Okay, this is the November 20th,
2025
[0:09]
town Board of Shamrock Lakes
general meeting, regular schedule
[0:14]
meeting. Call it to order.
Um,
[0:19]
has everybody had a chance to read and
approve the minutes from last month?
[0:26]
» Uh, can I get a motion to
Make a motion to accept the minutes from
[0:32]
last meeting.
>> Second.
[0:34]
» Second. All in favor?
>> I I
[0:38]
Okay. Uh we have two treasures reports.
One is September, one is October.
[0:47]
You've had a chance hopefully look at
those. Uh,
[0:52]
do I have a motion to approve those?
>> Move to approve the September and
[0:58]
October treasures reports.
>> Second.
[1:01]
» Okay. All in favor? I.
>> I.
[1:03]
» Okay.
Uh, we've signed our claims for the
[1:07]
month. Uh, Diane,
>> yes.
[1:11]
» Pass due and so forth.
>> Yes. Okay. So, um, there are five past
[1:18]
due accounts. Three of them were letters
sent. the Arley's, the grooms, and the
[1:22]
walkers um all had letters sent uh this
month. Um the other past is Klein, and
[1:30]
she um texted me yesterday and wants to
pay it off and asked for the balance.
[1:35]
So, that might be happening. And then,
uh McVey.
[1:40]
» Okay.
Any leans filed?
[1:43]
» No leans were filed.
>> Okay.
[1:47]
Uh like to go into old business. Do we
have a motion to open old business?
[1:52]
» I'll move to open old business.
>> Second.
[1:55]
» Okay. All in favor? I
>> I
[1:58]
» uh number one online payment options.
>> So for two months, October and November,
[2:08]
um we conducted tests of the online
payment system pay
[2:15]
and had more success. uh meaning more
participants in November than October.
[2:22]
Um
so I'd be curious to hear um
[2:30]
sort of when payments actually got
posted um if we want to talk through
[2:35]
that. But um for the most part people
seemed
[2:41]
a person who said they were not pleased
about the fee. uh the processing fee and
[2:49]
so they said I'm never doing this again.
Um I'll go back to paying it the old way
[2:54]
» and I think I'll check my email check my
email but that may have been the same
[2:58]
person who said is there a way I can pay
for the whole year
[3:03]
» and I said yes. So, um there we may want
to consider on the website um not just
[3:11]
having a page for the online bill page,
but also just detail here are some of
[3:17]
the ways that um or like a frequently
asked questions about paying bills. Um
[3:22]
that can include, you know, can I pay
the whole year in advance or can I pay
[3:27]
more than one month at a time? That kind
of thing. um as we have new residents,
[3:31]
they may not realize that's an option if
they want to pursue that. Um that's a
[3:37]
really good idea.
>> Um
[3:42]
prior to today, D and I were chatting.
Um she felt like it was okay to go
[3:50]
forward with posting it, making it
available to people. Um
[3:56]
I think so. Um and Um,
you asked about how the payments were
[4:03]
getting posted. Um, so it looks like for
the most part when people are initiate
[4:10]
initiating a transaction,
it's getting posted the next day. If
[4:17]
it's not if it's through the week,
however, there was one there were two
[4:22]
people. Well, one paid like on the 6th,
one paid on the 7th, and they both were
[4:27]
deposited into the account on the 8th,
and that they was it was the middle of
[4:32]
the week. It was like Monday, Tuesday,
Wednesday. So, I'm not sure why. So I
[4:36]
would again [snorts and cough]
[clears throat]
[4:38]
I would say like we tell people it might
be the next day but I think just to be
[4:45]
on the safe side we should you should
allow at least four to five days
[4:49]
» because sometimes I think the longest it
has been has been like maybe five days.
[4:54]
Um but for the most part it is getting
it is getting deposited into our um
[5:02]
accumulating account on on like the next
day.
[5:06]
» So within two days for the most part.
>> Okay.
