[2:03]
months
[2:07]
it's great it looks good well thanks for
[2:10]
being here the agenda has been properly
[2:12]
noticed it has
[2:16]
stopped second
[2:23]
we will skip around a little bit we're
[2:25]
going to go to the Special Report first
[2:28]
with fire
[2:30]
annual fire uh report and then we'll go
[2:33]
down to the resolution on the mutual Aid
[2:35]
box alarm system agreement
[2:38]
but everything else should follow in
[2:40]
order
[2:43]
so with those notes all in favor signify
[2:45]
for saying aye all right those
[2:48]
and it's carried we're a little ahead of
[2:50]
schedule but
[2:53]
Chief Tim and assistant chief Tim what
[2:56]
is this you want to get a job if your
[2:57]
name is Tim then
[3:01]
all right it's all yours go right ahead
[3:03]
all right this evening we're going to
[3:05]
just present the annual fire report
[3:08]
um
[3:09]
for Sebastopol I'd like to begin with
[3:11]
our mission statement which is
[3:13]
the sturge Bay Fire Department's mission
[3:15]
is to protect life and property and fire
[3:18]
medical and environmental emergencies
[3:21]
for our community Through public
[3:23]
education code management and incident
[3:26]
response
[3:29]
uh the next slide really is just a list
[3:31]
of our equipment but uh
[3:33]
like to call attention to a couple
[3:36]
specialty vehicles and those are listed
[3:39]
on the bottom and that's a Special
[3:40]
Response trailer which has all kinds of
[3:44]
specialty equipment in there mostly for
[3:46]
trench rescue
[3:48]
um for Decon should there be some sort
[3:51]
of hazardous materials spill uh we have
[3:54]
Jacks and air jacks and Shoring and all
[3:57]
kinds of things in that particular um
[4:00]
in that trailer you also have a small
[4:04]
boat a 12 foot
[4:07]
inflatable boat and then our Marine One
[4:10]
boat which is
[4:13]
yeah okay
[4:16]
um and that's the book that we share
[4:17]
with the police department the police
[4:20]
use it for patrol and the fire uses it
[4:23]
for rescues so what we do and the reason
[4:26]
I want to bring these the two bullets up
[4:28]
is what we do in Sebastopol or for for
[4:30]
response in this area is that we take
[4:34]
both one is by Landon and the other one
[4:36]
by sea because of the different weather
[4:39]
conditions and we don't know what the
[4:41]
lake is going to be like or the Bayside
[4:43]
Bay is going to be like whether the
[4:45]
people that need rescue are in really
[4:47]
shallow water or not we will take the
[4:50]
small inflatable rigid haul inflatable
[4:54]
by land to the scene and then our big
[4:57]
bowl leaves that's in the wall water all
[5:01]
the time and that leaves directly from
[5:03]
the dock and it's pretty interesting
[5:05]
that's a fast really fast boat and
[5:08]
that'll beat us most of the time to the
[5:11]
scene over the truck in Richmond Hill
[5:15]
where's ellen.com that one is docked on
[5:18]
by the DNR office so it's a close
[5:21]
response for the West Side guys to run
[5:23]
down there
[5:25]
it means he'll break the speed limit
[5:27]
well if it's an emergency we're allowed
[5:30]
to but she's a long trip back especially
[5:32]
if we're coming through the canal
[5:35]
so our uh
[5:38]
and probably I know we've talked about
[5:40]
this before but for the people watching
[5:42]
out there oftentimes we get to question
[5:44]
why do we need all this ice rescue
[5:47]
equipment why do we need all the water
[5:50]
rescue equipment when we have three
[5:52]
Coast Guard detachments in Sturgeon Bay
[5:56]
in the quick answer to that is that the
[6:00]
Coast Guard excuse me takes a minimum of
[6:02]
20 minutes to respond out of their
[6:05]
station it's just the way it is it's not
[6:08]
because they're not ready they have to
[6:10]
get approval from Coast Guard Milwaukee
[6:12]
and sometimes from Cleveland before they
[6:14]
can respond
[6:16]
so if you're the person in the water in
[6:18]
20 minutes oftentimes it's going to be
[6:20]
too long
[6:23]
this is just a list of our personnel and
[6:25]
one thing I want to note on this slide
[6:27]
is that we do have four of our part-time
[6:31]
Personnel
[6:33]
um that live in sebastopoliters fast
[6:35]
full-time residents uh mentioned it a
[6:39]
few years ago where we had passed an
[6:42]
ordinance in the city allowing part-time
[6:44]
firefighters to live either in
[6:46]
Sebastopol or Thomas Sturgeon Bay which
[6:48]
are the two townships we contract with
[6:51]
in act act 20 this year in the
[6:55]
governor's budget it was included in no
[6:58]
residency law for municipalities
[7:02]
however there was a we could put on a
[7:06]
15-mile limit for firefighters and
[7:09]
police officers so the city's in the
[7:11]
process of doing that but all other
[7:14]
residency requirements and
[7:16]
municipalities has been lifted
[7:18]
and of course the police and fire and
[7:21]
ambulance personality it's important to
[7:24]
have a quick response
[7:28]
total number of calls for a town of uh
[7:30]
for the fire department received was
[7:33]
1166.
[7:35]
number of calls in Sebastopol was 59 I
[7:39]
think down one from last year is that
[7:41]
correct yep uh we had 57 fire calls or
[7:47]
what's classified in the National
[7:49]
reporting system as fire calls and two
[7:52]
emergency medical calls that we provided
[7:55]
back up um as requested by the ambulance
[7:59]
average response time and Thomas
[8:01]
Sebastopol was 9 minutes and 42 seconds
[8:06]
for emergency calls it was 8 minutes and
[8:09]
58 seconds in non-emergency 10 minutes
[8:13]
and 27 seconds
[8:15]
sometimes those two sometimes the
[8:18]
non-emergent calls have a better
[8:21]
response time than an emergency it just
[8:23]
depends where they are in any given year
[8:25]
throughout your Township
[8:28]
told staff hours their total staff for
[8:30]
all calls uh was 346 staff members
[8:35]
total staff hours for
[8:37]
311.22 dollars
[8:40]
we provided 140 inspections from 92
[8:44]
violations
[8:46]
and spent 108 hours
[8:50]
inspecting you sure we put on public
[8:53]
safety education programs uh Sebastopol
[8:56]
Elementary School is our big one but we
[9:00]
also um
[9:01]
career day at mwtc which includes all
[9:04]
the high schools
[9:06]
um and then we got just a number of
[9:09]
places plus
[9:10]
tours where the schools come in to see
[9:13]
us
[9:15]
this is the incident type broken down by
[9:18]
group
[9:21]
vehicle or heavy heavy equipment fire
[9:24]
there was only one of those structured
[9:26]
fires we had Fords basketball last year
[9:29]
and I don't usually bring the previous
[9:31]
year's report and I forgot I'm not sure
[9:34]
how many structure fires that were the
[9:36]
year before
[9:37]
grass outside fires we had six ice and
[9:41]
water rescues with five that number is
[9:45]
going up
[9:46]
um
[9:47]
not just in Sebastopol but sturgey Bay
[9:50]
and in every place else we respond it
[9:54]
seems like there's more and more people
[9:55]
using the jet skis The Kayaks
[9:59]
types of things open the ice of course
[10:02]
service calls one animal problem one I
[10:06]
do not think that was a bear I'm not
[10:08]
sure what the animal was carbon monoxide
[10:10]
incident three
[10:12]
two gas leaks
[10:15]
threat to burn
[10:18]
um
[10:20]
that was an investigation on a person
[10:22]
who's threatening to burn something down
[10:27]
two fire investigations one lockout
[10:31]
makes a residential Echo
[10:33]
assist police
[10:36]
and then smoker odor scares
[10:41]
a number of dispatching canceled calls
[10:44]
were one
[10:46]
and then the detector activation will
[10:49]
fire in other words the false alarms we
[10:51]
had 12 of the listen in the Thomas
[10:54]
Sebastopol now
[10:56]
none of those were
[11:00]
I shouldn't say none of them were but
[11:02]
the most of them were just honest
[11:05]
detector activations with no fire either
[11:08]
a dirty smoke detector
[11:10]
CO detector that went off for no reason
[11:14]
but a couple of them were from hotels
[11:16]
motels where people kids usually pull
[11:20]
the whole station
[11:22]
so that wasn't today
[11:25]
are we getting a lot of repeats
[11:29]
going to the same uh our biggest one
[11:32]
there is an inn on Bayshore Drive that
[11:34]
has a fair number of smoke detectors
[11:38]
that are
[11:39]
aging and they are replacing them as
[11:42]
they go so they have stock cloud and new
[11:45]
ones there in the league of faulty when
[11:46]
they put it in two places have you
[11:49]
instigated or instituted any kind of a
[11:52]
key chart or answering those you know we
[11:55]
have not it hasn't been a big um
[11:59]
uh
[12:01]
I don't know it hasn't been a big cause
[12:03]
to us and if somebody was you know if
[12:06]
they weren't making an effort to change
[12:08]
all those detectors we would certainly
[12:10]
look at something but we haven't run in
[12:13]
regardless of that so maybe thanks sir
[12:15]
when you get one of those alarm calls or
[12:18]
equipment would normally go to a scene
[12:20]
all stations would respond
[12:23]
um and then we would call a shift of our
[12:26]
10 people in which would be five
[12:29]
firefighters besides and they would
[12:31]
start and Route as well so regulatable
[12:34]
stations would go
[12:36]
but a lot of it goes on the information
[12:38]
that we're given at dispatch you know
[12:42]
it's a lot of times it's a smoke
[12:43]
detector we don't see any smoke or fire
[12:45]
we do end services for all the hotels
[12:47]
motels tell them you know what we want
[12:51]
them to do when they're when the alarm
[12:52]
sounds so we get some good information
[12:55]
if we get information that says
[12:57]
obviously they smell smoke that would be
[13:00]
an alcohol for all off-duty health and
[13:03]
every PC is working you have
[13:05]
so again we do a lot of it depends on
[13:08]
all of them but of course alarm false
[13:12]
alarms
[13:17]
well the four guys on duty is you know
[13:19]
it's really just the the cost of the gas
[13:21]
and going the Five Guys that will call
[13:23]
in certainly is a cost Factor but
[13:27]
um again I don't see any big pattern
[13:30]
like it's not like tenables 12 came from
[13:33]
one place you know I think the most that
[13:36]
hotel that is maybe four or something so
[13:38]
the normal response is a engine six
[13:42]
or uh do you have another one that would
[13:44]
we have uh unit six unit eight and then
[13:48]
uh the two tankers would be coming with
[13:50]
the part-time guys for four units would
[13:52]
be responding to that alarm clock
[13:55]
I'm sorry very good job
[13:57]
well
[13:58]
it happens to be the resort you have on
[14:01]
the North End of wooden Drive typically
[14:03]
we'll call in two shifts and get more
[14:06]
guys going just because of the the time
[14:08]
that it takes to go up there
[14:11]
all right
[14:13]
uh this one's an interesting thing that
[14:16]
uh
[14:17]
I don't know the media loves it I guess
[14:19]
but uh
[14:20]
most common day to have a fire call was
[14:24]
Friday and Saturdays this year that was
[14:26]
tied
[14:28]
um
[14:28]
I think in the city it was uh
[14:32]
Saturday at 2 A.M
[14:34]
um it's fast Falls Friday or Saturday
[14:38]
and the most common hour was three
[14:41]
o'clock in the afternoon
[14:44]
better than the 2 A.M in the city in
[14:47]
that bar closing yeah
[14:49]
that has a lot to do with it
[14:52]
foreign
[14:56]
incidents were 311.
