will be available to them and they'll have that
[1:28:49] information a little sooner than was the case more recently when they got it a
[1:28:54] little later. But I'm I'm thinking of the proponent as well that you know why
[1:28:59] should they have to wait or have to skip a meeting because
[1:29:03] uh you know we needed to get that information out a few days sooner
[1:29:08] because of a weekend coming. If I think if we have it on the website and the
[1:29:13] information's complete is why I would support the support staff's
[1:29:18] recommendations.

[1:29:29] if a proponent puts in or makes an application today the 31st of August for
[1:29:36] a minor variance uh that means that
[1:29:41] we have to have the minor variance heard within 30 days. So that would be the the
[1:29:48] 30th of uh September. Um
[1:29:55] we send out notice so that a uh a resident gets the notice. Do they rece
[1:30:01] have to receive the notice 10 days prior to the meeting or do they have do we
[1:30:08] have to send the notice 10 days prior to the meeting?
[1:30:15] » Uh we need to send a notice the with the 10 within the 10 in that 10 days. So we
[1:30:21] send the notice within 10 days of the meeting
[1:30:25] » of the meeting. Um
[1:30:29] why not 15? What I mean I I mean so so we send a no
[1:30:35] 5 days earlier. We put it on our website 5 days earlier. Whatever it goes on the
[1:30:40] website. That's the the means that we're going to use and it's it's the lawful
[1:30:44] needs. So we put it out 5 days earlier. It's the applicant that has to have a
[1:30:50] complete application before the process starts by if I re uh remember correctly
[1:30:57] and if the applicant application is deficient then the time doesn't start
[1:31:02] until the application is is fully received. So we give 15 days notice.
[1:31:08] Um I'm not sure why that doesn't uh simply be easier for everybody.
[1:31:16] I think in the report clarify please but it does have a domino effect on when the
[1:31:25] when they would appear at the planning open.
[1:31:31] » Well, I was going to mention the exact same thing. I think it's fairly clear in
[1:31:34] our like the impact that those extra days could have and the our
[1:31:40] recommendations to maintain the 10 days follow the act. Um, and we need to keep
[1:31:45] in mind it's it's a minor variance because it's minor in nature.
[1:31:53] So that's that's the whole idea as well behind the that context.

[1:32:22] most recent circumstances there were three very significant components to
[1:32:28] each one of the minor variance requests that to me each one of them individually
[1:32:34] ought to have been a separate minor variance and we combine the three of
[1:32:38] them into one minor variance. So to the resident that lives across the street
[1:32:43] down the down the down the way the next door neighbor it's not minors and them
[1:32:48] and I get it but if if if we're talking about if I put an application in on
[1:32:55] September 1st and the meeting for the planning committee is September
[1:33:04] 20th and I and and that meeting has to happen
[1:33:08] within 30 days of me submitting my request. Then that meeting on September
[1:33:13] 20th is the meeting I'm shooting for, which means a sign has to be created and
[1:33:19] put up no later than 10 days prior to. So by September 10th, they have to put a
[1:33:24] sign up on their property. Unless I'm missing something, please tell me when
[1:33:28] I'm wrong. They have to put a sign up on their lawn and staff at that point on
[1:33:33] the on the 10th will send out that notification.
[1:33:39] What's the difference in resending on the 5th other than drafting it? It has
[1:33:44] no difference in the timing of when that meeting will happen. The only difference
[1:33:49] that I that I could see is if they come in and put their application in on
[1:33:54] September 10th, they can never get to the September 20th meeting. And
[1:33:58] therefore, we would have to wait till either have an early planning meeting in
[1:34:04] October or they would have to wait until the planning meeting in October, which
[1:34:08] would be late October. >> I think that was the point the
[1:34:13] » but that means they came in later anyway. They would have missed the
[1:34:15] meeting. So, in the circumstance where they're they delayed coming in to get it
[1:34:21] in time for the meeting, that's on the proponent.
[1:34:26] We, you know, and and I I get it. We want to make sure we're satisfying both
[1:34:30] sides, but remember, the proponent is the only one that is able to object to
[1:34:36] any decision that is made, not the people in the room, not the people that
[1:34:41] are that may be deemed to have been affected. And all I'm trying to do is
[1:34:46] make is make sure people get that notice in advance so they have enough time to
[1:34:52] review it and make proper comment to it. Whether the comment changes the
[1:34:57] decision, probably not in most cases, but at least they've had the ability to
[1:35:02] see it in advance and do it. And if we don't if we don't vote in favor of the
[1:35:08] 15 days, I make another amendment that we actually do the uh registered service
[1:35:14] and or personal service if there's only one or two.