[5:10]
» So and again there's really no way
unless it's an odd amount to kind of
[5:14]
tell whose deposit is which. But I do
get reports on who deposited and when
[5:21]
they deposited and so I just kind of go
by the dates and I'm just assuming that
[5:29]
you know that that they get deposited in
order that they were. So okay, we do
[5:37]
have um a page on the website set up.
It's in draft form right now. Um that
[5:45]
has [cough]
really kind of minimal information that
[5:49]
we've talked about so far. Um the notice
about the fee, the notice about or like
[5:55]
the recommendation to pay by the 5th to
make sure it arrives on time. Um the
[6:01]
link button um and the list of things
they'll need to have available to them
[6:07]
as they go to pay their bill. um it can
be published
[6:13]
after this meeting if everyone is
comfortable with that. If there's any
[6:17]
other information maybe besides the uh
frequently asked questions to add to
[6:23]
that. Um I think now is the time.
>> I'm good with it.
[6:29]
» Okay.
>> Send it.
[6:32]
» Do we need to make a motion and vote
that we want to put this
[6:37]
program into
actually circulation.
[6:40]
» I think we should
[6:44]
I um do you see a way that it would kind
of fool you or that that two accounts
[6:52]
make it flip-flopped or it's not that
big of a deal? Um right now you're
[6:56]
you're you're comparing
like best pictures, right? As far as
[7:01]
what information you're getting on it is
adding to your workload, but
[7:06]
» Oh, for sure. for sure. Um, it is. So, I
would say there is no way to 100%
[7:16]
[clears throat]
>> say that this was that person's unless
[7:20]
it's an odd amount.
>> Um,
[7:23]
» is there
>> but I say it's pretty I think you can
[7:28]
you can comfortably assume that they're
going they're getting deposited in the
[7:33]
order that the transaction was
initiated. So, I'm not going to say
[7:37]
there would never be some sort of an
issue and really it would only be a
[7:42]
really big issue if it were like around
the 10th. Um, the two kind of the two
[7:49]
big things would be the end of the month
because I have to tally up all of the
[7:53]
numbers at the end by the end of the
month. So, if [clears throat] they think
[7:57]
that it's going on, you know, on one
month that that's more of a paperwork
[8:01]
thing for me. But for the customer, the
big thing is the 10th because, you know,
[8:07]
if it's not even the 10th, it's it's
late. So,
[8:10]
» and it's not a train wreck. I mean, if
you would run into that um where it got
[8:17]
checked to the wrong account or
something, it's not a big flip-flop or
[8:20]
something. I mean, as far as um
>> um
[8:24]
» we could do it especi if we had to uh
take a a late fee off or something, we
[8:29]
could do that in the meeting. And and so
there really isn't anything that's going
[8:33]
to
>> Yeah. I don't see anything that's like
[8:35]
really going to hurt us. No, I would say
there might be I mean some things we
[8:40]
have to talk about at some point,
>> but um it's it's kind of running
[8:44]
smoothly. It's just you know
it does add more work, but you know
[8:50]
that's just the that's we're just going
to accept that and go on rather worry
[8:55]
about that. Are we um and and I'm not
trying to in any way slow this thing
[9:01]
down, but um is there a percentage we'd
like to see after a year that makes it
[9:07]
worthwhile or you know
>> it doesn't cost us anything
[9:11]
» other than
>> other than my time?
[9:13]
» Okay.
>> Yeah. Um so it doesn't really cost us
[9:16]
anything. The user has to pay a fee in
order to do that. But we don't have to
[9:22]
pay a fee. We incur no fees on that.
It's minimal. What is it? Like less than
[9:27]
$2. Yeah. If it's if they're paying the
standard $58, it's like a dollar 73 or
[9:35]
something.
>> Yeah. It wasn't very much. But
[9:38]
» so it's convenience is what they're
paying.
[9:40]
» It's a convenience for sure.
>> Yeah. But I understand if someone didn't
[9:46]
want to pay, I wouldn't want to pay you.