[14:59]
I think we went through this already
[15:02]
these are just a couple pictures that I
[15:05]
want to point out at the couple
[15:07]
interesting things these were in
[15:09]
Sebastopol structure fires so this one
[15:12]
was in a small storage room and what I
[15:15]
wanted to point out for the public here
[15:17]
is that they look at this door and you
[15:18]
can see that burn
[15:20]
demarcation right there this bathroom
[15:22]
door was closed it's hard to see by the
[15:25]
photos but that's just a holla core door
[15:27]
that burns through relatively quick but
[15:30]
that bedroom or that bathroom right
[15:32]
across from the room that was burning
[15:34]
was hardly touched because of that
[15:36]
Hollow core door being closed the rest
[15:39]
of the apartment cover coming this way
[15:41]
all the way down was as black as you see
[15:44]
everything else along here so my point
[15:47]
is anytime you can keep doors closed
[15:51]
um you should do that we tell people to
[15:53]
keep bedroom doors closed and any door
[15:55]
they can close because even if it is a
[15:57]
hollow core door it'll really slow down
[15:59]
the spread of fire and in this case it
[16:02]
was just remarkable
[16:05]
way on the other end of the department
[16:07]
the curtains the light fixtures
[16:09]
everything we're just all melted down
[16:11]
from the heat because North doors were
[16:15]
closed you can see all that fire exited
[16:18]
all
[16:19]
this was part of our investigation
[16:21]
that's what the room looked like
[16:23]
initially
[16:24]
and then once we clean it out take a
[16:26]
right down to the floor piece by piece
[16:28]
and then reconstruct the room to
[16:31]
determine the cause
[16:35]
this one was on South Cave Point Drive
[16:38]
and I bring this one forward because I
[16:41]
think a lot of people have done what was
[16:44]
inadvertently done in this house this
[16:47]
was a remodeled job
[16:49]
and part of the house was remodeled and
[16:52]
the
[16:54]
can lights like you have under there
[16:58]
um
[16:59]
the new ones are thermally protected so
[17:02]
you can insulate over them
[17:04]
the old part of the house was not
[17:06]
remodeled and had can lights from the
[17:08]
70s in there prior to the thermal
[17:11]
protection
[17:12]
when they remodeled they had the
[17:14]
insulators come in and re-insulate the
[17:16]
whole house the result was that they
[17:18]
covered up this can light right here
[17:22]
um or towards the ears of the house
[17:24]
in the bathroom
[17:27]
he was in a bathroom and that light was
[17:29]
left on for an extended period of time
[17:31]
in November through December and started
[17:35]
this particular house fire I think about
[17:37]
160 thousand dollars worth of damage
[17:40]
Flames coming out of the attic when the
[17:42]
call was calling and so
[17:46]
you know the blown in insulation is
[17:48]
great stuff just make sure it's done
[17:50]
correctly and not blown against uh
[17:53]
light fixtures that get hot
[17:56]
and that's it if there's any questions
[17:58]
on a report or anything required
[18:02]
I do know that you uh
[18:04]
you do twice a year inspection on our
[18:09]
license beverage establishments
[18:12]
correct do you have any kind of a
[18:16]
report as far as how many of those you
[18:20]
I do not have that with me unless broken
[18:22]
down I don't know how many lessons
[18:26]
14 license we do each of those
[18:30]
make sure we get those done by May or so
[18:34]
and then I usually send Linda a notice
[18:37]
if there's a particular issue with any
[18:40]
of those horse and facilities and we've
[18:42]
had that one problem one
[18:44]
um
[18:45]
been ongoing and
[18:47]
Sometimes some of these places are um I
[18:51]
don't want to pick on any one place but
[18:52]
you get them cleaned up and
[18:56]
you know six months or a year later they
[18:58]
have a tendency to go back to that same
[19:00]
waste
[19:01]
and we try to keep our animal on the
[19:04]
best we can Leo can I ask them a
[19:07]
question please thank you sir hello how
[19:10]
do you determine if they're thermally
[19:12]
insulated these cannons or we have some
[19:14]
that are 23 years old on their house the
[19:17]
light fixture should be taped
[19:19]
that is thermal insulated otherwise
[19:22]
you'll see a sensor up in the light that
[19:26]
shuts it down should it get too hot
[19:27]
should be labeled it should be labeled
[19:30]
right up on the top or sometime this is
[19:33]
on the side of the white pitch yeah
[19:34]
absolutely
[19:38]
okay are there any other questions sure
[19:41]
I mean if there's anything in the fire
[19:42]
department can do in helping clean up
[19:46]
some of the neighborhoods we've got a
[19:48]
host that's been burned off for several
[19:51]
years now
[19:52]
and the lawn and the yard is a filthy
[19:56]
mess and is there anything in the player
[19:59]
Department regulations and that that
[20:00]
would help there is if we can determine
[20:03]
that it is a fire hazard or a health
[20:07]
hazard we can go to the health officer
[20:09]
but if it's fire hazard I think we had a
[20:13]
barn or a small shed
[20:15]
consult Fox Lake Road wasn't it
[20:18]
um that I wrote the owner of the letter
[20:20]
and
[20:21]
uh blow the letter and they ended up
[20:26]
tearing it down so I'd be more than
[20:27]
happy to look at it for you if you'd
[20:29]
like get together sure give me a call
[20:31]
and we'll take a look maybe one of the
[20:33]
snow melts a little more and get a
[20:35]
better view of it that way
[20:39]
the snow doesn't melt okay no other
[20:42]
questions let's go down to the agenda
[20:45]
item
[20:46]
would be resolution in 2014 0-1
[20:51]
which is a mutual Aid box alarm
[20:54]
system agreement
[20:57]
uh
[21:00]
it indicates that we're going to do this
[21:03]
with our neighboring states as well
[21:09]
so we'll uh why don't you explain it to
[21:11]
us and then we'll act on it after you
[21:13]
okay tell us what it's all about
[21:16]
I won't go into all the uh
[21:19]
intricate details of it but as you may
[21:22]
be aware of all the fire departments and
[21:25]
during Kiwani County have had a signed
[21:28]
Mutual Aid agreement for many years
[21:31]
um a number of years ago they came out
[21:33]
with the Mavis system uh Mutual Aid box
[21:37]
alarm system agreement and that really
[21:40]
was the result of 9 11 Hurricane Katrina
[21:43]
and some bigger disasters across the
[21:46]
country and where it became popular in
[21:49]
Wisconsin was down around the borders
[21:51]
Kenosha in those areas where
[21:54]
oftentimes they needed specialty
[21:56]
requests or specially Mutual aid from
[21:59]
across the border and that made things
[22:01]
even more complicated so they came out
[22:03]
with this Mavis system
[22:05]
the state has adopted it by Statute and
[22:10]
the importance as I see of it is that
[22:13]
should or when the big one hits Door
[22:16]
County and we don't have enough
[22:19]
Resources with indoor or even Kiwani
[22:22]
County to either handle it immediately
[22:25]
or if it's a sustained incident such as
[22:27]
a major tornado would be we can call
[22:31]
upon Mutual aid from wherever
[22:34]
um and get it free as long as we follow
[22:37]
the protocols on doing that and that's
[22:40]
huge uh because if we had to call in the
[22:43]
Green Bay and ashlock or even Milwaukee
[22:46]
for something the cost of that would be
[22:48]
astronomical
[22:50]
so really it's a Statewide Mutual Aid
[22:53]
there's no charge for labor no charge
[22:56]
for equipment along with that is a box
[23:00]
card system you've probably seen or
[23:02]
watched movies where they'll call for an
[23:05]
acquiry department will call for a third
[23:07]
alarm or a fourth alarm or a Fifth Alarm
[23:09]
and the county will have the fire
[23:12]
departments in the county will develop
[23:13]
that card system
[23:15]
so that we can call in the dispatch and
[23:18]
remove preview terms if we call a box alarm number two
[23:23]
from Sturgeon Bay of say somebody else
[23:26]
is calling it from Sturgeon Bay that box
[23:29]
alarm number two will say this is what
[23:31]
they want and it dictates
[23:34]
what's what's going to respond the most
[23:37]
recent use of the state's Mutual Aid
[23:40]
System was in the Pulaski fire a year or
[23:44]
two ago when like half the downtown burn
[23:46]
those Mutual Aid System Green Bay's been
[23:49]
using it for a couple of years they were
[23:51]
part of that Pulaski fire
[23:54]
interestingly enough Green Bay actually
[23:57]
calls for the mutual aid from the
[24:00]
surrounding areas more than the
[24:02]
surrounding areas of
[24:03]
from Green Bay and that's because Green
[24:07]
Bay is kind of downsized and don't have
[24:09]
as many engine companies at a station so
[24:12]
when they have a large fire they have to
[24:14]
move more of their stations in towards
[24:17]
that fire which leaves the outline
[24:19]
stations empty through this system
[24:22]
through the box cart alarm system Green
[24:25]
Bay calls for box alarm Howard or you
[24:28]
know one of those townships moves in so
[24:31]
you know that's that's kind of all of
[24:33]
our operational stuff and tactical stuff
[24:36]
the big deal here is to ensure that we
[24:40]
can get Mutual Aid free and that's
[24:42]
really the reason for the resolution
[24:45]
we are one of the last there's four
[24:48]
counties left in the state that have not
[24:50]
signed on to it
[24:52]
um the other good part is we can deny or
[24:56]
turn down a request
[24:58]
say we have stuff going on here you know
[25:01]
the tornado hits several counties or
[25:03]
whatever and they call sturge Bay or or
[25:05]
whomever bug or for help if we're all
[25:09]
busy we can turn that down and then they
[25:12]
just move to the next card to the next
[25:14]
location but we've been on Kiwanis for
[25:17]
about a year now
[25:18]
if they have fires then we would move up
[25:21]
to a home or a castle wherever they
[25:23]
would need us
[25:26]
I read through the agreement and I find
[25:29]
that
[25:31]
it was important for Illinois and
[25:34]
Wisconsin counties
[25:36]
or units to coordinate the mutual effort
[25:39]
I thought we bordered also on Minnesota
[25:42]
Iowa and Michigan
[25:44]
but there's nothing to mention that in
[25:47]
here
[25:49]
there is not and those states are moving
[25:52]
into the Mavis as well Wisconsin does
[25:54]
subject a part of anything now I don't
[25:57]
know how much of them or how much they
[25:59]
are I know Wisconsin has an agreement
[26:02]
with Minnesota for forest fires because
[26:06]
we don't have any air support in the
[26:08]
state of Wisconsin they all come out of
[26:09]
Minnesota when there's a course there I
[26:12]
have had our City attorney Randy Nesbitt
[26:16]
reviewed the contract in the agreement
[26:18]
and he has approved it as far as the
[26:22]
city goes
[26:24]
and it's Randy here attorney as well so
[26:27]
don't pay them to look at it they're
[26:29]
weird
[26:30]
as I read through this it sounds like
[26:34]
should sturgeon baby called out to say
[26:37]
Green Bay your first obligation would be
[26:41]
to staff their Firehouse while their
[26:43]
people are out doing fighting the fire
[26:45]
or taking care of the situation
[26:48]
but that could change that can change
[26:51]
yeah so just like Mutual Aid works now
[26:53]
sometimes
[26:55]
um you know if we come up here we'll
[26:57]
have Southern door coming to our West
[26:58]
Side Station and cover that for us
[27:01]
um but when we call each later or
[27:03]
somebody else calls us from Mutual Aid
[27:05]
and we may be fighting fires maybe maybe
[27:08]
hauling water they may need us for our
[27:11]
confined space stuff wherever they need
[27:14]
us whatever they need but but the whole
[27:17]
idea of his of it is not to leave any
[27:20]
Community there and oftentimes that
[27:23]
happens with mutually mutilate is called
[27:26]
and everybody comes running they kind of
[27:28]
forget about
[27:30]
covering their own area so the call from
[27:33]
another
[27:35]
Department
[27:36]
requesting a specific engine the
[27:39]
determination is up to you
[27:41]
as to whether or not you're going to
[27:43]
allow that to happen correct
[27:45]
as long as we're not busy we'll go and
[27:48]
if they request for example uh two
[27:52]
engines and two tankers from Sturgeon
[27:54]
Bay we'll send them but now that leaves
[27:57]
us
[27:58]
really sharp so that's then when we
[28:01]
would call our boxed alarm in the
[28:03]
dispatch and they would have another
[28:04]
department move up in the Sturgeon Bay
[28:07]
the agreement also went on to say should
