10th like to begin by acknowledging that

whom we share these lands and where we

live and we work

together there was a tragedy in our

community this weekend

a very difficult

one a young man walking across a
[1:08]
lake fell through the
[1:13]
ice the dive team from Vancouver is
[1:17]
presently on a recovery Mission out in
[1:19]
the
[1:24]
lake we are thinking of his
[1:28]
family we're thinking of his
[1:31]
friends people surrounding
[1:35]
him the RCMP the search and
[1:38]
rescue fire department
[1:41]
personnel that were on hand for this
[1:43]
very difficult
[1:46]
situation it's unconscionable to
[1:50]
me losing a son in that
[1:57]
way so we will support in the best way
[2:00]
that we
[2:02]
can the families that are involved and I
[2:06]
know it touches the whole
[2:10]

worship I just uh I won't get into in
[5:37]
detail but there's the a long list of uh
[5:41]
spreadsheets and tables of uh work
[5:43]
completed in 2024 what's on the 2025
[5:47]
project update uh maintenance budget
[5:51]
essentially good news all around uh
[5:53]
including developments uh moving forward
[5:57]
uh legal developments moving forward
[5:59]
permitting uh work on with the school
[6:01]
district as well so all good there um I
[6:04]
just wanted to highlight besides when
[6:07]
you look at those spreadsheets and uh
[6:10]
followed out it's there's money that's
[6:12]
put in by
[6:13]
Partners incline stuff that's donated
[6:17]
and the total picture is leveraged
[6:20]
funding going forward to actually do
[6:22]
things um part of that Leverage is in
[6:26]
kind funding and I would just like to
[6:28]
note that uh in kind work from Brown
[6:32]
Johnson uh it's absolutely amazing and
[6:35]
helps the city move forward in in their
[6:37]
Trails as well as mrdt
[6:41]
contributions uh because mrdt recognizes
[6:44]
that our trail system or connectivity is
[6:48]
uh uh an attraction for tourism as well
[6:50]
is a great thing to do so I'll just
[6:52]
leave it there um but just to point out
[6:54]
that uh um that in kind stuff
[7:00]
the contributions are they come from all
[7:03]
over the community thank

have Heritage week and the meeting on
[7:29]
the 24th we're hoping to announce the
[7:32]
Heritage uh a winners as we do annually
[7:35]
during a regular council meeting great

minutes okay we'll go to uh item eight

the Columbia Sho shop Regional District
[7:50]
update councelor Flynn if you have
[7:52]

we don't have a written report because
[7:55]
the board meeting is next Thursday but I
[7:59]
think it's next Thursday but um the
[8:02]
budget Committee of the whole meeting
[8:05]
was on January 30th that was budget one
[8:08]
kind of like what we're doing on
[8:10]
Wednesday budget one uh staff based on
[8:14]
discussion and direction from uh the
[8:17]
directors has taken budget one back and
[8:21]
is working on it um I don't know if uh
[8:24]
director labry had planned to provide
[8:26]
many details um I think it might be
[8:28]
better to wait for budget too but due to
[8:31]
some of the decisions we've made and
[8:32]
have been made uh there will be a
[8:34]
decrease in our requisition overall um
[8:37]
but the uh biggest area once again is
[8:41]
reserves for closures of
[8:46]
landfills and it's a significant
[8:49]
unfunded
[8:51]
liability it's very deep conversation
[8:55]
and director lavry and I talked about
[8:57]
whether we should invite
[9:00]
um Ben Van Nostrand present something to
[9:03]
Council on some of the details about
[9:06]
what landfill closures means so I will
[9:09]
economically and all of those things so
[9:12]
there is a solid waste review program
[9:16]
review and strategic plan review going
[9:19]
on it's almost as detailed if not as
[9:23]
detailed as our ocp review um and there
[9:27]
is a committee working on that but um
[9:30]
I'm just trying to gauge the desire of
[9:34]
council to hear about our biggest cost
[9:37]
item that we pay for at the csrd and to
[9:40]
get information from Mr Vin ostrand or
[9:43]
do you trust your two
[9:45]
directors I could comment on that uh
[9:48]
councelor Flynn I absolutely trust our
[9:51]
directors however I would like Mr van
[9:53]
nostran to come and talk to
[9:56]
us I want to understand why the
[10:00]
that replacement budget is so aggressive
[10:03]
I mean the jump in this year's csrd
[10:06]
requisition on that budget line is
[10:10]
enormous and uh I would like to
[10:13]
understand it better so if Mr van
[10:16]
nostran is able to come and speak to us
[10:18]
I think it would be good for all of
[10:19]
council to hear it firsthand okay thank
[10:21]
you and I'm glad to hear your trust of
[10:23]
your two directors or counselors is not
[10:26]
predicated on the budget or Solid Waste
[10:30]
but um do you think we would want to try
[10:33]
to get him here for the planning meeting
[10:35]
next
[10:36]
Tuesday um I'll leave that between you
[10:38]
and the CFO or CEO um for a later
[10:42]

I'm not sure when is best for uh for Ben
[10:56]
to come I think that again the final
[10:58]
vote on the budget will not be until
[11:01]
March uh the next committee that hold is
[11:03]
the end of February so there is a bit of
[11:05]
time there just as's a preview and the
[11:08]
Regional District board is having this
[11:11]
discussion there is no doubt that this
[11:14]
is a significantly
[11:17]
underfunded
[11:19]
um line item based on changing
[11:22]
expectations from the province of best
[11:25]
practice for closing landfills and we're
[11:28]
in this situation
[11:29]
because people are including myself of
[11:33]
everything we throw
[11:35]
away and nobody's paid a lot of
[11:39]
attention not to the day-to-day
[11:41]
operations but the closure of it so the
[11:44]
in the you're right your worship
[11:46]
significant increases over the next five
[11:50]
years projected
[11:53]
out additional increases every year
[11:56]
which are not even going to scratch the
[11:58]
surface of getting to even a portion of
[12:01]
the reserve needed the uh discussion at
[12:04]
the regional district table has been uh
[12:07]
and there trade-offs no matter what you
[12:09]
do if you up the fees for those who are
[12:11]
dumping that discourages people to dump
[12:13]
illegally so it's a of it's an alive
[12:16]
vibrant conversation I think Ben can
[12:18]
talk about those options um I think that
[12:21]
uh I'd leave it to uh councelor Flynn
[12:25]
the vice chair to work that out I don't
[12:27]
think we personally I don't think we
[12:29]
need it right away um it's going to be
[12:31]
part of the
[12:32]
requisition um and it it' be I think it'
[12:35]
be highly informative for this table to
[12:37]
have their their heads around the
[12:39]
absolute dilemma of how to even
[12:42]
partially fund this reserve for what's
[12:46]
anticipated down the line so uh I'd
[12:48]
encourage us to do it thank you great

consensus does do we feel it would be a
[12:57]
better thing to do at a planning meeting

or a council meeting because that'll

next Tuesday because the next this
[13:08]
budget two for csrd is at the end of
[13:11]
February and the approval of the budget
[13:13]
is March um so and I do want to thank in
[13:16]
advance councelor lingren who's going to
[13:18]
attend budget two session because of my
[13:21]
absence so thank you um chief

administrative officer um that would fit
[13:27]
into a planning meeting sometime uh um
[13:29]
when councelor Flynn and yourself thinks
[13:31]
that it might fit would that be okay to
[13:32]
do it that way absolutely your worship

ubcm board pays its
[17:36]
own uh per DMS and reimburses any travel
[17:42]
the city's role in ubcm is strictly to
[17:44]
book the hotel room ahead of time and
[17:46]
then seek reimbursement directly from
[17:48]
ubcm for fcm there is a small
[17:51]
communities travel fund uh my
[17:53]
understanding is that fund pays for
[17:55]
travel and accommodation for any upcm
[17:59]
board meeting uh but not fcm
[18:02]
convention um and ubcm doesn't pay for
[18:06]
my convention time either so there are
[18:10]
uh there's about uh I would say up to
[18:15]
five days of per dm with fcm work maybe
[18:19]
a few more that are covered by the city
[18:21]
my understanding is the small Community
[18:22]
Fund may not actually cover that but I'm
[18:26]
I'm I'm not aware of the specific detail
[18:29]
of the only that I can only use the
[18:31]
small communities fund for fcm travel
[18:34]
and accommodation for board meetings and
[18:36]
nothing
[18:39]
else y thank you councelor Canada do you

