That's your [ __ ]
[0:40]
» [laughter]
[0:45]
» I guess my
>> there's no picture. Well, the picture is
[0:50]
on the side. So, it is being recorded.
>> Yeah.
[0:55]
» In a small.
>> Yeah. But it will be available. Say
[1:00]
» yes, exactly. It's recording
Deb.
[1:05]
That's why you see TG.
>> Oh, it's Deb.
[1:07]
» Yeah. Debut. Wait.
>> So, can you make it so that someone else
[1:10]
is speaking that's here?
>> It's going to be a bit hard.
[1:16]
» Yeah.
>> For tonight, I guess. So good. Well, I
[1:19]
appreciate the the attempt at problem
solving. I think we'll we'll go ahead
[1:23]
with this right now. Uh if the rest of
council I think is is in agreement,
[1:28]
we'll move ahead.
If that changes throughout this process
[1:32]
at any point in time and you feel
uncomfortable about addressing a certain
[1:36]
we can maybe you know move to defer a
certain item or something like that if
[1:40]
that's an option. So we are moving to
item number nine delegations petitions.
[1:45]
We have none. Item 10, consent items.
All items consent items will be enacted
[1:51]
by one motion and majority vote is
required for the adoption of the consent
[1:55]
items. There will be no separate
discussions of these items unless
[1:58]
they're requested made prior to the time
council votes on the motion. So mo
[2:03]
motion to that all items listed under
consent items be received as presented.
[2:09]
This is moved by councelor Lauren,
second by councelor Armstrong. Call by a
[2:13]
vote. All in favor, if you could just
verbally uh
[2:19]
counselor.
>> Yes.
[2:21]
» Jamie. Yes.
[2:26]
» Mark. Yes. Thank you, council members.
Appreciate it.
[2:34]
» Mr. I can confirm that Deb sees you all
and she can hear you well.
[2:38]
» Okay. Excellent. Thank you very much.
All right.

Foreign
[3:46]
the council receives a report PD 202632
dated August 31st, 2026 and maintain the
[3:53]
current notice period and notification
process for minor variance applications
[3:58]
and to post notifications on the
township website to maximize the public
[4:02]
visibility and transparency.
Anything to add to that, Mu Bog?
[4:20]
council
[4:35]
2000 per year.
>> Annually, yes.
[4:40]
» Yes. Um through Mr. Mayor annually and
that's based on the 10 requests that we
[4:44]
receive per year,
>> right?
[4:46]
» Yeah.
>> And and again, that's an estimate. Um,
[4:50]
so in terms of staff time that we did
looked at or uh registering mail, which
[4:55]
was about $15 per
um letter sent.
[5:01]
» Yeah. And if I if I remember correctly,
so you looked at the time the the time
[5:06]
frame and the uh and how we uh announce
this information, correct?
[5:12]
» Uh yes, exactly. So um and yeah the the
delay of uh of posting and and just to
[5:18]
go to come back to the dollar amount um
that would have a major impact on the
[5:23]
user fee uh for those type of requests.
Thank you. And then one last piece is we
[5:30]
are adding in terms of service level is
we are going to now be posting it to the
[5:35]
website as well as we were not correct.
>> Correct. Yes. Sorry, that's yeah, we're
[5:40]
maintaining the the delay the 10 days
and yeah, we would be adding those uh
[5:45]
notice on the website as well.
>> Thank you. Any further questions,
[5:50]
members of council? Council.
>> Yeah, I'd like to call this item up so I
[5:53]
can
[5:57]
pull it.
[6:12]
The council receives to report CSASFS
2026-9 dated August 31st, 2026 regarding
[6:20]
the recreation complex financing
strategy and debt diversification and
[6:24]
that council approved the following
proposed debt diversification strategy
[6:27]
for approximately $70 million in
long-term financing requirement. 17.5
[6:33]
million on a five 5-year term with a
30-year amortization. 24.5 million on a
[6:39]
10-year term with a 30year amortization.
28 million on a 30-year term with a
[6:45]
30-year amortization. And then council
authorized administration to enter into
[6:50]
a preown preflow, pardon me, loan
agreement with infrastructure Ontario
[6:54]
for the financing of the recreation
complex in the amount of 17.5 million as
[6:59]
proposed in the attach bylaw for 2026.
The debt servicing cost will be funded
[7:04]
from the recreation complex reserve. The
proposed financing sources for the
[7:09]
recreation conflicts debt for 2027 and
after will be presented to council as
[7:15]
part of the 2027 budget and that council
authorize administration to uh continue
[7:21]
discussion with infrastructure on
Infrastructure Ontario regarding
[7:24]
additional prefancing
opportunities for the remaining 10-year
[7:30]
and 30-year debt requirements should
market conditions remain favorable. So
[7:35]
before we get into the report, I want to
acknowledge um the governance questions.
[7:41]
So admin recommended 3.67 rate uh
because of the financial risk of waiting
[7:48]
uh to the next council meeting. So this
did not bind us outside of a potential
[7:54]
uh penalty. Um but at no point was there
a decision made for the entire debenture
[8:00]
at this stage. So it was just to
guarantee the rate. Uh and so this was a
[8:05]
recommendation that came from council.
It was on a timeline and the rates were
[8:09]
going up. So it was a riskmanagement
decision between rates continuing to
[8:14]
increase or locking in that rate that
favorable rate um at this stage. Um but
[8:20]
it doesn't bind us more than a potential
penalty at this council does not agree
[8:26]
with that. And the plan uh Met was the
plan that we had presented or that
[8:32]
council had approved in terms of the
splits and the the directions at our
[8:37]
Junior meeting. Correct.
[8:41]
» Yes. Yeah. Sorry. Anything else to add?
>> Yeah.
[8:50]
Before council considers the
recommendation and shares its views, I
[8:54]
would like to briefly outline the key
factors that led administration to this
[8:59]
recommendation. Administration is
recommending a diversified financing
[9:04]
strategy for the red complex that
combines 5-year, 10 year, and 30-year
[9:08]
death terms. The objective is to balance
the opportunity presented by today's
[9:14]
lower short and medium-term interest
rate with the long-term stability that
[9:19]
taxpayer expect for the project of this
size. Current infrastructure Ontario
[9:25]
rates provide an opportunity to achieve
meaningful interest savings by financing
[9:30]
a portion of the project using a shorter
term rather than placing the entire
[9:35]
borrowing requirement into a single
30-year debenture. Based on on current
[9:41]
rates, the recommended approach is
expected to generate approximately three
[9:46]
2.3 million in net interest savings
during the first 5 years while
[9:52]
maintaining a significant portion of the
debt and long-term fixed finance. It is
[9:57]
also important to understand the timing
requirement associated with
[10:01]
Infrastructure Ontario preflow financing
program. The process to secure this type
[10:08]
of financing typically takes 6 to 8
weeks and the interest rate must be
[10:13]
locked in before council considers the
final debenture bylaw. As a result,
[10:19]
administration must secure federal rates
in advance in order to preserve these
[10:24]
financing opportunities.
Notably, the recommended strategy
[10:29]
represent a balanced and prudent
approach. It spreads refinancing risk
[10:34]
across multiple maturity dates rather
than exposing the full 70 million debt
[10:40]
to a single
renewal period. Helps protect taxpay
[10:45]
taxpayers from future interest rate
volatility and provides the township
[10:50]
with greater financial flexibility while
capturing meaningful interest savings.
[10:56]
Thank you.
[11:07]
rent mortgage timeline.
[11:29]
Okay, I see. I'll see you.
>> So, just updating what you said or
[11:34]
clarifying you said. So, the total
stadium is 2.37, but that's not over the
[11:40]
first five years. It's 1.27 over the
first five because the first one is only
[11:45]
a 5year picture. The other 1.1 is over a
10-year period. The first five plus the
[11:51]
next five. Correct? Based on what this
says,
[11:55]
» the 1.1 is the savings on the 10year
term but for the first 5 years. So if we
[12:02]
would lock this loan, we would save 2.2
million in the 10 year. But because my
[12:10]
analysis was on the 5-year, I wanted to
show how much we would would be savings
[12:16]
and interest rate in the first five.
Okay. So, there's an additional million
[12:22]
dollar savings on the second debenture.
That is a 10-year debenture.
[12:27]
» Yes.
>> Okay. So, now you're talking $3.3
[12:31]
million in saving, almost 3.4 million in
savings. And then what also isn't isn't
[12:37]
known is a savings on that original
five-year deenture when you have to
[12:43]
renew to get to the 10 year to get to
the 10ear mark. Depending on what the
[12:48]
interest rates are at that point in time
could be another additional savings over
[12:52]
a 5year period. If we're looking at the
numbers probably another million dollars
[12:56]
of savings rather than going to the full
30-year
[13:00]
at 5.1. Correct.
>> Correct. So that's almost a $5 million
[13:05]
savings of interest over the first 10
years by diversifying.
[13:10]
» Yes. If you look for the 10 years. Yeah.
>> Thank you. Thank you, Councelor.
[13:14]
Councelor.
>> Yeah. I I'm quite willing to go along
[13:18]
with this. Um the um the short-term
interest rates will have to explode for
[13:24]
us to lose some money on this. If it go
if they go up significantly, we may not
[13:31]
gain the actual uh uh the largest
potential savings, but we'll still gain
[13:38]
uh some savings on the interest over the
uh uh total lifespan of this uh mortgage
[13:44]
if you want to put it that way. I think
it's prudent and go ahead.
[13:48]
» Thank you. Any other comments?
Well, I said it before the meeting
[13:53]
started, but I just want to thank staff
and should add an image I think [snorts]
[13:57]
for the detail that was presented. It it
was uh uh complete and gave a a great
[14:04]
picture across the board of what the
options were. So, I'm grateful for the
[14:08]
for the level of detail that was
provided here. It made the decision easy
[14:12]
for me.
Any other comments on this item?
[14:17]
Okay, [clears throat] moving to item.
[14:51]
Now it's a simple amendment to the user
fee and char um we charge we it used to
[14:59]
be $100 uh the price to purchase these
this equipment went up to 140 rather
[15:06]
than increasing our our fee to 140 we
decided to just mark it as cost recovery
[15:10]
that we don't need to come back to
council every time every time the cost
[15:13]
increases. Um we'll we'll continue
operating and just invoicing what our
[15:18]
actual costs are.
That's it. If there's any questions that
[15:22]
sense reason and an efficient way of
doing it for sure any questions or
[15:26]
comments for members of council.
Excellent. Thank you. We are moving to
[15:30]
item B that council receives report
ecobat 2026-10 dated August 31st 2026
[15:37]
and approve the use of the advisory
committee budgets to finance the cost of
[15:42]
coupons distributed as part of the BB
2026 public engagement activities. The
[15:47]
reimbursement of coupons costs incurred
by the participating groups are as
[15:52]
follows. Accessibility advisory
committee $140 team advisory committee
[15:56]
$160. healthcare task force $35 for a
total expenditure of $65.
[16:03]
And further that council authorized the
use of advisory committee budget funding
[16:08]
to reimburse the healthcare advisory
force force despite it not being an
[16:13]
advisory committee due to the important
role in the community engagement and the
[16:17]
absence of a dedicated operating budget.
[16:24]
council.
[16:32]
Seeing none, we move to item F.
[16:38]
All right. Update on construction in the
municipality preferable report is 2026.
[17:17]
So we understand there's lots of public
frustration there towards ongoing work
[17:22]
especially when there's delays and when
their scope of work changes throughout
[17:26]
the construction project.
[17:47]
The Route 300 corridor, the intersection
of Sang Yong and 300 constructions going
[17:53]
is going as planned and we're still
planning the re door the official
[17:58]
opening of the roundabout later in
October.
[18:02]
So that's and that that part of the work
is being done uh in coordination with
[18:08]
you the United counties of PR husband
Russell the other intersection along 300
[18:13]
will all be completed in 2027
intersection
[18:31]
construction
[18:34]
The current section will is planned to
be reopened to the traffic uh by
[18:40]
September 18.
[18:52]
Um work to still be done in that
portion. um complete the underground
[18:57]
infrastructure. Uh the paving utility
relocation
[19:02]
uh the municipal parking lot will be
completely rehabilitated
[19:07]
in 2027.
[19:29]
Just one quick question. You said the
September 18th for Nazam or is currently
[19:33]
being between St. Kier and there
>> Yes, that's correct.
[19:37]
» And is that both lanes will be open by
September 18th?
[19:40]
» Yeah. To fully reopen. Yes.
>> Will it be open one lane at a time or
[19:45]
» at this time the projection is to reopen
uh both lanes. Uh that being said, uh
[19:52]
some like sidewalk or utility relocation
may call for lane closures at time for
[19:58]
those parts of the work.
>> And just a clarification for council's
[20:02]
benefit. So when we talk about the
parking, it's the parking right by the
[20:06]
entrance to the trail. So that parking
will be redone, but that's not only
[20:10]
exterior. The trail that movement of the
bicycle trail will be done this year.
[20:16]
Yeah, that's uh that's our plan
currently to relocate to to implement
[20:22]
the new uh path behind the
and to have to redo the parking lot next
[20:30]
year.
>> In terms of
[20:44]
entrepreneurs Foreign
[20:56]
speech. Foreign speech.
[21:14]
the
the limiting circulation where it's one
[21:20]
direction circulation or anything while
they're doing those needs.
[21:24]
» Um possibly yes there may be the
disruption or lane alternance while
[21:29]
those specific works are being
completed.
[21:32]
» No longer closing.
>> No longer closing. It will be just
[21:35]
temporary or using flagman or maybe a
street light for short short period of
[21:40]
time.