[28:09]
we need that equipment back home you
[28:11]
have the right to bring it back home too
[28:13]
correct So
[28:14]
eventually the guy in Key West does not
[28:17]
get any fire protection
[28:22]
it really is a good deal for us
[28:26]
you know we the reason we haven't joined
[28:29]
this earlier is because we looked at
[28:31]
Door County you know a few years ago and
[28:33]
said
[28:35]
you know we can't pull from the East we
[28:37]
can't pull from the West we really have
[28:39]
a good system going
[28:41]
um do we really need to do this
[28:44]
but when it became clear that we don't
[28:48]
do it we will be billed for outside
[28:49]
Services that's when we decided just last week or the week before if we
[28:56]
have any other concerns or questions
[28:58]
comments
[29:00]
an entertaining motion then to approve
[29:02]
resolution in 2014 to improve the
[29:06]
resolution number
[29:09]
2014-01 TD I'll second that
[29:13]
motion made in the second outside of a
[29:16]
typographical on page two
[29:21]
no further discussion all in favor say
[29:23]
aye aye all right all right and it is
[29:25]
caring
[29:27]
we thank you for your time and thank you
[29:29]
I'll show you
[29:32]
the information
[29:35]
thanks for coming
[29:45]
yeah
[29:46]
maybe
[29:47]
yeah okay
[29:52]
are you going to have a fish in the
[29:55]
Sturgeon Bay deal again this year yes
[29:58]
they are am I gonna personally know
[30:02]
that turned out not to be it that was
[30:05]
the first slide that turned out to be a
[30:08]
non-for-profit uh or deal
[30:11]
I think everybody was well pleased with
[30:13]
it they thought it was a good deal
[30:15]
yeah
[30:19]
I have some ideas we missed your car
[30:22]
being nice this past weekend yeah you
[30:26]
see a lot of them are destroyed already
[30:27]
melted
[30:35]
thank you all right thanks guys
[30:39]
okay let's back up a little bit uh
[30:41]
number four on the agenda would be
[30:43]
public participation do we have
[30:45]
anyone in the public that would like to
[30:47]
make a statement now
[30:57]
program but I can't wait until you reach
[30:59]
that on your agenda we'll call on you
[31:02]
then okay
[31:03]
anyone else Joe
[31:06]
Joan Jeske recently retired principal
[31:08]
for example schools I'm making my rounds
[31:11]
around to the town boards and door in
[31:13]
Kiwani County because I'm seriously
[31:16]
considering throwing my hat in the ring
[31:18]
for the open First Assembly seat for
[31:20]
Gary buys a seat so I'm getting to know
[31:23]
the local Town boards my wife used to
[31:25]
serve up in the town board in
[31:27]
jacksonport and this is where real
[31:30]
legislation and accountability happens
[31:33]
so I want to thank you for the work that
[31:35]
you do and hopefully if I should be
[31:37]
fortunate to work for you someday that
[31:39]
we will stay in close communication
[31:41]
thank you thank you thank you and you're
[31:44]
welcome to stay all we go till about
[31:46]
midnight I have been to many meetings
[31:49]
till midnight
[31:51]
yes oh yeah that's right
[31:53]
okay anyone else got a comment from some
[31:56]
of our constituents
[31:58]
that time again in the year about snow
[32:02]
plows versus mailboxes
[32:04]
the mailbox loses we've got a few in the
[32:07]
neighborhood Who insist that the snow
[32:10]
plow has actually hit the mailbox and
[32:13]
the mailbox has been put up according to
[32:16]
regulations that the highway department
[32:18]
supplied them
[32:20]
and they're getting a little upset that
[32:22]
they have to keep replacing these
[32:24]
mailboxes
[32:26]
I don't know we're talking to the flow
[32:28]
operators or the Highway Department
[32:31]
administrator is going to do any good
[32:33]
some people already feel that they open
[32:36]
their mouths and now this is retaliation
[32:38]
so
[32:40]
you know they can't put a claim in
[32:42]
though right the press the process is
[32:45]
that you call the highway department
[32:48]
and give your name and address
[32:52]
and what kind of mailbox it was
[32:56]
and what kind of damage is there and
[32:59]
they do have one of their supervisors
[33:00]
come out and take a look
[33:02]
and he does an assessment and then it
[33:04]
comes back to the commissioner for
[33:05]
approval
[33:06]
either on replacement or else it goes to
[33:09]
the committee the highway committee for
[33:11]
the eventual
[33:13]
replacement so if we're just going to
[33:15]
talk about it and not report it that's
[33:18]
one thing but
[33:19]
they have been pretty good as far as
[33:21]
going back out
[33:22]
and
[33:24]
actually putting up new ones
[33:29]
okay
[33:34]
yes sir
[33:35]
they use the criteria
[33:39]
for a state highway to set your
[33:41]
mailboxes now it does that
[33:44]
also applied to Tower Loans
[33:49]
the setting of the mailboxes
[33:52]
are an agreement between the postal
[33:56]
Department
[33:57]
and the transportation whether it be
[34:00]
County State
[34:03]
or I don't know I don't know if we have
[34:06]
any but we would use the same right
[34:09]
there a state highway has wider roads
[34:12]
and wider shoulders
[34:15]
your town highways don't have that
[34:18]
but if they use that when they judge
[34:21]
whether that mailbox is set legal or
[34:24]
illegal right
[34:26]
I would guess that they do yes yeah but
[34:29]
how can that be
[34:31]
the information I've seen I don't
[34:33]
believe they that it's the same
[34:36]
the information I have obtained
[34:40]
specifies the distance from the center
[34:42]
of the road to the mailbox
[34:45]
and it specifies the height of the
[34:47]
mailbox from the road surface to where
[34:50]
the door opens so uh from the center of
[34:55]
the road then you got a distance from
[34:57]
off of the blacktop to the shoulder
[35:01]
I've only seen one regulation on that
[35:04]
and that's for State highways
[35:07]
I I've seen the drawing
[35:11]
do you indicate what what needs to be
[35:14]
and it has to be
[35:16]
recollecting I think 18 inches away from
[35:19]
the edge of the road
[35:21]
the travel portion of that road
[35:24]
42 inches
[35:25]
above the ground
[35:28]
and whatever the other regulation that
[35:31]
has to be something that's going to be
[35:33]
easily
[35:35]
removed or if it's hit by a car
[35:39]
or something else other than Nepal
[35:42]
that it is going to bend or it is going
[35:44]
to
[35:45]
break
[35:47]
you cannot construct anything in
[35:49]
concrete and put it out there because
[35:52]
those have already been removed we have
[35:54]
some
[35:55]
in our town that had to be relocated the
[35:58]
very same way so
[36:00]
I can look into it but I don't have an
[36:03]
answer for you tonight
[36:08]
correct the county of door plows the
[36:11]
roads for the town
[36:15]
manner I did I can't hear you is it is
[36:18]
this not really more of a county matter
[36:20]
than a town matter at this point
[36:24]
well though if we can provide the
[36:26]
information and let them know what the
[36:28]
problem is we can do that
[36:30]
thank you
[36:32]
any other coming
[36:36]
all right I'll check into it I'm on the
[36:38]
highway committee for the county it's
[36:40]
like
[36:42]
to be able to get an answer
[36:48]
okay no other public participation let's
[36:51]
move on to
[36:55]
number seven the approval of the minutes
[36:58]
January 20th
[37:01]
make a motion to approve the minutes
[37:02]
January 20th 2014.
[37:06]
second done
[37:09]
any questions comments Corrections
[37:13]
we already done all in favor say aye opposed
[37:18]
carried financial report
[37:22]
for January 2014 budget versus actual
[37:26]
account for balances and transactions
[37:28]
do we have any questions there yeah on
[37:31]
page page two budget versus actual
[37:35]
near the bottom under Town Park
[37:40]
just want to know what that 2220
[37:42]
represented
[37:44]
and why it was a thousand dollars over
[37:47]
budget
[37:52]
you want me to respond
[37:56]
yes I believe the 20 we prepaid the um
[38:01]
Landscaping application as you know I
[38:03]
believe you questioned that last month
[38:04]
so we prepaid that because we could save
[38:07]
a couple hundred dollars
[38:09]
um I believe the total bill was 2 800
[38:12]
some uh I prorated it between the town
[38:16]
hall grounds and the park grounds and
[38:20]
um because we were into a two-year
[38:22]
contract and because we did have a
[38:25]
discount
[38:26]
and if need be
[38:28]
um
[38:30]
if the park committee meets and decides
[38:32]
that they want to move some funds from
[38:34]
their Capital
[38:36]
um fun to cover that that's fine that
[38:38]
would be up to the park Department then the bill on page
[38:45]
one I think of transactions
[38:48]
that that bill from Spring Green
[38:53]
2776 dollars what does that represent
[38:57]
2200 of it was allocated to the park the
[39:00]
other 500 or whatever was allocated to
[39:02]
the town hall so that's the actual bill
[39:04]
correct okay
[39:07]
now and I just just this point
[39:10]
information
[39:11]
so back you know last meeting
[39:14]
we talked about payment that was made in
[39:18]
the 16th of December
[39:21]
uh the spring green for 27.76
[39:25]
that actually represent services for
[39:29]
2013. no it's 2014 contract so we're paying up to 2015 though on this
[39:38]
contract no
[39:40]
so how do we pay twice for 2014. we
[39:43]
don't
[39:45]
so it's budgeted for 2014. so it may
[39:49]
have been on the December bill payment
[39:50]
but it's posted to the 2014 budget
[39:57]
but it was taken out of 2013 funds
[40:01]
it's posted to the 2014 budget put it
[40:05]
back but it's taken out of the 2013 fund
[40:07]
no because it's posted on the budget
[40:09]
right here for 2014. the payment was
[40:12]
made in 2013. correct right
[40:16]
out of 2014 budget correct
[40:20]
okay so we have paid for 2014.
[40:25]
for spring green to do the landscape
[40:27]
maintenance
[40:29]
now this 2000 that we received
[40:33]
on one one one of 2014 represents 2014
[40:39]
again
[40:41]
or 2015. it's only 20. only 2013 and
[40:46]
2014. so we've already paid that amount
[40:48]
so we paid for 2014. this coming year
[40:52]
correct so why are we seeing a bill from
[40:56]
the same company
[40:58]
appearing on here for 2014.
[41:05]
because it's the 2014 contract
[41:09]
we paid we paid for around 2013. I
[41:12]
believe we paid 299 in 2013. and we're
[41:17]
going to pay 2 000.
[41:20]
875 dollars in 2014. for 2015. it's
[41:24]
posted for the 2014 budget they still
[41:27]
can't get this clarifying no I think
[41:29]
what's Happening Here is you're getting
[41:31]
confused between the the accounting of
[41:34]
it
[41:34]
and we use the money she used funds
[41:38]
available to prepay it to take advantage
[41:40]
of the discount but as far as when it
[41:42]
actually goes on the books it shows up
[41:45]
as a 14 transaction that's what it is
[41:47]
same thing with our fire protection I
[41:49]
have to pay the fire protection by
[41:51]
December 31st for the January 2014
[41:55]
quarter so I pay it in December of 2013
[41:59]
but it's posted to 2014 because that's
[42:02]
where the coverage is only a single
[42:04]
payment and what will happen is the
[42:06]
accountants will move it back to the
[42:08]
year that it belongs in as well
[42:11]
so the check that was written on 1216 in
[42:14]
2013.
[42:17]
is actually paying for the bill that was
[42:19]
submitted 1-1
[42:21]
2014. correct okay
[42:26]
and that's a one-year one-year contract
[42:29]
it was a two-year contract 2013 2014 so
[42:33]
we're in the second year of the two-year
[42:35]
contract
[42:37]
okay
[42:39]
I think it's all on accountability and how it comes out in the uh
[42:44]
actual versus the budget another example
[42:47]
would be our room tax we don't receive
[42:49]
our room tax for December of 2013. I
[42:53]
just received it the other week
[42:54]
posted to 2013 even though we received
[42:57]
it in 2014. any other questions comments
[43:04]
need a motion then to approve and place
[43:06]
it on file that we approved financial
[43:08]
report January 2014 budget versus actual
[43:12]
assault balances and transactions
[43:16]
you have a second
[43:17]
I'll second that
[43:21]
all in favor say aye aye opposed
[43:27]
World committee reports and committee
[43:29]
minutes do you have any questions on
[43:33]
those that were provided
[43:36]
with your packet
[43:42]
there are none they'll be accepted and
[43:44]
pipes on filed do we have any oral
[43:46]
committee reports
[43:52]
got a quick one from the
[43:55]
Georgia Bay Visitor Center which we are
[43:59]
partner in on the fire and ice
[44:04]
weekend which was February 15 16.