pays uh its per DMS directly to its
[22:11]
directors ubcm pays its per DMS directly
[22:15]
to its directors and
[22:18]
fcm uh fcm does not pay its directors to
[22:24]
attend meetings but the province of BC
[22:27]
through ubcm has set up a small
[22:29]
communities travel fund specifically to
[22:32]
allow for small communities to be
[22:34]
represented at the fcm board and any
[22:38]
expense related to my time there on at a
[22:40]
board meeting uh travel accommodation
[22:44]
and and per DMS as I understand it is
[22:47]
reimbursed to uh the city from the fcm
[22:51]
small communities travel fund run
[22:54]
through ubcm it's very complicated but
[22:57]
it was a wise decision of ubcm to make
[23:00]
sure that small communities could also
[23:03]
play a role on that uh at that National
[23:05]
table and I'm grateful for uh for that
[23:09]
fund's existence I do need specific
[23:13]
Clarity around whether they
[23:15]
reimburse
[23:17]
um P DMS uh but because I don't process
[23:23]
the uh the reimbursements I I I wouldn't
[23:27]
be able to tell you I do charged I do um
[23:30]
submit them though counc Canon do you
[23:34]
have further query there so you submit
[23:37]
your PDM
[23:38]
to whichever affiliation you're with so
[23:41]
it has zero cost to the city for pdms I
[23:44]
didn't realize that I thought maybe the
[23:45]
city paid the prum at at most it would
[23:49]
be some it would be fcm
[23:52]
pums but fcm is only two meetings a year
[23:56]
well that's great because it's a good
[23:58]
value value having you representing
[24:00]
those those boards so awesome thank you

Southwest seminar folk music Society
[25:06]
there is a motion um I'd like to get on

um I'll ask our Deputy um corporate
[25:19]
officer to speak to the

folk music Society has been occupying
[25:27]
the building at 5413 Street Southwest
[25:30]
since
[25:31]
2015 they've been using it as the office
[25:35]
for um the folk music Society roots and
[25:39]
blues um they've made some significant
[25:41]
improvements to the building over the
[25:43]
years and they've expressed an interest
[25:44]
in continuing to occupy that spot and
[25:48]
have requested an additional five-year
[25:50]
lease at a nominal
[25:53]
rate thank you very much for that and
[25:55]
for the report counselors I'll open up

Works climate resilient plan steering
[26:55]
committee there is a motion for
[26:57]
consideration I could have a mover and a
[26:59]
seconder councelor linger would move

that counc canel would second thank you

I'll ask our director of engineering and
[27:06]
Public Works to speak to the part thank
[27:09]
you worship so on January 13th of this
[27:11]
year Council approved the development of
[27:12]
the climate action resiliency plan and
[27:16]
in accordance with the RFP the in
[27:18]
preparation of the CRP requires the
[27:21]
formation of a climate resiliency
[27:22]
steering committee to provide local
[27:25]
expertise guidance strategic Direction
[27:28]
um
[27:29]
for the development and support and
[27:30]
influence its implementation within the
[27:34]
community the attached terms of
[27:35]
reference are outline the Mandate scope
[27:38]
of the members of this steering
[27:40]
committee which staff are is proposing
[27:43]
to consist of 22 members formed from a
[27:45]
combination of external organizations
[27:48]
City committees and citizens at
[27:51]
large um Alternatives and implications
[27:54]
should Council not choose to form this
[27:57]
climate resiliency steering committee
[27:59]
staff would will proceed with the
[28:01]
development of a working group uh made
[28:03]
up of City staff csrd staff and in
[28:06]
consultation with First Nation
[28:08]
Representatives um the outcomes would
[28:11]
then be forwarded to these organizations
[28:13]
uh for review and feedback um ultimately
[28:17]
Staff feel that this is a uh not the
[28:20]
best way to go about it um however that
[28:23]
is an option um and communication upon

I'm uh curious about the terms of

reference um the city doesn't seem to
[29:27]
have a seat on the steering committee is
[29:30]
that just implied that somebody from the
[29:32]
city would chair it or how does that
[29:35]

procedures that it says the crpc will be
[29:40]
chaired by the consultant um but I pass
[29:43]
your question on to the director of
[29:44]
engineering and Public Works City it

would be chaired by the consultant and
[29:49]
there would be City staff attending the
[29:51]
meetings um but really we're looking for
[29:53]
feedback from this committee and then
[29:55]
there's still a a working committee made
[29:57]
up of the csrd staff and as well as
[30:01]
First Nation so there is a working
[30:02]

um I don't

see and 22 members is a pretty healthy

table um I don't

see membership from First Nations
[31:42]
indigenous
[31:44]
community and I know that on the uh
[31:47]
active Transportation task force we were
[31:50]
21e worship maybe at a at a at a time um
[31:54]
we did send out invitations sometimes
[31:56]
not all members could make it but um we
[31:59]
did have unless I've missed it but I I
[32:01]
don't see it on the list there and I
[32:03]
think it's uh I was going to say worth

considering but I think it's more than
[32:07]
worth considering I think the
[32:08]
invitations would need to go
[32:10]
out I'll pass that to the director of

unanimously agreed to so I guess my

first comment was I can't imagine a 22

person

committee having to make unanimous

consensus

decisions um I also can't imagine adding
[33:56]
more people to the 22 person committee
[33:59]
so I guess I'm not really understanding
[34:01]
the difference and they're not making
[34:03]
decisions so I'm not really
[34:05]
understanding what the role of this
[34:07]
group is compared to the working group
[34:09]
because I wasn't intimately involved
[34:11]
with the ocp process so um I'm concerned
[34:14]
about the size of the committee I'm
[34:16]
concerned about the comment that it's
[34:18]
got to be consensus decision making
[34:20]
because that could be or unanimous could
[34:23]
be very difficult and might stifle good
[34:26]
conversation um
[34:28]
but I don't know what decisions they
[34:29]
will be making because it says they're
[34:31]
not a decision-making group so I've got
[34:34]
all kinds of questions if others feel
[34:36]
this is the way to go I support it but I
[34:40]
haven't had much success with 22 person
[34:42]
groups or
[34:43]
bigger what I can say to you councelor
[34:46]
Flynn is I can only talk about my
[34:48]
experience with the steering committee
[34:50]
and the official community plan and I
[34:51]
think it sort of parallels this and with
[34:54]
the same wording the steering committee
[34:55]
and our steering committee for the
[34:57]
official commune plan I kind of went
[34:58]
into it with um I wondered as well
[35:02]
because there it's a big committee
[35:03]
there's about 20 people on it but what I
[35:05]
can say is it worked extremely well um
[35:08]
and I anticipate that this will
[35:10]
too um and the reason it worked well was
[35:13]
because each of the members understood
[35:15]
what their role was and their role was
[35:18]
not to um bring their bias of content to
[35:21]
the official community plan but rather
[35:23]
to take in the information which is what
[35:25]
this group will do and make sure that
[35:28]
the information is reflected um that is
[35:31]
being considered by the working
[35:33]
committee so it's kind of they take the
[35:36]
information they make sure that what's
[35:39]
being said is reflected in the in
[35:41]
information that goes to the working
[35:42]
committee uh we also worked on a
[35:45]
consensus basis and consensus and
[35:48]
unanimous aren't quite parallel um there
[35:51]
was some give and take for sure on the
[35:53]
ocp steering committee but because
[35:55]
everyone understood what their role was
[35:58]
um as as it became apparent if I was the
[36:01]
only person out on on thinking that that
[36:04]
maybe shouldn't go in there the
[36:06]
consensus piece came about and you know
[36:08]
people would leave that and so there was
[36:10]
some give and take so it work there um I
[36:14]
know it's a lot of people on a committee
[36:16]
but it's hard to leave any of those
[36:17]
groups out so um that will be my comment
[36:21]
there okay and then for
[36:24]
clarity like the ocp which we play a
[36:28]
bigger role as Council I think but
[36:29]
nothing this committee doesn't make
[36:32]
decisions without it coming back to
[36:33]
council so I'll just ask the director of
[36:35]
engineering Public Works my understand
[36:37]
as the working committee would then
[36:38]
bring any any uh recommendations to
[36:41]
council you're correct your worship this
[36:44]
this is um the information the
[36:46]
discussion that comes back from the
[36:47]
steering committee would go through the
[36:49]
working group uh in consultation with
[36:52]
the consultant and then that would come
[36:54]

