to order this meeting of the town of
[0:16]
Sagi Shores Committee of the whole it's
[0:18]
Monday November the 11th 6:30 and I'd
[0:21]
like to welcome everybody into the
[0:22]
chambers and um all those watching at
[0:25]
home um there are a lot of people in the
[0:27]
chambers it's nice when we have three
[0:29]
delegations from Community groups that
[0:31]
are so active um first order of business
[0:34]
uh tonight because of it being
[0:35]
Remembrance Day is we're going to take
[0:37]
um a moment um for silent reflection
[1:29]
this I'll call on councelor halin to uh
[1:32]
read Our Land
[1:34]
acknowledgement thank you mayor Deputy
[1:37]
Mayor we acknowledge that we are meeting
[1:39]
on the traditional lands and treaty
[1:41]
territory of the soin of jibu nation
[1:43]
which consists of the chipas of soin and
[1:46]
the chipa was of Nash unseated First
[1:49]
Nation we understand this land holds
[1:52]
immense significance to the people of
[1:55]
sing abjo Nation we appreciate those who
[1:59]
live and work alongside us today and who
[2:01]
continue the traditions of their
[2:04]
ancestors as stewards of the land we are
[2:07]
privileged to inhabit we thank them for
[2:10]
the contributions that they have made in
[2:12]
both caring for the land and shaping
[2:14]
this community we commit to Truth and
[2:18]
Reconciliation to acknowledging the
[2:20]
truth about what happened to indigenous
[2:23]
people because of
[2:25]
colonization and to
[2:27]
reconciliation which begins with each
[2:30]
and every one of
[2:32]
us on this Remembrance Day I would like
[2:36]
to we should recognize all the people
[2:39]
from San first nation that served in
[2:41]
both world wars and it's worth noting
[2:44]
that they really per capita exceeded
[2:49]
commitment to fighting those
[2:51]
Wars and we acknowledge that we respect
[2:55]
that and appreciate
[2:58]
that as a a local government and public
[3:01]
organization we are dedicated to
[3:03]
learning about indigenous culture to
[3:05]
fostering a better relationship with
[3:07]
First Nations and their people and we
[3:09]
commit ourselves to actions that move us
[3:11]
forward on a path to Healing along with
[3:15]
a soling of jib Boy
[3:18]
Nation thank you at this point I'll ask
[3:21]
if there's any pecuniary interests that
[3:23]
need to be
[3:24]
disclosed seeing none you can do that at
[3:27]
any point during the meeting um if you
[3:28]
need to we have no additions um or
[3:31]
deletions or amendments to the agenda
[3:33]
and there are no open Forum requests so

we'll move on to our three delegations
[3:37]
the first one is uh from the sagin
[3:39]
memorial hospital foundation and it's a
[3:42]
2024 Grand Fondo update um we're
[3:45]
welcoming Graham Martin to the podium
[3:48]
and Graham you have 10
[3:52]
minutes you might need to turn on the
[3:55]
microphone check looks like it's on uh
[3:59]
terrific thank you very
[4:00]
much that might not stay up for me uh so
[4:05]
thank you for having me today uh my name
[4:07]
is gram Martin I'm the executive
[4:08]
director of the SOI Memorial Hospital
[4:10]
Foundation uh I recently started in that
[4:13]
position uh just in July of this last
[4:15]
year uh so a couple of reasons for
[4:17]
coming today one was to introduce myself
[4:20]
um the second is to talk a little bit
[4:21]
about Grand Fondo uh as well as our
[4:24]
plans moving forward as well as to thank
[4:26]
the town uh for how great you've been to
[4:29]
work with uh around Grand Fondo and
[4:31]
other initiatives that we've
[4:33]
had we did uh hire somebody uh to help
[4:36]
with the event Greg rosson from
[4:38]
performance-driven events and uh as we
[4:40]
had a chance to get to know him and chat
[4:43]
uh he made a comment that for all of the
[4:44]
events that he runs around Ontario uh
[4:47]
that sogging Shores was one of the best
[4:49]
places and most Cooperative groups to
[4:51]
work with uh he asked that I highlight
[4:54]
that he said it's not the same in every
[4:55]
Township or or city that he works in uh
[4:58]
he said that people here were just
[5:00]
fantastic so I wanted to pass that along
[5:02]
as a word of
[5:04]
thanks um I guess people don't have this
[5:07]
in front of them so I'll uh I'll read
[5:08]
just a few stats from here uh we really
[5:11]
have an expanding population and it
[5:13]
brings increased demand for service as I
[5:15]
know this group is well aware uh but
[5:18]
speaking in terms of the hospital in the
[5:20]
2023 2024 year uh we had
[5:25]
17,9 185 emergency department visits
[5:29]
6,00
[5:30]
9787 patient days uh almost 400,000 lab
[5:35]
procedures over 9,000 Radiology
[5:38]
procedures over 4,000 ultrasound
[5:41]
procedures among other services and one
[5:45]
piece that I wanted to highlight is the
[5:47]
cost that these Services is rising and
[5:50]
the government typically when we're
[5:51]
looking for new equipment pays less than
[5:53]
10% of that and I think that was
[5:56]
something coming into this role as much
[5:57]
as I knew that fundraising was necessary
[5:59]
Neary I didn't fully comprehend uh just
[6:02]
how much fundraising is necessary uh to
[6:05]
get the equipment that's needed uh and I
[6:07]
think that's really highlighted when
[6:09]
we're in a growing Community such as we
[6:11]
are in terms of our grand Fondo event uh
[6:15]
this year we had a great success we
[6:16]
brought in about
[6:19]
$420,000 and that was put toward
[6:21]
purchasing new mography equipment
[6:23]
resulting in a higher level of care for
[6:25]
SOI Shores residents and this event was
[6:28]
started in 2018
[6:30]
and since that time it's raised 1.7
[6:32]
million uh for healthc care so that's uh
[6:36]
uh terrific and uh able to put that to
[6:38]
our good use we're already in the
[6:41]
planning stages for Grand Fondo
[6:43]
2025 uh we're looking at the weekend of
[6:46]
August 16th uh to help with our decision
[6:49]
making we actually sent out a survey uh
[6:52]
through a professional company we sent
[6:54]
it out to participants uh as well as to
[6:56]
local businesses just to get feedback
[6:59]
about the things that were going well uh
[7:01]
the things that we could improve upon uh
[7:03]
so that we could make it the best event
[7:05]
that we can in terms of participant
[7:07]
surveys we had uh almost 300 writers
[7:11]
that responded and I've just highlighted
[7:13]
a few little pieces um 57% of the people
[7:18]
who attended uh were described as
[7:20]
tourists and that they lived more than
[7:22]
40 kilometers away uh 87% said that
[7:25]
they're very likely to return to the
[7:27]
vent and it's estimated that Riders and
[7:30]
their supporters spent approximately
[7:33]
$768,000 at Grand Fondo uh that came
[7:36]
through a number of areas uh anything
[7:39]
from accommodations uh to food to
[7:41]
shopping registration fees uh but a lot
[7:44]
of people and a lot of money came into
[7:46]
the
[7:47]
area um we also surveyed a little bit
[7:50]
around days of the week uh that were
[7:52]
preferred in terms of Saturday or Sunday
[7:54]
this is the first year that we had a
[7:55]
Saturday event uh we did find that
[7:57]
Riders overwhelmingly prefer the
[7:59]
Saturday event um a few people said that
[8:03]
they didn't have a preference but the
[8:04]
majority preferred Saturday uh so even
[8:07]
though we're in the initial stages of
[8:08]
our planning uh we do anticipate that it
[8:11]
will be on a
[8:12]
Saturday in terms of the business survey
[8:15]
um I tried to communicate with
[8:16]
businesses uh leading up to the Grand
[8:19]
Fondo because I was new to the position
[8:21]
um I did go around to the businesses
[8:23]
with a communication ahead of time uh
[8:25]
letting them know the date the time what
[8:27]
to expect those types of things um when
[8:30]
we sent the survey around we didn't have
[8:32]
a great response but we did have uh
[8:34]
seven people who returned the survey uh
[8:37]
and we really had a mixed bag we had
[8:39]
some describe it as one of their best
[8:41]
business days ever because of the influx
[8:43]
of people uh we had others who described
[8:45]
it as one of their worst business days
[8:47]
ever uh because they didn't like the the
[8:49]
downtown core being closed for the
[8:51]
period of time that it
[8:53]
was so I think moving forward uh and
[8:56]
looking at the data from the surveys
[8:58]
from the money that's been raised uh we
[9:01]
feel that it's been a tremendously
[9:03]
successful event uh it was named a top
[9:05]
2024 event or pardon me a top 100 event
[9:08]
in
[9:09]
2024 uh and our intent is to continue to
[9:12]
prioritize the grand Fondo as our
[9:14]
Premier event uh we're always going to
[9:16]
be looking for ways to improve um one of
[9:19]
those areas will be around communication
[9:21]
making sure that we're working with
[9:23]
businesses and community members uh that
[9:25]
so there aren't surprises and that we
[9:27]
can uh put on a great event um I also
[9:30]
want to acknowledge the business owners
[9:32]
uh they've been supportive in lots of
[9:34]
different ways uh I know this year we
[9:36]
came around looking for prizes for a
[9:38]
casino night that we had at the same
[9:39]
time uh and they've been fantastic so we
[9:42]
do want to work with them uh and we're
[9:44]
hopeful that we can have a great grand
[9:46]
Fondo event while at the same time uh be
[9:49]
able to support businesses in our
[9:52]
community so in terms of how the town
[9:54]
can help I've just put a few little
[9:56]
bullets here and again doing amazing
[9:58]
things for us already so continuing that
[10:01]
would be fantastic help us spread the
[10:03]
word about our events uh share our posts
[10:05]
on your local social media watch your
[10:08]
mailbox for our fall and spring campaign
[10:10]
letters uh participate donate or
[10:13]
volunteer and uh we also request that
[10:16]
Council again if possible wave the
[10:18]
rental fee for a grand Fondo weekend so
[10:20]
that all funds raised can be maximized
[10:22]
and contributed to the
[10:24]
hospital uh and I'll just put in one
[10:26]
last plug we do have our radio thaon
[10:28]
coming up it's Thursday December the
[10:30]
12th 6:00 a.m. to 6:00 p.m. uh and it's
[10:33]
it's traditionally been a great event
[10:34]
for the hospital so anybody is welcome
[10:36]
to drop by if you'd like to be on the
[10:38]
radio uh 98 the Bruce we'd love to have
[10:40]
you there as a guest and we're looking
[10:42]
forward to another successful event

board and and volunteer staff who help

put this on and all the work you do to
[11:20]
fund raise we're really fortunate to
[11:23]
have um our hospital um in our community
[11:28]
and uh I appreciate everything you're
[11:30]
doing to support that um I've just got a
[11:33]
question I don't know if I missed it
[11:34]
somehow but um you talked about your
[11:37]
survey and there were 289 writers that
[11:40]
responded how many writers did you have
[11:43]
in total oh sorry I don't think I did
[11:45]
include that we had roughly 800 writers
[11:48]
okay great and do you know how many what
[11:51]
percentage of those are from out of town
[11:53]
we don't for sure we can only sort of
[11:55]
Project based on the people who uh
[11:57]
completed the survey and from from the
[11:59]
survey company I understand a response
[12:01]
rate for this type of thing was fairly
[12:04]
High even though initially it does sound
[12:06]
fairly low but if you projected out uh
[12:08]
you'd be looking at probably 70 or 80%
[12:11]
of people 40 kilometers or more away
[12:14]
well the amount spent um that weekend
[12:18]
that's incredible so thank you very much
[12:21]
um for your for your work again and your
[12:25]
presentation and we do have a great
[12:27]
staff and a great team of volunteers and
[12:29]
and great support around the community
[12:31]
so thank you as

know the routine get in there give us
[12:58]
your money have something to eat get out
[13:02]
okay no not at all but uh enjoy yourself
[13:06]
and I will be there uh helping out
[13:09]
during that time and also helping out
[13:12]
financially thank you we appreciate that
[13:15]

like a little bit of a challenge or an
[13:18]
opportunity uh to spread the words so
[13:21]

offer um a repeat of what councelor gra
[13:29]
said thank you very much for what you do

for the community and um we look forward
[13:33]
to hearing more seeing more and talking

more about this over the next couple of

second delegation tonight is from the
[13:43]
Sagen Rail Trail Association another
[13:45]
very active uh local group it's their
[13:47]
annual update and I'll ask Dela AI did I
[13:51]
come close with your name to come to the
[13:53]
microphone you have 10 minutes sir hi

me it's de a
[14:02]
but so thanks for having me this will be
[14:04]
fairly brief um I'm the president of the
[14:08]
so real Trail Association that simply
[14:11]
means I had a bunch of uh volunteers who
[14:15]
spend a lot of time maintaining the
[14:17]
trails that we love in the neighborhood
[14:20]
so uh thanks to those who are here and
[14:22]
thanks to those who are not here um I
[14:25]
have only three slides really
[14:26]
highlighting how 2024 went and
[14:29]
summarizing what we plan for them next
[14:32]
year um the first thing i' like to say
[14:35]
off comment is that thanks very much to
[14:38]
uh Council here and the town staff for
[14:40]
working with us since I've joined the uh
[14:43]
rail trail um Association it's been a
[14:45]
great relationship um and um long may
[14:49]
that
[14:49]
continue um in 2024 we so our the trails
[14:54]
are connected to several different
[14:56]
Trails so each year we pick sections
[14:58]
that we Main maintain and depending on
[15:00]
what's needed we maintain it with you
[15:03]
know we buy rocks and gravel and stuff
[15:05]
like that and then community members
[15:07]
show up with their equipment and their
[15:09]
time and then we do the work so in
[15:11]
essence that's what we do so in 2024 we
[15:16]
upgraded the surface area between uh the
[15:18]
10th concession and Highway
[15:21]
21 and then along various parts of the
[15:24]
trail there were number of trees and
[15:27]
shrubs planted and then all those things
[15:30]
need to be maintained throughout the
[15:32]
year so volunteers show up and water the
[15:34]
plant and keep everything looking nice
[15:36]
and fresh um and then also along
[15:38]
different parts of the trail we have
[15:40]
folks patrolling and doing maintenance
[15:41]
where there are issues we go and fix
[15:43]
things um and along the trail are
[15:46]
different areas with Gardens and grass
[15:48]
that needs to be cut so again we have a
[15:50]
schedule and folks show up and do that
[15:54]
um hopefully because we're still in
[15:56]
November we might by the end of this
[15:58]
year have finished the um resurfacing
[16:02]
from Highway 21 to South Street but that
[16:06]
depends on the weather so if we not able
[16:08]
to do that I'll push into next year's
[16:12]
plan going to next year um the next
[16:15]
patch we would like to resurface will be
[16:17]
the area from South Street to McNab
[16:20]
Street and then as we surface the trail
[16:22]
we sort of clean around the brush and
[16:25]
the bush around that um one area of
[16:28]
particular importance to me uh is really
[16:32]
we continue to advocate for safety
[16:34]
around the connection between the trail
[16:35]
and Highway 21 we understand that this
[16:39]
is really more of an advocacy from the
[16:41]
town as it's an MTO decision but this is
[16:45]
an area that concerns a lot of people so
[16:47]
we hope um we can get that resolved and
[16:50]
it's not a tragedy that forces us to do
[16:52]
that because I have been driving and
[16:54]
seen people just standing there
[16:55]
terrified to cross so that's quite a bit
[16:57]
of a problem having said that we will
[17:00]
still also like to improve sort of the
[17:03]
um just as you stand there we want to be
[17:05]
able to pave some of the shoulders to
[17:07]
avoid a tripping Hazard particularly for
[17:09]
folks who might have Mobility
[17:11]
devices um but generally we want to
[17:13]
improve safety in that particular area
[17:16]
we will continue in 2025 with uh Trail
[17:19]
maintenance along different
[17:21]
portions um I would like to mention also
[17:23]
that we plant trees and we get a lot of
[17:26]
donations from trees for S green and
[17:29]
also the town so I like to specifically
[17:30]
call that out that will continue um and
[17:34]
the trail has different access points
[17:36]
and so those nodes have to be fixed and
[17:38]
so that's in the
[17:40]
plan additionally um we will repair and
[17:44]
replace park benches and upgrade certain
[17:47]
permeable bases in areas that you
[17:50]
caned so at a high level that is the
[17:53]
plan for
[17:55]
2025 um again to reiterate this is an
[17:58]
organiz ganization of volunteers who
[18:00]
donate their time their equipment um
[18:03]
sometimes family show show up with their
[18:05]
kids and do all the work and um I also
[18:08]
like to say that we get a lot of thanks
[18:11]
from community members um I was having a
[18:14]
conversation with someone and I
[18:15]
mentioned that probably the town can
[18:17]
relate you know of 100 people who use
[18:19]
your roads one person might call to
[18:21]
complain about a p hole but there are
[18:23]
thousands who enjoy it and don't say
[18:25]
anything um but we appreciate both all
[18:28]
the same um thanks for the comments open
[18:31]