[1:35:23] Then that would be even better. What's the rationale for 50
[1:35:31] » that it's greater than 10 and will allow it will allow for any delays in mailing

[1:35:48] the delivery gets delayed and that person never gets it on time so or there
[1:35:53] could be a holiday in there so I'm just concerned that that people are and this
[1:35:57] isn't the first time that it's not just because it's the first time this
[1:36:01] happened. There's been many times that this has happened in my 18 years sitting
[1:36:06] on the planning committee that people have complained that they don't get
[1:36:09] things in time and we always send them out within 10 days. So all I'm all I'm
[1:36:15] saying is let's give it an extra 5 days. Could it be 20 days? Yeah, it could be
[1:36:20] 20 days. I'm saying just give us give another
[1:36:24] five days so that the mail can do its job and get it to the member or the
[1:36:29] member get it to the resident in enough time for them to actually make a phone
[1:36:34] call if they need to see somebody or talk to somebody about it or come into
[1:36:38] the township office. That's all I'm asking.

[1:40:02] the 30-day piece Uh I think in the report it talks about making a decision
[1:40:06] but I think the 30-day timeline was to have the hearing and the committee after
[1:40:12] that can reserve their decision. So I think the 30 days to have that
[1:40:16] hearing correct then Mr.

[1:44:33] you know, getting those extra questions that they may have or details that they
[1:44:36] want to see that those be available online. I do see that as an improvement.

[1:44:46] I see actually to the contrary staff saying that this is not a recommended
[1:44:51] approach to go all in on on increasing it to a 15-day. I'm comfortable with um
[1:44:57] iterative improvement improving in this way continuing to listen and monitor how
[1:45:03] that online notice serves people or doesn't.

[1:49:08] construction taking place at the complex. much anticipation, especially
[1:49:13] I'm hearing from ICE users who are wondering when they're going to be able
[1:49:17] to hit the ice and the new three pads that will be at that complex. So, I was
[1:49:22] wanted to take the opportunity as we're coming back from the summer break to ask
[1:49:25] if there are updates on the timing for the rec complex opening uh and as well
[1:49:31] an update on when uh folks who have expressed interest in ICE will begin to
[1:49:35] hear back. >> Thank you uh Madame Nita. Let's just see

[1:49:42] » Thank you, Mr. Ray. Council. Um, so for the timeline, the last update that I
[1:49:48] received was the same one that I shared with council back in June. That was the
[1:49:54] July 31st report and it was still on November 5th. That's for the occupancy.
[1:50:00] Um so I will be receiving probably sometime next week uh the August report
[1:50:06] and I was also planning to make an update uh for the operational and
[1:50:11] construction uh both reports in uh September to council. So if there's any
[1:50:16] changes those uh will be presented at that time. Um as for the uh regular ice
[1:50:23] users, they've all been advised uh like we had mentioned in our report in June
[1:50:29] uh that regular ice users would get the same hours uh for the period of January
[1:50:35] to April. Uh for the third ICE uh we would uh start uh jotting down a mockup
[1:50:42] schedule with all the requests that we have received prior to June 30th of this
[1:50:48] year. So with this uh mockup schedule uh the uh recreation complex uh manager
[1:50:55] will be uh contacting uh these people that show an interest
[1:51:01] uh and those are for the new users um and then if there's any uh temp time
[1:51:08] left then we will go back to the regular users. uh but this will not be done uh
[1:51:14] prior to when we have a a very good idea of when we are opening obviously because
[1:51:20] we do not want to mislead people. So if they have some ice time in January,
[1:51:25] let's say we don't want anybody to lose ice time. If they have secure ice time
[1:51:29] somewhere and uh let's say in October then we're not too sure they p they push
[1:51:36] the date. So we want to make sure uh so that we don't disappoint anybody. So
[1:51:41] this will be done later this fall like we had mentioned in our June report.

