Oh, let's let's see.
[0:08]

[0:10]
So, we can get rid of that little text.
[0:13]
Just go down to no.
[0:15]
>> We have the remote. Just put no for now.
[0:18]
>> I'll go I'll go get it. You want me?
[0:21]
>> We've got We've got
[0:23]
the quorum.
[0:25]
>> Okay, before you jump.
[0:27]
>> There it goes.
[0:28]
>> Time. Great.
[0:30]
>> Great.
[0:30]
>> Okay, in that case we'll get started.
[0:32]
Let's turn on my microphone on.
[0:34]
All right, we'll get started. Um welcome
[0:36]
everyone to Santaquin City Planning
[0:37]
Commission meeting. It's Tuesday, May
[0:38]
12th, 2026 and we are getting started at
[0:41]
7:06
[0:43]
on the dot.
[0:45]
All right, everyone here would anyone
[0:46]
like to get us started with an
[0:47]
inspirational thought or an invocation?
[0:55]
Going once. Going twice.
[0:57]
>> I'll offer a prayer.
[0:57]
>> Thank you.
[1:01]
» My dear Father in heaven, we come before
[1:03]
thee this evening
[1:05]
uh grateful for the the opportunity that
[1:07]
we have to be able to meet as the
[1:09]
Planning Commission of Santaquin City to
[1:11]
be able to
[1:12]
review the applications and to be able
[1:15]
to evaluate them on their merits and the material that's been provided.
[1:20]
We ask for thy guidance and and to help
[1:24]
the this community to grow and develop
[1:26]
in in wise and and prudent ways.
[1:29]
And Father, we express our gratitude for
[1:31]
our responsibilities and ask for thy
[1:33]
help in carrying them out. We say these
[1:34]
things humbly in the name of thy son,
[1:36]
Jesus Christ. Amen.
[1:38]
>> Amen.
[1:38]
>> Thanks, John.
[1:40]
All right, would anyone like to lead us
[1:41]
in the Pledge of Allegiance tonight?
[1:44]
>> I can do that.
[1:45]
>> Thank you.
[1:46]
>> Please stand.
[1:50]
» I pledge allegiance to the flag of the
[1:53]
United States of America and to the
[1:55]
republic for which it stands, one nation
[1:58]
under God, indivisible, with liberty and
[2:01]
justice for all.
[2:05]
» Thank you, Commissioner Waits.
[2:09]
All right.
[2:11]
On the screen we have our agenda for
[2:12]
tonight. So, uh we really only have one
[2:15]
agenda item, so we're just going to
[2:16]
proceed in that order. Um
[2:18]
and it starts with a public forum. So, I
[2:21]
will go ahead and open the public forum
[2:23]
now at 7:07 and invite any comments if
[2:25]
you all
[2:26]
like to make any comments during the
[2:27]
public forum.
[2:29]
And if not, we will close the public
[2:30]
forum at 7:07 and move right into agenda
[2:34]
item number one. This is a
[2:37]
uh permit renewal of the Grey Cliffs
[2:39]
master grading conditional use permit.
[2:42]
>> Uh thank you, Chairman and members of
[2:44]
the um planning commission. It's my
[2:45]
first meeting being able to to kind of
[2:47]
sit up here with you. I'm Morgan Brim,
[2:49]
so I was uh introduced by Jason in the
[2:51]
last meeting. Spent uh a decade in in
[2:54]
Vineyard, um up north, and some time in
[2:56]
Virginia, and in Idaho. So, been here
[2:58]
about 2 months and absolutely love
[3:00]
loving Santaquin, so hopefully I can get
[3:02]
to to know you all um better and be and
[3:04]
be a resource as you make some really
[3:06]
important land planning decisions. So,
[3:08]
we have the Grey Cliffs master grading
[3:10]
conditional use permit renewal um that's
[3:12]
on today or um city engineer, John
[3:15]
Lundell, will uh present that. Um the
[3:18]
you recently reviewed the development
[3:21]
agreement um
[3:23]
uh request in the last meeting. Um in
[3:26]
the agenda packet, that was the memo
[3:28]
that you had received. We do have an
[3:30]
updated memo that covers specifically
[3:32]
the conditional use permit master
[3:34]
grading uh renewal, so I'll pull that
[3:35]
up.