uh amazing uh resource open for us um I

have a question actually for our manager
[19:06]
of engineering uh to see if he has an
[19:09]
update for us on the um Highway 21
[19:12]
Crossing just a little bit of background
[19:14]
that the town did uh present a
[19:18]
delegation to the Ministry of
[19:20]
Transportation in January of
[19:23]
2023 and uh I know that our staff has
[19:26]
been diligent in in trying to work with
[19:29]
the Ministry of Transportation to come
[19:31]
to a resolution so um I asked Rahul if
[19:34]
he would actually say something about
[19:35]
that tonight I think he's got something
[19:38]
to tell
[19:50]
us good evening and through you Deputy
[19:54]
Mayor with the councelor
[19:56]
grace um actually I am working U on this
[20:02]
Crossing since I
[20:05]
started last year in March
[20:09]
one I did also some research I found
[20:12]
that actually this thing started maybe
[20:15]
20 years
[20:16]
back I have all the documents actually I
[20:19]
saved
[20:21]
them in my
[20:23]
folder anyway so um I have the documents
[20:27]
that actually I did the followup with
[20:30]
MTU uh at least from since last
[20:35]
May I actually sent around 20 sorry 10
[20:40]
emails to MTO and undering
[20:45]
updates uh and we also had one meeting
[20:48]
with them uh I think in last
[20:51]
June and uh
[20:55]
uh the problem is uh they have so many
[20:58]
Chang changes in their in their Staffing
[21:01]
uh Staffing that uh they lost track they
[21:05]
lost track of this system like every
[21:08]
time I U reached out to them I got new
[21:13]
person who is dealing with this thing uh
[21:16]
they have a office they called it uh
[21:19]
Corridor management office they actually
[21:22]
deal this thing on behalf of
[21:26]
MTO uh so the last person actually now
[21:29]
is dealing his name is Andrew
[21:32]
Robertson uh he's the corridor
[21:34]
management officer we had a meeting with
[21:36]
them in last uh I think June 10th and in
[21:41]
that meeting actually right after that
[21:43]
meeting I followed up with the some ask
[21:47]
that we received from The Rail Trail
[21:50]
Association I
[21:53]
asked to improve The Pedestrian crossing
[21:56]
lights or install pedestrian causing
[21:59]
lights at the
[22:01]
intersection asphalt on both sides
[22:04]
approaches just to make a smooth
[22:08]
transition installing more visible
[22:11]
signes on Highway 21 for this
[22:15]
Crossing and then other options that
[22:17]
like elevated Crossing Calvert Crossing
[22:21]
for
[22:22]
pedestrian asphalt shoulders all along
[22:25]
the de section
[22:29]
uh the response I got from
[22:32]
MTO that that was only the one kind of
[22:35]
positive response they said that MTU has
[22:39]
facilitated several internal internal
[22:42]
meetings to bring our functional offices
[22:47]
back to back into discussions about this
[22:51]
Crossing and that guy actually told that
[22:53]
I am uh waiting some additional for some
[22:56]
additional comments to be submitted
[22:59]
back to our Corridor management office
[23:01]
and we will forward them to you when
[23:04]
made available so I received this uh
[23:09]
email that was on uh I think on June
[23:13]
26 then again I followed up in July
[23:17]
26 one month after and the last response
[23:21]
I received from them is August
[23:25]
27 uh they said thanks for following up
[23:27]
on this application and your continued
[23:32]
patience MTO Corridor management office
[23:35]
is experiencing some internal Staffing
[23:40]
changes and responsibilities and an
[23:45]
unprecedented volume of permit inquiries
[23:48]
at this time we will endeavor to further
[23:52]
process the trail permits and additional
[23:55]
approvals should be made available
[23:57]
shortly that I received last August 27
[24:01]
and since then I also followed up couple
[24:04]
of uh email in in September in October
[24:08]
also just today and waiting for their
[24:11]
response but since August 27 I haven't
[24:15]
received any respones long
[24:18]
M that's the
[24:22]
update thank you very much for that rul
[24:25]
um you as well as a number of other
[24:27]
staff members Contin to ask questions
[24:30]
and I know members of council have also
[24:32]
taken opportunities at conferences so we
[24:34]
just must keep trying thank you very
[24:36]
much are there any other comments

the council representative on the rail

trail and I'm honored to work with the
[24:49]
rail trail and uh I'd like to thank all
[24:51]
the members of the association and their
[24:54]
volunteers for their commitment and
[24:56]
contribution to the community the real
[24:58]
Trail is a lot more than just a
[25:00]
trail it's it it's the benches it's the
[25:05]
trees it's the bird houses it's the
[25:08]
facilities like the rail trail building
[25:10]
and the Memorial Garden it's the trees
[25:12]
planted it's the flower gardens and it's
[25:15]
also the mobilization of all kinds of
[25:18]
volunteers formal and informal that do
[25:21]
everything from putting up the bird
[25:22]
houses to cutting lawn along the side so
[25:25]
thank you to all the committee members
[25:27]
because you've made a a great
[25:29]
contribution to our community and I
[25:31]
could imagine what our community would
[25:33]
be like without that rail trail so thank
[25:44]

women Southport we use the acronym cfuw
[26:28]
you for short we are here to support the
[26:31]
notice of motion put forth by counselor
[26:34]
Grace asking Council to declare intimate
[26:38]
partner violence ipv an
[26:42]
epidemic for 33 years on December 6
[26:46]
annually cfuw Southport has hosted a
[26:50]
vigil in remembrance of the 14 young
[26:53]
women who were killed simply because
[26:56]
they were women at a coal po technique
[26:59]
in Montreal in
[27:02]
1989 many members of council have
[27:05]
attended the vigil over the years and we
[27:08]
hope you will do so again this
[27:11]
year when I spoke before Council on
[27:14]
November 27th
[27:17]
2023 I mentioned other municipalities
[27:20]
including our neighbors karton to the
[27:23]
South which had already declared that
[27:27]
ipv is an
[27:29]
epidemic I was then asked by a member of
[27:33]
council about my use of the term
[27:35]
epidemic to describe
[27:39]
ipv I didn't answer that question very
[27:41]
well last
[27:43]
year but tonight I will share with you
[27:46]
Miriam Webster's definition of epidemic
[27:50]
and I
[27:51]
quote affecting or tending to affect a
[27:56]
disproportionately large number of the
[27:58]
individuals within a population
[28:01]
community or
[28:02]
region excessively
[28:05]
prevalent or characterized by WID spread
[28:09]
growth or
[28:12]
extent sadly the incidence of violence
[28:15]
against women intimate partner violence
[28:18]
human trafficking and femicide does meet
[28:21]
that
[28:23]
definition one woman or girl is killed
[28:27]
in Canada every 48
[28:30]
hours over 50% of all murders in Canada
[28:35]
are classified as
[28:37]
femicides and they are ipv related ipv
[28:41]
meaning a former or present
[28:44]
partner Ontario alone has seen 52
[28:48]
femicides in 44
[28:50]
weeks and the most recent that you will
[28:53]
have seen in the news is an Ottawa
[28:55]
mother of four killed in broad daylight
[28:58]
just a couple of weeks
[29:00]
ago rural communities like ours are 75%
[29:05]
more likely to experience ipv than urban
[29:09]
areas and we have fewer resources to
[29:13]
support the victims and their
[29:16]
families sadly four out of 10 shelter
[29:20]
residents we have the three shelters uh
[29:23]
available to us four out of 10 residents
[29:26]
are children
[29:28]
and they attend our local
[29:30]
schools 44% of Canadian women have
[29:35]
experienced a form of
[29:37]
ipv uh after the age of 15 indigenous
[29:41]
women are three times more likely to
[29:43]
experience
[29:45]
this two in three people in this room
[29:49]
know a woman who has experienced
[29:52]
physical sexual or emotional abuse and
[29:56]
some of those women are in in the room
[29:58]
with us
[30:00]
tonight most incidents go unreported to
[30:03]
police who are required by law to report
[30:07]
occurrences of Domestic and Sexual
[30:10]
Violence human trafficking and domestic
[30:13]
homicide to a federal database every
[30:17]
year our local police have given us
[30:19]
those data that data between April
[30:24]
2018 and March 2024 so six years
[30:28]
basically sogging Shores police reported
[30:32]
hold on to your hats
[30:35]
633 occurrences in three of the four
[30:40]
categories thankfully no femicide was
[30:43]
reported in this period but we think
[30:47]
those numbers do meet the definition of
[30:53]
epidemic we want to acknowledge our
[30:56]
local police service has provided its
[30:58]
specialized ipv response training which
[31:02]
is not included in the 2-year police
[31:04]
College training programs in our
[31:06]
Province they provided it to nine of our
[31:09]
officers which we think is just
[31:12]
fabulous sing chores Police Service has
[31:16]
also been a proactive partner in raising
[31:19]
awareness locally along with Bruce gry
[31:22]
Public
[31:24]
Health council members may be aware that
[31:27]
just last week over
[31:29]
250 citizens gathered at Faith Lutheran
[31:32]
Church in Port Elgen to participate in
[31:36]
the anti-human trafficking event hosted
[31:39]
by Port Elgen
[31:41]
rotary that shows how many people in our
[31:44]
community here and we know our community
[31:47]
cares we know you care too we are aware
[31:52]
that in January of this year you
[31:55]
endorsed the Declaration made by Gage we
[31:59]
hope you will join over 100 other
[32:02]
Ontario
[32:04]
municipalities and vote to make the
[32:06]
Declaration that intimate partner
[32:08]
violence is an epidemic when it comes
[32:12]
back before you on November
[32:14]
25th we invite members of council and
[32:18]
all members of our community to join us
[32:21]
at our 34th annual vigil at 12: noon at
[32:26]
Coulter parquette on December 6 this is
[32:29]
the day we Mark national day of
[32:32]
remembrance and action on violence
[32:35]
against women we also ask as we did in
[32:39]
previous years that the town's flag be
[32:41]
lowered on that
[32:43]
day together these actions demonstrate
[32:47]
that all forms of gender-based violence
[32:50]
are not acceptable in sogging chores and
[32:53]
most importantly that sends a message to
[32:57]
our victim
[32:58]
it sends a message of Hope to them and
[33:00]
their
[33:02]
families finally our sincere thanks to
[33:05]
counselor Grace for bringing the notice
[33:07]
of motion before
[33:09]
you and thank you all for allowing us to
[33:15]
delegate thank you odet um there was a
[33:17]
request there related to the flag um do
[33:21]
we need to do
[33:22]
anything they've already got it on on a
[33:25]
schedule there are there any comments
[33:28]

thank you acting mayor and through you
[33:37]
toet odet thank you very much uh for
[33:40]
that presentation thank you to the cfuw
[33:44]
Southport for all they do especially at
[33:48]
this time of year um there are many
[33:51]
people that can't get to a noon
[33:55]
presentation on December 6th and I fall
[33:58]
into that category this this year is
[34:02]
there something else we can do to be to
[34:05]
be part of
[34:08]
this we have discussed holding it at
[34:11]
different times and I I dare say we will
[34:14]
again we are aware of that um something
[34:17]
else that's changed for us is our
[34:19]
membership which is about5 as we we
[34:23]
stand tonight uh many of them are
[34:26]
full-time working people
[34:28]
so that's changing our organization as
[34:30]
well and that's something we'll take
[34:32]
back and discuss our our chairs are in
[34:34]
the room tonight for that
[34:37]
committee he thank you and if I may
[34:40]
acting mayor um I don't know I can't
[34:43]
recall and with all due respect who
[34:48]
said asked you for a definition of that
[34:52]
pandemic as I've heard my good friend uh
[34:56]
Vice Deputy Mayor my might say time and
[34:59]
time again on one subject or another
[35:01]
even one case is one too many and I
[35:07]
stand by that and I do agree with you
[35:11]
there is an epidemic and it has to be
[35:14]
addressed thank you very much thank you
[35:16]
if I could just add one more comment we
[35:20]
do um use three shelters for women in
[35:24]
our community and members of
[35:28]
cfuw um do take donations around the
[35:31]
vigil and we take it um e transfers
[35:34]
checks cash in your pocket if you happen
[35:37]
to show up and then we make little
[35:39]
visits in in pairs and last year I was
[35:42]
struck um going with uh one of our
[35:45]
members down to Karden new Young manager
[35:48]
there and she told us that the three
[35:50]
shelters had not had one cent in
[35:53]
increase for over six
[35:56]
years however the incidents and the need
[35:59]
they do at all three shelters have to
[36:01]
turn people away and sometimes it's
[36:04]
people with
[36:05]
children so um that's another thing we
[36:08]
do is we do try to support our shelters
[36:11]
a little bit around that occasion thank
[36:13]
you thank you councelor stack and then
[36:16]
councelor hin so thank you for the
[36:19]
presentation um I just wanted to make
[36:21]
one note on uh domestic violence in our
[36:24]
community so I used to sit on the board
[36:27]
for the women's house in Karden and I
[36:29]
had the opportunity to help a woman who
[36:32]
was the victim of abuse and I sort of
[36:35]
experienced I watched her do the intake
[36:37]
which can be quite traumatic and um
[36:41]
unintentionally dehumanizing you have to
[36:44]
basically strip down the to one layer of
[36:47]
clothing everything you own gets washed
[36:49]
for fear of you know any manner of of
[36:51]
issues that can come in in shared
[36:53]
housing um and then you have to sort
[36:55]
through that and you have to do that
[36:56]
before you actually enter the shelter
[36:58]
itself so there's an intake Bay where
[37:00]
you're sat with um a representative
[37:03]
yourself you have your children you go
[37:05]
through this process before you even
[37:06]
enter the services if I recall you get
[37:09]
six or eight weeks there and then you go
[37:10]
into second stage housing and the second
[37:12]
stage housing can be very challenging
[37:14]
and you're often dealing with women in
[37:18]
this case who are very economically
[37:21]
disadvantage so people who may never
[37:23]
have earned income who have never filed
[37:25]
their taxes who are struggling to manage
[37:28]
through the trauma of that abuse
[37:30]
managing their children managing a new
[37:32]
home typically away from their families
[37:35]
um so I share that as just a a to sort
[37:37]
of reiterate and reinforce the
[37:39]
significant effect that do domestic
[37:41]
violence can have on women in this
[37:43]
community and I think because of the
[37:45]
affluence in our community it often goes
[37:48]
unnoticed but there are shelters as you
[37:50]
noted in Port Elgen and K Carden in owwn
[37:53]
that are always full um and so I think
[37:56]
when we talk about and I know the motion
[37:58]
comes in regular Council but when we
[37:59]
talk about recognizing the epidemic I
[38:01]
think it's I will certainly support that
[38:03]
I think it's also important to recognize
[38:05]
just the sheer impact that these events
[38:07]
can have on women and it is often a
[38:09]
cycle and it often takes when you're in
[38:11]
those situations it's often many times
[38:14]
they have been through the shelter
[38:15]
system or gotten close to the shelter
[38:17]
system before they actually make it out
[38:18]
so I think it's just important to
[38:19]
recognize how significant that impact
[38:21]
can
[38:24]
be councelor halin
[38:28]
thank you and through you Deputy Mayor