[44:09]
um dealing with the snow carvings and
[44:12]
the ice sculptures
[44:14]
the weekend turned out to be great the
[44:17]
weather was nice we had plenty of good
[44:19]
snow this year for a chance and uh
[44:22]
some of the winners in the advanced
[44:25]
stage first place went to David Milan
[44:29]
Malin his skating penguin which was
[44:33]
sponsored by The Brick Alley
[44:35]
the second place went to Walter Ash

[44:41]

[44:43]
third place went to David Bartels
[44:46]
a bear
[44:48]

[44:50]
the intermediates first place Tracy
[44:54]
Robinson and Teresa born
[44:57]
angelfish sponsored by the door Coney
[45:00]

[45:03]

[45:17]
in The Beginner's class first place went
[45:19]

[45:27]
second placement to Cape Warren check
[45:30]

[45:33]
sponsored by hot commodities
[45:35]
the youth class
[45:37]
first place went to Cape Warren check
[45:39]
and Jackie Simon The Mask sponsored by a
[45:43]
hot tamale
[45:44]
People's Choice went to Max Martin the
[45:48]
Woodpecker and that was sponsored by
[45:50]
Associated Bank
[45:52]
to thank everybody that participated in
[45:55]
the weekend
[45:56]
and we look forward to
[45:58]
the next
[46:00]
doings which will be the St Patrick's
[46:03]
Day Parade
[46:08]
okay do we have any other oral Community
[46:10]
reports
[46:14]
hearing none license and permits that
[46:16]
were issued
[46:24]
or construction is down to zero
[46:42]
pending business the status discussion
[46:45]
and action potential rezoning and the
[46:47]
core areas
[46:49]
if you'll notice that
[46:54]
we have two pending and then we have a
[46:56]
whole bunch of new business
[46:59]
our chairman of our planned commission
[47:02]
is going to run the meeting for the next
[47:04]
hour and a half
[47:07]
sorry
[47:09]
um the potential rezoning of the core
[47:12]
areas it's
[47:14]
we had a meeting about 20
[47:17]
21st of
[47:20]
no February and we came up with that we
[47:23]
were going to place
[47:25]
the rezoning on hold for now but we're
[47:28]
going to use it as a tool
[47:31]
for future
[47:34]
requests and we're also working on a
[47:41]
press release that will come out so that
[47:43]
we can notify everybody of the
[47:46]
of what is actually going on and if you
[47:50]
have your in your packet there was a
[47:54]
colorful thing that green was good and
[47:58]
red and yellow were iffy there wasn't a
[48:00]
whole lot of
[48:01]
Green in there so the overall response
[48:05]
was to do nothing at this time
[48:09]
we did have some support though we did
[48:10]
have some support very few but some
[48:13]
support great
[48:16]
is this colorful
[48:18]
survey report and the maps available
[48:24]
here in our office or sure I got how
[48:27]
many copies you want at the county or
[48:29]
where
[48:30]
um
[48:31]
anybody wanting to have them can pick
[48:34]
them up
[48:36]
yes are they on our website or are they
[48:39]
on the counties website they are on door
[48:41]
the initial presentation is on the door
[48:44]
County Planning and Zoning website and I
[48:46]
also have a link from the town website
[48:49]
so I guess my question would be will
[48:51]
this be placed on the Planning and
[48:53]
Zoning website and then we can place it
[48:56]
on ours as well
[48:57]
is
[49:09]
I mean the map certainly would be
[49:12]
appropriate I mean yeah designate the
[49:14]
areas and people but I'm not sure we
[49:17]
want to put the uh the individual names Property Owners well I
[49:22]
think that's all public record anyway
[49:23]
yeah it should be
[49:26]
yeah I mean we thought we talked about
[49:28]
um
[49:29]
sending out letters from each and every
[49:32]
one of these people okay
[49:34]
thank you
[49:36]
that's quite an undertaking of mailing
[49:38]
though
[49:40]
again
[49:42]
okay so there are no activity on behalf
[49:45]
of this board that we have to do not
[49:47]
this time we're just going to use it as
[49:48]
a recommending than it just be placed on
[49:51]
hold at least on hold yes
[49:55]
Linda you got that recorded
[49:59]
yes
[50:03]
okay comprehensive plan annual review
[50:05]
the plan commission comments
[50:07]
recommendations
[50:09]
um we have two of them uh the town board
[50:14]
um should adjust the core area
[50:15]
boundaries to line up with the lot lines
[50:18]
is the first one a lot of the
[50:22]
when the red goes
[50:24]
the different colors go around it
[50:26]
doesn't match up with the property lines
[50:28]
so we were going to just Square it off
[50:30]
to a property line so it's more of a
[50:32]
distinct line
[50:34]
there's something we do or the county
[50:36]
does or the county does we recommend it
[50:39]
to them
[50:41]
so and then um
[50:44]
another one was for the comprehensive
[50:45]
plan we're gonna
[50:48]
work on a couple of pages to act as our
[50:50]
update
[50:52]
for the existing comprehensive plan so
[50:55]
that we don't have to
[50:56]
reinvent the whole thing so
[50:59]
okay
[51:01]
which makes a lot of sense it makes a
[51:03]
lot of sense plus again we're going to
[51:06]
do something in regards to the latest
[51:09]
census information I think
[51:11]
yeah the 2010 census we're going to have
[51:14]
a page to link
[51:16]
add a page there to link so that they
[51:19]
know how to get through our website or
[51:21]
through the County's website to the
[51:23]
census the County's website counties
[51:30]
okay if you got done with that one let's
[51:34]
go in their new business
[51:36]
blank commission report recommendation
[51:41]
future land use
[51:44]
update on the current uh our future land
[51:47]
use
[51:50]
okay recommend that existing land use
[51:53]
maps reflect all conditional use permits
[51:57]
that were approved since 2008
[52:00]
and on the committee minutes at the very
[52:03]
last page there was a list that we were
[52:06]
going to give them
[52:07]
thank you well it wasn't it was right at
[52:10]
the end so
[52:13]
and
[52:14]
then we should
[52:16]
change future existing land use maps
[52:20]
to include the ex existing commercial
[52:24]
zoned area for future development
[52:27]
some of the
[52:28]
commercial development isn't quite right
[52:31]
on some of the maps so we got to get
[52:33]
that straightened out
[52:37]
you're going to keep that on your agenda
[52:48]
yes
[52:53]
one supervisor could I ask a question
[52:55]
yes
[52:57]
um as far as reporting this to the
[52:59]
county is there anything that
[53:02]
the clerk would need to report to the
[53:04]
county at this time regarding future
[53:05]
land use
[53:08]
um
[53:09]
well that we we were going to give them
[53:11]
a copy of our agenda
[53:14]
but you know we need the list to give
[53:17]
them the list and those two items one
[53:19]
was the
[53:22]
conditional use permits that we wanted
[53:24]
on there and then the other one was
[53:26]
changing the future existing land use
[53:29]
map
[53:31]
with and have the commercial existing
[53:33]
commercial
[53:35]
marked correctly okay
[53:42]
which is in her agendas are in our
[53:46]
minutes in the minutes
[53:49]
okay act 170 the next one on your list
[53:52]
there or not yep could you just tell us
[53:55]
what what it's all about well yeah
[53:59]
I mean it's a guide
[54:03]
so that
[54:04]
in zoning you can
[54:07]
it's a guide for non-conforming
[54:09]
structures and substandard lots in
[54:13]
Shoreland areas
[54:16]
so it's it's like a elaborate point
[54:20]
system that you can get points for doing
[54:24]
this and points for doing that
[54:28]
I don't know it's self-ex kind of
[54:32]
self-explanatory but it's confusing too
[54:35]
so
[54:37]
was this a presentation to your
[54:40]
commission or what
[54:42]
no I think that was it it was the public
[54:44]
educational session that the Planning
[54:48]
and Zoning sponsored I attended Victoria
[54:51]
attended in Daryl varnberg attended so
[54:55]
these were part of the handouts
[54:57]
very good
[55:02]
so was there a lot of change to the
[55:04]
Shoreland zoning regulations or just a
[55:07]
reaffirm
[55:09]
the DNR has enacted this
[55:12]
um I believe correct the DNR has enacted
[55:15]
it
[55:16]
um it does reverse some of the um the
[55:19]
old regulations it actually lightens up
[55:22]
I think
[55:24]
um the Shoreland zoning a little bit and
[55:27]
as supervisor stavanus mentioned
[55:31]
um a homeowner say you would want to
[55:33]
expand an existing structure whatever
[55:36]
you as supervisor stamina said you can
[55:38]
gain these extra points by maybe
[55:40]
screening or voluntarily setting it back
[55:44]
further from the high water mark
[55:46]
the mitigation manual kind of addresses
[55:51]
that as well and the Door County
[55:53]
Corporation Council is in the process of
[55:57]
doing the proposed ordinance Zone to
[56:00]
affect them I see on page five you have
[56:02]
some new language for the NR 1 to 15 and
[56:06]
X1 and 70. that would be for the
[56:09]
non-conforming uses structure and lots
[56:16]
does that mean that it's a big change or
[56:18]
not
[56:21]
they change the Act and the 115 change
[56:26]
the setback rule for non-conforming
[56:30]
structures it used to be 75 feet from
[56:33]
the high water mark if your structure
[56:35]
was within that area you couldn't make
[56:37]
any change to that structure at all and
[56:40]
now it's 35 feet
[56:42]
I see that now so it's a it's a big
[56:44]
advantage to the owner of an existing
[56:47]
structure if they want to make an update
[56:52]
or a change to that a modification there
[56:54]
they have more
[56:56]
opportunity
[56:58]
thank you
[57:02]
okay is there any other questions on the
[57:04]
information provided
[57:07]
just the one that came up a little while
[57:09]
back where they also talked about uh
[57:11]
impervious surfaces
[57:13]
I think it's part of this part of the
[57:16]
mitigation and hope that if you increase
[57:18]
the amount of impervious surfaces they
[57:21]
have a table where you can trade off and
[57:24]
say well you've made more impervious
[57:26]
year put more screening there we'll give
[57:27]
you these points take away those so
[57:29]
that's all part of this thanks
[57:33]
okay petition for the Door County zoning
[57:36]
Texas Amendment temporary uses yeah
[57:40]
um I think we've went over this about
[57:42]
four times now but
[57:44]
um we as the Planning Commission
[57:48]
recommended no change to be made for the
[57:51]
current number of days
[57:52]
allowed in a calendar year and the
[57:55]
current number is 10. so you can have
[58:00]
or something
[58:02]
huh you were recommending six or
[58:05]
something yeah we were but we changed
[58:07]
that to Nowhere no okay so you can have
[58:11]
ten you can have all 10 and in a row or
[58:13]
you can have one here one there and
[58:16]
be done with it so that's still coming up to uh
[58:26]
did you refund or not or we will respond
[58:29]
to see
[58:31]
it's in our minutes so they would
[58:35]
will we took what we recommended the stated
[58:43]
temporary uses that were
[58:46]
presented to the RPC board didn't we
[58:49]
yeah
[58:53]
we recommended no change right yeah so we're going along with their
[59:00]
recommendations correct
[59:04]
okay letter D that is the Steve Robinson
[59:06]
discussion on the potential rezoning of
[59:09]
parcels
[59:10]
at 4001 State Highway 42-57.
[59:15]
Steve is present you wanna
[59:19]
come forward or you want to do it from
[59:21]
there
[59:22]
you guys
[59:27]
I brought some maps with me so when I
[59:30]
come forward that's okay all right I'm
[59:31]
very good
[59:45]
like we try to Resort 44A
[59:49]
on a land use on
[59:52]
the web map that I copied off I have a
[59:56]
44A and 40 43 a electric
[1:00:00]
is on 44 8 the commercial on your
[1:00:05]
future land use map of the Thomas of
[1:00:08]
basketball
[1:00:12]
on 44A showing approximately
[1:00:17]
15.6 papers
[1:00:19]
and 44A is 18.92 Acres getting back to
[1:00:25]
what John said before just a minute ago
[1:00:27]
he'd like to square this section off and
[1:00:30]
I think that'd be probably a good idea
[1:00:33]
of the 18.92 Acres I like to rezone
[1:00:37]
there's 3.66 Acres of unusual setback
[1:00:42]
lines from the state highway so I just
[1:00:44]
want to let's take that into
[1:00:45]
consideration also
[1:00:55]
this is where your your former building
[1:00:58]
well if you want to listen to this is
[1:01:00]
where the elements yes that is correct
[1:01:02]
and I own 44 8 and 43a
[1:01:08]
thank you
[1:01:16]
on the one map you've got 450 feet from
[1:01:20]
the highway Mark and the line that's
[1:01:22]
fine that's what I like that's what
[1:01:25]
that's okay yeah I went down to the Door
[1:01:28]
County Planning department and they did
[1:01:31]