[3:39]
» Thank you.
[3:39]
>> Thanks, yeah. I apologize for including
[3:42]
the incorrect memo on this. Uh at this
[3:44]
point, I think best we'll proceed with
[3:47]
um
[3:48]
with the review of it and um kind of
[3:51]
step through the uh the application and the items on that. Then
[3:58]
we'll we'll proceed with that. So,
[4:01]
first this is just a bit of an
[4:03]
introduction. This is
[4:05]
Masquerading is currently in operation.
[4:08]
Morgan, could you bring the maps up,
[4:10]
please?
[4:12]
Um
[4:13]
Up here on the the northeast corner of Santaquin, just off of State Road
[4:19]
198. It's been in operation now. This is
[4:22]
the
[4:23]
approximately
[4:25]
fourth year. Yeah, this will be the
[4:26]
fourth year that it's been in their
[4:28]
operation. It was
[4:32]
in conjunction with this Masquerading
[4:34]
permit that was done, a development
[4:35]
agreement was uh
[4:38]
coordinated and approved by the
[4:41]
Santaquin City Council.
[4:43]
And this Masquerading is related to that
[4:45]
specific development that development
[4:48]
agreement.
[4:49]
A couple of items that I will point out
[4:52]
before I go through each item on the
[4:55]
from the code. Um
[5:00]
The Masquerading is is proceeding
[5:06]
fairly efficiently.
[5:08]
They are working through their first the
[5:10]
first phase. They are
[5:12]
um in talking with Steve Larson, he's
[5:15]
indicated they're roughly about to 90 to
[5:17]
95% completed on the first phase.
[5:20]
There is some work that they're doing
[5:22]
higher up to try to help mitigate any
[5:26]
dust fugitive dust that may come off the
[5:28]
site. Um as we start working our way
[5:31]
into the drier summer months. Once they
[5:34]
finish that up, they will pivot down
[5:36]
onto the first phase and begin working
[5:39]
on that.
[5:41]
And so, um
[5:43]
so there are including the
[5:46]
development agreement that we that was
[5:47]
reviewed by the planning commission last
[5:49]
week, there was some uh grading
[5:51]
adjustments that was anticipated with
[5:54]
that development agreement. Um
[5:55]
specifically,
[5:57]
if you'll go to the next page on that,
[6:00]
Morgan.
[6:02]
Um if you'll zoom in kind of middle on
[6:04]
the pink,
[6:06]
that pink area.
[6:08]
So, there is some modification that's
[6:11]
going to be done to the uh mass grading
[6:14]
permit. And this is specifically in
[6:17]
relation to
[6:19]
um
[6:20]
future safety of the uh properties, the
[6:24]
homes that will be built up there once
[6:26]
they're they're ready to be built. In
[6:28]
addition to allow for public safety to
[6:31]
be able to access higher up on the
[6:33]
mountain, and also to construct a 3.6
[6:37]
acre park area that will be located in
[6:40]
there. If you can kind of see that area
[6:42]
park, I think it's park E,
[6:45]
that um
[6:47]
will be be completed
[6:49]
um as as a part of mass grading.
[6:52]
Uh in relationship to that, they will be
[6:54]
installing a new access road that comes
[6:56]
from the north,
[6:58]
and extends
[7:01]
um
[7:02]
kind of to the south and kind of meet
[7:04]
uh works its way up to that park area.
[7:08]
This is a wider 20-ft access road
[7:11]
um that does have some methods in there
[7:15]
to help prevent uh if there's any loose
[7:18]
rock that makes its way down off of that
[7:21]
hill, it would be able to capture that.
[7:24]
Um
[7:25]
so, it acts as both an access road as
[7:27]
well as a rock catch to prevent any
[7:30]
rocks from rolling into the future homes
[7:31]
there.
[7:32]
And that basically, it's a berm that
[7:35]
they'll construct there and put a fence
[7:37]
along the top of that to be able to
[7:39]
catch any rocks that may come down
[7:41]
through there. We kind of mentioned that
[7:43]
briefly in the last discussion as well.