odet and to your group just as a a
[38:34]
brother who has four sisters and uh a
[38:38]
father who has three daughters thank you
[38:41]

you any other councelor
[38:49]
Grace thank you Deputy Mayor um I I know
[38:54]
that odet mentioned the fact that uh our
[38:56]
Police Services and our police chief um
[39:01]
have worked with cfuw
[39:04]
Southport um
[39:07]
to provide um I think some joint funding
[39:13]
and uh that's being used to assist with
[39:18]
um promotional materials and educational
[39:21]
Publications and that kind of thing and
[39:23]
so I would just want to make um a note
[39:26]
of the fact that I appreciate the the
[39:30]
leadership um not just of cfuw Southport
[39:34]
and the team that's uh setting up and
[39:37]
running our vigil this year but also uh
[39:39]
our Police Services who usually provide
[39:41]
a speaker who provide upto-date
[39:45]
um statistics for us and to provide that
[39:48]
monetary support um to and and I know
[39:53]
from having attended the um anti-human
[39:56]
trafficking um seminar on Wednesday
[39:59]
night um and hearing the comments of
[40:02]
Inspector Jeremy miten uh on what's
[40:06]
Happening that our police services does
[40:08]
so much more on this issue um to support
[40:12]
victims so thank
[40:16]
you thank you councelor Grace that that
[40:18]
was going to be a comment I made as we
[40:20]
we Segway over to the next part of our
[40:22]
meeting just to say that um I can't be
[40:25]
sure because I can't see the viewership
[40:27]
on on my computer screen but I do
[40:28]
believe um a number of police officers
[40:31]
police Personnel are are zoomed in
[40:34]
watching us on YouTube and and your
[40:36]
comments um will be very appreciated by
[40:39]
the service and also by The Police
[40:41]
Service Board that councelor daninsky
[40:42]
and I will take those comments with us
[40:44]
um to the next Police Service board
[40:47]
meeting seeing the end of the
[40:49]
delegations we have no public meetings
[40:51]
tonight we'll move on now to um staff
[40:54]
reports um the first one up um will be
[40:57]
of interest to some people in the
[40:58]
audience it's about the Aquatic and
[41:00]
Wellness Center operations and
[41:01]
management plan so um without further
[41:05]
Ado um I will call on Lisa billing to
[41:10]
make a
[41:13]
presentation I I thought by giving you
[41:15]
that intro some some of them might have
[41:18]
stayed Aquatics and Wellness Center I
[41:21]
appreciate intro
[41:55]
Okay so
[41:58]
thank you Deputy Mayor Huber and members
[42:00]
of council tonight I am excited to share
[42:02]
the draft operations and management plan
[42:05]
for the new sogging Shores Aquatic and
[42:06]
Wellness Center commonly referred to as
[42:08]
the
[42:09]
AWC also included as attachments with
[42:12]
the draft plan are the results summary
[42:14]
from this Summer's Community engagement
[42:16]
campaign and a draft framework for the
[42:19]
aw for the proposed AWC fees and charges
[42:22]
the draft plan is a result of advancing
[42:25]
the AWC activation and trans transtion
[42:27]
plans throughout 2024 and integrates
[42:29]
feedback received during Community
[42:31]
engagement the intent of the draft plan
[42:33]
is to provide council with a high level
[42:35]
overview of the approach and principles
[42:37]
guiding the operational planning for the
[42:39]
AWC and to seek Council
[42:42]
feedback overall there is General
[42:44]
excitement in the community about the
[42:46]
programming and possibilities available
[42:47]
at the ad and the possibilities at the
[42:49]
AWC key themes that came through the
[42:52]
community engagement include a place for
[42:55]
families to participate together that
[42:57]
membership options are important there's
[43:00]
a desire for Innovative programs that
[43:02]
maximize multi-use facility areas
[43:04]
recreational Sport and play for all ages
[43:07]
programming Beyond physical health and
[43:09]
movement a desire for cross programming
[43:12]
between facility areas adults and
[43:15]
seniors who want to improve their
[43:16]
physical health with community and with
[43:19]
each other welcoming Community use like
[43:22]
rentals and that barrier-free access
[43:24]
including Financial access is important
[43:27]
these themes have been considered while
[43:28]
developing the draft plan and they
[43:30]
continue they will continue to guide the
[43:32]
detailed planning and development of
[43:34]
programming Service delivery and
[43:35]
operational standards the draft plan is
[43:38]
focused around key seven key operational
[43:40]
areas highlighted in the report each
[43:43]
section of the report includes a summary
[43:45]
of that section and the page number
[43:47]
where information can be located within
[43:49]
the within the
[43:50]
report or within the plan itself key
[43:53]
areas of the plan include Community
[43:56]
engagement operational objectives
[43:58]
performance and service
[44:00]
levels General operations marketing and
[44:04]
Communications affordable Recreation
[44:07]
Financial forecasts and risk
[44:09]
analysis within the general operations
[44:12]
section the plan speaks to hours of
[44:14]
operating areas of
[44:17]
responsibility participation
[44:18]
participation structures and program
[44:21]
development it has been just over a year
[44:23]
since I presented the AWC activation
[44:25]
plans Act ation and transition plans to
[44:28]
council about 13 months if we want to
[44:30]
really get down to it um it is an
[44:33]
incredible feeling to be standing here
[44:35]
tonight in front of council to share
[44:37]
with you what we heard from the
[44:38]
community and how that feedback has
[44:39]
helped to shape the draft plan is
[44:41]
delivered tonight a final plan will be
[44:43]
presented in Q2 of 2025 along with a
[44:46]
recommendation to amend the 2025 fees
[44:49]
and charges bylaw the final plan is
[44:51]
intended to further refine the AWC
[44:53]
program and service offerings as well as
[44:56]
the program structure
[44:57]
outline a preliminary opening schedule
[45:00]
support the proposed AWC fees and
[45:02]
charges and outline criteria for
[45:04]
accessing the affordable Recreation
[45:06]
program I would like to thank our staff
[45:08]
team Council and the community for their
[45:10]
support that has got us to this point
[45:12]
feedback and support has been integral
[45:15]
integral to the development of this
[45:16]
draft plan and will continue to guide us
[45:19]
as we advance towards opening the doors
[45:22]
and bringing this new operation to life
[45:24]

yep thank you Deputy Mayor um Lisa
[45:38]
thanks very much for this report you've
[45:40]
uh you really aced it uh that that
[45:43]
that's tremendous amount of work and uh
[45:46]
it's so well laid out very impressive
[45:48]
and U it really sets the course you know
[45:51]
for next November when we open up our
[45:53]
facility so I really really commend you
[45:55]
for the uh excellent job you've done I
[45:58]
did have a few uh comments questions um
[46:02]
the I was interested when we looked at
[46:04]
the five key areas of Aquatics
[46:06]
Recreation Fitness Leisure and
[46:09]
stem um that caught my eye and U there's
[46:13]
a strong interest in STEM related
[46:15]
activities include robotics coding
[46:18]
classes science experiments both
[46:21]
children and
[46:22]
adults so that really caught my eye in
[46:25]
terms of this is an aquatic and Wellness
[46:27]
Center so H how did that come about yes
[46:31]
so through you uh Deputy Mayor we
[46:34]
included that just as another area of
[46:38]
activity that the community is
[46:40]
interested in so Leisure and social
[46:43]
activities combined into Aquatics and
[46:45]
wellness but we thought let's just ask a
[46:47]
couple questions outside of you know
[46:50]
kind of that core Recreation programming
[46:53]
um so we wanted to dabble into the area
[46:55]
around stem to see if was interest in
[46:57]
the community we recognize that there
[46:59]
are Partners we're standing in the
[47:01]
nuclear Innovation Institute they offer
[47:04]
uh some amazing programming around um
[47:07]
Robotics and um Ai and all of the stem
[47:12]
activities that they are doing as part
[47:14]
of their explore program um so I think
[47:17]
it's not necessarily an area that we
[47:19]
would lead all on our own but maybe look
[47:22]
to work with Partners if there's an
[47:23]
opportunity to expand that programming
[47:25]
even more broadly
[47:27]
okay I just Aquatics Wellness Center I
[47:31]
just I I I was just wondering what path
[47:33]
were heading down with their programming
[47:35]
that's all but it was an interesting U
[47:37]
it was an interesting read when I saw
[47:39]
that um the uh the other comments I had
[47:44]
was about that I didn't see in here was
[47:46]
I know people do travel on sound for
[47:48]
this program it's a cardiac rehab
[47:50]
program uh which very popular over there
[47:53]
maybe I missed it in the report but is
[47:55]
that something we will be considering I
[47:57]
know there's the medical profession has
[47:58]
to be involved obviously doctors nurses
[48:00]
Etc but it's a very successful program
[48:03]
over there and it's save an our drive to
[48:05]
get to that program is that something
[48:06]
we're considering as part of the Aquatic
[48:08]
and wellness center it's not something
[48:11]
that's currently part of this dra plan I
[48:13]
think that would be a discussion with uh
[48:15]
bright Shores in terms of where those
[48:18]
programs operate and if that's something
[48:20]
that we are interested in integrating
[48:23]
into the AWC I really think we should
[48:25]
consider it because and you worked in
[48:28]
sou family why years ago and it it's a
[48:30]
very popular program I don't know
[48:31]
whether it is still today but over the
[48:33]
years I've had many people comment
[48:34]
that've got to drive D and sound for the
[48:36]
program and I think why not do it right
[48:38]
here because I think that can attract
[48:39]
some some some some you know different
[48:42]
clientele users into our facility and
[48:44]
what a better way to rehabilitate than
[48:46]
get into the PO for some cardiac rehab
[48:50]
so I think that' be something if if
[48:52]
staff could consider I think it be a
[48:53]
good thing um on page uh 25 a bit of a
[48:59]
concern for me and that's the free uh
[49:02]
Community walking time and you know I
[49:06]
I'm sure people in the community that
[49:08]
mind gu you know cutting out free
[49:10]
community walking time for the walking
[49:11]
Track but you know in year one I think I
[49:14]
read a $1.2 million operating deficit
[49:16]
it's going to come down
[49:17]
substantially in year two to 4 500 and
[49:21]
then all the way down to zero hopefully
[49:22]
in the over the next four five six years
[49:25]
but I think we ought to to be careful
[49:27]
with with giving out uh too many free
[49:31]
things right in the beginning because
[49:33]
you give it out free in the beginning
[49:34]
it's really hard to charge lader and uh
[49:37]
I I saw with this a six-month walking
[49:39]
Track membership but I guess my question
[49:41]
is and I think that's a good thing take
[49:44]
my wife for example one thing she'
[49:45]
joined is pay $100 $150 every six months
[49:49]
for to use the walking Track however if
[49:53]
you know if you know if you had if you
[49:55]
had 3 400 those at $60,000 a
[49:59]
year potentially um but you got free
[50:03]
walking Track Time mornings afternoons
[50:05]
and evenings and weekends and that that
[50:08]
caught my eye too Lisa in terms of I I'm
[50:11]
not sure we should be doing that and and
[50:13]
what so what you know the people that
[50:17]
were thinking about buying memberships
[50:18]
for the walking Track and I think we
[50:20]
need to think to take a look at all
[50:22]
revenues um why why would people just
[50:26]
not go morning afternoons evenings
[50:28]
weekends to the free walking time and
[50:32]
and foro the
[50:34]
membership uh through you Deputy Mayor
[50:38]
the intention for the free indoor track
[50:41]
access um is not necessarily to say that
[50:44]
it's every weekday every weekend every
[50:46]
evening um there would be defined times
[50:50]
um where access would be provided at no
[50:54]
cost however um it wouldn't be all of
[50:57]
the time um so that is sort of the
[50:59]
intention of how council could support
[51:03]
um free participation through sort of
[51:06]
scheduled program times it did it did
[51:09]
say afternoon evening weekends and um I
[51:12]
just think if someone's going to go to
[51:13]
use a walking Track three or four times
[51:14]
a week why buy the membership for $150
[51:17]
for six months why not just go to the
[51:19]
free walking times I just think we need
[51:21]
to take a look at with with when I take
[51:24]
a look at a $1.2 million offering
[51:26]
deficit year one I know that's a little
[51:27]
misleading I get that um but because it
[51:30]
really dropped substantially a year two
[51:32]
as full memberships come in for the full
[51:33]
year but I really think we should take a
[51:35]
look at what what we're giving away with
[51:38]
our $50 million facility that we ought
[51:41]
to be very careful with that so we just
[51:43]
want to plant that seed for uh the fees
[51:45]
and charges will come to council when
[51:48]
when we'll be able to take a look at
[51:49]
that walking Track membership for
[51:51]
example yeah it will come to Council in
[51:53]
Q2 um of 2025 so probably around May or
[51:57]
June next year May or June well look
[52:00]
I'll be speaking to that again when it
[52:02]
comes I because I just think we ought
[52:04]
ought to take a look at that
[52:07]
um one second
[52:10]
here my organized
[52:13]
notes I think um you know on page
[52:18]
um 24 I think no no there was in one of
[52:22]
the pages anyway it said 85% of those
[52:24]
surveyed felt that keeping the Aquatic
[52:26]
and Wellness Center affordable as a high
[52:28]
priority and um you know I think it's
[52:31]
important to not turn people away people
[52:34]
who can afford to pay need to pay but
[52:37]
people cannot afford to pay I'm glad to
[52:39]
see that there's a subsidy program in
[52:40]
there I think that's really important
[52:42]
and uh so I'm glad that's that's
[52:44]
included and um because we need you know
[52:48]
I I think it's important regardless of
[52:50]
your ability to pay you need to able to
[52:51]
use the
[52:52]
facility um
[52:59]
I think that's all I had had had for now
[53:02]
I I I just really um really really
[53:05]
impressed with the report again um leis
[53:08]
and and the uh percentage of those that
[53:11]
were survey I think there was really
[53:13]
good Community input by the sounds of it
[53:15]
did I see 500 someplace where there
[53:17]
about 500 people responded to the survey
[53:19]
yes that's correct yeah just under 500
[53:21]
responses which is amazing great there
[53:25]
again job w
[53:27]

through
[53:38]
you a great report thank you very much
[53:41]
for that lots of
[53:43]
information under project
[53:46]
scheduling it could be just me but it
[53:51]
says the draft plan is based on the
[53:54]
current construction schedule
[53:57]
do that mean the construction schedule
[53:59]
changed from the original one and if so
[54:03]
are we
[54:05]
behind the reference to the current uh
[54:08]
construction schedule refers to the
[54:11]
schedule update that Council received in