>> Thank you. Questions now. Thank you.
[22:01]
with that. The first lift of paving of
is also planned.
[22:06]
LaM was on our paving schedule for this
year. So since we need to do written, we
[22:14]
thought it would be a better product
that once we put [clears throat] the
[22:17]
final lift next year, we'll be able to
finalize LAMA at the same time to have a
[22:22]
better product at the end.
Can you clarify first?
[22:44]
Uh so for that brings me to the the next
step for this construction season. Um
[22:52]
we're targeting September 21st to move
the excavation
[22:56]
from S Pre to D.
[23:02]
Uh the goal of that of that segment is
to complete the water main replacement
[23:06]
and the replacement of the storm sewer
uh for that uh that stretch. To complete
[23:12]
the work uh we are planning to fully
close the road again for that segment.
[23:18]
Um so this to mirror the approach that
we've took over the last couple of
[23:23]
months on the
um the detours will be by route 300 and
[23:30]
400.
[23:34]
So that's from on St. Pier from D. Is
that what you said? On from St. Pia.
[23:45]
» Yeah.
>> To D. So that's our the next stretch of
[23:48]
road that we'll be really that we'll be
working on.
[23:51]
» Which way is D?
>> D.
[23:54]
where the
[23:58]
» Oh,
>> so we'll be closing that section.
[24:03]
» That section. Yes. So, we'll apply the
same um uh the same thing that we've
[24:09]
just done where the Nutam will now be a
dead end. So you'll be able to access
[24:15]
NRAAM from the west until like as the
the construction progress then you'll
[24:23]
have two dead ends moving towards the
the man.
[24:27]
» Yes.
So
[24:31]
for how long?
>> Um that will bring us to the end of the
[24:35]
construction season. So in octo uh at
late October
[24:40]
» end of October beginning we'll say.
[clears throat] Yeah, we'll Yeah, we'll
[24:44]
be able to Yeah.
>> or month and a half.
[24:46]
» Month and a half.
>> And
[24:50]
if you didn't close both lanes, what
would happen?
[24:54]
» Um that's adding time. And for the
construction or um to be able to
[25:00]
maximize your time installing both
infrastructure and to protect your
[25:05]
embbridge or gas line, the best
construction pattern is to go and
[25:09]
install everything at once to do your
road your road box or your to put your
[25:14]
gravel everything in the same trench.
[25:22]
But when the when the contract was given
was that what was was that what was
[25:26]
asked and bid on?
>> Yes. Um so the contract um at that time
[25:33]
when the contract was issued and bid on
one lane had to remove remain open at
[25:40]
that time we didn't not have any
requirement for manbridge to protect
[25:44]
their gas lane. So that was a a
requirement that was added after the
[25:50]
fact
>> and the only way to do that is to close
[25:53]
both lanes.
>> Well, that's one way to do it.
[25:56]
» The other way
>> um I would need to ask the contractor,
[26:00]
but that's like the most efficient way
to protect and to build your road all at
[26:05]
once that way.
>> Yeah, please go ahead.
[26:09]
» So
it's the most efficient way for the
[26:14]
contractor
But what we're residents, what we're
[26:18]
businesses, and you know, we're not
saving any money to the to the to the
[26:24]
contract. Correct. By having closed
both,
[26:28]
» we're not saving as per sale on the
contract, but we're min we're on the
[26:33]
flip side, we're not adding costs
uh for those extra requirement for
[26:39]
Enbridge. We're able to do some sort of
an offset as well.
[26:44]
So there so you're saying there is a a
cost savings to what they're doing
[26:50]
because we were last time I asked the
question you said there were no cost
[26:54]
savings but they're now see that's the
first time I hear about embbridge being
[26:59]
a require being an issue and that was a
requirement that was added to the
[27:03]
contract. So what what what does that
cost look like? What are we save like
[27:08]
what are we saving there? I I'll to give
the council the the appropriate answer,
[27:13]
the correct answer. I'll have to come
back. I'll have to to ask the team to
[27:17]
give me and to review all the figures.
>> I just like to know what the numbers
[27:20]
are. And at the end of the day, it might
have been the right decision, but I
[27:24]
don't know if I don't have the numbers,
right? And how that how that's impacting
[27:28]
everybody. And now we're moving to
another section and we're going to
[27:30]
impact those businesses and the
residents. So, I just want to make sure
[27:35]
we're doing the right thing.
Pastor, sorry.
[27:43]
There are a good number of businesses
down there, even more than what there
[27:46]
were uh in the section from uh St. Pia
to Ble and um
[27:55]
they're going to suffer a fair bit.
Not only that, we're going to have the
[28:01]
uh the question about uh uh about people
detouring through a substantial
[28:08]
residential area that has narrow streets
and uh it in fact has
[28:15]
several narrow streets and extra ways in
and out of that area. So, it would be
[28:21]
hard at all, perhaps impossible to uh
block through traffic somewhere in that
[28:30]
uh area. I mean, if it wasn't in the
contract,
[28:37]
keeping one lane open, I think, is is
the only
[28:42]
reasonable way of getting this done,
balancing the needs of our residents and
[28:48]
the businesses in that section. That
that's just
[28:54]
just the way it is. I mean, I I've seen
sections like that in Ottawa where they
[28:58]
where they've done that, but Ottawa has
so many side streets coming into the
[29:03]
area that allows businesses to stay
open. Parking is available conveniently
[29:09]
to the businesses, etc. That's just not
happening here. And uh
[29:17]
you know, I I got to have this uh
section at least with one lane open.
[29:23]
» Thank you, counselor.
Certain
[29:32]
» um does procedurally does that require a
motion from a council member or is that
[29:38]
» I I'm just wondering where the direction
of this conversation is going especially
[29:42]
if it's
>> if if council is coming forward and
[29:45]
looking to propose solutions.
>> Yeah.
[29:49]
require a lot of expertise and a lot of
information, a lot of financial
[29:52]
background.
>> So, at this stage, I think we're still
[29:56]
discussing the update. Um, councelor
Lauren
[30:02]
and Councelor Armstrong have kind of
explained their position and so I'm just
[30:06]
listening to the table at this stage and
um see where it goes, but eventually me
[30:13]
direction to step.
[30:16]
So, I just I just want to be sure
because this was a fourpart update. Our
[30:21]
is finished going through the four parts
of us. I think there's other aspects to
[30:24]
it.
>> We'll save my comments and questions
[30:27]
until
>> Okay.
[30:30]
Okay. So, see where we're at so far, but
we'll keep going then
[30:37]
detours. If we proceed with full road
closure, route 300 and 400 will be
[30:43]
maintained as our primary detour. Uh as
in terms of the cut through through the
[30:49]
subdivision, we're fully aware uh that
was used in the in April. So therefore,
[30:56]
we'll we would be implementing a no exit
or essentially blocking off that
[31:01]
subdivision. So
resident that are using that bypass to
[31:07]
get to plac more quicker could not go
through.
[31:13]
So we'll have more signs and we'll be
able to to limit or to stop people from
[31:20]
just bypassing through the subdivision.
So essentially punishing the residents
[31:27]
that are already there being limited to
building as well the exit full 300.
[31:33]
» Yeah. If we if we take that uh that
approach that you're you want to we're
[31:39]
listening to the resident not diverting
traffic to their subdivision.
[31:45]
the the flip the flip side would be uh
like the people on Zing and Voyage live
[31:50]
through the summer and those resident
would would need to go around to go to
[31:55]
the east
>> much bigger much bigger residents a lot
[31:59]
» yeah but I'm just using that example in
term of uh what the approach or what
[32:04]
what it would look like
>> okay so that's that's part of okay let's
[32:08]
keep going
[32:12]
» um so Um
since we're now in that phase where we
[32:17]
know it's uh it's it's we we have a
better understanding of when
[32:21]
construction would change uh letters and
communication would occur this week
[32:28]
uh to the to the people now affected on
that uh remaining segment
[32:36]
and and for NRAAM we also started
construction of of our phase three which
[32:43]
is starting at the water reservoir near
the dog park. Uh the installation of
[32:47]
that water man is progressing quickly.
Uh we're now uh we will start along
[32:53]
Natraam all the way to the roundabout
which was already planned this year. Uh
[32:58]
so that work will start uh in the next
uh like any time now.
[33:02]
» Mr. [ __ ] just to clarify on that
particular work are we closing any
[33:06]
roads? There's going to be um lane
closures while they're working uh along
[33:12]
Natraadam and there's going to be a few
days where we're into the roundabout
[33:16]
that we will have to close uh one leg of
the roundabout
[33:22]
direction eastbound.
>> Just a couple of days.
[33:25]
» Yes. We don't have this the exact days
yet. Uh but those will be announced uh
[33:30]
when we when we're getting closer. And
and you did mention we had a resident
[33:34]
reach out wondering why we're spraying
everything in blue. And so those
[33:39]
residents that will now have potentially
water going through have been reached
[33:44]
out to.
>> Yes. The staff was were coordinating
[33:48]
with those uh home property owners since
water manu is now available for them if
[33:54]
they want us water service.
>> Questions, comments on this?
[34:01]
Yeah. The uh the first thing is u will
those residents
[34:06]
» [clears throat]
>> uh that are now able to connect be uh
[34:10]
paying the flat rate for water use once
it's available to
[34:15]
» all those details will be discussed with
those property owners. Yeah.
[34:19]
» Is a typical
>> Yeah. typical procedure like we've done
[34:22]
uh elsewhere.
>> Let's move on.
[34:27]
Okay. Proceed. Uh, next project, the uh,
re the revamp of the Amber Water Tower,
[34:36]
the revised time schedule uh, to put the
tower back online. We're now looking at
[34:40]
the end of September
[34:44]
» to be done
at August was officially.
[34:48]
» Uh, yeah. Our last update was end of
August. Um last week or last Friday we
[34:54]
received the updated schedule uh
following a meeting with our with the
[34:58]
contractor. Um
we so we therefore we need to maintain
[35:03]
the restriction until it's safe or until
the water's online and it's safe to
[35:08]
remove those restriction. Um the work to
be completed uh did take more time and
[35:14]
it's more extensive than anticipated at
first.
[35:19]
zero communications plan
>> uh first thing tomorrow morning. Um we
[35:23]
knew that we had this meeting tonight so
to give update to council and um the
[35:30]
following updates will follow to
resident first thing in the morning.
[35:33]
» Questions, comments members of council
on this item. Council
[35:36]
» Laurier
[35:39]
the first update on the roundabouts at
300 and sing. You said October. Is that
[35:46]
beginning of October, end of October
versus the anticipated?
[35:52]
» I spoke with the counties this morning
and they're looking at the end of the of
[35:57]
October.
[36:00]
» Armstrong.
[36:03]
» Yeah. Um, residents of Ember have now
gone through a year with reduced water
[36:10]
services, things they could do, watering
their lawns, etc.
[36:14]
And um I'm if uh
if necessary, I'll put a motion to uh
[36:23]
ask that the residents of Ottawa get the
residents of Denver get a one-time uh
[36:28]
rebate uh for their reduced services
that they've received uh [clears throat]
[36:33]
in this past year compared to the
residents that are on the uh Russell and
[36:40]
Mariamville water towers. Um
the weather has cooperated for the most
[36:46]
part of this year. So we haven't been
watering our lawns etc. But that that's
[36:51]
uh
that ignores the fact that the uh the
[36:56]
service wasn't available and the the uh
uh full service was paid for by the
[37:01]
residents. I would ask that the staff
look at uh showing us what sort of a
[37:09]
rebate would be required for them so
that council can have a look in the
[37:14]
future at uh posting a rebate for those
residents that are serviced by the ember
[37:20]
water tower. So my question was about
water is a use for a fee and so if I use
[37:26]
less water I'm paying less already.
Correct.
[37:29]
» That's correct. And so technically
you're you're only paying for what you
[37:33]
use. So if you have used less, you are
paying less this year. And so I'm not
[37:39]
sure exactly what it cost just to just
to be sure we're on the same page.
[37:44]
» Yeah. But remember that uh for example
in my use most of my water bill is the
[37:50]
fixed rate that is the basis of things
not the consumption rate. So um okay
[37:59]
that's the the rate that I was uh
looking at not the lower consumption
[38:03]
everybody in the municipality has had
the the same lower water consumption you
[38:07]
just haven't done your lawn etc uh it
should
[38:12]
» thank you very much so
um that fixed rate Mr. vote on to make
[38:18]
sure that I understand correctly. If we
were to lower it for the ember
[38:21]
residents, what is the impact on on the
rest of the users?
[38:29]
» Um just thinking quickly here that the
main impact would be our transfer to
[38:34]
asset replacement reserve.
>> Yes. So it would impact that or the
[38:39]
other the rest of the residence would be
offsetting
[38:43]
» shortfall at some point in time. Someone
has to pay for it. It's not money that's
[38:48]
that's that's disappeared. It's still
expenses that we need to collect. Um and
[38:53]
so although it may be a good idea, it
just I want to make sure that it's on
[38:57]
the same page with that. And
>> the other thing I would add in part of
[39:01]
that consideration, we'll have to do
Russell Tower in the short term.
[39:07]
So if we apply that type of logic like
we'll have to consider that as well. And
[39:11]
I I think I think it's also fair to
point out that yes, the service has been
[39:16]
reduced, but the the flexibility that
was added in May, I think or June where
[39:21]
where beyond day you could still
use more water and so on for pools and
[39:27]
so on. I think overall it was much
better than what we had started with.
[39:32]
And as much as I hate adding another
month to it, um that's a different
[39:37]
story. But um I'm not sure I would
support uh reducing any costs at this
[39:42]
stage, but I leave that up to council to
go through council.
