[31:18] dollar amount involved Nate mentioned5 or $10 something like that but um
[31:22] they'll be essentially donating to the village of Shre um but it will be green
[31:26] grass ready to go um ready to build so the the unfortunately the buildings will
[31:32] have to come down uh that's beyond our control so but um down the road um with
[31:38] the plan that we we have um that may be something that could be in the works. I
[31:43] don't know. Um we're we're obviously just at a 30,000 foot view with that as
[31:47] you know. Um so potentially. Yeah. Um but you're right. There is a need that
[31:52] that we have in Sharie for that. So be wonderful to be able to address that

[33:17] relation to that funding. um and and whether or not we want to uh try to
[33:22] figure out a way that given it's in a flood zone, we want to try to put the
[33:26] money into the Herald Miller Park or uh do we want to go back to the state and
[33:30] petition that they allow us to move it up to the school property um and utilize
[33:35] the funding there. Um so just a bug in your ear um in relation to that. Um and
[33:41] then one of our items down the road is uh in our agenda is going to be to try
[33:45] to set a date for that um special council meeting and then we'll also
[33:49] discuss discuss committees uh in in that meeting as well and try to get some
[33:54] active committees going uh which would be good. So um Jill, am I missing
[33:58] anything on the Herald Miller Park there? Yeah, we just have a deadline to
[34:04] spend that money by um I believe it's July or August of 2026.
[34:10] Um so I think it is uh something that's critical that we need to get it
[34:15] addressed fairly quickly. Um as I have shared with you and some of the other
[34:22] council members that uh we had originally uh had the Army Corps of
[34:27] Engineers out. We did a sitewalk of the Sharief Creek. They were originally
[34:32] going to do a study and try to mitigate uh some flooding um or the flooding uh
[34:39] within the the Tree Creek corridor. Um but I think we have that opportunity has
[34:48] passed. Therefore, uh I make a recommendation to the board
[34:53] that um we not utilize $300,000 in a flood plane. I do not see FEMA giving us
[35:01] uh a green light to build anything in a flood plane. We would have to
[35:06] uh we'd have to get a lot of permits. We would have to go through a lot of red
[35:10] tape to put 300,000 into a flood plane. And I'm just recommending it to council
[35:16] not to do that. uh to uh perhaps um take that money, look at how we could apply
[35:23] it to the school property after the demolition is completed. Uh whether we
[35:30] start enhancing playgrounds for the children, enhancing uh any of the
[35:36] existing ball fields that would be left. Um and that's just going to be up to
[35:41] council and the committees to sit down and take a hard look at that. But, um, I
[35:46] encourage, um, everyone, um, that serves on the
[35:50] park and Rex committee, um, maybe we could get together, uh, at a special
[35:56] meeting and take a really hard look at this to make sure that we're utilizing
[36:00] that $300,000 um, to the fullest extent and apply it
[36:06] to a project that we can have completed by uh,
[36:11] July, August of 2026. Um, so, uh, we need to get to work on it
[36:18] and we need to get to work on it quick because if we, uh, if we don't, you
[36:23] know, have that, we might be able to request an extension. Um, and that's
[36:27] that's a very good possibility. Um, the state's typically really really good
[36:32] about um, working with small communities uh, for extensions. they don't like to
[36:38] do it and um so if we can avoid going to the state and asking for an extension uh
[36:44] I I highly recommend that. Um but I also feel that um um you know it's prudent
[36:52] that we we get to work uh as a uh committees um the parks committee and
[36:58] you and figure out what we're going to do with that 300,000.

[43:23] what the current balance is as of April 30th and then that encumbered amount is
[43:29] current purchase orders that are open. Um so then that available balance is
[43:33] what is left after those purchase orders if everything was to be paid on those.
[43:39] Um, the big thing to look at on your revenue expense is you can see there's a
[43:44] percentage column on both of those that kind of show you where you're at at that
[43:49] point in time. Um, as to what percentage of the revenue you've collected versus
[43:54] what percentage of the expenses that you've collected. Um, I haven't done a
[43:58] deep dive into this um, just trying to get everything caught
[44:03] up. But basic well on a basic overview
[44:07] everything right now looks to be pretty well off. Um there's nothing alarming
[44:14] sticking out here. Um fund balances are relatively at a good spot um without
[44:21] taking a deeper dive into it which I plan to do here in the near future.