[7:46]
Um
[7:47]
there are just some other minor changes
[7:49]
in some of the grading um within the
[7:52]
first phase, which is kind of that
[7:53]
little pink area down on the bottom of
[7:55]
the screen. And then the related change
[7:59]
because of the road alignment as it
[8:00]
comes off of Cherry Lane.
[8:03]
So, those are kind of the major
[8:05]
grading changes that are associated with
[8:07]
this one.
[8:08]
Um
[8:10]
and
[8:11]
uh in the the maps that were shown,
[8:14]
they're they are showing their their
[8:16]
phasing related to that. There's not a
[8:19]
any real
[8:20]
too big a change on the phasing that was
[8:22]
done previously.
[8:24]
Only really kind of a projected dates on
[8:27]
there. Again, what's shown on there
[8:29]
really are projected dates. If you go to
[8:32]
the second sheet there, Morgan.
[8:35]
And in the top left corner,
[8:38]
they say they they do uh
[8:41]
show projected dates for that. As I
[8:43]
mentioned before, the first phase is is
[8:45]
getting pretty close to finishing up on
[8:48]
there.
[8:49]
And there is speaking with with Mr.
[8:52]
Larson, they don't intend to begin
[8:56]
really working
[8:57]
fully in phase two until they finish up
[9:00]
the rest of They are They are again do
[9:01]
some work in phase two, but they'll
[9:04]
finish up all phase one before they
[9:06]
really get going in the second phase.
[9:09]
So, any other any questions on that so
[9:13]
far?
[9:14]
Mhm.
[9:17]
All right. Well,
[9:18]
yep. Um
[9:20]
I guess we'll just kind of step through.
[9:21]
If you'll pull my memo up, Morgan.
[9:24]
And again, I apologize I didn't have
[9:25]
this to you before, but if you scroll
[9:27]
down to the second page,
[9:32]
basically each one of these items
[9:35]
what is part of the review
[9:38]
um for these this conditional use. Um
[9:41]
you say this
[9:42]
uh conditional use basically it's a
[9:46]
permitted use that allow that also
[9:48]
allows us to add some of that extra
[9:49]
conditions due to the impact that it
[9:51]
will have.
[9:52]
So, the first one to mitigate dust,
[9:55]
noise, and and odors, um
[9:58]
they are
[9:59]
uh actively working on
[10:02]
trying to take care of their dust. As
[10:03]
you said, with the um they do perform
[10:08]
uh seeding hydroseeding on the areas
[10:11]
that they've cut, especially up higher
[10:12]
on the hill. You can actually see it's
[10:14]
kind of a tannish color. There's some
[10:16]
green starting to kind of peek out a
[10:17]
little bit, but that's to help mitigate
[10:20]
any fugitive dust or anything dust that
[10:21]
may go off.
[10:23]
Um
[10:24]
again, their
[10:26]
you know, noise, the applicant um
[10:29]
does operate during required city hours
[10:31]
that are associated with the mass
[10:32]
grading. Um
[10:35]
and as far as we know, there's been no
[10:38]
indication of any
[10:41]
strange odors that have been coming off
[10:42]
the site.
[10:44]
Um bonding, they are currently they
[10:48]
currently have a bond with the city.
[10:50]
Um they also have bonding related to
[10:52]
requirements from
[10:54]
the Division of Oil, Gas, and Mining or DOGM.
[10:57]
Um they have all their current bonding
[10:59]
on there and are in the process of
[11:01]
renewing that bonding as well.
[11:03]
Um uh they do have to renew that on a
[11:06]
fairly regular basis.
[11:09]
Um
[11:10]
they currently have a business license
[11:13]
within Santaquin City and Santaquin
[11:15]
City, as was reported last Planning
[11:17]
Commission, uh is receiving the sales
[11:19]
tax off of that point of sales.
[11:23]
Um
[11:24]
lot size, setbacks, parking are all in
[11:28]
line. Um I'm happy to go through
[11:31]
anything if if you need on there. Um
[11:34]
fencing and screening, there is
[11:37]
um fencing along the the property lines.