[39:50]
Maybe, and again, I'm not going to speak
for councelor Armstrong. We can put an
[39:54]
amendment on the table any time, but
maybe if the fact that the Russell Tower
[39:59]
is going to be done in the shorter term
or the longer term that we
[40:04]
[clears throat] wait until they're both
complete and then look at seeing where
[40:09]
we are and what we can do and if there
are options cuz obviously, you know,
[40:15]
looking at this construction, that
construction is probably going to be
[40:19]
longer than expected originally and
therefore similar types of um
[40:24]
limitations might be there. Maybe it's a
global one-time reduction and what would
[40:29]
that look like from a budgetary
perspective and maybe it's not this
[40:33]
year, but maybe it's two years down the
road or a year and a half down the road,
[40:37]
but maintain it on the radar so that it
comes to the budget at a certain time.
[40:42]
Uh [clears throat] maybe that's the way
to do it. I I don't know. But again, if
[40:46]
council arm wants to put on the table,
then the council will look at it or the
[40:51]
next council will look at it or whoever
will look at it. But um I
[40:54]
[clears throat] think that, you know,
doing it now for one and and then
[40:58]
waiting and doing it again for the
other, there may be discrepancies there
[41:02]
and why did they get this and why did
they get that and maybe it's a global
[41:06]
global view that we need to do um
further down the road, but that's just
[41:11]
one opinion. So,
>> thank you. Any other questions or
[41:14]
comments on that particular aspect of
it?
[41:18]
Anything else to add?
>> And the last uh project update uh I've
[41:25]
already touched on La Pam that will be
completed September under the NATAM
[41:30]
contract, but everything else uh in
paving was is now completed. There's
[41:36]
deficiencies to be fixed. Uh staff is
now working with the contractor to get
[41:40]
those fixed, but all roads in our paving
schedule for this summer is now
[41:45]
completed.
>> Yeah, I've got a few questions now
[41:49]
globally. Uh in terms of the so phase
two now is is uh
[41:56]
based on what you're saying it's going
to be closed for six weeks. What is um
[42:01]
the prognosis for phase three um for
next year we're going to be doing the
[42:06]
same thing on the is that is that stand
to reason that because it's the same
[42:12]
road and the same gas line sold
>> um
[42:17]
I'll come back to council with an update
on that other phase I don't want to
[42:23]
without having the proper discussion
with the contractor I don't want uh
[42:29]
kind of anticipate or just throw ideas
here at this stage. I want to make sure
[42:35]
that I do provide the best and complete
as completed info as possible. Um I want
[42:43]
to learn from the mistake that I've done
last March where we tried to provide the
[42:48]
best info as possible. Uh embridge and
other variables were still missing. Um,
[42:55]
so yeah, I want to make I want to be in
a position where I can give the full
[42:58]
picture and not leaving everything out
or some variables out.
[43:04]
» Thank you, Counc.
>> Just for clarification on that last one
[43:08]
is that was it in March that the go
[43:14]
» open house. We had an open house in
March where we explained to the
[43:18]
residents of how this is going to move
forward, what are some challenges and so
[43:22]
on.
And then when we closed the current part
[43:28]
of me that was not expected and there
was discussion because it is the most
[43:33]
narrow part of but there was some logic
to that argument of the efficiency and
[43:39]
so on and now we have this and the
natural gas being consideration but I
[43:45]
still struggle with the point and and
much to what councelor Dorren spoke to
[43:49]
was that if this is a benefit for the
community to to suffer uh and I know
[43:55]
it's not major suffering but but for the
businesses there it definitely is if
[44:01]
there is a benefit I don't see that
benefit right now we talk about
[44:04]
efficiency we talk about uh all kinds of
things but 100% I can guarantee you that
[44:10]
any contractor would say it's definitely
more efficient if there's no more
[44:14]
traffic and so I I wouldn't expect a
contractor to ask for any less I would I
[44:19]
would support the direction that
councelor Armstrong point where where we
[44:24]
just say no, we want that one lane open
and what does that mean?
[44:32]
Yeah. And and so she go, well, at this
stage because we're two weeks, three
[44:38]
weeks away from the 21st, right?
um you know there's timeline timing
[44:44]
requirements here in terms of you know
what direction does council give and and
[44:48]
where are we going and does that slow us
down in terms of notifications and so on
[44:53]
so um what do you propose how do you
propose m
[44:59]
if we want to move in if council wants
to move in that direction and I'm not
[45:03]
sure that council does I I kind of just
summarizing at this stage but I'm just
[45:08]
trying to make sure council has the best
poss possible information before any
[45:12]
actions required.
>> Well, I guess I can start by saying that
[45:15]
we will still um advise our resident
businesses that construction will be
[45:22]
coming in 3 weeks uh with giving out
options potentially with advising
[45:29]
further uh communication coming along.
Um in the next two weeks um depending of
[45:36]
direction of council I can come back to
council with u either further
[45:42]
information to assess the decision or
options.
[45:48]
» Okay. And then my last point is the uh
closure of access routes for uh the
[45:54]
neighborhoods around. So in April we did
not do that and we managed through
[46:01]
traffic calming measures um to ensure
that the traffic was reduced and so on
[46:07]
and during that time it was a bypass and
and even though we pushed people away
[46:12]
from it I mean it's like water they'll
go to the simplest route and I get that.
[46:17]
Uh my concern is the existing residents
it would start blocking their uh way to
[46:22]
leave the the community u especially
with u at this stage for the whole month
[46:28]
there is no issues with St. Pak or um or
San Die right in terms of going to
[46:35]
Ottawa.
>> That's correct.
[46:37]
» Yeah. So, I mean that it's not too bad,
but I'm not I'm not sure I'm 100%
[46:43]
comfortable blocking current residents.
So, I leave them again for a council to
[46:49]
discuss this. You know, I'd love to to
hear your thoughts on that. So, two
[46:54]
things. What kind of direction are we
giving staff in terms of uh of u the uh
[47:01]
the requirement or wanting what we want
in terms of the one way or definitely
[47:05]
demonstrate what closing b how does it
benefit the community and two um those
[47:12]
closures do we want to block those
access routes so there is no bypass or
[47:17]
or do we want it the way it was in April
so I'll just open that up to council
[47:22]
council Lauren
Um just a question where from from what
[47:27]
point on other dam are we pointing them
to a detour?
[47:32]
So coming going eastbound on the dam
passing town hall at what point will
[47:38]
there be a sign that says detour or will
there be one before they get here?
[47:44]
» So you'll be will be advising motorists
that at St. Andre there's a detour in
[47:51]
place. You're now entering a dead end
zone.
[47:54]
You'll have the same reminder near Tim
Morton
[47:58]
that past that point, past all those
commercial plaza, it's now a dead end.
[48:03]
And you'll have the same reminders at
Prad
[48:07]
and Roadblock.
>> Will we have a sign?
[48:12]
» Yeah, go ahead.
>> Will we have a sign there that says town
[48:15]
hall is still open?
>> Because
[48:18]
» we will have a sign that said businesses
are open. Okay. But so this will be this
[48:24]
will be like this until the end of
October. We have this room as the only
[48:30]
location for voters to come and and get
do their voting here if they needed to
[48:36]
or fix things with their with their um
ballots or whatnot. And if that is
[48:43]
leading somebody away from here,
then I'm concerned that people are going
[48:48]
to not come and they and then ultimately
they're not able to vote. So I should I
[48:54]
have a concern there with that. So
>> fair.
[49:02]
» Where else we going? Councelor
Armstrong.
[49:05]
In this next section, where
will residents of the subdivision
[49:12]
actually have access to the subdivision
and where will they be blocked off?
[49:16]
There there are three routes in, one
from uh St. Pia and two from Nadan.
[49:23]
Uh but where will those uh roadblocks
be?
[49:27]
» Are we able to uh show up on screen so
that you can demonstrate that?
[49:45]
Is it in your report that I'm talking
Google Maps?
[49:51]
» I'm trying. Give me one sec.
[49:59]
» I'm being specific.
>> [laughter]
[50:06]
» Hey, which address?
[50:36]
in case.
>> No, I come in yet.
[50:42]
» Stop sharing.
[50:51]
She said what's the cold?
[51:01]
» Mhm.
>> Zoom in a bit.
[51:15]
» You zoom out. So the weakness from
[51:25]
» switch.
[51:29]
» Perfect.
>> Okay.
[51:30]
» All right.
>> So where the little point is that's from
[51:36]
that.
[51:41]
» Yeah, it's very small.
where the little point is, you see
[51:46]
that's uh that's Pro.
>> Yeah.
[51:50]
» Then you have going eastward as to the
right on the map along
[51:55]
you'll see uh doain
which is another access to the
[52:00]
subdivision
and finally the we have the other one at
[52:05]
Olympic which is from St. Pierre.
[52:11]
It was
[52:16]
[clears throat]
[52:31]
if we are to do a hard block with
barricades, it would be here at So the
[52:37]
entire subdivision would need to use
that and then
[52:40]
» [clears throat]
>> Okay. So, understanding that residents
[52:43]
that want to take a shortcut, they go,
I'll just go through there or they'll be
[52:47]
back in all be creating even more
traffic for the first week or
[52:52]
» for the first few days like Yeah.
>> Yeah. Like we had and
[53:00]
Yeah. So,
um any prop any recommendation for staff
[53:05]
in terms of direction? I would like to
direct staff to to um to say that
[53:11]
council does not want full closure and
[clears throat] what does that involve
[53:16]
um and to try to understand, you know,
the cost versus the benefit of closing.
[53:23]
We need to I I would like this council
to have and for our residents to have,
[53:28]
you know, when they ask us to be able to
say the reason this is closed is it
[53:34]
would cost this much more. It wasn't
planned because we have this line, the
[53:39]
gas line going through so additional
costs and so on.
[53:42]
» Time. Absolutely. Yeah,
>> Armstrong.
[53:47]
» I agree.
For the members of council on this
[53:51]
particular aspect. Yeah. Counc,
[53:57]
I want more information. I don't
necessarily foresee that I'm for or
[54:01]
against
one lane because I don't know any
[54:07]
consequences.
>> I don't what if that means if if one
[54:13]
lane means that folks there and and they
see reduced business until next June.
[54:20]
» Well, so they they will come back with
time. Yeah.
[54:22]
» So they will come back with time and I
think that's that's the idea is to
[54:25]
really be able to me to have a full
measure of either or as a instead of
[54:31]
being told we don't have a choice.
>> As a research question if I were a
[54:36]
business I think part of that
communication and I wonder if that's out
[54:40]
there it's when when you do a full
closure versus for a certain amount of
[54:45]
time versus a a one lane closure. But
what has a a harsher impact on the
[54:52]
businesses in terms of regaining the
traffic that they would have prior to
[54:57]
foreclosure
um versus the inconvenience of likely
[55:01]
having a longer term um construction
zone that they're operating within
[55:06]
things like that that I think would be
good for us to add as well. Um,
[55:12]
from the ecode perspective,
I I have several questions that I can
[55:18]
comment if you are related to this
particular right now or
[55:24]
» I haven't given any comments or
questions since the report began. So,
[55:30]
» okay.
>> I can try to say
[55:37]
» I'd like to know on as these changes
have come since March, how the
[55:42]
engagement policy, the public engagement
policy has been utilized to determine
[55:48]
and inform staff about the requirement
for another openings
[55:54]
at any point when these changes were
made. And if no, why not?
[56:00]
» I think that question is more directed
[56:05]
overall policy.
[56:09]
» Uh well, regarding the policy itself,
I I won't touch the policy itself. I'll
[56:15]
just speak to the the the different
efforts that were were undertaken
[56:18]
throughout this process. as a as a plan
or as a construction scope was adjusted.
[56:25]
Uh we haven't taken uh a lot of
intensive or
[56:31]
more like a different approach as far as
our consultations with the impacted
[56:36]
residents and impacted businesses
businesses, excuse me. Um, I'll let
[56:43]
speak to this if if you want to add
anything, but our code officer does
[56:48]
regularly
meet with all the businesses that are
[56:51]
impacted
uh for the construction. [clears throat]
[56:55]
Um and uh just to keep a close uh a
close pulse on how things are going,
[57:00]
what the different challenges are um
what we can do to to support and uh the
[57:06]
plans to continue doing that proactively
as well for this upcoming phase.
[57:18]
from
[57:23]
access
[57:43]
[clears throat]
[57:46]
to level West.
[58:13]
You see the the contactctor.
[58:26]
That doesn't answer my question, but I
appreciate the detailed overview of the
[58:30]
efforts and the problem solving that's
going into this. Um,
[58:35]
I'm always, you know, there's a lot of
lessons to be learned from this, I
[58:39]
believe, and
especially as we approach a phase three
[58:44]
next year. I just want to understand
um when our open house is called for. Is
[58:50]
an open house called for next week for
example because this feels like an open
[58:54]
house right now with two members in the
public.
[58:58]
We don't have any visuals in front of us
for us to be able to really see what's
[59:02]
being proposed. Um,
I would see value in in uh, you know,
[59:09]
being having been here in March and seen
the value of that meeting, albeit that
[59:16]
it sounds like a lot of that information
changed.
[59:19]
Um there was a lot of interest from the
public attending that and there were
[59:25]
moments in that meeting where folks were
very concerned
[59:29]
and there were moments in that meeting
where folks were applauding because they
[59:32]
were so excited about what would come to
notify them on the other end of this
[59:36]
project. And I want to make sure that
you know and we as councilor it's our
[59:40]
job to make sure that we're not losing
the plot. This is a huge inconvenience,
[59:44]
but we're also not telling the story of
what's going to happen to them in a few
[59:49]
years time where it's going to be
completely transformed, much more
[59:53]
walkable, much more village ccentric,
communityfriendly.