in these are well over the age of 60 and
[38:39]
it would be my assumption that we are
[38:42]
not going to have any problem getting
[38:43]
representation from senior citizens or
[38:46]
people over the age of 60 and I hesitate
[38:48]
to use senior citizens because that
[38:49]
includes me uh in that group um my
[38:53]
concern is that it's more difficult to
[38:56]
get representation from uh high school
[38:58]
students and people in their 20s and I
[39:02]
think that they have a very valuable
[39:04]
perspective that may not be represented
[39:07]
by any of these other groups in town and
[39:10]
I think it's really important that we
[39:12]
include their
[39:14]
voice thank you um further speakers to

and I think there are plenty of people

in the community young and old who would

uh be excellent uh representatives and I

think we at the very least need to um go

out and and and make that known and seek
[45:17]
them out and see who who decides to uh
[45:20]
put their name forward it at that point
[45:22]
I'd be in a better position to decide

female Multicultural backgrounds

and opening it up to uh uh a

no no guard rails uh one senior is quite

prescriptive actually and may limit a

55-year-old from applying who comes with
[46:12]
a very interesting perspective or

background so I think that it's really

important that we take out the senior

prescription and leave it open to

this one have a traffic impact study

when increased traffic is probably
[53:13]
similar to the other one thank you for

engineering of Public Works yes your

worship so shwap and and fifth is the
[53:22]
intersection Fifth Avenue uh has
[53:26]
basically been identified as
[53:28]
a a weak intersection to say the least

and so the the traffic impact study

would allow us to determine what impact

this development would have on that
[53:37]
particular intersection and if they
[53:38]
would be required for any improvements
[53:40]
and that would be at their
[53:42]
cost okay so approximately how much does
[53:45]
a traffic impact study cost director of

engineering Public Works it it depends

on who they get for a consultant I mean

could be 5,00 it could be 10,000 it

one director of engineering and public

works thank you worship so the
[56:09]
subdivision development services bylaw
[56:11]
was adopted by Council on June 26 of 23
[56:14]
the Vio requires um and regulates the
[56:17]
provisions of works and services in
[56:20]
respect to the subdivision and
[56:21]
development of the land within the city
[56:23]
development means the alternative of
[56:25]
land
[56:26]
by the construction insulation extension
[56:29]
and alternative of any building and or
[56:32]
structure that requires a building
[56:34]
permit the city is required to obtain a
[56:36]
building permit for works that fall
[56:38]
under the BC building code and therefore
[56:40]
the city requires complete the works and
[56:42]
services triggered by the subdivision
[56:45]
development services bylaw the city
[56:47]
prioritizes and completes the upgrades
[56:50]
uh to works and services within the city
[56:52]
right away on a priority basis to best
[56:54]
meet the needs of the community staff
[56:56]
believe it is not in the best interest
[56:58]
of the taxpayer for the city to complete
[57:01]
Frontage upgrades outside the priorities
[57:03]
established for the community due to the
[57:05]
application of a building permit for
[57:08]
institutional
[57:09]
infrastructure um staff are requesting
[57:11]
the amendment to the subdivision
[57:12]
development services bylaw to exempt
[57:15]
City properties from the requirements of
[57:17]
the subdivision development services
[57:19]
bylaw this will per permit Capital work
[57:22]
projects to be completed as planned
[57:24]
without being forced to under take
[57:26]
Frontage upgrades and works that could
[57:29]
significantly impact the
[57:31]
budgets thank you very much councilors
[57:34]
councelor Flynn thank you worship and uh
[57:37]
when I read this I found it very
[57:39]
interesting and maybe a little bit
[57:41]
confusing for me but maybe I can use a
[57:43]
specific example and that will help me
[57:46]
understand um the new residents at the
[57:51]
college created offsite for the college
[57:56]
and then we chose to do some
[57:59]
offsites and the improvements are
[58:02]
amazing and significant and probably
[58:04]
were somewhere in our
[58:06]
priority is
[58:08]
it that we just want the flexibility to
[58:12]
decide not to necessarily do those
[58:14]
improvements if they're not in a plan
[58:16]
already or decide if we want to advance
[58:19]
them is that kind of what you're trying
[58:20]
to do just give staff some flexibility
[58:23]
director of engineering and Public Works
[58:26]
yes your worship that's correct um to
[58:28]
give another example the the water
[58:30]
treatment plant zone 2 Pump Station uh
[58:33]
the Water Treatment Plant is a huge
[58:35]
Frontage yeah and that project is
[58:37]
already you know worth 4 point some
[58:39]
million dollars to add the frontage
[58:42]
improvements which are in okay shape
[58:45]
right now but really need to be planned
[58:46]
as a separate project so it gives us
[58:48]
some flexibility so I guess it's just a
[58:50]
perfect example of some of the times
[58:53]
that staff's hands are tied by by loss
[58:56]
or by our rules and you're just trying
[58:59]
to get a little more flexibility in this
[59:01]
rule to actually do the work when it
[59:04]
should happen in our overall
[59:06]
planning director of engineering and
[59:08]
public works that's absolutely correct
[59:10]
your worship um we do have a a very
[59:14]
extensive Capital Works plan and a lot
[59:17]
of times the frontage improvements are
[59:19]
planned in in association with other
[59:21]
projects and so that's what we'd like to
[59:23]
uh to be able to do with this okay well
[59:26]
I would personally be very silly to not
[59:28]
support staff in this request thank you
[59:31]

through you to staff so I I get the
[59:39]
intent of this and I support it for the
[59:41]
most part but I I'm looking for some
[59:44]
concrete examples here um in the last
[59:46]
two or three years we've probably made
[59:48]
strides when there's been some City
[59:51]
infrastructure that
[59:54]
uh and it may not require building pered
[59:57]
I could be corrected on that but some
[59:59]
City infrastructure that's added to and
[1:00:02]
that we've managed to find ways to put
[1:00:04]
an active Transportation or other uh key
[1:00:08]
con I'm thinking connectivity
[1:00:10]
infrastructure here so how would this
[1:00:16]
request factor into some infrastructure
[1:00:20]
where there might be
[1:00:21]
connectivity uh
[1:00:23]
enhancements but essentially
[1:00:26]
that not coming in front of council to
[1:00:29]
discuss director of engineering Public
[1:00:31]
Works your worship I guess I that goes
[1:00:35]
with the the
[1:00:36]
planning exercises that we go through if
[1:00:39]
if and typically this is a building
[1:00:41]
permit uh so another example would be
[1:00:44]
the um the Fifth Avenue booster or sorry
[1:00:47]
the fifth zone five booster station
[1:00:50]
along tenth and so that would have been
[1:00:53]
a very small Frontage to put in a
[1:00:56]
multi-use path a very challenging one um
[1:00:59]
so that was also deferred um it doesn't
[1:01:03]
mean that it's off the list if we have a
[1:01:05]
case where we have a building permit um
[1:01:08]
that we could do the works in
[1:01:10]
conjunction with an additional Act of
[1:01:11]
Transportation Capital project that we
[1:01:13]
would we would do that um but really in
[1:01:17]
answer to councilor lab's question we
[1:01:20]
are looking for the flexibility to defer
[1:01:23]
Frontage improvements if we feel that we
[1:01:25]
we just either cannot afford them or
[1:01:27]
they haven't been um or they're on for a
[1:01:30]
different time in the in the plan to be
[1:01:33]
constructed councilor
[1:01:35]
lry um so these are more comments and
[1:01:38]
questions then so I I get the
[1:01:41]
intent um and I trust staff to bring
[1:01:44]
things forward but I I'm not sure if I
[1:01:47]
can support this at this stage unless
[1:01:50]
there is some
[1:01:51]
language
[1:01:53]
about a
[1:01:57]
reference to
[1:01:59]
council like not an automatic exemption
[1:02:02]
but some language about a reference to
[1:02:03]
council prior to exemption um I think
[1:02:07]
Council needs some control over that and
[1:02:09]
I I I don't have the word smithing in
[1:02:11]
front of me here to do that so I'm going
[1:02:13]
to think about this more a little bit
[1:02:14]
you worship if there's any time um but
[1:02:17]
if I'm going to oppose it if there's no
[1:02:19]
uh and I I rep I understand the
[1:02:22]
alternative implications as uh noted in
[1:02:25]
the staff report
[1:02:27]
but I kind of want this to remain a
[1:02:31]