[laughter]
[9:50]
» Yeah. So, I'll make a motion to um
put into motion or put into action um
[10:00]
the online bill pay service payoff make
it active for the full counts.
[10:08]
» Second.
>> All in favor? I
[10:11]
» I
Okay, motion carries.
[10:19]
Uh I know Steve has been working on the
animal noise ordinance. Um
[10:27]
I don't have any update
>> okay
[10:29]
» on it
and the same on the codification. I know
[10:37]
he's out of state for family issues. Uh
they did take
[10:44]
um the codification stuff and
uh our ordinances with him and he's
[10:53]
going to do some work. He'll have some
downtime. So uh no update on
[10:59]
codification.
[11:03]
Uh the maintenance projects
have nothing on the building maintenance
[11:13]
or Wells Park garage.
I think that'll probably be stagnant
[11:18]
till the spring.
>> Uh the crack ceiling that's uh been
[11:26]
paid. Everything's good. One of the
things that um
[11:31]
I plan on doing, I had already before
uh Mr. Campbell was in here at our last
[11:37]
meeting, I talked to EMD Paving about
we've got four or five areas around the
[11:44]
town that
the asphalt has failed
[11:50]
» and talk to them about um
coming giving us an estimate.
[11:57]
um that next spring that or summer that
they would come in, not grind up the
[12:04]
whole road, do that section.
Um
[12:09]
and then also the parking area here in
front. Uh my wish is that we will have
[12:16]
those estimates by our December meeting
so we can encumber funds for this year
[12:22]
» for that.
And then uh along that lines
[12:30]
uh
we still have the new street signs that
[12:34]
need to be put up. I need to go around
it and look at we had bought those
[12:40]
two years ago, the new names and
we need to get new brackets because
[12:47]
what's going to happen is those have
been out there so long they're rusted.
[12:51]
» They're not hold tight,
>> right? So, we're going to have to cut
[12:55]
the post,
put a new bracket on there, and uh
[13:02]
so before the December meeting, I will
go out and get a uh
[13:09]
because there's different posts,
different brackets,
[13:12]
» and I'll get an estimate from the sign
company in Muny that we have got the
[13:17]
signs from
>> and that way either we can buy them
[13:22]
» and install them on weather's good or at
least encumber the funds
[13:27]
» to get them
>> as I think just a go and pick them up
[13:31]
item.
>> So the other thing um
[13:37]
that will look at [cough]
funding dependent is
[13:42]
replacing the concrete parking bumpers
here
[13:46]
» and maybe incorporating some at Wells
Park.
[13:52]
uh
at least for now because and then if we
[13:57]
rework that area, we could pick them up
and move them
[14:01]
» like with a forklift or something. So,
uh,
[14:06]
as that gets developed, one of my
concerns is the lift station
[14:11]
if golf carts and bicycles and all that
because it's PVC piping coming up.
[14:18]
» And I don't I don't want a kid leaning
his bike against that.
[14:22]
» So, we'll look at some ways of kind of
hardening that.
[14:27]
Um,
>> would we want to look into getting
[14:30]
parking spots painted if we redo the
parking lot out here?
[14:36]
» Yes. And I think uh I would like to do a
designated handicap spot as well.
[14:43]
» So, yeah. And I uh EMD can do that. They
may subcontract it, but but yeah, that
[14:53]
yes, very much so. Yes.
[14:59]
Uh
Wells Park budget.
[15:03]
» No.
>> Okay.
[15:09]
Uh the animal shelter litter drive this
Saturday.
[15:14]
Notice went out with uh the sewer bills
and also people have paid ahead. Dian
[15:21]
dropped a notice in the mail to them. um
for this Saturday to have it out by 9
[15:31]
a.m. and uh
D and I'll go out in the morning
[15:37]
Saturday and uh pick it up. So, and
Kelly's been in touch with the shelter
[15:45]
and he'll get us the contact numbers
there that once we gather it then we can
[15:50]
drop it by. So,
[15:56]
Uh,
number seven, Rachel's name.