[1:52:36] contacting uh these users >> for January

[1:52:48] in the country festival. I was in touch. I was reached out to by
[1:52:54] one of the organizers of the autumn in the country festival. You said autumn in
[1:52:58] the city festival.
[1:53:03] [laughter] >> It brings to mind certain songs. Um so
[1:53:07] uh the organizers have reached out. Um they were seeking funding support from
[1:53:14] various funders this year and uh they uh have come uh to say that they need
[1:53:21] funding from um the township and my understanding is that they did apply for
[1:53:27] one of the grants. How however it hasn't gone through yet. And so I believe uh
[1:53:31] you know this is a long-standing festival. The organizers are well known
[1:53:35] in our community. They're small business owners. they've proven [snorts]
[1:53:39] uh their organizing abilities and their uh accountability and responsibility
[1:53:43] with funds of this nature before. And so I believe it's in the spirit uh my my
[1:53:48] spirit and I hope the spirit of the council um that we won't delay this uh
[1:53:53] decision further as uh as the event is happening on September
[1:53:59] 19th and 20th weekend 18th to 20th. Um, so to ensure that they see Township
[1:54:06] coming through as a partner in this event that draws a lot of economic
[1:54:11] benefit, a lot of circulation and tourism in our community. I'd like to
[1:54:15] ask for council support to approve a $2,000 grant uh for the honoring the
[1:54:21] country festival uh saw
[1:54:25] tonight u just to expediate that process.