um they scaled it out and I can't tell
[1:01:34]
you how they did it but they figured it
[1:01:37]
was 450 feet from the center of the road
[1:01:40]
and
[1:01:43]
um it goes back to when we did the
[1:01:45]
comprehensive plant and we did the
[1:01:47]
coloring we had the Crayons where every
[1:01:50]
person that wanted the red marking to go
[1:01:54]
commercial they drew a line so that's
[1:01:56]
how many people were there so they so
[1:01:58]
that's where they got the 450 feet yeah and I know dick said last week at
[1:02:02]
the plan before meeting that it might be
[1:02:05]
wise to the straighten you know it's
[1:02:07]
Square it off or else
[1:02:09]
no yeah that that measurement I think is
[1:02:13]
kind of an arbitrary I mean they
[1:02:15]
obviously from
[1:02:17]
they interpreted that from those the
[1:02:21]
maps we had back during that session so
[1:02:23]
we worked very hard on and we worked
[1:02:25]
very hard on
[1:02:27]
um
[1:02:29]
in my mind uh it represents you know not
[1:02:34]
exactly 450 feet because when those Maps
[1:02:38]
were filled in we didn't take that into
[1:02:40]
consideration the exact
[1:02:42]
measurement from the highway it was
[1:02:46]
for me it's more of an arbitrary thing
[1:02:48]
okay then if you want to do this whole
[1:02:50]
lot the next lot over is 80 80 acres you
[1:02:54]
want to do that whole one too
[1:02:56]
I don't know what's in the uh I'm
[1:02:58]
totally confused well no you gotta set
[1:03:01]
some place well I I guess so but I mean
[1:03:03]
we're if we just deal with 44A the the
[1:03:06]
parcel that he's talking about okay
[1:03:08]
correct uh whether it's 450 feet or 500
[1:03:13]
feet or 600 feet I would rather consider
[1:03:16]
the whole parcel than just the 454
[1:03:20]
Corridor that have been established by
[1:03:22]
the planning department from our mapping
[1:03:25]
session
[1:03:27]
but also we wanted to keep the rural
[1:03:29]
character too
[1:03:32]
well I mean can I sure go ahead
[1:03:36]
and
[1:03:42]
um I just want to grab something that's
[1:03:43]
okay here
[1:03:46]
foreign
[1:04:03]
comprehensive plan that kind of
[1:04:05]
contradicts it as far as I'm concerned
[1:04:07]
he says guy and they're going to direct
[1:04:11]
the screening
[1:04:12]
and it did Issue of use permit so what I
[1:04:14]
can do there you know what I cannot do
[1:04:17]
there
[1:04:18]
um I'll pass this along also anybody
[1:04:21]
would like to read this what it says
[1:04:23]
regulate new development to fit the
[1:04:25]
country counties and Community by
[1:04:27]
Maxwell as a visual impact
[1:04:30]
guide Highway Corridor development and
[1:04:32]
approved quarter of treatment so as
[1:04:34]
maximum cleanse of the community and
[1:04:35]
preserve the conscious
[1:04:37]
scenery work Reserve over green space
[1:04:39]
between Community along Highway any
[1:04:42]
future Corey development should be well
[1:04:43]
screened
[1:04:45]
well
[1:04:49]
sir any future quarter developers be
[1:04:51]
well screened and designed in reviewing
[1:04:53]
conditional use permits and resuming
[1:04:55]
consider High recorder appearance
[1:04:57]
encourage country rights signage because
[1:05:00]
that ends there
[1:05:03]
um would you like to look at this but it
[1:05:05]
says that really when you go to the RPC
[1:05:08]
for a permit
[1:05:10]
or you you go to the county for a permit
[1:05:14]
you have regularizations but you can do
[1:05:17]
and what screening is taking effect so
[1:05:20]
they really set the guidelines of
[1:05:22]
everything
[1:05:22]
as far as screening as far as setbacks
[1:05:28]
um
[1:05:28]
it's so there's going to be some
[1:05:31]
guidelines that are going to be
[1:05:33]
sent by them yeah if you're granted a
[1:05:38]
commercial
[1:05:44]
re-resoding for that person
[1:05:47]
once it's once it's rezoned commercial
[1:05:50]
then the regulations within that
[1:05:52]
classification you have to meet that is
[1:05:55]
correct
[1:05:56]
um
[1:05:58]
I mean that that for me that's really
[1:05:59]
the question here
[1:06:01]
is whether or not
[1:06:03]
that parcel land okay you're talking
[1:06:05]
about two Parcels here 44A
[1:06:08]
why don't you give us an idea of what it
[1:06:11]
is where it is I'm lost it but I think I
[1:06:14]
figured it out but what's your 44A is
[1:06:17]
what 44 8 is the worst existence right
[1:06:20]
across from Grandma Tommy's
[1:06:23]
okay the White House and the white barn
[1:06:25]
right away from Grandma Tommy sits at
[1:06:27]
the southern Edge Maybe
[1:06:30]
200 feet yes it's correct to the
[1:06:33]
boundary and then the rest to all the
[1:06:35]
way up to
[1:06:38]
um
[1:06:38]
driveway that goes into Grandma Tommy's
[1:06:40]
between the realtor's office almost
[1:06:42]
right it might be the other boundary it
[1:06:44]
goes pretty close if you're familiar
[1:06:48]
um yes real close it's it's basically
[1:06:51]
there's a four Plex of Robert Gayton
[1:06:53]
owns and my mother's uses alone the
[1:06:56]
property line is right across from there
[1:06:57]
okay
[1:06:58]
but I want 43a and 44A I'm asking me
[1:07:02]
Zone 44A so but what the line represents
[1:07:06]
is what we what I put in at our meeting
[1:07:08]
is 450 feet coming off from our Maps
[1:07:12]
over there right is what with the
[1:07:15]
session
[1:07:17]
how wide
[1:07:19]
the whole wide a commercial drill strip
[1:07:21]
you're going to allow or suggest versus
[1:07:24]
rezoning the entire parcel correct
[1:07:29]
this though the parcel that would be
[1:07:32]
left after that for 150 feet is very
[1:07:35]
minimal yeah and what you really did is
[1:07:39]
you landlocked it between that
[1:07:41]
commercial
[1:07:42]
and on the other side we have a wetland
[1:07:46]
it's going down it's still high ground
[1:07:48]
there but 43. it makes sense to allow
[1:07:53]
that parcel in its entirety to be
[1:07:57]
commercial rather than to just chop off
[1:07:59]
the 450 feet of Frontage and it's some
[1:08:02]
of the highest property on that Corridor
[1:08:04]
area
[1:08:05]
where I'm where that is great
[1:08:08]
but if you want to stay with them
[1:08:14]
if you want to stay within the
[1:08:15]
comprehensive plan you've got this
[1:08:17]
little green triangle right here that
[1:08:19]
would be left and you could also just
[1:08:20]
attach that to 44 B 43 43 whatever the
[1:08:26]
number is
[1:08:27]
you stop worrying about this little
[1:08:29]
corner yeah I would take off that other
[1:08:31]
Corner then for it doesn't improve on
[1:08:33]
intrude on 43 Haven okay
[1:08:36]
you know and it's only what it is you're
[1:08:40]
losing 3.6 acres in the setbacks from
[1:08:42]
the state highway
[1:08:45]
um right now 44A is 18.92 Acres
[1:08:48]
and what it shows on the smart growth
[1:08:53]
plan of Thomas vest which you measured
[1:08:54]
off is 15.68 68 Acres
[1:09:07]
and this piece here on this map John
[1:09:10]
that's grandma Tommy's right now
[1:09:13]
right no no
[1:09:16]
um
[1:09:19]
I know what I'm talking about I got you
[1:09:21]
sorry
[1:09:22]
because that'd be the mill right the
[1:09:24]
circle for the curb looking down on the
[1:09:26]
corner okay you might I guess you know
[1:09:29]
where do you want to stop because I
[1:09:31]
guess my point is if it's 450 feet wide
[1:09:35]
then that I'm pretty sure that next
[1:09:37]
adjacent property there
[1:09:40]
you know that's you don't want it to go
[1:09:42]
all the way with the 80 acre field there
[1:09:44]
it's a huge field so do you want to just
[1:09:47]
it's on that commercial too right away
[1:09:50]
there's nobody applying to have that
[1:09:52]
result I mean what's what's being
[1:09:54]
questioned right now is the track the
[1:09:56]
land that Steve is presenting to us to
[1:09:59]
be correct
[1:10:01]
the parcel next to it is a totally
[1:10:04]
different story I mean it's still
[1:10:05]
general Egg so I mean what those people
[1:10:08]
just would want to do they'd have to go
[1:10:11]
through the same process that that Steve
[1:10:13]
would go through to get it resolved so
[1:10:15]
we're not setting a precedent here by by
[1:10:19]
granting Steve I mean if if in fact
[1:10:22]
Steve was granted rezoning commercial
[1:10:25]
that doesn't set a precedent for a next
[1:10:27]
partial land I don't have any problem
[1:10:29]
with changing that zoning on that strip
[1:10:31]
but I don't think I'd want it to go all
[1:10:33]
the way back for that whole parcel well
[1:10:36]
I mean I I would just we have a they
[1:10:39]
have a commercial or excuse me you have
[1:10:41]
a plan that says that you should have
[1:10:43]
that strip and you try to adhere to it
[1:10:46]
otherwise the next one comes along and
[1:10:48]
wants to do 80 acres
[1:10:51]
there would be an individual I mean that
[1:10:53]
would be another case I understand that
[1:10:54]
I'm just saying but now you've got a
[1:10:56]
situation where the next one comes on I
[1:10:57]
said well you zoned this whole parcel
[1:10:59]
why not you know your plan says you
[1:11:00]
should do less than that
[1:11:03]
and certainly there's a lot of room in
[1:11:05]
450 feet so right now when you are
[1:11:08]
requesting the whole parcel right 44A I
[1:11:11]
am requesting the whole parcel which is
[1:11:13]
18.92 Acres I will
[1:11:16]
take the recommendation the board gives
[1:11:18]
me if they want to go with 15.9 uh 15.6
[1:11:22]
Acres
[1:11:23]
I just want to remind you there's no
[1:11:26]
matter what the street point
[1:11:29]
3.6866 Acres coming off the top because
[1:11:32]
it's setbacks from the highway right so
[1:11:34]
either I have
[1:11:35]
15 Acres or I have 12 acres of
[1:11:37]
commercial and I and I agree with Chuck
[1:11:39]
I mean why why segregate off that
[1:11:42]
1.3 Acres or whatever for the sake of the you know not going beyond the 450
[1:11:49]
feet we've already got 450 feet of
[1:11:52]
exposure
[1:11:54]
of commercial property what behind it is
[1:11:57]
not going to be a significant uh
[1:12:00]
I think we all agree we all agree that
[1:12:04]
it shouldn't this be a drawn line across a parcel
[1:12:12]
to be in compliance with reports
[1:12:15]
that doesn't make any sense all right
[1:12:18]
the biggest problem that we do have is
[1:12:20]
here for discussion only
[1:12:22]
could not come up with any uh
[1:12:26]
recommendation I think Steve wanted to
[1:12:28]
bring it to us
[1:12:30]
so that we didn't hear about it from
[1:12:32]
someone else and that
[1:12:34]
jaundice already Was Fear plan correct
[1:12:39]
was it an item for discussion or just
[1:12:41]
for review it was an item for discussion
[1:12:44]
Okay so
[1:12:46]
once you make application
[1:12:49]
to the county
[1:12:51]
then it comes to us and we give it to
[1:12:53]
our plan
[1:12:54]
commission for recommendation
[1:12:57]
to go backwards normally it's a 28 day
[1:13:01]
notification but
[1:13:04]
I think what you're hearing tonight is
[1:13:05]
maybe you want to go for the
[1:13:08]
entire parcel
[1:13:11]
which one would that be 44A
[1:13:15]
does that make sense to you
[1:13:17]
it makes a lot of sense because it
[1:13:19]
squares off that property
[1:13:24]
it doesn't intrude on 43
[1:13:28]
43a is captured in that 450 foot setback
[1:13:32]
yeah line that is established
[1:13:36]
um
[1:13:37]
from the center of the road so then it
[1:13:40]
doesn't include 43a which is another
[1:13:44]
28 Acres which I'm not asking for
[1:13:46]
resulting okay
[1:13:49]
is that okay with you
[1:13:51]
is that what you had minded right I I I
[1:13:53]
can't see any other way of doing it the
[1:13:55]
chocolate yeah
[1:13:59]
great I think we have a consensus you
[1:14:01]
you're okay with that too
[1:14:04]
no that's
[1:14:05]
because um the consensus in our minutes
[1:14:08]
say that rezoning the Westerly 450 feet
[1:14:12]
parallel to the state highway 4257
[1:14:15]
Parcels 43a 44A is consistent with the
[1:14:20]
future use of this land as described in
[1:14:23]
the Sebastopol comprehensive plan
[1:14:29]
a year and a half almost two years
[1:14:31]
getting that comprehensive plan together
[1:14:33]
and now if we're going to just do
[1:14:35]
whatever we want then
[1:14:38]
you were you were in agreeance with this
[1:14:40]
too the other day well I was in
[1:14:41]
agreement with the 450 feet to me that's
[1:14:45]
an arbitrary number because when we drew
[1:14:47]
those Maps up we didn't we didn't say
[1:14:50]
exactly 450 feet we we filled in an area
[1:14:53]
correct for for commercial development
[1:14:56]
but to me I mean we didn't we didn't get
[1:14:58]
to the point where we detailed it to uh
[1:15:01]
to helpful plants each one of those
[1:15:04]
lines represented a certain area so if
[1:15:07]
there was there was 50 people that drew
