[2:20] All
[2:35] right. Good evening. I will call to
[2:37] order the city council meeting for
[2:39] August 25th, 2026. If you could please
[2:41] stand for a moment of silence and pledge
[2:43] of allegiance, please.
[2:55] Amen.
[2:58] » To the flag of the United States of
[3:00] America and to the republic for which it
[3:03] stands. One nation under God,
[3:06] indivisible, with liberty and justice
[3:09] for all.
[3:12] » Muhai, would you please call the role?
[3:14] >> Yes, Mr. Mr. Cook
[3:17] >> here.
[3:17] >> Mrs. Sharpshare
[3:18] >> here.
[3:19] >> Mrs. Citadino
[3:20] >> here.
[3:21] >> Mr. Levit
[3:22] >> here.
[3:23] >> Mr. Cox
[3:23] >> here.
[3:24] >> Mrs. Knight
[3:25] >> here. And Mr. Schmidt
[3:26] >> here.
[3:27] >> Thank you. Are there any corrections or
[3:28] additions to the minutes of our last
[3:30] meeting?
[3:32] >> All right. Seeing none, the minutes will
[3:33] stand approved as written and
[3:35] distributed. Uh reports and
[3:37] communications. Mayor Hardman.
[3:39] >> Uh nothing to to report this evening. Um
[3:43] I'll take any questions anybody has.
[3:46] Thanks.
[3:47] >> Thank you, safety service director, Mr.
[3:49] Lucas.
[3:50] >> I have nothing as well and there's no
[3:52] legislation up for a vote um unless
[3:54] Chief wants to talk about his disposal
[3:57] and I don't think he's here. So, um but
[4:01] that'll be discussed when uh they're up
[4:02] for the third reading.
[4:04] >> All right. Thank you. Uh I have no
[4:08] report this evening as well. Uh clerk of
[4:09] council, Miss Boohight.
[4:11] >> No report.
[4:12] >> You're honor roll. Auditor Mr.
[4:14] Cunningham.
[4:16] >> Well, I can't say I don't have a report,
[4:18] but it's going to be short. Um, since I
[4:21] don't have my papers with me. Um, going
[4:24] off of memory, which is tough because I
[4:25] don't remember much these days. Um,
[4:28] we're 58% through the year. Actually, I
[4:31] have it right here. We're uh we've spent
[4:33] about 53% of our budget, so we're on
[4:35] track there. Um, as far as our working
[4:38] cash goes, uh, we're hovering at a
[4:40] somewhat elevated level, which is, uh,
[4:43] very positive at this point. So, um,
[4:45] that's really my report. That's it.
[4:48] >> Right. Any questions for Mr. Cunningham?
[4:51] >> All right. Thank you, Treasure. Mr.
[4:52] Ireie.
[4:53] >> Thank you. Good evening. Uh, the tax
[4:55] report is on file with the clerk of the
[4:57] council and, uh, at July 31st, as uh,
[5:00] Mr. Cunningham indicated, we're 58% of
[5:03] the way through 2026. Uh, as shown in
[5:06] the tax report, the year-to- date uh
[5:09] receipts, total receipts for all of the
[5:11] city's funds actually exceed the
[5:12] expenses to date uh through the 31st of
[5:15] uh July by approximately 330,000.
[5:18] Uh the receipts for the uh income tax
[5:20] are up 6% over this time last year. Uh
[5:23] however, the motel tax is down 22%
[5:26] compared to this time last year. And
[5:27] that the reason for that is um uh that
[5:30] we're behind pace is has to do with the
[5:32] um the tax office moving uh to this
[5:36] location and the mail lag uh between the
[5:38] um when the u motel tax receipts come
[5:41] in. So we expect those to pick up in
[5:43] August and to catch up and be back on
[5:45] pace by the end of the month. That's my
[5:47] report.
[5:48] >> Right. Thank you. Any questions for Mr.