[1:54:34] » No. M. Thank you, Mr. Members of Council. No. Um, there was a quite an
[1:54:40] important change in the budget in the last week or so. So, we had requested
[1:54:44] some extra information uh to the organizer. Uh, we were tempting to try
[1:54:50] to talk today. It didn't happen. So, we'll try again tomorrow to see why the
[1:54:56] budget had changed quite drastically. Um, so that's why it was supposed to be
[1:55:00] brought tonight, but because of that important change, uh, we we needed some
[1:55:06] questions answered
[1:55:11] » approved in the past. >> Last year, I believe uh there was a
[1:55:16] small grant cuz I think last year was their first year in our park because
[1:55:20] this it's happening in the McDougall park. Um, so last year I think we gave
[1:55:24] them a smaller amount of money. uh this year it's it's it's a bigger event that
[1:55:29] grant
[1:55:33] » the council and comments on this this request for council counc
[1:55:38] » do we have another we do have another council be for the uh on the 14th is
[1:55:44] that correct >> yeah we still have coun
[1:55:52] » my understanding is that the original application went in in January So, this
[1:55:56] has been uh and I do understand that there was a significant change in early
[1:56:01] August related to the budget. I'm trying to put, you know, I don't really want to
[1:56:06] get into the grants policy too much on this because I'm really trying to
[1:56:11] prioritize the spirit of partnership and collaboration with long-standing
[1:56:16] community volunteer organizers over um what I see as a a small a minor
[1:56:23] detail in the way that the policy is applied. And I don't want that to get in
[1:56:27] the way of of this really important support. And you know, just to give an
[1:56:31] example, if I was having an event and I needed $2,000 for hot dogs, it would
[1:56:37] make a huge difference to know that I had that $2,000 for hot dogs 2 weeks in
[1:56:42] advance versus 3 days in advance. Um, so again, I asked for council support. Uh,
[1:56:48] these are trusted uh this is a trusted like decades long organization providing
[1:56:54] this this Keystone arts venue in our community.
[1:56:58] » Councelor That was that was going to be my point
[1:57:03] is you know while we do have a meeting few days before it's difficult to to
[1:57:08] plan for something when you don't know in advance enough in advance and um I
[1:57:14] think it I think there was a from my understanding um is that there was
[1:57:20] additional money that fell through so they had to re redo their entire thought
[1:57:24] process on the on the event and required some councils
[1:57:29] uh the township's contribution helped them move forward with the event. So,
[1:57:34] I'm comfortable making a decision as long as we have enough money in the in
[1:57:39] the budget to support the $2,000 uh cash donation.
[1:57:45] » And that brings up a really important point. The the budget that was changed
[1:57:49] was reduced significantly and not increased. their budget or
[1:57:54] » their budget >> and the request to to township was
[1:57:57] reduced significantly not increased >> and then last year doing an amount was
[1:58:05] okay we have a disagreement >> um well I don't want to disagree with
[1:58:09] councel beacon but I just want to make maybe precision when they started way
[1:58:14] back at the end of January when we received the original uh request was
[1:58:19] $20,000 and then uh beginning of August They
[1:58:22] sent us a revised budget of $6,200. So $6,200
[1:58:29] and then about a week ago they came back with another one for $12,000.
[1:58:36] That that's why we were requesting some answers uh as for why did the budget
[1:58:42] dump.
[1:58:47] So, I just wanted to mad um laid it out accurately there. I just
[1:58:53] wanted to clarify because the comments before seemed to indicate that there
[1:58:56] were a lot of delays on on side, but we released our agendas on Wednesday and
[1:59:01] then on Wednesday morning we learned at the budget level. So, that's kind of why
[1:59:04] it didn't make it to this uh to this agenda. Um when it does jump from 6,000
[1:59:09] to 13 or 12,000 uh we do have to ask questions and kind of understand what's
[1:59:14] changed. Could I uh ask what was given last year?
[1:59:19] » I would have to double check because I'm not even sure if we did have a grant
[1:59:23] request. I don't think so because they were able to um everything was done in
[1:59:29] the park. There was no cost. Uh this year I think they're uh there's lots
[1:59:34] more um activities uh that they're doing like they're having a bar um at the on
[1:59:40] the society uh property and so there's expenses more
[1:59:46] expenses for them.

[2:00:03] ask go from 6200 township to 12,000 or did there was there ask still $2,000?

[2:00:59] government but it's at the at the tier government level uh which which led to
[2:01:04] them increasing their budget and increasing the request from as well from
[2:01:08] 1700 to
[2:01:13] » thank you Mr. Mayor members of council so I do confirm what Mr. saying um so
[2:01:18] they did receive confirmation of the uh believe municipal no federal grant they
[2:01:26] had received the Ontario one. So and this is why we were holding on bringing
[2:01:31] this to council because we had agreed with the gentleman uh because he in May
[2:01:36] we had a discussion with him and was not too sure if he'd be getting those uh
[2:01:40] grants. He had made $15,000 worth of grant requests. Um and we were
[2:01:47] kind of worried because his budget was 20,000 at the time. So we were worried
[2:01:51] that if he not he was not getting those grants, how would he manage to have his
[2:01:57] event since 15,000 out of 20 was from municip uh federal and provincial
[2:02:03] grants. Finally, he did receive uh something from arts council that's
[2:02:08] provincial. And then two weeks ago, he received is federal uh but only 7,000.
[2:02:14] So instead of just leaving the budget like that, he increased all his expenses
[2:02:19] to balance it off to $12,000.
[2:02:25] » So Lauren, >> so would we have approved, 1700?
[2:02:28] » I'm sorry. >> Would we have approved the 1,700?
[2:02:32] » I'm not sure. >> If your budget hadn't changed,

[2:03:37] appreciating that one of the reasons why this is so complicated is because we
[2:03:40] have organizers who are committed to filling out grant applications and