[1:15:09]
a line that's what made it wider right
[1:15:11]
there were two people that made it
[1:15:12]
narrower so but each person that drew a
[1:15:15]
line or wanted it there it grew or
[1:15:18]
shrank right so it was in consensus with
[1:15:22]
the
[1:15:23]
coloring program when we had our
[1:15:26]
comprehensive plan you know I see your
[1:15:28]
point but I mean also when we when we
[1:15:30]
were talking about updating our Our Land
[1:15:33]
usage uh maps that we have we're talking
[1:15:37]
about not cutting up parcels and
[1:15:40]
including entire Parcels into into the
[1:15:43]
various areas so
[1:15:45]
in this particular case we would
[1:15:49]
cut up a parcel of land uh with with
[1:15:53]
nine tenths with being Zone commercial
[1:15:55]
and one tenthood remaining as
[1:15:57]
agricultural
[1:16:00]
that wouldn't make much sense to me I
[1:16:03]
mean we're already talking about
[1:16:04]
updating this land use map to represent
[1:16:07]
the actual Parcels that are out there
[1:16:10]
well then I think the next guy that
[1:16:11]
comes in is going to want this whole
[1:16:13]
parcel done too
[1:16:15]
well if you look at our comprehensive
[1:16:18]
plan that is not law that was ideas and
[1:16:21]
suggestions and it's no different than
[1:16:25]
people wanting to build on their Shore
[1:16:27]
Lots or anything else you've got
[1:16:29]
variances you change rules and
[1:16:31]
regulations to suit what the system is
[1:16:34]
or what needs to be done there so but
[1:16:37]
it's a guide It's a guide and that's all
[1:16:39]
it is and it says to guide us at 450
[1:16:42]
feet
[1:16:43]
okay
[1:16:46]
so coming out of your planned commission
[1:16:48]
was that you were not in favor we were
[1:16:51]
in favor of having it rezoned but the
[1:16:53]
450 feet not the whole parcel but he
[1:16:56]
also at the time he presented 43a which
[1:17:00]
he has dropped out of now so I guess
[1:17:03]
it's everything it's changed just a
[1:17:05]
little bit but
[1:17:07]
and it was just information too it's
[1:17:09]
nothing it's sealed he's got to go and
[1:17:13]
get a plan but he just wanted us to feel
[1:17:16]
us out and see you know what we felt
[1:17:19]
what did we um Steve you I'm sure you
[1:17:22]
remember this what did we do on Grandma
[1:17:25]
Tommy's was that all commercial at the
[1:17:28]
time or was it country Countryside there was two different
[1:17:32]
Parcels there
[1:17:34]
um
[1:17:35]
one was
[1:17:37]
a Countryside you know it was all
[1:17:40]
Countryside but there was two different
[1:17:42]
Parcels there you know we did we rezoned
[1:17:46]
the top part
[1:17:48]
two
[1:17:50]
um commercial in the bottom part of
[1:17:54]
state and Countryside just like we have
[1:17:56]
now
[1:17:57]
and we call that an outlet
[1:18:00]
okay and the outlet was used for
[1:18:05]
similarities as this could be used for
[1:18:09]
um
[1:18:10]
drainage ditches Retention Ponds
[1:18:15]
um not buildable ever
[1:18:18]
and uh
[1:18:21]
that's how we did it there
[1:18:23]
I I just made it just makes sense just
[1:18:26]
in this part so I'm not saying the 88
[1:18:28]
comparcial to make it all commercial I'm
[1:18:31]
not saying that but in this parcel it
[1:18:33]
just makes sense it seems to make sense
[1:18:36]
to Square Off
[1:18:37]
this to make it right first of all it
[1:18:41]
doesn't protrude on 43a and it squares
[1:18:44]
off 44A and it's as I said if this would
[1:18:48]
be it would only be about 15 Acres
[1:18:51]
of
[1:18:52]
commercials area to work with
[1:18:59]
and I'm and my guidelines are with also
[1:19:01]
with many different permits I would have
[1:19:04]
to go through conditional use permits
[1:19:06]
and when I do decide what I'm going to
[1:19:07]
do with this and I have some thoughts on
[1:19:10]
it all also we had going back quite a
[1:19:13]
while ago
[1:19:14]
we had
[1:19:16]
Sons come in here and talk about
[1:19:17]
rezoning their parcel but they never
[1:19:19]
actually did that right they had to
[1:19:22]
um they were going to delineate the
[1:19:24]
wetlands and they never did that they
[1:19:26]
never did that so nothing ever happened
[1:19:27]
as ons either and I have the paperwork
[1:19:29]
on that too
[1:19:31]
um whether it was
[1:19:33]
focused on but
[1:19:35]
have you checked into anything Steve if
[1:19:38]
that is uh Zone commercial what will you be required to put in a
[1:19:45]
frontage road to assess those properties
[1:19:47]
right now I am required to take out the
[1:19:51]
two driveways going in to
[1:19:56]
um
[1:19:56]
my own office which is least in my
[1:19:59]
office space I have a double driveway
[1:20:01]
going in there
[1:20:03]
I required to take that off and make a
[1:20:06]
frontage road as I do on the
[1:20:08]
east side of the road like Grandma times
[1:20:12]
with one driver coming in considering
[1:20:14]
the 450 feet that uh 66 feet of that is
[1:20:18]
going to wind up his Road
[1:20:20]
and you've got to be 75 feet off the
[1:20:22]
highway
[1:20:23]
so I mean that parts will get smaller
[1:20:25]
and smaller as you as you go along there
[1:20:28]
and that was put in the that is
[1:20:31]
documented in the courthouse
[1:20:34]
that that's what has to be done because
[1:20:37]
the dot looked at it and that's what
[1:20:40]
they recommended and the driveway
[1:20:43]
changes I had to go along with that I
[1:20:46]
think that was probably the best bet
[1:20:47]
where they decided to bring one in on
[1:20:50]
the other property and take the tool
[1:20:52]
so I'm bringing one in and taking too
[1:20:54]
old
[1:20:54]
can I do do something in that side
[1:20:58]
well agency that we don't all agree but
[1:21:02]
well I think if
[1:21:03]
depending on what he comes back to show
[1:21:06]
us in terms of what he thinks there's a
[1:21:07]
lot of looked like and the way he would
[1:21:09]
use it that would play I think into the
[1:21:11]
conversation it makes the actual
[1:21:13]
application
[1:21:14]
right right and you know maybe the
[1:21:17]
solution is not you know when he makes
[1:21:18]
the application he's gonna make an
[1:21:20]
application to resell the property he
[1:21:22]
doesn't have to tell you what he's going
[1:21:24]
to do with it
[1:21:25]
or he can say he's going to do one thing
[1:21:27]
and
[1:21:29]
I mean yeah there's certain guidelines
[1:21:31]
in the commercial zoning classification
[1:21:34]
that restricts him to
[1:21:36]
various right developments so
[1:21:40]
I mean
[1:21:42]
you've seen what I've done over Grandma
[1:21:44]
Tommy's he looks pretty very nice I
[1:21:46]
believe and
[1:21:47]
I would take that into consideration on
[1:21:49]
the other side when I did something over
[1:21:51]
there also but uh right it looks Top
[1:21:54]
Notch I believe
[1:21:55]
but my point is that I was spent a year
[1:21:58]
and a half on this comprehensive plan
[1:22:00]
and I'd really like to stick to it and
[1:22:03]
there was a lot of other people that put
[1:22:04]
a lot of you know I was there too effort
[1:22:08]
into it and okay I see your hand up but
[1:22:10]
this isn't really a hearing but I'll
[1:22:13]
allow you to speak yeah
[1:22:17]
and they're gonna right now we're in the
[1:22:20]
process I believe of rerouting
[1:22:22]
Forest Road
[1:22:24]
so to squared off of the highway if you
[1:22:27]
are but the state is dead in the water
[1:22:29]
right now right oh it's dead where would
[1:22:33]
you put the one access to your furniture
[1:22:34]
straight across from the north access
[1:22:36]
that I have now coming in the grandma
[1:22:38]
Tommy's so north of the intersection
[1:22:40]
that is correct north of Forest Road
[1:22:46]
any other comments questions
[1:22:50]
well good luck I guess you'll have to
[1:22:52]
come back to whatever you petition for
[1:22:54]
and then
[1:22:56]
see what you can agree with or disagree
[1:22:59]
with when it comes to K and then bring
[1:23:01]
it to John well I guess what I'm saying
[1:23:03]
is you know I want to bring in what you
[1:23:06]
guys think I mean
[1:23:09]
I see that there's some negatives about these
[1:23:15]
adding the extra acreage but
[1:23:18]
I think that negative is because it's
[1:23:21]
drawn on
[1:23:22]
is drawn on an award you know and plans
[1:23:26]
are subject of changes especially when
[1:23:28]
you make a comprehensive plan like that
[1:23:30]
there's new visions and
[1:23:32]
stuff like that you see stuff after when
[1:23:34]
people come in you know I really seeing
[1:23:37]
that for me Richie you came in and you
[1:23:39]
wanted the 450 feet that's correct right
[1:23:42]
so okay but okay your choice the other
[1:23:46]
way is to petition for zoning amendment
[1:23:50]
to allow and then
[1:23:52]
it'll be like talking to the big guy up
[1:23:54]
there
[1:23:57]
thank you all right thank you sorry
[1:24:01]
we can't be more country
[1:24:03]
I don't know
[1:24:06]
okay any other discussion on that one I
[1:24:10]
could just say one thing that our
[1:24:13]
comprehensive plan also
[1:24:15]
has some paperwork in it on trying to
[1:24:18]
attract businesses into our town and I
[1:24:22]
don't believe
[1:24:23]
by trying to discourage somebody
[1:24:25]
changing their property to Commercial
[1:24:27]
and and bringing business in
[1:24:30]
I know something we should be doing
[1:24:32]
either so well wait a minute though that
[1:24:34]
is what I'm trying to do
[1:24:36]
I'm not saying he can't change
[1:24:38]
commercial it's just the distance you
[1:24:41]
know with sticking with the
[1:24:42]
comprehensive plan
[1:24:43]
and when he presented it everybody at
[1:24:46]
there was four of us at the uh plan
[1:24:49]
commission who said that we were in
[1:24:52]
support of him getting the 450 feet
[1:24:56]
changed to commercial
[1:24:59]
so
[1:25:00]
it's it's not a point of commercial it's what the footage is so you're gonna
[1:25:05]
do the whole lot or are you going to do
[1:25:07]
the 450 feet
[1:25:10]
I think what happened here is it went
[1:25:13]
back to your trying to correct the
[1:25:15]
zoning to the property lines and
[1:25:17]
straighten them out and we're now we're
[1:25:20]
doing that yeah kind of convoluted the
[1:25:21]
whole thing to go Mr chairman if I might
[1:25:24]
and Steve did the answer is no you
[1:25:27]
cannot oh come on what did John answer
[1:25:30]
for what
[1:25:33]
just was saying that you know we're not
[1:25:34]
back to Chuck we're not trying to
[1:25:37]
you know discourage anybody from
[1:25:39]
building anything it's you know I'll be
[1:25:41]
more happy one point is that the
[1:25:44]
comprehensive plan is a tool
[1:25:47]
it's suggestions and all right yeah it
[1:25:50]
could be but there's some big properties
[1:25:52]
there too
[1:25:54]
and as dick stated you look at them
[1:25:57]
individually each one has its merits
[1:26:03]
yeah it's kind of a mute argument until
[1:26:05]
he actually applies for the rezone
[1:26:08]
everybody was trying to look for some
[1:26:10]
guidance and we're just confusing him
[1:26:18]
my comment was when Steve first
[1:26:21]
presented
[1:26:22]
it to only mention the 450 feet which is
[1:26:25]
why it came out that that was our
[1:26:28]
consensus we were in favor of his
[1:26:30]
development we thought it fit in with
[1:26:33]
our plan and we did say unless new facts
[1:26:36]
are presented John so these are new
[1:26:39]
facts you don't want the 43a you do want
[1:26:42]
the whole parcel of forum foray we're
[1:26:45]
considering squaring things off so I
[1:26:48]
don't think we're as far apart as okay
[1:26:52]
I think you can make your application
[1:26:54]
and we'll
[1:26:56]
I'll have another say I don't look at it
[1:26:58]
anyway
[1:27:00]
thank you thank you
[1:27:02]
sorry
[1:27:07]
to our kind of bicycle pedestrian and
[1:27:09]
Recreation plan
[1:27:13]
then just finished reading everything
[1:27:15]
there is to know
[1:27:17]
multiple are coming
[1:27:21]
anyway we do have a couple of copies
[1:27:25]
and he was interested I believe it's up
[1:27:28]
on the web as well
[1:27:30]
uh the accounting website
[1:27:39]
and it's there for an FYI so we'll do no
[1:27:42]
more dork contracts and contract
[1:27:45]
approvals
[1:27:46]
discussion Mr Whiteman okay I just want
[1:27:50]
to bring this up as a discussion item
[1:27:53]
um
[1:27:54]
based somewhat of my confusion with the actual contracts that we have our
[1:28:00]
contract we have with the
[1:28:04]
spring green company for landscape
[1:28:07]
Services mainly pesticide applications
[1:28:09]
to the park I would like to see
[1:28:12]
all contracts for services materials
[1:28:15]
both private and government vendors
[1:28:18]
be presented to the town board for
[1:28:19]
approval