[5:49] Irie?
[5:51] >> All right. Thank you. Law director Mr.
[5:54] Liippard. Nothing formal to report. If
[5:56] anybody has any questions, I'm happy to
[5:58] try to answer them. Thank you.
[6:02] >> All right, seeing none, thank you.
[6:03] Finance Director Mr. McKon, I believe
[6:05] you have no report as well. Is that
[6:07] correct?
[6:08] >> All right.
[6:10] All I did was a cover.
[6:11] >> Yeah. Yeah. Yeah.
[6:16] All right. Well, we uh we give a a
[6:18] multitude of information throughout the
[6:20] year with the monthly reports. Uh also
[6:23] we prepare our annual axer uh which we
[6:27] just wrapped up. So we'll talk a little
[6:28] bit about that. But um
[6:35] uh so we'll talk a little bit about some
[6:36] data from 2025 uh and then also some
[6:39] updates of what's been going on in 2026.
[6:42] um one of the biggest transitions in the
[6:44] department um uh with people and and and
[6:48] first of all a lot of thanks to the
[6:50] folks in in finance and in the finance
[6:52] and the tax division uh we couldn't
[6:55] accomplish what we do without the
[6:56] efforts they do. Um one of the biggest
[6:58] changes is after 11 years as a tax
[7:01] administrator um in February early March
[7:05] uh Linda Collins retired. Uh we were
[7:07] fortunate enough uh after her cooling
[7:09] off period, she's returned uh as
[7:11] part-time status uh helping out on a lot
[7:14] of projects
[7:15] um uh trying to play catch-up some areas
[7:18] where we've always wanted to attack and
[7:19] she provides a good perspective uh to
[7:22] dig in and get in on that. Um we were
[7:25] happy at that time uh in February to
[7:27] bring on Kari Nelson. He joined us uh
[7:29] with um over two decades of experience
[7:31] in the federal government uh with the
[7:33] EPA. uh no direct tax experience but a
[7:37] lot of transferable uh skills and has
[7:40] brought a lot of uh wonderful leadership qualities uh to help the
[7:45] group. So they've already been through a
[7:46] lot. They wrapped up kind of attack
[7:48] season during the change uh of
[7:50] management and and then also uh the
[7:53] great move uh over to the side of the
[7:56] tracks and and getting them back here
[7:58] into city hall. So, uh, we also just
[8:01] recently had a part-time a seasonal, uh,
[8:05] tax associate we kind of did for the
[8:06] first time. Um, we' had some temp help
[8:09] before, uh, but we put out, uh, an ad
[8:12] and we had a college student apply for
[8:14] that, uh, Luke, uh, Corson, uh, that
[8:16] went very successful through the summer.
[8:18] He helped us kind of dig out from all
[8:20] the paperwork that came in through tax day, uh, April 15th. Uh, and
[8:25] then also help assisted a lot with the
[8:27] move. Uh, we really like that program.
[8:29] we're going to kind of transition that
[8:30] to more of a dedicated internship and probably roll that forward like
[8:34] community development does. So, that was
[8:36] nice to have some youth around and uh
[8:38] share our knowledge and learn a little
[8:39] bit from them and uh accomplish some
[8:42] task. So,
[8:45] uh here's a roster of uh those in the
[8:48] department and uh how long they've been
[8:49] there. Uh longest uh Kathy Duckworth
[8:52] over in the finance side of the house
[8:53] and um Susan Ernst over in the tax
[8:56] division.
[8:59] Um
[9:01] so what have we been up to? Uh one of
[9:03] the biggest things um we just wrapped up
[9:05] here in July. We wrapped up our annual
[9:08] uh audit uh with the opinion for the uh
[9:11] the the ACT for the comprehensive
[9:13] financial report. Uh so we got that
[9:15] opinion there very late in July. We
[9:17] submitted it to GFOA uh for their
[9:20] certificate of excellence award. Uh in
[9:22] February we received our uh certificate
[9:25] on our 2024 audit. Um, so the city has
[9:29] received that every year since uh 2001.