[59:58]
Um,
so again, I just I I'll leave it to
[1:00:03]
administration to to ponder on whether
an open house would be valuable. I'm
[1:00:07]
saying that the one that I attended in
March was incredibly valuable. Um, of
[1:00:11]
course having accurate information is
essential
[1:00:15]
on on these reports. One of the things
that I'm struggling with as we go
[1:00:19]
through these reports, I'm being told
what what's going to happen, but it's
[1:00:23]
from a very technical perspective, which
I can appreciate.
[1:00:28]
I don't know the construction world. I
I'm imagining these projects. Again, not
[1:00:33]
having a visual a visual is a challenge
tonight. But in the future reports like
[1:00:39]
this that are coming, it would be
helpful to understand what does this
[1:00:44]
mean for the average resident and
business like you're going to have your
[1:00:48]
sidewalk closed for a month or you're
going to um notice likely detour traffic
[1:00:56]
coming through your community.
I think it would be valuable to present
[1:01:00]
these reports in a way that centers the
actual experience of businesses. What
[1:01:06]
data do we have on what impact is this
likely to have on your business? Um,
[1:01:11]
given research in the field, we know
that when you, you know, like this is
[1:01:16]
the data, the information that we need
as a council. Um again the technical is
[1:01:22]
so important from the fiduciary aspect
the uh you know we're looking at the
[1:01:28]
financials the efficiencies
but we need to be balancing that with
[1:01:33]
actual lived experience of residents and
businesses through this and I just feel
[1:01:38]
like we could pivot and that could be a
lesson from this is pivoting those
[1:01:42]
reports um at least or adding sections
to them that really spell out for us
[1:01:47]
what this means for people
and I'm referring to like I'm giving you
[1:01:52]
examples like this because I didn't know
I didn't know them that a little old
[1:01:58]
lady would lose access to her driveway
and not be able to get her new blinds
[1:02:03]
delivered and not be able to walk down
the street to her her her daughter's
[1:02:08]
house for example. I didn't know that.
Um
[1:02:12]
I have
I have a couple more questions on the
[1:02:16]
other sections. The other uh well I
guess one question that I I think has to
[1:02:21]
be asked is how has emergency services
been consulted on these different
[1:02:25]
options and um with the information that
administration is bringing tonight uh
[1:02:31]
those potential options have those been
vetted especially for response time
[1:02:36]
um if Olympic were to be completely
blocked that adds a huge detour for fire
[1:02:41]
services from from 300. So that's one
question I I'll ask directly.
[1:02:47]
» Okay, I'll go with that answer.
>> Yeah. So when when our plan are
[1:02:51]
established, we do communicate with our
fire department so they can adjust on
[1:02:55]
their end the routes and uh how to react
route to address calls coming from
[1:03:01]
different locations.
>> In terms of the ambulance service,
[1:03:04]
» yeah, they're they're also circulated on
our uh when there's road closure. So
[1:03:09]
that way on their end they can uh
shuffle or address uh what's needed
[1:03:16]
they're all like all emergency services
are part of that distribution
[1:03:20]
» and if I remember correctly correctly if
I'm wrong but anytime we're doing
[1:03:25]
something like that all the departments
are down by as opposed to in the past
[1:03:31]
coordination department
>> and all buildings are always accessible
[1:03:34]
at all time
[1:03:38]
is sorry just a nuance on that. Does
that refer to my comment about driveways
[1:03:43]
being inaccessible
or is that related to the emergency
[1:03:47]
services
>> for for emergencies? And for driveways,
[1:03:51]
yes, there's always a period of time
where residential driveway would be
[1:03:57]
don't that the resident don't have
access when the trench or when you're
[1:04:02]
when the hole is right in front of that
driveway. Yeah. There's period of time
[1:04:06]
where it's not accessible. residents are
advised that a sign alternate parking is
[1:04:11]
is
>> provided or or information shared. Yeah,
[1:04:16]
» it's never going to be clean because
that's not one they have to go there.
[1:04:20]
They have to do that. But it's the
angle, it's the perspective that I think
[1:04:26]
um
getting into this multi-phase project,
[1:04:31]
it just would have supported our
decision- making to have the perspective
[1:04:35]
of and and potential impacts
detailed in that way. Um
[1:04:44]
C.
>> Yeah, I just have two more questions.
[1:04:46]
» Yeah. I know I just want to I just want
a clarification because I I think where
[1:04:50]
you're going I like where you're going
in the sense of you know we get the
[1:04:54]
technical reports and everything else we
get the reports of impacts from other
[1:04:57]
departments you know you you know they
check that it's good but what happens
[1:05:02]
from a resident's perspective and I
don't think we don't have that now we
[1:05:07]
experience it from a council perspective
when we get calls and so on but maybe
[1:05:11]
that's something that we start adding
into these things that have major impact
[1:05:17]
on on construction. So even if we're
talking about a paving project down the
[1:05:21]
town or something like that, what does
that mean for the residents there? If
[1:05:25]
it's a threeh hour or a six, you know,
one day issue or just so that we take
[1:05:30]
them to Amazon. What's your
>> Yeah, I'll give you the example of a
[1:05:34]
business that has laid off four of their
employees because of this construction.
[1:05:39]
And um I understand things have changed
between now and March, but perhaps there
[1:05:45]
could have been information shared with
council and with that business in the in
[1:05:50]
June that could have directed their
hiring decisions that could have
[1:05:54]
supported, you know, you know, when we
see this sort of construction, this is
[1:05:58]
the the range of potential impact on
your type of business. Like to me, that
[1:06:04]
would be a a pretty value add ecodev
uh supporting guidance.
[1:06:13]
Um
if I may, just two other kind of random
[1:06:17]
questions. The first one is the parking
lot. Uh there was last time I was down
[1:06:21]
there, there was partial blocking of
that parking lot. I think I'm not sure
[1:06:25]
if they were storing something there. It
was staging. So, is that expected to
[1:06:30]
continue to be blocked for much longer?
Is that already open?
[1:06:34]
uh will be utilized portion of it until
we're done on the east end. Yes.
[1:06:40]
» And the other question that I had was uh
[snorts] at the beginning of the report
[1:06:47]
mentioned
roundabouts along 300 next year.
[1:06:53]
We have those. We'll have the phase I
think still coming to St. Yong this
[1:06:59]
section next year
and we'll have the sing uh
[1:07:07]
the overpass work that's going to happen
next year as well. Um
[1:07:12]
I guess two twoprong question. The first
question is, are there any immediate
[1:07:17]
concerns that the administration has
about those things happening all in
[1:07:20]
tandem
for circulation or is there
[1:07:26]
are there any hard stop concerns about
all of those things happening at the
[1:07:30]
same time or are there workarounds and
detours? Well, we'll be able to manage
[1:07:35]
with all those construction planned in
the in our
[1:07:39]
» 300 is going through a lot of
construction and this section of North
[1:07:42]
Dam is going through a lot of
construction.
[1:07:45]
That's two main arteries for people to
get west
[1:07:50]
» and uh
>> that would be very difficult to
[1:07:52]
» Yeah. And
then that one's closed anyway. So
[1:07:56]
» San was going to completely be paid next
year as well,
[1:08:00]
» right?
>> That's why they did the call. So that
[1:08:03]
will also be that
>> but the flip side will be underutilized
[1:08:10]
next year since you won't be you'll be
able to go only towards Montreal
[1:08:16]
um heading north on Sangon.
So we'll see way more traffic using
[1:08:22]
towards Russell and
>> which at the same time we'll be working
[1:08:25]
on two intersections with lights being
>> um for that's designed for next year.
[1:08:33]
Yes,
[1:08:36]
» lots of conversations for the community,
lots of information that people are
[1:08:40]
going to be seeking. And I know that
we're also uh council has
[1:08:46]
uh planned to invest in town halls next
year as well. So, I know open houses are
[1:08:51]
usually a little bit focused on certain
areas, but I I'm seeing an increased
[1:08:57]
need for more information, more
engagement, um, and not just
[1:09:02]
specifically for for pockets, but for
folks to really uh, and of course taking
[1:09:09]
that lesson learned that we need to have
the the clearest, most certain
[1:09:14]
information when that comes.
announce
[1:09:22]
» I'm just looking forward to seeing I
mean we're going to have a difficult
[1:09:25]
decision but I I would like to see more
information and for us to at least have
[1:09:30]
explored what are the different impacts
what is the worst least worst option of
[1:09:36]
of doing a full l uh a full road closure
as the administration's um
[1:09:43]
going in that direction or
alternating
[1:09:47]
Yeah. So,
so I'll
[1:09:51]
based on what we said earlier on, we're
expecting this to come back to council
[1:09:55]
with with
options and and cost and benefit of
[1:10:01]
those options.
Um [clears throat] either the one lane
[1:10:05]
or the full closure. And then the other
aspect in terms of those three access
[1:10:11]
points to that community to that to that
section, do we actually close or not?
[1:10:18]
I'm still not comfortable closing it,
but
[1:10:22]
because we had we had it in April for
that time frame and uh yes, there were
[1:10:26]
challenges with that, but I think we had
gotten to the to a place where people
[1:10:30]
knew it was temporary. But again,
that'll be something that council will
[1:10:34]
lean on at the next meeting. Is that a
fair interpretation, Card? But just make
[1:10:41]
one request if council could be um could
receive an official briefing on this by
[1:10:50]
email. Um because we're going to be um
in the community talking to residents
[1:10:54]
enforcement the next couple weeks and I
want to know um what the what the best
[1:11:00]
clearest most helpful message would be
for residents uh during this time of
[1:11:04]
uncertainty having with us not having
made any specific decision.
[1:11:10]
Well, the the current status and uh the
direction that's coming back in two
[1:11:15]
weeks. Is that what you're like? You're
looking for a briefing of that or a
[1:11:18]
briefing after we've had that discussion
in two weeks.
[1:11:22]
» I just like I guess what I would like to
know is what is the information that's
[1:11:25]
going to be shared with residents and
businesses? The administration talked
[1:11:28]
about
>> immediate communication. So, I'd like to
[1:11:32]
also receive that so that I know what
the the official word is.
[1:11:38]
So, so essentially I can res the the
information I provided tonight I can
[1:11:42]
resume it in an email to council
members.
[1:11:46]
» Yeah.
[1:11:51]
» Thank you. Um,
anything else to add on this counselor?
[1:11:56]
Well,
[1:11:59]
» I just want to go back to uh
comment that was made about when you
[1:12:05]
added the the notion of the traffic
lights in muscle
[1:12:10]
and I believe Mr. Roman answer was that
it would be the design plan that would
[1:12:16]
take next year. So, I just need a little
clarification on that. I know it's not
[1:12:22]
part of the main report, but because it
was said,
[1:12:25]
um,
I know that they've painted out the
[1:12:30]
intersections, both of them, right now,
there's all kinds of I I imagine, well,
[1:12:35]
I understood that they might be coming
to do some of that painting work to find
[1:12:40]
all the lines, and that's what has
happened at both intersections.
[1:12:45]
So I thought that that was the design uh
element of this fall but that there
[1:12:49]
would be construction next year and so
am I right in understanding with what
[1:12:56]
you just said Mr. Bog
that it'll still be in the design phase
[1:13:01]
for next year with no construction Mr.
Mayor Mr. Bog
[1:13:06]
Mr. I'll start by saying it's a county
road and or the the project it's led by
[1:13:12]
the counties. Uh so from the last update
I received they were hiring the
[1:13:17]
consultant uh late this year completing
the design and award tender next year.
[1:13:24]
That was my understanding for
construction in 2028.
[1:13:28]
Again not being the lead or not
responsible for that project. that would
[1:13:32]
revalidate all that information with the
counties.
[1:13:36]
» Can we uh can we get that as a followup
then?
[1:13:39]
» We can do that. Thank you.
>> As part of that followup, they if they
[1:13:45]
do confirm that it's design in 2027 and
construction 2028
[1:13:51]
when that time frame moved cuz I've
always been under the the I guess
[1:13:58]
assumption
that it was construction 2027.
[1:14:04]
That was always the the time frame. So,
I'd like to understand when when
[1:14:10]
counties made a decision to move it to
2028
[1:14:14]
because I know that council members have
been asked about that on multiple
[1:14:18]
occasions in the community and I think
for the most probably all given the same
[1:14:24]
next year 2027 it's going to be those
lights are going in and you hear oh
[1:14:29]
thank goodness that's great I can't wait
just like the the lights at 80 that time
[1:14:35]
frame kept moving and moving and moving
and moving at the moment. I just want to
[1:14:38]
understand why when and why that would
have moved from originally
[1:14:45]
and I do fully appreciate this your
project. Thank you councelor Le.
[1:14:52]
Yeah, I just want to echo councelor Mo
comment and I you know I appreciate it's
[1:14:57]
not our admin that's in charge of this
project but I also won't share my
[1:15:03]
frustration. I mean, it was when I came
to council four years ago that we talked
[1:15:08]
about um the rehabilitation, the needed
rehabilitation of the sidewalks there
[1:15:14]
and more important or more specifically
the interlock and the tree stumps that
[1:15:19]
are stuck in there. And then it became
over time the fact that well since
[1:15:25]
they're going to be putting in
intersections and uh you know we
[1:15:28]
wouldn't consider doing any of that
work. uh in fact I remember it was it
[1:15:33]
was expected to be 2026
and the reason or 2027
[1:15:40]
2026 but because of so many projects
going on between the two villages that
[1:15:45]
it didn't it just wouldn't happen with
the counties that they could do ember
[1:15:49]
and our intersections at the same time.