[11:39]
They've also constructed berms at at
[11:42]
locations to help mitigate any storm
[11:44]
water, as mentioned a little bit further
[11:46]
down, to capture anything there and also
[11:48]
to help with any noise control.
[11:51]
Um
[11:54]
currently their road access is off of
[11:56]
State Road 198.
[11:58]
Um historically, we have had some
[12:01]
uh
[12:04]
comments and and concerns expressed
[12:06]
about the track out that it has happened
[12:09]
as they are going out on State Road 198.
[12:12]
Um and to help alleviate that, they have
[12:16]
gone and and paved the entire stretch
[12:19]
from the scales down to 198, which has
[12:23]
helped significantly. There still is a
[12:26]
little bit of track out that occurs,
[12:28]
um but they do actively sweep that and
[12:31]
try to clean it up. Um they've made
[12:34]
efforts to try to water it down, which
[12:37]
has caused a little bit more problem
[12:39]
because ends up a little bit of mud
[12:41]
sticks to cars and and goes that way.
[12:43]
So, they are working their best to do
[12:45]
that. Um
[12:47]
UDOT does talk with them as well as
[12:49]
needed to help with that because that is
[12:52]
a UDOT road.
[12:54]
Um again, as mentioned before, they've
[12:57]
got a pros.
[12:59]
They are
[13:01]
uh currently meeting the noise
[13:02]
ordinance. There have been no complaints
[13:04]
out there. They are not blasting and
[13:07]
they will they do not have permission to
[13:09]
blast.
[13:11]
Um
[13:13]
then I'll mention a little bit before on
[13:16]
drainage. Again, there was
[13:19]
at one point there was some storm water
[13:20]
that did make it out onto State Road
[13:22]
198. Uh since that occurred, again,
[13:25]
after coordinating with UDOT and
[13:28]
Also with Mr. Larson, we have that has
[13:31]
been corrected. And we to my knowledge,
[13:34]
there hasn't been any other complaints
[13:35]
for storm water rolling off. So
[13:38]
Um
[13:40]
So I kind of roll through those pretty
[13:41]
quick. Any thoughts?
[13:44]
Questions or
[13:45]
concerns that you'd have?
[13:49]
Okay. Um
[13:52]
Then I did mention
[13:55]
possible action items.
[13:57]
Provide a recommend So there three
[13:59]
possible action items.
[14:01]
Um
[14:02]
Could provide a recommendation to city
[14:04]
council without any additional
[14:06]
conditions.
[14:08]
Provide a recommendation to the city
[14:09]
council for conditions and findings or
[14:12]
table the proposal's conditional use to
[14:14]
requests with findings. Basically, why
[14:18]
would we why would we doing that?
[14:20]
And and my recommendation would be that
[14:23]
you forward this to
[14:25]
the city council for their
[14:26]
consideration. And the conditions would
[14:28]
be that they continue to meet Santaquin
[14:31]
City regulations as well as
[14:33]
the state uh
[14:36]
divisions on there.
[14:39]
So, any questions, I'd happy to answer.
[14:41]
>> Thanks, John.
[14:43]
Commissioners, any questions?
[14:45]
At this point?
[14:46]
>> Lots. Please.
[14:49]
Can you zoom in on lot 322, please?
[14:55]
It's in the middle pink area.
[14:59]
ish
[15:09]
See those?
[15:12]
>> 322?
[15:13]
>> Yeah.
[15:15]
I think it was 320. Yeah.
[15:18]
Okay, on lot 322, we see those lines
[15:20]
there. Are those lines topographic
[15:22]
lines?
[15:23]
Is that the slope that it's going to be
[15:26]
put to?
[15:27]
>> Yes, the final So, the dark lines
[15:29]
>> is the final
[15:30]
>> The dark lines are the final grading.
[15:32]
>> And the others are the current.
[15:33]
>> That's correct.
[15:34]
>> Okay. Distance Distance and height from
[15:36]
one line to the next line is how much?
[15:39]
>> They are
[15:40]
>> Is it 5 ft? Am I interpreting that
[15:42]
correctly?
[15:43]
>> No, they are not five They are Let me
[15:45]
pull it up and I'll
[15:47]
scroll in on that real quick.