[16:02]
» U,
I have not had a chance to talk to
[16:06]
anybody to see if they're interested in
your seat. Diane and I have been
[16:10]
talking. We have a couple people that we
want to talk to and see. So, uh,
[16:17]
» nobody has responded to
[snorts] the town's email about that.
[16:25]
I sent out another announcement about it
this afternoon. Um,
[16:32]
though that doesn't go to everybody in
town. So, hopefully
[16:38]
respond sooner than you can talk to the
people that you're interested in as
[16:42]
well. If there's anything else that I
can do that could be helpful,
[16:46]
Okay,
>> we've asked at least one person who
[16:49]
declined. So, [laughter]
>> and I [clears throat]
[16:53]
if you know of someone who may be
interested obviously they can see the
[16:58]
meetings, go back and see them
>> at least parts of them, but it'd be nice
[17:03]
to get them here for the December
meeting. [clears throat]
[17:07]
» That way they get a feel for
>> it.
[17:13]
I hope they
Don't know too many people. Few people I
[17:17]
moved away.
[17:21]
» Okay.
Uh
[17:26]
motion to close all business.
>> I move to close old business.
[17:31]
» Second.
>> Okay. All in favor? I
[17:34]
» I
move to open new business.
[17:39]
» Thank you,
>> Kelly. Second. Okay. In favor I
[17:45]
» uh first one we have is on new
businesses insurance
[17:50]
workers comp forms.
>> Okay. Um so
[17:58]
one thing I need
from you guys
[18:03]
um is to sign this is for the reference
compet if you want the information or if
[18:09]
you want the uh to be covered or not. Um
and so if you don't want to be covered
[18:16]
there's a place up here if you don't
want to be covered. They've already
[18:20]
marked it down here with me. And if you
do want to be covered, it's down just
[18:24]
signed clear at the bottom. So that's
yours. And they sent these to me.
[18:29]
» Can you explain the cost?
>> The cost is like I think the bill was
[18:35]
500. We'll get to that in a second. Was
>> okay.
[18:38]
» Uh like 530 $28
>> for the group
[18:42]
» for the group. And if that would have
been if that was to cover just me or
[18:47]
that would have been that to cover all
of us. So there's no additional cost
[18:54]
» and no cost [clears throat] sign.
>> Yes. And no cost to the individuals.
[18:59]
» That's correct. No cost to individuals.
>> Is Travis had did you do one?
[19:04]
» He's not an employee. He's also he's a
contractor. [laughter]
[19:07]
» Since I am off.
>> I mean that's just up to you if you want
[19:12]
to be covered for month. Yeah.
>> You do whatever you feel like you want
[19:16]
to do. I'm looking not being covered but
I'm not seeing where um right here where
[19:22]
it says signature of corporate officer
>> and then just mark I am an officer but I
[19:28]
elect not to be an employee
[19:40]
20
[19:56]
And the next thing is premium transfer
of funds.
[19:59]
» Yes. And so, um, because when we've
talked about this before, because the
[20:05]
premiums went up so much, so, uh, our
budget in the town is, um, is depleted
[20:13]
for this. Um, and so what I did, cuz
this workman's comp bill was due uh on
[20:21]
the 17th, so I paid that out of the
um sewer bill because we're going to
[20:28]
split that 5050 with the sewer in the
town. So, what I need is a motion to
[20:32]
transfer $264, which is half of the 528
from the town operating
[20:40]
um account, the line item item number
423 to the town insurance to cover that
[20:46]
$264 check that I need to write to
reimburse the sewer.
[20:51]
» Does that make sense?
>> Yeah, it does. Okay. So, I'll move
[20:55]
um to transfer $264
from the town operating account to town
[21:04]
insurance
[21:07]
versus the town.
>> Second.
[21:11]
» All in favor?
>> I
[21:19]
thank you.
Okay.