So my understanding was 2026. I just
[1:15:55]
want to
you know so that's now five four or five
[1:15:59]
years of waiting for the interlock to be
rehabilitated for the sake of
[1:16:04]
accessibility and pedestrians. And I
know I've been made to understand that
[1:16:08]
it's not part of the essential or the uh
critical pathway which is the concrete
[1:16:16]
sidewalk itself. But it's still all
connected. people move over to one side
[1:16:21]
to let others pass on the concrete. So I
just a bit frustrated because it's
[1:16:26]
something I brought for the budget four
years ago but
[1:16:30]
and again I don't blame staff but
yeah just to clarify I
[1:16:39]
put you on the spot there that money set
aside for thatation
[1:16:44]
it's there for when we eventually get
there right the sidewalks
[1:16:52]
» well that would be part of our um asset
replacement reserves that would fund
[1:16:57]
those those replacement of assets.
>> Well, it would be part of the
[1:17:07]
» Okay.
So, um are we comfortable ming
[1:17:14]
the direction from this council on this
item?
[1:17:20]
Thank you. Okay, let's tap challenge.
The next one's going to be very
[1:17:24]
challenging.
The council receives report ISPW2026-2
[1:17:29]
dated August 31st, 2026 and adopt the
name Kin Club Drive and Alliance Street
[1:17:34]
for the two street segments.
[1:17:45]
Perfect.
[1:17:57]
Community grants item.
[1:18:20]
Thank you, Mr. Mayor, Mr. Council. No, I
think that the report speaks for itself.
[1:18:25]
Um, Miss F is already uh contributing uh
almost $2,500 worth in sat time and
[1:18:33]
trucks and road closures. So, we thought
that, you know, it was a good
[1:18:38]
contribution.
>> Yeah. See, I guess my next casual
[1:18:43]
» that income $2,500. Is that tracked
anywhere against the budget or is that
[1:18:48]
simply just a figure that we're that
we're
[1:18:54]
putting in the report? We usually track
the end time, but
[1:18:58]
» uh we're not tracking this in the
budget. Uh that's all to say.
[1:19:04]
» Anything else on this item? Thank you.
Uh item I that the council receives
[1:19:12]
report CSL2026-8
dated August 31st 2026 and approve the
[1:19:18]
proposed bylaw to appoint a roster of
five members to the 2026 23 compliance
[1:19:24]
audit committee for municipal election
anything to add
[1:19:32]
» no Mr. We are just going to say that we
need to approve this before uh October.
[1:19:37]
So all municies and the counties are
doing this uh at their present meetings.
[1:19:43]
» We have three returning members and two
new applicants and uh all
[1:19:48]
municipalities.
Correct?
[1:19:52]
» Questions, comments, members of council
moving forward. Uh item J. Please note
[1:19:58]
that certain bylaws not requiring
administrative reports, including but
[1:20:01]
not limited to bylaws to exempt certain
lands from law control and committee
[1:20:06]
appointment bylaws will appear
exclusively under item 16 bylaws rather
[1:20:10]
than under item 11 reports from
departments and council committees.
[1:20:16]
We move to item 12, reports from
investigator Robinsman. We have none.
[1:20:20]
Item 13, notice of motion. We have none.
Item 14,
[1:20:25]
questions on meeting of the day. Anybody
questions? Questions? No.
[1:20:32]
There is nobody in the room and so I
will not read the disclosure.
[1:20:41]
Item 15. Um, so I think we have item
11B. Is that correct?
[1:20:49]
» Yes.
So motion that council approve all
[1:20:52]
recommendations listed on the agenda
item under item 11 reports from
[1:20:56]
departments and council committees. Move
and second put this on the table. Moved
[1:21:00]
by councelor Lauren seconded by
councelor Deacon. Questions, comments
[1:21:04]
and removal of items. So 11B to be
removed.
[1:21:09]
Uh item counced by councelor Armstrong.
All in favor to remove 11B.
[1:21:18]
So we passed. Um and so um
um um sorry um okay so call for the vote
[1:21:29]
for all items listed under 11 as
amended. All in favor
[1:21:35]
and pass. All right. Go back to 11B.
[1:21:53]
The council receives report PD 202632
date of August 31st 2026 and maintain
[1:21:58]
the current notice period and
notification process for minor bearances
[1:22:02]
and applications sorry minor bearance
applications and post notifications on
[1:22:07]
the township website to maximize the
public vis visibility and transparency.
[1:22:12]
See move second to put it on the table
by councelor Lauren. Second by councelor
[1:22:17]
const questions comments or amendments
councelor
[1:22:22]
going to put an amendment on the table
sort of one piece of it and hope that we
[1:22:28]
can look at another or the next council
will look at it uh maybe two years in or
[1:22:35]
once people complain. So my amendment
would be that we move our we move the
[1:22:41]
township's minimum standard from 10 days
to 15 days not deliberation.
[1:22:47]
So I have a mover uh
to move to 15 days from 10 days. Do I
[1:22:53]
have a seconder on that amendment?
[1:22:59]
No second on the amendment.
I'll second the amendment to uh discuss
[1:23:05]
the item.
Yes, sir. Lori.
[1:23:09]
» Yes. I'm just wondering the cost aspect
that we talked about was was on the
[1:23:14]
delivery of the um either register mail
or in person. Correct.
[1:23:23]
» Mr. Boff,
>> uh yes, the the the extra cost would be
[1:23:26]
on the delivery portion of of the
changes of the level of service. So
[1:23:31]
there would be no cost to the township
to make a decision to send things out 5
[1:23:36]
days soon.
>> There is a challenge in terms of uh in
[1:23:40]
the report if I remember correctly in
this year please clarify but in
[1:23:45]
extending it to a 15 day there was an
impact uh from both the proponents
[1:23:51]
perspective and from the process
perspective. Correct.
[1:23:54]
» Exactly. There's that that portion on in
the report for implication. So all the
[1:23:59]
timing exactly from the for for the and
for when the meetings are planned as
[1:24:05]
well.
>> Yeah. So and that's because of having
[1:24:08]
the planning meeting once a month.
Correct.
[1:24:11]
» Correct. And we're also um we're now
we're now above what the act is asking
[1:24:18]
for.
>> Yeah. So the act requires 10 days.
[1:24:22]
So this one
>> and and also the only person that can uh
[1:24:27]
do an appeal based on the timing of the
notice sent out it's the applicant
[1:24:31]
himself. Just uh I think it's an
[clears throat] important piece for
[1:24:36]
council to
>> Yeah. Can you just clarify?
[1:24:41]
Can you just clarify? So so the
applicant themselves are the only person
[1:24:45]
that can appeal. So adding 5 days for
potentially residents that do not see it
[1:24:50]
has no impact on the next residence is
what you're explain.
[1:24:52]
» Exactly. So the the resident that feel
that they didn't have enough time to
[1:24:57]
receive the notice cannot appeal on that
specific matter on the regardless of the
[1:25:03]
amount of
>> they can they can appeal that like but
[1:25:05]
just not the component of the notice
sent out.
[1:25:12]
» Yeah. So, if I'm a resident, there's
something going on down across the
[1:25:16]
street from me and we send stuff out
under the minimum guideline
[1:25:24]
of the act. Minimum gu of the act
doesn't mean we have to follow the
[1:25:30]
minimum guideline. We could go a greater
time frame. But now, I'm a resident and
[1:25:36]
I don't get the notification until the
report comes out on the Friday. So late
[1:25:42]
Friday afternoon and the meetings on
Monday,
[1:25:45]
township offices are closed until Monday
morning and I can't get any information
[1:25:50]
other than what's on the memo, which is
not very much information.
[1:25:55]
How is that person supposed to be able
to come to the meeting and make
[1:26:00]
objections
to or plead their case to the committee
[1:26:06]
and ask someone who sits on that
committee to then hear them? knowing
[1:26:11]
that if we go ahead and approve it, they
have no appeal process at all, which
[1:26:19]
ultimately leads them to believe that
the whole process was a sham and they
[1:26:24]
have no say in it. Why do we even send
out notifications?
[1:26:28]
So
I believe that to ensure that they get
[1:26:32]
the information well before the meeting
date that we should be going a little
[1:26:39]
bit beyond the timing of the minimum
standard that the act provides and go to
[1:26:46]
15 days. And if we need to change the
timing of meetings then we change the
[1:26:51]
timing of meetings.
Right? There are minor variances.
[1:26:57]
I'm asking to change the the timing for
for every single type of zoning and and
[1:27:03]
um what's it called? Uh
not separations but uh severances
[1:27:09]
severances like things like that. I'm
asking for the minor variances.
[1:27:15]
So, I I believe that we should at least
give them a 15-day notice
[1:27:22]
so that we send it out in time so that
people receive it in a reasonable time
[1:27:28]
and the most recent ones people receive
them on the Friday before the meeting.
[1:27:34]
So, just that's my point.
>> Thank you, counselor. I have cash for
[1:27:38]
the loan not just with the board cash
for the long time I made and I just have
[1:27:42]
a question in terms of if I receive this
on Friday this notice with the added
[1:27:47]
information on the website that we
discussed am I going to be able to have
[1:27:52]
all the information I need for the
Monday meeting CM
[1:27:58]
» yes yes we will
>> because now we will have all the details
[1:28:01]
on this correct
>> so that's an an added uh information
[1:28:05]
source
>> I just want to clarif council.
[1:28:08]
» So that's my point too. I mean I take
counselor Lawrence's point. I was at
[1:28:13]
these meetings with him. There was some
animated discussion. But the other flip
[1:28:19]
side of this is we're talking about the
proponent as well. The residents
[1:28:23]
certainly have to have a decent
bit of time in which to become
[1:28:29]
acquainted with the material. And I
think you know driving people to the
[1:28:33]
website especially the new design
website this is all for good purpose and
[1:28:39]
and for for reasons of efficiency. I
think we just need to communicate that
[1:28:45]
well that now that feature will be
available to them and they'll have that
[1:28:49]
information a little sooner than was the
case more recently when they got it a
[1:28:54]
little later. But I'm I'm thinking of
the proponent as well that you know why
[1:28:59]
should they have to wait or have to skip
a meeting because
[1:29:03]
uh you know we needed to get that
information out a few days sooner
[1:29:08]
because of a weekend coming. If I think
if we have it on the website and the
[1:29:13]
information's complete is why I would
support the support staff's
[1:29:18]
recommendations.
[1:29:25]
Uh um
[1:29:29]
if a proponent puts in or makes an
application today the 31st of August for
[1:29:36]
a minor variance
uh that means that
[1:29:41]
we have to have the minor variance heard
within 30 days. So that would be the the
[1:29:48]
30th of uh September.
Um
[1:29:55]
we send out notice so that a uh a
resident gets the notice. Do they rece
[1:30:01]
have to receive the notice 10 days prior
to the meeting or do they have do we
[1:30:08]
have to send the notice
10 days prior to the meeting?
[1:30:15]
» Uh we need to send a notice the with the
10 within the 10 in that 10 days. So we
[1:30:21]
send the notice within 10 days of the
meeting
[1:30:25]
» of the meeting.
Um
[1:30:29]
why not 15?
What I mean I I mean so so we send a no
[1:30:35]
5 days earlier. We put it on our website
5 days earlier. Whatever it goes on the
[1:30:40]
website. That's the the means that we're
going to use and it's it's the lawful
[1:30:44]
needs. So we put it out 5 days earlier.
It's the applicant that has to have a
[1:30:50]
complete application before the process
starts by if I re uh remember correctly
[1:30:57]
and if the applicant application is
deficient then the time doesn't start
[1:31:02]
until the application is is fully
received. So we give 15 days notice.
[1:31:08]
Um I'm not sure why that doesn't uh
simply be easier for everybody.
[1:31:16]
I think in the report clarify please but
it does have a domino effect on when the
[1:31:25]
when they would appear at the planning
open.
[1:31:31]
» Well, I was going to mention the exact
same thing. I think it's fairly clear in
[1:31:34]
our like the impact that those extra
days could have and the our
[1:31:40]
recommendations to maintain the 10 days
follow the act. Um, and we need to keep
[1:31:45]
in mind it's it's a minor variance
because it's minor in nature.
[1:31:53]
So that's that's the whole idea as well
behind the that context.
[1:31:57]
» Thank you, councelor.
>> Yes. To to the administration and to
[1:32:02]
planning department, it's minor in
nature
[1:32:06]
to the residents that it's affecting
potentially. It's not minor nature. So
[1:32:13]
just because it's called minor variance
doesn't mean it's a small impact. There
[1:32:18]
are multiple impacts to the requests
that come through and in fact in the
[1:32:22]
most recent circumstances there were
three very significant components to
[1:32:28]
each one of the minor variance requests
that to me each one of them individually
[1:32:34]
ought to have been a separate minor
variance and we combine the three of
[1:32:38]
them into one minor variance. So to the
resident that lives across the street
[1:32:43]
down the down the down the way the next
door neighbor it's not minors and them
[1:32:48]
and I get it but if if if we're talking
about if I put an application in on
[1:32:55]
September 1st and the meeting for the
planning committee is September
[1:33:04]
20th
and I and and that meeting has to happen
[1:33:08]
within 30 days of me submitting my
request. Then that meeting on September
[1:33:13]
20th is the meeting I'm shooting for,
which means a sign has to be created and
[1:33:19]
put up no later than 10 days prior to.
So by September 10th, they have to put a
[1:33:24]
sign up on their property. Unless I'm
missing something, please tell me when
[1:33:28]
I'm wrong. They have to put a sign up on
their lawn and staff at that point on
[1:33:33]
the on the 10th will send out that
notification.