[15:57]
If I remember right, they are 1 and 10.
[16:01]
Uh
[16:02]
grading lines.
[16:03]
>> 1 ft in 10.
[16:04]
>> So, basically,
[16:06]
um
[16:07]
>> Each line is 10 ft apart.
[16:09]
>> Correct.
[16:10]
>> And then there's 1 ft rise in that 10
[16:12]
ft.
[16:13]
>> Okay.
[16:14]
And then, um the lines that are behind
[16:17]
lot like
[16:21]
404 and
[16:23]
where it starts getting pretty steep.
[16:27]
» Okay.
[16:29]
>> Um
[16:31]
what's the slope there?
[16:38]
» Uh which lot? Sorry. Which lot?
[16:41]
>> So, see lot 403.
[16:43]
And then just below it Yeah, that area
[16:45]
right there where it starts getting
[16:46]
steep. What's that slope? Are those 1 in 10 also?
[16:50]
>> Yes, all the grading All the the topo
[16:53]
lines are are the same.
[16:56]
>> Okay.
[16:56]
>> John, can I answer that?
[16:58]
>> Yes, please.
[16:59]
>> So, as you look in
[17:00]
>> You can answer that.
[17:02]
>> Yeah, come to the mic.
[17:05]
» If you look at 403, you're going to see
[17:09]
um starting at the heaviest darkest line
[17:11]
up at the top right there. Yeah.
[17:13]
>> Yeah.
[17:13]
>> There's like four lines and then it
[17:16]
turns into a wider spot.
[17:17]
>> Yeah.
[17:18]
>> What you're looking at there are our
[17:19]
steps that come down. So, it drops about
[17:21]
18 ft in uh
[17:24]
24 ft or something like that. And then
[17:26]
there's the flat for about 8 ft, then
[17:28]
18, and then flat flat like that. So,
[17:32]
when you see that combination of those, were our step tiers. With each of
[17:35]
those representing a spot for uh water
[17:38]
to capture on each of the shelves and
[17:40]
drain
[17:41]
>> Okay.
[17:41]
>> and to absorb.
[17:45]
» All right. So,
[17:46]
now that I understand how steep it is, there anything in here
[17:55]
So, under
[17:57]
10.08.020
[17:59]
terms define land use and development
[18:01]
management code,
[18:03]
we specifically call out undevelopable
[18:06]
area
[18:08]
uh land such as slopes over 30%.
[18:14]
» Yeah.
[18:15]
>> So, that is actually
[18:16]
>> are we as a city liable or open to
[18:19]
liability because we're having
[18:21]
developers do something on land that's
[18:23]
over 30%?
[18:24]
>> So, the 30% applies to the natural grade
[18:28]
prior to mass grading.
[18:30]
Is where that comes into into play.
[18:34]
>> Right. So, the whole hill and this is
[18:36]
why I'm asking this cuz we had some
[18:37]
people that were really upset that the
[18:39]
hill was gray now.
[18:40]
>> Mhm.
[18:41]
>> Because it's been dug all up. That whole
[18:43]
hillside that's above 30%, are we liable
[18:46]
or exposed to some liability if some of
[18:49]
our residents or someone else says,
[18:51]
"Hey, you're digging where you're not
[18:52]
supposed to be digging."
[18:54]
>> So, they
[18:55]
>> Because in our code, it says
[18:57]
specifically above 30% is a no-no.
[19:00]
>> Correct. And the areas where they are
[19:03]
um
[19:04]
currently
[19:06]
where they're currently not So, the
[19:08]
areas that are not developable per the
[19:10]
code, that basically those are over 30%.
[19:12]
>> Yeah.
[19:12]
>> They are um they're still not
[19:15]
developable properties.
[19:17]
Uh with the mass grading what they're
[19:18]
doing is they're the areas that are
[19:21]
lower where the homes and stuff would be
[19:24]
actually is on a developable area
[19:27]
related to to that whole thing. So, they
[19:30]
may their final grading is going to end
[19:33]
up being steeper than 30.
[19:35]
However,
[19:36]
that area originally before they started
[19:40]
any mass grading before development was
[19:42]
already
[19:43]
past that slope.