I'm just I think curious what would be

the advantage to this over just coming

to council for a

Public Works your worship I guess it's

it's about time it's really about time
[1:02:54]
and if there was a requirement to do do
[1:02:56]
those works if Council defeated it then
[1:02:58]
Council would have to put money in the
[1:02:59]
budget to do those works and if they
[1:03:01]
weren't necessarily budgeted with the
[1:03:03]
building permit then it would come from
[1:03:05]
somewhere from reserves or gener Revenue
[1:03:08]
to to fund that
[1:03:10]
project yeah I think go ahead I think
[1:03:13]
for me I would rather see the city
[1:03:15]
budgeting for those things and coming
[1:03:17]
for a variance and we come out ahead in
[1:03:19]
the the grand scheme of things there's
[1:03:22]
more money than budgeted than we're
[1:03:24]
actually going to spend
[1:03:26]
um and I I think it's important that uh
[1:03:30]
regardless of how good staff is at doing
[1:03:33]
this that Council has uh some influence
[1:03:37]
because they're here at the table
[1:03:39]
representing the views of the people
[1:03:41]
that elected us and so I think it's
[1:03:43]
important that those views are heard on
[1:03:46]
these kinds of issues um I understand
[1:03:50]
the issue around timing it can cause
[1:03:54]
delays to have to come to Council and
[1:03:56]
ask for a variance however I think that
[1:04:02]
a lot of the projects that we
[1:04:04]
approve
[1:04:06]
um they're approved well in advance of
[1:04:10]
when the project actually gets started
[1:04:12]
and so I'm not sure that that
[1:04:15]
is um kind of the deciding factor for me
[1:04:19]
so I think I I think I stand opposed at
[1:04:22]
this time thank you councelor lingren

next uh your worship thank you uh I'm
[1:04:29]
I'm warmed to this idea I I think uh as
[1:04:33]
a as a council as staff as a community
[1:04:37]
we have some very ambitious plans in
[1:04:39]
place Asset Management plans uh
[1:04:43]
strategic priority plans ocp plans um
[1:04:48]
this is a a the building permit piece is
[1:04:52]
is an additional part and I don't
[1:04:56]
I think there's an expectation that um
[1:05:00]
we've made commitments to get things
[1:05:02]
done we've got budgets in place and when
[1:05:04]
delays like this happen uh and there's a
[1:05:08]
way to avoid them I actually think we
[1:05:11]
should we should try it this way and see
[1:05:13]
how it works there nothing to be said
[1:05:15]
that in a year from now we put the
[1:05:17]
breakes on because things didn't get
[1:05:19]
done the way they should have got done
[1:05:21]
or we missed an opportunity to do
[1:05:23]
something we we thought we would but we
[1:05:25]
o have to give staff the tools to move
[1:05:28]
ahead on on some of the very ambitious
[1:05:31]
um uh to-do lists we've given them so
[1:05:34]
I'm going to vote in favor and I would
[1:05:37]
encourage uh Council to give this um
[1:05:40]
take this approach uh to see because we
[1:05:42]
all know we've seen delays in projects
[1:05:45]
the community really wanted whether we
[1:05:47]
had to do the upgrade say for example
[1:05:49]
Highway improvements and the West Den
[1:05:51]
that sort of thing um and if this is a
[1:05:55]
if that was a barrier and this can speed
[1:05:57]
things up let's try it and see what
[1:06:00]
happens thank you councelor Wallace

worship I too um support uh this change
[1:06:09]
to our bylaw I think the example uh that
[1:06:13]
director of engineering gave about the
[1:06:16]
pump station and the
[1:06:18]
frontage I think I think really what it

boils down to is that we get our ourself
[1:06:24]
caught up in our a bit of bureaucracy
[1:06:27]
with projects and moving them forward
[1:06:29]
and I think this gives the ability to
[1:06:32]
not have our city staff come to us with
[1:06:36]
the
[1:06:37]
variance instead they can go ahead and
[1:06:41]
get the jobs done that we have already
[1:06:44]
budgeted in our budget process so we
[1:06:47]
know those jobs are getting done and if
[1:06:51]
you know there really is a need for that
[1:06:54]
Frontage work or whatever to be done I'm
[1:06:57]
sure that our staff will recognize that
[1:06:59]
and bring that to the table when we do
[1:07:01]
our budget process so I'm in favor of
[1:07:04]
this thank you councelor Canon councelor
[1:07:07]
Flynn yeah I will reiterate my support
[1:07:10]
um when we talk about our decision-
[1:07:13]
making at this table the budget every
[1:07:15]
year includes the capital Works projects
[1:07:18]
this motion is saying that if staff
[1:07:20]
feels upgrades are needed that will
[1:07:23]
probably be part of the budget of that
[1:07:26]
project and to me I think we look
[1:07:30]
extremely we get looked at extremely
[1:07:33]
interestingly by our taxpayers if we're
[1:07:35]
having to apply to ourselves for a
[1:07:37]
variance um I trust staff to know what
[1:07:41]
our priorties are we are part of that
[1:07:42]
prioritization of works and to take one
[1:07:47]
piece of bureaucracy out I think most
[1:07:49]
people would be in favor of that so I
[1:07:51]
will vote and support thank you

the um COA the the question I have about

this because I'm I'm listening to that

and council lingren is coming from for
[1:08:14]
in a sense
[1:08:15]
of there's it feels like there's no
[1:08:17]
breaks on it and which I'm saying

anyone's going to do anything um outside
[1:08:21]
of the being professional of course um
[1:08:23]
is there a way that we can make this
[1:08:25]
this we make a motion a friendly Mo
[1:08:28]
amendment to give this a a certain time
[1:08:31]
as treat it as a pilot project and or a
[1:08:34]
pilot you know period where we can say

does this work and we can just look at

it not saying so we can have what we

the city will be standing in the firing

line when it should be us taking the

heat from the public uh for decisions

made uh by the city and so I'm I'm

curious if anybody has any insight into

how that could play out

um don't staff wanted to comment that I

could I could give you my opinion I

think my opinion would be that um it

would come back to council generally we

get letters from people who are and it's

easy to Mayor and Council so I think

that's the way it would

go right but the council would then be

being held responsible by the public for

a decision they aren't making and what

would be the response from Council we're

and Council would then have to decide
[1:12:58]
whether they wanted to fund whatever

decision yes that's

these works is when it's all torn up to

do the work in the first place and I
[1:13:46]
think that if council is going to be
[1:13:47]
held responsible for those decisions
[1:13:49]
they should be making those

we

passed a variance Todo work down at the

water treatment plant upgrade is that
[1:14:28]
correct yes that is correct to Pump