so what we're saying here is that uh uh
[54:26]
the occupancy of the AWC and the second
[54:29]
floor municipal office expected in Fall
[54:33]
2025 that's correct
[54:35]
okay that wasn't in the original plan it
[54:38]
was going to be sooner than that was it
[54:41]
not when the AWC activation and
[54:44]
transition plans were presented last
[54:46]
October the occupancy was anticipated
[54:50]
for July
[54:52]
2025 okay and
[54:54]
finally um a soft opening of the
[54:58]
AWC is expected in November and
[55:01]
obviously you're talking about next
[55:04]
November not this month that's correct
[55:06]
yes November
[55:08]
2025 okay I saw our community services
[55:12]
director get up uh kisten nothing
[55:15]
everything's answered
[55:17]
correctly okay I have uh one more
[55:21]
question this uh has to do with the
[55:24]
performance and levels of
[55:29]
service for those that have memberships
[55:32]
at Centennial pool
[55:34]
currently I assume those memberships
[55:37]
will transfer to the new facility
[55:41]
automatically and they won't be
[55:43]
surprised with a a price increase until
[55:47]
the next go around how's that going to
[55:50]
work sure yes we currently have um a
[55:53]
one-year uh membership option at the
[55:55]
Centennial as well as a six-month
[55:57]
membership option and the ab
[55:59]
availability to purchase 10 or 20 visit
[56:02]
Punch Cards we have pause purchasing
[56:05]
one-year memberships at the existing
[56:08]
facility in anticipation of uh new
[56:12]
quatic memberships for the AWC however
[56:14]
the six-month memberships as well as
[56:16]
Punch Cards can still be purchased okay
[56:18]
and should they
[56:20]
overla they will be honored at the new
[56:23]
facility until they expire
[56:26]
correct if there was a period of time
[56:28]
that they would be overlapping with
[56:29]
operations of
[56:31]
AWC okay thank you thank you Deputy

and thank you Lisa this is a fantastic
[56:42]
report um long but very interesting and
[56:47]
um uh pretty inspiring actually and
[56:51]
exciting uh to see what what awaits us
[56:55]
um I just wanted to I I don't really
[56:58]
think I have questions but I just wanted
[57:00]
to make a note of some things that I was
[57:02]
very pleased to see um the vice Deputy
[57:06]
Mayor talked about the um emphasis from
[57:09]
the survey about
[57:12]
affordability and uh how we had an 85%
[57:16]
response rate from a very healthy
[57:19]
surveyed number um being in favor of
[57:22]
that and I that says a lot about our
[57:25]
community and our
[57:27]
generosity uh so that's that's great um
[57:30]
the emphasis upon accessibility
[57:33]
barrier-free
[57:34]
access um the emphasis upon um making
[57:40]
this a family Hub um youth programs with
[57:44]
teen kns and youth soccer and basketball
[57:47]
that's been something that we've heard I
[57:49]
think through our recreational Master
[57:51]
plans through the years that that's
[57:53]
something we're missing so that's really
[57:55]
wonderful see that as well as all of
[57:58]
these other um support activities social
[58:01]
activities um book clubs card games arts
[58:05]
and crafts the Community Kitchen uh
[58:07]
thing is a wonderful idea I know that
[58:10]
when um back when we had our um
[58:15]
affordable housing um task force that we
[58:19]
were working on and uh within the
[58:22]
homelessness
[58:23]
subcommittee um that came up at as
[58:26]
something that could be used as a
[58:29]
support um for uh you know not just sort
[58:33]
of recreational cooking but something
[58:36]
that could be a real support for the
[58:38]
community um so that's great to see as
[58:41]
well as that potential partnership with
[58:44]
the nii for STEM related
[58:46]
activities
[58:48]
um that is great and I agree with the
[58:50]
vice Deputy Mayor that if you if we can
[58:53]
somehow reach out on that cardiac rehab
[58:56]
program that would be a wonderful
[58:58]
addition because that's something I've
[58:59]
heard from residents as well uh thank
[59:01]
you again great report and um I really
[59:06]
hope that a lot of our residents will
[59:09]
take a look at it thank you thank
[59:13]
you important to to convey though that
[59:17]
some of the things that have been said
[59:19]
are ideas they're not they're not for
[59:21]
shures and certainly uh facilities um to
[59:25]
to enable some ideas are not necessarily
[59:28]
in the building um at this time I did
[59:31]
want to um I had a couple questions but
[59:33]
since the vice Deputy Mayor and
[59:35]
councelor Grace both mentioned the
[59:36]
Cardiac Care uh program there is um in
[59:40]
the draft on page 18 there is a comment
[59:43]
about the user group engagement campaign
[59:46]
and it is specific to Health Care
[59:49]
Providers and other thirdparty
[59:50]
organizations so um you know I hope that
[59:53]
you you have some success When You Reach
[59:55]
Out because um care close to home is a
[59:58]
very important idea and if we have a
[1:00:00]
nice facility um let's let's get people
[1:00:02]
in there for all kinds of different
[1:00:04]
reasons I had a couple of questions
[1:00:06]
though um I know that there's a a
[1:00:09]
position posting right now which is one
[1:00:10]
of the positions associated with um the
[1:00:14]
aquatics and Wellness
[1:00:15]
Center it talks about um land landbased
[1:00:19]
or land programming I can't remember the
[1:00:22]
exact expression are we going to think
[1:00:24]
about the the community comp has as a
[1:00:26]
single unit or um will there still be a
[1:00:30]
distinction with the ice side and then
[1:00:33]
the land side the land-based programming
[1:00:36]
side and the pool is it three separate
[1:00:38]
entities or will this this position
[1:00:40]
that's being um recruited for right now
[1:00:43]
when it talks about improving um
[1:00:45]
programming will they have some
[1:00:47]
engagement with improving potential um
[1:00:50]
Community programming associated with
[1:00:52]
the ice as
[1:00:54]
well I think think the position itself
[1:00:58]
will essentially fill the role that the
[1:01:01]
Aquatic supervisor currently fills
[1:01:03]
within so on the on the Aquatic Wet Side
[1:01:06]
we have the Aquatic supervisor um and
[1:01:09]
they take care of all of the programming
[1:01:11]
within that space so the Dryland side
[1:01:14]
the landbase side of the facility also
[1:01:17]
needs um support to provide those
[1:01:20]
operations I think there is opportunity
[1:01:23]
um to we want to create connections
[1:01:26]
within our facilities and make sure
[1:01:27]
we're uh maximizing how we're using
[1:01:30]
those spaces and if there's
[1:01:31]
opportunities for cross programming uh
[1:01:34]
for summer camps that use both the arena
[1:01:37]
and the Aquatic and Wellness Center I
[1:01:39]
think those are where we're really going
[1:01:40]
to look to see um opportunities to um
[1:01:44]
work together across our different
[1:01:45]
facilities that we offer but I don't see
[1:01:48]
the Aquatic and Wellness Center being
[1:01:50]
exclusive and clex being exclusive they
[1:01:53]
will operate in
[1:01:54]
Partnership I think it will work really
[1:01:56]
well to consider a cluster of activities
[1:01:59]
um since you mentioned day camps or
[1:02:01]
summer camps I there was a comment in
[1:02:03]
there about the intention to improve
[1:02:06]
enrollment or improve opportunity for 40
[1:02:08]
campers um how many my understanding
[1:02:12]
about our our camp program in the summer
[1:02:14]
was that it was provided by an outside
[1:02:16]
provider um but um how many how many
[1:02:19]
kids if you add 40 to a number that
[1:02:22]
exists how many children are we talking
[1:02:24]
about that potentially could be involved
[1:02:25]
with summer camps yeah uh so we do we
[1:02:28]
have offer camp in a couple of different
[1:02:30]
ways our traditional non-aquatic day
[1:02:33]
camps have been offered um half day
[1:02:35]
camps by a a thirdparty provider but we
[1:02:38]
also provide our own direct camp
[1:02:40]
programs through the Aquatic um program
[1:02:44]
and this year we actually increased our
[1:02:46]
camp spots by about 20 so we had about
[1:02:48]
64 campers per week in a variety of camp
[1:02:51]
programs especially Camp plus two um
[1:02:54]
more traditional day camps but they
[1:02:56]
would go into the pool daily so it if we
[1:02:59]
increase our traditional day camp by 40
[1:03:02]
campers um a week we'll be at around a
[1:03:04]
hundred spaces for
[1:03:06]
campers that's good I have um two more
[1:03:10]
um certainly I appreciate what the vice
[1:03:12]
Deputy Mayor said about um not giving
[1:03:14]
away too much but I I would just like to
[1:03:16]
encourage as the schedule starts to to
[1:03:19]
take some form um one of the challenges
[1:03:21]
that I see with with ice here is there
[1:03:24]
there's extremely limited times for
[1:03:26]
public access to skating um I don't know
[1:03:30]
exactly what's going on this year but
[1:03:31]
last year there was basically one hour
[1:03:34]
time in Southampton and one hour time in
[1:03:37]
Port algen at the Plex that the public
[1:03:40]
could get in to just go public skating
[1:03:41]
so I hope that um and and they were
[1:03:44]
sponsored so they weren't quote unquote
[1:03:45]
free they were with paid for by a
[1:03:47]
sponsor I hope that as we think about
[1:03:49]
the aquatics facility that we work in um
[1:03:53]
a nice number of public swim opport OPP
[1:03:55]
unities um there's sponsorship
[1:03:58]
opportunities there too but certainly um
[1:04:00]
the more public access to the building
[1:04:03]
um outside of organized membership
[1:04:06]
driven um things like Minor Sports and
[1:04:09]
and perhaps the breaker swim program
[1:04:11]
that sort of thing or lessons I think
[1:04:12]
that that would be a good good goal to
[1:04:14]
work towards my other my last question
[1:04:17]
is um your report is great um it
[1:04:20]
includes quite a few ideas um has to
[1:04:23]
follow up in terms of surveying and you
[1:04:26]
know asking questions to make sure that
[1:04:28]
there's satisfaction the one thing that
[1:04:30]
um I don't know how you do it but the
[1:04:31]
one thing that I would encourage is as
[1:04:33]
you think about that it's not just about
[1:04:36]
um the users of of the facility
[1:04:38]
taxpayers and sogging Shores are on the
[1:04:40]
hook for this facility for quite a few
[1:04:42]
years via their contributions to the
[1:04:44]
Legacy fund so um some sort of
[1:04:47]
opportunity um along the way to assess
[1:04:50]
Community satisfaction with with the
[1:04:52]
build um with the results of of um the
[1:04:56]
ideas that are coming out I think that
[1:04:58]
that will go a long way to um encourage
[1:05:00]
civic pride um because it's it's the
[1:05:03]
biggest investment in Recreation stuff
[1:05:06]
here ever and um taxpayers will not
[1:05:09]
necessarily be participants but
[1:05:11]
certainly they'll be contributing so if
[1:05:13]
there's a way to kind of get at their
[1:05:15]
satisfaction I think that that would be
[1:05:17]
a good thing too are there any other
[1:05:19]
comments by stuty
[1:05:22]
mayor thank you councelor stack sorry
[1:05:24]
it's okay I just had a quick question
[1:05:27]
about the risk analysis so I noticed in
[1:05:30]
in the report we're hinging a lot of our
[1:05:33]
financial stability for the for the
[1:05:36]
programming on membership then I also
[1:05:38]
noted that you sort of raise low uptake
[1:05:41]
on membership as a low like your level
[1:05:44]
of concern is low I assume that's
[1:05:47]
because you think the risk of the
[1:05:49]
membership is a low membership uptake is
[1:05:52]
that's correct okay and then just to
[1:05:55]
kind of close that out so are we putting
[1:05:58]
so we are we putting preemptive measures
[1:06:00]
in place early because I know you want
[1:06:02]
to start a recruitment Drive in I think
[1:06:05]
August next year this year July July
[1:06:08]
August will
[1:06:09]
be um a membership drive for 2025 so
[1:06:12]
July and August 2025 okay um I think my
[1:06:15]
only comment and like I defer to you but
[1:06:18]
I'm just worried about if we're saying
[1:06:20]
that 70% of our revenue is coming from
[1:06:23]
membership sales and that so read that
[1:06:25]
to say if we don't meet our Target
[1:06:27]
there's a significant like it's very
[1:06:28]
consequential right if there's at least
[1:06:30]
opportunity to consider whether an
[1:06:32]
earlier start to that like and I know
[1:06:34]
there are resourcing concerns but if
[1:06:35]
it's possible to start that drive a bit
[1:06:37]
earlier that would certainly give me a
[1:06:39]
bit more Comfort given like I said about
[1:06:41]
70 I think 70% is hinging there um and
[1:06:45]
then I just wanted to note a couple of
[1:06:46]
things I found interesting um so I
[1:06:48]
thought it was interesting that
[1:06:49]
basically the majority of respondents
[1:06:52]
want the facility open 9:00 a.m. to 10:
[1:06:55]
p.m.
[1:06:56]
so I I think it's about 48 to 50%
[1:06:58]
between those two time those three
[1:07:00]
chunks of time that you listed there um
[1:07:02]
so I'm hopeful we'll be able to meet
[1:07:04]
those needs because I think um I think
[1:07:06]
that's pretty important I know the gym I
[1:07:08]
go to is busy all the time so I'd expect
[1:07:10]
it would be similar there and then I
[1:07:12]
just had a very um silly question that I
[1:07:15]
couldn't I don't know if I was reading
[1:07:16]
too late last night what does dry land
[1:07:19]
activities mean so I will take the
[1:07:22]
recreation hat basically Dryland is
[1:07:25]
landbased or programs that happen
[1:07:27]
outside of the pool so anything not in
[1:07:29]
the
[1:07:32]
pool stuty mayor M yeah thank you Deputy
[1:07:35]
Mayor and two two two final comments and
[1:07:38]
questions one might be for the director
[1:07:40]
of community services and it's to do
[1:07:42]
with the potential for relocating of the
[1:07:44]
Hall of Fame and um bill streer was uh
[1:07:48]
here in this Council well I think in the
[1:07:50]
other building year year or so ago
[1:07:52]
longer and talked about he'd be willing
[1:07:54]
to sit with Rotary Club and other
[1:07:56]
organizations to to revamp take another
[1:07:59]
look at the hall of fame and there
[1:08:01]
there's probably going to be lots of
[1:08:02]
wall space there at the at the new
[1:08:04]
aquatic Wellness Center so any progress
[1:08:07]
being made on
[1:08:12]
that uh thank you for the question and
[1:08:14]
through you um Vice or Deputy Mayor um
[1:08:18]
we do have that uh Council will see that
[1:08:20]
presented through the business plan as a
[1:08:22]
future highlight that's coming up off
[1:08:25]
the top of my head right now I can't
[1:08:26]
remember if it's 25 or 26 uh that we're
[1:08:29]
going to look at uh the Hall of Fame
[1:08:31]
perfect thanks for that and uh um one of
[1:08:34]
the nice things I think with any
[1:08:37]
facility particularly a brand new
[1:08:38]
facility like this I was in one on the
[1:08:40]
weekend down in uh um down Fergus area
[1:08:43]
Mount Forest actually and a nice sitting
[1:08:45]
area for people sit down and congregate
[1:08:48]
meat have a coffee muffin canteen was
[1:08:50]
open and uh I see with the Aquatic
[1:08:53]
Wellness Center there's no provision for
[1:08:55]
a can
[1:08:56]
but they're they're you're talking about
[1:08:58]
perhaps the the Plex whoever operates
[1:09:00]
the Plex canteen um you know it could
[1:09:03]
spill over into into service in the pool
[1:09:05]
as well can you can you shed a little
[1:09:07]
more light on that why we decide not to
[1:09:10]
do a a canteen at the wellness center I
[1:09:14]
think in recognizing that the existing
[1:09:17]
canteen is located in the Plex and it is
[1:09:19]
connected to the Aquatic and Wellness
[1:09:21]
Center through that Corridor link um so
[1:09:24]
there were there's already a service um
[1:09:26]
available to be provided there I think
[1:09:29]
there's an opportunity to look at the
[1:09:30]
agreement that we have in that space and
[1:09:32]
maybe reimagine what it looks like in
[1:09:35]
order to uh provide some additional
[1:09:37]
Services there are sitting areas uh
[1:09:39]
within the design as well so there's a a
[1:09:42]
really nice sitting area outside of the
[1:09:44]
um Auditorium space just outside of the
[1:09:47]
glass where Community can gather and
[1:09:48]
then on the second level as well there's
[1:09:50]
going to be some seating areas that's
[1:09:52]
great it's good to see the break out
[1:09:54]
seting areas like that and so there are
[1:09:56]
will or are will be active discussions
[1:09:59]
around offering canteen services with
[1:10:01]
the current operator of the canteen to
[1:10:04]
expand that service and include the pool
[1:10:07]
so there there will be some discussions
[1:10:09]
we will yeah we will take a look at the
[1:10:10]
agreement and when it expires and how
[1:10:12]
that could that how it could
[1:10:17]
work councelor halin thank you Deputy