[19:45]
And so, with the work that they're doing
[19:47]
and with this mass grading the intention
[19:49]
is is to go and make that more of a
[19:52]
uh
[19:53]
for lack of a better term uh
[19:56]
a slope that they can catch
[19:58]
um with with tiers as as they've done.
[20:01]
There's some slope and then they put a a
[20:04]
flat area on there. I believe it's 10 ft
[20:06]
wide um to catch that.
[20:08]
>> the drawings. They've got some really
[20:09]
good I saw the engineering's great. I've
[20:12]
got a friend that's an engineer and
[20:14]
it looks all good. I'm just concerned
[20:16]
about
[20:17]
>> Uh we're we're not
[20:19]
>> gets hysterical
[20:20]
>> No.
[20:21]
>> you know, we've got a new data center
[20:22]
coming in. We've got things going on. If
[20:24]
people get really upset, can they point
[20:26]
to our code and say
[20:28]
nuh-uh you're you're liable and cause a
[20:29]
big legal stink that's going to cause
[20:31]
problems?
[20:32]
>> No, at this point no, just because the
[20:34]
previous development the previous before
[20:37]
development started up there the slopes
[20:40]
that they are working on were already
[20:42]
um
[20:43]
past that that we're too steep. We're
[20:46]
past that 30%. But where they're
[20:49]
proposing develop in these where these
[20:51]
home lots are, that was still in the
[20:53]
area that was developable. So, we should
[20:55]
be safe from any
[20:58]
>> Right, but by our own code
[21:01]
the piece that's not developable
[21:03]
is being developed.
[21:06]
Because because it's we're having dirt
[21:08]
moved and we're having mass grading up
[21:09]
in places that are not going to be
[21:11]
developed. So, is it going to be opening
[21:14]
us up to liability or problems because
[21:16]
of that?
[21:17]
>> So, previous councils have have
[21:19]
determined that the fact that everything
[21:21]
that's steeper than what's allowed is
[21:23]
conservationism that's not really
[21:25]
developed. It's really just being
[21:26]
secured.
[21:28]
So, you'll notice that anything that
[21:29]
we've secured the slope with to deal
[21:31]
with drainage and
[21:33]
uh you know, all the safety issues.
[21:35]
Um it's actually undevelopable. It's not
[21:38]
included as anything that's usable for
[21:40]
anything other than just open space. In
[21:42]
fact, if there's a conservationism, it
[21:44]
says we really can't do anything with
[21:45]
it. So, that's the view that the
[21:47]
previous council had with it and uh was
[21:50]
we were approved under. And the lines
[21:52]
are are specifically defined of where we
[21:55]
can and where we can't. And the other
[21:57]
thing that uh I would make mention of
[21:59]
for using lot 403, you'll see a heavy
[22:02]
line where there's a um where you can
[22:05]
see where it it it is usable, it is
[22:07]
developable, it can have a house on it.
[22:09]
And then behind that is where the
[22:11]
steeper grades are that are designed to
[22:13]
protect anything below it. Um in
[22:15]
addition,
[22:17]
um
[22:18]
it's dictated that we can't use
[22:20]
irrigation water up there, either. So,
[22:21]
there's there's a lot of uh of
[22:24]
uh restrictions of what we can and can't
[22:26]
do. But mainly with the slopes that you
[22:28]
see and the work that we're doing is
[22:30]
just to secure the safety of all the
[22:32]
lower stuff and make it so that mountain
[22:34]
can can be dealt with the proper way.
[22:37]
>> Yeah. And I don't believe those are
[22:38]
going to be defined lots, by the way.
[22:40]
The kids are going to love climbing
[22:41]
those terraces.
[22:42]
>> Yeah.
[22:43]
>> So, I I don't believe there's any legal
[22:45]
exposure um for that.
[22:48]
>> That's all I have.
[22:48]
>> Yep.
[22:51]
Yeah, good question. Thanks.
[22:55]
Any other questions while we're at it?
[22:58]
Or concerns?
[23:02]
Mr. Larson, is there anything else you
[23:03]
wanted to add to the presentation?
[23:05]
Otherwise?