[1:28:21]
um
[1:28:22]
you know and and spelled out I would
[1:28:25]
also recommend that when we do
[1:28:29]
contract with private vendors
[1:28:32]
that we limit those to one year one year
[1:28:35]
contracts
[1:28:37]
um
[1:28:39]
and we we do not do any pay ahead on
[1:28:42]
contracted services
[1:28:44]
and I'd also like to see maybe some more
[1:28:46]
transparency
[1:28:48]
and when we we
[1:28:51]
request proposals for each contracts
[1:28:54]
and we also we do actually do an RFP
[1:28:58]
to private vendors on contracts well I
[1:29:02]
want you to know that we have
[1:29:03]
accomplished that in the past it's not
[1:29:05]
anything that's new
[1:29:07]
your particular interest is in the
[1:29:10]
application and the landscape
[1:29:13]
and that's the only one that you brought
[1:29:15]
forward to this great so far
[1:29:17]
what I've done I've asked are
[1:29:21]
clerk to take a look at the number of
[1:29:23]
contracts that we have
[1:29:26]
not only in the past year but those that
[1:29:29]
have been in place
[1:29:31]
for the last
[1:29:34]
umpteen years
[1:29:35]
and I think you're going to be very much
[1:29:37]
surprised and knowing that we do have
[1:29:40]
contracts that go to about
[1:29:45]
number wise
[1:29:51]
team we are into I'll just give you a
[1:29:54]
couple of
[1:29:56]
Animal Control assessor Services audits
[1:29:59]
U cable
[1:30:02]
Clark Lake Meats
[1:30:04]
Clark Lake round
[1:30:06]
Clark Lake Dam great clerk treasure is
[1:30:09]
under contact
[1:30:11]
and Fire Protection the town hall and
[1:30:14]
the grounds ball field government
[1:30:16]
agencies right I mean we've got them all
[1:30:18]
we an intergovernmental I think you know
[1:30:21]
just this particular case I mean I think
[1:30:23]
it was confusing whether or not we had a
[1:30:25]
one-year contract a two-year contract
[1:30:27]
and and I think
[1:30:30]
if I can stop you
[1:30:32]
this has been a moment of contention
[1:30:34]
with you since you've joined the group
[1:30:36]
and each time you attack it from a
[1:30:39]
different
[1:30:41]
perspective now if you want to sit down
[1:30:45]
and
[1:30:46]
go over these contracts you're very much
[1:30:49]
entitled to
[1:30:51]
any one of these contracts uh you're
[1:30:54]
having your own copy if you like or else
[1:30:57]
taking a review that was there
[1:31:00]
previously you were totally opposed to a
[1:31:02]
two-year and when I went to the attorney
[1:31:07]
I was told that we are to honor the
[1:31:09]
two-year and if we want to do something
[1:31:12]
in the future it's fine yeah you know
[1:31:14]
that's why we aren't going to throw good
[1:31:16]
money after bad because you don't want
[1:31:18]
to go to a two-year contract well I I
[1:31:20]
think there's a certain amount of risk
[1:31:22]
in developing a two-year contract with a
[1:31:24]
private vendor
[1:31:26]
I mean you're you're uh basically
[1:31:29]
Contracting and if something does happen
[1:31:32]
at vendor um
[1:31:34]
I would much rather prefer a one-year
[1:31:36]
contract and then we review it every
[1:31:39]
year
[1:31:40]
because there's also I mean in this
[1:31:42]
particular case I'm not going to debate
[1:31:44]
this issue of pesticide applications to
[1:31:46]
the town park at this point but I think
[1:31:49]
you know it's good that every year we
[1:31:52]
bring this subject up because there are
[1:31:54]
a lot of concerned individuals
[1:31:56]
in the palace basketball
[1:31:59]
that made their concerns known to me
[1:32:02]
anyhow about this contract and I think
[1:32:06]
it's it's
[1:32:07]
representing their interests that every
[1:32:10]
year we bring this up before the board
[1:32:13]
as a one-year contract right eight nine
[1:32:18]
years so what I'm saying is none of
[1:32:21]
these were executed by the town clerk or
[1:32:23]
by me individually
[1:32:25]
or by a supervisor we all it all came
[1:32:29]
here for right and that's what I'm
[1:32:31]
asking for and in this particular case
[1:32:33]
I'm asking for
[1:32:34]
a renewal on this particular contract uh
[1:32:38]
eliminating it to one year and then
[1:32:40]
bringing it up for discussion on a
[1:32:42]
yearly basis okay we'll share that with
[1:32:45]
you and you can have your questions
[1:32:46]
ready for us next time all right
[1:32:50]
okay we have no other uh
[1:32:53]
action that we can take on it because
[1:32:55]
it's there for
[1:33:00]
didn't really know what you're
[1:33:04]
discussion was going to be about
[1:33:10]
okay authorization for a payment of the
[1:33:12]
February and March 2014 vouchers
[1:33:16]
Mills in lieu of the March
[1:33:19]
2014 board meeting
[1:33:22]
I need a motion to authorize payment of
[1:33:25]
those bills
[1:33:26]
move that we authorized payment of the
[1:33:29]
February March 23 23rd vouchers built in
[1:33:31]
Planes
[1:33:33]
this would be only in the event that
[1:33:35]
there's no marks meeting
[1:33:37]
a second then okay
[1:33:41]
so we'll leave it up to the clerk we do
[1:33:43]
have we'd have a resolution on a file
[1:33:46]
yes we do that's right okay yes for
[1:33:49]
timely payment all right any questions
[1:33:50]
are coming
[1:33:52]
I think two of the supervisors the cat's
[1:33:54]
got their times
[1:33:56]
okay say what I said two of the
[1:33:59]
supervisors can sick second and make
[1:34:01]
motions too
[1:34:02]
uh all in favor say aye aye opponed
[1:34:07]
if we have a resolution on hand do we
[1:34:10]
need to bring this up here for you
[1:34:13]
the resolutions is for time sensitive
[1:34:17]
payments as in the utility bills which
[1:34:19]
are usually payable before the next
[1:34:22]
board meeting
[1:34:23]
so but this would cover all of the bills
[1:34:26]
that we incur
[1:34:28]
from
[1:34:29]
the tonight going forward to the next
[1:34:32]
meeting which will be April
[1:34:34]
14. equal our annual meeting is April
[1:34:38]
14th the regular board meeting would be
[1:34:40]
April 21st
[1:34:42]
obviously we're gonna have a lot of
[1:34:43]
bills in that time frame
[1:34:49]
I'm with you homeowner will water
[1:34:52]
testing program through the University
[1:34:55]
of Wisconsin
[1:34:57]
Stevens Point
[1:35:01]
um
[1:35:04]
let's get the death service on the town
[1:35:07]
yeah
[1:35:13]
all right number five would be the
[1:35:15]
notice of the principal and interest
[1:35:16]
payments
[1:35:18]
and this would be the pfm company
[1:35:20]
interest
[1:35:23]
um
[1:35:25]
note of Interest here is that the two
[1:35:27]
checks need to be
[1:35:29]
cut this time around it's the interest
[1:35:32]
separate of
[1:35:34]
the principal is this the first time go
[1:35:36]
around on that no our March Debt Service
[1:35:40]
payments are always separated principal
[1:35:42]
and interest it's interest only in
[1:35:45]
September so there again this obviously
[1:35:47]
this is one of the bills that you just
[1:35:49]
approved payment of it's going to be due
[1:35:51]
March 1st
[1:35:52]
interest of seven thousand one hundred
[1:35:54]
and twenty dollars
[1:35:56]
principal of 95 000 and free information
[1:35:58]
that'll take us down to a principal
[1:36:00]
balance of
[1:36:02]
495 all right so we're we're already uh
[1:36:05]
committed on that and there are no no
[1:36:09]
action necessary correct we should
[1:36:11]
probably start to plan for a mortgage
[1:36:13]
burning party five years out get a
[1:36:16]
committee going oh sure okay I think it
[1:36:18]
would be interesting to know save all
[1:36:20]
the paper though
[1:36:22]
all this bill is being paid where the
[1:36:25]
funds are coming from and
[1:36:29]
the the system that has been worked out
[1:36:31]
to pay for this building
[1:36:34]
as far as using the
[1:36:37]
tourism tax dollars
[1:36:43]
and we thank you for all your efforts
[1:36:45]
and bringing that money actual taxpayers
[1:36:47]
of the tonal Sebastopol have not had to
[1:36:50]
put any money for for the payment of
[1:36:52]
this building at this point
[1:36:56]
it was a good decision whoever made that
[1:36:58]
to say
[1:37:00]
all right number six would be the
[1:37:02]
homeowner well water testing program
[1:37:04]
through the University of Wisconsin
[1:37:06]
Stevens Point only because Linda has
[1:37:08]
been involved with this through
[1:37:11]
jacksonport and other participating
[1:37:13]
townships
[1:37:16]
why don't you give us a quick one and
[1:37:18]
then Victoria wants to talk on it as
[1:37:19]
well okay I'll try to make it quick this
[1:37:21]
came before the board last fall October
[1:37:25]
um because there were costs involved and
[1:37:28]
um
[1:37:29]
the Distributing the advertising and
[1:37:31]
things like that no action was taken I
[1:37:34]
recently had several phone conversations
[1:37:37]
and several emails from Jerry viste who
[1:37:41]
is the president or chairman of the Door
[1:37:43]
County Environmental Council the
[1:37:46]
environmental Council has offered to
[1:37:48]
cover five hundred dollars for the
[1:37:52]
promotion of this program that's
[1:37:54]
basically what he said
[1:37:57]
um the town of jacksonport
[1:38:00]
is most likely proceeding
[1:38:03]
um
[1:38:04]
the town of Sturgeon Bay I believe their
[1:38:07]
board is going to be addressing that
[1:38:08]
issue this week
[1:38:10]
they like to have about a hundred
[1:38:13]
participants between all the
[1:38:15]
municipalities that jump on board
[1:38:18]
the 2013 participation involved the town
[1:38:22]
of Egg Harbor the village of Egg Harbor
[1:38:24]
and the town of Bailey's Harbor they had
[1:38:27]
110 participants so they did reach the
[1:38:31]
100 Mark and they did go forward the
[1:38:34]
test results are kept confidential
[1:38:39]
um to the homeowner however the town
[1:38:40]
would receive some mapping as to which
[1:38:44]
Wells were tested
[1:38:47]
uh the Prices range depending on how
[1:38:50]
comprehensive of a test you want it can
[1:38:52]
go anywhere from forty nine dollars to a
[1:38:55]
hundred and ten dollars for the full
[1:38:58]
package
[1:38:59]
as far as promoting in our local media
[1:39:03]
in the newspapers
[1:39:05]
costs could run I did get some estimates
[1:39:08]
for a quarter page black and white ad
[1:39:12]
285 dollars
[1:39:15]
I'm sorry 295 dollars in one publication
[1:39:18]
two hundred dollars in another
[1:39:20]
publication if we can jump on board and
[1:39:22]
get Jackson port in Sturgeon Bay we just
[1:39:25]
run one ad
[1:39:27]
our cost would be covered
[1:39:31]
um the environmental Council jury Vista
[1:39:34]
would be happy to come out and do a
[1:39:35]
presentation if you like there are other
[1:39:39]
water tests
[1:39:42]
um kits and outfits that will test your
[1:39:45]
water Door County sanitarians department
[1:39:46]
will test it from waste water will test
[1:39:49]
it there's a lab in Luxembourg that will
[1:39:52]
test it and Mr lutson also gave me the
[1:39:56]
website of an outfit that will test
[1:39:58]
again Prices range how comprehensive a
[1:40:02]
test you want so that's sort of it in a
[1:40:04]
nutshell the testing would take place in
[1:40:07]
July or August the homeowner would need
[1:40:10]
to come to the town hall town hall or
[1:40:13]
whatever Arrangements we decide to make
[1:40:15]
you need to get a sample bottle you need
[1:40:17]
to have it back to the town hall or the
[1:40:20]
collecting station on a dates for
[1:40:23]
specific and that's mostly likely going
[1:40:25]
to be a Sunday so that sample needs to
[1:40:28]
be here on Sunday it needs to be
[1:40:29]
delivered to Stevens Point on Monday
[1:40:34]
no deviation from that schedule
[1:40:38]
and that's all I know all right that was
[1:40:40]
the cost that uh
[1:40:43]
what do we have for a cost to do this uh
[1:40:46]
the total it can range depending on what
[1:40:48]
you want tested I did look at it and
[1:40:52]
there are like
[1:40:53]
oh there's got to be like 20 elements
[1:40:55]
here that they would test for
[1:40:57]
and depending on what package you choose
[1:41:00]
it's anywhere between forty nine dollars
[1:41:02]
and one hundred and ten dollars
[1:41:06]
there were three tests
[1:41:09]
first one was 49 that's the homeowner's
[1:41:12]
package test for Chloroform bacteria
[1:41:15]
nitrates chlorine hardness alkalinity
[1:41:18]
and pH
[1:41:19]
the metals package test is 42 additional
[1:41:24]
tests for arsenic lead copper iron zinc
[1:41:28]
calcium magnesium
[1:41:30]
magnetum sodium potassium
[1:41:35]
and sulfates
[1:41:36]
and then the dact screen package
[1:41:40]
test for the breakdown of the components
[1:41:45]
that's atrophene and pesticides another
[1:41:48]
twenty seven dollars
[1:41:50]
if you took all three packages together
[1:41:52]
you paid 110.