[21:25]
I was going to say next thing we have is
contracts
[21:29]
and these are annual contracts that we
have.
[21:32]
» So we'll vote on each one individually
as we go through. So
[21:38]
» um so I emailed most of them to you. I
don't know if you had a chance to look
[21:43]
at them so I can go briefly. Um but
basically we just need to make a motion
[21:48]
if we want to accept these. So, I sent
the one to uh Alpha Snow Real. We'll
[21:53]
talk about them first and they approved
anyone.
[21:57]
So, um if you guys don't have any um any
questions about that one, we can go
[22:03]
ahead and make a motion.
[22:10]
Anybody?
>> Well, I would
[22:14]
» I [clears throat] didn't have a chance
to read them in detail.
[22:16]
» Okay,
we'll talk about this. Um,
[22:20]
» on alpha snow removal, it's the same.
>> We're paying the same as we did last
[22:24]
year.
>> Okay.
[22:25]
» And it's it's just all we did is change
the dates.
[22:29]
» Okay. Well, then I would move to accept
the contract for from office
[22:37]
as written.
>> Second.
[22:41]
» All in favor say I.
>> I. I.
[22:44]
I move that we accept the best way
disposable
[22:49]
2026.
>> Let me because I don't think Rachel had
[22:53]
a chance to look them over. So Okay. Um
they did
[22:57]
um
let me finish this.
[23:01]
Was it like $10?
>> Um, yeah. So, they did raise their rates
[23:08]
um like 3%.
Um, which I think raised the whole thing
[23:14]
like the monthly charge
like about um
[23:20]
it was $1860. So, like not even $100, I
don't think. [clears throat]
[23:26]
So, but now their monthly charge is 19
$1,915.80.
[23:32]
It was $1,860,
[23:37]
I think. Something like that. You know
what? We can look at this.
[23:47]
[clears throat]
[23:50]
» 100 $1,86018.
[clears throat]
[23:54]
So,
>> so $50.
[23:57]
» Yeah. Per month
>> increase.
[24:00]
» Like if you can do math and
>> you're fine. [laughter]
[24:05]
» I got a I got a calculator here. No.
>> So that is so there are no other changes
[24:11]
just that. So no, sorry, Kelly.
>> I make a motion that we accept best ways
[24:18]
contract for
2026.
[24:24]
All in favor?
>> I I
[24:33]
um Blackford County Animal Shelter. Are
they asking for more? They are not. Same
[24:38]
amount as last last year.
[24:44]
Then I will move to accept Blackford
County Animal Shelter Contract.
[24:51]
moved and seconded. All in favor? I
>> I
[24:57]
» Okay. Trinity Lawn Services did um ask
for it. They did not raise our fees from
[25:06]
20 2024 and and 2025. So, we paid the
same in those two years. So, they did
[25:12]
raise it like 3% this year. So, it's
going from
[25:18]
$440 a bow to $465 a bow.
>> Okay. So,
[25:26]
» I make a motion that we accept the 20 26
Trinity Lawn Service contract.
[25:35]
[clears throat]
>> I'll second.
[25:37]
» All in favor? I
[25:41]
motion carries.
[25:47]
Okay.
And um Travis um I think we have an
[25:53]
agreement with him that we give him the
standard cola raise which was uh uh
[26:01]
2.8%.
And so that is taking him from
[26:08]
$1,210
to like $1,424
[26:15]
something like that.
I'll move to approve
[26:22]
contract increase.
>> Uh second
[26:30]
» moved and seconded. All in favor? I
>> I
[26:34]
[clears throat]
[26:42]
was all of our contracts.
[26:54]
[clears throat and cough]
>> Anybody new business? Anything else?
[27:01]
Kelly. No.
>> Okay.
[27:08]
» Our next meeting
December 18th
[27:13]
» probably.
[27:19]
» Are we doing a carry?
[laughter]
[27:25]
» We would invite everybody to come in
their festive colors. [clears throat]