[23:07]
>> Maybe just an apology for being a little
[23:09]
bit more emotional than the last time I
[23:10]
was here than I really normally would
[23:12]
like to be.
[23:13]
So, I apologize for that. That's all.
[23:15]
>> No worries.
[23:17]
>> You look like you're walking better
[23:18]
today.
[23:19]
>> I'm doing a lot better.
[23:19]
>> Yeah.
[23:20]
>> I just stood a little too long at the
[23:22]
last meeting.
[23:24]
>> Um, I do have some photos of of the site
[23:27]
that um
[23:28]
that I went up and
[23:30]
uh that I've taken so that um you can
[23:33]
kind of see just kind of how things are rolling through there. Again, that's
[23:37]
the entry off of uh 198. Um you see
[23:40]
there's still some dust there, but um
[23:43]
while I was there they were actually
[23:44]
running their sweeper to try to get that off.
[23:47]
Um
[23:48]
this is just to show their
[23:52]
they're doing their best to maintain a
[23:54]
clean and an orderly site. Um that's
[23:57]
their their scales. Um that's an image
[23:59]
of their water truck in operation
[24:02]
going through and and uh cleaning and
[24:05]
making sure they're doing their best to
[24:06]
keep the dust down.
[24:08]
Again, a little bit higher up. Um this
[24:11]
is a image that flat So, you got the
[24:13]
darker soil. That's the top soil they're
[24:15]
using to reseed the the slope. And then
[24:18]
the flat area just at the left is
[24:20]
actually the area where that 3 and 1/2
[24:22]
acre uh park's going to be.
[24:26]
Again, a image of their slope
[24:28]
stabilization efforts on there and
[24:30]
they're hydroseeding to help keep that
[24:32]
there. And that's just a view um looking
[24:35]
down on the 3 and 1/2 acre park through
[24:37]
there. So,
[24:39]
it's
[24:41]
say that it'll be a a great facility for
[24:44]
the city once it's completed.
[24:48]
» John, maybe one more thing just to
[24:49]
manage expectations. Um
[24:53]
our main goal is to get that higher
[24:55]
stuff done to the point where we can
[24:57]
water it and control the dust keep our
[24:59]
neighbors all happy.
[25:00]
So if you look at that previous picture
[25:02]
we see the water truck. It kind of shows
[25:04]
you how high we can get with the truck.
[25:06]
Um
[25:07]
but we can't go higher than that.
[25:09]
So we're putting all of our efforts into
[25:11]
getting that down and our goal is
[25:13]
probably get that down as to that park
[25:15]
area.
[25:16]
Um
[25:17]
there is a significant bulge in phase one that we
[25:20]
call the South Mountain. But once we get
[25:23]
this down to that level we'll shift
[25:25]
over. Um but between now and then it's
[25:28]
all about I don't want Chris Wall mad at
[25:30]
me. And we just want to get it done and
[25:32]
get mulch on it and get seed down and
[25:34]
get it so that we can
[25:36]
access it better with a with a water. So
[25:38]
it may not be I don't know when that's
[25:40]
going to happen. We've probably got
[25:42]
seven more steps to go and the amount of
[25:44]
time it takes in those steps is based on
[25:46]
how much rock we encounter.
[25:49]
So without blasting it's all about
[25:50]
picking around what presents itself and
[25:52]
it comes and goes it's different. So
[25:55]
um
[25:56]
I don't know if John clarified the exact
[25:57]
timeline of that but we'll get back on
[25:59]
phase one
[26:01]
as soon as we get basically down to the
[26:03]
park.
[26:04]
>> Great. Thanks. It's interesting to see
[26:06]
that picture of the receded area. It
[26:08]
looks great. Right to see you can't see
[26:10]
it from down below but to see it from up
[26:11]
above yeah up close there to see that
[26:13]
that's actually filling back in. That's
[26:14]
fantastic.
[26:15]
>> Thank you.
[26:18]
» Okay. So commissioners our job is to
[26:21]
forward a recommendation to the city
[26:23]
council on the renewal of the
[26:24]
conditional use permit.
[26:25]
>> You see anything different here?
[26:26]
>> Any other discussion before we proceed?