[2:03:51] would be able to. Um, so again, I I ask council uh to support the $2,000
[2:03:58] donation to support this event and then we decided tonight before um before the
[2:04:04] uh before the event is too close for them to actually use those funds.
[2:04:08] » Okay. So I have a 2,000 on the table
[2:04:14] rested council. It's not an option. Rest of council.
[2:04:18] » Do we need a resolution or direction? Mr. Mayor, if we pass a resolution,
[2:04:25] which probably she needs, uh, we'll need to suspend removals first. If not, the
[2:04:30] resolution. >> Is it okay? Pass. Council vegan. Is it
[2:04:34] okay if the direction of council is to support it and to have it come back to
[2:04:40] us at the next meeting for for resolution, but knowing that council has
[2:04:45] agreed to the 2,000? the council does agree to the 2,000. Does that is that
[2:04:50] enough for the for the committee to to move forward with that understanding
[2:04:55] that the money is available but we have to procedurally only bring it back at
[2:04:59] the next meeting and that'll give staff time to bring that report back to us for
[2:05:04] us to and it can go into the consent items at the in session at 6 or 10 and
[2:05:10] that will there at least we give a resolution but we give the direction
[2:05:18] gives the group serve to be that data. >> We gave direction to administration to
[2:05:24] approve the $2,000 grant. That's

[2:05:36] I appreciate council's um recommendation or suggestion. I do think however it
[2:05:42] would probably be simpler and and there would be a better guarantee for the for
[2:05:47] the organization if it's a if it's kind of adopted by by vote tonight and it
[2:05:51] would also eliminate the need to to create additional
[2:05:55] reports to council and so I I just feel like on both sides it would be if if if
[2:06:00] it's council's decision to move forward to 2017 or just to have
[2:06:05] » a motion to suspend procedure on the side by councelor Degan second by
[2:06:10] councelor Lauren. Call for the vote to suspend those of procedure on this item.

[2:07:22] holidays, council approved for the, uh, survivors slide to be raised from
[2:07:29] the week of October 28, uh, for truth and national week of truth
[2:07:35] and reconciliation. >> Thank you. September. So on that form it
[2:07:42] did not indicate that there would be any sort of formal ceremony along with the
[2:07:46] flag raising. Since that time members of the diversity, equity and inclusion
[2:07:51] committee who have uh first nations in mate background have expressed a wish to
[2:07:56] gather a small group of people at a flag um either uh as it's being raised or
[2:08:03] shortly thereafter to perform a brief smudging ceremony. Um, so there would be
[2:08:09] a a main seed man and an inward woman perhaps saying a few words, but mostly
[2:08:15] it would be as much a ceremony for folks to proceed into the into the week of
[2:08:20] learning and um, learning and reflecting and acting on the 94 calls to action in
[2:08:27] a good way. Uh, so the I wanted to bring this up today for two reasons. first to
[2:08:33] inform council um that I have been advised by the clerk's office that it's
[2:08:38] okay to not return that this is a minor change and that is not required to
[2:08:44] return with another application to indicate a ceremony with the flag
[2:08:50] raising. This would require no staff time uh no podium, no AV set up, no
[2:08:56] chairs being put out. it would simply be a small group standing at the flag for a
[2:09:00] brief amount of time. Um and then the second part of that would be that uh as
[2:09:07] the the timing of this matching ceremony is not yet determined. But uh the
[2:09:12] organizers uh from the diversity committee who want to do this ceremony
[2:09:17] have expressed that uh depending on how it suits people's schedules that
[2:09:23] township staff as well as members of the council would be invited to attend and
[2:09:27] participate as well. Well, for now that's forformational
[2:09:31] purposes. But if uh if council wishes to discuss, I can inform those folks and
[2:09:38] proceed according to council's wish in terms of the procedural aspects.