[9:32] So, uh, as I said, the big, uh, the big
[9:35] thing we've been up to is is the move. A
[9:37] whole lot of thanks for the tax folks
[9:39] that suffered through that and and and
[9:41] also public works and it, they did a lot
[9:44] to to help us get set up over here. We could not have done that without
[9:47] them. So, uh, for sure. Uh, here's a
[9:51] look at what that space looked like uh,
[9:53] a year ago. Uh, is the new city hall.
[9:56] And uh here is uh what it looks like
[9:58] today. So uh we're still kind of getting
[10:00] a few things uh sorted out, but we
[10:02] really like the space. Uh super nice,
[10:05] bright, uh a lot of elbow room to uh to
[10:07] work in there.
[10:10] Um
[10:12] there was a lot of effort to clean out
[10:14] the old tax office. Uh it it had a
[10:16] basement unlike the Alamo. Uh and a lot
[10:19] of stuff had accumulated in the
[10:20] basement. a lot of stuff that kind of
[10:22] accelerated in 2019 when we cleared out
[10:24] of uh South City Hall here for the
[10:26] renovation of admin. Uh so there was a
[10:29] bunch of stuff over in the tax basement.
[10:31] So uh one thing we came across was a
[10:34] 1973 plan. I meant to have it with me uh
[10:36] this gray um uh binded report and it was
[10:40] a 1973 plan on downtown development
[10:43] which obviously here in the last year
[10:44] we've talked a lot of downtown
[10:46] development. So, uh, this 1973 document,
[10:49] uh, did a lot shaped a lot of things
[10:51] that are still downtown today. Um, the
[10:53] one-way traffic around the loop. Uh, it
[10:56] carved out and expanded a lot of the
[10:57] parking we see, uh, parallel to Reading
[10:59] Road, uh, behind the, uh, the retail
[11:02] there. And, uh, a lot of, not
[11:04] necessarily the streetscape that's at
[11:05] the square, but a lot of the other
[11:07] streetscape that's along Reading Road,
[11:09] uh, in needing of replacing right now,
[11:11] uh, kind of came out of this plan. So,
[11:14] here was a couple of the drawings from
[11:15] the plan. It appeared that one of the
[11:17] biggest goals were to uh attract people
[11:19] with broad tie, wide ties and oversized
[11:21] collars at the time. Uh it was kind of
[11:24] fascinating. It showed a lot of uh
[11:26] pictures of uh the street layout uh
[11:28] before the way two-way traffic and and the connection of how that worked. A
[11:32] lot of buildings that uh were demoed uh
[11:35] coming out of this plan and uh as they
[11:37] kind of uh routed that through there. So
[11:39] it was it was a very interesting
[11:41] document to come across at a very
[11:43] interesting time.
[11:46] Um, we've been up to a lot of training.
[11:47] We always try to do quite a bit of
[11:49] training. Uh, uh, with Ohio GFOA, uh, as
[11:52] I think I said last year, Luke and I
[11:53] just gotten back from speaking at the
[11:55] national GFOA conference. Um, uh, we
[11:58] like to send at least a couple of people
[11:59] up to the OML tax conference each year.
[12:02] Uh and then a lot of the finance
[12:05] frontline staff uh uh attended with a
[12:08] lot of other city staff uh Xavier um uh
[12:11] leadership and um customer service kind
[12:14] of training. So we were uh we were
[12:16] really happy with that. They they
[12:17] enjoyed that process.