Mayor and through you uh just coming
[1:10:23]
back to your comments about ice time and
[1:10:27]
you know if we're looking at the Aquatic
[1:10:28]
and Wellness Center and the ice Al
[1:10:30]
together and everything like that um if
[1:10:32]
there were more opportunities for public
[1:10:34]
skating I know it is very competitive to
[1:10:37]
get a sponsorship for public skating I
[1:10:40]
mean people businesses are tripping over
[1:10:43]
themselves and snabb this up so I think
[1:10:46]
that there's more businesses and more
[1:10:48]
individuals out there that would sponsor
[1:10:51]
more free skating and free swimming as
[1:10:53]
well and that's something we could look
[1:10:55]
at expanding that with your new Aquatic
[1:10:56]
and wellness thank you
[1:11:00]

times too are there any other comments

um I'm sure that uh the manager would
[1:11:10]

us right now is that Council receive the
[1:11:19]
draft Aquatic and Wellness Center
[1:11:21]
operations and management plan report
[1:11:23]
for information all those in
[1:11:27]

you our next uh agenda item is relating
[1:11:34]
to um the introduction to proposed
[1:11:37]
levels of service for asset management
[1:11:39]
and I will ask the asset management
[1:11:42]
supervisor Jessica Rogers to come up to
[1:11:45]
the mic and she's going to introduce the
[1:11:47]
consultant thank you
[1:11:51]
Jessica uh thank you and through you
[1:11:53]
deputy mayor as outlined in our 2024
[1:11:57]
business plan the town is in the
[1:11:58]
beginning phases of a project to once
[1:12:01]
again update our amp to meet the 2025
[1:12:04]
requirements under the o
[1:12:24]
588-1714 public policy advice in the
[1:12:26]
areas of Municipal Finance development
[1:12:29]
planning demographic and economic
[1:12:31]
forecasting and real estate valuations
[1:12:34]
hemon's Municipal practice is extensive
[1:12:36]
and is anchored by professionals who
[1:12:39]
have considerable experience in both the
[1:12:41]
municipal environment and private sector
[1:12:44]
the staff includes um Finance
[1:12:46]
professionals planners demographers real
[1:12:48]
estate Specialists and
[1:12:50]
economics the objectives of this project
[1:12:52]
include identifying measurable levels of
[1:12:54]
service developing ing tools for
[1:12:56]
tracking these measures receiving
[1:12:58]
resident input through both an online
[1:13:00]
survey and a pic and crafting both asset
[1:13:03]
management and financial strategies I
[1:13:06]
will now hand it over to Christopher
[1:13:07]
belet and Andrew Marabella from hson
[1:13:10]
Consulting to provide more information
[1:13:12]
with regards to the proposed levels of
[1:13:14]
service as part of our long-term
[1:13:16]
business planning and how it relates to
[1:13:18]
the regulation
[1:13:26]
thank you uh members of council um just
[1:13:28]
to kind of start things off on some of
[1:13:30]
the topics for discussion uh we want to
[1:13:32]
go through and kind of Define asset
[1:13:34]
management and a quick overview uh for
[1:13:36]
municipalities um we want a a kind of
[1:13:39]
overview of the regulatory requirements
[1:13:41]
particularly or
[1:13:43]
58817 we're going to look at the town's
[1:13:45]
2024 Asset Management plan and the work
[1:13:47]
the Town has done already um in terms of
[1:13:49]
that level of service work as well as
[1:13:51]
the approach to the development of those
[1:13:53]
proposed levels of service some of those
[1:13:55]
next
[1:13:57]
steps so to kind of Define um asset
[1:14:00]
management for municipalities and and
[1:14:03]
sort of a simple perspective um asset
[1:14:05]
management is the process of maintaining
[1:14:07]
Assets in the most cost-effective way um
[1:14:09]
we want to make sure that we're
[1:14:11]
maximizing benefits to Residents uh
[1:14:13]
through the use of those assets we will
[1:14:15]
make make sure that we're managing risks
[1:14:17]
over the long term and as well ensuring
[1:14:19]
that the services are sustainable um and
[1:14:22]
affordable as well ensuring that through
[1:14:24]
uh through this uh sort of plan and as
[1:14:26]
well through through a longer term
[1:14:28]
planning
[1:14:30]
period um an overview uh municipalities
[1:14:33]
are responsible for ensuring
[1:14:34]
infrastructures planned built and
[1:14:36]
maintained in a sustainable way that
[1:14:38]
said the town has applied sound asset
[1:14:41]
management principles and processes to
[1:14:43]
date uh from hemon's opinion the town is
[1:14:45]
well ahead of many other municipalities
[1:14:48]
of similar size uh you've developed a
[1:14:50]
tenure Capital plan you have an
[1:14:52]
infrastructure Levy that you've
[1:14:53]
implemented so with that said you know
[1:14:55]
the asset management plan becomes a
[1:14:57]
useful tool for identifying um those
[1:15:00]
long-term infrastructure requirements
[1:15:03]
and planning how to manage those uh
[1:15:05]
requirements uh today or starting
[1:15:08]
today some objectives um the plan uh we
[1:15:11]
want to provide staff and Council
[1:15:13]
information to guide sustainable
[1:15:15]
infrastructure investment decisions so
[1:15:16]
we are building upon um the the uh the
[1:15:19]
work from 2024 plan uh moving forward we
[1:15:23]
want to make sure we're meeting those
[1:15:24]
requirements of Ontario regulation 58817
[1:15:27]
on the proposed level of service one
[1:15:29]
other important component here um is
[1:15:32]
having a readily available document to
[1:15:34]
support those um uh future Federal grant
[1:15:36]
applications and ccbf funding agreements
[1:15:39]
um as well that ask for that plan to be
[1:15:41]
submitted as part of those applications
[1:15:43]
and the amp has to consider all assets
[1:15:45]
owned by the town as well uh making sure
[1:15:47]
that we've included the core and noncore
[1:15:49]
assets and building upon that exercise
[1:15:51]
which the town has already done through
[1:15:52]
that 24 plan
[1:15:56]
um the line of side of asset management
[1:15:57]
planning is sort of the framework the
[1:15:59]
town um is utilizing in order to develop
[1:16:02]
uh the proposed level of service and as
[1:16:03]
well the the existing uh sort of asset
[1:16:06]
management plan it begins with uh the
[1:16:08]
vision of council and as well as Council
[1:16:10]
priorities those visions and those
[1:16:13]
priorities help inform the policy the
[1:16:15]
asset management policy that was
[1:16:17]
developed a few years back and as well
[1:16:19]
as the asset management plan itself and
[1:16:21]
ultimately that plan the intention is
[1:16:23]
that it helps and form those Capital
[1:16:26]
programs the operations and maintenance
[1:16:28]
budget and as well as any business plans
[1:16:29]
going forward and by no means is the
[1:16:31]
asset management plan intended to
[1:16:33]
replace those processes but it's it's
[1:16:35]
another tool in sort of the town's
[1:16:36]
Arsenal to help plan for those long-term
[1:16:39]
um asset obligations those last few
[1:16:42]
pieces on those on those budget pieces
[1:16:44]
will help inform the targets and the
[1:16:46]
level of service that's being uh
[1:16:48]
proposed as part of the exercise and as
[1:16:51]
well as in that reporting uh help in
[1:16:53]
that reporting of the levels of service
[1:16:56]
going
[1:16:57]
forward the timeline of the regulation
[1:17:01]
uh important to mention here that the
[1:17:02]
town is up to dat um in terms of Meeting
[1:17:06]
those regulatory requirements of the
[1:17:08]
asset management plan back in 19 was a
[1:17:10]
develop of the Strategic Asset
[1:17:11]
Management policy which the town has in
[1:17:13]
place and then in July 20 July 1st of 22
[1:17:17]
and then again in 24 was developing
[1:17:19]
those current levels of service for the
[1:17:21]
core assets and the non-core assets and
[1:17:23]
the core assets like I mentioned kind of
[1:17:25]
covering the roads water Wastewater
[1:17:27]
storm water Bridges and culs and so on
[1:17:29]
and those non-core assets being your
[1:17:30]
other asset categories uh things like
[1:17:32]
Vehicles equipment uh facilities and so
[1:17:35]
on so a good basis uh that the town has
[1:17:38]
uh from Meeting those requirements going
[1:17:40]
forward we want to meet the July 1st
[1:17:42]
2025 requirements that'll be the uh
[1:17:45]
development of the proposed levels of
[1:17:47]
service that that we are talking about
[1:17:49]
today and that'll be for July 1st 2025
[1:17:52]
and that process has already begun and
[1:17:54]
is isn't sort of moving forward um um
[1:17:57]
right
[1:17:58]
now some of the required elements of the
[1:18:01]
plan uh one important uh kind of
[1:18:03]
starting point is the state of local
[1:18:05]
infrastructure uh this this really
[1:18:07]
describes the the uh asset portfolio of
[1:18:10]
the town where are the assets what are
[1:18:12]
they worth what condition are they in um
[1:18:15]
what is the remaining service life and
[1:18:17]
so on and these are important inputs to
[1:18:19]
developing that level of service um the
[1:18:22]
any discussions on risks Associated to
[1:18:24]
the plan as well as determining the life
[1:18:26]
cycle activities and costs of
[1:18:28]
undertaking um all you know the work
[1:18:30]
that's proposed uh you know sort of
[1:18:32]
through the plan over the long term um
[1:18:34]
so you know that like I mentioned the
[1:18:35]
town has already developed that through
[1:18:37]
the 2024 Asset Management plan and those
[1:18:39]
will will be that will be the framework
[1:18:42]
and the starting point to help inform
[1:18:44]
the exercise on the proposed level of
[1:18:47]
service um municipalities are required
[1:18:49]
to report on those levels of service for
[1:18:51]
all those assets um you know like I
[1:18:53]
mentioned the town has already undergone
[1:18:55]
and undertaken that first uh sort of
[1:18:57]
Step of reporting on those current
[1:18:59]
levels of service and what that means is
[1:19:02]
um you know there is quite a bit of
[1:19:03]
information in the existing plan that we
[1:19:05]
can draw upon this represents this table
[1:19:08]
represents a snapshot of the current
[1:19:10]
level of service that the town already
[1:19:12]
put together uh these are not all the
[1:19:14]
levels of service this is just a
[1:19:15]
snapshot for illustration purposes but
[1:19:17]
what we wanted to point out is that the
[1:19:19]
basis for the levels of service will be
[1:19:21]
based on this uh you know the proposed
[1:19:23]
level of service will look to set
[1:19:25]
targets over the next 10e period or a
[1:19:27]
minimum 10year period for these types of
[1:19:30]
measures and these measures are going to
[1:19:31]
be informed over the next uh few months
[1:19:35]
uh through a variety or or different uh
[1:19:37]
sort of uh uh sets of part of the
[1:19:40]
process particularly in the consultation
[1:19:42]
and as well as analysis of the
[1:19:45]
budget this slide represents sort of
[1:19:47]
that process um we start off with a
[1:19:49]
review of the current level of service
[1:19:51]
um that's uh happening uh in the next
[1:19:53]
few days where sitting down with staff
[1:19:55]
in order to undertake uh some formal
[1:19:57]
workshops with staff to understand the
[1:19:59]
current level of service understanding
[1:20:01]
the data understanding the feasibility
[1:20:03]
of tracking those levels of service
[1:20:05]
along with them we'll look to develop
[1:20:07]
those proposed level of service targets
[1:20:09]
uh using uh sort of Staff knowledge the
[1:20:12]
existing documentation the asset
[1:20:14]
management plan the exit the the capital
[1:20:16]
budget the operating budgets and so on
[1:20:18]
but that'll lead into consultation with
[1:20:21]
uh or continued consultation with the
[1:20:23]
public and Council uh there there is a
[1:20:25]
consultation uh happening uh in the next
[1:20:28]
uh couple weeks with the public and
[1:20:29]
trying to gauge some of the sense uh
[1:20:32]
from the public on the level of service
[1:20:34]
provided uh of those assets and as well
[1:20:36]
as uh the process uh giving enough time
[1:20:39]
to provide Council uh the information
[1:20:42]
that needed in order to sort of be
[1:20:44]
informed on what those levels of service
[1:20:45]
are and getting the the feedback from
[1:20:47]
Council in order to move forward uh with
[1:20:50]
the plan and finally we want to make
[1:20:51]
sure we identify the cost to meet those
[1:20:53]
proposed levels of service and if there
[1:20:55]
are any risks Associated um to uh to the
[1:20:58]
plan and those costs will be largely
[1:21:00]
informed through the good work that the
[1:21:02]
town is already done including the
[1:21:03]
10year capital plan as a as a basis in
[1:21:06]
order to understand what those targets
[1:21:07]
could be based on that
[1:21:10]
plan um last sort of a few ideas here um
[1:21:14]
in understanding the uh life cycle
[1:21:16]
activities that support the level of
[1:21:18]
service so these are the activities that
[1:21:20]
we do on our assets or or as part of the
[1:21:22]
asset management best practices and in
[1:21:24]
order to maintain um the levels of
[1:21:26]
service the first one if you he being
[1:21:28]
non-infrastructure Solutions really
[1:21:30]
related to actions that the town may
[1:21:32]
take not necessarily not necessarily
[1:21:34]
related to direct work on assets but it
[1:21:36]
might be related to management of the
[1:21:38]
assets things like development of an
[1:21:40]
asset management plan or acquiring a new
[1:21:42]
piece of software to manage the
[1:21:43]
inventory the expansion activities more
[1:21:46]
traditionally related for municipalities
[1:21:48]
on the growth related infrastructure so
[1:21:51]
kind of those first round costs um of
[1:21:53]
growth related infr structure would
[1:21:55]
would be what we would call in the asset
[1:21:56]
management world is expansion activities
[1:21:59]
the maintenance activities more so
[1:22:01]
related to works on an ongoing basis to
[1:22:04]
maintain those assets typically captured
[1:22:06]
or mostly captured in the town's
[1:22:08]
operating budget and that includes
[1:22:10]
things like reactive maintenance you
[1:22:12]
know as an asset uh either breaks down
[1:22:14]
or requires immediate repair that's
[1:22:16]
addressed through the operating
[1:22:19]
budget on the uh uh sort of the last
[1:22:22]
three categories here we have renewal
[1:22:24]
Rehabilitation and replacement more so
[1:22:27]
related uh to the capital budget those
[1:22:29]
are your traditional type capital
[1:22:30]
projects renewal Rehabilitation more so
[1:22:33]
repair type uh um uh work things like
[1:22:36]
Road repavement or perhaps repairing
[1:22:38]
components um of a facility and the town
[1:22:41]
undertakes preventative maintenance
[1:22:43]
through the capital budget uh which
[1:22:45]
would include a combination of you know
[1:22:46]
renewal Rehabilitation or replacement as
[1:22:49]
determined as as sort of needed those
[1:22:51]
replacement activities are more so um uh
[1:22:54]
related to those likeforlike uh type
[1:22:56]
Replacements replacing your vehicles for
[1:22:59]
example or replacing a piece of
[1:23:00]
equipment and finally the disposal
[1:23:02]
activities any activity related uh to
[1:23:05]
disposing of an asset that may
[1:23:07]
necessarily have a cost and you know one
[1:23:09]
one important component here is that the
[1:23:11]
town is already aiming to move to a
[1:23:13]
larger share of preventative work um
[1:23:15]
over the next few years um in in in sort
[1:23:18]
of in a way in order to make sure that
[1:23:21]
uh that assets are continued to be
[1:23:22]
maintained sustainably and by no means
[1:23:25]
is um the the actions that are
[1:23:27]
represented here um represent actions
[1:23:29]
that the town already takes as part of
[1:23:30]
the capital budget these are just
[1:23:32]
categories that facilitate um the
[1:23:35]
exercise and developing that proposed
[1:23:36]
level of service and by no means is this
[1:23:39]
uh intended to rep replace the budget
[1:23:41]
process but it's a tool to help inform
[1:23:43]
that process um in the future as
[1:23:46]
well so in terms of next steps uh hamson
[1:23:49]
and stown staff have already initiated
[1:23:51]
the background work needed to develop
[1:23:52]
the proposed level of service so like I
[1:23:54]
mentioned in the next couple of weeks uh
[1:23:56]
there are workshops with staff in order
[1:23:57]
to be able to get more so the technical
[1:24:00]
information in order uh to develop those
[1:24:02]
measures uh there is a consultation
[1:24:04]
session with the public scheduled for
[1:24:06]
November 20th so that's uh sort of
[1:24:08]
coming up but with another session in
[1:24:10]
early 2025 to sort of gauge um The
[1:24:13]
public's uh opinion on some of those uh
[1:24:15]
sort of levels of service for some of
[1:24:17]
those assets a final report is expected
[1:24:19]
uh to cancel by the end of q1 2025 uh
[1:24:23]
and that is at the same time well in
[1:24:24]
advance of that regulatory requirement
[1:24:27]
of July 1st 2025 but at the same time
[1:24:30]
giving Council enough time and us coming
[1:24:32]
back to Council in order to present that
[1:24:34]
information and providing um enough time
[1:24:36]
for Council to have um a comment and
[1:24:39]
opinion on that for us to reflect in the
[1:24:41]
in the overall uh sort of
[1:24:44]
product uh with that said uh that
[1:24:46]
concludes uh the formal presentation and
[1:24:48]
I'd be happy to answer any questions you