[46:23] the past couple months and um how we are being fiscally responsible as uh as the
[46:29] leadership that um uh that the community is relying on and um I'm very proud of
[46:36] your leadership. very proud of seeing what's happening with our budget and the
[46:40] decisions that are being made and this council and the council moving forward
[46:44] should be very proud of of this accomplishment.
[46:51] Yeah, I I think I would echo that. I've I've heard some rumblings um here and
[46:56] there of of people saying that we're going under, we have gone under, we're
[47:00] bankrupt, and it's it's just utter nonsense. I I would really like to think

[47:08] willing to type on keyboards than they are to ask questions. And I think that's
[47:12] a crime shame. Um so uh for for those and and for the record, I would say

[48:18] ask you to kind of pull some of this together. Um, we we have uh saved a
[48:24] contract that was entered into but not officially signed before I took office.
[48:29] I don't think we've we've incurred um any I mean we've gotten a lot of grants
[48:34] but but the village certainly has debts um and some loans that are out there and
[48:39] I'd asked you to kind of for the new council members pull some of those
[48:42] things together. Did Did you have a chance to do that? I did. I just uh
[48:47] unfortunately I didn't have my file with me. So, I'm just and Leah helped me pull
[48:53] this together, but we ran um the numbers and I think the new council members um
[48:58] need to be aware of this that um prior uh to uh
[49:08] 2024. Right now, the village has over
[49:14] $560ome,000 in loans and we are paying on that. And I
[49:20] um also uh you think it's really important that we get that information
[49:23] out there into the public. Um these were loans for various projects um that um we
[49:31] kind of want to do a little bit of a deeper dive into uh and and get that
[49:36] published on the website uh for transparency. Um I do know that um these
[49:43] are not related to any grants that we wrote and submitted and got funded for
[49:48] in 2024. Uh all grants that were submitted in 2024 were 100% funded. So,
[49:57] um I think uh just for transparency, we will uh do a little bit of a deeper dive
[50:02] and get this published on our website so the community knows that u right now the
[50:08] village has that amount of money out in loans. Uh and um I assume that they're
[50:14] for water projects over the years um and but we are paying on them and as you
[50:20] just heard our budget um is handling those loans. But I also think moving
[50:26] forward before council considers taking on any more loans or at least this
[50:31] council um that we uh we look at our funding um going forward and instead of
[50:39] just taking out loans to take out loans that we keep continuing to look at grant
[50:44] funds to fund uh projects and work hard with our state representatives
[50:51] um and legislators on trying to leverage more grant money.

[51:04] would like to see that deep dive as to how long these loans have been on the
[51:07] records and on the books and nothing's been done about it by prior councils and