Station two yeah and threeyear
[1:14:34]
worship did the fact of H how long did
[1:14:37]
that defer the project by having to go
[1:14:41]
through our existing process of coming
[1:14:42]
to council to support that
[1:14:45]
exemption I I'll pass that on to the
[1:14:48]
director of engineering Public Works um
[1:14:51]
in regards to time it was more just one
[1:14:53]
more step but ultimately it comes down
[1:14:56]
to the cost it would have significantly
[1:14:59]
increased the cost of that project and
[1:15:01]
I'm not sure that uh we would have been
[1:15:03]
able to complete it all or got approval
[1:15:06]
for the the costs but having said that
[1:15:09]
um it could have been included in the
[1:15:11]
total works but we're seeing so many
[1:15:14]
costs uh escalating over the next or
[1:15:17]
over the last year and in future um so
[1:15:20]
we are looking at basically doing the
[1:15:22]
project if it's a building permit uh
[1:15:25]
similar to the zone five doing the
[1:15:27]
project and then postponing the frontage
[1:15:30]
works for a later date when it can be
[1:15:32]
combined with a larger
[1:15:35]
project councilor lavry I'll pass it
[1:15:37]
back to you yeah no thanks for the
[1:15:39]
response to that so
[1:15:41]
that in many ways bolsters the point
[1:15:44]
that I'm going to make is that I I was
[1:15:46]
one I I I can't remember the exact vote
[1:15:48]
but I think it was heartily endorsed to
[1:15:51]
uh for the city to exempt itself from
[1:15:54]
the lications of that work that was done
[1:15:57]
and what I'm hearing is it didn't take a
[1:16:00]
lot of extra time it was one more step
[1:16:02]
and I appreciate that um I would like I
[1:16:07]
I would like to know I think that's a
[1:16:08]
higher standard than uh essentially what
[1:16:13]
the
[1:16:15]
proposal uh puts forward I think it's a
[1:16:17]
higher standard and at least gives
[1:16:19]
Council the review of that this has been
[1:16:21]
mentioned before um doesn't signific L
[1:16:25]
delay it unless I am missing something
[1:16:28]
so uh your worship I um be interested to
[1:16:32]
see what the lay it doesn't have to be a
[1:16:34]
spreadsheet but the lay of the land is
[1:16:37]
in terms of projects that might fall
[1:16:39]
into this category and I would move that
[1:16:42]
we defer this motion until we get that
[1:16:44]
information there second to the deferral
[1:16:47]

suggesting they would contribute 3,000

year's uh and then the other question I

have is councelor uh lingren made me
[1:27:46]
aware that we supposedly on paper still
[1:27:49]
have some money in a Canada 150 fund
[1:27:53]
somewhere in the neighborhood of
[1:27:55]
$137,000 or not 13
[1:27:57]
37,000 I wish it was 137 and I'm not
[1:28:00]
sure if we could use that instead of
[1:28:01]
council initiatives so those are my
[1:28:03]
questions Chief Financial Officer um
[1:28:06]
regarding the council initiatives piece
[1:28:08]
and any unused fund from 2024 do they
[1:28:11]
roll
[1:28:13]
over threee warship the council
[1:28:16]
initiatives I've budgeted on a onetime
[1:28:18]
line and they do not roll forward into a
[1:28:22]
reserve per year and the current
[1:28:24]
budget you guys have probably seen
[1:28:26]
already is
[1:28:28]
$175,000 the reason why I put it as one
[1:28:30]
time is because I've reviewed the last
[1:28:31]
few years had noticed that it wasn't
[1:28:34]
used and I didn't feel like creating one
[1:28:37]
more account or Reserve within the our
[1:28:40]
long list okay so there's uh you're
[1:28:43]
suggesting 17 a half thousand in the
[1:28:46]
2025 budget and coun Canon's motion is
[1:28:49]
to uh if she accepted Council LA's
[1:28:51]
friendly amendment is up to four ,000
[1:28:55]
from that account councilor Canon is
[1:28:57]
that correct um yeah I thought it was at
[1:29:00]
4000
[1:29:03]
after yeah I think yeah so are you
[1:29:06]
comfortable with up to 4,000 okay thank
[1:29:08]
you um and the second is comfortable
[1:29:11]
with that I am except I'd rather find

another source if we can't use some of

from last year if that's possible but it

doesn't sound like it is or find out

what happened with this 37,000 in that
[1:30:26]
Canada 150 thank you um councelor

lingren thanks your worship um so this
[1:30:34]
came up about uh maybe a month ago
[1:30:37]
sabnis brought it to the attention of
[1:30:39]
the city because they were looking for
[1:30:41]
some assistance to remove the bird beam
[1:30:43]
platform it's decrepid and poses a risk
[1:30:46]
to safety if uh we end up with teenagers
[1:30:48]
out there at a party one night climbing
[1:30:50]
it um when they brought the idea to the
[1:30:54]
city uh Darren did a costing and told
[1:30:57]
them that it would be about $6,000 and
[1:30:59]
so the reason they're putting up 3,000
[1:31:01]
of their own money is because they
[1:31:02]
wanted to make sure that uh they were
[1:31:05]
contributing 50% so I have no problem uh
[1:31:09]
going with three to $4,000 if we want to
[1:31:11]
spend more um I I also think that that
[1:31:15]
Canada 150 account is empty and I'm not
[1:31:18]
sure why it's showing money uh if
[1:31:20]
there's money in it I suggest we spend
[1:31:22]
it on this uh there are also other areas
[1:31:25]
that I think where we could take the
[1:31:26]
money I think that the covid restart
[1:31:28]
Grant still has $71,000 in it and we've
[1:31:32]
spent more than uh the 3.6 million I
[1:31:37]
think already um so the money the
[1:31:39]
71,000 that's in the account is an
[1:31:42]
accumulation of interest on paper and
[1:31:45]
should be able to be spent on just about
[1:31:47]
anything I would think though I think
[1:31:49]
that the covid restart Grant would be um
[1:31:52]
a usable uh place to get the money from
[1:31:55]
for this uh but one way or another I
[1:31:57]
support a motion that we uh put up at
[1:32:00]
least 50% of the money and help get rid
[1:32:03]
of this uh platform so that there's a
[1:32:05]
fresh start for the new platform to go
[1:32:07]
in and uh this is the appropriate time
[1:32:10]
to do it because the equipment's already
[1:32:11]
on the foreshore doing the uh sewer main
[1:32:15]
or sewer relining or whatever we called
[1:32:18]
it down there so I think that that would
[1:32:19]
reduce the cost of uh for time
[1:32:23]
especially
[1:32:24]

important project and we know how much

that trail gets used so I think this is

money very well spent and this is an

important thing to do while we have the

equipment down

many of you know the Arts Council at the
[1:41:58]
Zam Arts Center and I want to start by
[1:42:01]
thanking mayor and councel for the
[1:42:03]
recent increase to our fee for service
[1:42:06]
the stability and capacity that this
[1:42:08]
provides will increase our impact on the
[1:42:10]
region and will also keep us competitive
[1:42:13]
in the provincial and National Grant
[1:42:15]
competitions as more and more we're
[1:42:17]
seeing funders want to see
[1:42:19]
organizational stability um towards
[1:42:28]
so I've got lot I want to share with you
[1:42:29]
today so I'm going to go through pretty
[1:42:31]
quickly so we can leave some time the
[1:42:33]
end to go anything with a little more
[1:42:34]
detail if so I just want to begin with
[1:42:38]
our
[1:42:39]
budget if I could interrupt that
[1:42:41]

to
[1:42:46]
hear sorry about that so our um our
[1:42:49]
budget revenues for uh for last year we
[1:42:52]
can see
[1:42:54]
myass 3,
[1:42:59]
36652 Sal arm uh city of Salmon Arm
[1:43:03]
contributions represent about 15% of our
[1:43:05]
total revenues our largest source of
[1:43:08]
revenues is Project grant funding
[1:43:11]
followed by operational
[1:43:14]
grants and in expenses we have a balance
[1:43:17]
budget this past year most of what we
[1:43:20]
spend money on are salaries followed by
[1:43:23]
artist fees and program contracts that
[1:43:25]
represents what 83% of our budget goes
[1:43:28]
directly to people living in and around
[1:43:31]
s most so I'm very I'm pleased to be
[1:43:34]
able to provide as much economic support
[1:43:37]
for
[1:43:39]
individuals across all programs our
[1:43:41]
total attendance was
[1:43:43]
8,711 and the total artists that were
[1:43:45]
engaged for the past
[1:43:55]
so our work is uh made possible through
[1:43:57]
uh a lot of Partnerships a lot of
[1:43:59]
collaboration we're very pleased to
[1:44:00]
partner last year sh up IM Services
[1:44:03]
Society C sh re sto sh children's
[1:44:07]
Society songs barel Hallen theater sh
[1:44:10]
theater Society rise up indigenous
[1:44:12]
Wellness SC first na B SAR Economic
[1:44:15]
Development society and downtown
[1:44:18]
s these wonderful organizations and in
[1:44:22]
addition support we received from the
[1:44:24]
city we are also fed by the BC Arts
[1:44:26]
Council BC tourism BC direct access
[1:44:28]
gaming BC touring Council sh foundation
[1:44:37]
and so we'll start by uh going into our
[1:44:40]
programming so that we can see what all
[1:44:42]
that looks like starting with the sound
[1:44:45]
arm Art Gallery exhibitions for
[1:44:47]
20124 we started last year with a
[1:44:50]
exhibition called environments for
[1:44:52]
reading
[1:44:53]
cozy notes for reading and
[1:44:57]
reflection and a large community
[1:45:00]
collaboration where a bunch of PODS were
[1:45:02]
built that knitting and cting and so so
[1:45:05]
together and we um we sold all
[1:45:17]
those followed uh foll that show was
[1:45:21]
which is a word a
[1:45:24]
tree and it featured uh 12 artists
[1:45:27]
exploring trees and artistic responses
[1:45:30]
to
[1:45:51]
that
[1:46:21]