[1:33:39]
What's the difference in resending on
the 5th other than drafting it? It has
[1:33:44]
no difference in the timing of when that
meeting will happen. The only difference
[1:33:49]
that I that I could see is if they come
in and put their application in on
[1:33:54]
September 10th, they can never get to
the September 20th meeting. And
[1:33:58]
therefore, we would have to wait till
either have an early planning meeting in
[1:34:04]
October or they would have to wait until
the planning meeting in October, which
[1:34:08]
would be late October.
>> I think that was the point the
[1:34:13]
» but that means they came in later
anyway. They would have missed the
[1:34:15]
meeting. So, in the circumstance where
they're they delayed coming in to get it
[1:34:21]
in time for the meeting, that's on the
proponent.
[1:34:26]
We, you know, and and I I get it. We
want to make sure we're satisfying both
[1:34:30]
sides, but remember, the proponent is
the only one that is able to object to
[1:34:36]
any decision that is made, not the
people in the room, not the people that
[1:34:41]
are that may be deemed to have been
affected. And all I'm trying to do is
[1:34:46]
make is make sure people get that notice
in advance so they have enough time to
[1:34:52]
review it and make proper comment to it.
Whether the comment changes the
[1:34:57]
decision, probably not in most cases,
but at least they've had the ability to
[1:35:02]
see it in advance and do it. And if we
don't if we don't vote in favor of the
[1:35:08]
15 days, I make another amendment that
we actually do the uh registered service
[1:35:14]
and or personal service if there's only
one or two.
[1:35:19]
» Quick question pertaining to the
amendment. You know, why not 20 days?
[1:35:23]
Then that would be even better.
What's the rationale for 50
[1:35:31]
» that it's greater than 10 and will allow
it will allow for any delays in mailing
[1:35:38]
because we mail them regular mail and
with 10 days if it's a Friday you got
[1:35:43]
the weekend you got the second weekend
that counts in there so there's maybe
[1:35:48]
the delivery gets delayed and that
person never gets it on time so or there
[1:35:53]
could be a holiday in there so I'm just
concerned that that people are and this
[1:35:57]
isn't the first time that it's not just
because it's the first time this
[1:36:01]
happened. There's been many times that
this has happened in my 18 years sitting
[1:36:06]
on the planning committee that people
have complained that they don't get
[1:36:09]
things in time and we always send them
out within 10 days. So all I'm all I'm
[1:36:15]
saying is let's give it an extra 5 days.
Could it be 20 days? Yeah, it could be
[1:36:20]
20 days.
I'm saying just give us give another
[1:36:24]
five days so that the mail can do its
job and get it to the member or the
[1:36:29]
member get it to the resident in enough
time for them to actually make a phone
[1:36:34]
call if they need to see somebody or
talk to somebody about it or come into
[1:36:38]
the township office. That's all I'm
asking.
[1:36:41]
» Okay. Thank you, Councelor Lolo, then
councelor then.
[1:36:46]
» I'm going to respectfully disagree with
councelor B. So, I've seen this twice in
[1:36:51]
four years on council on the planning
advisory committee. I think it's twice
[1:36:56]
now that I've seen this. Uh the only
better than
[1:37:01]
adding five days on for mailing out
purposes is putting it on the website.
[1:37:06]
That's a lot faster than going through
the mail out process. I mean, they'll
[1:37:11]
have to do that for sure in any case,
but they'll have the website now as a a
[1:37:17]
new feature with the detail and that's
uh that's instantaneous.
[1:37:22]
Um, as I understand it, there's a sign
that goes on the property as well. Am I
[1:37:27]
not correct? So, the sign is there, too.
And as long as I mean, we've had some
[1:37:32]
issues with uh the signage maybe not
being properly uh located on the site.
[1:37:40]
Um but uh when that's been made uh known
to staff that changes or the remediation
[1:37:49]
work was done so there's a sign and
there's a website and it can go up
[1:37:55]
quickly and I think they go a long way
to uh allowing us just to follow the
[1:38:01]
policy so that they you know and to to
look at the dates while we could play
[1:38:07]
around with different dates in some
cases it works out well in other cases
[1:38:10]
it still doesn't work out well depending
on what time of the month it is or
[1:38:14]
whether there's a holiday or something
in place. So again with the sign with
[1:38:19]
the website with the detailed
information I'm good with the way it it
[1:38:24]
stands now. Thank you. Cros
[1:38:29]
just clarify something for me and we go
back to the um uh the administrative
[1:38:35]
window example that's in your report. I
don't know if they want to put that on
[1:38:39]
the screen, but um uh figure to the
administrative window. So, Monday,
[1:38:45]
September 21st, there is a committee of
adjustment hearing.
[1:39:05]
» Okay. Right there.
>> Okay. So currently Monday the 21st of
[1:39:09]
September there is a committee of
adjustment hearing and there's another
[1:39:14]
one on the 19th of October.
This 30-day window we're talking about
[1:39:21]
or if somebody comes in and submits a
completed application on say Monday the
[1:39:31]
5th of October.
Do we have 30 days to hear that
[1:39:36]
application
or
[1:39:41]
uh because it's there's not much time to
get it in on the 19th 14 days and that
[1:39:49]
would mean that the next hearing would
be if there's 30 days requirement we
[1:39:54]
would be required to hold a uh committee
of adjustments hearing mid November
[1:40:02]
the 30-day piece Uh I think in the
report it talks about making a decision
[1:40:06]
but I think the 30-day timeline was to
have the hearing and the committee after
[1:40:12]
that can reserve their decision.
So I think the 30 days to have that
[1:40:16]
hearing correct then Mr.
[1:40:20]
» Yeah that's my understanding
>> that answer your question. So how do we
[1:40:25]
accommodate that if do we add committee
of adjustment meetings uh to meet the uh
[1:40:32]
the date that the applicant just happens
to walk in and submit his completed
[1:40:36]
application. So with the 10day we don't
have the issue by increasing it to the
[1:40:41]
15 day then we presumably mean to meet
that requirement using your example
[1:40:48]
we would be challenged in meeting that
requirement correct that was the point
[1:40:53]
of the report. Yeah, exactly.
>> So, if he comes in on the 5th, we have
[1:40:57]
to hold a committee of adjustment
meeting on the 19th.
[1:41:01]
We'll plan an additional committee of
adjustment meeting.
[1:41:05]
» We go with 15 days if he comes in on the
5th.
[1:41:08]
» No, no, no. He he doesn't matter what
the the notice is. If a submitted
[1:41:14]
application complete comes in on the
5th,
[1:41:19]
» it has to be addressed.
>> It has to be addressed within 30 days.
[1:41:22]
» That's correct. So we have to add an
additional
[1:41:26]
» additional meeting somewhere in between
those dates
[1:41:31]
» and it could never be on the 19th in
that scenario. If he comes in on the 5th
[1:41:35]
» it would be it would be on the 19th
because we have calendar.
[1:41:39]
» Well it says that's when the planning
meeting would be
[1:41:44]
right or the committee of adjustments
meeting. So if somebody came in on the
[1:41:48]
5th and put in an application in, they
wouldn't be heard until nove
[1:41:52]
» they wouldn't be heard until the
November meeting.
[1:41:55]
» Correct.
>> Yeah, that's correct.
[1:41:57]
» So what's the delay in and and what's
the issue of setting up 15 days before?
[1:42:02]
» There's there's also the component we're
adding
[1:42:05]
more time frame for the applicant when
it's a minor variance.
[1:42:09]
» It has it [clears throat] has nothing to
do with the with the applicant. It's our
[1:42:12]
internal process for us to send out the
notification. and we send it out 5 days
[1:42:17]
earlier. Unless you tell me there's a
there's a reason why we can't print the
[1:42:20]
notices off and mail them out 5 days
earlier. I I don't see the the staff
[1:42:26]
issue
[1:42:29]
and there's that's one piece.
>> Well, it just changes everything and
[1:42:33]
you're adding Why would we add more time
when the act act ask for 10?
[1:42:38]
» There could be a that could be a
requirement by the committee. That's
[1:42:41]
that's a fair that's that's council's
ability to do that. But that's not a qu.
[1:42:46]
The question here is whether it has an
impact on the process. Does it improve
[1:42:50]
it materially or does it not improve it
in
[1:42:55]
there's a there's an error in the timing
you're
[1:43:01]
because if you're saying that the
the date of October 2nd is the date
[1:43:07]
notice is issued for the October meeting
and that's the 10day wait 10day window.
[1:43:14]
How is the fourth 15 days
in red?
[1:43:20]
It would be the 25th under that
scenario, not the fourth.
[1:43:29]
» Yeah, go ahead.
>> It's just very basic. Does that is it
[1:43:32]
because it's 10 business days because
[1:43:40]
that example it's to show the 15
That's showing 50.
[1:43:44]
» Oh, that's showing the impact.
[1:43:51]
» Yeah, I haven't really weighed in on
this yet. What I want to say is that I
[1:43:55]
think that
some really, well, I've gained a lot of
[1:44:00]
insight tonight on some of the
challenges that are facing residents who
[1:44:03]
are having minor variances, including
potentially several minor variances on
[1:44:08]
the same neighboring property. Um,
and I'm also taking the staff's
[1:44:17]
recommendation and it seems like we're
all going in the direction of improving
[1:44:22]
this. And I do believe that as a at a
minimum putting this information on the
[1:44:27]
website so that folks can access it as
soon as they are notified and without,
[1:44:33]
you know, getting those extra questions
that they may have or details that they
[1:44:36]
want to see that those be available
online. I do see that as an improvement.
[1:44:41]
Um
I don't see tonight a full rationale and
[1:44:46]
I see actually to the contrary staff
saying that this is not a recommended
[1:44:51]
approach to go all in on on increasing
it to a 15-day. I'm comfortable with um
[1:44:57]
iterative improvement improving in this
way continuing to listen and monitor how
[1:45:03]
that online notice serves people or
doesn't.
[1:45:07]
Final words, councelor Laur?
>> Yeah, I
[1:45:11]
I find that again I find this this
figure too misleading
[1:45:17]
and I want to make sure we we're all on
the same understanding because when we
[1:45:22]
say 10day notice period, can you put it
on the 2nd of October?
[1:45:27]
Do you say that's a 10-day notice period
for the October 19th meeting?
[1:45:33]
Then that's actually 10 business day
notice.
[1:45:39]
» M.
So just to clarify that this example is
[1:45:43]
really to show that 15-day notice
period. The reason the four is in red is
[1:45:48]
is because it's a Sunday. We would have
to send them out on the second to to
[1:45:52]
respect that 15 day. It's not 15. It's
not 15 business days. It's 15 calendar
[1:45:56]
days. So, where's the 10? So, when when
would the 108 notice go up in this
[1:46:02]
scenario?
>> I thought I was trying to show that. I
[1:46:06]
thought I was trying to show the both
the differences between the two.
[1:46:10]
» The 10 day would be the nine.
>> Mhm.
[1:46:16]
» So, a week before. So, it's business
days.
[1:46:20]
» Oh, it's 19 - 10 is
okay. So, so Okay. So then so it wasn't
[1:46:28]
clear then in the in the in the uh
legend amendments.
[1:46:32]
» So that's fine. Let's just vote on it
and we'll go from there and I'll make
[1:46:36]
another amendment and make sure it
doesn't go through.
[1:46:38]
» Thank you. Sir, we have an amendment on
the table to change from 10 to 15 days
[1:46:43]
correctly.
>> Madam Kan, that's correct. And uh
[1:46:47]
councelor is asking for a registered
vote. So call for the vote. Uh councelor
[1:46:52]
Armstrong.
>> Yes. Pastor Lauren,
[1:46:56]
» yes.
>> Pastor Lean,
[1:46:58]
» no.
>> Pastor Lawren,
[1:47:00]
» no.
>> Myself, no as well.
[1:47:07]
» Lauren, amendments.
>> Amendments
[1:47:11]
that uh that we send the notice the
notices uh the 10day notices by
[1:47:16]
registered mail.
>> Okay. Do I have a secondary on that
[1:47:20]
amendment?
[1:47:24]
There is no second on that if
[1:47:30]
vote on the non- amended resolution as
it was.
[1:47:38]
Yeah. Call for the vote on the um on the
motion as it was presented originally.
[1:47:45]
Councelor Lauren is asking for a
registered vote. Councelor Armstrong.
[1:47:49]
» Yes.
>> Councelor Lauren.
[1:47:51]
» No. Councelor Degan.
>> Yes.
[1:47:55]
» Councelor Leon.
>> Yes.
[1:47:57]
» Myself. Yes.
Thank you. Moving to item 16,
[1:48:04]
bylaws.
Motion that C council approve bylaws
[1:48:08]
2026-87
to 2026-92
[1:48:12]
exclusively for first, second, and third
meeting as listed on the agenda. This is
[1:48:17]
moved by
councelor Lauren, seconded by councelor.
[1:48:22]
Call for the vote. All in favor and all
members are in favor. Thank you.
[1:48:31]
17 new business reports. We have none.
18 public consultations hearing. So we
[1:48:37]
have none. We go to item 19
presented by council members.
[1:48:45]
Uh we'll take a break before the uh
close session. So we'll keep rolling on
[1:48:49]
that. Was a counselor comfortable with
that? Perfect. So um item 19
[1:48:57]
um counc
timeline for red complex.