um consultation process that you
[1:24:57]
mentioned on November the 20th that's
[1:24:59]
Wednesday November the 20th it's at 5:00
[1:25:01]
pm at the Bruce County Museum is that
[1:25:03]
correct that is correct thank you um we
[1:25:05]
have a recommendation um before us that
[1:25:08]
Council receive the introduction to
[1:25:10]
propose levels of service for Asset
[1:25:12]
Management um just to receive it for
[1:25:14]
information I'll open the floor for
[1:25:16]
questions or comments
[1:25:22]
now I have a couple
[1:25:27]
I wanted to ask um there was a a comment
[1:25:30]
on one of the slides and it's probably a
[1:25:32]
question for uh um perhaps the U manager
[1:25:36]
of engineering or or the um director of
[1:25:39]
development um there's a comment in
[1:25:41]
there that the bridge average condition
[1:25:44]
had an index number of 57 out of a 100
[1:25:48]
um that seems that it's just above
[1:25:51]
halfway um it was the one that kind of
[1:25:54]
was the most dramatic so I just would
[1:25:56]
appreciate a comment as to what that
[1:25:58]
means and and what it it uh represents
[1:26:01]
in terms of the future planning in in
[1:26:03]
terms of taking care of B
[1:26:05]
Bridges um through you Deputy Mayor and
[1:26:07]
I can answer a bit and provide other
[1:26:11]
answers if Rahul wants to step in as
[1:26:13]
well so um that number came from our
[1:26:16]
2022 Asset Management plan so it was
[1:26:19]
based on the um Bridge condition um
[1:26:22]
study that was done in that year um and
[1:26:25]
at that time we did have a couple
[1:26:27]
bridges that were closed so you have to
[1:26:29]
understand that those closed bridges
[1:26:30]
would have a condition index of zero
[1:26:32]
which would bring down our overall
[1:26:34]
average um we completed a Bridge
[1:26:38]
condition assessment um this year we
[1:26:41]
actually just received the report um so
[1:26:43]
in our next iteration of the asset
[1:26:45]
management plan we will be updating
[1:26:47]
these numbers and is likely we'll see an
[1:26:50]
improvement thank you the other one that
[1:26:52]
caught my eye was that um the unpaved
[1:26:55]
roads in our community were noted as
[1:26:57]
poor um same situation you've done
[1:27:01]
another um condition report and we can
[1:27:04]
expect to hear more yes um and through
[1:27:06]
you Deputy Mayor we completed a um
[1:27:09]
pavement condition Index this year as
[1:27:11]
well which will give us a better um
[1:27:13]
understanding of our pave roads um with
[1:27:16]
unpaved roads because they are gravel it
[1:27:18]
is relatively hard to actually come up
[1:27:21]
with a decent um condition reporting
[1:27:23]
system for those but I would expect that
[1:27:26]
we would see an improvement based on our
[1:27:27]
maintenance
[1:27:29]
strategies thank you and my apolog my
[1:27:32]
apology for suggesting that someone else
[1:27:34]
needed to answer questions you're you're
[1:27:36]
always very good yeah any anything else
[1:27:39]

[1:27:46]
that are closed and so uh I know we've
[1:27:48]
done some work on concession six bridge
[1:27:51]
and we've done some work on the county
[1:27:53]
road 17 Bridge
[1:27:55]
um but when we have those bridges closed
[1:27:58]
I'm hoping they stay in the plan for
[1:28:00]
future Rehabilitation so I don't really
[1:28:03]
see that number coming up with regards
[1:28:04]
to the uh gravel roads um we we did do a
[1:28:10]
uh a trial run I believe it was three
[1:28:12]
years ago on on Side Road uh 1819 where
[1:28:16]
it goes from the Town Line to one of our
[1:28:19]
new Bridges the newest bridge in SOI
[1:28:21]
Shores which is
[1:28:22]
the the name of it eludes me right at
[1:28:25]
the moment
[1:28:26]
um but we we uh we did a tar and chip
[1:28:30]
for half of the concession and left
[1:28:32]
gravel on the other half and I would
[1:28:34]
encourage all counselors if you're ever
[1:28:36]
taking a drive down to Paisley and Point
[1:28:39]
South to come around uh 1819 and drive
[1:28:43]
it right down to Across the new bridge
[1:28:45]
or to the Town Line and see the
[1:28:46]
difference between what three years of
[1:28:49]
tan chip compared to three years of
[1:28:52]
gravel looks like and it's remarkable
[1:28:54]
how well it stood up now that is a non
[1:28:58]
maintained Road in the wintertime so it
[1:29:00]
doesn't see snowplow use but I would say
[1:29:03]
that the condition of half of that road
[1:29:05]
is is very good and uh the other half
[1:29:09]
not so
[1:29:11]
good the CEO wants to comment yeah
[1:29:14]
through you madam chair I just would um
[1:29:17]
because we have a new director of
[1:29:18]
operations I'm just going to call his
[1:29:20]
attention to that piece that was part of
[1:29:22]
our business plan from two or three
[1:29:23]
years years ago that we probably do owe
[1:29:25]
a report back to counsil on the status
[1:29:28]
of that uh trial that we did on that
[1:29:30]
road so thank you for the
[1:29:33]
reminder any other comments councelor
[1:29:39]

hear in this report which is an
[1:29:45]
excellent report by the way and all my
[1:29:47]
questions have pretty well been answered
[1:29:51]
um we hear how well we're doing because
[1:29:55]
we're ahead of the game and of course
[1:29:58]
that reflects on the staff and I would
[1:30:00]
like to think to a certain extent on
[1:30:02]
Council as well but primarily on
[1:30:06]
staff um but they still say there's
[1:30:11]
hempson says there's still lots to do
[1:30:14]
and we have to we should get it done by
[1:30:16]
a certain date because the province says
[1:30:19]
we
[1:30:20]
should so my question is simple yes
[1:30:25]
no we aren't going to hear that we have
[1:30:27]
to add another staff member because of
[1:30:30]
this are
[1:30:32]
we uh through you Deputy Mayor no I I
[1:30:36]
don't think we're going to see um the
[1:30:38]
recommendation of adding staff to the
[1:30:40]
asset management GIS team um I think
[1:30:43]
what we're going to hear is um whether
[1:30:46]
or not we're on track to continue to
[1:30:49]
meet the goals that we as a town have in
[1:30:52]
terms of our assets
[1:30:55]
okay you said I don't think so you've
[1:30:57]
left it I mean I would love another
[1:31:00]
staff
[1:31:01]
member we'll get an additional comment
[1:31:03]
from the ceao yeah thank you through you

madam chair what you have in front of
[1:31:08]
you tonight is to look at what kind of
[1:31:10]
service levels we want to set as a
[1:31:12]
council for our assets it really doesn't
[1:31:14]
have to do with the Staffing that's
[1:31:16]
managing um that process and that
[1:31:19]
reporting to the province of Ontario um
[1:31:22]
so I I would offer that the two are a
[1:31:23]
bit dis connected uh counselor but we're
[1:31:26]
really looking at what service level you
[1:31:27]
want to set related to the assets that
[1:31:29]
you have in front of you the table that
[1:31:32]
was on the screen before I understand
[1:31:34]
that CAO but you see a report like this
[1:31:37]
and in your expertise and anybody else's
[1:31:40]
you can say oh we're going to need help
[1:31:42]
with this and I'm all I'm asking is has
[1:31:46]
that been thought of another staff
[1:31:49]
member to help with this I don't think
[1:31:52]
we need it but
[1:31:54]
through you madam chair I I'm guess I'm
[1:31:57]
trying to air quote around the this in
[1:31:59]
that statement counselor and the this is
[1:32:01]
really our assets so we had a a list up
[1:32:04]
on the screen there maybe it can be put
[1:32:06]
up there again but the variety of assets
[1:32:09]
that you see in front of you are managed
[1:32:11]
by multiple divisions within our
[1:32:13]
organization so throughout operations
[1:32:15]
engineering those various groups provide
[1:32:18]
the level of Maintenance that we want to
[1:32:20]
see on those assets so it really it's
[1:32:23]
hard to draw a direct line between
[1:32:25]
Staffing and the asset but we run um
[1:32:28]
Asset Management asset maintenance
[1:32:30]
across all of our divisions whether or
[1:32:32]
not that be a facility like the pool or
[1:32:34]
a road or a bridge so um this the
[1:32:38]
question directly to the asset
[1:32:39]
management team it is a group made up of
[1:32:42]
three members um that provide not only
[1:32:46]
asset management but GIS and again we
[1:32:48]
can see how far they are ahead in the
[1:32:50]
province of Ontario with the work
[1:32:52]
they're doing so there's no intent to
[1:32:53]
ask for additional staff but again I'm
[1:32:55]
just trying to put my finger quotes
[1:32:57]
around what you mean by this and again
[1:32:59]
we're talking about the level of service
[1:33:01]
related to the assets themselves and you
[1:33:04]
said what I wanted to
[1:33:06]
hear thank you and I didn't mean to put
[1:33:08]
you on the SP counc helping thank you
[1:33:11]
Deputy Mayor and through you uh how much
[1:33:13]
was this consultation fee for this
[1:33:16]
report that's in front of
[1:33:20]
us it it was a 20
[1:33:24]
one was
[1:33:25]
$20,000 yeah and it was part of the
[1:33:27]
business plan last year thank you well
[1:33:31]
the followup so how much will the whole
[1:33:34]
consultation end up costing 35,000 thank
[1:33:41]
you seeing no other comments the
[1:33:43]
recommendation is that Council receive
[1:33:45]
the introduction to proposed levels of
[1:33:47]
service for Asset Management report for
[1:33:49]
information all in
[1:33:50]
favor that's carried thank you very much

Jessica our next um item staff report is
[1:33:58]
about the Ontario community information
[1:34:01]
or sorry Ontario community
[1:34:03]
infrastructure fund oif update and we
[1:34:07]
will look to Daniel weter the Chief
[1:34:09]
Financial Officer treasurer for that
[1:34:11]
report I think Daniel's um on Zoom go
[1:34:14]
ahead Daniel yes I am thank you uh
[1:34:16]
acting mayor Huber uh this report
[1:34:19]
follows up on a July 2024 report upd and
[1:34:22]
Council on changes to the Ontario
[1:34:24]
community infrastructure fund
[1:34:26]
allocations for the town of sing Shores
[1:34:29]
at the time Council were informed of
[1:34:31]
changes to the methodology that resulted
[1:34:33]
in a maximum 15% decrease to the town's
[1:34:36]
2024 allocation the town has now
[1:34:40]
received its 2025 allocation which again
[1:34:43]
shows a maximum 15% decrease from last
[1:34:46]
year's the town has been working to
[1:34:48]
understand these changes throughout the
[1:34:50]
year and recently engaged Wellington
[1:34:52]
Dupont to assess assisting communication
[1:34:55]
with the ministry with Ministry of
[1:34:57]
infrastructure staff after extensive
[1:34:59]
efforts uh some responses have been
[1:35:02]
received from Ministry staff but there
[1:35:03]
is still uh Missing detail that would
[1:35:06]
help further explain causes of the
[1:35:08]
decrease uh separately uh Town staff
[1:35:11]
have
[1:35:12]
completed uh an analysis of the publicly
[1:35:15]
listed oif allocations amongst all
[1:35:18]
municipalities and this data has been
[1:35:21]
crucial in identifying that the impact
[1:35:22]
of the methodology
[1:35:24]
methodology change has not been limited
[1:35:26]
to this to the town of saging Shores uh
[1:35:30]
138 out of
[1:35:32]
426 re recipients uh saw a maximum 15%
[1:35:37]
decrease from their 2023 to their 2024
[1:35:41]
allocation and 89 recipients have also
[1:35:44]
seen a maximum 15% decrease from their
[1:35:48]
2024 to their
[1:35:51]
2025 allocation or sorry seen seeing a
[1:35:54]
maximum decrease in both of those
[1:35:56]
years uh so although exact reasons for
[1:36:00]
all of the exact reasons for the
[1:36:02]
decrease in the town's allocation are
[1:36:04]
not yet fully identified the previous
[1:36:07]
allocation methodology involved uh very
[1:36:10]
intricate calculations that were based
[1:36:13]
on financial information returns of
[1:36:16]
municipalities the estimates from that
[1:36:18]
data uh can vary significantly depending
[1:36:21]
on each mun municip Al's quality of data
[1:36:25]
their depreciation methods their
[1:36:28]
tangible Capital asset asset policies
[1:36:31]
and it's possible that previous
[1:36:32]
calculations for the town's
[1:36:34]
infrastructure may have been relatively
[1:36:37]
higher than the true infrastructure
[1:36:39]
values when compared to the change that
[1:36:43]
other municipalities saw in that
[1:36:45]
methodology change uh So based on the
[1:36:48]
most recent notice from The Province the
[1:36:50]
current projection for future o payments
[1:36:54]
uh is
[1:36:56]
74,000 that that's the end point that we
[1:36:59]
would reach in
[1:37:02]
20207 uh and that is approximately $1
[1:37:04]
million per year over the long term
[1:37:07]
lower than what was included in the 2024
[1:37:10]
business plan options to deal with this
[1:37:13]
funding issue will be included in the
[1:37:15]
2025 business plan for council's
[1:37:22]
consideration thank you very much much
[1:37:23]
Daniel um do we have any Vice Deputy
[1:37:27]
Mayor y thank you Deputy Mayor and just
[1:37:29]
so I'm clear Daniel um so when we when
[1:37:33]
we last heard the report I thought there
[1:37:35]
was going to be a a decrease of of one
[1:37:39]
one let me think here now it would have
[1:37:41]
been
[1:37:42]
74,000 um right now it's you're looking
[1:37:46]
at a decrease of 223,000 if if I got
[1:37:49]
that right that it's actually $500,000
[1:37:52]
lower than what what was anticipated is
[1:37:56]
that do I have that
[1:37:58]
right
[1:37:59]
the the original so our
[1:38:03]
2023 uh projection was a was
[1:38:06]
approximately 1.7 million or sorry our
[1:38:09]
original 2024 projection was about 1.7
[1:38:12]
million and that was based on our
[1:38:15]
historical uh our actual allocation in
[1:38:19]
2024 was just over 1.4 million and our
[1:38:24]
2025 allocation is just over 1.2 million
[1:38:28]
so yeah like to date we're down about
[1:38:31]
500,000 um but future years it's
[1:38:35]
anticipated that
[1:38:37]
uh that's that's good so I did
[1:38:39]
understand it correctly based from the
[1:38:42]
report in August this is $500,000 better
[1:38:45]
than what we anticipated
[1:38:48]
and no I'm got that right that's what I
[1:38:51]
meant down that's what I meant low did I
[1:38:53]
better I meant lower but in a better in
[1:38:56]
a better position than what was
[1:38:58]
anticipated in August
[1:39:00]
correct no it's uh it's no it's a it's a
[1:39:05]
decrease even from from July's report um
[1:39:09]
our allocation is show the 2025 notice
[1:39:13]
from The Province showed an even lower
[1:39:15]
amount than uh what we understood in
[1:39:18]
July okay the number we just looked
[1:39:21]
looked about 5 $500,000 different
[1:39:25]
different than what what we were told
[1:39:27]
back a few months ago that's what I
[1:39:30]
that's how I understood
[1:39:31]
it um but anyways um do this is this
[1:39:35]
number a new number reflected in the
[1:39:37]
2025 operating
[1:39:39]
budget it is reflected in the 2025
[1:39:43]
business plan uh and as stated in the
[1:39:47]
report there'll be options for Council
[1:39:49]
to consider um so it's included in the
[1:39:53]
in the business plan um but with
[1:39:57]
different ways of of
[1:39:59]
achieving um that funding
[1:40:03]

