because we can't have a lift station
down. Um they had already gotten three

prices. We went with the cheapest one

it's separate parks. We tried puts and

I did think was worth mentioning um our

numbers were down in August
because they were down significantly and

just look back through our numbers from
previous years. Um

they went down about 200 which seems
like a lot given that our numbers

generally are only around a thousand or
anything. Um, as best we can figure,
[17:06]
this is due to Canadians and
international people not coming nearly
[17:09]
as much this year as they had in past
years. Um, but also maybe due to gas
[17:14]
prices being high because our Jefferson
County and sort of surrounding area
[17:18]
numbers are up while other few other
states in the country are down. Um, but
[17:24]
so as best we can tell, that's that's
what it is. But we'll talk to Corey and
[17:27]
the TI council to see if this is sort of
an areawide phenomenon or what's going
[17:31]
on.

And then I did also, Kelly had asked
earlier about um the sign um quotes. I
[17:43]
do have a couple of quotes. Um however,
they're kind of ballpark quotes because
[17:48]
we're looking at very different things.
We're not turning apples to apples. Um
[17:52]
to do a simple sign, we'd be looking
somewhere around 5,000. That would be
[17:56]
wooden post and a metal sign would
probably last about seven years. Um, if
[18:01]
we want to upgrade that to um an HDU
sign, which has a look of wood but lasts
[18:06]
a lot longer with engravings, that's
going to raise the price by 10 to
[18:09]
$15,000.

done before this meeting, but they

that, but we do have the like ability to

enforce our village laws in the harbor,
even though um we don't outside. There's

sort of bend to the conglomerate like

Comcast has got it banned in a lot of
states because they don't want the
[41:08]
competition. Um, I think it would be a
neat project. I just don't think anyone
[41:13]
here has the bandwidth to move it
forward. Um, but if we do hire a grant
[41:18]
writer, it could be something they look
out for because with some public
[41:21]
funding, it might make sense to do. Um,
I've done about a lot of research on
[41:26]
public Wi-Fi and municipal ISPs. Um, and
I'm kind of on the fence as to whether
[41:33]
it's something we could manage. Um, I
don't personally have the bandwidth to
[41:37]
to do it myself. So, unless we have
another person who wants to spearhead
[41:40]
it, I think it would have to be punted.
But, you ask me to bring it up.

» So, a village wide Wi-Fi, we could just
we have fiber here, we have fiber in the

this. Vermont's got a lot of them where

fiber or gangs fiber and actually run
our own fiber lines and we just say like
[42:16]
everyone in the village gets $10 a month
highsp speeded internet you can opt out
[42:21]
if you want but it's run by the it's
basically a public utility just like we
[42:25]
have water and sewer we can do internet
um there's places in New York that have
[42:29]
done this with power which I think we
are much too small for and I don't want
[42:32]
that headache but ISPs are not as
mission critical as something like
[42:38]
sewer, water or electric. So it smaller
communities have done it where you
[42:43]
basically just say there's, you know,
we're not in an area competitive enough
[42:47]
where we have multiple providers
competing to provide highspeed internet
[42:51]
well here. So we want to do it
ourselves. Um it would probably require
[42:57]
a full-time person, but it would pay for
itself. Um
[43:00]
» would it be like revenue producing?
Yeah, it could cover its costs, but u I
[43:05]
think covering its upstart cost would
require uh many years of payback andor
[43:10]
grant support. So um it's just something
that I think it's great, but we would
[43:16]
need like
[43:19]
if not a team of people, at least one
person who wanted to spearhead it, and I
[43:23]
think we're kind of lacking in that
right now. Um and then last up, the
[43:28]
doors. Um Casey Town is going to do like
a three four hour uh install one and
[43:35]
learn with RDVW.
Uh my maintenance guys are coming so we
[43:40]
can split the cost of it because we need
to learn how to do it for our buildings
[43:43]
as well.

meeting, is that the fire department's

call volume has significantly increased.

they had 87
fire calls all of last year. They're
[45:34]
already at 77 for this year and it's
August and they still have September,

October, November.

so just their call volume. Um they're at

are bearing again the burden of so many

high call volumes, lots of, you know,
again, those calls in the middle of the

night, whether it's the visitors center,

about a Knox box. It keeps waking people
up. We need to do that. It would just be

easier if they had a Knox box there. I
say we invest 800 bucks, put a box

just um the public swimming work group
[48:28]
did not meet in August with everybody
going in 10 different directions, but um
[48:34]
I do have some additional information on
the um financial side of things.

Um Dave mentioned earlier the New York
Swims grant program I think um there was
[48:48]
not around
um
[48:53]
this uh this summer. So it's it's likely
there would be another round in um after
[49:00]
the first of the year maybe like
January, February.
[49:03]
Um if we wanted to
pursue um public swimming and a splash
[49:12]
pad as a um jointly as an overall
project then then that would fit the New
[49:18]
York swims criteria. If we wanted to um
approach them on on separate tracks,
[49:27]
then the splash pad is considered an
ancillary feature would not be eligible
[49:34]
for uh New York swims. Um
however there are
[49:41]
this this needs a deeper dive but there
are other um grant opportunities for
[49:47]
something like a splash a standalone
splash pad. Uh for example the village
[49:53]
of Carthage um they used um an unplug
and play grant uh which is under the
[50:03]
municipal parks and wreck program NPR.
um they received a $900,000 grant for
[50:09]
their splash pad as a standalone item.
So um just something to consider as we
[50:16]
go forward. You know, if um we're we're
falling behind on one one of the
[50:22]
projects and it looks like it makes
sense to go forward on separate tracks,
[50:26]
then you know, we may have to get
creative with with funding options. But
[50:32]

with Thomas at uh structure marine

Um we've got a good grasp on our numbers

now as far as how many there are in the
village. We're uh I think we were around

uh of housing

we've we

we're getting a good handle on it, but
there's a little bit more to kind of

dive into and then the logistical aspect
of

who will oversee it, who will be

information they're willing to share

but the county was like, "No, if you
have that listing up, you need to file,

even if you have no revenue, you need to
file zero." And they were pretty adamant
[54:48]
about it, so I I signed up. And it's not
a hard process,