[1:49:03]
» Thank you. It's been a few months and
folks are still watching the uh the
[1:49:08]
construction taking place at the
complex. much anticipation, especially
[1:49:13]
I'm hearing from ICE users who are
wondering when they're going to be able
[1:49:17]
to hit the ice and the new three pads
that will be at that complex. So, I was
[1:49:22]
wanted to take the opportunity as we're
coming back from the summer break to ask
[1:49:25]
if there are updates on the timing for
the rec complex opening uh and as well
[1:49:31]
an update on when uh folks who have
expressed interest in ICE will begin to
[1:49:35]
hear back.
>> Thank you uh Madame Nita. Let's just see
[1:49:40]
yours today.
What is yours?
[1:49:42]
» Thank you, Mr. Ray. Council. Um, so for
the timeline, the last update that I
[1:49:48]
received was the same one that I shared
with council back in June. That was the
[1:49:54]
July 31st report and it was still on
November 5th. That's for the occupancy.
[1:50:00]
Um so I will be receiving probably
sometime next week uh the August report
[1:50:06]
and I was also planning to make an
update uh for the operational and
[1:50:11]
construction uh both reports in uh
September to council. So if there's any
[1:50:16]
changes those uh will be presented at
that time. Um as for the uh regular ice
[1:50:23]
users, they've all been advised uh like
we had mentioned in our report in June
[1:50:29]
uh that regular ice users would get the
same hours uh for the period of January
[1:50:35]
to April. Uh for the third ICE uh we
would uh start uh jotting down a mockup
[1:50:42]
schedule with all the requests that we
have received prior to June 30th of this
[1:50:48]
year. So with this uh mockup schedule uh
the uh recreation complex uh manager
[1:50:55]
will be uh contacting uh these people
that show an interest
[1:51:01]
uh and those are for the new users um
and then if there's any uh temp time
[1:51:08]
left then we will go back to the regular
users. uh but this will not be done uh
[1:51:14]
prior to when we have a a very good idea
of when we are opening obviously because
[1:51:20]
we do not want to mislead people. So if
they have some ice time in January,
[1:51:25]
let's say we don't want anybody to lose
ice time. If they have secure ice time
[1:51:29]
somewhere and uh let's say in October
then we're not too sure they p they push
[1:51:36]
the date. So we want to make sure uh so
that we don't disappoint anybody. So
[1:51:41]
this will be done later this fall like
we had mentioned in our June report.
[1:51:46]
» Thank you. Counc
>> just a point of clarification. So, did
[1:51:51]
you mention that there was a report on
July 31st regarding over time?
[1:51:56]
» That that's a that's a report that we
received from the general contractor,
[1:52:00]
but obviously I did not make any update
with council because we had no meetings.
[1:52:05]
Uh, but it's still the same. It was
still the same thing.
[1:52:08]
» Yes, it was provided.
>> Yeah. Thank you. And then, uh, if I
[1:52:14]
understand correctly, um, potential new
users are being advised that they would
[1:52:21]
that they would be planning to hit the
>> they will be advised if they did make a
[1:52:26]
request of ice time. Right now we're
working on a mockup schedule for the
[1:52:31]
third vice pad. So as soon as this is
all completed uh but I can now be
[1:52:36]
contacting uh these users
>> for January
[1:52:40]
» for January.
Let's see.
[1:52:42]
» Thank you.
Moving to 19 beat funding for the auto
[1:52:48]
in the country festival.
I was in touch. I was reached out to by
[1:52:54]
one of the organizers of the autumn in
the country festival. You said autumn in
[1:52:58]
the city festival.
[1:53:03]
[laughter]
>> It brings to mind certain songs. Um so
[1:53:07]
uh the organizers have reached out. Um
they were seeking funding support from
[1:53:14]
various funders this year and uh they uh
have come uh to say that they need
[1:53:21]
funding from um the township and my
understanding is that they did apply for
[1:53:27]
one of the grants. How however it hasn't
gone through yet. And so I believe uh
[1:53:31]
you know this is a long-standing
festival. The organizers are well known
[1:53:35]
in our community. They're small business
owners. they've proven [snorts]
[1:53:39]
uh their organizing abilities and their
uh accountability and responsibility
[1:53:43]
with funds of this nature before. And so
I believe it's in the spirit uh my my
[1:53:48]
spirit and I hope the spirit of the
council um that we won't delay this uh
[1:53:53]
decision further as uh as the event is
happening on September
[1:53:59]
19th and 20th weekend 18th to 20th. Um,
so to ensure that they see Township
[1:54:06]
coming through as a partner in this
event that draws a lot of economic
[1:54:11]
benefit, a lot of circulation and
tourism in our community. I'd like to
[1:54:15]
ask for council support to approve a
$2,000 grant uh for the honoring the
[1:54:21]
country festival
uh saw
[1:54:25]
tonight u just to expediate that
process.
[1:54:29]
» Thank you, councelor Degan. Has this
request come in already?
[1:54:34]
» No. M. Thank you, Mr. Members of
Council. No. Um, there was a quite an
[1:54:40]
important change in the budget in the
last week or so. So, we had requested
[1:54:44]
some extra information uh to the
organizer. Uh, we were tempting to try
[1:54:50]
to talk today. It didn't happen. So,
we'll try again tomorrow to see why the
[1:54:56]
budget had changed quite drastically.
Um, so that's why it was supposed to be
[1:55:00]
brought tonight, but because of that
important change, uh, we we needed some
[1:55:06]
questions answered
[1:55:11]
» approved in the past.
>> Last year, I believe uh there was a
[1:55:16]
small grant cuz I think last year was
their first year in our park because
[1:55:20]
this it's happening in the McDougall
park. Um, so last year I think we gave
[1:55:24]
them a smaller amount of money. uh this
year it's it's it's a bigger event that
[1:55:29]
grant
[1:55:33]
» the council and comments on this this
request for council counc
[1:55:38]
» do we have another we do have another
council be for the uh on the 14th is
[1:55:44]
that correct
>> yeah we still have coun
[1:55:52]
» my understanding is that the original
application went in in January So, this
[1:55:56]
has been uh and I do understand that
there was a significant change in early
[1:56:01]
August related to the budget. I'm trying
to put, you know, I don't really want to
[1:56:06]
get into the grants policy too much on
this because I'm really trying to
[1:56:11]
prioritize the spirit of partnership and
collaboration with long-standing
[1:56:16]
community volunteer organizers
over um what I see as a a small a minor
[1:56:23]
detail in the way that the policy is
applied. And I don't want that to get in
[1:56:27]
the way of of this really important
support. And you know, just to give an
[1:56:31]
example, if I was having an event and I
needed $2,000 for hot dogs, it would
[1:56:37]
make a huge difference to know that I
had that $2,000 for hot dogs 2 weeks in
[1:56:42]
advance versus 3 days in advance. Um, so
again, I asked for council support. Uh,
[1:56:48]
these are trusted uh this is a trusted
like decades long organization providing
[1:56:54]
this this Keystone arts venue in our
community.
[1:56:58]
» Councelor
That was that was going to be my point
[1:57:03]
is you know while we do have a meeting
few days before it's difficult to to
[1:57:08]
plan for something when you don't know
in advance enough in advance and um I
[1:57:14]
think it I think there was a from my
understanding um is that there was
[1:57:20]
additional money that fell through so
they had to re redo their entire thought
[1:57:24]
process on the on the event and required
some councils
[1:57:29]
uh the township's contribution helped
them move forward with the event. So,
[1:57:34]
I'm comfortable making a decision as
long as we have enough money in the in
[1:57:39]
the budget to support the $2,000 uh cash
donation.
[1:57:45]
» And that brings up a really important
point. The the budget that was changed
[1:57:49]
was reduced significantly and not
increased. their budget or
[1:57:54]
» their budget
>> and the request to to township was
[1:57:57]
reduced significantly not increased
>> and then last year doing an amount was
[1:58:05]
okay we have a disagreement
>> um well I don't want to disagree with
[1:58:09]
councel beacon but I just want to make
maybe precision when they started way
[1:58:14]
back at the end of January when we
received the original uh request was
[1:58:19]
$20,000
and then uh beginning of August They
[1:58:22]
sent us a revised budget of $6,200.
So $6,200
[1:58:29]
and then about a week ago they came back
with another one for $12,000.
[1:58:36]
That that's why we were requesting some
answers uh as for why did the budget
[1:58:42]
dump.
[1:58:47]
So, I just wanted to mad um
laid it out accurately there. I just
[1:58:53]
wanted to clarify because the comments
before seemed to indicate that there
[1:58:56]
were a lot of delays on on side, but we
released our agendas on Wednesday and
[1:59:01]
then on Wednesday morning we learned at
the budget level. So, that's kind of why
[1:59:04]
it didn't make it to this uh to this
agenda. Um when it does jump from 6,000
[1:59:09]
to 13 or 12,000 uh we do have to ask
questions and kind of understand what's
[1:59:14]
changed. Could I uh ask what was given
last year?
[1:59:19]
» I would have to double check because I'm
not even sure if we did have a grant
[1:59:23]
request. I don't think so because they
were able to um everything was done in
[1:59:29]
the park. There was no cost. Uh this
year I think they're uh there's lots
[1:59:34]
more um activities uh that they're doing
like they're having a bar um at the on
[1:59:40]
the society uh
property and so there's expenses more
[1:59:46]
expenses for them.
[1:59:52]
Okay. Um,
councelor Lauren and councelor Nathan,
[1:59:57]
» could we maybe say something to the
effect that there um is there did their
[2:00:03]
ask go from 6200 township to 12,000 or
did there was there ask still $2,000?
[2:00:11]
My understanding is the ask is 2,000.
>> Thank you, Mr. Mayor. Council, it went
[2:00:17]
from 1,700 to 2,000.
That's for That's from
[2:00:25]
» I'm confused.
>> I'm sorry.
[2:00:28]
» From 17 to 2000 was their ask and their
budget went from
[2:00:34]
» 6200 to 12,000
their budget.
[2:00:38]
» Yes.
>> Yes.
[2:00:41]
» Yes. You go ahead. That's
[2:00:46]
» Yeah. Thank you, Mr. Mayor. So, I just
wanted to add more context as well.
[2:00:49]
reason the budget did go up I believe
and and I'm talking correctly if I'm
[2:00:52]
wrong they they got some positive
responses from their grant applications
[2:00:56]
with I believe I don't know if it's both
the federal and the provincial
[2:00:59]
government but it's at the at the tier
government level uh which which led to
[2:01:04]
them increasing their budget and
increasing the request from as well from
[2:01:08]
1700 to
[2:01:13]
» thank you Mr. Mayor members of council
so I do confirm what Mr. saying um so
[2:01:18]
they did receive confirmation of the uh
believe municipal no federal grant they
[2:01:26]
had received the Ontario one. So and
this is why we were holding on bringing
[2:01:31]
this to council because we had agreed
with the gentleman uh because he in May
[2:01:36]
we had a discussion with him and was not
too sure if he'd be getting those uh
[2:01:40]
grants. He had made $15,000
worth of grant requests. Um and we were
[2:01:47]
kind of worried because his budget was
20,000 at the time. So we were worried
[2:01:51]
that if he not he was not getting those
grants, how would he manage to have his
[2:01:57]
event since 15,000 out of 20 was from
municip uh federal and provincial
[2:02:03]
grants. Finally, he did receive uh
something from arts council that's
[2:02:08]
provincial. And then two weeks ago, he
received is federal uh but only 7,000.
[2:02:14]
So instead of just leaving the budget
like that, he increased all his expenses
[2:02:19]
to balance it off to $12,000.
[2:02:25]
» So Lauren,
>> so would we have approved, 1700?
[2:02:28]
» I'm sorry.
>> Would we have approved the 1,700?
[2:02:32]
» I'm not sure.
>> If your budget hadn't changed,
[2:02:35]
» we would we were thinking of bringing a
recommendation for a,000
[2:02:40]
» per thousand.
>> Yeah.
[2:02:41]
» Okay. And I'm going to say I'm going to
I'm going to suggest we go we we approve
[2:02:45]
a $1,700
U amount for for the for their request.
[2:02:50]
» Is that do we have that in the budget
still?
[2:03:01]
» So right now in the in uh in add 2400
left. So, if we approve 17, the last 17
[2:03:10]
left for the rest of the year, and we
have $950 in
[2:03:14]
» the last
[2:03:20]
[clears throat]
[2:03:26]
counc
[2:03:31]
on $2,000 and I especially
[2:03:37]
appreciating that one of the reasons why
this is so complicated is because we
[2:03:40]
have organizers who are committed to
filling out grant applications and
[2:03:45]
seeking funding and trying to put on an
even larger event than they otherwise
[2:03:51]
would be able to. Um, so again, I I ask
council uh to support the $2,000
[2:03:58]
donation to support this event and then
we decided tonight before um before the
[2:04:04]
uh before the event is too close for
them to actually use those funds.
[2:04:08]
» Okay. So I have a
2,000 on the table
[2:04:14]
rested council. It's not an option.
Rest of council.
[2:04:18]
» Do we need a resolution or direction?
Mr. Mayor, if we pass a resolution,
[2:04:25]
which probably she needs, uh, we'll need
to suspend removals first. If not, the
[2:04:30]
resolution.
>> Is it okay? Pass. Council vegan. Is it
[2:04:34]
okay if the direction of council is to
support it and to have it come back to
[2:04:40]
us at the next meeting for for
resolution, but knowing that council has
[2:04:45]
agreed to the 2,000? the council does
agree to the 2,000. Does that is that
[2:04:50]
enough for the for the committee to to
move forward with that understanding
[2:04:55]
that the money is available but we have
to procedurally only bring it back at
[2:04:59]
the next meeting and that'll give staff
time to bring that report back to us for
[2:05:04]
us to and it can go into the consent
items at the in session at 6 or 10 and
[2:05:10]
that will there at least we give a
resolution but we give the direction
[2:05:18]
gives the group serve to be that data.