edge which is uh a new Initiative for us

we part it's been going on for the last

decade run by the shwap theater and we
[1:49:26]
partnered with shwab theater last year
[1:49:28]
to present tote uh we presented a range
[1:49:30]
of really interesting shows including uh

uh ragam muffin Theater which is a
[1:49:43]
theater for all ages
[1:49:46]
show uh we presented a show called Dey
[1:49:49]
by a company called uh follow the signs
[1:49:52]
theater from Calgary this was written
[1:49:54]
and performed by a profoundly deaf
[1:49:55]
artist about his experience coming to
[1:49:57]
terms with
[1:49:58]
that we also presented a show called
[1:50:01]
Playing Fields by the chop theater uh
[1:50:04]
and we did that show outside at Jackson
[1:50:08]
Field and we did a show by runaway Moon
[1:50:11]
theater called how did you get here
[1:50:13]
which featured four different shows that
[1:50:15]
all pop out of a small
[1:50:18]
suitcase Wednesday on the warf of course
[1:50:20]
takes place as it always does every
[1:50:23]
summer uh it's always wonderful to see
[1:50:25]
so many people out for this this free
[1:50:28]
community Gathering um there's nine
[1:50:30]
shows in total I'll just give you a
[1:50:32]
couple highlights uh the Kayla Williams
[1:50:35]
and the yacht dades yacht rock band
[1:50:37]
really brought down the house fantastic
[1:50:40]
show and uh we're always very happy to
[1:50:43]
to partner with roots and blues for one
[1:50:45]
of the shows each Wednesday on the warf
[1:50:47]
this one was Bueno rostro which was an
[1:50:49]
indigenous Latin uh jazz band
[1:50:53]
we were really uh very happy with the
[1:50:55]
the turnout for the presentation of a
[1:50:57]
band called en Karma which is a bangra
[1:50:59]
band we tried something a little bit new
[1:51:01]
this year where we made some uh show
[1:51:04]
specific flyers for this one in
[1:51:05]
particular was uh in English and Punjabi
[1:51:08]
and we put extra effort into going to or
[1:51:11]
rather astred varns put an extra effort
[1:51:13]
into going to um businesses local
[1:51:15]
businesses around town with connections
[1:51:16]
to the South Asian Community to really
[1:51:18]
make sure that the word was getting out
[1:51:20]
to everyone and the the turnout was
[1:51:22]
really diverse really wonderful and it
[1:51:24]
was a great great night we look forward
[1:51:26]
to working with them
[1:51:28]
again and of course our uh our paow uh
[1:51:31]
pilot which was the last event in WoW uh
[1:51:35]
was so beautiful so wonderful uh really
[1:51:38]
well attended thanks so much to the the
[1:51:40]
city for their support of this which we
[1:51:42]
hope to make part of wow every year just
[1:51:45]
show you a couple quick photos here
[1:51:57]
couple of little ancillary things we do
[1:51:58]
or maybe not so little this is the big
[1:52:00]
yellow tent which we now have up in the
[1:52:02]
uh spring summer fall months and people
[1:52:06]
can sit here and have a their coffee or
[1:52:09]
their lunch or small gathering can be
[1:52:11]
held and we're looking for more ways to
[1:52:12]
animate this outdoor space we also
[1:52:16]
received a grant from the BC Arts found
[1:52:18]
Arts um uh British Columbia Arts Council
[1:52:22]
to to uh revamp our community art
[1:52:24]
collection room so we have lovely
[1:52:25]
rolling shelving now so we can really
[1:52:28]
invest in that and find ways to make
[1:52:30]
that more accessible to our
[1:52:35]
community and of course we take every
[1:52:37]
opportunity to uh have do arts based
[1:52:40]
Community Development works there's just
[1:52:42]
a few examples are Truth and
[1:52:43]
Reconciliation Day the Earth Day
[1:52:46]
celebration featuring runaway moons uh
[1:52:49]
weaving project the treat Trail a Switz
[1:52:52]
mou story sharing project we're working
[1:52:54]
on with Louie Thomas and we've been also
[1:52:57]
were had fun working with the Shoop IM
[1:53:00]
Services Hive after school program
[1:53:02]
bringing some artists to their program
[1:53:04]
there's Kenton there on the bottom left
[1:53:05]
telling some stories to
[1:53:07]
Youth and uh I wanted to also give a
[1:53:10]
quick fiveyear solar planel report now
[1:53:12]
that we're five years into that project
[1:53:15]
which is going really really well just a
[1:53:17]
couple just a kind of brief overview for
[1:53:20]
average annual production consumption
[1:53:21]
and costs
[1:53:23]
the uh production of the solar panels is
[1:53:25]
approximately 10 megawatt hours per year
[1:53:28]
so as a savings that represents about
[1:53:30]
four tons of CO2 about approximately
[1:53:34]
60,000 kilometers of driving cost-wise
[1:53:38]
that's a savings of
[1:53:40]
$1,325 so when compared to the grid
[1:53:42]
energy we use every year which is um
[1:53:45]
about 8 megawatt hours the cost of that
[1:53:48]
is
[1:53:50]
$1,110 um the majority of that use is by
[1:53:54]
the pottery club's Kiln which we tracked
[1:53:57]
over a period of time and discovered
[1:54:00]
that that was came to a cost of about
[1:54:02]
$975 which the pottery Club is covering
[1:54:05]
the cost of as part of their uh rental
[1:54:07]
agreement with us so we end up spending
[1:54:10]
about $135 a year on energy for the
[1:54:13]
entire uh building which is really uh
[1:54:16]
fantastic thing so what of course can we
[1:54:19]
do with
[1:54:21]
$1,325 well at the Arts Center we can do
[1:54:23]
a lot and here's a few examples uh we
[1:54:26]
can collaborate with rise up indigenous
[1:54:27]
Wellness on a mural project for urban
[1:54:29]
indigenous youth led by local artists
[1:54:31]
and educator Sarah wans or we can
[1:54:35]
partner with Sho up children's
[1:54:36]
Association to host an eight-week drop
[1:54:38]
in break dance series led by Manny
[1:54:40]
Christensen or we can work with CMHA to
[1:54:43]
present a crosscultural storytelling
[1:54:45]
exchange with Kenan Thomas and Donna
[1:54:47]
Michelle St Bernard at the CMHA learning
[1:54:50]
Studios so we can do an awful lot with a
[1:54:53]
small amount of money there and we
[1:54:54]
really put it to good use and really
[1:54:56]
appreciate all the the support that we
[1:55:00]
receive so that's all from me about our