[51:23] it both for council and then also for the public. But um you know and and just
[51:27] to address that, I think Joan, you made an excellent point in that that there
[51:31] are at times grants that come in that have matching fund requirements. Um and
[51:37] and for us, the $2.5 plus million that was brought in last year was brought in
[51:43] fully funded. Uh the village didn't have to shell out one plug nickel um for
[51:48] those grant programs. save um you know the the time that we we paid you for
[51:53] which was a pittance compared to what we got. So all right um I spoke with a
[51:58] gentleman a couple of weeks ago maybe not even that long uh from Julian and
[52:02] Groo um they are the folks that have handled our audits um at the village for
[52:07] quite some time um good fella and um they're they're excited to jump in and
[52:13] uh and complete the audit. um they have uh what is it called? A an agreed upon
[52:18] procedures um audit which is what we had last time um and what we had the time
[52:23] before that according to the guy that I talked to. Um this is an agreed upon
[52:28] procedures and abbreviated um and Leah, I'm going to I'm going to relay what I
[52:32] believe I understood the guy to say, but if you if if in your experience you want
[52:36] to correct me or clarify, please do. Um you have my blessing to do so. Um an
[52:41] agreed upon procedures audit is more abbreviated. Um they don't write an
[52:45] opinion on uh the uh the financial condition of the village. Um they're not
[52:51] doing as deep a dive. Um the agreed upon procedures is something that the state
[52:56] auditor's office puts out. Um he told me that we still qualify um for the agreed
[53:01] upon procedures abbreviated, but he said that if we would like to go with a full
[53:07] audit um and kind of have them do a deep dive into everything um within the
[53:12] financials of the village that that we could certainly do that. Uh they haven't
[53:16] on their end submitted the paperwork to the state. Um which means that if we
[53:19] would like them to do a full audit rather than agreed upon procedures that
[53:23] we can ask them to do that and they'll do that. Um, now the amount for the full
[53:27] audit is $11,000. I'm speaking in rough numbers. Um, and the agreed upon
[53:31] procedures, which is abbreviated, is roughly $9,000. So there's there's a
[53:36] little bit over 3,000 or right around $3,000 um in additional cost for the,
[53:42] you know, between the agreed upon abbreviated procedures and the full
[53:45] audit. Um, I would really love us to see uh to see us um go ahead and get a full
[53:51] audit and just show everybody around. we don't have anything to hide whatsoever.
[53:57] Um get the full audit done. Um we're going to have to have that done in two
[54:00] years anyways. Um you only get an agreed upon procedures audit um three times and
[54:05] then the fourth is mandated by the state uh to be a full audit. So that's coming
[54:09] our way anyways. Um and uh I I would like to recommend it's not my decision
[54:14] to make, but I would like to recommend that we just get a full audit done. You
[54:17] said it's coming up in a couple years, but if we have it done now, we don't
[54:20] have to have do it in two years. We'll have to have it done every two years
[54:23] anyways. Uh the state allows us to get three abbreviated or agreed upon
[54:28] procedure audits done in a row and then after that we have to have a full audit.
[54:32] Um so the the next audit that we're going to have anyways will be a full
[54:37] audit. Does that make sense? But this we don't have to have it yet, right? We
[54:43] don't have to have a full audit. We're going to get an an agreed upon
[54:46] procedures audit at the very least anyways. So we're on the hook for the
[54:50] 9,000 to get that audit done regardless. Um, if we want to get a full audit done,
[54:54] it's an additional $3,000. And Mayor Martin, if I could make a
[55:00] recommendation c to council, considering that we've had now two fiscal officers
[55:06] and with new staff coming in, I I highly recommend to council to just spend the
[55:14] $3,000 and pay for a full audit. Not that we think that, you know, anything
[55:19] that, you know, has been done wrong, but I think for a new fiscal officer coming
[55:24] in that they would just want to know, have that peace of mind that um, you