[1:41:57]
dependent on what you want to have
[1:41:59]
accomplished
[1:42:00]
and the other sites that Linda
[1:42:04]
give you as far as he from Luxembourg
[1:42:07]
and
[1:42:09]
uh Mr lutzen with the
[1:42:12]
h2o6 was it
[1:42:16]
they're down in the area of 25 dollars
[1:42:19]
Victoria had asked permission to speak
[1:42:22]
on this so
[1:42:28]
express my support of the homeowner well
[1:42:30]
water testing program we test our water
[1:42:33]
every year on I live on Cherry Road and
[1:42:37]
it would cost us probably uh
[1:42:42]
230 dollars to accomplish the tests that
[1:42:47]
they have if you add the homeowners and
[1:42:49]
the medals packaged together if you add
[1:42:52]
the pesticide test it would be another
[1:42:55]
it would bring it up to 550 dollars we
[1:42:58]
use clean water testing in Appleton and
[1:43:01]
have used them for many years so my
[1:43:05]
husband and I consider this a real value
[1:43:07]
for our dollar and we'd like to see the
[1:43:11]
town participate and if we can't
[1:43:13]
participate here we were going to ask
[1:43:15]
jacksonport if we could participate with
[1:43:18]
them okay Mr Luton uh I take my
[1:43:23]
test up to eat from water testing and it
[1:43:27]
cost you twenty three dollars
[1:43:29]
for it one test
[1:43:31]
now in the meantime I do take my own
[1:43:36]
home well test I get these through the
[1:43:39]
internet
[1:43:41]
and these these tests cost
[1:43:44]
around twenty three dollars but you get
[1:43:47]
two tests out of one little kit
[1:43:52]
so you can you can get or you can split
[1:43:54]
your test up and do an offer
[1:43:57]
what exactly are you testing for pardon
[1:44:00]
what are you testing for I get I believe
[1:44:03]
it's eight it might be ten but I I
[1:44:06]
believe it's eight tests and it tests
[1:44:09]
all your all your uh main tests that you
[1:44:12]
have to take
[1:44:14]
I could have brought it along I don't
[1:44:16]
remember them all but I mean I do this
[1:44:19]
all year long and
[1:44:21]
it pays to test your wealth
[1:44:24]
but I don't really believe the town
[1:44:26]
board or the township should get
[1:44:28]
involved in going through water testing
[1:44:31]
for people they can do this this is not
[1:44:34]
anything that we would do
[1:44:37]
we would go with the Door County
[1:44:42]
dcec whichever that is environmental
[1:44:46]
Council there they would make 500
[1:44:49]
available
[1:44:51]
for us to bring that to the attention in
[1:44:53]
the media
[1:44:54]
to promote it but the actual testing
[1:44:57]
that you want to have accomplished would
[1:45:00]
be up to you or me or anyone else we
[1:45:03]
aren't going to use any County or Tunnel
[1:45:05]
right the package and this yeah the
[1:45:08]
package they represent that they present
[1:45:10]
here is definitely a good deal now the atropine
[1:45:16]
acetylcholine inhibitor one really only
[1:45:20]
targets a small group of pesticides
[1:45:23]
insecticides so
[1:45:26]
whether or not you know that's worth the
[1:45:28]
extra 27 dollars probably not most
[1:45:31]
pesticide tests are very specific as to
[1:45:34]
the pesticide that you're looking for so
[1:45:36]
this is kind of a general
[1:45:38]
for one definite group of insecticides
[1:45:41]
so but the other tests yes I mean keep
[1:45:44]
in mind that all these elements are
[1:45:46]
background elements in the soil right
[1:45:48]
now
[1:45:48]
so I mean you're always going to get a
[1:45:50]
detect at a certain level for a lot of
[1:45:53]
these things so
[1:45:59]
this place per year because of
[1:46:01]
commercial life I'll rent the E coli
[1:46:04]
test for me we just don't pop this being
[1:46:08]
a public building we test quarterly Jim
[1:46:12]
yeah how many tests four quarterly
[1:46:15]
oh yeah okay
[1:46:18]
um these samples go to Steven's Point
[1:46:20]
and I had suggested to Mr vistie because
[1:46:24]
there are so many people concerned with
[1:46:26]
their well water why don't they get a
[1:46:28]
local effort going between the
[1:46:31]
sanitaries office instead of
[1:46:34]
you know giving the University students
[1:46:36]
summertime work why not
[1:46:43]
what's causing the problem here in the
[1:46:45]
high school is equally
[1:46:49]
it's a group of a group of bacteria in
[1:46:53]
the E coli genus and species E coli okay
[1:46:56]
there are specific strains within that species that are Marshall we're
[1:47:02]
more concerned with than others but when
[1:47:04]
they test for coliform bacteria they're
[1:47:06]
testing for a group of bacteria right
[1:47:09]
doctor
[1:47:10]
yes and that's what I was going to ask
[1:47:12]
you otherwise big concern would be
[1:47:14]
arsenic or heavy metals indoor County my
[1:47:18]
question is after you test your wells
[1:47:21]
and you have then just Mr roots in a new
[1:47:23]
victory what do you do if you get a red
[1:47:25]
flag if you retest well last year we did
[1:47:28]
get a red flag right I won't go into all
[1:47:30]
it's all confidential they aren't going
[1:47:32]
to tell us about it I mean but they
[1:47:34]
don't have to but you didn't or
[1:47:36]
something twice
[1:47:38]
and are using some meditation and I'm
[1:47:42]
looking for more gotcha
[1:47:45]
okay so the matter before us is whether
[1:47:48]
or not we want to accept their 500
[1:47:50]
dollars
[1:47:51]
I think the program has a good program
[1:47:53]
and anytime you can save our
[1:47:55]
constituents money by getting a test for
[1:47:57]
them at a at a reduced rate it's a great
[1:48:00]
deal and the water concerns are a big
[1:48:02]
problem here
[1:48:03]
my only concern with this program is
[1:48:06]
where do we find a volunteer who is
[1:48:08]
willing to spend their Sunday sitting
[1:48:10]
here at the Town Hall collecting these
[1:48:12]
samples and driving them down to Stevens
[1:48:14]
Point for Monday morning
[1:48:18]
the program was presented us no cost to
[1:48:22]
the town
[1:48:23]
yet we're responsible for collecting the
[1:48:26]
sample passing these sample bottles out
[1:48:28]
in the first place and then collecting
[1:48:30]
them and transporting them
[1:48:33]
so uh I mean if we talked earlier that any further
[1:48:38]
expense on projects like this or that we
[1:48:41]
should be looking for Grant dollars or
[1:48:44]
whatever to help support these programs
[1:48:47]
this is one item that is not in our
[1:48:49]
budget for the year
[1:48:52]
costs may not be that high but it's just
[1:48:55]
one thing that's not there at this point
[1:48:57]
so um
[1:48:59]
I have one comment my concern is that
[1:49:03]
it's not a 24-hour sample
[1:49:07]
I mean the instructions are very clear
[1:49:09]
here when we draw the water sample here
[1:49:11]
it has to be at that lab within 24 hours
[1:49:14]
my only concern is that okay fine you
[1:49:18]
came and you picked up a bottle whenever
[1:49:20]
and did you draw that water sample
[1:49:24]
on Sunday afternoon so that when it gets
[1:49:27]
to Stevens Point on Monday morning or
[1:49:29]
Monday afternoon is it within the 24
[1:49:31]
hour period if it's longer than that
[1:49:34]
something could grow in that sample and
[1:49:37]
then you're not really getting a True
[1:49:39]
Result that would be my only concern
[1:49:42]
when you take our sample does it have to
[1:49:44]
be refrigerated to
[1:49:46]
or how do you no a regular water sample
[1:49:49]
does not have to be refrigerated a
[1:49:51]
nitrate or nitrite sample does have to
[1:49:54]
be on on um those dry ice because it's
[1:49:59]
just in an insulated container and it's
[1:50:01]
uh sterile and then the same day we take
[1:50:03]
it and we take it right down to the post
[1:50:05]
office and I mean it's overnight the
[1:50:07]
onus the onus would be on the property
[1:50:09]
owner and make sure that sample
[1:50:11]
is taken when you said you took it
[1:50:14]
because you otherwise you may not be
[1:50:16]
getting a true wrist I'll be here on
[1:50:18]
Sunday to collect those
[1:50:20]
no but it sounds uh I mean Jerry's
[1:50:23]
letter
[1:50:24]
indicates not only a five hundred
[1:50:26]
dollars to cover the promotional cost
[1:50:29]
but that sounds like they our County
[1:50:32]
Environmental Council would assist yeah
[1:50:35]
they'll get the volunteers yeah I I I
[1:50:38]
just think it's an opportunity you know and I I
[1:50:43]
can't see a reason why we wouldn't
[1:50:45]
participate especially when all our
[1:50:47]
costs are basically going to be covered
[1:50:48]
an environmental council is willing to
[1:50:52]
become actively involved in it
[1:50:56]
so they would take it to Stevens Point
[1:50:58]
then they would see that we transported
[1:51:00]
it sounds like they're committed to this
[1:51:02]
program why don't we why don't we do it
[1:51:04]
this way as long as you're into this
[1:51:05]
kind of thing anyway
[1:51:07]
uh why don't we so are interested right
[1:51:10]
the 500 won't make you the point person
[1:51:13]
to get her in motion but I would I would
[1:51:17]
move there we uh the Sebastopol Town
[1:51:20]
Thomas basketball participates in the
[1:51:23]
well-watered sampling as outlined by the
[1:51:25]
Dark County Environmental Council yeah
[1:51:27]
pretty long there already okay we accept
[1:51:30]
the 500 as the cover promotional costs
[1:51:35]
and okay
[1:51:40]
do you think that's too much no that's
[1:51:42]
all right no I have it on you you forgot
[1:51:43]
to add and
[1:51:45]
Mr Weidman would be the point man to get
[1:51:47]
it and that could be that could be
[1:51:49]
determined
[1:51:56]
with the understanding that you're going
[1:51:57]
to bury the participant I'll second
[1:51:59]
right
[1:52:03]
you don't have to be the collector to
[1:52:05]
hear an amendment to that motion yeah
[1:52:08]
I'd be willing to assist in the uh
[1:52:13]
any other discussion comment question
[1:52:17]
do we need to send Mr Vista a letter or
[1:52:19]
what do we do here first we should vote
[1:52:21]
on it maybe I'm asking what we're going
[1:52:24]
to do first
[1:52:26]
okay if if you have test your wells and
[1:52:30]
you find out what it was bad it is bad
[1:52:34]
what's a remedy
[1:52:45]
yeah our involvement is only on the fact
[1:52:48]
we're advertising we're going to do the
[1:52:50]
500 bucks
[1:52:51]
do the advertising and let everybody
[1:52:55]
know it's there
[1:52:56]
and if you want to participate fine
[1:53:00]
let's make sure that we're only the
[1:53:02]
vehicle and not the response yeah
[1:53:04]
they're sitting in the front doorstep
[1:53:05]
that go bad
[1:53:09]
okay yeah especially if it's July or any
[1:53:11]
other question
[1:53:14]
all in favor of signify for saying that
[1:53:16]
all right opposed
[1:53:18]
okay
[1:53:21]
Roblox building claims uh January 21
[1:53:25]
through
[1:53:28]
2 24 looks like it should be
[1:53:32]
2014 through
[1:53:36]
have a motion to that effect
[1:53:40]
move that we approved vouchers bills and
[1:53:42]
claims
[1:53:43]
second
[1:53:46]
you have any questions on any of them
[1:53:49]
all I pay for signify for saying hi all
[1:53:51]
right
[1:53:53]
resolution number seven supplement for
[1:53:56]
temporary vacancies of
[1:53:59]
the elected officials I see were doing a
[1:54:03]
supplement to the
[1:54:05]
2013 Town
[1:54:15]
can I address it or
[1:54:17]
believe that the list of names we had
[1:54:19]
that were running shortly I know I was
[1:54:23]
bragging to all the other towns like we
[1:54:25]
have over 20 people on our polar worker
[1:54:28]
list between the party and our
[1:54:30]
unaffiliated however April 1st due to
[1:54:35]
candidates
[1:54:37]
or spouses of candidates and ethicals
[1:54:40]
and principals and all that and
[1:54:42]
vacations
[1:54:43]
and health problems
[1:54:46]
I'm down to just nine people
[1:54:49]
so I did talk to each of the people on
[1:54:53]
this supplemental list
[1:54:56]
if need be if I need to go to them
[1:54:59]
they are willing to work
[1:55:01]
so by Statute I would have to amend our
[1:55:06]
poll worker list so that is what this
[1:55:09]
supplement to the resolution does
[1:55:11]
okay we run a background check on one of
[1:55:14]
these people yeah is this a one-time
[1:55:18]
correct this is a one this is a one-time
[1:55:22]
request when you have a temporary
[1:55:24]
vacancy for an election it is a
[1:55:27]
temporary filling of those vacancies so
[1:55:30]
one time April 1st only
[1:55:32]
I think everybody in the town's on the
[1:55:34]
list something I would move that we
[1:55:36]
approve resolution number seven 2013 TV
[1:55:40]
I hope there did all in favor say hi all
[1:55:42]
right
[1:55:44]
Frozen Let's carry
[1:55:47]
correspondence part of the packet
[1:55:49]
indicates that
[1:55:52]
increase cable thefts penalties in
[1:55:55]
Wisconsin Door County highways
[1:55:59]
spreadsheet listing the private drives
[1:56:01]
that had been plowed previously
[1:56:05]
so just is that can I question the
[1:56:07]
following okay all right is that just
[1:56:10]
November and December the appears in no
[1:56:13]
that is uh all of 2013.
[1:56:16]
oh January December yeah right January
[1:56:20]
through December
[1:56:22]
2013. yes okay thank you okay and the
[1:56:26]
other would be for the 2012 calendar
[1:56:28]
year
[1:56:31]
the department of administration
[1:56:33]
payments for municipal services
[1:56:37]
and payment and lieu of tax
[1:56:41]
Emerald Wisconsin Emerald Ash border
[1:56:45]
programs
[1:56:47]
and two fire reports
[1:56:51]
January Fire Department in December and
[1:56:54]
Judas tonight should have been another
[1:56:57]
sheet to December of 2013.
[1:57:02]
as well we do have
[1:57:05]
utility updates there will be a
[1:57:07]
recycling day Sturgeon Bay Utilities
[1:57:13]
and the price list on the bottom if you
[1:57:16]
wish to bring your product there
[1:57:19]
also hotline Digger hotline
[1:57:23]
meeting and a
[1:57:27]
looks like you even get a free meal John
[1:57:29]
if you want to go oh breakfast lunch and
[1:57:31]
dinner stay all day Denmark or Marinette
[1:57:43]
there that we need to worry about
[1:57:47]
sir the clerk's going to be on vacation
[1:57:50]
for March 6th through the 13th what
[1:57:54]
we're all going to get a card because is
[1:57:56]
that how that works
[1:57:58]
at any time to write cards
[1:58:00]
okay the next supervisor meeting will
[1:58:03]
really be at the call of the chair if in
[1:58:06]
the event there's need for one otherwise
[1:58:08]
we'll
[1:58:09]
all right not have one spring election
[1:58:12]
is April 1st
[1:58:15]
and do we have any agenda items for the
[1:58:18]
next meeting
[1:58:20]
I'd like to see if we couldn't get the
[1:58:22]
fire chief erlash to
[1:58:25]
do some kind of a community presentation
[1:58:27]
on fire alarms carbon monoxide alarms
[1:58:31]
and the meaning of the signal in which
[1:58:34]
they put out
[1:58:35]
seems that we have an awful lot of false
[1:58:38]
alarms because the battery is dying in
[1:58:41]
this machine and it just beep beep beep
[1:58:44]
it's not sending off the actual warning
[1:58:46]
signal but people still call the fire
[1:58:48]
department
[1:58:50]
I mean a little education might help
[1:58:53]
save some dollars on the fire
[1:58:55]
department's end
[1:58:57]
and it'd be a good program for them to
[1:58:59]
put all of them
[1:59:01]
I do know that they do that so sometimes
[1:59:04]
those false alarms too are the ones that
[1:59:07]
have the automatic yeah they're people come in and they type the wrong
[1:59:12]
code or the kids are there and they
[1:59:13]
don't have the right code to cancel so
[1:59:15]
they're you know
[1:59:17]
but as you read the report it seems like
[1:59:19]
there's an awful lot of them they're smoke detector wasn't working or
[1:59:22]
the battery was dead and I was sending
[1:59:24]
out a signal to replace it well correct
[1:59:27]
it's just a little you know something
[1:59:29]
they could do Tim is always saying they
[1:59:32]
have nothing to do anyway so give them
[1:59:34]
an opportunity we'll do it I don't know
[1:59:38]
it'll probably have to be after uh we
[1:59:41]
could use the town hall here maybe
[1:59:45]
um maybe the annual meeting would be a
[1:59:47]
good time
[1:59:49]
draw the people here
[1:59:52]
all right
[1:59:54]
okay one uh one item of
[1:59:57]
interest not good news
[2:00:01]
for those of you who knew our previous
[2:00:03]
clerk treasurer
[2:00:06]
serve their town from
[2:00:09]
1996 came aboard as our treasurer
[2:00:14]
and then
[2:00:16]
elevated and elected to the position of
[2:00:18]