[12:20] Um this graph uh just to get into a
[12:23] little bit of uh uh uh nitty-gritty
[12:25] finance uh info. Um and like I said,
[12:28] it's kind of some random uh pieces. We
[12:30] give out a lot of normal where we are on
[12:33] expenses and receipts. So, this is a
[12:35] little bit interesting. Uh tax refunds
[12:37] is a topic we've talked about the last
[12:39] several years. As you can kind of see,
[12:41] we ran hot hot hot here uh coming out of
[12:43] the pandemic uh for several years. Uh
[12:46] we've kind of settled in on a new norm
[12:48] and that uh 1.1 I think we will probably
[12:51] average right around this bubble here
[12:53] for a while. Uh and it's where tax
[12:55] collections themselves have kind of
[12:56] grown from where they were. Um next year
[12:59] we may actually over overlay this with a
[13:02] where the revenue is compared to the
[13:03] refunds. Uh uh we've done some
[13:05] interesting analysis is refunds is a
[13:08] portion a percentage of of that
[13:10] collections from the previous year. So
[13:13] um this this this is going well. Uh
[13:15] we've got that tax refunds account that
[13:17] we maintain in a much healthier position
[13:19] than we did a couple years ago when we
[13:21] started to have some concerns.
[13:24] Um
[13:28] uh as we have for the last several years
[13:30] in the last 11 years um budget has gone
[13:34] well very successful um in controlling
[13:36] expenses and and revenue coming in well
[13:39] uh so what we've been able to do is
[13:41] leverage that u with our fund balance
[13:43] plan that we do with GFOA and we've been
[13:45] able to make uh lots of set aides so uh
[13:48] last year we put $7.2 2 million towards
[13:50] capital. Uh a couple of other routine
[13:53] kind of maintenance uh set aides uh for
[13:55] future cost. So uh this has uh done
[13:59] quite well over the years.
[14:02] Um here is a little snapshot of what
[14:05] we've been able to do with some fire set
[14:06] aides uh which has helped them offset
[14:08] some future cost.
[14:12] Um and and and here is uh a graph we put
[14:16] in here kind of showing uh where a lot
[14:18] of the dollars have gone uh with all
[14:20] those set of sites we've made. We have
[14:22] uh built a lot of stuff. This table is
[14:25] net assets. So it's net of depreciation.
[14:27] So some stuff that we buy uh a vehicle
[14:30] or a piece of equipment. We're only
[14:31] advertising that over like a three to
[14:33] five year life. So we burn through that
[14:35] pretty quickly. Um things like building
[14:38] improvements uh some infrastructure.
[14:40] you're talking more of a 10 to 20 year
[14:42] life. Uh buildings are more like 50
[14:44] years. Um and then land lasts forever.
[14:48] So that just stays on there as cost. Uh
[14:50] and CIP is just stuff that we we're in
[14:52] the middle of building. So um this kind
[14:55] of did not see you could definitely see
[14:57] where we've had some major increases
[14:59] from 2015 to 2020 to now. Uh not a real
[15:03] great increase between 2024 2025. A lot
[15:06] of the money that we spent in 2025 is u
[15:09] this is just governmental type assets.
[15:12] Uh the other two big categories uh uh on
[15:14] our financial statements if you would
[15:16] pull up the the first page uh where we
[15:18] have assets is is in our business type
[15:20] activities the convention center and uh
[15:23] senior housing they're kind of off
[15:25] themselves in business type. Uh the
[15:27] other uh pocket that we put a lot of uh
[15:29] resources in is our CIC. The CIC is on
[15:32] our statements. It's incorporated in the
[15:34] statements. It is off to the side as
[15:36] kind of a standalone. It's it's
[15:38] discreetly presented as a as its own
[15:41] entity. So, it's not reflected on this
[15:43] table. It is on our statements and we
[15:46] did have a lot of money in the land
[15:47] banking we've done downtown that shows
[15:49] up there.
[15:53] Um, a few different uh snippets uh out
[15:56] of our comprehensive financial report.