[2:11:04] » Okay, moving to item 20 announcements. So just uh briefly say
[2:11:11] it's good to be back at around the table of council following our summer break.
[2:11:26] projects across the community. We also know this road created a lot of
[2:11:30] disruption over the summer. Road closures, detours, constructions are
[2:11:34] never easy for residents and local businesses. Um, but I do want to thank u
[2:11:40] everyone for their patience. Uh, these are important works that uh, you know,
[2:11:45] and investments that are being made in our community for the long-term
[2:11:48] viability of this particular community. Uh we're also very active this summer
[2:11:54] and members of council were very active in different uh aspects whether it was
[2:11:59] the meet me whether whether it was different festivals, sporting activities
[2:12:04] uh community events. Uh big thanks to all the staff that uh that managed all
[2:12:10] of those events. Uh just recently we had our openups for the seniors which I
[2:12:15] think was a great success. So a big thank you to the staff for uh for
[2:12:19] organizing and to the uh to the committee as well. I think that was a
[2:12:24] great success and uh that kind of engagement you know shows a lot of
[2:12:28] promise on something that we as a as a as a council and with staff you know put
[2:12:35] in our strategic plan when we first started several years ago. So really
[2:12:38] happy to see this move forward. Um we're also entering uh the period of municipal
[2:12:45] elections. So over the coming week residents will have the opportunity to
[2:12:48] hear in front of the candidates singing and represent them on council. So I
[2:12:52] encourage residents to stay engaged, ask questions and
[2:13:04] will repeat this message in every meeting on the importance of vote. Um,
[2:13:11] as a council, our responsibilities continue as we demonstrated tonight, but
[2:13:16] there's a lot of still a lot of important work left for us to focus on.
[2:13:20] Um, and with a focus of serving our residents and governing responsibly.
[2:13:26] Um, a few events coming up quickly. Uh, from September 9th to the 11th, I'll be
[2:13:31] attending Ontario East Municipal Conference in Ottawa. um where um his
[2:13:37] colleagues from Eastern Ontario will be meeting to discuss economic development,
[2:13:41] infrastructures, infrastructure and other priorities affecting our
[2:13:45] communities
[2:13:50] for the region. There's a golf tournament there and then
[2:13:54] not finishing that golf tournament but moving to the Amber Redf Fest which is
[2:13:58] the second year that they will be doing it on the
[2:14:03] um yes they will be blogging
[2:14:08] but two great opportunities to support local organizations. Uh so again it's a
[2:14:15] pleasure to be back pleasure to be sitting on the same table with all of
[2:14:18] you as well and having good healthy debates um for our community
[2:14:24] did uh we have a something to add
[2:14:30] a few announcements. Okay, you'll indulge me.
[2:14:35] Um, I just wanted to make the point that in tonight's agenda, there was um the
[2:14:41] minutes of the accessibility and seniors advisory committee meeting. And in
[2:14:47] there, you may have noted if you read them, that we acknowledge the passing of
[2:14:51] an accessibility advocate in the township and recognize the individual's
[2:14:56] contributions. I just want to put a name to that description. The person we were
[2:15:01] talking about was Brian Young. And Brian was a not a member of our accessibility
[2:15:09] advisory committee, but always close by and sending in emails with advice. And
[2:15:15] uh he passed away sadly uh from a a debilitating muscular
[2:15:21] disease. He was a I didn't know he was a emergency room surgeon in Cornwall for
[2:15:28] most of his career until this disease got a hold of him and uh sort of
[2:15:34] degenerative muscular disease. So he was in a wheelchair. So he was a huge asset
[2:15:40] to our committee and I just wanted to give a shout out to Brian Young and his
[2:15:44] family. Brian uh did a lot of work in helping to inform us on policy and of
[2:15:52] course we all miss him. Uh item two is uh maybe along the same lines as I want
[2:15:58] to thank you Mr. Mayor for coming out to our accessibility advisory committee
[2:16:03] meeting. our last meeting, you had wanted to come and recognize uh the
[2:16:08] committee members with a personalized letter for each of them and a medallion
[2:16:14] and caught all of them offguard. Uh it was a real treat to have the mayor with
[2:16:20] us all at the table and I must tell you that after you left um you know they
[2:16:26] spoke very highly of you for the next 15 minutes or so. Um but it was a great
[2:16:31] initiative. I want to thank you very much for taking that initiative to, you
[2:16:36] know, coming out in person and and shaking hands and giving them those
[2:16:41] letters. I can tell you it meant a lot to them. It certainly meant a lot to me.
[2:16:46] And last but not least, I want to take the opportunity tonight to congratulate
[2:16:52] our mayor for being acclaimed to his position. I think it's a wonderful uh
[2:16:58] result. Um, I couldn't be happier. I think you've done a great job leading uh
[2:17:06] council these last two and a half years or so. So, I just want to take a moment
[2:17:11] to congratulate you. Uh, fact that no one decided to run against you, I think
[2:17:16] speaks highly to uh, you know, your your leadership and and your example in the
[2:17:23] community. So, congratulations to you. Thanks. Thank you, counselor. said