» but I was hoping that they'd be willing
to like share numbers and and maybe even

like the revenue, you know, if we're
saying you have to Well, the more

information they'll share with the the
village, the better, I think.

board

is advisory in this capacity because
we're we're writing a new law. this

want their input on what they want but

it's input not the decision and like the

» at the you know given the advice from
your committee and then the planning
[56:44]
board's job is to enforce the law that
we write. Obviously we want their input

but it's not the case that like the
planning board should be writing this

law directly. No. And and I don't think
that's the approach that's been taken,

but after five years of them having the
back and forth at least to get their
[56:58]
input, their thoughts on on the
direction that we had been going.

was uh there with them the other day and

um they're still working on uh the ramp

getting ready for the October fundraiser
of the quilt show and um

and uh Octavia started a children's
library um book club of some sort. Um so

there's that. Um the big one is the um
housing authority. Um there's been a lot

that's been going on. There's a lot of
community awareness of it now. There's a

lot of fundraising that has been done. I
have a whole long report here. Um so far

we have $4,700 that we have accumulated
over since July 4th. uh $500 Stephanie
[59:41]
Elliott got from the uh bank,
$340 from the ballroom concert the other
[59:48]
day. Uh
Beth Arthur and the township of
[59:53]
Poundfield has donated a vacuum cleaner
because the vacuum cleaner that they
[59:57]
have is locked in a closet and the
residents aren't allowed to use it
[1:00:01]
because of United Helpers, which is the
property management company, won't let
[1:00:06]
the residents use it because it
disappears. It gets somebody has sticky
[1:00:11]
fingers and and it gets stolen. So, she
with her their money from selling uh the
[1:00:18]
empty cans and soda bottles and whatever
bought a really nice uh vacuum cleaner
[1:00:24]
and gave it to Beth, right? How's that
going?

that. Uh latest news is they're

continuing to look for a maintenance
man. That's the big big problem that we

have. We don't have a maintenance man.
Um, United Helpers, uh, which is a

property management company, will not
allow for volunteers to be on the
[1:01:30]
premises, such as your recommendation of
having a volunteer day.

affordable carpeting to replace the
damaged carpeting from the flood back in

removed and have still not been done. Um

Probably not. Um there's it's just it's

Anyway, a group of us went for coffee
last week and talked to the women and

they feel as though they are being
acknowledged that they're in part of the
[1:03:47]
community and we're trying to extend
that since we have money that has to be
[1:03:52]
designated for the purposes of the
carpeting, the parking lot and the what
[1:03:58]
else?

just paint the outside. You got to take

down the rotten wall uh wood and so
that's a big expensive and the 4,700 is
[1:04:12]
there's no way that is that's going to
cover that. However, um the community

members are members of the community are
going to have coffee with the women and
[1:04:23]
trying to open the door of of a
relationship with them. um
[1:04:30]
providing a monthly birthday cake for
them so that they feel included. Um the
[1:04:35]
upcoming events for volunteer
opportunities and donations by
[1:04:39]
organizations is sac the sacktoberfest
is going to allow participation and then
[1:04:47]
contribute to the housing authority.
Halloweenville is going to give a
[1:04:53]
portion of their donations to uh the
housing authority and uh Margaret Co
[1:04:59]
says the craft fair and and holiday
shopping will contribute money to that
[1:05:04]
also. So um there's some really good
things going on. I'm really proud of the
[1:05:11]
people that have volunteered.
Unfortunately, I'm seeing the same
[1:05:15]
volunteers all the time. That's that's
sort of the way it goes. Uh, if anybody
[1:05:19]
knows how to face paint, we need face
painters for the Halloween bill or to be
[1:05:25]
a witch for the cauldron. That's that
would be lovely. We we could have those
[1:05:30]
things uh and and all of that money will
will be in addition to um the
[1:05:35]
fundraising. So therefore, if we can
have volunteers go on the premises, we
[1:05:40]
could use we could get cleaning fluids
and and and spruce up the place and make
[1:05:45]
the women feel included.

amount. Um, and so Bets's given me some

contacts at United Helpers. And the two
things I need to

sort of find a way to politely but
firmly say we need them to do is one,
[1:07:26]
add the volunteer rider so that we could
just take care of some of this
[1:07:29]
lowhanging fruit with the people willing
to do it. And then secondly, um,
[1:07:35]
give us a little more autonomy on
managing the hiring process and say,
[1:07:40]
"Look, you have a budget of X dollars a
week. let us be flexible with the rates
[1:07:44]
you're paying so that we can find
someone local who might be more willing
[1:07:48]
to jump in and do this work.

the price how much is being

of like if you put a people know right
people know what what United Helpers

pays and I think if we go and post $35
an hour for a talented retired handyman

um Shalom has been coming over and he's

actually paid less over there than what
uh United Helpers has budgeted for over