this opportunity to speak to you today
[1:55:34]
um I wanted to just have one and a half
[1:55:37]
minutes to um to just have um an
[1:55:40]
opportunity to thank you really uh the
[1:55:42]
first time I stood in front of city
[1:55:44]
council Colin ma was in the mayor's
[1:55:46]
chair and you mayor Harrison was were a
[1:55:50]
city counselor who was fondly referred
[1:55:52]
to as the Minister of
[1:55:53]
Finance and I do remember that um you
[1:55:58]
asked a lot of even long before we
[1:55:59]
talked about funding for the Arts Arts
[1:56:01]
Council you asked a lot of financial
[1:56:03]
questions and I wanted you to know that
[1:56:05]
it made me very diligent about counting
[1:56:07]
every dollar that came into and went out
[1:56:09]
of the Arts Council thank you for that
[1:56:13]
um I wanted to uh also remember that
[1:56:16]
when Mayor Marty bzma was here um I
[1:56:19]
asked him to if he would consider the
[1:56:21]
Arts Council becoming the cultural arm
[1:56:23]
of city council and he said I thought
[1:56:25]
you already were and so from that moment
[1:56:30]
I started to look at our relationship uh
[1:56:32]
more as a partnership and I I wanted to
[1:56:37]
um I wanted to work uh to deliver
[1:56:39]
cultural services on your behalf and of
[1:56:41]
course um we wanted to reach as many
[1:56:43]
citizens as possible year round and
[1:56:46]
through a wide variety of accessible
[1:56:47]
programs and also take care of that
[1:56:49]
incredibly beautiful Heritage building
[1:56:51]
and I I believe that we've built trust
[1:56:53]
and respect in that partnership over the
[1:56:55]
years so throughout the establishment of
[1:56:58]
the operating agreement uh through the
[1:57:00]
cultural master plan through the pride
[1:57:02]
project and many public art projects um
[1:57:06]
I felt I have always felt boyed by the
[1:57:08]
continued support and enthusiasm by city
[1:57:11]
council and Senior staff and especially
[1:57:14]
in these last few years uh because we
[1:57:16]
are adapting to Rapid change and I fully
[1:57:19]
appreciated that so as I now leave the
[1:57:21]
organization in a very healthy place um
[1:57:24]
I feel like that is in large part due to
[1:57:26]
the support of the city of Salon arm and
[1:57:29]
of course um I I may see you again it's
[1:57:32]
a small town small City Big Ideas um I
[1:57:35]
may see you again in another capacity
[1:57:37]
but for now I just wanted to say Cooks
[1:57:38]
Jem thank you for all the wonderful

really appreciate you

I remember May uh Mayor
[1:57:59]
Marty saying that and
[1:58:02]
uh you were the arm of the arm of the
[1:58:05]
culture of Salmon Arm so you've brought
[1:58:08]
that a long ways and we appreciate um we
[1:58:12]
appreciate all you've done you're right
[1:58:15]
I I do like to watch pennies and dimes
[1:58:17]
and nickels but I have to say that I
[1:58:20]
think we've had amazing value the
[1:58:22]
citizens of Salmon Arm for our the
[1:58:25]
monies that we've spent and so thank you
[1:58:27]
for that and I can see that carrying
[1:58:29]
forward just looking at the report
[1:58:32]
today counselors I'm going to open it up
[1:58:34]
to you to any uh comments you'd like to
[1:58:36]
make either questions or comments to
[1:58:38]
Christie or to Tracy we'll start with

councelor lingren thanks you worship and

thanks to Tracy and Christie for the
[1:58:45]
work that you do in Salmon Arm it's
[1:58:47]
incredible um I think that the Arts
[1:58:51]
Council has done far more than just
[1:58:53]
celebrate art uh in Salmon Arm and if
[1:58:56]
your goal was to create um to build
[1:58:59]
culture create a safe and diverse space
[1:59:02]
and to reach people you've done that and
[1:59:05]
so much more um I'm a bit surprised that
[1:59:09]
your casual speech there I I think you
[1:59:11]
just told us you resigned or you've
[1:59:13]
retired perhaps um and you just sort of
[1:59:16]
slid that past without any Fanfare so um
[1:59:20]
I just want to say that it's been an
[1:59:21]
incred experience sitting up here and
[1:59:23]
watching the work that you guys do and
[1:59:25]
we appreciate all of it and the
[1:59:27]
invitations for us to come and
[1:59:30]
participate thank you councelor lingren
[1:59:32]
councelor Wallace
[1:59:35]
Richmond thank you so much and I'm so
[1:59:37]
sorry I couldn't be there today to offer
[1:59:40]
um a a handshake and more likely a hug
[1:59:45]
um I just want to address first my
[1:59:47]
comments to Tracy uh Tracy uh the mayor
[1:59:51]
said you're the arm and I would actually
[1:59:55]
um challenge him I think you're more
[1:59:57]
like the heart of of the Arts community
[2:00:01]
and the connections that have been built
[2:00:03]
um over these many many years um through
[2:00:07]
your dedication your kindness your
[2:00:10]
belief in in samon arm samon arm is a
[2:00:12]
much more connected Place uh uh than
[2:00:17]
it's ever been and a lot of that heart
[2:00:20]
lives in that building so
[2:00:22]
for you and for Eric and for your family
[2:00:25]
I mean from from the chief cookie maker
[2:00:28]
on uh on down your whole family has put
[2:00:33]
your heart into that building um and
[2:00:35]
into the programming and you we are so
[2:00:39]
profoundly grateful to have had you for
[2:00:42]
as long as we did and um you have big
[2:00:45]
shoes to fill Christie just so you know
[2:00:48]
um and but we will continue to support
[2:00:51]
you because we see the model and the
[2:00:53]
model works when your District Arts
[2:00:56]
Council is partnered with your
[2:00:59]
municipality um we accomplish uh goals
[2:01:02]
of building a stronger more
[2:01:05]
inclusive uh Kinder uh more thoughtful
[2:01:09]
uh more beautiful um and a healthier
[2:01:12]
community so I'm very grateful for that
[2:01:15]
and I and I look forward to what happens
[2:01:18]
uh next art um just like heart doesn't
[2:01:22]
have a beginning uh middle and an end it
[2:01:24]
goes on forever so I'm grateful thank
[2:01:26]

on behalf of the community and I've
[2:01:51]
always joked at this table when I've
[2:01:53]
been working beside counselor Wallace
[2:01:55]
Richmond that she's been kind of my
[2:01:57]
social and artistic Muse or whatever you
[2:02:00]
would call her I've learned a lot from
[2:02:02]
her but I'm not surprisingly she she
[2:02:06]
said what I was going to say and I was
[2:02:07]
going to say it in a different way but
[2:02:10]
behind every great person like you every
[2:02:14]
great woman is a good guy and I think of
[2:02:17]
you guys and your
[2:02:20]
family it's been the team and I thank
[2:02:24]
you thank him and uh I'm not quite known
[2:02:28]
as the finance guy like the mayor is but
[2:02:32]
I would say there's not many
[2:02:35]
organizations where we get as a
[2:02:36]
community more value for the dollars we
[2:02:41]
contribute thank you councelor Flynn

Echo what others have said and thank you

um not only the arm and the heart but
[2:02:56]
the mind as well um you have uh provided

Direction uh you've managed from the
[2:03:03]
middle and uh taken us forward so Tracy
[2:03:06]
thank you for that I I just uh you know
[2:03:09]
we're all struck by the developments uh
[2:03:12]
in recent days and weeks here and how
[2:03:17]
your not only dedication but injecting
[2:03:21]
the importance of
[2:03:23]
inclusivity of
[2:03:24]
equity of uh embracing a range of our
[2:03:29]
citizens um is becoming more and more
[2:03:32]
important as as we go forward here and
[2:03:35]
given
[2:03:37]
the the impending dark clouds that that
[2:03:40]
are that are happening in places so I I
[2:03:42]
want to thank you for that leadership I
[2:03:44]
know you'll continue on that in the
[2:03:46]
community and uh I'm very grateful that
[2:03:49]
uh you've provided that leadership so
[2:03:52]
Tracy thank you very much for that to
[2:03:55]
chrisy thanks for your report I just
[2:03:57]
want to comment a little bit on the
[2:03:58]
solar project I I know I have been
[2:04:00]
talking I'm not sure if that came
[2:04:01]
independently i' had asked Tracy it
[2:04:03]
would be good to hear an update about
[2:04:05]
that mainly because we spend all sorts
[2:04:08]
of money and decisions on infrastructure
[2:04:10]
some of it harder most of it underground
[2:04:14]
most of it you can't see most of it it's
[2:04:17]
really hard to determine the ROI of a
[2:04:20]
project but to get this 5-year report
[2:04:23]
where uh once taken off the money
[2:04:26]
generated from the solar and taken off
[2:04:29]
the power the pottery Club Kiln
[2:04:33]
$135 a year for
[2:04:36]
electricity based on the solar panel
[2:04:39]
install that was done five years ago it
[2:04:41]
doesn't get better than that and I just
[2:04:43]
want to uh from a uh a council position
[2:04:46]
say that these it's not only a good news
[2:04:49]
story but it's great to get those
[2:04:50]
numbers over time
[2:04:52]
for some of the softer infrastructure
[2:04:54]
that we do so thanks for providing that
[2:04:56]
as well Christie look forward to uh big