[2:17:32] taking on the responsibility of having four years. Thank you so much. I

[2:17:46] house. Um it was a great success and um I'm it was really noisy. My ears were
[2:17:53] ringing after after the event when I left and I was near the door so I wasn't
[2:17:58] in the middle of all of the stuff. But uh I'd like to thank the committee
[2:18:04] members uh Ken Elaang Betta who were uh uh helped out and make this so so great.
[2:18:12] Um, and the staff, Sebastian, Addex, and all of the other staff members who were
[2:18:19] there to to make it and the ones that manned all those little uh exhibition
[2:18:25] because I gathered that was also a success. Got a lot of people signed up
[2:18:29] for uh various uh notices or whatever. Finally, the volunteers
[2:18:35] um I don't think it really would have went went very well if we didn't have
[2:18:39] the volunteers and they worked well. They worked hard and um some of them
[2:18:44] were there to get their uh their hours. Well, they earned their hours while they
[2:18:48] were there. Okay. So, thank for those of you who know all the volunteers because
[2:18:52] I don't know them all. Please thank them because appreciate.
[2:18:57] » Excellent. And that just you know between that meet me I think uh it's
[2:19:02] great to see those staff kiosks where you know they're providing access to
[2:19:07] residents by and whether it was the library as well or the different
[2:19:12] departments you can tell there was really good engagement from the
[2:19:16] community and and uh you know this is becoming a something now that that I
[2:19:21] think it's being is definitely really appreciated by the community so much for
[2:19:26] the initiatives to making sure that we continue going down that path that
[2:19:30] loving engagement that are that we're seeing with with these kind of tools
[2:19:34] that were kudos.

[2:19:44] the town hall. And I wanted to thank community members uh especially Don Aels
[2:19:49] who needs the organizing the Terry Fox walk and run and ride here in in our
[2:19:55] township which will take place this year on September 20th. Um, but
[2:19:59] [clears throat] I also wanted to take the opportunity to recognize um just how
[2:20:05] supported Donna felt while uh organizing this flag raising as well as other u
[2:20:11] logistics related to the run and she specifically was thinking Jose did feel
[2:20:19] she she kind of wasn't sure exactly on the name and I took it I guess um but I
[2:20:25] just want to um acknowledge personally uh that she that Jose was acknowledged
[2:20:31] by that group and that they were over the moon about the support that they've
[2:20:34] received from township staff and uh hope everyone's able to uh appreciate that
[2:20:40] flag flying for the first time I believe here at town hall on September 14th.
[2:20:46] And I would just add to that that there was some challenging challenges with all
[2:20:51] the remodeling of the bike trail and the uh and the parking in terms of flying
[2:20:56] their banner putting up their banner at that area and township was supported and
[2:21:01] the banner will be flying will be placed in front of the town hall for the
[2:21:06] duration. So that should become correct. >> Oh yeah that's correct.
[2:21:13] So, um, it definitely demonstrates the pride in this in this work for Boston.