[1:40:14]
obviously this is disappointing and uh I
[1:40:18]
know we've been trying to get some
[1:40:21]
specific reasons about why this
[1:40:24]
is um
[1:40:26]
happening um is there anything we can do
[1:40:30]
to keep this from happening or are we
[1:40:34]
just destined uh is this a combination
[1:40:38]
of
[1:40:39]
our um perhaps a factor of our median
[1:40:43]
median household income
[1:40:46]
and um our existing infrastructure the
[1:40:50]
value of our existing infrastructure is
[1:40:53]
is there any any anything we can be
[1:40:55]
doing uh to keep this from
[1:41:00]
happening so I don't know if I can speak
[1:41:03]
to the full answer there in terms of
[1:41:06]
what can be done in terms of
[1:41:07]
communications with other levels of
[1:41:09]
government um in terms of the I want to
[1:41:12]
emphasize it is a Formula driven change
[1:41:16]
it is not a decision of the province or
[1:41:18]
a decision it is a Formula driven change
[1:41:22]
where there using they previously were
[1:41:26]
using assumptions based on historical
[1:41:29]
data and now they have uh moved to a
[1:41:33]
methodology that the attempt is to use
[1:41:37]
current self-reported data from
[1:41:40]
municipalities on how much
[1:41:41]
infrastructure that they have uh through
[1:41:44]
their Asset Management
[1:41:46]
plans um one of the important things to
[1:41:49]
note that that I've come across in this
[1:41:51]
is the the formula it's self attempts to
[1:41:55]
adjust for the infrastructure needs of
[1:41:57]
the
[1:41:57]
communities uh so rural communities that
[1:42:02]
have a lot of bridges and have a long a
[1:42:05]
lot of paved roads a lot of water sewer
[1:42:07]
infrastructure over long stretches um
[1:42:10]
are going to see relatively higher per
[1:42:13]
capita payments than urban areas uh and
[1:42:19]
that's not necessarily A change but as
[1:42:20]
they change the methodology
[1:42:23]
um the intent is that it's a truer
[1:42:26]
reflection of the infrastructure needs
[1:42:28]
of the community um so to answer your
[1:42:31]
question it it is a Formula driven thing
[1:42:33]
in terms of Engagement with other um
[1:42:37]
levels of of government um perhaps um
[1:42:41]
someone else may want to to comment on
[1:42:46]
that I don't see anybody else stepping
[1:42:49]
up to the plate but are the other
[1:42:53]
members of
[1:42:55]
council councelor
[1:42:57]
hin I'm not interested in answering that
[1:43:00]
question I have a different question
[1:43:01]
just to be
[1:43:02]
clear I I had a constituent ask me this
[1:43:06]
and I know I've asked this before why
[1:43:08]
are we using Wellington Dupont to talk
[1:43:11]
to the government like you know we're
[1:43:14]
they're their tier there's the
[1:43:16]
government you know we're a tier of
[1:43:19]
government why do we have to go through
[1:43:21]
a consultant to talk talk to the
[1:43:24]
government why are we doing that thank
[1:43:27]
you through you madam chair Wellington
[1:43:30]
Dupont was hired in order to help us
[1:43:32]
with Grant applications for various
[1:43:35]
infrastructure projects including the
[1:43:36]
Aquatic and Wellness Center as part of
[1:43:38]
that contract they've offered to elevate
[1:43:42]
um certain issues that we bring to the
[1:43:44]
table in addition to that work that
[1:43:45]
they're doing for us so after I I think
[1:43:49]
it would be fair to say Daniel after
[1:43:50]
several months of our finance team
[1:43:53]
trying to reach out to staff at the
[1:43:56]
ministry we felt it was important to
[1:43:58]
bring it to Wellington Dupont which
[1:44:00]
allows us to elevate it to the
[1:44:01]
ministerial level so we're talking now
[1:44:03]
to the minister through them as opposed
[1:44:05]
to staff to staff so we're trying we're
[1:44:07]
trying to elevate it to a political
[1:44:09]
issue so it's the same as you would see
[1:44:12]
in the work that we do in our advocacy
[1:44:14]
when we go to Roma and so that is one of
[1:44:16]
the things that we've highlighted this
[1:44:18]
year to take to Roma is a discussion on
[1:44:20]
the ocif funding and what's happening to
[1:44:22]
the town of sing shes through that new
[1:44:24]
formula as Daniel
[1:44:26]
described yeah uh so I'll add on to that
[1:44:29]
I working with um Ministry staff prior
[1:44:32]
to the engagement of Wellington Dupont
[1:44:34]
was certainly um uh
[1:44:38]
frustrating process I I think it was
[1:44:40]
helpful to get the attention of The
[1:44:41]
Minister's office and um I want to re
[1:44:45]
redo on my response in terms of whether
[1:44:47]
anything can be done I I'll just say
[1:44:49]
that I don't necessarily believe
[1:44:51]
anything can be
[1:44:53]
uh done to change the formula uh we are
[1:44:56]
working with uh the asset management
[1:44:58]
team to ensure that we are reporting as
[1:45:00]
much infrastructure through the
[1:45:02]
self-reported template as possible so as
[1:45:04]
um as staff uh from a finance and asset
[1:45:07]
management perspective we will be trying
[1:45:10]
to ensure full accurate data that um
[1:45:15]
give uh gives us the best opportunity
[1:45:18]
for the formula to reflect uh payment
[1:45:21]
towards our infrastructure needs
[1:45:26]

M thank you Deputy Mayor
[1:45:30]
um I watched an interview with the
[1:45:33]
minister of finance a few days ago uh
[1:45:37]
interviewed by uh Steve pacon who does a
[1:45:40]
great interview by the way um and and
[1:45:42]
they were talking about the financial
[1:45:44]
situation in Ontario and and he was
[1:45:46]
describing to the interviewer how
[1:45:50]
wonderful and Rosy the situation is in
[1:45:52]
Ontario and and then in fact we're on
[1:45:55]
the way within maybe two years of having
[1:45:58]
a balanced budget in Ontario and and the
[1:46:01]
the news was so good that they're uh
[1:46:03]
they're planning on giving a a check of
[1:46:05]
$200 to every man woman and child in
[1:46:08]
Ontario next year but it's not to buy
[1:46:11]
votes they made that quite clear it's
[1:46:12]
not to buy votes but um I would think I
[1:46:16]
I hope that at Roma we get a chance to
[1:46:18]
and I'm sure there'll be other
[1:46:19]
municipalities all looks like half that
[1:46:23]
have had decreases in this ocif funding
[1:46:26]
we'll we'll try and make the point and
[1:46:27]
if I get the chance I'll get up to the
[1:46:29]
microphone and make the point also that
[1:46:31]
um you know sending out checks for
[1:46:34]
$200 to people who are not expecting it
[1:46:36]
or or in in some cases people who don't
[1:46:39]
need it in a lot of cases like I don't
[1:46:41]
think $200 is going to change my
[1:46:44]
lifestyle in any way substantially or
[1:46:46]
not um but they're they're choosing to
[1:46:49]
do that with this money as opposed to
[1:46:51]
reinvesting the money into good things
[1:46:54]
like roads and bridges and
[1:46:56]
infrastructure in in our community so um
[1:46:58]
I was going to suggest maybe that we
[1:47:00]
write a letter to the minister but I
[1:47:01]
think we're only a little way ways away
[1:47:03]
from Roma and I'm sure this is going to
[1:47:05]
be a Hot Topic during that conference so
[1:47:08]
I'm looking forward to attending Roma
[1:47:10]
and bringing that message to the
[1:47:11]
minister uh Peter bethan BBY that we're
[1:47:17]
not particularly uh thrilled with these
[1:47:20]
cutbacks and and we can see a trend and
[1:47:22]
the trend is is not good even though
[1:47:23]
they're partic they're anticipating
[1:47:25]
Trends in the opposite direction so
[1:47:28]

wasn't too long ago and no one's
[1:47:39]
mentioned it this evening that our MPP
[1:47:43]

contacted in any shape or form and uh we
[1:47:51]
had her here not too long ago go for a
[1:47:54]
luncheon and uh we told her about our
[1:47:58]
concerns she took those concerns with
[1:48:01]
her um exactly how much was done I don't
[1:48:04]
know but at least we went up one level
[1:48:08]
and I would like to uh
[1:48:12]
suggest that we do the same thing again
[1:48:15]
and have uh Lisa Thompson back and this
[1:48:19]
could be one of the uh issues although
[1:48:23]
it's based on formula as Dan says
[1:48:25]
there's probably too much that can be
[1:48:26]
done with it but that doesn't mean we
[1:48:29]
shouldn't be able to get a detailed
[1:48:32]
response uh from the ministry
[1:48:35]
staff um they work for us like they work
[1:48:39]
for the
[1:48:39]
minister and uh we're entitled to that
[1:48:42]
even though we know it's going to say
[1:48:45]
here's why you can't have any more money
[1:48:49]
but we need to involve I think Lisa
[1:48:52]
Thompson
[1:48:54]
because she is a member of the
[1:48:56]
government and has that inside track so
[1:48:59]
that's what I'm suggesting tonight thank
[1:49:03]
you through you Deputy Mayor thank you
[1:49:05]
for that suggestion and we will take
[1:49:07]
that feedback and extend an invitation
[1:49:09]
to Lisa Thompson to attend a meeting
[1:49:11]
with Council to hear Sing shor's
[1:49:15]
issues councelor
[1:49:17]
stack thank you if I could add perhaps
[1:49:19]
we could invite her specifically with a
[1:49:22]
specific item itemized list and then we
[1:49:24]
can advise the public whether she's
[1:49:26]
willing or not to engage in that
[1:49:28]
discussion with us because I've noticed
[1:49:29]
you know we have no issues getting
[1:49:31]
Representatives here when we're
[1:49:33]
celebrating and recognizing the
[1:49:35]
community which is really important but
[1:49:37]
there's more to being our representative
[1:49:39]
whether it's in the legislature or in
[1:49:40]
Parliament than coming here to celebrate
[1:49:42]
I'd like them to be able to sort of
[1:49:45]
infor provide us with face-to-face
[1:49:47]
discussion as to why these decisions are
[1:49:49]
being made because this is a community
[1:49:51]
that votes for them all the time
[1:49:54]
through you Deputy Mayor not that I want
[1:49:56]
to be in a position to defend our member
[1:49:59]
of of parliament I think that's up to
[1:50:00]
her but I will offer that um Lisa
[1:50:03]
Thompson is very supportive of us when
[1:50:06]
we attend Roma and Amo she often attends
[1:50:09]
the town's delegations with us on behalf
[1:50:11]
of um as our representative attends with
[1:50:14]
those ministers she is very engaged we
[1:50:17]
do interact with her staff quite
[1:50:19]
frequently and bring forward all every
[1:50:21]
grant that we apply for every issue that
[1:50:23]
we have does go across her desk so I
[1:50:25]
will just offer that but we will extend
[1:50:27]
the invitation to her and I'm happy to
[1:50:29]
prepare an agenda for that
[1:50:33]
meeting councelor
[1:50:36]
hin through you mayor Deputy Mayor if we
[1:50:39]
have such good access how come we have
[1:50:41]
to hire Willington Dupont to give us
[1:50:44]
access to the Ministries
[1:50:53]
through through you madam chair I don't
[1:50:54]
know that I can offer any more than I
[1:50:55]
said with my last answer uh we have
[1:50:58]
access to our
[1:51:00]
MPP uh the provincial government is is a
[1:51:03]
large organization I don't know how big
[1:51:05]
it is I could Google it but there are
[1:51:07]
many ministers many ministers staff it
[1:51:10]
is highly complex we did not hire
[1:51:13]
Wellington Dupont to move forward
[1:51:15]
discussions on ocf we hired them in
[1:51:17]
order to advance our funding
[1:51:19]
applications they offered to help us on
[1:51:22]
this because we were hitting such a wall
[1:51:24]
with um interactions with staff as you
[1:51:26]
heard from our staff they tried for
[1:51:27]
several months could not get answers so
[1:51:30]
we decided it would be relevant to um
[1:51:33]
elevate it to the minister
[1:51:38]
level councelor hin okay I I think
[1:51:42]
there's something wrong in the system
[1:51:44]
when we have to spend taxpayers money to
[1:51:47]
talk to the next level of government
[1:51:49]

while I agree with councelor hlin I we
[1:51:55]
recognize that this is not the to the
[1:51:58]
town staff or the cao's issue you're
[1:52:00]
responding to the realities of the
[1:52:02]
political system and so at least from my

end I'm not suggesting that the staff is
[1:52:07]
the issue it's a frustrating process and
[1:52:10]
I think I just wanted to recognize
[1:52:13]
that well I want to thank Daniel for um
[1:52:16]
both in his written report and his
[1:52:18]
verbal com comments doing a pretty good
[1:52:21]
job at explaining a vinal formula that
[1:52:24]
doesn't make a whole lot of sense when
[1:52:25]
you start to put the component parts
[1:52:27]
together but the way you describe it
[1:52:29]
helps us understand there is a
[1:52:30]
recommendation before us that Council
[1:52:32]
receive the Ontario community
[1:52:34]
infrastructure fund ocif update report
[1:52:37]
for information all those in favor
[1:52:40]
that's carried we have um five items on
[1:52:43]
the communications
[1:52:46]
agenda any member wish to speak to

of Municipal counselors Vice Deputy
[1:54:05]
Mayor yeah thank you
[1:54:09]
um Deputy Mayor and I I just uh want to
[1:54:13]
congratulate all those who helped with
[1:54:14]
the food bank um last Last Friday the
[1:54:17]
day after Halloween I went over to the
[1:54:19]
boat house and made my my cash to ation
[1:54:22]
and thank the volunteers for all their
[1:54:25]
good work that they were doing that day
[1:54:26]
boy they were taking in a a ton of uh of
[1:54:29]
canned goods so it was really good to
[1:54:31]
see
[1:54:33]
um November is um is is an important
[1:54:38]
month in that uh men men across Canada
[1:54:43]
will be growing a mustache in support of
[1:54:46]
um raising awareness and funds for for
[1:54:50]
Men's Health especially prostate cancer
[1:54:53]
testic cancer mental health and suicide
[1:54:57]
prevention and I just want to throw this
[1:55:00]
out there to the community that and to
[1:55:02]
all men and news media who covering this
[1:55:06]
meeting tonight that
[1:55:09]
um early detection through routine blood
[1:55:13]
work can help save a father a son a
[1:55:17]
friend a partner and a man's life and um
[1:55:22]
if you're approach to make a donation to
[1:55:25]
to a volunteer tax deductible make that
[1:55:29]
donation and uh in support of raising
[1:55:31]
awareness for for prostate cancer and
[1:55:36]
uh I'll just leave it at