[26:30]
>> What do you see?
[26:33]
» Nothing. This is all changed from the
[26:34]
last one. So
[26:36]
this is a lot different than the last
[26:37]
one we approved.
[26:38]
>> Yeah.
[26:40]
>> From what I can remember I don't have
[26:41]
the last one.
[26:43]
>> It's it is changed.
[26:44]
>> Yeah it's changed. Yeah.
[26:50]
» Appreciate the report John. I'm happy to
[26:51]
see um the layout of that table and all
[26:53]
the conditions that and requirements and
[26:55]
the status on
[26:57]
you know, how they're meeting those.
[26:58]
That's really helpful.
[27:00]
Um
[27:03]
If there are no concerns and given the
[27:05]
report that shows that they are meeting
[27:06]
those conditions to the best of their
[27:08]
ability, I don't see a reason why we
[27:10]
wouldn't forward a positive
[27:11]
recommendation, but that's my opinion.
[27:16]
» I agree.
[27:28]
» Would anyone like to make a motion?
[27:42]
» There's me.
[27:44]
No motion would be more but a table.
[27:47]
>> You're getting an odd.
[27:48]
>> Oh.
[27:49]
I'm looking at
[27:49]
>> Are you interested in making a motion?
[27:51]
>> Sure.
[27:51]
>> Any comments?
[27:52]
>> Okay.
[27:53]
I will make a motion to recommend the
[27:56]
renewal of the conditional use permit
[27:58]
for a Great Cliffs mass grading
[28:00]
with the condition that all activities
[28:02]
comply with Santaquin City regulations.
[28:05]
>> Very good. We have a motion to forward a
[28:07]
positive recommendation by Commissioner
[28:08]
Johnson.
[28:09]
Um
[28:11]
do we have a second?
[28:15]
» I'll second.
[28:16]
>> Second by Commissioner Hoffman. Any
[28:18]
further discussion before we vote?
[28:21]
All right. Let's vote. Commissioner
[28:22]
Wait.
[28:24]
>> Yes.
[28:24]
>> Commissioner Hoffman.
[28:25]
>> Yes.
[28:25]
>> Commissioner Wood. Yes. Commissioner
[28:27]
Johnson.
[28:27]
>> Yes.
[28:28]
>> All right. Very good. That's
[28:30]
forwarded with a positive recommendation
[28:32]
to the City Council and it is unanimous.
[28:36]
Okay. Thank you, Mr. Larson.
[28:38]
>> Thank you.
[28:40]
>> That brings us to agenda item number
[28:41]
two.
[28:44]
This is the approval of the minutes from
[28:46]
our last meeting on April 14th, 2026.
[28:49]
Any discussion on those minutes
[28:52]
before we proceed? Okay. If not, would
[28:55]
anyone like
[28:56]
to make a motion to approve?
[28:59]
>> I make a motion that we approve the
[29:01]
minutes for our last meeting.
[29:03]
>> Okay, I have a motion to approve by
[29:05]
Commissioner Wait. Do we have a second?
[29:07]
>> I'll second that.
[29:08]
>> Seconded by Commissioner Johnson.
[29:10]
All in favor?
[29:11]
>> Yes.
[29:12]
Anyone opposed? That was all of us,
[29:14]
I think. So, those are approved
[29:15]
unanimously.
[29:16]
Um all right, very good. That brings us
[29:18]
staff reports. Gentlemen, anything we
[29:20]
need to talk about?
[29:22]
>> Um I don't have anything to necessarily
[29:26]
report um
[29:28]
unless you've got any questions for me
[29:30]
of anything you've seen going around
[29:31]
town. I'd be happy to answer any of your
[29:33]
questions.
[29:36]
Not okay.
[29:37]
>> Nope.
[29:37]
I don't have anything.
[29:38]
>> Thank you.
[29:39]
>> Uh nothing at this time, Chairman. Thank
[29:41]
you.
[29:41]
>> All right, thank you.
[29:43]
Okay, well, that brings us to the end.
[29:46]
Motion to adjourn?
[29:47]
>> I move that we adjourn at 7:35.
[29:49]
>> We are adjourned at 7:35. Thank