um in my mind the decision by astred

andu or whoever made it to have specific
[2:05:27]
advertising for um one of the Bands uh
[2:05:32]
we have one of the biggest fundraising
[2:05:33]
events coming up Bollywood um
[2:05:37]
and one of the biggest changes I've seen
[2:05:40]
in our community is our diversification
[2:05:43]
and well that it's not diversification
[2:05:45]
wrong word but you know what I mean um
[2:05:48]
but just we're a totally different I've
[2:05:49]
been here for 20 years and we are a to
[2:05:51]
totally different community and a lot of
[2:05:53]
that is because of Tracy and her team
[2:05:56]
and I'm quite confident based on your
[2:05:58]
presentation and what you've done thus
[2:05:59]
far that you're going to continue that
[2:06:01]
but I think that was a good decision to
[2:06:03]
have that specific piece because our
[2:06:07]
community has changed so much and uh is
[2:06:10]
much more diverse so thank you thank you
[2:06:14]

you a brief update on silga as you know
[2:07:06]
uh the resolutions are wrapping up on
[2:07:10]
February 15th the community excellence
[2:07:13]
awards have been uh submitted for
[2:07:16]
consideration uh there's a very exciting
[2:07:19]
convention uh planned for merit if
[2:07:21]
you've not spent a few days there I
[2:07:23]
encourage everyone um to go the focus
[2:07:27]
will be on economic and uh Community
[2:07:30]
Development and we have an amazing um uh
[2:07:34]
keynote speaker from the group small
[2:07:36]
towns which is Making Waves all over
[2:07:38]
North America um we've
[2:07:41]
also working through a transition from
[2:07:45]
Alison Slater who's been with sua for
[2:07:47]
many years to Karen devise and that
[2:07:50]
piece is going very well and and Karen
[2:07:52]
is from Salon arm and we're working
[2:07:54]
together regularly um to get all that
[2:07:57]
training happening so it's a very
[2:07:59]
exciting time for silga on the ubcm
[2:08:02]
front the
[2:08:03]
executive uh meeting happens um in next
[2:08:08]
week in Vancouver I will be attending
[2:08:10]
and I I'm on the seminar me or sorry
[2:08:13]
their um economic and Community
[2:08:16]
Development Committee as well as the
[2:08:18]
convention committee and then an fcm um
[2:08:22]
a regional or fcm board meeting is
[2:08:25]
happening in dval in March very packed
[2:08:29]
agenda um and I'm sure it won't surprise
[2:08:33]
you to know that there's been a lot of
[2:08:34]
work on the US tariff situation there
[2:08:37]
was a big meeting with
[2:08:39]
the government ministers the Prime
[2:08:42]
Minister and big city caucus Mayors just
[2:08:46]
last Thursday and they're beginning a
[2:08:49]
series of Roundtable conversations with
[2:08:51]
with all the provincial and um uh
[2:08:56]
territorial Association uh caucuses
[2:08:59]
that'll be happening uh also at the end
[2:09:02]
of next week um and so once budget is
[2:09:05]
done I'll I'll continue to focus on on
[2:09:08]
that piece and I think it's really
[2:09:09]
important for all of us to be at the
[2:09:11]
table so if there's any you want me to
[2:09:13]
raise on our behalf or on our Region's
[2:09:15]
behalf please um you know where to find
[2:09:18]

just a little bit of an update from
[2:09:39]
sabnis uh hopefully you've all had a
[2:09:41]
chance to look at the model of the new
[2:09:43]
uh Eric Christmas Memorial boardwalk and
[2:09:45]
birdine platform that's now located in
[2:09:47]
the front lobby of city hall for the
[2:09:49]
next week or so um
[2:09:52]
designed and built by autof fmid and
[2:09:55]
safely encased by Quinton lingren um so
[2:09:58]
take a look and uh hopefully the
[2:10:01]
community we wanted it here uh during
[2:10:03]
the week when everybody was coming in to
[2:10:04]
pay their utility bills and hopefully
[2:10:06]
there's they have a little few dollars
[2:10:08]
left over at the end and the information
[2:10:10]
on how to donate to that project is on
[2:10:12]
the cards that are located on the table
[2:10:15]
uh the other uh report is from the
[2:10:18]
environmental advisory committee uh last
[2:10:20]
week we we had a really amazing
[2:10:22]
presentation from am and Singh uh from
[2:10:26]
home zero which is a nonprofit
[2:10:28]
organization in Veron uh they gave us a
[2:10:31]
a really um interesting presentation on
[2:10:34]
this broads scope approach that they've
[2:10:36]
taken to retrofitting older homes to
[2:10:38]
reduce greenhous gases uh it's making uh
[2:10:41]
an impact already it they've only done
[2:10:44]
11 homes as part of their pilot project
[2:10:46]
in Vernon but it's already making an
[2:10:48]
impact on reducing greenhouse gases and
[2:10:50]
helping the city Vernon reduce or reach
[2:10:53]
their
[2:10:54]
um uh Greenhouse reduction targets um
[2:10:59]
they're in the middle of expanding to a
[2:11:02]
100 homes and they will probably be
[2:11:05]
submitting a letter to us in the near
[2:11:07]
future asking us to um support their um
[2:11:10]
application to fcm for uh additional
[2:11:13]
funding for that project and I hope that
[2:11:16]
at some point in the future they make a
[2:11:18]
request to come and speak to council I
[2:11:19]
think that you'll be really impressed
[2:11:20]
with the scope of their
[2:11:23]
project thank you very much councelor

lingren and thank you to you and to
[2:11:27]
Quinton for uh for making that available
[2:11:31]
um to us the the new Eric Christmas
[2:11:34]
Boardwalk it's
[2:11:35]
exciting any other Council
[2:11:39]
statements councelor lavry please go

ahead yes thanks your worship um this is
[2:11:44]
sort of uh in previous meetings and
[2:11:47]
today as well uh just a reflection it's
[2:11:49]
a statement but it's a reflection as
[2:11:51]
well um I think more and more Community
[2:11:56]
groups uh they're looking to funders
[2:11:58]
local governments The Province the feds
[2:12:01]
to um help support them in the good work
[2:12:04]
they do and I think that's getting
[2:12:06]
Tighter and Tighter for them to do it so
[2:12:07]
therefore they're reaching out more and
[2:12:09]
more for money and what has become clear
[2:12:12]
to me especially at the regional
[2:12:14]
district is that higher levels of
[2:12:16]
government are now and I think they're
[2:12:20]
doing it way too early without enough
[2:12:22]
support but are mandating that Community
[2:12:27]
organizations have Asset Management
[2:12:30]
plans in place now I personally think
[2:12:34]
that's a leap too far for a small
[2:12:35]

but there's a need for us to be figuring

out a way of how we can partner to
[2:12:50]
support community organizations in
[2:12:52]
starting that asset management process
[2:12:55]
as we are starting to do it as well so
[2:12:59]
that you don't build something 20 years
[2:13:02]
later it's falling down and then you're
[2:13:04]
starting from Ground Zero literally in
[2:13:06]
some cases to actually get it up and get
[2:13:09]
it going and and and recover so I think
[2:13:12]
it's uh uh I I'll bring this forward I
[2:13:13]
like maybe uh other counselors we could
[2:13:16]
uh work on some ideas on that but I do
[2:13:18]
think that and and perhaps there's some
[2:13:21]
training out there that I'm not aware of
[2:13:23]
but I think it' be advantageous for all
[2:13:25]
of us to put our heads together to uh
[2:13:28]
start some Community
[2:13:32]
organization uh process where groups can
[2:13:35]
start to get their heads be introduced
[2:13:37]
to and get their heads around Asset
[2:13:38]