[56:59] already read it. aware of those three. Uh whereas at least one property owner
[57:04] believes the village must maintain the said lines whereas nothing is currently
[57:08] on record indicating the village owns possesses an interest in or otherwise
[57:11] has a responsibility for the maintenance of said lines whereas the property
[57:14] owners have expressed an interest in transferring their interest in said
[57:17] lines to the village whereas the village is willing to accept control and
[57:21] responsibility over these lines because such benefits uh the general uh health
[57:25] and welfare of the village. Now therefore be it ordained by the council
[57:29] of the village of Shre Wayne Ohio uh as follows section one the council hereby
[57:34] authorizes the mayor to negotiate and enter into a contract with the necessary
[57:38] property owners to obtain full control of an 8 in sewer line and the water line
[57:42] services parcel numbers uh no payments are authorized for the acquisition of
[57:47] said lines. The village will then be responsible for the maintenance of said
[57:50] lines. Section two uh that this resolution is in the best interest of
[57:54] the village of Shreve and its residents. Section three uh that the four said
[57:59] recitals are rendered to the findings of this council are hereby incorporated
[58:03] into this resolution. Section four that this council hereby finds and determines
[58:08] that all formal actions relative to the adoption of this resolution were taken
[58:11] in an open meeting of this council and that all deliver uh deliberations of
[58:16] this council which resulted in formal action were taken in meetings open to
[58:19] the public in full compliance with the applicable legal requirements including
[58:23] section 121.22 two of the Ohio Revised Code section five. This resolution is
[58:28] hereby declared to be an emergency measure necessary for the immediate
[58:31] preservation of public peace, health, safety, and welfare of the village
[58:34] residents for the immediate implementation of these rules. Provided
[58:37] this council resolution receives the affirmative vote of its members elected
[58:41] or appointed council, it shall take effect and be enforced immediately upon
[58:45] its passage. Okay. So, I'll I'll jump into this one a little bit.
[58:51] um the Walters property. Um I've done a deep dive into this. I've I've been
[58:57] looking at it for some time, looked at it again. Um I do think that whether
[59:03] right or wrong, um that those um homeowners were promised um certain
[59:09] things, or led to believe certain things by the administration of the time. Um,
[59:13] and I I think that from my conversations with Habitat on which I'm a board
[59:19] member, um, that they would not bring in um, a several housing developments like
[59:27] that or several housing lots and then connect them um, without something being
[59:31] considered a main. Um, and so, uh, essentially what we have is that sewer
[59:36] line, um, on that property runs down. um one property owner is subject to the
[59:42] other. If there's an issue here and this person uh has an a backup and a flood,
[59:47] they have no way to force them to mess with that 8 inch line to get it fixed.
[59:52] They're just on the hook. Um there were parts that were bought um at Shreve
[59:57] Hardware for that. We have record of it in minutes um both I believe on the
[1:00:02] waterboard at the time and within council um where that language was used.
[1:00:06] It looks like an easement was started um by the previous administration and never
[1:00:10] finished. Um whether right or wrong um from a legal standpoint, I think that um
[1:00:16] it would be in the best interest for uh council to just let us take care of take
[1:00:24] control of and take care of that 8 inch line. That would be that would be my
[1:00:29] thought. So one question before just to lay this out. Does that 8 inch line go
[1:00:35] underneath their houses? Just because if something goes
[1:00:39] wrong and we and say it's under their basement, we would be you well the
[1:00:45] village would be responsible for tearing up their basement and replacing the
[1:00:48] concrete or anything. So they have they would have laterals that go through the
[1:00:54] 8 in. That is my understanding. Yes. Who would have that information? Well,
[1:01:00] there's no information. Yeah, we're going to have to go down do some What's
[1:01:03] that? Her water lines run under her. The water Yeah, the water lines do. I know.
[1:01:07] But um Well, those are the water lines that her water lines that go into the
[1:01:11] house. The two outside. The two in what you're talking about. Yeah. But I was
[1:01:16] just I was just laying it out before you made a decision that if they are if that

[1:01:59] considering acquiring that line. And so a term that was discussed was
[1:02:06] potentially um you know making the personal and real
[1:02:12] property of the property owner the property owner's responsibility and the
[1:02:16] line the municipality's decision uh responsibility. So, something we could
[1:02:20] do here is say, "Look, we'll go in and we'll fix that line that's running under
[1:02:24] your house, but we're only responsible for the line. We're not responsible for
[1:02:28] your house." And we can kind of carve it up a little bit language-wise to, you
[1:02:34] know, make sure we don't destroy their house, but that the village is also not
[1:02:38] absorbing and a cost that maybe the taxpayers don't want to bear.
[1:02:44] I I think that they already did the line under their house because they had their
[1:02:51] basement torn up and new line put in. So they're talking about That's not
[1:02:56] the line we're talking outside. Right. That's not the line we're talking about
[1:02:59] right now. They're right. This is the main line more or less
[1:03:04] getting it out there. So right there two different stories that I
[1:03:09] got. That's way before I was in this area. One
[1:03:13] was is that there's supposed to have been there's two houses, but there were
[1:03:20] supposed to have been four. And one story they they got the
[1:03:26] homeowners got was is that the reason they did it and didn't do the lines out
[1:03:31] to the main like this was because the
[1:03:37] mains was not low enough and there wasn't enough drop. Okay.
[1:03:43] I'm not sure how there's not enough drop since they're on the hill. And then the
[1:03:46] other story I got was because it was Habitat and they were going to put in
[1:03:50] the extra houses and there was already two
[1:03:53] there. They ran a plastic line from that house down
[1:04:00] to the main down here. That way it saved habitat money because they only had to
[1:04:05] pay one tap fee. So Bruce said that's good idea. You only have to pay one tap
[1:04:09] fee instead of each habitat house having to pay its own separate tap fee all the
[1:04:14] way down. Yeah. plastic. Is that a 8 inch line? Do you believe it's sticks?

[1:04:24] a carbon? Is it? I do believe it's plastic. I I cannot state it for a fact.

[1:04:53] this house trying to jet up to this house since it's all in that all on the
[1:04:59] same light. Okay. I'm under the the right assumption from what I've been