[15:58] Uh, ones we like to show. Uh, this is
[16:00] one I always like to kind of look at
[16:02] physical health. uh kind of a little
[16:04] snapshot of where um income tax
[16:08] collections are now compared to where
[16:10] they were 10 years ago. Um a little bit
[16:13] of info of where it was the last few
[16:14] years. We've added to this uh and a
[16:17] little bit of color here as to what
[16:18] percentage our top 10 comes out. Uh this
[16:21] has seen some growth the last several
[16:22] years. There's been what we think from
[16:24] the outside seems like a lot of healthy
[16:26] growth inside of our top 10. It has been
[16:28] hard to dilute that uh recently. And um
[16:34] uh for a city with a large automobile
[16:37] manufacturer, we're still in a pretty
[16:39] good spot of of keeping that somewhat
[16:40] diluted in our economy as a whole.
[16:42] That's that's difficult to offset. So um
[16:45] this is in a pretty good place. Um we're
[16:48] very proud to date that we don't show up
[16:49] in our own list of top 10 employers. So
[16:52] you can't always control that and a lot
[16:53] of cities our size usually are.
[16:58] Um, this statement a little bit harder
[17:00] to read. Um, but this is one where uh
[17:04] and I'll send a digital copy of this out
[17:06] to everybody, but uh this is the one
[17:08] that back in my audit days a dozen years
[17:10] ago, I used to always like to start with
[17:12] to show people. Um, this is the one
[17:13] where you have the most impact. It is
[17:15] our budget verse actual. This original
[17:18] budget is what we approved and what you
[17:20] approved in December of 2024. The final
[17:23] budget is the accumulation of the
[17:25] amendments that we made during 2025.
[17:28] Uh so you can kind of flow through and
[17:30] see what we changed. This is only
[17:32] talking about the general fund. Um the
[17:35] actual column are the actual receipts
[17:36] and expenditures that flowed through the
[17:38] fund. Uh and then the uh variance is how
[17:41] the actual compares to the final budget.
[17:44] So uh an interesting document and one I
[17:46] think that you know this room is easiest
[17:49] to to relate to. Um, I could show you a
[17:52] balance sheet, but like it's so abstract
[17:54] that it's it's difficult to So, uh, this is the general fund. Um, a similar
[18:02] uh snapshot of this is the fire fund,
[18:05] one of our other major funds. We have a
[18:06] handful of major funds. These are
[18:08] probably our two biggest by far. Um, a
[18:10] lot less going on in the fire fund. It's
[18:12] just a sole purpose. Um, so here it
[18:15] goes. Uh, the same sort of comparisons
[18:18] go on there.
[18:21] Uh and then so uh what's coming up here
[18:24] the rest of 2026? Um we are quickly
[18:26] getting to work in the 2027 budget. Uh
[18:29] we hope to get packets out to elect it
[18:31] November 2nd, which the next uh eight
[18:34] weeks or so are very chaotic. So this
[18:36] will be it's a fun time. Uh and a budget
[18:38] work session uh is November the 12th.
[18:42] Uh and then uh here is a little bit of
[18:46] detail from from the tax report. um that that Kurt relates to and it kind of
[18:52] shows where income taxes are year to
[18:53] date. So um 2026 has rolled along uh
[18:57] rather decently.
[19:00] Any questions?
[19:06] Thank you very much. All right. Thank
[19:08] you.
[19:12] All right. At this time, are there any
[19:13] residents desiring to be heard before
[19:15] council this evening?
[19:20] Just come up to the podium. Please state
[19:22] your name. May address for the record.
[19:27] Hi. I feel very short. Hi, my name is
[19:29] Stephanie Lemming and I'm the branch
[19:31] manager at the Sharonville Branch
[19:32] Library over on Thorn View Drive. Um, I
[19:35] have a couple more numbers for you. Not
[19:37] that many, but a couple more. Um, as
[19:39] many of you know, summer reading is a
[19:41] big event for libraries countywide. And
[19:43] here at the Sharonville branch, we had
[19:45] over 800 kids and teeds participate. So,
[19:49] props to the Sharonville and neighboring
[19:51] um and neighbors um for coming to visit
[19:54] the library. And as much as my kids are
[19:57] bummed out, school is back in session.