>> We gave direction to administration to
[2:05:24]
approve
the $2,000 grant. That's
[2:05:27]
» how consent is.
[2:05:36]
I appreciate council's um recommendation
or suggestion. I do think however it
[2:05:42]
would probably be simpler and and there
would be a better guarantee for the for
[2:05:47]
the organization if it's a if it's kind
of adopted by by vote tonight and it
[2:05:51]
would also eliminate the need to to
create additional
[2:05:55]
reports to council and so I I just feel
like on both sides it would be if if if
[2:06:00]
it's council's decision to move forward
to 2017 or just to have
[2:06:05]
» a motion to suspend procedure on the
side by councelor Degan second by
[2:06:10]
councelor Lauren. Call for the vote to
suspend those of procedure on this item.
[2:06:14]
All in favor and pass.
Those of [clears throat] procedure are
[2:06:18]
suspended on this and therefore we are
seeking a resolution to accept the
[2:06:23]
$2,000 for this group. At this stage and
that is moved by councelor Degan, second
[2:06:29]
by counselor Leone.
I'll call further votes on agreement
[2:06:36]
2000 for the ad hoc grants at this
stage. All in favor
[2:06:42]
and pass.
[2:06:48]
Sure. All members of council. Yeah.
Yeah. We have information.
[2:06:53]
All members of council
for the video record. No, the audio
[2:07:00]
record.
All right.
[2:07:03]
And now we move to item 20,
announcements, right?
[2:07:07]
» Oh, you had one more. Yes, you did. Yes,
you did. Uh, counselor Beacon, go ahead.
[2:07:13]
And that was for the truth and
reconciliation exceptions.
[2:07:16]
» Oh, that's great.
>> Thanks. So, um, back before the summer
[2:07:22]
holidays, council approved for the, uh,
survivors slide to be raised from
[2:07:29]
the week of October 28,
uh, for truth and national week of truth
[2:07:35]
and reconciliation.
>> Thank you. September. So on that form it
[2:07:42]
did not indicate that there would be any
sort of formal ceremony along with the
[2:07:46]
flag raising. Since that time members of
the diversity, equity and inclusion
[2:07:51]
committee who have uh first nations in
mate background have expressed a wish to
[2:07:56]
gather a small group of people at a flag
um either uh as it's being raised or
[2:08:03]
shortly thereafter to perform a brief
smudging ceremony. Um, so there would be
[2:08:09]
a a main seed man and an inward woman
perhaps saying a few words, but mostly
[2:08:15]
it would be as much a ceremony for folks
to proceed into the into the week of
[2:08:20]
learning and um, learning and reflecting
and acting on the 94 calls to action in
[2:08:27]
a good way. Uh, so the I wanted to bring
this up today for two reasons. first to
[2:08:33]
inform council um that I have been
advised by the clerk's office that it's
[2:08:38]
okay to not return that this is a minor
change and that is not required to
[2:08:44]
return with another application to
indicate a ceremony with the flag
[2:08:50]
raising. This would require no staff
time uh no podium, no AV set up, no
[2:08:56]
chairs being put out. it would simply be
a small group standing at the flag for a
[2:09:00]
brief amount of time. Um and then the
second part of that would be that uh as
[2:09:07]
the the timing of this matching ceremony
is not yet determined. But uh the
[2:09:12]
organizers uh from the diversity
committee who want to do this ceremony
[2:09:17]
have expressed that uh depending on how
it suits people's schedules that
[2:09:23]
township staff as well as members of the
council would be invited to attend and
[2:09:27]
participate as well.
Well, for now that's forformational
[2:09:31]
purposes. But if uh if council wishes to
discuss, I can inform those folks and
[2:09:38]
proceed according to council's wish in
terms of the procedural aspects.
[2:09:44]
» Thank you. Questions, comments, members
of council on this item. I just want to
[2:09:48]
make sure that we're following all
protocols around it
[2:09:56]
» and
uh and just saying to have
[2:10:03]
another
[2:10:10]
direction
[2:10:13]
for me.
[2:10:18]
Yes, Mr. Re. So, usually there's the
date of the flag. So, we have that
[2:10:22]
September 28th. Uh what time would it
be? And uh usually someone brings the
[2:10:29]
flag because we need someone from the
public safety enforcement for the flag.
[2:10:34]
Yes. So, we do need that.
>> Yeah.
[2:10:37]
» Yeah. The initial preference was early
in the morning on the so I can follow up
[2:10:43]
with staff and make sure that we're in
touch with the organizers of the cere.
[2:11:04]
» Okay, moving to item 20 announcements.
So just uh briefly say
[2:11:11]
it's good to be back at around the table
of council following our summer break.
[2:11:26]
projects across the community. We also
know this road created a lot of
[2:11:30]
disruption over the summer. Road
closures, detours, constructions are
[2:11:34]
never easy for residents and local
businesses. Um, but I do want to thank u
[2:11:40]
everyone for their patience. Uh, these
are important works that uh, you know,
[2:11:45]
and investments that are being made in
our community for the long-term
[2:11:48]
viability of this particular community.
Uh we're also very active this summer
[2:11:54]
and members of council were very active
in different uh aspects whether it was
[2:11:59]
the meet me whether whether it was
different festivals, sporting activities
[2:12:04]
uh community events. Uh big thanks to
all the staff that uh that managed all
[2:12:10]
of those events. Uh just recently we had
our openups for the seniors which I
[2:12:15]
think was a great success. So a big
thank you to the staff for uh for
[2:12:19]
organizing and to the uh to the
committee as well. I think that was a
[2:12:24]
great success and uh that kind of
engagement you know shows a lot of
[2:12:28]
promise on something that we as a as a
as a council and with staff you know put
[2:12:35]
in our strategic plan when we first
started several years ago. So really
[2:12:38]
happy to see this move forward. Um we're
also entering uh the period of municipal
[2:12:45]
elections. So over the coming week
residents will have the opportunity to
[2:12:48]
hear in front of the candidates singing
and represent them on council. So I
[2:12:52]
encourage residents to stay engaged, ask
questions and
[2:13:04]
will repeat this message in every
meeting on the importance of vote. Um,
[2:13:11]
as a council, our responsibilities
continue as we demonstrated tonight, but
[2:13:16]
there's a lot of still a lot of
important work left for us to focus on.
[2:13:20]
Um, and with a focus of serving our
residents and governing responsibly.
[2:13:26]
Um, a few events coming up quickly. Uh,
from September 9th to the 11th, I'll be
[2:13:31]
attending Ontario East Municipal
Conference in Ottawa. um where um his
[2:13:37]
colleagues from Eastern Ontario will be
meeting to discuss economic development,
[2:13:41]
infrastructures, infrastructure and
other priorities affecting our
[2:13:45]
communities
[2:13:50]
for the region. There's a golf
tournament there and then
[2:13:54]
not finishing that golf tournament but
moving to the Amber Redf Fest which is
[2:13:58]
the second year that they will be doing
it on the
[2:14:03]
um
yes they will be blogging
[2:14:08]
but two great opportunities to support
local organizations. Uh so again it's a
[2:14:15]
pleasure to be back pleasure to be
sitting on the same table with all of
[2:14:18]
you as well and having good healthy
debates um for our community
[2:14:24]
did uh we have a something to add
[2:14:30]
a few announcements. Okay, you'll
indulge me.
[2:14:35]
Um, I just wanted to make the point that
in tonight's agenda, there was um the
[2:14:41]
minutes of the accessibility and seniors
advisory committee meeting. And in
[2:14:47]
there, you may have noted if you read
them, that we acknowledge the passing of
[2:14:51]
an accessibility advocate in the
township and recognize the individual's
[2:14:56]
contributions. I just want to put a name
to that description. The person we were
[2:15:01]
talking about was Brian Young. And Brian
was a not a member of our accessibility
[2:15:09]
advisory committee, but always close by
and sending in emails with advice. And
[2:15:15]
uh he passed away
sadly uh from a a debilitating muscular
[2:15:21]
disease. He was a I didn't know he was a
emergency room surgeon in Cornwall for
[2:15:28]
most of his career until this disease
got a hold of him and uh sort of
[2:15:34]
degenerative muscular disease. So he was
in a wheelchair. So he was a huge asset
[2:15:40]
to our committee and I just wanted to
give a shout out to Brian Young and his
[2:15:44]
family. Brian uh did a lot of work in
helping to inform us on policy and of
[2:15:52]
course we all miss him. Uh item two is
uh maybe along the same lines as I want
[2:15:58]
to thank you Mr. Mayor for coming out to
our accessibility advisory committee
[2:16:03]
meeting. our last meeting, you had
wanted to come and recognize uh the
[2:16:08]
committee members with a personalized
letter for each of them and a medallion
[2:16:14]
and caught all of them offguard. Uh it
was a real treat to have the mayor with
[2:16:20]
us all at the table and I must tell you
that after you left um you know they
[2:16:26]
spoke very highly of you for the next 15
minutes or so. Um but it was a great
[2:16:31]
initiative. I want to thank you very
much for taking that initiative to, you
[2:16:36]
know, coming out in person and and
shaking hands and giving them those
[2:16:41]
letters. I can tell you it meant a lot
to them. It certainly meant a lot to me.
[2:16:46]
And last but not least, I want to take
the opportunity tonight to congratulate
[2:16:52]
our mayor for being acclaimed to his
position. I think it's a wonderful uh
[2:16:58]
result. Um, I couldn't be happier. I
think you've done a great job leading uh
[2:17:06]
council these last two and a half years
or so. So, I just want to take a moment
[2:17:11]
to congratulate you. Uh, fact that no
one decided to run against you, I think
[2:17:16]
speaks highly to uh, you know, your your
leadership and and your example in the
[2:17:23]
community. So, congratulations to you.
Thanks. Thank you, counselor. said
[2:17:27]
definitely bittersweet
very actively
[2:17:32]
taking on the responsibility of having
four years. Thank you so much. I
[2:17:36]
appreciate kind words. Any other uh
casual?
[2:17:41]
» I just want to expand on your mention of
the uh uh [clears throat] seniors open
[2:17:46]
house. Um it was a great success and um
I'm it was really noisy. My ears were
[2:17:53]
ringing after after the event when I
left and I was near the door so I wasn't
[2:17:58]
in the middle of all of the stuff. But
uh I'd like to thank the committee
[2:18:04]
members uh Ken Elaang Betta who were uh
uh helped out and make this so so great.
[2:18:12]
Um, and the staff, Sebastian, Addex, and
all of the other staff members who were
[2:18:19]
there to to make it and the ones that
manned all those little uh exhibition
[2:18:25]
because I gathered that was also a
success. Got a lot of people signed up
[2:18:29]
for uh various uh notices or whatever.
Finally, the volunteers
[2:18:35]
um I don't think it really would have
went went very well if we didn't have
[2:18:39]
the volunteers and they worked well.
They worked hard and um some of them
[2:18:44]
were there to get their uh their hours.
Well, they earned their hours while they
[2:18:48]
were there. Okay. So, thank for those of
you who know all the volunteers because
[2:18:52]
I don't know them all. Please thank them
because appreciate.
[2:18:57]
» Excellent. And that just you know
between that meet me I think uh it's
[2:19:02]
great to see those staff kiosks where
you know they're providing access to
[2:19:07]
residents by and whether it was the
library as well or the different
[2:19:12]
departments you can tell there was
really good engagement from the
[2:19:16]
community and and uh you know this is
becoming a something now that that I
[2:19:21]
think it's being is definitely really
appreciated by the community so much for
[2:19:26]
the initiatives to making sure that we
continue going down that path that
[2:19:30]
loving engagement that are that we're
seeing with with these kind of tools
[2:19:34]
that were
kudos.
[2:19:39]
Next time the council meets, there will
be the Terry Fox light flying outside of
[2:19:44]
the town hall. And I wanted to thank
community members uh especially Don Aels
[2:19:49]
who needs the organizing the Terry Fox
walk and run and ride here in in our
[2:19:55]
township which will take place this year
on September 20th. Um, but
[2:19:59]
[clears throat] I also wanted to take
the opportunity to recognize um just how
[2:20:05]
supported Donna felt while uh organizing
this flag raising as well as other u
[2:20:11]
logistics related to the run and she
specifically was thinking Jose did feel
[2:20:19]
she she kind of wasn't sure exactly on
the name and I took it I guess um but I
[2:20:25]
just want to um acknowledge personally
uh that she that Jose was acknowledged
[2:20:31]
by that group and that they were over
the moon about the support that they've
[2:20:34]
received from township staff and uh hope
everyone's able to uh appreciate that
[2:20:40]
flag flying for the first time I believe
here at town hall on September 14th.
[2:20:46]
And I would just add to that that there
was some challenging challenges with all
[2:20:51]
the remodeling of the bike trail and the
uh and the parking in terms of flying
[2:20:56]
their banner putting up their banner at
that area and township was supported and
[2:21:01]
the banner will be flying will be placed
in front of the town hall for the
[2:21:06]
duration. So that should become correct.
>> Oh yeah that's correct.
[2:21:13]
So, um, it definitely demonstrates the
pride in this in this work for Boston.
[2:21:22]
So, glad to see it. And I believe Cindy
still
[2:21:27]
» I believe so, but she was always on my
side.
[2:21:32]
» Yeah, I'm happy to name Connie Johnson
involved, Danielle,
[2:21:37]
others because they come from both ends
of the trail. So, there's lots of
[2:21:41]
volunteers coming in. So that makes a
wonderful team.
[2:21:44]
» Awesome. Thank you very much. Any other
announcements? No. All right. So section
[2:21:50]