550 uh people involved in that and

despite the fact that the weather closed

in about halfway through um it was uh it
[1:56:17]
was something that has been established
[1:56:20]
now I think as a wonderful tradition a
[1:56:23]
wonderful Community tradition that um is
[1:56:27]
really terrific for our our children and
[1:56:30]
uh their fam and the families and I also
[1:56:33]
want to thank all of the local
[1:56:34]
businesses Who provided
[1:56:36]
trick-or-treating opportunities for
[1:56:39]
families on the weekend throughout our
[1:56:41]
downtowns um you're very busy and it was
[1:56:44]
very generous of you to provide that
[1:56:46]
opportunity as
[1:56:48]
well um I wanted to remind people that
[1:56:51]
the community dinners at St Paul's
[1:56:53]
Anglican Church have started again they
[1:56:56]
started in
[1:56:57]
October and they are held on the second
[1:57:00]
and fourth Wednesday of each month
[1:57:03]
October to May from 5: to
[1:57:05]
6:15 uh p.m and uh I know some has been
[1:57:10]
said about the uh human
[1:57:12]
trafficking um event that was held at
[1:57:15]
Faith Lutheran church so I want to thank
[1:57:18]
Faith Lutheran Church for hosting that
[1:57:20]
event over 200 50 people there organized
[1:57:24]
by Aon zorzy in the port Elgen
[1:57:27]
rotary and
[1:57:29]
um you know it it it was um fantastic to
[1:57:35]
see our sogging Shores police leadership
[1:57:39]
in this and I'm very grateful to all of
[1:57:42]
our social
[1:57:44]
services uh who attended that and uh
[1:57:47]
spoke on the panel discussion thank you
[1:57:52]

Symposium right here as a matter of fact

grade when they they were talking but um
[1:58:25]
I was happy to see our Deputy Mayor
[1:58:28]
bring it back down to local with a with
[1:58:30]
a question about local because it was
[1:58:33]
getting way out there I had gone because
[1:58:36]
I'd hoped this the Southampton Bia
[1:58:40]
members would be there but it was the
[1:58:42]
wrong time for them 8:00 am to 11:00 am
[1:58:46]
they may have found it interesting and
[1:58:48]
then on um November 5th I did it attend
[1:58:52]
the AGM of the Bia some great comments
[1:58:57]
come out of that meeting I thought it
[1:59:00]
was well handled again our deputy mayor
[1:59:02]
was there as was uh councelor Cheryl
[1:59:05]
Grace and uh there were some great news
[1:59:08]
come out of there and uh we'll share
[1:59:11]
that I guess with Council on November
[1:59:15]
25th is it okay and then
[1:59:19]
finally the winter hawks aren doing so
[1:59:23]
great they're they're having a problem

here winning and I think the problem is
[1:59:28]
us the fans we've got to show more

support so they're on the road for a

couple of things on behalf of the mayor
[2:00:45]
and a few things on behalf of myself but

I just wanted to comment um that I very
[2:00:49]
much appreciated um the interactions I
[2:00:52]
had with both the director of Public
[2:00:53]
Works and with the fire chief who um I
[2:00:57]
had occasion to ask them questions or
[2:00:59]
have them be close enough to offer um
[2:01:02]
support if needed uh at various events
[2:01:04]
around the community so thank you to
[2:01:06]
both um Mark and Ed um I was at the
[2:01:09]
economic development um activity here at
[2:01:12]
the nii with RBC and the nuclear
[2:01:14]
Innovation Institute and Bruce Power um
[2:01:16]
what I will say is that um at that
[2:01:19]
meeting I met Agnes whose last name
[2:01:21]
escapes but Agnes is now the full-time
[2:01:24]
manager of the RBC location in sogging
[2:01:27]
Shores that's a real win for us um
[2:01:30]
because we did use to share um a manager
[2:01:33]
with with another location so Agnes is
[2:01:35]
here full-time very excited about that
[2:01:38]
um councelor Grace and I um attended a a
[2:01:41]
a little TBL talk uh Town Hall kind of
[2:01:44]
meeting at Hampton Court we had a a I
[2:01:47]
don't know if we were the captive
[2:01:48]
audience or they were the captive
[2:01:50]
audience but we uh we sat down with a
[2:01:52]
group of uh women there and just shot
[2:01:55]
the breeze about all kinds of things
[2:01:56]
going on in town and and um the first
[2:01:59]
thing that came up was the condition of
[2:02:01]
sidewalks um so they they get out and
[2:02:03]
about so U we we look forward to doing
[2:02:06]
that in the future if anybody else wants
[2:02:07]
to join I I try and do that a couple
[2:02:09]
times uh each year I went to the Bruce
[2:02:11]
County Historical Society AGM and one of
[2:02:14]
the um topics there or the speaker there
[2:02:17]
were the two filmmakers um Evan and
[2:02:21]
Ivonne who are um involved with what's
[2:02:24]
the name of their company oh my gosh I
[2:02:25]
forgotten it but anyway they're they're
[2:02:27]
the um pair that did the documentary
[2:02:30]
series The three-part series The Bruce
[2:02:32]
their current series that's out there
[2:02:34]
right now is called all too clear it was
[2:02:36]
broadcast on TVO over three Saturdays
[2:02:39]
you can see it on YouTube though it's
[2:02:41]
fascinating they had at the AGM the
[2:02:44]
little underwater drone and I say little
[2:02:46]
it's it's quite small but when you see
[2:02:49]
the documentary the footage is just it's
[2:02:51]
it's you know James Cameron going down
[2:02:53]
to the Titanic it's it's amazing footage
[2:02:56]
um of what's going on in the Great Lakes
[2:02:58]
um setting up challenges opportunities
[2:03:01]
and it's very inspiring to see um The
[2:03:04]
Return of lake trout among other things
[2:03:06]
and if you've ever wanted to know um how
[2:03:09]
fish really get it on there's some of
[2:03:12]
that footage in there too um you can you
[2:03:14]
can watch it on YouTube I went to
[2:03:17]
Southport um Church um was a week ago
[2:03:21]
now they had a television crew there
[2:03:23]
from the yes TV network um the church is
[2:03:26]
involved in a number of of um activities
[2:03:29]
but there's a um a prayer Network that
[2:03:31]
they're very involved with so yes TV was
[2:03:35]
there doing some filming they were out
[2:03:37]
and around um so shores as well so um I
[2:03:40]
was able to participate in their their
[2:03:42]
program um I believe it's going to be on
[2:03:45]
yes TV the first or second week of
[2:03:47]
December um I'll try and get that
[2:03:49]
information and maybe it can be shared
[2:03:52]
I went to the South uh Hampton Bia GM as
[2:03:56]
uh councelor D divinsky mentioned I also
[2:03:58]
went to the port algen Bia meeting last
[2:04:00]
week and councelor stack mentioned
[2:04:02]
Shoppers night um at the that Bia
[2:04:04]
meeting they also talked a little bit
[2:04:06]
about the success of the market um
[2:04:08]
exercise last summer and the um
[2:04:12]
potential for possible expansion next
[2:04:14]
year so I I assume we'll we'll hear from
[2:04:16]
them soon um couple of the the bigger
[2:04:20]
things that I did um perhaps
[2:04:22]
where I got to go to County Council
[2:04:23]
again last uh Thursday and it was um
[2:04:27]
always it's always an interesting um
[2:04:29]
experience but they were talking about
[2:04:31]
their budget so it was a good sort of
[2:04:33]
preamble to our own uh business planning
[2:04:35]
budget meetings coming up and um it was
[2:04:39]
certainly um helpful I guess to me to
[2:04:42]
understand just the reach that the
[2:04:44]
county has into sing Shores so if you
[2:04:46]
haven't ever looked at the Bruce County
[2:04:47]
budget um there's a lot of elements that
[2:04:50]
touch on on what goes on here in so
[2:04:51]
Shores I also went down to Bruce Power
[2:04:55]
last Friday the CEO was also there for
[2:04:57]
the announcement about um the the
[2:05:00]
minister of energy was there Steven
[2:05:01]
leche and Lisa Thompson was there as
[2:05:03]
well and um and also Rick buers there
[2:05:08]
was an announcement about how isotope
[2:05:10]
manufacturing will be taking place right
[2:05:13]
here in Bruce County we will no longer
[2:05:15]
have to send off Material off to Germany
[2:05:18]
to have it um created or or produced
[2:05:20]
into a product that can then be used for
[2:05:23]
cancer U treatments um that facility um
[2:05:26]
will now be available in Bruce County
[2:05:28]
they didn't say where but Bruce county
[2:05:30]
is much closer than Germany they also
[2:05:32]
said that uh unit 4 was about to start
[2:05:34]
being refurbished in March um I
[2:05:37]
continued on on Friday to County Road 19
[2:05:41]
um where there was a plaque unveiling
[2:05:43]
which commemorated the route that
[2:05:45]
soldiers took um in
[2:05:47]
1916 from Walkerton to Chesley and back
[2:05:51]
a mar Mar that they made they marched
[2:05:52]
from Walkerton to Chesley to receive
[2:05:54]
their colors it was the 160th Bruce
[2:05:57]
Bruce Battalion they received their
[2:05:59]
colors in Chesley from the premier at
[2:06:01]
the time heern and then marched back to
[2:06:03]
Walkerton that stretch of road is now
[2:06:05]
named the highway for peace and their
[2:06:07]
signage up I did want to end by saying
[2:06:10]
um that um many of us were at
[2:06:12]
Remembrance Day services today um at
[2:06:14]
both port algen and the Southampton
[2:06:16]
Senate halfs and it was good to have the
[2:06:18]
involvement of of uh our own fire fire
[2:06:21]
uh Fighters at those events and also the
[2:06:23]
police were at at both events as well
[2:06:26]
and if I could ask um I know that
[2:06:28]
there's um a public engagement
[2:06:30]
opportunity right now associated with
[2:06:32]
the business plan um Can someone just
[2:06:35]
comment on um what the timeline is for
[2:06:37]
that I I just can't remember when the
[2:06:39]
closing date is for the public to make
[2:06:41]

committee final report if we move that

um ahead of um or right after we do the

um Amendment which is the addition to

acceptance of moving that

committee and she would like to speak to

this

[2:22:11]
allowing us to move this up I know that
[2:22:14]
uh we have one member of the public in
[2:22:17]
the in the audience and we have uh I
[2:22:20]
think me members of the committee also
[2:22:22]
at home who are watching and I'm sure
[2:22:24]
they'd appreciate this being moved up
[2:22:27]
I'm pleased to report that the
[2:22:28]
environmental ad hoc committee has
[2:22:30]
completed its assigned mandate and is
[2:22:33]
presenting the attached report and
[2:22:35]
supporting subcomittee
[2:22:37]
reports as a reminder for all our charge
[2:22:40]
grew out of the work of the
[2:22:42]
2021 environmental stewardship ad hoc
[2:22:46]
advisory committee which presented its
[2:22:48]
final report to council in February of
[2:22:52]
2022 from this report this year's
[2:22:55]
committee was asked to do further work
[2:22:57]
to support council's Direction regarding
[2:23:00]
the creation of a sogging Shores climate
[2:23:02]
action plan and an urban tree canaby
[2:23:06]
plan and as well as a process for
[2:23:09]
establishing an annual environmental
[2:23:11]
stewardship award and improving
[2:23:13]
Community awareness and engagement in
[2:23:16]
environmental issues I want to thank the
[2:23:19]
members uh the committee members for
[2:23:21]
their hard work and contributions in
[2:23:23]
completing this project odet bartnicki
[2:23:27]

regarding developing a soggy Shores
[2:23:54]
climate action plan our research makes
[2:23:57]
clear the importance of taking action to
[2:24:00]
increase increase climate resilience now
[2:24:03]
to prevent greater costs in the future
[2:24:06]
suggesting research suggests that every
[2:24:09]
$1 invested in prevention and
[2:24:12]
preparation can save up to $15 in future
[2:24:16]
costs this includes evidence that
[2:24:18]
sharply increasing municipal insurance
[2:24:20]
rates can be lowered by ensuring that
[2:24:24]
Municipal infrastructure is climate
[2:24:26]
resilient the committee is recommending
[2:24:29]
that the municipality join the partners
[2:24:31]
for climate Protection Program which is
[2:24:34]
affiliated with the Federation of canadi
[2:24:37]
Canadian
[2:24:38]
municipalities this program provides
[2:24:40]
many resources to support climate action
[2:24:44]
and environmental
[2:24:46]
sustainability joining has no initial
[2:24:48]
cost although preparing ing a climate
[2:24:51]
action plan will have a cost how much
[2:24:54]
depends on whether outside expertise
[2:24:56]
needs to be
[2:24:58]
hired very importantly there is also a
[2:25:01]
much greater grant funding availability
[2:25:04]
for municipalities with climate
[2:25:06]
adaptation plans through programs like
[2:25:09]
infrastructure
[2:25:10]
Canada's green Municipal
[2:25:13]
fund to Pro promote and create awareness
[2:25:16]
of the environment the committee
[2:25:18]
recommends establishing an annually
[2:25:20]
appointed ad hoc environmental Community
[2:25:24]
engagement committee this committee
[2:25:26]
would support staff and reduce costs by
[2:25:29]
promoting environmental sustainability
[2:25:31]
through events and an environmental
[2:25:34]
Champion Awards program recognizing
[2:25:37]
household individual and business-based
[2:25:40]
sustainable practices through public
[2:25:43]
events and an awards program or an
[2:25:46]
integral part of devel developing
[2:25:48]
CommunityWide and environmental
[2:25:51]
sustainability the committee supports
[2:25:54]
the draft Urban Tree canopy plan and its
[2:25:57]
recommendations including some of these
[2:25:59]
additional
[2:26:00]
recommendations focus on protecting and
[2:26:02]
growing the municipal tree canopy
[2:26:05]
through planting maintenance public
[2:26:08]
education and active enforcement to
[2:26:11]
protect Municipal trees and plants from
[2:26:14]
illegal
[2:26:15]
interference regarding trees on
[2:26:17]
privately owned lands we recommend
[2:26:20]
develop developing canopy protection at
[2:26:23]
the level of wood lots and significant
[2:26:26]
Woodlands for individual trees on
[2:26:29]
smaller Lots focus on preservation
[2:26:33]
education and incentivization through
[2:26:36]
expanding subsidized tree planting
[2:26:39]
program uh programs I should say uh and
[2:26:43]
also encourage public engagement and
[2:26:45]
increased data collection through the
[2:26:48]
development of a citizen scientist type
[2:26:50]
reporting system on the numbers of
[2:26:53]
private trees including significant
[2:26:55]
trees in conclusion the committee
[2:26:58]
believes that no municipality is too
[2:27:00]
small nor is it too early to create and
[2:27:04]
Implement a climate action plan and
[2:27:06]
improve its level of environmental
[2:27:09]
sustainability our town has already
[2:27:11]
implemented some changes to work towards
[2:27:14]
this the work of the environmental ad
[2:27:17]
hoc committee has demonstrated that
[2:27:19]
Community involved ment support from
[2:27:22]
Municipal leaders and providing
[2:27:24]
opportunities for climate action will
[2:27:26]
create a more sustainable sogging Shores
[2:27:29]

information the council approved the

capital budget pre-approval report dated

October 28th 20124 totaling 2,

which uh the recommendation is that

Council endorse the resolution from the
[3:33:29]
town of Bradford West willberry

regarding the Ontario deposit return

program and that this resolution be

circulated to Premier Doug Ford the
[3:33:39]
Minister of Finance
[3:33:42]