[19:59] Um so that does mean our homework help
[20:01] service has restarted. So Monday,
[20:03] Tuesday, Wednesday from 6:00 to 9:00 and
[20:05] then Thursdays from 4:00 to 7:00, we do
[20:07] have free homework help. You don't have
[20:09] to sign up. You can come once. You can
[20:11] come every day. like there's no like
[20:14] registration or anything like that. So,
[20:16] kids can come for if they're just stuck
[20:18] on one assignment or if they're need
[20:20] help on a big project or if they just
[20:22] need someone to sit with them every day.
[20:24] Um we have a homework help aid and she
[20:26] is lovely. Um and even if you just want
[20:28] to come hang out, she'll play games with
[20:30] you and stuff like that if if it's a
[20:31] quieter time. So, um but yes, summer was
[20:34] awesome. School is back. Homework help
[20:37] is here. Um do you have any questions
[20:39] for the library while I'm here?
[20:42] No. Well, thank you all for your time
[20:45] and I hope to see you soon.
[20:47] >> Thank you.
[20:50] Anyone else?
[20:52] All right. Seeing none, council

[20:54] project oversight. Mr. Cook,
[20:56] >> thank you. Uh, no report for budget and
[20:58] finance, but I was speaking with Mr.

[21:05] I'll inform all of council when that
[21:07] date will be. And then later this year
[21:09] we will also have a project oversight

[23:04] Knight.

[23:10] According to Michael Bloomer, this was
[23:12] one of the best ones they ever had.
[23:14] Well, the weather really cooperated
[23:16] quite a bit. Um, all the nonprofit
[23:19] organizations did well making money and
[23:21] getting their organizations well known.
[23:24] Uh, he said one organization made two
[23:27] $2,000 and another made 1,500.
[23:30] Sharon Fest, they donated $3,000 to two
[23:34] Princeton organizations and the
[23:36] community fund. Thank you,
[23:40] >> Mr. Lucas. Yes. So just regarding
[23:42] community services meeting, uh there's
[23:45] five Tuesdays in September. So the next
[23:48] law committee meeting uh or the second
[23:50] law committee meeting would be on the
[23:52] 22nd. If that changes
[23:55] your
[23:57] wishes regarding your
[23:59] >> uh let's go ahead and move that to the I
[24:00] won it the week before the last council
[24:02] meeting. So I appreciate that. Thank you

[24:08] >> So we'll do that the 22nd. Correct.
[24:12] Yes.
[24:12] >> Okay. Yes. Thank you. Appreciate that.
[24:15] Great catch.
[24:16] >> 22nd 4 o'clock.

[24:50] » All right. First reading of ordinance
[24:52] 202636,
[24:54] authorizing the safety service director
[24:56] to dispose of police department
[24:58] equipment.
[25:00] And a first reading of ordinance 2026 37
[25:03] authorizing the safety service director
[25:05] to dispose of police department
[25:06] equipment.
[25:10] Thank you. For the final time this
[25:12] evening, are there any residents

[25:21] matters to be heard before council this
[25:22] evening?
[25:24] >> Snip.
[25:25] >> Uh two things. Number one, uh today is
[25:28] Michael Bloomer's birthday and uh I
[25:31] asked him and he I said, "Are you 28 or
[25:33] 29?" And he said 30. So, uh, he lied all
[25:36] the way around. And the Rupert stand
[25:39] closes September 7th, the, um, on Labor
[25:43] Day. So, come early because when we run
[25:45] out of food, we close. So, and again,
[25:48] the flavor of the month is going to stay
[25:50] for September. It's root beer float and
[25:52] it's yummy. It tastes like the bottom of
[25:54] the root beer float where you call the
[25:56] ice cream, a little bit of the root
